IF RLC is indeed going to develop the old GSIS area to a Robinsons mall, the economic activity along General Luna and Elias Angeles will expand to this area until the road (I forgot the name) going to the Cathedral. I just hope the area's cleanliness will improve once RLC comes in. Medyo madumi kasi dun. :ohno:

Malay natin may E tayo tapos madagdagan ng R. Hehehe. But I hope RLC just acquires E-Mall. I do think E-Mall isn't doing really good at the moment. I'm not so sure though. Tsaka para magkaron naman ng buhay ang mix of tenants ng mall. Ang boring sa E-Mall eh. Hehehe. :D





AFAIK, matagal na property ng RLC ang old GSIS building and its lot. There were even news before that the Arborvitae Montessori will be displaced to accomodate Robinsons Naga.

Not an employee, just having a plenty of friends at UNC. I though oragon.com is Mr. Jay B. because he is the familiar instructor at UNC who is a graduate of Ateneo. But calling oragon.com "kuya pao" made me confused because the familiar instructor with a nickname "pao" is Paolo S.

Another guess, oragon.com called you mam jo. If i can remember it right, there is an instructor in CS dept which is not a graduate of UNC and they called her mam jo. Is that u mam?

Anyway, It's not important whether or not we're a graduate of the school where we are teaching. What is important is we impart our knowledge to the students effectively. :banana::banana::banana:

Updates: Robinson Mall

I just talk to one of the sources in Robinson . He told me there is a plan to build a Robinson's Department Store in Legazpi City, but base on the studies made by them, it seems it didn't meet the required expectation. At the moment there is no final decision by Robinson, but most likely they will have to back out. the specific area should be in Tahao Road . Source said it seems the specific area isn't that strategic.
About the plan in Naga City for a Robinson Mall, there is no plan yet, even the Enrile family has no plan to sell their E-Mall. Even at times, Robinson department store have been complaining they had a hard time coordinating with E-Mall administration in setting up ADS in their Mall. Furthermore, E-mall don't have the skill to manage a mall. I told him that Robinson website noted they owned a lot here in the city. He will try to get information about this... PILI, CAMARINES SUR, Philippines—Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. has turned his back on the administration Lakas-CMD party, which he belonged to since being elected in 2004.

In a statement sent Tuesday, Villafuerte, the regional chair of Lakas in Bicol, said he decided to join the Nacionalista Party (NP) because the NP already had a lineup for governor and other elective positions in Camarines Sur.

Villafuerte was supposed to take his oath Wednesday before top NP officials, led by standard bearer Sen. Manuel Villar, but bad weather led to its postponement.

Ernesto Verdadero, the governor’s executive assistant, said a new schedule for the oath-taking ceremony would be announced.

A low pressure area brought heavy rains to Bicol Wednesday.

Verdadero said an advance party of the NP had arrived but the affair had to be postponed and reset to ensure the attendance of at least 30,000 supporters.

Villafuerte Jr. is the son of Rep. Luis R. Villafuerte Sr. who had been national president of Kampi, President Macapagal-Arroyo’s party, until his resignation in protest of the Lakas-Kampi merger.

The elder Villafuerte had said he would support the presidential candidacy of Sen. Francis "Chiz" Escudero.

Aside from Villafuerte Jr., heads of the League of Municipalities, Vice Mayors’ League, Councilors’ League and Association of Barangay Captains in Camarines Sur were to take their oaths as NP members.

Camarines Sur is the biggest among six provinces in Bicol in terms of area and population.

The defection of Villafuerte Jr. to the NP was seen as another blow into the candidacy of Defense Secretary Gilbert Teodoro, who switched parties from the Nationalist People’s Coalition to the Lakas-Kampi to become the administration standard bearer.

Villafuerte Jr. was the last remaining member of the Lakas in Camarines Sur.

With his defection, no other big-name politician in the province now belongs to the Lakas.

The four Camarines Sur representatives and mayors of two cities in the province do not belong to Lakas-CMD.

Representatives Felix Alfelor (4th District) and Dato Arroyo (1st District) are with Kampi.

Naga City Mayor Jesse Robredo has been a Liberal Party stalwart while Iriga City Mayor Madeleine Alfelor-Gazmen belongs to Kampi.

Camarines Sur has a population of 1.6 million, according to the 2007 census.

Water lily source of Bicolanos’ income

Water hyacinth, popularly known as water lily, is no longer a pesky plant that clogs rivers and lakes.

This is how people in barangays around Lake Buhi regard the water lily, which has become a raw material for their bustling handicraft industy.

Lake Buhi is not known for water lily but for Pandaka pygmea, long regarded as the smallest fish in the world, until another fish found in Australia proved to be a tad shorter than it is.

Considered a weed, water lily is essentially invasive to the pristine lake but the residents have found it to be a good source of raw materials that they could transform into something saleable using their innate creativity and imagination.

Water hyacinth (Eichhoria crassipes) is an aquatic plant which can live and reproduce while floating on the surface of freshwater.

The plant size ranges from six inches to 38 inches depending on its growing condition. Its rate of proliferation under certain growth habitat is extremely rapid and could cause vast infestation of large areas of water in no time, creating various problems.

However, the local government of Buhi found out that the stalk of the pesky plant could be transformed into table runner, placemat, can canister, bag, slipper and wall decor.

Through the Buhi municipal government and Buhi Ecumenical Development Association, Inc. (BEDAI), the people were mobilized to produce these articles for sale to both locals and visitors.

BEDAI members, mostly women, are wives of farmers engaged in the development projects of the Department of Agriculture (DA) in town.

In order to maximize their time, the members sought the help of the Department of Trade and Industry and a local non-government organization to start a local water lily-based small-to medium-sized enterprise.

The Bureau of Agricultural Research (BAR) said BEDAI members are now spearheading the processing of water lily from drying, curing, dyeing and weaving.

Many of the products manufactured by the women are now displayed at the newly inaugurated Bicolandia Regional Technology Commercialization Center at the Department of Agriculture-Regional Field Unit 5 (DA-RFU 5) compound in San Agustin, Pili, Camarines Sur.

DA, Bicol Integrated Agricultural Research Center and provincial governments in the region are supporting the water lily initiatives of the BEDAI women-members.

Price controls not the answer

What the global economic crisis was unable to do, Ondoy/Pepeng may yet accomplish: bring the economy to its knees with a contraction in the fourth quarter large enough to overturn the growth in the first half of the year. This gloomy outlook is borne out of the knowledge that the most damaged areas — the National Capital Region (NCR) and the whole of Luzon — are also the largest contributors to the country’s GDP and its growth rates.

Gross Regional Domestic Product (GRDP) data provided by the National Statistical Coordination Board (NSCB) show that NCR, CAR, and Regions I through IV in Luzon contribute over 60% to the country’s GDP, more than 2/3 of the gross value added in both industry and services, and over 40% of the gross value added in agriculture. If we include Region V, the contribution is even greater. What is more, the contributions of the affected areas to the country’s economic growth rates have also been of the same order of magnitude.

And if one looks at the share of these areas in domestic rice production, the picture becomes even gloomier. Nueva Ecija, Isabela, and Pangasinan, for example, are the top three rice-producing provinces in the country (Cagayan, Tarlac, and Camarines Sur are among the top 10, with Pampanga and Bulacan close behind).

With the destruction of productive capacity and the reduction in incomes (because, e.g., farmers, businesses, have less products to sell), the need for government to provide social safety nets becomes even more imperative, calling for an increase in expenditures to relieve hunger, disease, etc. Government’s development management capabilities are going to be stretched to the utmost, because the objective is to relieve the suffering while at the same time restricting total expenditures so as to contain inflation. Very hard choices will have to be made, particularly if the (right) decision is made to shift expenditures rather than to increase them. For example, now is not the time to coddle legislators with their pork barrel. Infrastructure spending must be limited to the priority projects in the medium-term development plan, sans the usual "SOP" (bribes) that accompany the bidding process.

im not from the CS dept either. hehe yep you're right it doesn't matter if a graduate or not of a certain institution, all that matters to me is i'm having fun being in the academe and i'm glad that i'm part of the youth's development

Cebu to corner a third of SM bond sale proceeds

CEBU CITY — Nearly a third of the P10-billion proceeds from the retail bond debut of Sy-controlled SM Investments Corp. will go to projects in Cebu.

Radisson Hotel Cebu, which will have a "soft" opening in October and fully operate in December, will get P2.5 billion while the planned SMX Convention Center Cebu will get P400 million to P500 million. A boutique hotel for travellers, one among 15 planned throughout the country, will also be put up near the SM mall here, said Jose T. Sio, SM Investments executive vice-president and chief financial officer.

Mr. Sio said a total of P2 billion would be allotted for the construction of these budget hotels over the next 10 years. The first will be built starting late this year in Bacolod, where he said "there’s a need for a good, small hotel for travellers." Aside from those in Cebu and Bacolod, budget hotels will also be built next to SM malls in Iloilo, Baguio and Naga, among others.

Aside form Olivan and Viva, Naga City is actually home to several Manila based Home Depot Centers.

We are the only city in Bicol with two branches of Robinson's Handyman (in E Mall and LCC) and the only city in Bicol with Ace Hardware in SM City and
DIY Shop at Robertson Mall.

CitiHardware Naga is a welcome additional choice to homebuilders.

By the way, the Naga Endocrine Laboratory (the Endolab) SM City launching with be on the 16th and will formally open on the 17 this month.

Mall wide sale ang SM City Naga from October 16 to 19.

I'll send SMS messages to you guys for the blessing schedule on the 16th.

The case for a new capital

Metro Manila’s woes in the aftermath of Ondoy partly caused by congestion, growing population,
unplanned development, decaying infrastructure and concentration of government facilities—raise anew the need for a new seat of government.

We need to build a new administrative capital, away from the National Capital Region, perhaps in Metro Clark-Angeles or in Metro Naga, where a well-planned national center could rise to serve the nation. Manila could remain the cultural capital by reasons of history.

Building a correctly designed administrative capital will decongest metropolitan Manila, create a new growth center and improve government services. It will help rationalize spending on public facilities and centralize the three branches of government, putting them under one roof, so to speak. The Cabinet-level departments or head offices could gather in one place.

Access to public services shall not be impaired. The regional offices, including those to be established in Greater Manila, shall stay. Technology and the electronic highway will help facilitate service. A revitalized national railways should connect the capital to major parts of Luzon.

The seat of government we visualize shall accommodate the national repositories of culture and history: the national library, national museum, national archives, the national historical institute, the national gallery of art, a national gymnasium, the Cultural Center of the Philippines and the National Commission on Culture and the Arts. There shall be a well-organized public transport system. Priority to housing or residential space shall be given to public servants. Schools, villages, shopping malls shall rise in a satellite city next to the center. A modern international airport shall welcome the world to the new capital.

Building a new capital will cost billions. It will take time. But planning could begin now. A congressionally created commission, responsible to the legislature, shall begin the spadework and completes its task over a period of time. It will take several administrations to put the city together, but if we believe President Gloria Arroyo, the Philippines could become a developed nation 20 to 30 years hence. With our vision fixed on this future, we could begin building the new capital according to our ideals of a modern seat of government

This famed haunted house at Tigaon is now being developed as a resort. Heard stories that the building is a hospital built circa 1927 (maybe ghost of the dead still lurks in the building) hehehe :devil:

This is an alternative to expensive cars. Miniature cars but, are tested on long travels and proven fuel efficiency. The nearest branch of Cherry cars so far is in Las Piñas near SM Southmall.

Eight provinces—Cavite, Batangas, Cebu, Camarines Sur, Davao, Negros Occidental, Pampanga and Laguna—will be sites of the Kabalikat sa Kabuhayan Farmers’ Training Program of SM Foundation, Inc. this year.

Kabalikat sa Kabuhayan Farmers’ Training Program is SM Foundation’s livelihood program that aims to help marginal farmers improve and increase their productivity. So far it graduated 814 farmer participants from 201 barangays in 64 municipalities.

Last week, 219 farmers in Cavite held their first-ever Harvest Festival where fruits and vegetables were harvested in paddy farms in Tanza. Harvested were honey melons, giant ampalayas, papaya, eggplants, sili, string beans, kalabasa, camote and okra.

The maiden Kabalikat sa Kabuhayan Farmers’ Training Program was conducted in Barangay Handumanan, Bacolod City from May 17-August 18, 2007. The first batch of graduates numbered 102, 80 percent of whom successfully replicated the technology they learned from the training program in their backyard. Encouraged by the success of the initial training program, SM Foundation brought the training program the following year to Sta. Rita, Pampanga; Pagbilao, Quezon; Marilog, Davao City; Sta. Rosa, Laguna; and Rosales, Pangasinan. Another farmers’ training program was also conducted in Barangay Hamdumanan, Bacolod City in 2008.

Kabalikat Sa Kabuhayan is a joint undertaking of private and government agencies. This collaborative effort, initiated by SM Foundation, Inc. with Harbest Agri Business Corporation, the Department of Agriculture regional field unit and the local government units as project components.

I thought Coca Cola uses Kia Picanto? Is it Chery? I have a cousin who works for Coca Cola Naga and, AFAIK, it's Kia Picanto or a Hyundai Getz.

Chery Cars, BTW, is a Chinese car manufacturing firm that recently opened branches in the Philippines. I hope Naga opens a branch soon! :D

MANILA - President Arroyo has signed into law Republic Act 9716 creating a new district in Camarines Sur (CamSur) province in Bicol region.

Several municipalities in the current first and second legislative districts were consolidated to create the new district. These are:

municipalities of Libmanan, Pamplona, Pasacao and San Fernando in the first legislative district; and,
municipalities of Gainza and Milaor in the second legislative district.
Signed on October 12, the law--An Act reapportioning the composition of the first and second legislative districts in the province of Camarines Sur and thereby creating a new legislative district from such reapportionment--brings to five the total number of legislative districts in the province.

The law, which was published on Thursday in the Manila Standard Today newspaper, will take effect 15 days after publication.

The law means all the five districts will be entitled to one representative each in the House of Representatives beginning in the 2010 elections.

The proposal to create a new district in Camarines Sur is seen as an accommodation to the president's son, Rep. Dato Arroyo, who currently represents the province’s first district.

The first district's former representative, Budget Secretary Rolando Andaya Jr., hopes to reclaim his legislative post in 2010.

Creating a new district would therefore avoid an election contest between, Andaya, an administration ally, and Arroyo.

Pop'n requirement not met

However, the new district has been opposed because it allegedly fails to meet the population requirement for a new district.

Section 5-3, Article 6 of the Constitution requires a minimum population of 250,000 for a local government unit (LGU) or clusters of LGUs to be declared a congressional district. Each district should be composed of a “contiguous, compact, and adjacent territory.”

The five legislative districts will be composed of the following:

First District--municipalities of Del Gallego, Ragay, Lupi, Sipocot, and Cabusao;
Second District--municipalities of Libmanan, Minabalac, Pamplona, Pasacao, San Fernando, Gainza, and Milaor;
Third District--the current Second Legislative District shall be renamed as the Third Legislative District composed of Naga City and the municipalities of Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, and Calabanga;
Fourth District--the current Third Legislative District shall be renamed as the Fourth Legislative District composed of the municipalities of Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac and Siruma;
Fifth District--the current Fourth Legislative District shall be renamed as the Fifth Legislative District composed of Iriga City and the municipalities of Baao, Balatan, Bato, Buhi, Buha and Nabu.

MANILA - President Arroyo has signed into law Republic Act 9716 creating a new district in Camarines Sur (CamSur) province in Bicol region.

Several municipalities in the current first and second legislative districts were consolidated to create the new district. These are:

municipalities of Libmanan, Pamplona, Pasacao and San Fernando in the first legislative district; and,
municipalities of Gainza and Milaor in the second legislative district.
Signed on October 12, the law--An Act reapportioning the composition of the first and second legislative districts in the province of Camarines Sur and thereby creating a new legislative district from such reapportionment--brings to five the total number of legislative districts in the province.

The law, which was published on Thursday in the Manila Standard Today newspaper, will take effect 15 days after publication.

The law means all the five districts will be entitled to one representative each in the House of Representatives beginning in the 2010 elections.

The proposal to create a new district in Camarines Sur is seen as an accommodation to the president's son, Rep. Dato Arroyo, who currently represents the province’s first district.

The first district's former representative, Budget Secretary Rolando Andaya Jr., hopes to reclaim his legislative post in 2010.

Creating a new district would therefore avoid an election contest between, Andaya, an administration ally, and Arroyo.

Pop'n requirement not met

However, the new district has been opposed because it allegedly fails to meet the population requirement for a new district.

Section 5-3, Article 6 of the Constitution requires a minimum population of 250,000 for a local government unit (LGU) or clusters of LGUs to be declared a congressional district. Each district should be composed of a “contiguous, compact, and adjacent territory.”

The five legislative districts will be composed of the following:

First District--municipalities of Del Gallego, Ragay, Lupi, Sipocot, and Cabusao;
Second District--municipalities of Libmanan, Minabalac, Pamplona, Pasacao, San Fernando, Gainza, and Milaor;
Third District--the current Second Legislative District shall be renamed as the Third Legislative District composed of Naga City and the municipalities of Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, and Calabanga;
Fourth District--the current Third Legislative District shall be renamed as the Fourth Legislative District composed of the municipalities of Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac and Siruma;
Fifth District--the current Fourth Legislative District shall be renamed as the Fifth Legislative District composed of Iriga City and the municipalities of Baao, Balatan, Bato, Buhi, Bula and Nabua.

They can't do anything anymore. The President already signed it into law. The only possible thing, if I'm right, is that the Supreme Court may nullify it. That's if the SC will do so.

I didn't read your comment careful. The SC can do something once the Governor files nullification for this law. :D

CAMARINES SUR, Philippines—A P700-million dam project seen here as President Macapagal-Arroyo’s gift to her congressman-son, Dato, is encountering strong opposition from residents who said their communities would be wiped out if the dam pushes through.

The project is being implemented by the National Irrigation Administration (NIA) under the Bicol River Basin Water Management Project (BRWMP).

Vic Nierva, one of the leaders of the group that opposes the project, said on Tuesday that a large portion of Lupi town would be submerged under water if the dam pushes through.

Nierva said the people were never consulted, a key requirement in the issuance of an environmental clearance certificate to such projects.

Nierva said the people are now raising their voices against the project because they were apparently disregarded and may never get another chance to express their sentiments.

But Tomasito Monzon, chief of the BRBWMP, allayed fears that the P700-million Libmanan-Cabusao Dam (LCD) project would cause massive flooding in Lupi and neighboring areas.

Bicol’s biggest is small?

“The LCD, which is Bicol’s biggest dam, is not capable of storing a large volume of water,” Monzon said.

“It would not cause massive flooding contrary to the apprehension of residents living near it,” he said.

He said the 11.3-meter tall and 150-m wide dam is a run-off river type of diversion structure unlike the big reservoir dams of Angat in Bulacan, Pantabangan in Nueva Ecija, and Magat in Isabela.

Monzon said a run-off river dam is only capable of raising water up to the maximum crest of the dam which, in the case of LCD, is 11.3 m only.
“When water reaches this maximum level, water will spill over back to the river,” he said.
“Reservoir dams are different because they are designed to store water during rainy days and when the impounded water reaches the maximum reservoir elevation, it is released gradually,” he explained.

Kept in the dark

Nierva, however, said the people of Lupi were unaware of the specifics of the ECC since the documents were kept from them.

“The dam would obliterate the history of the town founded in 1726 as well as the identity and livelihood of so many people who will be affected,” he said.

Nierva said a large portion of fertile lands in the town would be under water, which will deprive the people of their primary source of livelihood.

He accused the people behind the dam project of giving preference to their “vested interests” rather than the interest of the people of Lupi.

He said the people would push for an investigation of how project funds were spent.

“We want our voices heard so that our opposition against the project would be thoroughly understood. We don’t need the dam but rather the right system, processes and leadership in the first district to help the poor in our town,” Nierva said.

Gift to Dato

The dam is part of the P3-billion worth of projects for the first district of Camarines Sur announced by Ms Arroyo in September last year, during the 34th birthday of her son Dato, representative of the first district of Camarines Sur.

The Libmanan-Cabusao irrigation and dam project was touted to be the answer to irrigation in 4,000 hectares of farms.

Jose Rizal can now sleep in peace--at least in Naga City--after the Supreme Court (SC) decided on which between Naga City and Camarines Sur province (javascript:void(0);) can rightfully administer and supervise the plaza named after him. Plaza Rizal, located within the old central business district of Naga City, has been the subject of a heated and long-standing dispute between the city and the province, which has controlled the Plaza even after Naga became an independent component city in 1948 through Republic Act 305.
The city has sought a declaration that the administrative (javascript:void(0);) control and management of Plaza Rizal should be given to it because the plaza is situated within its territorial jurisdiction. But the province argued that it was the legal and absolute owner of the plaza and, therefore, had the sole right to maintain, manage, control, and supervise it.

SC ruled out in a decision promulgated September 15 and released this week that Plaza Rizal, being a property for public use within the territorial jurisdiction of [Naga City], should be under the administrative control and supervision of the city and not of the province. The Court also said that the province could not claim Plaza Rizal as its property.
"The basis for the claim of ownership of Camarines Sur, [including] the tax declaration covering Plaza Rizal in the name of the province, hardly convinces this Court. Well-settled is the rule that a tax declaration is not conclusive evidence of ownership or of the right to possess land, when not supported by any other evidence. The same is merely an indicia of a claim of ownership," said the Court.
It also said that the certification issued by the Department of Environment and Natural Resources (javascript:void(0);) that states that Plaza Rizal is claimed solely by Camarines Sur is not a categorical proof of ownership.

It further said that the province only had the right to administer and possess Plaza Rizal "prior to the conversion of the then Municipality of Naga into the independent City of Naga."

The said right, according to the Court, was governmental in nature (javascript:void(0);), and "its possession was on behalf of and in representation of the Republic of the Philippines (javascript:void(0);), in the performance of its political functions."

The conversion of Naga to an independent component city from being a municipality of Camarines Sur removed the right of the province to administer the plaza, "which ceased to be part of the territorial jurisdiction of Camarines Sur" when the charter of Naga City was enacted, the Court said.

The Court also said that a public plaza is a public land belonging to, and, subject to the administration and control of, the Republic of the Philippines.

"Property for public use can be used by everybody, even by strangers or aliens, in accordance with its nature; but nobody can exercise over it the rights of a private owner."

In the case of Plaza Rizal, Naga City is the proper agent of the Republic of the Philippines that should administer and possess the plaza, according to the Court.


Plaza Rizal, with an area of 4,244 square meters, is located in front of the old provincial capitol building of Camarines Sur in Naga City, which was the capital of the largest Bikol province until 1955. It had served as the front lawn of the old capitol site.

Pili, CamSur. Forty-five barangays of Calabanga, Camarines Sur stand to benefit from the 45 motorcycles handed out by Gov. LRay Villafuerte to the barangay captains during the turn-over of the vehicles at the CamSur Watersports Complex, here October 6.

During the event, the barangay officials asserted their whole support to the programs and projects of the governor, who in turn assured his constituents of his continued support to all the undertakings of the various barangays by giving support to their needs for vast and efficient implementation and management of their official affairs.
The program is geared towards a more effective leadership in the barangays through strengthened implementation of programs and projects, as well as enhancing the mobility of the officials in times of calamity and other emergencies.

Local officials have earlier coordinated with the Provincial Government with the challenge that they are faced with in reaching the far-flung sections in their locality to effect aid in times of need, as well as in the implementation of some of their programs.

Some 100 motorcycles have already been distributed to different barangays in the province as part of the program which has been an ongoing activity of the Province of Camarines Sur aimed at discerning the major needs of its constituency in consonance with Gov. LRay’s advocacy of providing the major needs of the barangays, especially those outside the hinterlands of the province.

A multifaceted training aimed at boosting the nutrition program in the province kicked off yesterday, October 8, 2009, under the joint sponsorship of the Nutrition Council of the Philippines and the Provincial Government of Camarines Sur at the conference hall of Crown Hotel in Naga City and is slated to last for a week.

Dealing on Infant and Young Child Feeding (IYCF), “Pabasa sa Nutrisyon” and Promotion of Eggs and Vegetables, said training is actually a component of the Accelerated Hunger-Mitigation Program of the national government wherein the participants are city and municipal implementers such as municipal action officers, municipal social welfare development officers and rural health nurses.
Said training in Camarines Sur, actually the second batch, was participated in by eight municipalities namely Buhi, Caramoan, Goa, Lagonoy, Garchitorena, Siruma, Presentacion and Tigaon.

The provincial government is giving more emphasis on nutrition and health concerns in the province in furtherance of Governor LRay Villafuerte’s thrust on Health and Nutrition.

Among the resource speakers of the training were officers from the National Nutrition Council (NNC) and the Provincial Health Office (PHO) of Camarines Sur.

Marlyn Valesa of the National Nutrition Council took note of the staunch efforts of the provincial government, thru the Provincial Health Office, in fighting malnutrition in the province thru its initiatives such as the LRay Vita Kidz supplemental feeding program and Nutri-Escuela.

Valesa challenged the participants to share the knowledge and information gained from said training down to the barangay level.

If it will be possible, I would suggest that Naga and Legazpi jointly host the Ad Congress for better exposure of the Bicol Region. Any way, local tourists who go to Naga would always want to see Mayon Volcano especially first time visitors and those who make Legazpi their main itenerary would also want to make a side trip to CWC. So why not make it a joint project. This is a very big opportunity of exposure of Bicol with all the big advertising companies and the advertisers in attendance.

If it will be possible, I would suggest that Naga and Legazpi jointly host the Ad Congress for better exposure of the Bicol Region. Any way, local tourists who go to Naga would always want to see Mayon Volcano especially first time visitors and those who make Legazpi their main itenerary would also want to make a side trip to CWC. So why not make it a joint project. This is a very big opportunity of exposure of Bicol with all the big advertising companies and the advertisers in attendance.

They can't do anything anymore. The President already signed it into law. The only possible thing, if I'm right, is that the Supreme Court may nullify it. That's if the SC will do so.

The Ad Congress is a very big convention with I think more than 3,000 participants. Individually, Naga or Legazpi may not be ready yet to host a gathering of this magnitude. Hotel rooms for both cities combined may not yet reach 1,500 to accommodate the participants. So both really have to share at this time. Unlike the PRISAA meet where you can accommodate the student athletes in classrooms, many participants here are very picky. They would want 5 star accommodations. That is why they only hold their congress in either Baguio, Cebu, Davao or Metro Manila.

Pero, pagnakuha natin ang opportunity na ito napalaking bagay ito. A very good investment.

TWENTY-ONE senior nursing students of the Health Care Department of the University of Saint Anthony in Iriga City recently conducted their culminating activity at Sta. Teresita Tribal Settlement, as part of their community outreach program to various locations within the Rinconada District.

Dean Luzviminda De Villa, accompanied by barangay officials of Sta. Teresita, watched the culminating program held at the Tribal Settlement last October 10, 2009. The activity, according to Dean De Villa is the first ever and a pioneering program for the graduating students of USANT undertaking a continuous three days and two nights immersion in the targeted communities.

A total of 247 fourth year nursing students from the educational institution were sent out to five different locations, at Sta. Olalia in Baao, La Purisima, Iriga, Sto. Domingo, Nabua, Santiago, Bato and at the Sta. Teresita Oyango Tribal Settlement in Iriga City.

An advance team of seven Clinical Instructors from the Health Care Department, panned out, preparatory to the Immersion to identify the targeted beneficiaries, based on the social and economic conditions of the particular community.

Dean De Villa was obviously pleased at the selection of the Tribal settlement and even donated to the barangay captain a modern blood pressure sensor, to help monitor the health of barangay constituents. The Oyango tribal community on the other hand was appreciative of this latest group of outsiders, coming to the tribal settlement to do their community work.

NAGA CITY---The 2009 SEA Write Awardee and National Bookstore consultant, Abdon M. Balde Jr. has been invited as a Speaker in the Professional Literary Symposium on October 9, 2009 in The Blue Room of The Arts House located at 1 Old Parliament Lane, Singapore.

The subject of the symposium is “Read ASEAN: A comparison of consumer bookbuying habits and trends within the ASEAN.” How do book-buying habits compare across different markets in the region? Do readers in the ASEAN consume books in native languages or foreign publications? Do inter-ASEAN translations play an important role?

The other speakers on this panel will be Mr. Hiroshi Sogo, GM of Book Kinokuniya, a retailer with branches in Singapore, Malaysia, Thailand and Indonesia; and Mr. Vasin Permsup, Vice-President of the Thailand Booksellers Association. Mr. Peter Schoppert will moderate the discussions.

The Speakers will provide statistics and overviews of book-buying trends in their respective countries. For example: statistics, or a general overview, of buying trends in the Philippines. Which genres are most popular? Have there been any changes over the years? Local content versus imported content? Any regional ASEAN content? Do Tagalog/Filipino translations work or do people prefer to read the original text in English? Scientific researches have significantly catapulted men into one of his most powerful stature --- making complicated things easier for his convenience. Yet science seemed like an enduring mystery that the world should constantly resolve.

In response to this, the University of Northeastern Philippines (UNEP), in cooperation with the Association of Science Students, Educators and Trainers (ASSET) marked their 2-day Science Week Celebration held at the UNEP Mini theatre on October 6 and 7, with a successful activity, under the theme: “responding to global challenges thru science and technology.”

One of the highlights of the celebration was the talk given by Engr. Manuel Sn. B. Lucena Jr., Department of Science and Technology (DOST) Region V Chief Science Research Specialist. Engr. Lucena discussed the importance of enhancing man’s productivity by equipping him with the proper training and skills thru the Small Enterprise Technology Upgrading Program (SET-UP).

“To support SME’s, we also have the Regional Standards and Testing Laboratory (RSTL). It provides laboratory testing support to Small and Medium Entrepreneurs (SMEs) and other clients to ensure that their products are well within the quality standards. It also helps the patrons in developing their stuffs and to comply with the market standards.”

Aside from his valuable tips for aspiring entrepreneurs, Engr.Lucena also cited some of the services at stake at DOST. One of which is the Science and Technology (S&T) Scholarship which provides undergraduate educational assistance to poor but deserving students. This is also pursuant to Republic Act 7687 which specifically merits scholarship for students who belong to the upper 5 per cent of the graduating class and who expressed an intention to pursue Science and Technology courses in selected universities.

UNEP President Atty. Remelisa Alfelor-Moraleda also talked about the great technological advancement that has tremendously driven an upward stream of development in practically all aspects of our society. “Technology has provided us with a great advantage, particularly in the field of communication. In just a flick of a finger, you can have all the information you need thru the search engines provided by the world wide web.”

The successful activity just reaffirms that science innovation provides opportunity for growth and can propel our economy to greater heights--- and UNEP will certainly see to it that their students are equipped with the best learning and an encouraging environment to enhance their competitive skills.

NAGA CITY --- For the two successive typhoons that hit the country recently, the National Irrigation Administration (NIA) recorded some P86M losses to rice crops all over Bicol due to damages in irrigation facilities.

The damages wrought to irrigation facilities included washed out and eroded canals and embankment which have affected some 4,461 hectares of rice farms, according the NIA record.

It also reported that some 6,696 rice farmers were affected by typhoons “Ondoy” and “Pepeng.”

But according to the Department of Agriculture (DA), for typhoon “Pepeng” alone the report of the local government units (LGUs) the damage to crops in four provinces had reached P75M worth. Rice crop in four provinces in Bicol recorded the heaviest toll.

Marilyn V. Sta. Catalina, director for operations and regulatory, reported that some P65.7-M worth of rice in various stages of growth in some 1,968 ha. were greatly affected by flooding in the provinces of Albay, Sorsogon, Camarines Sur and Catanduanes.

Sta. Catalina said the amount of losses in rice production comprised 1.46 percent of the total production target of the region.

She added that losses in fruits and assorted vegetables were estimated to reach P9.8M while in corn, the losses were estimated at P189,935.

“Camarines Sur province got the heaviest losses,” Sta. Catalina said.

She said the agricultural losses are expected to increase with the coming in of reports from other municipalities and provinces in Bicol.

DA Regional Executive Director Jose V. Dayao said that as soon as the final damage report has been completed the regional office will submit to the DA central office the necessary recommendations and rehabilitation plan.

As in the previous calamities, assistance to farmers usually includes provision of seed subsidy and or inputs, Dayao said. He urged affected farmers to plant early maturing varieties and practice direct seeding or “tiprak” to recoup from the losses wrought by typhoon Pepeng.

The DA has also mobilized its agribusiness and marketing personnel to monitor prices of agricultural commodities so that measures could be taken to cushion the impact of probable price increases and prevent traders from taking advantage of the situation by jacking up the prices of agricultural goods and commodities.

IRIGA CITY --- Joint elements of Iriga City Police Station (ICPS) and Task force Kapalibutan have intercepted a truckload of flat stone reportedly taken form the upland village of Buroc-busoc, Buhi Camarines Sur, the other week.

The Fuzo truck, with Plate Number RHA-346 was being driven by a certain Welson Oggo Y Villamera 30, of Purok 4, Barangay Galas, Labo Camarines Norte when flagged down by Task Force Kapalibutan members headed by former Punong Barangay Kenneth Serrano in San Agustin at around 10:55 pm last October 6, 2009.

Serrano immediately alerted the police when Oggo failed to show proof that there’s nothing unlawful in transporting said flatstone even as he admitted that it was the first time he carried out the task.

Investigators learned that the Fuzo truck with C R# 81393760 dated March 20, 2009 is registered under the name of Melvin B. Martin of 18 Olympia Subdivision, Pulilan Bulacan.

The driver said the vehicle were both placed under the custody of Task Force Kapalibutan while awaiting the vehicle owner to appear as police authorities coordinated with their counterparts in the neighboring Buhi town for further investigation.

In another development, police authorities here are set to file murder charges against Ramil Ajero of Brgy. Perpetual Help who allegedly killed Pedro Manteza of the same village some three years ago.

Since 2006, the crime had been kept secret until Ajero’s wife who asked police assistance because she could no longer bear the ruthlessness of her husband decided to spill the beans.

When asked why she did not report the crime immediately, the wife said she was threatened by her husband that something bad would happen to her should she divulge the crime he committed.

The victim’s skeletal remains were exhumed in shallow creek, a week after it was reported.

Naga power facility goes to SPC Power

Listed SPC Power Corp. has bagged the 55-megawatt (MW) Naga Land-Based Gas Turbine under a negotiated sale with the Power Sector Assets and Liabilities Management Corp. (PSALM).

SPC Power agreed to match PSALM’s reserve price of $1.008 million for the Cebu-based power facility, the third power asset bought by the company from PSALM. SPC Power’s initial offer for the facility was $429,488.

The facility is the seventh operating power plant sold by PSALM this year. The state agency failed to sell it in auctions held in April and June. Under the rules, PSALM may go into negotiations with any interested party after two failed biddings.

With the sale of the Naga plant, PSALM has bid out a total rated capacity of 1,780 MWs this year, spread among seven power generating plants.

These include the 600-MW Batangas (or Calaca) Coal-Fired Thermal Power Plant; Power Barge (PB) 117 and the PB 118 rated at 100 MW each; the 620-MW Limay Combined-Cycle Power Plant; and the 305-MW Palinpinon and Tongonan geothermal power plants.

PSALM had turned over to SPC Power Corp. the Panay and Bohol diesel power plants after the company paid $5.86 million.

In 1994, SPC Power, then known as Salcon Power Corp., won the Rehabilitation, Operation, Maintenance and Management Contract for the 203.8-MW Naga Power Plant Complex.

SPC Power is a consortium led by Salcon Philippines, Inc., a unit of Singapore’s Salcon Ltd. SPC’s subsidiaries are Bohol Light Co. Inc., Salcon Island Power Corp., and SPC Electric Company, Inc. SPC Power also has equity investments in Mactan Electric Co. and KEPCO SPC Power Corp.

The company’s second-quarter profits went down by 46.5% to P103.9 million due to lower foreign exchange gains and the revaluation of the company’s dollar denominated debts.

SPC Power’s revenues, however, went up by 42.9% in the second quarter to P428.2 million, from P299.6 million last year.

IRIGA CITY --- Nestle Philippines Vice President Jay Magistrado Dimaiwat will be the congressional bet of the Liberal Party (LP) in the 4th District of Camarines Sur in the upcoming 2010 elections.

The announcement was made by the young Irigueño executive during a radio interview early this week, where he categorically denied that he had already decided to set aside his political plans in favor of someone else.

"I don't know where that reports came from, but I have a strong hunch that it's a handiwork of some people out to discredit me due to insecurities," Dimaiwat pointed out.

"ln fact, I have been telling my constituents since I started going around in six municipalities and this city regarding my intention to seek a seat in the House of Representatives." he said.

Responding to some reports that he actually belongs to Gov. L-Ray Villafuerte's political camp, Dimaiwat said the governor has nothing to do with his political aspirations because the money being spent by him since he started his "Oplan-Pakilala" came from his own pocket.

The chance to become a congressional bet under the LP according to Dimaiwat was an off-shoot of a series of meetings with LP officials held in different venues in Metro Manila for the past few weeks.

The decision to join the LP, Dimaiwat explained, was not his alone but was reached upon consultations with the members of Go Rinconada Movement, a civic organization that he founded and was responsible for some environment-friendly projects and feeding program, which benefited Rinconada constituents for the past few years.

When asked by Bicol Mail on his decision to support the Aquino-Roxas tandem, he said, "Noynoy and Mar" are the most qualified among presidential aspirants as far as their ability and credibility are concerned.

"With leaders like them, there's no reason why this country cannot achieve moral recovery and good governance," Dimaiwat emphasized.

Dimaiwat is set to take his oath as LP member and Rinconada's congressional bet in Manila next week, it was learned.

Aside from Dimaiwat, Vice Governor Salvio Fortuno and former City Mayor Emmanuel Alfelor have already announced their intentions to join the Congressional race in 2010 elections since early part of this year.

The Alfelors and their allies will join presidential contender and Defense Secretary Gilberto Teodoro of Lakas-Kampi coalition, while Fortuno and members of Lakas-CMD, under the headship of Gov. Villafuerte have switched allegiance to the Nacionalista Party of Senator Manny Villar.

‘Timid’…that’s the persona that I’ve construed from the short phone interview with MR. FREDERICK RAVAGO EBOÑA. Reserved as he may be, he has now all the reasons to make some noise and rejoice as he placed 2nd in the recently held National Criminology Licensure Board Examination. Born second to Mrs. Eufemia & Mr. Federico Eboña Jr. and a native from Daet Camarines Sur, Frederick was initially inclined to take up BS Social Work. However, he was inspired by his late uncle – Tito Jun-jun so to speak – who was a law enforcer in Legaspi City; therefore deciding to shift to BS Criminology at Naga College Foundation.

Life was tough for Frederick as he struggled with his studies and a part time job at a known Fast Food Restaurant. His teachers could only praise his good efforts. Though under pressure, he has always been at the top of his class.

Armed with his good looks, great qualities and a top notch place in the 2009 National Criminology Licensure Examination… you may think that Frederick has it all. Yet he keeps his head grounded and never thought of boasting his feats. In fact, he aspires to take up Education in the future to still be of service to this fellow Bicolanos.

IRIGA CITY --- Alarmed by the unabated stealing of water meters, the city government here and the Iriga City Water District (ICWD) management have separately offered rewards for those who can provide information that may lead to apprehension of the evasive perpetrators.

This was announced by a ICWD official who stressed that such initiative would help a lot in urging the public to actively participate in confronting the issue, and find the right solutions to the problem.

Interviewed by Bicol Mail, ICWD’s Technical Division Chief Engr, Amalia Rariza on Monday said, that the P10.000 bounty to be given to an informer was initiated by the ICWD Board of Directors, chaired by Atty. Remelisa Alfelor-Moraleda through a resolution passed during its board meeting last week process,”

“But there will be due process” Rariza assured as she explained that said amount would only be turned over to those who deserve it upon determination of the city prosecutors office that there is a probable cause to file information against the suspects.

Aside from P 10,000, Mayor Madelaine Alfelor-Gazmen had announced earlier through a local radio station that the city government is inclined to give a P100,000 bounty for every tipster or informer who could provide any information which may lead to resolving the issue

With nearly 9,000 subscribers, more than half of ICWD’s 22 service areas have been affected by the robbery, Rariza said. From nearly three dozens two weeks ago, the number of stolen water meters has increased to 59 as of October 14, she added.

Affected villages were Sto. Niño, Salvacion, San Antonio, San Nicolas, San Vicente, San Agustin, Perpetual Help, Sta Teresita, Sta Cruz Sur, San Roque, San Francisco, San Juan and San Miguel.

Latest victims were subscribers from San Juan with three cases and another one from San Vicente Sur. Except for two consumers whose water meters were stolen twice, all the victim subscribers shouldered the re-installation fees for the lost ICWD properties, Rariza said.

When asked on the practice of installing water meters outside subscribers’ compound, she said “it’s a matter of policy,” adding, that it’s a part of their program which aimed at reducing the 33% non-revenue water of ICWD.

She explained that such policy has to be implemented to prevent the occurrence of leakage, illegal tapping and the burden that meter readers encounter when water meters are inside subscribers’ compounds.

Meanwhile, while the Iriga PNP remains scoreless, a team of village watchmen of San Miguel had apprehended a group of youngsters while conducting a foot patrol at around 11:00 PM last Sunday

Seized from them were pieces of steel pipes but were ordered released later by police authorities in the absence of evidence to prove their involvement in the rampant theft of water meters.

In a related development, general manager Wilmor Meniolas of Nabua Water District also reported 10 cases of stolen water meters for the past few weeks.

NAGA CITY---For the 13th time, the Regional Trade Fair dubbed “Orgullo Kan Bikol” to be held at SM Mega Mall, Mandaluyong City on Oct. 22-25 targets to generate sales of at least P10M.

“Amidst great challenges we are facing now, we are still confident to generate P10M for the four-day trade fair,” Jocelyn L.B. Blanco, regional director of the Department of Trade and Industry (DTI), said.

Blanco said the trade fair that the DTI spearheads would be complemented by the Department of Tourism’s (DoT) “Gayon Bikol sa OK Bikol” which will showcase the best tourist destinations in the region.

“It will give an appealing socio-cultural touch,” she added.

Blanco said the featured products of this year’s trade fair include wearables, home furnishings, gifts and holiday decors, food with special setting on bayong and creative handicrafts.

A total of 134 Bicolano entrepreneurs are expected to sell their products to institutional buyers and walk-in clients.

The exhibitors would come from the six provinces of Bicol with Albay the most number with 33, followed by Camarines Sur with 24, Sorsogon with 14, Catanduanes with 9, Camarines Norte with 6 and Masbate with 5.

Aside from exhibitors the DTI assisted, 43 Comprehensive Agrarian Reform Program (Carp) beneficiaries/entrepreneurs are also to join the trade fair. These Carp beneficiaries are assisted by the DTI through the livelihood program.

Albay Gov. Joey Sarte Salceda, regional development council chairman, is to deliver the keynote address during the opening program on Oct. 22 which will start at 10:00 a.m. at the SM Mega Mall.

NAGA CITY --- Southern Luzon-Bicol champion University of Nueva Caceres Greyhounds are sweating it out in practice and hardcourt drills as they look forward to more exciting tussles in the Naga-leg of the South Luzon-Bicol-MM Zonals that will pit them with high caliber teams from Metro Manila next month.

The Greyhounds, two time champion in the Naga City Intercollegiate Basketball sponsored by the city government, swept all four assignments in the regionals to advance to the South Luzon-Metro Manila zonals of the 2009 Philippine Collegiate Champions League.

To be qualified to the “Sweet 16” berth which include the Final Four teams of both the University’s Athletic Association of the Philippines (UAAP) and the National Collegiate Athletic Association (NCAA) as contenders, the UNC Greyhounds have to get past its three contenders in the South Luzon-Bicol-Metro Manila zonals scheduled at the UNC sports palace here from Nov. 12 to 14, another highly-charged sports extravaganza that Bicolano basketball fans will surely enjoy.

These three other contenders include the much-vaunted De La Salle Green Archers, St. Francis of Assisi, defending champion of the Universities and Colleges of Luzon Athletic Association (UCLAA) and the champion of NCAA-South.

In the South Luzon elimination round, UNC trounced Bicol Colleges, 76-66 in the opener last week. It next sent to the wayside Tabaco City’s Amando Cope College, 71-40; Sorsogon’s Computer Communications Development Institute, 69-62; and Quezon Province’s Calayan Educational Foundation, 80-60.

Each participant will be accompanied by his/her respective trade attaché for the 4-day meet.

APEC will shoulder the round-trip airfare of participants plus per diems at US$105/day for four days.

DARAGA, Albay --- A young professional from this town will speak in the International Convention of Quality Control Circles on Oct. 23, this year, at the Cebu International Convention Center.

Gilbert M. Llovit, 29, a graduate of Master of Public Management from the University of the Philippines will present his technical paper, “The Saga of Naga City: Local Solutions to World Class Quality Governance” before an international audience.

Llovit’s paper was selected from various entries coming from Bangladesh, Chinese Taipei, China, Hongkong, India, Indonesia, Japan, Korea, Malaysia, Singapore, Sri Lanka and Thailand. Llovit is one of only two Filipino speakers to present paper. The rest are six Indian nationals, one Korean and one Malaysian. More than 945 participants are expected to attend the convention.

The international convention will be attended by leading quality and productivity individuals, companies, public and private organizations in the Philippines and various Asian countries.

Llovit’s technical paper will also be published in the highly respected Philippine Journal of Public Administration (PJPA) of the University of the Philippines Diliman in December 2009. There is also a possibility that it will be presented to the Ninoy Aquino Foundation.

The paper presentation is a posthumous salutation to the unsung heroes of People Power Revolution of 1986 and the Saint of Democracy and Mother to the Philippines, President Corazon C. Aquino, whose inspiration drove Naga City through its leader Mayor, Jesse Robredo, into the dynamics of local innovations by tapping people empowerment in order to achieve world class quality governance.

Llovit is well adept on Quality and Environmental Management Systems ISO 9001: 2008 and ISO 14001: 2004. He is currently pursuing online course on Knowledge Management from the United Nations, NY and a passer of the Career Executive Service Board.

ON a chilly evening last Saturday, September 26, 2009, I had the chance to see the presentation of the Yangtze Repertory Theatre entitled “Traces Variations in Foreign Land #10” in Flushing Town Hall Auditorium in Queens, New York.

The dramatic presentation was the brainchild of young talented multiracial choreographers David Chien Hui Shen, Mica Bernas, Kyla Barkin and Aaron Selissen.

Remarkable was Mica Bernas (see center lady in the picture) who came from the Philippines. Her impressive input showcased part of the culture she brought from Asia’s emerald islands. Complementing the modern innovative dances of the other choreographers, Mica’s presentations were as exuberant as they were agile--- their nuances of movement were so pleasing that I was focused thinking how the young Filipina artist and her companions could come up with those athletic, but graceful dance sequences.

“Mica Bernas was born and raised in Manila, Philippines and started her training at the Cultural Center of the Philippines Dance (CCP) School under the direction of Noordin Jumalon. In 2002, she joined Ballet Philippines (BP), performing and touring with the company as a soloist in works by Alice Reyes, Denisa Reyes, Tony Fabella, William Morgan, Agnes Lugnasin and Agnes Locsin.

She was a representative of the Philippines in ASEAN Arts Festival in Cambodia in 2002 as well as ASEAN production of REALIZING RAMA featuring collaborating artists from ten South East Asian Countries (Brunei, Cambodia, Laos, Indonesia, Malaysia, Myanmar, Singapore, Thailand, Philippines, Vietnam) in 2003 and 2006.

Since arriving in New York in 2006, she has worked with Max Luna III, Karole Armitage, Connecticut Ballet, Zig Zag Ballet, H.T. Chen and Dancers, Leonides D. Arpon, Marta Renzi and Gallim Dance. She is currently a member of the Carolyn Dorfman Dance Company and a founding member of Akin, Amin, Atin, an ensemble, which is committed to developing and presenting contemporary, multicultural works by Filipino contemporary artists. BAGUIO CITY – This mountain resort city will no longer be the venue for the 23rd staging of the prestigious Philippine Advertising Congress after organizers withdrew due to safety reasons.

The Philippine Advertising Board sent an official letter to Mayor Reinaldo A. Bautista Jr. informing him of the group’s decision to withdraw the staging of the Ad Congress in the city, citing concerns for the safety of their sponsors and participants after Baguio was heavily devastated by the onslaught of Typhoon Pepeng.

The Ad Board is currently scouting other possible venues for the Congress, which will be scaled down to reflect sentiments about the latest disasters that struck the country.

Contrary to posted items in internet social networking sites that the Ad Congress will be brought instead to Subic, organizers of the biennial event said there is still no new venue since the decision to withdraw from Baguio city came late.

Aside from scaling down the activities lined up for the three-day event, the Philippine Advertising Board will also allocate part of the proceeds of the Ad Congress for relief operations to calamity victims in sympathy for those who were affected by the recent disasters.

The Ad Board decided to withdraw the Ad Congress from Baguio since roads leading to the city have become too dangerous and travel time was extended from six to nine hours after a re-routing plan was enforced due to the damage to both lowland and highland infrastructure.

While the organizers had a difficult time deciding on the withdrawal, sources claimed the safety of the sponsors and the advertisers was their primordial concern in making such decision.

Local tourism industry stakeholders were saddened by the withdrawal, calling it a huge setback to the city’s booming tourism industry which was supposed to reach its peak during the event.

Over 4,000 delegates were expected to attend the Ad Congress scheduled from November 18 to 21, 2009 in different venues here.

The Ad Congress is a showcase event where the latest trends are discussed by leading media and advertising industry leaders.

Earlier, officials of the Baguio Conventions and Visitors Bureau vowed to exert extra efforts to convince the Ad Board to reconsider its decision, assuring that most of the devastated areas, including the roads leading to the city, will be in excellent condition before the event starts.

NAGA City, 377 kilometers south of Manila, is the seat of Catholicism in the Bicol Region and known as the home of Bicol patroness, Our Lady of Peñafrancia.

A small compact chartered city with all the historical landmarks just within a kilometer radius from the central business district, Naga actually had little to offer tourists until the provincial government of Camarines Sur built in 2005 the Camsur Watersports Complex (CWC) in the neighboring town of Pili.

With the CWC now a major tourist drawer in the region, Naga City has become a take-off point to reach other tourist destinations in the province, like the world-famous Caramoan, the site of that TV reality show “Survivor.”

Tourist arrivals here are largely attributed to the marketing of the city as a venue for conventions and study tours on the good governance practices and innovations that earned Naga City Mayor Jesse Robredo the 2000 Ramon Magsaysay Award for public service.

But visitors to Naga with only P500 in their wallet can still find much to see and do in a day, most of them easily accessed via public utility jeepneys or tricycles at the minimum fare of P7.

Start the day by taking a tricycle from the city center to Dayangdayang, for a light breakfast of kinalas (a local noodle soup), eaten plain or with hot sauce, for just P30.

From here, take another tricycle ride to the Museo del Seminario Conciliar de Naga to view antiquities of Pre-Hispanic pottery and porcelain and 18th century church artifacts.

Fabie Arejola, the museum curator, is always on hand to showcase and explain the collections, rare pieces because they are uniquely Bicol. The museum is open from 9 a.m. to 5 p.m. and entrance is free.

The museum, the only one in the city, is located in the Holy Rosary Minor Seminary within the Metropolitan Naga Cathedral compound. Built in 1875, it was once a vocation house of the colonial clergies. Declared a national historical landmark by the National Historical Institute on January 29, 1988, its architecture is undoubtedly colonial – composed of arches, bricks and tiles.

A P7 jeepney ride to San Felipe will take you to the Peñafrancia Shrine, the original home of the Bicol Patroness, which was built in 1750. From here, take a tricycle (P7) to Peñafrancia Basilica Minore to appreciate the serene landscape and stained glass work of Pancho Piano, a Bicolano artist.

To get back to the central business district, take the padyak (pedicab) at P5, to the corner of Magsaysay Avenue, the burgeoning new commercial strip here, and then ride a public utility jeepney to the Naga City Public Market. Hunt for bargains at the novelty shops at the ground floor, from key chains costing P10 to abaca slippers at P50 a pair. Pili nut products can be bought for P50 to P60 for a 200-gram foil pack.

Discover the nooks and crannies of the city from the public market by walking to Plaza Rizal, Plaza Quezon and Plaza Quince Martires – small islands of space and folliage where one can just sit and observe the city pace and its people.

Have lunch at a restaurant of your choice. For Filipino and Bicol specialties, check out Geewan’s laing, pinangat or kare-kare at prices that range from P95-P150. American dishes are available at Biggs in front of Plaza Quince Martires at P100-P120. Several fastfood restaurants like Jollibee, McDonald’s, Greenwich and Kentucky Fried Chicken are also clustered here.

A visit to the CWC at the capitol complex in Pili, Camarines Sur provides a different experience, as one watches extreme watersports of wakeboarding and water skiing. To get there from the central business district, ride a tricycle or jeepney to the central bus terminal for a P7 fare. Hop on a bus going to Legazpi City or Partido area and stop at the capitol complex in the village of Cadlan. (Fare: P12). Then hire a padyak, tricycle or single motorcycle for P10 to reach CWC.

Visit the Eco Village inside the capitol complex and explore the man-made cave, hanging bridge and domed aviary. Retrace your way out of the capitol complex, take a ride back to Naga City and get down at the central bus terminal. A stone’s throw away is the SM Mall, where you can watch movies for P100. Or, try the moviehouses in downtown Naga for only P75.

For a few extra bucks, enjoy the nightlife at the commercial strip of Magsaysay Avenue where live music and dining are offered in different joints until 2 a.m. Toast your day and the P500 it took to discover and enjoy Naga City, that the city government has dubbed a “maogmang lugar” (happy place). •

AFTER hurdling scrutiny by the Sangguniang Panlungsod, both at the committee level last week and at its regular meeting this morning, the city government is converting the current island between the Naga City Public Market and Atlantic Bakery into Plaza de Nueva Caceres.

The Arts and Culture committee hearing chaired by Councilor Badette Roco featured interesting comments and suggestions by historians Dr. Danilo Gerona and Jose Barrameda, Jr.

Jose "Jojo" Barcena, Jr., descendant of Federico Barcena who crafted the Plaza Quince Martires monument, conceptualized this new historical landmark meant to celebrate the beginning and end of Spanish reign over Naga. Its scale model is shown above.

The project site and Jojo's descriptive text of the proposed monument, which he calls "Oragon," follows after the jump.

We hope to finish it in time for the opening of the 4th National Filipino Heritage Festival, which will be held in Naga on April 29 and 30 next year.

It's the Almeda House sir..served once as a hospital during the Japanese period. During the "temporary" liberation of Naga some of the fleeing Japanese and Filipinos who sided with the Japs occupied the said house before embarking on a long escape route going to Libmanan..

I strongly recommend that they shall pursue with the installation of the said statue in front of the Advent Theater..they should replace the Macromedia Ad Board which has now become an eyesore with all those dangling tarpaulins and not so maintained lawn or garden whatever you call that...a fountain was supposed to highlight the said Ad Board however, it just minimizes the space for vehicles plying along E. Angeles St...traffic!!!:bash:

NAGA CITY --- The much-heralded formal oathtaking rites of the Nacionalista Party at the CamSur Watersports Complex which was supposed to be held Wednesday, October 14, has been postponed for next week due to bad weather conditions and for public safety.

A media advisory from the headquarters of the Nacionalista Party in Manila stated no exact date for next week’s ceremonies.

Sen. Manny Villar, NP President and his top colleagues in the party, including Vice President Noli de Castro, were supposed to arrive at the provincial capitol grounds in Cadlan, Pili, Camarines Sur but a sudden heavy downpour with gusty winds and thunderstorms early in the morning gave the organizers with no choice but to cancel the event which many expected to be the biggest oathtaking event ever for the NP in Bicol.

It had been vaunted about that some 20,000 top local officials and ward leaders from the province to be led by CamSur Gov. LRay Villafuerte and Vice Gov. Salvio Fortuno will be welcoming the NP presidential bet and his party at the capitol grounds for the mass oathtaking rites with other top party converts from the six provinces of the region also in attendance.

The governor, a Lakas-NUCD member, had announced in a radio broadcast here that he and his partymates in the province have decided to shift their party loyalty to the Nacionalista Party where Manny Villar will be the official presidential candidate.

The governor said that except for the congressional race in the second district of Camarines Sur where his father is the congressman, the NP where he is the provincial chairman will put up candidates in practically all the 35 towns and one city (Iriga) of the province. He also said that the NP will not pick a candidate for congressman in the third district where the incumbent is Rep. Arnulfo Fuentebella who is a political ally though the latter may have belonged to a different party, the Nationalist People’s Coalition (NPC).

PILI, CAMARINES SUR---Gov. Luis Raymund “LRay” Villafuerte Jr., the regional chair of Lakas in Bicol, has turned his back from the party he joined since he was elected in 2004 to win the gubernatorial race twice.

Villafuerte said he decided to join the Nationalista Party (NP) of Sen. Manuel Villar because he sees the NP as the 8 “strongest and most organized.”

“The Nacionalista Party is the strongest and most organized party in Camarines Sur because it has already a line-up from the governor to the lowest local elective position,” the governor declared.

Among those expected to swear in before Villar are League of Municipalities president Fernando Simbulan, Vice Mayors’ League President Nat Capucao, Councilors’ League President Antonio Olaño, and Association of Barangay Captains’ (ABC) President Glen Gontang.

Everything is ready for the mass oath taking scheduled a former stalwart and members of Lakas-CMD Wednesday but the weather won’t permit, according to an executive assistant of Villafuerte Jr.

“Gov. LRay has decided to postpone the oath taking ceremonies because of the rains brought about by a low pressure edging to Bicol and the rescheduled date will be announced soon,” Ernesto Verdadero, executive assistant to the governor of Camarines Sur said.

Verdadero said the advance party of Sen. Manuel Villar is already here but it has to be postponed and reset for another day to ensure the attendance of some 30,000 supporters.

Villafuerte Jr., the son of Rep. Luis R. Villafuerte Sr. who had been the national president of Kampi until he resigned before the merger of Lakas-Kampi and declared to be a partyless independent, started in politics under the Lakas-CMD until his second term as governor of Camarines Sur.

The mass oath taking is viewed as one single biggest defection of Lakas leaders and members in Bicol.

Camarines Sur is the biggest province among the six provinces in Bicol in terms of area and population.

“The NP is the oldest party in the Philippines that catapulted six presidents aside from high-ranking officials who had served the nation in its 100 years history,” Villafuerte added.

The mass oath taking which will be rescheduled is expected to be attended by Villar, Senators Pia and Allan Cayetano, lawyer Adel Tamano and Representative Gilbert Remulla.

City dad wants Gov. LRay to leave Plaza Rizal pronto (http://www.bicolmail.com/issue/2009/oct15/xdad.html)

NAGA CITY --- Reminding that Camarines Sur Gov. L-Ray Villafuerte’s time in Plaza Rizal is up, a city councilor who once served as the city legal officer asked the province’s top executive officer to leave the plaza immediately following a Supreme Court decision that places the city-based plaza under the administrative control and supervision of the city government.

“As an honorable governor, the most prudent and appropriate for you to do is to leave Plaza Rizal immediately,” City Councilor Nelson S. Legacion stressed in a privilege speech he delivered during the Sangguniang Panglunsod regular session here last Tuesday, Oct. 13.

On Sept. 18, 2009, the Supreme Court promulgated a decision which read, thus “… the local government unit that is the proper agent of the Republic of the Philippines that should administer and possess Plaza Rizal is the City of Naga.”

The same decision also held that “allegation of ownership by the provincial government [of Camarines Sur] by continuous adverse possession [of Plaza Rizal] since time immemorial does not hold water.”

Legacion noted that with the Supreme Court decision, the provincial government of Camarines Sur has been illegally occupying the Plaza for the past 51 years since Naga became a chartered city on June 18, 1948 that effectively placed all properties within the city, including Plaza Rizal, under its territorial jurisdiction.

“The city of Naga had consistently been very patient and respectful of the law and the processes of the courts; let us therefore call on the province of Camarines Sur to do the same and obey the recent decision of the Supreme Court,” Legacion said.

“Tama na! Sobra na an 51 anyos!” (Enough is enough; fifty-one years is too much), the city councilor lamented as he called on those occupying the plaza and the merchants who leased it for a flea market to leave quickly the hallowed ground. “Magharale na tabi kamo dyan sa Plaza Rizal! Irespeto po nindo si Gat. Jose Protacio Rizal! Irespeto po nindo an mga residente kan siyudad,” Legacion made his plea in the local language.

In the same privilege speech Legacion said that with the legal victory, it would be worth remembering that former City Legal Officer Rolando Bobis (who is now RTC judge in Labo, Camarines Norte), incumbent City Legal Officer Angel Ojastro III and Legacion himself as former city legal officer were the legal advocates who worked hard in the court battles from the RTC, to the Court of Appeals and the Supreme Court.

The petition for declaratory relief was filed in 1998 before the Regional Trial Court here in Naga City by Atty. Rolando Bobis who first secured a favorable decision from now deceased Judge Barsaga of Branch 61, RTC Naga. It was continued by then city legal officer Legacion before the Court of Appeals. When Legacion left the city legal office the case already reached the Supreme Court and from there Atty. Angel Ojastro III, the present city legal officer, continued the fight until a favorable decision was finally issued by the Supreme Court.

“Credit should likewise be given to our city mayor who, as always, had been very supportive of the quest to recover Plaza Rizal and who even served as the guiding light throughout the entire judicial process,” the city councilor stressed.

He also wanted to share the sweet legal victory with the faithful followers of Dr. Jose Rizal, the officers and members of the Knights of Rizal, and the federation of senior citizens who were elated by the victory.

NAGA CITY---Saying the P700-M dam project would bring more benefits than harm, four mayors in the first district of Camarines Sur where the Libmanan-Cabusao Dam (LCD) project is to be constructed expressed support and non-opposition.

The LCD has been slammed by townsfolk in Lupi, Camarines Sur fearing its operation would submerge a large portion of their town obliterating its history and bring more damage to them.

Cabusao Mayor Totoy Genova said he strongly supports the dam at the same time that he called on the group opposing it to consider the overall socio-economic benefits the project will bring to the first district of the province.

Genova cited the expected increase in palay production, livelihood and better life for the thousands of people whose lives will improve because of the benefits that will be provided by the dam.

Libmanan Mayor Rodolfo Jimenez Sr. belied the claims of lack of public consultation by the dam opponents. He said that a public consultation was held on Oct. 7, 2008 at the Libmanan Covered Court.

“There were more than 500 stakeholders who were consulted and they favored the implementation of the dam project,” Jimenez claimed.

He showed minutes of the public consultation shows wherein among its participants were said to be officials of nine barangays in Lupi and three barangays in Sipocot including 60 residents from the affected villages.

Jimenez said the mayors and municipal planning and development officers of the towns to be affected by the LCD were present and had expressed no opposition to the dam project during the meeting.

Lupi Mayor Raul Matamorosa, although supportive of the LCD, expressed some reservations and wanted assurance from the Bicol River Basin and Watershed Management Project (BRBWMP) for his constituents who will be affected by the rise in the back water of the dam.

Matamorosa wanted better relocation site, just compensation for damages to the families to the displaced and better public infrastructure replacement for the ones to be damaged by the dam.

Mayor Theresa dela Peña, of Sipocot, where two villages will be directly affected by the LCD, expressed similar support and concern like that of Matamorosa.

According to the study of the National Irrigation Administration (NIA) the rise in the back water of the Sipocot River once the dam is completed is expected to affect some 300 residents in barangays Malaguico and Manangle in Sipocot town; Lupi Nuevo; Lupi Viejo; San Pedro; San Isidro; and Barrera Jr. in Lupi town. Sipocot has a total of 46 barangays, while Lupi has 38.

Matamorosa said that the claim of the dam opponents that a large portion of Lupi town would be submerged is premature and unfounded.

He said it would require topographic survey to finally determine which part of the town of Lupi will be reached by the back water including the residents who will be relocated.

The Sanggunian Bayan of Lupi, on Oct. 5, granted Matamorosa the authority to enter into a memorandum of agreement with NIA for the conduct of the topographical survey.

The NIA has allocated P7M for survey. Under the MOA, the amount will be released on a staggered basis to the Lupi LGU based on the survey accomplishments. To start this November, the survey is expected to be finished before March 2010.

As this developed, Bicol River Basin Water Management Project (BRBWMP) is preparing a resettlement site in partnership with the National Housing Authority (NHA) for residents who will be affected by the dam. This resettlement program will be funded by an estimated P500 million to be sourced from the President’s Social Fund and the NHA.

NAGA CITY --- Neal Emerson E. Legacion, a Grade VI student of the Naga Parochial School was awarded a Distinction Certificate in the International Competition and Assessment for Schools ICAS) - English, the highest award garnered by a Bicolano student in the prestigious academic competition.

Other awardees from this city who received their Certificates of Credit are: Rachel Ruth R. de Vera, Grade 3, of the Blessed Lights International Academy; and Gemarie Anne T. Berdon, Grade 5, Tatyana Marie Gonzaga, Grade 5, and Russel Avery Roco, Grade 6, all students of the Universidad de Sta. Isabel.

The young Legacion is the second son of Atty. Nelson S. Legacion, city councilor who incidentally is the chairman of the Education Committee in the Sangguniang Panglunsod, and Atty. Marion Eloisa E. Legacion, private law practitioner.

The ICAS-English is an annual academic exercise sponsored by the University of New South Wales, Sydney, Australia. It is developed by the Educational Assessment Australia and UNSW Global Pty. Ltd. and conducted every year in at least 12 countries which include the Philippines.

The test assesses students, from Grade 3 to 12, for their academic ability in reading and language. The students are tested to locate, identify, interpret, infer, and synthesize information in and about the texts, focusing on the aspects of reading for meaning in literary texts, reading for meaning in factual texts, textual devices, syntax and vocabulary.

More than one thousand Filipino students participated in the competition last August 1, 2009. Eleven Filipino students were awarded with High Distinction, the highest award, 77 with Distinction Certificate, the second highest award, and 226 with Credit Certificates.

It's the Almeda House sir..served once as a hospital during the Japanese period. During the "temporary" liberation of Naga some of the fleeing Japanese and Filipinos who sided with the Japs occupied the said house before embarking on a long escape route going to Libmanan..

I strongly recommend that they shall pursue with the installation of the said statue in front of the Advent Theater..they should replace the Macromedia Ad Board which has now become an eyesore with all those dangling tarpaulins and not so maintained lawn or garden whatever you call that...a fountain was supposed to highlight the said Ad Board however, it just minimizes the space for vehicles plying along E. PILI, CamSur – Farmers from the various rice producing towns of this province will train starting on October 13 on Modified Rapid Composting (MRC), a method which transforms rice straws into organic fertilizers.

Now on its third season, the system of Modified Rapid Composting had been proven to be effective and efficient not only in providing good yield but also in substantially lessening the production cost of farmers resulting in increased profits for them.

Governor LRay Villafuerte has been resolute in his advocacy for local farmers to adopt the technology because it provides the solution to the perennial problem of spiraling cost of agricultural inputs that eat up quite a chunk of their income from their farmlands.
The first batch of farmers from the municipalities of San Fernando which will be the venue, along with Libmanan, Minalabac, Pamplona, Sipocot, and Pasacao will have their MRC briefing on October 13.

The same activity will be conducted on October 14 for the municipalities of Magarao as the venue , Calabanga, Canaman, Bombon, and Milaor.

On October 19, the training will be done in the town of Tigaon with participating farmers coming from the municipalities of Sagnay, San Jose, Lagonoy, Goa, and Ocampo.

Scheduled technical briefing on MRC in the fourth district will be conducted in the municipality of Nabua with farmers from the municipalities of Buhi, Bula, Baao, Bato, and Iriga City.

PILI, Camarines Sur – With the fastest growing global industry of business outsourcing making mark in the country today, Gov. LRay Villafuerte launched the free English Proficiency Program (EPP) to equip jobseekers in CamSur with the enhanced communications adeptness and technical skills of a Call Center agent more than three years ago.

To date, 5,876 graduates have successfully completed training in the continuing program of the EPP and have gained well-paying jobs in top call center companies with the Sutherland Global Services making the most of the EPP with most of its employees having gone through the program. Sutherland is an international outsourcing company situated at the heart of the Provincial Capitol Complex employing close to 1,000 people and is expected to grow to 2,000 by the end of the year.
A large number of EPP graduates have also gained access in other employment with their exemplary oral communications skill while those already employed have made a distinct improvement in their command of the English language.

Initially geared at enhancing the communications skills of enrolees and for increased chance of employment for jobseekers, the EPP has now grown into an indispensable undertaking to most who intend to work in call center industries as well as to those who needed help in spoken English.

To hold “Bunkusai” Cultural Day

PILI, CamSur - The provincial government’s program on Japanese language proficiency continues to provide quality training on Nihongo to Camarines Sur constituents for free and is slated to hold “Bunkasai” or Cultural Day on Friday, October 16, at Camarines Sur IT Park.

The program, which had its debut on February 15, 2005, has undergone changes in its curriculum in order to ensure greater proficiency of the language for its graduates and thus give them the edge in applying for work in Japanese owned corporations and outfits anywhere in the world.

Offering Level IV (Basic Conversational Skills Level) and Level III (Low Intermediate Level) at the onset of the program, now it offers Preparatory, Level IV, Level III and Level II (High Intermediate Level) conducted under the auspices of the Camarines Sur Japanese Language and Culture Center (CSJLCC).
The preparatory course (9 hours) is actually a new addition to the curriculum aimed at gradually introducing the students to Nihongo, allowing them a better grasp and appreciation of the language.

Gov. LRay Villafuerte, in his bid to overcome the “language barrier” which is actually the stumbling block not only for Filipinos but also for foreigners in penetrating the Japanese workforce, established CSJLCC initially called Japanese Language Learning Course (JLLC) by virtue of Sangguniang Panlalawigan Resolution Number 099 aimed at effectively addressing the problem, especially for his provincial constituents.

At present time, CSJLCC has produced 431 graduates in Level IV, 90 graduates in Level III and 20 graduates in Level II. Of said tally, 87 graduates are JLPT (Japanese Language Proficiency Test) passers for level IV, 44 graduates passed Level III and 2 graduates passed Level II respectively. Moreover, additional classes for preparatory course are slated to be held at its new satellite office in Naga City in order to accommodate more students upon the request of the public.

As a customary means of giving a foretaste of the rich Japanese culture, CSJLCC is once again holding a “Bunkasai” or Cultural Day which will showcase among others Ikebana Flower Making Contest, Calligraphy, Origami Making Contest, games and cultural competition.

PILI, Camarines Sur – Bicol’s first Animation Center founded by Gov. LRay Villafuerte in CamSur continues to draw more attention with over 300 students finishing animation courses after the program was launched some three years ago.

The free training in animation work to local artists and enthusiasts in 2D animation turned to be CamSur’s vehicle to the film industry with the film “Dayo sa Mundo ng Elementalia’s” entry in the Metro Manila Film Festival making the mark as the Philippines’ very first full-length, all-digital animation film in the competition and was the Philippines’ entry to international filmfests in New York, Europe and Australia.

The 648-hour course which runs for three months comprises of an intensive training in animators and assistant animators courses. Animators are the main artists who draw the basics and foundation of the scenes, while the assistant animators are the ones who input the details of the drawings and the storyboard.

Graduates from the animation course undergo a rigorous training on the state-of-the-art techniques and skills designed to produce world class animators, at par with leading animation industries worldwide. The CamSur Animation Studio has worked with top-brass clients like PASI, Data Quest, Dog and Bone Animation Studio, Rayudo Vision Media Ltd., and the Cutting Edge Studio responsible for the landmark movie.

Mass oath taking deferred due to bad weather

PILI, Cam Sur – The mass oath taking ceremonies scheduled last Oct. 14 that would have highlighted the bolting of prominent local political personalities led by Camarines Sur Governor LRay Villafuerte from Lakas-Kampi-CMD into the fold of the Nacionalista Party (NP) has been been postponed due to inclement weather.

A new date for the mass oath taking will be announced as soon as practicable.

The CamSur governor along with other Lakas leaders of the province were set to take their oath of allegiance before NP president and presidential bet Manny Villar at the Provincial Capitol Convention Center here, Wednesday October 14 where about 30,000 leaders were expected to attend.
“The Nacionalista Party is the most organized and strongest political group in the province fielding candidates from the provincial level down to representatives at the precinct level in the forthcoming elections.” said Gov. LRay.

League of Municipalities President Nabua Mayor Fernando Simbulan, Vice Mayors’ League President Nat Capucao, Councilors’ League President Antonio Olaño and ABC President Glen Gontang will also take their oath and pledge of allegiance to the party.

The Nacionalista Party (NP) has the distinction of being the most enduring political party in the Philippines with more than a hundred years of producing an honor roll of six Philippine Presidents and an impressive roster of senators, congressman, and local officials.

PILI, CAMSUR―The CamSur Dragon Boat team added another feather in its cap by capturing the championship in three categories―International Freestyle, Corporate Club Crew Open and 200 m men open in the prestigious SAVA Sprints International V in Singapore last October 11 and 12.

The SAVA Sprints International V featured teams from Canada, Germany, Malaysia, Singapore, England, Japan, United States, Malaysia and several teams from the Philippines.

CamSur Governor LRay Villafuerte who has continually supported the CamSur Dragon boat Team, was exuberant of the team’s consistent outstanding achievements in dragon boat race in international competitions.
What was remarkable was CamSur paddlers performance in 200 meters men when it defeated the Mountbatten CSC to snatch the championship. The CamSur Dragon Boat Team completed the 200 meter course in record time of 45 seconds.

In the International Freestyle, the CamSur team registered 46.03 seconds to trounce vaunted paddlers from the University of the Philippines and Drago Filipinas to capture the gold medal.

In the Corporate Club Crew Open, the CamSur team was a runaway winner to capture the gold with a time of 45.81 seconds. The Drago Pilipinas A was good for the second place honors with a time of 48.44 seconds.

Ho-hum. PLDT Group chairman Manuel Pangilinan is said to be interested in buying the Mimosa leisure estate in Clark formerly owned by Antonio Gonzalez’s Mondragon Group. After all, Lucio Co of PureGold sold nearby Fontana resort to Hong Kong-based Jimei Group for P1 billion. And during Tony Gonzalez’s heyday, the hotel earned P180 million a year while the casino earned P5 million a day—and this was before the Diosdado Macapagal International Airport started servicing 60 flights daily from all over Asia.

Mimosa was taken back by Clark Development Corp. (CDC) after Mondragon fell behind its lease payments. Having tried and failed to sell the property twice through public bidding for at least P1.6 billion, CDC is back to talking to the highest bidder in the first round, a Korean company called Hanwool, whose bid is, of course, subject to a Swiss challenge. Its other alternative is to enter into a joint venture.

Meanwhile, CDC is also developing a 1,000-hectare sub-zone across the Sacobia River. Being a hilly area, only 200 hectares will actually be developed. To date, Philippine Tourism Authority head Mark Lapid wants to develop a wakeboard center similar to the successful one put up by the Camarines Sur Gov. L’ray Villafuerte and a Korean company wants to put up a resort.

Getting its money from participating local government units and government financial institutions such as LandBank and the Development Bank of the Philippines, the surety fund guarantees that rural banks which lend to microenterprises ready to make the transition to the category of small- and medium-sized enterprises will be paid should a default happen. Said another way, rural banks feel there is less risk in lending to borrowers vetted by the surety fund.

Started just a year ago, the surety fund will have 11 participating LGUs when Metro Cebu under Mayor Tomas Osmeña signs up on October 16.

THE Philippine Forest Corp. (PFC) cited its Jatropha Plantation Program (JPP) as a sustainable source of income for small farmers during these times of economic crisis exacerbated by the typhoons that recently ravaged the Philippines.

The PFC said the jatropha program, which is its contribution to President Arroyo’s Accelerated Hunger Mitigation Program (AHMP), continues to provide employment to small farmers.

The small farmers get paid by being hired to plant and take care of jatropha seedlings so they can grow and become feedstock for biodiesel, a cheaper and more environment-friendly fuel which can be extracted from jatropha seeds.

The PFC and the Department of Environment and Natural Resources (DENR) are part of the antihunger task force created by the President to implement the AHMP.

The antihunger task force is composed of about 30 government agencies engaged in food production and distribution and chaired by Health Secretary Francisco Duque III.

The PFC reported that the DENR granted 375,091 hectares to be used exclusively for jatropha production. Of this area, 10,000 hectares have been leased to Teves Co. and 7,450 hectares committed in a joint venture with the local government of Camarines Sur for jatropha production.

There are also 30 more hectares in different regions in the Philippines open for public auctions for jatropha production.

Smart Communications, Inc. is helping reforest mangroves in Barangay Cagsao in Calabanga, Camarines Sur under a project aimed at strengthening the coastal community’s disaster preparedness program.

Some 150,000 mangrove propagules in selected areas of the barangay have already been planted. Employee-volunteers from Smart’s Customer Care Group and Network and Platform Services Division, who are based in Southern Luzon, worked with community volunteers in planting along Barangay Cagsao’s coastline.

Mangrove reforestation has been identified as one of the small-scale mitigation measures that can reduce the impact of natural disasters on the community under Project ACCORD (Strengthening Assets and Capacities of Communities and Local Governments for Resilience to Disasters).

ACCORD is being implemented by the Corporate Network for Disaster Response (CNDR) in Barangay Cagsao. Funded by the European Commission Humanitarian Aid department, ACCORD aims to increase the capacity of communities to reduce their risks against disasters through trainings, public awareness activities, small-scale mitigation projects, and contingency planning.

“The ACCORD project in Cagsao is now on its second year, and our primary focus is natural resource management, one of which is mangrove planting,” said CNDR Project Officer Jun Santiago.

“The approach we are using is not to import any disaster-preparedness measures but to use what’s existing. Calabanga used to be rich in mangroves, so we’re trying to bring that back.”

“Smart fully supports the CNDR-ACCORD project in Cagsao, especially since it addresses disaster-preparedness and environment issues of the community,” said Smart senior manager for Community Partnerships Darwin Flores. “The mangrove reforestation will not just eventually serve as one of the barangay’s protection from storm surges brought about by typhoons. It will also help restore the local ecosystem, and contribute to mitigating effects of climate change.”

Cagsao is one of Calabanga’s 48 barangays. A natural resource management study revealed that the municipality has lost much of its mangrove wetlands in the last couple of decades. As a result, certain areas of Cagsao have already been identified as high-risk zones during typhoons and other natural disasters.

“Mangroves are effective in helping minimize the effect of typhoons on communities. Though it takes several years for the mangroves to fully grow, it is an effective natural shield because it is deeply rooted in the mud and seafloor,” said CNDR-ACCORD Project Assistant Miguel Mandreza.

“In about three to four years, the mangroves would already be deeply rooted in the sand and the mud making it strong enough to filter storm runoff and prevent soil erosion.”

Mangroves also benefit the local marine life and provide an alternative livelihood to nearby residents. It is home to a variety of wildlife because it is a rich source of food and provides shelter.

The community on the other hand can earn a living by selling the propagules to other communities that have mangrove reforestation projects.

“Because of CNDR-ACCORD and the local government unit, Smart became a part of this project. We are committed to take care of the mangroves that we have planted together,” said Barangay Capt. Ramon Sta. Ana.

New 3-phase power line switched-on in Minalabac town in Camarines Sur (http://www.neda5.net/rdc_web_2008/news_update/casureco2_minalabac.htm)

In an effort to intensify her administration's energization program, President Gloria Macapagal-Arroyo led the ceremonial switch-on to signal the energization of the newly constructed three-phase power line in September 5 in the municipality of Minalabac, Camarines Sur.

The Chief Executive was assisted by Camarines Sur Electric Cooperative (CASURECO) II president Larry Basmayor in the ceremony witnessed by Minalabac town Mayor Gil Basmayor Jr., Camarines Sur 1st district Rep. Diosdado 'Dato' Macapagal Arroyo, Budget Secretary Rolando Andaya Jr., and other Minalabac town officials.

With the installation of the new power line, the people of Minalabac and its surrounding areas can now enjoy constant and fluctuation-free electricity, according to Basmayor who briefed the chief executive that the new Minalabac power line shall benefit 14 barangays and around 3,000 member consumers.

The CASURECO II head recalled that in 2006, typhoons Milenyo and Reming battered the provinces of Camarines Sur and Albay and destroyed the backbone lines in all towns covered by CASURECO II.

Basmayor noted that President Arroyo immediately created the Bicol Calamity Assistance Rehabilitation (CARE) Fund and in the process released the amount of P47.8 million to CASURECO II, from which, the municipality of Minalabac got a share of P6.81 million which was used to finance the construction of three-phase power lines.

According to Basmayor, Minalabac town is likewise a beneficiary of the "Sitio Energization Program" of the National Electrification Administration (NEA). "It's targeting 35 sitios to realize the dream of total energization, a project of Congressman Dato Arroyo, with an approved amount of P11.66 million."

Following the switch-on rites, President Arroyo motored to the nearby municipality of Libmanan where she formally launched the US$25-million (P1.125-billion) 10-megawatt Biomass Power Plant (BPP) project that is designed to augment Libmanan's electricity requirements. (PIA 5)

Daet, Camarines Norte (16 October) -- This municipality has slated the Protection and Rehabilitation Outreach Program for Daet River (PRO Daet River) on Saturday (October 17) with the conduct of a massive cleaning and rehabilitation of the water channel and surrounding areas.

Daet Mayor Tito Sarte Sarion, PRO Daet River chair, said that the municipal government here will spearhead the clean up along Daet River tapping all sectors of the community including barangays along the river as well as NGOs, POs and volunteer groups.

Sarion added the outreach program also include radio advocacy, billboard revolution awareness campaign by utilizing PRO Daet River logo among different organizations' promotional drives

He said that the local government will ensure the consistent garbage collection along Daet River and will initiate the tree planting activities with the assistance of the concerned national government agencies.

On October 2, Sarion had issued Executive Order No. 19-2009 declaring October 17 as PRO Daet River Day, creating the different working committees and appropriating funds for the program thereafter.

The municipal government is very much concerned about the worsening problem on carrying out the solid waste management program in the country, in addressing or mitigating the effects of climate-change, in addition to the man made destruction of the environment.

An advocacy group, dubbed"Tamang Sanitasyon para sa Kalikasan at Kaunlaran", will also plan out and carry out activities to ensure the preservation of the Daet River and biodiversity in the area.

The group is composed of Maor Sarion as chair, Dr. Wenifrede T. Oñate of CNSC, vice chair, Elpidio Z. Orata of DENR-PENRO forester, and Santiago A. Mella Jr., Ecological Solid Waste Management officer as over-all coordinators, the various government line agencies and private sectors will serve as members. (PIA CamNorte)

DAET, Camarines Norte, Oct. 17 (PNA) – With the two heads of hi-breed swine they started with over 10 years ago, a couple of former government employees here discovered swine-raising to be a “gold mine”.

Now, middle-aged Rafael and Mergie Moraleda of this capital town have 150 heads within a family-owned 3.5-hectare piggery farm with eight swine housing units, a feed mill and a modern breeder house in Barangay Calasgasan.

They were also able to establish an agricultural supply store at the downtown, two meat shops, a 15-bedroom hotel, two units of delivery trucks, two cars and send their children to expensive schools.

Both Rafael and Mergie are graduates of Agriculture with animal husbandry as line of specialization and once employed as livestock inspectors of the Department of Agriculture (DA). They however decided to leave their government service in 1998 during the implementation of the devolution of employees under Republic Act 7160 or the Local Government Code.

That turn of events challenged them to venture into the livestock production industry that made fortune for the family, which Mergie said could not be achieved had they not chosen to give up their government service to be able to put up their own business.

“We applied our knowledge in livestock-raising and acumen in this line of business. We also practice modern piggery farming using new technologies for disease-free livestock and quality products. Swine raising 10 years ago was quite different from how it is today. Much has changed especially on the technologies and even raiser’s perception,” Rafael said.

He said that within four years after starting with their two heads of breeder pigs, they were able to expand to 50-sow level through a production loan obtained from the Land Bank of the Philippines (LBP). After a year, the loan was paid and their stocks rose to a 100-sow level.

As of last week, the couple’s farm had a 150-sow level using the P10.5-million loan from the Agriculture Comprehensive Enhancement Fund (ACEF) obtained from the LBP through the DA, Rafael said.

“We are determined to keep this business afloat by way of keeping ourselves always abreast with the latest technologies in livestock-raising suitable to our budget and place,” he said.

Their farm, he said have farrowing stalls provided with adequate space and ventilation for growing-finishing stocks. “I myself prepared the lay-out and design of the farm considering distances of adjacent housing units to facilitate the easy and convenient transfer of pigs from one building to another as required by its growth,” he said.

Rafael said that one of the important factors to consider in swine production is the availability of adequate feeds. For them however, he said it was never a problem because the farm blends its own feeds.

The couple also run the family-owned RNM Poultry and Agricultural Supply where they sometimes source out feeds. “This way, we can maintain regular feeding schedules, which is 7am and 3 pm,” Rafael said.

Water on the other hand is sufficient as they have deep well for drinking and cleaning and to maintain cleanliness. Rafael said manures are collected, dried and mixed with carbonized rice hull and later made into organic fertilizer used in rice and vegetable farms nearby.

He said that odor and flies are controlled in the farm because of the effective microorganism or EM. He regularly sprays the surrounding and also the manure to eliminate odor.

“Sanitation is a must to prevent swine diseases although we conduct regular vaccination for the herd and keep records of vaccination program and reproductive performance for better management,” Rafael said.

The couple also upgrades their stocks to ensure quality piglets and animals.

The Moraleda farms produce weanlings that are sold to other animal raisers and local government units for their livestock restocking; fatteners for consumption of local markets reaching as far as Naga City and breeders for stock enhancement.

Mergie said marketing is not a problem for them as they are under contract with Lehman, a company that owns a chain of big meat shops in Naga City and other parts of Camarines Sur to supply 75 heads of fatteners every month. Aside from this, the family also runs their own meat shops here that raise an average of P18,000 daily income. (PNA)

The Archdiocese of Caceres will have another parish on October 18, 2009 with the canonical erection of St. Peregrine of Laziosi with its seat at Sto. Domingo, Calabanga Camarines Sur. This will be the 79th parish of the archdiocese. The parish will be composed of barangays Sto Domingo, San Bernardino, Pagao, Dominorog, Balatasan, Punta Tarawal, Balongay, Carigsa and San Lucas, all within the municipalities of Calabanga, Bombon and Magarao CS.

Fr. Joseph Collada Olin will be the first parish priest of this rural parish of the vicariate of Our Lady of La Porteria. He will be formally installed as parish priest by the Archbishop, Msgr. Leonardo Z. Legaspi. OP, DD. on Oct. 18 at 8:30am at the Union Elementary School within the Holy Mass.

The establishment of new parishes is a sign of growth of the local church and its effort to reach out to all the people in remote places of the archdiocese. When the pastoral need arises, that is, the population of an existing parish is already too big to constitute one parish, we can begin to consider creating a new one. We discuss the feasibility in the Presbyteral Council and confer with the Parish priest/s of the mother-Parish concerned.

St. Peregrine was born in 1260 at Forlì, Italy to an affluent family. He lived a comfortable life as a youth, and politically opposed the papacy. After he was inspired by and experienced the forgiveness of St. Philip Benizi, he changed his life and joined the Servite order. He was ordained a priest, and later returned to his home to establish a Servite community. There he was widely known for his preaching, penances, and counsel in the confessional. He was cured of cancer, after he received a vision of Christ on the cross reaching out His hand to touch his impaired limb. He died in 1345 and was canonized in 1726. He is the patron of cancer patients.

Recently, the archdiocese has welcome the birth of another parish in Binanuaanan Pequeno , Calabanga under the titular patron Black Nazarene with Fr. Rex Palaya as its first parish priest.

The Archbishop said that God willing, the archdiocese will have 80 parishes before the end of the year. This is a fitting gift of the archdiocese to the people of God as we also celebrate the 300th year of Devotion to Our Lady of Peñafrancia.
