There are several subdivisions in Naga developed by Deca Homes. Their office is at Nagaland Hotel.
Are Deca Homes Naga and Deca Home Davao the same developers?
^^Added attraction ini sa ciudad pagnahaman ini..:banana::banana:

That's the devloper of Davao Wakeboard Park.
I wanted to know if it is the same developer as the several Deca Homes Subdivisions in Naga.

Yes, Deca Homes' owner is the same as the one in Davao. The owner, Luis Yu, is from Cebu but his wife is from Tabaco City. Deca Homes is the biggest low-cost housing developer in Cebu and they also have large projects in Davao mostly under low-cost housing. Deca is the one building a wakeboarding resort in Davao City. Deca Homes Naga is being managed by Luis' brother in law. I know they were also doing a project in Legazpi but I really don't now if it pushed through. Their initial projects in Naga was a joint venture with the owner of Robertson and Villa Caceres - Robert Obiedo.

aidz December 18th, 2009, 06:47 AM CamSur and Albay should work on a single tourism program and be promoted as a single destination.
Imagine the income and livelihood it would generate to all Bicolanos if Albay would be able to attract at least half of Camsur tourists before heading back home. That more than what Baguio is getting and could place Albay as the third most visited province. And Bicol the most visited Region in the Philippines.
Albay has so much to offer.
If I’m not mistaken, according the COA report, CWC alone earned a net income of 150 million last year making CamSur the 10th richest province in the PI according to net income.
If we are to push for Bicol autonomy, we better be united in thinking and in heart... I've seen wonderful pics of Masbate, Sorsogon, Cam Norte and Catanduanes as well... imagine... 1 week package to tour the whole of Bicol... :)
and it's not even enough due to the many unexplored potential tourist spots here...
anyways... if we're going to have president of SSC Cam Sur Chapter, why not make it as sort of NGO as well with a mission to promote CAM SUR or Bicol as a whole to the local market as well as the international market?:banana::banana:

I couldn't agree more Naga Boy! I have been espousing for this ever since. It's a very big potential. It's about time that our leaders work together. Bicol has a lot of potentials!

one Christmas, a large Santa Claus was installed at the Quadricentennial Arch of the Cathedral. it's good that a Belen has been set up instead. It's more Pinoy and more attuned to the more traditional symbols and structures in the Cathedral area.

notice the fence??? it's nice to see century old structure here in Naga
hey thanks for posting these pics. i think i have seen them at the seminary museum. the old Spanish fence fronting what used to be the seminary football grounds brings back many childhood memories. that whole area was part of our playing field (sta cruz, barlin, dimasalang etc...) centuries ago hehehe..
centuries ago i climbed those walls attempting to get as many canda (calachuchi) blooms as i could for the summer Flores de Mayo in our neighborhood. pairinutan kami magsakat. padarakulan burak. ang dakul burak, dakul panao sa Flores :-)
the property is owned by the Abella family, i think.
sonofignatius December 18th, 2009, 08:27 AM ^^ Nice collection of brochures. I hope more high-end brochures will circulate in the city - more high-end projects for Naga! :D
i hope these brochures that feature places to visit, food to eat, packages to enjoy will be readily available at the airport, in hotels, the bus terminal and other key points in the business districts.
more than a year ago, there was this small glossy magazine featuring anything and everything bikol. cover usually featured bikolano entertaiment personalities. too bad it folded up. issues were available in restos and hotels, all for free.
hope it is revived.
^^ Yes! With those being improved at the helm, there's no stopping CamSur/Naga from being one of the top tourists drawers in the country!
Look at the difference of Cebu and CamSur. A very thin margin of about 4K tourists! Look at CamSur's and Baguio's difference. Almost twice that of Baguio's visitors! :cheer:
something to crow about and a big idea to share. camsur has surely made its mark. big, big leap.
the country has many more untapped, undiscovered spots that can easily rival and outdo those in other parts of the world. tourism is big opportunity for the country.
I want one! I saw a Balenciaga bag in Greenbelt 3 that I so wanna buy but can't do. Sobrang mahal!:ohno:
Agree! Last year, I bought a trench coat there and a woolen coat (both for office purposes :D) which cost only less than P500. And they look new!
My tired-looking yet very venerable alma mater. I thank her for what I am right now.:D
Thanks for posting this Pau!:okay:
Pano mo palan naaraman na school ko ni?:dunno:
glad to see cam high has maintained its famous facade. gives it its venerable yet home-y, welcoming feel. i'm sure it is one common symbol that all its alums through the decades can identify with.
francia will never be francia without this beautiful building.:)
What's NBS and GSN? What are you going to look for there? Nawara ako. Mayo man po ako hinahagad saimo.:D
I sure don't imagine that wall in that corner of the two streets you mentioned. Where is it? Dai ko ma-imagine kung sain ang corner ning Blumentritt saka Panganiban.:D
i can imagine this wall! it was part of everyday fare in my elementary days at saint jo when our old blue school bus would pass by this remnant of an old, Spanish-style wall day in and day out. i think beside it was a junkshop, and across (at the other corner) was Champion.
not sure, though, if these ruins still exist. haven't paid much attention to it until this post came up :-)

Thanks for the info.
I personally know the father and daughter team of Deca Homes Naga, (Raul and Joan Rocha) of Tabaco Albay.
It's nice to know that there is a Bicolano lineage from the wakeboard park in Davao that Deca is developing.
Aside from Karangahan Village and Villa Obeido, Deca Homes have developed two or three more low cost subdivisions in San Felipe and Pacol.

Bobbymay is it.
Fil07 for VP. Big possiblity that he would take over, alam ko si Bobbymay would be immigrating anytime next year.
Fil would be good or Hakz.
indeed! It seems our domestic tourists contributed to our growth the most... however, we should remember that this is only the beginning as Caramoan, as I recalled the older threads, has been visited by foreign journalists/marketers for accreditation I think or something like that so as to be included in travel packages... And there's more! A time will come when it's not just Cam Sur, but the whole of Bicol... when our infrastructure and transportation sectors would be greatly improved! :)
Caramoan has just been unveiled to the world, the best is yet to come for Caramoan.

Yeah, very close. That means we have the huge potential to be on top. The governor has three more years, if ever, to tap the utmost potential of our province.

Oh, yes. It must be maintained. After all, it's the famous edifice that has been a trademark when its name came to be known. And it's a gabaldon! It cannot be demolished. Hehehe. The main façade, AFAIK, is more than 110 or 120 years old.
That main building, BTW, has been listed by the Heritage Conservation Society (http://heritageconservation.wordpress.com/2006/07/27/camarines-sur-national-high-school-naga-city/) to protect it from possible demolition or whatever.

garzland December 18th, 2009, 10:58 AM ^^Really, good that there is a domino effect. I just really that this would continue. More investors are also investing now in Caramoan in tourism-related projects. If these projects are completed, they would propel the tourism activity in the province and in the region the fastest way.

He can do more. He WILL be doing more! He will not just leave CamSur unfinished. It's the biggest enterprise that he entered.
The Deca Wakeboard Park is said to be the largest in SEA. It's size is pegged at 7 hectares or 70,000 sq m. I just don't know if it's the entire area of the wake park or just the lake itself. If it's only the lake, it might indeed be larger than CWC since CWC's lake is only measured at 6has. But if 7has is the entire wake park, CWC may still be the largest.
When I checked out their Website (http://decawake.com/index.htm), I've noticed a big pang of similarity in the design, concept and contents, more so, the parties to happen once it opens! CWC truly is a trendsetter. But nothing beats the orig!

True. See? Russian investors would open a resort in Caramoan. Nearby Sagñay, though unknown to the tourism world, is also to open one by the same Russian investors! Good job!:D

by the way... regarding the iron man for next year, I am hoping that this time, there will be an alternate route for vehicles so as to avoid getting trapped by the event for 5 hours. It's a good thing that we're having an iron man competition, an international competition, however, it shouldn't be a hindrance for others' business... I'm thinking of creating a route to San Antonio Milaor...

yes that's it. popularly known as panganiban bridge but officially, delfin rosales bridge, after the WWII hero.
the ruins lie in the area of trespeces security agency indeed - is this still around?
these ruins and the others still found in the city (the old provincial jail along penafrancia av included- with its thick Spanish-style stone walls) can be turned into a tourist site, museum, resto or venue for special events, depending on the size of the place.
think Baguio's Cafe by the Ruins. the ruins of the old Arvisu family mansion turned into a resto that serves pastries, refreshments, snacks that are pinoy or cordilleran (or pinoy- or cordillera-inspired).
think Tagbilaran, Bohol's city museum. it's the prison of old times transformed to house historical pieces.
think dining places and wedding venues in Intramuros.
Have you seen the Navidad de Naga Church at Paseo de Caceres? That church looks great with a Chinese nativity motif.
I hope you could take picutres of that church Pau.
Been to Navidad. nice chapel. prayerful place. and a commanding view of Naga outside the chapel.
But i heard it is now closed- is this true?
nice parallels you have made, Nagaboy, by putting places you've seen abroad side by side with nagaspots. the pic identified as penafrancia shrine- isn't this the seminario?

the extensive development of this part of the Provincial Capitol is simply amazing. very smart hehe... i always tell friends that our capitol complex is quite unique for it not only hosts the provincial government's offices but also features resorts and recreation facilities.

yes that's it. popularly known as panganiban bridge but officially, delfin rosales bridge, after the WWII hero.
the ruins lie in the area of trespeces security agency indeed - is this still around?
these ruins and the others still found in the city (the old provincial jail along penafrancia av included- with its thick Spanish-style stone walls) can be turned into a tourist site, museum, resto or venue for special events, depending on the size of the place.
think Baguio's Cafe by the Ruins. the ruins of the old Arvisu family mansion turned into a resto that serves pastries, refreshments, snacks that are pinoy or cordilleran (or pinoy- or cordillera-inspired).
think Tagbilaran, Bohol's city museum. it's the prison of old times transformed to house historical pieces.
think dining places and wedding venues in Intramuros.
yup, its still there Fr., the corner of Blumentrit and Panganiban had a renovation a month ago..the said ruin is still intact though parts of the concrete wall is now blemished with rust orange paint :ohno:

The Archdiocese should've maintained the vegetation building up on the Cathedral itself. The church looks more beautiful. Aside from that, the saints in the façade is seen, unlike today which is almost entirely covered by bushes.:(

randism December 19th, 2009, 04:18 AM CamSur scholars hurdle Nihongo exams in La Salle (http://www.bicolmail.com/issue/2009/dec17/xhurdle.html)
FIFTY SIX graduates under the program of CamSur on free lessons in Nihongo took the Japanese Language Proficiency Test (JLPT) last December 6, 2009 at De La Salle University in Manila to hurdle the proficiency examination after undergoing intensive training under Gov. LRay Villafuerte’s Japanese Language Learning Course (JLLC).
The program with its high quality of teaching and effective instructional method, made possible thru competent instructors has been groomed as a major thrust of the Provincial Government of Camarines Sur to afford its professionals an access to the profitable Japanese industries.
JLPT, comprised of levels 1 to 4, is designed to evaluate and certify the Japanese language proficiency of non-native speakers. It covers writing-vocabulary, listening and reading-grammar and examinees should take the exam level which best correspond to their language proficiency ranging from beginners (Level 4) to experts (Level 1). The examination is conducted yearly by the Japan Foundation.
Said program, carried out thru the auspices of the Camarines Sur Japanese Language and Culture Center (CSJLCC) as part of the efforts of Gov. LRay Villafuerte in fostering closer ties and friendship with the Japanese government which in turn continues to consider CamSur as a steady source of competent manpower with the required level of proficiency in Japanese Language.
The free Nihongo course was launched in February, 2005 upon the initiative of Gov. LRay Villafuerte, by virtue of board resolution 099 of the Sanggunian Panlalawigan of Camarines Sur.
The examinees expressed confidence in passing said exam as they have made ample preparations for it. This they did knowing fully well that their aspiration in penetrating the lucrative Japanese labor market will greatly depend on the result of said exam.
The proficiency in written and spoken Japanese language is an indispensable requisite in landing jobs with Japanese firms as it is the language used in the workplace. Even the syntax used in computer programs and applications are in Japanese.
The result of JLPT is set to come out on March 2010. fernandez/mmec

A NIGHT TO REMEMBER. (upper left photo) Members of the legendary Bicol Heritage singers and musicians deliver an earth-shaking performance as former members Bro. Joey Piano, Provincial Tourism and Cultural Office, Cultural Division head Jaime Letada, Jr., Camarines Sur Assistant Provincial Treasurer Bernardo Prila, and Rev. Fr. Manuel Espejo of the Gainza Parish, deliver renditions of love and inspiration to the delight of the audience. Upper right photo shows Fortunato Peña proving once and for all that no talent or charisma has faded through the years as he lulls spectators to a mesmerizing trance during a number. The “One Voice” concert was staged 30 years after college buddies from the University of Nueva Caceres Glee Club took it to themselves to come back with a groundbreaking performance that jampacked the Villa Caceres Hotel Convention Hall last December 12.
A Day for Fun and Revelry
http://camsur.com/images/stories/CamSurNews/a%20day%20for%20fun%20and%20revelry.jpg
December 14 turned out to be a day inked in red for the employees of the provincial capitol as the Capitol Christmas Party was staged successfully with lots of gifts and prizes raffled off during the program and various presentations which have definitely added luster to the occasion. A dance contest held to the tune of “Nobody but LRay” sent spectators to wild laughter when male members of a participating group emerged onstage clad in midribs and afro wigs and started dancing like damsels despite their muscular physique. Shown at the top left photo is Vice Gov. Salvio Fortuno who represented Gov. LRay Villafuerte in breaking the good news on the release of the P10,000 cash Christmas bonus while the top right photo shows the winning form of the red group during the dance contest. Photos below show the employees who were grouped into red, orange, and green teams while awaiting the start of the program. At the end of the program all conceded that it was worth the wait

NAKED GLORY. Members of Alpha Phi Omega in their birthday suits dramatize their traditional Oblation Run at Plaza Quezon, Naga City with placards calling for end to killings of journalists and justice to victims in Maguindanao.
Oblation run takes on journalists’ cause (http://www.bicolmail.com/issue/2009/dec17/xrun.html)
By Juan Escandor Jr.
NAGA CITY--- Stirring the traffic for a while at the old central business district (CBD) here, 16 neophytes of the Alpha Phi Omega (APO) fraternity in their birthday suits ran on the street with placards that call for a stop to killings of journalists and justice to the victims of Maguindanao massacre.
The oblation run of the APO, which traces its roots at the University of the Philippines in Diliman, Quezon City, had been adopted here for several years now but on Wednesday morning the occasion drew a bigger crowd with full coverage of the tri-media.
The run was held at Plaza Quezon, adjacent to Plaza Rizal where an early morning conflict erupted between the city’s personnel of Public Safety Office and provincial government’s Civil Security Unit.
The buzz about an oblation run came quickly through the grapevine among media practitioners covering the conflict at Plaza Rizal. One-by-one the print and broadcast reporters piled up at the adjacent Plaza Quezon where a crowd was starting to converge.
Several people wore tee shirts of yellow and blue with the imprint “Jejomar Binay for president.” A man, who did not identify himself, said it was distributed to them. He was one of the motorcycle riders in a motorcade earlier. Binay is an alumnus of APO fraternity.
In a small platform in front of the permanent stage of the Plaza Quezon, several female onlookers waving APO flaglets talked aimlessly as more crowd came in to occupy positions inside the oval space.
Female reporters of two local stations, looking for scoop, interviewed senior members of the APO who feigned that they had no knowledge of an oblation run.
The excitement in the crowd heightened when a van stopped and there alighted 16 masked naked young men hooting their way to the main street that grabbed everyone’s attention.
In three planks, the hooting oblation runners waved placards that read: “Stop killing journalists” “Justice to the Victims of Maguindanao Massacre.”
The nude men made some 50-meter loop run from the main street wading through the crowd of onlookers and assembled in front of the stage cordoned by APO fraternity members. They sang their fraternity hymn and afterwards immediately dispersed towards waiting cars that whisked them away from the crowd. It happened for about 15 minutes.
Yong Limsiaco, an APO alumnus, explained the oblation run is a fraternity tradition that carries with it advocacy on political, environmental, human rights and current burning issue.
“Currently, we advocate for the swift justice to the victims of Maguindanao massacre and the security and the protection of journalists, and clean election,” Limsiaco said.
He said the oblation run is traditionally done during the foundation anniversary of the APO fraternity whose 84th fell on Wednesday, this week.
A female spectator who introduced herself as Marivic said she was not scandalized by the nude show but was rather excited to see young men in “full Monty”.
“Full of guts,” said Grace Inocentes, reporter of DWNX- Radio Mindanao Network, referring to the young men who faced the crowd in their full glory but with masks to hide their identities.

It’s Human Nature (http://www.bicolmail.com/issue/2009/dec17/xhuman.html)
Gandang Kalikasan Inc. was the brainchild of Gawad Kalinga (GK) volunteers Anna Meloto-Wilk, Dylan Wilk and Camille Meloto. All three were GK volunteers who were exposed early on to the harsh realities of poverty in the Philippines and now burned with the desire to do more for the country. This gave birth to the brand Human Nature® – a line of organic and natural personal care products that are 100% Philippine made and 100% free from harmful chemicals.
Human Nature® was launched last November 2008 to a group of friends, family and Gawad Kalinga partners. Today, Human Nature® employs GK residents as part of their full time staff and has begun work on an organic farm in a GK community in Bulacan to showcase the various Philippine ingredients and their various applications (including using these ingredients in many Human Nature products).
Guided by the principles of being PRO-PHILIPPINES, PRO-POOR and PRO-ENVIRONMENT, the company continues to strive for providing prosperity to the Philippines through successful & sustainable social enterprises and world-class organic and natural products for all Filipinos.
Human Nature® recognizes that the Philippines will be mostly agricultural for a long time to come. But if our farmers only grow rice, they will always be poor. Other countries have developed first-world economies from agriculture. For example, Switzerland produces some of the finest chocolates in the world, yet not a single cocoa bean grows naturally in Switzerland. They buy cocoa from around the world, turn it into chocolate and sell it back to the country that grew it for many times the price! The only way for the Philippines to become prosperous is for us to produce not just raw materials, but world-class finished goods and for us to buy Filipino products. On the other hand, France produce includes fine wine, champagne, the best cheeses, as well as expensive fragrances and export them worldwide. Here in our country, if our farmers grow Okra, they can often only get 50 centavos per piece or less. But by switching to, say, organic Aloe Vera, they can earn as much as P50 per leaf! That’s a hundred times the value!
This is how Human Nature® aims to help the Philippines – by sourcing locally at fair trade prices, producing a world-class brand and exporting it globally. Filipinos are some of the most hard-working and innovative people in the world, given the right opportunity. Producing world-class Philippine products is our way of loving our country and lifting many Filipinos out of poverty.
Human Nature® leads the way towards a new lifestyle – where our everyday habits for beauty and personal care make a real positive impact not only on ourselves and on our families… but also on our country, our people, and our environment. These are affordable organic and natural products that feel as good on your skin as they do in your heart. Human Nature® is about loving the Philippines, loving the environment and loving our families as it provides only the safest and purest world-class products for them.
This Christmas season, Human Nature® has prepared a variety of gift ideas ranging from Php149 to Php999 including special grooming gift packs for men! Each Human Nature Christmas Bundle comes with a giftable pouch FREE! These are gifts that give life – to the Philippines, to our environment – and the luxury of nature’s best to your loved ones.

TUG-OF-WAR. Like children at play, members of the city's Public Safety Office and Camarines Sur's Civil Security Unit grapple for tents being set up as vending stalls by traders inside Plaza Rizal for a proposed Capitol-sponsored trade fair which city hall men claim in violation of city ordinance.
City, capitol men clash over plaza (http://www.bicolmail.com/issue/2009/dec17/xcapitol.html)
By Juan Escandor Jr.
NAGA CITY--- Security personnel of Naga City and Camarines Sur provincial government clashed early morning yesterday at the Plaza Rizal over the implementation of ordinance prohibiting commercial stalls in public plazas.
Defending their position as security forces of the provincial government, Civil Security Unit personnel, who were watching over the tents embossed with CWC, clashed head-on with the city government’s Public Safety Office personnel when the latter started to dismantle the tents.
The security forces of two local governments grabbed in a tug-of-war the aluminum poles of the tents being dismantled which caused tension for several hours here.
No one was reported hurt as policemen of the Naga City police office came in to prevent the escalation of conflict between the CSU and PSO personnel.
The Plaza Rizal has been decided by the Supreme Court as under the administrative jurisdiction of the Naga City government after years of long legal battle over the issue of supervision and ownership. The Supreme Court decision favoring the Naga City government is on appeal for reversion by the provincial government of Camarines Sur.
Several local officials of Naga City rushed to Plaza Rizal to add efforts to quell the brewing tension which finally eased after city councilor John Bongat, talked with the head of the CSU, Jojo Mosa.
Bongat, a lawyer by profession, explained that the action of the PSO has no bearing on the motion for reconsideration filed by the provincial government of Camarines Sur at the Supreme Court.
He said the PSO personnel are acting based on the enforcement of the city ordinance that prohibits the use of public plaza as venue of commercial activities like putting up stalls.
“The issue here is the validity of the ordinance,” Bongat added.
He said he was requesting representatives from the provincial government of Camarines Sur to sit down to a meeting to resolve the issue and prevent future escalation of conflict.
Bongat said he is suggesting for a “status quo” over the Plaza Rizal where no party is to “move anything” within the area.
But Mosa insisted they are to hold their ground at Plaza Rizal by virtue of the motion for reconsideration filed at the Supreme Court which is to be decided yet.
He complained there were outsiders the PSO employed to help dismantle the tents put up at the Plaza.
Lito Del Rosario, chief of PSO, denied Mosa’s allegations saying all the people involved in the dismantling of tents are legitimate personnel of his office.
Del Rosario said they started their operation to dismantle the structures inside the Plaza Rizal at about 8:00 a.m. Wednesday upon instruction of enforcing the city ordinance

Staying true to its image as the extreme sports capital in the country today, CamSur unleashed the Republ1c Hubba Challenge showcasing some of the most prominent local figures in the sport last December 13 at the prestigious Lago Del Rey at CWC. Local amateur skateboarder Boboy Fernandez (top right photo) stomped the top spot for the Best Trick category with top rival Frederick Briones (left in bottom photo) landing on the second place. Upper left photo shows top skateboarder Todd Tessier having a taste of the extreme action before judging the competition. Throngs of skateboarders and skateboarding enthusiasts swarmed the venue to witness the event launched in keeping with the world-class standards that the Gov. By Lynda B. Valencia
MANILA, Dec. 16 (PNA) -- Tourist arrivals to the country’s tourist destinations in the third quarter of 2009 grew by 17 percent to 5.2 million.
Cebu regained its lead as the most visited destination with 1.24 million visitors, posting a growth rate of 1.8 percent vis-à-vis the previous year volume of 1.21 million.
The opening of new tourism destinations, products, facilities and activities as well as increased in flight frequencies of major airlines from Manila and other islands in the Visayas and Mindanao to Cebu gave impetus for enhanced domestic travel movement.
Tourist influx to Camarines Sur remained robust as domestic visitors increased by 163 percent while foreign arrivals rose by 29 percent for an overall growth of 124.6 percent or 1.23 million tourists.
Major events such as the International Kite Boarding Competition, World Wakeboarding Competition, Ironman Run, and the International Dragon Boat Competition have greatly contributed not only towards increasing awareness but also growth in international travel to the destination.
Despite the lean season in the third quarter, tourist arrivals to Boracay Island rose by 5.3 percent with domestic visitors fast increasing by 10 percent for a total volume of 506,896.
Bohol registered a 21 percent growth in foreign arrivals and 10 percent increase in domestic visitors.
Tourist volume to this destination accounted for 4.3 percent of the total traffic to major destinations in the third quarter of 2009.
The North East Asian market accounted for the bulk of the total foreign tourists at 59 percent, with the Chinese and Taiwanese arrivals posting a share of 23 percent and 16 percent, respectively.
Arrivals to Puerto Princesa City rose by 18 percent with foreign tourist growing faster at 23 percent vis-à-vis domestic visitor volume which went up by 17 percent.
In the third quarter alone, influx of tourists to Puerto Princesa City posted a 34 percent growth, the highest registered among all destinations during the period under review.
Increase in the meetings, conferences and incentive travel market in the destination triggered the hefty growth in visitor volume.
During the first nine months, the volume of domestic tourist increased by 21 percent while foreign tourist grew by 2.7 percent. This performance positioned the industry for greater growth in the fourth quarter. (PNA)

PILI, CAMARINES SUR---Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. is one of nine newly-elected members of board of governors of the Philippine Red Cross (PRC) during the biennial convention held Tuesday at the Manila Hotel.
Lizel Macatangay, secretary of PRC Camarines Sur chapter, said Villafuerte ranked third among the highest elected governors after Sen. Richard Gordon and Rep. Miguel Zubiri, who were old-time members of the 18-member board. Both Zubiri and Gordon ran for re-election, she added.
The other members of the board of governors elected included Henry Dy, Elmer Espiritu, Corazon Alma de Leon, Amelita Navarro, Mario Aguja and Andrew Nocon.
Macatangay said nine of the 18 governors of the PRC are elected during the convention held every two years at the same time that recognitions on chapter performance are handed down.
She said the voting was held in the morning and the result of the election was announced Wednesday night at a dinner party.
Macatangay said the election was automated and some 300 delegates from all over the country voted.
The biennial occasion of the PRC was graced by out-going US Ambasador Kristie Kenny who delivered a keynote speech that emphasized the effectiveness of the Red Cross in “delivering and installing confidence among the people across the country.”
With a theme: “Modernizing the Philippine Red Cross: Meeting Challenges,” the PRC event also gave recognitions to chapters with good performance.
The PRC Camarines Sur Chapter was bestowed the “Chapter of the Year” award in category 3 for its effective performance, earning the same recognition for two consecutive conventions. It was recognized with the same honor in 2006, during the biennial convention at Subic, Olongapo City.
The Camarines Sur representatives headed by chapter chair Fortunato Peña and its vice chair Pete Servano and secretary Lizel Macatangay received the award.
Servano and Macatangay also both received the “Aurora Aragon Award.”
The other officials of the Camarines Sur chapter include treasurer Sweet Caradag, auditor Mely De Guzman, public information officer Orbel Cepeda, Benny Abesa, Sandy Ondis, Atty. Gilbert Morandarte.
Macatangay said the 28th biennial convention of the PRC assessed the progress of the national organization at the same time that solutions and difficulties in delivering services were also discussed and formulated.

I'm thinking there's a small fortified area there much like Intramuros guarding that side of Naga to possible invasion. Notice that it's very near a body of water - the Naga River. That can easily be used by any opponent - if any - to invade that portion of the Spanish city.

A date inscribed on an edifice normally says the date it was finished. Other families may put a year or maybe a date on which something very important could have happened.

REYES, Happy to give gifts to less fortunate.
Wheelchair-bound, Jeff gives gifts this Christmas (http://www.bicolmail.com/issue/2009/dec17/xbound.html)
GOA, Camarines Sur --- He would have wanted to be a soldier or a pilot but cerebral palsy, a neurological disorder, keeps 25-year-old Jay-Ar Breis Reyes wheelchair-bound since childhood.
But being physically handicapped does not make Jay-Ar, or Jeff, as he is fondly called, an unhappy person nor does it limit him to reach out to those who are materially less endowed.
The only child of Dr. Leonardo Reyes of Tinambac, Camarines Sur and Ofelia Breis of Caramoan, Camarines Sur, Jeff is leading his fellow members of the Singles for Christ in a gift-giving project this Christmas. Moving around in his wheelchair, Jeff shows how generous he is and with a leadership quality that his parents and peers are proud of.
Dubbed “Pamaskong Handog ni Kuya Jeff,’ the project gives away free medicines, clothes and toys and conducts feeding program to the indigents and malnourished in this town where his parents have settled. He has been undertaking the project with the help of other benefactors who “wish to provide happiness to other people, especially those who are deprived of things that others have plenty of.” Jeff is requesting his relatives connected with pharmaceutical companies to donate medicines
Observing that Jeff and his friends can handle the project on their own, his parents have no direct participation in the two-year old outreach program although they themselves donate used clothings and other personal belongings to help beef up the stock for gift-giving come Christmas time or on ordinary days when someone needs help.
Dr. Reyes, the father, was surprised by the number of increasing donors and benefactors who wanted to share in the project even as he did not know that it was Jeff and his determination that launched the project.
Antonio Teoxon, a member of the Singles for Christ, said that other than gift-giving, their group will also give talks on good values to teenagers and children on Dec. 27 in Bgy. Tawog, Caramoan, Camarines Sur. He is also concerned with the establishment of a Gawad Kalinga in his mother’s nature-rich but economically-poor hometown of Caramoan.
Incidentally, the world last Dec. 3 observed that International Day of Persons with Disabilities which aims for the integration of such persons in every aspect of political, social, economic, and social life of their communities. The annual special day also provides an opportunity to mobilize action to achieve the goal of full and equal enjoyment of human rights and participation in society regardless of one’s physical disability.
Paradoxically, Jeff is helping those who may be physically normal but wanting in their mental and economic endowments. Indeed, good values and strong character reside in one’s heart where a wheelchair is not necessary.

hakz2007 December 19th, 2009, 07:05 AM Doctor bet eyes lying-in facilities; takes cudgel for senior citizens (http://www.bicolmail.com/issue/2009/dec17/xc.html)
NAGA CITY --- Maverick Bicol Mail columnist Joaquin ‘Chito’ F. Perez, a medical doctor who caters mainly to the poor and average-income patients in the city and environs and who has been recruited to join Team Naga under the Liberal Party here is pushing for two brilliant projects that will enhance citizen health care once he gets elected as city councilor.
Dr. Chito, as he is fondly called by his patients and friends, will seek for the establishment of “lying-in facilities” with at least two beds in every two adjacent barangays to be manned by one midwife and a doctor that will go on night shifts from 9 p.m. to 5:00 a.m. the next day.
According to Dr. Chito, the midwife can take care of normal spontaneous deliveries especially at night while the doctor will take care of emergencies like asthmatic attacks, vehicular accidents (particularly those involving motorcycles), knife wounds and other minor incidents where first aid has to be applied, like suturing to stop the bleeding or to prevent loss of blood until the patient is safely transported to a hospital for further evaluation and management, if necessary. He explained that these doctors will be taken from medical interns who will be required to serve a month’s community service.
The other equally important project is to put into motion the strict imposition of the Generics Act. He lamented that as of now big drugstores are trying to circumvent this law by giving limited number of drugs to senior citizens on the excuse that they just run out of these expensive drugs. “I myself have seen this happen to my patients where I prescribed 14 tablets of drugs but my patient was able to buy only five tablets,” he said even as he explained that the drugstore clerk told his patient that they just run out of stock, an oft-repeated alibi.
Dr. Chito said that several action numbers would be put up where senior citizens could call anytime to report situation like this, and more. Action teams would also be set up to be composed of public safety officers or related enforcement bodies who would verify if indeed these drugstores were telling the truth or not, he said.
He added that plainclothes action teams would also be mobilized to pretend to buy the same medicines with senior citizen IDs. “If it is verified that these drugstores have been dishonest in their dealings with senior citizens then they will be warned,” Perez stressed, adding that on third violation or instance, such errant drugstore would be recommended for the suspension of license to operate or transact business.
Perez said he has been writing about a lot of suggestions in his column in this paper and would be glad to be given the chance to implement them as elected member of the city council.
Dr. Chito is the eldest son of the late Dr. Joaquin I. Perez, Sr., and Naga City Vice Mayor Virginia Felipe-Perez. His uncle is former Congressman and Comelec Chairman Ramon H. Felipe, Sr., a distinguished old guard of the Liberal Party.

hakz2007 December 19th, 2009, 07:23 AM Palace lifts suspension of 2 mayors (http://www.bicolmail.com/issue/2009/dec17/xlifts.html)
By Juan Escandor Jr.
NAGA CITY---A Malacañang order signed by Executive Secretary Eduardo Ermita dated December 15 has lifted the suspension order of two mayors in Camarines Sur, according to one of the parties to the administrative cases the provincial board of Camarines Sur meted with preventive suspension.
Mayor Delfin Pilapil of Lagonoy, Camarines Sur said Wednesday Ermita issued a stay order upon their appeal which restored his executive function and effectively lifted the preventive suspension ordered by the provincial board of Camarines Sur.
Pilapil has been preventively suspended for six months after the special committee on administrative cases ruled the mayor violated Section 96(b) of the 1991 Local Government Code when he failed to secure formal approval from the provincial governor for his foreign trips.
He was also found by the committee to have failed to inform the town council about his trips outside the country.
Filed by Lagonoy councilor Eduardo De Hitta III, the administrative case against Pilapil was favorably decided by the provincial board which ordered the mayor’s suspension for six months after finding him guilty of “grave misconduct and dereliction of duty.”
“Respondent’s (Pilapil) bold admission that he did not secure the authority or permission of the Honorable Governor relative to his subject travels abroad is clearly a reprehensible act,” the provincial board decision read.
Pilapil appealed the decision to Malacañang that prayed for “stay execution order” because the SP (Sangguniang Panlalawigan) Decision would render moot and academic issues raised” and that the immediate execution would bring “irreparable damages” to him.
The mayor explained in his appeal that “the suspension pending appeal would be prejudicial to the public interest and would deprive the people of Lagonoy, Camarines Sur of (his) services.”
Ermita found the defense of Pilapil meritorious and granted the plea to stay execution.

PILI, Camarines Sur—The Department of Agriculture (DA) is intensifying its campaign to draw Bicol farmers into using at least two affordable bio-fertilizer brands that increase crop production as part of the long-term strategy to wean them away from costly, imported fertilizers.
Under this initiative, the agriculture department is pushing on microbial-based fertilizers with the trade marks Bio-Con and Bio-N, both environment-friendly inoculants developed by scientists of the University of the Philippines-Los Baños (UPLB), and tested to increase crop yields by as much as 20 percent.
Bio-N is a microbial-based inoculant available from suppliers in 49 newly established mixing plants nationwide, while Bio-Con is a commercially produced variety that is now being tested in the corn-farm clusters in Mindanao, the Ilocos region, Cagayan Valley, Central Luzon and Palawan, according to Jose Dayao, DA’s regional executive director for Bicol, based here.
Dayao said experts from UPLB and the Philippine Rice Research Institute (PhilRice) have recommended the use of Bio-N and Bio-Con as affordable, growth-boosting and environment-friendly alternatives to imported chemical fertilizers after these substitute fertilizers were screened for their effectiveness on a variety of agricultural crops.
The use of organic fertilizers will not only increase yields per hectare, but will, in the long haul, actually save for farmers hundreds of millions of pesos. Organic fertilizers are believed to help reduce reliance on expensive, imported chemical fertilizers in palay and corn farms, he said.
He noted that Bio-N, for instance, supplies at least 50 percent of the nitrogen requirements of rice, corn and vegetable crops and that five 200-gram seed packets are enough for 1 hectare planted to rice or corn.
Bio-N promotes shoot growth and root development in crops; increases the yield per hectare; and develops the resistance of corn crops to wind and certain plant diseases.
“It is an environmentally safe inoculant that can eliminate the risk of groundwater pollution caused by the leaching of nitrate, especially in loose soils,” the Bicol DA chief explained.
Developed by Dr. Mercedes Garcia of the UPLB’s National Institute of Molecular Biology and Biotechnology (Biotech) several years ago, Bio-N is a microbial inoculant made with a bacterium called Azospirillum. It helps the plant fix nitrogen from the atmosphere.
Dayao said nitrogen is one of the main nutrients required by plants. Although the atmosphere is composed of 78-percent nitrogen, plants cannot readily utilize the gas as nutrient. It has to be converted into a form that can be used by the plants.
Traditionally, farmers apply chemical nitrogen like urea to their crops, but sometimes, chemical fertilizers do more harm than good. Synthetic fertilizers can make the soil acidic, degrading its fertility.
In the long run, they pollute the soil, air and water table. Aside from these, most of the chemical fertilizers available in the country, particularly urea, are imported. With the current peso-dollar exchange rate, the prices of these fertilizers are exorbitant for farmers.
The advantage of using Bio-N is that it provides the nitrogen needed by plants without harming the environment. The Azospirillum in Bio-N converts the nitrogen from the atmosphere into a form that can be readily used by the plant.
Rice and corn plants become robust with Bio-N and since microorganisms, like bacteria, are natural components of the environment, this inoculant does not damage the soil. Most of all, it helps increase harvest, Dayao said.
It is cheaper than chemical fertilizers because Bio-N is made from local materials. The bacterium in Bio-N is isolated from the common talahib. Farmers can save a considerable amount by substituting or supplementing Bio-N with chemical nitrogen.
He explained that a pack of urea now costs P44, while Bio-N costs only P30 and is enough to apply for 20 kilograms of rice or 3 kilograms corn seeds. In 1 hectare, a farmer will need only five packs of Bio-N.
Biocon promotes growth with marked increases in yield ranging from 10 percent to 20 percent, while reducing the use of chemical fertilizers by 30 percent to 50 percent, he said.
Biocon is currently being used in selected areas covered by the Ginintuang Masaganang Ani (GMA) Corn Program in Mindanao, Central Luzon, the Ilocos region and Cagayan Valley. It is now under evaluation of the UPLB and PhilRice experts for wider use in the GMA Rice Program, Dayao said.
With Bicol emerging this year as among the top rice-producing regions in the country with the wide use of hybrid palay seeds, he said using bio-fertilizers would further boost the region’s production.
A hybrid-rice variety, also referred to as the F1, is the direct product of crossing two genetically different parents. In hybrids, the positive qualities of both parents are combined, resulting in a phenomenon called “hybrid vigor” or “heterosis” that results in better reproductive characteristics, Dayao said.
These factors result in higher yields than ordinary rice by 15 percent, and with proper management, farmers harvest up to 240 cavans per hectare per season or 12 tons per hectare per year, Dayao explained.
The entire Bicol region had a total of about 291,000 hectares of land devoted to rice that contributed almost a million metric tons of the staple food to the country’s overall production per year.
Most of these areas, however, are still using ordinary rice variety and synthetic fertilizers. Certainly, when the DA is able to expand the coverage of the hybrid varieties and use of bio-fertilizers in the region, Dayao said, “we expect more production.”

SEN. Benigno “Noynoy” Aquino III continued to cast the Aquino magic on Filipinos here and abroad, it seems, as he topped 2009’s fastest-rising politicians category. Aquino became a hit to Filipino netizens when he announced his bid for the presidential elections in 2010, according to Google.com.ph.
“Data from Google Insights for Search also shows that in a matter of four months, searches for Noynoy Aquino have managed to gain on and even slightly overtake the searches that fellow ’presidentiables‘ Manny Villar, Dick Gordon, Joseph Estrada and Gilbert Teodoro have accumulated for the entire year,” said Google in a media statement.
As far as the Philippine buzz makers’ group is concerned, Hayden Kho emerged as the most searched online for his controversial “Hayden Cam” scandal video, which was compared by show-biz observers to the video scandals in Hong Kong involving a famous actor based in the territory.
Other topics that attracted the Filipinos’ curiosity were the A (H1N1) flu pandemic, the death of news anchor Ted Failon’s wife, and the typhoons that severely damaged the country, to name a few.
This year’s Philippine Zeitgeist also shows that Baler is the fastest-rising local travel destination search term for Pinoys. A period film shown late last year starring Anne Curtis and Jericho Rosales spurred local interest in this surfer’s paradise. Local band Sponge Cola’s “Di Na Mababawi” is this year’s anthem, leading the fastest-rising OPM songs category. Carla Abellana, who got her first big break by starring in the local remake of Mexican telenovela Rosalinda, is the hottest searched local show-biz celebrity of 2009.
According to Google, the Internet “Zeitgeist” (German for “the spirit of the times”) was based on an exploration of the billions of search queries it receives each year.
In addition to the Year-End Zeitgeist, which highlights the top trends of 2009, Google also used several tools to get the latest insights into global, regional, past and present search trends. Confidentiality is assured as Google Zeitgeist tools can never be used to identify individual users because it relies on anonymous, aggregated counts of how often certain search queries occur over time. These tools are available year-round for people to play with, explore and learn from.
According to Google, the fastest-rising queries in the Philippines in 2009 are Facebook, Maricar Reyes, Kim Bum, Zest Air, Love Story lyrics, Lady Gaga, Hayden Kho, Twitter, Michael Jackson and the Pacquiao-Hatton bout.
The Zeitguys and Gals, otherwise known as the up-and-coming celebrity searches are Carla Abellana, Bebe Gandanghari, Sandara Park, Coco Martin, Dionisia Pacquiao, Katrina Halili, Maricar Reyes (model), Angel Locsin, Denise Laurel and Katherine Luna. As far as the politicians are concerned, the most widely searched were Aquino III, Sen. Panfilo Lacson, Sen. Francis Escudero, Ralph Recto, Sen. Manuel Roxas II, Sen. Manuel Villar, former defense secretary
Gilberto Teodoro Jr., Joseph Estrada, Willie Revillame and President Arroyo.
In Google’s “our most googled” (OMG) issues, the items for 2009 are H1N1 Philippines, Typhoon Emong, Ted Failon issue, Typhoon Ketsana, Typhoon Parma, Arniel Alcantara Chip Tsao, American GI Daniel Smith, SuperFerry 9 tragedy and the reproductive-health bill.
According to the online query, the most popular sites are Baler, Amana Resort, Acuatico BeachResort, Coron, Camarines Water Sports Complex, Anawangin Cove, Canyon Cove, El Nido, 8 Waves Park and La Mesa Eco Park.
The most popular original Pilipino music for Net buffs are ”Di Na Mababawi,” “True Love Ko,” “Not e to God,“ ”Kaleidoscope World,” “Ikaw Na Nga,“ ”Walang Hanggan,” “Balisa, Bintana,” “Paglisan” and “Nagmahal Ako.”
Last but not the least, the top queries in the country for 2009 are Friendster, YouTube and Facebook.

LUCENA CITY—Jai-alai betting stations operated by a Spaniard-owned gaming company have started increasing in Quezon province with the establishment of off-fronton stations in Calauag and Tagkawayan and four other towns in the province.
Ricky Dans, an account specialist of Meridien Vista Gaming Corp. (MVGC), said the company will operate “in a few days” in Quezon, claiming that it has the legal mandate from the Cagayan Economic Zone Authority (Ceza) that allowed it to conduct gaming operations like horseracing and jai-alai.
Dans met last week with some Quezon media practitioners to shed light on Meridien’s impending operations in Quezon province.
“We are going to have a ‘soft opening’ next week, and we have already set up jai-alai betting stations in six Quezon towns, including Calauag and Tagkawayan,” Dans said.
Dans said MVGC will apply for mayor’s permits in the towns where it is going to put up betting stations.
Meridien executives, on the other hand, will pay courtesy calls to the Sangguniang Panlalawigan and the governor.
MVGC documents showed that it operates under franchise given under the Cagayan Special Economic Zone Act of 1995, and that it is certified as a Ceza Registered Enterprise licensed to conduct gaming operations.
The Ceza authorized MVGC to set up betting stations in any place in support of the jai-alai games it holds inside the Cagayan free port.
Dans said the MVGC is now operating in eight provinces, including Aklan, Nueva Vizcaya, Albay, Camarines Norte, Camarines Sur and Cavite. It will soon open betting stations in Laguna.
He said Meridien’s online-gaming operations will be just like the Small Town Lottery (STL), in which two sets of numbers from 1 to 38 are drawn. He said, however, that a P1 bet gets to win P800 compared with STL, which pay only P600 for the same bet.

TAIPEI, Taiwan—The Manila Economic and Cultural Office (Meco) will be seeking to increase the number of Taiwanese visitors to the Philippines by 5 percent next year through the introduction of new tourism products, such as beach honeymoon and wedding, leisure and adventure trips to new destinations, and gaming, at the newly opened Resorts World@ewport near the Ninoy Aquino International Airport.
Ireneo Reyes, Meco tourism director, said aside from Boracay, promotional efforts will be directed to other spots, such as Davao, Palawan, Camarines, and other beach destinations.
Reyes said the Taiwanese, particularly those in the Taipei area, are looking for a beach setting for honeymoon or wedding ceremony, as it is a different atmosphere and scenery for them.
“We will ask our business partners, such as the travel agents, hotels and airlines, to create packages for wedding and honeymooners,” Reyes told reporters.
As part of its marketing campaign, Meco will facilitate the January wedding of popular Mandarin balladeer Fish Leong in Boracay. In March Meco is bringing model-actress Tia Lee to El Nido in Palawan for a photo coverage for her new book.
“We will have one image [model] per destination,” Reyes said.
He also spoke with the executives of Star Cruises, one of the investors in Resorts World, to help bring Taiwanese gamers to Newport.
Star Cruises, Reyes said, is now looking at bringing Taiwanese tourists to Newport via plane, and then have them start their cruise trips from Manila.
Reyes said this will hopefully revive the interest of the Taiwanese in the Philippine gaming industry.
The number of Taiwanese who visited other countries this year declined by 7 percent due to the global economic crisis. About 16 percent fewer Taiwanese visitors came to the Philippines from January to October this year compared to the same period last year.
The twin typhoons that ravaged parts of the Philippines also took their toll on the tourist arrivals, Reyes said, as some Taiwanese who planned to travel in October cancelled their trips.
For November and December, however, Reyes said the number of Taiwanese arrivals picked up anew. There is also a possibility that the decline in the number of arrivals could go down to just 10 percent for the whole of 2009.
Meco will also intensify its marketing efforts through the Internet as a survey showed that about 51 percent of Taiwanese travelers actually check the websites to get information about the destinations they are planning to visit.

Setting a good buckling example (http://mb.com.ph/articles/230322/setting-a-good-buckling-example)
By JESUS ERLE SEBASTIAN
Sometimes members of Congress can set a good example for us their constituents.
It may not have been the way some of our so-called solons would like to do it, but Representative Luis R. Villafuerte of the Second District of Camarines Sur performed a good deed for advocates of buckling up in vehicles.
He did it by surviving a motor accident while wearing a seatbelt.
According to story sent in by one of Manila Bulletin's reporters, Villafuerte was riding in a Nissan Patrol which lost control and rolled over a number of times on a slippery road in Barangay San Luis, Tagkawayan, Quezon.
The solon and his other companions inside the Patrol survived the accident because they were all wearing seatbelts.
At least, that’s how our reporter told the story, citing Daisy Jacobo, the Land Transport Office Traffic Safety Division chief as his source.
Villafuerte will now join the millions who’ve survived a motor accident without severe injury thanks to the invention of Scandinavian carmaker Volvo.
The story reminds us all to wear seatbelts whenever traveling in vehicles.
It also raises the issue that not all Filipinos have the habit of taking advantage of the belt that could save their lives in an accident.
The story cited statistics from the National Statistical Coordination Board which showed that in 2008, traffic authorities caught and fined 141,371 people not wearing seatbelts in vehicles on the road.
It said this was 5,875 more than violators of Republic Act 8750, or the Seatbelt Use Act, caught in 2007.
Not wearing seatbelt is on top of the list of traffic violations in the country.
This could be interpreted as a disturbing trend that show more motorists are becoming complacent about not wearing seatbelts, or traffic authorities on the field are more eagle-eyed about looking for unbuckled motorists.
In 2005, a year after RA 8750 was first implemented, 139,618 violations were recorded. This rose to 154,984 in 2006, and dropped to 135,497 in 2007.
That the number rose again in 2008 should alarm safety advocates in government and in the private sector. There is a need to remind people to buckle up.
We can’t have more congressmen getting involved in accidents to remind us.

Hi everyone,
I will be having my first visit to Naga early next year.
While it is mostly due to railway research, after covering Naga PNR station I will have half a day to look around the place.
Where would list members suggest as the most interesting things to see and photograph around the city area?
Would love any suggestions you may be able to give. Even an idea on how to get to them.
Many thanks (Maraming salamat)

Good day sir!
We have many places to go to in Naga! if you're here only for half a day, you may visit the many establishments and land marks here in Magsaysay Ave as well as the many churches here. Should you decide to extend your stay, feel free to check out the hydro hot spring resort in Panicuason, that's about 15-20Km from the center. Go further and trek to Malabsay falls. (I haven't been there for a long-long-long time now but I hope the other forumers here can enthrall you with pictures from those two mentioned places). Also, you must go to CWC, it's a must see.

Hiya aidz and axel,
Thanks for the help.
There seems to be a lot of great things to see around Naga.
Back in 2007 I only stayed a night in Legaspi but was so taken by it, that this is why we are returning again.
I am sure only having half a day in Naga will meet that I will want to come back for an extended stay.
I have an Aussie friend who has been in Naga with his asawa since about June this year. He loves it there and I shall be catching up with him. He was only going for one month and still dosent plan to return until next year sometime :-)
Who knows, I may be able to talk the wife into a longer stay this time. You know how it is, you always have to obey those Pinay woman
Thanks again guys, I am looking forward to seeing Naga finally. The only other time was in a passing bus :-(

kevinb December 19th, 2009, 12:04 PM ^^ You will regret it Brad. There's a lot to visit in and around the city. A half-day visit won't suffice. A few places of interest:
- Mt Isarog trekking
- Naga's churches (the Cathedral, the Basilica, San Francisco Church, Penafrancia Shrine, etc)
- the world-famous CWC
- nightlife in the Magsaysay District (clubbing or simply dining out)
- PNR visit of course  you may also drop by the newly-opened SM mall which is just a few blocks away
- Try eating at Bicol's famous restaurant - Bigg's. I love their burger and chicken than McDonald's. :D
- etc, etc :D

Canonical Coronation of the statue of Our Lady of Peñafrancia 1924[/QUOTE]
the manto (dress) worn by Ina in the 1924 coronation by the papal delegate Msgr Guillermo Piani is preserved and displayed. i last saw it in the seminario museum.
the statue of Our Lady of Penafrancia of Naga (to distuinguish it from the image of the same title venerated in Paco, Manila) is one of the country's first Marian images honored with a canonical coronation. one of the requirements for this recognition is long-standing popular devotion.

http://www.imagesphilippines.com/images/012506_185830.jpg (http://www.imagesphilippines.com/viewimage.php?id=4723)
did you know that Ateneo's signature Four Pillars building is patterned after the main building of Holy Angel University, Angeles, Pampanga?
The connection: then Father Pedro P Santos was the Kapampangan parish priest who would co-found Holy Angel. As bishop he would be assigned in Naga, later to become first bishop of Nueva Caceres. Known for establishing many Catholic schools in the region, he would invite the Jesuits in Naga in 1940 to start the Ateneo.
Ateneo honors the memory of this great man by naming one of its oldest buildings in his honor.
more trivia: the Jesuits were supposed to have opened the Ateneo de Bacolod. Stationeries bearing the seal and name of this Ateneo had, in fact, been printed. But the bishop of Bacolod changed his plan. Bishop Santos took this opportunity and invited the Jesuits to his (then) diocese, offering the present site in Bagumbayan Sur.

That's art deco (http://en.wikipedia.org/wiki/Art_Deco).
[QUOTE=hakz2007;48738973]That's pretty many. Preserving those ancestral houses should be a priority also of the municipal government because they simply reminds us of the past.
the local government of Lib could design a heritage tour of these old houses, much like the one in Silay, Negros Occidental.

Isarog has so many exciting things to offer. The Naga side alone is good for trekking, with resorts- or springs- or falls- hopping along the way. As one treks, he can enjoy the guavas, passionfruits and wild strawberries along the way.
the hot and cold springs are a far cry from what it was more than 10 years ago. i remember biking up to isarog with my students on weekends. the hotsprings were the last stop on the way up. there was no entrance fee then and there were no well-developed pools.
the forest that surrounds the place gives one a truly refreshing, relaxing feel.
They would be eaten before we got back to Manila

Brad
do extend your stay so you can truly enjoy the heart of bikol.
my share of tips:
food trip - must-eat: toasted siopao & mami at Naga Garden; kinalas and baduya; bikol pizza at CWC; burgers, chicken, iced tea, bicol special, pork cordon bleu at Bigg's; halohalo at iceblink; cakes (esp concorde) & coffee at Red Platter or Bakers Plaza; bikol/ pinoy food at Geewan, Bob Marlin, Molino Grill; chinese at Oyster Villa or Wok (get spinach soup!)
souvenirs/ pasalubong - handicrafts at public market ground flr; pili products at J Emmanuel or RPM (next to each other across Oyster Villa); get choco naga at J Emmanuel; frozen, packed pinangat at Geewan
if a religious pilgrimage is part of the plan, visit Penafrancia Shrine and/ or basilica and pray before Ina.
aside from wakeboarding and watersports at CWC, visit the other attractions there- eco village, resorts, aviary etc.
if you have some more time, go all the way to ocampo and visit the deer farm. look for this particularly friendly deer among the herd.
enjoy your visit

kevinb December 20th, 2009, 12:47 AM Michael Padua: One-man weather center (http://opinion.inquirer.net/inquireropinion/talkofthetown/view/20091219-242994/Michael-Padua-One-man-weather-center)
By Alcuin Papa
Philippine Daily Inquirer
First Posted 21:51:00 12/19/2009
IN this age of climate change, stronger and more violent storms will be the norm rather than the exception, especially for vulnerable countries like the Philippines. The need for more accurate and quicker storm warnings becomes imperative for a country that gets hit by an average of 20 storms a year.
Naga City-based maverick meteorologist Michael Padua is trying to provide more accurate information on storms and, maybe along the way, change the way we look at the weather.
“In other countries like the US, the weather is part of their lives. In our country, we have our fatalistic bahala na[come-what-may] attitude. There is a lack of awareness,” he said.
Website
In 1997, Padua spent his own time and money to start the website typhoon2000.com as an alternative one-stop source of information for typhoons and provide more accurate weather forecasting.
The site, which Padua himself billed as the “The Philippines’ first website on tropical cyclones,” is a rich source of information on storms headed for the country.
It features typhoon tracks culled from other international weather agencies like the US Joint Typhoon Warning Center based in Pearl Harbor in Hawaii, the Japan Meteorological Agency and the National Weather Service in Guam.
The site also has Padua’s own typhoon track and analysis based on his own research. “Weather forecasting is very technical. But on my website, I try to translate all the technical information into something the layman can understand, so that everyone can prepare for the coming storms,” Padua said.
Backup system
Padua also registered maybagyo.com, which also leads to the typhoon2000 website, as a backup system. “At least the site is accessible through either of the website addresses even if traffic is high,” he said.
Typhoon2000.com now offers users fast weather information through text messaging. For a P2.50 fee, users of Smart, Globe and Sun can get the latest information on the weather. (See sidebar.)
The website is Padua’s own expression of his childhood fascination with typhoons. As a grade school student, Padua used to clip newspaper stories on storms. He said it helped that the area he grew up in was frequently visited by storms.
For his college degree at the University of the Philippines, Padua took BS Geography, the closest course to meteorology at that time. Padua said the degree program had subjects on climate and sharpened his knowledge of geographical locations, something he finds useful today.
Thrill in tracking storm
When there is a storm, Padua has an adrenaline rush. “I find a thrill in the suspense of tracking a storm. My friends tell me that if I am sick, it seems I get my vitamins from tracking storms,” he said.
With his laptop and mobile Internet connection, Padua manages to update his website every hour when an area is threatened, compared with the four-times-a-day updates from the website of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Around 15 percent of users visiting his website are from the United States. He gets hits from Vietnam and Hong Kong as well.
“The advantage of my website is that I show the forecast of international weather agencies tracking the same storm,” Padua said.
His website has a disclaimer that says his information should not be used to make life-and-death decisions. “Visitors to the site now have the option to plan their actions and make their own scenarios,” he said.
Graphics
Padua takes pride in his typhoon graphics that make weather forecasting easier to understand. “Visitors with no knowledge of meteorology and those who can’t read maps will find my website useful. There is also more information like wind speed and rainfall. But more than that, I think my site is more geographically precise since you can see the provinces and cities that will be affected by the storm,” he said.
Because of his website and his forecasts, Padua has had his run-ins with Pagasa people. He remembers going to a seminar of Pagasa weather forecasters a few years ago and engaging one senior forecaster in what he described as a “stormy” conversation.
He lamented that government agencies like Pagasa were “still stuck in the Middle Ages” in terms of weather forecasting. In the early days, the Philippine weather forecasting system was the model for other countries, he said.
“Pagasa really needs more equipment. Weather forecasters need more training. Most of all, the agency should start entering the age of the Internet because there is a lot of free information out there on the Web. If I can do it through my website, why can’t they? It seems they have not coped with advances in technology,” Padua said.
Watchdog
He maintains that he is not out to compete with Pagasa. In fact, he is open to helping Pagasa and the government.
“Maybe my website is Pagasa’s fault. In a way, I wanted to be a watchdog of the weather bureau so it can improve. But what is important is making the information on coming storms available to the public not to scare everyone but for us to be prepared,” he said.
The popularity of his website is a testament to the meticulous care Padua puts in his weather forecasting.
In 2004, he made a forecast that Cyclone “Unding” would hit Naga eight hours before it actually struck. Pagasa was predicting the storm would hit Northern Luzon. He told the local Pagasa branch about his assessment, but the agency would not change its forecast. He then called up Mayor Jessie Robredo, a family friend, who immediately convened an emergency meeting of the local disaster coordinating council.
“People were so relaxed, probably because of the prediction that the storm would not hit Naga City,” he said. But the storm did come the next day, toppling power lines and stranding people. But no lives were lost, he said. This incident made Padua’s name a byword in local weather forecasting.
Surge after Ondoy
Hits on his website jumped after Tropical Storm “Ondoy” dumped rains on and flooded large parts of Metro Manila in September, according to Padua.
From up to 500,000 hits a day before Ondoy, his website was getting a million hits after the storm. As “Pepeng” closed in on the country, Padua said he was getting as many as 3.5 million hits a day.
On Sept. 24, two days before Ondoy hit Luzon, Padua said he had noticed the wide area of rain clouds formed by the storm as it passed by Naga. At that time, Padua already raised the alarm that Central Luzon and Metro Manila would get as much as 200 millimeters of rain in a 12-hour span.
Satellite images
Padua hardly sleeps when a typhoon he is tracking nears land. At around 2 a.m. of Sept. 26, he obtained satellite images confirming Ondoy’s heavy rain clouds.
By 6 a.m., he said he noticed thick clouds in Rizal with winds pushing rain clouds ahead of the storm’s center. By 8 a.m., the center of the storm was in Central Luzon while the rain clouds were in Metro Manila. Heavy rain fell on the metropolis and the rest is history.
“But I was still surprised with the amount of rainfall brought by the storm,” he said.
Separate agency
Despite the criticisms and the accolades, the portly Padua continues on with his work. He is advocating the formation of a separate agency that would focus solely on storms.
The agency, patterned after the US Hurricane Center, would also boost research on typhoons and do hazard mapping that could be disseminated to the local level.
Typhoon preparedness
He is also busy with efforts to make Filipinos more conscious of the weather. He is currently the head of the Naga College Foundation’s Typhoon Preparedness Center, which conducts research and seminars.
The center, which has only two staffers, has around 50 student volunteers and is the only one of its kind in the country.
Padua said he would like to see more of these efforts replicated in other areas frequently hit by storms.
Padua expressed hopes that his website could help the government and Pagasa become better at forecasting and make people more aware of the weather.
“My wish is for the country to be No. 1 in weather forecasting in the Pacific and elevate our preparedness for storms so fewer lives are lost,” he said.

MANILA, Philippines—The Body Shop (TBS) Foundation is doing its share by adding a smile, literally, to underprivileged children who are afraid to show their faces and even laugh out loud for fear of being ridiculed because of the way they speak or how they look.
But a child cannot stop being a child, doing the stuff that children do, just because one happens to be different.
Having enjoyed brisk sales of its body butters, facial scrubs and fragrance sets, the foundation has decided to give back to volunteer organizations, including Operation Smile. Its effort embodies the “beauty of giving,” donating a peso to charity for every purchase of its holiday gift collection items.
Last year’s holiday frenzy fetched P80,000, which was given to organizers of Operation Smile during a ceremony at Greenbelt.
“I've been a volunteer for the past 27 years, and it’s hard and painful to see how a child’s life is put on hold when something can be done now,” said Roberto Manzano, Operation Smile’s executive director.
Scarred
This year, TBS gives its patrons the opportunity to directly participate in this medical mission through its holiday gift packages.
Operation Smile is a non-profit volunteer medical services organization that started in 1982 in Naga City. Through the years, it has served 50 countries, bringing international experts to the Philippines for medical partnerships. A recent operation took place last October in Tawi-Tawi, with the help of surgeons from Johns Hopkins University.
By far, Operation Smile has returned the smiles to 22,000 kids and young adults who, by birth or accident, were scarred by hare lips or cleft palates.
Manzano shares the transformation of expression—from fear to joy—the moment a child holds a mirror to his or her face for the first time after the operation, recognizing the difference a smile makes.
To Manzano, “a life of shame and misery” has turned to “a life of opportunity and possibility.”
Operation Smile can change a child’s life in 45 minutes through a simple surgical procedure for only P15,000 per child.
Children with cleft deformities are often ridiculed, and sometimes become a reason for them to stop going to school.
The humiliation that a child may have to endure because of how he or she looks may have profound consequences. They usually grow up socially inept, lacking in work skills, and may have difficulty finding gainful employment later in life.
In the Philippines, it is estimated that one in every 500 babies are born each year with a cleft lip, a cleft palate or both—that translates to 4,004 of 2.064 million Filipinos born every year.
Top 12 birth defects
The Philippine Birth Defect Registry, a joint project of the Department of Health and the US National Institute of Health’s Institute of Human Genetics, reported that cleft lips and palates are among the top 12 birth defects in the country.
Aside from its partnership with Operation Smile, TBS has also chosen to support the programs of five organizations that deal with the environment, self-esteem activation, community trade, animal testing and human rights:
“Rural Education Outreach Program (Recop) was a brainchild of Checcs Osmena-Orbida after her “semi-retirement.” It is an organization that promotes environmental responsibility, education, women empowerment and livelihood opportunities in remote areas in Negros.
Kariton Center is a group that helps organize street families in Manila into a mobile self-help group by providing leadership formation, skills training, and values formation.
Sheltering women
Peace Women Partners is an organization of artists, educators and professionals from the grassroots level who are working toward a vision of a world where people from all walks of life can come together. Their center also helps women when their own homes can’t give it to them. A livelihood project funded by TBS will allow these sheltered women to turn recycled items into fashion accessories.
Tuklas Katutubo is a non-profit SEC registered organization that started in 1997 to empower indigenous communities. TBS gave Tuklas Katutubo the funds
needed for alternative housing projects called “Ollongan,” covering 400 households in North Cotabato and Davao.
Service For Peace is an independent nonprofit organization that provides service and learning opportunities in Culiat, Quezon City. It brought together 10 different tribes, persuading them to set aside their differences, and enabled them to launch their own community projects, including the renovation of the local madrasah or religious school. Also, SFP found a partner in TBS to clean up Laguna Bay.
Nicky Tracey, TBS Asia-Pacific brand and values director, said that this year’s roster of grantees are little known.
TBS wants to fund groups that otherwise would have difficulty acquiring funds from traditional sources. The five organizations bested 85 other groups following a rigorous screening process.
For Operation Smile, “we wanted to give the children the chance to smile,” Tracey said.
Each TBS gift comes with a tag that entitles the giver and the receiver a 15-percent discount on TBS gifts and products. The Beauty of Giving will run until Jan. 31, 2010.

the present site of the Daughters of Mary convent on Ateneo Av was the Arzobispado (Palacio) for some time- at the time of the founding of the Ateneo, i believe. (Arch)Bishop Santos studied under the Jesuits at San Jose Seminary in Manila thus, the ties.
it was rice and cogon fields at that time. it wasn't even a residential neighborhood. quite out of the way kumbaga.

all kinds of badi and alang na sira (for non-Bikol readers, "sira" in our language is "fish" hehehe) in our market. you guys should try sinanlag or pasta with shredded badi. masiramon!
no need to add salt for sinanlag (sinangag). the shredded badi will take care of the flavor. sprinkle it with a lot of garlic toast to drive the aswang away ;-)
instead of bacon bits for carbonara, use shredded fried badi (abo). a simple mix of olive oil, fresh basil and tomatoes, olives, mushrooms, capers and shredded badi na abo for pasta is also good. (basil and cherry tomatoes are sold at the weekend organic market at the covered walk near Avenue Square; also availbale sometimes at Green Earth Cafe at Villa Sorabella, Concepcion in Naga)
try this. learned this from a jesuit foodie who has prepared it himself.

There is a funny story here about aswang, may pinag bibintangang dito aswang yung taga tinda daw ng bawang...asuuuuusss :nuts:
If you saw her talaga you will noticed masyado sya makaluma sa pananamit at kilos kaya siguro the tsismosa's tsismoso here spread the humor of her being an aswang..hahaha
But the poor woman's business and work is selling sachet of bawang in every store.
And my mom talked to her one time, funny she's a bicolana from Ocampo.

sonofignatius December 20th, 2009, 06:59 AM studies on the aswang phenomenon in pinoy culture tell us that the 'aswang' label is a form of social control. in the community those who look different in their manner of dress, looks or way of life tend to be given this label. not that they hunger for blood nor live in the dark but they are just seen as beyond the usual.
your snippet, axxel, affirms this phenomenon.
we can then understand why those who live by their lonesome and do not mingle too much with other people, who live in too isolated places, who have unusual physical characteristics (an unusual mole, unusual hair length, unusually long fingernails, unusual look etc) are called this name.
in the studies on the bikol aswang by the jesuit sociologist-anthropologist Frank Lynch,S.J., he identifies two kinds of the aswang we bikolanos believe in- the aswang lupad, and the aswang lakaw.
Fr Lynch spent months in Bikol in the 60s or 70s when he did his doctoral research. i think he lived in Canaman, CamSur for a month. his dissertation was later published as "Social Class in a Bikol Town". And that is Canaman actually.
i also did some work on the aswang for my undergrad thesis in Bikol literature at the Ateneo de Naga.

Yah, very true. If you know guys my mom was also a victim of this unusual thought by some people. She had a long hair being a member of the JMCIM (Jesus Miracle Crusade, our women here is required to have a long hair as the bible say in 1 Cor 11:5,6 and always wear long skirt)
They not directly say "si Manay Linda aswang" but parang aswang naman maybe because of her appearance hehehe, but wooooootz my mom is a God Fearing and Religious woman. I hate them.
Actually ginagawa na lamang namin katatawanan yan eh just like the old lady, when we talk about it she told me "Ano man daw an noy ata puro bawang na ngani an kapot ko at parong ko, pigbansagan pa ako aswang"

“My wish is for the country to be No. 1 in weather forecasting in the Pacific and elevate our preparedness for storms so fewer lives are lost,” he said.

By Celso Amo (The Philippine Star) Updated November 19, 2009 12:00 AM
LEGAZPI CITY , Philippines – Albay Gov. Joey Salceda, Regional Development Council chair for Bicol, has put on hold the ongoing work on the Libmanan-Cabusao dam project in Camarines Sur pending an investigation.
Salceda has also created a special committee composed of Gilbert Gonzales, regional technical director of the Environment Management Bureau (EMB), National Irrigation Administration regional director William Ragodon and an RDC representative to conduct a probe on the P700 million dam. Some 15 percent has already been completed like the completion of the access road while construction of the cofferdam is going-on.
“We affirm our affirmative stand on this project,” said Salceda during a full council meeting at the NEDA 5 office in Barangay Arimbay here Wednesday morning, citing the role of the RDC to approve, endorse and oversee government projects.
Critics on the project from the different affected localities which are affected by the project said they were not consulted as they fear the dam threatens their property and livelihood. Reports also said that the project has been awarded to A.M. Oreta and Co., Inc. even though the project has not been presented to the Infrastructure Coordinating Committee.
It has been noted during the various consultation meetings conducted in the affected local government units that the NIA did not conduct a topographic survey of the area upstream of the dam before the preparation of the feasibility study to determine the area that would be inundated after the construction of the dam.
However, Chito Monson, Bicol River Basin Watershed Management Project head, who is coordinating the formulation of the action plans for the relocation of affected families on the areas which would be inundated, said earlier that the Libmanan-Cabu*sao dam (LCD) is not like the big reservoir dams of Angat in Bulacan, Pantaba*ngan in Nueva Ecija and Magat in Isabela because it is not capable of storing large amount of water.

Metro Naga towns get production facilities for women enterprises (http://planet.naga.ph/metro-naga-towns-get-production-facilities-for-women-enterprises/)
Six LGU-members of the Metro Naga Development Council (MNDC) will soon receive financial and technical assistance from the Canadian International Development Agency-funded GREAT Women Project for the establishment of Common Service Facilities in their respective municipalities. This was signified in a partnership agreement signed last Friday, 3 December, with the Philippine Commission on Women (PCW), DTI, DOLE, DOST and DENR.
Said service facilities aim to enhance the production capabilities of women-led micro enterprises, specifically the producers/processors of bamboocraft, agas, pili , ceramics, crabpaste and kakanin in Bula, Milaor, Naga City, Magarao, Gainza and Pili, respectively.
The PCW, formerly known as NCRFW and the lead agency implementing the Gender-Responsive Economic Actions for the Transformation of Women (GREAT Women) Project, shall provide initial funding for the procurement of equipment. It will likewise provide funding for the capacity development activities of the women micro-entrepreneurs, and provide technical assistance to the Common Service Facilities, among others, making available information vital to the pursuit of the facility and linking it to appropriate technical resources.
MNDC shall facilitate linkages to various business service providers such as national government agencies, non-government organizations, and research institutions; facilitate business support services such as market promotion and inclusion of CSF products in trade fairs.
The partner-LGUs will provide funding for the acquisition of other assets (land, building, office furnishing, and office equipment), operating capital, and research and development. They will also ensure that the needs of the marginalized women are addressed and are carried out in the implementation and management of the CSFs until their turn-over to the WMEs. They will take the lead in creating linkages and networks with support agencies/organizations through their One-Stop Women Enterprise Development Desks; and ensuring the sustainability of project.
The operation of the production facilities is also supported by national government agencies, particularly DOST, DTI, DENR and DOLE. They will provide additional equipment, technical assistance, training, product development and marketing support to ensure the success of the project.
The Gender-Responsive Economic Actions for the Transformation of Women (GREAT Women) Project is being implemented in the Metro Naga area through PCW and the Metro Naga Development Council. GREAT Women Project Manager Luzviminda A. Villanueva said in an interview that the partnership aims to establish a gender-responsive enabling environment at the local level for the economic empowerment of women, particularly, women in micro-enterprises or WMEs. She said that efforts under the partnership should lead to (a) women?s increased access to economic and/or enterprise-related programs and services, (b) better support services for women?s economic/ enterprise endeavors, (c) less constraints on women as a result of gender and reproductive roles and expectations, and (d) better incomes and expanded capabilities and life opportunities for women.

An historya kan Kabikolan bakong kumpleto kun dai an saiyang mga pagtuga. Pagtuga na iyo man an tataramon niyato sa katotoohan. An gapo na nagraot kan satuyang mga harong, iyo man an gapo na gagamiton sa pagtugdok kaini. Arog kaiyan an buhay kan tawo. Arog kaini mabuhay sa alanganin na kinaban.
Sa kada pagbisita sa Albay o sa kada pag-abot ko sa Bikol, an tuktok kan Mayon an sarong pamilyar na eksena na hinahanap. Minsan sa sakuyang pagrayo o pagduman baga ngaya sa Masbate, an saiyang tuktok an hinahanap kan sakuyang mga mata.
Nag-uugbon an kuto sa irarom kan saldang. Madakul ining lalo sa laog kan bulkan ta sa bulkan mismo sinda mina-erok, duman an saindang altar kun sain idinudusay an mga aking saindang kinua. Kaya ngirhat an enot na nag-abot sakuya bago pa man mahiling ko an kagabsan kan bulkan o bago pa man ako darahon kan sakuyang apoon na babayi tanganing magpamibi sa Joroan, sa Tiwi, asin mahiling kun pano an gabos na inaagihan kan bus, garo nag-iitok sa bulkan. Abaang gayon ta sa pagbiyahe mo sa Albay, sa gabos na direksyon, mahihiling mo an Mayon, an toninong na bulkan na pigsasapugay kan mga panganoron, na sigun sa pigtukdo sa samuya sa eskwelahan, an saiyang mamomoton na esposo, si Ulap, an estrangherong nagadan sa ralaban ninda ni Pagtuga. Arog kaini luhay-luhay na nahaman an Mayon sa sakuyang imahinasyon na orog pang papagyamanon kan mga rawitdawit asin osipon kun sain mahihiling an bulkan na ini.
Kun kaya sa sarong tula ni Merlinda Bobis, binuhay niya giraray an daragang nagadan, an pig-agawan kan duwang lalaki. Ki Bobis, mabubuhay giraray an bulkan asin dai na na siya magigin bulkan, dai na siya magagadan. Sa mga linyang ini, mahihiling kun pano binubuhay an mga mito asin tinatawan nin panibagong paghiling o pagpapahiling tanganing maipahiling an muyang ipasabot kan rawitdawit asin malinaw an pangapodan ni Bobis na gamiton an mito kan Mayon, an simbolismo kan bulkan tanganing saboton an kamugtakan niyato sa kinaban. Basahon asin hilingon an pagkabuhay sigun sa kun pano niyato nahihiling an mga buhay na ini sa atubangan kan toninong o nagkakarabang Mayon.

hakz2007 December 20th, 2009, 11:31 AM DepEd brings back Spanish in High School curriculum
By ANGELO G. GARCIA
December 11, 2009, 6:00pm
The Department of Education (DepEd) has forged an agreement with the University of Alcala (Alcalá de Henares, Spain) for the Spanish language program to be included in the country’s high school curriculum and to strengthen cultural ties between Spain and the Philippines.
“With this agreement, our students and teachers will not only learn to master the basics of Spanish language, but will also be exposed to more opportunities of interaction in the international arena,” DepEd Secretary Jesli Lapus said.
“Bringing back the Spanish language in the school curriculum would help us understand and connect with our past. Many of the works of our forefathers, including our national hero Jose Rizal, which were written in Spanish, remain significant up to this day,” Lapus stressed.
The University of Alcala in Madrid is one of the oldest universities in Europe with more than 500 years of history. It is known for its active efforts to promote Spanish language in both studies and the Cervantes Prize – an award given by the King and Queen of Spain for lifetime achievement of an outstanding writer in the Spanish language.
The university was also declared by UNESCO as a World Heritage Site due to its contribution to arts and sciences.
The DepEd and University of Alcala have agreed to implement programs that will strengthen the academic, educational and cultural activities that will benefit both parties such as the inclusion of Spanish language in the curriculum of 15 pilot secondary schools in the Philippines.
The program seeks to develop students’ skills in listening, reading, writing, speaking, and viewing as fundamental to acquiring communicative competence in a second foreign language.
Last June 2009, the Spanish language was included in the curriculum of secondary schools as an elective. The 15 pilot schools were selected by DepEd regional offices based on Mean Percentage Score in English, ability to provide substitute teachers to take over the classes of teachers in training, and availability of classrooms and support facilities and equipment.
The schools implementing the program are Ilocos Norte National High School (Region I), Lemu National HS (Cagayan, Region II), Honorato Perez Memorial Science HS (Cabanatuan City, Region III), Cavite Science HS (Region IV-A), Dolores National HS (Marinduque, Region IV-B), Naga City Science HS (Region V), Capiz National HS (Region VI), Don Pablo Lorenzo Memorial HS (Region IX), Gusa National HS (Region X), Davao City Special School (Region XI), Tupi National HS (Region XII), Agusan National HS (Caraga), Ifugao Provincial Science HS (CAR), Quezon City Science HS (NCR), and ARMM Science HS (ARMM).
Selected teachers from the pilot schools were also trained under the supervision of the Instituto de Cervantes and the Bureau of Secondary Education to effectively implement the program.
“Learning Spanish will give our students an edge in career and job opportunities both here and abroad,” Lapus said.
“As a member of the UNESCO, we believe that this step will contribute to peace and security by promoting international collaboration through education, science, and culture,” he added.
Spanish used to be a regular subject in high school but was scrapped in the 70s, and became a subject only in college. However, the course was totally scrapped in the 1990s.
another great news for Naga for being chosen as one of those pilot schools!:banana::banana:

Jonas Cabiles Soltes
Sunday, December 20th, 2009
NAGA CITY - Bikol writer and Vox Bikol columnist Victor Dennis Nierva has asked the Camarines Sur chapter of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) on Monday to act immediately on the "political and politically-motivated" infomercials aired in radio stations in this city and in Camarines Sur that use children as voice talents.
Nierva, in a letter to KBP-Camarines Sur President Emmanuel Llagas, has asked the "prompt decommissioning of [the] crass, children-employing advertisements."
Nierva was especially referring to the infomercial created by a local advertising agency aired over local radio stations RMN-DWNX and DWOK starting November that featured a child singing a tune with verses that call as peste (pest) the opponents of the controversial Libmanan-Cabusao Dam Project.
"[Infomercials] employing children as voice talents ... have nothing to do or not in any way connected with the very nature of childhood. On the other hand, these political and politically motivated advertisements come as a way of exploitation, mis-education, and misinformation, in many manners, of our children."
He said his concern regarding the "exploitation" of children in media was even more intensified when he heard a rebuttal advertisement aired over DZGE and other local radio stations that again employed children.
"I believe this battle of advertisements favors only those who have political motives, as well as the advertising agencies responsible for creating the ads, and the radio stations where airtime charge is currently at its peak."
He said media outfits airing the ads might have violated the United Nations' declaration of the rights of the child.
He sought that advertising agencies or any entities responsible for creating ads as such be sanctioned by the KBP.

fil07 December 20th, 2009, 11:58 AM Is Rinconada a Bikol dialect? or a different language?
Iriga Bicolano or Rinconada is a separate language.
It is confusing because we all call our languages Bikol. Bikol refers to the group of Bikolano language, the region, and the Central Bicolano language which dialects include Naga, Legazpi, Daet, and Partido (some also consider Virac as dialect of Bikol-- Central Bicolano).
So when we say Standard Bikol, it refers to the dialect of Bikol (Central Bicolano) used by the media, church, state etc. We call "non-standard dialects" as "dialect". Pag specific, dialect an apod, which belongs to a language, then a family of language etc.

Naga Boy December 20th, 2009, 02:06 PM Tourists grew by 17% to 5.2M in Q3
By Kristine L. Alave
Philippine Daily Inquirer

MANILA, Philippines—The third quarter, considered the lean season in the local tourism industry, exceeded expectations as tourist arrivals grew by 17 percent to 5.2 million visitors, the Department of Tourism said.
In its recent quarterly report, the DoT said new tourism destinations, facilities and increased frequency of flights to the regions boosted the influx of local and foreign visitors to major destinations. The increase in the meetings, conferences and incentive travel market in destinations like Palawan also contributed to the hefty growth in visitor volume, the tourism department said.
Cebu was the most visited destination with 1.24 million visitors, posting a growth rate of 1.8 percent vis-à-vis the previous year’s volume of 1.21 million.
It was followed by Camarines Sur, fast becoming known for its beaches and surfing sites, with 1.23 million tourists. Domestic travelers to the province grew by 163 percent, while foreign arrivals rose by 29 percent, the report said.
Bohol and Puerto Princesa also showed improved tourist volumes.
Travelers from the Northeast Asian market accounted for the bulk of total foreign tourists at 59 percent, with Chinese and Taiwanese arrivals posting shares of 23 percent and 16 percent, respectively, the tourism department said.
During the first nine months, the volume of domestic tourists increased by 21 percent, while foreign tourists grew by 2.7 percent. This performance positioned the industry for greater growth in the fourth quarter.
One of the best 25
Last month, the Philippine Daily Inquirer reported that the National Geographic Magazine had included the Philippines in its list of “25 Best New Travel Destinations in the World in 2010.”
The magazine had cited the Philippines’ ancient cultures, structures and biodiversity as key reasons for visiting the country.
The list, published in the magazine’s November 2009 Adventure issue, is directed at “travelers who want their money to do more—for others, for the planet and for themselves.”
According to the magazine, the Philippines has been largely ignored because of “bad PR.”
“While it harbors as many islands as the Caribbean and some of the most spectacular reefs on the planet, the nation sees only a fraction of the visitors of nearby Thailand,” it said.
Private tourism companies said they expect 2010 to be a banner year for the country’s travel market as the world economy is on its way to recovery.
Republic Act 9593 or the National Tourism Act of 2009, which took effect last month, is expected to boost the country’s campaign to attract more visitors next year.
Tourism is key
RA 9593 declared tourism as an engine of investment, employment, growth and national development. It also strengthened the DoT and its attached agencies.
“Tourism is the key economic driver of the country. High tourism means high production; a robust tourism industry translates to a robust economy. [RA 9593] is a tool to make sure infrastructure support is put in place and to identify priority areas of development,” said former Tourism Secretary Mina Gabor, who was elected presiding officer in the recently held First Tourism Congress.
“The whole idea to streamline the operations of the tourism department will give more ‘feet’ to the country’s marketing and promotional efforts,” Gabor noted.
The tourism industry faced numerous challenges this year. The country had fewer tourists caused by global recession, the A(H1N1) scare, devastating typhoons and insurgency in Mindanao.

Bigg’s Incorporated: It all started in 1983 when three enterprising ladies wanted to give running a food business a shot. Having been partners in a previous business venture, Nena Bichara, Nienie Buenaflor, and Maricar Manjon thought that a takeout counter specializing in hamburgers and fries was a perfect for Naga.
During that time, Naga hardly had any decent place to grab a meal from. More importantly it gave them a chance to practice and highlight their common passion for food while giving the Nagueños a treat of their quality but affordable food.
With individual loans from several banks, the three women opened its Mang Donald’s take-out windows on January 18, 1983. It instantly became a hit. Finally people need not to travel to Manila to have a taste of American fare. Why Mang Donald’s? One might ask. “It had ring to it, it’s fun and thanks to Mc Donald’s, it also had an easy name recall,“ explained one of the partners when asked about the name. Mang Donald’s, many will attest, was responsible for paving the way for the multi-national chains entering Naga.
The Trade name “Bigg’s” suggests several things about the growth of what was then Mang Donald’s. It is an extremely positive word that connotes strength, aggressiveness, growth, power, and of course the big servings that Mang Donald’s came to be known.
Naga Boy December 20th, 2009, 02:20 PM The crowd in SM City Naga is really, really terrible.:ohno:
Since November 27, mall hours has been extended to 10 PM and 12 PM On Saturdays and on the 23rd.
The four level parking is so full from Thursdays until Sundays.
The 30 plus taxi units is Naga are always occupied and the taxi queue is sooo long.
It is now I realized what Atty. Ramon Roco was telling me last week that there are still a need to increase the 40 units allowed for the city. There are still pending applicants for taxi franchises.
