I am not very sure of the reason on preference of Pasacao over Legazpi to host the depots of oil companies. But looking at the map, Pasacao is closer to major shipping routes in the country. Pasacao port could very well be developed into a major shipping hub in this part of the country that would bolster market link between Cebu (Visayas in general) and Bikol.

Any government plan on this?:):)

Yes, Legazpi's location is economically impractical considering that oil supplies are coming from Batangas or Bataan. To go to Legazpi the ship oil carriers goes through the treacherous San Bernardino Strait in Sorsogon-Samar, and so it's long way. The Pasacao location is very ideal. It could have been also in Pilar or Pio Duran but Pasacao is nearer to CamSur and Norte compared to the other port towns.

The relocation of the oil depot out of Legazpi was also a blessing in disguise for the city since the former location of the said depots are now right smack into a densely populated area, hence, makes the place in a highly risky situation. The situation is similar to the existing Pandacan oil depot whose surroundings are thickly populated. During the fifties when they were built, the oil depot area in Legazpi had only a handful of residents.

Among the independent players, SEAOIL boasts of the largest storage facility in Metro Manila. It also has depots in Batangas, Bacolod and Dipolog. Its recently acquired depots in Davao and Cebu are already operational. The one in Pasacao, Bicol is also set to open this year. This will bring the total capacity of SEAOIL depots to over 43 million liters.
Strategically located depots allowed the company to expand its gasoline station network much rapidly than its competitors.

A portion of the terminal space is also used as a manufacturing and warehousing facility for its lubricant product line.

i wonder why pasacao is the favorite of oil companies to set up their storage facility. it is then the pandacan of bicolandia. it maybe a source of income for pasacao but how about the environmental implication of hosting these facilities? a few years back some of them were located in legazpi but transferred to pasacao. does anybody know the reason for this? has pasacao been declared as the sole area in bicol to host oil depots? it is in league now with davao, cebu and batangas, all hosting storage facilities. we hope to see the town progress into a major port to serve the metro naga area which may well become the new capital of the Philippines. Metro Manila’s woes in the aftermath of Ondoy partly caused by congestion, growing population,
unplanned development, decaying infrastructure and concentration of government facilities—raise anew the need for a new seat of government.

We need to build a new administrative capital, away from the National Capital Region, perhaps in Metro Clark-Angeles or in Metro Naga, where a well-planned national center could rise to serve the nation. Manila could remain the cultural capital by reasons of history.

Building a correctly designed administrative capital will decongest metropolitan Manila, create a new growth center and improve government services. It will help rationalize spending on public facilities and centralize the three branches of government, putting them under one roof, so to speak. The Cabinet-level departments or head offices could gather in one place.

Access to public services shall not be impaired. The regional offices, including those to be established in Greater Manila, shall stay. Technology and the electronic highway will help facilitate service. A revitalized national railways should connect the capital to major parts of Luzon.

The seat of government we visualize shall accommodate the national repositories of culture and history: the national library, national museum, national archives, the national historical institute, the national gallery of art, a national gymnasium, the Cultural Center of the Philippines and the National Commission on Culture and the Arts. There shall be a well-organized public transport system. Priority to housing or residential space shall be given to public servants. Schools, villages, shopping malls shall rise in a satellite city next to the center. A modern international airport shall welcome the world to the new capital.

Building a new capital will cost billions. It will take time. But planning could begin now. A congressionally created commission, responsible to the legislature, shall begin the spadework and completes its task over a period of time. It will take several administrations to put the city together, but if we believe President Gloria Arroyo, the Philippines could become a developed nation 20 to 30 years hence. With our vision fixed on this future, we could begin building the new capital according to our ideals of a modern seat of government.

Vet meds to hold their 77th national convention in Naga


NAGA CITY --- Some 2,000 practicing veterinarians from all over the country will be converging in this city for their 77th annual convention and scientific conference on February 17-19 at Villa Caceres Hotel here.

Board Secretary and Invitation Committee Chairman Rodolfo O. Encarnacion, Jr., DVM, of the Philippine Veterinary Medical Association (PVMA) said the convention, themed “One World One Health,” aims to integrate multi-disciplinary approach in the conduct of the veterinary practice in the resolution of emerging and re-emerging disease, particularly those with public health importance.

Naga City Veterinarian Junios J. Elad said this is the first time in 77 years that the prestigious PVMA annual conference will be held in Bicol, particularly in Naga City, which is earning its reputation as a favorite venue for national conferences and events outside Cebu and Metro Manila.

Naga City Mayor Jesse M. Robredo has been chosen as this year’s guest of honor during the opening of exhibits on Feb. 17 and to welcome the delegates during the opening program the next day. All the delegates will be attired in Filipiniana during the opening program.

PVMA President-elect Rustan V. Patacsil, DVM, said they have prepared a strong line-up of issue-focused topics for discussion affecting the veterinary profession. Side activities involving local government tourism and fellowship evenings have also been set up for the total comfort and Bicol experience of the incoming delegates.

Among the other highlights of the convention are the recognition of veterinarians who have demonstrated outstanding accomplishments in their respective fields and the paying of tribute to national scientist Dr. Teodulo M. Topacio, Jr.

Bordado doubts cause of fire in Naga market

NAGA CITY---Saying the successive fire incidents that hit the Naga City Public Market is abnormal, the presiding officer of the city council here doubts the report that it had been caused by faulty electrical wiring.

Vice Mayor Gabriel Bordado said they are asking the Bureau of Fire Protection (BFP) to submit to the city council a comprehensive report that touches on all aspects of the incidents of fire that hit the public market here three times already since 2008.

Curiously, the first fire in 2008 happened at the wet section razing halfway the second floor of the public market while the second fire gutted four stalls on December 6 last year and the third fire incident on January 9 completed the incineration of all stalls at the second floor of the public market.

“The members of the city council believe that there is a need to conduct an in-depth investigation on the incident of fire supposedly caused by faulty electrical wiring, that they said started somewhere in the fuse,” Bordado revealed.

He said the investigation on the fire incident last January 9 must be in-depth and comprehensive enough in order to provide answers to lingering questions unanswered and find the real cause of the successive fire incidents that destroyed portions of the public market, one at a time.

Bordado commented that the details of the report provided by the BFP could hardly be understood by the members of the city council which he described as like “stenographic notes.”

He said they asked the BFP to provide them in-depth comprehensive investigation report which they hope to receive before the regular session on January 26.

Chief Inspector Achilles M. Santiago, chief of the Naga BFP, maintained that based on their investigation the cause of the recent fire that gutted 120 stalls in the Naga City public market had been caused by short circuit in the wielded/embedded wires that ran through stalls number 102-103.

Santiago said he welcomed independent in-depth investigation and even invited the Criminal Investigation and Detection Group (CIDG) and the National Bureau of Investigation (NBI) to conduct their own as members of the multi-sectoral group that comprise the Peace and Order Council.

He said that even though there are rumors going around that the fire supposedly sprouted in several locations of the second floor of the public market there was no one who would testify.

Santiago clarified the first fire incident that happened at the second floor of the public market in 2008 was caused by charcoal stove left burning while the fire incident on December 6, 2009 and January 9, 2010 had been found to have started in stalls where the embedded wires were located.

“The embedded wires ran from stall 113, where the fire started last year, to stalls 102-103, where the fire started in this year’s incident. If we doubt the findings of the BFP, we need an independent expert opinion on this matter,” he quipped.

Santiago said they cannot declare any other cause of the fire if there is no evidence to support the claim.

Explaining indications of arson, the fire chief said the prima facie evidence may include insurance claims and origin of fires simultaneously starting in different place.

Santiago said one reason why they concluded there was no arson in the fire incident on January 9 was because the fire started in one specific place wherein the firemen have to use cutter to open up the padlocked stalls where the fire started.

He confirmed that the public market of Naga City is deficient in terms of fire protection which he said the market administration had been informed of.

For one, Santiago cited the building did not have sprinkler system and fire-hose cabinets that are requirements in buildings.

He said they have already recommended to the city government to install sprinkler system which would cost P10M-P15M upon completion of the repair of the razed building.

Santiago said they do not have yet the estimate of the recent fire damage because the owners of the stalls are yet to submit sworn statements of their losses.

CamSur gov’t post creditable record in providing assistance to constituents

The provincial government of Camarines Sur posted a very commendable record in assisting its constituents in landing jobs as well as in providing essential services related to employment.

This is the clear import of the records and data which summed up the total number of individuals who availed of the services of the provincial government particularly under the auspices of the Camarines Sur Employment Center (CSEC) established thru the initiative of Gov. LRay Villafuerte.

This year alone, CSEC provided assistance in the processing of 3,554 passports which brings to a total of 13,177 passports processed since 2006. Said Mobile Passport Servicing at the Provincial Capitol, now included in the list of frontline services under CamSur’s Citizen’s Charter, will now be conducted every 1st and 3rd Thursdays and Fridays of the month from its former schedule of every 1st and 3rd Mondays and Tuesdays of the month.

Likewise, the services offered by the National Statistics Office (NSO) at the provincial capitol, made possible thru the coordinative efforts of CSEC, which commenced August of 2009 posted an output of 241 processed documents in the form of birth certificates, marriage contracts and certificates of no marriage.

CSEC in partnership with reputable and accredited recruitment agencies have provided job opportunities here and abroad to the constituents of CamSur.

Organic Veggie production pushed

PILI, CamSur – How to produce quality vegetables without the use of inorganic fertilizer or chemical insect repellant while at the same time preserving a healthy environment was recently the focus of specialized training of some 50 vegetable farmers from Barangay La Purisima, Pili.

Dubbed Organic Vegetable Production, the objective of the program is to train local vegetable producers on various stages of vegetable production including pests and diseases prevention and control management that would contribute immensely to a much efficient and improved growth of the vegetables as well as other high value commercial crops (HVCC) .

If there is a Farmer Field School for rice farmers, there is also a Farmer Field School for vegetable producers as what transpired at La Purisima, Pili which focused on new technology that does not use chemical repellants but utilizes indigenous materials to drive away harmful insects from the vegetable plantations.

The FFS was a combination of lectures and actual field demonstration conducted at the experimental site on what have been previously discussed in the classroom.

The said activity is fully supported by Gov. LRay Villafuerte along his thrust towards the attainment of food security and to provide the constituents an alternative income.

The activity was spearheaded by the Department of Agriculture Regional Field Unit 5(DAR-RFU5), Agricultural Training Institute (ATI) and Office of the Provincial Agriculturist (OPA) of the provincial government in cooperation with LGU- Pili.

The resource speakers of the training were the Training Management Team on High Value Commercial Crops (HVCC) of the OPA .

FFS for vegetable production will also be conducted in some other municipalities of the province to train local vegetable producers to come up with an efficient and improved growth of vegetables.

Some of the vegetables planted during the eight sessions period of training were ampalaya, squash, lettuce, pole sitao, cucumber, bell pepper, as well as watermelon. LAGavino/SNieves-MMEC

4 Bicol provinces in ‘10 worst in governance’ list
And yet their governors get re-elected

LEGAZPI CITY --- The National Statistical Coordination Board (NSCB), the government arm that measures economic, administrative and demographical perform-ances, has listed four provinces in Bicol as among the 10 worst in governance in 2005.

The NSCB’s 2005 survey, conducted in collaboration with the Human Development Network, measured the good governance index (GGI) of 79 provinces all over the country which includes aspects of economic, political and administrative governance.

The GGI aims to provide “voters’ index to assess whether good governance principles are advocated not only on paper but in fact are put into actual practice, i.e. whether, using the results of the 2007 elections, the voters used performance as basis in the choice of their leaders.”

Dr. Romulo Virola, secretary general of the NSCB, explained in an abstract: “The statistics on the chartered cities which are financially and administratively independent from the provinces had also been excluded from the computations of the GGI for the province to enhance the validity of the GGI as a measure of performance of the governor.”

Virola was here Saturday in a sharing session with selected journalists regarding indicators of millennium development goals (MDG) of the United Nations targeted for accomplishment in 2015.

The most recent survey of the NSCB on GGI, after the first survey in 2003, ranked Camarines Sur, Masbate, Albay and Camarines Norte in the 10 worst provinces in GGI. It is my pleasure to introduce to you the launch of the Alaska Milk Ironkids Philippines series.

Based on the success of our inaugural Ironman 70.3 Philippines, we sought to extend the franchise by launching Ironkids (which is also owned by WTC). The concept of Ironkids was born from the interest children of Ironman triathletes had wanting to be like Dad or Mom who competed in Ironman competitions. They saw the passion that their parents had for the sport and wanted to do something similar albeit at much shorter distances. From this grew interest amongst other children who also enjoyed participating in outdoor activities in an organized fashion. The IronKids’ mission is to inspire and motivate youth through the sport to lead an active, positive and healthy lifestyle.

Unlike an Ironman event, however, Ironkids is about encouraging participation. Each child that joins will receive an Ironkids t-shirt (also known as the K dot) as well as a participants medal. Other goodies will also be distributed.

We plan to build on this series by first starting with two running events, followed by two aquathlons and then finally two triathlons within the 2010 calendar year. The children will be categorized in to 4 groups (and by gender), 6-8, 9-10, 11-12, and 13-14.

As you will see in the slide behind me, our first running event will take place on February 28 at the Manila Polo Club followed by another run only event on April 11, then the first aquathlon (which is a swim/run event) will be held on May 23 back at Manila Polo Club. The second aquathlon will be on July 25 at Ayala Alabang Country Club. We will then stage a children’s triathlon on the day before the Cobra Energy Ironman 70.3 Philippines in Camsur and they will get to race on a portion of the actual Ironman course. And we will end the series for 2010 in September with another children’s triathlon.

Because we are encouraging participation and realize that most children are not currently active in these sports, the distances are designed to attract first timers. So as you can see, most children will consider this as doable.

Last week I was watching TV and saw a segment of “The Biggest Loser”. What intrigued me about this episode is that it featured children. And what shocked me is that these kids some as young as 16 were talking about losing 40-50 pounds. While certainly not the norm, I think we do realize that the youth of today is not as active as it was a generation ago and this has lead to high levels of being overweight and obese. Part of the problem is that the youth does not engage in outdoor activities as much as they used to and instead are glued to their television sets, computers or portable electronic games. Hence, with this trend the children of today are prone to having more health issues than the generation before them.

Hence, we are pleased to offer an alternative lifestyle by combining the mission of Ironkids with that of Alaska Milk and creating healthier lifestyle.

4 Bicol provinces in ‘10 worst in governance’ list
And yet their governors get re-elected

LEGAZPI CITY --- The National Statistical Coordination Board (NSCB), the government arm that measures economic, administrative and demographical perform-ances, has listed four provinces in Bicol as among the 10 worst in governance in 2005.

The NSCB’s 2005 survey, conducted in collaboration with the Human Development Network, measured the good governance index (GGI) of 79 provinces all over the country which includes aspects of economic, political and administrative governance.

The GGI aims to provide “voters’ index to assess whether good governance principles are advocated not only on paper but in fact are put into actual practice, i.e. whether, using the results of the 2007 elections, the voters used performance as basis in the choice of their leaders.”

Dr. Romulo Virola, secretary general of the NSCB, explained in an abstract: “The statistics on the chartered cities which are financially and administratively independent from the provinces had also been excluded from the computations of the GGI for the province to enhance the validity of the GGI as a measure of performance of the governor.”

Virola was here Saturday in a sharing session with selected journalists regarding indicators of millennium development goals (MDG) of the United Nations targeted for accomplishment in 2015.

The most recent survey of the NSCB on GGI, after the first survey in 2003, ranked Camarines Sur, Masbate, Albay and Camarines Norte in the 10 worst provinces in GGI. PILI, CamSur – This early of year 2010, the school and barangay visitation program of Gov. LRay Villafuerte has already reached out to several barangays comprising the municipalities of Caramoan, Pamplona, Ragay and Gainza which brought immeasurable happiness and excitement to residents and students especially in remote and coastal areas visited for the first time by the governor.

Actually, the program is intended to bring basic services much closer to the constituents. These basic services include medical and dental services, mass wedding sponsorships to preserve family values, educational assistance to public schools in both high school and elementary, food packs, and school supplies.

In the municipality of Gainza, the latest sortie of Gov. LRay last January 19, some 111 couples were formally married at St. Dominic de Guzman Church with Gov. LRay Villafuerte as the primary sponsor of all the newlywed couples as well as the former Provincial Budget Officer Fortunato ‘Ato’ Pena.

A total of 2,337 elementary and high school students from Malbong Elementary School (the venue), Gainza Central School, Loob Elementary School, Cagbunga Elementary School, Dahilig Elementary School and Sampaloc Elementary School received scholarships and educational assistance while considerable school supplies and dictionaries were personally handed out by Gov. LRay.

Food packs were also distributed to 2,352 residents of Malbong, Loob, Sampaloc, Dahilig, Cagbunga, Namuat, Poblacion I and II while 228 sets of uniforms were given to barangay officials.

In Ragay, mass wedding ceremonies were held in two Catholic churches last January 18—210 couples tied the knot at San Lorenzo Parish in Barangay GRS and another group of 155 couples were formally married at the Most Holy Trinity Parish, Poblacion.

In Pamplona, a total of 8,829 elementary and high school students also received scholarship and educational assistance from Gov. LRay including school supplies like bags, notebooks, dictionaries, and even pairs of slippers.

Church wedding for a total of 297 couple were solemnized by the Parish Priest of St. Michael Archangel Fr. Juan Leo Sabas in Pamplona.

Caramoan, the first town of the province to benefit from the program this year, a total of 456 students of Cabacongan Elem. School and Eastern Coastal High School (annex) received school supplies while 837 residents of Cabacongan, Pandanan and Colongcogong were given food packs.

NAGA CITY --- Jai Reyes, team captain of the UAAP back- to- back champion ADMU Blue Eagles and now a regular host of GMA 7 will be in the Ateneo de Naga University this Friday, January 22, to deliver a talk before local student-athletes.

He will share with them his experiences and lessons learned as a successful student-athlete at 3:00 p.m. on Friday at the Ateneo de Naga Bagumbayan campus. Those interested are enjoined do bring their digital cameras.

Jai will be joined by his high school coach, Jamike Jarin who also serves as assistant coach of Blue Eagles coach Norman Black. Jarin on the same day will conduct a coaching clinic for local coaches of Naga.

Also coming are Kiefer Ravena, son of ex-PBA player Bong Ravena and team captain of the ADMU Blue Eaglets and the RP Under 17 basketbal team. Mariana Lopa, team captain of the ADMU Lady Eagles is also with the visiting group of Ateneo campus athletes.

Yesterday,UNC through the College of Arts & Sciences hosted this Forum.. Speakers are from Atene de Manila Human Rights Center and Commission on Human Rights.. Medyo regional forum na rin kasi there are several participants from Legaspi and Sorsogon..
Participants are from other schools, NGO's and LGU's..

Since Monday, January 20, cast and crew of a major local film production (Viva Films) have been at the renowned Camarines Sur Watersports Complex (CWC) to shoot sequences of a movie flick featuring dramatic actor Aga Mulach backed up by actress-songstress Regine Velasquez and popular singer Mark Bautista.
Aga Mulach, who has Bicolano roots and is a close friend of the governor, regularly finds time between shoots to greet his fans and enjoy the amenities of CWC which is conceded to be the best cable wake park in the world today.

PILI, CamSur – This early of year 2010, the school and barangay visitation program of Governor LRay Villafuerte has already reached out to several barangays comprising the municipalities of Caramoan, Pamplona, Ragay and Gainza which brought immeasurable happiness and excitement to residents and students especially in remote and coastal areas visited for the first time by the governor.

Actually, the program is intended to bring basic services much closer to the constituents. These basic services include medical and dental services, mass wedding sponsorships to preserve family values, educational assistance to public schools in both high school and elementary, food packs, and school supplies.
In the municipality of Gainza, the latest sortie of Governor LRay last January 19, some 111 couples were formally married at St. Dominic de Guzman Church with Governor LRay Villafuerte as the primary sponsor of all the newlywed couples as well as the former Provincial Budget Officer Fortunato ‘Ato’ Pena.

A total of 2,337 elementary and high school students from Malbong Elementary School (the venue), Gainza Central School, Loob Elementary School, Cagbunga Elementary School, Dahilig Elementary School and Sampaloc Elementary School received scholarships and educational assistance while considerable school supplies and dictionaries were personally handed out by Gov. LRay.

Food packs were also distributed to a of 2,352 residents of Malbong, Loob, Sampaloc, Dahilig, Cagbunga, Namuat, Poblacion I and II while 228 sets of uniforms were given to barangay officials.

In Ragay, mass wedding ceremonies were held in two Catholic churches last January 18—210 couples tied the knot at San Lorenzo Parish in Barangay GRS and another group of 155 couples were formally married at the Most Holy Trinity Parish, Poblacion.

In Pamplona, a total of 8,829 elementary and high school students also received scholarship and educational assistance from Gov. LRay including school supplies like bags, notebooks, dictionaries, and even pairs of slippers.

Church wedding for a total of 297 couple were solemnized by the Parish Priest of St. Michael Archangel Fr. Juan Leo Sabas in Pamplona.

Caramoan, the first town of the province to benefit from the program this year, a total of 456 students of Cabacongan Elem. School and Eastern Coastal High School (annex) received school supplies while 837 residents of Cabacongan, Pandanan and Colongcogong were given food packs.

This is a good project of the city... Installing such equipment will lessen or even eradicate crime incidents in the city's major locations. Metro Manila has experienced tremendous success in combating crimes using this equipment. I'm sure it will do the same here...

PILI, Camarines Sur --- Officer-in-charge (OIC) Regional Executive Director Marilyn V. Sta. Catalina ordered the reactivation of the Department of Agriculture’s (DA) Task Force El Niño amidst the latest PAGASA advisory that the current El Niño episode continues to persist across the equatorial Pacific Ocean and reached a moderate strength.

The move, according to Sta. Catalina is to mitigate the potential adverse impacts of the El Niño phenomenon. “We are taking sufficient steps this early, especially on mitigation measures, to ensure and sustain the DA’s programs and projects on food security,” she pointed out.

PAGASA Advisory No. 5 issued over the week indicates that at least 3 provinces in the Bicol region, namely: Sorsogon, Camarines Norte and Camarines Sur, have exhibited below normal rainfall condition during the last 3-4 months.

El Niño is a periodic ocean-warming and atmospheric disturbance characterized by deficient rainfall and prolonged drought in some areas, while heavy rains, storms or hurricane in other areas of the globe resulting to innumerable damages to crops, livestock, properties and even human lives in all areas simultaneously.

PAGASA said that leading climate models suggest tropical ocean temperatures are approaching their peak and will remain above El Niño thresholds through March 2010. It will likely influence the country’s climate through the first half of the year.

Sta. Catalina stressed that it is imperative “to educate our farmers, fisherfolk and other agricultural stakeholders by providing them information about practical tips in facing the realities of this phenomenon.”

She said that with or without El Niño, farmers and fisherfolk must always be ready for any eventuality to sustain the productivity of the farms, livestock and fishing.

She advises the farmers on some steps to do: On palay crops: plant early maturing seeds and by direct seeding. Do not burn rice straws and use them as composting materials or mulch/land cover to minimize moisture losses and as supplementary roughage (hay) to livestock, clean the irrigation canal and remove as much weeds as possible to reduce irrigation water losses and improve farm water delivery and reduce the amount of water level in the rice paddy to as low as one to two centimeters.

On vegetables: choose plants which do not require so much water such as pechay, winged bean (parapagulong) or pigeon pea (percules).

On livestock: maintain the good health of the animals by feeding them with straws, corn straws and sugarcane mixed with molasses or feed them with mineral blocks and silage.

I'm making a proposal and a study to where to put up a good business here in the downtown area... There's Advent Cinema and the 2nd floor for rent above the SouthStarDrug in front of the Plaza Rizal, but I prefer a ground floor area. Thanks all. :)

This year alone, CSEC provided assistance in the processing of 3,554 passports which brings to a total of 13,177 passports processed since 2006. Said Mobile Passport Servicing at the Provincial Capitol, now included in the list of frontline services under CamSur’s Citizen’s Charter, will now be conducted every 1st and 3rd Thursdays and Fridays of the month from its former schedule of every 1st and 3rd Mondays and Tuesdays of the month.

Likewise, the services offered by the National Statistics Office (NSO) at the provincial capitol, made possible thru the coordinative efforts of CSEC, which commenced August of 2009 posted an output of 241 processed documents in the form of birth certificates, marriage contracts and certificates of no marriage.

CSEC in partnership with reputable and accredited recruitment agencies have provided job opportunities here and abroad to the constituents of CamSur.

PILI, CamSur - A total of 3,199 elementary and high school students received educational assistance from the Provincial Government of Camarines Sur while considerable school supplies and 21 dictionaries were personally handed out by Governor LRay Villafuerte as he conducted the School Visitation project in Pamplona recently.

More than 2,000 food packs were also distributed during the occasion held at Taguilid Elementary School as part of the visitation activities.

A mass wedding ceremony was also conducted during the event where 297 couples tied the knot at the mass wedding officiated by Fr. Juan Leo Sabas at the St. Michael Archangel Parish.

The Barangay and School Visitation Program is a continuing project of Gov. LRay Villafuerte in his pursuit to bring government social services directly to the people and promote quality education to those belonging to the marginalized sectors of the community.

The Gov. LRay Barangay and School Visitation and Mass Wedding Program have been a major vehicles of the Provincial Government of Camarines Sur geared at building a strong and vibrant communities through education and strengthened of family values.

The next visitation is slated on January 22 in the town of Lagonoy.

Last year, CamSur was ranked 10, now 11th? What happened... I thought, tourism contributed so much the soaring of CamSur from below to top... Last year was the best year for CamSur in tourism industry, so it should have contributed much in the income, I suppose.

Any info on municipalities?

Last year's standing was based on top ten richest province according to net income. Cam Cur was number 10.

I think the post is about total incume. If I'm not mistaken, Camsur was not a at of top 20 last year.

Shortage of runways?
“If people here don’t travel, it’s not because of a shortage of runway.” – George Monbiot

The Philippines has more than 85 airports, 9 of which are international airports. That’s about one airport per province. Composed of more than 7,000 islands, the Philippines must have an efficient transportation network to move people and goods within the country. But do we really need to build more airports? Based on the 2009 State of the Nation technical report, the government plans to create 5 more international airports. What is the ideal number of airports for a small country like the Philippines?

Batanes, that beautiful tiny province in the north, has two airports: Itbayat and Basco. The Ilocos Region has two international airports: Laoag and San Fernando (Poro Point). To increase tourist arrivals in the sparkling Hundred Islands, Alaminos in Pangasinan wants to build its own airport even though the city is a mere 4 hour drive from Manila.

Metro Luzon has four international airports: Subic, Clark, Ninoy Aquino (in Pasay), and the soon to be constructed Southern Luzon International Airport. Palawan, the so-called last frontier of the Philippines, has four airports: Balabac, Puerto Princesa, San Vicente, and Busuanga. Negros Island, the land of sugar barons, has three airports: Bacolod-Silay, Kabankalan, and Dumaguete. Panglao Island in Bohol, the next Boracay of Visayas, is not satisfied that there is a nearby Tagbilaran airport. It wants to build its own airport. Siargao Island, the surfing capital of the country, is going to have its own airport even though the island is very accessible from Surigao City. If the Laguindingan Airport in Misamis Oriental is completed, what will happen to the Cagayan de Oro airport which is also located in the same province?

Building airports requires huge investments (usually foreign loans). The Filipino people and airline passengers will pay for these mega infrastructure. Airports occupy large tracts of land. Prime agricultural land can be converted into airports. Expanding the airport system can undermine the country’s food security. Feed the hungry by destroying a rice field so that an airport can be built where rice donations from abroad can be transported?

Airports can improve tourism numbers but it can also damage the environment. Airports can destroy the natural habitats of endangered species. Airports generate pollution (noise and air pollution). Flying is more dangerous than driving in terms of impact on environment. Stop being so harsh on tricycle drivers for polluting the air. Wanna stop climate change? Then reduce air travel.

Tourists want to visit the country’s exotic islands because they appreciate and enjoy the natural beauty of the Philippines. If we build a runway and airport facilities in a unique island like Panglao, are we not spoiling the country’s natural treasure? In the long run, building too many adjacent airports can be counter-productive. Commercial overdevelopment can destroy the attractiveness of our wow islands. Remember Boracay. Remember Baguio.

Building airports is not the first requirement to enhance tourism numbers. There must be a sound tourism plan. There must be exciting promotional packages like what the local government did in Camarines Sur (which by the way is the country’s number one tourist destination of the year). Improving the tourism infrastructure is crucial but it is not always necessary to depend on airports to attract tourists. Tourism must also address the needs of the community over that of foreigners. Are we building airports to generate tourism dollars alone?
Indeed, airports stimulate economic activities. They bring in money, goods, investors, and our very own balikbayans. But airports also bring in pedophiles, human smugglers, and military warships. We have to rethink the economic activities that airports are supposed to produce. We have 85 airports (at the moment) yet we remain impoverished. Our economic profile remains the same: agricultural, pre-modern, pre-industrial. If the national leadership continues to worship the neoliberal dogma, then our airports will continue to transport cheap imported goods, prostitutes, and politicians. Don’t confuse airport building with national industrialization. Don’t equate airport expansion with economic growth. The road (or runway) to prosperity starts with the basics: productive agriculture, strong basic industries, skilled workforce. These goals cannot be attained by building airports alone.

The academe must intervene. It should identify the maximum number of airports the country should build, maintain, and develop. The transportation infrastructure plan should be comprehensive. As an archipelago, shouldn’t the Philippines focus on shipbuilding? Build more fast ferries. Build more modern ports. Encourage water transport. Bullet railways are needed in Luzon and Mindanao.

But politicians and technocrats, being what they are, will always prefer mega projects which can yield mega kickbacks too. Airports create a veneer of modernity; airports are perfect infrastructure legacies for politicians in search of legitimacy and credibility.

There are 7,000 islands in the country. Are we aiming to build 7,000 airports too?

the author has written something which we and our government officials should ponder about. last heard that the proposed international airport in albay is pushing through, this despite sound objections from other quarters. we cannot really understand why we have to build an international airport despite the existence of another airport in the vicinity. the question is, is there really a need to build an international airport or are building one to make a monument by which our politicians can grab credit and boost their political careers? as if we have not learned our lessons after what happened to pantao port or is the pantao port debacle not yet enough?

we have mentioned our own reason for opposing the construction of this project. why not build more roads and bridges, more embankments and flood control and mitigation syetems which our people really need than build something which will satisfy only the ego of those beholden to the powers that be. we have already voiced our objections to the tendency of those responsible to direct our progress "not to place all the eggs in one basket" to the detriment of other provinces and their people.

but maybe this is what philippine politics is all about. kung siisay ang mas harani sa presidente iyo man ang may kapot kang pangsurop ning mejoras dai na labot kung may iba na mas may kaipuhan.

In other words, CamSur is ready for a bigger airport.

Diabetes Philippines (Formerly Philippine Diabetes Association) will have the Diabetes Educators Workshop and the Diabetes Lay Forum on February. I'll have the SCC Naga be the major mover of the Lay Forum. It would have free Diabetes Screening, Lipid Profile, ECG, Foot Doppler Scanning and Education for lay persons.

We're still looking for a venue and I’ll update Pau regarding this event. The Lay Forum would be a good advocacy program for the group.

This March,
Philippine Orthopedic Society National Convention.

On April: Congress of the American College of Chest Physicians;

NAGA CITY --- Some 2,000 practicing veterinarians from all over the country will be converging in this city for their 77th annual convention and scientific conference on February 17-19 at Villa Caceres Hotel here.

Board Secretary and Invitation Committee Chairman Rodolfo O. Encarnacion, Jr., DVM, of the Philippine Veterinary Medical Association (PVMA) said the convention, themed “One World One Health,” aims to integrate multi-disciplinary approach in the conduct of the veterinary practice in the resolution of emerging and re-emerging disease, particularly those with public health importance.

Naga City Veterinarian Junios J. Elad said this is the first time in 77 years that the prestigious PVMA annual conference will be held in Bicol, particularly in Naga City, which is earning its reputation as a favorite venue for national conferences and events outside Cebu and Metro Manila.

Naga City Mayor Jesse M. Robredo has been chosen as this year’s guest of honor during the opening of exhibits on Feb. 17 and to welcome the delegates during the opening program the next day. All the delegates will be attired in Filipiniana during the opening program.

PVMA President-elect Rustan V. Patacsil, DVM, said they have prepared a strong line-up of issue-focused topics for discussion affecting the veterinary profession. Side activities involving local government tourism and fellowship evenings have also been set up for the total comfort and Bicol experience of the incoming delegates.

Among the other highlights of the convention are the recognition of veterinarians who have demonstrated outstanding accomplishments in their respective fields and the paying of tribute to national scientist Dr. Teodulo M. Topacio, Jr.

good to know the shoot is in the works. i have a copy of the script; sent to me after it was written. saw marilou diaz-abaya after one sunday mass at mary the queen parish greenhills and she mentioned she was coming to naga last september to take footages of the fiesta (to be used in the movie).

this is being done in celebration of the 300th anniversary of the Penafrancia devotion this year.

i agree. just extend the runway and enlarge the terminal building of the present site in pili so it's less expensive (compared to a transfer to libmanan). a reorientation of the runway is needed, i understand. the present site is far from the populated areas of naga and pili proper so this is an advantage.

There must be exciting promotional packages like what the local government did in Camarines Sur (which by the way is the country’s number one tourist destination of the year). Improving the tourism infrastructure is crucial but it is not always necessary to depend on airports to attract tourists. Tourism must also address the needs of the community over that of foreigners. Are we building airports to generate tourism dollars alone?

This is exactly what I was talking about before. But it's already in the pipeline. I'm not sourgraping or anything. I'm just being realistic. But whatever. I know some people will still look over what this post/reply is all about.

Last year's standing was based on top ten richest province according to net income. Cam Cur was number 10.

I think the post is about total incume. If I'm not mistaken, Camsur was not a at of top 20 last year.

I remember Gloria would like to re-introduce spanish as a college subject. I still remember Mr. Britanico, our Spanish teacher at UNC. I also remember Fr. Marco who would not fail to insert spanish texts in his sermons during masses. I have not heard of these spanish craze fellas::)

Yes, GMA wants to fo Spanish again for school. She actually speaks very fluent Spanish as well as her husband, FG Mike Arroyo. I hope it's reintroduced. I'd love this language to be learned by people again. It's part of our heritage.

Naga City -- The Philosophy Department of the Ateneo de Naga University is sponsoring a regional convention on Philippine politics as part of its annual Philosophy Week celebration.

Dubbed "Decoding Philippine Politics: An Interdisciplinary Approach," the convention features lectures from noted author and Bikol historian Danilo M. Gerona, Center for People Empowerment in Governance (CenPEG) director Bobby Tuazon, human rights lawyer Atty. José Maria Carpio, and Marxist scholar and Ateneo de Naga President Fr. Joel Tabora, S.J., among others.

On January 27, the convention hosts Prof. Gerona's lecture, "The Powerful, the Powerless, and the Power Broker-Philippine Politics: A Historical Review" at 10:30 AM.

This is followed by "Sadiring Tawo: From Familial to Oligarchic Politics" by Adrian Remodo of the Philosophy Department, at 1:30 PM; and Sherwin Pasiona's "Wanted: Social Justice" at 3:00 PM.

A workshop entitled "Students in the Public Square (Part 1)" will be facilitated by Fr. Wilmer Tria, Chair of the Philosophy Department.

On January 28, CenPEG's Bobby Tuazon will speak about "Decoding Oligarchic Politics" on January 28 at 1:30 PM; this is preceded by the lecture of Media Studies Department's Victor Nierva entitled "The Booth is a Marketplace: Corruption in the Local Media" at 9:00 AM.

At 3:00 PM, Philosophy Department's Federico José Lagdameo lectures on "The Peñafrancia Celebration Controversy: A Philosophical Reflection on Church-State Relations in Naga City."

The second part of the Fr. Tria's workshop for students is held at 4:30 PM.

On January 29, Atty. Carpio's "Patronage Politics and Government Programs: the Case of Urban Poor Housing in Naga City" is at 9:00 AM.

The lecture "Engaging in the Public Square: Group Reflections on the State of Philippine Politics" by Adrian Remodo is at 10:30 AM.

Meanwhile, Fr. Joel Tabora's "On Caritas in Veritate" at 3:00 PM concludes the regional convention.

All lectures are to be held at the Instructional Media Center (IMC) of the Ateneo de Naga University.

For the past six years, the annual Philosophy Week celebration of the Ateneo de Naga University has aimed at promoting critical and responsible thinking not only among students but the community at large as well.

NAGA CITY --- Some 2,000 practicing veterinarians from all over the country will be converging in this city for their 77th annual convention and scientific conference on February 17-19 at Villa Caceres Hotel here.

Board Secretary and Invitation Committee Chairman Rodolfo O. Encarnacion, Jr., DVM, of the Philippine Veterinary Medical Association (PVMA) said the convention, themed “One World One Health,” aims to integrate multi-disciplinary approach in the conduct of the veterinary practice in the resolution of emerging and re-emerging disease, particularly those with public health importance.

Naga City Veterinarian Junios J. Elad said this is the first time in 77 years that the prestigious PVMA annual conference will be held in Bicol, particularly in Naga City, which is earning its reputation as a favorite venue for national conferences and events outside Cebu and Metro Manila.

Naga City Mayor Jesse M. Robredo has been chosen as this year’s guest of honor during the opening of exhibits on Feb. 17 and to welcome the delegates during the opening program the next day. All the delegates will be attired in Filipiniana during the opening program.

PVMA President-elect Rustan V. Patacsil, DVM, said they have prepared a strong line-up of issue-focused topics for discussion affecting the veterinary profession. Side activities involving local government tourism and fellowship evenings have also been set up for the total comfort and Bicol experience of the incoming delegates.

Among the other highlights of the convention are the recognition of veterinarians who have demonstrated outstanding accomplishments in their respective fields and the paying of tribute to national scientist Dr. Teodulo M. Topacio, Jr.

The Philippines has more than 85 airports, 9 of which are international airports. That’s about one airport per province. Composed of more than 7,000 islands, the Philippines must have an efficient transportation network to move people and goods within the country. But do we really need to build more airports? Based on the 2009 State of the Nation technical report, the government plans to create 5 more international airports. What is the ideal number of airports for a small country like the Philippines?

Batanes, that beautiful tiny province in the north, has two airports: Itbayat and Basco. The Ilocos Region has two international airports: Laoag and San Fernando (Poro Point). To increase tourist arrivals in the sparkling Hundred Islands, Alaminos in Pangasinan wants to build its own airport even though the city is a mere 4 hour drive from Manila.

Metro Luzon has four international airports: Subic, Clark, Ninoy Aquino (in Pasay), and the soon to be constructed Southern Luzon International Airport. Palawan, the so-called last frontier of the Philippines, has four airports: Balabac, Puerto Princesa, San Vicente, and Busuanga. Negros Island, the land of sugar barons, has three airports: Bacolod-Silay, Kabankalan, and Dumaguete. Panglao Island in Bohol, the next Boracay of Visayas, is not satisfied that there is a nearby Tagbilaran airport. It wants to build its own airport. Siargao Island, the surfing capital of the country, is going to have its own airport even though the island is very accessible from Surigao City. If the Laguindingan Airport in Misamis Oriental is completed, what will happen to the Cagayan de Oro airport which is also located in the same province?

Building airports requires huge investments (usually foreign loans). The Filipino people and airline passengers will pay for these mega infrastructure. Airports occupy large tracts of land. Prime agricultural land can be converted into airports. Expanding the airport system can undermine the country’s food security. Feed the hungry by destroying a rice field so that an airport can be built where rice donations from abroad can be transported?

Airports can improve tourism numbers but it can also damage the environment. Airports can destroy the natural habitats of endangered species. Airports generate pollution (noise and air pollution). Flying is more dangerous than driving in terms of impact on environment. Stop being so harsh on tricycle drivers for polluting the air. Wanna stop climate change? Then reduce air travel.

Tourists want to visit the country’s exotic islands because they appreciate and enjoy the natural beauty of the Philippines. If we build a runway and airport facilities in a unique island like Panglao, are we not spoiling the country’s natural treasure? In the long run, building too many adjacent airports can be counter-productive. Commercial overdevelopment can destroy the attractiveness of our wow islands. Remember Boracay. Remember Baguio.

Building airports is not the first requirement to enhance tourism numbers. There must be a sound tourism plan. There must be exciting promotional packages like what the local government did in Camarines Sur (which by the way is the country’s number one tourist destination of the year). Improving the tourism infrastructure is crucial but it is not always necessary to depend on airports to attract tourists. Tourism must also address the needs of the community over that of foreigners. Are we building airports to generate tourism dollars alone?
Indeed, airports stimulate economic activities. They bring in money, goods, investors, and our very own balikbayans. But airports also bring in pedophiles, human smugglers, and military warships. We have to rethink the economic activities that airports are supposed to produce. We have 85 airports (at the moment) yet we remain impoverished. Our economic profile remains the same: agricultural, pre-modern, pre-industrial. If the national leadership continues to worship the neoliberal dogma, then our airports will continue to transport cheap imported goods, prostitutes, and politicians. Don’t confuse airport building with national industrialization. Don’t equate airport expansion with economic growth. The road (or runway) to prosperity starts with the basics: productive agriculture, strong basic industries, skilled workforce. These goals cannot be attained by building airports alone.

The academe must intervene. It should identify the maximum number of airports the country should build, maintain, and develop. The transportation infrastructure plan should be comprehensive. As an archipelago, shouldn’t the Philippines focus on shipbuilding? Build more fast ferries. Build more modern ports. Encourage water transport. Bullet railways are needed in Luzon and Mindanao.

But politicians and technocrats, being what they are, will always prefer mega projects which can yield mega kickbacks too. Airports create a veneer of modernity; airports are perfect infrastructure legacies for politicians in search of legitimacy and credibility.

There are 7,000 islands in the country. Are we aiming to build 7,000 airports too?

the author has written something which we and our government officials should ponder about. last heard that the proposed international airport in albay is pushing through, this despite sound objections from other quarters. we cannot really understand why we have to build an international airport despite the existence of another airport in the vicinity. the question is, is there really a need to build an international airport or are building one to make a monument by which our politicians can grab credit and boost their political careers? as if we have not learned our lessons after what happened to pantao port or is the pantao port debacle not yet enough?

we have mentioned our own reason for opposing the construction of this project. why not build more roads and bridges, more embankments and flood control and mitigation syetems which our people really need than build something which will satisfy only the ego of those beholden to the powers that be. we have already voiced our objections to the tendency of those responsible to direct our progress "not to place all the eggs in one basket" to the detriment of other provinces and their people.

but maybe this is what philippine politics is all about. kung siisay ang mas harani sa presidente iyo man ang may kapot kang pangsurop ning mejoras dai na labot kung may iba na mas may kaipuhan.

When it comes to emerging Filipino products, the Bicol Region can be the next big thing with its world-class goods foremost of which is a remake of the native pili nut.

One does not have to go far down south and cross islands to find other high-value goods like Bicol's anti-arthritic native 'Ragiwdiw' footwear, healthy sweet sorghum cookies, nutrient-rich seaweed noodles, and the durable, finely embroidered pina fiber. For Bicol is just a land transport, although eight to 10 hours, away from Manila.

A Technology Commercialization Center (TCC) along Maharlika Highway in San Agustin, Pili, Camarines Sur has just been established to showcase these goods in the aim to establish a market that acknowledges international quality in Philippine goods.

For one, the "Wrapsody" pili pastry, coming from a humble beginning from the concoction of the husband and wife tandem Erwin and Cynthia, is now being positioned to be marketed in South East Asia as a delicacy worthy of comparison to the Mediterranean fame baklava, also a nut-filled pastry.

Wrapsody is made of layers of phyllo dough-thin sheets of dough that make flaky pies and pastries. Sweetened with caramel and syrup and made tastier by butter, it is filled with chopped pili nuts that take a customer to the distinct natural taste of pili that is recognizably as good as the almond in its bare flavor.

"Pili has a very delicate taste. The more you process it, the more you lose the real taste. If you're not a Bicolano, you might not find it fine-tasting. But it's a very good nut. It's soft, and yet it's crunchy.
Just sun-dry it, and it gives a very satisfying taste," said Erwin who comes from Bicol.

Wrapsody's production volume at present is 300 units (12 pieces of approximately 2x2-inch piece per unit) per week. But with government assistance on marketing, there is certainly a big room for growth for this product.

"I just wanted to come up with something new out of pili because everytime my husband would bring home pili then from Bicol to our house in Quezon City, I would ask him if there isn't any other product than just the (honey-glazed) pili," said Cynthia who's a home-cooking expert.

She then scouted for all potential ingredients and tried and erred and tried again on it until the taste was perfect.

The Ragiwdiw native footwear is another piece of handicraft that's getting a boost in the market through the TCC established by the Bureau of Agricultural Research (BAR) in the aim to maximize commercialization of agriculture-based produce-- processed and fresh.

Ragiwdiw is an obstinate weed in the rice fields that once pestered many farmers until the Philippine Rice Research Institute (Philrice) found a way to make rural folks earn from it through footwear-making. Smoother to the foot sole than abaca-made footwear, the fiber from Ragiwdiw manages to retain in the ridges it creates through the weaving process an ability to stimulate or massage the foot sole.

Thus, Ragiwdiw footwear maker Emily Noora boasts, "This is a treatment for rheumatism."

For its nice look, therapeutic comfort, and durability ("it lasts for a long time," Noora confesses), the Ragiwdiw slippers are being brought by Filipino balikbayans to their relatives and friends abroad.

"This has already reached Japan," she said.

Prior to the establishment of the TCC, Noora's goods were only being sold in public markets in Bicol. But these products need better image projection that they deserve.

"We positioned the TCC along the national highway so it can be strategically located. These centers should not look like they're government--owned," said BAR Director Nicomedes P. Eleazar.

Like Noora's footwear handicraft, the sinamay bags, placemats, table runners, and decors of Bikol Sikat Handicraft (BSH) also need a new type of branded marketing.

"We need to have exposure. We're only selling these at our factory in Camalig (Albay)," said BSH Entrepreneur Sheila Briones.

The TCC in Bicol, just the second TCC after BAR established one at its building along Visayas Avenue and Elliptical Circle in Quezon City, is actually becoming a center for technical assistance to farmers and rural enterprises and cooperatives. It also provides them internet access, a venue for assistance on real estate problems or business incubation needs, technical know-how in farming, technology transfer,and marketing.

TCC aims to narrow down the wide gap between technology generation and adoption by displaying the big potential for Filipino agricultural products.

It seeks to increase the income of farmers and small enterprises through value-adding, develop home-based and semi-commercial food processing enterprises, and generate jobs for housewives and out-of-school youth.

It should help reduce malnutrition in the outskirts and assist farmers in decreasing farm spoilage through technologies that will process crops during the peak season and sell these at a more attractive price off-season.

"It is becoming a convergence zone here for people who have different businesses," said Norita Badong, entrepreneur who founded Diet Secret Cafe on Mayon Avenue in Naga City, a restaurant offering only healthful food such as sweet sorghum-made cookies.

Badong is apparently a Filipino pioneer in the use of non-wheat flour for cakes and pastries.

She is helped by TCC with the partnerships that she strikes with farmers, marketers, suppliers, or fellow entrepreneurs.

Diet Secret Cafe's production of cakes, cookies, pasta, and snacks is contributing to increasing production of sweet sorghum of marginalized farmers in Pacol, Naga where 18 hectares are presently planted on sweet sorghum.

It has partnered with the Naga Small and Medium Business (NSMBE) from which it sources the sweet sorghum. The income that comes from sweet sorghum farming here is used to fund a scholarship for the underprivileged in the region.

Aside from giving livelihood and helping finance scholarships for the indigent, the growing of sweet sorghum also greatly benefits consumers. Sweet sorghum has those hard-to-find nutrients such as iron, calcium, and potassium. It is said to be the vitamins in the old times when vitamins were not yet in the form of over-the-counter pill.

Diet Secret Cafe, having been founded by a woman, , also gives livelihood to housewives who are being trained on food processing.

A native of Naga, Badong has specialized in using non-wheat flour from raw materials that are available in the PHilippines since this is both healthy and cost-effective. The Philippines heavily imports wheat for food-- for our daily pan de sal, and import cost reaches to $200 million with around one million metric tons of imports a year.

She has successfully substituted the imported flour in cakes and bread without one even noticing the difference in the taste.

While it is difficult to use grainy flour like that of sweet sorghum flour, a key is in using this at a lower mesh sieve to make the product softer to the bite, said Badong. Non-wheat flour substitutes like sweet sorghum are also a rich source of nutrients.

"They're already taking out the bran (outer layer of grain containing fiber, omegas, protein, vitamins and minerals), the hull, the wheat germ in white flour, so you'll end up with empty carb. But sweet sorghum doens't have a hull," and so it retains the nutrients in the grain, she said.

Badong, who finished Nutrition and Dietetics at the Universidad de Sta. Isabel, has been developing bakery products from non-wheat flour over the last five years. Her other starchy vegetable raw materials for cookies and cakes are camote (sweet potato), cassava, and arrowroot (uraro or araro). These crops have high amylose starch, making them advisable for intake by diabetics, hypertensives, the obese, and the diet conscious.

"The beauty of uraro is it has a high amylose starch, so it can be perfect for diabetics. Your body doens't metabolize it readily, so the calorie that it yields is very low. It's low glycemic too since it's high in fiber. It's in fact being used to prevent colon cancer," she said.

Badong's other secret in making her products healthy is the use of natural sweeteners like coconut sap sugar, xylitol, and stevia.

The Bicol Region is also an upcoming leader in seaweed products as the region, as you know, is surrounded by coasts where seaweeds abundantly grow. Now becoming a popular product is noodles that have seaweeds for a major ingredient and thus take advantage of seaweed's phytochemical richness and anti-cancer, flu prevention, and immune system booster properties.

The Bureau of Fisheries and Aquatic Resources-Regional Fisheries Research Development Center (BFAR-RFRDC) has initiated from its field office in Sorsogon the making of seaweed noodles which is now spreading throughout the region.

RFRDC Manager Aida S. Andayog said that since the Pacific side of Sorsogon has the highest biodiversity of seaweed in the world, the region might as well maximize commercial trade of this marine resource. Besides, the PHilippines is producing as much as 80 percent of the world's seaweed production.

Seaweed noodle manufacturing is now giving livelihood to many small businesses in the region. For instance, the Bacolod Enterprises and Fisherfolks Organization (BEFO), an organization initiated by housewives, has been producing over the last two-three years seaweed noodles that are marketed in the community. Now their seaweed noodles are reaching farther up north, Baguio.

Dahil ang Libmanan ang pinaka dakulang municipio sa Cam Sur. Ang Improvement dae man nag fo focus sa Town Center, but kung compare mo ang Libmanan sa Sipocot mas develop pa dahil bako man sindang dakulahon na municipio.Manageable na marhay sa mga sadit na municipio compare sa dakula like Libmanan.

NGAYONG tanghali ay nakatakdang magpirmahan ng kontrata between Judy Ann Santos at ng Unitel Productions para sa pelikulang handog nina Direk Marilou Diaz Abaya at Tony Gloria para sa kapistahan ng Birhen ng Peñafrancia ng Bicol sa September.


Paplantsahin ang iskedyuls at kung ilang araw ang maibibigay ni Juday sa shooting na takdang simulan sa oras na matapos si Juday sa shooting nila ni Sarah Geronimo ng “Hating Kapatid” ng Viva Films under the direction naman of Wenn Deramas.


Ang mister niyang si Ryan Agoncillo ang leading man ni Juday rito sa Peñafrancia project. Pero nakatakdang bumiyahe ang mag-asawa sa pagpasok ng buwan ng Abril kung saan sa abroad nila iseselebra ang kaarawan ni Ryan sa second week of April, ang first wedding anniversary nila sa last week ng April at ang kaarawan naman ni Juday sa second week of May naman. Siyempre, gagawa na rin sila ng baby sa abroad.


Ang balik nila ay May 15 na. Habang nasa abroad sila ay may mga show producers ang gusto silang kunin para mag-show.

Well and good. Dahil business and pleasure ang magiging lakad nila. Libre pasahe na nga may pang-shopping pa sila.


Puno ang iskedyuls ni Juday sa buong buwan ng Enero at Pebrero. Ngayong araw na ito ay sabay-sabay pa ang apat na iskedyuls niya. Guest siya sa Entertainment Live ngayong hapon at pagkatapos niyon ay sasalang naman siyasa tatlong pictorials para sa iba’t ibang English magazines. Kaya isiningit na niya ang pirmahan ng kontrata ngayong tanghali para makaabante na.


Pagkatapos kasi ng Peñafrancia movie ay sa GMA Films naman sasalang si Juday para sa “Ouija 2” and then back to Regal Films para sa isa pang Juday-Ryan movie.


Tonia Gloria produced some of the best local movies....American Adobo, Imelda (Documentary) Toni Gloria is an alumnus of UNC high school...he also have a scholarship grant through the UNC College of Education.

Mrs. Simbulan is a friend. Hehehe. We always have these gay giggles when we talk, and yes, she is running for mayor. Yung anak nya pasado sa Pisay; she was my student during the review in summer last year. I think Nabua's income for 2009 decreased even more--the town hall had a face lift. :D

NAGA CITY--- After three months since the suspension of its first run in three years, the Philippine National Railway (PNR) is running again the Bicol Commuter Train (BCT) that started Dec. 16 last year even if it’s a losing operation.

Constancio Toledano, division manager of transportation department-Bicol, admitted the income is “out of comparison” with the expenses of the operation.

Computing the consolidated record of the commuter train operation for 16 days from Dec. 16-31, 2009, the expenses for diesel alone reached P224,000 while the income derived from operation only totaled P43,648.

Toledano said if the expenses for salaries of 17 employees in the transportation department and 19 employees in mechanical department are factored in, there is no doubt the operation is losing.

“Our objective here is to provide public service as we raise the awareness of the people that the commuter train is now running regularly to serve Bicol passengers,” Toledano told the Bicol Mail.

But he was hoping the income would improve once the people are already aware of the regular run of the BCT citing trend of the number of passengers patronizing it during the holiday season.

Toledano said passengers packed the three-car 208-seat capacity BCT during the holiday season from Sipocot town to Naga City in Camarines Sur province and Naga City to Ligao City in Albay province.

For the first 16 days of operation, the BCT passengers have reached 4,154 while the cumulative sitting capacity was 2,360 passengers which mean that 1,794 passengers or more were the ones who packed the train during holiday season.

On Wednesday, the train arrived 14 minutes late from its 1:00 p.m. schedule of arrival from Ligao City to Naga City. It left on time at 1:20 p.m. with a number of passengers travelling to the towns of Libmanan, Pamplona and Sipocot hardly filled up the 208 seats.

Toledano revealed the average daily passengers on the routes Naga-Sipocot was only 20 passengers; Sipocot-Ligao had the highest average of 137 passengers; Ligao-Libmanan came second highest with 69 passengers; and Libmanan-Naga with 28 passengers.

He said there are six station agents (personnel who administers train stations) assigned in Sipocot, Libmanan, Naga City, Iriga City, Polangui and Ligao City.

Toledano enumerated six villages and six town and city centers where the BCT stops to allow passengers embark and disembark.

He said the BCT needs more promotions and new cars to be competitive though he said they have not encountered mechanical problem in the past few weeks of operation.

Toledano said the BCT targets to complete the run from Ligao City to Tagkawayan, Quezon when the rehabilitation of the railroad tracks is completed.

The PNR train running from Bicol-Manila and vice versa had been suspended on Sept. 28, 2006 and it was reopened on Sept. 16, 2009 with a trial run from Tagkawayan, Quezon to Naga City in time for Peñafrancia fiesta. It operated for one week until it was stopped because of faltering locomotive machine.

Hope we can also have this kind of modern train papuntang Bicol. That was a Shinkansen or the Bullet train of Japan.

If it happened it will surely become a popular transportation.

After the turn-over rites, Congressman Arroyo lauded Pamplona Mayor Gemino Imperial and Batang barangay officials for supporting the DAR’s Second Agrarian Reform Communities Project (ARCDP2).

Those are nice looking train.

Even if they are refurbished- that would be okay.

As long as the cabin is clean, the seats are cozy and do not smell, the toilet floor is dry, with working water closets, and the air condition is working.

The long train ride to Bicol from Manila or vice versa would be relaxing and comfortable.
