NAGA CITY — Public Works and Highways Undersecretary Rafael C. Yabut, who was here recently, was instructed by President Arroyo, through Secretary Hermogenes Ebdane Jr., “to inspect the rehabilitation project on a 48-kilometer stretch of the Fuentebella Highway in Caramoan Peninsula which is part of the third congressional district of Camarines Sur.

Yabut was directed to assess the ongoing, nine-kilometer road project that starts at the junction of Guijalo and San Vicente in Caramoan and leads to the Ro-Ro port that will connect Barangay Cudon, the nearest
point in the island province of Catanduanes, to mainland Bicol.

Barangay Cudon is only 30 minutes by boat.

Public Works and Highways Region 5 Director Danilo C. Manalang, who accompanied Undersecretary Yabut in his trip to Caramoan, said the circumferential road forms part of a highway loop with a total length of 79 kilometers. The road snakes through mountainous areas of Presentacion up to Caramoan proper.

The project has a total cost of P298 million, and for the Caramoan-to-Presentacion section of the coastal road, the DPWH had released P329 million.

“You will notice that along the 48-kilometer Fuentebella Highway that passes through Garchitorena junction in the northeastern section of the road, there are 31 barangays, while along the 31-kilometer coastal road, there are only 11 barangays although there is still a stretch of five-kilometer solid-rock portion to be opened,” Manalang said.

He said that the road starting from Barangay Poblacion in Presentacion and traversing the interior Barangays of Anklolan, Tanawan, Bicalen, San Francisco, Maligaya, Sta. Cruz, Tabiguian, Pili, Tabgon, Agas, Hanoy, Bikal, Oroc Osoc, Caramoan, Poblacion, and Guialo, with a distance of 48.8 kilometers.

The scope of work included concrete paving of 5.56 kilometers, and re-gravelling of 31 kilometers of road. This does not cover the drainage structures.
The following day, Yabut left Camarines Sur for Albay to look into the condition of the Binitayan Bridge in Legazpi City.

The bridge project has an allocation of P40 million from the National Disaster Coordinating Council as per instruction of President Arroyo, and another P30 million from the DPWH, Manalang said.

Thank God! At last roads heading to Caramoan are now given much attention.

Just to inform everybody, the last trip of Air Philippines to and from WNP (Naga Airport) is on August 31, 2009. (a few days from now). It will be replaced by PAL express which will resume its MNL-WNP flights on Sept. 1, 2009

This means Naga Airport wont be seeing passenger jet planes anymore. PAL express only uses Bombardier Q400 and Q300 76-seater turboprop planes.

The positive thing is that PAL express accumulates mabuhay miles, and it flies twice everyday to Naga, one in the morning and another one in the afternoon.

UNUSUAL LOOT. Students of the Ecological Waste Management Class – (NSTP 1) of SEAICT seemed to take delight in finding the great volume of discarded stuff collected in their unusual loot - used plastic cups, mineral water bottles, plastic bags and other trash and waste materials unconscientiously left by the crowd during the staging of the Ironman 70.3 Triathlon competition. The materials will serve as their specimens in applying what they have learned so far in said class. Nonetheless, it is always delightful to know that one is able to contribute towards the protection of the environment, maintenance of sanitation and promotion of good health.

That one too. haha I just flew in from Manila today, sa Air Phils. And the plane was just really really old, siguro mga 25 years old na yun. Pero, the good thing with jets sana is that the travel time is much shorter. Kanina it only took us 25minutes to arrive in Naga.

Aug. 29 (PNA) -- About 1,126 persons were given employment for the National Household Targeting System (NHTS-PR), a program of the Department of Social Welfare and Development (DSWD) for identifying poor households in the country.

Evelyn Jerusalen, DSWD regional information office explained that the National Household Targeting System for Poverty Reduction is a data management system that identifies who and where the poor are in the country.

“The system makes available to the public a database of poor households as reference in identifying beneficiaries of social protection programs,” she said.

This is through the conduct of household assessment which is done by the enumerators hired by the DSWD.

The NHTS-PR which was launched in the province of Masbate in May this year was able to provide employment to 541 individuals from across the region.

“They were hired as enumerators, encoders, area supervisors, information technology officers, regional field supervisors and administrative support staff,” Jerusalem added.

With its second phase of implementation, 1,123 individuals consisting of fresh graduate, out-of-school youths, laid off workers and children of OFWs will be hired.

The second phase of implementation will be in Albay, Camarines Norte, Camarines Sur and Catanduanes.

Meanwhile, a series of orientation on the project is being undertaken with the Local Chief Executives, the ABC presidents and the provincial/municipal social welfare and development officers as participants.

The activity aims to generate support of the local leaders in the implementation of the project. This was already conducted in the provinces of Albay and Camarines Norte. Camarines Sur and Catanduanes will follow. (PNA)

LIVELIHOOD. A total of 140 farmers graduated from the Kabalikat sa Kabuhayan Farmers Training last August 21, 2009. The KSK FT is a joint undertaking of SM Foundation Inc., Harbest Agribusiness Corporation and the Department of Agriculture.

It’s a program that provides farmers with the technology to produce fruits and vegetables ready for commercial sale. Backyard farming is enhanced to give marginal farmers better livelihood opportunities. the undertaking assists farmers by teaching them how to produce high value commercial crops through the use of modern techology in vegetable production. The training program consists of lecture and hands on training using the concept of farmers field school, a group-based learning process that incorporates concepts and methods of agro-ecology, experiental education and community development. Sm City Naga’s vital role is to assist KSK farmers in marketing their produce.

NAGA CITY --- After the long wait, site blessing and resumption of construction work at the stalled Naga City Coliseum have been set at 8:00 a.m. on Friday, August 28, at the Central Business District 2, fronting the monolithic SM City Naga.

Naga City Mayor Jesse M. Robredo said that "after all the technical consultations and following competitive search for the cheapest loan package and transparent public bidding, we are now finally resuming the construction of the Naga City Coliseum."

The simple ceremonies on Friday will mark the preceding preparatory stages and kick off actual construction work. City Engineer Chito Palmiano will present the coliseum's project brief before the guests and members of the local media who have been invited to witness the event.

The structural design of the coliseum's roofing underwent major revisions taking into consideration: a) the recommendations of the Association of Structural Engineers of the Philippines which sent two experts from Metro Manila to assess the structure, b) the recommendations of the local chapter of the Philippine Institute of Civil Engineers which looked into the superstructure and construction methodology, and c) the recommendations of the United Architect of the Philippines that focused on the aesthetics and compliance with green environmental standards.

The city hall exerted every effort to keep financing cost down where the best offer was a loan that charges only 8.7% per annum, with fees waived and the tax burden shifted off the city government.

Bidding for the resumed construction was done in open and competitive manner where 9 bidders participated in the first bidding and 8 during the second bidding. The bidding was to be repeated because on the first the prospective bidders failed to adhere to some of the key requirements of the procurement law. As a result, the project was awarded for only P122 million, generating a savings of P11 million from the original cost estimate.

ITP Construction, the winning bidder, was evaluated not only on the basis of its submitted documents but on its actual track record duly verified, assessed, and post qualified by the Bids and Awards Committee, given the fact of the huge dip in the bid price.

Mayor Robredo assured the coliseum loan will not affect the current level of frontline services that the city government is delivering. He explained debt amortizations will be funded by additional taxes from SM City Naga, initially projected at P20 million next year, as well as from revenues from the coliseum's operation, all of which are new sources of revenue.

A planned terminal at an adjacent city government property will further bolster the income streams mentioned.

PILI, Camarines Sur ---To recoup the damages brought about by typhoons Crising and Dante during the first semester of this year, the Department of Agriculture in Bicol, together with the Philippine Crop Insurance Corporation, is implementing the premium subsidy scheme under the GMA rice program for August 1 to September 15 planting.

The program was conceptualized to encourage more farmers to plant during the period since their crops will be covered with insurance and at the same time entitling the farmers to 50% seed subsidy.

Under the approved guidelines, the farmer beneficiaries who will be planting certified, registered, foundation, and hybrid seeds during the specified period shall obtain a P10,000 per hectare coverage. The premium rate for this shall be the discounted rate applicable in the area, which will be paid by DA – Regional Field Unit 5 based in this capital town.

Farmers who will procure palay seeds under the DA RFU 5 seed subsidy scheme as duly certified by the Municipal Agricultural Officer are qualified to avail of the premium subsidy. DA shall download the premium allocation to PCIC, the agency mandated to implement crop insurance.

PILI, Camarines Sur-The province of the Camarines Sur will commemorate the 109th Philippine Civil Service Anniversary this coming September 4 with an array of activities that include a parade, an inter-agency vocal duet and ballroom dancing contests
The celebration is jointly spearheaded by the Civil Service Commission, Camarines Sur Field Office and the provincial government headed by Governor LRay Villafuerte with the cooperation of the Camarines Sur Council of Personnel Officers, all National Government Agencies, Government Owned and Controlled Corporations, State Universities and Colleges and local government units of the entire province.

At 7:30 in the morning on Friday, September 4, the celebration will kick off with a parade starting from the highway-Capitol road junction winding up at the Capitol Convention Center for the program proper.

During the occasion the various delegations are requested to be in sports attire and are required to bring with them their banners and streamers.

There will be a color coding, too, hence, the delegates are required to wear T-shirts in accordance with the following assigned colors: NGOs, red; LGUs, lavender; SUCs, white; and GOCCs, yellow.

Adding spice to the celebration will be the vocal duet singing and the ballroom dancing contests scheduled in the afternoon representing each of the participating agencies.

There will also be parlor games and Laro Ng Lahi just after the program proper.

This year's anniversary theme is, "Honoring Our Heroes in Republic Service-Responsive, Ethical Public Servants with Vision, Impact, Commitment and Excellence Sibil", to give recognition to the patriotism, integrity, excellence and sacrifices of the unsung heroes of public service. S. Nieves

The 33rd National Milo Marathon returns to Bicol and Western Visayas on Sunday, Aug. 30, for another simultaneous staging of elimination races in Naga and Bacolod.

Last Sunday, the country’s biggest and longest-running foot race held successful races in Iloilo and Legazpi with a combined total of 12,000 participants.

Come Sunday, more than 10,000 are expected to join the 21K qualifying run, the 10K side event, the 5K fun run and the 3K race for kids 7 to 12 years old.

At stake in the 21K race are the R10,000 prize for first place, an elegant glass trophy and slots for the national finals of the 33rd Milo Marathon slated on October 11 in Metro Manila.

The qualifying time for men is one hour and 15 minutes while the qualifying time for women is one hour and 35 minutes.

The bulk of the participants, however, are fielded in the 5K fun run that also features an inter-school team running competition and the biggest delegation contest.

Also on hand during the early morning festivities of this annual event held in partnership with Bayview Park Hotel-Manila and the Department of Tourism is the inter-school cheer-dance competition which has become one of the most anticipated and most-watched portion of the MILO Marathon.

The Bacolod leg is being organized by the sports office of the University of St. La Salle headed by Malot Lozada and assisted by coordinators Efren Timtiman and Roger Banzuela. The Naga City leg is now being organized by the office of the City Mayor.

In Bacolod City, Gov. Isidro Zayco and Vice Gov. Dino Yulo have been invited to award the prizes at the awarding rites that will start at 7:00 a.m. PSC commissioner Eric Loretizo have also been invited to fire the starting gun for the 21K qualifying run and Mayor Evelio "Bing" Leonardia firing the starting gun for the 10K, 5K, and 3K side events.

Meanwhile in Naga City, Mayor Jesse M. Robredo will fire the starting gun for the qualifying run at exactly 5:30 a.m. with attending city councilors starting off the 10K, 5K, and 3K run.

Six runners qualified to the national finals during last week’s races.

NAGA CITY — Luisa Raterta made it to the final of the 33rd National Milo Marathon elimination when she won the Naga leg for the fifth time since 2003.

An eight-year veteran of the country’s longest running footrace, Raterta dominated the 21k course, clocking 1:31.48, surpassing the 1:35 qualifying time in the race that started and ended in front of Plaza Quezon.

“This will be my ninth appearance in the finals. I will try my best to become the first Bicolana runner to win the prestigious race,” said 28-year-old mother of three from Tabaco, Albay. She also won P10,000 for her victory.

May Ilo and Myra Luz Abueg failed to join Raterta to the finals, clocking 1:50.51 and 1:59.10, for second and third, respectively.

The Naga leg, however, ended without a male finalist as eventual winner David Madera failed to make the grade and consoled himself with P10,000.

Raterta is hoping to improve on her fifth place finish in 2004.

“I could have submitted a better time if the opposition was tough. It’s good, I made it to the finals for the ninth time,” she said.

Three runners from Bicol have won in the national finals – Victor Idava, from Catanduanes, and the Ballesters brothers, Wilfredo and Allan from Sorsogon.

Raterta joined Mario Maglinao, the Legazpi leg winner, to represent Bicol in the finals to challenge reigning men champion Eduardo Buenavista and Mercedita Manipol in the 42k race in October in Manila.

Madera, a member of the track team of University of Santo Tomas, is satisfied with his time despite failing to breach the 1:15 qualifying mark.

Madera competed in the 10,000m, 5,000m and 3,000m steeplechase in the UAAP.

Reynand Novallasca, fifth placer last year, came in second behind Madera.

Travel + Leisure magazine releases survey results of its 2009's Worlds Best Awards

Cebu may be second to Camarines Sur in the Philippines' most visited destination, but it is one of the best islands in Asia.

Travel + Leisure magazine recently released the results of its World's Best Awards 2009, a listing of the best hotels, airlines, cruises in islands and cities all over the world.

Cebu ranked no. 4 among Asian island destinations.

No other Philippine city, island, resort, hotel or airline made it to the listing in other categories.

The awards are based on the American magazine's 14th Readers' Poll survey conducted from mid January to the end of March this year.

"An unprecedented number of new names and places made their debuts on this year's list, sometimes unseating longtime favorites," says Travel + Leisure editor-in-chief Nancy Novogrod.

Cebu got a rating of 79.68 points.

It ranked behind Bali (87.41), Maldives (84.43) and Phuket (80.93). It is ahead of Ko Samui (79.29).

Respondents were asked to rate the islands based on natural attractions, activities and sights, restaurants and food, people and value.

They had to rate a candidate on a scale of 1 to 5 where "1" means poor and "5" means excellent.

In the magazine survey, Cebu Island was shut out, however, from the coveted list of Top Islands Overall. Bali with a rating of 87.41 was still no. 1.

Phuket in Thailand ranked second last year but failed to land in this year's top ten.

For the past three years, the announcement of the World's Best Awards winners has been preceded by the release of findings from "The Survey of Affluence and Wealth in America, created by Travel + Leisure's parent company American Express Publishing, and Harrison Group, a strategic-marketing research firm.

Novogrod says she was struck by the consistency of the insights of American consumers. "They have a high regard for value and service, brand loyalty and small rewards," she said.

The Best Islands Awards were divided into geographical categories: Continental US and Canada; Hawaii; The Caribbean, Bermuda, and the Bahamas; Mexico, Central and South America; Europe; Asia; Australia, New Zealand and the South Pacific.

The questionnaires were developed by editors of the magazine in association with Harris Interactive, an independent research firm. They were posted in the magazine's website.

Readers were invited to participate and a select group also received invitations by e-mail.

Respondents were screened and responses from any identified travel-industry professionals were eliminated from the final tally.

In the Conde Nast Traveler annual Reader's Choice Survey, Cebu has occupied the seventh spot in the best island destination in Asia/Indian Ocean three times in 2008 at 70.9 which is two points short of 2007's 72.3 points and 2004's 72.8 points.

Twice, it has been ranked 8th best island destination: in 2006 with 71.0 points and in 2005 with 69.5 in the same magazine survey.

Both Travel + Leisure Magazine and Conde Nast Traveler are American publications based in New York.

PILI, Camarines Sur—The Department of Agriculture (DA), through the Philippine Crop Insurance Corp. (PCIC), has implemented a crop-insurance premium subsidy program for Bicol rice farmers to encourage them to plant more during the planting season covering the third quarter of this year.

The program provides free insurance coverage for rice planted from August 1 to September 15 and, at the same time, entitles farmers up to 50-percent seed subsidy, Jose Dayao, DA’s regional executive director for Bicol, said here over the weekend.

“This is under the GMA Rice Premium Fund, conceptualized to help the region’s rice industry recover from the damages brought about by Typhoons Crising and Dante that hit the region during the first semester of the year,” Dayao said.

Based on the approved guidelines, each farmer-beneficiary who will be planting certified, registered, foundation, and hybrid seeds during the specified period shall obtain a P10,000 per hectare coverage, he said.

The DA regional chief explained that the premium for the insurance coverage shall be the discounted rate applicable in the area, which will be paid by DA–Regional Field Unit (RFU) for Bicol, but only farmers who will buy palay seeds under the subsidy scheme are qualified to avail themselves of the premium subsidy.

The first time I took note of "balaog" was in 2004. "Hiras nin Balaog" was supposedly the catchphrase when the Bikol Branch of Consuelo "Chito" Madrigal Foundation was launched. So I asked, "Anong balaog?" It's a shame that my Bikol vocabulary is limited to the everyday usage. No literary value, whatsoever. Although I do get creative with my Bikol when I am fuming mad. Going back to "balaog," what stuck in my mind was that it meant "blessings." I was told that Doña Chito organized the Madrigal Foundation as a way to share her blessings to the poor. The catchphrase didn't catch much attention but the Foundation has gained ground.

My mother, Nueva Ecija-born but Naga-raised, asked me "Ano nga ang balaog?" I said, "Gift daw po." We had similar conversations a few times before. I wasn't surprised she had to ask again. It's easy to forget because we come across the term only in relation to the Tercentenary.

In any document where "Balaog Inako, Balaog Itao," - the Tercentenary slogan - gets an English translation, I always see "A gift received, A gift to share" as the equivalent. That's why now I understand "balaog" as "gift." I still have to ask if "balaog" can be used as "Dai nagtatao nin balaog ang Ninong ko." Pardon the ignorance.

"Harubay" is another word I have spoken a number of times but I only understand it based on context. The first time I heard was only a few weeks ago. "Harubay Para ki Jesus asin ki Ina" is a novel idea to mark the beginning of the centuries-old Peñafrancia Fiesta.

On September 1, there will be a motorcade, simultaneous ringing of church bells, holy hour and confessions. I learned that this string of activities is a reminder that the religious celebrations do not begin and end with the novena to Ina. The novena to Divino Rostro begins nine days before Traslacion and the Traslacion actually coincides with the feast day of the Divino Rostro. (This year, the novena to Divino Rostro begins on September 2. The feast day is on September 11.)

Fancy lampposts are being built along 'Francia. One of the oldest hotels in the city has its front door being fitted with a new glass cover. A new hotel, in fact, has risen right in front of the bus terminal; it is all gaudy yellow and orange, the bluster enough to outshine the sun in the month of September. All over the city, I can smell the rush and the anticipation. If I were an insect, I could sense the excitement like the unseen presence of water (javascript:void(0);) that will turn into a flood. Ordinary beings will not feel it. But Bikolanos are no ordinary humans when September comes.
For the schoolchildren, this year must be a great change: the military (javascript:void(0);) parade participated in by Catholic and Christian (javascript:void(0);) and non-Catholic and non-Christian will not be as pompous as before. In a decision made months before, the association of Catholic schools released their decision not to participate anymore in such a parade.

We will not see thus young men (javascript:void(0);) and women - the same youths who would profess their stand against any militarization - parading in outlandish costumes that are more Halloween than heroic. Perhaps, going, going, gone too the majorettes who each year participate in a contest that pleases the dressmakers, the choreographers with bad taste, and the dirty old men up on the stage judging this bizarre event. But more bizarre really than anything else are the Catholic schools - the priests and the sisters/nuns - who allowed this kitsch all in the name of fame and trophy for so many long years.

For our generation though, the absence or presence of military parades does not matter really. We have long melted such events and threw the dirty alloy in the dustbin or memories. For long ago, we have stood against anything that commanded out of the hollow façade of authority.

We are no better than any of the students from that generation but we belonged to that group that protested against a Religion teacher who was more a tyrant and a teacher. Our principal held a dialogue with us, third year students, all of 14 or 15, and agreed to place in our classroom the Religion teacher of our choice. In our second year, too, a school official protested against our wearing of T-shirts, the white one with no collar. He did not stop there with the ban; he elevated the issue of fashion (bad fashion be it so) to the level of morality.

The school held a meeting of parents and teachers and students and all voted that on certain days, we should be allowed to wear T-shirts. And that we should not worry about our morality then.

MANILA, Aug. 29 (PNA Feature) -- Abaca, known worldwide as Manila hemp, is quietly regaining its rightful place as a major Philippine export industry.

Formerly a top dollar earning industry, it was relegated to the background by the onrush of modern technology and gross neglect.

The global shortage of many natural resources and the pollution being wrought by synthetic products on the ecology are the two main reasons behind the determined “comeback” of the abaca industry.
An indigenous plant, abaca is obtained from a tree-like banana plant, known as the “Mussa Textiles.” It is indigenous to the Philippines but is also found in Borneo, Indonesia and Central America.

Different products, like bag, pillow cases, rugs, place mats, glass holders, curtains and other household items are being made of abaca which enjoy brisk sale in the export market.

The Fiber Industry Development Authority (FIDA) identifies Eastern Visayas as the top-abaca producing region in the country, contributing an annual average of 25,843 metric tons.

[FONT=Verdana]Other major abaca-producing provinces, besides Davao Oriental, are Agusan del Sur, Leyte, Catanduanes, Samar, Bukidnon, Sulu, Camarines Sur and Sorsogon, which together account for 85 percent of the total abaca fiber production in the country.

News reports that the Naga City's Public Safety Office (PSO) Chairman and personnel have detained and subsequently interrogated a group of minors without the presence of their parents or adult-guardians, have caused much alarm because of such actions' unlawful character and violation of the minors' human rights.

PSO Chairman Lito Del Rosario has in fact been officially charged at the office of the Commission of Human Rights for violating the said minors' rights.


On August 22, a day after a string of burglaries at the offices of Naga City Hall had been reported to the police, Del Rosario and PSO personnel had accosted three minors who were at the compound of the Naga City Hall intending to pick malunggay leaves. A news report had quoted Del Rosario of admitting that indeed they had brought into their office the three minors for loitering at the said compound.



In the same news report, Del Rosario is reported to have stated that in the course of their "questioning," one of the minors confessed to taking part in the said crime. Thereafter, the PSO head with some personnel proceeded to the minor's house and conducted a search of the premises without a legal warrant.

LEGAZPI CITY, Aug. 29 (PNA) -- About 1,126 persons were given employment for the National Household Targeting System (NHTS-PR), a program of the Department of Social Welfare and Development (DSWD) for identifying poor households in the country.

Evelyn Jerusalen, DSWD regional information office explained that the National Household Targeting System for Poverty Reduction is a data management system that identifies who and where the poor are in the country.

“The system makes available to the public a database of poor households as reference in identifying beneficiaries of social protection programs,” she said.

This is through the conduct of household assessment which is done by the enumerators hired by the DSWD.

The NHTS-PR which was launched in the province of Masbate in May this year was able to provide employment to 541 individuals from across the region.

“They were hired as enumerators, encoders, area supervisors, information technology officers, regional field supervisors and administrative support staff,” Jerusalem added.

With its second phase of implementation, 1,123 individuals consisting of fresh graduate, out-of-school youths, laid off workers and children of OFWs will be hired.

The second phase of implementation will be in Albay, Camarines Norte, Camarines Sur and Catanduanes.

Meanwhile, a series of orientation on the project is being undertaken with the Local Chief Executives, the ABC presidents and the provincial/municipal social welfare and development officers as participants.

The activity aims to generate support of the local leaders in the implementation of the project. This was already conducted in the provinces of Albay and Camarines Norte. Camarines Sur and Catanduanes will follow. (PNA)

Intro aired on Episode 1 of Survivor Season 3: Philippines, the Israeli Version of CBS reality show "Survivor" also known as Hisardut. This is the longest intro in the history of all Survivors in the world.
The season is currently airing Wednesday and Saturday nights on Channel 10.

Madera bucks cramps, rules Milo run

NAGA City, Philippines – David Madera bucked leg cramps down the stretch to win the Naga leg of the 33rd National Milo Marathon elimination yesterday in front of Plaza Quezon.

Running with leg cramps in the last five kilometers, Madera, competing for the first time in the 21K, overtook the gasping Reynand Novallasca, then sustained the blistering run to win the race in 1:21.34.

Madera did not make it to the finals in October as his winning time failed to match the 1:15 qualifying time.

“Okay na rin maski hindi ako nag-qualify sa finals. First time kong tumakbo sa 21K. Ang events ko talaga ay 10,000m, 5,000m at 3,000m steeplechase,” Madera, a sophomore physical education student, said after claiming his P10,000 prize money.

“Siguro kong hindi ako nag-cramps baka nakuha ko yung qualifying time,” added Madera, fourth of six children of a farmer.

Novallasca, 23, who placed fifth last year, came in second in 1:23.00. Samuel Magas, 34, from Sta Elena, Camarines Norte, checked in third in 1:23.48, beating Gerald Monedero (1:25.15).

Luisa Raterta ruled the distaff side in 1:31.48 and made it to the finals. The 33-year-old Tabaco, Albay native, who competed eight times in the finals, led from start to finish to pocket the top prize of P10,000.

May Ilo (1:50.51) and Myra Luz (1:59.10) Abueg failed to join Raterta in the finals.

The 10K winners were Mark Jek Reyes (37.47) and Richelle Mata (1:03.29).

Close to 5,000 runners competed in the Naga leg organized by the office of the city mayor with PSO chief Lito del Rosario and Francis Barja as coordinators.

Mayor Jesse Robredo fired the starting gun in the 21K and Vice Mayor Gabriel Bordado flagged off the runners in the 10K.

IN the hopes of licking poverty and increasing investments, the Bicol region is in the process of drafting a charter that will turn all of Region 5 into another autonomous region similar to the Autonomous Region in Muslim Mindanao (ARMM) and the Cordillera Administrative Region (CAR).

Dante Jimenez, lead convenor of the Bicol Autonomy Movement, told the BusinessMirror that the move to turn Bicol into another autonomous region will allow them to take advantage of the natural resources of the region and benefit from it in full.

Jimenez said in an e-mail that some of the possible reasons provinces in Bicol like Masbate is poor is that despite it “virtually sitting on a mountain of gold,” the current system and the fact that the province benefits too little from its resources prevents it from moving out of poverty.

“Why is Masbate so poor? Again, I say, it could be the present system. With high hopes, if Bicol Autonomy becomes a reality, Masbate and even the entire region, though may not really be the best, will definitely be something much better than today,” Jimenez said.

“The Bicol region is rich in natural resources and even manpower. We do believe that effective administration, utilization and distribution of our natural wealth will boost the current regional economy. We foresee increased gross regional domestic products,” he added.

Based on the latest data from the National Statistical Coordination Board (NSCB), the Bicol region posted a gross regional domestic product (GRDP) of 4.3 percent in 2008. This growth was higher than the national average of 3.6 percent.

However, the two other autonomous regions, CAR and ARMM, posted the slowest GRDP growth. CAR posted the slowest growth of 1.8 percent while the ARMM posted a growth of 1.9 percent in 2008.

“I am more inclined to say that to some extent, safety measures were not made in place in the creation of ARMM, so much so that the leaders got themselves entangled to almost the same bureaucracy that they wanted to free themselves from, before the establishment of their autonomous government,” Jimenez said.

“On these, we, the proponents of Bicol Autonomy, put our leverage. If we could use the experiences of these two existing autonomous regions on their proper perspective both negative and positive, we believe the region can make a good difference,” he added.

Based on the 2003 Small Area Estimates on poverty released by the NSCB this year, poverty incidences of municipalities in the six provinces of the Bicol region were relatively high, ranging from 22.8 percent to 72.5 percent, except for those located in the province of Albay. The NSCB also noted that relatively high poverty incidence is concentrated in the municipalities of Masbate, while municipalities with low poverty incidences are concentrated in Albay.

Highest poverty incidence in the region was observed in Cawayan, Masbate, at 72.5 percent, followed by other municipalities in Masbate such as San Pascual with 72 percent and Claveria with 69.6 percent.

“Poverty is everywhere, regardless of the form of government. That is the general context. Autonomous or not, people can be very poor. Nevertheless, we believe systematic change can still be a great factor to reckon with in helping people and government alleviate poverty,” Jimenez said. He said the convenors of the Bicol Autonomy Movement will be meeting this week from September 4 to 6 in Buhi, Camarines Sur, to discuss the charter which will not only include economic provisions but a proposal to create the region’s own Court of Appeals, Court of Tax Appeal and Supreme Court, like ARMM, which has the Shari’ah District Court System.

The Shari’ah District Court System is provided for in Republic Act (RA) 6734 or the Organic Act of ARMM that includes the recent RA 9054, the ARMM’s charter. The Shari’ah appellate court together with the Shari’ah district courts and Shari’ah circuit courts has jurisdiction over cases involving persons, family and property relations of the Filipino Muslims.

The 1987 Constitution or the Freedom Constitution passed under the term of the late President Corazon Aquino provided for the creation of RA 6734.

Based on the proposal of the Bicol Autonomy Movement, the region is rich in natural resources. The movement said it is home to 13 major fishing grounds that supplies fish markets as far as Metro Manila; one of highest producers of palay, abaca, corn and coconut; has voluminous mineral reserves including gold, copper, silver, iron, phosphate rock, perlite, red clay, marble, guano and bentonite; and has many potentially good energy sources. These energy sources include geothermal like the Tiwi and Bacon-Manito geothermal plants, which substantially contributes to the Luzon Power Grid and three other indicative geothermal capacity additions located in Albay and Sorsogon provinces.

The region also has hydropower plants located at Buhi, Camarines Sur, and in Guinlajon, Sorsogon; wind resources in Baleno, Masbate; Donsol and Matnog, Sorsogon; higher terrains in Virac, Catanduanes and some parts of Burias Island; potential ocean thermal energy in Camarines and Catanduanes provinces; coal reserves in Batan, Albay, Cantanduanes and Masbate; and downstream oil facilities/depot in Pasacao, Camarines Sur, and Masbate, Masbate, with a total storage capacity of 87.9 million barrels.

The movement said the region also boasts of biomass energy through the use of coconut husks and rice hulls to generate energy. The movement said the technology was made by the Philippine National Oil Co. and Sukhin Energy Inc. (SEI) of Ukraine. Similar technology may be provided by the Department of Science and Technology to all interested investors.

LEGAZPI CITY, Sept. 1 (PNA) -- Some P183 million funds are being spent yearly in maintaining the national roads and bridges in good condition in Bicol, a ranking Department of Public Works and Highways (DPWH) official said Tuesday morning.

The DPWH in Bicol said some 2,200 kilometers of road networks and 16,000 linear meters of bridges across the six provinces in Bicol are being regularly rehabilitated and kept in good condition for the safety of commuters.

Engr. Oscar Cristobal, DPWH assistant regional director, said his agency has set funds specifically to be used in the maintenance of national roads and bridges across the Bicol peninsula.

Cristobal said 2,200 kilometers of national roads traverses from the town of Sta Elena in Camarines Norte to the coastal town of Matnog in Sorsogon including the road networks in the island provinces of Catanduanes and Masbate.

regarding Bicol autonomy, i just don't know if that would be approved by both Houses in Congress. I think the Constitution allows autonomy only for ARMM and Cordillera....

THE Department of Public Works and Highways (DPWH) has tapped the Department of National Defense and the National Police to speed up work on key infrastructure projects that President Arroyo wants completed by 2010.

The move came as a senior DPWH official bared the apprehension of Public Works Secretary Hermogenes Ebdane Jr. over the safety of DPWH men and private contractors who risk life and limb to complete projects in rebel- and bandit-infested areas.

“Secretary Ebdane is very concerned regarding the safety conditions of our men. They cannot even work 24/7 because of the threats against them,” said Public Works Senior Undersecretary Manuel Bonoan.

Bonoan said Ebdane has instituted measures to ensure that DPWH men, their heavy equipment, as well as that of private contractors remain safe and that construction work remains unhampered.

This includes working hand in hand with other government agencies like the DND through the Army’s engineering brigades and the naval construction battalions to speed up the DPWH’s road projects in strife-torn areas.

Recently, Moro rebels burned the heavy equipment of a construction company in Mindanao; in the town of Presentacion, Camarines Sur, New People’s Army guerrillas also burned several heavy equipment; and in the town of Gubat, Sorsogon, 30 NPA rebels stormed the district engineering office of the DPWH.

LEGAZPI CITY—In response to strong opposition from the Catholic Church, the city government here stopped the soon-to-operate casino, dislodging the massive and popular support from the business community and the public.

Also considered in halting the casino operation was the Church’s lamentation that despite the region’s economic misery, various forms of gambling like jueteng abound, with bet collectors invading schools, Church premises and government offices.

The city council said the hearing regarding the application for the operation of casino had an overwhelming approval from the business community and the public, including the mass media, citing that the church did not even register its opposition.

The Philippine Amusement and Gaming Corp. has applied for a casino operation on a 24-hour basis at the soon-to-operate P1-billion commercial complex, known as the Embarcadero, the only one in the Bicol region.

According to Fr. Ramoncito Segovience, director of the diocese of Legazpi’s Social Action Center, Albay is now the site of a strong and widespread jueteng operation, reaching far-flung villages.

He said the illegal-numbers game was reinforced by the operation of the Meridien Vista Gaming Corp. (MVGC), an online numbers game operator suppose to appear only at the Cagayan Free Port.

According to documents, MVGC was granted a permit to operate by the provincial government of Albay on March 23, upon endorsement by the provincial board authored by board member Harold Imperial, chairman of the provincial committee on games and amusement.

The permit was given one week after police raided the Meridien extended operation in Camarines Norte and Camarines Sur. The documents said Meridien Gaming operation is confined at the Cagayan Special Economic Zone and Freeport (Cagayan free port).

On April 1, 2009, secretary Jose Mari Ponce, Cagayan free port administrative and chief executive officer, revoked the authority it granted to Meridian to operate outside the free port.

Naga Centro Update.

The KFC in front of this Plaza was closed today for renovation as what the sign says.

According the the people from KFC, the building would be shared with its sister company Pizza Hut when it re- opens. The same thing happened to Pizza Hut Building (shared by Red Ribbon and Biggs) when it decided to transfer to SM City and have their building rented to the two fastfood chains.

The lot where the old Pizza Hut and KFC buildings stand are owned by the Enriles.

Pili, Camarines Sur (1 September) -- The Department of Agriculture (DA) Bicol regional office here and the Philippine Crop Insurance Corporation (PCIC) have implemented since August 1 until September 15, this year the premium subsidy scheme under the GMA rice program to recoup the damages brought about by typhoons Crising and Dante during the first semester of this year,

Dr. Jose V. Dayao, DA Bicol regional executive director, said that the program was conceptualized to encourage more farmers to plant during the said period since their crops will be covered with insurance and at the same time, they are entitled to 50% seed subsidy.

Dayao added that under the approved guidelines, farmer-beneficiaries who will be planting certified, registered, foundation, and hybrid seeds during the specified period shall obtain a P10,000 per hectare coverage.

He explained that the premium rate for this shall be the discounted rate applicable in the area, which will be paid by DA Bicol.

Legazpi City (1 September) -- Some 541 Bicolanos were hired under the National Household Targeting System for Poverty Reduction (NHTS-PR) survey of the Department of Social Welfare and Development (DSWD).

Remia Tapispisan, DSWD Bicol regional director, said that, "They were hired as enumerators, encoders, area supervisors, information technology officers, regional field supervisors and administrative support staff.

Tapispisan said that the NHTS-PR is a data management system that identifies who and where the poor are in the country.

She added that the system makes available to the public a database of poor households as reference in identifying beneficiaries of social protection program.

"This is through the conduct of household assessment which is done by the enumerators hired by the department," she said.

About 1,126 individuals were employed under the NHTS-PR in the country.

In Bicol, NHTS-PR was launched in the province of Masbate in May, this year.

Tapispisan bared that In its second phase of implementation in the region, some 1,123 individuals will be hired, consisting of fresh graduate, out-of-school youth laid off workers children of OFWs.

She said that the second phase of implementation will be conducted in the provinces of Albay, Camarines Norte, Camarines Sur and Catanduanes.

LIBMANAN, Camarines Sur—Malacañang has set aside P500 million for the resettlement of about 300 families from seven barangays in two Camarines Sur towns that would be exposed to floods once the P1.9-million modern irrigation system now undergoing construction here is completed and made operational.

An amount would come from the 2009 special fund of the Office of the President and the National Housing Authority (NHA), according to Assistant Secretary Tomasito Monzon, the presidential assistant for Bicol and concurrent head of the Project Management Office (PMO) of the Bicol River Basin and Watershed Management Project (BRBWMP).

The families to be resettled presently dwell along river banks and other areas at risk of being affected by floods that could be caused by higher water level once the giant Libmanan-Cabusao Dam Project (LCDP) is put into operation, Monzon said.

Construction of the dam, worth some P713 million and considered the biggest in the region, is being undertaken by the BRBWMP. Monzon said the relocation would ensure the safety of these families. The LCDP is part of the P1.9-billion project under the irrigation modernization component of the BRBWMP, Monzon said.

William Ragodon, Bicol regional chief of the National Irrigation Administration (NIA), described LCDP as an 11.3-meter-tall and 150-meter-wide structure. It will be Bicol’s biggest dam that will irrigate some 4,000 hectares of rice lands in Libmanan and Cabusao towns, benefitting over 3,000 farmers and their families.

AFTER announcing plans to reduce international flights, Philippine Airlines (PAL) said it will beef up domestic operations with new routes and destinations.

In a statement, the company said it will introduce a new Cebu-Davao and Davao-Cebu service using the wide-body Airbus A330 starting September 1.

Its budget airline, PAL Express, will add another daily Cebu-Iloilo-Cebu flight using the 76-seater Q400 turboprop aircraft.

Surigao and Naga are also being added to the PAL Express network with daily flights to Surigao and twice a day service to Naga.

The Tan-owned flag carrier said it continues to cope with the economic crisis that has changed the face of the airline industry.

When the crisis led to a travel slump in the latter part of last year, PAL’s passenger load factor fell to an average of 76.2 percent, three points lower than the previous year.

The airline posted a $301.4-million loss for the fiscal year that ended March 31. This prompted PAL to take decisive steps like rationalizing its workforce, realigning operations to match demand and implementing other cost-cutting measures in order to survive.

Some like it hot. Bicolanos like it even hotter — and creamy.
Freshly squeezed coconut milk and piping hot chilies are the two most essential ingredients in almost every dish this southernmost part of the island of Luzon has to offer.

Aside from Mayon volcano — a fitting symbol — Bicol is also famous for its laing, gabi (taro) leaves cooked in coconut milk, bagoong (shrimp paste), chilies and dried dilis; pinangat, fish wrapped in gabi leaves and cooked in coconut milk, ginger, and garlic; and of course, Bicol express, diced pork cooked in coconut milk with a ton of chilies.

In this part of the country, where food is a common language, there are a lot of good food places that offer authentic Bicolano cuisine. Whether it be in a small carinderia in a barrio or a much fancier restaurant in the city center, there’s always a place to go for a good fill of Bicolandia fare.

One such place is Bob Marlin Restaurant, a highly recommended place by locals and even the city’s highest officials.

According to owner and cook Cristina Palma, none other than Naga City’s mayor, Jesse Robredo frequents their restaurant. Just recently the cast of a foreign reality show, shooting in the province of CamSur dined in the restaurant and according to her they loved the food.

They stood waiting. Many Irigueños, people in all walks of life, lined up to the side of the main road leading to the University of Saint Anthony to welcome the University contingent in the annual Bicol Military Street Parade and Competition held September 19, the day before the Bicol fiesta in honor of Our Lady of Peñafrancia in Naga City. It was past six in the evening. The University campus was still bubbling with life and excitement.

First, it was supposed to be a trek up Mt. Isarog. Then, thanks to extreme difficulty contacting the local DENR station, it became a mountain biking trip around the mountain. Finally, a call from a relay team joining the Cobra Ironman 70.3 in CamSur asking if I was willing to sub for their designated cyclist, who’d had the bad luck to be stricken with dengue. (Doctor: “The good news is you don’t have H1N1. The bad news is you’ve got dengue.” hahaha...).

The team was Nike Park-Livestrong.

Let’s see: I had a Mazda BT-50 for testing, I’d already planned to go to CamSur, and a chance to join the year’s premier triathlon, for a team with two of the sporting world’s best brands. How could I refuse?

Notwithstanding the fact that I’d have to go there alone (the team offered me a plane ticket, but the truck needed to be driven...), it was a trip I looked forward to. Practically all my triathlete friends were there, and while I didn’t originally sign up for the race, a last minute registration was as serendipitous as it could get.

Now, the most convenient way to get to CamSur is to just take the plane to Naga City. But it’s a great drive, if you’re willing to do the distance. It’s 385 kilometers from my house in Parañaque to Naga City. Conservative driving time estimates are around 8-9 hours. Driving alone, and therefore with no need to temper my pace for the sensitivities of any passengers, I figured I could do it in less than that. With my trusty EZ-Map road book in the passenger seat, bags in the backseat, bike in the bed, iPod plugged in, I set off to see what’s so great about “Ironman” that makes triathletes so obsessed.

To get to “CamSur”, you must pass through Laguna, Quezon, parts of Camarines Norte, and the better part of Camarines Sur to get to Naga City, which is where all the action is. In this age of GPS, I like the infallible simplicity of a road map. Actually, several road maps, because the EZ-Map road book breaks down the regions and provinces into pages. A page covers roughly 50-60 lateral kilometers. I did some quick calculations and tried not to lose heart at how many pages I had to cover to get to Naga City.

After quickly transiting the Laguna stretch of the SLEX, it was time to settle down to the realities of a “scenic drive” of Southern Luzon: 2-lane highway, countless jeepneys, and trees. Lots and lots of trees. The farther and farther south I went, the fewer the buildings and signs of civilization. By the time I reached Quezon, I was finally free of eyesore billboards and, eventually, the ubiquitous Jollibee and Chowking.

Distance aside, the drive is a relaxing exercise. In between glances at the map and cross-referencing with the odometer, thoughts freely wander, ranging from “I wonder what time I will get there?” to “Doh! I forgot to pack underwear.”

Once inside Camarines Norte, the road goes up and down the hills, the kind of zigzagging route that makes you feel like a hero tackling a sweeping curve at a little less than 100kph. Aggressive driving quickly gets old, though.

Pretty soon, you realize the time gains are marginal compared to the risks, so you just dial back the pace to “brisk but reasonable”. Less F1, more marathon.

By the time I reached the welcome arch of Camarines Sur, I was feeling cocky enough to send a text message to friends in Naga that my arrival was imminent. Then I looked at the road book and realized Naga City was two more pages away. In between were a couple of towns with obscure names like “Ragay”, “Lupi” and “Sipocot”. It’s the kind of situation where, alone, hungry, and sleep-deprived (I had just four hours of sleep the night before), you kind of semi-panic that maybe you took a wrong turn somewhere and need to double back. But soldiering on, a particular street sign reassured me that I was on track, and still far away: “SM Naga City, 90 kilometers”. I really should have stopped to eat two hours ago. Did I say this was a relaxing drive?

I arrived in Naga in 7.5 hours, still pretty quick by most standards, and then settled down to the business of preparing for the Ironman. Even if you will never join this race, I highly recommend it as a must-see. CamSur’s Governor “LRay” Villafuerte is his province’s most enthusiastic cheerleader and go-getter, and it showed with the thousands of volunteers lining the race course, the incredibly strict traffic control, and the clockwork precision of all the little details that go into creating a world-class event. The day of the race, all public roads affected by the race course were absolutely closed to traffic, which is almost unheard of in this country.

On race morning, TV helicopter hovering above the manmade lake of CamSur Watersports Center, the place was just buzzing with testosterone from the hundreds of local triathletes and the handful of world-class pros.

“Chhhrrriiissss... McCormmaaacckkk!!!! Terrennzzoooo... Bozzoonneeee! Lllissssaaa... Benttleeyyy!!!”, bellowed the Race Director over the PA system just before firing the gun. To a triathlete, these guys are as revered as F1 stars are to motorsports fans, except that they’re a lot more accessible.

Only in triathlon can you walk up to a World Champion and ask to have your picture taken with him. I did it twice. Got the autograph too.

I missed out on Lisa Bentley, a low-profile Canadian who just blended so well with the crowd until someone tipped me off that she was the super-slim woman with “Subaru” printed on her race suit. Also, only in triathlon can you spend 4 to 7 hours swimming, biking, and running, possibly delirious and puking your guts out, in dead last, yet still struggle home and feel like a winner with the rock star treatment that event organizers give to every finisher. I cramped up towards the end of my ride, but the experience was 1/3rd that of a real Ironman finisher.

I made my way home the day after the race, asking myself if I’d be committed enough to seriously race next year. In fact, I was so enamored of the thought that some 60 kilometers and an hour after exiting Naga I began to have doubts about my route. Where was the turnoff leading to Camarines Norte? Where’s the landmark Petron? I looked at my map and couldn’t find it. I went ahead a few more kilometers, stopped, and looked at the map. Still nothing. Then I checked the whole book, finally found out where I really was. Albay. I’d gone south instead of north, having made a crucial turn out of the city when I should have just gone straight thinking the race course was the same as the route going home. The one time I didn’t consult the map before starting off and that’s what happened. I turned the truck around, sped back toward the city, and managed to reach Manila in seven hours, not counting the two hours lost to idiocy. Chalk it up to experience. With long drives, the whole experience is really more fulfilling, exhausting, and occasionally more frustrating than a 30-minute flight in a crowded tube with wings.

Later I found out that it was purposely “disabled” so that a logbook would be used and the late comers would just write their time of arrival following the latest time in the logbook and not the time on the clock. And this is what is happening in some of our government agencies now. Computerization is supposed to bring in efficiency and curb processing time. But bribes would not be coming in, that’s why computers and automization are not being used. For the corrupt, it’s a disincentive. And by the way, the LTO is supposed to be interconnected nationwide. But what local LTO office in the Philippines is not online as of now? It is where these carnap and smuggled vehicles are registered. Hay naku... – austonian

I used to see them right after the parade (sometimes soaking wet because of the rain) because the branch of the bank that I used to work with always invite them to have their lunch at the branch. USANT is a prime client of the bank and its owner, Atty. Ortega watches the parade in the branch of said bank. I see to it that I go to Naga for the Penafrancia if I can. I hope to be in Naga again this year and maybe meet the girls again at the bank. :lol:

the debate on who's no.1 between CamSur and Cebu in terms of tourist arrivals have resurfaced again in Cebu City and Province Thread, to wit:

Personally dili ko motoo sa claim sa CAMSUR. how come mo no. 1 sila na kulang man sila sa accommodation og facilities. Its purely a gimmick by their own tourism department mas motoo pako siguro sa Boracay kay daghan hotels/resorts nya flights from cebu, manila og uban pa.

Hope you're sure of what you're saying because the figures came from DOT. :)

basta ang ako lang, okay lang na sila maoy kinadaghanang turista diri pero dili pud pasabot na sila napuy pinaka the best. lahi ang quantity sa quality. they may have the numbers (no. 1 most visited tourist destination sa pinas) but we are one of the best not just in the pinas but in asia pa (4th best island in asia gud).

Agree ako diyan. Mas malapit kasi ang Camsur sa Manila, main international gateway. At the same time, accessible by land and air pa ang Camsur

At least Cebu doesn't rely on Manila.:) Cebu itself is a Major International Gateway.............. we are very accessible especially to domestic tourist given that Cebu has the most Sea linkages to almost all islands in the Country.:)

Essentially, it was a discussion between the Naga City Government and the Catholic Church (Archdiocese of Caceres) over the additions of certain types of celebrations during the fiesta; which Archbishop Leonardo Legaspi said had diminished the solemnity and religiousness of the celebration. Interestingly, the Bicolanos never made representations of the Gugurung and other lesser deities in their pre-Hispanic pantheon; the lagdongs were clumsy depictions of the spirits of their ancestors. The Penafrancia Virgin may very well be the first major iconographic attempt in Bicolandia. The original image in Salamanca is black. The Bicol carver could very well have used kamagong in crafting his version of the Penafrancia, instead he used a light-colored wood and stained it with dog’s blood. Igorots and Bagobos offer sacrifices to their idols by suffusing them with animal blood. One of the first legends of the Penafrancia Virgin in Bicol is resurrecting the dog that gave its life to tint her image.

The Penafrancia festivity is preceded by a novena, a daily nine-day prayer of devotion. The novena traditionally begins with the transfer of the image from her shrine in Penafrancia Church to the Metropolitan Cathedral. The transfer is always timed so that the ninth day will fall on the third Saturday of September. The celebration then culminates with a fluvial procession.

A good question is: Why a fluvial procession? There are several possible explanations. First, it is claimed that the river is where the Virgin resurrected the dog. Second, holding a procession in the Bikol River is what symbolically makes the celebration a regional rather than just a Naga affair. Third, is the part the rivers played in the lives of our ancestors. The ancient Filipinos were animists and endowed the rivers, mountains and tress with souls. Diego de Artieda wrote in 1753: “They have a god of the sea and a god of the rivers.” Our pre-Hispanic roots and history can still be found today.

There should really be no debate on this. The figures speak for themselves. In fairness to the people of Camarines Sur and to the Governor, being labeled the No. 1 tourist destination is a goal met albeit surprisingly very quickly. In achieving this, Camarines Sur only proved that with determination things could really happen.

But there is no question that Cebu is very much advanced compared to Naga and Camarines Sur in terms of infrastructure facilities.

The DOT must have a basis in coming out with those figures because they wouldn't have came out with it if they don't. It would be better then if DOT comes out with a rejoinder on how they arrived at those figures.

In reference to what fil07 heard, you don't only consider the passengers coming in via air, you have to remember that Bicol is very much accessible by land. I just don't know how the DOT was able to monitor this and used it as part of the counting.

But as one Cebu forumer said, whether the DOT figures are true or not, the fact is CamSur was able to breakthrough the top echelon of the country's tourist destinations. Whereas before you only hear of Cebu, Boracay and Bohol, now CamSur (and Bicol as well) is always mentioned even by showbiz celebrities. Assuming it is not number 1, but either no. 2 o 3, it is still an achievement for Camsur and the Bicol Region as well, because Bicol has been at the tailend even with its numerous tourist attractions. As late as 10 years ago, Bicol was only known mostly for Mayon Volcano, but now you have CWC and Caramoan in Camsur, Butanding adventure in Sorsogon, Misibis in Albay, and so many others. The advantage of going to Bicol is, you can still do province hopping because land travel is very convenient. Say, if you go to CWC, you can still afford to do a side trip to see Mayon Volcano and butanding in Donsol.

We have to give credit to the CamSur people especially Gov LRay who really worked very hard to attain what they have now. :applause:

Udyok ng hangaring mapabuti pang lalo ang buhay ng mga Pilipino, pangungunahan ng Pangulong Gloria Macapagal-Arroyo ang ground-breaking ng P1.6 bilyong twin-skyway bridge na magpapadali ng pagla-lakbay sa pagitan ng dalawang mahalagang bayan ng Camarines Sur—Libmanan at Canaman at sa distritong komersiyal ng Naga City.

Ang tulay na ito ay mahalagang bahagi ng Bicol River Basin and Water-shed Management Project at ng Tubig-Kalsada–Oportunidad (TKO) na programa ni Kint. Diosdado “Dato” Arroyo, unang purok ng Camarines Sur para pangalagaan ang likas na kayamanan at produksiyon ng Bicol River Basin.

Kapag natapos ang bagong skyway bridge, magiging higit na mabilis ang biyahe mula sa Maynila hanggang Naga City at iba pang bayan sa Timog at maging ang biyahe buhat sa Libmanan hanggang Naga City.

Ang kostruksiyon ng bagong skyway bridge ay sisimulan ng Kagawa-ran ng Pagawaing Bayan at Pambansang Lansangan sa Oktubre at inaasahang matatapos sa 2010 salig sa utos ng Pangulo.

Ang proyekto ay dalawang tulay. Ang una ay nasa gawi nt Libmanan na 300 lineal meters at itatayo sa munting pulong Baranggay Iquin, bayan ng Canaman at ang ikalawa ay nasa dakong Canaman na 100 lineal meters naman ang sukat na babagtas sa malawak na palayan at dala-wang malalaking kanal ng Ilog Bikol.

Kasama sa proyektong ito ang paggawa ng 26 kilometrong kongkre-tong lansangang nilagyan ng asphalt overlay.

Daet, Camarines Norte, Sept. 03, (PNA)-- Over thirty 30 farmers from the municipality of Vinzons and Daet, Camarines Norte attended the two-day training on off season vegetable production held recently at Camarines Norte State College.

The training was conceptualized to introduce new technologies in producing off-season vegetables.

It also aims to provide farmers with the knowledge and skills on how to produce quality vegetables even during off-season.

The activity was sponsored by the Department of Agriculture and the office of Rep. Liwayway Vinzons-Chato.

According to Vinzons Mayor Oliver R. Ferrer, trainings are important as more farmers learn new technologies, which increase production. He added that if more people were given the opportunity to attend similar trainings, poverty would be alleviated.

The mayor also cited that farmers could produce vegetables and other crops not only for their own consumption but also for sale.

Meanwhile, Regional Executive Director Jose V. Dayao said that the Department of Agriculture is always on hand to provide technical assistance to interested farmers or vegetable growers.

With the collaboration and linkages of national and local agencies more farmers will be benefited and vegetable sufficiency can be attained.

Dayao emphasized that it is important for participants to learn the right technologies for them to produce quality vegetable, which is vital in getting market channels.

Chato, on the other hand, expressed that it only requires positive attitude and discipline for one to succeed.

The congresswoman challenged the group to give their best and learn the different techniques so they could also produce quality vegetables throughout the year.

She also added that nothing is impossible if people would give their heart in whatever they do. She urged the group to share whatever skills, technique or knowledge they acquire out of the training.

After the training, it is important to practice what they learn for a multiplier effect, she told the group.

She also said that her office is willing to provide other assistance like seeds so they could start a backyard garden after the training. (PNA)

NAGA CITY — Luisa Raterta made it to the final of the 33rd National Milo Marathon elimination when she won the Naga leg for the fifth time since 2003.

An eight-year veteran of the country’s longest running footrace, Raterta dominated the 21k course, clocking 1:31.48, surpassing the 1:35 qualifying time in the race that started and ended in front of Plaza Quezon.

“This will be my ninth appearance in the finals. I will try my best to become the first Bicolana runner to win the prestigious race,” said 28-year-old mother of three from Tabaco, Albay. She also won P10,000 for her victory.

May Ilo and Myra Luz Abueg failed to join Raterta to the finals, clocking 1:50.51 and 1:59.10, for second and third, respectively.

The Naga leg, however, ended without a male finalist as eventual winner David Madera failed to make the grade and consoled himself with P10,000.

Raterta is hoping to improve on her fifth place finish in 2004.

“I could have submitted a better time if the opposition was tough. It’s good, I made it to the finals for the ninth time,” she said.

Three runners from Bicol have won in the national finals – Victor Idava, from Catanduanes, and the Ballesters brothers, Wilfredo and Allan from Sorsogon.

Raterta joined Mario Maglinao, the Legazpi leg winner, to represent Bicol in the finals to challenge reigning men champion Eduardo Buenavista and Mercedita Manipol in the 42k race in October in Manila.
Madera, a member of the track team of University of Santo Tomas, is satisfied with his time despite failing to breach the 1:15 qualifying mark.

Madera competed in the 10,000m, 5,000m and 3,000m steeplechase in the UAAP.

Reynand Novallasca, fifth placer last year, came in second behind Madera.

AFTER two years, regulators finally extended the broadband Internet service permit of Smart Broadband Inc. (SBI), a subsidiary of Smart Communications Inc.

The National Telecommunications Commission (NTC) extended the provisional authority (PA) of SBI to install, operate and maintain a data leased channel circuit network for a period coterminous with the life of its legislative franchise under Republic Act 8337.

“In as much as [SBI] has demonstrated that it is technically and financially capable of continuously operating and maintaining the data leased channel circuit network services, the commission en banc resolved that the issuance of CPCN [certificate of public convenience and necessity] in favor of herein movant applicant is in order,” said the NTC in its order.

Iriga City was awarded a small grant worth Php 1M by the Australian Government thru the Australian Agency for International Development (AusAID) and in partnership with the Department of Environment and Natural Resources.

The grant is for the automation of transactions in the City Assessor`s Office (CAO) and the City Treasurer`s Office (CTO) under the Land Administration and Management Project Phase 2 (LAMP2).

The Land Administration and Management Project phase 2 (LAMP2) is the scaling up of land administration and management initiatives for a potential 15-20 year program to improve land administration in the Philippines. It is a strategic Government of the Philippines initiative which aims to support an efficient land market and alleviate the present low level of confidence in the system of formal land administration and the lack of tenure security.

The goal is to reform the land administration system so that it contributes to the country’s socio-economic development goals.

The purpose is to accelerate the process of land administration reform and apply the lessons of LAMP (phase 1) in selected regions, provinces and municipalities to support the progressive expansions of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements.

Iriga City`s ongoing computerization program in the CAO and CTO was chosen for the grant under the Innovation Support Fund (ISF) of Lamp2. Besides the grant which will be used to purchase computer and networking hardware which aims to interconnect the Databases of the Registry of Deeds, CENRO and the CAO for a more efficient Land Administration and Management (LAM) operations, technical and software support will also be provided for this purpose and for the integration of the Geographic Information System (GIS (http://www.gis.com/)). the GIS integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically referenced information making it easier to generate and print maps for taxation and other purposes.

Iriga City was notified of its appointment as one of the grantees on August 20, 2009.

One of these year’s Sumagang Awardees will be the inaugural lecturer of a nascent initiative to engage Bicol professionals and experts in the discussion of the region’s state-of-affairs through the holding of a bi-annual lecture series. Dr. Marietta Aster Nagrampa Almazan, an Iriguena-born psychiatrist based in the United States, will discuss Suicide Prevention during the first Bicol Experts’ Sharing of Time and Talent (BEST2) on September 4 at the St. Anthony of Padua Parish Hall. Almazan who is the President and Chief Executive Officer of Specialty Center Inc., a psychiatric clinic she founded and owns, says that according to World Health Organization data, suicide is one of the three leading causes of death among men and women aged 15-45 years old all over the world; and that it even outnumber deaths caused by homicides. In her lecture, Almazan, named one of the 100 Most Influential Filipina Women in the U.S. by the Filipina Women Network in 2007, hopes to impart understanding and knowledge about the seriousness of self-inflicted death known as suicide, and that mental illness caused by biological brain disorder, is present in most people who die by suicide. She will also try to work on the formation of support groups which can provide interventions and other services for suicide prevention.

The local government of Iriga is presently in the process of printing its Citizen’s Charter meant to help its constituents transact business at the City Hall with much ease and in so short a time. This soft launching of the Citizen’s Charter is to inform the general public that with the publication and eventually the circulation of the book, red tape will henceforth be prevented.

The book is likewise meant to be a tool to battle graft and corruption. The Citizen’s Charter is the most potent implementation of R.A. 9485. Republic Act No. 9485 is an act to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape preventing graft and corruption, and providing penalties therefor.

The Iriga City Citizen’s Charter This is an official document, a service standard, or a pledge that communicates information on the services provided by the concerned government agency to the public.

It describes the step-by-step procedure for availing a particular service, and the guaranteed performance level that they may expect for that service.

Included in the Citizen ‘s Charter are the following: • Vision and Mission of the office or agency • Identification of the frontline services offered • Clients • Step-by-step procedure to obtain a service • Officer or employee responsible for each step • Maximum time to conclude the process • Documents to be presented by the client and why they have to are needed • Amount of fees • Procedure for filing complaints • Names and contact details of the officials whom clients can file complaints too • Allowable period for extension due to unusual circumstances • Contact numbers to call for recommendation, inquiries, suggestions as well as complaints

The Philippine Association of University Women (PAUW) - Naga City and Camarines Sur Chapter, will hold its Annual Regional Oratorical Contest on September 25, 2009, 1:00 p.m. at the Auditorium of the Naga College Foundation, Naga City.

The contest is an annual activity of the organization, participated in by female college students from invited schools, colleges and universities in the Bicol Region. The contest is also endorsed by the Commission on Higher Education (CHED).

The theme for this year's competition is "Women and Technology: Institutionalizing Gender Safeguards". The theme was chosen to promote responsibility in the use of technology among the youth.

PAUW is a professional organization of women from various sectors that include the academe, judiciary, government service, and business, among others. It is headed by Mrs. Helen Hernandez as president and Dr. Lourdes S. Anonas as vice-president.

The DOT must have a basis in coming out with those figures because they wouldn't have came out with it if they don't. It would be better then if DOT comes out with a rejoinder on how they arrived at those figures.

In reference to what fil07 heard, you don't only consider the passengers coming in via air, you have to remember that Bicol is very much accessible by land. I just don't know how the DOT was able to monitor this and used it as part of the counting.

But as one Cebu forumer said, whether the DOT figures are true or not, the fact is CamSur was able to breakthrough the top echelon of the country's tourist destinations. Whereas before you only hear of Cebu, Boracay and Bohol, now CamSur (and Bicol as well) is always mentioned even by showbiz celebrities. Assuming it is not number 1, but either no. 2 o 3, it is still an achievement for Camsur and the Bicol Region as well, because Bicol has been at the tailend even with its numerous tourist attractions. As late as 10 years ago, Bicol was only known mostly for Mayon Volcano, but now you have CWC and Caramoan in Camsur, Butanding adventure in Sorsogon, Misibis in Albay, and so many others. The advantage of going to Bicol is, you can still do province hopping because land travel is very convenient. Say, if you go to CWC, you can still afford to do a side trip to see Mayon Volcano and butanding in Donsol.
