PILI, CamSur –Heads of the different offices of the Province of Camarines Sur were the frontrunners of the Barangay and School Visitation program sponsored by the Provincial Government of Camarines Sur under Gov. LRay Villafuerte’s stewardship held at the key barangays of Minalabac, Tuesday, September 2.

The event kicked off with a program organized by the school officials from Minalabac Central School, participated in by the students from the same school. Musical and dance numbers were presented by the students and the provincial employees alike.

After the program the group proceeded to 16 barangays of Minalabac for the barangay and school visitation. The department heads supervised the distribution of the scholarship assistance checks to more than 25 elementary and high schools in Minalabac. School bags and slippers were distributed to the students while food packs were distributed to the parents during the visitation. The event was made more colorful with the raffle of mattresses, flat irons, and kitchen showcases where participants from different schools and barangays participated in for the win.
The Provincial Health Office led by Dr. Gerardo Villafuerte conducted free checkups, tooth extractions, and medicine distribution during the Medical and Dental Mission held concurrently with the School and Barangay Visitation on the various schools of Minalabac.

The School and Barangay Visitation Program and Medical and Dental Mission serve as major components of Gov. LRay Villafuerte’s ongoing social service programs aimed at bringing the government closer to the people by addressing their needs. This is in addition to Gov. LRay’s advocacy of promoting competitive human resources in the province by prioritizing health and education programs for the benefit of the whole community.

NAGA CITY --- The 2,000-member strong Drugstores Association of the Philippines (DSAP) will be holding its 13th annual convention at Villa Caceres Hotel here on September 10-12, 2009 as the city prepares itself for the 10-day Peñafrancia Festival.

This year’s fiesta is a prelude to next year’s 300th year of the Bicolano devotion to the Virgin of Peñafrancia, patroness of Bicolandia.

With the theme “The DSAP Competitive Advantage: Developing Creative Strategies to Surmount Economic Challenges,” the national convention will bring together drugstore owners from different parts of the country to tackle issues affecting the industry, according to DSAP North Bicol Chapter President Vicente Uy Magadia.

For over 25 years now DSAP as an organization shaped the landscape of pharmaceutical retailing by engaging in activities that best serve the interest of the grassroots and the other sectors of the community.

Supported by pharma and retail trade partners, the gathering of the country’s drugstore owners and operators will also revisit DSAP’s commitment to boosting the professionalism of the health care industry, as well as reinforcing the role of its members in the community.

ALUMNI of Asian Cultural High School, formerly Anglo Chinese High School, will be holding its general assembly on Saturday, November 21, 2009 at 8 a.m. on the school grounds of ACHS, Tabuco, and Naga City.

Billed “Angloans…Unite,” the gathering will begin with a motorcade from the school grounds leading to the venue proper at the Regent Hotel along Elias Angeles St. where a Holy Mass will be celebrated to start the festivities.

It will be an occasion to rekindle long-lost friendships and a time to relive the memories of those good, happy, inspiring, and old school days.

4K Barrel Band CD launch reset Sept. 8 (http://www.bicolmail.com/issue/2009/sept03/xband.html)

NAGA CITY --- Launching of the third edition of 4K Barrel Band’s CD album which was originally scheduled for August 29, has been reset for September 8, 2009 to coincide with the 7th anniversary celebration of Lolo’s Bar, Bicol’s premier music lounge.

Andy Belmonte, the band’s lead singer said the launching will be held at Lolo’s Bar where a brief program starts at 7:00 p.m. The bar, located at the left wing of the trendy Avenue Square here is owned and operated by spouses Ningning and Andy Belmonte.

The CD launch is a tribute to Bicol musical ingenuity and talent. It contains original and adapted Bicol songs that band members Andy, Tonton Hernandez, Marlon Amador, and Alfredo de Loyola themselves sang and composed.

NAGA CITY --- The city government here is hosting the 3-day seminar conference on procurement transparency and efficiency aimed at achieving the United Nations Millennium Development Goals (MDGs).

Dubbed “Protect MDG Learning Event in Naga City,” the seminar-conference which opened yesterday (Wednesday) at the Avenue Plaza Hotel is being sponsored jointly by the United Nations Development Program (UNDP) and the League of Cities of the Philippines LCP), with the Naga City Government through its Naga City Governance Institute as facilitator and host.

In attendance are city mayors and four representatives from each of the 10 Protect MDG Cities, as well as representatives from nearby towns in Bicol who are expected to discuss and learn from the good practices in the local procurement processes in Naga City, especially in the context of attaining the Millennium Development Goals.

Yesterday, Legazpi City Mayor Noel Rosal, LCP Regional Representative for Bicol and Ligao City Mayor Linda Gonzalez, LCP Women Sector Representative, welcomed the participants.

In the morning session today, Thursday, Naga City Jesse Robredo will present the MDGs and Naga’s development Challenges and Responses.

The third day session will be capped by a presentation by City Administrator and BAC Chairman Frank Mendoza on the Local Procurement Process of Naga City.

Chevron hosts Caltex Night on Sept. 18 (http://www.bicolmail.com/issue/2009/sept03/xhost.html)

CHEVRON Philippines Inc. and its business partners and friends in the Bicol region—Caltex service station owners, local government officials, Church heads, and media—will gather on September 18 to celebrate the Peñafrancia Festival.

Called the Caltex Night, the special gathering will start at 6 p.m. at the Avenue Plaza Hotel, Magsaysay Ave., Naga City. It will be filled with the best food and drinks to celebrate the festival.

Naga City Mayor Jesse Robredo and the Archbishop of Nueva Caceres Leonardo Z. Legaspi, O.P. are expected to attend the event, as well as Chevron officials such as Jeff Williams and Dave Smith.

Chevron officials will also present the Chevron Global Fund partnership against tuberculosis and an audio-visual presentation on Chevron’s corporate social responsibility projects such as the Caltex Mentor Program: Drive Towards Literacy, which will be soon implemented in the Bicol region.

The flagship project of the Caltex Drive Team Volunteers, the program brings volunteerism to grassroots level. It seeks to address the alarming rate of non-readers in elementary schools and the extreme teacher-student ratio per classroom.

The program will help non-readers become adequately equipped with basic literacy skills and minimize the school’s non-reader student population within four consecutive Saturdays of two 1 1/2-hour sessions each per day.

It will help overloaded teachers handle the necessary special remedial classes and will later include mentoring of other basic subjects such as mathematics, science, and computer skills.

In addition, Caltex’s Techron Diesel will also be introduced during the night, as well as special activities and promos of Caltex service stations during the festival.

NAGA CITY --- Irene Gaile C. Robredo, the only daughter of Jose M. Robredo, Jr., eldest brother of the city mayor, successfully passed this year’s Board examination for Medical Doctors given in Manila by the Professional Regulation Commission.

Irene Gaile finished her high school at the Universidad de Sta. Isabel here. Four years later she graduated with BS-MIS at the Ateneo de Manila University.

She took her internship at the University of the Philippines-Philippine General Hospital (UP-PGH) after completing her medical studies in 2008 at the University of the East Ramon Magsaysay Memorial Medical Center.

The new doctors of medicine will take their oath and conferment in September this year.

NAGA CITY --- An international credit rating agency commissioned by the World Bank, has placed Naga above other cities in the country for its “healthy liquidity position, coupled with consistent and strong budgetary performance.”

Standard & Poor’s, a prestigious crediting rating agency with headquarters in New York, has conducted a financial management assessment (FMA) on at least eight Philippine cities that put Naga City on top of the heap in the aspects of management sophistication, financial flexibility, budgetary performance, liquidity and debt management, debt burden and other areas of financial operations.

Naga’s overall FMA score “reflects its moderately developed level of financial reporting and fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers (cities),” the Standard & Poor’s report said.

It further stated that although the city government does not yet have an electronic budgeting solution in place, its performance in final budgetary outcomes is far better than local peers and it is the only LGU assessed so far to practice some form of program-based budgeting. “This contributes to its annual budgeting score being the highest among local peers. Similarly, while most LGUs had mainly received qualified opinions from COA, Naga, who had consistently been passed with a clean opinion on its financial statements, stands out strongly among its peer group in terms of quality of its financial reporting. Copuled with the comprehensive disclosure of financial information on the city website, these translate to Naga having the highest score for financial reporting and disclosure among assessed LGUs to date,” it added.

The credit analysis result was disclosed by City Mayor Jesse M. Robredo during his State of the City report last Tuesday where he credited City Accountant Ching Tabinas, as well as the city treasurer’s office, and other related offices for the laudable accomplishments that have been taken into account by the Standard & Poor’s report.

“Of course, if you have the best city treasury, accounting and assessor in the region; one of the best planning, budgeting and project monitoring systems in Bicol; one of the top nutrition and civil registry units in the entire country; a highly competent management team; a transparent procurement process; and a policy of “information openness” securely in place, any good mayor would be enough,” Robredo said. “But our city should always aspire for the best there is,” he added.

The coronation night of the Miss Bicolandia 2009 will be tomorrow at the University of Nueva Caceres Gym, 7:00 P.M. to be hosted by Mr. Paolo Bediones of Survivor Philippines:Palau.

The beauties will be serenated by Gian Magdangal of GMA-7. Among the judges are Mr. Jolo Revilla, Shalani Soledad (Noynoy Aquino's girlfriend), Mila Drilon (the wife of Franklin Drilon) and 3 more.

The Bb. Pilipinas World 2006 will be present also. I don't know what's her role in tomorrow's event.:lol:

NAGA CITY --- Far from the controversy that bedeviled the selection of this year’s National Artists, eleven individuals were named to be formally declared inaugural winners of the Bikolinismo 2009 Search for Most Outstanding Bikolano Artists.

They will be honored for their distinguished achievements in the fields of visual arts, literary arts, theater arts and film and broadcast arts.

Upon recommendation of the five-man Board of Judges, Naga City Mayor Jesse M. Robredo is set to formally declare the following as this year’s outstanding Bicolano artists:

Visual Arts: Pancho Piano (Mural Painting); Jose Barcena (Sculpture); Ricardo Perez (Photography), and Wilson Belarmino (Painting).

Literary Arts: Abdon Balde, Dr. Zeus Salazar, Francisco Penones, and Alvin Yapan.

Theater Arts: William M. Espejo.

NAGA CITY --- Once considered by detractors as an eyesore, the Naga City coliseum has been given a new lease on life.

With the success of the bidding conducted earlier this year, the construction of the second largest public structure in the city is set to be completed by May next year.

In a modest blessing and presentation held at the site near the city’s central bus terminal, City Mayor Jesse M. Robredo announced to members of the business sector, civic groups, and the media the much-awaited resumption of the coliseum’s construction.

Fr. Nelson Tria of the San Francisco parish officiated the blessing of the construction site.

Vice Mayor Gabriel Bordado Jr. and members of the city council also accompanied Mayor Robredo in touring the soon-to-be-completed public edifice.

Without much fanfare, city officials and department heads of the city government attended the simple ceremony to officially announce the resumption of work at the coliseum site. Also present were officials of the Metro Naga Chamber of Commerce and Industry and the contractor who bagged the project with the lowest offer among many other bidders, P122 million.

MNDCC President Abet Bercasio said the necessary delay in the coliseum’s completion could be justified in the city’s preoccupation with other priority projects that in the main brought progress and social development to the city.

PILI, Camarines Sur - Bicol is now the top-ranking among the regions countrywide in terms of palay production growth rate based on a report by the Bureau of Agricultural Statistics (BAS ).

Bicol posted a 17.3% palay production growth rate increase in the first semester of year 2009 compared to the first semester of 2008, the highest among the rice producing regions, to earn the number one ranking.

Camarines Sur, which has been a consistent surplus rice producer, stood out among the provinces of Bicol in terms of volume in palay production which was an immense factor in the region’s number one ranking during the said period.

The Ilocos region came out second with 13.08 % growth rate for the same period while in third place is Central Luzon which registered a 9.23 % net production growth .

Gov. LRay Villafuerte has placed a high premium on agricultural productivity especially in palay because of his firm conviction that it is vital to the economic acceleration of the province.

The BAS report attributes the remarkable performance of Bicol to several factors such as on the use of quality seeds by most Camarines Sur farmers, the additional use of inputs and better irrigation system.

NAGA CITY---Having faced daunting challenges in keeping business going, start-up entrepreneur Marianne Olaño, 32, is optimistic she can achieve financial stability by learning lessons and sheer industry.

After hits and misses, Olaño confessed she has found a niche in the costume jewelry and accessory industry, that is, she is thriving through internet market and trade fairs.

Officially, she declared she’s into ‘real business’ in 2005 when she joined a trade fair for Bicol entrepreneurs at the SM Megamall. She described her learning experience as ‘humbling’ because everyone was not sure if they gained or lost.

“It’s all a matter of hoping for the best and expecting the worst. During this three day fair, all of us were gamblers -- with the stakes high enough to make us cry if we went home losers,” Olaño narrated.

She said she was thrilled, excited, yet fearful because she was one of the trade fair exhibitors, and it was her first time to join the fair without the financial backing of her parents.

Parents took delight in joining their children pose for a souvenir as they had a graduation of sorts during the culmination of the supplemental feeding being conducted by the LRay Vita Kids Program in the municipality of Camaligan particularly in the barangays of Sua, San Mateo and San Francisco last August 28, 2009. Notable radiance in the smiles and faces of said kids were again seen after more or less three (3) months of undergoing the feeding program, an indication of an improved health, far cry from their frail and under weight physical condition prior to their inclusion to the program. Thus, Gov. LRay Villafuerte’s effort in combating malnutrition is gaining the upper hand as these kids, 184 in all, attain their individual age weight benchmark with marked physical improvement.

I agree, we need young leaders with bright and fresh ideas. :) We need men of caliber like L-Ray, Dato and Jesse who are making massive developments and programs in the province.

President Arroyo Friday scrapped her scheduled visits to Negros Occidental and Camarines Sur due to heavy rains brought by storm “Labuyo” and instead spent her day promoting environmental protection in Taguig City.

This even as the weather bureau Friday also lowered all public warning storm signals earlier hoisted over Cagayan and Isabela provinces even though Labuyo further intensified its strength as it sped up northeast towards Japan.

Mrs. Arroyo was originally scheduled to inaugurate a bio-ethanol plant in San Carlos City in Negros Occidental.

Afterwards, she was to attend the groundbreaking of the Libmanan-Canaman sky bridges project in Libmanan, Camarines Sur.

“The President has cancelled her travel schedule today because of bad weather but one activity she decided to keep is her weekly briefing by the Task Force on Climate Change held in Taguig City,” Press Secretary Cerge Remonde said in a news conference at the Palace.

Remonde said the President dedicates every Friday morning of her work schedule to climate change, one of the top issues in her environmental agenda.

“In fact, we have taken to calling Fridays her ‘climate change and green days’,” he said.
The President listened to the briefing of the local leaders of Taguig on efforts to reduce climate change, including recycling activities, at the Taguig city hall.

UNEP tops HS achievement test (http://www.bicolmail.com/issue/2009/sept03/xunep.html)

The University of Northeastern Philippines (UNEP) High School Department garnered the highest score and ranked first in the recently concluded 2009 Regional Secondary Achievement Test held February 9, 2009.

Besting other private secondary schools in the region, UNEP High School examinees showed their proficiencies in various subject areas which include Mathematics, Science, English and MAPEH. They also showed dominance over Filipino, Araling Panlipunan, TLE and English Proficiency subjects. The result was posted in the DepEd Regional Bulletin No.2 series of 2009 dated June 8.

The annual Regional Achievement Test is given to both private and public secondary schools to assess the academic performance of secondary students. This is also a test that measures the aptitude of the students and their mastery concerning different subject areas.

Atty.Remelisa Alfelor-Moraleda, UNEP President took great pride in the latest feat of the university, particularly of the High School Department. “UNEP’s mission is to really raise the standards of quality education, and here at the university, we see to it that every student is a potential leader who will represent, not just our region, but also our country in different facets of accomplishment.”

PILI, Camarines Sur - Bicol is now the top-ranking among the regions countrywide in terms of palay production growth rate based on a report by the Bureau of Agricultural Statistics (BAS ).

Bicol posted a 17.3% palay production growth rate increase in the first semester of year 2009 compared to the first semester of 2008, the highest among the rice producing regions, to earn the number one ranking.

Camarines Sur, which has been a consistent surplus rice producer, stood out among the provinces of Bicol in terms of volume in palay production which was an immense factor in the region’s number one ranking during the said period.

The Ilocos region came out second with 13.08 % growth rate for the same period while in third place is Central Luzon which registered a 9.23 % net production growth .

Gov. LRay Villafuerte has placed a high premium on agricultural productivity especially in palay because of his firm conviction that it is vital to the economic acceleration of the province.

The BAS report attributes the remarkable performance of Bicol to several factors such as on the use of quality seeds by most Camarines Sur farmers, the additional use of inputs and better irrigation system.

NAGA CITY---Having faced daunting challenges in keeping business going, start-up entrepreneur Marianne Olaño, 32, is optimistic she can achieve financial stability by learning lessons and sheer industry.

After hits and misses, Olaño confessed she has found a niche in the costume jewelry and accessory industry, that is, she is thriving through internet market and trade fairs.

Officially, she declared she’s into ‘real business’ in 2005 when she joined a trade fair for Bicol entrepreneurs at the SM Megamall. She described her learning experience as ‘humbling’ because everyone was not sure if they gained or lost.

“It’s all a matter of hoping for the best and expecting the worst. During this three day fair, all of us were gamblers -- with the stakes high enough to make us cry if we went home losers,” Olaño narrated.

She said she was thrilled, excited, yet fearful because she was one of the trade fair exhibitors, and it was her first time to join the fair without the financial backing of her parents.

CamSur is shorthand for Camarines Sur. The young governor of this Southern province of Luzon in the Philippines figured the new name would be more marketable among a younger generation of travelers. Smart move. The province of Camarines Sur is in Bicol - one of the most calamity-prone and one of the poorest regions in the Southeast Asian country. Googling the old name will most likely turn up a depressing list of facts and incidents that run counter to the revitalized image the provincial government wants to project.



The CAMSUR Watersports Complex

There's a reason why young travelers and extreme sports enthusiasts are being targeted. The province has been investing and continues to spend on tourism infrastructure precisely meant to attract young and extreme water sports enthusiasts. The CamSur Watersports Complex (CWC) in Pili is already a magnet for wake-boarders this side of the Pacific ocean. (The Australian Wake Magazine even calls it the "Best Cable Park in the World").

The CWC was built around a man-made lake and features facilities for wakeboarding, water skiing, beach volleyball, skateboarding and is also a popular place for all day partying. The real attraction though is the state of the art cable skiing system where skiers and wakeboarders are pulled by an overhead cable suspended 8-12 meters above the water which runs around the lake. Instead of using a speed boat to pull skiers the CWC opted for a more environmentally friendly way of doing it. Cool.

Because the CWC is located far from most tourist facilities, the provincial government decided to build hotel accommodations and a dining hall right within the complex grounds. Considering the target market (kids!), It's a surprise to see upscale facilities. In fact, luxury travelers won't be disappointed at all by the Villa del Rey Villas. The villas are all in the trendy Modern Filipino Tropical style and they come with spacious private gardens and personal outdoor tubs. The rooms are huge and are all tastefully decorated while the toilets and baths are outfited with high quality fixtures. (T&B's are my gauge of quality when it comes to hotels).

It's hard to believe that the villas are actually run by the provincial government - although service is typically laid back and uneven, but that didn't stop me from enjoying my stay. It's a small price to pay considering that villas start at 110 USD per night. The private garden and personal gazebo alone is worth it.

There's a bit of that trickle down effect for budget conscious travelers. The nearby Villa del Rey Cabanas are scaled down versions of the Villas. Although not as luxurious, cabanas are clean and well-appointed. For 28 USD a night it's a steal especially since it's a short walk away from the cable park.

But the real budget deal is the Villa del Rey Trailer Homes. It's actually bigger and better than it sounds. Built from the shell of a container (as in, container van) they are surprisingly comfortable and seem entirely liveable over long periods of time. In fact, these were built with long-time visitors in mind so each trailer comes with a choice of one or two bedrooms, a kitchenette, bathroom and a private deck to chill under the stars. Prices per night begin at 22 USD! No wonder some guests never leave.

The only downside? Well, if sports isn't your thing, there isn't much else to do. And because the facilities are run entirely by the local government, there are questions about sustainability. The young governor who envisioned all this has one term left in office and who knows what could happen after he leaves?

The upside? Even non-fans of watersports won't be able to resist the carnivalesque atmosphere that young and active travelers from all over the world and the Philippines bring to the complex. And although the CWC isn't close to any major attractions, it isn't that far either. With no upscale hotels in the province, the CWC is a good base for day trips around the province for bird watching, dolphin watching and treks to the magnificent Mt. Isarog. Even the legendary perfectly conical Mayon Volcano in next door Albay province is only a few hours away.

Community Tourism

The guys at The Lonely Planet predict a surge in community tourism as younger travelers look for more meaningful experiences off the tourist trail. In the Philippines, there is no shortage of places where travelers can integrate with the local community. Provincial Filipinos are such open-minded and open-hearted people and that makes foreigners and even big-city Filipinos feel right at home so quickly. And while community tourism has been happening for many decades now, it's a largely unorganized phenomenon.

CamSur and the Gawad Kalinga Foundation are pioneering organized and marketable communtiy tourism using the villages of relocated squatters as a backdrop for curious travelers and hardcore volunteers alike to experience provincial life untouched by tourism gimmicks. What the visitor sees is both the unfortunate yet often noble face of poverty in the countryside. Surely, it isn't as raw as it all seems. Gawad Kalinga Villages are clean and crime-free havens due to a high level of organization and accountability within the community. Still, the feeling of community spirit - what locals call bayanihan - is palpable and refreshing. Often even more so than the beautiful landscape before you.

Two Gawad Kalinga villages in CamSur have launched what they call the GK Bed & Breakfast services. Basically, its for outsiders wanting to experience life from the inside. My favorite is the B&B located in Iriga. Two houses at the top-most part of the hillside and with the best views of Mt. Iriga and the CamSur countryside were set aside as B&B's. The facilities are basic but comfortable and there's clean running water all day. Designated villagers will take care of you and even provide your meals for a negotiated fee. The Iriga village has its own organic vegetable patch so fresh produce is always assured. But, the one reason why you'll enjoy your stay here is the people. they're always willing to strike up a conversation and even invite you into their homes. It's one of those really emotional experiences: when people with so little in life have so much to offer a stranger.


Caramoan Islands

It's ironic that the French public were first to know about the Caramoan Islands. Even ahead of most Filipinos. The group of Islands were chosen by the producers of the French Survivor program as the backdrop for the popular reality TV series. But if not for them, the provincial government would not have been able to fund the resort infrastructure now in place. So, all is forgiven.

It turns out that the reason behind CamSur's best kept secret is simple: an inaccesible location. Like most jaw-droppingly beautiful spots in the Philippines, the Caramoan islands are relatively inaccessible except for fishermen with pump boats or tycoons with helicopters (which were the only ones who knew about it).

The CamSur tourism office is pushing Caramoan as an alternative to the increasingly crowded and overpriced beach destinations of Cebu and Boracay in the Philippines. For now, there is only one resort in Caramoan - the Gota Village Resort (although as I write this another upscale resort is undergoing finishing touches in a cove next door).


Getting there is still for the more adventurous and patient among us. It's an hour's drive from the airport to the seaport after which you'll need to board a speed boat to the tip of the Caramoan peninsula where the resort is located. The speed boat ride could take up to two hours depending on wind conditions but unless you suffer from extreme motion sickness, the airconditioned ride is a great opportunity to view the endless expanse of the Pacific Ocean and the beautiful Mayon Volcano in the distance. It's even possible to see dolphins racing into the open sea.

The dozens of cabanas of the Gota Village Resort were originally built to house the production crew of the French Survivor program but have since been converted into a quaint village-like resort complex. Each one is made of freshly cut pine wood and resemble Swiss log cabins more than tropical villas. Which is okay because I love the smell of pine.

The airconditioned and cable-ready cabanas are small but space is utilized wisely so much so that it doesn't feel cramped. The resort has its own restaurant with an international menu which a Manila-based chef supervises for quality control. The local seafood is always best and you can have the staff pack a picnic lunch in case you want to dine in any one of the islands surrounding Caramoan.

Gota has its own beachfront but there's lots to do along the shoreline and the interior. The area gets its name from "Gota de Leche" or milk drops - a term used by the Dutch Traders that would use the port as a stop-over. The Dutch were referring to the abundant limestone formations that resembled drops of milk to them. The Spanish colonials eventualy called it Caramoan after the sea turtles that were found in the shorelines of the peninsula.

Aside from island-hopping rock climbing in the many limestone cliffs is very popular. Scuba divers and snorklers will also enjoy exploring the various underwater caves. Trekkers have some of the most beautiful landscape to navigate as trails wind through limestone formations, forest cover, lagoons and caves. There's one hidden lagoon a hundred meters from Tayak Beach you should ask your guide to take you to. It's surrounded by limestone cliffs and a fallen tree serves as a convenient plaform for diving or just sitting on as you take in the view. In a little while tiny fish will begin to swim to you and nibble at your toes. Pure natural ecstacy.

There are many islands to discover scattered across Pitogo Bay in Caramoan and everyone of them has its own unique geological character. Some are covered in limestone formations while others are flat-out beaches. One of the most scenic and unusual is Lahos Island. It's actually two limestone formations cut in the middle by a long and uninterrupted sandbar - creating what locals call a back-to-back beach.


Matukad island is closest to the resort and has some of the finest powdery sand I've seen. This is the best beach for swimming although locals encouarge you to scale the limestone cliffs where a lagoon awaits.

Caramoan may not be the most beautiful string of islands in the Philippines (there is still Palawan), but its definitely up there with the best. I like Caramoan because it's neither overly touristed (yet), and neither is it too underdeveloped. For now, it has the right balance of creature comforts and provincial charm. Unlike many ultra exclusive resorts that keep you isolated in the middle of nowhere, there are still local communities close by and the area isn't closed off to non-guests. This provides Gota with an authentic sense of place and history - not the claustrophobic artificiality of most luxury resorts.

CamSur faces the Pacific Ocean and this means right smack in the path of tropical typhoons - so avoid booking during the rainy season. Package prices at the Gota Village Resort begin at only 214 USD for 3 days and 2 nights. It's a steal considering this includes all land and sea transfers, meals, island-hopping tours and local guide! Of course, you can skip the package and rent your own boat to the islands and picth your own tent - or even do it ala French Survivor. But why?

Rally, the guy doing a peace sign is a forumer from Surigao. The SCC Naga group decided to give him a welcome dinner of Bicolano dishes.

The original plan was to take him to a good friiend's restaurant (Mr.and Mrs. Palma's Bob Marlin in Magsaysay Ave.), but he already had a dinner there with his group. We then decided to take him to Chef Doy's, an upscale restaurant that offers Filipino fusion dishes with the unique cosmopilitan twist. The owner being european trained and a former Mandarin Hotel Chef. (He also owns Grissini, an Italian restaurant).

Finally we decided for a more authentic Bicol fastfood fare as Rally had to back at 1:30 pm for another appontment. Biggs was an easy choice ror the group.

We would be welcoming visiting SCC forumers from now on and designated Hakz the offical coordinator for the SCC Naga.

I understand another forumer (Sino ng ba 'yon Hakz?) would be visting Naga/CamSur and we would love to offer him or her a true Bicolano welcome dinner. Libre 'yan- kaming bahala.

Debunking allegations that it was highly improbable that Camarines Sur and Naga City could have accommodated a total of 902,202 tourists during the first six months of the year, or an average of 150,367 tourists a month, translated to 5,012 tourists a day.

Hotel Bookings and Travel Agents Booking are 2 main sources of statistics:

Bicol Regional Tourism Director Nini Ravanilla said that Camarines Sur has in fact more than 3,000 available rooms spread in hotels, resorts, and lodging inns throughout the province and Naga City. About one third of these rooms alone are found in hotels in Naga City, excluding a new one which recently opened. On twin or triple sharing, which is normal in the local accommodation industry, such rooms could house as much as 6,000 to 9,000 guests in a single day, she said.

During several big events held in CamSur and Naga City, like the international wakeboarding competition and national wakeboarding competition attracted thousands of tourists the rooms in CWC and hotels in Naga City accommodated from 4 to 6 persons in one room. It should also be noted that most tourists in Caramoan prefer to camp in tents in some islands in the peninsula even if they are booked by travel agencies as part of ecotourism promotion. The number of tourists coming in is much bigger than the accommodation available. These also happens during the Penafrancia festival (undoubtedly the highest tourist drawer in Bicol), where more than a million pilgrims flock to Naga every September and still get accommodated despite limited number of accommodation.

A tourist according to Ravanilla, is counted by the day he/she stays (until check-out time) in the locality.

In terms of Travel Agency booking, CamSur apparently has the highest reserved booking rate in the Philippines which peaks in during mid March until May. Several national conventions were held in CamSur during the half semester and most of these; especially medical conventions, are booked thru Travel Agencies and are factored as tourists.

CamSur was the location of the several survivor series. Its crew and staff which stayed for at least 2 to three months before and during the filming were also factored as tourists.

A tourist according to Ravanilla, is counted once they are booked and confirmed.

There is even a probability that the statistical data may not have reflected those that did not check in the hotel and those that did not book thru the travel agency.

Some members of the Naga City Chamber of commerce questioning the statistical improbability of the DOT data. Naga City showed much lower number of tourists compared to CamSur considering that most of the hotels are located in the city. This is due to the popularity of CamSur compared to the city. Most Naga booked tourists are using CamSur as its destination. This was not the case six years ago when Naga City was more popular than CamSur.

This is also the case in between Bohol and Tagbilaran where the province is more popular than the city. Tagbilaran booked tourists may be counted for Bohol.

The opposite is happening in some provinces like Albay and Aklan. Legazpi City is more popular than the province so majority is credited to the city as most tourists use Legazpi as its final destination. The same thing with Boracay and Kalibo as they are more popular than Aklan.

According to the DOT they would like to leave it that way. They could promote different places in one province as several tourist destinations. This would increase the probability of the tourist returning to the same province but with different itinerary.

With this strategy, CamSur would have three potential major tourist destinations: CamSur, Naga City and Caramoan. Whatever the tourists prefer- it would be credited to the province anyway.

Interestingly it was mentioned that tourist statistics are not based on airline passenger bookings as not all airline passengers are tourists. Same thing is true with bus company bookings. However most airline companies do final destination exit surveys regularly in most airports. In Bicol it showed that between 35% to as high as 60% passengers of Legazpi flights are CamSur bound. Still this does not accurately reflect tourist arrival as most of CamSur bound passengers surveyed preferred to disembark in Legazpi due to bigger and more comfortable aircrafts. It even went up to as much as 70% during the PRISAA, International Wakeboarding and even during the recent Ironman. While 95 to 99 % of Naga flights are CamSur bound.

It was reiterated that airline surveys are for reference purposes only and not used as a basis for statistics

Anyway, statistically improbable or not, as what Fil07 earlier said, it is not us from CamSur that declared our province number 1. The data came from DOT that even us are doubting.

Mr Garycooper said it well in his previous post and I'm quoting him below:

Whereas before you only hear of Cebu, Boracay and Bohol, now CamSur (and Bicol as well) is always mentioned even by showbiz celebrities. Assuming it is not number 1, but either no. 2 o 3, it is still an achievement for Camsur and the Bicol Region as well, because Bicol has been at the tailend even with its numerous tourist attractions. As late as 10 years ago, Bicol was only known mostly for Mayon Volcano, but now you have CWC and Caramoan in Camsur, Butanding adventure in Sorsogon, Misibis in Albay, and so many others. The advantage of going to Bicol is, you can still do province hopping because land travel is very convenient. Say, if you go to CWC, you can still afford to do a side trip to see Mayon Volcano and butanding in Donsol.

We have to give credit to the CamSur people especially Gov LRay who really worked very hard to attain what they have now."

Rally, the guy doing a peace sign is a forumer from Surigao. The SCC Naga group decided to give him a welcome dinner of Bicolano dishes.

The original plan was to take him to a good friiend's restaurant (Mr.and Mrs. Palma's Bob Marlin in Magsaysay Ave.), but he already had a dinner there with his group. We then decided to take him to Chef Doy's, an upscale restaurant that offers Filipino fusion dishes with the unique cosmopilitan twist. The owner being european trained and a former Mandarin Hotel Chef. (He also owns Grissini, an Italian restaurant).

Finally we decided for a more authentic Bicol fastfood fare as Rally had to back at 1:30 pm for another appontment. Biggs was an easy choice ror the group.

We would be welcoming visiting SCC forumers from now on and designated Hakz the offical coordinator for the SCC Naga.

I understand another forumer (Sino ng ba 'yon Hakz?) would be visting Naga/CamSur and we would love to offer him or her a true Bicolano welcome dinner. Libre 'yan- kaming bahala.

A charter for Bicolanos

By the time this column goes to press, I will be in Lake Buhi, a lake in Buhi, Camarines Sur made famous by sinarapan which is the world’s smallest commercially-harvested fish. Sometimes Bicolanos use the name buhi for the fish as well but the real name is appropriate because it is said to be “talagang masarap.”

We, Manilans seldom know about these things — how the lake was formed and why it should be home to a good-tasting fish. Bicolanos speak of its incredible beauty.

No wonder it was chosen by the advocacy group Bicol for Greater Autonomy to write their charter. This resort town could stand more development for its bountiful resources — fish, a forest beside the lake with different species of birds as well as flying lizards and civet cats. Only the people who live in Buhi can truly appreciate the beauty and riches of the province but they are discouraged from doing so because they do not have proprietary rights on development. Under the present system they merely inhabit the place waiting for imperial Manila’s decisions to make a life for them.

Manila, on the other hand looks to it more as a source of water supply for the National Power Corporation and the National Irrigation Administration. But with the Bicol for Greater Autonomy gaining ground, I do not think it would be for long that the people living around the lake or indeed elsewhere in the six provinces of the Bicol region will remain oblivious of what they can do to develop their natural resources as they see fit.

In essence that is the message given in these meetings and will soon be written down in a charter to lift themselves out of their poverty and seek investments for development.

The meeting in Buhi which brings together convenors, advocates and followers began in Albay and went on to Naga, Masbate, Camarines Norte, Camarines Sur and Catanduanes. Jimenez and Co. gathered like-minded Bicolanos into a group dedicated to carrying the message of greater autonomy through universities in the region. The group had the help of local media but little or almost nothing from national media that is why so few outside Bicol know of it.

After many discussions, it has become clear that the greater autonomy they sought can only be done through Charter change. They will draft the charter to make Region 5 as another autonomous region similar to the Autonomous Region in Muslim Mindanao (ARMM) and the Cordillera Administrative Region (CAR). At present, the 1987 Constitution only gives that status to the latter two with CAR only a limited administrative autonomy.

As I see it, Bicol for Greater Autonomy is different from the two as these arose from ethnic differences and violence. Bicol’s reasons for greater autonomy are distinctly economic. They hope to answer the question if Bicol is so rich with natural resources, why is it so poor?

As Jimenez has said time again it is time to change. He likes to cite Masbate “virtually sitting on a mountain of gold,” and yet from childhood, Masbatenos dream only of leaving their homes because there is no future for them here.

“Why is Masbate so poor? Again, I say, it could be the present system. With high hopes, if Bicol Autonomy becomes a reality, Masbate and even the entire region will definitely be something much better than today,” Jimenez said.

The Bicol region is rich in natural resources and manpower. He adds that with effective administration, utilization and distribution of our natural wealth will boost the current regional economy.

Bicol’s impetus for greater autonomy departs from the reasons that mainly created ARMM and CAR. They are for Charter change that will free them from constraints of dependency on Imperial Manila. They are in a better position because they have the advantage of learning from the experiences of these two existing autonomous regions.

The Bicol Charter change advocacy is focused on the economic and how solutions can be found to ease the poverty in the region.

Inevitably these solutions require political clout and essentially means a shift to federalism. The next time, lawmakers in Manila say Charter change is dead, they had better look to Bicol. Although they avoid using the term federalism, they are not averse to following the federalist principle.

Bicol for Greater Autonomy will be a good model for other regions because poverty in the region is one of the highest in the country. For example, in Cawayan, Masbate, it is at 72.5 percent, followed by other municipalities in Masbate such as San Pascual with 72 percent and Claveria with 69.6 percent. the region is rich in natural resources.

The irony grates because Bicol is also home to 13 major fishing grounds that supplies fish markets as far as Metro Manila. It is one of highest producers of palay, abaca, corn and coconut. It has voluminous mineral reserves including gold, copper, silver, iron, phosphate rock, perlite, red clay, marble, guano and bentonite. Energy sources include geothermal like the Tiwi and Bacon-Manito geothermal plants, that supplies the Luzon Power Grid.

The list of resources is almost endless. It has hydropower plants at Buhi, Camarines Sur, and in Guinlajon, Sorsogon; wind resources in Baleno, Masbate; Donsol and Matnog, Sorsogon; higher terrains in Virac, Catanduanes and some parts of Burias Island; potential ocean thermal energy in Camarines and Catanduanes provinces; coal reserves in Batan, Albay, Cantanduanes and Masbate; and downstream oil facilities/depot in Pasacao, Camarines Sur, and Masbate, Masbate, with a total storage capacity of 87.9 million barrels.

Although it can be said that there is poverty everywhere regardless of what kind of government, Bicolanos are convinced that with greater autonomy, they can only blame themselves for being poor. Unlike today Bicol is poor because they have no say in developing their natural resources.

The meeting this week from September 4 to 6 in Buhi, Camarines Sur, to discuss the making of a Bicol charter will not only on economic provisions but would cover also matters like the region’s own Court of Appeals, Court of Tax Appeal and Supreme Court, like ARMM, which has the Shari’ah District Court System for the Muslim community.

PILI, Camarines Sur - Bicol is now the top-ranking among the regions countrywide in terms of palay production growth rate based on a report by the Bureau of Agricultural Statistics (BAS ).

Bicol posted a 17.3% palay production growth rate increase in the first semester of year 2009 compared to the first semester of 2008, the highest among the rice producing regions, to earn the number one ranking.

Camarines Sur, which has been a consistent surplus rice producer, stood out among the provinces of Bicol in terms of volume in palay production which was an immense factor in the region’s number one ranking during the said period.

The Ilocos region came out second with 13.08 % growth rate for the same period while in third place is Central Luzon which registered a 9.23 % net production growth .

Gov. LRay Villafuerte has placed a high premium on agricultural productivity especially in palay because of his firm conviction that it is vital to the economic acceleration of the province.

The BAS report attributes the remarkable performance of Bicol to several factors such as on the use of quality seeds by most Camarines Sur farmers, the additional use of inputs and better irrigation system.

MANILA, Philippines - Thirteen senators, including several presidential aspirants, are supporting the proposal to create a separate district in Camarines Sur for President Arroyo’s son Diosdado.

The presidential son is the incumbent representative of the province’s first district, which is the bailiwick of Budget Secretary Rolando Andaya Jr., who is expected to reclaim his congressional seat in the 2010 elections.

The presidential aspirants who are supporting the bill are Manuel Villar, Francis Escudero and Loren Legarda, who are identified with the opposition; and Richard Gordon, who is with the pro-administration block.

Opposition congressmen are wondering what kind of politics prompted Villar, Escudero and Legarda to endorse the bill.

They have affixed their signatures on the joint report of the committee on local government and the committee on constitutional amendments recommending Senate approval of the measure.

Congressmen following the developments in the Senate on the bill have obtained a copy of the report.

Sen. Benigno “Noynoy” Aquino III, local government committee chairman, did not sign the joint recommendation and has vowed to block the proposal on constitutional grounds.

Sen. Mar Roxas, standard bearer of the Liberal Party in the 2010 elections until he gave way to Aquino’s expected candidacy last week, did not sign the report, along with Rodolfo Biazon, Panfilo Lacson, Antonio Trillanes IV, and Jamby Madrigal.

Other senators who endorsed the creation of a separate district for Rep. Arroyo were Joker Arroyo, Ramon Revilla Jr., Alan Peter Cayetano, Pia Cayetano, Lito Lapid, and Francis Pangilinan.

Senate President Juan Ponce Enrile, President Pro-tempore Jinggoy Estrada and Majority Leader Juan Miguel Zubiri, who are ex-officio members of the two committees, signed the report.

Another ex-officio member, Minority Leader Aquilino Pimentel Jr., did not sign it.

The Senate has started plenary discussions on the bill authored in the House by Rep. Luis Villafuerte of Camarines Sur’s second district. Since Aquino is against the measure, those supporting it have picked Sen. Arroyo, a Bicolano, to sponsor and defend it.

If the bill is not approved before the period for the filing of certificates of candidacy in November, it would have to await the next Congress.

According to Aquino, the two districts to be formed out of the first district and two towns in Villafuerte’s turf do not pass the population requirement of 250,000 per district prescribed by the Constitution.

Provincial officials led by Villafuerte’s son Luis Raymond, the governor, are against the division of the Andaya’s bailiwick because they are proposing a general redistricting of the province that would result in the creation of not one but two additional districts.

In letters sent to the Senate, they said Rep. Villafuerte’s proposal would cripple the existing first district as it would take out from it five towns.

They said ironically, it is Secretary Andaya’s bailiwick that would be deprived of the required population.

“The remaining towns of Del Gallego, Lupi, Ragay, Sipocot, and Cabusao have a combined population of 176,383, 30 percent short of the population requirement prescribed by the Constitution,” they said.

NAGA CITY --- Underscoring that it was to be his final state of the city report, City Mayor Jesse M. Robredo in last Tuesday’s session of the Sangguniang Panglunsod here declared that in less than a year from now, a new mayor would be reporting on the state of the city.

The incumbent city mayor will bow out in 2010, after serving the city for two 9-year consecutive terms that were broken only in 1998-2001 when he took a leave in accordance with constitutional term limit on elected officials.

“If there is one thing I will assure you, it is the confidence that the next administration will be inheriting a city poised to take on and do greater things,” the mayor said.

He explained through his report six reasons why the city is geared towards for greater things in the next administration:

First, a robust economy. The number of enterprises rose from 614 in June 2008 to 781 this year, an increase of 27%. Helped by competitively priced construction materials, property development rose by 163% compared to 46% last year. More growth is expected in the housing subsector as the city had issued development permits this year for 6 new subdivisions, twice the number issued last year.

Two important developments, according to the mayor, will further boost the city’s economy: completion of the 10,000-seater Naga City Coliseum whose bidded cost was P122 million or a 21% savings from the original estimated cost; and rehabilitation of a “practically new Naga City Public Market.” According to the mayor, the physical upgrade of the 40-year-old structure is an opportunity that has to be taken advantage of: improved layout, lighting, internal and external access, and other amenities that will ensure the competitiveness of the downtown area vis-à-vis the burgeoning CBD2 where SM City Naga reigns.

Second, a highly competent city hall. The real strength of city hall lies not in the edifice that has seen better days (“ang pangit-pangit ng city hall n’yo!”) but with the 1,000-strong men and women who comprise the city government. According to the financial management assessment (FMA) conducted by Standard and Poor’s, a prestigious international credit rating agency, Naga’s overall FMA score is the highest among assessed Philippine LGUs to date, that include Quezon City, Marikina, Malabon, and Mandaluyong, among others. The report said Naga’s FMA score reflects “a fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers (cities).”

Third, bigger revenue base. According to 2007 RDC report, the IRA dependency of cities in Bicol range between 64% (Legazpi) to as much as 90% (Tabaco), whereas Naga’s IRA dependence is pegged at only 54%. “If you take these national allotments away, most local governments will collapse like an empty sack,” the mayor noted.

The city’s less dependence on IRA indicates a progressively growing local revenue base that will enable city hall to fund its own development programs, deliver quality services and attain key outcomes. As of June 30, 2009, the city treasury collected P148.1 million, representing 75% of the P195.8 million projected local income by the Local Finance Committee for the current year.

Fourth, world-class governance system. As a testament to the city’s laudable governance system many LGUs from different parts of the country visited Naga to learn about its Citizen’s Charter. The city hosted study tours for the visiting local officials to learn about the Naga City Charter which predates by seven years Republic Act. No. 9485, or the Anti-red Tape Act of 2007 that requires all national and local government agencies to come up with their own service charters. The city has also been selected as pilot area for key development projects such as World Bank’s UPSURGE Project, MDG Localization (UNDP), Localized Community Mortgage Program (Social Housing Finance Corp.) Urban HEART (WHO and DOH), the Performance Government System (Institute of Solidarity in Asia) and the World Bank’s credit rating of cities.

Fifth, competitive city of a proud people. Naga has been affirmed as a major convention destination, with major events held in the city bringing a large number of tourists, the biggest for a Bicol city. Local airlines have already increased their frequencies to Naga. Combined the busy Naga airport now services 39 flights a week compared to only 14 last year. SM’s entry also meant that Naga has finally joined the big leagues.

Sixth, an enlightened philosophy that balances economic growth and social development. The city has been unbending in its commitment to equalize opportunities in favor of the marginalized sector of the society. Of the 8,285 urban poor families, 1,793 households have already secured the title to their respective homelots. Availment of P50 million pilot facility is also ongoing, intended to support land acquisition and upgrading activities in five urban poor project areas. The city also continues to bring down malnutrition incidence among public school children, from 22.6% during the opening of classes in June 2008 (already the lowest in the region) to only 10.9% at the end of school year in March 2009.

Reminding that election time comes in less than a year, the mayor cautioned that electing leaders carries an inherent amount of risk. “For instance,” he said, “if we choose wrongly as to who we put in Malacanang, we (the Nagueños) may end up with buyer’s remorse again for the third time running.”

The mayor said his personal task before the remainder of his term, before he goes back to being plain citizen Jess Robredo “is to ensure that there will be a peaceful, orderly transition in the next administration.”

Metro Naga is a fast-growing area composed of 14 municipalities and Naga City, Camarines Sur. Accessed July 4, 2007 belonging to the Metro Naga Development Council. The MNDC covers most of 2nd district of the province of Camarines Sur, and part of its 1st, 3rd and 4th districts.

History
When there came a world oil crisis in 1991 as a result of the Gulf War, developmental planners in Naga City and its surrounding municipalities had to rethink their goal and direction. They had to address more of their commonality rather than their diversity, resource sharing rather than politicking.

Inasmuch as almost all of the gasoline stations in Metro Naga are located in Naga City, its then city mayor convened the mayors of the adjacent municipalities to map out their needs and priorities in setting the system and procedure for rationing available fuel supply. The resulting scheme kept vital services running and its success paved the way for other cooperative efforts and undertakings – all leading to the creation of an institution – the Metro Naga Development Council -- that would address these cross-boundary issues and problems.

Another impetus was the enactment of the Local Government Code (LGC) of 1991 which mandated the absorption of devolved personnel, creating chaos in the budgets of many LGUs. Again, the mayors of Naga and its neighboring municipalities held informal meetings to share experiences and formulate common strategies to overcome the initial difficulties that accompanied the implementation of the LGC.

Then the senior citizens of the neighboring municipalities clamored that they also be granted the same benefits enjoyed by their colleagues in Naga City. As early as 1989, Naga has in place a senior citizens program that granted the elderly various discounts from public institutions and private establishments. The mayors again met, "Metro Naga" was coined, and the Metro Naga Senior Citizens League was subsequently formed to facilitate the grant of discount privileges to Metro Naga elderly. This was the third event.

Soon after, requests for the use of the city's heavy equipment came from the municipal mayors bringing to the fore the need for a mechanism to facilitate such sharing of resources between the city and its neighbors. The new LGC gave the answer with its grant of expanded powers and prerogatives to LGUs allowing them to pool their efforts and resources for commonly beneficial projects and activities. A task force was formed to study the mechanics for the exercise of such powers. The rest, as they say, is history.

What was left was to forge a memorandum of agreement (MOA) formally detailing the covenants of roles and responsibilities of the different LGUs and have the MOA approved by their respective legislative councils. This MOA was signed on April 23, 1993 in Naga City with then Secretary Rafael Alunan III of the Department of Interior and Local Government as principal witness.

Thus was born the Metro Naga Development Council, a cooperative effort necessitated by the backlash of the Gulf War that later evolved into a partnership for the joint development of 15 LGUs. This local initiative was affirmed by then President Ramos himself through Executive Order No. 102 issued on June 18, 1993.

NAGA CITY --- An international credit rating agency commissioned by the World Bank, has placed Naga above other cities in the country for its “healthy liquidity position, coupled with consistent and strong budgetary performance.”

Standard & Poor’s, a prestigious crediting rating agency with headquarters in New York, has conducted a financial management assessment (FMA) on at least eight Philippine cities that put Naga City on top of the heap in the aspects of management sophistication, financial flexibility, budgetary performance, liquidity and debt management, debt burden and other areas of financial operations.

Naga’s overall FMA score “reflects its moderately developed level of financial reporting and fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers (cities),” the Standard & Poor’s report said.

It further stated that although the city government does not yet have an electronic budgeting solution in place, its performance in final budgetary outcomes is far better than local peers and it is the only LGU assessed so far to practice some form of program-based budgeting. “This contributes to its annual budgeting score being the highest among local peers. Similarly, while most LGUs had mainly received qualified opinions from COA, Naga, who had consistently been passed with a clean opinion on its financial statements, stands out strongly among its peer group in terms of quality of its financial reporting. Copuled with the comprehensive disclosure of financial information on the city website, these translate to Naga having the highest score for financial reporting and disclosure among assessed LGUs to date,” it added.

The credit analysis result was disclosed by City Mayor Jesse M. Robredo during his State of the City report last Tuesday where he credited City Accountant Ching Tabinas, as well as the city treasurer’s office, and other related offices for the laudable accomplishments that have been taken into account by the Standard & Poor’s report.

“Of course, if you have the best city treasury, accounting and assessor in the region; one of the best planning, budgeting and project monitoring systems in Bicol; one of the top nutrition and civil registry units in the entire country; a highly competent management team; a transparent procurement process; and a policy of “information openness” securely in place, any good mayor would be enough,” Robredo said. “But our city should always aspire for the best there is,” he added.

NAGA CITY --- An innovative program under the Quality Universal Elementary Education in Naga (QUEEN) project of the City School Board is fast gaining momentum.
A new library system conceptualized under the stewardship of former Department of Education Regional Supervisor and now QUEEN consultant Nilda Noleal is making waves in the local education scene because of the spirit of volunteerism that is employed to make the program going.
Dubbed the “QUEEN Dunong Center” project, the initiative taps parent-volunteers to help enhance the academic level of public elementary and secondary students in the city.
Noleal says that in ordinary school systems, students get to use libraries and similar facilities during regular classroom hours. The Dunong Centers allow children to access reading and other educational materials even after classes are dismissed.
The veteran educator explains that the city government has sought the assistance of members of the QUEEN program to help meet the academic needs of the students where all public schools in the city will be required to set up Dunong Centers using residences of willing parents.
By requiring all schools to have their Dunong Center counterparts in selected homes, Noleal believes that children can gain more knowledge because of the presence of mini-libraries in their communities. These knowledge centers will be open even during weekends and holidays for the students’ educational materials and references.
Noleal explains further that the city government did not spend a single peso to finance the project. Rather, parents were asked to solicit unused books from private schools, benefactors, and fellow Naguenos. Most of the materials donated arrived on daily basis onboard pedicabs and trimobiles. Some parents even went as far as to solicit books from neighboring municipalities.
The Naga City School Board, headed by Huberto Ursua, has also embarked on a campaign to drum up support to increase the number of books in the various Dunong centers. A contest was launched to encourage parents who managed the mini-libraries to get as many books as they can for their center’s collection.
Noleal proudly says that based on the tabulation prepared by the School Board, the highest point garnered so far by a Dunong Center is 26,000. Points are computed based on the quality of books, their subject matter, and educational value. The Dunong Centers with the highest points will be duly awarded on Sept. 3 at Plaza Quezon here. The school board, for its part, also donated bookshelves, study tables, and chairs to the various community libraries.
According to the veteran education supervisor, the Dunong Center program is the first of its kind in the country. In her years as DepEd supervisor, she says she has not yet come across a similar initiative.
Despite the program only being in progress for five months, it is fast gaining popularity and supporters, mainly because of the enthusiasm and willingness of parents and volunteers to work in partnership with the city government.
Noleal dismisses the idea of approaching large book companies because according to her doing so will defeat the purpose of the program that encourages volunteerism and participation among parents. By making use of the untapped potential and resources of Naga’s citizens, Noleal belieaves tnat the Dunog Center will not only boost the city’s educational system but also improve the lives of thousands of students where parents are part of their development.

Congratulations to the winners in the Miss Bicolandia 2009. I thought the contest was already scrapped amidst disagreement between the City Government and the Archdiocese. I am glad the pageant was just moved ahead of its usual slot.

Bicol highest palay producer in RP (http://www.bicolmail.com/issue/2009/sept03/business.html)

PILI, Camarines Sur - Bicol is now the top-ranking among the regions countrywide in terms of palay production growth rate based on a report by the Bureau of Agricultural Statistics (BAS ).

Bicol posted a 17.3% palay production growth rate increase in the first semester of year 2009 compared to the first semester of 2008, the highest among the rice producing regions, to earn the number one ranking.

Camarines Sur, which has been a consistent surplus rice producer, stood out among the provinces of Bicol in terms of volume in palay production which was an immense factor in the region’s number one ranking during the said period.

The Ilocos region came out second with 13.08 % growth rate for the same period while in third place is Central Luzon which registered a 9.23 % net production growth .

Gov. LRay Villafuerte has placed a high premium on agricultural productivity especially in palay because of his firm conviction that it is vital to the economic acceleration of the province.

The BAS report attributes the remarkable performance of Bicol to several factors such as on the use of quality seeds by most Camarines Sur farmers, the additional use of inputs and better irrigation system.

Very timely visit to Naga for the Peñafrancia Fiesta. Expect for huge number of people and heavy traffic all over the city.

I recommend the following places to visit in Naga:

Churches and Catholic Institution:
1. Basilica Minore de Peñafrancia (a national shrine)
2. Metropolitan Cathedral (Mother Church of Bicol and among the biggest in the country)
3. Peñafrancia Church (old shrine of Peñafrancia)
These 3 churches are most important and a must visit every September.

4. Holy Rosary Minor Seminary (just beside the Metropolitan Catheral - among the oldest and very historical).
5. Archdiocesan Museum inside the Minor Seminary.
6. Ateneo de Naga University (Bagumbayan and Pacol Campus)
7. Universidad de Santa Isabel
8. Carmelite Monastery (to have a quiet moment with God).

If you are into nature:
9. Naga City Ecological Park in San Felipe
10. Panicuason Hot Spring (if you like a naturally warm bath)
11. Malabsay Falls (and if the weather is good you can go a little further up Mt Isarog for more captivating nature trip).

For shopping and souvenir items:
12. SM City Naga
13. Naga City Public Market

Just outside Naga, is the world reknowned Cam Sur Water Sports complex and the expansive Provincial Capitol Complex which in itself a beautiful park.
Caramoan is a 3-4 hours ride from Naga.

Wow! I did not expect the PNR Naga Central Station to be this beautiful. It will be a pride to have one like this in Naga. I am now excited to see this in flesh and operational. I look forward to have this beautiful terminal complemented by mordern coaches in the near future.

This is one thing i will be grateful to the National Government under Gloria Arroyo.

Yes, it's true as my friend from Tabuco area told me, PNR ROAD is the busiest trading place in Naga City during that time. And it will be possible again.

NAGA CITY --- The 2,000-member strong Drugstores Association of the Philippines (DSAP) will be holding its 13th annual convention at Villa Caceres Hotel here on September 10-12, 2009 as the city prepares itself for the 10-day Penafrancia Festival.

With the theme “The DSAP Competitive Advantage: Developing Creative Strategies to Surmount Economic Challenges”, the national convention will bring together drugstore owners from different parts of the country to tackle issues affecting the industry, according to DSAP North Bicol Chapter President Vicente Uy Magadia.

For over 25 years now DSAP as an organization shaped the landscape of pharmaceutical retailing by engaging in activities that best serve the interest of the grassroots and the other sectors of the community.

This year’s roster include Msgr. Luis Jonie V. Aguirre, the parish priest of the St. Anthony of Padua Parish; Fil-Am psychiatrist, Dr. Marietta Aster Nagrampa Almazan, Human Rights Commission Chair, Atty. Leila M. De Lima, taekwando Olympian, Tshomlee Go; and the University of Northeastern Philippines Chorale.

Rev. Msgr. Luis Jonie V. Aguirre was born in Naga City on August 26, 1957. He attended the Holy Rosary Major Seminary and was ordained priest on May 20, 1982. He pursued graduate studies in the Pontifical University of St. Thomas Aquinas in Rome, Italy from 1985-1987. He was assigned in Iriga on June 2003, and has since then stamped his kind of stewardship of the parish described by a long-time colleague as “being a true shepherd” of the people. He has not only discharged the usual duties of a priest, like evangelization; but has embarked on programs that demonstrate the Church’s solidarity with the poor through his various social programs for his parishioners. These include microfinance, livelihood training, medical assistance, malnutrition intervention, and environmental protection. His other lasting legacy to the city is the renovation of the physical church which design and look can now be considered simply as beautiful and fitting as a house of prayer and of God.

Dr. Marietta Aster Nagrampa Almazan was born in Iriga City, the eldest daughter of educator parents. She took her medicine degree from the Far Eastern University and has since then chalked up more than 20 years of psychiatric practice in private, public and state hospitals in the United States where she moved with her husband in the early 80s. She had taken adult residency in psychiatry at the University of North Dakota, and a fellowship training in child and adolescent psychiatry at the University of California Davis-Medical Center, in Sacramento, California. In 2006, she co-chaired the biggest medical mission of Iriguenos abroad in the city of their birth. The following year, she headed another medical mission, this time in partnership with the Valley Hi-Lions Club of Sacramento, California, which benefitted not only Iriguenos but also underserved patients of the neighboring Rinconada towns. In the same year, she was named one of the 100 Most Influential Filipino Women in the U.S. Dr. Almazan authored The Bipolar Spectrum: Fighting a disease with a thousand faces “ published in 2008 by Radiant Printing Services Inc. Atty. Leila M. De Lima was born on August 27, 1958, the eldest daughter of former COMELEC Commissioner Vicente B. de Lima and Norma E. Magistrado. As a youth leader, she was a member of the Batasang Bayan from 1976-1978, representing the Bicol region as a Youth Sectoral representative. She took her Bachelor of Laws at San Beda College and placed 8th in the 1985 Bar Examination. After 13 years as an election law practitioner, she was appointed Chairperson of the Commission on Human Rights on May 7,2008. She is a recipient of a Bayi Citation, one of 12 women leaders cited for breakthrough experiences in participatory good governance and politics; the Raul S. Roco Award for Public Service Excellence, given by the San Beda College Alumni Association Inc. and the San Beda College Alumni Foundation; as well as a Metrobank Foundation Professorial Chair for Public Service and Governance, given this year by the Ateneo de Manila University School of Government.

Tshomlee Cabanos Go, was born in San Jose, Iriga City on January 13, 1981. He studied at the Unviersity of Sto. Tomas and won a bronze in tae-kwon-do at the 2001 World Games in Vietnam at the flyweight level. He won another bronze medal the following year at the Busan Asian Games at the same level; and a silver at the 2006 Doha Asian Games at the bantamweight level. He won a gold at the 2005 SEA Games in the Philippines at the bantamweight level and replicated it in the 2007 SEA Games in Thailand in the under-67 level. He reached the semi-finals in the under-67 kg. level during the 2004 Athens Olympics, and was also a member of the Philippine Team in tae-kwon-do in the 2008 Beijing Olympics.

The University of Northeastern Philippines Chorale was organized in 2004 and has since then won international and national recognition for its level of performances. It has also received an “Ani ng Dangal Award” from the National Commission on Culture and the Arts.

A highlight of this year’s 41st City Charter Anniversary celebration was the conferment on University of Saint Anthony President Atty. Santiago Ortega Jr. of the very first Irigueno Lifetime Achievement Award, for his lifelong devotion to the development of the city.

Atty. Ortega was particularly cited for his business enterprises, like the Iriga City Convention Center, the Iriga City Plaza Hotel and the Iriga Shopping Arcade, all located at old Ibalon Hotel complex, which are seen as stimulating growth in the central business district of the city.

In his acceptance speech during the awarding ceremonies, Atty. Ortega announced that he had offered the CASURECO III to bankroll the construction of a new substation for the electric cooperative, worth P60-million.

“We need a new substation so there will be no more power outages and fluctuation. We can’t attract investors if our power situation is unreliable,” Ortega told the audience and city officials led by Mayor Madelaine Alfelor-Gazmen at the refurbished city ceremonial grandstand.

Lamenting what he called the seeming invisibility of Iriga, Ortega vowed to place the city in the country’s map, as he professed his deep love for the city.

“ I love Iriga and I have no plans of ever leaving it,” he declared.

Apart from being president of one of the two universities in Iriga, Ortega also served as president of the Philippine Association of Provincial Telephone Companies; and also the Camarines Sur Chamber of Commerce and Industry.

Ortega’s cooperation and involvement with the administration of Mayor Gazmen, is hailed by Iriguenos as the beginning of the partnership of the two old rival families in the city.

It is a local development that was appropriately depicted in what Mayor Gazmen called the “unified performance” of the UNEP and USANT bands and majorettes during the closing ceremonies of the charter foundation anniversary.

Ground-breaking rites has recently been made for the development of an initial 15-hectare land near the Ilian Hill as an Eco-Park.

The land, which overlooks the city proper and the vast Bicol river basin area of Rinconada, is envisioned to be a new tourist destination in the city.

“We already have the GK Village in Perpetual Help, the new Government Center in Sta. Cruz Sur, the Iriga City Convention Center, and the St. Anthony of Padua Parish Church as tourist destinations, we can certainly add one more,” Mayor Madelaine Alfelor-Gazmen said during the laying of the time-capsule at the park which is planned to feature several amusement and recreation facilities set against an ecological park.

These include rappelling, botanical garden, souvenir shop, and other amenities.

Mayor Gazmen said that the development of the park need not be expensive, as its various features and facilities can be done in the spirit of bayanihan, where each one contribute according to one’s capability.

“We should each take a part in this story,” Mayor Gazmen said as she expressed appreciation for enthusiastic response of Iriguenos to the Panalangin dance concert of the dancers who trained in the workshop conducted here by nationally-noted choreographer Douglas Nierras.

The concert raised funds for the construction of the new school building for the SPED, a special education program for differently-abled children of the city.

Mayor Gazmen said that the school house will also be built from the recycled materials at the city market which was recently demolished to give way to the new city public market, as an innovative approach in maximizing and re-using materials and resources.

Villa Caceres Old Bldg had already undergone renovation. Good thing is they have retained the same rates though. Brand new rooms with European flair.

Moraville, nice budget hotel at the city center. The owner is a very good friend and also our next door neighbor. Comfortable rooms and with good breakfast and lunch buffet.

With the changing political landscape in the country following the emergenceof Sen. Noynoy Aquino as presidential material, the choice for t vice-presidential bets has similarly raised the political noise. In the coffee shops in hotels, as well as in neighborhood sari-sari stores, the talk has shifted to the contenders in the vice- presidential race.

One name that has cropped up is that of Tourism Secretary Joseph “Ace” Durano, whose survey ratings in the recent Pulse Asia release showed him within striking distance of the magic 12.

Ace’s stock as vice-presidential bet to that of Vice President Noli de Castro is said to have received a tremendous boost by virtue of that survey result where he was lodged in the 18th to 26th slot. This is because his respectable rating came about even though he had no infomercials, brochures or tarpaulin posters in the metropolis and the provinces. In fact, it is Sen. Dick Gordon’s face that graces the posters advertising the tourism sites in the country. It is Gordon’s face, together with the local government executive of a particular tourism spot, one sees in tourism posters in the metropolis.

This just goes to show that the people are aware of the accomplishments of Durano as a tourism czar in the country. Tourism, after all, accounts for a sizable boost in the country’s economy by way of increasing economic activity, raising income especially in the countryside, and bolstering the Bangko Sentral’s dollar reserves. We understand that Durano, who has come up with innovative thrusts in the country’s tourism program, pushed for the marketing of the Philippines to so-called non-traditional markets.

It is a marketing truism that one has to open new markets to be able to sustain a company’s profitability. And this is what Durano has done. In the first two years of his job as a tourism czar, he tapped the tourism market in Russia and Scandinavian countries, Korea, Japan, Germany and China. As a result, in his first year in 2004, tourist arrivals hit 2.29 million and the next year it reached 2.63 million, and in 2006 it hit 2.84 million. All of these Durano accomplished with nary a budget to speak of compared with other countries.

The Philippines spends just about $2 per tourist while other countries like Thailand and Malaysia spend between $10 and $12 per tourist. It is a tribute to Durano, a lawyer and former congressman, that he was able to conceptualize marketing programs pitching for the country’s tourism destinations. One thing going for him, too, is that he loves to do things the tourists do: spelunking in Palawan, wakeboarding in Camarines Sur and doing the marathon in Manila and Cebu.

In fact, Durano is enthusiastic about the wakeboarding come-on in Camarines Sur. For the first six months of the year, tourist arrivals in that place was placed at 147,504 foreign guests and 754,698 domestic tourists. According to Durano, “the success of this local government initiative [wakeboarding push] serves as a model for other LGUs to harness their tourism potentials and optimize local resources to create more economic activity.” The second-most-visited site for the first half was Cebu which had 830,599 visitors, of which 509,433 were domestic tourists, followed by Boracay with 383,813 visitors, of which 271,498 were domestic tourists.

Now Durano is pushing for Palawan, Bohol and Ilocos Norte, among other places, in a determined move to make up for the slack brought about by the swine-flu scare. For Durano, the prospect for domestic travel looks promising, especially with the launch of a wide array of travel packages. These marketing thrusts include the Philippine Travel and Tour Expo in February, Philippine International Travel Fair in June, and the Philippine Travel Mart in September. It is possible that Durano’s accomplishments gave him a good rating in the senatorial survey. On the basis of this respectable showing, though, his emergence as VP material has been noticed.

The undertaking is a fundraising campaign of Caresma (Caramoanons with Residences in Metro Manila), headed by Annabelle Arcilla. Its priority project of restoring historical churches in Caramoan, Camarines Sur, is only the first of many. Arcilla, the concert producer, is assisting and complementing Camarines Sur Gov. L-ray Villafuerte in his goal to put the once sleepy town of Caramoan on the world tourism map.

Pakarahay means renewal or restoration. Caresma, aside from its focus on history and heritage, aims to uplift the culture and values of Caramoanons and prepare them for the upcoming tourism development growth in the area.

For a start, Arcilla has also boldly taken the challenge to set up and operate the first-ever banking facility in Caramoan through an independent automated teller machine in partnership with Encash at the Caramoan Pawnshop. Teachers, Government Service Insurance System retirees and even tourists hail this as a big blessing that saves them from expensive and tiring half-day trips to the mainland just to encash their salaries or obtain cash.

Governor Villafuerte, with his new ally in Arcilla, will surely succeed in catapulting Caramoan to world fame, especially after the TV program Survivor, where several of its foreign film producers, i.e., France, Israel and Serbia, viewed Caramoan’s pristine beaches as even better than Boracay. The Survivor travel documentaries aired abroad have placed Caramoan in the consciousness of millions of nature lovers not only in the Philippines but worldwide.

Trans-Asia sets wind power investment

TRANS-ASIA Oil and Energy Development Corp., the power arm of holdings firm Philippine Investment-Management Inc. (Phinma), is looking at investing nearly $1 billion to put up wind power facilities in Luzon and the Visayas.

“We are aggressively seeking opportunities in the area of renewable energy with our foray into developing a 400-megawatt (MW) wind power portfolio that will cover about 37 to 38 sites in the Visayas and in Luzon with a thumb-rule investment cost of $2.5 million per megawatt,” Francisco Viray, company president, told reporters.

As part of its wind power project, according to the former energy secretary, the company recently finished a prefeasibility study for a wind power facility in the San Lorenzo municipality in Guimaras Island.

Viray said they initially plan to put up an 8-MW wind farm in the said municipality due to constraints passed by power lines. At present, the power lines connecting the island of Guimaras and Panay can only carry a load of up to 5 megavolt-amperes.

“We will use 3 MW in Guimaras and export the excess capacity to Panay Island,” said the Trans-Asia official, adding that the said wind farm is scheduled for commissioning in 2012.

Viray said they have also set up two measuring masts in Guimaras and another two in Cagayan Valley. Trans-Asia is also looking at probably setting up the fifth measuring mast in the Camarines area. Viray noted that they could also expand their planned 8-MW wind farm to 54-MW should the National Grid Corp. of the Philippines would also uprate the power lines connecting Guimaras and Panay.

A wind farm usually has a gestation period of six years—two years for prefeasibility study, another year for the feasibility study stage and three years to construct the said power plant. Although Trans-Asia plans to undertake the 8-MW wind farm project on its own, Viray admitted that they would have to look for partners for the entire 400-MW wind power project.

DOT moves to fire up CamSur promotion as extreme sports hub

PILI, Camarines Sur---Earning its niche in tourism industry as extreme sports site in the country, officials of the Department of Tourism (DoT) came here Tuesday to intensify its promotion for the marketing of Camarines Sur (CamSur) province to the international market.

Tourism Sec. Joseph “Ace” H. Durano said they are going around top tourist destinations in the country to prepare a marketing package that would improve arrival of tourists.

Durano was accompanied by tourism officers assigned in tourist-rich countries such as China, Rome, London, Frankfurt and other European countries.

“We came here to have a first-hand view of local conditions that will be essential in marketing local destinations abroad,” he said.

Durano pledged to continue providing financial support to major tourism-related activities of CamSur like the international wakeboarding, dragon boat and Ironman competitions.

He assured Gov. Luis Raymund “LRay” Villafuerte Jr. that he would add his clout behind the governor to upgrade the airport by installing modern lighting to allow night flights and extending the length of the runway of Naga Airport to be able to accommodate airbuses.

Durano said it would be an additional edge if the Naga Airport could be connected to major airports in Cebu, Davao and Boracay.

He said that the next step after packaging the top tourist destinations in the country is to sell them to ranking tourism operators abroad where the DoT has its assigned officers.

Camarines Sur, the third-rank tourist destination in the first quarter of 2009, has dislodged Boracay and Cebu to emerge as the number one tourist destination in the country in the first semester of this year.

In a report signed by Durano, Camarines Sur posted a hefty growth in both domestic and foreign arrivals by 52 and 260 percent, respectively, in the first semester.

Bicol's longest parade will be longer this year

NAGA CITY --- Unshaken by the call of the president of the Bicol Association of Catholic Schools (BACS) to its member-schools not to join the annual Bicol Regional Military Parade in deference to the solemn intentions of the Peñafrancia fiesta, the number of competing contingents from participating schools to this year’s parade rose to 360, the biggest so far in years.

Project Director and Chairman Vicente S. Avila of the Secretariat and the Rules and Regulations committee said these schools even included Catholic schools from other towns.

The 2009 Bicol Regional Military Parade Competition will be held on September 18 around the city’s major streets with the stage at Plaza Quezon as the parade reviewing stand. Perhaps the longest in the country for student cadets and cadettes, the parade starts at 7:00 a.m. from Panganiban Avenue around the centro with throngs of spectators, fiesta visitors and guests lining up both sides of the parade route, a colorful fiesta extravaganza highlighted by fancy military uniforms, drums, bugle and batons where the schools’ standards, colors and honor are carried high for the best marching unit competition.

Avila said there are 142 contingents for the military unit high school level, boys and girls alone; 28 for the ROTC, WATC and ROTC sponsors; 70 majorettes, high school and college level; 61 drum and bugle and drum and lyre corps; 10 marching bands, high school and college levels; 18 majorettes exhibition style; 18 drum and bugle and lyre corps exhibition style and; 13 CAT Fancy Drill units, high school level.

Organic Veggie production pushed

PILI, CamSur – How to produce quality vegetables without the use of inorganic fertilizer or chemical insect repellant while at the same time preserving a healthy environment was recently the focus of specialized training of some 50 vegetable farmers from Barangay La Purisima, Pili.

Dubbed Organic Vegetable Production, the objective of the program is to train local vegetable producers on various stages of vegetable production including pests and diseases prevention and control management that would contribute immensely to a much efficient and improved growth of the vegetables as well as other high value commercial crops (HVCC) .

If there is a Farmer Field School for rice farmers, there is also a Farmer Field School for vegetable producers as what transpired at La Purisima, Pili which focused on new technology that does not use chemical repellants but utilizes indigenous materials to drive away harmful insects from the vegetable plantations.

The FFS was a combination of lectures and actual field demonstration conducted at the experimental site on what have been previously discussed in the classroom.

The said activity is fully supported by Gov. LRay Villafuerte along his thrust towards the attainment of food security and to provide the constituents an alternative income.

The activity was spearheaded by the Department of Agriculture Regional Field Unit 5(DAR-RFU5), Agricultural Training Institute (ATI) and Office of the Provincial Agriculturist (OPA) of the provincial government in cooperation with LGU- Pili.

The resource speakers of the training were the Training Management Team on High Value Commercial Crops (HVCC) of the OPA .

FFS for vegetable production will also be conducted in some other municipalities of the province to train local vegetable producers to come up with an efficient and improved growth of vegetables.

Some of the vegetables planted during the eight sessions period of training were ampalaya, squash, lettuce, pole sitao, cucumber, bell pepper, as well as watermelon. LAGavino/SNieves-MMEC

IRIGA CITY - As expected, Commission on Human Rights (CHR) Chairman Leila De Lima led the 2009 Sumagang Awardee as part of the City's 41st Charter Foundation Anniversary held at the ceremonial grandstand, here recently Sumagang Award is the highest civilian award this city bestows on its most outstanding citizens, including association/entities for exemplifying exceptional achievements in their chosen field of expertise, brought honors and good name to their place of birth and extended meaningful assistance to their residents.

Apart from the CHR head who is a daughter of former Comelec Commissioner Vicente De Lima, included in the list of this year's batch of Sumagang Awardees were: Msgr. Johnie Aguirre, Parish Priest, Saint Anthony of Padua, US Based Physician Marrieta Almazan, Olympian Tsom Le Go, the UNEP chorale and USANT President Atty. Santiago Ortega Jr.

Shortly after the conferment of awards, the Sumagang Award Search Committee has been the subject of negative criticisms as some residents expressed dismay over its decision to confer a lifetime achievement award to Ortega, describing it as ambiguous.

What makes it questionable, according to a city hall official who requested anonimity during a huddle with Bicol Mail, is the fact that Ortega is the same person who granted a P2million peso loan to LGU-Iriga after he was invited by Mayor Madelaine Alfelor-Gazmen as guest of honor during the Rizal Day celebration in 2006.

The University of Northeastern Philippines (UNEP) Chorale was unanimously cited as SUMAGANG AWARDEE for its outstanding achievement in music and culture. The award was conferred to the chorale, along with other awardees during the 41st Charter Anniversary celebration of Iriga City held at the Iriga City Ceremonial Grandstand on September 3, 2009.

This after the 11-Man Sumagang Awards Committee headed by Hon.Romulo M. Corporal Jr., along with the honorable members of the Sangguniang Panlungsod and distinguished representatives from both government and private sectors in the city, undisputedly confirmed the chorale’s exceptional achievement in promoting Bicol culture thru its rendition of unique music and internationally-acclaimed performances.

The Sumagang Awards is hailed as the highest civilian award the City of Iriga bestows on its outstanding citizens or group of individuals and organizations for epitomizing exceptional achievements in their chosen fields of professions, occupations, and specialization of expertise. It became an integral part of the city’s charter anniversary as a way of thanking outstanding Irigueños for bringing honor and pride to the city.

Initiated in 1979, the Sumagang Awards have already cited countless Outstanding Irigueños and was institutionalized by virtue of Resolution No.80 series of 1979. Nabua unveils renovated municipal hall

Nabua, Camarines Sur - Vice Gov. Salvio Fortuno, Provincial Budget Officer Fortunate Peña, First Lady Delia Simbulan, Department of Agriculture (DA) Regional Director Jose Dayao and Bureau of Fire Protection (BFP) Regional Director Senior Supt. Santiago Laguna led the inaugural rites of the newly renovated municipal building here, Tuesday, Sept. 8, with Mayor Fernando Simbulan welcoming the over 1,000 guests.

The activity which also included the blessing rites of a link bridge, situated between the municipal hall compound and the BFP Office and the newly acquired 4-wheeled tractor led by Msgr. Rau! Pan, Parish Priest, Holy Cross, were witnessed by Sangguniang Bayan members, department heads, municipal hall employees, barangay officials and media personalities.

“We leaders come and go, what is important is the legacy you leave behind” Simbulan stressed in his welcome address referring to the newly refurbished building and other significant projects which have been realized under his tenure.

Apart from SB Members and all department heads whom he thanked for their unwavering support in implementing various LGU projects, Simbulan, extended his deep appreciation to DA for providing financial assistance which led to the acquisition of the 4-wheeied tractor.

Saying that the purchase of the tractor was aimed to help the farmers, especially the corn planters, Simbulan assured that its use would be regulated, cost of rent is afforadable to the farmers.

Underscoring that Simbulan is one of the best mayors that Nabua ever had, Fortuno, in his message said that the Municipal building is an edifice that all Nabueños should be proud of.

Peña, on his part, likened Simbulan to Gov. L-Ray Villafuerte whom he described as both innovative leaders “We renovate facilities but we innovate ideas,” he said referring to Simbulan and Villafuerte’s accomplishments.

Apart from Simbulan who is the incumbent President of LMP Cam. Sur Chapter, the town’s other officials are: Vice Mayor Edgar Pastoral; Councilors: Marissa Hao, Gerard Powon, Ramiro Felipe Fortuno IV; Lucas Hernandez, Sony Prades, Orlando Pentecostes Jr., Virginia Onante, Emelita Beridico, Liga President Orlando Parañal and SK Federation President Donna Ann Oñate.

NIA Confirms Displacement of 300 Families in PGMA Dam Project

NAGA CITY - - A RANKING OFFICIAL of the Bicol River Basin and Watershed Management Project (BRBWMP) has confirmed the relocation of some 300 families along the low-laying banks of the Sipocot River due to the expected rise of water-level, once the P 1.9 Billion, gigantic Malaguico Dam project in Sipocot, Camarines Sur is completed by 2010.

National Irrigation Administration (NIA) spokesman Ed Yu in a local press statement revealed that BRBWMP project director and Bicol Presidential Asst. Tomasito Monzon, bared that river bank residents of barangays Malaguico, Manangle in Sipocot town; and villages of Lupi Nuevo, Lupi Viejo, San Pedro, San Isidro, and Barera all in Lupi town will be affected by the relocation.

According to Monzon, a technical working group (TWG) of the BRBWMP has made a study that the relocation of the affected residents is estimated to cost some P 500 - Million, while DPWH estimates stated that construction of the flood channels at the up-stream of the Malanguico dam would reach as much as P 5.6 - Billion .

Monzon said it would prioritize the cost of housing and land relocation of the local residents, than immediately construct the enormous coat of protection dikes.

He noted that relocation can be done in less than two years, in time with the dam's completion date, with available funds from the 2009 special fund of the Office of the President, and the National Housing Authority (NHA).

Meanwhile, other sources revealed that in August this year OIC Asst. Regional Director Luis G. Banua of the National Economic and Development Authority (NEDA) in Legazpi City, said that an RDC (regional development council) resolution has been prepared for the allocation of some P 7 - Million for NIA to undertake a topographical survey of affected villages at the up-stream of the Malaguico dam project.

Banua said the survey will actually determine the exact low-laying areas, assessment of population, and houses to be relocated.

Banua also explained that "some component of the dam-project were not really neglected, but were incomplete." He added that government agencies involved in the BRBWMP has to make an attractive package for affected residents not to resist the government relocation program.

After retired DPWH director Orlando Roces initially revealed the dam's missing component in March this year, newly installed DPWH Bicol director Danilo Manalang said they will undertake the needed engineering plans for the flood control component of the dam and will cooperate with the BRBWMP.

Earlier, Roces warned that the dam's P 1.9 - Billion cost covering canals and service facilities did not include the protection dikes and flood channels.

He said that the initial inspection of two engineers from the Bureau of Design of the DPWH Central Office disclosed that "back-water-effect" of the dam will reach as far as the PNR railways at Barangay Poblacion, San Rafael in Lupi Town, in the occurrence of typhoons or flash-floods.

The Malaguico Dam project which was won in a bid by the A.M. Oreta Construction firm and which began last July, is a pump-priming project of President Gloria Macapagal Arroyo and his son First District Congressman Dato Arroyo. It was part of a promise to some 3,000 farmer residents in Libmanan and Cabusao, Camarines Sur for the irrigation of some 4,000 has. of ricelands in these granary towns. (SONNY SALES)

PCSO celebrates 75th anniversary
through medical/dental missions

PILI, Camarines Sur. The Philippine Charity Sweepstakes Office (PCSO) conducted a unique celebration to mark its 75th founding anniversary through medical and dental missions conducted in various municipalities dubbed the “100% in One Day” September 6 here.

The special event was highlighted by the simultaneous utilization and distribution of ample medical and dental supplies to the residents of selected municipalities during the missions. These supplies which the team brought with them were completely made use of, thus, the theme “100% in One Day.”

The program was sponsored by the provincial government of Camarines Sur under the stewardship of Gov. LRay Villafuerte through the Provincial Health Office headed by Dr. Gerardo Villafuerte, whose team undertook the mission in hospitals and clinics in Sipocot, Siruma, Caramoan, and Ocampo in Camarines Sur. The medical supplies were obtained through the efforts of the PCSO for the medical and dental missions carried out in various municipalities in CamSur.

The observance of the anniversary is a nationwide celebration and similar activities were also conducted in various parts of the Philippines on the same day. The program is in line with Gov. LRay Villafuerte’s advocacy of ensuring sustained growth and prosperity in the countryside by providing the medical and dental needs of its constituency and delivering social services and also in line with his advocacy to bring the government nearer to the people.

Residents of the localities visited by the mission expressed their support for the program as they expressed their appreciation for the services. “I am very thankful for the medical and dental mission as I did not have to travel a great deal of distance only to have my medical examination and to get a tooth extracted,” a resident of May-Anao disclosed.

The medical and dental missions are an ongoing program of the Province of Camarines Sur and part of the Barangay Visitation Program of Gov. LRay Villafuerte aimed at bringing the government closer to the people. andujar/gbc/

Villafuerte said the success of CamSur in its tourism program is also the result of close coordination with Durano.

He said revenues from tourism have placed CamSur in the top 10 richest provinces from its 39th place two years ago.

Durano said he will push for the upgrading of the Naga Airport through the installation of modern lighting to allow night flights and extending the length of the runway to accommodate bigger planes.

Durano said CamSur’s network must be expanded by connecting it to major airports in top tourist destinations like Cebu, Davao, and Boracay

He said the next step after packaging the top tourist destinations in the country is to sell them to ranking tourism operators abroad.

The DoT has recently ranked CamSur as the top tourist destination in the country.

First the good News

Naga Airport now serves at least 7 to 8 flights per day.

Two flights a day for Air Philipines/Pal Express

Four flights a day for Cebu Pacific (with a additional 5th extra flight this September for Naga and another extra flight Legazpi to accomodate the peak arrivals for the Penafrancia Festival)

Four flghts a week for Zest Air.


Second the Bad News

Air Phil 's Boieng 737 jets were replaced by a smaller 70 seater turboprob planes similar to that of the Cebu Pacific. The reason? They have decomissioned most of their 25 year old or so jets and would be replaced by newer and more efficient Air Bus Fleet.

This is the same reason why PAL stopped flying to Naga two or three years ago. When they upgraded to a newer and bigger Air Bus fleet, their new planes could not be accomodated by Naga's short runway.

Another good news.

Now the good News again came after CamSur was declared as No 1 tourist destination, the DOT has taken the following promises:

1. Durano said he will push for the upgrading of the Naga Airport

SM City Naga Update

"My Ultrasound Clinic" will soon be opening in SM City this September. It is equipped with 4 D ultrasound and scanning equipment.

For the first time in Bicol it doctors would be able to visualze 4 dimensional images as it would offer masculo- skeletal, vascular imaging and fetal imaging.

The second medical facility that will also open, I hope before the month ends is the Naga Endocrine Laboratory (the Endolab). It is one of the very few hormone laboratory in the Phlippines. We are just waiting for our contractor and the SM Leasing to endorse the finished unit to us. Medyo nadelay and construction since we have to re- design to mezzanine level from the original steel to a full concrete facility.

The phase one of the Bicol Health Access Centrum (the left side of the perspective) is also nearing completion which would house the first Magnetic Resonance Imaging and the first Nuclear Medicine Laboratory facility in Southern Luzon.

The phase 2 construction (right lateral wing) will start once the phase one becomes operational. I understand the phase 3 (at the back, a medical mall) will also start after the completion of the phase 2.

I remember.

The fish is called Abu, and just like Neuluk, also found in the town of Calabanga.

Biti is the dried innards of Abu that puffs up like chicharon during cooking. A hard to find Camsur delicacy.

Prices can go up to 500 to 800 per kilo.

The 4D Ultrasound clinic named "My Ultrasound Clinic" is owned by five young group of specialists.

Drs. Joseph and Josephine (Decena) Sanchez. The former trained for musculo-skeletal imaging while the latter a perinatologist.

Drs. Romeo and Glenda (Julianda) Subong. The former also trained for 4D imaging and the latter for 4D Gynecologic imaging. Both started in Legazpi but moved to Naga at Bicol Medical Center as the medical facility is available here.

Dr. Rico Nebres, a plastic and reconstructive surgeon. His group also recently opened Ravavier' in Panganban Drive, the only one in Bicol that offers the said service. He is also from Albay but moved to Naga City as the Bicol Medical Center offers the said facility for plastic surgery. The 4 D imaging facility would greatly complement his field.

My wife operates the Naga Endocrine Laboratory (the Endolab) in Plaza Medica and soon SM City it would have, specialists in Medical Endocrinology, Diabetology, Reproductive Endocrinology, Neonatology, Thyroidology and Immunology once it opens. Ironically four of our accredited specialists are also Albay migrants.

We will also operate the Nuclear Medicine Laboratory at the Bicol Health Access Centrum once it opens.

By the way, that bread called Marcasotes is from Albay, not from CamSur. It was given by a patient from Camalig, Albay whose grandmother still bake it the old fashion way. Wood- fueled oven, I believe.

My son also loves it. I hope some forumers from Albay would be able to give us an idea on how it it made.

I remember eating the same bread when I was young in my mom's native town of Polangui.

The best "Biti" comes from 'abo' fish.
We used to discard it when preparing the fish until someone turned it into a fine delicacy. Really yummy.

Albay beauty is Miss Bicolandia

Patricia Shirley Santos, 17, a native of Daraga, Albay, was chosen 2009 Miss Bicolandia in Naga City last week. An English major sophomore at the Bicol University, Patricia at 5’7” was the tallest among the contestants.

2009 Bb. Pilipinas-International Melody Gersbach is also from the same Albay town. She will compete in the 2009 Miss International contest in Szechuan, China.

Among the judges were Jolo Revilla (representing his dad, Sen. Bong Revilla), Mila Drilon (wife of former Sen. Frank Drilon), beauty connoisseur Gerry Diaz and Valenzuela City Councilor Shalani Soledad (Sen./Presidentiable Noynoy Aquino’s girlfriend).

Credit for the pageant’s successful staging should go to Naga City Mayor Jesse Robredo and his wife (lawyer) Leni Robredo.

The Our Lady of the Peñafrancia returns to its original home, the Shrine of Peñafrancia, as the festival named after her kicked off with the Traslacion procession Friday in Naga City.

This was the first time since 1982 that the image of the Virgin came back to the shrine, after it was transferred in the Peñafrancia Basilica and National Shrine in Balatas, Naga City where the venerable original image permanently resides.

The almost 300-year old religious relic has been confined in the Basilica since 1982 subsequent to its construction and following the return of the image after it was stolen the previous year.

“We want to reinstate the tradition of starting off the Traslacion in the Shrine. We want the devotees to become aware where the devotion to the Lady first began. We try to return it to give prominence to the shrine,” said Rev. Msgr. Romulo Vergara, rector of the Basilica of Our Lady of Peñafrancia.

The Traslacion or the transferring of the miraculous images of the Virgin and the Divino Rostro or the Holy Face to the Metropolitan Cathedral of Naga City commenced the nine-day novena, starting on September 11 to 19, 2009.

For nine days, the image of the Lady of Peñafrancia will stay in the cathedral for a novena of prayers and holy masses. But on the ninth day, on the feast day itself, the Lady will return to the Basilica via the fluvial parade in the Naga River.

This year, to cater to the huge number of devotees who will flock the city and will want to touch the Lady, the church had built a larger andas (carosa) which could be easily pushed by the voyadores (male devotees who guard the image) during the procession.

Last year, there were an estimated 600, 000 to 800,000 devotees and tourists who witnessed the festival, over 1.5 million in the span of three years.

“In 2001, the ratio of the Bicolanos and non-Bicolanos who participated in the festival was 70 percent to 30 percent. During that time, Bicolanos comprised the big percentage of devotees. In 2004 until last year, the ration was 60 to 40, with a tremendous increase in the non-Bicolano visitors. But it didn’t mean that the number of Bicolano devotees has decreased. Instead, the number of tourists just soars,” Rev. Vergara shared.

Meanwhile, the church and the local government had a mutual agreement on banning street parties, beauty pageants, and other commercial pursuits related to festival.

“The purpose of the church during the nine-day novena is for the people to focus on their devotion to the Peñafrancia.

We are alarmed with too much commercialization and securalization of the festival. People are distracted and confused about the real meaning of the festival. We should focus our activities why we have Peñafrancia,” said the rector.

Although there are still commercial events during the feast day, the church advised to hold it outside the nine-day novena.

“We have experience it (commercialization) here. That is what happened in Cebu. The Sinulog has become tourism activity rather than religious as well as the Ati-Atihan. We don’t want it to happen in Naga. That’s all our concern,” said Rev. Msgr. Vergara.

Naga celebrates feast of Peñafrancia

THE FEAST of our Lady of Peñafrancia, patroness of Bicol, is celebrated on the third Sunday of September (September 20 this year). This is a great feast among Bicolanos and devotees from all over the Philippines who fly to Naga for the fluvial procession on the third Saturday, September 19.

The Novena of Masses is preceded by the translacion on September 11 at 1:30 p.m., which is the transfer of the image of “Ina” from the Peñafrancia Shrine to the Metropolitan Cathedral. Included in the procession is the “Divino Rostro.”

By tradition, only men are allowed to follow the line holding on to the rope attached to the carroza. The men come in fulfillment of a panata to thank the Virgen de Peñafrancia for favors received or to ask for a favor. People line up the streets waiting for the image to pass by and whisper their petitions.

Fiesta theme

“Sharing the future in hope” is this year’s fiesta theme. The Archdiocese of Nueva Caceres marks the Tricentennial of the devotion in September, 2010. Archbishop Leonardo Legaspi, OP, will open the Novena of Masses on September 11, 6 p.m., at the Metropolitan Cathedral.

The fluvial procession begins at 3 p.m. on September 19, from the Naga Cathedral going to the bridge where the flower-bedecked barge awaits the Virgen de Peñafrancia.

Only men can climb the barge that would bring the image to the Basilica de Peñafrancia shrine. At least 200 voyadores or boatmen pull the barge down the river. People wait along the riverbank with lighted candles. When the Virgin passes them, they wave their handkerchiefs in welcome.

I have participated in the parade for the past years and my prayers have always been answered. A friend of mine who was with me one time was able to get a US visa that same year.

When the image will reach the Basilica, Daet Bishop Gilbert Garcera will officiate the Concelebrated Mass in English at the Basilica Golden Pavilion. Monsignor Romulo Vergara is Rector and parish priest. The Caceres Chorale will sing.

‘Ina’ in Macau

The Bicolanos in Macau will also hold Novena Masses for Our Lady of Peñafrancia on September 11, at 7:30 p.m., at the Catholic Pastoral Center. Albay beauty is Miss Bicolandia

Patricia Shirley Santos, 17, a native of Daraga, Albay, was chosen 2009 Miss Bicolandia in Naga City last week. An English major sophomore at the Bicol University, Patricia at 5’7” was the tallest among the contestants.

2009 Bb. Pilipinas-International Melody Gersbach is also from the same Albay town. She will compete in the 2009 Miss International contest in Szechuan, China.

Among the judges were Jolo Revilla (representing his dad, Sen. Bong Revilla), Mila Drilon (wife of former Sen. Frank Drilon), beauty connoisseur Gerry Diaz and Valenzuela City Councilor Shalani Soledad (Sen./Presidentiable Noynoy Aquino’s girlfriend).

Credit for the pageant’s successful staging should go to Naga City Mayor Jesse Robredo and his wife (lawyer) Leni Robredo.

Good News and the Bad News

First the good News

Naga Airport now serves at least 7 to 8 flights per day.

Two flights a day for Air Philipines/Pal Express

Four flights a day for Cebu Pacific (with a additional 5th extra flight this September for Naga and another extra flight Legazpi to accomodate the peak arrivals for the Penafrancia Festival)

Four flghts a week for Zest Air.


Second the Bad News

Air Phil 's Boieng 737 jets were replaced by a smaller 70 seater turboprob planes similar to that of the Cebu Pacific. The reason? They have decomissioned most of their 25 year old or so jets and would be replaced by newer and more efficient Air Bus Fleet.

This is the same reason why PAL stopped flying to Naga two or three years ago. When they upgraded to a newer and bigger Air Bus fleet, their new planes could not be accomodated by Naga's short runway.

Another good news.

Now the good News again came after CamSur was declared as No 1 tourist destination, the DOT has taken the following promises:

1. Durano said he will push for the upgrading of the Naga Airport

2. The installation of modern lighting to allow night flights

3. Extending the length of the runway to accommodate bigger planes.

4. Durano said CamSur’s network must be expanded by connecting it to major airports in top tourist destinations like Cebu, Davao, and Boracay

The Best News

Come to think of it, Naga and Legazpi's flights combined would make Bicol as one of the regions with most flights in the Philippines

2 Turboprop Naga flights (14 per week) for AirPhil / PAL express and 1-2 flights A day (11 /week) of a much bigger Air Bus Legazpi flights (total of 24 flights a week)

4 to 5 Turbo Prop (35 flights per week) Cebu Pacific flights to Naga and 3 to 4 flights of bigger (28 flights a week) Air Bus flights to Legazpi

4 flights a week of Zest Air to Naga and 3 times a week to Legazpi (8 flights a week) Using the same turbo prop planes.

and the 4 times a week turbo prop flights from Legazpi to Cebu.

With Mayon Volcano and Misibis in Albay and with CWC and Caramoan in CamSur are twin provinces but a destination to beat if promoted as one.

By the way, that bread called Marcasotes is from Albay, not from CamSur. It was given by a patient from Camalig, Albay whose grandmother still bake it the old fashion way. Wood- fueled oven, I believe.

My son also loves it. I hope some forumers from Albay would be able to give us an idea on how it it made.

I remember eating the same bread when I was young in my mom's native town of Polangui.

As far I know, marcasotes is prepared like a regular cake but is not oven baked but "steamed" like siopao. My late aunt bakes one of the best marcasotes I've tasted.

NCF-BMC INKS DEED OF DONATION. It was last July 15 when Naga College Foundation turned over the newly renovated Acute Crisis Intervention Service or ACIS Building to the Bicol Medical Center. Recognizing this endowment, a formal signing of the Deed of Donation was done last September 3, 2009 at the BMC Administrative Office. In attendance were NCF top brass Dr. Carlo P. Builder of Ina’s pagoda


Did you know that the belfry and the two giant bells that still chime today at the old Peñafrancia shrine, as well as the first pagoda used in the fluvial procession every September were donated by a Naga Chinaman whose heirs are still very much alive today as prominent Bicolano businessmen and professionals? Two of them, whom I personally know and am very close with, are Albay businessman Marcial ‘Lito’ Estevez Tuanqui and Dr. Ramon Tuanqui Caceres, a very kind and intelligent practitioner of internal medicine and endcorinology who resides and practices his profession here in Naga and also maintains his clinics in Pulangui and Legazpi City in Albay.

Their ancestor was a pure Chinese, a wealthy trader and philanthropist. He was baptized Simon Li Tuanqui by Bishop Francisco Gainza, after Simon Vela, the discoverer of the Image of Our Lady of Peñafrancia in the hills straddling the boundaries of France and Spain.

When the chapel in her name was being built beside the Naga River in Ciudad de Nueva Caceres (the Spanish settlement of Naga), Tuanqui shouldered the cost of the construction of the belfry and donated two more giant bells in 1863 and 1868, respectively. His name as donor was engraved on those two bells that were both minted and crafted in Binondo, Manila. Then he built the first water vessel, now known as “Pagoda ni Ina” that started her annual fluvial procession every September down the river from Tabuco to Barangay Peñafrancia.

The Chinese Simon soon married Maria Sarte of the prominent family in Pulangui, Albay where they eventually permanently settled. Leaving four children, Simon died in 1896, at the time of the death of the Fifteen Bicol Martyrs who were honored with a monument and plaza monument in Naga. Their only son Rufino Tuanqui served as mayor of Pulangui, Albay Board Member, and then Albay Governor in 1916.

Marcial “Lito” Tuanqui, a great grandson, continues the family devotion and service to ‘Ina’ even as he became Albay Vice-Governor in 1995 and past president of the Albay Chamber of Commerce and Industry from 1996 to 1999. He married Astrid Garcia, scion of the famous family in Guinobatan, Albay. Both are now enjoying their semi-retirement in Legazpi City.

The family in 1996, along with other devotees, again doled out a large sum for the renovation of the belfry where hang the two Tuanqui bells that have been ringing for over one and a half centuries now, beckoning those who shall pay their respect and devotion to the Blessed Virgin, especially during her feast day every September and on special days devoted to her.
