Hi Bry. :)

Yes, this is environment friendly as it uses electricity, not gasoline. The use of electricity eliminates or lessens the emission of pollutants from conventional jeepneys that we know.

Makati now has a regular route from Ayala Center Makati to Legaspi/Salcedo Villages. Embarcadero de Legazpi uses this as shuttle for their mall. Araneta Center Cubao and SM Mall of Asia use this technology to tour people around their respective business districts.

I hope Naga follows suit.:)

NAGA CITY, Philippines – The National Irrigation Administration (NIA) will ration irrigation water in the two Camarines provinces and Sorsogon province in Bicol to help farmers cope with the effects of a long dry spell to be brought by the El Niño phenomenon starting March.

Eduardo Yu, Bicol NIA spokesperson, revealed Monday that the rationing of irrigation water would enable rice farmers covered by the national irrigation system (NIS) to schedule their crops even with the dry spell.

Yu said the rationing would be based on the need of the rice lands programmed to be irrigated.

Yu said the rationing plan would cover some 16,258 hectares or 89 percent of the NIS under the direct supervision of the NIA.

He added that the NIA would encourage irrigators' associations operating communal irrigation systems, covering some 55,191 hectares in the three Bicol provinces, to adopt the same measure to mitigate the impact of the El Niño phenomenon on rice production.

Meanwhile, the Department of Agriculture in Bicol gave farmers practical tips in coping with the dry spell.

Acting Regional Executive Director Marilyn Sta. Catalina issued the tips on Wednesday, last week, to farmers and fisherfolk.

"It is imperative to educate our farmers, fisherfolk and other agricultural stakeholders by providing them information in facing the realities of this phenomenon,” Sta. Catalina stressed.

She advised rice farmers to plant early maturing seeds by direct seeding and warned them not to burn rice straws and instead, use them as composting materials or mulch to minimize moisture losses.

She added that rice farmers must clean irrigation canals by removing weeds to reduce irrigation water losses, to improve farm water delivery and lower the water level in the rice paddy to one to two centimeters.

Sta. Catalina said rice straws must not be thrown away or burned because farmers could still use them as supplementary roughage (hay) for livestock.

She advised vegetable farmers to choose plants, which would not require too much water such as pechay (Chines white cabbage), winged bean or pigeon pea.

Sta. Catalina enjoined livestock raisers to feed animals them with straws, corn straws and sugarcane mixed with molasses or mineral blocks and silage.

Advisory No. 5 from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued over the weekend indicated that the three Bicol provinces would be affected by the dry spell. Their rainfall levels were below normal during the last three to four months.

El Niño is a periodic ocean-warming and atmospheric disturbance characterized by deficient rainfall and prolonged drought in some areas, and heavy rains, storms or hurricane in other areas of the globe resulting in losses of crops, livestock, properties and even human lives in all areas simultaneously.

According to the PAGASA advisory, leading climate models suggest that tropical ocean temperatures are approaching their peak and will remain above El Niño thresholds through March 2010, which will likely influence the country’s climate through the first half of the year.

took a cab to the airport this morning and learned from the driver that there are 46 units na daa; 20 more coming up.

taxi fare to and from airport P250. mas mahal pa sa binayad ko na P200 from naia terminal 3 to greenhills this AM :ohno:; kaya lang, suporta ta na sa satong mga taxi.

but glad i met a kind taxi driver who told me that despite the 'double-meter' charge policy for those going from naga to other towns, he doesn't charge double-meter for passengers to canaman and camaligan. after all, he said, these two towns are very near and are almost within city limits, even closer to naga centro than pacol, carolina and naga uptown.

he mentioned, too, that the dept of tourism is giving them training soon on receiving guests and tourists, and on basic tourism skills.

yes there's wifi there now. good development after the place has been airconditioned.

Dear all, this is the partial report from Mr. Priela's update last Januar 31, 2010.

4 Deliverables for the period

-complete the northrail/southrail linkage project phase 1
-open the bicol commuter service
-reopening of the manila bicol line
-implement rationalization of the PNR

As of now, 90% is completed. It was supposed to have been finished last year. The bridges in Travesia and San Cristobal are yet to be finished.

Completion of the Double tracking in Manila

PNR revenue has increased 1.37M, average earnings 3M
increased number of passengers

Bicol manila line
travesia, Guinobatan and san cristobal, Laguna bridges 30% complete

Target Completion date is before the end of GMA presidency.

replacement of wooden ties with concrete sleepers.
Libmanan-Sipocot
-as of now, LIbmanan and Sipocot wooden ties have been replaced with concrete ties.

average speed of the commuter train is 40Kph but with the newly replaced ties, it can run 50-70Kph

restored communication in some stations with Bayantel Span. With this, the stations can coordinate w/ each other.

repairs of two locomotives completed. (stranded after Milenyo)

renovated PNR Naga station

Revenues from fares from January 1-15 is 40K, It double from
January 16-30 with 80K
It means, there is an increase in ridership/passengers.

Rationalization of PNR:
-reduce the manpower of PNR from 3,000+ to 234 positions
-mitigated the bleeding of PNR.
-monthly payroll 28M to 18M
-outsourcing services (security, cleaning, maintenance, etc)
-The PNR hired 600+ casual employees (hire and fire personnel)
-PNR has now a total of less than 1K employees from the 3K

The employees who have been laid off have now been given their full benefits except with GSIS since it has problems...

the Cathedral and minor seminary are already old. I was thinking before that if we will make an excavation in that area for sure we will find some old stuffs from the Spaniards and old Nagueños.:)

Lots of changes and developments in preparation for the 300 yrs of devotion to Our Lady of Peñafrancia. same thing came to my mind- possibel artifacts. im sure they can find interesting stuff. the place used to be the seminary's football grounds in my childhood days (so they might find footballs or football shoes hehehe), and before that a passageway to the cathedral.

btw when i visited the penafrancia shrine after our ssc meet (thanks for the ride, doc!) i noticed that the plaza miguel de cobarrubias is being redone.

DPWH Wants Panganiban Barricades Removed

SUR - AFTER THE CITY GOVERNMENT of Naga had ignored an appeal by more than 30 business establishments, including a school and a hospital to reconsider the removal of barricades in the implementation of a "one-way" experimental traffic along Panganiban Drive since May last year, Public Works regional director Danilo C. Manalang had intervened by directing the local DPWH district to notify the City government of the removal of the said obstructions along Panganiban Drive, a national highway.

Sources at the DPWH Cam. Sur 2nd Engineering District bared that the City government under Mayor Jesse Robredo had been notified twice since December last year about the removal of the barricades at the center of the Panganiban Drive junction leading to the SM Naga City complex.

Reportedly, the City government legal counsel has responded in a letter that traffic concerns along the national highway are under the Department of Transportation and Communication (DOTC) and not with the DPWH.

A ranking official of the DPWH district office here said that since the City government response was sent by their legal counsel, the letter response was also referred to the legal department of the DPWH Central Office in Port Area, Manila.

Director Manalang said he had ordered to remove the barricades based on DPWH Department Order no. 52, series of 2004, issued by then former DPWH Sec. Bayani Fernando, which required the removal of all illegal structures along the "road right of way" of all national highways in the country.

The same DPWH Department Order no. 52 was used as basis to effect the removal of installed giant bill boards along national highways in Metro Manila in 2006 and 2007, after said bill boards had caused accidents to pedestrians and commuters during typhoons.

Ranking sources at the DPWH district office here said they are awaiting the response of the DPWH Central Office regarding the City government's letter.

Should the barricades be considered a violation of the DPWH order, they said they will remove the barricades even without city government approval.

Meanwhile, the Sangguniang Panlungsod headed by Vice-Mayor Bordado had also prodded the City government's Public Safety Office (PSO) under Lito Del Rosario to remove the barricades because the traffic experimentation period along Panganiban Drive was long due since it started in May last year.

But Del Rosario had justified that traffic along Panganiban Drive would be in disarray going to the SM Naga City complex, and had requested for an extension of the rerouted traffic scheme.

A petition paper signed by more than 30 establishment owners along Panganiban Drive sent to Bordado, the City Council, and Robredo dated June 30, 2009 urged the City government to reconsider the permanent installation of the barriers and the experimented "one way traffic," which they claimed had affected business accessibility and opportunity.

Reportedly, the experimental traffic scheme and installed barriers were basically to favor the SM Naga City complex for all motorists to pass along the said mall during its opening in May last year.

ALFELOR-GAZMEN ENJOYS HIGH TRUST RATINGS AMONG IRIGUENOS: SWS SURVEY

IRIGA CITY – A high percentage of Iriguenos fully support the leadership of Mayor Madelaine Alfelor-Gazmen, a survey on good governance conducted by the Social Weather Station(SWS) in September last year showed.

Alfelor-Gazmen enjoys a very good Net Trust rating of +72, topping those surveyed among government officials and institutions, that also included the Iriga City Police which scored a good net +46; the Sangguniang Panglunsod which got +45; and the Barangay Council officials, which garnered a good net of +42 from the standard sample size of 100 household heads.

Over-all, the Iriga City government enjoys a more favorable support from the people with a good Net Satisfaction rating of +37, which is much higher than the public satisfaction with the national government officials and institutions. The survey showed a -37 rating for the President, -30 for the Senate, and -16 for the House of Representatives.

The SWS survey, properly titled Surveys on Good Local Governance in Six Cities in Luzon and Visayas, was meant to gather data for a Reform Agenda in the fight against corruption. Its particular objectives include the development of a Public Service Excellence Ethics Accountability Program, and public-private partnerships to improve local governance.

The survey was conducted simultaneously from September 24-27, 2009, and involved face-to-face interviews covering 20 randomly selected barangays in the six cities that also included the cities of Santiago, Sorsogon in Luzon; and the cities of Calapan, Roxas, and Tacloban in theVisayas. (fpj)

2010 TINAGBA GAYON BICOL PROMISES MORE GLITZ AND GLAMOR

IRIGA CITY - A national winner in the country’s biggest street dancing competition last year heads a talented group of entries in this year’s Gayon Bicol Festival which this city is hosting on February 11, 2010 coinciding with its very own Tinagba Festival.

Lapay Bantigue, a mimetic dance inspired by the movement of seagulls along the shores of Barangay Bantigue in Masbate City, won 3rd runner-up in the Aliwan Fiesta held at the Quirino Grandstand in April 25, 2009 for which it will represent the Bicol region in the 2010 staging of the Aliwan Fiesta.

The Gayon Bicol Festival is Bicol’s strategy in drawing tourists to the region and its various attractions along the Visit Philippines program of the national government.

Apart from the Lapay Bantigue, which also won 1st runner-up in the Magayon Festival held in Legazpi City last year, as well as the Best in Moving Choreography in the same competition, the other participants in the Festival of Festivals showdown include the Palong Festival of Camarines Norte, Pinili Festival of Pili, Camarines Sur, Paraw Festival of the Province of Sorsogon, Cantadungan Festival of Catanduanes, Tabak Festival of Tabaco City, Sosogon Festival of Sorsogon City, Ibalong Festival of Legazpi City, and the Pulang-Angui Festival of the Province of Albay.

Iriga City Mayor Madelaine Alfelor-Gazmen said that the host city’s Tinagba Festival will not be part of the competition, but it will still be celebrated with a float parade depicting the various values which the city is promoting under its Character City program.

“These floats will acquire new look in the evening when they will be paraded along the city streets decorated with multi-colored lights and mechanical contraptions which recall Disney’s Fantillusion parade,” Gazmen said.

She added that each float will feature movie stars and personalities like Jericho Rosales, Kristine Hermosa, Mark Herras, Rainier Joseph Castillo, Raelene Elaine Villania, Ryzza Cenon and Chynna Ortaleza. (fpj)

Director Manalang said he had ordered to remove the barricades based on DPWH Department Order no. 52, series of 2004, issued by then former DPWH Sec. Bayani Fernando, which required the removal of all illegal structures along the "road right of way" of all national highways in the country.

The same DPWH Department Order no. 52 was used as basis to effect the removal of installed giant bill boards along national highways in Metro Manila in 2006 and 2007, after said bill boards had caused accidents to pedestrians and commuters during typhoons.

Ranking sources at the DPWH district office here said they are awaiting the response of the DPWH Central Office regarding the City government's letter.

Should the barricades be considered a violation of the DPWH order, they said they will remove the barricades even without city government approval.

Meanwhile, the Sangguniang Panlungsod headed by Vice-Mayor Bordado had also prodded the City government's Public Safety Office (PSO) under Lito Del Rosario to remove the barricades because the traffic experimentation period along Panganiban Drive was long due since it started in May last year.

But Del Rosario had justified that traffic along Panganiban Drive would be in disarray going to the SM Naga City complex, and had requested for an extension of the rerouted traffic scheme.

A petition paper signed by more than 30 establishment owners along Panganiban Drive sent to Bordado, the City Council, and Robredo dated June 30, 2009 urged the City government to reconsider the permanent installation of the barriers and the experimented "one way traffic," which they claimed had affected business accessibility and opportunity.

Reportedly, the experimental traffic scheme and installed barriers were basically to favor the SM Naga City complex for all motorists to pass along the said mall during its opening in May last year.

as of now, ok naman itong barricades, but, affected talaga ang mga establishments along Panganiban... I fear for traffic sa SM area lang...

LEGAZPI CITY, Feb. 2 (PNA) -- Two Whimbrels, wetland migratory birds often seen in Olango Island in Cebu, were found in Cabusao wetland in Cabusao town in Camarines Sur, the Department of Environment and Natural Resources (DENR) in Bicol said on Tuesday.The presence of Whimbrels was discovered by a team from the DENR who were conducting an annual waterbird census throughout the country .The team led by Senior Ecosystems Management Specialist Myrna Baylon was surprised to find Whimbrels because they were not seen in the past monitoring activities.

Baylon said, Whimbrel are one of the most wide-ranging shorebirds in the world; they breed in the Arctic in the eastern and western hemispheres, and migrates to South America, Africa, south Asia, and Australia. It uses its long, down-curved bill to probe deep in the sand of beaches for invertebrates, but also feeds on berries and insects.Some migrating Whimbrels make a nonstop flight of 4,000 k.m. (2,500 miles) from southern Canada or New England to South America.

Whimbrels are known to feed on fiddler crabs and shore worms in their migration and winter diet, and these are available in the Cabusao wetland.

Baylon said, this could be the reason for the Whimbrels’ presence. Fiddler crabs are considered as an important food during winter, and the shape of the Whimbrel's bill matches the curve of the crab's burrow.The bird study is essential to DENR Bicol to analyze and substantiate. The data would serve as input to the 2010 Asian Waterbird Census report. To bird conservationists the data would help identify and protect important migration stopover to ultimately protect the birds and their habitats.

As this developed, the Sangguniang Bayan of Cabusao has passed a resolution declaring part of the San Miguel Bay area as critical habitat owed to its being a roosting (perch area on which birds, esp. domestic fowls, can rest or sleep) and feeding ground of thousands of migratory birds, ducks including other shore and water birds.It is in fact the roosting and feeding ground of Anas luzonica, a vulnerable wild duck found only in the Philippines.

The study indicated that 2,500 are the estimated wild duck found in the Philippines; mallard duck at 1,300; common sand piper 850; and Kentish plover 550. Other wetland bird species found include: little ring plover, Northern shoveller; terek sand piper; little egret; and gray heron.The 27-hectare wetland area in Cabusao, Camarines Sur hosts 20 species of birds, 17 mangrove species, 11 grass, among other species, a recent DENR Bicol assessment report said. The team determined the bird species and its population over a period of active migration.

With the passing of said resolution both the DENR Bicol and LGU Cabusao have achieved the goal of establishing the said site as a critical habitat.The study was commissioned by Regional Executive Director Joselin Marcus Fragada of DENR Bicol. (PNA)

I think the first Gayon Bikol was held here in Naga when Mr. Beda Priela was still the Governor/Chairman of Metro Naga Chambers of Commerce. They were the ones who organized the event in Naga. I think Naga hosted the event for two year then it was held in Legazpi, then Intramuros and now Iriga.Ü

I remember it was full of colors. Very vibrant atmosphere. It was the longest street dancing parade in Naga. :)
