They're just the few things I know of architecture. :D The Anglican churches have very thin pillars though yes, somehow the sculptures at the two ends of it resemble Greek pillars, especially Corinthian pillars with all the flowers and fruits and leaves. :D
Yes, i will try to sneek and take pictures also of the column , i know it's not IONIC design.maybe Corinthian pillars, inside the church is another design of column. very unique i would say.:)

Pili, CamSur. More than 3700 evacuees throughout the province of Camarines Sur relocated to health centers, barangay halls, schools, chapels and other venues quickly converted to evacuation centers in line with the Gov. LRay Villafuerte’s program of providing preventive measures to curb the effects of typhoon “Pepeng” as it advanced on Philippine soil last October 1-2, here.
The Provincial Government of Camarines Sur undertook pre-emptive evacuation and pre-positioning of relief goods in anticipation of the havoc which typhoons bring. Families were transferred hours before the landfall of the typhoon as pre-positioned relief goods await the evacuees. Gov. LRay Villafuerte distributed food and medicine to various locations in flood-prone areas in the province as relief for affected families in anticipation for the evacuation and rescue operations which commenced at the height of the calamity.
Operatives of the Provincial Disaster Coordinating Council under the leadership of Gov. LRay together with the Armed Forces of the Philippines embarked on round-the-clock operations to move families to safer grounds serving as evacuation centers, especially those in coastal areas, river banks, and landslide prone areas in Camarines Sur. Families were spared of the risk of the flood on some locations as they awaited the typhoon on PDCC evacuation centers.
As of press time, 39 evacuation centers have been put to use in Lagonoy, 22 in Calabanga, 22 in Ocampo, 14 in Balatan, 32 in Buhi, 12 in Cabusao, 17 in Sagnay. Countless evacuation centers have also been established in other strategic locations in flood-prone areas and landslide risk locations in the province.
Ongoing efforts are conducted by the Provincial Disaster Coordinating Council, Provincial Health Office, as well as the other offices of CamSur for immediate response to continue the efficient management of the after-effects of the typhoon.
The pre-emptive actions were launched by Gov. LRay as part of his program aimed at reducing the casualties and damage risks posed by calamities by undertaking preventive measures in localities during calamities, especially those frequently devastated and hardest hit by typhoons. andujar/anntuy-MMEC

That is equal to 2 hectares. The Naga City Public is said to have an area of 1.4 hectares. With 3 floors, it makes an area of 4.2 hectares. That means LCC is asking to lease nearly half of the market.
I think the city government will not agree on this. I think the most that city can give is the whole of 3rd floor. That area was initially identified by Gaisano before to possibly host the Gaisano Metro in Naga a decade ago.
To lease out half of the public market to LCC will displace more than a hundred small stall owners which most likely the mayor would not want to happen.
With the scarcity of available space for big businesses in the city, I remember a wild idea before to sell the public market. The proposal was to relocate the market to new growth centers and open not only one but at least 3 smaller public markets that could accommodate the occupants that will be displaced by the sale. One strong argument for the sale is that the city government is incurring losses in maintaining this largest public market. Another huge city property wildly proposed for sale is the Naga City cemetery in Concepcion Pequeña. :lol: :lol: :lol:

well, that's a huge tract of land which could easily accommodate another supermall and the location is very strategic. if the city decide to sell that, surely it can command better price. This could be an alternative site for Robinsons Naga for one. :lol:

Before, an hour of heavy rain in the city would bring flood in most areas in and around CBD particularly Igualdad, Sta. Cruz and Abella. I remember when I was still in college at UNC, we would have suspended classes after heavy rains due to flooding.

Ganyan tayo noon. Masyadong sikat first 2 decades after independence. But after that, national development slowed down until we were overtaken by our neighbors. Hanggang ngayon alikabok ang ating kinakain.
Before, we are the most advance in this part of the world next to Japan. But look where we are now. Thanks to trapos. Thanks to people who chose to be an instrument of these trapos in exchange for life's comfort.

Yong mga nagpapatakbo gusto lang pala maging mga senador at congresista. Napakaganda ng layunin ng batang pinoy as a grassroot sports ngunit sinalaola ng maraming kalahok tulad ng fielding in unqualified athletes, mga lampas sa idad na mag manlalaro. hay........... nakapanlulumo.

Yes, University of the Philippines translates its name in Spanish as La Universidad de las Filipinas. Even if its English name doesn't have the article the, the Spanish translation will always have la since it (the Spanish language) is very sexist and universidad is in feminine form in the language.
Anyway, if it was the University of the Philippine Islands, it will then be La Universidad de las Islas Filipinas, but nonetheless, it will still be Las Filipinas since the name encompasses the entire islands of the Philippines. In Spanish, the Philippines, Filipinas or Islas Filipinas will always be plural, hence the article las. :)

Pili, Camarines Sur (5 October) -- This year's number of beneficiaries of the LRay Vita Kidz, has almost tripled since the program's inception in 2005, according to the latest report of the Provincial Health Office (PHO) here.
PHO data show that LRay Vita Kidz program has benefited some 11,700 children this year compared to the previous years which averaged only at about 3,000 beneficiaries annually.
LRay Vita Kidz, a brainchild of Gov. LRay Villafuerte himself, is a program of the provincial government here which aims to eradicate malnutrition among children with ages ranging below 6 years.
The program has reached out to 459 barangays across the province. Its components include food and vitamin supplementations, de-worming before the start of the program, nutrition class for parents, and the distribution of assorted vegetable seeds intended for backyard and or community garden so that the parents will have source of food to sustain the nutritional needs of the children beneficiaries.
Launched in year 2005, the program has gained considerable headway because of its continuing success stories noted in many barangays which benefited from the program.
Local officials and barangay leaders, who were witnesses to the progress of children beneficiaries during the implementation of the program, were united in confirming its efficacy and efficiency. Children beneficiaries showed significant improvement in their weights and bearing after.
According to Dr. Gerardo N. Villafuerte, the head of the Provincial Health Office, the nutritional status in Camarines Sur is gradually improving as a result of the implementation of the LRay Vita Kidz program.

You are correct Kevin. You cannot remove the las from Filipinas because the name Philippines is always regarded as plural, so we are always formally addressed as The Philippines. The same formal name is also accorded to the Dutch country, The Netherlands.

Plaza Rizal is owned by the Provincial Government but since its within Naga City, the latter has the right to impose laws on it.

Good Morning Everybody, Well i will try to talk to the head of leasing LCC about it. But if that is possible, that would be on the top of the market or the former parking area of the market, the city needs to make the foundation stronger. It's quite impossible if the city will permit it in the ground and second floor which is already been occupied

There are still a number of lots that are owned by the Provincial inside Naga CIty, But the Plaza Rizal is the most controversial. Some of the lots are; the former Provincial jail which is solved by the Congress Villafuerte to Philamlife but has a legal problem. 2. the areas of BMC, to the area of Panganiban Ave. , across Naga City Subdv. there is a small street going to different Provincial offices., at the back with tall grasses.

You are correct Kevin. You cannot remove the las from Filipinas because the name Philippines is always regarded as plural, so we are always formally addressed as The Philippines. The same formal name is also accorded to the Dutch country, The Netherlands.

Seldom you would read las Filipinas in spanish newspapers. They simply refer to the Philippines as Filipinas. That is because it (las before Filipinas) is not mandatory. Unlike in la Haya (the Hague) and la India (India) where they always go together.
Filipinas i think should be read in the context of las islas Filipinas. Please take note that Filipinas in this phrase is not noun but an adjective describing las islas. If it was only an isla, it would have been la isla Filipina just like la isla bonita.
That's why i find it odd for UP to translate its name in Spanish as such. But i am not an expert in the language to say that it is wrong.

Don't rely on Wiki. Anyone can edit it. If you have the luxury of time, you can check Spanish books. The Philippines is always Las Filipinas and it doesn't change in any context. If you put Filipinas in any phrase or sentence, it's always considered plural.

Not anymore. The passage of RA 305(?) or the Naga City Charter effectively gave to the then newly created Naga city, the jurisdiction over all plazas within the city. That included Plaza Rizal. A plaza is of public dominion which means the state owns it. As such, it is beyond the commerce of man. Nobody therefore including the city or the province could claim ownership over it. This is the basis by the City when it ordered it's assessor to cancel the tax declaration over this piece of property in the name of the province.

That's what I'm talking about. I don't know if you've read it but I suggested to leave the three local governments independent of each other until the upcoming elections next year. During the election, let people run whoever wants to run. What's important is that the peoples of Naga, Camaligan and Gainza only votes for one mayor, vice mayor and members of the city council for the new Naga City.
With that being said, at least the officials of the two municipalities will still have the chance to finish their terms.
Also, lesser officials, lesser employees, lesser salaries for them, lesser corruption. :)

Exactly the point. That's why I'm confused why the provincial government is pestering the city of the plaza which is in the city which makes it obvious that the city should have all jurisdiction over it.

With certain facts yes, do not trust wiki. But with simple translation as this, you can in the same way you can trust that the Republic of the Philippines is correctly translated as Republika ng Pilipinas in Tagalog by tagalog wiki.
Las Filipinas is absolutely correct. But like I said las is not required before it though in sentences you may have to use it. And yes, it is always la India, el Salvador, el Cairo, la republica dominicana. All the other countries names can stand alone in spanish without the article before it.
Filipinas always takes las if you have to. But when you write the Philippines is a country in the east, you say Filipinas es (not son) una nacion en el este. Plural in form but singular in number.

What I mean Plaza Rizal is a property of the provincial government of Camarines Sur. Its land title belongs to CamSur. Since Plaza Rizal is located within Naga City, the latter has the jurisdiction over the plaza and laws should be followed by the provincial government.

NAGA CITY (30 September) - ONE OF THE EARLIEST RELIEF DRIVE for the victims of tropical storm "Ondoy" in Metro Manila, dubbed as "Tabang kan Bicol," started in this city where some 4,000 members of the Metro Naga Chamber of Commerce and Industry (MNCI) and 10 other adjacent towns have started to appeal for food donations, clothing, other basic necessities for typhoon-victims since September 27.
MNCI president, Abet Bercasio, said the Plaza Quezon in Naga's old commercial district has become the base of the relief drive where they are accepting relief donations until October 2.

LEGAZPI CITY (2 October)-The municipal government of Vinzons, Camarines Norte ordered the preemptive evacuation of residents living in the town's coastal villages.
PAGASA hoisted storm signal number 2 over Camarines Norte after Typhoon "Pepeng" had threatened the northernmost Bikol province.
As of 11:00 am today, 500 persons have been evacuated to Vinzons Pilot Elementary School in the town proper from the affected villages. The number is expected to rise, according to Michael Narido, planning officer at the Mayor's office.

Diliman, Quezon City- The Bikol literary circle and the avid supporters of this artistic renaissance in the region has another reason to celebrate in the winning of Kristian Sendon Cordero in the Maningning Miclat Poetry Prize (Filipino Category) last September 24, 2009 at the Abelardo Hall of the University of the Philippines.
Cordero, a graduate school student of Ateneo de Manila University, joins other two winners, Mikael de lara Co for the English and Chen Liang from Fujian Province for the Chinese category respectively.
In a press release statement issued a week before the awarding ceremony by Alma Miclat, the Executive Director of the Maningning Miclat Art Foundation and mother to Maningnging Miclat, three finalists were named for every category. The finalists for Filipino and English categories are all in their mid20s, with age below 28, which is part of the criteria in joining the contest, are all previous winners of Palanca and other important literary competitions in the country.
Cordero, one of the bright luminaries in Bikol contemporary writings, as New York-based poet Luis Cabalquinto described him, has already won several national awards including the 2007 NCCA Writers' Prize for Poetry, the Madrigal-Gonzales Best First Book Award and the Palanca in 2006. He has three books of poetry in three languages and is a regular name that appears in the leading university journal in the country today. His latest collection was a finalist in the 2008 National Book Award for Poetry. Last April, he went to Germany under Ateneo de Naga's partneship program with the Friedrich-Alexander Gymnasium in Neustadt as der Aisch to present his poetry and give short talks on Philippine contemporary writings especially Bikol literature.
His winning collection for this competition, Labi (Remains) is composed of ten poems, which dealt on the physical and metaphysical losses that confront the individual-poet. In a literary journal where some of poems in the Labi collection appeared, editor and poet Ronald Baytan, decribed Cordero's poetry as "lyrics of remarkable clarity and tenderness. They express the sentiments of the self dealing with absence, with grief, with cosmos."

Camarines Sur (2 October)-More than 1,000 couples walked down the aisle in the "Kasalan sa Ngalan ng Diyos" church mass wedding held at the St. James de Apostle Parish church, Libmanan under the sponsorship of the Provincial Government of Camarines Sur here October 1-2.
The two-day affair tops the spot as the biggest mass wedding ever conducted under the Kasalang Bayan Program held at various municipalities in Camarines Sur with some 526 couples sealing their wedding vows during the first day and at least 600 on the second day.

Two hundred farmers of the abaca producing towns of Caramoan, Garchitorena, Goa, Lagonoy, and Presentacion completed their training on abaca cultivation. Abaca farmers were taught on the intricacies of abaca production through the Farmers Field School (FFS) in a combination of lectures and actual field demos conducted at the experimental site. The said activity is fully supported by Gov. LRay villafuerte in line with his thrust towards the attainment of food security & providing the constituents an alternative income.

NAGA CITY (30 September) - - CARETAKERS OF THE 60-HECTARE Romualdez Ranch situated in barangays Tambo and Del Rosario in Pamplona, Camarines Sur has sought police protection after illegal settlers had threatened with violence the ranch employees.
The Police Provincial Office (PPO) here reported that earlier, two ranch security guards of the SunStar Security Agency, a certain Rolly Arandia and Ading Padilla, were pelted with stones and hurled empty bottles by the squatters, prompting Arandia to fire his 12-gauge shotgun on the attackers.

This is how the activities held last September 25, 2005 in Lupi, Camarines Sur may be described as it catered to the various necessities of the constituents there, amongst which were health, livelihood, food and leisure.
Held in connection with the Barangay Assistance program of Governor LRay Villafuerte, various offices of the provincial government such as the Office of the Provincial Health Office (PHO) conducted Medical and Dental Mission, Chicken Dispersal and Tilapia Fingerlings Dispersal to various barangays in the Municipality of Lupi. 1,012 food packs, 95 pairs of colorful slippers and 95 pieces of school bags were also distributed during the occasion.
Household appliances were also raffled off which added to the deligth of the recipients.

VINZONS, Camarines Norte --- It looks like a can of worms has been opened after the House Committee on Agrarian Reform started looking into House Resolution No. 317 filed by Rep. Liwayway Vinzons-Chato of the lone district of Camarines Norte that calls for an investigation into funds allegedly released by the DAR national office and ended into the hands of private persons.
During a hearing conducted here, Mayor Oliver Ferrer of this town said he smelled something fishy when DAR asked him to liquidate funds for a project worth P300,000. The amount, he said, did not pass through his office so there was nothing to liquidate.
When he checked with DAR he found out that it was Barangay-Captain Cecilia Heraldo of Bgy. Uno who secured the project from DAR, bypassing the municipal government.
The signboard for the project, it was learned further, contained the names of couple Jay and Agnes Ang as project proponents. The couple denied it was they who asked that their names be printed on the signboard.
Cecilia Ang told the committee during the inquiry here conducted last Sept. 16 that their names may have been there as a way of the residents’ grateful appreciation for their effort to bring the project into their barangay. Husband Jay explained that the funds were taken from the Bicol Care Program when he was Camarines Norte representative to the Bicol Regional Development Council.

LEGAZPI CITY (3 October)- DESPITE BEING SPARED FROM THE DIRECT ROUTE of tropical storm "Pepeng" which was packing some 195km. per/hour winds, the affected provinces of Catanduanes, Albay, Camarines Sur, and Camarines Norte had an estimated 200,000 evacuees crowd their evacuation centers due to the typhoon's heavy rains, the office of the Civil Defense base in Camp Ola here reported on Friday (October 2).
The Albay PDCC reported that Albay Gov. Joey Salceda has ordered a preemptive evacuation on the coastal towns of Albay, and localities near Mt. Mayon's danger zone since Thurs. (Oct. 1).
The PDCC said that on Friday evacuees have swelled to 115,000 individuals in Albay, particularly in Daraga and Legazpi City, prompting Gov. Salceda to order relief workers to provide some 15,465 food packages for evacuees in this province.
However, PDCC officials in Albay denied reports of heavy lahar flow from the shoulders of Mt. Mayon during heavy rains last Friday; nonetheless, localities near the volcano were earlier evacuated to safeguard residents from possible volcanic erosions.

The Province of Camarines Sur is located in the central part of the Bicol Region, south of Metro Manila. Air Philippines flies daily to Naga Airport in Pili and to Legazpi City. Philippine Airlines and Cebu Pacific Air also has daily flights via Legazpi City.
Traveling to the CamSur Watersports Complex (CWC) takes about 5 minutes from Naga Airport in Pili. Upon arrival, tricycles are available enroute to the complex for around PHP 150 ($3). Advise the driver that you want to go to the Provincial Capitol Complex where CWC is located. Signs are visible once you enter the gate.
If your entry point to Camarines Sur is Legazpi City, you need to rent a service vehicle. Vans are available and should be priced at around 2,500 – 3,000 pesos ($50-$60) for the 75 minute ride to the town of Pili. Shuttles are also available from the airport but should be booked ahead of time. To arrange shuttle service contact Tel. If you're up for a road trip, Camarines Sur is an 8 hour drive away from Manila. Ordinary and Air-conditioned buses travel the Manila-Camarines Sur Route daily.

Twelve of the country’s top-rated jins, led by Olympic veterans Tshomlee Go and Mary Antoinette Rivero, will banner the Smart-Philippines taekwondo team in the 2009 World Championship on October 14-18 in Copenhagen, Denmark.
“Our athletes have trained long and hard for this major international event,’’ said Philippine Taekwondo Association president Robert N. Aventajado.
Aside from Athens and Beijing Olympic campaigners Go and Rivero who will compete in the under 73 kilogram and under 67 kg divisions, respectively, 10 other players will carry the national colors in the tournament supported by Smart Communications Inc. and the Philippine Sports Commission.
They are: Men – John Paul Lizardo (under 54 kg), Nicole Mapilisan (under 58 kg), Jeffrey Figueroa (under 68 kg), Marlon Avenido (under 80 kg), and Alexander Briones (plus 87 kg). Women – Jyra Maria Lizaldo (under 49 kg), Kathleen Eunice Alora (under 53 kg), Karla Jane Alava (under 57 kg), Maria Criselda Roxas (under 62 kg), and Kirstie Elaine Alora (under 73 kg).

SAYING that it would boost the country’s agricultural production, a legislator has filed a bill seeking to institutionalize the Farm Machinery Manufacturing Program (FMMP) to introduce mechanized farming.
In filing House Bill 6412, Lakas-Kampi-CMD Rep. Diosdado Arroyo of Camarines Sur said industrialization is vital to a nation’s progress.
“But without a solid foundation in agriculture, it would not be as sustainable. It can even result in more harm than good for a country’s economy, especially like the Philippines,” Arroyo said.
Arroyo said the country is far behind other nations in terms of industrialization due to a lack of modern farm equipment.
Neighboring countries have been using mechanized farm equipment for years.
Arroyo cited Taiwan, Korea and Japan, which have carefully planned an industrial-development program along with firm agricultural-based economic fundamentals.
Arroyo said the idea of an FMMP could be achieved by encouraging local manufacturers to enter into joint ventures with foreign companies that will assist and train local farmers to maximize the use of local materials in their products.
He said his bill seeks to develop a viable farm-machineries manufacturing industry to achieve technology transfer and development, employment generation, reasonable consumer prices of farm machineries, and foreign-exchange savings and earnings.
The bill tasks the Department of Trade and Industry through the Board of Investments (BOI) with the implementation of the program.
As embodied in the measure, those interested to participate in the FMMP should apply for the program and secure a certificate of registration containing a commitment by the proponents.
The farm-machinery models and variants should be registered and approved by the BOI prior to its manufacturing.

I think the plan is for 12,000.
Let us see when it is completed. 10k or 12K does not really matter. what is more important is it get completed and that very huge spoiler of CBD 2 will become a hallmark of the robredo's leadership.

Hi there
My first week here in the Philippines has flown by. I arrived last Thursday to help out with the Polo Triathlon Team Camp in Manila, thanks to Fred Uytengsu the race organiser of this weekend's Cobra Ironman 70.3 Philippines. I'm also trying to get used to this brutal climate! I have been sweating bucket loads on every training session, with the humidity a major factor. Over night temps hover around 27c and mid day temps peaking at 34-35c.
After the camp we flew down to Naga and then helicoptered to the Camarines Sur region and to the resort of Hunongan Cove. This place is just incredible! Some of the warmest water I have ever swam in - it's hardly refreshing! Apart from relaxing on the beach we did some amazing training sessions. One day we did a 1 hour swim, where we swam from Island to Island through coral reefs and white sand beaches. I'm sure the water was 30-32c in some parts! We also ran from the village of Goto, a short boat ride from our resort and ran through the local villages. We got to see where parts of the Survivor series has been filmed. So far this year they've had the French, Bulgarian and Serbian Survivor series on these islands.
Back to the race!
My training this week has been all about survival, it is just incredible how hot and humid it is here. After every session I can squeeze my shirt, pants and socks out and probably fill up my water bottle! The race is going to be very tough with the 2007 Hawaii Ironman Champion Chris McCormack and current 70.3 World Champion Terenzo Bozzone racing. There's also Pete Jacobs from Australia and Tim Marr from Hawaii. The course is staged at the CWC Wake-Boarding Park. There are two massive lakes where wake-boarders can show off their moves by getting towed around the lake on a pulley system. I may have to have a go after the race, it looks that fun. (Don't you dare! Remember the kids and I are coming to Hawaii to see you race! - Jenny Brown) The bike course is fairly straight forward, but won't be easy with the heat and undulations taking its toll on the competitors. There are aid stations every kilometre on the run course, that will be a welcomed relief for all the athletes!
You will hear from me straight after Sunday's race, I'm sure all the athletes will be hoping for a little cloud cover!

This is the story of nearly every famous beach in the Philippines, and it is the story of the once impenetrable islands off the Caramoan Peninsula.

The journey to Caramoan from Naga begins with a 90-minute land trip to San Jose, where the port of Sabang is located. From Sabang, boats travel two hours to Guijalo Port in Caramoan.
Some travelers make a side trip to Aguirangan Island on the way to Caramoan. This uninhabited island is only 30 minutes away from Sabang Port, and is a popular excursion site. Its clean nipa huts are maintained by village leaders from the mainland town of Presentacion.
Upon docking in Guijalo Port in Caramoan, a 45-minute drive leads to Gota Beach near the tip of the Caramoan Peninsula. This is the jump-off point for exploring the islands of Caramoan.
Caramoan rose to international fame after word got out that the French edition of the TV show “Survivor” was shooting an entire season in the islands. It is hard to imagine how a place of such immense beauty was able to evade the spotlight for so long. No pushy touts and tiki bars taint its beaches. No shoddy resorts shatter the serenity of its coasts. Instead, there are soaring limestone cliffs, quiet coves, and immaculate islands that hark back to a more primeval time.
The Gota Village Resort opened its doors to the public after its first occupants, the Survivor TV crew, concluded their exclusive stay at the end of a three-month shoot. The wooden cabins the French crew stayed in are now available to tourists.
The name Gota comes from the phrase “Gota de Leche”, which means “drop of milk”. This was the original name of Caramoan, which was inspired by the milkdrop-shaped stalagmites in the area.
Beside Gota Beach is Hunungan. The cove in front of this beach is exceedingly calm because it is sheltered by a small island that is close enough to swim to. A fifteen-minute boat ride from Gota is Matukad Island. The white sand here is as soft as finely milled mineral powder. Near Matukad is Lahus Island, a narrow strip of beach that is open on two sides, and looks like a land bridge connecting two small islands.
Farther away from Gota, Pitogo Island has a beach made up of stones instead of sand. Sabitang Laya has a very long white beach. Cutivas is the farthest among all the islands. But the most intriguing of all is Tayak, which has a mysterious lagoon gaping at its navel. This lagoon has a combination of fresh water and salt water that has yielded a combination of fresh and salt water fish.
Cruising around the islands of Caramoan, the inevitable questions arise—how long will this paradise last? Will it survive the onslaught of tourism?
Comparisons have been made to other islands in the Philippines that are now collapsing under the weight of overdevelopment. The people of CamSur are adamant that Caramoan will not suffer the same fate. Exacting standards have been set for building and design. Seasoned masterplanners have been hired to ensure all structures blend with the terrain. Sewage treatment, water recycling, and local employment have been made mandatory. There is talk of limiting the building of resorts to the mainland, so Caramoan’s islands remain untouched.
And yet, Caramoan’s story is a story that has been heard before. The story of a secluded island, ringed with powdery white sand, shielded from the outside world, until it is catapulted into instant celebrity. Nothing is ever the same again after that.
But Caramoan’s story has also just begun. The cliffs and the coves, the mangroves and the mountains, still stand as regally as when they first welled up from the earth at the dawn of time.
Open your eyes, look at them closely, and remember what you see.
This is the way it has always been. And the way it should always be.

NAGA CITY --- The battle that turns nastier each day between this city and the provincial government of Camarines Sur over Plaza Rizal is, as it is hoped, finally over.
The Third Division of the Supreme Court in its order dated Sept. 18, 2009 has declared that Plaza Rizal, which is under the territorial jurisdiction of the city, should be under the administrative control and supervision of the city.
The decision, penned by Associate Justice Minita V. Chico-Nazario and concurred by Associate Justices Presbitero J. Velasco and Eduardo B. Nachura, once and for all resolved that Camarines Sur cannot claim that Plaza Rizal is part of its patrimonial property. It clearly stated, thus: “The administrative control and supervision of Plaza Rizal is hereby vested in the City of Naga.”
Naguenos hailed the Supreme Court decision as a victory for the people of Naga City, as well as for the decent people of Camarines Sur. Henceforth, they expect the plaza to be returned to its original noble purpose as a public park that gives honor to the national hero for whom it was dedicated. As of this writing, the plaza remains a beehive of stalls, hawkers, and traders who have paid their rent for the three-season yearlong tiangge, or flea market, under the supervision of the provincial government.
The provincial government’s insistence that it owns Plaza Rizal, which is often the site of Capitol-sponsored flea markets and trade fairs, has long been dismissed by the Regional Trial Court. When appealed before the Court of Appeals, the latter on March 14, 2007 ruled that “allegation of ownership by the provincial government by continuous adverse possession since time immemorial does not hold water.”
For a considerable period of time, the provincial government of Camarines Sur possessed and claimed ownership of Plaza Rizal by virtue of a tax declaration. As a result, Camarines Sur exercised administrative control and management of the plaza, to the exclusion of the City of Naga. The city government, therefore, could not introduce improvements thereat and its constituents could not use the property without securing permit from the provincial capitol. This situation, the Supreme Court noted, created a conflict of interest between the two parties and had generated animosities among their respective officials.
It was noted in the same decision that the city did not intend to acquire ownership of the plaza as it was a property of public domain which could not be claimed by any subdivision of the state. Instead, the city sought a declaration that the administrative control and management of the plaza be vested in it, given that such property is within its territorial jurisdiction.
Plaza Rizal used to be a garden that served as the front lawn of the old capitol site (on which now stand Banco de Oro and Robertson Department Store) when Naga was the capital of the province. A monument of the national hero was built on it sometime in 1911. The provincial capitol continues to take control over that parcel of land even when the seat of the provincial government was long transferred to Bgy. Cadlan, in Pili, Camarines Sur, the new provincial capital.
In an earlier decision , the Court of Appeals held that when Naga was converted from municipality into a city, all properties under its territorial jurisdiction, including Plaza Rizal, were vested upon it.

PILI, CamSur—The PGSO–Ecological Solid Waste Management Section of the provincial government of Camarines Sur taught members of Capitol Multi-Purpose Cooperative (CMPC) the conversion of waste materials into ingenious new products in a skills training last October 1, 2009 at the CMPC Canteen here.
During the said skills training conducted by students of Ecological Waste Management Class (SeaICT–NSTP1), attendees were taught the conversion of used plastic bags into various knitted products, used papers into colorful accessory beads and old newspapers into decorative flowers.
The training is actually the first of the series of trainings to be conducted by the group in pursuit of its advocacy on the proper and systematic disposal or otherwise recycling of materials considered as waste which if thrown or left unmindfully elsewhere could cause detrimental effects to the environment.
A grim picture of the pernicious effects of said waste materials dumped just anywhere is the flash flood which occurred in several areas in Metro Manila during the onslaught of tropical storm Ondoy. Clogged with waste materials, drainage canals and other water outlets were barely functioning thus causing the fast rise of water level, trapping individuals and livestocks and claiming hundreds of lives and causing damage to properties in catastrophic proportion.
PGSO–Ecological Solid Waste Management Section, established as a new office in the provincial government of Camarines Sur, was born out of Gov. LRay Villafuerte’s thrust in effectively managing and monitoring the volume of waste materials in the province in a bid to forestall feared flooding in the province as admittedly most of its areas are low lying and would naturally be the ready receiver of the volume of water coming from the higher grounds. PILI, Cam Sur – Palay Check Farmers Field School (FFS) during this wet season will be launched tomorrow, October 8, at Barangay Cuyaoyao, Sagnay aimed at training local rice farmers to plant certified seeds and hybrid seeds, including pests and diseases prevention, control management, and water management that would contribute immensely to a much efficient and improved growth to attain high yield.
The FFS will focus on technology transfer through a combination of lectures and actual field demonstrations on what have been previously discussed in the classroom.
Agriculture, specifically rice production, is one of the priorities of Governor LRay Villafuerte because he believes that this will contribute in the quest for progress and prosperity of the province.
Among the components of the program is the application of the new technologies developed by the Department of Agriculture focused at increasing the yields.
The participants will undergo three months training with sixteen sessions which will start during planting until the time that the palay would be ready to be harvested.
Resource speakers will be the agricultural experts from the Department of Agriculture Regional Field Unit 5 (DA-RFU5) and Office of the Provincial Agriculturist of the provincial government.
Palay Check FFS was already launched in selected barangays of Bula, Nabua, Ocampo, Minalabac, Libmanan, Pili, Canaman, Tigaon, and Calabanga. The first batch of farmers from Bula will be graduating this month of October.
DA-RFU5 will provide free training materials to the participants and incentives to the agricultural technicians, ATI will do the monitoring, and OPA will take charge of the technical supplements. These three agencies will spearhead the Palay Check FFS. / LAGavino- MMEC

CamSur launches pre-emptive evacuation to residents
PILI, CamSur—The Provincial Disaster Coordinating Council (PDCC) launched a massive pre-emptive evacuation and moved some 51,771 people from their homes to evacuation centers as early as Thursday, October 1, as “super typhoon” Pepeng bore down on CamSur merely a week after another typhoon wrecked havoc to places in and around CamSur.
Truckloads of relief goods were pre-positioned to strategic places in different municipalities of Camarines Sur as part of the preparations for the impending typhoon as it approached the coasts of CamSur, gaining strength as it churned west-northwest of Luzon with incessant downpour of rain. The supplies of food and medicine were distributed ahead as they await evacuees from nearby barangays.
11,052 families were dispatched by the PDCC to evacuation centers, with most of the evacuees relocating before the interminable rains of the typhoon can cause flooding to coastal barangays, river banks and other flood-prone areas in the province.
The PDCC transformed barangay halls, churches, chapels, public school buildings and other structures into temporary shelters with 39 evacuation centers set up in Lagonoy, 12 in Cabusao, 10 in Minalabac, 22 in Calabanga, 27 in Ocampo, 17 in Sangay, 12 in Tinambac, 14 in Balatan, 10 in Bato, 31 in Buhi, 8 in Nabua, and 6 in Iriga City. A number of evacuation centers were also set up and scattered in various locations in Camarines Sur for a total of 242.
PDCC operatives together with elements of the Armed Forces of the Philippines embarked on round-the-clock operations before and at the height of the typhoon to move the families to safer grounds and for distribution of the relief goods. Rescue operations were also carried out in flood-hit areas.
The pre-emptive actions were undertaken by Gov. LRay Villafuerte as part of his contingency program on disaster risk reduction and disaster management through preparatory measures which proved to have considerably reduced the impact of the calamity to the localities.
Only two casualties were reported as of press time while provincial officials are still looking into the extent of the damage caused by Pepeng to agriculture and infrastructure. andujar/anntuy-MMEC

Pili, Cam Sur - 350 sacks of open pollinated variety (OPV) yellow corn seeds will be allocated to twelve cluster municipalities as well as to the two cities of CamSur in line with Governor LRay Villafuerte’s objective to encourage opening of new corn areas in the province.
According to the Office of the Provincial Agriculturist (OPA) this allocation has been realized through the CamSur corn cluster under the GMA Corn program where the seeds of the high-yield corn variety from of Isabela will be distributed for free to corn farmers.
The cluster municipalities which will be the recipients of the said yellow corn seeds are Calabanga, Pili, Ocampo, Sagnay, Tigaon, Goa, Lagonoy, Baao, Bula, Buhi, Sipocot, Nabua, Naga City, and Iriga City.
This projects is a segment of a comprehensive program launched by Governor Villafuerte focused on agricultural productivity to provide CamSur sufficient supply of food especially the residents in far flung areas. Corn is also extensively used in feed preparations for livestock.
OPA stressed that support to corn farmers should be augmented to encourage them to work hard to attain higher yields. A master list of corn farmers is being prepared to identify the recipients of the corn seeds. / LAGavino - MMEC

Smiling, agile toddlers dancing to the latest dance tune, “Nobody But You” while others actively doing their thing are some of the highlights of the closing ceremonies of the LRay Vita Kidz nutrition program held recently in several barangays of the town of Nabua.
The evaluation of the program after completion of its implementation that involved supplemental feeding, vitamin supplementation and nutrition class for parents, showed great improvement in the health and weight of children beneficiaries.
Provincial Board Member Rex Oliva and Atty. Delia Simbulan, wife of Nabua Mayor Fer Simbulan graced the lively occasion.

Personnel of the newly formed PGSO-Ecological Solid Waste Management Office were among the several groups of people from the provincial government which responded to the call for support in the preparation and repacking of relief goods to be transported to Metro Manila for the victims of typhoon Ondoy.
At that moment, the group found their hands full in binding cartoons and bags of goods ensuring that it would reach its destination in one piece but when the skies clears and every thing is back to normal, they would find themselves busy again in promoting awareness in solid waste management as directed by Gov. LRay Villafuerte in order to forestall similar incident of flash floods from happening in the province caused by clogged drainage canals and water outlets due to improper waste disposal.

Even before the establishment of this institute, Naga has already been highly recommended for best practices exposure among local government units. That's why even before the inception of the Institute, local government executives not only from the country but other Asian countries like Cambodia came to Naga for learning.
The establishment of the Institute will further institutionalize a culture of execellent government service in the city beyond Robredo's term.

You missed the second part of the post. Naga is on top of the list richer by over 60 million pesos in annual income than the runner up according to the latest BLGF release.
One very good thing to note in that report by BLGF is that Naga has very high local revenue compared to others (50% higher than the next). It could only mean robust economy in the city.

NAGA CITY --- The battle that turns nastier each day between this city and the provincial government of Camarines Sur over Plaza Rizal is, as it is hoped, finally over.
The Third Division of the Supreme Court in its order dated Sept. 18, 2009 has declared that Plaza Rizal, which is under the territorial jurisdiction of the city, should be under the administrative control and supervision of the city.
The decision, penned by Associate Justice Minita V. Chico-Nazario and concurred by Associate Justices Presbitero J. Velasco and Eduardo B. Nachura, once and for all resolved that Camarines Sur cannot claim that Plaza Rizal is part of its patrimonial property. It clearly stated, thus: “The administrative control and supervision of Plaza Rizal is hereby vested in the City of Naga.”
Naguenos hailed the Supreme Court decision as a victory for the people of Naga City, as well as for the decent people of Camarines Sur. Henceforth, they expect the plaza to be returned to its original noble purpose as a public park that gives honor to the national hero for whom it was dedicated. As of this writing, the plaza remains a beehive of stalls, hawkers, and traders who have paid their rent for the three-season yearlong tiangge, or flea market, under the supervision of the provincial government.
The provincial government’s insistence that it owns Plaza Rizal, which is often the site of Capitol-sponsored flea markets and trade fairs, has long been dismissed by the Regional Trial Court. When appealed before the Court of Appeals, the latter on March 14, 2007 ruled that “allegation of ownership by the provincial government by continuous adverse possession since time immemorial does not hold water.”
For a considerable period of time, the provincial government of Camarines Sur possessed and claimed ownership of Plaza Rizal by virtue of a tax declaration. As a result, Camarines Sur exercised administrative control and management of the plaza, to the exclusion of the City of Naga. The city government, therefore, could not introduce improvements thereat and its constituents could not use the property without securing permit from the provincial capitol. This situation, the Supreme Court noted, created a conflict of interest between the two parties and had generated animosities among their respective officials.
It was noted in the same decision that the city did not intend to acquire ownership of the plaza as it was a property of public domain which could not be claimed by any subdivision of the state. Instead, the city sought a declaration that the administrative control and management of the plaza be vested in it, given that such property is within its territorial jurisdiction.
Plaza Rizal used to be a garden that served as the front lawn of the old capitol site (on which now stand Banco de Oro and Robertson Department Store) when Naga was the capital of the province. A monument of the national hero was built on it sometime in 1911. The provincial capitol continues to take control over that parcel of land even when the seat of the provincial government was long transferred to Bgy. Cadlan, in Pili, Camarines Sur, the new provincial capital.
In an earlier decision , the Court of Appeals held that when Naga was converted from municipality into a city, all properties under its territorial jurisdiction, including Plaza Rizal, were vested upon it.
I hope the SC decision will settle now the long time controversy. The South Luzon-Bicol regional championship of the Philippine Collegiate Championship got under way on Thursday with the University of Nueva Caceres Greyhounds defending their title against four teams at the Naga Civic Center in Naga City.
Competing against the UNC Greyhounds are the Computer Communications Institute Wildcats of Sorsogon, the Bicol Colleges of Daraga of Legaspi, the Calayan Foundation Cougars of Quezon, and the Amano Cope College of Tabac.
The UNC Greyhounds topped the Naga eliminations following a 57-44 win over the Ateneo de Naga Golden Knights.
The Wildcats edged the Aemilianum College Knights, 74-63, to qualify for the regional finals for the first time.
Both the Calayan Foundation Cougars and the Amano Cope College swept their respective leagues in Quezon province and Tabaco, respectively.
The South Luzon-Bicol regional champion will play against UAAP sixth placer De La Salle Green Archers, the UCLAAI titlists St. Francis of Assisi Doves and the NCAA-South champion in the South Luzon-Metro Manila zonal qualifying games set November 12-14 in Naga City.

The National Telecommunications Commission (NTC) has approved Smart Communications Inc.’s rollout of a multibillion-peso wireless Internet broadband service nationwide in five years. In an order, the regulator said Smart “is legally, financially and technically capable to establish and maintain the proposed project . . . and offer data communication services within the country.”
Documents filed with the NTC showed that the country’s leading mobile phone provider has earmarked a five-year capital expenditure of P9.57 billion to construct, install, operate and maintain wireless data communications services nationwide.
For the first year of operation, Smart expects to earn P1.32 billion and P5.3 billion in five years.
The unit of Philippine Long Distance Telephone Co. (PLDT) said it will be rolling out and utilize new technologies to operate Broadband Wireless Access (BWA) frequency spectrum for the public and private broadband data users.
Earlier, the company acquired the full ownership of Primeworld Digital Systems Inc. (PDSI), which has a 30-megahertz (MHz) bandwidth frequency assignment in the 2300-2400 megahertz that can be used nationwide. “As part of the expansion program for the current broadband wireless access services, Smart will put up sites to provide coverage in key cities and provincial areas nationwide,” the company said.
The telco said it will rollout data communications network in 1,631 cities and municipalities all over the country. Smart Broadband Inc. (SBI), a unit of Smart, has been also assigned frequencies in the 3400-3600Mhz band.
The 2300-2400MHz and 3400-3600Mhz frequency bands are allocated for BWA use.
SBI earlier was able to secure a certificate of public convenience and necessity (CPCN) to offer Internet data services in Metro Manila, Benquet, Tarlac, Cavite, Laguna, Camarines Sur, Iloilo, Negros Occidental, Cebu, Misamis Oriental, Davao del Sur and Zamboanga del Sur.
In March 2001, the company received a provisional authority from the NTC to install and operate a nationwide data leased line.
SBI, formerly Meridian Telekoms Inc., obtained a legislative franchise under Republic Act 8337 to install, lease and operate wire and wireless telecoms system nationwide.
At end-June, SBI’s wireless broadband subscriber base grew 26 percent to reach 689,000, about 261,000 of which were prepaid service and the rest were postpaid subscribers.
PLDT’s wireless broadband revenues grew 30 percent to P2.6 billion from January to June, a significant improvement over the P2 billion recorded in the first half of last year.

Farmer groups have called on the Arroyo government not to depend on rice importations, insisting that it would only exacerbate the country’s food insecurity.
The militant Kilusang Magbubukid ng Pilipinas (KMP) says rice importations could be a ploy to beef up the war chest of the administration’s presidential bet in the May 2010 elections.
KMP’s national council stressed that President Arroyo’s announcement that the country would import rice to answer for higher demand comes at a time when the Department of Agriculture (DA) claims to have a total national inventory that is good for the next 67 days.
Just last week, KMP said, DA squelched farmers’ fears that the country would import rice and thus dampen the domestic prices of grain. Farmers would need money to purchase seeds and pay for labor but 70 percent of all poor and middle peasants in the country could only source their cash from moneylenders who charge higher interest on their loans.
On Sunday, Malacanang contradicted the DA and said the government would purchase rice overseas. It is the second time that President Arroyo had announced the country would import rice.
KMP had been batting for greater support for millions of farmers and increases in farmgate prices to stimulate production and thus narrow the annual 10 percent deficit in harvest. If imports are not reined in, the country stands to breach the record 2.3 million metric tons (MMT) of rice it imported from Vietnam last year.
On the other hand, the moderate Sentro Saka said the impact tropical storm Ondoy on agriculture was serious, with some estimates running at P10 billion, but this does not warrant uncontrolled importations since farmers are still harvesting and would continue to do so until December.
“Among the provinces badly hit by the typhoons are major rice producing provinces such as Isabela, Cagayan, Nueva Ecija, Tarlac, Pangasinan, and Camarines Sur. These provinces, including the Ilocos provinces, Bulacan and Pampanga, constitute almost 40 percent of total rice production and 37 percent of total rice lands. The whole of Luzon, which is affected by the typhoons, generally supply 57 percent of total rice production. With the typhoon affecting as much as 70 percent of rice lands in Isabela, and probably the same percentage in the other major rice producing provinces, this means that practically more than half of Luzon’s rice production could be affected by the typhoon. This percentage is hardly negligible as it has the potential of affecting the available supply of rice,” Sentro Saka added.
It predicted that the damage would lead to a production cutback higher than the 5.6 percent that Agriculture Secretary Arthur C. Yap predicted for the main harvest season.
What is more important to KMP is that farmers should be aided quickly for them to be able to plant rice to make up for the losses due to Ondoy and Pepeng.
This should assure the market that the supply would be adequate until the first quarter of the succeeding year.
“While Mindanao and Visayas could have the potential of re-supplying Luzon, these provinces hardly produce rice surpluses. Moreover, the major rice producing areas in these regions are also flooded,” Sentro Saka said.
Nearly P1-billion worth of irrigation facilities were knocked out in Luzon alone and this would tell on the next harvest. Two-thirds of all irrigation facilities are in Luzon.

We have to prepare for these migratory birds from other countries. Cold weather drives them to migrate to tropical countries like the Philippines.
Aside from our avian friends, we've got also tunas and dolphins in Pasacao. Little did they know that we have also butanding in Minalabac.:)

CEBU CITY, Oct. 9 (PNA) -– The Department of Tourism (DOT) is targeting eight million local and foreign tourists in the country’s top 16 destinations this year.
Tourism Secretary Joseph “Ace” Durano said these top tourism destinations include Camarines Sur, Cebu, Boracay, Baguio, Davao, Puerto Galera, Bohol, Negros Occidental, Negros Oriental, Ilocos Norte, Masbate, Camarines Norte, Puerto Princesa, Legaspi, Catanduanes and Sorsogon.
The DOT recorded a 16.5 percent growth after close to four million tourists went to these destinations in the first semester of 2009, despite the international financial crisis and the Influenza A H1N1 pandemic.
Durano said the first six months of the year, the “peak” of the global economic turmoil, was a challenging period for the tourism industry in the country.
Durano said the DOT’s forecast for this year was zero to two percent growth for foreign arrivals alone.
”We are looking at negative arrivals as the worst-case scenario. I am happy that we were able to achieve 6.4 percent growth in foreign arrivals in our major destinations in the first semester,” he said.
From January to June 2009, 3.989 million tourists visited the country’s top 16 destinations.
Of this number, 2.965 million were domestic travelers.
In the same period last year, 3.423 million tourists went to the major tourist areas. Of that number, 2.484 million were domestic travelers.
Durano said the DOT can achieve the target of eight million tourist arrivals in the country's top destinations if they can sustain their positive performance.
The DOT is expecting more tourists to come now that there are signs of recovery in some of the country’s top tourist markets like Europe, Japan and Korea. (PNA)

NAGA CITY, Camarines Sur, Philippines — There is more to water hyacinths (Eichornia crassipes) than just being fast-growing unwanted plants that clog lakes and rivers.
They could also be made into clothes for casual wear, cocktails, and long gowns.
Two fashion designers—Alex Buena and Rommel Del Valle—collaborated to demonstrate this and on September 18, water hyacinths made a debut in a fashion flair here that aims to advocate environmentally sound creations and promote livelihood opportunities for families living along lakes and rivers in Camarines Sur.
“Using water hyacinth in couture has a lot of potentials. So, maybe the show would encourage processors to improve techniques and create fabrics from it,” Buena said.
He said they were asked by the Department of Trade and Industry to use water hyacinths in their creations to bring out innovations and expand the market.
Del Valle said they were able to assemble 30 creations in just two weeks.
Achieving a level of success in using water hyacinth to dress up models ramp the catwalk, Buena admitted there’s still a lot of things needed to make the material become wearable for ordinary occasion.
They used 142 yards of handloom dried water hyacinths from Buhi, Camarines Sur, harvested from Lake Buhi where they grow abundantly near its shores.
Salvador Espiritu, municipal development officer of Buhi, said the government had mobilized some 190 weavers to provide the material for the fashion.
Espiritu revealed that the townsfolk along Lake Buhi, home of the world’s smallest commercial fish “sinarapan,” now benefit from the abundance of water hyacinths once a boon to tilapia growers there.
He said water hyacinths contribute to fish kill in the lake because they diminish the oxygen content of the lake water.
“But now, we see water hyacinths as sources of additional income to the people around the lake. We now have an emerging handicraft industry because of the discovery of their new use aside from sparing the LGU from spending limited resources to clean up water channels,” Espiritu added.
The fashion show was the highlight of the conference of “One Town, One Product (Otop)” project in Camarines Sur that the DTI spearheads to generate jobs and enterprises at the grassroots level.
Jay Ablan, DTI spokesperson in Camarines Sur, said the Otop under the CamSur Water Lily Development Project covers the towns of Buhi, Bato, and Milaor, and Naga City.
Ablan said the use of water hyacinth in apparels is the newest innovation for this biodegradable material for clothing.
He identified other applications of handloom water hyacinth in upholstery, utility boxes, wall covers, interiors, window blinds, bead headboards, footwear, and bags.

The Department of Tourism (DOT) said its efforts to maximize opportunities in international markets and encourage greater domestic travel movement in the first six months provided the impetus to sustain tourism growth despite challenges brought by the global financial crisis and the A (H1N1).
Domestic tourism increased by 20 percent in the second quarter of 2009, which enhanced the business and investment confidence in the sector during the period January to June 2009. Likewise, the changing lifestyle and travel pattern of more Filipinos and Philippine residents to spend their Holy Week, long weekends and summer/ holiday vacation in the various tourist areas of the country boosted tourist flow.
Foreign arrivals in key destinations also increased by 6 percent in the first half of the year despite a decrease of 6 percent in inbound visitors into East Asia and the Pacific.
Camarines Sur posted a hefty growth in both foreign and domestic arrivals by 52 percent and 60 percent, respectively, ranking it as the most visited destination during the first semester with 902,202 tourists. The provincial government of Camarines Sur investment in a wakeboarding tourism product stimulated visitor volume while continuing to bolster demand for more accommodation, tour services and transportation.The influx of tourists in Camarines Sur also facilitated the expansion of infrastructure and development of tourism related products. The success of this LGU initiative serves as a model for other LGUs to harness their tourism potentials and optimize local resources to create more economic activity.
Cebu is the second most visited tourist destination with 830,599 visitors, claiming 23 percent share of total arrivals. Cebu continues to be the top destination for foreign tourists with 321,116 in the first semester. The expansion in air access from major tourist markets, including the new charter flights from Incheon, Busan, Shanghai, Guangzhou, and Kaohsiung as well as increase in room supply, aggressive promotion, public and private sector partnership to diversify the tourism products greatly contributed to the hike in visitor volume to Cebu.
Visitor count in Puerto Princesa and Bohol went up by 63 percent and 16 percent, respectively, as diving, ecotourism, birdwatching, adventure and incentive tourism products were jointly launched by the DOT, LGUs and the private sector. Increased demand also ushered the conception of more community-based tourism products that increased the availability of product offering and livelihood for local residents.
Other most frequently visited destinations included Boracay (383,813); Davao City (330,247); Puerto Galera (215,755); and Ilocos Norte with 99,747 tourist arrivals.
The increased demand encouraged more entrepreneurs to create new products and experiences for visitors.
The Island Banca Cruises in Cebu has attracted visitors with its differently organized and packaged island hopping tour of the marine sanctuaries of Nalusuan and Gilutungan, the pristine white beach of Pandanon and dive sites of Moalboal.
Kultura Filipino in Intramuros gave the tourists an opportunity to acquaint themselves with the Philippine cultural heritage through local dances, music and cuisine. This product also serves as the highlight of the new city tour program for Manila.
Similarly, the Pasig River Cruise had lured back tourists to visit and appreciate the many sights and attractions of Metro Manila. More than a river cruise, the product provides cultural interaction, culinary treat, historical tour and entertainment.
With increased popularity for adventure tourism, spelunking in the Sohoton Caves in Basey, Samar offered visitors with a quaint experience to commune with nature explore the area’s wonders and promote cultural exchanges. Likewise, cruising along the Golden River of Basey provided a glimpse of rural and community life amidst the scenery and images of clear waterways surrounded by green vegetation.
The sheer motivation of the Municipal Government of Danao in Bohol brought a new dimension to adventure tourism and created employment for local people. Dubbed as Ecological, Environmental and Educational Adventure Tour (EAT) Danao, this product offers an extreme and exhilarating challenge with its 45-meter plunge, 1 km suislide, caving, river tubing, rappelling, kayaking and root climbing.
Likewise, the opening of a theme park called Fantasyland in Zamboanga del Norte had boosted tourist arrivals in said destination. The entertainment facility includes interactive rides, shows and activities for foreign and domestic visitors. A 360-room hotel will also be built in the park.
Gauging from the interests of many foreign and domestic visitors to participate in environmental, heritage and livelihood projects, the Hands On Volunteer Vacation Tour Package was launched in Oriental Mindoro, Bohol, Boracay Island, Aklan, Laguna and Batangas.
Trekking, birdwatching, and ecotourism products in Mt. Apo were enriched with new adventure, camping and cultural interaction activities which have drawn more tourists during the summer months.
The 3Rd Philippine International Tourism Fair (PITF) in Cebu gave the LGUs and private entrepreneurs a venue to feature these innovative and new tourism products to foreign buyers from the Middle East, China, Hong Kong, Singapore, India, Japan, North America and Canada.
Travel agents from overseas also availed of these latest tourism experiences.
Europe’s biggest long-haul travel group, the Meier’s Weltreisen, had its Far East Live Seminar in Boracay and Manila, participated by 265 officers and member-agents who experienced these new and diverse tourism products, destinations and facilities.
Similarly, 110 top tour wholesalers from Switzerland visited Boracay, Banaue, Bohol, Cebu and El Nido to discover the different products in said destinations. These have intensified the awareness of available tourism products for the European market.
Based on the survey conducted by the TNS in the first semester of 2009, the volume of dive tourists in Cebu, Bohol, Palawan, Mindoro Oriental and Batangas grew by 62.8 percent. German dive enthusiasts posted 131.9 percent increase while the Koreans dive tourists went up by 104 percent, American (37 percent), Japanese (34 percent), and Chinese (31 percent).
Overall gross receipts from dive tourism in said destinations posted an increase of 52.8 percent to P31 million vis-à-vis P20.2 million in the first half of 2008. Substantial growth of 82 percent was recorded during the first quarter of 2009. Revenues generated by dive operators in Bohol surged by 195 percent while those in Cebu rose by 69 percent.
At the 17th Marine Diving Fair in Tokyo, the DOT Pavilion attracted more than 20,000 visitors and garnered awards for Best Diving Area, Most Desirable Destination, Best Dive Resort and Favorite Dive Operators for the country and participating dive operators.
The DOT also continued to draw dive tourists in its annual participation in the Golden Dolphin Fair in Moscow which attracted over 23,000 visitors from all the regions of Russia and overseas.
As tourism facilities and products continue to expand, the DOT anticipates greater growth in tourist arrivals in key destinations towards the end of 2009. The growing interests among LGUs and private sector to offer innovative tourism experience for visitors will greatly enhance the quality of Philippine tourism products.
DOT foresees that increased investments in accommodation and transportation as well as development of new facilities and destinations will sustain the growth of the sector and position Philippine tourism for the next level of growth spurts as international markets recover from the global economic downturn.

Naga is well-known for its Laing, Pili nuts, and Pinangat. But there is another 'delicacy', unknown to many tourists - the Kinalas.
It is called such because of the sauce that comes from either a cow's or pig's head, which is boiled until the flesh falls off. It is similar to log-log, except for the thick brown sauce.
Believe it or not, I only got to eat Kinalas this year - but I was instantly a fan! So, I'm asking my friends to bring me to the best Kinalas haunts in the city.
So far, my favorite is Kinalas Twin along Dayangdang Street. They have puto and chicharon for sale. They are more complete compared to other eateries, that's why I like frequenting the place. Plus, they could give you extra sauce if you request for it. I think the big kinalas with egg is worth around P31 while the small kinalas is probably worth around P23.
I like adding chicharon and vinegar with lots of sili to my kinalas. Just like any person from Bicol - I like my food spicy. What is your recommended timpla?
My next stop is Enteng's along Diversion Road. I have heard good reviews of their kinalas but I hear their kinalas is best during mornings. I hope they have baduya. I haven't eaten kinalas with it yet. They say that is the best pairing, kinalas and baduya.

Oh, a little warning: kinalas is rich in cholesterol, so eating it many times in a week is discouraged. :-)

Участниците в "Survivor Филипини" бяха избрани след продължителен кастинг, на който се явиха над 26 000 кандидати. Новите сървайвъри ще бъдат подложени на много нови изпитания и сюжетни изненади, както и на изключително влажен климат. На филипинските острови предстои дъждовният сезон, а наскоро оттам мина тайфун.

The 29th of September 2009 was an exceptional day for Naga College Foundation as the widow of our late Senator Raul S. Roco paid a visit to Naga College Foundation. Ms. Sonia M. Roco was all smiles as she greeted the ‘welcome party’ consisting of Mr. Al-Noel L. Asis, Basic Education Administrative Assistant; Ms. Alita P. Ballarda; Sctr. Danilo C. Roquid Jr. and a group of Boy Scouts representing the Senior Scouts Outfit.

Truckloads of relief goods were pre-positioned to strategic places in different municipalities of Camarines Sur as part of the preparations for the impending typhoon as it approached the coasts of CamSur, gaining strength as it churned west-northwest of Luzon with incessant downpour of rain. The supplies of food and medicine were distributed ahead as they await evacuees from nearby barangays.
11,052 families were dispatched by the PDCC to evacuation centers, with most of the evacuees relocating before the interminable rains of the typhoon can cause flooding to coastal barangays, river banks and other flood-prone areas in the province.
The PDCC transformed barangay halls, churches, chapels, public school buildings and other structures into temporary shelters with 39 evacuation centers set up in Lagonoy, 12 in Cabusao, 10 in Minalabac, 22 in Calabanga, 27 in Ocampo, 17 in Sangay, 12 in Tinambac, 14 in Balatan, 10 in Bato, 31 in Buhi, 8 in Nabua, and 6 in Iriga City. A number of evacuation centers were also set up and scattered in various locations in Camarines Sur for a total of 242.

LRay Villafuerte through the CamSur Employment Center and the CamSur Information Technology Center (CSITC) are set to launch basic computer operations crash-courses and trainings to out-of-school youth to be held at the Southeast Asian Institute of Computer Technology (SEAIct) at the Provincial Capitol Complex, here.
The training that will kick off October 19, 2009 is in line with the program of the Department of Labor dubbed as Kabataan Information Technology Opportunity which is an earning and learning project that aims to tap and mobilize the Information Technology-literate youths to act as mentors on basic and practical IT-related knowledge and skills.
Top graduating students of CSITC, the only such school operated by a local government under the stewardship of the governor’s human resource skills and capability enhancement program, will provide lectures and trainings for the participants in the program.
A target of 15 batches composed of 15 trainees each will be undergoing an intensive course on the basics of computer skills education and will be attending maximum of 22 hours hands-on mentoring sessions, which will serve as a tool for the improved IT-literacy of the OSYs in the province who desire to have hands-on experience on IT appreciation and familiarization.
The Province of CamSur has placed IT education as one of its top priorities and has now become a fertile ground for IT services such as digital animation, graphics and other computer-aided designs, call centers, medical transcription and software development through its IT Park.
The registration of prospective applicant for the mentoring sessions is still ongoing at the CamSur Employment Center Office. Limited slots for the course are given to those who registered first on a “first-come, first-served” basis. As expected, contingents from different universities in the Bicol Region gathered at the vast UNEP ground on October 1, 2009 in commemoration of the annual holding of the Army ROTC Activation Day now on its 47th year of existence. The legacy initiated by the late Gov. Felix O. Alfelor Sr. during the early 60s, is undoubtedly getting more and more prominent over the years as it inched its way in promoting the value of discipline and camaraderie among competing units.
This year’s distinguished speaker and guest of honor is no less than the Commanding Officer of the 901st (Fighter) BDE 91D of the Philippine Army based at Villa Hermosa, Daraga, Albay, Col. Marlou L. Salazar INF (MNSA) PA.
Twenty-eight (28) contingents coming from private and public schools from all over the region marched off towards the main thoroughfares of Iriga City , all hopeful that they will take the top prize this year. Eighteen (18) of them came from public schools while the remaining contingents came from private universities.
Sta. Monica Academy from San Roque, Baao, Camarines Sur has successfully defended its crown and was again declared as this year’s over-all champion. Coming close to the edge were the Holy Trinity College from Santiago , Bato and Saint Joseph Academy, Inc. from San Pedro, Buhi, Camarines Sur, respectively landing on the 1st and 2nd place under Category B.
San Vicente High School from Buhi though, wasn’t able to retain its place as best contingent, when the Eusebia Paz Arroyo Memorial High School from Buluang, Baao, Camarines Sur was declared this year’s first place winner under Category A . Eusebia Paz Arroyo Memorial High School was also last year’s winner (Category A) during the 46th Army ROTC Activation Day-CAT Regional competition.
Sharing the second post were San Roque High School from San Roque, Bato and Tapayas High School from Tapayas, Balatan, Camarines Sur while San Vicente HS landed on the third place.
One of the highlights of the event was the awe-inspiring unified performance of the University of Northeastern Philippines (UNEP) and University of Saint Anthony (USANT) band and majorettes. The exhibition was not only a showcase of their skills and expertise but a manifestation of oneness and camaraderie that has been lost for the past decade.
It was through the efforts of Iriga City Mayor Madelaine Alfelor-Gazmen and UNEP President Atty.Remelisa Alfelor-Moraleda that the unification was finally realized. USANT Prexy Atty Santiago D. Ortega Jr., who was also receptive of the reconciliation, was happy that the long existing gap between the two top universities is finally over.
Atty. Moraleda raised her hats off to the UNEP Community and to all the participants and stakeholders who made the successful event possible. “We are all bounded by a common objective of bringing out the best in our students, and I guess, this is what this competition is all about. We would like to instill the legacy of camaraderie and continue to inspire every cadet to be a living proof of how UNEP values unity and harmony in our community.”

IN partnership with the Provincial Government of Camarines Sur through Gov. Luis Raymund Villafuerte, the Naga College Foundation Typhoon Preparedness Center conducted the series of Early Warning Seminars completing its third batch last September 24-25 at the Naga College Foundation ST Annex Building.
The three batches of training were attended by more than 110 participants composed of disaster focal person and deputized officers of the 36 municipalities, NCF Faculty members and student volunteers. The Training aims to provide technical knowledge in early warnings such as typhoon tracking and flood forecasting that eventually will lead to the strengthening and establishment of a community based and community link early warning system in the province.
A major highlight of the training is the presentation of the Disaster and Typhoon Tracking Chart conceptualized and developed by NCF-TPC. The tracking chart contains the Philippine Map wherein participants are to track typhoons. The chart also includes a map for municipalities where specific hazards and vulnerabilities are to be identified for each municipality. These tracking charts also serve as tools and basis for disaster planning.
NCF-TPC during the training taught the participants how to track typhoons and presented its customized warning format through its “now casting program.” The warning focus on the impact of typhoon per district in terms of winds, inland flooding, storm surges, landslides and the amount of rainfall to be expected per district in the province. This customized warning was developed to respond to the local needs for informations and warning in the event of typhoon. The project is first in the Philippines and will be installed in the 36 municipalities in Camarines Sur.
Experts from the Naga College Foundation-Typhoon Preparedness Center were Resource Speakers during the training; namely David Michael V. Padua, TPC Director; Juan Blenn Huelgas, United Nations and NCF-TPC consultant; Joannah B. Ramores, Project Development Officer, TPC; and Engr. Geronimo Buenavente, Dean Engineering & Technology Department, NCF.

PILI, CAMSUR. The nutrition program of the provincial government dubbed LRay Vita Kidz has gained considerable headway in its avowed goal to eradicate malnutrition in children age 6 years and below in the province.
Barangay health workers involved in the implementation of the program in the four barangays of Nabua—Duran, Malawag, San Vicente Ogbon and San Antonio Ogbon—reflected positive results at the conclusion of the program in the said areas just last week.
All the 34 children-beneficiaries of barangay Duran who were Below Normal, Low (BNL) in their weight at the start of the program improved to Normal after undergoing the regimen under the LRay Vita Kidz program.
Barangay Malawag noted a 90% improvement in the weight of the 76 toddlers who were beneficiaries of the program.
In San Vicente Ogbon, 85% of the 48 children beneficiaries also improved to Normal weight after religiously attending the program.
While in San Antonio Ogbon, 81% of the 48 children beneficiaries also improved to Normal weight from Below Normal, Low classification at the start of the program.

yup...my town Nabua was founded as early as July 28, 1569 and the parish was established in 1578. Nabua is one of those oldest towns in Camarines Sur.

NAGA CITY---Disaster preparedness on a national scale is on its way for approval as a House bill that seeks to establish a national council for that purpose reaches committee level, according to Cong. Dato Arroyo Wednesday.
Arroyo said House Bill 6298 he filed in May this year aims to strengthen the nation’s disaster risk management capability by institutionalizing the national disaster risk management framework.
He said that once passed into law, the national government would establish a national disaster management council which shall be tasked to develop, formulate and implement a national disaster risk management plan.
Arroyo said the plan would conform with the disaster risk management framework which will be outlined upon enforcement of the law.
He said the framework would include all actions and measures pertaining to all aspects of disaster management from pre-disaster phase that include identification and analysis of the whole situation.
On Tuesday, Arroyo visited several barangays in the first district of Camarines Sur that he represents in Congress to check on the available resources that pertain to village level response to disaster.
Specifically, he said he wanted to strengthen the capabilities of the barangay tanod whom he sees as a main force in responding to calamities.
Earlier, Arroyo had distributed ambulances in all the 10 towns of the first district of Camarines Sur as part of beefing up the resources of local government units to responds to the needs of the communities.

PILI, Camarines Sur --- The PGSO–Ecological Solid Waste Management Section of the provincial government of Camarines Sur taught members of Capitol Multi-Purpose Cooperative (CMPC) the conversion of waste materials into ingenious new products in a skills training last October 1, 2009 at the CMPC Canteen here.
During the said skills training conducted by students of Ecological Waste Management Class (SeaICT–NSTP1), attendees were taught the conversion of used plastic bags into various knitted products, used papers into colorful accessory beads and old newspapers into decorative flowers.
The training is actually the first of the series of trainings to be conducted by the group in pursuit of its advocacy on the proper and systematic disposal or otherwise recycling of materials considered as waste which if thrown or left unmindfully elsewhere could cause detrimental effects to the environment.
A grim picture of the pernicious effects of said waste materials dumped just anywhere is the flash flood which occurred in several areas in Metro Manila during the onslaught of tropical storm Ondoy. Clogged with waste materials, drainage canals and other water outlets were barely functioning thus causing the fast rise of water level, trapping individuals and livestock and claiming hundreds of lives and causing damage to properties in catastrophic proportion.
PGSO–Ecological Solid Waste Management Section, established as a new office in the provincial government of Camarines Sur, was born out of Gov. LRay Villafuerte’s thrust in effectively managing and monitoring the volume of waste materials in the province in a bid to forestall feared flooding in the province as admittedly most of its areas are low lying and would naturally be the ready receiver of the volume of water coming from the higher grounds. Said waste materials pose a threat in terms of worsening the situation as it may impede the flow of flood water to the seas and rivers.

DAET, Camarines Norte --- The House of Representatives approved on third and final reading House Bill 6444 filed by Camarines Norte Lone District Rep. Liwayway Vinzons-Chato that seeks for at least two additional regional trial courts in this capital town.
According to the congresswoman, the creation of additional salas in the province has long been overdue. She said that because of the lack of trial courts, the existing ones are saddled with an average of 503.25 pending cases each sala since December 2007.
With the additional courts, Vinzons-Chato hoped that there would be speedier disposition of cases and that justice be done to all those who have been denied it because of delay due to clogged court dockets.

NAGA CITY---The Thai Royal Family is set to bestow to a Bicolano engineer Oct. 9, Friday, the 2009 Southeast Asian (S.E.A.) Write Award which will be held in Bangkok, Thailand.
The S.E.A Write Award, which the Oriental Hotel in Bangkok and Thai Airways International organized in 1979, is being presided by the Thai Royal Family to honor writers in Southeast Asian nations. It honors body of works in poetry, short stories and novels, including scholarly and religious works.
Abdon M. Balde Jr., a Bicolano engineer in his 60s, is the S.E.A. Write Award recipient from the Philippines who will be honored in ceremonies, along with writers from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam.
The award will be handed down by His Royal Highness Crown Prince Maha Vajiralongkorn and Her Royal Highness Princess Srirasm in Mandarin Oriental, Bangkok’s Royal Ballroom, following the traditional cocktail reception in the Authors’ Lounge.
Each award recipient will receive prize money in the amount of Baht 70,000 from the S.E.A. Write Organizing Committee Chairman M.R. Sukhumbhand Paribatra and a five-day tour in Thailand.
Balde, an engineer and native of Busac, Oas, Albay who retired in 2000, has been recognized for his novels written in Pilipino in his nine-year career as a writer.
“It’s a confirmation on my work even though I have never received formal training in writing,” he enthused.
To date, Balde has written six novels from 2001-2008 and received the National Book Award thrice for his books “Mayon,” “Hunyango sa Bato” and “Calvary Road”. The two latter books were also awarded the Juan C. Laya Prize while the “Huyango sa Bato” received one more citation the Gintong Aklat Award. He also received the Don Carlos Palanca Memorial Award for Literature when he was 56 with his Filipino fiction “Supay,”
He also published other titles including “Mga Pangarap at Pangitain,” “Sa Kagubatan ng Isang Lungsod” and “Awit ni Kadunong,”
“All my writings are works intended to go back where I started to encourage writers to write about their birthplace. I write in Pilipino so I could be read by wider readership,” Balde said.

DAET, Camarines Norte – The Senate has finally approved on third and final reading the legislative proposal reapportioning the lone district of this province into two congressional districts, according to Rep. Liwayway Vinzons-Chato.
Once enacted into law, the towns of Daet, Basud, Mercedes, San Lorenzo Ruiz, San Vicente, Talisay, and Vinzons will compose the first congressional district while the second district will be comprised by the northern towns of Capalonga, Jose Panganiban, Labo, Paracale, and Sta. Elena.
The congresswoman hopes that the measure which she originally introduced under House Bill 4163 will be approved by both chambers of Congress for signature by the President for it to become a law in time for the 2010 elections.
Residents of the towns that would compose the second district expressed their profound appreciation to Rep. Vinzons-Chato’s initiative, whose hometown is Vinzons, which incidentally belongs to the first district.
The congresswoman said the measure once enacted would be beneficial to the province as a whole as it would mean doubling of congressional funds that would hasten the development of each of the two congressional districts.

IRIGA CITY --- The Iriga City Water District (ICWD) has expressed alarm over the unabated stealing of water meters in different parts of this city since last week.
Interviewed over DWIR-FM, Engr, Amalia Rariza, ICWD’s technical division chief, disclosed that as of Monday, the ICWD had already lost some 18 water meters to unidentified thieves in Sto. Niño, San Antonio, San Vicente, Sta Cruz and Salvacion.
Rariza further disclosed that the robbery incidents in the river unit barangays on Wednesday last week was followed by two more separate incidents in Brgy. San Agustin and Perpetual Help.
The ICWD official urged the water consumers to be vigilant as she expressed hope that with the cooperation of the police authorities, barangay officials and the public in general, there is no reason why this unlawful activity could not be stopped,
“They have to be vigilant because they are the most affected,” Rariza pointed out referring to the victim subscribers who will shoulder the expenses for the replacement of lost water meters.
But she explained, however, that for humanitarian reason, the re-installation of new water meters would only cost them P850 which is lesser compared to what they paid when they applied for water services in the amount of P1,500 and other additional fees.
In the same interview, Rariza warned junk shop operators not only within the city but in neighboring towns as well to cease from buying stolen water meters as the ICWD would not hesitate to press charges against unscrupulous businessmen for violation of the anti-fencing law.
Rariza surmised the stolen ICWD properties would go nowhere else, but to junkshops as it contains solid substances such as zinc and copper.
A single water meter, according to an ICWD employee, weighs more or less 1 kilogram with existing buying price of P250 to P280 per kilo.
But Rariza’s warnings proved futile as the robbers struck anew and managed to steal 12 water meters more in Barangay San Rogue and San Nicolas, including a business establishment located some 100 meters sway from the city’s police station.
ICWD, a government owned and controlled corporation is currently under the watch of Engr. Pablo Pabilla as interim general manager. He assumed office last May 1, 2009 upon appointment by the local water utilities administration. For any information on thefts call ICWD Hotline; 299-4672

NAGA CITY --- Public Safety Officer Lito del Rosario who was named disaster management coordinator of the city government here this week reported to the Office of the Civil Defense in Legazpi City that as of Oct. 3, or barely two days after Typhoon Pepeng hit the Bicol peninsula some 3,284 persons or 795 families who were evacuated in 35 evacuation centers in 16 of the city’s 27 barangays have all returned to their homes safe and sound.
Del Rosario said that shortly after his designation by the city mayor, he and his disaster management committee mapped out strategies to pre-empt any serious damage that may be inflicted by approaching Typhoon Pepeng. The measures included pre-positioning of rubber boats in flood areas and other equipment including those lent by businessman and scuba-diving enthusiast Bong Sison, OCD-5 and Padinos, a local fraternal organization.
Del Rosario, backed up by personnel from PSO, Motorpool, city environment office, and other city hall employees, kept close watch on the 6 barangays lying along the Naga and Bicol rivers where residents were alerted on what to do in case of river overflow.
The areas heavily flooded were Sitio CLUPA in Bgy. Calauag and Sitio Pagdaicon in Bgy. Mabulo. Relief goods were distributed to evacuees and others who needed them during and after the typhoon.
Except for the death of PO3 Edgar Moreno who fell from the rooftop while preparing his home for any eventuality at about 4:00 p.m. of Oct. 1, there was no other serious casualty or fatality reported.
Meanwhile, the Rinconada area reported the loss of nearly P300 million worth of agricultural products due to floods. The affected areas were Bato, Balatan, Nabua, Buhi, Baao, and Bula, all agriculture-based towns.
Edison Petalio of the Camarines Sur Provincial Disaster Coordinating Council (PDCC) said the laketown of Buhi registered the biggest number of affected families with 4,458 individuals who crammed the town’s 31 evacuation centers.
At least three landslides were reported in Baao town but no casualty was reported.
In Nabua, a total of 257 families, or 779 individuals were also brought to the nearest evacuation centers. Loss of agricultural products in this town was estimated at P97 million.
Bato had some 149 families or 785 evacuees. Balatan had 203 families or 686 individuals as evacuees while Bula has yet to complete its report.
Iriga City had the lowest number of evacuees, 38 families composed of 155 individuals who occupied only half of the six evacuation centers prepared by the city government.

NAGA CITY ---Tomasito Monzon, chief of the Bicol River Basin Water Management Project (BRBWMP), allays fear the P700M Libmanan-Cabusao Dam (LCD) project would cause massive flooding in Lupi, Camarines Sur and neighboring areas.
“The LCD the Bicol’s biggest dam is not capable of storing large volume of water thus it would not cause massive flooding contrary to the apprehension of residents living near it,” Monzon said, as he give assurance regarding the project.
He said the 11.3-meter tall and 150-meter wide dam is a run-off the river type of diversion structure unlike the big reservoir dams of Angat in Bulacan, Pantabangan in Nueva Ecija, and Magat in Isabela.
Monzon explained that a run-off the river dam is only capable of raising water up to the maximum crest of the dam, which in the case of LCD is 11.3 meters only.
“When water reaches this maximum level, water will spill over back to the river. Reservoir dams are different because they are designed to store water during rainy days and when the impounded water reaches the maximum reservoir elevation, it is released gradually,” he explained.
Monzon said the apprehensions of townsfolk living near the LCD came about amid speculations aired and published in national radios, TV and newspapers that the massive flood that happened in Marikina City and neighboring areas was caused by water released by Angat Dam at the height of typhoon Ondoy.
On the issue of relocation and resettlement of some 300 residents in seven villages who are living upstream of the site of the LCD, which is located barangay Malaguico, Sipocot, Monzon said the BRBWMP has already prepared a tentative resettlement plan for the affected villagers.
