MANILA, Jan. 14 (PNA) -- Asia’s third largest low-cost carrier Cebu Pacific (CEB) begins to fuel the summer travel season with a P999 ‘Go Lite’ seat sale from Jan. 14-15, 2010, for travel this Feb. 1 to April 4, 2010.

Those with check-in luggage will just add P100 upon booking.

Up for grabs are major local tourist destinations such as Boracay (Kalibo), Puerto Princesa, Busuanga, Naga, Legazpi, San Jose (Mindoro), Tagbilaran (Bohol), Cebu, Laoag (Ilocos Norte), Siargao, Cagayan de Oro and Davao.

CEB has a total of 32 domestic destinations which can be reached by the most accessible hubs across the country: Manila, Cebu, Clark and Davao.

Inter-island routes are also a favorite of those going home or opting to take weekend vacations with friends. These routes include Davao-Iloilo, Davao-Cagayan de Oro, Cebu-Dumaguete, Cebu-Ozamiz and Clark-Cebu.

“The P999 domestic seat sale gives our passengers an opportunity to plan for their summer travels early. Be it the peak Holy Week travel season or the start of summer vacation, CEB becomes their great value travel partner, and takes them to their destination in the most convenient route available,” said CEB Vice President for Marketing and Distribution Candice Iyog.

“Those planning to travel can call (02) 7020-888 or (032) 230-8888 for their booking needs, log on to www.cebupacificair.com or visit travel agents nearest them,” she added.

Passengers without credit cards can still book online and pay via CEB partner banks (Bancnet, Megalink, Metrobank, Banco de Oro and Robinsons Savings Bank).

The country’s number one airline, CEB also flies to 14 international destinations including Jakarta, Osaka and Incheon (Seoul).

It operates in most ASEAN destinations from the Philippines, using one of the youngest fleet of aircraft in Asia. (PNA)

^^ Anu ba.. Matagal na may College of Law sa UNC. It confers LLB (Bachelor of Law) to its graduates. I hope it confers JD too. So far, AdMU, UP, PLM, FEU and Univ of Batangas offer JD in the Philippines. DLSU will be conferring it too once its College of Law is instituted.

Why are we OT? We're still talking about JD being offered in UNC which is in Naga. :)

Di naman..hehehe Kasi there are debates nmn on that of JD as a doctorate degree, some people in the academe argue that it cannot be counted or not equivalent with that of PhD or EdD because JD AFAIK is not a reserach oriented one unlike the PhD and EdD they really have to finish a research (Dissertation)..that again according to my boss..hehehe:)

In UNC's case, LLB is 4 years - each semester has a maximum of 18 to 20 units, i forgot when was the last time they revised their curriculum.. But if we look at the result of the Bar Exam, UNC always passed the National Rate.. 3 years ago UNC has a 5th placer in the Bar Exam, and just recently the appointmen of Justice Ramon Cruz in the Court of Appeals, (Alumnus of UNC college of Law).. it only shows that they can compete in some formidable Law Schools in the country..

Six hrs travel from Manila to Naga city (6hrs kpag wreckless driving,10 hrs kpag normal driving hehe).Then 1 hr from Naga to Port area, and 2 hrs boat ride going to Caramoan. Imagine 2 hrs boat ride, without comfortable seats,plus the 7 hr ride by land times two for going back to Manila,ayun 3days bgo nakarecover ktawan ko sa pagod.hehe..at maeexperience nyo rin dito ang buhatin sa balikat ng mga natives dun.hehe.At first sbi ko ayoko pero after ko makita na ang choice ko lng eh tumalon,nagpabuhat na lng ako.hahaha But its all worth it. The place is realy wonderful. First time ako na-amazed sa ganda ng Pilipinas.I hope my photos can show even just half of the greatness of this place.Its really amazing.No perfect words to describe it,try to visit the place to know what I'm trying to say :) My friend who already visited Palawan, he said its almost like Palawan. -Milhsen Miranda

^^Have you tried the Halo Halo in Red Platters? It's good also, it is served not in a bowl but instead in a Buko,, I myself cannot consume the whole order, ang halo halo sa Redz is pwd na sa duwa..:nuts:

have tried Red Platter's BUKO HALO, too. big serving. lotsa toppings. one can scrape the coco meat and mix it with the other ingredients, or eat the buko after enjoying the halohalo. i think it's the first of its kind in naga- although the buko halo is quite common in cagayan de oro and other places nearby. mas mahal lang ang sa naga.

had a chinese guest last christmas, a surgeon from shanghai. from the airport we went straight to Red Platter for refreshments. he ordered buko halo and loved it. :banana:

glad the forum found about about this joint venture of Ateneo and Loyola College. Culion (the former leper colony) and the nearby islands are a beautiful place. been there 3 times and have not seen a leper as they can now be cured more easily. caramoan with its many islands and islets, limestone formation, caves, lakes reminds me of culion- many similarities nanggad.

the lake in one of caramoan's islands (a pic is posted in the thread) looks much like culion area's baracuda lake.

students of the tourism course in loyola college are awarded ateneo de naga diplomas. ateneo faculty members go to culion to teach classes and train teachers.

the outgoing president of loyola college, jesuit priest-physician fr florge michael,sj, was assigned at the ateneo some years ago. the incoming president, fr xavier alpasa,sj, formerly of PCIBank treasury, was also assigned at the ateneo. he helped design the business management honors program (BMHP) of the ateneo college of commerce.

a few high school graduates of loyola college are enrolled at the ateneo university. they are all enjoying scholarship grants. part of the agreements is that they go back and teach at loyola college/ serve the community after they finish their degrees.

alumni have, in fact, asked the question and pushed for a law school. a good number of them have JDs from ateneo de manila and are willing to teach. and ateneo rockwell's dean emeritus, fr joaquin bernas,sj, whose expertise is constitutional law, is an ateneo de naga alum (HS 50).

perhaps at the moment one school (UNC) is enough. even when i was studying, then teaching at ateneo, the law school never found its way to the university's corporate plan. no mention of it in both CORPLAN 2000, and in CORPLAN 2010.

when I was still in Ateneo, we call the rice meals of TIYA along Ateneo Ave. "dose-meal (dosemil)" P12.00 per meal.Ü P5.00 of rice and P7.00 ulam, perfect for a tight budget.Ü Later it became katorse-meal then kinse-meal and I think now it's desi-otcho-meal, P6.00 rice and 12.00 ulam.hehehe:lol:

Bicol tourism hits P1B mark

LEGAZPI CITY--- In the first nine months of 2009 alone, Bicol tourism had hit the P1 billion mark in revenues and generated some 2,126,107 jobs which made the region one of the top tourist destinations last year.

Nini Ravanilla, regional director of the Department of Tourism (DoT), said Wednesday Bicol is expected to leap from sixth rank to fourth rank once the data in the last quarter of 2009 had been computed.

“With thousands of tourists flocking Legazpi City daily when Mayon Volcano was spewing lava and the consistently increasing number of tourists visiting Camarines Sur and Donsol, Sorsogon, Bicol is well on its way to soar to greater heights in tourism,” Ravanilla concluded.

She revealed Bicol had been dismally performing in terms of tourist arrivals at the bottom 12 from among the 15 regions from 1998-2000, out pacing only Eastern Visayas, Caraga and Autonomous Region of Muslim Mindanao (ARMM).

Ravanilla said the region remained in the 12th rank until a new tourist destination courtesy of the discovery butanding or whaleshark in Donsol, Sorsogon and the eventual institution of a community-based tourism industry under the whaleshark interaction program came to the fore in 2001.

She said Bicol’s tourism industry started to climb that year and moved to the 10th rank among the regions until 2002.

Ravanilla said it occupied the eighth position among the regions in 2003. Two years later when the Camsur Watersports Complex (CWC) was opened in 2005 Bicol moved higher to seventh position and to sixth position from 2006-2008.

Records of the DoT showed that within the three-year period tourist arrivals had doubled and consistently increased year after year from 637,127 in 2006; 897,680 in 2007; and 1,306,972 in 2008.

The accelerating growth of tourist arrivals was remarkable last year with 1,742,624 visiting the region in the first nine months which was equivalent to 75 percent growth rate for that period compared to 2008.

Ravanilla surmised Bicol’s growth in tourist arrivals have been delivered by the three “icons” of tourism in the region---Mayon Volcano, CWC and Whaleshark.

She said the community-based whaleshark interaction program had placed Donsol, Sorsogon in the third top eco-tourism destination in the country.

Ravanilla noted the increasing support and interest of local government officials in developing the tourist potentials of their locality by investing in tourism projects.

She cited the phenomenal transformation of Camarines Sur from one of the poorest provinces to one of the top 10 richest provinces since the opening of the CWC and Caramoan Village Resort.

The brainchild of Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. the CWC and Caramoan Village Resort are examples of government-owned tourist destinations that boost tourist arrivals in the region.

In fact, Camarines Sur is the top tourist destination in the country in the first nine months of 2009 with 125 percent growth rate.

Ravanilla also noted the on-going efforts of Legazpi City Mayor Rosal who is developing adventure tourism project out of the lava vein of Mayon Volcano.

She said Rosal is promoting ascending trek on the lava vein for adventurous tourists and zip line to descend to the base at the center of Mabinit, Legazpi City.

Ravanilla added other plans include adventure tour using all-terrain vehicle or ATV for physically fit tourists and aerial tour of the Mayon Volcano where elder tourists could enjoy the exhilarating view from the sky to glimpse the active crater.

She said the active participation of local government officials in developing tourism programs in their localities accelerates the growth of the tourism industry in Bicol.

Despite the negative growth of tourist arrivals in the provinces of Masbate (-13 percent) and Sorsogon (-0.28 percent) and minimal growth rate of Albay (2 percent), the overall regional growth rate of the number of tourists has managed to achieve 75 percent regional growth rate from January-September 2009.

Aside from Camarines Sur which remains as the top tourist destination last year at 125 percent growth rate, the provinces of Catanduanes achieved 95 percent and Camarines Norte recorded 63 percent which pulled up the overall growth rate of Bicol to achieve 75 percent growth rate.

In terms of tourist arrivals, Camarines Sur has the most tourists visiting the province in the first nine months of 2009 at 1,229,029; Albay, 140,940; Masbate, 112,304; Camarines Norte, 100,678; Catanduanes, 87,219; and Sorsogon, 72,484.

Overall, domestic tourists comprised 1,441,507 while foreign tourists reached 301,117. Like the trend since 2006, Camarines Sur continued to lead the six Bicol provinces with hotel occupancy rate reaching 94 percent.

sa hilng ko they are one their way towards university status. they hired someone para maayos ung management. this is not related to the la salle thing na snasabi natin before. iba sya. that someone who was hired is someone who is in a high position. masakit kaya i-disclose kung sisay. i got this info last yr pa from someone who is working sa loob.

may proseso kaya na sinusunod para maging university an sarong eskwelahan. Ang Commission on Higher Education ang nagkoconfer kin university status sa mga schools.

Six hrs travel from Manila to Naga city (6hrs kpag wreckless driving,10 hrs kpag normal driving hehe).Then 1 hr from Naga to Port area, and 2 hrs boat ride going to Caramoan. Imagine 2 hrs boat ride, without comfortable seats,plus the 7 hr ride by land times two for going back to Manila,ayun 3days bgo nakarecover ktawan ko sa pagod.hehe..at maeexperience nyo rin dito ang buhatin sa balikat ng mga natives dun.hehe.At first sbi ko ayoko pero after ko makita na ang choice ko lng eh tumalon,nagpabuhat na lng ako.hahaha But its all worth it. The place is realy wonderful. First time ako na-amazed sa ganda ng Pilipinas.I hope my photos can show even just half of the greatness of this place.Its really amazing.No perfect words to describe it,try to visit the place to know what I'm trying to say :) My friend who already visited Palawan, he said its almost like Palawan. -Milhsen Miranda

CARAMOAN, Camarines Sur, Philippines -- For the second time around, Survivor Israel will rent the whole of the Gota Village Resort, a local government-operated tourist destination in Ilawod, Caramoan, Camarines Sur, to film two editions of “Hisardot (Survivor).”

Hisardot’s non-celebrity shoot would last 40 days and the celebrity edition, 30 days, excluding the one and a half months allotted for pre-production so equipment, props and sites could be prepared for the show, said Jimmy Binyamini, production manager.

He said Gota Village was the “best place" to shoot Survivor Israel there, citing the "good people" and the "unique sites” the tourist spot offered.

They were here in 2009 in the same month to shoot one edition of Hisardot whose broadcast ended last month via Israeli national television Channel 10.

This time, they will again start shooting on Feb. 28 and end filming sometime in late May or early June.

Aside from promoting the adventure appeal of Caramoan Islands, which will be shown throughout Israel, the Hisardot will employ some 200 local crew to assist their 120-crew production, according to Binyamini.

“Caramoan is a great adventure site ideal to our show, that’s why we are here again,” he said.

Hisardot has two parts, the “reality” part and the game part where the participants’ wits and survivor instincts are tested, according to Binyamini.

Like castaways on an island, the participants of Survivors are made to live in primitive conditions for 40 straight days, followed by a camera 24 hours a day.

Hisardot is actually the second media outfit of Survivor that filmed their editions on the small islands strewn at the northeast of Caramoan facing the island province of Catanduanes.

The French Survivor, Koh-Lanta Caramoan, was the first media outfit that filmed Survivor in 2008, followed by media outfits from Israel, Bulgaria and Serbia in 2009.

Koh-Lanta was shown in Europe with an estimated 12 million viewers.

A top executive of the Camarines Sur provincial government, who asked not be named because the negotiations are still ongoing, revealed that Survivor USA has been considering filming here starting 2011, until 2012.

He said the production crew of Survivor USA has searched many areas in the Philippines and found Caramoan the most ideal place for their filming because of the unique geographical features of the place and the available facilities that meet production standards.

Caramoan has become a favorite place for the Survivor shoot because of the variety in scenery and unique sites that catered to adventurous tourists, said Jovi Villareal, recreational officer of Gota Village Resort.

Ning Villanueva, provincial tourism officer, said the provincial government's hosting of Survivor brought in droves of foreign tourists, making Camarines Sur the most visited destination in 2009.

Citing records from the Bicol regional office of the Department of Tourism, Camarines Sur was the top tourist destination in the Philippines in the first nine months of 2009, with 1,022,092 visitors, of which 206,937 were foreign tourists.

Among the foreign tourists, Israel was the second highest number of arrivals after the US citizens.

Visitors from the United Kingdom, Australia and Japan also arrived in the province.

The regional revenue generated from tourism reached more than P1 billion, of which P0.7 billion was contributed by Camarines Sur.

Villareal said the local government-owned facility is within the 4,000-hectare national park being managed by the provincial government as agreed upon with the Department of Environment and Natural Resources.

Some 2,000 hectares of this park has been declared a protected area being developed for eco-tourism purposes, he added.

He cited many unexplored sites like tiny lakes, subterranean passages and underwater caves in the small limestone islands here that could cater to the more daring and skilled adventurous tourists.

Within the eco-tourism area, small islands are scattered sporadically with plants and weed trees, at the base of which are a number of narrow beaches and coves accessible by boat or kayak, according to him.

On the fringes of the land within the Gota Village Resort, towering vertical limestone walls suitable for rock climbing abound while a newly discovered subterranean river awaits exploration.

The primary attraction of the Gota Village Resort’s tourist area is the scenic view, which is defined by its unique geologic configuration in the middle of a wide coastal marine environment.

According to a 1981 study of the Bureau of Mines and Geosciences, Caramoan exhibits the so-called karst topography.

This means a landscape defined by varied formations of limestone masses which were subjected to geologic processes that created vertical cliffs.

Euphi Peñano, resort manager, said the geologic features of the place highlighted the area’s natural tourism assets.

“As for the Survivor production coming back, they must be profiting from the scenery here that draw television viewers to their show,” he said.

4. Let’s go on a trip!

Tourism and travel executives will be smiling. With the so called “democratization” of travel because of the price war in the airline industry (thank you Cebu Pacific for starting this!), domestic tourism will continue to grow by double digits in 2010.

Spurred by travel blogs (think of Anton Diaz’s Our Awesome Planet blog) and online search for the best deals, Pinoy consumers will be plunking down paychecks into good travel deals.

Literally cool places will be the favorite destinations of families. Baguio will make a comeback (thank you Ad Congress for propping it up with your donation) and Tagaytay’s roads will be merrily clogged again this Holy Week. Subic will benefit from the spanking, stateside-like highway also. The addition of the Philippines to NatGeo’s List of Must Visit Places in 2010 also bodes well for the travel industry. But here’s hoping that places like Camarines Sur and Bohol don’t go the way of overcrowded and overdeveloped Boracay.

5. Consumers as healthy, wholesome and wise.

Weekend markets like the Saturday Salcedo Market and the Sunday Legaspi Markets in Makati have been attracting the growing middle class. Films like Food, Inc are encouraging consumers to choose carefully what they put into their and their families’ mouths. Worldwide, Walmart is now marking and labelling which products are organic—and thereby labelling the rest as “inorganic” or less healthy. What Walmart does, the rest of the retailing world usually follows. So expect a surge in “organic” consciousness. So while it is early, go and make the effort to grow organic and offer meats and food that has not been produced in “farm factories.”

Be the first to offer beef and chicken labeled as “Hormone and antibiotic free.” (Just last week, a bill was filed to require even dog food marketers to list the ingredients of their products.)

Expect new market entrant, Human Nature, which brands itself as “100 percent organic, 100 percent Philippine-grown and 100 percent chemical-free personal care products” to have explosive growth with its decision to go through the direct sales channel (and donate part of the proceeds to its advocacy, Gawad Kalinga. Human Nature is founded by Anna Meloto-Wilk and Camille Meloto, the daughters of GK Founder, Tony Meloto.)

We received their products as Christmas gifts from our staff. They are affordable and their SLS-free shampoos and lotions could give Body Shop a run for its money.

Seize this segment of the market and be first in it.

Spanish name is not relevant to the NCF as it has relatively recent history. Naga University Foundation or Melchor Villanueva Memorial University (Foundation) will do for me.

The jury is still out as to the nutritional superiority of organics. What is common knowledge is that it cost more than the traditional food.

When I go to the grocery I steer away from foods labeled “organics”. I cannot afford to buy it!!!

Hi kiasog good morning (last night tayo rin nag uusap a )! Im one of those who frequent the Legaspi and Salcedo weekened organic markets every Saturday when i was still working/living in Makati. I remember before going on OT half day on a Saturday morning at 6 am or 7 am I would frequent these stalls and buy organic lettuce (for my salads) and wheatgrass. Honestly you wouldnt recognise whats organic and whats not but psychologically the veggies look fresher and bigger than those ordinarily sold in public markets. The price well not too expensive naman but iniisip ko na lang ganun din naman if i get sick i will have to spend so much on the medicines/ hospitalization so baka mas mahal pa nga lalabas in the end. For the past year, I have also replaced all the white foods in my diet with brown organic stuffs (i.e. red/ brown organic rice instead of the regular white rice, whole wheat bread instead of the white bread, brown or muscovado sugar instead of white sugar, wholewheat crackers instead of regular crackers, wholewheat pasta noodles instead of the regular white noodles, soy milk instead of the regular cow's milk, oatmeal or bran, extra virgin coco oil/ vegetable/canola ol/ palm oil instead of the regular cooking oils). Come to think of it Its an investment on the greatest wealth... Health.

Sana doc nagaboy can support these as he is the expert on this topic... ako health advocate lang... i wanna live longer kasi... cancer free :)

Hope you can come home para we will let you in for a treat... healthy gourmet foods...

Note: Guys here in Naga meron pa bang weekend organic market along Magsaysay every Saturday? Sana we can have pictures posted here too next weekend. I remember seeing a picture here before showing Ms. Ping Federis.... the former fashion model famous during her time who is now a successful organic farmer/ entrepreneur in Magarao. I heard she lives here in Naga. Sana one of our hardworking forumers can interview her too and feature her here on this thread .

Don’t get me wrong Ms Ina, I definitely would like to eat healthy (organic or not). I do not need any convincing on this one. Just like what you said, it is a worthwhile investment (that is if you have the means). Where I am, the price of organics is at least 20% higher and that is quite a sum! I assume that organic foods are relatively cheaper in Naga. I do not consider myself as a health nut but I try to do everything in moderation.

I believe I read about the Magarao organic farm and similar-minded farms in CamSur. I would say that if you know your source, go for it! I am always skeptic with not knowing the source and it is labeled as organic. Nowadays, where commerce is global, I have no way of knowing that what is packaged as organic is truly organic.

There is no plan as of yet for me to go home, but when I go, I sure would like to try your and Docs famous gourmet foods!

hahaha Not really talagang malawak lang imagination ko, that's why I said "sumusubra na talaga ang Naga". ^^

I think kailangan munang maging sosyal ang karamihan sa atin para mahikayat natin ang pamilya Zobel De Ayala na magtayo ng Mall nila sa Naga. hehehe yeah true naman kasi Ayala Malls is known na tambayan ng mga sosyal at mid - class people unlike the SM and Robinson's Mall na talagang pang - masa. ^^^^^^

As host, Iriga’s Tinagba Festival will not participate in the regional competition, Santiago said. Instead, the city government has slated a float parade competition among its barangays and civil society organizations, she added. The 10th Regional Tertiary Schools Press Conference, held at Villa Mila Garden Resort, Daet, Camarines Norte from January 6 to 9, 2010 served as a venue for the University of Northeastern Philippines (UNEP) delegates to exercise and rehash their creative thinking and writing prowess once more.

The journalism students from UNEP were among the 148 delegates from 21 schools and universities who participated in the tertiary press conference spearheaded by the Bicol Association of Tertiary Press Advisers, Bicol Association of Student Campus Writers and Commission on Higher Education. This year’s event was sponsored by the Bicol Association of Tertiary Press Advisers and was hosted by Mabini Colleges.

The exciting events tested the participants’ ability, highlighted their unique talents and enhanced the artistic facets of their journalism skills. Writing events included news writing and competition in various categories: Sports, Editorial, Opinion, Feature, Poetry, Copy reading and Headline Writing, Photo journalism, Comics strip, literary graphics and editorial cartooning. This year’s theme is: Campus journalism, Invigorating the essence of a genuine democracy.”

One of the highlights of the conference was the lecture given by their invited keynote speaker, Professor Juan Romero Nereus Olaivar Acosta, popularly known as Neric Acosta. He is a politician, academian and a political scientist in the Philippines. He was into politics way back 1998 when he ran and won as representative of the First District of the province of Bukidnon.

Professor Acosta is also known for his great teaching styles; provoking and facilitative. Aside from being a professor, he is also an academic consultant in Xavier University, University of the Philippines and the Bukidnon State College from 1992 to 1998.

Inspired by the talk and determined not to come home empty-handed, three (3) UNEPians bagged three awards after the competition, Jaypee Sayson grabbed the 3rd place under the Literary Graphics competition-English Category; Ana Mariz Zamora landed 4th in Poetry writing – Filipino Category while Jeziel June Belorio got the 5th place in the Editorial Cartooning-English Category.

They will represent UNEP in the upcoming 9th Luzonwide Higher Education Press Conference in February 8-10, 2010 at Consuelo Hotel, Lingayen, Pangasinan.

Other participants from UNEP were Sheena Mariz Hinlo, Angelica Praxides, , Jonald Polvorosa, Dick Alien Bernas and Jules Mairo Concepcion. Their ever supportive adviser, Dr. Regina A. Gonzales was also with the team. Dr. Gonzales is also the moderator of FRONTLINE, the official student publication of the University of Northeastern Philippines .

UNEP President Atty. Water firms warn of supply shortage

METRO MANILA RESIDENTS could face a dry summer with water levels at Angat dam -- the metropolis’ primary source -- currently below normal and likely to fall further given an existing El Niño.A utility yesterday said it was "preparing for the worst" given that Angat’s level was at six-year lows, although the weather bureau said there was "no imminent danger" to water supply.

Jeric T. Sevilla, spokesman of east zone concessionaire Manila Water. Co., told reporters that "our monitoring of dam levels, particularly Angat, [show that it] is [at its] the lowest in six years."

The utility, he said, was "preparing for the worst.""If before we were getting 46 cubic meters per second from Angat as of December, now it has been reduced to 43, and if this continues then water which we source from Angat will be reduced," Mr. Sevilla said.Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) spokesman Nathaniel A. Cruz admitted that the water level at the dam was below normal.

"Our monitoring indicates the elevation level at the Angat dam now stands at [some] 202 meters, and the rule curve is 205.17 meters. There is now a deviation or a shortfall of 3.74 meters in the dam," he said in a telephone interview yesterday.The weather bureau has already noted below normal rainfall levels nationwide, tracing this to an ongoing El Niño episode.

The weather phenomenon -- which manifests in this part of the world via droughts -- will "likely influence the country’s climate through the first half of the year", according to an advisory posted on the PAGASA website.It noted "unusually way below normal" rainfall last month in most areas of Luzon, and added that similar conditions occurred in Western Visayas and portions of Mindanao.

"These are clear manifestations of the impacts of El Niño in the country," it said.A drought has already been declared in the province of Capiz in the Western Visayas given below-normal rainfall from August to December.

Dry spell areas -- those experiencing three to four consecutive months of below-normal rainfall -- have also increased. The latter comprise the provinces of Benguet, Bulacan, Nueva Ecija, Pampanga, Batangas, Aurora, Quezon, Marinduque, Mindoro, Romblon, Sorsogon, Camarines Norte, Camarines Sur, Northern Samar, Aklan, Guimaras, Biliran, Davao del Sur, South Cotabato, Sarangani and Sultan Kudarat.

"Most parts of Luzon and Visayas will likely experience below normal rainfall condition. Likewise, greater portions of western, central and eastern Mindanao are expected to have drier condition[s] except the southern part which is likely to experience near normal rainfall. With the ongoing El Niño episode, Northern Samar is near drought condition, likely to experience below normal rainfall condition for five consecutive months," PAGASA said.

For January, climate conditions could be affected by a monsoon, the tail-end of the cold front, and the "slim chance" of a tropical cyclone, among others.Mr. Cruz noted that other dams in Luzon, such as Magat in Isabela and San Roque in Pangasinan, have also been exhibiting low levels, although he did not cite figures.

"For Angat’s case, though the El Niño is a moderate one, what concerns us is that is has now already low water levels," he said.

Angat -- located in the province of Bulacan in Central Luzon and which supplies some 90% of Metro Manila’s water needs -- also irrigates neighboring farmlands. The reservoir and dam are operated by National Power Corp. (Napocor) -- which has a 246-megawatt facility there -- and the National Irrigation Administration (NIA).

"But as of now, there is no imminent danger to water supply, but we are still monitoring the situation to see whether this could extend," Mr. Cruz said.Napocor and NIA officials were not immediately available for comment regarding the possible impact on power and irrigation supplies.

West zone concessionaire Maynilad Water Services, Inc., for its part, said it had not monitored any significant decrease in water sourced from Angat, but noted that present volumes were "definitely lower than that of last year."

"It is definitely lower than the rule curve," Maynilad President Rogelio L. Singson said in a separate telephone interview.The two water utilities said they were drawing contingency plans in case of a shortage.

"We may be looking at the reactivation of deep well facilities, which are on standby now. This also includes the continuous reduction of water leaks in the system," Manila Water’s Mr. Sevilla said."We’re also looking at pressure reduction strategy and supply management. Meaning to say that supply is still at 24/7 availability but at a reduced pressure," he added.Should delivery of water need to be interrupted, Maynilad’s Mr. Singson said this would be done during off-peak hours.

IRIGA CITY --- Over a hundred students from different schools here were rounded up by police for alleged violation of the city’s anti-truancy law.

But despite its good intention of drawing away the students from rising incidence of juvenile delinquency, the no-nonsense drive also earned criticism from the concerned public because of the way the arresting police officers treated the erring youths.

Former city councilor and broadcaster Bryant de Villa said the students should not be treated like criminals for violating a presidential decree that was issued by then President Ferdinand E. Marcos at the height of Martial Law 35 years ago.

“Apprehending and taking them [the students] to the police station in police patrol cars is humiliating and a clear violation of their constitutional rights,” de Villa pointed out suggesting that the right thing to do is to get the alleged violators’ names, tell them to leave the place and report the matter to the school authorities concerned.

De Villa also cited a city ordinance regulating the sale, serving and consumption of liquor or alcoholic beverages to minors which he described as more applicable than the presidential decree that the police leaned on in arresting the truant-students.

NAGA CITY --- Congressional candidate James Jacob said a new dawn or birth of something good would come if the people themselves vote for the right candidates in the coming May 2010 elections.

Former congressman Jacob, who was also a former undersecretary of education and presidential anti-graft commissioner, is running anew for a congressional seat in the now 3rd legislative district of Camarines Sur under the Liberal Party ticket of standard-bearers Noynoy Aquino and Mar Roxas.

The Liberal Party, the only political party in the country that is advocating for a national leadership in need of transformational change, promises to embrace the qualities of integrity, humility and trustworthiness in public leadership.

“I wish to be part of that new political landscape where the government and the people themselves trust each other,” the former undersecretary of education said.

Jacob, a bar topnotcher, said an intelligent vote is needed so that the people will be re-awakened with a sense of right and wrong through the living examples of credible leaders that the people will select in the upcoming elections.

Jacob expressed surprise that while he has few resources and nothing to dole out, people welcome him in his early consultation visits to barangays and dialogues with local community leaders who told him that they are yearning for honest and good government.

He said that based on the sentiments of the ordinary people that he had met and talked with, veteran politicians in the upcoming polls may be in for a surprise if their traditional ways of coercion and vote-buying would no longer bring them to victory in the polls.

For Atty. Irineo Fullante Llorin, Jr., fondly called by friends "Ning", who has thrown his hat into Naga City's vice-mayoral ring, the decision came to him on the 1 1th hour after having discerned that legislative service is his "last hurrah" even as he would not want it said of him that he did not offer himself to serve as a public servant.

In an interview with the media, Atty. Llorin said that with his 37-year law practice, he is "more than qualified and competent to fulfill the duties and obligations of a Vice-Mayor".

He said that "just by filing the certificate of candidacy (CoC), I already considered myself a winner!"

And immediately he made this rejoinder: "Actually, the real winner will be the younger generation of voters, men and women alike, who will no longer be afraid to run for office to serve their constituents even if they don't have the money to finance the campaign.

"They can very well say to themselves that if Ning Llorin, a senior citizen, a non-traditional politician, an independent, can do it then we, too, the young ones, can do it as well if not better."

He said that as independent, non-traditional politician, he is not fighting with anybody. "I don't even know personally the incumbent Vice-Mayor (Gabriel) Bordado and the other candidate Mr. Lucena. As far as I'm concerned, I consider both of them as honourable men and worthy opponents. Hopefully, we will treat each other as friends and conduct our campaign on a higher plane. May the best man win!"

"I want to be of great help and assistance to whoever will be the next Mayor and the members of the Sanggunian Panlungsod in the delivery of much improved basic services to the community such as peace and order, health, education, development of moral values, social services, livelihood, and so forth," he said.

"Actually, it's now or never for me. In fact, it's long overdue. Ever since I was a college student, 1 have been dreaming of becoming a politician, a darn good politician at that and certainly, not like a traditional politician," he explained. He said he will not spend, for his campaign more than what the law requires.

He said he has four modest projects to implement should he get elected:

First, renovation of toilets in the public elementary and high school when and where necessary, providing them with new toilet bowls and urinals together with the basic necessities, such as water, soap, sanitizer, toilet paper, bidet, etc. and to teach the children how to use them properly so that somehow diseases or ailments of flu or dengue and the like can be prevented or minimized if not totally eradicated;

Second: Providing more relevant books and other reading materials for the school library;

Third: Providing bags, pencils, papers, ball pens, crayons, slippers, etc. to poor or indigent students; and Fourth: providing soup kitchen to street children either everyday or every other day depending on the availability of funds and for them to be taught by student volunteers the basics of Reading, Writing, and Arithmetic. — something similar to what CNN Hero Efren Penaflorida has done in Cavite. More importantly these children should be taught moral and social values to make them upright citizens.

To achieve these projects, Llorin said, if elected, he will "put my money where my mouth is". That is to say he will not collect his salary as vice-Mayor for three years but will donate it for the implementation of the aforesaid projects. He said he will appeal to various NGOs such as the Rotary, the Jaycees and the like, to donate in cash or in kind for the aforesaid projects.

Llorin finished his elementary education at Naga Parochial School, his secondary and tertiary at Ateneo de Naga. He took up Law at the University of the Philippines and passed the Bar in 1973.

Born in barangay Tinago in Naga City on June 28, 1946 to spouses Atty. Irineo Alina Llorin and Conception Hosana Fullante, Ning Llorin has five siblings: Nora, Pedro (both deceased), Sofronio (the spouse of Jean Navera), Purita (married to Pedro Cendana) and Rita (married to Ronald Banks).

Unlike other candidates who have families to support and maintain, "My situation is different," Ning Llorin declared. "I don't have a family to support. I have no wife and my son is now gainfully employed and can take care of himself already. In short, I can devote myself full- time to my constituents 24/7, so to speak. And my needs are simple ones which I can afford to meet and satisfy. Besides, I don't drink, gamble, smoke or do drugs".

LEGAZPI CITY --- Police and military authorities have put up initial 46 checkpoints in strategic areas across the region in preparation for the upcoming May 2010 elections, the Philippine National Police (PNP) said yesterday.

Police Chief Supt. Cecilio Calleja, newly-designated PNP Bicol chief, said the initial Commission on Election (Comelec) checkpoints were established in the six provinces and capital towns of Bicol, including areas considered as “areas of concerns.”

Calleja said of the 46 checkpoints, 16 were put up in Albay, followed by Camarines Sur with 8; Masbate, 6; Camarines Norte, 6 and Sorsogon and Catanduanes with five each.

Checkpoints are election security measures meant to enforce the Comelec total gun ban, and to ward off the presence of communist rebels and private armed group (PAGS) in urban centers and strategic points.

Calleja said checkpoints have at least arrested eight people caught violating the Comelec’s total gun ban resolution, six of the violators were nabbed in Masbate and the rest in Camarines Sur.

Another concern being attended to by authorities are the “Permit to Campaign” and “Permit to Win” being solicited by the communist movement from local politicians, Calleja said.

The Department of Interior and Local Government (DILG) urged political candidates and incumbent local officials in Bicol not to give in to demand for PTCs/PTWs or else they would face administrative or legal sanctions.

The communist movement is demanding payment of PTC fees from political candidates for them to gain access to places considered as rebel stronghold.

Aspiring candidates and incumbent officials may not be able to campaign in alleged rebel zones without an access card signed by the top rebel leader operating in the area.

The DILG has received reports that some local officials are "dancing with the enemies" to gain advantage over their political rival by giving in to the rebels' demands, which according to the DILG violates provisions of the Local Government Code.

Under the Local Government Code, government officials may face administrative sanction if they were found supporting the enemy of the government.

Police and military intelligence reports said the PTC fee demanded by the communist rebels ranges from P3 million to P5 million for congressional candidates.

The rate might change if the candidate is considered as an NPA ally, whatever that means, the report said.

The PTC fee for municipal and city mayors ranges from P300,000 to P500,000 and P50,000 to P100,000 for municipal councilors.

Bicol was tagged as one of the election hotspots in the country due to presence of the NPA.

The Commission on Election, police and the military are closely monitoring reports concerning the presence of partisan armed groups in Bicol to avert possible election violence.
