when the group visited the Bicol Health Access Centrum some of the installments/features of the center offers are:

1. Duly accredited laboratories by US Embassy for Visa processing check ups
2. Wide array of medical facilities (Belo, Legazpi Eye Center, Endocrine, etc..etc..)
3. CCTV cameras for security purposes
4. Elevators
5. CR's for PWD
6. Easy payment scheme

Just curious, how can you say that Bicol Access Health Centrum's laboratories are "accredited" by US Embassy when all you have is but a skeleton of the hospital? Salamat for the clarification and any additional information about the Centrum.

This a public school po, AFAIK: Mayor robredo was the one who pushed for this school to be opened..

Naga City Science High School came into being in accordance with the requirements in DECS Order Nos. 5, s. 1989, 19-a,s.1994 and 69, s.1993, to provide for a secondary education program with special reference to science. The department initiated the establishment of Science High Schools among public high schools, in coordination with the Department of Science and Technology (DOST). The establishment of the school was also in response to the urgent need in the division to establish a science high school that will continue the development of intellectually advanced children that project SMART started. Thus, under Resolution No. 94-030, members of the 4th Sangguniang Panlunsod approved in 1994 that the Honorable City Mayor be authorized to negotiate with the DECS and DOST for the establishment of a science high school in the City of Naga.

The school started in 1994 with 68 students in two classes - namely, I- Mars with 35 students and I- Pluto with 33. An additional two classes were added for school year 1995- 1996 with 133 students and one more additional class for school year 1996- 1997 with 175 students.

The first batch of teachers hired were Alicia C. Naag, who handled Science I and PEHM I; Sonia D. Teran, English and Speech; Victoria C. Israel, Math and THE; and Anita Villaraza, Filipino, Social Studies, and Values Education. During its first year, the school occupied two rooms in the SS Building of Camarines Sur National High School. Teachers and other personnel were also provided since the newly opened school did not have its own staff. The Science and Math I Supervisor, Dr. Lydia A. Templonuevo, was the immediate officer-in-charge who managed and supervised the school until December 1994.

Naga City Science High School has an enriched Science, Mathematics, and English curriculum, in addition to the standard requirements of the New Secondary Education Curriculum (NSEC). While the NSEC requires a minimum of ten periods (6 2/3 hrs) for each of the four curriculums, the school has increased the minimum to 11 periods (7 1/3 hrs) for the first and second years and to 12 periods (8 hrs) for the third and fourth years, which are roughly similar to content time required for existing science high schools. An entrance examination is given to elementary school pupils who placed in the highest 10% in the regional NEAT and who have been recommended by the principals. The school also adheres to its "retention policy" - to be retained, students should maintain an over-all weighted average of at least 85%.

Teachers are selected on the basis of DECS order 69,s.1993 (Sec.5) known as "Selective Teacher-Hiring Procedure". It states that teachers who will be hired should be superior graduates of teacher education institutions or should have scored well in PBET and in divisional rankings. After 3 years of squatting, the school finally has its own campus at Gimenez Park Subdivision, Magsaysay Ave., Naga City.

wow sikat si opel sychay! he was just a kid when her sister was my classmate at st jo. before i knew it he was already in college at the ateneo in katipunan. and now- the mind and hand behind the success that is beanbag and molino grill.

hope someone takes a pic of the funny framed notes/ words of wisdom on the wall of Molino SM Naga. the kangkong in Molino is unforgettable. (do you get your kangkong from Baao, Opel? :-) my dad used to say that the best KK comes from Baao. malumhok. maputi ang paklang.

iyo man nanggad naiparo ko. at least on the outside these churches look the same today. i just hope extra care is given in preserving even the interiors. in some cases renovations are done without considerating heritage. (renovation that is really destruction, not an attempt to recover or rehabilitate what is or should be really there :-)

I agree with you father, in my hometown Libmanan the church is now totally new, few ruins nalang natititra, nkakamundo na dae na preserve si old structure i gues one part nalng ang original which is the lower part kan belfry,, I'm trying to look for an old picture of the church to compare it with the new structure..:ohno::ohno::ohno:

When i was still scouting around for a unit to rent here in naga last july 2009 i stayed at Villa Caceres for a while. Even their old wing rooms are ok if tight on a budget. Staff are very courteous and helpful (they will even buy things for you from the nearby store if you ask them and one time they volunteered to be messenger too). Wow! Cant forget that. The food i ordered from their resto ... so good... bicol express/ laing and fruit platter... i even brought some to manila on my way back...

Hi Bry! Around 6 am open na sinda also for deliveries and close around 7 pm. Minimum order for deliveries is P 200. Owner used to work in manila too but now based here in naga. Contact number is 472-0880.

They have Classic Pandesal , Savory Pandesal and Special Breads too at very reasonable prices. Mainit pa when they deliver.

^^ viable indeed for a call center operation, however after a lengthy talk with the business manager of PNB Naga it was actually AMA CLC who is interested to occupy the said building.

Added Info: The 5th and 6th floor is currently doing major improvement of their facilities eg. electrical, CR's, etc....
I interview one of the on-duty electrical maintenance crew of PNB and he confirmed that a call center is indeed putting up a branch in their building.

^^ viable indeed for a call center operation, however after a lengthy talk with the business manager of PNB Naga it was actually AMA CLC who is interested to occupy the said building.

Added Info: The 5th and 6th floor is currently doing major improvement of their facilities eg. electrical, CR's, etc....
I interview one of the on-duty electrical maintenance crew of PNB and he confirmed that a call center is indeed putting up a branch in their building.

Hakz, garz, & oragon, it was an honor to meet you guys. pasensya na, i just had to drop by and immediately leave as i was with my college batchmates. :D i was surprised by oragon's information. Naga's status will once again move up a notch higher if indeed those two bpo big players will locate in the city this year. This will surely make Naga/CamSur the IT and bpo hub of the region, and definitely will lead to the city's inclusion to the "next wave cities" list. keeping my fingers crossed for these developments. :D

LEGAZPI CITY, Jan. 5 (PNA)--Camarines Sur garnered the highest visitor arrivals among provinces of the Bicol Region in 2008 cornering 55.2 percent of the total tourist arrivals in the region.

Last year the total tourist arrivals in Bicol Region is 1,306,972 (Domestic 1,057,735; Foreign 249,237).

Department of Tourism (DOT) regional director Maria Ong-Ravanilla said the province had a total of 721.024 tourists who visited in 2008, an increase of 57.8 percent more than its 2007 level.

Of this number, 72.6 percent were domestic tourists while the rest were foreigners. The increase in foreign tourists though had surged to 332.7 percent in 2008, the highest increase in tourist arrivals among provinces in the region.

She said that Albay, which used to be the top tourist destination during the previous years, was edged out by Camarines Sur since 2006.

"It can be recalled that it was also in this year that the Camarines Sur Watersports Complex (CWC) started its operation," Ravanilla said.

She explained that Camarines Sur is now the top tourist destination in the region based on reported tourist arrivals from the Department of Tourism.

In the past, Camarines Sur was only second to Albay in terms of tourist receipts. In 2005, tourist arrivals in Albay comprised 31.9 percent of the total tourist arrivals in the region while the share of Camarines Sur was 28.8 percent.

In 2006, Albay’s share in the total tourist receipts in the region dropped 11 percentage points. The rest of the provinces likewise posted decreases in tourist arrivals starting 2006 except for Sorsogon whose tourist arrivals started to drop in 2007.

On the other hand, the 28.8 percent share in tourist arrivals of Camarines Sur in 2005 dramatically rose to 40.6 percent in 2006. Catanduanes has the least number of tourists in the region in the region followed by Sorsogon and Camarines Norte respectively.

Most of the tourists who visited the region were domestic tourists. An influx of foreign tourists however was noted in all provinces except in Albay, which posted a decrease of 73.4 percent in 2008.

In 2007, foreign tourists in Albay consisted 25.8 percent of the total tourist receipts of the province, the highest among provinces during that year. In 2008, Camarines Sur topped the list of provinces in the region with the highest number of foreign tourists consisting of 27.4 percent of its total tourist receipts.

In contrast, Albay runs second to Masbate with the least proportion of foreign tourists to the total number of tourists in the provinces in 2008.

Foreign tourists in Albay comprised 5.6 percent of its total tourist receipts while Masbate had four percent.

Since 1981 until 2007, Americans dominated the tourists who go to the Bicol Region except in 1983 when there were more German than American tourists and during the years 1991-1995, and 2005 when there were more Japanese tourists than Americans.

In 2008 however, there were more French tourists than any other foreigner who came to Bicol. The French comprised 14.2 percent of the region’s total foreign tourist receipts while Americans comprised 10.9 percent. Also notable during this year was the influx of tourists from South Korea and China which comprised 8.4 and 5.8 percent respectively of the total foreign tourists.

Tourist arrivals in Bicol Region generally increased, posting 45.6 percent growth in 2008. While there were more domestic tourists than foreigners, domestic tourists increased by only 33.5 percent in 2008. Foreign tourists on the other hand increased by 136 percent.

Tourist receipts in all provinces of the region increased between 2007 and 2008, except in Catanduanes which decreased by 2.7 percent in 2008.

The province however had the highest proportion of foreign tourists to its total tourist receipts.

Data on tourist receipts can indicate how important tourism is to a province. Tourism can bring about employment and livelihood apart from income which can then be used for further investments or provision of social services. (PNA)

Caramoan’s Gota Village Resort in Camarines Sur is top ecotourism destination of the world

Gota Village Resort which is operated by the provincial government of Camarines Sur was among the major presentations of the Philippines’ largest delegation to the event in the past three years, headed by Department of Tourism (DoT) Secretary Joseph Ace Durano.

Following that event, Gota Village Resort earned for the Philippines the accolade as “Ecotourism Destination of the Year” in the 2009 edition of Nature, one of France’s biggest travel fairs.

It is nice to note that because of Gota, the Philippines has been increasingly catching the eye and interest of the European tourism market for being the venue for two consecutive years of the ”Koh Lanta,” the French franchise of the reality show serial Survivor, now being aired by Europe’s major broadcast channel TF1 to an audience of over 12 million worldwide, Villafuerte said.

The Koh Lanta was filmed in Palawan last year and at the exotic Matukad islet just offshore of Caramoan Peninsula’s Gota Village Resort where the contestants and a production crew of over 60 stayed for the duration of the shoot earlier this year.

“Even with the prevailing economic crunch, tourism arrivals from France and other European countries who prefer to stay at cozy and exotic hideaways rather than posh hotels, stay longer and spend more have significantly grown since last year and the Philippines, particularly Camarines Sur which has a wealth of such attractions. It has been among the favorite destinations,” he added.

“Camarines Sur is now definitely in a prominent spot of the tourism map of the world and our being adjudged as the most visited province during the first quarter of this year eclipsing all the other top destinations in the country attests to that,” Villafuerte said.

A report of the DOT said the province posted a whopping 902,202 tourists arrivals during the first six months of this year.

The figure earned for the province the distinction as the most-favored tourism destination in the Philippines, eclipsing 16 other fabulous spots including former top rankers Cebu, Puerto Princesa, Bohol, Boracay and Puerto Galera, the DOT report said.

Tourist arrivals in the country during the first semester reached close to 4 million, a 16.5-percent increase compared with last year’s figure, despite the global economic crunch, the A(H1N1) virus scare and reduction of some six percent in the volume of inbound travel to the Pacific area, the DOT report said.

Camarines Sur accounted for about 25 percent of total tourist arrivals in the country’s key destinations, posting a robust growth in both foreign and domestic visitors by 260 percent, largely credited to Villafuerte’s judicious and timely investments in tourism development, according to the DOT.

The success of these initiatives serves as a model for other local government units (LGUs) to harness their tourism potentials and optimize local resources to create more economic activities, the DOT said.

“The French find our natural diversity an exotic adventure opportunities and unique Latin-Asian culture mix exciting and enthralling,” Villafuerte explained.

Added to the recent recognition of Top Resa and Nature, the international popularity of the province is also attributed to the Camarines Sur Watersports Complex (CWC), another special tourism project of Villafuerte considered one of the best cable wakeboard parks in the world.

It is the venue of the Cobra Ironman Philippines 70.3, an international triathlon competition to be participated in by around 500 topnotch triathletes from around the world, Villafuerte said.

Among them are Ironman Hawaii world champion Chris McCormack; European 2006 champion and eight-time New Zealand champion Cameron Brown; Lisa Bentley, the 11-time Ironman champion at the Hawaii World Championship; Tim Marr, another Hawaii world champion; two-time silver medalist in the ITU Duathlon World Championship Lucy Smith; and Bevan Leach, champion ITU World Cup Asian LD Tri Champs (bike record) 2007.

CWC is now considered a wakeboarding mecca and world center for various water-based sports and the province expects some 2,000 tourists coming in for the competition.

The 5th and 6th floor is currently doing major improvement of their facilities eg. electrical, CR's, etc....

I interview one of the on-duty electrical maintenance crew of PNB and he confirmed that a call center is indeed putting up a branch in their building.

Indeed it's old. Eight months from now, it'll turn 40 years old. My late dad told me that this building used to be very grand with fountains and a well-landscaped front courtyard. I wonder why they dismantled it.:(

PILI, CamSur. The Provincial Health Office (PHO) reported that some 11,700 underweight children in some 204 remote and coastal barangays of the province of Camarines Sur have benefited under the LRay Vita Kidz Nutrition Program last year.

The 11,700 children beneficiaries last year brought to a total of 25,574 children beneficiaries since the project was launched in year 2005 by Governor LRay Villafuerte.
The program was not only successful in improving the health and nutrition of beneficiary-children but also in inculcating awareness among local folks of the importance of proper nutrition and maintaining a healthy environment.

Its major components include food and vitamin supplementations, de-worming before the start of the program, nutrition class for parents, and the distribution of assorted vegetable seeds for backyard or community gardens so that the parents will have additional source of food to sustain the nutritional needs of the children- beneficiaries.

Local officials and barangay leaders who monitored the progress of the children- beneficiaries during the implementation of the program were united in confirming its efficacy and efficiency.

Children-beneficiaries showed marked improvement in their weights and bearing after the almost three-month regimen under the diligent care of barangay nutritionists, health workers and PHO personnel.

According to Dr. Gerardo N. Villafuerte, PHO head, the nutritional status in Camarines Sur is gradually improving as a result of the yearly implementation of the LRay Vita Kidz program.

marhay na aga...an extension has been made during the 80's which is now the concrete canopy at the main entrance of the building.

I see. But still, IMO, it's better to have the fountains before unlike now. The front façade of the building looks so bland.

I think Sitel is much feasible to lease the building...very strategic...right at the city center

And aside from the strategic location, the city will benefit from them. AMA already has two branches here. I think Sitel is it.:D

bro, san ba maganda magstay dyan overnight. and what can you recommend na restaurant.

wag yung high end. yung mga real local flavor ba malinis naman. basta bicolano and filipino specialties along the road kung pwede.

I will be travelling from manila to ormoc. first time kung pumanta dyan sa bicol area and i want to savor my stay. even for one night lang.

Napangirit ako sa pita @Don. It has a different meaning in Bikol Central, you know.:D

You really will be seeing Starmark at the Centro since it's in one of the city's main thoroughfare. The Park and Cafe Federico is also on the main streets of Naga, but it's not noticeable since they have very little signages.

how many days will you be staying here in Naga? for accommodation you can try a new open inn at Magsaysay Avenue at the back of the Naga City Civic Center..cheap yet elegant...and what is promising is that it is very near the lifestyle center of bicol.

@Eastern Dragon: There's a lot of inns and hotels in the city. The more popular ones are the one near the business areas of the city.

I suggest Sampaguita Hotel and Sunny View Plaza which are near the bus terminal. For a hotel much nearer than the two mentioned, you may try the CBD Hotel. It's just in front SM Naga and the bus terminal.

For food, there's the home-grown Biggs and Geewan. You may also try Graceland for breakfast. It's Naga's version of Goldilocks and Red Ribbon.

For recreation, you can go to CWC. A trek along the slopes of Mt Isarog is also possible but a bit far from the city center. If you want adventure right in the heart of the city center, you can try wall climbing at the Kaddlagan Center.

For the religious, visit the city's well-known churches - the San Francisco Church, the Penafrancia Shrine, the Penafrancia Basilica and, of course, the Naga Cathedral which I love.:D

STI new building shall have its goundbreaking ceremony this 25th January making it STI's biggest campus in the region. It will be a 4-storey building that will house the entire STI population. Additional courses will also open upon completion of the building.

Ilan sa mga inaabangang election protest ay ang inihain laban kay Pangulong Gloria-Macapagal Arroyo at dating Pangulong Joseph Estrada.

Ngayong araw na lamang umabot sa 22 na election protest ang dininig ng Comelec en banc.

Look what their doing here in Manila Bay area, a construction of a supertall PAGCOR Tower (665 m/2181ft) in the reclaimed area of Manila Bay. Malawak na talaga at maunlad ang Engineering Technology guys.

I've read along here data's showing Naga City and CamSur as the region's with consistent high PP, this means its not unusual for Robinsons if they find tht their investment will be deem feasible.

Its actually Hongma Bread.. Basta looks like sliced bread pero di sya sliced, malambot sya and mas masarap kainin pag mainit, partner nya usually Lomi... masarap din yan sa pARK.. gutom na sana ko..

yes HONGMA! was introduced to the hongma faith (hehehe) by a high school classmate some 8 yrs ago when he treated me to snacks at The Park.

been hooked since then. last Christmas, i bought 10 loaves of hongma at The Park SM branch to take to Manila. they're conveniently wrapped in foil for easy takeaway.

Tourist arrivals in 16 local destinations post P4-M in 6 months of 2009

MANILA, Nov. 28 (PNA)-– Tourist arrivals in the top 16 destinations posted P4-million, up by 16.5 percent in the first semester of 2009.

Tourism Secretary Joseph 'Ace' Durano said the 16 destinations are Camarines Sur, Cebu, Boracay, Baguio, Davao, Puerto Galera, Bohol, Negros Occidental, Negros Oriental, Ilocos Norte, Masbate, Camarines Norte, Puerto Princesa, Legaspi, Catanduanes and Sorsogon.

Durano said foreign tourists make up 808,389 while domestics totaled 2,965,126.

He said Camarines Sur posted a hefty growth in both foreign and domestic arrivals by 52 percent and 260 percent, respectively, ranking it as the most visited destination during the first half of 2009 with 903,202 tourists.

The provincial government of Camarines Sur promoted the wakeboarding tourism product which stimulated visitor volume while continuing to bolster demand for more accommodation, tour services and transportation.

The influx of tourists in Camarines Sur also facilitated the expansion of infrastructure and development of tourism-related products.

The success of the local government unit (LGU) initiatives serves as a model for other LGUs to harness their tourism potentials and optimize local resources to create more economic activity.

He said that Cebu is the second most visited tourist destination with 830,599 visitors, claiming 23 percent share of total arrivals,

Cebu continues to be the top destination for foreign tourists with 321,116 in the first semester.

Durano also stressed that the expansion in air access from major tourists markets, including the new charter flights from Incheon, Busan, Shanghai, Guangzhou and Kaohsiung as well as increase in room supply, aggressive promotion, public and private sector partnership to diversify the tourism products greatly contributed to the hike in visitor volume to Cebu.

Visitor count in Puerto Princesa and Bohol went up by 63 percent and 16 percent, respectively, as diving, ecotourism, bird-watching, adventure and incentive tourism products were jointly launched by the DOT, LGUs and the private sector.

Other most frequently visited destinations included Boracay (383,813); Davao City (330.247); Puerto Galera (215,755); and Ilocos Norte (99,747) tourist arrivals.

"The department’s efforts to maximize opportunities to international markets and encourage greater domestic travel or movement in the first six months provided the impetus to sustain tourism growth in the midst of challenger brought by the global financial crisis and influenza A(H1N1)," he said.

This feat is attributed to the substantial increase in domestic tourism by 20 percent in second quarter of 2009, enhancing the sector’s business and investment confidence.

Likewise, Durano said, the challenging lifestyle and travel pattern of more Filipinos and Philippine residents to spend their Holy Week, long weekends, summer/holiday vacation in the country boosted tourist flow.

The increased demand encouraged more entrepreneurs to create new products and experienced for visitors.

The Island Banca Cruises in Cebu attracted visitors with its differently organized and packaged island hopping tour of the marine sanctuaries of Nalusuan and Gilutungan, the pristine white beach of Pandanan and dive sites of Moalboal.

Kultura Filipino in Intramuros also gave the tourists an opportunity to acquaint themselves with the Philippine cultural heritage through local dances, music and cuisine.

Similarly, the Pasig Cruise lured tourists to visit and appreciate many sights and attractions of Metro Manila. More than a river cruise, the product provides cultural interaction, culinary treats, historical tours and enchantments.

With increased popularity for adventure tourism, spelunking in the Suhoton Caves in Basey, Samar offers visitor a quaint experience – communicating with nature, exploring the area’s wonders.

The volume of dive tourists in Cebu, Bohol, Palawan, Mindoro Oriental, Batangas grew by 62.8 percent for the first semester of 2009.

German dive enthusiasts posted 131.9 percent while the Koreans dive tourists went up by 104 percent, American (37 percent); Japanese (34 percent); and Chinese (31 percent.

Substantial growth of 82 percent was recorded during the first quarter of 2009. Revenues generated by dive operations in Bohol surged by 195 percent while those in Cebu rose by 69 percent. (PNA)

Small cities shine in the AIM competitiveness ranking project

Small cities outperform their mid-size and metro counterparts in the 2007 Philippine Cities Competitiveness Ranking Project (PCCRP), according to the Asian Institute of Management (AIM) Policy Center.

"We find indeed small is beautiful. We find out that some of the small cities are doing well as mid-sized cities. Big (metro) cities might be more difficult to manage because of the size of their population," said Dr. Federico Macaranas, AIM Policy Center executive director, during the presentation of the survey results at the Hotel Intercontinental on July 02, 2008.

The PCCRP defines small cities as non-metro cities with population of less than 200,000 residents. Mid sized cities are non-metro cities that have more than 200,000 residents. Meanwhile, metro cities are those located within the metropolitan areas of Manila, Cebu and Davao.

The AIM Policy Center said that if there were no classifications, small cities would occupy the top lists of the best performing cities. “However, cities have obvious differences that justify their classification,” AIM added.

Ninety cities participated in the 2007 round. They were rated on the basis of six criteria or competitiveness drivers: cost of doing business, dynamism of local economy, human resources and training, infrastructure, responsiveness of local government units to business needs, and quality of life. The AIM alloted additional weigh of 25% of the total score to the criterion of 'dynamism of local economy (DLE)' while others at 15%.

In the report, the DLE is defined as the “business voice in the local government units (LGUs)”. "This will be the focus of all efforts in the next two years, for our mayors to finally push projects, roadmaps, and policies that will address DLE, which are the heart of the profitability of businesses, the growth of entreprises, and the drivers of investments," said Dr. Macaranas.

During the presentation, the top 25 cities were cited as top performing cities. They comprise the upper 30% per urban classification. Six cities were awarded for Metro, seven for mid-sized, and 12 for small-sized cities.

The top performing cities for metro category in alphabetical order : Davao, Lapu-Lapu, Makati, Manila, Marikina and Quezon City.

Among the 25 mid-sized cities, the upper 30%, in alphabetical order, are Cabanatuan, General Santos, Lucena, Olongapo, San Pablo, Tagum, and Tarlac.

Of the 45 small-sized cities that were ranked, 12 were cited as top performing (in alphabetical order): Bayawan, Calapan, Calbayog, Dagupan, Dipolog, Laoag, San Fernando (La Union), Malaybalay, Naga, Surigao, Tagbilaran and Tuguegarao.

Cararayan has been a relocation site for the city's informal settlers many times. it has more villages and residents now compared to what it was 10 yrs ago.

by the way, notice also the growing number of religious communities/ convents in uptown Naga - Don Bosco (Salesians) in Carolina, Compassionate Franciscan Sisters of the Poor and Franciscan Friars in Pacol, MOP Brothers and the group of Sisters caring for the deaf in Cararayan.

at one point an international order of monks of strict observance (i.e., cloistered, contemplative and observing strict silence for most of the day) considered putting up a monastery in Panicuason. Not sure if they were Trappists. not aware of any updates, though.

On 13 February 2009, city mayor Evelio Leonardia received the 3rd Best City Peace and Order Council award in behalf of Bacolod City. The award recognized the city government’s efforts in maintaining public order and safety. This is not the first award that the city has received over the past years; in 2007, it was acclaimed as the Most Business Friendly City in the Philippines by the Philippine Chamber of Commerce and Industry.



Davao City

In the last Philippine Cities Competitiveness Ranking Project (PCCRP) list announced in 2008, Davao City was cited as one of the five top performing metro cities. Lapu-Lapu City

Lapu-Lapu City is a first-class city in the province of Cebu. This highly urbanized city boasts of world-renowned beach resorts and gated subdivisions. Makati City

Quezon City

As the year 2008 ended, Quezon City raked in a Php 8.36-billion income, 11.56% more compared to the previous year, making it one of the richest cities in the country. In the same year, the city won its third Galing Pook Award for Best Practices due to the remarkable transformation of the Payatas Landfill into a model facility with a biogas emission reduction plant. Large-scale physical transformations have also been started, aiming to improve the city's major thoroughfares.



Naga City

Naga City, in Camarines Sur, has risen from being a small city to one of the first-class cities of the Philippines. Despite having a small land area compared to other cities, it is Bicol region’s most progressive city, as well as its center for commercial, educational, financial, religious, and cultural activities. On 12 March 2009, the city received the Presidential Award for Child Friendly Municipalities and Cities for the year 2008.




Olongapo City

Olongapo City is a highly urbanized chartered city near the Subic Bay Freeport. In 2008, the city received the Most Competitive Medium-Sized City award from the Asian Institute of Management. Prior to that, the city also received the Hall of Fame Awardee for Highly Urbanized Cities bestowed by the President.




Baguio City

Although Baguio City has noticeably become more polluted compared to the past years, nothing still beats the City of Pines as one of the best summer destinations of the Philippines. Cool weather and lush greenery are available all year round, and the city is also home to cultural and religious landmarks and regional government offices. Tourists have also commended the city’s cab drivers for being honest in billing passengers.

PILI, Camarines Sur --- Because of typhoons “Ondoy” and “Peping,” Bicol was one percent short of being sufficient in palay harvest last year with some 991,000 metric tons (MT) harvested, according to the initial report of the Department of Agriculture (DA) here. Jose Dayao, regional executive director, disclosed Wednesday the two typhoons in 2009 affected Bicol with some 57,000 MT of palay losses which prevented the attainment of 100 percent sufficiency level for the region of at least one million MT of palay.

Dayao said 60 percent of the total palay harvest in Bicol last year came from Camarines Sur and the rest were combined produce from Albay, Catanduanes, Camarines Norte, Masbate and Sorsogon.The insufficient rice production had been aggravated by traders buying rice here and brought to other provinces outside the region like Quezon province, he revealed.

But on a positive note, Dayao said, the agricultural production in most provinces here had been “good” so far with Camarines Norte showing very significant performance. “From one of the 10 food-poor provinces in the Philippines, Camarines Norte leapt to the 37th place,” he revealed.Dayao sees climate change and high cost of production input to remain as the major challenges of the agriculture sector in 2010, like in the previous year.

He identified projects of the DA intended as coping mechanism that include provision of post-harvest facilities to farmers and organic farming technology. He said last year they distributed to farmers’ organizations and cooperatives 75 rain shelters, structures that look like greenhouses, where vegetables were grown with less vulnerability to pests and harmful insects.

With the weather becoming more unpredictable, Dayao accounted 139 flatbed driers distributed to farmers’ groups which he said would be expanded to 200 flatbed driers provided to more interested farmers’ groups by March 2010.He said the flatbed driers were availed of with equity from the farmers’ groups and the rest of the cost in the form of subsidy.

Using appropriate technology, Dayao explained the low cost operation of a flatbed drier which uses rice hull for its heating system as well as its capacity to dry six tons of palay for an eight hour period.He said the farmers’ groups are now earning from the operation of flatbed dryers by charging P0.50-P0.60/kilo of palay dried to 14 percent moisture content.

Dayao cited benefits of the flatbed driers to farmers like during rainy days which allow them to stock their palay without worrying of spoilage because of high moisture contents.He added the farmers could easily sell their harvest to traders at prices from P17-P17.50/kilo for dry compared to P11-P12/kilo to wet one.

To help find ways to ease the burden of high cost of inputs, Dayao said the DA distributes shredders that cut into tiny pieces rice straws that are processed into organic fertilizer with five tons of shredded rice straw enough to fertilize a hectare of rice farm.But he did not provide statistics on the impact of shredders on the overwhelming use of non-organic inputs in growing high-yielding variety of rice the agency focuses on in its several programs

This may sound like "kiddie stuff" but according to my "kumpadre," Atty. Emanuel EJ Pena, it was Karya safal hua, (or "mission accomplished" in Hindi), for the 20-member Philippine team to the just-concluded 2009 Wizards at Mathematics International Competition (Wizmic) held in Lucknow, India.

Lucknow is the capital of the northern Indian state of Uttar Pradesh, about 516 kilometers southeast of the Indian capital of New Delhi and that means many hours of traveling.

Wizmic’s goal is to provide an opportunity for young maths wizards worldwide to gather and display their remarkable mathematical skills; to bring out the best from every participant; to promote world peace and unity; and to have the opportunity to understand cultural diversity through friendly competition.

For the Filipino youngsters, it was worth the travel and the jet lag they experienced. As a team, the young Filipino math wizards won a total of 25 medals in the contest held for elementary students.

The team won four golds, 11 silvers, and 10 bronzes, giving the Filipino team win a very respectable second-place finish in the contest.

The Philippines’ individual gold medals were won by Adrian Reginald Sy of St. Jude Catholic School in Manila; Timothy James Tan from Trinity Christian School, Bacolod, Negros Occidental; and Nathaniel Ryan Ang of Xavier School in San Juan, Metro Manila.

The silver medalists were Trisha Nicole Aman of Naga Hope Christian School, Naga, Camarines Sur; James Daniel Cordon and Angelo Gabriel Llamas, Paref-Southridge, Muntinlupa; Wilford Jason Julio, Martin Lewis Koa and Keith Brian Yu of St. Jude Catholic School; and Leo Emmanuel Sombiro, Solomon Integrated School de Iloilo, Iloilo City.

Bronze medalists were Mark Davidson Cua of Pangasinan Universal Institute, Dagupan City; Caisa Subia, San Beda College-Alabang, Muntinlupa; Joseph Ma. AFAIK, the Holy Rosary Minor Seminary is one of the oldest schools in the country, being established by Spanish friars.

USI, on the other hand, is the oldest normal school for girls in the Far East. I just don't know which university is the oldest.:)

NAGA CITY --- Capping a bruising battle over the supervision and control of a plaza, Regional Trial Court Judge Zeida Aurora Garfin finally dismissed a petition filed by the provincial government of Camarines Sur to declare as unconstitutional a city ordinance against vending in the plaza.

City Ordinance No. 2009-062 prohibits vending of any kind of product, food and/or goods, and the holding of trade fairs/trade exhibits and other similar activities at the city’s plazas.

After several months of head-on collisions between the legal counsels of the City Government of Naga and the Provincial Camarines Sur regarding the administrative rights to Plaza Rizal, Judge Garfin in an order dated Jan. 4, 2010 dismissed the case filed by Provincial Legal Officer Janis Ian Cleofe citing petitioner’s premature invocation of res judicata “as it is based on a wrong premise” as had been stressed by an earlier decision by the Court of Appeals upholding the RTC’s decision dated March 16, 1999.

In her decision, Judge Garfin also affirmed a Supreme Court decision released in September last year which awarded the administrative rights of Plaza Rizal to the City Government of Naga.

The provincial government initially filed a petition August 17 of last year requesting that the city ordinance banning trade and commerce from the city’s public plazas and parks be declared unconstitutional.

Atty. Angel Ojastro, Naga’s Legal Officer responded to the petition by citing the Court of Appeals’ decision which ruled in favor of the city. Ojastro also cited the decision by the Regional Trial Court in 1997 in favor of the city.

The Supreme Court also last September awarding full administrative control to the city government pointed out that the public facility in question is within the territorial jurisdiction of Naga City.

The provincial government has since then filed a motion appealing the Supreme Court’s decision.

The provincial government and the city government have long been at odds over the ownership and administrative rights of plazas within the city, such as Plazas Quince Martires, Quezon, and Rizal that used to be under the control of the provincial government when Naga was the provincial capital of the province. The city became an autonomous chartered city on June 18, 1948, declaring independence from the provincial government.

The operation of trade fairs and flea markets at the Plaza Rizal, however, under the stewardship of the provincial government had caused bad blood between the two local government units whose local chief executives belong to opposing political parties or loyalties.

A brief scuffle between personnel of the city’s Public Safety Office (PSO) and the province’s Civil Security Unit (CSU) ensued on Dec. 16, last year after members of the PSO dismantled and confiscated tents and stalls for a proposed provincial capitol-sponsored trade fair at Plaza Rizal.

More violent confrontation was avoided after city councilor John Bongat and Atty. Cleofe agreed to maintain “status quo” at the plaza, ordering both members of the PSO and CSU to stay out of the plaza while no stalls shall be erected thereat.

“For all the foregoing though, as the Supreme Court ruled that the administrative control and supervision of Plaza Rizal is vested in the City of Naga, so also this Court follows suit as dictated by the principle of res judicata or bar by prior judgment,” Judge Garfin underscored in her decision.

NAGA CITY --- City officials, descendants and the general public commemorated in simple ceremonies the 113th year of martyrdom of the Fifteen Bicol Martyrs last Monday, January 4, at Plaza Quince Martires here.

Rev. Fr. J. Nelson Tria, parish priest of Bgy. San Francisco celebrated the mass at San Francisco church in honor of the Bicol martyrs and their surviving descendants which preceded the program and wreath laying at the plaza fronting the church.

Entrance of colors and a 21 gun salute were provided by members of the Philippine Army while a short talk was delivered by City Councilor John Bongat before the message by Vice Mayor Gabby Bordado representing Mayor Jesse Robredo.

Former Congressman James Jacob volunteered to introduce historian Jose Barrameda.

Barrameda, a descendant of one of the fifteen martyrs, extolled the Bicolano martyrs’ heroism and love for freedom even as he disclosed that there were in fact more than 80 Bicolanos who were incarcerated, tortured and murdered in 1897 when the Spanish colonial masters ruthlessly pursued to eliminate suspected supporters of the Katipunan and the Filipino revolutionary movement.

The 15 Bicol martyrs were: Fr. Inocencio Herrera, Fr. Gabriel Prieto, Manuel Abella, Domingo Abella, Fr. Severino Diaz, Camilo Jacob, Tomas Prieto, Florencio Lerma, Macario Valentin, Cornelio Mercado, Mariano Melgarejo, Leon Hernandez, Ramon Abella, Mariano Ordinanza, and Mariano Arana.

What do you mean annual? The computation? If so, yes. I don't know how high or low Bicol's is. I think NEDA 5 has the info, but I can't see it in their website. I can't also look up the info in Naga's Webite.:(

I will have to correct myself. GDP (gross domestic product) is not really the entire wealth of an area. It's the final goods and services produced. GDP PPP per capita is GDP divided by the entire population.

“For all the foregoing though, as the Supreme Court ruled that the administrative control and supervision of Plaza Rizal is vested in the City of Naga, so also this Court follows suit as dictated by the principle of res judicata or bar by prior judgment,” Judge Garfin underscored in her decision.

Along the winding Naga River—site of the famous Peñafrancia fluvial procession every third Saturday of September—is the city’s central business district where hotels, fruit stands, banks, stores, fast-food chains and restaurants, bazaars, and movie houses make a beehive of burgeoning economic activities

San Francisco Church Belfry


The bell tower of San Francisco Church is what remains of the old church building that silently witnessed the historic event on September 17, 1898, when rebels led by Elias Angeles and Felix Plazo besieged Governor Vicente Zaidin, together with the remaining Spaniards in Bicol, who was at the church premises for the Peñafrancia fiesta. Despite the siege, the rebels harmed none of the Spanish women and children. The Spanish governor later signed the papers of capitulation which marked the end of Spanish rule in Bicol.

Holy Rosary Minor Seminary

Several national heroes and patriots including Jose Maria Panganiban, Tomas Arejola, and Jorge Barlin had walked the corridors of this brick and tile structure. Built in 1785 as a vocation house, the seminary has become the center of ecclesiastical education in the Bicol region. It underwent renovations but has retained its distinct colonial style and ambiance. On January, 29, 1988, it was declared by the National Historical Institute as a National Historical Landmark.

Museo del Seminario Concilliar de Nueva Caceres

Showcased in this museum located at the Holy Rosary Minor Seminary are memorabilia of prominent Bicolano bishops, including old scholastics records and books owned by first Filipino bishop Jorge Barlin, a native of Baao, Camarines Sur. Archival materials, such as ancient burial jars of early Bicolanos and other artifacts are also on display.

Raul S. Roco Library

Named after the beloved Bicolano statesman, this public library is home to over 30, 000 book titles besides being a hub to online access to other libraries in the country. It houses the memorabilia of the late Sen. Raul S. Roco, and the Naga City Hall of Fame, where the various plaques and trophies representing international, national, and local awards received by the city government are displayed.

Peñafracia Shrine

Built in 1750, this church is the original home of the Virgin of Peñafrancia. Its original bell, donated by wealthy Chinese trader Don Simon during its reconstruction in 1864, still hangs on its belfry.

Peñafrancia Basilica Minore

Built in 1985, this bigger shrine was constructed for Ina, the Virgin of Peñafrancia, to accommodate increasing number of pilgrims and devotees that come from as far as Ilocos, Mindanao, and overseas.

Bicol Science and Technology Centrum

This popular landmark is the only local government-operated science center in the region. It is visited each month by thousand of students, and young children and their parents as part of their itineraries during educational tours. It features a computer gallery and a mini-science library. A Sci-Art Cubbyhole for toddlers and pre-schoolers complements interactive exhibits that enhance interest in the sciences.

Metro Naga Sports Complex

This sports complex located in the middle of vast greenery has Olympic-size swimming pools, tennis courts, and a racetrack. It has hosted a number of local and national sports competitions including the yearly Palarong Pambansa.

CHAPTER 1 MIDTERM PLAN ASSESSMENT

This chapter presents an assessment of the region's accomplishments in terms of achieving the 10-Point Agenda (summarized in Table 1) and the macroeconomic targets as laid down in the Medium-Term Regional Development Plan (MTRDP) 2004-2010. A discussion on the regional development challenges and opportunities is also provided, based on the following assessment and other sectoral accomplishments that are discussed in individual chapters of this document.

Macroeconomic Assessment


Population and Demography

Bicol’s population is projected to grow by 1.92 percent, or from 4,674,855 in 2000 to 5,711,798 in 2010. This projection, which is higher than the 2000 population census growth rate of 1.68 percent is also higher than the MTRDP target of 1.5 percent.

Although estimates of crude birth and total fertility rates decreased, the region’s population is still expected to double in 41 years.

Average household size of 5.24 is higher than the national average of 5.0. Population density of 265 persons/sq.km. is also higher than the national average of 255 persons/sq.km., making Bicol one of the more densely populated regions aside from the National Capital Region. About 72 percent of the population is in the rural areas.

Around 46 percent of Bicolanos are within the dependent age brackets of 0-14 and above 65 years. This results to a ratio of 85 dependents for every 100 persons in the working age bracket of 15-64 years. The high dependency ratio implies a greater burden on the working-age population to satisfy the population’s basic needs, thereby negating the capability for savings and investment. This also means that the bulk of public expenditures need to be focused on the delivery of basic social services.

Human Development Index

The human development index (HDI) provides a comparison of provinces in terms of component indices on health, education, and income. In the Bicol Region, Camarines Sur ranked highest at 34th place among the 77 provinces in the country. Albay, Catanduanes, Sorsogon, and Camarines Norte have relatively the same HDIs, ranking 44th, 48th, 49th, and 50th, respectively. Masbate ranked near the bottom at 73rd place, only higher than Basilan, Tawi-tawi, Maguindanao, and Sulu.

Except for Masbate, Bicol provinces have medium HDIs. Masbate has a low HDI due to a low education index, which is attributed further to a very low percentage of high school graduates. All the six provinces have medium health indices and low income indices.

Low levels of per capita income despite medium health and education levels indicate one or a combination of the following:

Poverty Situation

The percentage of poor individuals in the region decreased from 52.6 percent in 2000 to 48.5 percent in 2003, but is a long way from the MTRDP target of 26-27 percent by 2010. A total of 2,332,719 individuals still live below the poverty threshold, with only 207,941 individuals graduating out of poverty from 2000 to 2003.

In terms of poverty incidence of families and population, Bicol is the poorest region in Luzon and the fourth poorest in the country, next to Region 9, ARMM, and CARAGA.

Camarines Norte slid from being the 10th poorest province in the country to 11th, with a 6.5 percentage point decrease in poverty incidence of families from 2000 to 2003. Masbate has consistently been in the ten poorest, although poverty incidence in the province has been on a downhill since 1997. In the region, Catanduanes recorded the highest reduction in poverty incidence of families and population from 2000 to 2003. On the other hand, Camarines Sur only managed a slight decrease of 0.7 and 0.1 percentage points in poverty incidence of families and population, respectively.

A Bicolano needs at least P14,908 a year so as not to be considered poor, based on the 2007 preliminary poverty threshold estimates for the region. With this annual per capita poverty threshold, a family of five in the Bicol Region needs at least P74,540 a year or P6,211.67 a month or P207.06 a day to be able to meet its food and other basic needs. In urban areas, a family of five needs a daily income of P250. In rural areas, the same family needs at least P192 a day. Therefore, a sole breadwinner of a family of five earning a daily minimum wage between P168-P220 (as per Wage Order No. RB 05-11 issued on July 17, 2006) will find it difficult to stay above poverty line. These poverty thresholds should be taken into consideration during the succeeding round of regional wage deliberations.

Satisfying life’s basic necessities in urban areas is higher by an average of 29.7 percent. The disparity in poverty thresholds between urban and rural areas is highest in Catanduanes where living in urban areas is 65.5 percent higher than in rural areas.

The successive typhoons (Milenyo, Reming, and Seniang) in 2006 that claimed lives, property and livelihood particularly in Albay, are expected to aggravate the poverty situation. Rehabilitation programs and projects in the economic, social, and infrastructure sectors should be continued and pursued for the rest of the plan period. Likewise, disaster management activities should be initiated and institutionalized.

Economic Growth

The total value of goods and services produced by the regional economy, as measured by the Gross Regional Domestic Product (GRDP), reached P147.8 billion in 2006 prices or P35.4 billion in 1985 constant prices. Table 2 summarizes the target and actual growth rates in GRDP and Gross Value Added (GVA) in agriculture, fishery and forestry, industry and services. It also highlights the major economic activities and events in the region that contributed to the increase/decrease in the growth rates of GRDP and GVA.

Bicol’s contribution to the country’s Gross Domestic Product (GDP) remains at about 2.8 percent, ranking 10th among the regions. Per capita GRDP of P6,632 in 2005, growing by only 2.9 percent from the previous year, has been the second lowest in the country since 1993.

On the expenditure side, the main growth driver was personal consumption spending, which grew by 8.5 percent and 6.3 percent in 2004 and 2005, respectively. Investments in capital formation shrank by 8.2 percent in 2005, a reversal from a 3.4 percent growth in 2004. The drop in capital formation was attributed to a sustained slump in construction (public and private) and a decline in durable equipment investments. Personal expenditures constitute more than 70 percent of Gross Regional Domestic Expenditures (GRDE), whose share has been increasing from 2003 to 2005. Less than 30 percent comprise both capital formation and government expenditures, whose respective shares have been decreasing.

An economy that is driven primarily by consumer spending, coupled with a decreasing ratio of investments to GRDE, prove to be unsustainable in the long run. Efforts, therefore, to promote and generate more investments in the region need to be aggressively pursued. Government should also implement priority infrastructure projects in order to stimulate construction-related spending and attract similar investments from the private sector.
Labor and Employment

Bicol’s labor force participation rate has been decreasing from 69.6 percent in 2004 to 65.6 percent in 2006. This means that the number of persons who choose to work and/or look for work has not been increasing in proportion to the increase in the working-age population 15 years old and above. Representing about 43 percent of total population, the labor force provides for the food and other basic needs of more than half of Bicol’s population.

Average employment rate increased from 91.4 percent in 2004 to 94.1percent in 2005 corresponding to an average increase of 55,000 workers, which was below the MTRDP target of 100,000 jobs every year. The increase was not even sustained in 2006, as average employment dropped by 30,000 workers from the agriculture, manufacturing, and construction subsectors, barely increasing the average employment rate to 94.4 percent. Underemployment rate also increased from 34.9 percent in 2005 to 38.1 percent in 2006.

About 73 percent of the labor force is located in the rural areas. The agriculture and services sectors remain to be the major employers in the region, accounting for 46 percent and 42 percent, respectively, of the total number of employed persons. The industry sector absorbs 12 percent of the total employed persons.

For every 100 employed persons, 41 are earning wages and salaries, 43 are self-employed, and 16 are unpaid family workers.

The concentration of the population, the poor, and the labor force in the rural areas necessitates the prioritization of these areas in the delivery of basic social services, employment generation, and provision of support facilities.

Economic Growth, Employment, and Labor Productivity

The growth in regional economy did not create enough jobs for the labor force. In 2005, a 5 percent GRDP growth was able to generate only a 3.0 percent increase in employed persons, resulting to a meager 2.0 percent increase in labor productivity. Labor productivity, or the ratio of GRDP to average number of employed persons, was estimated to be P17,366 in 2005 at constant 1985 prices. Compared to the national labor productivity of P37,430, the region’s labor productivity was the lowest in Luzon and the fourth lowest in the country, next to Region 8, CARAGA, and ARMM.

Gross Value Added (GVA) in agriculture, fishery, and forestry (AFF) grew by 7.7 percent, generating a 3.1 percent increase in employment and a 4.4 percent increase in labor productivity. On the other hand, a 4.4 percent GVA growth in the industry sector that generated a 4.3 percent increase in workers resulted to a meager 0.2 percent increase in labor productivity. Similarly, a 3.2 percent GVA growth in the services sector generated a 2.2 percent increase in employment and a 0.9 percent increase in labor productivity.

San Francisco Church Belfry


The bell tower of San Francisco Church is what remains of the old church building that silently witnessed the historic event on September 17, 1898, when rebels led by Elias Angeles and Felix Plazo besieged Governor Vicente Zaidin, together with the remaining Spaniards in Bicol, who was at the church premises for the Peñafrancia fiesta. Despite the siege, the rebels harmed none of the Spanish women and children. The Spanish governor later signed the papers of capitulation which marked the end of Spanish rule in Bicol.

Holy Rosary Minor Seminary

Several national heroes and patriots including Jose Maria Panganiban, Tomas Arejola, and Jorge Barlin had walked the corridors of this brick and tile structure. Built in 1785 as a vocation house, the seminary has become the center of ecclesiastical education in the Bicol region. It underwent renovations but has retained its distinct colonial style and ambiance. On January, 29, 1988, it was declared by the National Historical Institute as a National Historical Landmark.

Museo del Seminario Concilliar de Nueva Caceres

Showcased in this museum located at the Holy Rosary Minor Seminary are memorabilia of prominent Bicolano bishops, including old scholastics records and books owned by first Filipino bishop Jorge Barlin, a native of Baao, Camarines Sur. Archival materials, such as ancient burial jars of early Bicolanos and other artifacts are also on display.

Raul S. Roco Library

Named after the beloved Bicolano statesman, this public library is home to over 30, 000 book titles besides being a hub to online access to other libraries in the country. It houses the memorabilia of the late Sen. Raul S. Roco, and the Naga City Hall of Fame, where the various plaques and trophies representing international, national, and local awards received by the city government are displayed.

Peñafracia Shrine

Built in 1750, this church is the original home of the Virgin of Peñafrancia. Its original bell, donated by wealthy Chinese trader Don Simon during its reconstruction in 1864, still hangs on its belfry.

Peñafrancia Basilica Minore

Built in 1985, this bigger shrine was constructed for Ina, the Virgin of Peñafrancia, to accommodate increasing number of pilgrims and devotees that come from as far as Ilocos, Mindanao, and overseas.

Bicol Science and Technology Centrum

This popular landmark is the only local government-operated science center in the region. It is visited each month by thousand of students, and young children and their parents as part of their itineraries during educational tours. It features a computer gallery and a mini-science library. A Sci-Art Cubbyhole for toddlers and pre-schoolers complements interactive exhibits that enhance interest in the sciences.

Metro Naga Sports Complex

This sports complex located in the middle of vast greenery has Olympic-size swimming pools, tennis courts, and a racetrack. It has hosted a number of local and national sports competitions including the yearly Palarong Pambansa.

saw a huge crowd converging last year along Panganiban Avenue...i think its at the Immaculate Concepcion Church Ina..marhay na aga!

Its a different activity kuya pau,..last years activity in Immaculate Concepcion Church is the feast of Sto. Nino..
