Mati intensifies focus on tourism, agriculture

MATI CITY, Davao Oriental – The city government is urging investors to consider the potentials of the city in agriculture and tourism as it intensifies its promotions for the place.
Mayor Marie Michelle Denise N. Rabat said the city government has identified tourism and agriculture as the main sectors to develop, but admitted that it does not have enough money to fund the projects because its cityhood has yet to be finalized.
“We are now working with a budget of a municipality, so we will just have to maximize our funds in developing our programs,” said Rabat as the city among the 16 cities whose cityhood has yet to be finally awarded to them because of the case filed before the Supreme Court which has yet to rule with finality on the issue although it earlier ruled that the cityhood was constitutional.
At present, the city government has about P200 million in budget with about P50 million coming from local collection. Had its cityhood not put in a freezer, the city government would have a budget of about P500 million.
It was its failure to generate a P100 million local collection that led those other cities to question its creation. This was because Congress amended the Local Government Code to raise the local income requirements of new cities to P100 million from P20 million.”
But Rabat, who succeeded her father as mayor, said that many of those cities passed earlier did not have a P100 million collection, but many of them complained about the creation of other cities.
She urged investors to look at the city’s potentials considering that it is among the areas in the Davao Region that have beautiful beaches and other natural spots.

Rabat explained that her administration has campaigned for making the city an eco-tourism destination considering that its coastline is a hatching site of four kinds of turtles, the Philippine eagle is found in its forest and dolphins are seen on its seas.
Some investors have started responding to the call as there are already who have gone into land-banking. They are just waiting for the right time to make fullblown investments, said Rabat.
Two years ago, the Board of Investments included the coastline of the city and the entire region as among the areas that it would promote to investors. Gil M. Dureza, head of the agency in the Davao Region, said this is because the beaches of the city and other areas of the region are comparable with other beaches regularly by tourists.
On agriculture, Rabat said the city government is into implementing the One-Barangay-One-Product mechanism, which is patterned after the One-Town-One-Product concept of the Department of Trade and Industry.
However, she said the city government has modified the concept by clustering the 26 barangays based on products that they can produce in volumes.
“We need to implement an attitude shift to make the people realize that we must not rely solely on one crop,” she said in reference to coconut, the main crop not only of the city but also the entire province.
Right now, she said the city government has gone into developing farms for vegetables, bananas and even rubber. “What we are looking at is developing our production so that we will have bigger volume. When there is volume there is market,” she added.

Bansalan Barbeque Avenue was formally opened. The project was financed by Pepsi Cola Philippines in coordination with the Local Government Unit of Bansalan Davao Davao del Sur. Pepsi Cola had invested 456,0000 for the construction of the stalls and the LGU had allocated 250,000 for the walling of the foundation. This newest attraction in Bansalan is the first Pepsi Cola financed Barbeque Avenue in Mindanao.

Bansalan Barbeque Avenue is located alongside of Miral River Bridge, fronting Gulayan ng Bayan. Barbeque vendors who used to do business at the center of the public market were given clean and decent stalls in the new business site. Pepsi Cola will soon install a wide television screen to attract more customers. During the opening, hundreds of Bansaleños and visitors from the neighboring municipalities were excited to enjoy the taste of the so-called "barbeque sa Miral". The Honorable Mayor Edwin G. Reyes graced the occasion together with the executives from Pepsi Cola Philippines.

The establishment of Bansalan Barbeque Avenue had upgraded the image of Bansalan's business and food industry. The good ambience captivates the attention of the customers to spend the night alongside the Miral River. Its economic impact will surely contribute to the development of Bansalan which was proclaimed by the Deparment of Finance as being upgraded from second class municipality to a First Class Municipality several months ago. ---------------------------------------------:)

MATI, Davao Oriental (PIA) – Preparations are now underway for the staging of this year's colorful 10th Sambuokan Festival with several events calendared for a week-long celebration in October.

This was disclosed by Mati Mayor Michelle N. Rabat in a forum recently.

After a series of meetings conducted by the local government unit (LGU) of Mati chaired by Rabat, the different committees created for this year's Sambuokan Festival came up with various activities of the week-long celebration that will start from October 26 to October 29.

As organizer, the Tourism Office is now busy preparing for the big event, the Sambuokan Festival 2010, one of the Philippines’ most colorful festivals which will commence on October 26 with daily activities and programs until October 29.

The organizer is working doubly hard to make the town of Mati sustain the confidence of the business community.

One of the highlights of the program is the Indak-Indak sa Kadalanan – Street Dancing Competition that will bring together the best contingents of the festival coming from different schools in elementary, secondary and tertiary for a unified celebration and present its distinctive dance elements, colorful and creative costumes, and legendary stories.

Showdown and street dancing represents the oneness of the Sambuokan and the opportunity for the public to witness the colorful activities in one place at one time which will be routed along Mati's main thoroughfares and presentation per contingent at the Mati Park and Baywalk.

Expected influx of local, national as well as foreign tourists will bring in cash flow and economic surge during the Sambuokan Festival period.

Sambuokan is from the Visayan word "buok" which means "one. "

The local government then, thought it was over, not until they noticed that the festivity was responded only by the people in the local government.

As such, all the efforts were exerted to explain to the people that Sambuokan Festival is for all the people of Mati.

Sambuokan Festival then became a Sambuokan of politics, politics of accepting people from all walks of life, and from different denominations and economic status.

And whatever happens to Mati, Sambuokan Festival, already acclaimed as second to the Kadayawan Festival of Davao City, will stay, the way Mati stays in history, as a place rising from uncertainty to firmness, and from indifference to focus.

Mati domestic airport to re-operate soon

Mati, Davao Oriental (23 September) -- Matinians, as well as residents from neighboring municipalities are now anticipating with excitement to the re-opening of the Mati Domestic Airport, signaling the start of more opportunities for Mati, particularly in business and tourism.

Mayor Michelle Rabat welcomes this new development very heartily, saying "I am happy that soon, we can again benefit from the services of our airport. This is a refreshing development after what we've been through with our cityhood struggle."

As yet, the rehabilitation is on-going, and sources from the Air Transportation Office revealed that they are currently working on the lights and markings for the airport runway.

Board Member Eric Rabat of the second district of Davao Oriental is quite nostalgic about the resumption of the airport's operation.

"This was the dream of my father, the late Mayor Paking Rabat. When he opened the airport in 1976, he had nothing but high hopes that the airport will spur development for Mati, and true enough, we are getting in there," he stressed.

Most appreciative to the efforts of opening the airport again are residents from the first district of the province, comprising of six municipalities.

Once the airport is ready to operate again, they no longer have to travel long hours from their district to Davao City for their transactions.

Vice-Governor Mayo Almario stressed optimism with the re-opening of the airport.

"Though there is no definite market the whole year round, it's worth giving a try. After all, the road leading to the airport is accessible, the airport is already there, and airline companies don't need to purchase new units of aircraft since they can just change the routes of their aircrafts," he explained.

The re-opening of the Mati Domestic Airport is considered as one of the windows that would bring in high hopes for the city after it failed to get the cityhood approval from the latest ruling of the Supreme Court.

Mayor Michelle Rabat foresees more for Mati, until the day will come for Mati to get what it rightfully deserves.

Irrigation system planned for Davao Oriental

The provincial government of Davao Oriental in cooperation with the Department of Agriculture’s Mindanao Rural Development Program (MRDP) will be setting up an irrigation system, which will supply water to 1,600 hectares of rice field.

A P252 million irrigation system will be set up in Cateel town in Davao Oriental, the Agriculture Department said in a statement yesterday.

The provincial government of Davao Oriental will be submitting project proposal documents to the World Bank for approval, Freddie C. Bendulo, Provincial Planning and Development Coordinator, was quoted saying in the statement. -- Kathleen A. Martin

Large investments are seen flowing to Davao and environs mainly in power, agro-forestry and housing.

The Board of Investments (BOI) generated P10.5 billion worth of investment leads from Davao and other parts of Mindanao in a roadshow on the Investment Priorities Plan in Davao City recently.

BOI executive director Raul V. Angeles said in an interview the roadshow is part of an information drive in key cities in the provinces to entice more investors from the regions to register their projects with the BOI and avail of its incentives.

Angeles said the success of the Davao leg was especially auspicious as the campaign covered nearby provinces.

"Outlook of investors is very bullish. Davao’s local economy is growing," Angeles said.

There were 16 investment leads valued at P10.27 billion generated during the roadshow held at the Apo View Hotel. Five other projects worth P30 million were approved on the spot.

The biggest of the leads is a P6-billion hydroelectric power project to be undertaken by Hedcor Inc. in Compostella Valley.

Another major project involves the production of Cavendish bananas by Middle Eastern-owned Aztropex Inc. in Sultan Kudarat for P1.5 billion. Aztropex is one of the biggest banana producers in the Davao region.

Phoenix Petroleum is mulling a new oil depot in Cagayan de Oro City for an investment of P500 million.

Kenram Industrial and Development Corp. based in Tacurong, Sultan Kudarat. plans to invest P470 million for the production of crude palm oil. Kenram is engaged in production of palm oil and in milling and refining palm oil, palm kernel and any of its by-products.

Franklin Baker Corp. will invest another P450 million for the production for export of toasted coconut, white sweetened coconut, coconut concentrates and coconut cream in its facility in Sta. Cruz, Davao del Sur.

Anflo Banana Co. is investing P250 million for the production for export of Cavendish bananas in Compostella Valley.

Other projects include two low-cost housing projects by CGU Housing in Davao City worth P224.75 million and P90.75 million; a low-cost housing project of Phoenix Housing, P150 million; production of natural rubber by FARMA Rubber Industries in Talaingud and Bansalan towns in Davao del Norte, P150 million; plastic packaging production by Richpark Plastic Manufacturing Corp in Panabo City, P103 million; amusement park by Emar Amusement Park in Davao City, P100 million, among others.

Given on the-spot approval at the Apo View Hotel where the presentation was conducted were Nakayama Technology Corp. for the production of engineered bamboo, P10 million; IT firm Virtuous Business Solutions, P10 million; San Isidro Fruits and Processors Corp. in San Isidro, Davao Oriental for the production of banana chips for export and two IT services firms Zip IT Solutions and Reliance Transcription.

Other roadshows were also held in Cebu, Dagupan, Tagaytay, Naga, Bacolod and Cagayan de Oro.

DAVAO CITY -- Chinese companies are interested to invest in Davao Oriental, particularly in mining and property development projects, provincial officials said here yesterday.

Last month, Davao Oriental Governor Corazon N. Malanyaon met with a delegation from Wuhan City, China, whose vice-mayor noted businessmen in his city are interested in exploring the potentials of Davao Oriental.

Ms. Malanyaon’s consultant on industry and trade, Jose L. Calub, said in a phone interview yesterday that the provincial government will send a trade mission to China next month for follow-up talks.

Among the major investors in Davao Oriental is Sinophil Mining and Trading Corp., a Chinese-Filipino joint venture which is into mining in the town of Governor Generoso.

Belinda Q. Ambi, head of the provincial office here of the Department of Trade and Industry, said separately that the entry of Chinese companies will mean more jobs and revenues for the province. "Given the extensive opportunities waiting to be tapped and encouragement from the current leadership, there’s no reason for investors not to invest in Davao Oriental," Ms. Ambi said.

Ms. Malanyaon earlier said that her administration will strengthen the promotion of the province as an investment site, particularly in agriculture. The province is a major producer of coconut and also has mineral-rich neighbors like Compostela Valley where Diwalwal gold mining site is located.

The Pujada nickel concession in Mati awarded to Asiaticus Management Corp., a Manila-based company, is among the biggest mining projects in the province that has yet to start. In addition, there are pockets of small-scale mining areas in the province. But the provincial government suspended the issuance of mining permits after several groups ventured into illegal mining, while others were suspected to be just speculating. -- CQF

NO ONE from this generation and in the future can duplicate nor surpass the highest achievement of a native from Davao who reached the
milestone of his basketball career. I believe not in this decade nor in the next century a Dabawenyo will ever play in the Olympics as member of the Team Pilipinas Basketball Team.

As Davao Star Poypoy Madrazo once said, “How do you expect to reach the Olympics when our RP team can not even qualify in Asia? We better stop dreaming because many of the basketball teams in Asia including Middle East countries have grown taller and heftier and has been training in the US for almost 3 years whereas our Philippine Team is hastily organized and prepared, at most, 6 months.” No Dabawenyo will ever make it to be a part of the Philippine Team and will participate in the Olympics other than Malita’s Wonder Boy, Loreto “Boni” Carbonell.

An Ateneo High School graduate who started as a working student to support his education, Boni learned the basic fundamentals of basketball in the Ateneo under the guidance and training of the late Fr. Cronin, SJ, a former US NCAA star who later joined the Jesuit Community. Together with the late Fr. Rudy Malasmas, he considers Fr. Rudy as his mentor during his days at the Ateneo de Davao. It was the late Brgy. Captain Kuning Reta who gave him all the support financially to reach Manila and he tried his luck at San Beda College.

During my interview with him, “Yes Judge, I consider Mang Kuning as my parent.” Boni and Lito Bangoy were the adopted sons of Mang Kuning when they started out their basketball careers in Manila.

He played with the San Beda Red Lions from 1953-1957 and captured the NCAA title in 1955, 1956 and 1957 season. Later, he played with the YCO Athletic Club owned by Mr. Elizalde and for 7 years, YCO was the National MICAA Champion and Boni was part of the champion team for 5 years. His first stint with the Team Pilipinas Quintet started during the 1956 Olympic Basketball Tournament in Melbourne, Australia. In 1958, he carried the Philippine Colors in the Asian Games Tokyo, Japan and won the gold medal. He was on a mission again when Team Pilipinas played in the 1959 FIBA World Championship in Chile, landing 8th place. In the first Asian Basketball Conference (now FIBA-Asia) held in Manila in 1960, once again Boni together with the RP Veterans Caloy Loyzaga and Carlos Badjun
captured the Gold Medal.

Wow! What a record! Boni has retired but not tired to come home to Davao on December 7 to receive the most prestigious and highest award ever bestowed to Davao’s Greatest Basketball Player of All Time, the Hall of Fame. Congratulations to the Wonder Boy of Malita, Davao del Sur. We are proud and honored of your accomplishments. Mabuhay ka, Boni!

Enfinity Phils to invest $1 billion for RE projects

MANILA, Philippines - Belgian based firm Enfinity announced it will be investing $1 billion in the Philippines through its local firm Enfinity Philippines Renewal Resources Inc for its 500 megawatts renewable energy projects.

Enfinity Chief Executive for Asia Pacific Gino Van Neer said that their firm will finance, install and operate at least 500 megawatts with estimated investments of $1 billion in the next three to five years.

During the memorandum of agreement signing yesterday held at the Board of Investments (BOI), Van Neer said that they can build a 10- megawatt solar energy facility six months. A 20-megawatt facility will take six to nine months to construct.

“We are the fastest in the market. What differentiates us is our speed in bringing electricity in the Philippines,” he explained.

In 2011, Enfinity is expected to have already infused P9 billion in the local energy industry. The solar energy projects are in Tarlac, Zamboanga and Davao. Each will have 20MW plant. Van Neer estimated the investment to be P1.5 billion per 10MW. The company needs 20 hectares of land per 10MW.

The first MOA signed yesterday was the MOA between Enfinity and Davao Del Sur Province and Davao del Sur Electric Cooperative Inc (DASURECO). The second was between Enfinity and Zamboanga City, Zamboecozone and Zamboanga Electric Cooperative Inc. (ZAMCELCO). The third was between Enfinity and the Province of Tarlac and the Tarlac Electric Cooperative In II (TARELCO II).

Likewise, Enfinity is finalizing its agreement with state-owned National Power Corp. (NAPOCOR) to provide cumulative 10 to 20MW solar capacity in isolated areas and islands of Luzon, Visayas and Mindanao.

As per the Department of Energy, Enfinity has pending applications for service contracts for the first 110 MW in Cavite and Mactan PEZA Export Zones for 50 MW and another 50MW in the Clark Freeport Zone. There are also applications for not less than 10 MW in Camotes Island, Dinagat Island Surigao de Norte, Polilio Island, Sibuyan Island, Casiguran Aurora Province, Sakol Island, Tawi-Tawi and Kalamansig Sultan Kudarat.

Enfinity already has three existing MOAs with Clark, PEZA and Tarelco I. these are for 120MW facility with an investment of $350 million.

Enfinity focuses on investing in photovoltaic solar energy and wind energy in various countries in Europe, Asia, Middle East and the US. It is the market leader in Europe in renewable energy and has investments of $2 billion worldwide.

MATI, Davao Oriental – Production of coco coir and organic fertilizer has started to become an emerging industry in this part of the country.
Davao Oriental Boardmember Eric N. Rabat said that at present, there are three processing plants in the municipality which are churning out about 10 containers a month with 19,500 tons a container.

“This production can easily be doubled,” Mr. Rabat, explaining that the production at present is a result of the long dry spell that hit Mindanao during the first semester of last year.

The plants can increase their production, they are just very conservative in their operations, said Rabat, owner of one of the plants.

The product, still considered raw materials, is exported both to China and Japan where it is used in several new products like beds, mats and the so-called geotextile, a fabric used in preventing soil erosion.

Rabat explained that because coco coir is a bio-degradable material, it has attracted markets in Europe and other countries that are into green technology. “In a way, we have become advocates of the environment,” he told the TIMES.

The production of this new product, he added, has injected P1 million to the economy of the municipality. “What I am proud about this is that it has created several jobs for our people,” he added, pointing out that each plant has 40 employees.

Earlier, Lornito Orillaneda, regional director of the Philippine Coconut Authority, urged coconut farmers to find ways to go into products other than copra to increase their productivity.

Orillaneda said emerging products like coco coir can become additional sources of income for farmers.

This is necessary considering that oil from coconut, the primary by-product of copra, being an international product has become hostage to international markets and is competing with other similar products like those from oil palm and other plants, he explained.

Rabat added that what makes coconut farming more enticing is that the waste of coco coir, which is a by-product of coconut husk, which farmers used to burn. At present, the processing plants by the husk at P600 a truckload.

The production of coco coir is also resulting in another supposed waste, coco peat, but technology has been tapped to convert this into organic fertilizer. At present, Rabat explained, the production of organic fertilizer is not much, but this can be increased when the demand increases.

Comparing the product with inorganic fertilizer, Rabat said a farmer can save up to 30% in fertilizer inputs if he or she uses organic fertilizer. “The real catch is that while the land becomes slowly less productive with the use of inorganic fertilizer because of acidity, using organic fertilize does not result in a similar effect. Its productivity is maintained,” he added.

The emergence of this new industry has slowly compensated for the closing down of the only copra processing plant in the municipality. The plant closed down after the company running it failed to pay its debt to the bank.

Based on the information from the municipal government the plant of the International Copra Export Corp. has been auctioned off for P1.5 billion by the bank.

Richard L. Villacorte, Mati administrator, pointed out that the “emerging industry” has cushioned the impact of the closure of the plant to the economy of the municipality. When it was still fully operating, the company was the number one taxpayer of the municipality.

The emerging industry, Villacorte said, can even be replicated in other parts of the province, an idea that Rabat agreed with considering that the province is the top producer of coconut in the country.

MATI, Davao Oriental – The municipal government has started training small fishers so they could locate in the 345-hectare mariculture park in an effort to intensify investments.

Richard L. Villacorte, municipal administrator, said the municipal government has approved 11 locators that have indicated to invest in 10-meters by 10 meters fish cage each. Unlike in other mariculture park of the region.

Many of these locators, some of them individuals while others are group, are small fishermen who are investing just about P1,300 each, Villacorte added.

To make these fishers capable of running their fishcages, the Bureau of Fisheries and Aquatic Resources has provided the municipal government the necessary technical assistance in training the fishers, particularly their caretakers.

In an attempt to come up with a bigger help to the locators, the municipal government has also started discussing with feeds providers for a “credit facility,” Villacorte added. “These people are not experienced in fish cage (operations),” he told the TIMES.

George B. Campeon, regional director of the fishery agency, said the mariculture park in the municipality has started attracting some big investors that he has not named. “We have a lot of inquiries, but the plans (of the companies) will materialize next year or within the next five years,” Campeon said.

With the help of the fishery agency, the municipal government is also coming up with a mechanism that will schedule the harvest of bangus (milk fish) in the mariculture park, considering that at present, only this fish variety is being grown.

“The mechanism sees to it that there is no flooding of bangus in the local market because oversupply, as we all know, brings down the prices,” he said, pointing out that the initial program is a “platform for small locators that will result in economy of scale.”

With the entry of small locators, the municipal government hopes that big companies will follow suit. In the next three years, the plan is to invite big companies to invest in the park particularly in growing the so-called high-value fish varieties like grouper.

Even just with the entry of small locators, Villacorte is confident that this will become a needed boost to the economy of the municipality, which has lost its city status after the association of cities in the country, some of them even smaller but were created earlier, questioned its citythood and those of 15 others before the courts.

Villacorte said the mariculture park is expected to generate more jobs particularly for fishers and will eventually result in bigger income for the local government. The cityhood status was scrapped after the Supreme Court agreed to the argument that, like the 15 others, that it must not be granted cityhood because its local income could not reach P100 million.

The P100 million requirement was an amendment in the Local Government Code which, in the original law, the municipality was only required to have a P20 million local income to become a city. The local income of Mati was about P60 million, excluding the internal revenue allotment from the national government.

Of the three original Davao provinces, only Davao Oriental does not have a city even when Mati has higher income compared with other smaller cities in the region and in other parts of the country because Congress only passed its cityhood after the income requirement was amended.

Compostela Valley, the fourth province in the region, was only created in 1998.

Ali Peek carried Talk ‘N Text on his massive shoulders and lifted the Tropang Texters to a rousing 86-81 come-from-behind win over Rain or Shine Saturday night in a PBA Philippine Cup road game in Digos, Davao Del Sur.

The heavily-built TNT center threw his weight around inside the paint, scoring seven points in the final four-minute mark of the tightly-fought game at the Davao Del Sur Cultural Sports Business Center.

A big 11-0 run down the stretch allowed the Tropang Texters to erase a six-point deficit with 3:35 left.

Their ninth win in 12 outings had the Texters tying idle Barangay Ginebra for second place in their heated battle for the twice-to-beat edge in the playoffs going into their much-awaited showdown next Friday.

Peek topscored for 25 points and grabbed 11 rebounds.

His basket underneath at the 1:07 mark finally put the Tropang Texters in front for good, 82-81, while his free throws with 17 seconds to go gave his team an 84-81 cushion.

Peek also had a key block on a driving Gabe Norwood in the final 55 seconds with the Elasto Painters trailing by a point.

Sol Mercado finished with 17 points for Rain or Shine, which led 81-75 with 3:35 left to play following a Larry Rodriguez putback off a Mercado miss.

But the Elasto Painters failed to buy a basket after that, costing them the game and pinning their sixth loss in 11 games.

Mercado missed a game-tying three-pointer in the closing seconds.

Mayor Michelle N. Rabat personally received the prestigious award last December 10, 2010 at the Grand Menseng Hotel during the awarding ceremony of 2010 DOH – CHD Annual Recognition, Quality in Health and Facility, Good Exemplary Practices in Davao Region spearheaded by the Department of Health (DOH), and Center for Health Development (CHD) , Davao Region. With her is Dr. Ben Hur Catbagan, Mati Health Officer and other personnel from the City Health Office.

Mayor Rabat expressed her gratefulness and commends the Mati Main Health Center team headed by Dr. Catbagan. She added that it’s a clear manifestation of the LGU ‘s unstoppable commitment to deliver quality health service to the constituents.
LGU – Mati bagged the Best Performing Botika ng Barangay 2010 of Barangay Mamali while the Local Health Board of Mati is named as Best City Local Health Board and is the National Nominee in Philippine Public Health Association in the National Search for the Best City Local Health Board by the Department of Health (DOH) and Center for Health Development (CHD).
Other awards are as follows: Award for having maintained the Continuous Quality Improvement Program or CQI. The said facility has coped – up with quality health services based on CQI. Good Practice – for its strong advocacy on Health Practices through Barangay Ordinances of Sanghay, Don Enrique and Brgy. Sainz during the Continuous Quality Improvement Program Assessment.
Moreover, LGU – Mati Main Health Office was surprisingly awarded as the SECOND PLACE for the Continuous Quality Improvement Program Assessment and the laudable initiative in the implementation of EXEMPLARY PRACTICE in Private – Public Partnership (PPP) Movement against Malaria – Pro – Active Networking.
Present during the awarding ceremony is DOH Asst. Secretary Dr. Paulyn Jean B. Rosell – Ubial, DOH XI Regional Director Teogenes F. Baluma, DOH – XI Officials, Doctors, Nurses, Midwives, & Governor Corazon Malanyaon.

Like the CQI program, Dr. Catbagan expressed his belief that “we are care to deliver health in quality service” for the constituents of Mati.

KUDOS! CONGRATULATIONS ! It’s a banner year for the City of Mati !

The Local Government Unit of Mati (LGU- MATI) bagged the SECOND IN THE HIGHEST RATING in the PHILIPPINES given by the Civil Service Commission for 2010 CITIZEN’S SATISFACTION CENTER SEAL OF EXCELLENCE, in the implementation of Anti Red Tape Act or ARTA.

After carefully going through the assessment and evaluation by the Civil Service Commission evaluation team, the CSC recently presented the award to LGU – Mati as second in the highest LGU in the country bureaucracy rates as VERY GOOD during the survey conducted by the CSC evaluation and survey team relative to the ARTA implementation and performance in terms of frontline services.

A simple and yet very meaningful awarding ceremony was conducted at the Grand Men Seng Hotel, Davao City last December 28, 2010 and it was graced by CSC Commissioner Mary Ann Fernandez – Mendoza and other CSC Region XI Officials and employees.

City of Mati received the award in its exemplars in the delivery of frontline services as tested by the public service delivery audit/ assistance volunteers of the civil service office to their clients. The employees were assessed in terms of providing services to their clients, structures and informing them the systems and procedures including physical conditions through conducting interviews to their clients.

The factors that were considered by the civil service as to the winners are: value of costumer, care of the fund as well as meeting the expectations of the transacting public for prompt, courtesous, responsive, facilitative and pleasant service. The CSC places premium in promoting morale, efficiency, integrity, responsiveness and courtesy in government service.

CSC Seal of Excellence Award is an additional recognition for the City Government of Mati. Aside from the plaque of seal of excellence the LGU also received cash prize.

Mayor Michelle N. Rabat personally received the award together with City Councilor Rosendo Linsag, City Administrator Richard Villacorte, HRMO Lucinda Ludia and Linda Gambong, AMEMDO President Dashiel Indelible and Executive Asst. Ludivina Mas.

Compostela Valley Province was awarded by the CSC for obtaining the rating of excellent. Coming in third after City of Mati as second in the highest is the City Government of Tacurong. Rank 4 is the City Government of Borongan in Eastern Samar, 5th Municipal Government of Burauen, Leyte, and the Provincial Government of Camarines Sur as rank 6.

Mayor Rabat personally handed the P 50,000 as cash prize and the glass of seal of excellence to the AMEMDO officials and members. The Mayor challenged the employees of LGU – Mati to continue the excellent performance to the constituents of Mati.

MATI CITY -- The City Government here is mapping out a better plan on how to protect and preserve the growing Philippine eagle population in the area.

Mati Mayor Michelle Rabat recently called a meeting with members and stakeholders of the Philippine Eagle Sanctuary Management Council (PESMC) composed of the Philippine Eagle Foundation Inc. (PEFI), the National Commission on Indigenous Peoples (NCIP), representatives of Barangay Macambol, the Department of Environment and Natural Resources (DENR), the Department of Tourism (DOT), along with invited guests from the mining company Asiaticus Management Corporation and the Philippine National Police (PNP).

In the said meeting, PEFI director for research and conservation Jayson Ibanez revealed their efforts on having the locally declared Philippine Eagle Sanctuary in Cabuaya declared as a "critical habitat". He said that by doing so, the Philippine eagles in the area, now numbering four, will be better protected not just by the local community but by the national and international communities as well.

Ibanez said they have already submitted to the DENR their proposal and are now waiting for the decision of the national government.

Strong LGU support

Mayor Rabat, meanwhile, expressed support for the PEFI`s effort to have the Cabuaya eagle sanctuary declared as a critical habitat, saying it is high time the eagle sanctuary (declared a sanctuary in 2003 by her father, the late Mati Mayor Francisco Rabat) is recognized at the national and international levels.

She said that the presence of Philippine eagles in Mati only shows how rich their biodiversity is. It was learned that aside from Mati, other areas in Davao Oriental where Philippine eagles have been sighted are Tarragona and Manay. But of the three areas, only Mati has been declared an eagle sanctuary.

Mining company Asiaticus Management Corporation (Amcor) also threw in their support for the preservation and protection of the Philippine eagle.

Arvin Carlom, Amcor community relations officer, said that as part of their contribution, they have spent for the delineation of the eagle sanctuary that falls within Amcor`s mining concession area. He said they will also be adopting a forest and mountain within the mining area that will serve as the eagles` habitat.

New chick

In Monday`s meeting, PEFI also shared the good news that a one-month-old eaglet was discovered in the nest of eagle couple Cabu and Aya. A team visited the nest on Tuesday to study the couple and their new chick.

City Administrator Richard Villacorte said they will soon be coming up with a "name the eagle" contest and will reward anyone who would come up with the best name for the new chick.

In 2007, the couple also produced an eagle named Cabuaya, who is considered to be the first-ever monitored juvenile eagle born and raised in the wild.

Ibanez said that since leaving the nest of her parents on September 2010, Cabuaya is now monitored to be staying at Sitio Macambol, Barangay Magum, which falls under the Amcor mining area.

Asked of the danger the new area poses to eagle Cabuaya, Ibanez said that so far they have monitored her to be constantly moving within the area thus they are certain that it is still safe. Amcor has also committed for the protection of Cabuaya while she`s staying in their area. (Ben O. Tesiorna)

MATI CITY – Local leaders in the city and province said political will to enforce a log ban is needed by the National Government, more than just an executive order (EO).

Last week, President Benigno Simeon Aquino III is considering imposing a total log ban throughout the country as a long-term measure to prevent floods. The idea came during the President’s visit to flood-stricken provinces in Luzon, the Visayas and Mindanao on Friday.

There must be a long-term intervention to all this flooding. Actually, I’m thinking of a total log ban everywhere in the country. By Monday, I’m hoping the executive order will be ready. That will drastically cut down the problem of illegal cutting of logs,” Aquino said.

Mayor Michelle Rabat of this city said that issuing an executive order is not enough. She said the President must also order a crackdown on the corrupt officials who are in cahoots with the illegal loggers.

“After issuing the EO he should also crack down on the corrupt DENR (Department of Environment and Natural Resources) officials, generals, governors, mayors and congressmen. Political will,” Rabat said.

Compostela Valley Governor Arturo Uy said he is optimistic that an executive order against illegal logging could be effective this time around provided that the enforcers, especially the DENR, would be serious this time.

“But that remains to be seen,” Uy said.

He said the ban would certainly cover Caraga, composed of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur.

People power against logging

Just last week, hundreds of residents of Barangay Macambol in Mati City picketed and prevented the holding of a plebiscite that would determine if a logging company would be allowed to operate in the said barangay.

Environment group Panalipdan led the protest action participated in by residents of the barangay just as personnel from the Commission on Elections were about to conduct the plebiscite.

Primo Solis, a resident and Panalipdan Macambol member, said they are opposing the re-entry of Maco Trading in their area. It was learned that last year, the said logging company was a holder of the Private Land Timber Permit (PLTP) and had harvested more than 1,000 linear meters of trees.

Solis said that what is worse is that even the roots of the trees being harvested were uprooted by the said logging company with the roots being washed at the barangay’s watershed thus polluting their water source.

Solis said their barangay captain identified as Edgardo Tanutan however wanted the logging company to operate in their barangay again, thus, the decision to hold a plebiscite to know what the majority want.

Sister Stella Matutina of Panalipdan Southern Mindanao, however, said the plebiscite that was supposed to be conducted was questionable as only the heads of each families are allowed to cast their votes.

The issuance of the PLTP does not come from the local government but from the DENR regional office. PLTP is a permit issued to a landowner for the cutting, gathering and utilization of naturally grown trees in private lands.

A politician is said to be behind logging operation not just in Macambol but in many other parts of Davao Oriental.

President Aquino said the government would immediately take action against groups involved in intentional logging with the issuance of the EO. The salient features of the EO, as recommended by the environment department, included the closure of forest areas that did not have a sustainable supply of lumber.

In a press statement, Malacañang said a total log ban policy in all primary forests will not only weaken the effect of climate change but also prevent flooding because trees prevent sediment runoff as forests hold and use more water than farms or grasslands.

The last time a total log ban was declared throughout the country was in 2004 when then President Gloria Macapagal-Arroyo imposed the ban after hundreds of people were killed in flash floods and landslides in Quezon province on November 29, 2004, in the aftermath of Typhoons “Unding” and “Violeta.” The ban was however lifted in March 2005. THE mining company that has a concession in a remote village in Mati City where the Philippine eagle lives has committed to adopt a forest and a mountain in their area for the eagle.

With the number of Philippine eagles growing in the locally declared Philippine Eagle Sanctuary in Barangay Cabuaya, one of the offspring of eagle couple Cabu and Aya was monitored to have transferred to a six-kilometer radius area that falls within the mining concession area of the Asiaticus Management Corporation (Amcor).

Jayson Ibanez, Philippine Eagle Foundation Inc. (Pefi) director for research and conservation, said the three-year-old eagle named Cabuaya, offspring of Cabu and Aya, was monitored to be staying in Sitio Magum, Barangay Macambol.

The location is within the Mineral Production Sharing Agreement (MPSA) area of Amcor that is presently doing preparations for their laterite nickel mining operation.

Ibanez said Cabuaya was staying in the area since October 2010 and is being constantly monitored through the transmitter that was planted by the Pefi personnel.

It was learned that Cabuaya is the first ever wild juvenile eagle in the world being studied by the scientists in its wild environment.

Arvin Carlom, Amcor community relations officer, said as part of their company`s contribution, they have spent for the delineation of the eagle sanctuary that falls within their mining concession area.

He said they will also be adopting a forest and mountain within the mining area that will serve as habitat of the eagle.

Mati Mayor Michelle Rabat said that if the protection of the Philippine eagle and the operation of the mining company in the area succeed, this will be a first in the country where environment protection and mining operation complements each other contrary to common notion that mining operation wantonly destroys the environment.

Rabat said her administration is throwing their all-out support for the preservation and protection of the Philippine eagle and is grateful to the mining company Amcor for doing the same.

It was learned that Amcor has already allocated several thousands of its MPSA area for the eagle sanctuary.

"They also promised that they would protect Cabuaya from all forms of threat as their company will really be affected if something bad happens to the eagle while staying within the mining area," Ibanez said.

He also reminded the public that killing a Philippine eagle would led to imprisonment and fine of as much as P1 million.

Ibanez revealed their efforts in having the locally declared Philippine Eagle Sanctuary in Barangay Cabuaya be declared as a "critical habitat."

He said that by doing so, the Philippine eagles in the area now numbering to four would be better protected not just by the local community but by the national and international communities as well.

Last December 2010, a chick was discovered in the nest of Cabu and Aya. The chick is estimated to be one month and a half old at present.

Ibanez said they have already submitted to the DENR their proposal and are now waiting for the decision of the National Government.

Rabat, meanwhile, expressed support for the effort of the Pefi for the Cabuaya eagle sanctuary to be declared as a critical habitat.

She said it’s high time that the eagle sanctuary declared in 2003 by her father, the late Mati mayor Francisco Rabat, be recognized at the national and international level.

Of the three areas, only Mati has declared an eagle sanctuary.

Not really my first post. :D I am registered on March 6, 2006 (click my username for my profile for more details) and was an active forumer in Cebu City and Province Thread. :D The reason why number of posts is so low because I don't post often and once the posts are archived, my number of posts will be reduced.

Anyway, I wish I can take photos for the Gaisano CitiMall but I don't have my own digital camera. Since I lived in Tres de Mayo, I can see the development when I passed by.

Hedcor to put up new power plant in Sta. Cruz

A 15-MEGAWATT power plant worth P2.5 BILLION is set to be put up by Hedcor group under a different name in Tudaya, Sta. Cruz, Davao del Sur.

Hedcor Tudaya Inc. (HTI), which is under a different financing Bank, is expected to be completed after 16 months.

HTI still needs to comply with 20 documentary requirements before they will start the project.
Engineer Rene Ronquillo, president of Hedcor Inc., during Wednesday's Club 888 at the Marco Polo Davao, said, "We need first to comply with all the necessary permits before starting the construction to avoid what had happened with the Hedcor Sibulan Hydropower plant."

Hedcor Sibulan has already spent around P50-P60 million in constructing the plant for their previous project at the Hedcor Sibulan, but the entire operation was temporarily halted due to some problems with documentation requirements and environmental compliance issue.

There would be two power plants--one located in the lower area while the other will be positioned in the upper part of the site.

Ronquillo said the construction will not take that long since they had already constructed the access road going to the lower plant from the main road.

Apart from this, they have been negotiating with different sectors in potential areas of hydropower plants like in Surigao, Compostela Valley, and a portion of Davao Oriental.

Okay, that's good, but can you share the pictures of the mall? I am not sure how progressive the city is pero digos is agricultural, but that does not mean na dili magprogress ang ciudad, naay problema sa LGU ni nga lugar, like mis-management or puro pulitika and red tapes coupled with its location (sandwitch ng DC at GenSan) kaya walang pumapasok na negosyante. If you compare digos with panabo or tagum, malayo na ang progress ng dalawang ciudad na ito. I can credit the progress of both cities to the LGU, natural resources ( GOLD), stretches upon stretches of banana plantations contributing billion peso on export. You post only those proposed and U/C projects with pictures (even tarps only) para tanan well-informed and the post is not misleading.

Okay, that's good, but can you share the pictures of the mall? I am not sure how progressive the city is pero digos is agricultural, but that does not mean na dili magprogress ang ciudad, naay problema sa LGU ni nga lugar, like mis-management or puro pulitika and red tapes coupled with its location (sandwitch ng DC at GenSan) kaya walang pumapasok na negosyante. If you compare digos with panabo or tagum, malayo na ang progress ng dalawang ciudad na ito. I can credit the progress of both cities to the LGU, natural resources ( GOLD), stretches upon stretches of banana plantations contributing billion peso on export. You post only those proposed and U/C projects with pictures (even tarps only) para tanan well-informed and the post is not misleading.

Yep. I also asked the relatives of my missus that the reason of the closure of McDonalds in Digos is not the political bickering. The sales is too low and I guess everybody knows the taste and the prices of the foodstuff in McDonalds.

And by the way @regjeex, the current mayor of Digos City is Atty. Joseph "Jojo" Roble Peñas, CPA. Arsenio Latasa is now a vice-governor of Davao del Sur.

Davao City-Lupon Fast Craft Service to Start Operation

There is now a faster way go to Lupon in Davao Oriental from Davao City and vice versa and this is through traveling via a fast craft ferry.
DANSPENTA General Services, Inc. is the shipping company behind the fast craft ferry project. The company will be utilizing a 150-seater fast craft from Japan for this service. It is also planning to use e-ticketing system for faster and more convenient ticket reservation and booking.

This faster alternative transport system will be servicing the Santa Ana wharf and Lupon routes which will eventually cut the traveling hours. This sea-borne transportation has an estimated travel time of 1 hour and 12 minutes non-stop.

The company has two fast crafts. The bigger fast craft will be used for public utility transport while the smaller one will be serving chartered tours. Additional fast crafts will be added depending on the demand, the company said.

Once operational, commuters can avail of a much faster one-hour trip from Davao to Lupon which normally takes two to three hours by bus.

The Davao-Lupon fast craft service is expected to boosts the tourism potentials of Davao Gulf.

FAST CRAFT FERRY have ceased operations already due to bad ticket sales and the stinky facilities of Lupon (sad to note) if only our LGU as well as d provincial govt. have concrete measures to at least extend a little help to the mgt. it could have been a very nice idea to have, i guess, the first and only fast craft ferry service in Davao Region until now. Sayang kaau:ohno:

i have tried the fast craft once and its like heaven going to DC from Lupon for like an hour and a half:cheers:

^^Parang Weesam and other FastCraft dito sa Zamboanga City...kaso yung iba nag ceased na ng kanilang Operation like Zamboanga to SJolo, tawi2x ,Cotabato,Pagadian,Ipil, and Sandakan Malaysia pero may operational parin Zamboanga-Isabela Basilan nlng ng Fastcraft na to...grabe kung makasakay ka nito parang airplane sa dagat :lol::lol: pero sayang namn if nag ceased na operation nito
