hakz2007 October 2nd, 2009, 02:28 AM I understand the practicality that you're driving at. Ang point ko naman is, would we sacrifice the entire archipelago so our region of only about 5M people would benefit tremendously? That's one reason why this country is one but is breaking apart.
For our dear region and respective provinces be developed, our local officials should be the one to start acting like what Lray, Salceda, Robredo and Rosal did. That's exactly the reason why they're voted. And these four guys did a job well done I hope they stay for a while.
Albay and CamSur are now in the tourism map because of what? Is it because of the President? Is it because of the DOT? No. It's because of our own local officials' actions.
Naga and Legazpi are two of the country's most successful small-sized cities, even competing head on head with mid-sized cities and sometimes with HUCs. Did any President tell investors to go to these cities because they are the best in the region? Did the League of Cities of the Philippines promote them as prime economic centers of Bicol? You know the answer.
Daet, Catanduanes, Masbate and Sorsogon are also in the tourism map. Sorsogon City is catching up as an economic center. Virac has increased flights. A private corporation is set to develop a resort in Daet. Masbate's cattle industry is growing exponentially.
Our beloved Bicolandia is slowly rising from the ashes without any direct help from the current President. With this kind of trend, it's not impossible for Bicol to be eliminated from the country's poorest regions immediately.
Now I ask. Is it really that necessary for us to have a President from Bicol? Yes, it might be a feather on the hat. But it would likely stay that way. Maybe a few infrastructures that they set up for their region or province. And it would stay at that.
If Chiz have not done any social or infratructure projects yet or maybe he had already, it doesn't really mean that he has done nothing. The mere making or passing laws on his long stay in both Lower and Upper Congress are just pure manifestations of his job as a great legislator.
A law tha he authored then when he was still Sorsogon's representative was "RA 9155. An Act Promulgating a Comprehensive Policy and a National System for Early Childhood Care and Development (Eccd) Providing Fund Therefor and for Other Purposes. hakz2007 October 2nd, 2009, 02:48 AM I got to talk to LTO Regional Director Atty. Ramon Roco in the past and he confirmed that LTO Refional ffice is indeed moving to Almeda Higway.
I just recently talked to some people at SM City Naga Office and got the following information:
1. They confirmed that they are indeed expanding SM City Naga. Walang sinabi kung kailan magsisimula. Plans are also apprently underway for 2 Save More Markets in Bicol (Naga Centro and Legazpi- no location for both sites was diclosed).
2. Starbucks is not opening in SM anymore. This was confirmed by some people at the SM leasing office.
It is opening in Magsaysay Avenue. The last time I talked to Mr. Boy Abella of Yellow Cab, Starbucks apparently will be starting construction soon. The delay is due to the reason that everything (even the plan) are sent to th US (in Seattle) for final approval.
The last time I heard, Yellow Cab would also be opening in Albay (Daraga if I'm not mistaken).
3. SM's partner hotels are Radisson and Microtel. There is a plan for a hotel in every mall in SM and apparently SM Naga's partner would be Microtel.
Just few days ago, I have talked to the local franchisee (Mr. Tan) of Mang Inasal and he confirmed that they are opening another branch in Centro. He mentioned Bichara building. I failed to verify if it is in Emily or in Bichara Theater Mall
This is indeed good good good news for CamSur. Let those businesses and investors pouring in Naga and the rest of CamSur.:banana::banana::banana:

ILOILO CITY, Oct. 1 (PNA) -– The United Kingdom, through the British Embassy in Manila and the Center for Social Responsibility of the University of Asia and the Pacific (UA & P), have extended technical assistance to 16 local government units (LGUs) from Luzon and Visayas with the goal of capacitating them to become more financially independent.
The project, dubbed as Alternative Financing Options for LGUs (Project ALFI), is a three-year technical assistance to “encourage continued economic reforms and promote higher standards of economic governance among LGUs in the Philippines.”
Karen Dumlao, project liaison officer of Project ALFI, explained that 16 qualified LGUs were provided with assistance starting from training, mentoring on how to prepare proposals and project implementation.
The 16 LGUs are the municipalities of Ajuy, Miagao and San Joaquin in Iloilo; San Jose, Antique; Panay, and Pontevedra in Capiz; Goa, Camarines Sur; Boac, Marinduque; Rosales, Pangasinan; Jaro, Leyte; Palompon, Leyte; Loon, Bohol; Tiwi, Albay; Guian, Eastern Samar; Bulalacao, Oriental Mindoro and Tuao, Cagayan.
The project stared in 2008 and will end in September next year, according to Dumlao.
Project ALFI she said has been helping these LGUS find funds for their identified projects such as referring to the Municipal Development Fund Office under the Department of Finance and other agencies.
Tuesday’s mid-project assessment was graced by British Ambassador to the Philippines Stephen Lillie and Bureau of Fisheries and Aquatic Resources Director Malcolm Sarmiento. (PNA)

Under Public Storm Signal No. 1 are Camarines Norte, Camarines Sur, Albay, Quezon, Aurora, Sorsogon, Burias Island and Polillo Island in Luzon; and Northern Samar in the Visayas, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 11 p.m. advisory.
Catanduanes in the Bicol region meanwhile is under Public Storm Signal No. 2, Pagasa said.
Pepeng is the 16th weather disturbance that hit the Philippines this year. The country has not yet recovered from the devastation caused by tropical storm "Ondoy (Ketsana)," which claimed at least 277 lives and damaged close to P5 billion worth of infrastructure and agricultural crops.
PAGASA'S CLASSIFICATION
OF TROPICAL CYCLONES
The Philippine Atmospheric, Geophysical and Astronomical Services Administration classifies tropical cyclones according to their degrees of intensity.
TROPICAL DISTURBANCE: A discrete weather system with an apparent circulation. It is characterized by a poorly developed wind circulation of weak velocities and with one or no closed isobars (isobars are lines of equal pressures). This is commonly observed throughout the wet tropics and sub-tropics.
TROPICAL DEPRESSION: A weak low pressure disturbance with a definite surface circulation having maximum wind speed of up to 63 kilometers per hour (kph). It has one or more closed isobars and is most common in the equatorial regions or intertropical convergence and less frequent in the trades.
TROPICAL STORM: A moderate tropical cyclone with maximum wind speed of 64 to 118 kph and with closed isobars.
TYPHOON: An intense tropical cyclone with maximum wind speed exceeding 118 kph.
SUPER TYPHOON: A more intense tropical cyclone with maximum wind speed exceeding 220 kph.

The Land Transportation Office (LTO) lifted on Thursday its penalties for individuals who failed to renew their driver’s license or register their vehicles during the month of September because of the devastation brought by tropical storm “Ondoy.”
The memorandum circular for the waiving of penalties for late renewal of drivers license and late registration of motor vehicles with license plate ending in digit “9” was signed on Thursday by LTO Chief Arturo Lomibao.
The LTO gave concerned parties until October 15 to put their renewal papers in order. A previous order of Lomibao dated September 30, 2009 only mandated the extension of motor vehicle registration ending in 9 with middle digit “9” and “0”.
Lomibao’s new order waived the penalties for late renewal of vehicle registration in all areas declared under a state of calamity by the National Disaster Coordinating Council (NDCC) particularly in Region 1 (Pangasinan, Ilocos Sur); Region 2 (Quirino, Nueva Vizcaya, Isabela); Region 3 (Aurora, Nueva Ecija, Pampanga, Tarlac, Zambales, Bulacan and Bataan); Region 4A (Rizal, Quezon, Batangas, Laguna, Cavite); Region 4-B (Marinduque, Mindoro Oriental, Mindoro Occidental, and Lubang Island); Region 5 (Camarines Sur); Cordillera Autonomous Region (Mountain Province, Ifugao, Benguet); and National Capital Region.
“This is in order to give equal opportunity to those affected by the typhoon in the provinces not included in the original memorandum, all the other provinces declared by the NDCC are hereby covered by the motor vehicle extension and extension of drivers’ licenses without collection of penalty,” Lomibao said.

Los Banos, Laguna – Matinee actor Enchong Dee led De La Salle University (DLSU) to end its six-year drought in the men’s division of the 72nd UAAP swimming championships on Sunday at the Trace Aquatics Center.
Dee, who is a mainstay of ABS-CBN teleserye Katorse, claimed his third Most Valuable Player (MVP) award as he won seven golds for DLSU.
Dee ruled the 800-meter freestyle (9:14.84), 200-meter Individual Medley (2:15.42), 100-meter butterfly (57.38), 50-meter butterfly (26.37), 400-meter Individual Medley (5:01.09), 1,500-meter freestyle (17:39.69) and 200-meter butterfly (2:13.74).
Dee’s exploits accounted for 63 of DLSU’s 240 points to top the competition after falling short last season. DLSU, the runner up last season, won its first men’s swimming title since 2002.
Meanwhile, Ateneo de Manila University (ADMU) improved on its fourth place finish last year as it wound up runner up with 196 points. Last year’s champion UST managed only 189 points to end up third.
A Nagueño by birth, studied at Naga Hope Christian School and eventually studied as swimmer scholar at DLSU. Member of the Naga City Swimming Team who competed in National and International Tournament.

Personal pang tinawagan ng Pangulo ang mga gobernador ng Polilio, Aurora, Camarines Sur, Catanduanes, Cagayan Valley at Isabela para alamin kung nakapag-evacuate na sila sa mga residenteng nasa delikadong lugar.
Sa isinagawang NDCC meeting sa Cainta, Rizal, pinapatukoy ng Pangulo sa Pagasa ang rain path o mga lugar na uulanin sa pagdating ni Pepeng.
Natuwa naman ang chief executive ng malamang kumitid ang sakop o coverage ng bagyong Pepeng.
Samantala, nagbabala naman ang Pangulo na mag-ingat sa mga kumakalat na text messages hinggil sa umano’y pagpapakawala ng tubig sa mga dam.
Maging siya mismo ay nakakatanggap din ng mga ganoong false alarm kaya dapat beripikahin muna ito sa mga kaukulang ahensya.
Sa report ng Pagasa sa NDCC, nagkakaroon ng pag-apaw sa Angat dam pero minimal lamang habang ang San Roque dam ay tumaas pero hindi pa umapaw.

BATO, Camarines Sur --- A billboard which says that the construction of a flood control wall here is a priority project of the provincial and the local government has been dismantled upon instruction of 4th District Congressman Felix Alfelor Jr.
This was disclosed by Ed Olleres, Alfelor’s political consultant spokesman in an interview aired over BWR-FM, over the weekend.
The move, according to Olleres, was meant to avoid confusion caused by the existence of two conflicting billboards regarding the same infrastructure project.
“With the dismantling of that billboard, the people of Bato will be enlightened that the provincial government and even the administration of Mayor Jeanette Bernaldez, contrary to what they claimed, has nothing to do with the project; he stressed.
He said , the fact that the 4th engineering district of the Department of Public Works and Highways is the one implementing the project and not the provincial engineers office is enough proof that both the provincial and the local government of Bato know nothing about the project.
He further explained that the P10 million project came to from the National Disaster Coordinating Council as pledged by presidential aspirant and Defense Secretary Gilberto Teodoro during his visit in Iriga City some three months ago, through the initiative of congressman Alfelor.
Bernaldez, who supported both Alfelor and Gov. L-Ray Villafuerte during the 2007 elections, opted to keep mum on the issue.
In the same interview, Olleres said that the 3rd termer solon would definitely run and face-off with Villafuerte in the upcoming 2010 elections.
Alfelor first ran and won as congressman during the 1995 elections but lost his bid in the 1998 polls against Vice Governor Salvio Fortuno. He staged a comeback in 2001 election and scored two more victories in the 2004 and 2007 elections.

Rightfully earning its title as Home of Bicol Achievers, the University of Northeastern Philippines (UNEP) added another laurel on its cap when its High School Department landed 1st runner up during the 2009 Students Technologists and Entrepreneurs of the Philippines (STEP-DSC) competition conducted on September 16 and 17 at Zeperino Arroyo High School in Iriga City .
The competition was participated in by public and private secondary schools in the division in compliance with DepEd Memorandum No.348 series of 2009 with this year’s theme, “ STEP: Upgrading Skills, Improving Lives.” It aims to enhance the capability of the students in skills development and lifelong learning and upgrade the teachers’ capability in coaching and judging skills development activities.
UNEP President Atty. Remelisa Alfelor-Moraleda expressed her elation and was jubilant with the recent accomplishment of their students. “They are already winners even before they joined the competition. I would say that the participants in the STEP-DSC contest belong to the ‘cream of the crop.’ They were all first place winners in all skills and non skills contest events and that is one of the prerequisites before they can join the STEP competition. The university is really so proud of their achievement.”
Patrick Allan V. Peralta was cited as Mr. STEP 2009 and has earned for himself the Best in Filipiniana Attire and Best in Swim Wear titles. Stunning Nikki Charmaine B. Alfelor also won for herself the most coveted title of Miss STEP 2009 and capped the title for Best in Filipiniana attire. She also occupied the second place in the Facial Make-up and Trimming competition.

FR. PIERRE T. Tritz, SJ founder of ERDA – Educational Research and Development Foundation Assistance celebrated his 95th birthday and at the same time, the 30th year of unrelenting service to the Filipino Youth.
He said, “ To allow a child to go to school is to give him Hope”- was his mission. At that occasion held at Occupational Safety and Health Center, Quezon City last 17th of September 2009 were six (6) ladies and only two brave men honored and awarded as partner of his vision through Education. These two men were Bishop Artemio Rillera, SVD,DD and Fr. Felix Barela of Caceres, Naga City.
Fr. Felix Barela is currently a School Chaplain of CamSur Polytechnic College-Naga Campus, CamSur High, Naga College Foundation. As a school chaplain, he works not only with the school administrations but more importantly with different campus organizations. He is a sought resource person for Transformational Leadership drawn from his very rich experiences of pastoral ministry in remote and very rural parishes. In particular, he had special studies on Educational Leadership at the Australian Catholic University, Brisbane Campus 2004.
While on foreign mission, he continued his linkages back home more importantly with Fr. Tritz to continue his Child-rights Advocacy this time at his home backyard in Nabua. In his first parish assignment in Tabgon, Caramoan, he initiated to operate a Pre-School. Thus the parents together with the Pastoral Council they had a strategic partnership in endeavoring programs and projects for the community. In particular teaching them the love of God and protecting the surroundings of Caglago Mountain.

NAGA CITY---Water hyacinths (Eichornia crassipes) made a Sept. 18 debut in a fashion flair here that aims to advocate environmentally sound creations and promote livelihood opportunities for families living along lakes and rivers in Camarines Sur.
Behind some 30 creations, two fashion designers, Alex Buena and Rommel del Valle, collaborated to demonstrate that there is more to water hyacinths than just being fast-growing unwanted plants that clog lakes and rivers.
“Using water hyacinth in couture has lot of potentials. So, maybe the show would encourage processors to improve techniques and create fabrics from it,” Buena said.
He said they were asked by the Department of Trade and Industry (DTI) to use water hyacinths in their creations to bring out innovations and expand the market.
Del Valle said they were able to assemble their creations in just a two-week period that included clothes for casual wear, cocktails and long gowns.
Achieving a level of success in using water hyacinth to dress up models on the catwalk, Buena admitted there’s still a lot of things needed to make the material become wearable for ordinary occasion.
They used 142 yards of handloom dried water hyacinths from Buhi, Camarines Sur harvested from Lake Buhi where they grow abundantly near its shores.

NAGA City, 377 km. south of Manila, is the seat of Catholicism in the region, being the home of Our Lady of Peñafrancia, the Bicol Patroness, whose feast in September the Vatican declared a regional fiesta, the only one in the country.
A compact small chartered city with all the historical landmarks just within a one-kilometer radius from the business central district, this city has actually little to offer to tourists until the provincial government of Camarines Sur made a bold step of building in 2005 the Camsur Watersports Complex (CWC) in the neighboring town of Pili, Camarines Sur.
With the CWC already a major tourist drawer in the region, Naga City has become a take-off point to reach other tourist destinations in the province, like the world-famous Caramoan, the site of television reality show “Survivor.”
Tourist arrivals here are largely attributed to the marketing of the city as a convention venue and study tour site for its so-called good governance practices and innovations which earned Naga City Mayor Jesse Robredo the 2000 Ramon Magsaysay Award for public service and 151 awards for its local government unit. Educational tours are added up to tourist arrivals.
Restaurants abound here and dominate the landscape at the business central district and when dusk falls over the city, sidewalk food stalls sprout like mushrooms which give the impression that people here love to eat.
One could ride public utility jeepneys and tricycles with a minimum fare of P7 to reach destinations within the city limits. From the central business district, ride a tricycle to Dayangdang to try a light breakfast of kinalas (a kind of noodle-soup indigenous here), eaten plain or with hot sauce, depending on one’s taste, for just P30. If not, breakfast is available for P60-P100 in restaurants that are conveniently in every nook at the central business district where the nearest landmark is just a walking distance.
Take another tricycle ride to the Museo del Seminario Conciliar de Naga to view Pre-Hispanic potteries and porcelain and 18th century church artifacts, if one chooses to take breakfast in kinalas stalls in Dayangdang. Fabie Arejola, the museum curator, would say that the collections are rare pieces because they were uniquely Bicol. The museum hours run from 9:00 a.m. to 5:00 p.m. and it’s for free.
The museum, the only one of its kind in the city, is located at the Metropolitan Naga Cathedral compound inside the Holy Rosary Minor Seminary built in 1875 which was once a vocation house of the clergy. It had been declared national historical landmark by the National Historical Institute on January 29, 1988. Its architecture is undoubtedly colonial comprising of arches, bricks and tiles.
Spend another P7 to ride a jeepney to San Felipe and visit another colonial structure, the Peñafrancia Shrine which was built in 1750 and the original home of the image of the Bicol Patroness. From here, walk or take a tricycle going to Peñafrancia Basilica Minore to appreciate the serene landscape and glass-stained work.
To go back to the central business district, take a padyak ride costing P5 to the corner of Magsaysay Avenue, the burgeoning new commercial strip here, and then ride a public utility jeepney to Naga City Public Market. Hunt for bargains at the novelty shops at the ground floor, from key chains costing P10 to abaca slippers at P50 a pair. Pili nut products can be bought for P50-P60 for 200-gram foil pack.
Discover the nooks and crannies of the city from the public market by walking down to Plaza Rizal, Plaza Quezon and Plaza Quince Martires where restaurants cluster around them. These plazas are small islands of spaces where one can just sit and observe the city pace and its people.
Take lunch at a restaurant of your choice. For Filipino and Bicol specialties, Geewan provides different choices from laing, pinangat to kare-kare at prices that range from P95-P150. American dining experience on combo package is available at Bigg’s, in front of Plaza Quince Martires, from P100-P120. Several other fastfood restaurants like Jollibee, McDonalds and Greenwich are also clustered here.
A visit to the CWC at the capitol complex in Pili, Camarines Sur provides a different experience watching wakeboarding and water skiing. From the central business district, ride a tricycle or public utility jeepney to the central bus terminal. Fare, P7. Ride a bus going to Legazpi City or Partido area and stop at the capitol complex in the village of Cadlan. Fare, P12. To reach the CWC, ride a padyak, tricycle or single motorcycle at P10. Also visit the Eco Village inside the capitol complex and explore the man-made cave, hanging bridge and domed aviary. Retrace the way out of the capitol complex and spend the same amount for fare going back to Naga City and disembark at the central bus terminal.
A stone’s throw from the central bus terminal is the SM Mall where movie-house entrance cost P100 even as the movies at the downtown Naga City cost P75 only. With a budget of P500 in a day, one can already enjoy the essence of Naga City which the city government here dubbed a “maogmang lugar (happy place)”. For extra bucks, the nightlife in this city is relatively alive at the commercial strip of Magsaysay Avenue where live music and dining are offered in different joints until 2:00 a.m.

NHEL Russelle Monroy, a senior student of the Nursing and Health Sciences Department, bagged 2nd place in the Philippine Association of University Women (PWAU) regional oratorical contest held last September 25, 2009. A total of 16 contestants representing the different schools in the region talked about the theme: “Women and Technology: Institutionalizing General Safeguards,” wherein they elaborated on topics such as work-related gender discrimination, marital traditions across countries, the “Hayden Kho Scandal,” among others -- while emphasizing on today’s “Eve” – one who should be treated with love, understanding and, above all, respect.
Our very own NCean, Nhel Russelle Monroy in her piece stressed values education as the best solution in the fight for women rights, gender equality and respect for women, and added that basic values usually start in the fundamental social units such as the school and the home.
Nhel is an active member of various school organizations such as the Central Student Government and the Student Ambassadors Group. A top student in her class, Nhel takes her studies very seriously, yet keeps her balance when partaking in “peer-get-togethers” and showing her bubbly personality. She was coached by Raquel Nabong of the Liberal Arts and Education Department.
The other winning institutions are as follows: 1st Place (University of Nueva Caceres) and 3rd Place (Catanduanes State Colleges).

IT has always been an academic tradition to base the history of the national struggle for freedom to the Katipunan in Manila. It has always been depicted as the fulcrum of revolutionary activities, with the adjoining areas of operations as sideshows of secondary importance.
Recent studies supported by scientific methodologies and documented analysis have uncovered a different scenario in the areas aside Manila affected by the revolutionary struggle.
Jose V. Barrameda, Jr’s book is one such work that not only gives a documented detail of what has transpired in the place, but also gives a vivid and lively reanimation of events.
The book is a revelation of how the revolution took roots in Camarines and how it evolved into a full scale movement that finally toppled the Spanish rule in Camarines.
The book is full of colorful and focused description of characters and places, so too are the emotional dramas that the author managed to reconstruct from historical sources, as identified by his numerous footnotes.
But what could interest the reader more is the unfolding of the events that slowly unhinges the tranquility of Camarines into one of the most combative areas of the revolution.
Never before has there been a historical book about the revolution in Bicol as detailed and gripping in its presentation as this book.

NAGA CITY --- The Sangguniang Panglunsod here, in a joint and collective motion during its session last Tuesday, Sept. 29, passed a resolution authorizing City Mayor Jesse M. Robredo to file an administrative case against Zeida Aurora B. Garfin, presiding judge of RTC Branch 19, here, for alleged gross ignorance of the law.
The resolution came as the latest twist in the special civil case filed by the provincial government of Camarines Sur against the city government for the latter’s implementation of Ordinance No. 2009-062 that prohibits vending of any product and the holding of trade fairs and other similar activities at the three plazas in the city, including the Capitol-controlled Plaza Rizal.
The city councilors noted that in seeking nullification of the aforementioned ordinance, the provincial government asserted its claim of ownership and possession of Plaza Rizal which matter has already been long ago decided with finality not only by the Regional Trial Court, but by the Court of Appeals and the Supreme Court, as well.

NAGA CITY --- Making true his promise that he would formally answer the open letter issued by the Council of the Laity only after the Peñafrancia fiesta in deference to the solemnity of the celebration, City Mayor Jesse M. Robredo in a letter dated Sept. 23 said the controversy spawned by alleged violation by the city government of an agreement on how the fiesta should be celebrated could have been avoided if the council “exercised due diligence and prudence” before issuing the open letter lambasting the city government.
Curiously, the Council of the Laity’s harsh letter came within the novenario of the fiesta which the council members themselves would like to regard as sacred, solemn, and devoid of temporal distraction and animosity.
The mayor in his letter recalled that as an expression of unequivocal support to the preparations for the 300th year of the devotion to the Lady of Penafrancia in 2010, he issued as early as Feb. 2009 an executive order creating the Naga City Tercentenary Council tasked to coordinate with the representatives of the Archbishop of Caceres on the matter.
He said the position of the city government was to accommodate requests of the archdiocese subject to existing laws and regulations (that’s why there is a local government unit in the first place, a city hall legal officer had quipped).

MANILA --- In times of calamities, the Filipino bayanihan spirit never fails to surface. You can see it everywhere. In the places devastated by tropical storm Ondoy, people take it upon themselves to conduct rescue and relief operations spontaneously.
At the national relief operations center in Malacanang, this spirit is very much alive.
More than 140 individuals from all walks of life have volunteered their services to the government’s Oplan Sagip Bayan, which President Gloria Macapagal-Arroyo has mobilized to provide relief and temporary shelter for families displaced or made homeless by the storm.
Relocated families have been sheltered in all available premises within the palace buildings as well in tents set up in the palace grounds. While others availed of the donated goods, some were busy placing calls at the free call center set up by the National Telecommunications Commission at the palace grounds.
The Presidential Family, headed by Evangeline Lourdes “Luli” Arroyo-Bernas, Camarines Sur Rep. Diosdado Ignacio “Dato” Arroyo and wife Victoria “Kakai” Arroyo have joined the volunteers in packing the relief goods to be distributed to affected areas.
The Presidential family blended well in the volunteer crowd where they themselves packed the goods and carried the boxes to be distributed. Bernas, wearing only plain clothes, even refused to get help from Malacanang employees while carrying big boxes of relief goods.

VINZONS, Camarines Norte --- Keynoting here the 99th birth anniversary of Wenceslao Q. Vinzons, Sr., Naga City Mayor Jesse M. Robredo last Monday called on fellow Bicolanos to always keep Vinzons’ name in their hearts even as his spirit is already enshrined in the pantheon of the country’s greatest patriots and heroes.
“By sustaining and nurturing that freedom that his life and death gave us, we should all make ourselves heroes in our own way, by becoming good citizens and responsive leaders, so that Vinzons’ death may not be in vain,” the mayor stressed during the festive celebration hosted by the local government of this town and the provincial government of Camarines Norte.
Parades, academic contests, cultural shows, floral offerings and other activities that kicked off since Sept. 24 and participated in by all schools and government offices in the province preceded the culminating program and keynote address last Sept. 28, Vinzons’ birthday.
Present during the celebration were CamNorte Gov. Jesus Typoco, Congressman Liwayway Vinzons-Chato and other provincial and municipal officials led by Municipal Mayor Oliver Ferrer. Also present were leading local education officials headed by Division Supt. Elizabeth Palo.
Former Provincial Board Member and surviving daughter of the war hero, Ranavalona Vinzons-Gaite, delivered the family response after the keynote speech and anniversary messages of the province’s top officials.
Before ending his speech, Mayor Robredo announced that in celebration of Vinzons’ birth centennial next year, he would ask the Naga City Sanggunian to pass a resolution naming a street in the city in honor of the war hero from Camarines Norte.
Camarines Norte used to be part of Ambos Camarines, the unified province of Camarines Sur and Camarines Norte with Nueva Caceres or Naga City as the provincial capital.
The first prominent hero from Camarines Norte to be given such honor by Nagueños was Jose Ma. Panganiban, a brilliant and distinguished alumnus of the Holy Rosary Seminary, then known as the Conciliar Seminario de Nueva Caceres. Dr. Jose Rizal hailed him as the great propagandist when they were in Spain, along with other Filipinos, calling for reforms and exposing Spanish abuses being committed in the islands. His name and deeds are immortalized by a street name, better known as Panganiban Avenue, a main artery that leads to the city’s two business districts from the main highway from Legazpi City.
Vinzons was an outstanding UP student, an orator and first editor-in-chief of the university’s “Philippine Collegian” which is now housed in a building christened as Vinzons Hall as early as 1959. As a visionary, Vinzons founded the Pan-Malayan Association of Students that was the germ of an idea that became the Maphilindo (Malaysia-Philippines-Indonesia) that later on composed the core of the more expanded Association of Southeast Asian Nations, or ASEAN.

The mere making or passing laws on his long stay in both Lower and Upper Congress are just pure manifestations of his job as a great legislator.
What I mean by what I said is that he has not done anything substantial yet. Of course he's also done things, but something impacting to the entire country is one thing that I'm looking for.
A law that he authored then when he was still Sorsogon's representative was "RA 9155. An Act Promulgating a Comprehensive Policy and a National System for Early Childhood Care and Development (Eccd) Providing Fund Therefor and for Other Purposes. Approved by the President on December 05, 2000 Origin: House (HB11692/SB01438)"
That law is the reason why we have the day care system in the Philippines now.:banana::banana::banana:
When I was like 3 or 4, I was already attending a day care school. Passing it into law is something much like adding a ninth ray to the sun in our flag.

NAGA CITY – Umabot na sa 1,806 na mga pamilya ang apektado ng patuloy na pagbuhos ng malakas na ulan na dala ng bagyong Pepeng sa buong lalawigan ng Camarines Sur batay sa pinakahuling ulat ng Provincial Disaster Coordinating Council (PDCC).
Ayon sa impormasyong ipinaabot sa Bombo Radyo Naga ni Edison Pitallo ng naturang ahensiya, katumbas ng nasabing bilang ang 7,169 katao na sa kasalukuyan ay nagsilikas na sa iba't ibang mga evacuation centers sa buong probinsiya.
Samantala, pinaghahandaan naman ng mga lokal na kawani ng Camarines Sur ang posibilidad ng mga landslide sa mga bulubunduking bahagi ng lalawigan kagaya ng Buhi, Tinambac at Ocampo.
Inilikas din ang mga residente ng coastal area ng Caramoan sa pangambang lumaki pa ang mga alon sa pangpang nito at abutin ang mga kabahayan doon.
Nagtala naman ng isang casualty ang bagyong Pepeng sa lungsod ng Naga makaraang mahulog mula sa bubong ng kanilang bahay at mamatay ang pulis na si SPO1 Edgardo Moreno kahapon.
Naging usap usapan din ang pagpapakawala ng tubig mula sa dam sa bayan ng Buhi, na posibleng magtaas pa ng tubig baha sa karatig na bayan ng Bato.

MANILA, Philippines -- Typhoon "Pepeng" has accelerated as it continues to move towards Cagayan, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said in its 5 a.m. bulletin.
"Pepeng" has changed its course late last night and was reported to be heading to Cagayan instead of the Isabela-Aurora area as early forecast.
Pagasa said as of 4 a.m. today, Typhoon "Pepeng" was located 260 kms Southeast of Aparri, Cagayan with maximum sustained winds of 175 kph and gustiness of up to 210 kph. It is forecast to move Northwest at 17 kph.
The typhoon is expected to make landfall over northern Cagayan this evening.
Cagayan, Babuyan island, Calayan island and Northern Isabela were placed under storm signal no. 3.
Northern Luzon will experience stormy weather, according to the weather bureau, while Bicol region and the Eastern section of Central Luzon will have rains and gusty winds with moderate to rough seas.

NHEL Russelle Monroy, a senior student of the Nursing and Health Sciences Department, bagged 2nd place in the Philippine Association of University Women (PWAU) regional oratorical contest held last September 25, 2009. A total of 16 contestants representing the different schools in the region talked about the theme: “Women and Technology: Institutionalizing General Safeguards,” wherein they elaborated on topics such as work-related gender discrimination, marital traditions across countries, the “Hayden Kho Scandal,” among others -- while emphasizing on today’s “Eve” – one who should be treated with love, understanding and, above all, respect.
Our very own NCean, Nhel Russelle Monroy in her piece stressed values education as the best solution in the fight for women rights, gender equality and respect for women, and added that basic values usually start in the fundamental social units such as the school and the home.
Nhel is an active member of various school organizations such as the Central Student Government and the Student Ambassadors Group. A top student in her class, Nhel takes her studies very seriously, yet keeps her balance when partaking in “peer-get-togethers” and showing her bubbly personality. She was coached by Raquel Nabong of the Liberal Arts and Education Department.
The other winning institutions are as follows: 1st Place (University of Nueva Caceres) and 3rd Place (Catanduanes State Colleges).
I know this girl. She's a friend during HS though we went to different schools. She went to the Naga City Science HS while I went to the CamSur Natl HS. And I'm a year older then her.
My sister won the top prize in this competition last 2006 or 2007. She's also from UNC just like the winner this year. :cheers:

It doesn't conclude that if the diversion has been made, the former City or Municipality will cause slower progress. We can see it in Iriga and Daet, since now they are doing well.
It doesn't conclude that even If there will be a new Diversion going to Albay, and not passing Naga City will deteriote our progress. But it is true that any Diversion is made or develop, a place like Nabua is getting progressive. Why? because many items or products will be accessible to that place, as well as people can easily avail of it.

If Congressman Dato is very entrepreneur, he can make this a a tourist destination, he just need to improve it. Just like what Malaysia is doing now. a walkway on the top of the forest.

Robinsons has alredy supermarket in Naga in E-mall. The also opened Handyman in the same mall and another one in LCC mall. They are looking for bigger space within the Centro but this is almost impossible as the Centro is already congested.

Stormy waters triggered by Typhoon “Pepeng” yesterday have isolated three island-barangay in Vinzons, Camarines Norte.
Banocboc, Mangcawayan and Pinagtigasan, collectively known as the Calaguas Islands off the northern coast of Camarines Norte, have been inaccessible, hampering government efforts to check on the residents’ safety, said Arnel Ferrer, public services officer of the province.
“During stormy weather, the islands can be reached only by helicopter,” Ferrer said, adding that the Provincial Disaster Coordinating Council (PDCC) had coordinated with the Army to check the situation on the islands.
Vinzons Mayor Oliver Ferrer said the islands – famous for white-sand beaches – had a history of landslides.
“But because the residents fear that what happened to Metro Manila residents would happen to them, it is easier to convince them to evacuate,” the mayor said.
About 2,000 people were stranded in various ports in the Bicol region and Quezon province as the Coast Guard ordered the cancellation of sea voyages.
In its 10 a.m. report, the Coast Guard reported that 1,374 people were stranded in Matnog, 117 in Bulan and 165 in Pilar, all in Sorsogon province; 195 in Tabaco City and eight in Pio Duran, both in Albay; and eight in Tamban in Camarines Sur.
In Quezon, about 160 people were stranded in two ports.

I hope you can visit us here. I had been to the coastal town of Allen, maybe it's still far from Tacloban City. Coz is overlooking from Matnog, Sorsogon which is already in Southern Bicol, lots of Ateneans (Ateneo De Naga) in Sorsogon Province.

Yes, you must, just take the bus near ALI MALL, Cubao- it's just take the evening bus 7-8 hours ride. Leave around 8-9 P.M. you arrive around 4-5 AM. in Naga City bus terminal, take a rest before leaving Naga City to CWC for around 15-30 mins:)

Hi Hakz, how are you there? the pictures that i have taken in SM bicol. It's rainny here but the electricity had no problem. So i decided to post, than being worried about the flood. Well, the other house near the Bicol river was flooded but only more than 12 inches height. Once the water flow down slowly. they started to clean the house. But generally the city wasn't that alarming.

The Bangko Sentral ng Pilipinas (BSP) is implementing six regulatory relief measures to banks affected by the last typhoon “Ondoy” to extend the same reprieve to their own customers.
In a statement, the BSP said the Monetary Board on Saturday approved a package of relief measures to “enable (banks) to similarly assist and ease the financial burdens of bank customers adversely affected by tropical storm Ondoy.”
These relief measures which were also implemented after the past typhoons “Milenyo,” “Cosme,” and “Frank” are extended to all banks.
The Monetary Board, in its meeting Friday, also suspended all penalties for reserve deficiencies due to calamity-related conditions. In the meantime penalties related to the payments due to ongoing rehabilitation programs, and allowances for probable losses from credit exposures to individuals and business units directly affected by Ondoy will be allowed to be spread out over a maximum of five years, the BSP stated. “These measures will be in effect for a defined period and covered by additional specific and other prudential conditions.”
The six regulatory relief measures are:
(1) Excluding existing loans of borrowers in affected areas from the computation of past due ratios provided these are restructured or given relief;
(2) Reducing the 5 percent general loan loss provision to 1 percent for restructured loans of borrowers in the affected areas;
(3) Suspension of penalties for delays in the submission of supervisory reports;
(4) Allowing banks to provide financial assistance to their officers and employees who were affected by the calamity including those assistance
that may not be within the scope of the existing BSP-approved Fringe Benefit Program;
(5) Granting of a 60-day grace period to settle the outstanding rediscounting obligations as of 28 September 2009 with the BSP of all rediscounting banks in the affected areas;
(6) Allowing banks to restructure with the BSP, on a case-to-case basis, the outstanding rediscounted loans of borrowers affected by the calamity.
BSP clarified that those eligible for relief measures are banks in areas declared under a state of calamity by the National Disaster Coordinating Council.
These areas have been identified as Mt. Province, Ifugao, Benguet, Pangasinan, La Union, Ilocos Sur, Isabela, Quirino, and Nueva Vizcaya. Also declared in need of emergency relief are Aurora, Nueva Ecija, Zambales, Pampanga, Bulacan, Tarlac, Bataan, Cavite, Laguna, Batangas, Rizal, Quezon, Mindoro (Occidental and Oriental) Marinduque, Catanduanes, Camarines Norte, and Camarines Sur.

You do not have to be an expert athlete. You just have to be physically fit and to have that adventurous spirit to test the waters of adventure sports. Beginners may be given training or orientation before they undertake the activities. These adventure destinations challenge the body and offer an exhilarating escape from the day-to-day life.
1. Surfing in Siargao
What’s a chocolate bar got to do with surfing? Cloud 9 was coined by John Callahan when he found the wave by chance, naming it after the locally made chocolate bar. From the time his article on Siargao came out in Surfer Magazine in its March 1993 issue, the formerly obscure Siargao Island located in the province of Surigao del Norte became popular to surfers and tourists alike.
Callahan describes Cloud 9 as “a thick, pitching peak takeoff over a reef shelf followed by a hollow section and a clean exit into the channel or a pinching section, depending on swell direction. The wave works on typhoon season groundswell from two feet up to eight feet Hawaiian at peak high tide. On a clean easterly swell and offshore southwest wind, Cloud 9 can be mechanically perfect, with a guaranteed barrel on every wave.”
Hmmm. Cloud nine does sound surfi-licious!
2. Wakeboarding in Camarines Sur
Wakeboarding is a surface water sport developed from a combination of water skiing, snowboarding and surfing techniques. The Camarines Sur Watersports Complex or CWC is one of the only two cable parks in the country. It is called as such because a series of tower-connected mechanical cables pulls the rider around the water. Its 6-point cable ski system is designed for wakeboarding, wakeskating and waterskiing.
Since the completion of the cable park, beginner and professional wakeboarders and skiiers from all over the world have visited the CWC to compete or simply to have fun. The province owes its inclusion in the Top 5 destinations in the country to CWC. Camarines Sur ranks 4th next to Davao, Boracay and Cebu in attracting the biggest volume of visitors for the 1st quarter of 2009. The sport has indeed taken the province by waves.

NAGA CITY, Philippines — Bicolano hopefuls, aged 16 to 23, traveled to SM Naga recently where the auditions for StarStruck V were held.
StarStruck was first announced on GMA 7’s S.O.P. and most of the auditions were held at SM Supermalls nationwide. Casting tours, where judges screen candidates for star quality or acting talent, were held in different regions.
Among those who auditioned were a sales clerk, wedding singer, a former Little Miss Philippines finalist, a caregiving and nursing graduate, and most of them high school and college students. Applicants brought along their own CDs and minus ones, props or musical instrument like guitar and trumpet.
Dingdong Dantes, Raymond Gutierrez and Carla Abellana will host the artista search.
For those who want to try their luck to be showbiz’s new faces, they can go to GMA Network Center until tomorrow, Oct. 2 from 10 a.m. onwards.

ANIMOSITY between the officials of the City Government and of the Local Church of Caceres did not end with the issuance of a joint statement of these two entities two weeks before the Peñafrancia novena week. To all indications, it has worsened from a mere objection to the holding of a beer plaza within the novena week to what can now be described as strategic offensives of each of these entities minus the blazing of guns and the fielding of spies of the kind read in Tom Clancy’s bestsellers or in John le Carre’s thrillers.
The offensive taken by City Hall against the Local Church of Caceres lies on the contention that the granting of permit to the civic activities during the novena week is legal. This, however, only gives the Local Church more reason to solidify its front.
It must be remembered that when the local media solicited the reaction of Archbishop Leonardo Z. Legaspi on the alleged plan of Monsignor Zosimo Ma. Sañado to run for Congress as representative of the second district of Camarines Sur, the Archbishop answered, “Why not?” He however qualified his answer by saying that Monsignor Sañado’s plan should be tested against two canons of the Church: First, is his decision needed to promote the common good of the greater number of the community? Second, will his decision protect the right of the church? The Archbishop said if after evaluating the answers of Monsignor Sañado, he finds them satisfactory, then there is no reason for preventing him to pursue his plans.
The same questions can be the measure of the “strategic offensive” undertaken by the representatives of the Local Church of Caceres against any of the moves of the City Government of Naga on the legality of the permits given to the civic activities during the novena wek.
To all indications, the civic activities that do not have any religious content and given permit by the city government to be held during the novena week go against the right and duty of the Local Church to protect the devotion to Ina. Without even soliciting a reaction from Archbishop Legaspi, we can almost hear the retort: “Why not?” This is the canonical ground which the Local Church stands on against the City Government.
On the contrary, we see no ground on legality for the city government in granting permit to the holding of these civic activities during the novena week. Obviously, the office of the City Mayor has the power to grant permits to these activities --- but on what solid ground and reason are these activities being held during the novena week still remains hazy, if not empty. If the City Mayor is as wise as he projects himself to be ---- considering the more than 150 awards, international, national and regional recognitions and 5 Hall of Fame awards in different fields of local governance he was conferred with ----- he cannot but fail to notice that these civic activities are no more than taking the opportunity of the many visitors and pilgrims to earn thousands even millions of pesos and at bottom line to fill the coffers of City Hall. What then is Naga City celebrating during the novena week? Its foundation day? Its fiesta? Its independence day? Its charter day? Its Kamundagan in September? We understand it is none of these. What then is the legal ground for holding these civic activities?
The City Government should have a ground to stand on for granting permit to these civic activities. This would make the permit legal in substance as well as in form. Without this ground the permit granted may be legal in form, but not in substance.
There is animosity growing between the Local Church of Caceres and the City Government of Naga. It will further worsen and become more heated in the days to come, now that the Tercentenary of the Devotion to Ina is fast coming in September 2010.

If I'm not mistaken Sta. Clara Shipping Lines ply the route of Matnog-Allen.

So i decided to post, than being worried about the flood. Well, the other house near the Bicol river was flooded but only more than 12 inches height. Once the water flow down slowly. they started to clean the house. But generally the city wasn't that alarming.
okay na...wala ng floodwaters sa national highway..sa likuran ng bahay namin malalim pa ang tubig...mabuti na lang di pumasok sa bahay namin yung tubig baha....:)

LEGAZPI CITY, Oct. 4 (PNA) -- Typhoon Pepeng wrought heavy damage on agricultural crops in Bicol with an estimated value of P75,666,340.
These include 1,968 hectares of riceland with an estimated production loss of 6,912.43 metric tons amounting to P65,665,533; 32.10 hectares of land planted to corn with a 15.98 metric tons production loss amounting to P189,935; and the high value commercial crops which include fruits and assorted vegetables on 281.39 hectares damaged consisting of 654.06 metric tons production loss amounting to P9,810,871.
This report was based on the reports submitted by the Local Government Units in the provinces of Albay, Sorsogon, Camarines Sur and Catanduanes as of October 3, 2009.
Regional Technical Director for operations Marilyn Sta. Catalina immediately made an ocular inspection of some of the municipalities affected by flooding wrought by typhoon Pepeng and she reported that rice in various stages of growth were greatly affected by the flood specially in Camarines Sur. Sta. Catalina said that the reported production loss is only 1.46% of the production target of the region. In terms of area, it is only 0.73% of the area targeted for rice production.
Other than rice, the flooding also damaged vegetables and corn.
The figures in this report are expected to increase with the coming in of reports from other municipalities and provinces of the region.
Regional Executive Director Jose V. Dayao said that as soon as the final damage report has been completed, the regional office will submit to the DA central office the necessary recommendations and rehabilitation plan.
As in the previous calamities, assistance to farmers usually includes provision of seed subsidy and/or inputs. Dayao also urged the affected farmers to plant early maturing varieties and practice direct seeding or “tiprak” to recoup from the losses wrought by typhoon Pepeng.
The DA has also mobilized its agribusiness and marketing personnel to monitor prices of agricultural commodities so that measures could be taken to cushion the impact of probable price increases and prevent traders from taking advantage of the situation by jacking up the prices of agricultural goods and commodities. LEGAZPI CITY, Oct. 3 (PNA) - Some 24,319 families heaved in various holding areas in four Bicol provinces were allowed to return home after the weather agency lowered its storm warning signal to normal, the Office of Civil Defense (OCD) in Bicol said today.
The decampment order came from their respective Provincial Disaster Coordinating Councils (PDCC) following the weather agency’s advisory that Storm Pepeng had move away from the region and it no longer threatened the area.
The weather advisory prompted local disaster councils to allow their residents living in flood, mudflow and landslide-prone areas to return to their homes.
Bernardo Alejandro, OCD regional director, said one died and another was still missing in Camarines Sur.
He said one still unidentified person died after falling while attempting to fix their damaged roof in Naga City while Erwin Domagsang, 20 of barangay Agdangan, Baao, Camarines Sur, was reported missing since Friday after strong current swept him while crossing a spillway.
Alejandro said some 2,337 sail passengers were still in various ports in Tabaco City and Pioduran, both in Albay; Pial, Bulan and Matnog in Sorsogon; in Masbate City and Pasacao in Camarines Sur.

Nostalgic too. Naga train station in the 1960s.
MANILA-bound train Peñafrancia Express passes by our town of Lupi at nine in the evening, at the time when the moon was gently waxing over the silhouettes of hills and coconut groves. Against darkness, one could only imagine the intense color of the fire tree blossoming or the downy kapok fibers falling from the dried fruits still attached to the branches. By that time, the old train station was quiet and almost empty except for frequent bystanders, or sometimes, passengers from nearby villages who slept on the cold concrete benches waiting for the early morning train to Naga or Legaspi. The florescent lamps of the station were the only remaining illuminations reflected in the night skies and all the rest was a small pastoral town deep in slumber.
This was the old train station some twenty years ago when the railway industry was still flourishing, when there were four passenger trains traveling daily from Bicol to Manila and back, while long freight hauls traveled on a weekly basis. Those were the years when the station reeked of the sweet smell of copra, the main product of our town, or of the aroma coming from casks of the freshest lambanog from Katagalugan being unloaded from a freight train. Those were the years when the station was filled with the temporary sounds of crated fowls, swines, and other livestock waiting their turn to be shipped to the big city.
The station was once ranked among the finest railway structures in the country with its exterior of well-done timbers from the Bicol National Park and its roof of red terracotta. Built at the foot of Halochoc hill overlooking the Sulóng river, the location of the station was marvelously scenic.
The story of the station was itself something worth keeping. It was built around the time when the country was under the American rule. The Philippine National Railways then was still called the Manila Railroad Company, running trains Bicol to Manila up to San Fernando, La Union—the now defunct northern line which sad story is another thing. Like many train stations of the PNR line, the main structure of Lupi station is made up of boulders as big as adult human heads which gave it a sturdy look. The station is elevated from the railroad tracks so that when trains arrived, the floors of the coaches were leveled with the platform. The platform’s roofs were supported by a row of concrete columns which were also paneled with wood consistent with the station’s walls.
Before dawn, the silence of the station allowed everyone to listen to signs of the coming Mayon Limited which passes by our town at around four in the morning. The station was so quiet that one can even hear the faintest grunt and horn of the locomotive even if it was still a town away.
At day, the station was our playground for taraguán (taguan), darakúpan (habulan), turubigán (patintero), and lastikohán (rubber band game). The row of wood-paneled posts that hid us during taraguán made it really hard to be an ‘it’ in the game. Sometimes, during his idle times, the station master would even allow us to hide under his desk inside the station.
The station was also a store for many products. One of the most prominent vendors in the old station was Tiyang Nel who sold hotcakes, badúya (marúya), banana cue, palitaw and other kakanin which became our everyday merienda at home. Because the station was then the gateway to the town, peddlers of various merchandises—from amulets to fighting cocks to rare animals—were frequently seen selling their fares there. Late in the afternoon, when the train Mayon Limited was about to pass by, the station becomes crowded with boarding passengers as well as well-wishers. Their baggage ranged from backpacks to chicken cages. Train vendors would be around by this time, their fares ranged from balut to pili, kakanins to packed meals, and malamig na tubig to ice candies. We, the children around, delighted in these fares, especially the kakanins which at that time would sell at only one peso or two.
When the train arrives, we would settle at the rear side of the station to avoid the commotion of boarding passengers. I recall how amusing it was to watch the passengers rush to their assigned coaches while some of them, especially the men, settled on the roofs. And when the last coach disappears at the track bend a few hundred meters away from the station, the well-wishers one by one start leaving the station. I realized that the station was the only point of leaving and coming of many individuals in Lupi before. Many of these people came back well in life, but many did not even returned. I remember some of those who left, the Loquiases who settled in Florida, the Alsistos who are now in Fresno, the Panelos who, even the old Panelo woman is still in Lupi, her children are all abroad. Then there were also those who came in through the station, the Dimaculangans from Batangas, the Elevados and the Titulars of Nabua in Camarines Sur, and the political Matamorosas who were from Daragá, Albay. My mother’s family came to Lupi when my grandfather was assigned to be the station master there. Her family’s exodus was actually a complex one. My grandmother was from Pamplona, Camarines Sur, while my grandfather was from Bato, but when they were married, they settled in Sipocot since grandpa was the station master of Sipocot, so that mother and her siblings were all born there. Then, my father came to Lupi, when he was assigned there as the assistant station master.
My childhood was spent around the old railway station. I played my first childhood game there, I learned riding the bicycle on its platform where I also got the first bruise on my knees falling out of balance during a game of darakúpan. Playtime was between coming home from school in the afternoon and six in the evening when our mothers would call us home just before the church bells ring for the oración.
Our old house was just at the back of the station, but the journey home was not an easy one. At six, the skies of Lupi was almost completely dark, and between the station and our house was a huge langka tree. My mother would always scare me that a very tall man committed suicide by hanging himself on that tree. Because of this, I would always run home as fast as I could avoiding the sight of the langka tree.
Since the station was built shortly before the Americans came to Lupi, its age has already produced a collection of stories, majority of which are gothic in nature. One was the story of the couple who died after being dragged by a rushing train many years ago. They were said to be haunting the station very late at night by appearing headless and still in their wedding attire. Then there was the story of a monster who was said to show itself at the south of the platform in the form of a giant wild boar. Whenever I remember this story, what enters my mind was the Opón, the giant boar in the epic of Ibalóng who destroyed Bantong’s taro crops. A lot more stories were about ghosts which actually were not surprising since the station, and our own house too, were garrisons during the Japanese occupation.
A couple of months ago, when I visited Lupi, I saw a station slowly being eaten by decay. Its roof of bright red clay and its walls of timber panels were gone. The marvel that the small station created many decades ago is now nearing decomposition because of neglect and defilement. I have heard that trains no longer stop to pick up passengers, albeit there were only two trains going to and coming from the Bicol region. It was a sad sight to see such place left to deterioration after serving and even establishing a whole town. I can only remember what had been in the past.

While I laud his accomplishment in the tourism industry, I wonder if he is still able to attend to other important government responsibilities in the province. I mean, he does not have to be socializing with tourists that are coming to the province. This is may be his style of leadership, but i hope the same vigor is given to addressing other concerns especially those for improving quality of life for all in the province.

In 2010, the SMA community plans to celebrate the school's Diamond Jubilee, five years shy of the costumary 75 years. The reasoning behind is that it is common practice now and perhaps there is truth in in the maxim that "a good idea now is better than a great idea tomorrow" and everyone seems to be enthusiastically behind it. I myself could have waited for the beatification of Mo. Consuelo Barcelo, who in 1939 along with a sister companion went to the Bicol Region looking for a place to put up a school. SMA would have been blessed with a co-founder with title of "Blessed" before her name. The other hero of the founding of SMA is Rev. Fr. Florencio Gonzalez or fondly, "Padre Inciong" who did not let the chance to slip of having the Augustinian Sister's first school in the Bicol Region put up in Baao. He started the school on his own expense at the then huge sum of P18,000.00 so it could open immediately the next school year of 1940.

MANILA-bound train Peñafrancia Express passes by our town of Lupi at nine in the evening, at the time when the moon was gently waxing over the silhouettes of hills and coconut groves. Against darkness, one could only imagine the intense color of the fire tree blossoming or the downy kapok fibers falling from the dried fruits still attached to the branches. By that time, the old train station was quiet and almost empty except for frequent bystanders, or sometimes, passengers from nearby villages who slept on the cold concrete benches waiting for the early morning train to Naga or Legaspi. The florescent lamps of the station were the only remaining illuminations reflected in the night skies and all the rest was a small pastoral town deep in slumber.
This was the old train station some twenty years ago when the railway industry was still flourishing, when there were four passenger trains traveling daily from Bicol to Manila and back, while long freight hauls traveled on a weekly basis. Those were the years when the station reeked of the sweet smell of copra, the main product of our town, or of the aroma coming from casks of the freshest lambanog from Katagalugan being unloaded from a freight train. Those were the years when the station was filled with the temporary sounds of crated fowls, swines, and other livestock waiting their turn to be shipped to the big city.
The station was once ranked among the finest railway structures in the country with its exterior of well-done timbers from the Bicol National Park and its roof of red terracotta. Built at the foot of Halochoc hill overlooking the Sulóng river, the location of the station was marvelously scenic.
The story of the station was itself something worth keeping. It was built around the time when the country was under the American rule. The Philippine National Railways then was still called the Manila Railroad Company, running trains Bicol to Manila up to San Fernando, La Union—the now defunct northern line which sad story is another thing. Like many train stations of the PNR line, the main structure of Lupi station is made up of boulders as big as adult human heads which gave it a sturdy look. The station is elevated from the railroad tracks so that when trains arrived, the floors of the coaches were leveled with the platform. The platform’s roofs were supported by a row of concrete columns which were also paneled with wood consistent with the station’s walls.
Before dawn, the silence of the station allowed everyone to listen to signs of the coming Mayon Limited which passes by our town at around four in the morning. The station was so quiet that one can even hear the faintest grunt and horn of the locomotive even if it was still a town away.
At day, the station was our playground for taraguán (taguan), darakúpan (habulan), turubigán (patintero), and lastikohán (rubber band game). The row of wood-paneled posts that hid us during taraguán made it really hard to be an ‘it’ in the game. Sometimes, during his idle times, the station master would even allow us to hide under his desk inside the station.
The station was also a store for many products. One of the most prominent vendors in the old station was Tiyang Nel who sold hotcakes, badúya (marúya), banana cue, palitaw and other kakanin which became our everyday merienda at home. Because the station was then the gateway to the town, peddlers of various merchandises—from amulets to fighting cocks to rare animals—were frequently seen selling their fares there. Ricky Lee, the multi-awarded scriptwriter, playwright, and fictionist, will conduct a Lecture-Workshop on Scriptwriting on Sept. 29, 8:00-12:00, at the University of Nueva Caceres, Instructional Media Center.
Other than lecture-workshop, Lee will also launch his books Para kay B(2008), Si Tatang at Mga Himala ng Ating Panahon (Reprint, 2009) both published by Writers Studio Philippines, Inc. and Trip to Quiapo (Fifth edition, 2007) by Bagong Likha Publishing.
Lee, known for his award winning and critically acclaimed films such as Himala, Salome, Moral, and Brutal and known for having a record of more than 150 produced film scripts, has also written short stories, plays, feature articles, and a novel--a number of which won Palanca awards. The heavy downpour on the eve of September 26, 2009, due to typhoon Ondoy prompted the immediate dispatch of the personnel of the Provincial Social Services Office (PSSO) to conduct relief operations to constituents of the province who were severely affected by this typhoon, the worst ever to hit the country since 1967.
Del Gallego, which lies along the boundary of Camarines Sur and Quezon Province and which was unfortunately the hardest hit in Cam Sur by typhoon Ondoy, was the earliest to send the distress call thru vice mayor Lydia Abarrientos.
Despite its personnel barely having “re-charged” from the exhaustion from the prior day’s barangay visitation in the municipality of Lupi, amid the uncooperative weather condition, PSSO together with the volunteers of the Provincial Disaster Coordinating Council (PDCC) immediately dispatched relief operations in the barangays of Del Gallego last September 27 and 28 (Saturday and Sunday).
Food packs totaling to 365 where distributed on the first day of relief operations in Barangay Sabang while another 500 food packs where distributed the following day among the constituents of Barangay Poblacion 2 and Poblacion 3. Similar distribution was done in the other barangays of Sta Rita, Bagong Silang, Manansala, Sinuknipan, Palaspas and San Pablo.
Governor LRay Villafuerte directed the immediate dispatch of relief goods to Del Gallego’s hardest hit barangays to alleviate the sufferings of the constitutuents pending the total assessment of damages suffered by the municipality.

Ateneo de Manila Blue Eagles, UAAP defending champion and runner-up in the 2008 Philippine Collegiate Championship games, and seven teams from UAAP and NCAA have secured their place in the “Sweet 16” Finals of the 2009 Philippine Collegiate Championship.
Joining the Blue Eagles are the FEU Tamaraws, UE Warriors, UST Golden Tigers, San Sebastian College-Recoletos Stags, San Beda Red Lions, JRU Heavy Bombers and Letran Knights. The first four are with the UAAP and the rest are with the NCAA.
Reynaldo D. Gamboa, chairman of Philippine Collegiate Champions League, announced that eight more slots are to be filled up. One seat is reserved for the champion of the ongoing CESAFI competitions at Cebu City where the University of Cebu Webmasters are currently leading with University of Visayas Green Lancers and University of San Jose Recoletos Jaguars closely following.
Seven seats to the “Sweet 16” Finals are at stake at the zonal qualifying games scheduled to be held starting November in Naga City, Cebu City, and Metro Manila.
De La Salle University Green Archers, last year’s Philippine Collegiate Champion and 6th placer in the UAAP this year, and the Adamson University Falcons, UAAP 5th placer this year, are solid favorites to barge into the finals via the zonal games. The Green Archers will be in Naga City for the games on November 12 to 14 while the Falcons are competing in the Cebu City games scheduled on November 4 to 8.
The 5th and 6th placers in the NCAA will also advance to the zonal games with a chance to earn seats in the “Sweet 16” Finals. At present, Arellano University Chiefs, College of Saint Benilde Blazers and Emilio Aguinaldo College Generals are in contention.
All the games in the 2009 Philippine Collegiate Championship “Sweet 16” Finals will be covered by the ABS-CBN television network and aired nationwide on Channel 23 with replays on Balls. PLDT and Smart Communications are the major sponsors of this event.

The two-day affair tops the spot as the biggest mass wedding ever conducted under the Kasalang Bayan Program held at various municipalities in CamSur with some 526 couples sealing their wedding vows during the first day and at least 600 on the second day.
Looking their best, the newlyweds vowed to stay together in sickness and in health in the ceremonies officiated by Msgr. Emmanuel Ricafort, Libmanan’s Vicar General, assisted by nine other priests from different churches in Libmanan.
Gov. LRay Villafuerte extended his warmest wishes to the couples through a message imparted through Provincial Budget Officer Fortunato Pena who held the crowd in stitches as he shared his own thoughts on the issue of commitment in marriages. Board Member Darius Nopra, Board Member Romulo Hernandez, Municipal Councilors James Jaucian and Teng Besa together with ex-Board Member Ariel Orino with other barangay officials of Libmanan.
The oldest couple who tied the knot during the mass wedding were Pablo Cervantes, 72 and Teresita Guevarra, 66 of Camambugan, Libmanan. They have three children and ten grandchildren. The pair had long been living together without the benefit of marriage for 46 years before their marriage was finally solemnized in the momentous mass wedding.
The continuing project to formalize the relationships of common law couples is among the major thrusts of Gov. Pili, CamSur. This year’s beneficiaries of the LRay Vita Kidz, a program of the provincial government which aims to eradicate malnutrition among children with ages ranging below 6 years, has almost tripled compared to the previous years.
This came out from the report of the Provincial Health Office (PHO) recently.
This year, the LRay Vita Kidz program has 11,700 children beneficiaries compared to previous years which averaged only at about 3,000 beneficiaries per annum.
The program has reached out to 459 barangays throughout the province. Its components include food and vitamin supplementations, de-worming before the start of the program, nutrition class for parents, and the distribution of assorted vegetable seeds intended for backyard and or community garden so that the parents will have source of food to sustain the nutritional needs of the children beneficiaries.
Launched in year 2005 by Governor LRay Villafuerte, the program has gained considerable headway because of its continuing success stories noted in many barangays which benefited from the program.
Local officials and barangay leaders, who were witnesses to the progress of children beneficiaries during the implementation of the program were united in confirming its efficacy and efficiency. Children beneficiaries showed marked improvement in their weights and bearing after.
According to Dr. Gerardo N. Villafuerte, the head of the Provincial Health Office, the nutritional status in Camarines Sur is gradually improving as a result of the implementation of the LRay Vita Kidz program. snieves/mmec

PILI, CamSur—Governor LRay Villafuerte through the CamSur Fire Rescue Unit financed and administered by the Provincial Government, in partnership with the Provincial Fire Marshal of the Bureau of Fire Protection, conducted an exercise and refresher training on the basic skills in fire response during the one-day activity participated in by the CamSur Capitol Fire Rescue Unit officers held at the Provincial Capitol Complex, Tuesday, September 29.
The activity included lectures and discussions about the basic principles of emergencies, as well as trainings and exercises on fire response.
Provincial Fire Rescue Officer Rolly Cayao, officer-in-charge of the Capitol Fire Rescue Unit, stated that the exercise is geared at enhancing the expertise of every fire officer in the unit, and that the community will ultimately benefit from the said exercises.
Provincial Fire Martial Operation Officer Rodolfo Primo conducted the lectures and training for fire officers of the Provincial Capitol, which was capped by actual exercises and drill to ensure an efficient response of the team in times of fire and other emergencies.

I learn from them that the building as well as the Hotel is owned by the Olivan's ( SEAOIL ). I told the personnel officer that they can post more pictures of the interior of the hotel in our thread.
I don't know but I feel something's wrong with the interiors of this hotel.
The type of the living room set doesn't fit in the motif of the receiving area. The area seem to be a bit of minimalist style but the set is of semi-Victorian style or something.
The chandelier seem to not jive with the earthy feel of the wood attachment where it's connected to. And the plants too.
I don't know what kind of interior design the hotel is. I just know it's tacky. :ohno:
I just hope this hotel clicks. :)

I have friends from La Salle-CSB but I feel their academic standards is not that good compared to the big four. Although, yes, CSB is a unit of the La Salle system, I still feel that way. No offense meant and I'm not really sure about it as well.

Pili, CamSur. More than 3700 evacuees throughout the province of Camarines Sur relocated to health centers, barangay halls, schools, chapels and other venues quickly converted to evacuation centers in line with the Gov. LRay Villafuerte’s program of providing preventive measures to curb the effects of typhoon “Pepeng” as it advanced on Philippine soil last October 1-2, here.
The Provincial Government of Camarines Sur undertook pre-emptive evacuation and pre-positioning of relief goods in anticipation of the havoc which typhoons bring. Families were transferred hours before the landfall of the typhoon as pre-positioned relief goods await the evacuees. Gov. LRay Villafuerte distributed food and medicine to various locations in flood-prone areas in the province as relief for affected families in anticipation for the evacuation and rescue operations which commenced at the height of the calamity.
Operatives of the Provincial Disaster Coordinating Council under the leadership of Gov. LRay together with the Armed Forces of the Philippines embarked on round-the-clock operations to move families to safer grounds serving as evacuation centers, especially those in coastal areas, river banks, and landslide prone areas in Camarines Sur. Families were spared of the risk of the flood on some locations as they awaited the typhoon on PDCC evacuation centers.
As of press time, 39 evacuation centers have been put to use in Lagonoy, 22 in Calabanga, 22 in Ocampo, 14 in Balatan, 32 in Buhi, 12 in Cabusao, 17 in Sagnay. Countless evacuation centers have also been established in other strategic locations in flood-prone areas and landslide risk locations in the province.
Ongoing efforts are conducted by the Provincial Disaster Coordinating Council, Provincial Health Office, as well as the other offices of CamSur for immediate response to continue the efficient management of the after-effects of the typhoon.
The pre-emptive actions were launched by Gov. LRay as part of his program aimed at reducing the casualties and damage risks posed by calamities by undertaking preventive measures in localities during calamities, especially those frequently devastated and hardest hit by typhoons.

My plan is to take pictures of the stain glasses inside the church ( It's above the station of the cross frames), if you seen it very well it depicts the Camarines history. from the beginning of the Franciscan missionary activity and the different stages of time, where the church and people grow until the present. Unfortunately I'm little bit hesitant because people praying at the church.

I have no idea what Organization they had , as well as the kind customer services to their clients and the quality of products they give. But because of years in retail business, they know the strategic location where to put-up their businesses.

If your referring San Francisco church it's historical since the original church is not that far from it. History describe the first church is near the Bicol river. Other than missionary works by the Franciscan Orders, they set up infirmary to help sick people. As what Danny Gerona noted in his book, pre-spanish period, their where barangays already near the riverside, and advance crafts like pottery and arsenal already seen. Civilization had progress during that time.

Yup, our basketball team has been losing in several international games since 1986 when they won their last Asian Basketball Championship title. Since we won that 1986 game, we are representing Asia in the World Basketball Championship but due to political uncertainty we did not participate.

Baseline study - comprehensive research. I do interviews with the management of the micro-financing institutions such as CARD Bank, ARDCI, Vision Bank, Legazpi Savings, etc. Invites them to a discussion with DTI and invited consultants from Metro Manila. We usually tackles on how to help those poorest of the poor in the region.:lol::lol::lol:
We also invited those OTOP makers in the region.
Because there's an ongoing program implemented by the DTI called as Rural MicroEntrepreneurship Promotion Programme(RUMMEPP).
By the way Bikol Trade Fair is on Oct. 22-25 at SM Megatrade Hall.:banana:

Sanchez, he is the one delegated by the Archdiocese to oversee the designed into Gothic revival or we can say mid- 18th century Victorian Gothic. It was just recently that the Archdiocese of Caceres wants San Francisco Church to be a parish under Msgr. Garcera ( now bishop) the first parish priest to start re-modelling it into a FRANCISCAN design architecture. With the consutation with the Franciscan Friars of San Felipe, Naga City. They have giving the parish a standard Franciscan Architectural design. As of now, i have no idea if the church going to remove the old Gothic revival architecture tower or maintain it. Since Fr. Tria is the one handling it. But the interior is already finished. My owned personal view, the church design is still Gothic revival, maybe the interior has a strong Franciscan Flavor

Yes, it's true. It's a prestigious membership even in the states. For so long we just have a wrong notion about the bikers. I really want a simple but expensive Ducati bike or even Harley too :nuts:

Victorian Gothic are normally thick-slabbed castles in medieval Europe, like the ones in the Principality in the Pyrenees. As per the pillars and the front façade, it clearly exhibits Hellenistic, or Greek, architecture.
It's just quite confusing because it is a Franciscan church, yet its exteriors is Greek. I don't know what Father Tria is up to.

Naga City Mayor Jesse M. Robredo, Vice Mayor Gabby Bordado, and Dr. Ramona Raneses of the Bicol Regional Council for Culture and the Arts, along with National Artist Almario, conferred the awards, a plaque and a medallion, to each of the newly proclaimed artists.
The search that aims to recognize the most outstanding artists of Bicolandia, according to the city mayor, was launched February this year when the city hosted the month-long 16th National Arts Month-Bikol Arts Festival.
The ‘Banggi nin Pagrokyaw’ also honored the winners of the 16th Premio Tomas Arejola para sa Literaturang Bikolnon, the region’s most prestigious literary contest sponsored by the Arejola Foundation for Social Progress chaired by Carlos A. Arejola. Winners were picked for various categories, such as rawitdawit, saysay, osipon na pan-aki, nobela and dula whose entries came from budding poets and artists from all over Bicol.
Robredo said the double event was a historic and momentous occasion as it was not only a celebration of the highest level of Bikolano artistry but also an affirmation that “we have taken a step closer towards our aspiration for that vibrant city of our dreams.”
He said that what will give the region greater pleasure “is the coming of the day when we fete the first ever Bikolano National Artist, hopefully coming from their ranks.”
This year’s board of judges for the inaugural search for Bikolano Artists was composed of Sor Asuncion G. Evidente, D.C., president of Universidad de Sta. Isabel; Dr. Ramona B. Raneses, BRCCA chair; Fr. Danilo G. Isidro, S.J., of the Ateneo de Naga University; Carlos A. Arejola, and; Poet and Playwright Frank G. Rivera of the National Commission for Culture and the Arts.
The working committee for this year’s search is headed by Wilfredo B. Prilles, Jr. of the Naga City government.

Yes, the Cosays are low profile Bicolano businessmen. They are from CamSur. They used to operate a coconut oil mill in Legazpi. I am not just sure if the oil mill is currently operating. But I think they have had some financial problems the past several years. I hope they were already able to cope up already just like the Tans of LCC. I know they built a big house somewhere near the Penafrancia Shrine.

Victorian Gothic are normally thick-slabbed castles in medieval Europe, like the ones in the Principality in the Pyrenees. As per the pillars and the front façade, it clearly exhibits Hellenistic, or Greek, architecture.
It's just quite confusing because it is a Franciscan church, yet its exteriors is Greek. I don't know what Father Tria is up to.

PRESIDENT Gloria Macapagal-Arroyo yesterday witnessed the inauguration of the Libmanan Biomass Power Plant, which is expected to improve supply in Camarines Sur.
The plant, which costs $25 million or around P1.125 billion, will increase the municipality’s power requirements by 10 megawatts once completed. It will use agricultural wastes like rice husks, coconut shells and fronds to produce electricity.
Meanwhile, Mrs. Arroyo led the switch-on ceremonies of the newly built three-phase power line in Minalabac which will allow the province to benefit from a constant and fluctuation-free power supply.

Yes, and also the TAN family ( Oyster/ Regent ) had a huge Bodega which they house Nestle products at Rawis, Legazpi which i visited years ago.

It's not really detailed. They're just the few things I know of architecture. :D The Anglican churches have very thin pillars though yes, somehow the sculptures at the two ends of it resemble Greek pillars, especially Corinthian pillars with all the flowers and fruits and leaves. :D
