Haciendas de Naga Brings in Mixed-Use Real Estate Development Here in Bicol
NAGA CITY---The Haciendas de Naga, a 105-hectare development venture in barangay Carolina in this city, is a mixed-use concept of real estate development that integrates residential, leisure farm, recreational, commercial, religious and institutional areas.
In partnership with Enjoy Realty and Development Corp. (ERDC), the Palafox Associates, the leading architectural firm in Asia, is introducing a development concept set to change the trend in real estate development here.
Arch. Felino Palafox Jr., founder and managing associate of the architectural firm that ranked 127th in the world, said the mixed-use concept puts together interrelated functions in one contiguous area based on its environmental, geographical, social, economic and cultural realities.
Palafox explained that in this particular project he wanted to anchor on the historical and cultural significance of the site located in one of the original centuries-old five dioceses in the country founded during the early colonial period.
Not a subdivision
“We are developing not a subdivision but an integrated community inclusive for the rich, middle-income and low-income families where the basic services are within reach,” Palafox said.
Aptly named Haciendas de Naga, the 105-ha integrated community features residential houses with colonial architectural influences.
Palafox said the homes here have more windows in Spanish, Mediterranean and Balinese architectural themes.
“We have designed homes with more windows to have more eyes on the street because we believe bad elements are more afraid that somebody would see them. We also believe that putting walls around the house is not a deterrent from thefts,” he said.
Palafox said the colonial design of the homes features veranda, entrance porches and no fences to establish neighborliness.
“The basic concept here is to shape the environment that will shape the residents,” he said.
A lifestyle
Engineer Emeterio L. Aman, developer of Haciendas de Naga and president of Aman Engineering, describes the planned community here as a lifestyle and a place to live, learn, play, spend leisure time, engage in health and wellness activities and immerse in leisure farming.
Aman said the development planning follows the principle of balance coexistence of people and environment.
“We will plant additional 10,000 trees to absorb the carbon monoxide emission inside the community and allocate only 50 percent for built-up areas to preserve the pristine environment,” the developer-engineer said.
He said the built-up areas are pockets of developments connected by lanes in a “walkable” distance of 400 meters between them following a study by the Palafox Associates that Filipinos would only walk that distance compared to Asian neighbors who would do two-kilometer walk to their destination.
Aman said the residents of Haciendas de Naga are privileged to enjoy boating in a lagoon, horseback and bicycle riding and trail hiking and camping in a forest.
The Haciendas de Naga is also the only real estate development in Camarines Sur with a 9-hole golf course for its residents and club members.
Open to non-residents
“We will open the Haciendas de Naga to non-residents who would want to experience actual fishing in our fishing lagoons and fishponds. We will also establish organic gardens for them to pick vegetables. All these we offer with just enough fee,” he said.
He said that they would adopt strictly organic farming methods and establish wellness and health centers and doctor’s clinic to encourage healthful lifestyle and attend to the health needs of its residents specially the retiree-residents.
“Not only that. We will also have ballroom dancing classes and painting as well to uplift mind and body,” Aman added.
The developer-engineer said that one feature that makes the Haciendas de Naga community unique from other real estate development in the city is the underground system for electric, telephone and cable connections.

I have seen most big schools sa Southern Luzon and I think school buildings in Naga can easily be adjudged as among the most beautiful.

I agree with you, Jardet. I've seen already the big campuses/universities in Bicol -Cam.Norte, CamSur, Albay,Sorsogon, Masbate and Catanduanes.
Our Naga campuses are the best in Bicol. USI, Ateneo, UNC, NCF, CSPC and others. We have beautiful and clean campuses and produces good graduates who are board passers and belongs to the top ten.

the statue of Our Lady of Peace atop Mt Caglago (?), Tabgon, Caramoan is said to be one of the tallest Marian images in the country. i climbed this hill myself with some friends in May 1997 and spent a nigh there. the view of the sea is breathtaking.

some students i know have talked about this visit and the launch of the kariton project at the ateneo (and other schools, i suppose). Kuya F (efren) surely makes a good role model for the young.

and for those who get pocket-shock with Coldshack, there is always good, ol' Dizon's dirty (i.e., native) ice cream factory near Arana and Igualdad. is it still there? their cheese mango is superb. and it is good with pandesal :banana:

probably an extension of madrigal. there is a nearby bldg, though, next to the tennis court which i didn't include.

the Ateneo de Naga's Church of Christ the King illustrates "Bikol baroque". it is a showcase of Bikol art, culture, imagery. woodwork design includes natong (gabi leaf), pili, pinya, niyog, sili patterns to bring out elements closest to the Bikol soul. the stained glass windows also feature characters in native attire.

afaik, ago foundation along concepcion used to offer med tech along with other health-related courses. but im not sure if this course or the school is still operating. probably Ago- Legaspi (amec) offers it.

It only takes a spark, the old saying goes, to get a fire going. And World Bank Country Director Bert Hofman hopes that the establishment of the Naga City Governance Institute (NCGI) could inspire and trigger a bigger “fire” that would bring about improved governance in other cities and local government units in the country.
Speaking before officials, civil society organizations, civic leaders, and citizens of Naga during the launching of NCGI, Mr. Hofman said that the city “is one of the shining lights of good governance in the country today.”
Naga is the country’s most awarded city, having won around 150 international awards and more than 50 individual awards on effective urban management and good governance.
It has received distinction from various government and non-government organizations for providing decent shelter for its urban poor; for developing effective and efficient use of information and communications technology; for promoting good governance; for public service; for being the most business-friendly city; for participatory planning; for good practices and innovations in government procurement; for being clean and green; for being women-friendly; and for being a hall-of-fame awardee on innovation and excellence in local governance.
Only recently, Naga has also been considered one of “the most child-friendly cities” in the country.
Name any award and Naga City has gotten it.
But the challenging question, according to Mr. Hofman, is “How do we scale up the success of Naga and spread it across the country?”
One of the answers, he says, is NCGI. “I think NCGI is the first step in scaling up the success of Naga to other cities, to other municipalities in the Philippines, and to other regions and the rest of the world,” said Mr. Hofman. “It is going to serve as a catalyst and inspiration from which other cities around the country could learn from.”
Naga City Mayor Jesse Robredo said that NGCI is the city’s response to the challenge of growing, promoting, and sustaining local governance innovations in the city and the rest of the Bicol Region. LGUs from outside the Bicol Region are expected to benefit, as many LGU officials and decision-makers are coming to Naga to learn from its experiences. Specifically, the institute will engage in research, training, networking, and advocacy programs to help local government units (LGUs) deal effectively with day-to-day government issues.
Mayor Robredo said that both the Bicol region and the country will be better served if the quality of governance improves at the local level, as it is the key in reducing disparities and inequities among groups and sectors of society. “Good governance is important because it brings communities together in mobilizing resources that promote economic growth and equitable social development that directly benefits the people,” he stressed.
Mr. Hofman said the World Bank Group is willing to work closely with NGCI in terms of exchanging information and views on governance. He also signed a “commitment of support and solidarity” to help NGCI document home-grown best practices, increase best practices, establishing partnerships and advocating for policies that will improve local governance.
“The WB thinks that governance is important in alleviating poverty. The link between good governance, service delivery, and better outcomes for the poor is very strong. That is why the WB is interested in making governance work both at the local and the national level,” Mr. Hofman stressed.
Other personalities who signed the commitment of support and solidarity for NGCI are Blandino Maceda, Regional Director of the Department of Department of Interior and Local Government; Leonor Briones, professor of the National College of Public Administration and Governance; Guillermo Luz of the Ayala Foundation; Harvey Keh, of the Ateneo School of Government; Jaime Jacob, commissioner of the Presidential Ant-Graft Commission; and UP professors Ernesto Serote and Ricardo Nolasco.
They were joined by representatives of Romeo Escandor, Regional Director of the National Economic and Development Authority (NEDA)-Region V and Fr. Joel Tabora, President of Ateneo de Naga University.

andif i may add to that father also oregano and lagundi are good as herbal cough and cold remedies but lagundi nowadays are now sold over the counter as capsules or liquid form. its amazing how the herbal industry has made its mark locally for the past years as an alternative to expensive synthetic medicines...

CARAMOAN, Camarines Sur, Philippines -- For the second time around, Survivor Israel will rent the whole of the Gota Village Resort, a local government-operated tourist destination in Ilawod, Caramoan, Camarines Sur, to film two editions of “Hisardot (Survivor).”
Hisardot’s non-celebrity shoot would last 40 days and the celebrity edition, 30 days, excluding the one and a half months allotted for pre-production so equipment, props and sites could be prepared for the show, said Jimmy Binyamini, production manager.
He said Gota Village was the “best place" to shoot Survivor Israel there, citing the "good people" and the "unique sites” the tourist spot offered.
They were here in 2009 in the same month to shoot one edition of Hisardot whose broadcast ended last month via Israeli national television Channel 10.
This time, they will again start shooting on Feb. 28 and end filming sometime in late May or early June.
Aside from promoting the adventure appeal of Caramoan Islands, which will be shown throughout Israel, the Hisardot will employ some 200 local crew to assist their 120-crew production, according to Binyamini.
“Caramoan is a great adventure site ideal to our show, that’s why we are here again,” he said.
Hisardot has two parts, the “reality” part and the game part where the participants’ wits and survivor instincts are tested, according to Binyamini.
Like castaways on an island, the participants of Survivors are made to live in primitive conditions for 40 straight days, followed by a camera 24 hours a day.
Hisardot is actually the second media outfit of Survivor that filmed their editions on the small islands strewn at the northeast of Caramoan facing the island province of Catanduanes.
The French Survivor, Koh-Lanta Caramoan, was the first media outfit that filmed Survivor in 2008, followed by media outfits from Israel, Bulgaria and Serbia in 2009.
Koh-Lanta was shown in Europe with an estimated 12 million viewers.
A top executive of the Camarines Sur provincial government, who asked not be named because the negotiations are still ongoing, revealed that Survivor USA has been considering filming here starting 2011, until 2012.
He said the production crew of Survivor USA has searched many areas in the Philippines and found Caramoan the most ideal place for their filming because of the unique geographical features of the place and the available facilities that meet production standards.
Caramoan has become a favorite place for the Survivor shoot because of the variety in scenery and unique sites that catered to adventurous tourists, said Jovi Villareal, recreational officer of Gota Village Resort.
Ning Villanueva, provincial tourism officer, said the provincial government's hosting of Survivor brought in droves of foreign tourists, making Camarines Sur the most visited destination in 2009.
Citing records from the Bicol regional office of the Department of Tourism, Camarines Sur was the top tourist destination in the Philippines in the first nine months of 2009, with 1,022,092 visitors, of which 206,937 were foreign tourists.
Among the foreign tourists, Israel was the second highest number of arrivals after the US citizens.
Visitors from the United Kingdom, Australia and Japan also arrived in the province.
The regional revenue generated from tourism reached more than P1 billion, of which P0.7 billion was contributed by Camarines Sur.
Villareal said the local government-owned facility is within the 4,000-hectare national park being managed by the provincial government as agreed upon with the Department of Environment and Natural Resources.
Some 2,000 hectares of this park has been declared a protected area being developed for eco-tourism purposes, he added.
He cited many unexplored sites like tiny lakes, subterranean passages and underwater caves in the small limestone islands here that could cater to the more daring and skilled adventurous tourists.
Within the eco-tourism area, small islands are scattered sporadically with plants and weed trees, at the base of which are a number of narrow beaches and coves accessible by boat or kayak, according to him.
On the fringes of the land within the Gota Village Resort, towering vertical limestone walls suitable for rock climbing abound while a newly discovered subterranean river awaits exploration.
The primary attraction of the Gota Village Resort’s tourist area is the scenic view, which is defined by its unique geologic configuration in the middle of a wide coastal marine environment.
According to a 1981 study of the Bureau of Mines and Geosciences, Caramoan exhibits the so-called karst topography.
This means a landscape defined by varied formations of limestone masses which were subjected to geologic processes that created vertical cliffs.
Euphi Peñano, resort manager, said the geologic features of the place highlighted the area’s natural tourism assets.
“As for the Survivor production coming back, they must be profiting from the scenery here that draw television viewers to their show,” he said.

SM City Naga
Being an SM City tenant, I was privilege to witness the mall few minutes before closing time, on New Year’s Day.
The SM Department Store and Supermarket were closed on that day but the tenants were not allowed to close down.
There were very few people and I was tempted to take pictures of the mall as it was very beautiful and peaceful.
SM City Naga, I believe, (though some people may disagree) is one of the most elegantly designed SM malls in the Philippines.
The hallways are wide, hall was cavernous and really, really tall ceilings.

Baguio City (9 January) -- There is boost in local tourism despite the weakening in the international tourism market according to the Department of Tourism.
DOT Undersecretary Oscar Palayabyab said in a random sampling their agency conducted two years ago, there were 11 to 16 million local tourists recorded nationwide.
Palayabyab admitted the need to scale down the five million foreign tourist arrivals into a more realistic target until such time that the global economy will stabilize most likely in the next 10 years. We are happy if we make it to three million until the end of the year, (December 2009), he said.
Topping the list of tourist destination is Camarines Sur which boasts of its Water Sports Complex visited by more than a million for the first nine months.
The second favorite destination is Cebu while Baguio ranks third favorite due to its climate which according to Palayabyab is incomparable to other areas in the country.
Tourism of Baguio may have been affected for awhile due to typhoon "Pepeng" damaging major access roads but has picked up. Recognizing the efforts of the private sector, Palayabyab said they have greatly contributed in bringing back the city into the main stream as major tourist destination.
Despite the major calamities which also affected Metro Manila and Northern Luzon, the long holidays justified the increase in tourist arrivals Palayabyab said. "We keep on assuring tourist popular destinations are still okay," he further said
There is no problem in creating a demand in drawing tourists according to Palayabyab. However, we cannot increase volume of traffic of tourist arrivals unless there is a corresponding growth in capacity meaning gaining more ground in local investment, he said.
He also encouraged development of other areas and emphasized the concept of synergy or cross visits in other areas that will have a rippling effect economically. (PIA)

these days are just the perfect time to nurture and highlight the sense of nationhood among us esp the young. the symbols are everywhere and everyone is picking up, and proud of these symbols. at one point, the ubiquitous INIIBIG KO ANG PILIPINAS was all over. then collezione, bench and other brands started their truly pinoy line. and now everyone is wearing pinoy and wearing their country. good good start.
in schools, i hope they make greater effort to integrate love of country in the subjects not only in araling panlipunan/ social studies but also in other areas. even english and math can use stories or problems that touch on pinoy values and issues. (why say 2 apples plus 2 apples in a school that's surrounded by, and a country abundant in guava trees?!)
this was my own personal advocacy when i taught phil and asian history at the ateneo de naga in 94-97. my simple, concrete way of showing my students how rich their region/ country is. i would take them to the seminary museum and conduct our classes there on precolonial culture. or when we discussed WWII, we would all sit down on the banig they brought- near what used to be the back courts of the ateneo campus where Filipinos were supposed to have been tortured and killed in WWII :):)
re: NCF. with developments in their student and alumni performance in nat'l boards (esp nursing, midwifery, criminilogy), facilities, etc, they should seriously pursue university status. the villanueva family is clearly bent on further improving the school.
for naga's young citizens this means a wide array of good schools to choose from.

with many herbals readily available (right in our backyard in some cases) and with expensive meds (despite the lowering of prices lately) we have all the more reasons to promote and develop the use of these accessible homegrown meds.

IMO it's just a matter of not going to extremes. there is a Flag Code that stipulates the proper reverence to, use, display and disposal of the Phil Flag. stylized flags can be featured on shirts and posters so long as the design upholds the reverence due to the national symbol.
i think we shouldnt also go to the extreme of having our flag featured on beach attires or on towels, blankets, hankies etc, as in other countries.
in world youth day gatherings, flags are a common sight. and it is also common practice among delegates to sign their names on each other's flags and even wear these flags like jackets or shawls. i had to remind the young people in our WYD delegation that this is not allowed in our country.

if you want your intentions (birthdays, feasts, anniversaries, board exams, etc) to be prayed for, just go to Carmel, to the visitor's area, get a slip of paper and list down your intentions (incl names of people you want to be prayed for). fold it, include any donation if you have any (ok rin kung wala) and drop it in the box.
the good nuns will pray for them in their Masses and hourly prayers, night and day.
eggs are also offered at carmel for these intentions, but esp so that it will not rain on the day of your important event. these eggs, by the way, are shared by the nuns with the indigents in the city, including Mother Teresa's orphans and indigents next door.
those who are about to take board exams can draw much strength from a prayerful visit there. the Carmel gate opens at 6am, i think, and closes at around 5pm.
every oct 1, on the feast of st therese of lisieux, roses are also blessed and distributed to pilgrims. the relics (small piece of the saint's remains) are displayed on that day.
the nuns are cloistered so they cannot go out of the convent, expect for the 3 "out sisters" who do the marketing and other transactions for the community. in olden times, families could only see their daughters' hands when they visited! but now they can see them from behind the grill.
i was able to go inside (the "cloister" area) for a conference i gave. was pleasantly surprised to find a college batchmate and another schoolmate inside; also about 1/4 of the nuns are ateneo alumnae, including one who used to work at World Bank, sr cecille, a cpa. she was already interested in joining Carmel in college but the father did not permit her. may years later, already in her 40s, she visited Naga for a short break from her WB job- and rediscoverd the call. she never left Naga again after that short visit :)
also worth noting: the prioress of Carmel, Sister Margaret Mary Bichara,OCD, Dona Emily's daughter, loved to party in her younger years, going even as far as legazpi to be with friends, they say. one club that she joined (forgot the name) had her as the president of the girls' chapter; the president of the boys' chapter was joaquin bernas, who later joined the Jesuits and is now a priest-lawyer, dean emeritus at Ateneo Law.
one of the late nuns at Carmel, Sr Mary, was daughter of the famous Reyes Family, owners of the Aristocrat Restaurant. and yes she was a good cook! but of course, you know that the nuns there eat simple, meatless diet. :)

i go to bacolod several times during the year and i love the foodtrip there, esp the seafood place near the Capitol. manamit gid! :) and a visit is not complete without a box of to-die-for chocolate cake from Calea. was able to get a BCD-WNP (bacolod to naga, via mnla, promo rate several months ago) only for abot PhP300!

was just talking with a friend (manila) who visited Naga lately and was deeply delighted. she took a cab and the friendly, courteous driver offered to give her a tour and take her to the must-sees. she was very thankful - and amazed - that the fellow knew all the right places- CWC, churches, schools, restos, souvenir shops. and she had a taste of toasted siopao, J Emmanuel pili, ice blink halohalo etc. and she now knows at least 2 places where to find good kinalas!
i hope we can have more drivers cum tour guides like him.

Among the halohalos that I tried in Naga... iba talaga sa Graceland/Geewan... dami kasi sahog... kaso ung ice nila medyo buo-buo... unlike sa Ice Blink na super fine... Chowking nga pala ganyan na rin ang ice..

SM City Naga
Being an SM City tenant, I was privilege to witness the mall few minutes before closing time, on New Year’s Day.
The SM Department Store and Supermarket were closed on that day but the tenants were not allowed to close down.
There were very few people and I was tempted to take pictures of the mall as it was very beautiful and peaceful.
SM City Naga, I believe, (though some people may disagree) is one of the most elegantly designed SM malls in the Philippines.
The hallways are wide, hall was cavernous and really, really tall ceilings.

Introduction
The Calamianes Group of Islands in northern Palawan is among the most exciting areas for the tourist industry in the Philippines today. There are three major islands: Busuanga, Coron, and Culion.
Coron Island – with its unique rock formations, mountain lakes, lagoons, and beaches is the most attractive tourist destination today. Divers explore not only colorful coral and exotic fish but also the remains of historic shipwrecks.
The newly expanded airport in Busuanga is bringing in tourists from all over the world.
Culion Island lies south of Busuanga – an hour’s ride away by boat. It was formerly a reservation under the Philippines’ Department of Health; here, government doctors, Jesuits, and St. Paul sisters cared for lepers. Hansenite Disease has, meanwhile, been totally eradicated; the community’s former hospital is now a regional medical center. Today, Culion has its own local government dedicated to local development and poverty elimination through responsible tourism. It is aggressively developing the infrastructure of the island, including a network of roads and an airport.
Off Culion, there are the islands now being referred to as “New Boracay”, the largest of which is Tambon. This island group; with its white-sand beaches, is the investment area of the group of developers who created Boracay in Aklan into the major tourism destination it is today.
Jose “Jobo” and Maria Dulce “Toti” Fernandez Environmental Sanctuary
On Culion, there is a 112-hectare. (277 acres) property in Tangyad, Barangay Osmeña, rich in ecological treasures and biological diversity (visit:
<www.adnu.net/ateneo-loyola-fernandez>.
It is 40 minutes south of the Culion Poblacion by boat, and just west of Tambon now referred to locally as the “New Boracay.” This property was offered to the Jesuits by the Alulor family to help the Loyola College of Culion.
From Jan. 8-18, Mr. Deo Princesa III, an environmental specialist now on the faculty of Ateneo de Naga University, camped on this property and documented copious natural sources of water and rare flora and fauna including freshwater turtles and rich mangrove areas.
On Feb. 7, Loida Lewis, Angie Cruz, Fr. Florge Sy (Parish Priest, Culion), Doy Labios (Loyola College of Culion) , Fr. Joel Tabora and Deo Princesa III(Ateneo de Naga), toured part of the property guided by Mr. Vic Alulor, representing the Alulor family. This group was so impressed with the site’s ecological value that they agreed with Ms. Lewis' observation: “The best way to add value to this property is to do nothing to it; the best way to diminish its value is to ‘develop’ it.” This would, thus, be a perfect site for an ecological sanctuary.
With the consent of the Alulor family, on the recommendations of the Jesuits, Ms. Maria Elena “Malena” Fernandez, Filipina citizen, and her designated Filipino/a co-owner, have consented on 19 March 2009, the Feast of St. Joseph, to purchase the Tangyad Property for the purpose of making it an environmental sanctuary in perpetuity in honor of her parents, Jose “Jobo” and Maria Dulce “Toti” Fernandez.
In acquiring this property Ms. Fernandez has consented to support the Ateneo-Loyola HOSTEL Project, as explained below.
Loyola College of Culion is a Jesuit school serving the poor, mainly of Culion, on the high school and college levels – including AB Literature in College. The blossoming tourism activity is motivating the school to offer college and vocational courses relevant to the tourism industry; tourism investors have already requested the school to do this. It will be able to do so, first, in cooperation with the autonomous Ateneo de Naga University to augment its academic resources, and, second, if it can survive a sudden stop in grant funding from the Spanish NGO, ANESVAD, which until this academic year covered 70% of its operational budget.
To enable the school to survive by reorienting its training to responsible eco-tourism, a “Teaching Hotel” needs to be built, i.e., the Ateneo-Loyola Hotel for the Study of Ecotourism and Livelihood, or the Ateneo-Loyola HOSTEL. For this purpose a former dormitory next to the Parish Church will be renovated with the agreement of the St. Paul Sisters and the Department of Health. The teaching facility would make instruction in tourism possible, both according to the standards of the Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) of the Philippines.

rhyzrockerz January 15th, 2010, 08:44 AM NAGA CITY --Merchants and stall owners could do nothing but watch their merchandise go up in flames as another tragedy hit the Naga City Public Market late Saturday night early Sunday morning.
The second-alarm fire gutted a portion of the three-story market late Jan. 9, lasting into the early hours of Jan. 10. Shop owners rushed to save whatever goods they could as flames quickly spread at the second level of the public edifice.
The latest blaze is the third to hit the public structure in less than two years. A devastating fire consumed two-thirds of the market in October 2008 while a smaller blaze caused by the illegal tampering of electrical fuses resulted in the destruction of four stalls on the first week of December last year.
Firefighters from the Naga City fire station rushed to the scene after receiving reports at around 10:44 PM of Jan. 9, Saturday. Volunteer firefighters from Naga White Organization and Chin Po Tong fire brigade also responded to the fire.
The city government of Naga also requested assistance from neighboring towns through the coordination of city councilor John Bongat.
Bongat and Sangguniang Kabataan Federation chairman Cydrick Ray-an Rentoy were also at the fire scene to help secure the ground floor of the building for damage and looters.
According to Bongat, the city government is prepared to offer loans to stall owners victimized by the latest fire.
“Nag-pasar kami nin sarong legislasyon na nag-aalokar nin pondo para gamiton na pampautang sa nasuluan sa stall owners sa recent fire sa public market. Around 133 stalls an nasuluan. Bale yan 1 milyon na tig-alokar kan Sangguniang Panglungsod gagamiton sa pagpautang,” said the city councilor.
Bongat pointed out that the way citizens and volunteers responded to the tragic event is a testament to the resiliency of the Nagueño and the spirit of bayanihan. The city councilor also expressed gratitude to firefighters and volunteers who helped extinguish the fire. Among the local governments who sent fire trucks are Pili, Iriga, Milaor, Calabanga, Libmanan, San Fernando and Baao. Fire trucks from the provincial capitol also responded to the city government’s request.
According to Chief Inspector Achilles Santiago of the Naga Bureau of Fire Protection (BFP), investigation revealed that the cause of the fire was an electrical short circuit as a result of the illegal tampering of electrical fuses. The fire which consumed four stalls in December was also caused by a short circuit, says Santiago.
The BFP’s investigation revealed that the fire originated from stall number 102 after witnesses and nearby stall owners reported first seeing flames from the said stall. Santiago also belied rumors that the recent blaze was caused by arsonists. Several witnesses claim seeing unidentified men pouring gasoline just before the start of the fire. The fire chief said that the presence of cooking materials as well as gasoline in some of the stalls may have convinced many stall owners to believe that arson was involved.
To help quell rumors of arson, the BFP requested the assistance of the National Bureau of Investigation (NBI) and the Criminal Investigation and Detection Group (CIDG). Both the NBI and CIDG found no evidence of arson in the recent market fire.
The BFP said the fire was put under control one hour and 19 minutes after firefighters responded. BFP personnel and fire volunteers then proceeded to extinguish smaller fires that could not be reached by the fire trucks. Santiago also expressed frustration over some of the structures and barricades placed by stall owners, particularly those at the J. Hernandez St. side. Several shop owners have placed aluminum and wooden barricades to shield their merchandise from the sun. The same structures also prevented firefighters from effectively spraying water directly onto the fire.
There were also reports of looting even as firefighters struggled to confine the fire. The chief inspector said that the PNP could have done better to cordon off the area and prevent stall owners and looters from entering the burning edifice. He added that police officers should have secured the area even as BFP personnel were conducting “mop-up” operations.

10-day caravan from Luzon, Visayas and Mindanao demand justice for 13 victims

Thousands of farmers and members of militant organizations from Northern and Central Luzon, Southern Tagalog and Bicol will join contingents from Visayas and Mindanao on January 22 for a big rally in Manila to commemorate the 23rd anniversary of the Mendiola Massacre.
The marchers launched a 10-day march and caravan to Manila from Tarlac, Bicol, Cagayan de Oro and Davao City on January 12 to dramatize their demand for genuine agrarian reform and justice for the 13 victims of the infamous massacre, which led to the scuttling of the peace negotiations between the National Democratic Front (NDF) and the Aquino government.
The following day, peasants from Negros, Cebu and Bohol also marched to Cebu City and held a press briefing about the commemoration.
Friday, the Visayas and Mindanao contingents linked up in Catarman, Samar to Allen, Samar and sailed to Matnog, Sorsogon. A briefing is scheduled for Saturday in Naga City.
Saturday, contingents from Ilocos-Cordillera, Cagayan Valley, Nueva Ecija, Pangasinan and Aurora converged at the Hacienda Luisita Park.
On Sunday, the contingents from Mindanao, Visayas, Bicol and Southern Tagalog would meet in Tagkawayan, Quezon before proceeding to Lucena City. Delegations from Northern and Central Luzon will travel from Clark, Angeles City and then to San Fernando.
On January 18, the southern leg of the march would stop at Calamba City while the marchers from the northern leg would stop for a vigil in Malolos.
The following day, the southern contingent will be in San Pedro, Laguna while the other contingent will be in Meycauayan.
On January 20, support groups of the marchers will converge at Alabang and a vigil will be held in Baclaran.
The northern delegation will be at Monumento on the same day.
All participants in the nationwide march will meet at the main office of the Department of Agrarian Reform (DAR) in Quezon City for a vigil on January 21.
The march to Mendiola the following day will start from the DAR office.
March leaders belonging to the Kilusang Magbubukid ng Pilipinas (KMP), Karapatan and Bayan Muna said the nationwide action was organized to demand justice for the 13 victims of the Mendiola massacre.
The victims were mostly farmers who demanded genuine agrarian reform from the Aquino government after camping in at the main office of then Ministry of Agrarian Reform on January 15 and pressuring then Agrarian Reform Minister Heherson Alvarez to agree to their pleas.
Then KMP leader Jaime Tadeo and Alvarez squared off on a number of issues, from the free distribution of land to the peasants, zero retention for landlords and a stop to the payment of land amortizations, matters which government insisted could not be granted quickly.
On January 21, 1987, KMP members barricaded the MAR, thus forcing employees to stay in their offices.
Sensing that Alvarez would not budge, the protesters marched to Malacanang the following to bring their demands directly to President Arroyo.
Members of the NDF peace negotiating panel were supposed to link up with the protesting peasants in Mendiola to show their solidarity when gunshots were heard even before the main of the body of the march had arrived at the site.
All hell broke loose and when the shooting was over, 13 peasants were dead, 39 were wounded and authorities claimed three lawmen were hurt.
Journalists covering the event claimed that the attack on the demonstrators had the makings of an ambush while observers maintained the real target of the perpetrators of the bloodiest carnage in Manila were out to eliminate the NDF panel members and end the negotiations.
The Mendiola massacre splashed blood on the one-year-old Aquino administration since it paled in brutality than the earlier shooting in Malacanang in January 30-31, 1970 that killed four people as machinegun-toting soldiers and members of the Philippine Constabulary fired away at student demonstrators who assaulted the Palace.

- 1 cup (237 ml) of sugar
- 4 teaspoons (20 ml) of vanilla (optional)
- 2 cups (473 ml) of strawberries (or whatever flavor you like)
- wooden spoon
- wire wisk
- large plastic punch bowl
Directions:
1. Mix the Half and Half, sugar and vanilla in a large plastic punch bowl with a wire wisk.
2. Add the flavoring. Wire wisk the mixture further if needed.
3. Pour a small amount (about 250 ml) of liquid nitrogen directly into the plastic punch bowl.
4. Stir the mixture with a wooden spoon. Be careful not to splash! (Helpers should be wearing gloves and goggles!!)
5. Keep adding small amounts of liquid nitrogen until the mixture becomes too thick to stir.
6. Allow any excess liquid nitrogen to boil off before serving.

Media practitioners from the different radio and TV organizations and print media in CamSur and Catanduanes as well as representatives from the Provincial Disaster Coordinating Councils of the provinces of Camarines Sur, Catanduanes and Albay and government agencies such as DepEd and PIA, 23 individuals in all, were the participants in a workshop seminar on disaster risk reduction for media representatives and Disaster Coordinating Council (DCC) members held last January 12, 2009 at Barriada Complex of Corner’s Place Hotel in Legazpi City.
The workshop was a joint undertaking of the Provincial Disaster Coordinating Council of Camarines Sur and the Accion Contre La Faim (ACF), an international humanitarian group against hunger, under the latter’s community-based disaster risk reduction project.
CamSur government under the leadership of Gov. LRay Villafuerte, which in the past has sponsored disaster management workshops and seminars on the implementation of an Early Warning System (EWS) by the use of typhoon tracking charts, has now turned to media practitioners as it acknowledges the vital role of communication networks in the implementation of the EWS which would consist of the correct and appropriate dissemination of information to the communities, and analysis of the problems as well as the identification of solutions related to dialects and broadcast communications during emergency.
During the said seminar, participants were lectured on various hazards and its effects, information on the different types of EWS and the relative information flow as well as the importance of the media on EWS.
Mr. Cedric Daep, Head of Albay Public Safety and Emergency Management Office (APSEMO) and Marlon Luterte of the Philippine Information Agency (PIA) were the resource persons of this one-day workshop.
