MANILA, Philippines -- The Commission on Elections’ First Division has declared him ineligible to hold public office because of a nationality question, but Naga Mayor Jesse Robredo is not giving up the fight.
“I am still running. I am not disqualified,” Robredo said.
Comelec Commissioner Romeo Brawner said the decision which he wrote was not yet final.
“That decision was rendered by the First Division. Anybody who is not satisfied with the decision may elevate it to the commission en banc on a motion for reconsideration,” Brawner said in a phone interview.
The en banc’s decision could in turn be elevated to the Supreme Court for a final ruling, Brawner added.
This means the reelectionist Robredo is still in the candidates’ list. He can continue to campaign and his votes will be counted.
Robredo said he has already filed a motion for reconsideration with the Comelec.
He said the Comelec decision has “confused many people” because his rivals were already “spreading news that the Comelec has disqualified me.”
His supporters and allies said the Comelec decision was an act of political harassment.
Robredo, a Liberal Party member, is running against administration candidate Jojo Villafuerte, a nephew of Rep. Luis Villafuerte who is a close ally of President Gloria Macapagal-Arroyo. Edson C. Tandoc Jr.

The article was written in the first quarter of 2005 (when PM was not yet expanded) but I think your source is still more credible since it came from the website of the Metro Pacific itself.
Yeah, I remember it was in 2005 when it was first released but it's already 2007 and yet no final statement from the management after several years of delay....

Maganda rin naman ang naidudulot ng pagiging prangka ni Senador Miriam Defensor-Santiago. Ayon kay Santiago, marami ang tumatakbong Senador dahil sa laki ng budget na ibinibigay sa kanila kada buwan.
Lumalabas na P35,000 suweldo nila kada buwan ay pakitang-tao lang sa milyun-milyong budget ng bawat senador. Kada buwan ay may Fixed Monthly Budget ang bawat Senador ng humigit-kumulang P2 Milyon.
Sa opisina pa lang nila ay humigit-kumulang P500,000 and budget nila sa Maintenance and Operating Expenses (Rental, Utilities, Supplies at Domestic Travels) at P500,000 para sa Staff at Personal expenses. Kaya para makatipid ang ibang Senador, kaunti lang ang staff na kinukuha nila. Nagtataka ka pa kung bakit mayroong mga Ghost Employee?
Bukod diyan, may P760,000 allowance pa sila kada buwan para naman sa Foreign Travel. At ang masakit pa nito, hindi na kailngan i-liquidate ang mga resibo ng mga gastusin 'yan kundi Certification lang ang Requirement.
Heto pa, lahat sila ay Chairman ng mg Komite sa Senado. Ang Committee Chairman ay tumatanggap din ng budget na sinlaki ng tinatanggap ng mga Senador na humigit-kumulang P1 Milyon din! Hindi sila mawawalan ng Komite dahil 24 lang ang ating mga Senador at 37 naman ang Committee sa Senado. There's food for everybody 'ika nga! Lumalabas na doble ang kanilang benepesiyo at kita kapag sila ay nabiyayaan ng Committee Chairmanship.
Sa P200 milyon na Budget para sa Pork Barrel ng mga Senador bawat taon, awtomatikong may 10% na S.O.P. o kita ng Senador na P20 milyon. Ito ang porsiyento na ibinibigay ng mga kontratista sa mga Senador na nagbibigay sa kanila ng mga Infrastructure at Livelihood Project.
Bago matapos ang termino ng isang Senador, kumita na siya ng P100 milyon sa Pork Barrel pa lang. Yung ibang Senador mas gahaman, hindi lang 10% kundi 20 – 30% ang komisyon hinihingi sa mga kontratista.
Pansinin niyo na lang ang pagbabago ng buhay ng ilan sa ating mga Senador simula nang manungkulan sa puwesto. Kung dati ay simple lang ang kanilang pamumuhay ngayon ay nakatira na sila sa mga eksklusibong subdivision, maraming bahay sa Pilipinas at abroad at mahigit lima ang sasakyan.
Ngayon nagtataka ka pa ba kung bakit gumagastos ng daan-daang milyong piso ang mga Senador sa kampanya para sa isang posisyon na P35,000 lang ang suweldo kada buwan? Bawing-bawi pala ang gastos kapag naupo na!

Team Naga poised for a repeat
APPARENTLY blunted by the storm of protest over the harassment case against incumbent Mayor Robredo, his Team Naga is poised for another repeat, judging from an independent survey released yesterday by the Ateneo Social Science Research Center.
The survey, conducted during the period April 25-May 1, 2007 -- well before news of his unseating gained local and national attention -- placed Robredo with a commanding lead of 68% over opponent Jojo Villafuerte's 17%, wife Leni's 3% and Salam Delfin's 0.8%.
In the event Robredo backs out or is disqualified, 80% of those who voted for Mayor Robredo said they will choose Leni, translating to a still formidable 57% edge that would insure Team Naga's victory.
The survey, covering 400 randomly selected households in the city, has a plus-or-minus 4.9% margin of error on a 95% confidence level.
The Sangguniang Panlungsod
The same pattern holds in the vice mayoralty contest, where reelectionist Vice Mayor Gabriel Bordado, Jr. (71%) comfortably led Atty. Juan Luis Carpio (16%). Thirteen percent of the respondents were either undecided, abstained or refused to answer.
In race for seats in the city council, the "Gabos kun Gabos, Ubos kun Ubos" battlecry remains potent as the Team Naga ticket is again projected to sweep all ten slots. Reelectionist John Bongat is the frontrunner, with 80% of the vote, followed by retired judge Esteban Abonal, Jr. (65%), Lourdes Asence (63%), Bernadette Roco (63%), William del Rosario (62%), Salvador del Castillo (53%), Ma. Elizabeth Lavadia (50%), Jose Tuason (49%), Nelson Legacion (48%) and Nathan Sergio (46%).
Ramon Perez, the best performing bet of the Villafuerte-led Kampi ticket, only had 25% of the vote, a 21-percentage point margin for Team Naga.
Congressional contest
What remains to be seen is whether the indignation rally will overturn the ASSRC survey result that favored incumbent Rep. Luis Villafuerte. The former (48%) held an 11-percentage point edge over his opponent, former Rep. Sulpicio Roco, Jr. (37%). Fifteen percent of the respondents were either undecided, abstained or refused to answer.
An internal City Hall survey, covering largely the same period but focusing on C and D respondents, however puts Roco up with a 5-percentage point edge, 49%-44%, over Villafuerte. For all the rest, it practically mirrors results of the ASSRC survey.

But what greatly aroused my interest is this frontpage article written by editor Joe Perez. In the absence of the Mail's updated online version, I am taking the liberty of publishing it in full.
Luis Villafuerte, Robredo are related by Chinese blood

IF THERE is one thing common between Camarines Sur Rep. Luis R. Villafuerte and Naga City Mayor Jesse M. Robredo, it is the blood of Confucius that runs in their veins.
In fact, the two came from the same great grandfather from China who upon residing in the Philippines adopted the Filipino name “Robredo”, a name that both of them have to share, whether they like it or not.
The rest of their character, traits and beliefs, political and otherwise, however, are worlds apart.
Their great grandfather Lim Pay Co, with his son Lim Teng by his first wife, arrived in Manila at the turn of the 19th century. As a young boy, Lim Teng was tutored by the Spanish friars. He and his father were later baptized by a Spanish friar surnamed Robredo.
The friar baptized Lim Pay Co and Lim Teng as Serafin and Juan, respectively, and gave them his surname. Since then, they were known as Serafin Robredo and Juan Lim Robredo.
While it was not clear what happened to Lim Teng’s mother, Serafin while settling in the country took a second wife by the name of Josefa de la Trinidad, a widow. Juan Lim Robredo (Lim Teng), meanwhile, married Luisa Chan, a local Chinese girl.
His stepmother, Josefa, bore four children, Soledad, Jose, Juan II and Serafina, who became Juan’s half-brothers and half-sisters. They were all surnamed Robredo with their original Chinese name Lim Payco sometimes attached to their Filipino name. All of them, including Juan Lim Robredo, were educated by the American school system.
Juan Lim Robredo
Juan Lim Robredo became proficient in four languages, Filipino, Spanish, English and Chinese. While his wife tended to their sari-sari store, Juan was employed as a court interpreter because of his language proficiency. On his free time, he also had a photo studio and worker as a photographer. Later, he and half-sister Soledad became teachers at Anglo Chinese School in Naga City, where Soledad met her future husband, Mariano Villafuerte, a co-teacher at the same Chinese school.
At the age of 21, Juan married Luisa Chan and from their union were born six children, Serafin, Adelina, Juanito, Josefina, Jose and Juanita. Both Serafin and Adelina died at very young age due to illness. Josefina died before the start of the world war, or a few years after the death of their father Juan. Juanito, along with their mother Luisa, died during an attack by the Japanese soldiers while hiding in Sipocot, Camarines Sur. It was also at this time that young Jose was wounded by a bullet that pierced his stomach but survived through the help of friends and foot doctors who came to their aid.
Today, only two of Juan Lim Robredo’s six children are alive, Jose Robredo, Sr. and Juanita Robredo Hao Chin.
The Villafuertes
Mariano Villafuerte, a fine orator and speaker was to become a congressman and later as governor of Camarines Sur when the Japanese Imperial Army invaded the Philippine islands. It was a tragic chapter in the history of the country, as it was in the rest of the free world when people died as a result of the war. Then Gov. Mariano Villafuerte and his wife Soledad, with their eldest son Jose, died in the hands of vengeful guerillas as the Americans were advancing to free the Philippines from the fleeing Japanese soldiers.
The couple left behind six young children: Pura, Fe, Mariano, Jr., Carmen, Luis and Lina. Luis was to become a powerful political leader in Bicol while the rest of his brothers and sisters became successful professionals in their own right.
Jesse and Louie
After the war, Jose married Marcelina Manalastas, a young Filipina from Navotas, Rizal. Together, they built their house in Tabuco, a village across the river town of Naga. They soon bore five children: Jocelyn, Jose Jr., Jesse, Jeanne and Josephine.
In 1986, Jesse was picked by his uncle Luis, then an Assemblyman, to run as mayor of Naga City and won. Four years later, they would part ways and become bitter political rivals, with Luis even denying in public that they were blood relatives.
Luis, the province’s top political kingpin, on at least four elections would field his own mayoral bet to challenge Robredo, including his elder sister Pura Luisa, Jesse’s aunt, but as always Jesse would come out as the runaway winner.
Now congressman, Luis Villafuerte only recently had a falling out with his own blood, his son LRay, the province’s incumbent governor who is running for reelection.
LRay is now being challenged by a man handpicked by his own father, a scandalously unexpected quirk of fate that even the shrewdest of politicians could not imagine to happen.
Meanwhile, Luis is not letting off his disdain for Robredo. He accuses Robredo of being a Chinese citizen, an alien who should not be allowed to hold office reserved for Filipinos unlike Jojo, his other nephew, who ironically also comes from the same great grandfather that found the Philippine islands an ideal place for his forebears to multiply and become good Filipinos.

Hi Maryanne.:) From your latest post, do I get it that you are back in Naga? An uncomplicated life free from deadlines is always a welcome respite.
Anyway, on your question, I will say why not Leni? As the unexpected trump card, I believe she had played her role very well - to insure that if the disqualification case did push through, all Robredo votes will be counted, not wasted. The Ateneo survey indicated this, via the 80% votes transfer rate.
So it is not just because she is the wife, but more so because she carries her husband's name.
But all is water under the bridge now; the last I heard, she backed out of the race yesterday, leaving her husband as sole candidadate after weathering the DQ challenge.

The land area of E-mall is just 2,500 sq m or .25 hectares, so SM will be around 8 times that of E-mall.
The gross leasable area is a lot bigger than SM, it's more than 50,000 sq. m. if I'm not mistaken... Aside from that, the PMall management wants to establish a city within a city... So it's like a new business district will be created around it with a hotel and a retirement village...So, it's actually far better than SM...
PM Naga will have a land are of 5.5 hectares, Landco Business Park Naga will have 12 has of land area. It's actually a better option that PM if I were to choose. PM will develop the probable fourth CBD in Naga at the Almeda Highway. Sayang lang kasi ayaw na nilang maulit ung nangyari sa Lucena kaya hindi muna sila tutuloy. :(

The last time I went out of Bicol by means of land transportation was on April. It was still being repaired, or shall I say being constructed.:lol:

The Gross Floor Leasable area of PM Legazpi is over 22,000 sq. m... that means SM Naga is bigger than PM Legazpi so it would be the biggest mall in Bicol when it gets built but will be dethroned by PM Naga soon...

I think it was Kevinb who first said that the total ground floor of Pacific Mall Legazpi is equivalent to 1.3 hectares. The total 3 floors is already 3.9 hectares (1.3 * 3). Plus, there is a fourth floor for the Metro gaisano so it would be surely more than just 3.9 hectares but less than 5.2 hectares. My estimate is around 4.5 hectares...
Sabi ko 3.2 hectares for PM Legazpi's land area. I...never...said...

Hindi ko talaga un sinabing 1.3 has for each of PM Legazpi's floor. Sabi ko dati, 3.2 has for PM Legazpi's gross leasable area (GLA). So that will mean that the GLA was calculate after all the leasable spaces of each floor of the mall was added. Eh nag-expand ung PM Legazpi, so all leasable spaces nung expansion will be added to the current GLA of 3.2 has kaya naging more than 4 has ang GLA ng PM Legazpi. Gets? :colgate:

MANILA — Convenors of the Black and White Movement – Enteng Romano III, Manolo Quezon III, Leah Navarro, together with former DSWD Secretary Dinky Soliman, arrived in Naga City today to show their support to beleaguered Naga City Mayor Jesse Robredo and white listed candidate for the 1st District of Camarines Sur, Sabas “Abang” Mabulo.
In a statement made upon arrival, the convenors denounced the arrogance and brazenness of the Comelec in disqualifying Naga City Mayor Jesse Robredo on the basis of his citizenship, an issue that has already been decided in favor of Robredo by the Comelec en banc and the Supreme Court in no less than three rulings. It is a clear case of political harassment and patronage for a favored candidate, authored by Commissioners Brawner and Ferrer. In the first place, they should have inhibited themselves from this case, both are known to having close ties as classmate and law firm partner, respectively, with Congressman Luis Villafuerte whose nephew, Jojo, is running against Robredo.
Romano said, “We should all be sad and angry when an icon of good governance recognized by the international community and whose leadership in local government has served as a template for other cities in the Philippines and other countries is stripped of his right to run for office on the basis of a technical farce by the very institution who is supposed to promote fair play and guard the sanctity of the electoral process.”
The convenors also expressed their unequivocal support for Mayor Sabas Mabulo who is in a David-and-Goliath battle against Dato Macapagal Arroyo for the congressional seat of the 1st District of Camarines Sur. They challenged the Bicolanos, “Are there now no “oragons” left in Bicol that you will now have a non-Bicolano represent you? Mabulo is not only a bona-fide Bicolano, he has also a proven track record of good governance. Will you let the promise of dole-outs from Malacanang trample the Bicolano pride?”
Abang Mabulo is widely known in his area as a good executive, an honest and trustworthy leader. Apart from his signature “anting anting” for good luck, an eleventh digit, Abang is running a very lean campaign compared to his opponent. Abang ran for mayor three times with campaign budgets less than Php30,000, and continues this frugal method, more concerned that his constituents vote for him on the basis of his good record and sincere heart than in gratitude for a basket of goodies and cash dole outs.
The Black and White Movement called on residents of Naga City and Camarines Sur to declare their indignation against the repressive and punitive ways of the GMA regime by giving Jesse Robredo and Abang Mabulo landslide victories on Monday.

MANILA — We are all aware of the many high profile incidents of election related violence and harassment. Since November, our electoral watch dog partner, COMPACT, has been compiling information – to date, over 100 killed, about as many injured. All this violence perpetrated with the intent to either grab power or retain it by politicians that wish only to “serve the people”.
Amidst all this bloodletting, there are also cases of much publicized, needless harassment. Two cases in point – the preventive suspension order on Makati Mayor Jejomar Binay, and the citizenship case against Mayor Jesse Robredo of Naga City. Both men are running for re-election and are leading their races, hence the need of their opponents to keep them off balance.
The most celebrated has been the aggravation foisted on senatorial candidate Alan Peter Cayetano through several cases. The worst of these are the inclusion of a “namesake” and the questioning of Alan’s citizenship. Although Comelec has already proven Alan to be a Filipino citizen qualified to run for the senate, the body has yet to issue a decision on Alan’s petition to declare Jojo Cayetano a nuisance candidate. With only the weekend left before we troop to the polls, a last minute ruling may not help Alan get his votes counted properly. We all hope that voters write “Alan” on their ballots to make sure the BEI know which Cayetano to credit.
While we’re at it, make sure to write “Noynoy” on your ballot if you vote for Noynoy Aquino. Not all the teachers may have gotten wind of the decision to credit all votes to Noynoy if you write “Aquino”.
Here are a few more cases that reek of harassment:
* In Bukidnon’s 1st District, Malou Acosta is running against the infamous Garci. Late last week, the BEI were suddenly re-shuffled, causing Acosta to question the move because of reports that the newly replaced BEI were made up of locally known “Garci protégées”.
* Just today, Comelec has denied appointment to hundreds of school teachers Taguig-Pateros. Reports of the same actions have been reported in Manila and Quezon City. This is the bailiwick of Alan Peter, and his wife, Lani, is running to take his congressional seat.
* Lastly, we received a report that in the usually quiet town of Binan, Laguna, Vice Mayor Len Naguiat’s campaign supporters (she is running for mayor, NPC Opposition) are being harassed by the local police as well as CIDG. The cops have been conducting raids on the homes Naguiat’s team leaders, ostensibly to look for illegal weapons, always coming away empty handed. Naguiat was told the orders came “from above”. Naguiat’s opponent happens to be Cooki Yatco, son in law of Comelec Chairman Benjamin Abalos.
What gives? Have you noticed a trend here? The Black & White Movement condemns the iron fists being pounded on candidates of the opposition. We can only surmise that these efforts to derail the candidacies of good men and women are being perpetrated by people concerned only with their political survival, the country be damned.
On May 14, Election Day, make the wise choice – vote for the candidates you believe will bring back respectability to our institutions, and honesty to governance.

Hindi ko talaga un sinabing 1.3 has for each of PM Legazpi's floor. Sabi ko dati, 3.2 has for PM Legazpi's gross leasable area (GLA). So that will mean that the GLA was calculate after all the leasable spaces of each floor of the mall was added. Eh nag-expand ung PM Legazpi, so all leasable spaces nung expansion will be added to the current GLA of 3.2 has kaya naging more than 4 has ang GLA ng PM Legazpi. Gets? :colgate:

Mond87 May 15th, 2007, 11:26 AM ^^well, if the land area is 1.3 ha...what happened to the .4? That's quite strange and too huge if you ask me. I've been to the mall like 3 days a week. I guess that .4 was reserved for what has been the extension of the mall now (the webpages of PM Legazpi and Metro Gaisano Legazpi are both outdated)... So .4*3 floors is equivalent to an expansion of 1.2 ha. 1.2 ha plus 3.2 ha is equal to 4.4 ha... this is already very close to my earlier guesstimate of 4.5 ha! :)

MANILA, Philippines -- Genuine Opposition senatorial candidate Sonia Roco said she is “just hanging on” but continues to cling to the hope of landing in the winning circle of 12 because the “election isn’t over until it’s over.”
Roco placed 17th in the latest tally of the National Movement for Free Elections (Namfrel), whose operations center at La Salle Greenhills she visited Wednesday to observe the poll watchdog’s quick count.
Roco, the first senatorial candidate to visit Namfrel, saying she was "just monitoring how things are."
Namfrel has so far completed counting 10.85 percent of the total votes cast.
"Well, I suppose it [tally] will fluctuate…I have yet to know [the results] of [the] national canvassing…so there's nothing definite," Roco told reporters at Namfrel, where she dropped by to check on the vote count.
"I am just hanging on," she added.
Asked if she expected electoral fraud, Roco said she did.
"Of course…I suspect the failure of elections anytime...I suspect everything," she said, noting reports of brownouts in some parts of Mindanao.
"It's a recurring phenomenon, an event [during] every election," she added.
However, she found some consolation in the fact her late husband’s name was no longer on the voters’ list.
"I'm glad that my husband's name was not on the list unlike Max Soliven," referring to the late Philippine Star publisher, who died last year but whose name was still on the voters’ list during Monday’s polls.
Roco is the widow of the late senator Raul Roco.

Kung dadayain man ng admin ang opposition through dagdag bawas malamang makasama pa siya sa magic 12 dahil maraming malalaglag from GO sa list at isa siya sa makakapasok dahil siya lang ang GO na nasa 12-15. Base on my observation among their group si sonia lang talaga ang hindi "chaotic".:lol:

As expected, 3 Bicolano won convincingly in the Naga City canvassing for Senators as TU Joker Arroyo topping the list followed by two GO candidates Chiz Escudero and Sonia Roco, respectively. Senators Kiko Pangilinan and Manny Villar who visits frequent here as well as Congressman Noynoy Aquino earned a nod from Nagueños.

Villafuerte headed for landslide win in Camarines Sur

NAGA CITY — Reelectionist Congresman Luis R. Villafuerte has piled up an insurmountable lead of more than 36,000 votes over his lone opponent in the second district of Camarines Sur, and is headed to a landslide victory.
It was expected that the untallied votes from the remaining voting precincts would further widened Villafuerte’s lead over his rival.
Villafuerte garnered 90,830 votes, while his opponent chalkeed up 54,891 votes.
Congressman Villafuerte, who is Kampi national president, won in all nine towns in the second district and polled the biggest winning margin ever in the congressional race in the district. His lead is four times his margin over the same opponent in 2004.
The second district of Camarines Sur covers the capital town of Pili, Calabanga, Bombon, Camaligan, Canaman, Gainza, Magarao, Milaor, Ocampo, and Naga City.
In three other congressional districts in Camarines Sur, presidential son Dato Arroyo (KampiI) won by a wide margin over his opponent in the first district.
Rep. Felix Alfelor Jr. (Kampi) was reelected in the fourth district, while Congressman Arnulfo Fuentebella (NPC) also won in the third district.
Second district Kampi mayors who also won with Villafuerte were Alex San Luis (Pili), Roger Flores (Milaor), Emmanuel Requejo (Canaman), Leo Nilo Sarte (Ocampo), Evelyn Yu (Calabanga), Nelson Julia (Magarao), and Ma. Luisa Angeles (Bombon).

He said that he had talks with the Chinese company that will fund the rehabilitation amd extension of PNR-Bicol. He wanted a new PNR here. According to him, a rehabilitation is not what have to be done 'coz the whole route is already dilapidated. Kailangan na daw palitan, which is good.
Sabi ni Papa, nung si Cholo Roco daw ang umupong congressman, halos wala naman daw nagawa. Ayun.

Dahil sa pagiging sipsip niya kay PGMA, halos walang narerecieve na tulong ang Naga galing sa national government dahil alam mo naman ang galit niyan sa mayor natin. pero sana talaga magkaroon na ng sariling representative ang Naga sa congress. Ang problema kasi dito sa cam sur, halos lahat mga "trapo" at kulang ang mga magagaling, kaya tingnan mo naman district 1 hanggang 4 political dynasty. Matagal ng familiar sakin ang mga pangalang Andaya, Villafuerte, Fuentebella, Alfelor. Ang iriga ngayon below 100 million ang income:ohno: Sa district 3 sira-sira ang road network, ngayon lang pinaayos. Haaay.

Actually, hindi naman talaga kailangan ng Naga ng tulong from the National Gov't. Matagal na kayang IRA-independent ang Naga. Maybe its own Congress representative should do, but that will come when the population reaches 200K. :wink2:

:) I'm not saying that naga should be the priority/center of focus in the 2nd district. BTW, naga is only independent from the provincial government, not from the 2nd district and the national government. The thing that is happening right now is that Naga becomes isolated from the 2nd district which is quite reasonable because the adjacent towns really need some focus. But let's be real, no matter how rich the city is, it cannot stand by itself alone, it still needs some help... just a little bit of help from the congressman. And how can the voice and needs of Naga be propagated in the congress when the congressman himself is against the mayor handling the city. Of course if your are that congressman, you wouldn't want that mayor to have benefits from you, right? Why can't we have a little benefit from the congressman of the 2nd district considering that the adjacent towns are also benefiting from us? The benefits that I'm only seeing from him are happening during the pre-elections, the time when he shows up in Naga just to say vote for me. The infrastructures being built are even soring my eyes because of the names he has been putting in the structures.

NAGA CITY -- Finally proclaimed late Friday night, Mayor Jesse Robredo, who complained of delays in tabulation that covered 27 villages and took four days to finish, and the 10-candidate slate for the city council under the Liberal Party won an overwhelming victory against the slate of President Gloria Macapagal-Arroyo’s bets under the Kabalikat ng Mamamayan Pilipino (Kampi).
Robredo and his personally selected candidates for councilors, won all the seats in the council in this year’s midterm elections.
He won his fifth reelection bid and frustrated for the second time the attempt of Jojo Villafuerte, his cousin and a nephew of Congressman Luis R. Villafuerte, who was believed behind the series of disqualification petitions lodged with the Commission on Elections in 1998, 2001, 2004 and 2007.
Congressman Villafuerte denied publicly he was behind the disqualification petition that questioned Robredo's Filipino citizenship.
In the count, Robredo garnered 37,549 votes as against Villafuerte who got more than 11,000 votes.
For the position of vice mayor, incumbent Gabriel Bordado of LP earned 31,470 votes while his challenger Antonio Luis Carpio of Kampi got 12,895 votes.
All the 10-candidate slate of Kampi for the city council positions were dismally behind the Robredo-LP bets with the last winning candidate garnering 25,372 votes against the highest vote earner of Kampi who got only 9,639 votes.
Naga City has 70,520 registered voters.
In neighboring Camarines Norte province, the Comelec has proclaimed Liwayway Vinzons-Chato as winner in the lone congressional district of the province and former congressman and governor Roy Padilla as vice governor.
The Comelec held the proclamation of incumbent Governor Jesus Typoco due to a protest filed by rival gubernatorial candidate Edgardo Tallado.
In Masbate, political observers here called a "political massacre" the defeat of three members of the heretofore powerful Espinosa clan.
Rep. Emilio Espinosa, the patriarch of the Espinosas and at present the Deputy House Speaker for Luzon, lost by a wide margin to the wife of his archrival, Dr. Olga Kho.
Kho, who was proclaimed Friday night by the Provincial Board of Canvasers, garnered a total of 123,945 while Espinosa chalked up 101,286.
Kho gave up her more than 2,000 votes in Milagros town to Espinosa after his lawyers raised questions on the number of votes.
Espinosa's niece, Maloli, also lost her bid to capture the second congressional district seat to incumbent Gov. Antonio Kho, also by a wide margin.
Espinosa got 34,685 against Kho's 48,364.
Another Espinosa scion, Nanette, placed last in a four-cornered vice-gubernatorial fight which was dominated by incumbent Vice-Governor Vicente Revil.
But two of Espinosa's allies were able to regain their posts in the congressional race in the first and third districts.
Incumbent Rep. Narciso Bravo, an in-law of the Espinosas, won by a narrow margin of 809 votes over his challenger, lawyer Ranier Butalid.
Bravo got 27,726 against Butalid's 26,917 votes.
However, Rep. Rizalina Lanete won by landslide in the province's third district with a vote of 73,329 against her closest rival Felipe Cabatana who only got 32,678.
Lawyer Romeo Fortes, Masbate's provincial election supervisor, told the Philippine Daily Inquirer in an interview that all the winning candidates in the provincial level had already been proclaimed, except for the four members of the provincial board in the second district as their vote counts were still being corrected due to a manifest error.
Fortes said he expected to complete the process and be able to submit the overall results to the National Canvassing Board by Monday.

THREE truckloads of anti-riot policemen carrying long firearms have reportedly massed up in front of the Naga City Hall late tonight where some 500 Nagueños are staging a vigil awaiting the proclamation of the winners of the May 14 elections.
The police contingent from the Regional Mobile Group, which grew from just a single platoon early in the day, is said to be under the command of Col. Romeo Mapalo, Philippine National Police provincial director.
With all the votes already canvassed, incumbent Naga City Mayor Jesse Robredo has amassed around 37,000 votes to post a commanding 26,000-vote lead over rival Jojo Villafuerte, barangay captain of Peñafrancia and nephew of Camarines Sur Rep. Luis Villafuerte. The outcome is almost a repeat of the result of the 2004 elections when Robredo got 36,000 votes, or 70 percent of total votes cast for mayor.
Robredo’s Liberal Party ticket is also set to extend its winning run, scoring another sweep of local seats, with its 10th-placed candidate for councilor enjoying a lead of more than 10,000 votes against the highest-placed bet from the rival party, Kampi.

I know Dagupan has smaller land area but bigger population than Naga, and yet the city gov't is complaining that they are receiving much lesser IRA than other Pangasinan cities (Alaminos, San Carlos and Urdaneta) which has bigger land areas but lesser populations.
If population is a more important single-factor than land area, then how come Dagupan is experiencing this kind of situation?
Besides, the cities/municipalities in Metro Manila is not a single-factor to be considered in legislating laws since all cities in RP are "equally-treated" regardless of how rich or poor a certain city is so as to be fair to everyone. And I never said that Naga, Cebu and Makati are the only IRA-independent cities in the country.

Dagupan is recieving lesser IRA, because in pangasinan's case, their population are not far away from each other. So the area becomes a big factor because the other pangasinan cities are so much bigger than dagupan city which is only having around 30-40 sq km in area, while the other cities in pangasinan have 4 times larger in area.
Sec. 285. Allocation to Local Government Units. - The share of local government units in the internal revenue allotment shall be allocated in the following manner:
1. Provinces - Twenty-three percent (23%);
2. Cities - Twenty-three percent (23%);
3. Municipalities - Thirty-four percent (34%); and
4. Barangays - Twenty percent (20%)
Provided, however, That the share of each province, city, and municipality shall be determined on the basis of the following formula:
1. Population - Fifty percent (50%);
2. Land Area - Twenty-five percent (25%); and
3. Equal sharing - Twenty-five percent (25%)

As far as many mayors and councilors are concerned, the citizens are better off not knowing these concerns. But i think Naga City is a promising city in this country especially in the very province that has a complete idiot for a governor ( i was surprised with this villafuerte fellow for calling Raul Roco a follower of a satanic cult because he had a " i love you sign" as his trademark hand gesture when in fact villafuerte mistook it for the symbol held by most rockers.). Anyway, its amazing that Robredo said that he has no plans of making a political dynasty. I like it when he was interviewed by Bam Aquino when he said that Naga was into engaging with its citizens and asking for its help in governance. It just shows the kind of political maturity of its leaders who are willing to share power with its citizens and take criticisms with stride and respect dissenting opinion; and for Naguenos to actually be active in shaping their city and being responsible for it 24/7 unlike the rule of thumb in our country which guarantees the citizen a sense of responsibility only during election and allowing him/her to be remiss and detached from governance the rest of the year. I'm also amenable with the opinion of Mayor Robredo that the participatory governance in Naga must be adopted by the bigger cities (i for one would support participatory governance in my hometown of Cebu City) maybe not the same framework but something that would guarantee transparancy and participation of every citizen in the city/municipality. By the way, my mother said she is entertaining the idea of retiring in Naga City.

Thanks for that. Hehe BTW, the Villafuerte you're referring to is the Congressman of CamSur's 2nd District. The Governor now is his son. I do think his son is educated enough to not show "over-liberalism" in public, unlike himself. Abogado pa naman siya. :ohno:
Robredo has no plans of making a political dynasty, but he sure is one great loss for the city. IMO, he's the greatest and coolest mayor the city had. I saw him lots of times in the city's downtown area in house clothes only AND without body guards accompanying him. Naglalakad nga lang siya eh.
Having this people's council is really a big help in reinventing politics in our country. Imagine, before increasing the tax in the city, all representatives of all sectors in the city are being asked first of how they think of the idea. Good thing all was in favor provided the increase is not that big.
Just last elections, a group of students and teachers from a university in Canada visited Naga to learn how elections go here and how the city is striving to keep in innovating itself and its governance. It's like during my birth year 1988, Naga is just a third-class city wanting to alleviate itself and be a little providing for itself. But lo and behold, after 16 years of Mayor Robredo's hard work and sacrifice, Naga City is now a national and international figure in governance. Kudos to Mayor, the SP and the people of Naga. :cheers:

i think he's not going to be a very big loss to your city. the fact that there is a framework of participtory government means that your city can now tap the skills of its future leaders instead of depending on just one figurehead in politics as most places in the country still held by traditional political dynasts

ano ba ang liberal party? opposition ba yan or admin? If neither, tumakbo na lang sana si Robredo for senator after 6 years under the liberal party. If that happens, kasama niya si Pangilinan:lol:

Neo-classical architecture just copied the style of the classical architecture in an effort to revive the architectural designs of Ancient Greece and Ancient Rome. Well, they were indeed successful in reviving. Just look at the colonnades of many of the current world's buildings. They all look classical but many of them are actually dated 1800s + (if I'm not mistaken).

He developed a series of highly individual styles, the Old GSIS Building was build as early or mid 60's. Where all the Regional head office was still established here.
I still like this Architectural design, it can be rehabilitate again, into a neo- Wright, with mixed highly ( intelligent ) computerize building.

Kita dun ang towers ng Smart and Globe kaso di kita sa pic...

Garchitorena is bounded by Caramoan in the east, Lagonoy on the west and southwest, and Presentacion on the southeast.. YOu can go there by land or by sea... Kung by land from Naga, it takes 6 hours trip.. Pero, wow the views on top of the mountains are amazing para kang nasa Baguio... If you're taking the trip by sea, it takes 5 hours... Kaya lang nakakatakot kasi ang daming cliffs...

The word Garchitorena is a Spanish name, The Garchitorena's are the early settlers in Bicol during the Spanish period. They settle in Camarines province, specially in GOA (Partido) area, and incurred a huge land and name after them. like what you see now, they once owned in Partido.
Garchitorena-Remo Family are one of our family friends here in Naga and Goa :)

Actually, it was Andres Garchitorena from Tigaon who owned the major portion of the town. He convinced the people to plant abaca then he put up an abaca processing plant and more people decided to build their houses in San Miguel, the former name of Barangay pambuhan. The town was founded and named later after Don Andres Garchitorena in the eyar 1949.

You've got to visit the place... The town hall there is located on top of the hill which is kinda become an observation deck.. You'll see the whole Poblacion of Garchitorena plus the Sisiran Bay and Quinalasag Island...

Two top police officials in Bicol, one of them due to retire next week, are now in hot water over the alleged illegal detention of at least 16 Naga City policemen in time for Election Day.
Radio dzRH reported Thursday that the 16, all based in Naga City, filed administrative and criminal complaints against Sr. Supt. Agnanayon Balligi Tira and Sr. Supt. Romeo Mapalo.
Tira is the acting regional police chief in Bicol, while Mapalo is provincial director of Camarines Sur in Bicol. Mapalo is due to retire on May 30.
Both were accused of ordering the detention of the 16 policemen over allegations of involvement in the drug trade from May 11, until a court ordered their release last May 17.
The dzRH report said the two now face administrative and criminal charges before the Office of the Ombudsman and Philippine National Police headquarters in Camp Crame.
Ordered detained were Naga traffic division head Chief Insp. Romeo Perez, Naga City police spokesman SPO4 Elmer Ditaliano, seven Special Weapons and Tactics (SWAT) members, and seven other policemen.
The 16 said they were confined at police regional command headquarters in Legazpi City, and failed to vote last May 14.
Claiming they are victims of "harassment," they said they decided to take legal action against Tira and Mapalo after they eventually tested negative in drug tests. - GMANews.TV

Yeah, The construction, of the upper portion of Jollibee-Plaza building is under the management of the Cabral's, if you see the rehabilitation is also done at the side of Cabana, which is own by the Cabral's, i really don't know if the Cabral's bought the building or they are leasing it from the Jollibee Co.. but I think, it's no longer own by the Ravanera's.

Not at all...It's what we call.. HEALTHY COMPETITION and help the old Hotel management to be more competitive, that makes them aware to be updated sa management. It's a learning experience if there is a lot of hotel.

The owner of the former Royal-An Hotel was Mr. Antonio An ( formerly hardware owner), the Hotel is really beautiful during the operation. Many customers are coming, because of its strategic location and the ambiance.
The Royal-An Hotel didn't last long compare to Mr. Obiero-Villa Caceres Hotel. But this is a classical example of a Traditional approach of Business, when Mr. An run his "own system" of management, like a "SARI SARI STORE mentality". but many of his supervisors and Managers didn't agree how he runs it, they end up resigning. Until the duration, when the Hotel was losing profit.
But because the Hotel was a loan from Landbank (as i heard). It was incurring a growing debt, a huge debt actually from the bank, and when he feels the property was about to be confiscated, he had to pull many expensive accessories, which should be incurred by the bank. :ohno:
After the bank confiscated the hotel, many investor are inquiring about the place, but the price was no longer reasonable base on the assessment of the materials. The bank was probably..... :bash: :ohno: of what Mr. An did before it was taking by the bank.
I think it will be another rotten place, unless the bank find a way to sell it.... maybe lower it more than the previous price.

It existed a long time ago as a hotel of the Ravanera's. Nalugi, then it was taken over by Jollibee. Tapos ngayon, it's being rehabitalized by a certain group, which I know nothing of, to be launched again as a hotel.

Naga City has cast its vote. And it is unequivocally stating one thing: They still want Robredo as mayor. Now, the opposing camp is left holding an empty bag. He has been quiet without doubt hopelessly and completely trumped. :ohno:

The beleagueared city Mayor has become a national figure, arousing sympathy from prominent personalities --from former President Aquino to Senator Pimentel, to people's groups like Teresita Ang-see Dy's PCJI , Kiko Pangilinan and etc. He has been cited twice in the editorial of PDI, and the efforts of both the comelec and GMA to disqualify his bid has been lambasted over and over again. It was like a replay of the telenovela between the good and the bad people...and definitely, the audience is siding with the good. What happens to the bad? they just turned ugly in the eyes of the viewers. And i guess, they will turn uglier as they revert to other schemes to recover their losses.What is important however is that this time, the bad did not triumph. The people have not lost faith that good governance means good leaders. They have not lost hope that voting for the right candidate will mean progress and economic prosperity. They have put their foot down and said..."we will not believe all your gimmicks and your lies to discredit a leader we firmly have faith in". They have shown this resolve through the ballot. Thankfully, the people of Naga can sleep tight in their beds after this. No more nightmares of Naga becoming "Vaga"...no more fears that all our rooftops will be embellished with the letter "V" , no more fears that the city will be prostituted and slaughtered in the name of politics. Plaza Quezon to Plaza Arejola?
THE HECTIC morning sessions we arranged for the visiting UBC students the whole of last week proved too taxing I had to take a breather the last few days; this week, most of them will be off to gather data for their research, culminating with a public presentation on June 6 and 7.
But yesterday and the other day, what attracted my attention is the on-going information campaign being undertaken by the Naga City Council for Culture and the Arts in regard of the proposal to change the name of Plaza Quezon to Plaza Arejola, in honor of the Bikol and Naga revolutionary Gen. Ludovico Arejola. In an earlier post, I wrote this
Bikol Reporter bats for changing Plaza Quezon's name to Plaza Arejola, arguing that the name change affirms "that Naga today loves not Quezon less but it loves Arejola more and it resolved to give...honor long due him." Its columnist behind "Ini an Totoo" seconds the motion. Lawyer Luis Ruben General however vehemently disagrees in a letter to the editor that appeared in the Bicol Mail two weeks back, and still unavailable online. General argues the city should leave Plaza Quezon alone, in honor of the former president who helped crystallize the concept of nationhood during his tenure.
Yesterday, local historian and journalist Jose Fernando Obias explained there is a pending measure in the Sangguniang Panlungsod, and before a final decision is made, the Arts and Culture Council was directed to disseminate information on the matter through all media outlets, with the end view of starting a local debate on the matter.
Backing the advocacy are Minalabac folks who also support the idea. Previously, I was surprised why non-Naga residents are actually at the forefront of this effort; when Joe spoke in the city government radio program An Naga Ngonian last Saturday, it turned out General Arejola, who led the defense of Ambos Camarines against the invading Americans, made his last stand at sitio Mata in Minalabac town.
Joe O, who joined me yesterday morning in Joe Grageda's Todo Libre show at DZGE, intimated that some members of the current council, whose term will end on June 30, 2007, are not too keen on the name change. But Kabikolan, an advocacy group of which he is a leading light, is hoping the new council will be more open to the idea.
I am strongly sympathetic to their advocacy. It is about writing and rewriting our own history from our own perspectives, and it will start with elevating freedom fighters like General Arejola in a local pantheon of heroes where they should properly belong.

CPA acquires turboprops, eyes Bicol expansion
ONE NEWS item that generated very little attention here, but one which will greatly impact the Bicol tourism market in the next few years id budget carrier Cebu Pacific Airway's move to acquire up to 14 brandnew turboprops from the French aviation company Avions de Transport Regional (ATR).
This Inquirer story lifted from an Agence France-Presse report is rather staid; the official press release at the Cebu Pacific website fills in the gap.
But the significance of the move is explained by Philippine Star business columnist Boo Chanco here. The choice cuts relevant to us:
When Lance Gokongwei announced Cebu Pacific’s acquisition of 14 new ATR turboprop planes with seating of up to 74 passengers, he mentioned the airline’s desire to cover more of the nearly 70 airports in the country. Only 25 of these airports are capable of handling the new Airbus 320s that they are now using for domestic and regional routes...
But Boracay isn’t the only new destination with a small airport that Cebu Pacific is looking at. Lance wants to put up regular flights to Siargao, the so-called surfing capital of the Philippines. He is also looking at a number of destinations in Bicol and the Visayas where it is not economical or technically feasible to use the big Airbuses. What Lance dreams of is nothing short of developing new Boracays all over the country. (Italics mine)
This is a breakthrough that the province and the city should take advantage of; this early, it makes sense for the Camarines Sur provincial and Naga city governments, jointly or independently, to convince Cebu Pacific to prioritize Naga airport in Pili among the destinations for its six firm aircraft orders.
The background info and technical specs on the ATR 72-500 turboprop is available here. Among others, it says this new generation aircraft -- which came into service 10 years ago -- can land and takeoff on a runway as short as 1,079 meters. That would be perfect for Naga Airport's 1,402 meters.
If the Gokongwei-owned carrier decides to enter Naga by early next year when the first of these are delivered, that will surely be a boon to local air travelers; airfares will expectedly go down once the Lucio Tan-owned Air Philippines gets a much needed competition.
And while jet service has become the standard in air travel these days, a brand-new turboprop will just be as good. Why, even KLM still uses the good old Fokker 50s for its city hopper service to key European destinations out of its Amsterdam Schiphol hub; in fact, that's what we used to connect to and from Cologne during our recent NPM seminar.
Actually, come to think of it, what the city and the province need today is not really a new airport (although for the long-term, we should seriously reconsider a longer runway, along the lines of the proposed reorientation project that farmers and vested interests shot down). It is more flight frequency and more competition in the air passenger market. At its peak, the local market can easily support two ATR flights -- one in the morning and another in the afternoon. Which means one will be able to fly in and out of Naga, and vice versa, saving visitors hotel bills in the process.

NAGA CITY – Twenty Canadian students led by a Filipino professor at the University of British Columbia in Vancouver, Canada are in town for a 24-day off-campus interactive planning course that is structured as a mutual learning experiment for the visiting students and the Naga City planners and residents.
An advance party arrived last May 12, 2007 in time for the midterm polls. The rest of the visiting students followed on May 16 for the learning experience and interaction with Naga City officials and residents.
Willy Prilles, Naga City Planning and Development Officer and local field coordinator for the study tour, said the project is being partnered by the city government and the Ateneo de Naga University, a first for a local government unit to encourage academic exchange cooperation through a hands-on, interactive, studio style and community-based course made available to foreign students.
A series of lectures is being provided by the various department heads at city hall and the academe.
Prilles said the learning experience hoped to create a new generation of international, community development and city planners who bring their thoughtful analytical skills into creative and practical planning solutions.
Dr. Elnora Angeles, the Filipina professor at the School of Community and Regional Planning of the University of British Columbia that heads the team said they chose Naga for their study tour and learning modules because of the city’s well-known reputation as having been able to create and implement various innovative mechanisms to involve local organized groups, particularly from the marginalized sector of society, in local governance.
Afghans
While the Canadian students are still around and about to wind up their learning experience in Naga City, 13 more high-ranking officials from Afghanistan are due to arrive here for a 5-day study tour in the same hope of drawing lessons on the Naga City experience in local governance.
Dr. Malu C. Barcillano, director of the Center for Local Governance of the Ateneo de Naga University, said the visiting Afghans are particularly interested on various aspects of local governance and interaction with various organized groups of the local constituency.
They will stay from May 29 to June 1 for exposure visits.
The study tour is being organized by the Gerry Roxas Foundation, in cooperation with the Ateneo de Naga University.

Incidentally, more visitors are coming from Bacolod and Cebu next week to have a close-up learning experience with various local governance programs of Naga City.
A 5-man technical working group of the Local Council for the Protection of Children (LCPC) of Bacolod City are due to arrive on May 28, 2007 for a 5-day learning experience in connection with the technical group’s continuing skills enhancement on best practices on children.
In a letter to City Mayor Jesse M. Robredo, Sally Abelarde of LCPC Bacolod City said they have selected Naga City for their study tour, being the 2006 national awardee as the most child-friendly city, highly urbanized category, in the country.
The technical working group from the Visayas said they “would like to (specifically) visit (Naga’s) child-friendly projects/innovations along child survival, development, protection and participation rights.”
Cebuanos
From Cebu, another team will also be in town June 4-7, 2007 “to observe the best practices of your city in terms of child-friendly movement.”
Cebu City Mayor Tomas Osmeña told Mayor Robredo that the team’s visit “will play a paramount role in our common endeavor to uphold and sustain children’s rights.”

My column for last week's issue of Vox Bikol.
ONE OF the most fascinating lectures that we managed to arrange for the visiting graduate students from the University of British Columbia was one we never actually expected: it was leading Bikolano historian Danilo Gerona’s talk last Friday (May 18) on the Philippine and Bikol situation.
I saw Danny at Mister Donut in E-Mall the previous afternoon and still without a resource person on the topic, which is supposed to provide the larger context to the governance in Naga, I managed to cajole him to take on the offer. When I introduced him to the 30 or so UBC and Ateneo students at the audiovisual room of the Bicol Science and Technology Centrum the following morning, he was still unclear on what exactly his topic was.
But speaking off the cuff and with fire in his belly, Danny painted a breathtaking historical account of why Bicol has always been the odd-one out in Luzon, destroying a number of myths in the process.
One of these is the mistaken notion of self-sufficiency during the Spanish times, owing to the country’s rich natural resources. It is actually the opposite, Gerona said, explaining that Spain, through the famed Manila-Acapulco galleon trade, has actually subsidized its colonial operations here, to the point that they almost decided to give it up. Only the opportunity of christianizing China and Japan, using Manila as springboard, tilted the balance towards staying put. Today, one can argue that OFW remittances are effectively subsidizing Philippine society’s continuing viability and keeping our economy afloat.
Over a century ago, he added, Bicol is the richest region in the entire country, and Albay its richest province, owing mainly to abaca, which, together with sugar and tobacco, are the Philippine islands’ top three exports. No wonder, the website of the Tigaon municipal government calls the American occupation its golden years when the local principalia -- the Ceas, Molls, Gachitorenas and Fuentebellas -- contested political power, not only in the town but also at the provincial level.
Fast forward to the present, and those years become memories buried in the pages of local history books. And while the rest of Luzon belongs to the upper half of the country’s progressive regions, Bicol has been languishing at the bottom, in the company of war-torn areas in Muslim Mindanao.
Come to think of it, the tragedy of Bicol region lies in the continuing exploitation of its resources to fuel development elsewhere, without minding the need to develop local industries around these raw materials. For instance, not even one of the companies in the DA directory of abaca fiber processors and exporters is based in the region. (To its credit, Negros at least had its “sugar barons” who became a potent economic and political force in the country; all we had are the political dynasties who lorded it over Bikol for the past 100 years.)
First, it was the fabulous gold in the Paracale mines in Camarines Norte which attracted the Spanish conquistador Juan de Salcedo, followed by abaca in Camarines Sur and Albay from 1850 up the 1930s, and the geothermal resources of Tiwi from the 1970s up to the present. A more insidious form of exploitation, which Ateneo de Naga president Fr. Joel Tabora adverted to in his opening remarks, is the continuing brain drain that saps our human capital: unable to provide opportunities to the region’s best and brightest minds today, they end up fueling the growth of economies in Metro Manila and other parts of the world.
The persistence of this enduring tragedy makes me pause: is the cause of Bicol development then a case of what the French call "Plus ça change, plus c'est la même chose" -- that the more things change, the more they remain the same?

How Cebu Pacific's turboprops will look like
A COMMENT by Kilks on my entry that appeared in the Planet Naga blog aggregator tickled my interest; following the lead, I checked the Avions de Transport Regional (ATR) website and found that its press statement on the deal with Cebu Pacific -- which also appeared on the latter's website -- contained two pictures with it.
One depicts how the ATR 72-500 donning Cebu Pacific's all-too familiar livery will look like. Incidentally, the paper version of last week's Bicol Mail carried the same picture in the inside pages.

I can't wait to see them become a fixture of local skies. And listening to Tourism Regional Director Maria Ravanilla's interview over DWNX this morning, there is all the more reason for Cebu Pacific to enter the Naga market.
Citing statistics on domestic and foreign tourist arrivals for January-March 2007, a total of 168,548 tourists visited Bicol, an increase of 37% over last year's 123,364 over the same period. And again, Naga/Camarines Sur again led the other provinces. I failed to take down the provincial breakdowns, but the main draw, of course, is the Camarines Sur Watersports Complex, supported by Naga's tourism-related services, headlined by our Magsaysay Strip, especially the Avenue Square area.
Which all the more underlines the need for greater collaborative work between the provincial and city governments, a thesis I advanced here.

Urban design and placemaking in Naga
NOTWITHSTANDING Presentation Zen's reservations over Slideshare and similar shared slideshows on the web, I am posting the Powerpoint material used by the UBC Investment Promotion group, which Aldy Manrique liked best.
I am one with Aldy in regard to the Naga River; the San Antonio, Texas experience shared by the group, as well as the Business Improvement Area (BIA) approach used by Vancouver, are models we can use in revisiting local efforts to revitalize our very own major waterway.
Joey Co brought up the cultural aspect, a weakness that he said constrains Naga residents from replicating the San Antonio initiative, but I fully agree with Nora here; the river where the annual fluvial procession (now becoming biannual, given the summer Peñafrancia event that is being slowly developed, an effort led by the local archdiocese itself) takes place is a huge positive that can trump any potential opposition.

Forward-thinking transportation and land use
IT took me some time to wrestle with my column piece for Vox Bikol this week; call it a writer's block, but I had some difficulty organizing my thoughts, not to mention putting together the data for the agriculture sector.
Anyways, that's all water under the bridge now. On this note, let me share with you the presentation material of the UBC Transportation and Land Use Group, which kicked off yesterday's proceedings. And boy, their recommendation to convert Ojeda IV Street into a greenway, part of a bigger scheme to make CBD 1 pedestrian and biker-friendly was met with mixed reactions, including clearly negative ones.
I think Jeff Deby posed the critical question: "What kind of city center do you want Naga to have?" And Mommy Jean Llorin, the grand old dame of the local civil society, had the ready answer: It is something we locals will have to decide ourselves.

I'm glad the city government is now focusing on beautification of the city centers which would generate tourists in the near future... Three years from we will be able to see a new city center...:banana: :banana: :banana:

garzland June 9th, 2007, 03:57 AM NAGA CITY – The 4-week Naga City Planning Studio Course for the 21-member University of British Columbia (UBC) School of Community and Regional Planning led by its Filipina professor Dr. Leonora Angeles has come to a close with a presentation by the Canadian students of findings and recommendations before the city’s government officials and other interested groups and individuals in the city.
The presentation started at 1:00 p.m. to 5:00 p.m. last June 6 until 7 at the Bicol Science Centrum, City Hall Complex, this city.
Naga City Vice Mayor Gabby H. Bordado who, along with City Planning Officer Willy Prilles, had initiated the study exchange program during their visit to Canada late last year formally opened the presentation with a message of thanks and appreciation to the visiting students.
City Mayor Jesse M. Robredo told Bicol Mail that for the last half of May 2007, the Canadian students gathered data and did interviews with many stakeholders in the city as part of their study tour and off-campus course.
The studio-type off-campus course is being conducted here in collaboration with the city government and the Ateneo de Naga University Center for Local Governance (CLG).
This hands-on, interactive, studio-style and community-based course is structured as a mutual learning experiment for the foreign students and the Naga City planners and residents. It focuses on the city’s practices, principles, tools and techniques in participatory planning and governance as a rapidly growing city in this part of Southeast Asia.
The recommendations delved on issues and concerns affecting the city’s youth planning development, investment promotion, and urban agriculture during the first day, June 6, as presented by the respective UBC research group.
On the second and final day, the respective research group presented findings and recommendations on the city’s transportation planning and land use, social housing, and education.
An open forum ensued after each presentation.

garzland June 9th, 2007, 03:59 AM NAGA CITY – Eleven high-ranking officials from at least 9 provinces in Afghanistan are in Naga City for their study tour organized by the United Nations Development Programme and the Gerry Roxas Foundation, in collaboration with the city government of Naga and the Ateneo de Naga University Center for Local Governance.
Gerry Roxas Foundation Executive Director Agnes Q. Villaruz who accompanied the visiting public officials said the study tour aims to draw lessons on the Philippine experience in local governance, particularly on fiscal decentralization, the roles and functions of local legislative bodies and their relationship with respective local chief executives, as well as citizen participation in governance.
“The Afghanistan officials are interested to learn and draw lessons from the strategies used by the city government of Naga to implement various projects which earned recognition at the local, national and international communities that can be adapted and applied by the Afghan officials in their respective areas of work,” Villaruz explained.
Before going to Naga, the visitors had an interaction meeting with DILG key officials and officers of the Local Government Academy in Metro Manila.
Torn by war and internal conflict, Afghanistan is on the path of recovery, earnestly trying to put in place democratic institutions and practices to rebuild their nation through collaboration and interaction with other sympathetic nations.
The Afghan local officials who are either chairman or member of their respective provincial councils come from the provinces of Kabul, Faryab, Sare-Pole, Balkh, Kunduz, Badakshan, Paktika, and Zabul. Two of these officials are women.
A UNDP programme officer and a Democracy specialist serve as facilitators and interpreters.
Last Tuesday, they met with CSur Gov. LRay Villafuerte and observed the provincial sanggunian while in session.
They also toured some of the sights and facilities at the capitol complex.
On Wednesday morning, they proceeded to the AdeNU Center for Local Governance before meeting with Naga City Mayor Jesse M. Robredo who provided them an overview of the city strategy and local initiatives on transparency, accountability and local governance innovations.
They were next briefed by the key officers of the Naga City School Board, the Council for Women, the Metro Naga Investment Board and the Metro Naga Development Council.
On Thursday, the guests are expected to interact with and gain insights from city youth officials, and the officers and members of the Naga City People’s Council and the Metro Naga Chamber of Commerce and Industry.
They will also visit the Bicol Islamic Education Foundation and Mosque during a city tour and interact with the members of the local Moslem community here.
Mayor Robredo has invited them to visit some of the city’s urban resettlement projects.
They will be in Naga City from May 29 to June 2 before departing for Tagbilaran City, Bohol and Cebu for one day each of interaction with local officials there.

Having those beautiful buildings are among the many blessings that Dumaguete has because of its human resources who give their expertise in designing them for a lower fee, or even free sometimes.
Thanks for visiting here garzland. I also heard a lot of good things about Naga City and Camarines sur, watching through ANC last month about the tourism potentials of your place.
Actually I was able to go to Naga when I was still in high school.

Brentwood International School formerly occupied the second floor or Third floor of the Manta Building. They are located at Dayangdang St., just near Colgante Bridge.

garzland June 16th, 2007, 03:24 AM NAGA CITY -- Re-elected Bicolano Senator Joker P. Arroyo will be the guest of honor and speaker when this city celebrates its 59th Naga City Charter Anniversary celebration on Monday, June 18, at Plaza Quezon.
June 18, also known as Naga City Charter Day, has been declared a special non-working holiday by virtue of R.A. 9210 signed last June 11, 2003 by President Gloria Macapagal-Arroyo.
Also invited to grace the occasion is Mrs. Sonia M. Roco, wife of distinguished former Bicolano senator, statesman, and secretary of the Department of Education, Raul S. Roco
Mrs. Roco was a candidate in the last senatorial race but failed in her bid to land in the Magic 12. Bicolanos, however, gave her an overwhelming vote that placed her in the top 5 of the Bicol vote.
Formal ceremonies will be led by Naga City Mayor Jesse M. Robredo. The city mayor, along with Schools Division Supt Evangeline Palencia and the first half of the outgoing and incoming set of city councilors will raise the Philippine Flag after a thanksgiving mass at nearby San Francisco church.
To raise the Naga City flag are Vice-Mayor Gabby Bordado, City Chief of Police Benjamin Suratos and the second set of outgoing and incoming city councilors.
The 27 barangay chairmen and their officials with selected CAT cadet officers from various city schools as honor guards will raise their respective barangay flags.
During the program before the messages by the city mayor, Mrs. Roco and the guest of honor, local writer Jose Fernando P. Obias will deliver his brief historical remarks on the Naga City Charter.
There will be drum and lyre exhibition, as well as bands with majorettes exhibition for the audience.
A separate program for the book launching of “An Sabi ni Levy” will be held at Raul S. Roco library at 9:30 in the morning of the same day.
Book author Levy Aureus, Bicol Mail columnist and humorist, will preside over the program that will be spiced up with excerpts reading, story telling and anecdotes by fellow local journalists and friends.
Outgoing city councilor Nene de Asis is in charge of the preparations for the 2007 charter anniversary celebration.
garzland June 16th, 2007, 03:26 AM NAGA CITY – As it prepares for its 50th year in 2008, the prestigious Ramon Magsaysay Award Foundation is coming up with its first documentary on democracy and governance with no less than the City of Naga and Mayor Jesse M. Robredo at the center of the “Best Practices Documentary Series.”
Lourdes Mercado-Balbin, communications officer of the Ramon Magsaysay Award Foundation, in a letter sent to Robredo told the mayor that “your remarkable work in Naga will be among those featured.”
Robredo is the 2000 Ramon Magsaysay Awardee for government service, the first for a Filipino to win the award under such category and the first and only Bicolano to be honored with the highly prestigious award, which is the Asian equivalent of the Nobel Peace Prize.
Balbin explained that the documentary would allow the Foundation to actively share the awardees’ ethics, values, and various social innovations and technologies to local, regional and international audiences and institutions.
A three man crew will travel to this city between June 20-24, 2007 for a six-day shoot of the city mayor’s daily activities. Footages of city structures and landmarks will also be part of the documentary.
The film crew will be assisted by Joe Perez and Mike Rico of the Naga City Visitors Center.

garzland June 16th, 2007, 03:34 AM NAGA CITY – US-based Operation Smile will celebrate its silver anniversary simultaneously worldwide with a medical mission here in this city “where it all began.”
One hundred fifty to 200 patients with cleft lip and palate from the city and nearby towns in Camarines Sur will undergo surgical operations under the auspices of Operation Smile Philippines to be undertaken by international and local medical experts.
This was disclosed by Dr. Ronnie Ursua, coordinator of Operation Smile Philippines, who said that in the Philippines the simultaneous conduct of medical missions would be held in the three key cities of Naga, Makati, and Davao.
Dr. Ursua and several members of Operation Smile Philippines paid a courtesy call on Mayor Robredo Wednesday (June 13) morning to discuss the plan.
Ursua said planning sessions for the worldwide celebration had been set to be held in Hanoi, Vietnam next month.
City Health Officer Vito ‘Butch’ Borja explained that medical mission will highlight the international celebration of Operation Smile International which conducted its first medical mission in this city in 1982, or 25 years ago.
He said the Naga mission would be held at the Bicol Medical Center on November 7-17, 2007 by some 80 surgeons, nurses and other members of the support group coming from abroad and the Philippines.
Dr. Borja disclosed that pre-screening for patients would be held on Oct. 1-31 from 8 a.m. to 12 noon at the Naga City Health Office. The final screening will be on Nov. 7-10 at the Bicol Medical Center, he added.
To be screened are those with cleft lips and palates, and other facial and physical deformities.
