Today, with indicators pointing that the crisis appears to have turned a corner, the city’s performance over the last 12 months show that better things are in store for Naga. This will be my final State of the City Report to you, as mandated under the Local Government Code. Of course, early next year, I will still update you with our 2009 Operating Highlights, a key finetuning of the reporting system we introduced this year; but I am sure most everyone’s attention will be on the election season at hand. By then, we will have known who among you and our fellow Nagueños have finally decided to offer themselves to take on the responsibility of running the city government after my term is over. Six Key Strengths 1. A robust local economy The local economy continues to defy expectations. According to our Investment Promotion unit, the number of new enterprises rose from 614 last June to 781 this year, a 27% increase. Helped by more competitively priced construction materials, property development continues to soar, this time rising by 163% compared to 46% last year. And we can expect more growth from the housing subsector as the city issued development permit for 6 new subdivisions, twice the number of permits issued last year. Combined, total investments in the city during the period reached P1.2 billion, 11% lower than last year’s figure of P1.4. Using the conventional investment‐to employment generation ratio, it translated to 5,147 new jobs created. But take note that the bulk of last year’s investments came from the ongoing construction of the SM City Naga mall; this year, the total was more evenly distributed among the commercial, property development and housing sectors of the local economy. Two important developments will help further boost the city’s economy: One, the 10,000‐seater Metro Naga Coliseum—the best of its kind in the entire Bicolandia—will already be completed and ready for operation. When last year, we were anticipating construction costs to exceed P155 million, our competitive bidding process reduced this to only P122 million—a 21% savings for the city. What can we expect over the next 10 months? According to the work plan of the City Engineer’s Office, delivery of materials and setting up of the perimeter fence will take place in September; fabrication of roof framing, improvement of the anchorage and beams, and construction of stalls and the mezzanine section will be undertaken from October to December; installation of the roof framing from January to March, when the typhoon season is over; and the roofing and finishing works from April to June 2010. Two, we will have a practically new Naga City Public Market when the ongoing rehabilitation is finally completed. Since it was bid out last March, work is already ongoing for Phases 1 (covering the riverside section) and 2 (the middle section) of the public market; we are expecting to complete the reconstruction work—which means the return of some stalls earlier than expected—before yearend. This is being funded by a total of P70 million from local and national sources. Work on Phases 3, 4 and 5—which covers reconstruction of the remaining section near Prieto Street; the beautification and finishing work on the completed two-thirds in Phases 1 and 2; and reconstruction of damaged portions of the 3rd floor roofing—will commence in October, to be completed by June 2010. Their combined funding requirement is placed at P80 million, P40 million of which came from congressional fund of Senators Mar Roxas, Juan Ponce Enrile and Pia Cayetano. The remaining P14 million is practically a grant from the ACEF facility of the Department of Agriculture. We are negotiating with Sen. Ramon Revilla, Jr. to cover the balance through the National Disaster Coordinating Council. But we are ready to cover whatever financial shortfalls with local funds. This physical upgrade on the 40‐year institution is an opportunity the city should take advantage of: on top of the new structure, we will improve its layout, lighting, internal and external access, and other amenities. This will anchor the continuing renewal of CBD 1, which its stakeholders want to call Naga Centro, and ensure the competitiveness of our downtown area. The city government, of course, will make sure it will become a more effective economic enterprise and profit center for its operations the way the CBD 2 Terminal is doing. 2. A rocksolid City Hall Early last year, under a technical assistance project of the World Bank, the Standard and Poor’s, an international rating agency, was engaged to undertake a financial management assessment—in other words, a credit rating—of eight pilot Philippine cities. Aside from Naga, other cities covered by the project include Iligan, Malabon, Mandaluyong, Marikina, Quezon City, Tacloban and Taguig. The overall FMA score of ‘Intermediate’ for Naga City reflects its moderately developed level of financial reporting and fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers. On the other hand, the score takes into account the basic practices of Naga in elements of FMA like expenditure management and medium‐term planning. Notably, Naga City’s overall FMA score is the highest among assessed Philippines LGUs to date, reflecting the city’s more balanced developments in its FMA practices for most key areas, as opposed to some local peers who may demonstrate sound practices in certain elements such as revenue management, but at the same time scoring poorly in other areas like debt management, budgeting etc. Nevertheless, the Naga city government’s lack of computerization in most aspects of financial management such as annual budgeting,financial reporting, tax collection and disbursement have emerged as a constraint on these respective scores. A comprehensive computerization of the city’s system could potentially see improvement in Naga’s overall FMA and individual element scores. In addition to Naga City’s own weaknesses in financial management practices, the city’s overall FMA score is constrained by the poor public finance environment that Philippines LGUs operate in. The complicated national set‐up to supervise LGUs involves multiple national agencies simultaneously managing the same local government space, and the general lack of coordination among them has contributed to ineffective oversight. An extremely politicized environment has also brought about general institutional weaknesses in the city government, although this is not unlike many other LGUs. In the absence of institutionalized policies and a medium‐term policy framework, the key‐man risk factor is significant for Naga City, since elected mayors have almost full discretion in all key decisions, which is a similar situation to other LGUs. Like many LGUs in the Philippines, Naga have no accounting software in place and still relying on archaic manual procedures that are cumbersome and lengthy. Mitigating this is the existence of timely and comprehensive audits by the national Commission on Audit. However, the majority of LGUs received qualified opinions on their financial statements. Notably, Naga City is the only city assessed so far to have consistently received a clean opinion from COA on its financial statements, which placed the quality of its financial reporting considerably above domestic peers. 3. A bigger revenue base, and more effective, dependable revenue generation system Eighteen years after the 1991 Local Government Code became law to promote local autonomy, many provinces, municipalities and even cities continue to be IRAdependent; in other words, they have failed to develop their local revenue base so that if you take these national allotments away, these local governments will collapse like an empty sack. According to studies, provinces on the average depend on the IRA for 83% of their annual budget, while municipalities are a tad lower at 78%. According to the 2007 Regional Development Report prepared by NEDA, the IRA dependency of other cities in the Bicol region range between 64% (in the case of Legazpi City) to as much as 90% (in the case of Tabaco). According to that same document, Naga is only dependent on the IRA for 54% of its annual budget; last year, we brought it down to 49%. 4. A world-class governance system According to the Naga City Visitors Center, we hosted at least 25 LGU study tours specifically to learn how the city crafted its 3rd edition of the Naga Citizen’s Charter, which predates by seven years Republic Act No. 9485, more popularly known as the Anti‐Red Tape Act (ARTA) of 2007. This new law that requires all national and local government agencies to come up with their own service charters only came into effect when it was signed by President Gloria Macapagal‐Arroyo on June 2, 2007. They include cities and provinces from Ilocos in the North, Bulacan in Central Luzon, Laguna and Cavite in Southern Tagalog region, the islands of Mindoro and Marinduque, and Panabo City in Davao. In case you haven’t noticed, our city is being consistently selected as pilot area of key development projects and innovations being sponsored by national and international agencies. Clearly, these institutions recognize that with us, any undertaking is less risky and therefore guarantees a high probability of success. In addition to the challenging valuation reform I mentioned above, the list includes MDG localization (UNDP), Localized Community Mortgage Program (Social Housing Finance Corporation), the Barangay Citizen’s Charter (PAGC), Urban HEART (WHO and DOH), the Performance Governance System (Institute of Solidarity in Asia) and credit rating of cities (World Bank). 5. Competitive city of a proud people Further, the NCVC report also indicates that Naga is, as we envisioned, fast becoming a major convention destination, indicated by the following events we hosted over the last six months: ☺ The Bicol Arts Festival/National Arts Month during the whole month of February, 2009 ☺ 2009 National Schools Press Conference of the Department of Education from February 16‐ 21, with some 3,000 participants from all over the country ☺ 2009 Private Schools Athletic Association (PRISAA National Games) from April 19‐26, with some 7,500 athletes and delegates from 17 regions of the country ☺ The National Convention of Devolved Agriculturists of the Philippines from May 13‐15, with some 400 participants ☺ National Heritage Month Opening Ceremonies last April 29 and 30 ☺ The 16th Annual Convention of the Community Pediatrics Society of the Philippines from May 15 and16, with some 400 participants, and ☺ The South Luzon Area Business Conference of the PCCI and 5th Bicol Business Week from May 15‐17, with some 300 participants. Indeed, the opening of SM City Naga Mall helped improve the city’s competitiveness. As Rex Drilon II of the Ortigas group pointed out when visited the city two months ago to speak on a forum about CBD 1’s competitiveness, the SM Group’s entry means that Naga has finally joined the big leagues. Local airlines have already increased their frequencies to Naga, helping improve access to and from the city. Combined, the busy Naga Airport now services 39 flights a week; last year, it was only 14, twice daily and only in the morning. 6. An enlightened philosophy that balances economic growth and social development This is totally consistent with the credo of President Ramon Magsaysay, the first three lines of which say: “I believe that government starts at the bottom and moves upward, for government exists for the welfare of the masses of the nation. “I believe that he who has less in life should have more in law. “I believe that the little man is fundamentally entitled to a little bit more food in his stomach, a little more cloth in his back and a little more roof over his head.” Seven Key Things to Do 1. Updating of medium and longterm planning documents. One important preparation we should undertake to facilitate the eventual leadership transition is the updating of key medium and long‐term planning documents of the city government that the next administration can use as guide. Toward this end, I am directing the city planning and development office to initiate a process that will yield an approved Comprehensive Development and Investment Plans before June 30, 2009. In this manner, the next administration can use these key planning documents in the crafting of its own Executive‐ Legislative Agenda (ELA) after assuming office. 2. Assess and establish appropriate management structures for the Coliseum and the Public Market. This is intended to make sure that when the Coliseum and Public Market are finally completed, we will hit the ground running in ensuring that they will eventually be profitable enterprises that contribute to the city government’s bottom line. Our benchmark should be the Integrated Central Bus Terminal at CBD 1I, which is bringing in P14 million to the city treasury annually. Toward this end, a joint executive‐legislative study group shall be organized to study available options and submit its recommendations by the end of March 2010. 3. Enhance our performance management systems. To prevent backsliding and ensure that our productivity gains are sustained, there is a need to strengthen our performance management systems. Previously, we have had success in involving the NCPC in a trimestral evaluation of line agencies of the city government. We need to regularize and institutionalize this practice, which was jointly undertaken by the city budget and planning offices. At the same time, we sought the assistance of Jean Llorin to revisit the Productivity Improvement Program (PIP), with the end view of finding out how we can update and adjust our existing structures and processes to meet the new challenges in the context of the continuous improvement philosophy (CIP) that anchors our 2015 Roadmap. 4. Establish and operationalize the Naga City LAM Council (NCLC). To institutionalize our gains in land administration and management, and ensure that the local land sector will have its own voice in the city’s policymaking and governance processes, there is a need to strengthen the existing relationships between the LAM agencies in Naga—the city assessor, treasury, planning and budget offices, as well as the RoD, BIR, DAR and DENR. One such policy is the need for more esponsive capital investment planning and budgeting in the city, building on what I proposed last year. The underlying logic is that RPT taxes should be reinvested in capital projects that enhance the value of real properties that yield these taxes in the first place. Another is the overarching goal of the GRAND SLAMS project to put in place necessary mechanisms for integrated delivery of land administration services—from tax assessment, collection and land titling—preferably under one roof. Establishing the NCLC is a key step towards this direction. The council should help us decide what strategy do we pursue for setting up a LAM one‐stop shop (OSS). 5. Strengthen the Naga City Governance Institute (NCGI). Side by side, we need to institutionalize the NCGI through an ordinance that builds on Executive Order No. 2009‐004 issued on People Power Day last February. There are emerging partnership opportunities in the horizon that we should take advantage of which the broad parameters of the EO did not anticipate. This, as well as the provision for minimum annual outlay that will support its operation, should be spelled out clearly in that ordinance. 6. Strengthen our early and basic education programs. Unless a truly progressive and committed leadership is installed in the Division of City Schools, one that will firmly lead by example, I am afraid our public school system will go back to its old distorted values and mindset of measuring development by the number of fancy multipurpose buildings, instead of the core education outcomes like participation rate, completion rate and academic achievement. But despite these leadership inadequacies, we will maintain our commitment to provide the minimum basic facilities in all public schools ‐‐ like libraries and schoolbuildings, and progressively internet connection as well as computer and science laboratories. At the same time, however, we will begin to use the Special Education Fund (SEF) to improve access to our preschool Educare System, aimed at bringing up participation rate from around 63% to 100%. We will also introduce and implement Mother Tongue‐based Multilingual Literacy Education (MLE) among Educare classes as part of our commitment to this new education policy. This thrust will effectively add up at least one year to basic education and better prepare our youngsters for elementary under a more conducive, responsive and responsible system that is accountable and results‐oriented. 7. Push the Sanitary Landfill project forward. Thanks to a technical assistance project funded by the Czech Republic, we already crafted a draft 10‐Year Solid Waste Management Plan that calls for the closure of our controlled dumpsite in Balatas and the reconstruction of an improved Materials Recovery Facility (MRF) in its place, simultaneous with the establishment of a Cluster Sanitary Landfill in Carangcang, Magarao that will serve the needs of both the city and the host town. Copies of the SWM and other related technical documents have been endorsed to us by no less than the Czech Republic ambassador to the Philippines. The mandated geological and hydrological assessment of the proposed project site will be conducted soon. It was established in 1938 as the Cagayan Valley Atheneum and was renamed Ateneo de Tuguegarao in 1945 after control of the school was handed over to the Society of Jesus. (1945 is the recognized establishment date as a Jesuit school). The school was closed in 1962 when the Jesuits left the Ateneo de Tuguegarao. Many years later, the school was owned again by the CICM and became University of Saint Louis Tuguegarao. CBD I hosts much of the city's businesses: banks, budget and luxury hotels, malls, restaurants, etc. CBD II hosts much of the bigger businesses: hotels, the SM mall and its upcoming hotel component, terminals, etc. Uptown Naga, which is mostly hosted by Carolina and Pacol, and the area going to Pili are mostly with big subdivisions and real estate developments. Notice that they are dotted with Avida's developments, Haciendas de Naga, other Aman projects, Camella Naga (Tremezzo), the Pag-Ibig housing project, etc. Concepcion (Pequeña and Grande) are hosts of much of Naga's manufacturing plants and motor corporations. Coke, Pepsi, San Miguel, Suzuki, Nissan, etc are seen in the area. Of course, Magsaysay Avenue cannot be forgotten. Bicol's Malate district and home to Bicol's first ever lifestyle center! Today, with indicators pointing that the crisis appears to have turned a corner, the city’s performance over the last 12 months show that better things are in store for Naga. This will be my final State of the City Report to you, as mandated under the Local Government Code. Of course, early next year, I will still update you with our 2009 Operating Highlights, a key finetuning of the reporting system we introduced this year; but I am sure most everyone’s attention will be on the election season at hand. By then, we will have known who among you and our fellow Nagueños have finally decided to offer themselves to take on the responsibility of running the city government after my term is over. Six Key Strengths 1. A robust local economy The local economy continues to defy expectations. According to our Investment Promotion unit, the number of new enterprises rose from 614 last June to 781 this year, a 27% increase. Helped by more competitively priced construction materials, property development continues to soar, this time rising by 163% compared to 46% last year. And we can expect more growth from the housing subsector as the city issued development permit for 6 new subdivisions, twice the number of permits issued last year. Combined, total investments in the city during the period reached P1.2 billion, 11% lower than last year’s figure of P1.4. Using the conventional investment‐to employment generation ratio, it translated to 5,147 new jobs created. But take note that the bulk of last year’s investments came from the ongoing construction of the SM City Naga mall; this year, the total was more evenly distributed among the commercial, property development and housing sectors of the local economy. Two important developments will help further boost the city’s economy: One, the 10,000‐seater Metro Naga Coliseum—the best of its kind in the entire Bicolandia—will already be completed and ready for operation. When last year, we were anticipating construction costs to exceed P155 million, our competitive bidding process reduced this to only P122 million—a 21% savings for the city. What can we expect over the next 10 months? According to the work plan of the City Engineer’s Office, delivery of materials and setting up of the perimeter fence will take place in September; fabrication of roof framing, improvement of the anchorage and beams, and construction of stalls and the mezzanine section will be undertaken from October to December; installation of the roof framing from January to March, when the typhoon season is over; and the roofing and finishing works from April to June 2010. Two, we will have a practically new Naga City Public Market when the ongoing rehabilitation is finally completed. Since it was bid out last March, work is already ongoing for Phases 1 (covering the riverside section) and 2 (the middle section) of the public market; we are expecting to complete the reconstruction work—which means the return of some stalls earlier than expected—before yearend. This is being funded by a total of P70 million from local and national sources. Work on Phases 3, 4 and 5—which covers reconstruction of the remaining section near Prieto Street; the beautification and finishing work on the completed two-thirds in Phases 1 and 2; and reconstruction of damaged portions of the 3rd floor roofing—will commence in October, to be completed by June 2010. Their combined funding requirement is placed at P80 million, P40 million of which came from congressional fund of Senators Mar Roxas, Juan Ponce Enrile and Pia Cayetano. The remaining P14 million is practically a grant from the ACEF facility of the Department of Agriculture. We are negotiating with Sen. Ramon Revilla, Jr. to cover the balance through the National Disaster Coordinating Council. But we are ready to cover whatever financial shortfalls with local funds. This physical upgrade on the 40‐year institution is an opportunity the city should take advantage of: on top of the new structure, we will improve its layout, lighting, internal and external access, and other amenities. This will anchor the continuing renewal of CBD 1, which its stakeholders want to call Naga Centro, and ensure the competitiveness of our downtown area. The city government, of course, will make sure it will become a more effective economic enterprise and profit center for its operations the way the CBD 2 Terminal is doing. 2. A rocksolid City Hall Early last year, under a technical assistance project of the World Bank, the Standard and Poor’s, an international rating agency, was engaged to undertake a financial management assessment—in other words, a credit rating—of eight pilot Philippine cities. Aside from Naga, other cities covered by the project include Iligan, Malabon, Mandaluyong, Marikina, Quezon City, Tacloban and Taguig. The overall FMA score of ‘Intermediate’ for Naga City reflects its moderately developed level of financial reporting and fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers. On the other hand, the score takes into account the basic practices of Naga in elements of FMA like expenditure management and medium‐term planning. Notably, Naga City’s overall FMA score is the highest among assessed Philippines LGUs to date, reflecting the city’s more balanced developments in its FMA practices for most key areas, as opposed to some local peers who may demonstrate sound practices in certain elements such as revenue management, but at the same time scoring poorly in other areas like debt management, budgeting etc. Nevertheless, the Naga city government’s lack of computerization in most aspects of financial management such as annual budgeting,financial reporting, tax collection and disbursement have emerged as a constraint on these respective scores. A comprehensive computerization of the city’s system could potentially see improvement in Naga’s overall FMA and individual element scores. In addition to Naga City’s own weaknesses in financial management practices, the city’s overall FMA score is constrained by the poor public finance environment that Philippines LGUs operate in. The complicated national set‐up to supervise LGUs involves multiple national agencies simultaneously managing the same local government space, and the general lack of coordination among them has contributed to ineffective oversight. An extremely politicized environment has also brought about general institutional weaknesses in the city government, although this is not unlike many other LGUs. In the absence of institutionalized policies and a medium‐term policy framework, the key‐man risk factor is significant for Naga City, since elected mayors have almost full discretion in all key decisions, which is a similar situation to other LGUs. Like many LGUs in the Philippines, Naga have no accounting software in place and still relying on archaic manual procedures that are cumbersome and lengthy. Mitigating this is the existence of timely and comprehensive audits by the national Commission on Audit. However, the majority of LGUs received qualified opinions on their financial statements. Notably, Naga City is the only city assessed so far to have consistently received a clean opinion from COA on its financial statements, which placed the quality of its financial reporting considerably above domestic peers. 3. A bigger revenue base, and more effective, dependable revenue generation system Eighteen years after the 1991 Local Government Code became law to promote local autonomy, many provinces, municipalities and even cities continue to be IRAdependent; in other words, they have failed to develop their local revenue base so that if you take these national allotments away, these local governments will collapse like an empty sack. According to studies, provinces on the average depend on the IRA for 83% of their annual budget, while municipalities are a tad lower at 78%. According to the 2007 Regional Development Report prepared by NEDA, the IRA dependency of other cities in the Bicol region range between 64% (in the case of Legazpi City) to as much as 90% (in the case of Tabaco). According to that same document, Naga is only dependent on the IRA for 54% of its annual budget; last year, we brought it down to 49%. 4. A world-class governance system According to the Naga City Visitors Center, we hosted at least 25 LGU study tours specifically to learn how the city crafted its 3rd edition of the Naga Citizen’s Charter, which predates by seven years Republic Act No. 9485, more popularly known as the Anti‐Red Tape Act (ARTA) of 2007. This new law that requires all national and local government agencies to come up with their own service charters only came into effect when it was signed by President Gloria Macapagal‐Arroyo on June 2, 2007. They include cities and provinces from Ilocos in the North, Bulacan in Central Luzon, Laguna and Cavite in Southern Tagalog region, the islands of Mindoro and Marinduque, and Panabo City in Davao. In case you haven’t noticed, our city is being consistently selected as pilot area of key development projects and innovations being sponsored by national and international agencies. Clearly, these institutions recognize that with us, any undertaking is less risky and therefore guarantees a high probability of success. In addition to the challenging valuation reform I mentioned above, the list includes MDG localization (UNDP), Localized Community Mortgage Program (Social Housing Finance Corporation), the Barangay Citizen’s Charter (PAGC), Urban HEART (WHO and DOH), the Performance Governance System (Institute of Solidarity in Asia) and credit rating of cities (World Bank). 5. Competitive city of a proud people Further, the NCVC report also indicates that Naga is, as we envisioned, fast becoming a major convention destination, indicated by the following events we hosted over the last six months: ☺ The Bicol Arts Festival/National Arts Month during the whole month of February, 2009 ☺ 2009 National Schools Press Conference of the Department of Education from February 16‐ 21, with some 3,000 participants from all over the country ☺ 2009 Private Schools Athletic Association (PRISAA National Games) from April 19‐26, with some 7,500 athletes and delegates from 17 regions of the country ☺ The National Convention of Devolved Agriculturists of the Philippines from May 13‐15, with some 400 participants ☺ National Heritage Month Opening Ceremonies last April 29 and 30 ☺ The 16th Annual Convention of the Community Pediatrics Society of the Philippines from May 15 and16, with some 400 participants, and ☺ The South Luzon Area Business Conference of the PCCI and 5th Bicol Business Week from May 15‐17, with some 300 participants. Indeed, the opening of SM City Naga Mall helped improve the city’s competitiveness. As Rex Drilon II of the Ortigas group pointed out when visited the city two months ago to speak on a forum about CBD 1’s competitiveness, the SM Group’s entry means that Naga has finally joined the big leagues. Local airlines have already increased their frequencies to Naga, helping improve access to and from the city. Combined, the busy Naga Airport now services 39 flights a week; last year, it was only 14, twice daily and only in the morning. 6. An enlightened philosophy that balances economic growth and social development This is totally consistent with the credo of President Ramon Magsaysay, the first three lines of which say: “I believe that government starts at the bottom and moves upward, for government exists for the welfare of the masses of the nation. “I believe that he who has less in life should have more in law. “I believe that the little man is fundamentally entitled to a little bit more food in his stomach, a little more cloth in his back and a little more roof over his head.” Seven Key Things to Do 1. Updating of medium and longterm planning documents. One important preparation we should undertake to facilitate the eventual leadership transition is the updating of key medium and long‐term planning documents of the city government that the next administration can use as guide. Toward this end, I am directing the city planning and development office to initiate a process that will yield an approved Comprehensive Development and Investment Plans before June 30, 2009. In this manner, the next administration can use these key planning documents in the crafting of its own Executive‐ Legislative Agenda (ELA) after assuming office. 2. Assess and establish appropriate management structures for the Coliseum and the Public Market. This is intended to make sure that when the Coliseum and Public Market are finally completed, we will hit the ground running in ensuring that they will eventually be profitable enterprises that contribute to the city government’s bottom line. Our benchmark should be the Integrated Central Bus Terminal at CBD 1I, which is bringing in P14 million to the city treasury annually. Toward this end, a joint executive‐legislative study group shall be organized to study available options and submit its recommendations by the end of March 2010. 3. Enhance our performance management systems. To prevent backsliding and ensure that our productivity gains are sustained, there is a need to strengthen our performance management systems. Previously, we have had success in involving the NCPC in a trimestral evaluation of line agencies of the city government. We need to regularize and institutionalize this practice, which was jointly undertaken by the city budget and planning offices. At the same time, we sought the assistance of Jean Llorin to revisit the Productivity Improvement Program (PIP), with the end view of finding out how we can update and adjust our existing structures and processes to meet the new challenges in the context of the continuous improvement philosophy (CIP) that anchors our 2015 Roadmap. 4. Establish and operationalize the Naga City LAM Council (NCLC). To institutionalize our gains in land administration and management, and ensure that the local land sector will have its own voice in the city’s policymaking and governance processes, there is a need to strengthen the existing relationships between the LAM agencies in Naga—the city assessor, treasury, planning and budget offices, as well as the RoD, BIR, DAR and DENR. One such policy is the need for more esponsive capital investment planning and budgeting in the city, building on what I proposed last year. The underlying logic is that RPT taxes should be reinvested in capital projects that enhance the value of real properties that yield these taxes in the first place. Another is the overarching goal of the GRAND SLAMS project to put in place necessary mechanisms for integrated delivery of land administration services—from tax assessment, collection and land titling—preferably under one roof. Establishing the NCLC is a key step towards this direction. The council should help us decide what strategy do we pursue for setting up a LAM one‐stop shop (OSS). 5. Strengthen the Naga City Governance Institute (NCGI). Side by side, we need to institutionalize the NCGI through an ordinance that builds on Executive Order No. 2009‐004 issued on People Power Day last February. There are emerging partnership opportunities in the horizon that we should take advantage of which the broad parameters of the EO did not anticipate. This, as well as the provision for minimum annual outlay that will support its operation, should be spelled out clearly in that ordinance. 6. Strengthen our early and basic education programs. Unless a truly progressive and committed leadership is installed in the Division of City Schools, one that will firmly lead by example, I am afraid our public school system will go back to its old distorted values and mindset of measuring development by the number of fancy multipurpose buildings, instead of the core education outcomes like participation rate, completion rate and academic achievement. But despite these leadership inadequacies, we will maintain our commitment to provide the minimum basic facilities in all public schools ‐‐ like libraries and schoolbuildings, and progressively internet connection as well as computer and science laboratories. At the same time, however, we will begin to use the Special Education Fund (SEF) to improve access to our preschool Educare System, aimed at bringing up participation rate from around 63% to 100%. We will also introduce and implement Mother Tongue‐based Multilingual Literacy Education (MLE) among Educare classes as part of our commitment to this new education policy. This thrust will effectively add up at least one year to basic education and better prepare our youngsters for elementary under a more conducive, responsive and responsible system that is accountable and results‐oriented. 7. Push the Sanitary Landfill project forward. Thanks to a technical assistance project funded by the Czech Republic, we already crafted a draft 10‐Year Solid Waste Management Plan that calls for the closure of our controlled dumpsite in Balatas and the reconstruction of an improved Materials Recovery Facility (MRF) in its place, simultaneous with the establishment of a Cluster Sanitary Landfill in Carangcang, Magarao that will serve the needs of both the city and the host town. Copies of the SWM and other related technical documents have been endorsed to us by no less than the Czech Republic ambassador to the Philippines. The mandated geological and hydrological assessment of the proposed project site will be conducted soon. Combined, total investments in the city during the period reached P1.2 billion, 11% lower than last year’s figure of P1.4. Using the conventional investment‐to employment generation ratio, it translated to 5,147 new jobs created. But take note that the bulk of last year’s investments came from the ongoing construction of the SM City Naga mall; this year, the total was more evenly distributed among the commercial, property development and housing sectors of the local economy. Two important developments will help further boost the city’s economy: One, the 10,000‐seater Metro Naga Coliseum—the best of its kind in the entire Bicolandia—will already be completed and ready for operation. When last year, we were anticipating construction costs to exceed P155 million, our competitive bidding process reduced this to only P122 million—a 21% savings for the city. What can we expect over the next 10 months? According to the work plan of the City Engineer’s Office, delivery of materials and setting up of the perimeter fence will take place in September; fabrication of roof framing, improvement of the anchorage and beams, and construction of stalls and the mezzanine section will be undertaken from October to December; installation of the roof framing from January to March, when the typhoon season is over; and the roofing and finishing works from April to June 2010. Two, we will have a practically new Naga City Public Market when the ongoing rehabilitation is finally completed. Since it was bid out last March, work is already ongoing for Phases 1 (covering the riverside section) and 2 (the middle section) of the public market; we are expecting to complete the reconstruction work—which means the return of some stalls earlier than expected—before yearend. This is being funded by a total of P70 million from local and national sources. Work on Phases 3, 4 and 5—which covers reconstruction of the remaining section near Prieto Street; the beautification and finishing work on the completed two-thirds in Phases 1 and 2; and reconstruction of damaged portions of the 3rd floor roofing—will commence in October, to be completed by June 2010. Their combined funding requirement is placed at P80 million, P40 million of which came from congressional fund of Senators Mar Roxas, Juan Ponce Enrile and Pia Cayetano. The remaining P14 million is practically a grant from the ACEF facility of the Department of Agriculture. We are negotiating with Sen. Ramon Revilla, Jr. to cover the balance through the National Disaster Coordinating Council. But we are ready to cover whatever financial shortfalls with local funds. This physical upgrade on the 40‐year institution is an opportunity the city should take advantage of: on top of the new structure, we will improve its layout, lighting, internal and external access, and other amenities. This will anchor the continuing renewal of CBD 1, which its stakeholders want to call Naga Centro, and ensure the competitiveness of our downtown area. The city government, of course, will make sure it will become a more effective economic enterprise and profit center for its operations the way the CBD 2 Terminal is doing. 2. A rocksolid City Hall Early last year, under a technical assistance project of the World Bank, the Standard and Poor’s, an international rating agency, was engaged to undertake a financial management assessment—in other words, a credit rating—of eight pilot Philippine cities. Aside from Naga, other cities covered by the project include Iligan, Malabon, Mandaluyong, Marikina, Quezon City, Tacloban and Taguig. The overall FMA score of ‘Intermediate’ for Naga City reflects its moderately developed level of financial reporting and fairly high level of disclosure, adequate performance in annual budgeting and debt management skills which are more sophisticated than most local peers. On the other hand, the score takes into account the basic practices of Naga in elements of FMA like expenditure management and medium‐term planning. Notably, Naga City’s overall FMA score is the highest among assessed Philippines LGUs to date, reflecting the city’s more balanced developments in its FMA practices for most key areas, as opposed to some local peers who may demonstrate sound practices in certain elements such as revenue management, but at the same time scoring poorly in other areas like debt management, budgeting etc. Nevertheless, the Naga city government’s lack of computerization in most aspects of financial management such as annual budgeting,financial reporting, tax collection and disbursement have emerged as a constraint on these respective scores. A comprehensive computerization of the city’s system could potentially see improvement in Naga’s overall FMA and individual element scores. In addition to Naga City’s own weaknesses in financial management practices, the city’s overall FMA score is constrained by the poor public finance environment that Philippines LGUs operate in. The complicated national set‐up to supervise LGUs involves multiple national agencies simultaneously managing the same local government space, and the general lack of coordination among them has contributed to ineffective oversight. An extremely politicized environment has also brought about general institutional weaknesses in the city government, although this is not unlike many other LGUs. In the absence of institutionalized policies and a medium‐term policy framework, the key‐man risk factor is significant for Naga City, since elected mayors have almost full discretion in all key decisions, which is a similar situation to other LGUs. Like many LGUs in the Philippines, Naga have no accounting software in place and still relying on archaic manual procedures that are cumbersome and lengthy. Mitigating this is the existence of timely and comprehensive audits by the national Commission on Audit. However, the majority of LGUs received qualified opinions on their financial statements. Notably, Naga City is the only city assessed so far to have consistently received a clean opinion from COA on its financial statements, which placed the quality of its financial reporting considerably above domestic peers. 3. A bigger revenue base, and more effective, dependable revenue generation system Eighteen years after the 1991 Local Government Code became law to promote local autonomy, many provinces, municipalities and even cities continue to be IRAdependent; in other words, they have failed to develop their local revenue base so that if you take these national allotments away, these local governments will collapse like an empty sack. According to studies, provinces on the average depend on the IRA for 83% of their annual budget, while municipalities are a tad lower at 78%. According to the 2007 Regional Development Report prepared by NEDA, the IRA dependency of other cities in the Bicol region range between 64% (in the case of Legazpi City) to as much as 90% (in the case of Tabaco). According to that same document, Naga is only dependent on the IRA for 54% of its annual budget; last year, we brought it down to 49%. 4. A world-class governance system According to the Naga City Visitors Center, we hosted at least 25 LGU study tours specifically to learn how the city crafted its 3rd edition of the Naga Citizen’s Charter, which predates by seven years Republic Act No. 9485, more popularly known as the Anti‐Red Tape Act (ARTA) of 2007. This new law that requires all national and local government agencies to come up with their own service charters only came into effect when it was signed by President Gloria Macapagal‐Arroyo on June 2, 2007. They include cities and provinces from Ilocos in the North, Bulacan in Central Luzon, Laguna and Cavite in Southern Tagalog region, the islands of Mindoro and Marinduque, and Panabo City in Davao. In case you haven’t noticed, our city is being consistently selected as pilot area of key development projects and innovations being sponsored by national and international agencies. Clearly, these institutions recognize that with us, any undertaking is less risky and therefore guarantees a high probability of success. In addition to the challenging valuation reform I mentioned above, the list includes MDG localization (UNDP), Localized Community Mortgage Program (Social Housing Finance Corporation), the Barangay Citizen’s Charter (PAGC), Urban HEART (WHO and DOH), the Performance Governance System (Institute of Solidarity in Asia) and credit rating of cities (World Bank). 5. Competitive city of a proud people Further, the NCVC report also indicates that Naga is, as we envisioned, fast becoming a major convention destination, indicated by the following events we hosted over the last six months: ☺ The Bicol Arts Festival/National Arts Month during the whole month of February, 2009 ☺ 2009 National Schools Press Conference of the Department of Education from February 16‐ 21, with some 3,000 participants from all over the country ☺ 2009 Private Schools Athletic Association (PRISAA National Games) from April 19‐26, with some 7,500 athletes and delegates from 17 regions of the country ☺ The National Convention of Devolved Agriculturists of the Philippines from May 13‐15, with some 400 participants ☺ National Heritage Month Opening Ceremonies last April 29 and 30 ☺ The 16th Annual Convention of the Community Pediatrics Society of the Philippines from May 15 and16, with some 400 participants, and ☺ The South Luzon Area Business Conference of the PCCI and 5th Bicol Business Week from May 15‐17, with some 300 participants. Indeed, the opening of SM City Naga Mall helped improve the city’s competitiveness. As Rex Drilon II of the Ortigas group pointed out when visited the city two months ago to speak on a forum about CBD 1’s competitiveness, the SM Group’s entry means that Naga has finally joined the big leagues. Since the continuous popularity and business opportunity gained by “next wave cities,” outsourcing has subsequently stirred the curiosity and interest of other provinces and cities. Ibrahim further admitted that many provinces and cities now want to be included in this circle of elite cities. Santos NAGA CITY --- With the renovation of this city’s public market nearly completed, a blaze hit the three-decade old building once again Sunday dawn, December 6. Personnel of the city’s Bureau of Fire Protection (BFP) rushed to the scene after receiving reports of a fire at around 5:00 a.m. on Sunday. Two volunteer fire groups, the Chin Po Tong and Naga White Organization fire brigades also responded to the incident. According to city Fire Station Chief Inspector Achilles Santiago, BFP personnel as well as volunteer firemen responded to the fire in five minutes, which gave firefighters ample time to control the blaze on the second level and prevent a repeat of the bigger October 2008 fire that gutted the three-story public market. There were no reports of deaths or injuries during the dawn blaze that took 20 minutes to put out. The BFP sent two engines to respond to the incident. Chin Po Tong and Naga White Organization fire brigades also sent two engines each. Naga City Mayor Jesse M. Robredo was also on hand to help direct efforts during the blaze. Based on initial investigations, the fire was found to have been caused by a tampered electrical safety switch fuse. Santiago explained that an electrical short circuit set fire to nearby dry merchandise, further spreading the blaze. The presence of firecrackers in two adjacent stalls also aggravated the fire. Santiago said that exploding firecrackers helped spread the fire and hindered efforts to immediately douse the blaze. Under the revised fire code of the Philippines, storing, displaying, and selling fireworks and firecrackers in markets, malls, and similar establishments is prohibited. As a result, the city government is considering filing criminal charges against the owners of the stalls. The BFP is also set to impose hefty fines on the stall owners ranging from P25,000 to P37,500 for tampering with electrical safety fuses. A total of four stalls (not 11 or 8 as reported by other radio stations) were consumed by the fire with total damage to property estimated at P100,000. The chief inspector further said that the presence of fireworks is not the only problem firefighters have to contend with. Many stall owners have also been found to be using gas and charcoal stoves for cooking, which is strictly prohibited by the market administration as well as the BFP. Another reason for the unusual strength of Sunday’s fire was the presence of matches and oil-based products such as cooking oil and plastics at some of the stalls. Despite this, Santiago said that the quick response of volunteer groups helped avoid a repeat of the 2008 blaze. Angelo Louise L. Linao, a freshman from the Naga City Montessori School, dominated his competitors from Thailand, Korea and Singapore. He was the champion in the recently concluded Second Asian Wakeboarding championships held at ther Camarines Sur Watersports Complex from October 30 to November 1, 2009. Angelo was with his father, Ronaldo M. Linao, a consultant and operations manager of the Camarines Sur Watersports Complex in Pili, Camarines Sur, and mother Rachel Layag-Linao, a dentist, who were the only ones cheering for him unlike those from Singapore, Korea, and Thailand. There were no other Filipino competitors in the event. Later on a foreigner joined the Filipino couple in cheering for Angelo There were six contenders under the Groms Division, which is open to those who are 13 years old or younger, during the qualifying round. After the usual runs, where no one did any difficult tricks, only four advanced to the finals. From the way the riders showed their stance, one could see that they are good riders, most especially those from Thailand. Being the last rider in the finals, Angelo had a big edge. He saw what his competitors did and he capitalized on it. He gave his best ---- obstacle tricks and big air tricks --- and was able to amaze the crowd and the judges. In a jiffy, the crowd was cheering for him. He was able to capture the hearts and respect of everyone, including his competitors. Tension gripped the awarding night. When the third and second placers in the Groms Division were announced and given their awards, Angelo felt anxious that perhaps he was not able to make it to the judges’ score sheets since the one still not awarded was the Singaporean rider. Angelo’s Father and mother assured him that win or lose, he is already a champion to them. “And the first place goes to --- from the Philippines --- JELO!!!!” The cheer was deafening. Many yelled, “JELO, JELLO.” After the awarding, Angelo approached his competitors and congratulated them. And just as kids do in school, after the game they played as friends ---- they did the whole night. Angelo’s father has these words for his son: “What was most inspiring was Angelo’s humility and friendliness --- all throughout the competition, from beginning to end. He came as a nobody, but leaves Thailand as a friend and a crowd favorite. "Congressman Arroyo said he would recommend to concerned agencies especially National Irrigation Administration to conduct further study on the effects of the dam to surrounding areas." Speaking at the first-ever forum between the proponents of the dam and those who opposes it, Monson also said that as early as the first week of November, there had been weekly talks with concerned government agencies to consider the temporary suspension of the construction of the dam, while a further study on the effects and social acceptability of the dam was underway. Held last December 8 at the Richard Michael Fernando Hall in Ateneo de Naga University, the forum was sponsored by the Diocese of Libmanan, which seeks to mediate the "divisive" issue. Arroyo said the negative effects of the construction of the dam were being considered. "But we cannot order the outright stoppage of the construction of the dam because we do not have the authority to do that," he said referring to his office. "Only the central office of the National Irrigation Administration has the power to do that." He also said that there was a due process to be followed before the agency can order temporary stoppage of the construction of the dam. "For instance, the least the Department of Environment and Natural Resources (DENR) can do is to monitor the implementation of the project although the DENR Secretary can revoke its environmental compliance certificate." He said the infrastructure requirement for the dam, including the replacements for the spillways and footbridges that would be submerged by the dam's backwater, was being processed by the Department of Budget and management. He said despite the readiness of the budget for needed infrastructure, the ordering of temporary stoppage still would be possible. "Temporary stoppage could not be ordered outright now despite the ongoing talks. But the construction of the dam naturally is being delayed by the rainy spell the province is experiencing." And when Filipinos mobilize themselves and leave their zone of comfort to provide their countrymen a basic necessity like shelter, it is usually because the government is negligent, the economy is in shambles, the society is crumbling, and they cannot see the good in staying put. So being a government official/politician is perhaps the worst credential to present at any gathering attended by these two groups of people. But at the recent GK 2024 Summit held in Boston, Massachusetts, in the United States, Camarines Sur Gov. Luis Raymund (LRay) Villafuerte Jr. proved there is no such thing as a tough crowd when you are a Gawad Kalinga partner. Originally a church ministry founded by Tony Meloto and his colleagues in Couples for Christ, Gawad Kalinga has become a multisectoral movement with a tweaked Robin Hood complex. Its mantra—the best for the least—means those who have shall give so those who have not may have houses and communities where they can live as decent human beings and strive for a better future. With the support of local and global donors and volunteers, there are now over 2,300 GK villages in 400 towns in the Philippines, according to Meloto. “We can’t keep track of the number of houses but that should be over 150,000,” he said, adding that GK had enough land saved for 550,000. Marketing man Immigrants, those hyphenated Filipinos who have made something of themselves in the new country, are responsible for a good number of the existing GK villages (Meloto calls it patriotic philanthropy). Their faith in GK has as much to do with the kind of leader Meloto is not—he is not a flash-in-the-pan activist, a scoundrel in government, or a slimy politician—as with the kind he is. For one, he is a brilliant marketing man out “to engage every sector of the society, to bridge social gaps, [and] to transcend partisan politics, business rivalries and parochial interests” in the GK mission of nation-building. Toward that end, Meloto organized the Boston summit and balanced the presentations from the private sector with show-and-tell from the national, provincial and local governments. “I wanted to show that GK has broken the trust barrier,” he said. Meloto couldn’t have done better than pick LRay Villafuerte to talk about Camarines Sur. On the second day of the powwow, before an audience of overseas Filipinos and international CEOs who least expected to be wowed by a third-generation politician and his disaster-prone province, Villafuerte proceeded to deliver the kapow!—complete with a slide show and a video. For many years, the dream for Camarines Sur was to overcome crippling poverty,” said the governor, disarmingly young at 41. He talked about a province that was beset by insurgency, as if getting hit by one typhoon after another was not debilitating enough. It was, he said, a province that could not “come within reach of progress.” Brand change The first thing he and his team did, Villafuerte said, was to get rid of a poor image. They dropped the rather lengthy and stodgy name of the province and nicknamed it with something hip, something beckoning and something blue: CamSur. The minute he said it, the stateside crowd must have thought of the ocean, or the waves a la Big Sur. Quite a hook. After the brand change, Villafuerte worked with a rough-and-ready determination to turn his hugely ignored province into a global tourist destination. In so doing, he attracted investments. Three years ago, they built the CamSur Water Complex (CWC) for wakeboarding, water skiing and other extreme water sports. Two years ago, they developed the Caramoan Peninsula; just last year, they opened the Lago del Ray Park. Early reviews of the CWC have been good, with international publications hailing it among the best in the world. In fact, it was the venue for the 2,000 participants of the 2008 World Wakeboarding Championships. Endowed with beaches, lakes, cliffs, caves and other natural wonders, the Caramoan Peninsula whetted the appetite for the tropics of some 12 million TV viewers in Europe when it was chosen as location for the reality TV show “Survivor France” 2008 series. More recently, the tide brought in the “Survivor Israel” cast and crew. Lago del Ray Park, envisioned as the biggest water sports and recreational facility in the country, offers water slides, aqua wall climbing, sailing, jet skiing, kayaking and many other water sports. Because of these world-class resorts—and here Villafuerte paused to give his audience time to catch its breath—tourist arrivals in CamSur have risen by more than 300 percent! Build it and they will come, indeed. “We are now the country’s No. 3 tourist destination, next to Boracay and Cebu,” CamSur’s governor announced, his bright eyes matching his ardor. The audience cheered. Bigger business In a subsequent interview, Villafuerte proudly pointed out that “we are the only province [featured in] the front page photo of the Inquirer four times in two months!” He said he and his team had put up a website that resulted in an astonishing volume of business. Also, they made their rates affordable so as not to exclude the local market. Pinoy tourists check in from March to June, Australians fly in during their winter (June to September) and Europeans arrive during their cold months (October to March). Villafuerte said there was no reason CamSur could not beat Cebu and Boracay in tourist arrivals once it had an international airport. “Everything is cheaper in CamSur,” he declared. “We also have the advantage of being accessible by land. The drive from Manila to Bicol is beautiful.” CamSur has lured not only travelers but also investors. Villafuerte ticked off a list before his audience—an animation center, the first and only one in the Philippines to make an all-digital animation film (“Dayo”); a 2,000-seat call center, the first and only one in Bicol; an English, Japanese and Korean Language Institute, also the first and only one in the region; an information and technology park, the first in Bicol with Peza approval; and so on. “From being the 39th poorest province, we are now the 10th richest in terms of income,” he announced. “From being No. 12 in rice production, we are now the country’s fifth largest rice producer.” Answer to the question These inspired changes should have been enough to impress any crowd, but as this was a GK meet, the question remained: What have you done for the least of your brethren? Villafuerte had an answer. Through land banking, CamSur allocated 12,000 lots for its landless and homeless constituents so that now there is a GK Village in each of its municipalities. Upon his election, without actually having met Meloto, he gave full support to GK and soon the number of GK villages in the province grew to 44. CamSur pioneered the GK Bed & Breakfast Inns to accommodate donors and volunteers visiting GK sites, foreign observers studying the GK model of community-building, as well as tourists tired of the usual sightseeing and eager to plant trees, milk a carabao and get to know the locals in the countryside (what is called “volunteer vacation” in the travel industry). In October 2008, at the launch of the GK B&B Inns in the towns of Iriga and Libmanan, Meloto and his merry band of builders declared CamSur the GK Designer Province. The B&Bs are now a livelihood source for the GK villagers who are paid for cleaning, cooking and other hospitality services. All profits go to the GK Fund. Juan Miguel Zubiri, head of the Senate’s housing committee, has continued to work with GK alongside his father, Bukidnon Gov. Sayang ngani lang ta kadakol na naggagamit ning airport ta, haliputon man ang runway. AFAIK, very skilled (take note VERY SKILLED :D) pilots handle planes taking off and landing in WNP since the runway is too short. They say, it takes experience to take off and land safely in WNP due to the runway. WNP has a case as to which LGU owns it - whether the province or the city. IMO, it shouldn't be a case. As I've stated before, let a private company do the renovation and do it on a BOT (Build-Operate-Transfer) scheme as what the NAIA T3 and other government infrastructures had undergone. At least no LGU will spend so much on renovating it, but still it's to be renovated. The payment, which most likely is an installment one, will be taken from the profit of the airport. I hope Gov Lray prioritizes this or maybe the next city mayor. Aside from the city proper and CWC, the airport must be beautified. Lack of government support to improve the infrastructure considering that CamSur Governor and The Naga City Mayor are both oppositionists. Patronage politics still a big factor in this part of the world. A modern access to Libmanan from Naga called Libmanan Skyway was made a a pet project by Dato Arroyo but who need it in Libmanan. Why not build a Skyway to the Bicol International Airport which is being built in far, far away Alobo. Second, we have the cheapest rate and aside from the Wake Park, CWC has the first and only Winch Park in the world, Skate Park, Lago del Ray and soon the CamSur Bike Park which will have the longest downhill trail in Asia. Third is our easy access to land transportation. But his bones were recently exhumed and transferred to the caceres clergy cemetery located on the campus of the major seminary in naga. i admire GK and couples for christ for the innovative faithjustice work they have initiated and all the good work they continue to do. i myself have seen the lives transformed by the GK experience. when i took my ateneo de manila freshmen students to GK Payatas 2 yrs ago, it had a deep impact on them. the GK residents have, in fact, built a real community. support structures and good values are well in place. more power to GK and more GK communities in bikol and the country and the world! I think that's the Socorro and Abella buildings, established, I think... 1929... I don't know the name of the streets in naga (I lived in Naga for 21 years), I know only the Landmarks or the establishments there... this is the site of 1st McDo branch in Naga. so it seems Bichara owns that lot for decades... nostalgic. in ancient times (not Stone Age, definitely hehehe), passersby would actually stop by the lobby of the old Bichara Theater because from there one could hear the audio of the movie being shown upstairs! so you can imagine how excited i was when sent to the centro for errands. the visuals are left to one's imagination :-) i hope the city initiates a conscious and concerted effort to preserve these old buildings esp of the downtown area. I don't think it would affect the CWC for the following reasons: CWC resident instructor is Australia's best and world # 2 Wake boarder Reuben Buchanan. Second, we have the cheapest rate and aside from the Wake Park, CWC has the first and only Winch Park in the world, Skate Park, Lago del Ray and soon the CamSur Bike Park which will have the longest downhill trail in Asia. Third is our easy access to land transportation. AFAIK, very skilled (take note VERY SKILLED :D) pilots handle planes taking off and landing in WNP since the runway is too short. They say, it takes experience to take off and land safely in WNP due to the runway. WNP has a case as to which LGU owns it - whether the province or the city. IMO, it shouldn't be a case. As I've stated before, let a private company do the renovation and do it on a BOT (Build-Operate-Transfer) scheme as what the NAIA T3 and other government infrastructures had undergone. At least no LGU will spend so much on renovating it, but still it's to be renovated. The payment, which most likely is an installment one, will be taken from the profit of the airport. I hope Gov Lray prioritizes this or maybe the next city mayor. Aside from the city proper and CWC, the airport must be beautified. Projects included: training trail crews, master planning, GPS, designing trails, and creating an international, World-Class, mountain bike park at the Capitol of Pili, adjacent to world famous Cam Sur Watersports Complex. Project continues today creating the longest downhill freeride trail in Asia. These lift accessed trails will ultimately descend almost 5000 feet of elevation from the upper reaches of the Mt. Isarog’s volcanic cloud forest, past amazing waterfalls and jungle cliffs, through rice paddies to the town of El Campo below.
