Today, the province, just three hours away from the Davao International Airport and Sasa wharf, is promoting its other side. In September, the Department of Tourism-Southern Mindanao and provincial government launched the 1st Surf and Skimboarding Safari in Dahican Beach, one of the best white-sand beaches the capital city of Mati has to offer. “This is a fabulous province. We are hoping that Davao Oriental will become the next favorite tourist destination. This is the best place for lovers of nature, culture and history,” Gov. Corazon Malanyaon said. The DOT also launched “Baybay nato ni Bay” (This is our beach, pal), a coastal-management campaign designed to create environmental awareness among different communities. Surfers and skimboarders are now common sights at the Dahican beach. George Plaza, the 34-year-old trainer of about 13 skimboarders, said they tried the sport two years ago. “Dayo dayo lang mi pag nay competition sa ubang area. Ang uban pud sila gadayo diri sa amo,” he said (We went to places where there were competitions. But other people also came here.). When a Japanese national saw their plight, he said, he donated five surf boards worth over P50,000 each. Best waves and beaches “He surfed with us. He said we had the potential, we had the best waves and best beaches for practice but we were not using the right surfboard,” Plaza said. Plaza said most of those engaged in surfboarding and skimboarding were sons of local fishermen. So, even if a skimboard cost only P1,000, they could not afford to buy it because their parents were only fisherfolk, he said. Plaza said the boys were elementary and high-school students who practiced during weekends. He said one of his trainees, 13-year-old Sonny Aporbo, a Grade 3 student already won in several surfing competitions. First resort Garcia said a local Mati businessman, Efren Dupa, had also constructed in Barangay Badas the first 50-room coastal resort in Davao Oriental. Dupa said, “Gwapo atong mga dagat diri. It's really a gorgeous location, and great for family fun. Oh... I've been here... a few years ago. There's this resort facility being built there at that time. I'm sure tapos na yun by now. It's one of the most beautiful and picturesque beaches I have been too. Were it not for the monstrous waves (mas malaki mga waves dito kesa sa Pagudpud in Ilocos), this beach could rival Boracay. And like Pagudpud's beach, it stretches for miles, and the sand ranges from powdery to pebbly (naa bay ana nga word?). But unlike Pagudpud, mas maputi ang sand ng Dahican. Guesting in Kapihan sa Comval, Zamora said this noting no government officials have the ultimate solution to the soaring world prices of crude oil. He has seen bio-diesel as one of the alternatives to soften the impact of the continuing rise in the price of fuel. Noting world crude oil batting at US$100 per barrel, Zamora cited this as “alarming” that calls for local alternative. He however gladly noted that the Philippine Peso is gaining strength against the dollar, making crude importation much cheaper. “Pasalamat tayo at mataas ang value ng Peso,” he said. “We would be paying more if this has stayed at P55 to a dollar,” he explained. President Gloria Macapagal-Arroyo called for an energy summit to discuss ways to soften the impact of rising crude oil prices on the country’s economy and on the consumer sector. The President wanted concrete measures drawn regarding this concern as increases in fuel price would eventually push prices of basic commodities. Meanwhile, Compostela Valley Governor Arturo T. Uy agreed with Congressman Zamora and entertained the possibility of opening up the province for investments on planting jatropha. Uy bared that Norwegian investors were looking for some 300,000 hectares for planting jatropha which he said “is a good source of bio-diesel.” Planting Jatropha does not only mean drawing alternative energy but “job opportunities for the people,” Uy said. On the other hand, Zamora said he is personally in favor of reducing the Value-added Tax (VAT) on fuel products as suggested in a bill proposed in the senate. He, however, has yet to see the copy of the Senate Bill which has yet to reach the House of Representatives and will study it further “it might need some amendment,” he said. The Cabinet is set to discuss the proposal to reduce tariff on fuel importation to cushion the impact of increases in the price of fuel. Energy Secretary Angelo Reyes said tariff cuts on fuel products would mean 23-centavo to 24-centavo reduction in the price of fuel per liter. But if the tariff reduction is applied only to diesel products, there will be 70-centavo reduction in pump-prices per liter of diesel. The house, owned by Paul Oracion, is shaped like an elephant. “A motorist once nearly met an accident when he glanced at the building while driving,” a resident of Rosal Street told the Inquirer. Oracion said the pachyderm-shaped house was designed by his cousin, Faustino Oracion, the one who sculpted the “Statue of David” in Times Beach in Davao City. That statue became controversial for a time because of its depiction of male nudity. Oracion said since his childhood, he has liked elephants so much although he has never seen one in his life. That drove him to dream of having a house shaped like an elephant one day. When he became a seaman, he set aside some amount from his earnings for his dream house. Oracion said his dream is slowly becoming a reality now that construction has started. The house would cost around P3 million when finished. Asked if his family would live with him inside the unique structure, Oracion said it depends on them but added they had always supported his decision. “But if they won’t, I will develop a resort here,” he said. Oracion said aside from the elephant house, he was also planning to build other structures modeled from other animals. “It’s like living in the middle of a safari,” he said. Sun.Star Network Online's coverage of the Sinulog 2008 Festival Surrounded by aquamarine waters that hypnotically turn deep blue, Waniban's attraction is more than just its powdery white sands, sturdy mangroves, a glimpse of dolphins cavorting by, or the fact that you can cover the whole island on foot in less than an hour. One can suddenly step into some fantasy of owning the island to yourself for a day. The island is equipped with cottages (at P350) and toilets for those staying overnight. Duallo City of Mati, Davao Oriental (15 January) -- With it's abundance in nickel, chromites, and copper, the Davao Oriental Eastern Chamber of Commerce and Industry recommends the City of Mati as the mining hub in the region. Louie Rabat, Chamber President, emphasized the big potential of the mining industry in the province of Davao Oriental. As such, he strongly recommends the City of Mati as the mining hub in the Region. "We have now two mining activities in the Mineral Production Sharing Agreement scheme. Another two will follow. These investments will give the City of Mati an additional 300 million pesos income. We can just imagine what the IRA of Mati as a city and the additional income can do," he added. He also reiterated that once a mining company gets its piece of mining site, it has to be developed immediately. "So that everybody can benefit from it, that is why I am proposing a use it or leave it deal for the investors," he explained. He cited the case of the BHP Billeton Pujada Nickel Project, one of the biggest mining investments in the country. "The said BHP project will employ 10 to 15 thousand people. This means an active economic flow. And we expect big investors to be flocking in Mati. Hopefully Billeton can start their operation soon. But I've learned that the company is set to start by 2015," he furthered. The Ch amber President also presents the need of more sea port once the mining investments start. "The expanded Mati Wharf and the privately-owned Interco Wharf are not enough. We need to have more to accommodate what these companies will be bringing for their investments," Rabat reasoned. And to really justify the goal of making a difference in the local economy through mining, Rabat wants a law that mandates mining investors to pay excise tax to where they extract the minerals, so the local government unit can get the share they rightfully deserve. The recommendation for the City of Mati to be the mining hub in the region is contained in a resolution submitted to the Regional Development Council. There are three members in the Executive Committee of the Council who are from Davao oriental, comprising of Mr. Louie Rabat, Gov. Corazon Malanyaon, and City of Mati Mayor Michelle Rabat. The NTF is regarded as among the top and tough trade exhibits organized annually by the Center for International Trade Expositions and Missions (CITEM) of the Department of Trade and Industry (DTI). As DTI 11 would put it, the NTF is tough since not all SMEs in the region can join. Participants to this national exhibit are chosen based on the quality of their products, production capacity, and export potentials. Moreover, the NTF is also dubbed as the "Exporters' Fair" because of the huge number of exporters and foreign buyers it constantly captures. The Davao Oriental-based SMEs slated to be included in the directory of NTF '08 are the Mandaya Dabaw and Dagmay Weaving and RV Berato Pebbles and Concrete Products. The Mandaya Dabaw and Dagmay Weaving produces bags, wallets, purses, and convention folders made of dagmay, an abaca woven cloth. It has been in the business for about 10 years already. A Thanksgiving Mass was offered by the city government after confirming the approval of the new budget. Vice-Mayor Cesar de Erio revealed that hey will be closely monitoring the development of the projects funded by the financial aid. "If nothing happens to the P1M in one year, then most likely, no assistance is to be expected next year," he added. With the financial assistance given to all the 26 barangays, the barangays now can move on their own and make their own priorities. "If that happens, the city government can work and focus on big projects," he furthered. The city government also wants the Barangays to prioritize water system projects, being one of the basic needs of the people. "Water is very important, especially with the expected influx of people, now that Mati is a City," he explained. The Vice-Mayor is amazed with what he noticed that there are already new faces in the city. "It seems people are coming and they are very excited with what's in store for Mati as a city," he said. With the Internal Revenue Allotment of Mati now reaching 368 million pesos, more projects that spell development are to be implemented. These include the improved delivery of health services, education programs, infrastructure development, enhancement of services through computerization, and programs to ascertain peace and order stability in the city. The provision of the P1M financial aid is in consonance to what Mayor Michelle Rabat earlier dreamt, which is "a city hall where no people go'. 'This is because all the people's needs will already be addressed at the Barangay level, so they don't have to go to the city hall," she explained. The NTF is regarded as among the top and tough trade exhibits organized annually by the Center for International Trade Expositions and Missions (CITEM) of the Department of Trade and Industry (DTI). As DTI 11 would put it, the NTF is tough since not all SMEs in the region can join. Participants to this national exhibit are chosen based on the quality of their products, production capacity, and export potentials. Moreover, the NTF is also dubbed as the “Exporters’ Fair” because of the huge number of exporters and foreign buyers it constantly captures. Just as the lighthouse begins to flash its light, some fishermen start rowing their bancas (outrigger boats) to shore and head for home. Other fishermen begin their night shift, working until the wee hours of the morning. Tired from the day’s work, husbands and young men gather in a small hut to relax and drink. They usually talk about fishing, but soon, delve into other mundane topics that elicit laughter and sometimes dancing and singing. Their wives and sometimes young girls would join to listen or chat with them and the gathering becomes more jubilant. Children huddle in a corner and tell tales from the sea, ranging from mermaids, giant octopuses, sharks, whales, a village at the bottom of the ocean and other stories recounted by their grandparents. These are some of the scenes in Governor Generoso, formerly known as Sigaboy, a coastal town in Davao Oriental, less than 200 kilometers from Davao City and located at the southernmost tip of Mindanao. The town is named after Governor Sebastian Generoso who headed the province from 1925 to 1937. The town is home to about 44,000 people from different ethnic origins, who are drawn to the fishing life. Ecological wonder Governor Generoso boasts of pristine white sand in Cape San Agustin; the Cagamisan or Tambobong falls; a 16,000-hectare pygmy forest; a centuries-old rock formation believed to be where the 15th century missionary priest from Spain, Fr. Francis Xavier, had his first Mass; and several mountains that trekkers could climb. “The people themselves are aware of the richness of this place,” said tourism officer Reden Bersaldo. “It’s a beautiful place,” he said, adding that the residents have a lot of work to do in their bid for tourism growth. But while living in a land with rich resources, most families here are poor. Alberto Cadiena Jr., a government employee, said some 65 percent of the population live below poverty line. Mayor Jerry dela Cerna knows they could have been economically progressive if they had allowed logging and chromite mining in their town. But the mayor, who is a former priest, said opening their doors to such industries would mean ecological and environmental degradation. “Mining is not an option,” Dela Cerna said. “Although encouraged by a national government policy, it has done no good at all and no developments were seen in the area,” he said. Dela Cerna said the town “has wide mountains, beautiful climate and good water that we just have to protect and harness for our sustainability.” He said they are promoting “agri-tourism” by putting a high premium on environmental protection and coastal management. Participation Governor Generoso was third place last year in the Toolkit Citizen Participation Award, given by a Netherlands-based body that recognizes governments which promote citizens’ participation in decision making. South Africa’s Nelson Mandela got the first prize. The municipality won the award because of a municipal ordinance that introduced a 15-kilometer ban on commercial fishing in the municipal waters and the use of the “payao,” a fishing device made of local materials as one of its alternative fishing methods. “Protecting the environment and enhancing productivity really needs the cooperation of the community,” Dela Cerna said. I’ve been to this place in Cape San Agustin, Governor Generoso early this year but for only a few hours and I do wanted to see the sunset from the lighthouse. Text messages were exchanged between us and the local government unit of Governor Generoso and soon a plan was hatched for an overnight visit to the place. Two days before we were to leave, Atong Cadiena, personal secretary of GovGen mayor Jerry dela Cerna texted that we will be fetched at 2 a.m! No problem for me but for the whole group it is a problem. Ten of us originally planned to go but first to back out was buddy Michael of the Mindanao Cross in Cotabato, followed by Mai and Rodulph until only only Dennis of Daily Inquirer and I were left. Joey never answered all our text messages and calls. It was raining and I was so sleepy I began to pray Dennis will also back out but I was wrong. At a quarter to two a.m., he texted he was on his way. I frantically stuffed things into a small backpack and rushed to the meeting place at Magsaysay park but we grew dizzy with the strong smell of durian and no car showed up to fetch us. We finally decided to call it off and went to Jolibee for a very early breakfast but have just barely started when the call came, informing us the car was there for us. I slept through most of the trip to GovGen. Later that afternoon, a motorcycle took us to the place that bewitched me in the first visit. The three lighthouses stood there as proud as ever, a silent witness to the history of the place where St. Francis Xavier was supposed to have said mass centuries ago. The place was deserted and we seemed to have entered into another time where we were the only ones existing. For the second time I climbed the 93 steps of the spiraling staircase of the old lighthouse, this time minus the dizzying spell that crept up on me as we neared the top the first time I climbed it. It was exhilarating to be on top of the world where you can see a wide expanse of the sky and sea below. I didn’t want to go down but we had things to do. We had to catch our sunset. Dennis and I looked for strategic positions to catch our sunset on the lens but few minutes before, the sky turned gray and dark, threatening to rain. I was frustrated and desperate to see the sunset from the lighthouse. “Please,” I wished loudly, “just this time let a mixture of colors splash on the sky for the sunset.” And suddenly my wish was granted. It was not the round full sun setting and casting multi-colored silhoutte on the sea that I was dying to catch on the lens but a sunset just the same. For a few seconds Dennis and I were busily snapping at our cameras, then it was suddenly over. We had to really rush as the road was newly repaired and somewhat difficult to maneuver at night with the motorcycles although the drivers were experts. We slept in an open cottage at Buso-buso beach, some kilometers away from Cape San Agustin, oblivious to the millions of mosquitos that roared in our ears as we were quite tired. A visit to Cape San Agustin is one that will leave memories for any one to treasure. Dr. Reden Bersaldo, tourism officer of GovGen said that plans are underway to develop the area to attract more visitors. “For now, road accessibility is one of our problems but we are hoping this will soon be given enough attention. Other developments will follow. There are so many wonderful sights in GovGen like caves, waterfalls, superb diving spots, and many others,” Bersaldo said. Part of the requested amount of 43M 800 thousand is intended to rehabilitate the Davao Oriental Provincial Hospital, and for the Phil Health membership of the indigents in the province. With the Out Patient Dept. extension project almost finished, the rehabilitation will follow for the Provincial Hospital. In one of their regular sessions, Vice-Governor and 12th SP Presiding Officer Mayo Almario asked their guests from the Development Bank of the Philippines, DBP if they could extend financial assistance for the rehabilitation of DOPH, and the four other district hospitals of the Province. “I am happy to receive good feedback from the people regarding the services rendered by the Provincial Hospital. They said they can see the difference. The provincial government is doing it’s best to equip the hospital with medicines, and other needed equipments, so people will no longer resort to solicit from their officials, bringing prescriptions,” he said. The Vice-Governor added that cases referred to their Office now are those cases that need to be brought to Davao City. Minor cases of health needs, such as medicines, are already addressed in the hospital. To complement the best delivery of health services it can render as yet, the provincial government allotted 13.5 M for the purchase alone of medicines for the Provincial Hospital, twice to the amount allotted by the previous administration for the hospital. As a good start for 2008, Phil Health membership of poor families is pursued by the provincial government. The project aims to establish a disaster action team, volunteers at that, and a health care and welfare team in the barangays of the province. “The barangays, in their level, must know what to do should disaster strikes, and respond quickly to the needs of such situation,” she added. Last year, Red Cross started with giving briefing about the project, and for this year, the plan is to really go to the barangays, even to the far flung areas, to introduce the project and let the rural folks understand what the projecy is all about. It certainly sounds more exciting than to say that 10 years earlier the navigator was in Malacca, where his brother-in-law was working and where there was a community of 500 Filipinos (our original overseas Filipino workers, I guess) and two Filipino merchants, one of whom was running his own plantation. Surely, in the course of conversation, since this was the Age of Exploration, the islands to the north of the route between the Moluccas and Malacca (that's us) would have been mentioned as still "unexplored" by Europeans. This is pure speculation, of course. What isn't is that the earliest and first European map of the Philippines was done by Francisco Rodriguez, a Portuguese and pilot of the Great Governor of India, Alfonso de Albuquerque in 1512, nine years before the arrival of Fernao (a.k.a. Fernando de Magallanes and Ferdinand Magellan). Since Magellan was a professional navigator and ship captain, it's not difficult to believe that he would have known about the map. Apparently there is a book that the present Portuguese Ambassador to Manila Joao da Silva will launch at the University of Santo Tomas on Oct. 21, "The Philippines in the Portuguese Chronicles of the Sixteenth Century," concerning Portuguese voyages to the Philippines at about the same time as Magellan's. The Portuguese were, of course, endeavoring to consolidate their domination in the East especially with regard to Spain. Eventually they would also be contending with the Dutch and the British, not to mention the French. The Portuguese looked upon the Philippines as a source of food, but their main interest was the cloves they obtained in the Moluccas though their outpost there was limited. Consequently, they did not have the manpower necessary to explore surrounding islands. Eventually in 1535 Joao da Canha Pinto made some contact. He verified the lack of gold and spices. Francisco de Castro followed in the same year. This was a few years before the Portuguese established relations with Japan in the 1540s. (Two items of interest should be mentioned here. One is that if the contact was in Mindanao, Butuan was in existence and its gold was extensive; and so the report is odd. The other was Miguel Lopez de Legaspi's notary, Fernando Riquel, who mentions the presence of Portuguese as reported by the natives.) Simao de Abreu, a cousin of Antonio de Brito, a captain in the Moluccas, was sent to discover the route from Borneo to Malacca in 1545. The islands of Menado (Sulawesi) and Panguensara were sighted. He then went through the strait of Dantreminao and Taguina, believed to be the strait between the islands of Mindanao and Basilan, to the islands of Sao Miguel (Cagayan, Sulu) and thence to Borneo. According to another account, Francisco de Castro was also sent in 1538 by Antonio Galvao with orders to "convert as many as possible to Christianity." Upon his arrival in Mindanao, six kings were baptized, along with their wives, children and subjects. Galvao had most of them named Ioannes, in memory of the Portuguese king. After De Castro left Ternate, he encountered such a terrible weather that he had to sail wherever the winds took him. After some days, he landed on an island he called Satigano (believed to be Saranggani) where the people and the king were gentiles. A blood compact was supposed to have been effected between the two. They also drank each other's blood, according to the account. The king converted to Christianity, as did his wife and one of the children, three of the king's brothers and many noblemen and peasants. After 22 days, De Castro again set sail and reached the banks of a river in a place called Soligano (could be Surigao or Siargau), where the king and his queen were also converted as well as two of his daughters and many others. The clincher is that on that same island, he also converted to Christianity the king of Butuano, whom they called King John the Great, and the king of Pimilarano (from Dumankilas), also christened John, and the king of Camisino, who was called King Francis. "Thus were also converted to Christianism the wives and children of these kings, and many of their subjects." Antonio Galvao recorded a trip to Borneo made by a Pero Fidalgo, another Portuguese, on a junk. The seamen sought shelter on an island they named Lucoes, since that was how the inhabitants called themselves. On a Portuguese map from around 1560, a caption reads: "Coast of Lucois and Laos, along which Pero Fidalgo traveled on his return from Borneo on a Chinese junk; he sailed along this coast in a storm and came upon Lamao." The bibliography on the history of the Philippines in these early centuries generally centers on Spanish sources, but if the country is serious about writing a new history, both Portuguese and Mexican sources, not to mention Southeast Asian, should be examined as well. If you're wondering why there isn't any mention of these early Portuguese voyages in the Spanish chronicles, remember that there was the Treaty of Tordesillas, which gave the Portuguese, and not the Spaniards, the right to colonize the Philippines. Francisco Mindanao Times MATI CITY, Davao Oriental – The leadership of the new city is looking into drafting a master plan that will develop its resources, including the rehabilitation of the 400-hectare Menzi Agricultural Estate which is being run by members of its cooperative. Richard Villacorte, aide to City Mayor Michelle Rabat, said the initial proposal is to develop the estate, which is popular for its sweet pomelo and mango, as its development has been stagnant. Villacorte pointed out that the city government is already negotiating with a planning company that will come up with a study that will show where the development will be implemented. Although the negotiation to start the study is still being finalized, he said, the city government is expected to unveil it within the next three months. Initially, the study will look into implementing programs for the next six years, with the first two years being the most critical period as this will reinforce the conversion of the municipality into a key city in the Davao Region. In the case of the Menzi estate, he said, the city government is interested because it can become a growth center of its own, although right now its growth has been stagnant considering that even when the Menzi Farmers Cooperative already borrowed money from the bank, nothing has taken place. A visit to officials of the cooperative yielded no result as no one was available to discuss the issue. Villacorte said that the development of the estate will create a ripple of developments to the newly-created city considering that it can also create employment not only among those who were beneficiaries of the Comprehensive Agrarian Reform Program but also those who live nearby. When the estate was still at its heyday as the fruit basket of then capital municipality of the province, it was among the biggest employers. However, the implementation of the agrarian reform program, which saw the area being distributed to its former employees, the activities started to slowdown. Villacorte said the activities can be revived if a good sustainable plan is implemented. “With our plan (of hiring professional planners), we will be able to make it into a growth center on its own,” he told the TIMES. “We want to make the estate into a mix-use development area,” he added, pointing out that by making so, the city will have already put in place one growth center which will eventually expand if development is sustained. On the tourism side, the city government is looking into developing the Langka-Luban-Cabuaya area, composed of the three barangays, which is about two hours by speedboat. The area is considered as a key eco-tourism one considering that it is where the Philippine Eagle sanctuary is located. The route between the city proper and the area is a “dolphin route” where dolphins are usually spotted. “Our initial idea is to make it more attractive but also to control the density of the tourists so as not to disturb the area,” Villacorte said, pointing out that another attraction is a lagoon. Aside from the natural tourist destinations in the area, this is where the historic lighthouse is located which the city is also sharing with the nearby municipality, Gov. Generoso. Another tourism is the development of its 20-kilometer waterfront whose development will be dependent on the study, Villacorte added. At present, there are already development like resorts, considering that the city has pristine white sand beaches, there is so much to be done to make it more productive, he added. Villacorte said another part of the study is to look into the housing backlog and come up with projection of how much is needed to address the problem and identify the areas where the houses will be built. “Right now, we don’t have data that will show us the real number of houses needed and that the areas suitable for resettlement,” he said. The city government is also completing the baywalk project which Rabat’s father Francisco started during his last term as mayor. Mati city mayor Michelle Rabat stressed that having this vast potential, the province especially the city can hardly stop the entry of mining investors. "We can't stop but we are also making sure that they are properly regulated in such a manner that they will practice responsible mining," she said. The local government of Mati City has been strict in choosing which mining company should be given permit. Infact, Vice Mayor Cesar de Erio cited three requirements that the local government is strictly requiring from the investors. "They must show us a development plan, their financial capability, and a clean track record," he said. These were said to be heavy requirements that no ordinary company could easily comply with. The city officials denied speculations that there are now a number of big scale mining companies that are operating in the city. Mayor Rabat clarified that there are only 7 applicants for small-scale mining operation while only 2 companies are under the big scale category. Rabat also clarified that the city government has nothing do with the temporary closure of operations of the HP Billton Mining. "It is an internal rift or legal battle now being handled by the private companies involved," she said. At the moment, the city officials have been very optimistic to see more investments in the mining industry. However, they have also remained cautious and watchful for any negative results that these investors might bring in to the community. Ms. Rabat confirmed that some speculators, most of them Filipinos, have visited the city to explore mining potentials. These speculators would then look for investors, particularly companies from mainland China, who can finance their operations. But when they fail to get backing for their projects, these speculators would leave the city and abandon their projects. "We cannot do anything about it. We cannot tell them to leave because they have all the right to speculate," said Ms. Rabat. Properly regulated However, she assured the city government will ensure that these speculators follow both national and local regulations. "We are making sure that they are properly regulated," she said of speculators. Ms. Rabat also pointed out that while there are about 8,000 mining permit applications in Davao Oriental, only a few of them are for mining activities in the city. The National Government recently approved the applications of two big mining companies and five smaller ones. One of these companies is Australian-firm BHP Billiton which is exploring nickel deposits in Pujada, an island about two hours by boat from Mati City. One official of the city, who declined to be identified, challenged the National Government to set up stricter rules and monitoring schemes for speculators. He said it must be a standard that when a prospector fails to invest in the area in the next two months, the company must be eased out to pave the way for a new investor with the financial capacity to take over. "In this manner, the city will be able to get the investment it wants," he said. This problem is one of the issues that Davao Oriental Gov. Corazon Malanyaon wanted to address. But Ms. Malanyaon said this is a difficult issue considering that it is not the local government that approves mining applications. Ms. Malanyaon said the National Government should devolve this function to local government units because they are directly responsible to their constituents and they have the obligation to see to it that the mining companies abide by the laws. At present, she said, the provincial government can only scrutinize and subsequently approve small-scale mining applications. Upon assumption to office in July, Ms. Malanyaon suspended the granting of small-scale mining applications after the local mining sector was hounded by controversies, including the arrest of a mining official for bribery. Months later, Ms. Malanyaon lifted the suspension that resulted in the provincial government collecting about P2 million in fees in six months, or 10 times the collections in 2006. — C. Q. As such, Davao Oriental Vice-Gov. Mayo Almario instructed Provincial Secretary Chito Gregorio to get a certification from the Dept. of Tourism-Region 11. Gregorio got the Certification from Dept. of Tourism Regional Director Sonia Garcia. With the certification, plans for its realization can be fully implemented. These include the upgrading and cementing of the road leading to Brgy. Lawigan, passing through Waniban. The move came after concerned residents asked the assistance of Congresswoman Thelma Z. Duallo DXHM-City of Mati City of Mati, Davao Oriental – Inmates of the Davao Oriental Reformatory and Rehabilitation Center can now be more certain that their health care can now be even more attended to with the construction of a mini clinic inside the Center. Provincial Health Warden Dominancio de la Cruz reported that the mini clinic aims to give immediate response to the health needs of the inmates. “With the mini clinic, minor illnesses of the inmates do not have to be brought to the Provincial Hospital. They will be attended and treated at the mini clinic,” he said. De la Cruz is happy with the commitment of the Provincial Health Office to help materialize his project. Earlier, de la Cruz emphasized that the Reformatory and Rehabilitation Center is keenly looking into the health and welfare of the inmates. To attain such goal, the inmates undergo a daily exercise routine. As an answer to their plea, the provincial government increased the budget for their food allowance. Gov. Cora Malanyaon said that such is already in the plan upon her assumption to office, as she is also adheres for the reformation of the inmates.. Dr. Fidel Japos of the Department of Education (DepEd) Southern Mindanao said 53 coaches would train the Davraa athletes in less than a month. "The training schedule is set after the Holy Week just when regular classes close for the summer break. The delegates will stay in Mati for the entire duration of the training period," he said during an interview with sportswriters at the DepEd Southern Mindanao lounge recently. Japos said they see no problem of holding training in Mati, which is about 150 kilometers away and a three-hour ride from Davao City, being the host of the Davraa Meet 2008 last month. "The Mati government is more than willing to host us again for training. They also have the facilities that we need. We will hire buses to transport the kids there," Japos said. "The coaches, chaperons and officials will be around to supervise their training so there's no room for worry," he added. Tesiorna Sunstar Davao DAVAO Oriental Governor Corazon Malanyaon said she respects the stand of the church against mining, but she was quick to add that she will not stop mining operations in her province for as long as there is no law prohibiting such. "For as long as mining is not outlawed, we can just regulate but we cannot absolutely prohibit it," she said. Davao Oriental is host to a $1.5 billion nickel mining project now being undertaken in the City of Mati. On Wednesday, three senior Roman Catholic bishops stepped up their campaign against mining operations as they launched the "anti-mining solidarity week." In a report, Bishop Sergio Utleg said they are against mining since it destroys both the environment and local communities. "Mining in the Philippines not only destroys the environment but has become the vehicle for the violation of human rights, enthnocide of indigenous communities, and even deaths," said Utleg. Utleg, chair of a special commission on tribal communities of the influential Catholic Bishops' Conference of the Philippines, charged that encouraging mining investment in this impoverished country was a violation of human rights. Bishop Ramon Villena, for his part, said only foreign and local investors were benefiting from the resurgence of the mining industry and not the people in the area themselves. Bishop Deogracis Iñiguez also said he hoped the anti-mining week would drum up support for opposition to the industry. The mining industry, which employs about 141,000 people, has enjoyed a revival in recent months. The government is targeting $6.5 billion in total investment in mining from 2007 to 2011. Francisco Published : 2008-03-24 Mindanao Times Louie N Rabat, Eastern Davao Chamber of Commerce and Industry, has called on the national government to hold a summit on mining so that the ground works to make the industry profitable and sustainable can be implemented. Rabat, brother of Mayor Michelle N. Rabat of Mati City, Davao Oriental made the call after observing that some speculators have been muddling the industry in the province “The problem is that these speculators leave the place after finding no financiers for their prospective areas. This sometimes discourages legitimate companies,” he said in a conversation with the Times. Rabat said the national government, through the Department of Environment and Natural Resources, particularly the Mines and Geosciences Bureau, should be able to come up with a clear-cut set of standards that mining companies should follow. He observed that most of those trying to take advantage of the mining areas in Davao Oriental were speculators who were just scouting for financiers particularly those from China as they did not have the capital for the projects, easing out legitimate companies. Most often, he said, the speculators would leave the areas if they could not find financiers, sometimes leaving behind big debts to local investors and the communities. However, he refused to name any of those involved in mining speculation in the province. Regional officials of both agencies refused to comment on the issue, saying it is up to the national agency to make a recommendation on the issue. Rabat’s sister, Mayor Rabat, earlier lamented about the speculators, but said the administration of the newly-created city government could not do anything because there were no local laws violated. ”We cannot tell them to leave because they have all the right to speculate,” she said, although she warned her government will throw the books at anyone who violates the local laws. At present, only seven companies were granted permits in the city, two of them big ones, including the giant Australian mining industry leader BHP Billiton which has a nickel exploration in Pujada, about two hours from the city proper by boat. The company’s entry, however, has been marred by protest actions from several non-government organizations which accused it of several violations particularly on the construction of its processing plant in Magum, a village within the mining project. Groups were protesting on it waste disposal plan, saying this will impact on the barangay and its people. A company official assured the villagers and the environmental groups that it would ensure the safety both of the environment and the people. Rabat also joined the call of Davao Oriental Gov. Corazon N. Malanyaon to empower the local government units in approving permits of big companies. Mr. Rabat, just like the provincial governor, said the local leaders should be given the opportunity to approve the permits because they have the greater responsibility of ensuring that safety standards are followed. From Downtown Davao, around two hours. * 45 mins to 1 hour from Downtown Davao to the junction of the National Highway and the road to Kapatagan. * 45 mins to 1 hour from the National Highway uphill on the Kapatagan road up to the Mt. Apo National Park Checkpoint. 2. Suggested Transportation. * If you want to go all the way up to Camp Sabros, a 4-wheel drive vehicle/suv is recommended. * You may bring any vehicle if you are willing to trek 1 km uphill to Camp Sabros. Just park your vehicle at the Mt. Apo National Park Checkpoint. 3. Location and Directions. Camp Sabros is in Kapatagan, Digos, Davao del Sur, Philippines, in the mountains 1200 meters/3900 feet above sea level. From Davao City, follow the national road en route to Digos City. Along that road you will see a Y-Road that leads you to either GenSan or Kidapawan. Follow the Kidapawan Route (slow down from this point on and look at the right side of the road). Before reaching the DASURECO (Davao del Sur Electric Company) compound, you will see a road on the right side of the highway with a sign saying “THIS WAY TO KAPATAGAN.” Turn right and from then on just follow the road to Kapatagan. When you reach the checkpoint to the Mt. Apo National Park / Mt. Apo Mountaineering Trail, the road to Camp Sabros is to the right and uphill. (I’ll make a road map and post it here soon.) The road to Kapatagan consists of alternating segments of concrete and dirt road of varying widths. Generally, the road is good and manageable, sometimes a little steep in parts. Sedans and small cars can be brought to Kapatagan but not up to Camp Sabros, which would require a 4-wheel drive vehicle. You can always park your vehicle at the Mt. Apo checkpoint and go on foot to Camp Sabros - a one-kilometer uphill hike. (tiring but fun) 4. Suggested Clothing. The climate at Camp Sabros is cool and sometimes wet and rainy (at times colder than Baguio). A good, warm jacket or sweater is essential. Rubber shoes are a must especially on rainy days (and moreso if you decide to hike up and down Camp Sabros). 5. Overnight Stay. Fireplace-equipped Log Cabins that can accommodate 4 to 10 persons are available for rent. * Php1,200 per night (good for 4 persons), * Php2,000 per night (good for 10 persons) 6. Food and Drinks, etc. You may bring food and drinks to Camp Sabros. The deli at Camp Sabros also serves food at affordable prices (P20-P50 per order!). The mini-store at the deli also sells instant food, chichirya (junk food) and other foodstuff, coffee and ice-cold beverages. Alcoholic beverages and cigarettes are also available for sale at the deli. Personal hygiene items are available at the deli store (sanitary napkins, soap, toothpaste, etc.). 7. Adventure, Entertainment, Amenities, etc. *Zip Lines (380 meters and 400 meters - the two longest in the Philippines), *Cable Car *Hiking trail. *Picnic Tables *Cable TV * Billiard Hall * Deli/Diner * Bar * Souvenir Shop * Clean toilets * Running Water. 8. Communications, Electricity. All major cellphone carriers have good signals at Camp Sabros. My Globe phone was on full signal bars when I was there. There is electricity on Camp Sabros, with occasional, brief power interruptions. 9. Admission and Fees. No entrance fees, no corkage fees. But we ended up staying in Gregorio Resort. Good. The place is newer and more affordable. At only P400 for a cottage, we already got enough space for twelve persons, a big table, a room, and a comfortable bed with mattress and two pillows. I enjoyed the place for its fresh sea breeze and clean water. My only problem was that videoke machines were everywhere and apparently, most cottage occupants liked to sing. I tried taking an afternoon nap but I couldn't sleep. Those shameless singers were just too damn loud! Oh well, I should always remind myself I only paid P400. Shouldn't expect much! The keynote speaker recognized the College's trust of producing graduates with critical mind and social responsibility. "You have now reached the point when you prepare yourselves for financial independence, and now ready to face the world," he told the graduates. Hew reiterated that though the graduates are still young, but youth is not an excuse for laziness because time waits for no one. Being a bank manager of the Rural Bank of Mati, Inc., he encouraged the graduates to save immediately from their first earnings. While still recuperating from stroke, Dr. Grace Lopez, College President opted to be with the graduates on their memorable day. When she accepted the responsibility of College Presidency, she introduced her kind of leadership for the young College. "My leadership is put in the acronym TOCWE,that spells Transparency, Open Communication and Work Ethics," she explained. Sunstar Davao THERE is a little known private beach resort in Sta. Maria, Davao del Sur that's been around for years and which is popular among locals. Owned by the long time Mayor Rudy Mariscal of Sta. Maria, the resort is accessible, simple and private enough for some quiet time with oneself or the family. Mayor's daughter Joyce happens to be a good friend of mine (we're both dog lovers and she is my kumare because we both have grandpuppies from our dachsunds whom we paired off), and the long put off plans finally pushed through one day when I needed to shoot some beach images for a magazine. It took two hours of a scenic and smooth ride to Sta. Maria by private vehicle to reach the Mariscal Beach Resort, otherwise known as Little Boracay. The sea was at high tide in the morning, but by lunchtime, the tide pulls back to sea and exposes a wide expanse of white sand beach. With the sparkling blue giving a tempting call for a cool swim, Kaloy did not hesitate to dive in while I and buddy Mark Ryan preferred to shoot the fisherboys. Lyn and Joyce did a little trek of their own by the rocky cliff side pockmarked with interesting patterns brought about by the impact of the waves. It's easy to reach Little Bora by public transport, non-aircon buses bound for Malita cost P80, Metroshuttle aircon buses at P142, while non-aircon buses are at P132. From Malita, ride a tricycle (P20 per head) and head for the beach. Entrance fee costs only P20 per head, and so is a fun banca ride along the shoreline. Cottages vary in shapes and sizes, and costs only P1000 a day for aircon cottages. There is no corkage fee on anything. Little Bora also has a canteen and a function room to accommodate seminars and retreats. We were treated to a sumptuous lunch of kinilaw and fresh sugba. We bade our goodbyes to Mayor Rudy, while I ogled at the numerous pet canines in huge cages looking out at us excitedly. Joyce told me the mayor loves to let these dogs loose running freely on the beach in the mornings. And I mean a couple of Rottweilers, St. Bernards, Pitbulls, Labradors, German Shepherds that are so adorable I would have loved to bring home one. Such, is the aftermath of the cityhood of Mati. "It feels good to have our people back here, and see for themselves the fruit of our efforts for the City of Mati," she said. On the fear now raised that Mati might go back to it's municipality status after the protest of the League of Cities, the Mayor lets out a very clear answer. "I have neither worries nor fears that the decision might be reversed. We are operating on a new budget since January. And who is to say we do not qualify as a city?" She explained that Mati went through the process for cityhood, which included the plebiscite that proved the resounding support and acceptance of Matinians to cityhood, and the declaration of cityhood on June 19, 2007. Rabat also cited the Supreme Court's directive to the Municipal Trial Court to adopt the cityhood bill of Mati. "So we have to work together to show and prove that we can make it," she added. Members of the Sangguniang Panlungsod with Cityhood Bill author then Congressman and now Davao Oriental Vice-Governor Mayo Almario are now in Manila to have more grasp on cityhood. Palacio Davao City (3 April) -- The ongoing implementation of the Padada main bridge project in Davao del Sur will now be in fullswing after the completion of the By-Pass (detour) bridge has been finished last March 30, 2008. All-round demolition works is being undertaken to pave way for the full-blast construction of the Padada main bridge. Department of Public Works and Highways (DPWH) XI Director Jerome dela Rosa, together with Assistant Regional Director Rey Tamayo and regional construction chief Engr. Zeny Tan have inspected the project construction site to ensure that everything is on place as DPWH Secretary Hermogenes Ebdane Jr. through Undersecretary Rafael Yabut. have instructed its speedy completion to smoothen traffic congestion. The project calls for a total reconstruction of Padada bridge along Digos-Makar road including the Construction of By-Pass Bridge and Approaches, Guihing, Hagonoy, Davao del Sur. Component of the project includes the construction of a 2-lane 92.50 l.m prestressed concrete bridge on bored pile (2 SPANS @ 26.25m, AND ONE (1) Span @ 40M); demolition of existing bridge; construction of 2-lane 75.0 1.m prestressed concrete bridge on R.C. piles (length per span - 25m.); constriction and demolition of two (2) units craneway; construction of reinforced concrete bridge approach slab; construction of drainage and flood control structure; and construction of bypass road (concreting of 2,796,969 m.; Gravelling - 1,040.00 m.). The Padada main bridge has a contract amount of Php226, 982,195.93 and is expected to be completed before the year ends. Cruz Sunstar Davao THE municipality of Santa Cruz in Davao del Sur raked in another major investor following the establishment of multi-billion hydroelectric power plant of Hedcor in the area. According to Santa Cruz Mayor Joel Ray Lopez, a pipe-fabricating firm, the largest of its kind in Mindanao, also opened its facilities last Tuesday. "The International Pipe Inc, owned by the Puyat and Reyes Group, has set up and opened facilities in our town," Lopez said. He said that the pipe fabricating company was put up in the area in order to easily supply one of its major clients, Hedcor. "They will be the ones supplying the pipes for the hydro power project of Hedcor," Lopez revealed. Moreover, Lopez added that the close proximity of Santa Cruz to the bustling city of Davao as well as the tax holidays and non-fiscal incentives offered by their municipality to potential investors are the greatest assets of the province. Duallo City of Mati, Davao Oriental (18 April) -- A flourishing local economy is what the all new Mati Public Market aims to bring as it starts operation by June of this year. In a recent meeting of the City of Mati Market Board, the Board successfully came up with tentative dates leading to the opening of the new public market. These include the last day of raffle for the remaining stalls on April 21, the final adjustments on April 23-26, and the release of the Certificate of Awards on April 25-30. Other stalls were already raffled in the last three months. The month of May is set for the turn-over of the new public market by the contractor to the city government, installation of store improvements, simple ribbon cutting rites, transfer period from the alternate public market to the new public market to the all new public market, and the closure of the alternate public market. A most fitting date was also scheduled for the grand opening of the new public market, on June 16, 2008, three days before the celebration of the 1st Araw ng Mati. Applicants and lucky vendors complied all the requirements entailed in obtaining a stall in the new public market. Requirements are Application Letter, filled-up personal data sheet, Business Permit, Certification from the City Treasurer's Office, Certification of Attendance to a Solid Waste Management Seminar, DTI and BIR certification. The city government of Mati is optimistic that the new public market will spur a more active economic flow in the city, as it is also expected to encourage entrepreneurship. In one of the Board meetings, a resolution was approved requesting the Mati-PNP to make a traffic scheme for roads leading to the public market. Market Board Chair Richard Villacorte is all high hopes for the market. "Finally, we will see the realization of this project. Undeniably, critics are in doubt before to this project. Now, with only finishing touches left, we can say we've done a major accomplishment. This is something other lgu's will replicate. We already foresee that local officials from other places will come see for themselves what we are talking about," he said. The new Public Market is a project under the Mindanao Basic Urban Services Sector (MBUSS) of the Asian Development Bank, funded through the Land Bank of the Phils. The Governor stated that the province will not sacrifice its ecology and said that despite plans of the national government to promote mining industry in the province, the Governor said that mining should not get in the way of the natural wonders of Davao Oriental. During the Kapihan sa Kapitolyo in Mati held last Sept. 17 at the Provincial Mansion, Gov. Malanyaon cited the plan to extract the huge nickel deposits in Mt. Hamuiguitan in San Isidro town. The province disallowed the mining firm to operate in the protected area which is home to large sprawl of pygmy forest populated by bonsai trees, a condition caused by minerals present in the soil. The move to protect Mt. Hamiguitan according to the Governor is a testament to the commitment of the province to preserve its environment. She also reiterated that the Provincial Government is not against mining per se but said that the environment is their priority. The Regional Development Council has outlined a regional development plan that identifies Compostela Valley Province and Davao Oriental as a mining hub. Davao Oriental is identified as one of the most mineral-rich provinces in the country. According to the data of the Mines and Geosciences Bureau of the 80,000 mining tenements about 30,000 are located in Davao Oriental. Among the minerals abundant in the province include, chromite, nickel, copper, manganese and gold. Aside from minerals the province is gifted with natural attractions like the Mt. Corazon Malanyaon prefers to downplay it, preferring to promote agriculture instead and the ecology. The province reportedly has rich deposits of gold, nickel, copper, chromite, and manganese, and the Mines and Geosciences Bureau of the Department of Environment and Natural Resources said Davao Oriental has 37,000 of the 87,000 mining tenements in the country. Malanyaon, in an interview, acknowledges that mining is a lucrative industry, but she would rather not push it too much. In fact, she has certified the province’s proposed environment code as urgent to ensure that mining is regulated in Davao Oriental. Despite her not-so-warm approach at mining, some mining firms are still able to operate in the province. The governor was quick to point, though, that these were already there even before she became governor. But she vowed to assert regulatory measures to preserve the province’s environment. Malanyaon said she would rather focus more on agriculture, and says she now has an agricultural program to help ensure that her constituents’ household monthly income will be at least P6,000. At present, 35 percent of the households are still earning below that amount. The governor said she intends to promote market-oriented crops like the cassava instead of just concentrating on coconuts, which is Davao Oriental’s top produce. Malanyaon said they are now talking with China so that local farmers can export their cassava their. The province, she said, is also looking at the possibility of planting oil palm, abaca, and rubber. Aquaculture is yet another possible area that Davao Oriental can venture into, she added.
