garzland January 14th, 2007, 02:56 AM The CFC-Youth for Christ, the youth ministry of Couples for Christ, has chosen this city to be the venue of this year’s International Leaders Conference slated on April 13-15, 2007, considered to be the biggest gathering that the city government will host so far with the onset of the New Year.
Head of the Event Jeffrey Meneses said they expect some 12,000 Youth for Christ members from all over the country and even abroad to be attending the 3-day event.
Naga City Mayor Jesse M. Robredo who welcomed the CFC’s choice of Naga as conference venue assured the organizers of full support and assistance to make the international gathering a huge success.
Accordingly, the city mayor designated Joe Perez of the Naga City Visitors Center (NCVC) to closely coordinate with the event organizers and lay the preparatory works for the international conference.
The areas to be covered include, among others, security and traffic schemes, billeting and logistical assistance, medical aid and support, waste management, water supply and tourism and socio-cultural components.
Perez said he would seek the assistance and collaborative efforts of the PNP, the Public Safety Office, the City Engineers Office, the Emergency Rescue Unit, the City Health Office, restaurant and hotel operators, caterers and food processors, novelty shop operators, transport sector, and cultural and entertainment groups, as well as the local media, the religious and the private sectors to join hands in making the participants’ and the guests’ stay as comfortable and warm as possible.
Organizers have requested the repair of the Naga City Sports Complex as main venue whose roof has been blown away by the last typhoon.
They also requested for the repair of classrooms that will serve as billeting centers for participants and overflow guests.
For the last 13 years, the conference has been held in various parts of the country to celebrate God’s goodness. “Together as we endeavor in helping our countrymen devastated by a series of typhoons, we likewise hope to showcase the (Bicol) region’s beauty and richness,” Meneses said.

marlon_ld January 14th, 2007, 04:19 PM kevin, i dont have any info bout the flyover thing...but the panganiban ave. is having a major face lift. d new light posts are really nice, prang ung s baywalk. and ung sidewalk are being widen and ung floor parang bricks na ata, the landscaping is also given attention. d project is not yet finish but we can already see that it's really beautiful wen it's finished..

exclusive pa rin an parochial..and i guess c mrs. favorial pa rin ang principal..remember her?? parochial is really different..after i graduated there the campus was really changed..the main building was extended making it a big rectangle with an open space for greens nd playground at the middle..the rooms and the exterior of the bldgs were also painted as wat garz had said...nywei, ano batch ka?
garzland January 20th, 2007, 08:02 AM AIR Philippines’ 737-200 jet touched down at the Naga City Airport 11:00 a.m. Wednesday, Jan. 17, 2007, for its inaugural flight to Naga City and Camarines Sur in its bid to expand its domestic network at low air fare.
The inaugural flight with its maiden passengers from Manila formally started its six times a week operation to Naga as Bicol gateway.
Designated as 2P961, the flight will henceforth depart from Manila everyday except Tuesday at 10:00 a.m. to arrive Naga at 10:45 a.m. The return flight, 2P962 will leave Naga at 11:15 a.m. arriving Manila at exactly 12:00 noon.
Reuben Pecson, Senior Vice President for Sales said “the entry of Air Philippines to Naga signals a more aggressive expansion program of the airline which will see its servicing additional routes soon.” He added it is also in answer to the popular clamor from the region for a more convenient and affordable transport schedule.
Naga City Mayor Jesse M. Robredo who welcomed the inaugural flight and led in the ceremonial cutting of ribbon with top Air Philippines officials and other local officials led by Naga Vice Mayor Gabriel H. Bordado and Pili Vice Mayor Ronald Boclot told mediamen that Air Philippines’ entry to Naga is a boon to the city’s and province’s trade and commerce, as well as local tourism.
He said he has sent signals to the airline’s management the local businessmen’s clamor for a 7-day flight operation.
Air Philippines, a sister company of Philippine Air Lines under the Lucio Tan of Companies, has filled the vacuum after PAL made its final Manila-Naga-Manila run last Jan. 15, 2007.
PAL has recently upgraded its fleet of domestic airplanes with wider-bodied Airbus A-320 that requires longer runways, which the present Naga airport could not accommodate.
Bicol Tourism Regional Director Nini Ravanilla said Air Philippines comes at a time that tourism arrivals in Naga and Camarines Sur continue to pick-up, surpassing for the first time the number of tourists that have arrived in Albay and Legazpi City in 2006.

I think , there is no problem if Naga City Local Government has the will to upgrade from the small airport to Large Airport.
The PROBLEM is the availability to expand in Pili. And if there is an availabe lot which they say it's in San fernando or Pamplona. The local govt. of Naga will need a political will to established a better relationship with the local Mayor in that area which has an alinement with the Provincial Govt. :nuts:

NAGA CITY, Philippines (UCAN) -- Missionary orientation is essential to priesthood and priestly formation, Church leaders stressed in presentations at a national congress here on mission and seminary formation.
Mission is part of integral formation and should not be pushed to the sidelines as if it were the "foreign affairs" department of pastoral work, Auxiliary Bishop Jose Rojas of Caceres told 229 delegates at the Jan. 17-20 National Congress on St. Peter the Apostle. It is being held in Naga City, 255 kilometers southeast of Manila.
According to Bishop Rojas, the "romantic image" of mission as a "special charism" of ministering to people in distant, dangerous and difficult lands contributes to the wrong attitude toward mission.
"These misperceptions have been reinforced by the general perception of the laity that mission is all about money or the collection of offerings during World Mission Sunday," he added.
Bishop Rojas was among Church leaders who addressed seminary rectors and formators, seminarians, and diocesan and pastoral mission directors gathered at Avenue Convention Center Jan. 18, the second day of the national congress focusing on the theme: Integrating Mission in Seminary Formation.
The congress is hosted by Caceres archdiocese, which is based in Naga City, and organized by the Pontifical Mission Societies of the Philippines and the national bishops' commissions on mission and on seminaries.
The event is also part of the 75th anniversary of the Pontifical Mission Societies, a registered charity aimed at fostering missionary awareness, prayer and cooperation in the Church's work of evangelization while guaranteeing an effective collection of funds to support mission dioceses.
It comprises four works of the Holy Father -- the Pontifical Society for the Propagation of the Faith, the Pontifical Society of the Holy Childhood, the Pontifical Society of Saint Peter the Apostle for Indigenous Vocations and the Pontifical Missionary Union of the Clergy, Religious, Seminarians and Laity.
Father Jan Dumon, secretary general of the Pontifical Society of St. Peter the Apostle, which assists in the formation of men and women for consecrated life in Churches of mission territories, gave the keynote address at the formal opening of plenary sessions Jan. 18.
"Mission is not an additional element to Christian life and to the life of the Church, but an essential one, an integral part," he stressed.
Citing the story of Saint Peter healing the crippled beggar, the Dutch priest pointed out that the apostle could heal only because Jesus had healed him of his "numbness" first. "Mission is not first about doing, but about receiving and transmitting what you have received," he said.
It entails "encountering people in their own specific situation and offering them whatever you have," he explained. Father Dumon reminded formators and students that mission is not a result of a personal decision, but "comes from the outside" as a "call," similar to Jesus' invitation to the apostles.
To become missionary requires "sharing with Jesus" through prayer, humility and internalization, the Vatican-based official added. "Every process of formation must help the candidates to accomplish their mission," aware that it is God's work and not that of "missionary-heroes."
A seminarian's "formation through familiarization with the content of (Jesus') message" is also important or one's action faces the risk of becoming mere propaganda or activism, the priest noted.
Father Dumon also stressed the value of community in mission. "Missionary activities are not an individual performance," he said, citing Jesus' example of sending disciples in pairs and the value of sharing missionary experiences.
Bishop Mylo Hubert Vergara of San Jose, chairman of the Episcopal Commission on Seminaries spoke the same day on mission formation in "The Updated Philippine Program of Priestly Formation."
The Vatican Congregation for Catholic Education recognized the revised program for Philippine seminaries in November 2005, even as seminaries in the country were already implementing the proposed changes.
Bishop Vergara noted the program's vision of priests as servant-leaders rooted in the vision of the Philippine Church as a Church of the poor and "community of disciples." The revised program attends to human, spiritual, intellectual and pastoral formation of seminarians, he pointed out.
The bishop also talked about the local Church's experience in the past decade of sending willing priests, after their first five years of ministry, on mission assignments to other Philippine dioceses, Australia, Jamaica, the Solomon Islands and other countries through Caceres Mission Aid Program.
The program has yielded mutual benefits and brought Caceres more requests for priests, he said, adding that the archdiocese can send priests because its annual ordination rate has increased by 67 percent in the last 15 years.
Recently, the college and theology seminaries also started sending senior seminarians for immersion in poor parishes. He said the programs succeed because of structures for formation as well as priests' and seminarians' willingness to undertake mission formation and assignments.

LEGAZPI CITY -- “Very untimely and plain opportunism,” ‘Albay Gov. Fernando V. Gonzalez said when he learned that some local government officials of Camarines Sur, led by the Vice Gov. Salvio Fortuno, are seeking the transfer of the government regional offices from Rawis, Legaspi City to Naga City or Pili, Camarines Sur where they are safe from lahar and mudflow of Mt. Mayon.
In an interview with the Bicol Mail, Gonzalez said: “Well, it is very untimely to talk about it (transfer of government regional offices) at this time when the Province of Albay has not yet recovered from the devastation of the last typhoon and flood. “Maybe, they can just wait a little bit instead of taking the opportunity. This is plain opportunism.”
“Why Naga City or Pili, Camarines Sur when we can transfer the regional offices to Ligao City where they are safe, or to Polangui, Oas or even Daraga? We have many safe areas in Albay. Even the province of Albay has not been declared as an unsafe area,” he added.

As far as Camarines Sur Gov. Luis L-Ray Villafuerte Jr. is concerned, Gonzalez defended him saying that he has never heard the Regional Development Council (RDC) chairman say that he is supporting such proposal.
Gov. Gonzalez challenged Vice Gov. Fortuno to raise the issue before the next RDC meeting to find out if he had the support of the entire Bicol region.
In a separate interview, Legazpi City Mayor Noel E. Rosal said that the local government officials of Camarines Sur should not take advantage of the calamity in Albay.
He pointed out that typhoons may strike anywhere in Bicol, even in Camarines Sur, because we are in the typhoon belt. He called the proposal of Vice Gov. Fortuno and some Naga City councilors as “very negative act of some selfish officials who won’t help a fallen brother in times of disaster.”
“Let’s first see which is more advantageous—transferring these regional offices (to Camarines Sur) in terms of costs or putting up safety measures at the foot of Mt. Mayon. As I see it, the city proper is not yet in danger as long as we put up the proper mitigating structures dikes and dredging of canals.

I think there are only around five regional offices here in Naga City. All others are in Albay, majority of which are in Legazpi City.

This wasn't announced in a press conference. This was announced during a college commencement exercise wherein Salceda was the key speaker.

I heard from the Provincial Govt. that LRAY had bought a sizeable lot in Caramoan maybe for his personal plans or for the Provincial Devt on tourism.

NBI is in Naga. It's office is inside the Naga City Hall Complex. GSIS-Naga caters to CamNorte, CamSur, Iriga City, and Naga City residents. GSIS-Legazpi, on the other hand serves the Albay, Catanduanes, Sorsogon, Masbate, Legazpi City, Ligao City, Tabaco City, Masbate City and Sorsogon City areas.

Yes, your right Kevin. like "GSIS model" would be very effective for the whole bicol region and much flexible to all province.
The National Govt. has the Political will to DE-CENTRALIZE all the regional office. but why can't do it?
Advantages: of De- Centralization
1. It will be economical on the part of the other provinces
2. Easier to all citizen - effective service
3. Save time and money
4. and help other Province to be progressive too
I would go for two regional office to put up in;
1. Regional office in Naga that serves Camarines Sur (the largest province of Bicol region), Camarines Norte, and some part of northern of Albay (Naga has so much economic influence in this area), the whole of Burias and even part of Quezon province like Tagkawayan this includes Big cities like Naga City, Iriga City and Pili clientelle.
2. Regional office in Legaspi serves Albay, Catanduanes, Sorsogon, Masbate, Legazpi City, Ligao City, Tabaco City, Masbate City and Sorsogon City areas.

The CBDII Satellite market has been demolished already and transferred to the opposite side of the road along with the Naga City Coliseum... Unfortunately, I haven't seen the ad of SM... It might really have been flown away.... I think, they're gonna start soon with the cosntruction of SM coz everything seems so busy there.... PM, no news yet... By the way, I also passed by Panganiban, lamps have been installed in some renovated portions of the sidewalks... The lamps look grand... Just the same as lamp posts in Baywalk.... :cheers:

NAGA CITY (31 January) -- Rice and corn stakeholders in Bicol took part in the regional GMA Rice and Corn Program Information Caravan held at the Villa Caceres Hotel last January 25.
The caravan spearheaded by DA Senior officials and which is simultaneously being done in different parts of the country, is geared towards intensifying massive awareness among the department's stakeholders, specifically the farmers and the fishersfolk.
It also aims to hearten the local government units to take a pro-active stance in support to President Gloria Macapagal-Arroyo's desire to strengthen the agriculture sector, including its stakeholders, and to push as well the implementation of the "Ginintuang Masaganang Ani" (GMA) Rice and Corn program.
The caravan also served as a venue to provide the stakeholders with updates on the status of the rice and corn industry, rice and corn program for 2007 of Camarines Sur and defining the role of the LGU in the implementation of the program.
Dr. Jose V. Dayao, DA Bicol Assistant Regional Director for Operations and Regulatory, and GMA Rice Program coordinator, said that one of the concerns of the Arroyo administration is to attain self-sufficiency in rice in the country and the profitability of its primary stakeholders.
Dayao stressed that after the calamities that devastated the region the challenge now for Bicolanos is to stand up and to emerge victorious amidst the destruction brought by the typhoon.
Dayao said that with sheer determination, the possibility of attaining that goal is not far fetched, specially for farmers in Camarines Sur which has the biggest area contributing to 46 per cent of the total rice area in the region. "Seventy-eight per cent (78%) or nearly 52,427 hectares of farmlands in the province are also well-irrigated."
Next to rice, corn is the second most important crop in the region and is considered as staple food in other parts of Bicol. Twenty-nine corn clusters in the provinces of Albay, Camarines Sur and Masbate had been organized by the Department to increase production and attain the sufficiency level of said commodity in the region. In Camarines Sur, some 22,828 hectares are mostly planted with yellow corn.
Dr. Arsenio A. Fortin, DA Bicol OIC regional executive director, stressed that the GMA Rice program is determined to reach its goal of attaining 95 per cent rice sufficiency for food and seed requirement.
Fortin said the adequate production of cost-quality corn which is both competitive for food and diet will be achieved through the expansion of corn hybrid production program, minimizing post harvest losses through the provision of efficient post harvest facilities and facilitating farmer's access to top quality seeds, credit and participatory training. Global climate change is "very likely" to have a human cause, an influential group of scientists has concluded.
The Intergovernmental Panel on Climate Change (IPCC) said temperatures were probably going to increase by 1.8-4C (3.2-7.2F) by the end of the century.
It also projected that sea levels were most likely to rise by 28-43cm, and global warming was likely to influence the intensity of tropical storms.
The findings are the first of four IPCC reports to be published this year.
"We can be very confident that the net effect of human activity since 1750 has been one of warming," co-lead author Dr Susan Soloman told delegates in Paris.

The report, produced by a team tasked with assessing the science of climate change, was intended to be the definitive summary of climatic shifts facing the world in the coming years.
The agency said that it would use stronger language to assess humanity's influence on climatic change than it had previously done.

Tourism
Lacking in world-class natural or man-made tourist spots compared to other places in the country, Naga City continues to attract officials of foreign countries through "knowledge tourism."
Recently, five Chinese officials came here on a study tour.
Joe Perez of the Naga City Visitors Center said the Chinese officials were in town for a study visit on participatory planning and local governance initiatives.
Perez said another group of 11 Sri Lankan local government officials and businessmen are arriving here Friday on a similar purpose, but this time, the study tour will focus on public-private sectors partnership being practiced by City Hall and the local chamber of commerce.
The Sri Lankan visit is aimed at building the capacity of the country's local officials and chambers of commerce "to plan for and undertake economic reform activities supportive of the post-tsunami and post-conflict developments to increase private investment and improve Sri Lanka's overall growth."
The study tour of the Chinese officials was sponsored by the International Institute of Rural Reconstruction, while the forthcoming visit of Sri Lankans will be funded by the Asia Foundation, Australian Agency for International Development and the Department for International Development of the United Kingdom.
The Naga City government has received various national and international awards for its outstanding local governance programs and best practices from prestigious groups here and aboard. (PNA)

As in the past years, Naga City reaped more of the usual recognition that come our way, affirming once more that our path to development is sound, solid and sustainable,” the mayor stated in his letters of invitations sent to the different sectors of the community, including representatives and members of the urban poor federation, business, religious and the academe, professional and civic organizations, government workers, youth, women, transport, stallholders, and the general public.
“We will celebrate these triumphs by finding out why our city has so much to be thankful for, and yet so much more to do,” the city mayor added.
In his report, Robredo is expected to outline the city government’s targets for 2007 indicating that this year would be another banner year for Naga City with the influx of more new investments, the ongoing expansion of local trade and commerce, more tourist arrivals, jobs and livelihood programs, as well as aggressive programs on educational development and social welfare and health.

garzland February 9th, 2007, 04:43 AM LEGAZPI CITY – Barangay Triangulo in Naga City, along with 4 other barangays in Bicol, have qualified as regional entries to the 2nd nationwide search for model barangay for eco waste management system being conducted by the Department of Environment and Natural Resources (DENR).
This was announced by DENR Regional Training Director Felix C. Mendoza in his letter to members of the provincial solida waste management boards in each province and all the Bicol provincial governors and city and town mayors.
The barangay nominees to the national search are: Bgy. Manlimonsito of San Lorenzo Ruiz, Camarines Norte; Bgy. Cayucyucan of Mercedes, Camarines Norte; Bgy. Mabalite of Deat, Camarines Norte; and Bgy. Ugos in Sorsogon City; and Bgy. Triangulo in Naga City.
Notably, three of the qualified barangays belong to Camarines Norte, while none qualified from bigger provinces such as Camarines Sur, Albay, Masbate, and the island province of Catanduanes.
The search is geared towards compliance with the provisions of R.A. 9003, otherwise known as the Ecological Solid Waste Management Act of 2000 which hopes to generate greater mulit-sectoral interest and partnership in addressing the solid waste management problem in the country today. Specifically, the search aims to achieve the following objectives: (a) to recognize and reward LGUs successafully implementing Ecological Solid Waste Management (ESWM); (b) to highlight novel and creative ESWM approaches which can serve as models for other LGUs; (c) to generate data for benchmarking and monitoring R.A. 9003 compliance.

garzland February 9th, 2007, 04:44 AM MANILA - Naga bested the cities of Makati and Bacolod to finally emerge as the country’s most child-friendly city during the awarding rites for the national Search for Child-Friendly Municipalities and Cities held yesterday morning (Feb. 7) at Malacañang Palace.
Backed by a comprehensive program that promotes the so-called four basic children’s rights under a UN-led international convention, Naga took home the prestigious distinction, and a P350,000 cash prize, for the first time.
Vice Mayor Gabriel Bordado, Jr. led the city delegation that received a presidential citation and trophy from President Arroyo. He was joined by Jaime Reblando, city social welfare officer; Councilor Cecilia de Asis, chair of the Bantay Familia Foundation and the Naga city council for the welfare of children; Elsie Romano, coordinator of the city’s Educare program; and John Michael Rico of the Naga City Visitors Center.
In a phone interview, Bordado said Naga was cited for its effort to provide its children with universal access to preschool under Educare, as well as basic education and alternative learning options to those who drop out of the formal school system through the Division of City Schools, with funding and operational support from the Naga City School Board.
Its program also encompasses adequate nutrition and health services to children from infancy until they graduate from school, as well as maternal services to pregnant and lactating mothers.
It also covers social welfare services to children who find themselves in difficult situations; and legal and protective services which the Bantay Familia group, with the help of the Children and Women’s Desk of the city PNP, is providing.
The city’s Council for the Welfare of Children coordinates all these efforts under Councilor de Asis, backed up by Reblando’s social welfare department.

Siguro. Ang nalilito lang talaga ako eh ung standards. Sabi dapat lumampas sa 200K ang population pero ang Marawi naging HUC kahit less than 200K ung population. So kung magpass ng bill si Congressman, which I think won't happen, may possibility na maging HUC nga ang Naga.

Blush, blush, blush! I wouldn’t have known what the answers (found at the end of this column) to these questions were if I didn’t go with young Bicolano philanthropist Francis Padua Papica (who heads his own foundation) on a "mercy mission" to his native Camarines Sur and Albay which were badly hit by Typhoon Reming late last year.
I want to call Francis’ project the "Bicol Express" because, instead of channeling the gift packs (of rice and canned goods, thousands of them) through government agencies and risking being snagged by "red tape," he flew in from L.A. (where he’s a practising lawyer) and, along with his celebrity friends, personally delivered the goods to the typhoon victims.
I cried when I saw the film clips of the destruction wrought by Typhoon Reming in Bicol because the places shown on TV were familiar to me. Although I come from Northern Samar (Las Navas town), my two brothers and I studied at the Tabaco Pei Ching School in Tabaco (now a city), Albay, I wept over the sad fate of the Bicolanos whose houses were stripped of roofs by strong winds that toppled trees and electric posts, and caused a horrible mudflow from the Mayon Volcano that wiped out one barangay in Albay and the national park around the steeple of the Cagsawa Church in Camalig, also in Albay, which was buried by an eruption decades ago.
So I didn’t hesitate when Francis invited me and my Balikbayan journalist-friend Raoul Tidalgo (on leave from the New York-based The Filipino Reporter) to help distribute the goods and some of the 100,000 books (which Francis personally solicited from various publishing houses in the US) among selected high schools in Camarines Sur (and, later, in Marikina, Parañaque, Tondo and other places in Metro Manila and Rizal). The twin projects — Read to Live, Libro Ko, Para Sa’yo 2007; and Damay 2007 Typhoon Disaster Relief — marked the 10th anniversary of the Francis Padua Papica Leadership Foundation. With us were sportscaster Paolo Trillo and Rissa Mananquil-Samson, president of the Professional Models Association of the Philippines (PMAP) which raised money for additional relief goods. Two days earlier, Vince Hizon and his pregnant wife, TV newscaster Patricia Bermudez, were also in Bicol for the same purpose.
To liven up the book distribution, Francis and company hosted a quiz game and awarded books of their choice to the winners. It was at the Camarines Sur National High School (CNHS, said to be the biggest in Bicol with more than 5,000 students) in Naga City where the quiz was extended and the five questions (from among several) at the start of this story were taken.
I must congratulate the bright students of CNHS and the four other schools we visited (Sulpicio Roco High School in Bombon; Union National High School in Sto. Domingo, Calabanga; San Juan National High School in Libmanan; and Juan F. Trivino Memorial High School in Pasacao).
The two-day foray to the schools gave our group a front-seat view of the region’s sad state, very evident as soon as we landed at the Naga Airport with almost one half of the roof ripped off. Along the road to far-flung places, our hearts melted at the sight of houses without walls and/or roofs and, on the way to the Legaspi Airport for our flight back to Manila, thousands of dead coconut trees that looked like remains of wild fire.
In fact, the extent of that killer typhoon was visibly reflected in the eyes of the (especially the poor) Bicolanos who looked very sad even if they were smiling — and in the dark clouds that covered Mayon Volcano which refused to show itself during our two-day stay in Bicol (much to the disappointment of first-time visitors like Raoul, Rissa and Paolo).
How I wish that stars from Bicol would follow Francis’ example and pool their resources to alleviate the plight of their fellow Bicolanos.
So far, the only showbiz guy I’ve heard of who has gone to Bicol is Gary Valenciano who, as UNICEF National Ambassador, visited and did shows in Camalig and Guinobatan towns in Albay as part of the UNICEF’s relief and rehabilitation efforts in the typhoon-ravaged areas.
You wonder, is Francis motivated into doing this by any political ambition?
"No," said Francis who finished grade school and high school in Goa (Camarines Sur) and Law in a US school "with honors."
"I’ve been through hardships myself," added Francis, "and now that I can, I want to help and inspire students not only in Bicol but all over the country to strive; I want to encourage them to read, read, read."
In May, the FPPFI caravan plans to distribute books and school backpacks in Mindanao in time for the school opening. In June, the foundation will launch the Second Mga Kuwentong Pambata ng Papica Foundation National Short Story Writing Contest. garzland February 17th, 2007, 04:42 AM NAGA CITY — Bringing the Sangguniang Panglunsod closer to the people, Naga City Vice Mayor and Presiding Officer Gabriel H. Bordado resumed its regular session at Plaza Quezon here last Monday, Feb. 12, to give way to the State of the City Address by City Mayor Jesse M. Robredo.
Before a huge crowd of Nagueños, Naga City Mayor Jesse M. Robredo reported on the city’s past year’s performance and underscored targets that are programmed to be achieved in 2007.
Aided by a power point presentation beamed at the plaza’s giant billboard to allow the people to look closely at comparative indicators that measure the various dimensions of local development, Robredo stressed the city government succeeded in meeting challenges because “we put our people first in the common effort to attain progress that matters.”
The city mayor, speaking in Bicol throughout his address, first highlighted the city’s achievements in 2006, “not merely for their own sake”, but as important milestones in the city’s continuing journey towards full self-reliance and self-fulfillment. He then went on to summarize the city’s various honors received from different national and international organizations reinforcing the belief that Naga indeed has taken a sound, solid and sustainable path to development.

Explaining his point with charts, the mayor told the audience that together with 9 other localities, Naga was awarded a special citation by the United Nations Development Program (UNDP) for successfully implementing the UN’s so-called Millennium Development Goals in addressing poverty’s many faces – hunger, diseases, illiteracy, environmental degradation and discrimination against women.
In the fight against poverty and hunger, for instance, the mayor said that per report by the National Statistical Coordination Board, the number of marginalized households in Naga as early as year 2000 has gone down to 18.9% of the total, where the Bicol average is 40.5%.
Naga has been noted also to have a very low hunger incidence of 5.6%, where the Bicol average is 22.6%. Comparatively, Camarines Sur has an alarming hunger incidence posted at 26.5%, the highest in Bicol.
On the city’s sectoral accomplishments posted in 2006, the mayor disclosed that the city’s bullish commercial sector grew by 29% over the previous year, adding 1,309 new enterprises into the economy, 293 more than that of 2005.
Total investments, though, slackened a bit, P1.39 billion, compared to 1995’s adjusted level of P1.42 billion. “But we still managed to maintain it above the P1-billion peso level, the series of typhoons notwithstanding,” the mayor pointed out.
In all, he said, these investments created a total of 5,500 new jobs which explains why the city’s unemployment rate stands at 5.8% as compared to the national unemployment rate of 7.9% and the high (Bicol) regional unemployment rate of 12%.
2007 targets
For its targets in 2007, the mayor said the city is pursuing 5 key strategies: (1) “re-engineering Naga”; (2) reducing further poverty incidence; (3) improving access to quality basic services; (4) enhancing quality of life through livable communities; and (5) promoting good governance and responsible citizenship.
Re-engineering Naga means the city government will undertake vulnerability assessment of the city in the light of the recent calamities that hit Bicol and the city so that people would be ready “to change our way of life in view of the new environmental challenges that this re-engineering brings.”
In helping reduce poverty, the following specific growth oriented strategies will be undertaken: improvement of the Naga City Public Market and the opening up of “Vegetable Bagsakan” at the third floor of the market; additional district markets will be established; tiangge sa central bus terminal will be set up; agricultural productivity enhancement, and; intensified, rationalized micro-lending in favor of small-time traders and merchants.
In improving access to quality basic service, the city’s scholarship program, for one, will be deepened to place students in appropriate degree programs required by the local labor market and pre-college interventions that will better prepare outstanding high school students for a more competitive college life in Manila-based institutions.
In the enhancement of quality of life, CBD 1 will be redeveloped through beautification and refurbishment of the centro, in partnership with the establishment owners themselves; more dump trucks will be acquired and a new site for MRF to be identified.
The Panganiban Drive upgrading project will be expanded; and more efficient drainage system and roads will be constructed..
On tourism development, the Naga highland district (Pacol to Panicuason area, including Cararayan) will be positioned as a top health, wellness, recreation and retirement destination; Naga will further strengthen its bid as a convention city; Naga will be niched as a “digital city” that will call for the proliferation of emerging sunshine industries like business process outsourcing (BPO), digital animation, and medical transcription.
Concluding his report, the city mayor said that the city’s accomplishments have validated the wisdom of pursuing growth with equity, a strategy that balances the sustainable growth of the local economy and the welfare of the citizenry. “And to attain development that truly matters, the local government must oftentimes tilt the balance on behalf of those who have less in life,” the mayor pointed out.

garzland February 17th, 2007, 04:44 AM FOR the first time in years, Naga City, in tandem with the province of Camarines Sur, outclassed Legazpi/Albay in tourism arrivals in 2006 by a huge margin of 125,168 tourists.
Per report on the distribution of travelers in Bicol by the regional office of the Department of Tourism headed by its Regional Director Maria “Nini” Ravanilla, Naga/Camarines Sur registered a total of 258,608 visiting domestic and foreign tourists for the period January to December 2006. “This is remarkably impressive compared to erstwhile top tourist drawer Legazpi/Albay whose 133,440 tourists registered during the same period placed Mt. Mayon’s home province in second place in the regional ranking for the first time,” Joe Perez of the Naga City Visitors Center, the tourism office at city hall, noted.
Naga/Camarines Sur’s figure shows an increase of 79% as against its 2005 record of 144,252 tourists where Legazpi/Albay posted a total of 160,185 tourist arrivals during the same period. Legazpi/Albay’s 2006 statistics, therefore, underscore a decrease of -17% compared to its previous year’s accomplishment.
Observers attributed the decreasing number of tourists in Albay to the two successive supertyphoons that virtually reduced the province into rubbles during the latter part of 2006. Typhoon Reming rendered Albay without power supply for the whole of month of December and beyond, making the hotel and other service industries in distress. In addition, many road arteries were hardly passable because of erosions and mudflows.
It may be noted, however that as earlier reported by the Bicol Mail in its Aug. 17, 2006 issue, Naga/Camarines Sur had already posted a total of 115,728 tourists as compared to Legazpi/Albay’s 81,041, or a difference of 34,687, during the first 6 months of the year which included the peak summer months wherein Naga City also hosted the weeklong 2006 Palarong Pambansa.
Foreign tourists
Of Naga/Camarines Sur’s total number of tourist arrivals in 2006, the city/province tandem registered a total of 25,830 foreign tourists as compared to Legazpi/Albay’s 8,765 during the same year. It was the other way around in 2005, where Legazpi/Albay posted 15,372 foreign tourists as against Naga/Camarines Sur’s 4,266.
In sum, Bicol — bannered by its 6 provinces and 7 cities — was able to attract a total of 637,127 tourists in 2006 where 49,304 of the total number accounted for foreign tourists. This is a 27% improvement over the region’s tourism performance in 2005, which registered a total of 501,378 tourists. This means that 135,749 more tourists came to Bicol in 2006 as compared to 2005’s performance.
Based on the same DOT regional office report, of the total number of tourist arrivals 49,304 accounted for foreign tourists that visited various places of interest in Bicol last year, notably Pilar, Sorsogon for the world-famous whaleshark interaction. Many of these foreigners also came to witness the Mayon Volcano fireworks and ashfalls in Albay in the middle part of the year.
Most of the foreign tourists were Taiwanese, Japanese, Americans, and Balikbayas. For the combined Legazpi/ Albay foreign tourist arrivals, 1,881 Balikbayans came in 2006; Americans accounted for 1,562; Japanese, 885; Germans, 526; South Koreans, 426;Australians, 379; and Taiwanese, 294.
Comparatively, the picture was brighter in Naga and Camarines Sur during the same period: Balikbayan, 13,137; Americans, 2,727; Japanese, 2,637; Australians, 936; South Koreans 853; British, 824; Germans, 569; Taiwanese, 302. The Peñafrancia festival in September is Naga City’s major crowd drawer, rendering the hotels fully booked for the duration of the colorful religious and socio-cultural festivities. This is further complemented by occasional pilgrimage tours on months outside the festival month.
Masbate, 3rd
Running third in the race for tourist arrivals is Masbate with a total take of 77,130 tourists, a 23% increase over previous year’s (2005) figure of 62,512. Masbate is famous for its rodeo festival, white unexplored beaches and Manta Ray exploration. Fourth is Camarines Norte, with 73,539, a 25% improvement over previous year’s 58,667. Sorsogon which posted 65,384, or a 38% improvement over previous year’s 47,457 placed fifth.
On the tail end but nevertheless posting a 2.5% improvement, is the small island province of Catanduanes, with a total of 29,026 tourists in 2006, as compared to its 2005 record of 28,305 tourists.
A closer look at Naga/Camarines Sur tourism arrival record alone reveals a consistent upward climb since a more aggressive tourism campaign program was launched by City Mayor Jesse M. Robredo five years ago. That period saw the city’s hosting of the first international rondalla festival and a host of other national sports events, conventions and conferences, and study tours to Naga City by government officials, researchers, and academicians from various parts of the country and abroad, especially Southeast Asia and China. In 1998, visitor arrival in Naga/Camarines Sur was reported at only 50,406. It leapfrogged to 135,599 in 2004 and 144,252 in 2005.
The provincial government’s Camarines Sur Watersports Complex also significantly contributed to the arrival of wakeboard sportsmen and aficionados from Manila and most especially from abroad, including Europe.
Bigger influx of foreign tourists was noted in the months of May 2006 (a total of 72,013 went to Naga and Camarines Sur) and December 2006.
Naga City, combined with Camarines Sur, was still able to muster a large number of tourists, totaling 39,938 in the merry month of December 2006 when during that period the city quickly recovered from the onslaught of the devastating typhoon with energy power having been restored in less than 10 days while the whole of Bicol was still groping in darkness.
Department of Tourism data on tourist arrivals are based mainly on hotel bookings, arrivals at the airport, inn accommodation and other registered beach and spring water resorts. The figures, therefore, do not include unregistered tourists who chose to stay in private homes of relatives or friends.

For its targets in 2007, the mayor said the city is pursuing 5 key strategies: (1) “re-engineering Naga”; (2) reducing further poverty incidence; (3) improving access to quality basic services; (4) enhancing quality of life through livable communities; and (5) promoting good governance and responsible citizenship.
Re-engineering Naga means the city government will undertake vulnerability assessment of the city in the light of the recent calamities that hit Bicol and the city so that people would be ready “to change our way of life in view of the new environmental challenges that this re-engineering brings.”
In the enhancement of quality of life, CBD 1 will be redeveloped through beautification and refurbishment of the centro, in partnership with the establishment owners themselves; more dump trucks will be acquired and a new site for MRF to be identified.
The Panganiban Drive upgrading project will be expanded; and more efficient drainage system and roads will be constructed..
On tourism development, the Naga highland district (Pacol to Panicuason area, including Cararayan) will be positioned as a top health, wellness, recreation and retirement destination; Naga will further strengthen its bid as a convention city; Naga will be niched as a “digital city” that will call for the proliferation of emerging sunshine industries like business process outsourcing (BPO), digital animation, and medical transcription.
I like this point - Re-engineering Naga. I can't wait to see how Naga will be more beautified with this project. I hope overhead cables will be placed underground in the coming years, or if not, at least make it look neat.

NAGA CITY – To ensure the smooth conduct of the forthcoming International Leaders Conference of the CFC-Youth for Christ that this city is hosting, City Mayor Jesse M. Robredo issued an executive order creating an executive committee that will ensure the smooth conduct of the country’s biggest gathering of youth ministry members.
The young leaders’ conference is expected to draw some 10,000 delegates from all over the country and abroad who will converge here for a 3-day conference slated on April 13-15, 2007 with the Metro Naga Sports Complex as the venue for the major activities, with Plaza Quezon and the other sites in downtown Naga as other venues for cultural and arts contests, parades and other immersion and socio-religious activities.
Selected public schools and hotels will serve as billeting centers while trade and exhibit booths will be set up at the sports complex grounds that will be open to both the delegates and the general public.
The mayor said that while the CFC organizers have their own committees, it is wise that the city puts up its own parallel steering committees for the smooth flow and supervision of the activities lined up and in order to facilitate coordination and supervision between the organizers and the hosts.
The members of the steering committees are: Jun Mongoso, ways and means; Engr. Chito Palmiano, logistical assistance as regards venue and billeting facilities; Lito del Rosario, security and traffic; Dr. Vito Borja II, medical assistance and support; Oscar Orozco, waste management; Nathan Sergio, communications; Ernesto Elcamel, administrative support; Engr. Joel Martin, transport; Jose Cuyo, Jr., Sports Complex maintenance; Jun Benito, lights and power; Joseph Ronald Bulaong, water supply; John Michael Rico, tourism and documentation; and the Naga City Press Corps headed by Roy San Ramon, media. Project Coordinator is Joe Perez of the Naga City Visitors Center.
The Couples for Christ, on the other hand, has designated Boy Apin as their local coordinator with Jeffrey Meneses of the Youth for Christ based in Manila as head of event.
National media outlets from both TV and print will be coming over to cover the event, it was learned.

Naga pilgrimage, study tours
NAGA CITY - The whole officialdom of Pilar, Bohol, headed by its municipal mayor, will be in this city on February 22, 2007 for bench marking of best local governance practices and field exposure to selected areas in the Visayas and Luzon.
Pilar Vice Mayor and Presiding Officer Adolfo H. Espuelas, in a resolution passed by the their Sangguniang Bayan, said that their local officials headed by their municipal mayor, Engr. Wilson L. Pajo, are coming to Naga City “to know and observe on your best practices in managing your Local Government Units being one of the best LGUs in terms of good governance.”
Meanwhile, on the same day, some 37 balikbayans from various states from the East Coast, USA will be spending an overnight stay in this city for their pilgrimage and sightseeing tour.
Joe Perez of the Naga City Visitors Center said that RTA, a travel agency based in the US, thru its representative in Manila, had sought the help of his office to prepare the itinerary of the visitors, with a vacationing staff member of CNN among them.
The Naga tour, as recommended by Perez, include visits to the Peñafrancia Basilica, Naga Metropolitan Cathedral, Holy Rosary Seminary and Museum, Archbishop’s Residence, San Francisco Church, Plaza Quince Martires, Corpus Christi Church at the Ateneo de Naga, and a brief rest at the Naga City Ecology Park.
They will be billeted at Villa Caceres Hotel, have lunch at Oyster Restaurant, and dinner at Cocoleaf for the finest Bicol food and cuisine, Perez said.
The travel agency Manila representative is Ditas Ramos, a Sorsogueña.

Lito Del Rosario (center), executive officer of the Naga City Public Service Office, recently visited the temporary jeepney terminals at Central Business District II to look into their plight and discuss other areas of concern with the proposed start of construction of SM shopping mall in the area. The SM management has started clearing work and is conducting soil testing preparatory to actual construction, which city hall insiders said, would start within the middle of the year, or earlier. -RANDY VILLAFLOR

As far as i heard in Ateneo, it is still pending..and not at the moment a priority. Because Ateneo will focus on Call Center agents training and Call Center infra-structure, either the Madrigal Building or a new building to be construct.

“Our investments this year will launch new developments in eight more cities and provinces, namely Quezon City, Makati City, Las Piñas City, Parañaque City, San Fernando in Pampanga, General Santos City in South Cotabato, Laoag City in Ilocos Norte, and Naga City in Camarines Sur,” said Camella president Maribeth Tolentino in a statement.
“All in all, we are opening 26 new projects all over the country this year to add to our present portfolio.”
The company, which is majority owned by the family of Senator Manuel Villar, has been providing quality, affordable homes and master-planned communities for the past 30 years. It has built homes for more than 150,000 Filipino families to date.
Tolentino said the company was the country’s largest homebuilder in terms of sales, aggregate value of developments, number of projects by a single brand, and geographic coverage or reach.
She estimated the total value of the firm’s 27 development projects at P10 billion. The developer has existing projects in Regions 1, 3, 4, 6, 7, 8, 10 and 11, plus four cities in Metro Manila.
Its sister companies include CrownAsia, the country’s largest builder of middle-income homes and the leading developer of master-planned and themed communities; and Brittany Corp., which has carved out a signature maverick identity for creating innovative “lifescapes” for the affluent who want a trailblazing character to their residences and communities.
Tolentino said Camella’s initiatives sought to enhance its market dominance of the affordable housing sector, which serves the greatest number of the population, especially Filipinos working abroad.

aries6210 March 10th, 2007, 04:43 PM Wow, its really amazing that Camarines Sur is on the move to become one of the most progressive province of the Philippines. Your governor seems to have many projects constructed in the province such as Camsur Water Sports Complex which is gaining a lot of tourists for its wake boarding facility. Great place, one of the best in the world, i guess. The province also has IT park at the back of the provincial capitol, indeed Camsur is gearing towards IT development.
Gov. Villafuerte is also planning to construct a Marina (Yacht Club) somewhere in the southern part near the boundary of Albay (Tiwi).
In the next few months, SM mall will be constructed. A province great to emulate.
I hope to see your province to have an international airport someday. Naga airport seems to be outmoded even Philippine Airlines new fleet cannot land in Naga's airport runway that's why only Air philippines take the place of PAL. Camsur has a lot of vacant land for a bigger airport. A province like Camsur deserves an airport of international standard.
Bicolanos from Camsur should be united in lobbying for an airport. You have congressmen who have a big say at the House of Representatives. Now, the son of the President is running for Congressman in Camsur so make this opportunity.
Caramoan has a beach so beautiful, serene and virgin. Boracay will definitely have a competitor if only Ayala and the like would develop that place.

Definitely the main problem here is the airport... Few years ago, there was a news that the airport will be upgraded into an international airport but unfortunately it didn't push thru.. Instead, an international airport is planned to be built in Daraga, Albay...

As far as i heard in Ateneo, it is still pending..and not at the moment a priority. Because Ateneo will focus on Call Center agents training and Call Center infra-structure, either the Madrigal Building or a new building to be construct.

Well, i haven't heard any latest news about the nursing education in Ateneo de Naga Univ, but as i know last school year, Nursing Dept. have slashes it's number of enrollees because they would like to maintain an average or small number of nursing students, but the best among the best.. for short choosing "Quality students" creame ala creame.. This strategy is uncommon to Ateneo as i know.
I really don't know much about their Objective why.. but as far as i know many ateneo nursing student transfer to Naga College Foundation.

I would not totally agree with you, the Ateneo-Nursing may be starting,but the professsor are competent, medical professionals and definitely well paid. because they only comprise a small number of nursing faculties.
Tha'ts very basic principle of a " QUALITY SERVICE". The smaller the number of student it is more manageable and focus to thier needs, than having a large number of student but you can't manage and can't focus each one of the students.
But on the other hand, USI has been a competitive nursing school because it is well manage by the sisters, they have much time to focus their organization. Plus years of services.
For me, Naga College will rank probably second, those who can't get their second degree in USI, they would prefer to take it in Naga College foundation.
AGO FOUNDATION IS THE "poor QUALITY" MEDICAL SCHOOL IN NAGA.
There are people how knows the real Purpose of AGO foundation.
Ago foundation is been funded by many organization locally and aboard , but this sponsor sent not only money but medical equipment and are very expensive , that is sent here in Naga. But what AGO admin did is to SENT THOSE MEDICAL FACILITES/EQUIPMENT IN LEGASPI , so AMEC Legaspi take advantage of this facilities and the naga branch is an only way to incurred money and medical facilites.:ohno:
UNC just open not long ago, but it was founded almost the same year as USI.
