NAGA CITY---Celebrating the 6th National Dental Health Month in February, the Philippine Dental Association-Camarines Sur Chapter (PDA-CamSur) lines up dental missions in several towns of the province, according to its head here.
Dr. Lauro Juan H. Ocampo, president of PDA-CamSur, revealed the activities of their organization aims to raise awareness on oral health by providing free dental services in Naga City and the towns of Bato, Canaman, Libmanan, Nabua, Tigaon and Gainza in this province.
“The commemoration aims to raise the level of dental health awareness of the public, as well as to serve an opportune time for our profession to stress oral health,” Ocampo emphasized.
He said oral health is an essential contributor to the quality of life of every person who cares to practice healthful lifestyle.
Ocampo said the members of the PDA-CamSur are mobilized to participate in all activities that include dental check-up and consultation, search for “ganda and pogi ngiti”, raffle draw and tell contest and tree planting.
He bared that the celebration of the dental month follows President Gloria Macapagal-Arroyo’s Proclamation No. 559 with this year’s theme: “Ngipin Alagaan, Pagkain Pahalagahan, Maganda mong Ngiti, Yaman ng Bayan”.
Ocampo said the opening ceremony will be held in Naga City on February 5 with a mass at the Naga Metropolitan Cathedral, followed by a motorcade, distribution of free toothbrush at the Tabuco Central School.
The activities of the opening day of the celebration will culminate at the Naga Regent Hotel where members of the PDA-CamSur would conduct group dynamics under a motivational speaker from Brahma Kumaris.

Close this ILOILO CITY, Philippines — President Gloria MacApagal-Arroyo on Wednesday hailed the country’s significant advance in the Information and Communication Technology-Business Process Outsourcing (ICT-BPO) industry, saying the country was already challenging the global industry supremacy of India.
“Today, the Philippines with 90 million people has challenged India’s 1 billion population for BPO supremacy. Compared to $.02 B in 2001, which is almost nothing, our BPO industry has earned more than $7 billion in 2009. And that is not far behind India’s $9 billion (earnings) for call centers,” Ms. Arroyo said in a speech at the John B. Lacson Foundation Maritime University in Iloilo City.
The President, who is visiting the top 10 next-wave for ICT-BPO investments as part of her cyber-corridor tour, said the employment in the ICT-BPO industry surged from 2,400 in 2000 to 446,000 in 2009 with the Philippines becoming a “global powerhouse in the BPO industry.”
The potential for the country’s ICT-BPO industry remained strong with investors seeking higher value services including offshoring and outsourcing of accounting, legal, medical, personnel and administration services, according to the President.
BPO training programs have so far produced 3,000 graduates in Western Visayas.
The Ronald Raymund Lacson Sebastian (RRLS) Information and Communications Technology Academy of the John B. Lacson Foundation Maritime University alone has trained 400 graduates with 255 already assured of jobs.
Iloilo is ranked third among the top 10 next-wave cities following Metro Laguna and Metro Cavite and is followed by Davao. Bacolod City is ranked fifth followed by Bulacan East, Bulacan West, Cagayan de Oro, Lipa City and Pampanga Central.
Before speaking to around 1,000 students and faculty members at the school’s gymnasium, the President briefly observed classes on English proficiency and computer literacy for call center agents.
Arroyo also congratulated the government officials of Bacolod City, which got top marks for its business environment.
The President briefly stopped by Teleperformance in Bacolod City as part of her cyber corridor tour.
Bacolod Mayor Evelio Leonardia said the call center industry was one of the best things that ever happened to Bacolod because of the job opportunities it has created.
Leonardia disclosed that another group of investors was set to construct a new facility in the city that would create 1,200 more jobs.
Bacolod has seven contact centers that have generated 7,000 jobs, said Bacolod Councilor Jocelle Batapa Sigue, chair of the Bacolod-Negros Occidental Federation for ICT and National ICT Confederation of the Philippines.
This translates to direct investments of more than $15 million and an infusion of P80 million every month in terms of salaries in Bacolod City, Sigue said.

AFTER the recognition for perfect passing in the Computer Hardware Servicing in TESDA’s National Competency Exam last July, 2009, WRI-Goa scored another 100% passing on the same program last January 16-17, 2010.
The PGS scholars who successfully took the assessment were DepEd teachers and school principals from the different schools in District III. T
The scholarship, dubbed as “Q-Ed sa Partido Scholarshp Program and implemented through the TESDA Provincial Office headed by PD Pascual R. Arriola was awarded to the scholars through the initiative of Rep. Arnulfo F. Fuentebella.
It was facilitated by the Partido Development Authority, through its representative Recha Isabel Quinn who conducted the selection of the scholars with WRI-Goa as the training provider.
The beneficiaries, who came from the different schools in Partido area, were very thankful for the opportunity that TESDA and WRI have given them, particularly to the efforts extended by Rep. Fuentebella who made the project possible.
The newl passers were satisfied with the outcome of the assessment, as this would mean additional qualifications on their part, now that they officially obtained a national certificate II in Computer Hardware Servicing.
Also, the technical training and skills that WRI taught them will be applied and incorporated not only on their profession but more so on their daily lives. The two-day actual assessment was conducted at WRI-Goa by TESDA Technical Working Committee composed of Senecio Paladan, Romeo Arnel J. Beriso, TESDA District III officer, and assessor Benjie Reapor.

Those places mentioned already have existing BPO's. Naga and Cam. Sur is just starting with Sutherland as the pioneer to be followed soon by Teletech and Sitel. If the 2 BPO's starts operation by this year plus the Sutherland that would equate into almost 4000 to 5000 BPO workers.
The Central Bank with a 1000 seater convention shall still push through to construct their new building at CBD II.

How many times do they administer the Nursing board in a year? I noticed that top nursing schools like UST, UE, FEU and UP are not represented here. The last one posted here also did not show any graduate from the four schools. Once you get into UST Nursing, you are 99% sure of a job abroad because I think head hunters of US hospitals are reserving them already. This is the reason why there are about 15,000 applicants who take the qualifying exams at the UST College of Nursing every year and only 500 are accepted. Out the 500, I think only 400 will graduate.
End result? UST ang yumayaman because each applicant pays P500 application fee. Multiply that by 15,000 that's P7,500,000 clear profit. :bash:

Fifty (50) full time instructors and faculty members from the University of Northeastern Philippines (UNEP) attended a one-day seminar workshop on Test Validity and Reliability held at UNEP Conference Room on January 27. The activity was specially designed to retool teachers on how to construct valid and reliable test questions that will benefit their students.
Faced with the daily challenge of rehashing their student’s mind, the instructors are also confronted with the same challenge of coming up with better tools to meet the daily grinds of educating and molding their students. This is primarily the reason why the UNEP management decided to conduct a seminar that would improve the teaching faculties and style of their mentors.
UNEP President Atty. Remelisa Alfelor-Moraleda said that the seminar will help their teaching staff to evaluate not just their ability to transfer the knowledge to their students but on how it would be effectively grasped by its recipients. “The regular retooling of teacher’s is necessary for our teaching faculty members. This would ensure that quality instruction is maintained and consequently will have its positive effects on its recipients – and in the university’s end, it’s our students.”
One of the important topics tackled during the seminar was the importance of using the Table of Specifications as one of the teaching tools that would enhance student’s ability. A table of specification is a two-way chart which describes the topics to be covered by a test, including the number of points which will then be associated with each topic. It was discussed by Dr. Dandy A. Nagrampa, UNEP Graduate School Professor.
“In this method, a teacher can construct a test which will focus on the key areas and weight those different areas based on their importance. A table of specification will serve as the teacher’s proof that the test he or she conducted has content validity.”
To provide the teachers with additional know-how on enhancing the quality of their test, a talk on Item Analysis was also tackled by Dr. Eleanor Osea, CESO 4, UNEP’s Vice President for Academic Affairs. An item analysis involves useful information about the quality of a test item and helps in improving the quality and accuracy of multiple choice questions. It is also one of the best tools to improve test effectiveness.
Dr. Osea also talked about Research Formulation and Clearing house while UNEP High School Principal Maria P. Dela Vega also discussed the topic regarding the determination of the reliability and validity of the test.
UNEP Executive Vice President and concurrently VP for Finance, Ms. Deli R.A. Tibi raised her hats off to the team for coming up with the said seminar. “Retooling means enhancing their capacity and make them work on fresh innovations that would certainly benefit not just our teachers, but also our students. It is very important that these two work hand in hand to come up with a fulfilling result.”
After the seminar, the professors are expected to re echo their learning to UNEP students.

If this is the September board results, so most probably those four schools fight it out in the April exams. I remember a UST graduate topping the board last year.

june po ang examination then september po ang release ng result same sa november ang exam after 3 months release ng result. last june 2009 board exam Golda Manto Yap of Felipe R. Verallo Memorial Foundation in Bogo, Cebu ang nag top sa exam..

UST has a very good reputation aborad especially it's medical school.
Our Endocrinology Division is the only training program in the Philippines with direct partnership with the US- National Institute of Health.
Our fellows in - training gets automatically accepted to rotate, train and work at the US- NIH in Maryland.
The same thing is true with it's past endocrine graduates like us. We can leave our wrok in the PI and train at the NIH should we desire to do so.

Once more, a Universidad de Sta. Isabel Physical Therapy student is a National Placer in the Licensure Exams for Physical Therapists. Pedro Sending Blance, Jr. is 10th Placer in the national exams held January 27, 2010 in Manila. He is a Batch 2009 graduate of USI.
Joining Mr. Blance as PT passers in the January exams are USI students Marco Paron Chavez, Francis Abinal Cruz, Jan Roland Contreras Renolayan, and Maria Gracia Deterala Janolino.

Does anybody know about student population of each college in Naga?
I remember during my college days, UNC had reportedly over 9,000 students at its peak. For Ateneo, the last I heard is over 6,000.:)
yes, more schools, more choices and hopefully, quality and cooperation (even consortium), too.
unc had a big student population in years past, the ateneo, USI and other tertiarty institutions were dwarfed by unc's numbers. we were only more than 400 college freshmen when we started at the ateneo in 1991 :-)
with a wide variety of courses and colleges/ departments now (there used to be only liberal arts, sciences and educ, and just one or two colleges) ateneo population has grown to 5,500++ at present; high school student population is 1,325.
I'm thinking of that as Libmanan Caves National Park....I ain't sure though
are the culapnitan caves part of this?
in neighboring ragay, there is also Banga Cave(s).
in one of these caves in libmanan they found burial jars now on display in our local museums.
i just hope these places are well-protected from vandals, and even from artificial developments that are sometimes done to this natural formation.

PILI, CamSur – Virtually the entire tri-media corps in Camarines Sur were represented and had a fruitful field day Friday, January 29 at the poolside of Villa del Rey where vice-presidential aspirant Senator Loren Legarda and re-electionist Governor LRay Villafuerte clearly presented their plans and adroitly responded to questions tossed to them.
Despite numerous awards and citation in the area of tourism development that has earned CamSur a wide international reputation as an exotic eco-tourism destination, Governor Villafuerte is very keen on doubling the efforts exerted in the last six years because there are a lot more to do in the next three years.
The senator wholly conformed to Governor Villafuerte’s tourism development projections, particularly environmental tourism which will generate jobs and help cure the environment, which the senator declared she will support as much as she can.
“With its wealth of natural wonders, tourism is the best growth avenue for Camarines Sur compared to manufacturing or industrialization where we cannot possibly compete with established countries like China”, Senator Legarda said.
Toward this end Governor Villafuerte disclosed he will henceforth be promoting econology—environmental friendly technology, environmental housing, environmental factories—which the senator and governor agreed to jointly promote with the conduct of environment-related forums here like a national environment summit.
Senator Legarda was particularly eager to help CamSur realize the plan of establishing a UP extension college in the province like those in Baguio, Manila and Davao, which will not only benefit the region but also other Southern Luzon and Visayas provinces.
Governor Villafuerte has made the UP authorities a very good offer. UP opens an extension college here, starting small like arts and sciences that could later be expanded, and the Provincial Government will provide the premises.
“We will donate land and give the buildings, all they need to do is to say yes,” Governor Villafuerte disclosed. “I think we just have to push the UP president and board of regents,” he added, which Senator Legarda said she will recommend.
I heard about this when i was with Sutherland Global service. I think, the most probable place for a U.P. campus be realize will be located at the back of Sutherland buildings.

Originally, participants of this festival were making well-decorated carts drawn by carabaos laden with all the products they had harvested in their farms, but such became a thing of the past as carts and carabaos were replaced by floats which drawn public criticisms.

NAGA CITY --- Two Whimbrels, wetland migratory birds often seen in Olango Island in Cebu, were recently found in a wetland in Cabusao, in Camarines Sur, some 25 kilometers away from this city, the Department of Environment and Natural Resources (DENR) in Bicol said yesterday.
The presence of Whimbrels was discovered by a team from the DENR that was conducting an annual waterbird census throughout the country.
The team led by Senior Ecosystems Management Specialist Myrna Baylon was surprised to find Whimbrels because they were not seen in the same site in their past monitoring activities.
Baylon said Whimbrels are one of the most wide-ranging shorebirds in the world. They breed in the Arctic in the eastern and western hemispheres, and migrate to South America, Africa, south Asia, and Australia. They use their long, down-curved bill to probe deep in the beaches for invertebrates, though they also feed on berries and insects.
Some migrating Whimbrels make a nonstop flight of 4,000 km (2,500 miles) from southern Canada or New England to South America.
Whimbrels are known to feed on fiddler crabs and shore worms in their migration and winter diet, and these are available in the Cabusao wetland.
Baylon said this could be the reason for the Whimbrels’ presence. Fiddler crabs are considered as important food during winter and the shape of the Whimbrel’s bill matches the curve of the crab’s burrow.
Four distinct subspecies of Whimbrel are known to breed in North America, Iceland to northwest Siberia, in southern Russia, and in eastern Siberia. The American form was formerly considered a separate species, the Hudsonian Curlew. Whereas the Eurasian forms have white backs, and some white rumps, the American form has a brown rump and back.
A bird study is essential to DENR Bicol to analyze and substantiate the data and serve as input to the 2010 Asian Waterbird Census Report. To bird conservationists the data will help identify and protect important migration stopover to ultimately protect the birds and their habitats., DENR officials said.
As this developed, the Sangguniang Bayan of Cabusao passed a resolution declaring part of the San Miguel Bay as critical habitat due to its being a roosting (perch area on which birds, esp. domestic fowls, can rest or sleep) and feeding ground for thousands of migratory birds and ducks, including other shore and water birds.
It is in fact the roosting and feeding ground of Anas luzonica, a vulnerable wild duck found only in the Philippines, DENR officials said.
A study indicated that there are an estimated 2,500 wild ducks found in the Philippines; 1,300 mallard duck; 850 common sand piper; and 550 Kentish plover 550. Other wetland bird species found include: little ring plover, Northern shoveller; terek sand piper; little egret; and gray heron.
The 27-hectare wetland in Cabusao, Camarines Sur hosts 20 species of birds, 17 mangrove species, 11 grass, among other species, a recent DENR Bicol assessment report said. The team determines the bird species and its population over a period of active migration.
With the passing of a Sanggunian resolution, both the DENR Bicol and LGU Cabusao have achieved the goal of establishing the site as a critical habitat for both native and migratory birds
The study was commissioned by Regional Executive Director Joselin Marcus Fragada of DENR Bicol.

I hope these schools push through. We need more competitors for the Big 3 to further enhance the quality of education in CamSur. It seems to me that they (Big 3) have a consortium and they are monopolizing education in CamSur. Hehehe. Should UP and TUP put up campuses in Camsur, there's no doubt that the Big 3 will be alarmed. Close this ILOILO CITY, Philippines — President Gloria MacApagal-Arroyo on Wednesday hailed the country’s significant advance in the Information and Communication Technology-Business Process Outsourcing (ICT-BPO) industry, saying the country was already challenging the global industry supremacy of India.
“Today, the Philippines with 90 million people has challenged India’s 1 billion population for BPO supremacy. Compared to $.02 B in 2001, which is almost nothing, our BPO industry has earned more than $7 billion in 2009. And that is not far behind India’s $9 billion (earnings) for call centers,” Ms. Arroyo said in a speech at the John B. Lacson Foundation Maritime University in Iloilo City.
The President, who is visiting the top 10 next-wave for ICT-BPO investments as part of her cyber-corridor tour, said the employment in the ICT-BPO industry surged from 2,400 in 2000 to 446,000 in 2009 with the Philippines becoming a “global powerhouse in the BPO industry.”
The potential for the country’s ICT-BPO industry remained strong with investors seeking higher value services including offshoring and outsourcing of accounting, legal, medical, personnel and administration services, according to the President.
BPO training programs have so far produced 3,000 graduates in Western Visayas.
The Ronald Raymund Lacson Sebastian (RRLS) Information and Communications Technology Academy of the John B. Lacson Foundation Maritime University alone has trained 400 graduates with 255 already assured of jobs.
Iloilo is ranked third among the top 10 next-wave cities following Metro Laguna and Metro Cavite and is followed by Davao. Bacolod City is ranked fifth followed by Bulacan East, Bulacan West, Cagayan de Oro, Lipa City and Pampanga Central.
Before speaking to around 1,000 students and faculty members at the school’s gymnasium, the President briefly observed classes on English proficiency and computer literacy for call center agents.
Arroyo also congratulated the government officials of Bacolod City, which got top marks for its business environment.
The President briefly stopped by Teleperformance in Bacolod City as part of her cyber corridor tour.
Bacolod Mayor Evelio Leonardia said the call center industry was one of the best things that ever happened to Bacolod because of the job opportunities it has created.
Leonardia disclosed that another group of investors was set to construct a new facility in the city that would create 1,200 more jobs.
Bacolod has seven contact centers that have generated 7,000 jobs, said Bacolod Councilor Jocelle Batapa Sigue, chair of the Bacolod-Negros Occidental Federation for ICT and National ICT Confederation of the Philippines.
This translates to direct investments of more than $15 million and an infusion of P80 million every month in terms of salaries in Bacolod City, Sigue said.

Well lit lang kaya ang house mi, tsaka all white kaya mukhang bago. Hehehe. I haven't been to the Cambridge Condo. If I were to transfer, I'd love to live at the GA Towers along EDSA-Mandaluyong. :)

NAGA CITY --- The Regional Trial Court Branch 62 here has granted the omnibus motion filed by respondent Pasacao Mayor Asuncion V. Arceno that prayed for the dismissal of an amended petition seeking for prohibition, mandamus and damages application for temporary restraining order (TRO) in connection with the closure by the office of the municipal mayor of a gasoline station in Pasacao, Camarines Sur.
In his decision dated February 2, 2010, RTC Judge Antonio C.A. Ayo, Jr. also dismissed the amended petition of spouses Ernesto V. Ramos and Cleo P. Ramos, owners of the gasoline station, as well as lifted the preliminary injunction filed by the same respondents.
Earlier, Acting Ombudsman Orlando C. Casimiro of the Office of the Deputy Ombudsman for Luzon has denied the Ramos couple’s prayer for preventive suspension against the Pasacao municipal mayor and her municipal treasurer and municipal engineer.
Records of the case show that in 2008 respondent Mayor Arceno denied issuance of a business and mayor’s permit for alleged violation of a municipal resolution requiring the distance of a gasoline station to be at least one kilometer away from the poblacion and an ordinance prohibiting reconstruction and renovation of the existing gasoline station. Further, the mayor claimed that the gas station is no longer fit to continue its operation based on reports submitted by the fire department and the municipal treasurer.
The complainants decried that the mayor’s grounds were unreasonable and administratively sued the mayor for gross misconduct.
The Office of the Deputy Ombudsman opined that there was no compelling reason to preventively suspend Arceno and the two other respondents. Its order stated: “xxx it appears that the non-issuance of the mayor’s permit and the advice relative to the non-supply [of] petroleum products to the station are premised on several violations noted by the Fire Department and Municipal Engineer and not merely because of respondents’ whim and caprice.” It added “it cannot be reasonably inferred that said infractions were cited by respondents for the mere purpose of oppressing complainant.”
Judge Ayo on the other hand, noted that the Ramoses’ amended petition prayed for the the prohibiton and mandamus with damages, seeking an order for the respondent mayor not to interfere in the operations of the gasoline station, the APR Marine Shell Station and directing Arceno to issue mayor’s and business permits in favor of the gasoline station.
“The main issue in the petition centers on the application of the mayor’s and business permits by the petitioners for year 2009, which the respondent mayor refused to issue,” Judge Ayo underscored.
“With the year 2009 having ended, the petition loses its cause of action. Even if this Court were to grant the petition relative to the issuance of the mayor’s and business permits, the year 2009 had already lapsed,” the judge in his order concluded.

But the city council here withheld its decision to accredit the Firm 24k upon further study by the city legal office. The city councilors doubted the organization’s status whether or not it is a political organization, even as the group showed registration documents from the Securities and Exchange Commission (SEC).
“It may quack like a duck but is it really a duck?” Naga City Vice Mayor Gabriel Bordado commented.
Gutierrez expressed surprise the Naga city council withheld their accreditation when in Legazpi City they were immediately welcomed upon presentation of the organization’s credentials.
Way to go Naga!!!! These folks are playing on the gullibility of our kahimanwa. I am happy and truly proud of the Naga City Council for recognizing these frauds and not grant them an accreditation. I wish other LGUs are just as discriminating as they perform their due diligence functions.

Fifty (50) full time instructors and faculty members from the University of Northeastern Philippines (UNEP) attended a one-day seminar workshop on Test Validity and Reliability held at UNEP Conference Room on January 27. The activity was specially designed to retool teachers on how to construct valid and reliable test questions that will benefit their students.
Faced with the daily challenge of rehashing their student’s mind, the instructors are also confronted with the same challenge of coming up with better tools to meet the daily grinds of educating and molding their students. This is primarily the reason why the UNEP management decided to conduct a seminar that would improve the teaching faculties and style of their mentors.
UNEP President Atty. Remelisa Alfelor-Moraleda said that the seminar will help their teaching staff to evaluate not just their ability to transfer the knowledge to their students but on how it would be effectively grasped by its recipients. “The regular retooling of teacher’s is necessary for our teaching faculty members. This would ensure that quality instruction is maintained and consequently will have its positive effects on its recipients – and in the university’s end, it’s our students.”
One of the important topics tackled during the seminar was the importance of using the Table of Specifications as one of the teaching tools that would enhance student’s ability. A table of specification is a two-way chart which describes the topics to be covered by a test, including the number of points which will then be associated with each topic. It was discussed by Dr. Dandy A. Nagrampa, UNEP Graduate School Professor.
“In this method, a teacher can construct a test which will focus on the key areas and weight those different areas based on their importance. A table of specification will serve as the teacher’s proof that the test he or she conducted has content validity.”
To provide the teachers with additional know-how on enhancing the quality of their test, a talk on Item Analysis was also tackled by Dr. Eleanor Osea, CESO 4, UNEP’s Vice President for Academic Affairs. An item analysis involves useful information about the quality of a test item and helps in improving the quality and accuracy of multiple choice questions. It is also one of the best tools to improve test effectiveness.
Dr. Osea also talked about Research Formulation and Clearing house while UNEP High School Principal Maria P. Dela Vega also discussed the topic regarding the determination of the reliability and validity of the test.
UNEP Executive Vice President and concurrently VP for Finance, Ms. Deli R.A. Tibi raised her hats off to the team for coming up with the said seminar. “Retooling means enhancing their capacity and make them work on fresh innovations that would certainly benefit not just our teachers, but also our students. It is very important that these two work hand in hand to come up with a fulfilling result.”
After the seminar, the professors are expected to re echo their learning to UNEP students.
This is a commendable undertaking for both the UNEP administration and faculty! As a parent, I would like to expect that the folks who will be molding our kid’s minds to continuously improve themselves professionally and this retooling exercise is towards fulfillment of that expectation. For UNEP to claim as the home of global achievers, they have to stay current and relevant! Keep the good work!

Our Endocrinology Division is the only training program in the Philippines with direct partnership with the US- National Institute of Health.
Our fellows in - training gets automatically accepted to rotate, train and work at the US- NIH in Maryland.
The same thing is true with it's past endocrine graduates like us. We can leave our wrok in the PI and train at the NIH should we desire to do so.
I echo Doc's statement "UST has a very good reputation abroad especially it's medical school". My present primary care provider happens to be a graduate of UST! At one time, I also happened to work with an oncology resident/fellow whose name now evades me.
Doc, have you been to NIH for that training? I used to work just across the NIH campus and visited it last before it was fenced off (due to 9/11). Just passed by it the other day. Anyway, if you (or colleagues) happen to come by this way, please feel free to hook me up.

NAGA CITY--- Intelligence report reaching the Department of Interior and Local Government (DILG) in Manila revealed “there was foul play perpetrated by arsonists” in the most recent fire that gutted January 9 the second floor of Naga City Public Market, according to the chief of Naga City Bureau of Fire and Protection (BFP).
Chief Inspector Achilles M. Santiago, of the BFP in Naga City, Wednesday told the Bicol Mail the intelligence information wherein the arsonist(s) may be responsible for the third fire that completed the burning of the whole second floor of the public market was relayed to him by the head of an Inter-Agency Task Force sent here.
Santiago said Senior Inspector Maria Myra Bico, head of the task force sent from Manila, relayed the intelligence information to him upon arrival in Naga City for a three-day probe.
He said the task force was composed of law enforcers from the BFP, Department of Justice (DoJ), the National Bureau of Investigation (NBI) and the Philippine National Police (PNP). He added the task force’s probe was conducted from January 27-30.
“They came here to find out for themselves what caused the fire, whether or not arsonists did it,” Santiago added.
He said they have submitted to the task force wielded wires from the supposed origin of fire, copy of their investigation report and sworn statement of the stall owner where the fire could have started which stated the owner’s testimony that he allowed a temporary reconnection job for his stall prior to the fire.
Santiago noted the stall owner had violated the rule on the use of safety box for wire connection wherein he said the connections of five stalls were lumped in one safety box instead of one safety box for one stall.
“It’s up to the local government of Naga City to file criminal case or impose administrative fine on the stall owner for violating the rule on wire connection,” he said.
Santiago revealed in an earlier interview the third fire incident at the second floor of the market was found to have been caused by short circuit of embedded wire at the stalls where the fire originated.
He said Bico told him that the DILG Manila wanted to know why fire is so frequent at the second floor of the Naga Public Market.
The first fire in 2008 occurred at the wet section razing almost half of the area while the second fire gutted four stalls on December 6 last year and the third one on January 9 completed the burning of all stalls at the whole second floor of the public market.
But with potential witnesses reluctant to give their testimonies on the controversial fire that hit the Naga City Public Market early last month, the independent probe of the Bicol NBI could not move, a special investigator Wednesday said.

Survivor Israel will once again lease the entire facilities of Gota Village Resort in Ilawod, Caramoan for about three whole months or more to film the second edition dubbed “Hisardot” meaning survivor in Hebrew. NAGA CITY---With El Niño phenomenon expected to set in March, the National Irrigation Administration (NIA) is drawing a plan to ration irrigation water in Sorsogon and the two Camarines provinces.
Eduardo Yu, Bicol NIA spokesperson, revealed Monday the rationing of irrigation water would allow rice farmers covered by national irrigation system (NIS) to plant their crops even with the dry spell.
Yu said the rationing would be through rotation method of water distribution where water delivery will be scheduled based on the need of the rice lands programmed to be irrigated.
He explained the plan is to schedule irrigation service with priority over water given to downstream, midstream and upstream areas of the irrigation system so that the entire area is provided with adequate irrigation to raise the crops.
Yu said the plan to ration the irrigation water in the three Bicol provinces would cover some 16,258 hectares comprising 89 percent of the national irrigation system under the direct supervision of the NIA.
He added the NIA would encourage irrigators associations operating communal irrigation systems covering some 55,191 hectares in the three Bicol provinces to adopt the same measure to mitigate the impact of El Niño phenomenon in rice production.

In Metro Manila these job fairs are held on a regular basis at least once every quarter at least and not just during february or march or when graduation time is fast approaching. Mostly held at supermalls like SM Megamall Activity Center, Starmalls , SM MOA or the Glorietta Activity Center and are really jampacked.
Once proven successful, these job fairs sponsored by us can be a regular activity... hence helping out most of our graduates.

I think 30 or more private companies are participating for the jobs fair. From previous jobs fair held here in UNC booths are installed at the venue. Job seekers are advised to bring with them CVs.

Aside from being HACCP-certified, all Avenue Plaza Hotel waiters can now create gourmet coffee on demand, such as Iced Mocha Frappe (upper right photo) and Art Cafe Latte (lower right photo). The hotel's Cafe Plazuela is open from 5:30AM to 11PM. The new Umbria poolside bar is open from 3PM to 11PM.

Two things that I noticed with the state universities and colleges (SUCs) in CamSur; on their own merit, the individual school is not enough to merit a higher designation (college, university, etc); these schools normally are specialized (i.e. they do not offer that many academic programs) – thus the sponsors, most of the time (this is my 2nd observation) politicians are forced to combine schools, however geographically distant and diverse its history to justify the higher designation. And therefore a new name has to be chosen to reflect the new aspiration without regard of the obliteration of the schools previous history.
The name changing is not a monopoly of SUCs; Private schools practice the same thing, however not in the same frequency as in the case of BCAT. I hope that the new sponsor will stay the course and refile the same bill in the new congress. He could very well have different priorities!

good observation, kiasog. and we surely do not need so many colleges and universities sprouting everywhere. we need quality instruction, competent faculty with graduate degrees from reputable schools, excellent facilities, relevant programs, strong research output. How many PhDs in math and in english (and not just EdDs/ MAEds in math/ english) do our colleges and universities have?
BCAT's case is sad. how can it just be simply renamed, and absorbed by a much newer, less popular unit? there is much history and tradition and living memory in a name.
do we really need a UP Pili (or for that matter, a UP campus in bikol)? if it is put up i hope it's done not simply for the sake of having a local UP here but for a real need. Courses should be more innovative, the kind that's not yet available locally.

INSPIRED by the success of the Ironman 70.3 last year, organizers of the grueling world-class triathlon race are putting up the Alaska Ironkids Philippines to encourage the youth to adopt a healthy lifestyle.
“First and foremost for us, it’s about participation,” said Wilfred Steven Uytengsu, president of the organizing Sunrise Philippines, of the series for young enthusiasts six to 14 years old.
“I know it’s daunting for children at first but we prepared races that are very doable,” added Uytengsu, a triathlete himself, who is also president and CEO of Alaska, during yesterday’s event launch at the Dusit Hotel in Makati.
The series is divided into the 6-8, 9-10, 11-12 and 13-14 age brackets.
To get participants acquainted with the rigors of the sport, organizers are holding running events on Feb. 28 at the Manila Polo Club and another on April 11 at Ateneo.
Eric Imperio, one of the event’s organizers, stressed that the safety of the children will be a priority.
The runs will be followed by a couple of aquathlon events on May 23 at the MPC and on July 25 at the Alabang Country Club.
The events will have the 6-8 class vying in a 100-meter swim and 1-kilometer run, the 9-10 kids racing in a 200m swim and 1.5 km run, the 11-12 kids doing a 300m swim and 2 km run and the 13 to 14 in a 400m swim and 3 km run.
The biggest event of the Ironkids series will be the triathlon race on Aug. 21 in Camarines Sur, where the athletes will negotiate part of the course that will be used for the Ironman event on Aug. 22.

IRIGA CITY – A high percentage of Iriguenos fully support the leadership of Mayor Madelaine Alfelor-Gazmen, a survey on good governance conducted by the Social Weather Station(SWS) in September last year showed.
Alfelor-Gazmen enjoys a very good Net Trust rating of +72, topping those surveyed among government officials and institutions, that also included the Iriga City Police which scored a good net +46; the Sangguniang Panglunsod which got +45; and the Barangay Council officials, which garnered a good net of +42 from the standard sample size of 100 household heads.
Over-all, the Iriga City government enjoys a more favorable support from the people with a good Net Satisfaction rating of +37, which is much higher than the public satisfaction with the national government officials and institutions. The survey showed a -37 rating for the President, -30 for the Senate, and -16 for the House of Representatives.
The SWS survey, properly titled Surveys on Good Local Governance in Six Cities in Luzon and Visayas, was meant to gather data for a Reform Agenda in the fight against corruption. Its particular objectives include the development of a Public Service Excellence Ethics Accountability Program, and public-private partnerships to improve local governance.
The survey was conducted simultaneously from September 24-27, 2009, and involved face-to-face interviews covering 20 randomly selected barangays in the six cities that also included the cities of Santiago, Sorsogon in Luzon; and the cities of Calapan, Roxas, and Tacloban in theVisayas.

the main building was contructed during the term of fr joel tabora,sj, president of LST then, now president of AdNU. the staff at the cafeteria are all bikolanos!
most of the lay staff conducting pinoy voters academy of jesuit-run simbahang lingkod ng bayan (SLB) are bikolanos, graduates of ateneo de naga. one of them, jess pasibe, was awarded an fellowship abroad by the US embassy.

and perhaps our local universities can try consortium, offering graduate selected graduate degrees as a group by pooling facilities and most competent faculty and other resources together. they have done this in mindanao: xavier univ, ateneo de davao and mindanao state u offering PhD in socioanthro by putting together the best of their teachers trained in this field.

jardet February 8th, 2010, 08:03 AM Two things that I noticed with the state universities and colleges (SUCs) in CamSur; on their own merit, the individual school is not enough to merit a higher designation (college, university, etc); these schools normally are specialized (i.e. they do not offer that many academic programs) – thus the sponsors, most of the time (this is my 2nd observation) politicians are forced to combine schools, however geographically distant and diverse its history to justify the higher designation. And therefore a new name has to be chosen to reflect the new aspiration without regard of the obliteration of the schools previous history.
The name changing is not a monopoly of SUCs; Private schools practice the same thing, however not in the same frequency as in the case of BCAT. I hope that the new sponsor will stay the course and refile the same bill in the new congress. He could very well have different priorities!
BCAT's absorption by CSPC is an effect of a law which is not intended specifically for BCAT but to similarly situated schools across the country. The law also does not confer elevation to higher status of the absorbing school - CSPC did not become a state college or university as an effect. (Calabanga Polytechnic College was also absorbed by CSSAC as a consequence of the same law and it did not become a university because of that either.) It just intended to streamline state colleges and universities organizations within same locality with similar programs by combining them into one institution.
It is however very unfortunate that BCAT was absorbed by a less popular and relatively newer institution. That's why there was a very strong resentment among BCAT community when the law was implemented. The absorption happened not because it was intended by the the sponsor of the law (who ironically was Sen. Roco) but because CSPC has a higher college status than BCAT.

I was thinking of catching a bus early in the afternoon tapos maabot jan sa Naga maagahon and maybe stay at the CBD Hotel. Mayo kaya ako mahiling na mejo barato na flight eh para makahabol ako sa meet sa 15. I dunno. Still thinking hard. Birthday man pati ni Mama sa 16. Bahala na..

You will remember that CSPC used to be the historied Nabua National High School. When BCAT was absorbed by CSPC, it was just a fledgling state college and its absorption was to give more credence to its new status.
Call it streamlining or the effect of the law, the end game is to give more weight to its new designation. State sponsored institutions by nature are not independent, especially colleges and high schools. They are absorbed and streamlined at the whim of our elected officials (the law)!

NAGA CITY, Camarines Sur, Philippines—A month after the gun ban was imposed in preparation for the May elections, people carrying firearms are still being arrested at police check points.
On Sunday night, two persons yielded two firearms at a police checkpoint in San Roque village, Nabua town, Camarines Sur, a top police official said.
Gilbert Osea, 56, and Marlou Nieva, 39, were caught in possession of two .45-caliber pistols when their vehicle was flagged down at around 7:45 p.m., said Superintendent Petronio A. Retirado, acting police provincial director of Camarines Sur.
Retirado said this was the sixth arrest made in Camarines Sur since the gun ban was imposed.
He said Osea and Nieva were riding in a van with some female riders when they were searched by a group of police headed by Inspector Rhoderick Campo.
