LAPD Headquarters

The police headquarters that broke ground in January is now 35% complete, keeping the project on time and on budget, according to the Bureau of Engineering. A $231 million, 10-story replacement for Parker Center, being constructed by Sylmar-based Tutor-Saliba, is rising south of City Hall where crews are now erecting steel frames. It is part of a three-phase project expected to cost about $420 million by the time it is completed in 2009. The main site, bordered by Spring, Main, First and Second streets, will house the 500,000-square-foot headquarters. One block away on Main Street, an 800-car Motor Transportation Division facility is planned. The headquarters' design includes an open plaza facing First Street and a small, landscaped park at the corner of Second and Main streets, as well as a 300-car LAPD garage. LAPD Headquarters
This one shot up in no time. Already working on the 6th floor. The blue fence at the bottom is on the sidewalk, which gives you an idea how far this building is set back from the street. Granted, they're supposed to widen 2nd Street as part of this project, but damn.

The crane arm has been dropped down because someone snuck into the site at night and started playing with the crane, as well as making off with some electrical equipment. Ironic that the building that's supposed to be the most secure in this building boom is the one with the worst security.

Why is this built not using the reinforced concrete mode? Is it only residential buildinds that need the reinforced concrete skeleton, not just the core like 90s office buildings? I wish all the projects were as fast as this one.

LAPD HQ

From earlier today. They've moved the crane over to the north end of the lot, hopefully to start work on the northern wing of the building. So far, only 2/3 of the building's footprint has been built, but that 2/3 is already topped out. Kind of a strange construction method if you ask me.

Why is this built not using the reinforced concrete mode? Is it only residential buildinds that need the reinforced concrete skeleton, not just the core like 90s office buildings? I wish all the projects were as fast as this one.

First thing architects/structural engineers consider is cost, then bringing the project in on schedule, but the main reason for the choice between concrete and steel is this, with concrete, you are building a structure that has a low probability of major alteration, that is why residential floors are lower than office floors, as the mechanicals stand less of a chance of being moved for tenants, and are overall never drastically altered.

With steel however, One, its erection time is faster, and you can, (with the higher floor elevations) alter any mechanicals, anywhere on the floor(s) from the core, or the entire floor(s) if needed, with room for major mechanical alteration, this is why Office towers are usually steel, and residential towers concrete, allthough this is not allways the case, it's 9 times out of 10.

And finally the LAPD building is an office building

Another $40 Million Hike for LAPD Headquarters

News Brief

The cost of the new LAPD headquarters being built in the Civic Center has jumped again, to nearly $437 million, and city officials say the budget could continue to escalate. Last month, the City Council approved an additional $40 million for the third phase of the project, a Motor Transport Division facility and LAPD parking garage. A report prepared by Chief Administrative Officer Karen Sisson and Chief Legislative Analyst Gerry Miller also warned that the project's price tag is expected to escalate again in coming months, because the city is still negotiating with the owners of the land where the third phase would be built. "Since land acquisition will not be completed until as late as April 2008, additional funds may need to be requested at that time," the report read in part. It is the latest cost increase for the project being built by contractor Tutor-Saliba. The development was initially approved by City Council in 2004 with a price tag of $300 million. The first phase - a 10-story police headquarters to replace nearby Parker Center - is more than 35% complete.

Get a Handle on Police Headquarters

The cost of the Downtown LAPD headquarters facilities went up another $40 million recently, reaching a staggering $437 million. The city needs to get a handle on this fast, because with construction costs still rising, a half-billion dollar project is on the horizon.

This is about more than just gasping at government expenditures, or raising an uproar over how taxpayer funds are being spent. What is clear is that someone has not done enough homework, that cost analyses were incomplete, and that leadership has stumbled. In 2004, the City Council approved a budget of $300 million for the project.

We do not dispute the need for a replacement for Parker Center. The current headquarters opened more than 50 years ago, is outdated and in poor physical condition. Construction on a replacement facility should have started at least a decade ago. That would have helped keep the price down by tens if not hundreds of millions of dollars.

The project, rising in the Civic Center on the block bounded by First, Second, Main and Spring streets, was opposed early on by area stakeholders who wanted a park on the site. That should not have stymied the building, but it should have spurred city officials to ensure that everything was in order with the development. Even when a groundbreaking took place in January, there were publicly stated expectations that the price would rise.

The project, expected to open in 2009, includes not just the main building, but nearby support facilities, among them a parking garage. Land acquisition costs for those other elements is uncertain, prompting city officials to warn recently that the budget remains unsettled for the development being constructed by Tutor-Saliba.

No one expects budgets for mega-projects to stay steady throughout construction; the unpredictable price of steel alone was always a cause of concern. But when costs rise to this degree, something is wrong somewhere else, too. The problem is almost certainly what it always is: change orders. They are difficult to plan for and contractors do not adequately allow for change orders in bids.

It inevitably turns out that some hole in the ground requires four scoops, not three. Or clay is being excavated, not the gravel that had been anticipated. Every adjustment in the construction means a change order. Every change order costs money not just for the extra work, but also for the paperwork required to bill for it.

On every major public project in memory, there has been a failure to plan for the cost of change orders. Every inch of every mile of MTA subway tunnel, it seemed, had some level of change order. As it happens, this sometimes involved the same contractor who is working on the police headquarters, Tutor-Saliba. To be fair, any contractor may well have charged for work not specifically in a bid, though maybe not every shovelful. The solution? Let's start with the city assuming responsibility and making plans so we don't hit $500 million. Or maybe this is where City Controller Laura Chick makes another splash with an audit.

437 million, for a 10 story police headquarters and "support facilitys", sound like someone is getting screwed, even if adjusted for inflation the total cost of the US bank tower, (a 73 story office tower) did not cost that much, it's cost in 1991, 310 million.

I've been in construction for 30 years, and never cared to much for Tutor Saliba construction, since there cost overruns and other problems they had with code violations during the construction of the red line, for the MTA.

Sould have taken Turner constructions bid...........

Chick Audits LAPD Headquarters Costs

News Brief

City Controller Laura Chick has begun an audit investigating costs associated with the new Los Angeles Police Department headquarters being built at First and Spring streets in the Civic Center. The price tag for the project, slated for completion in 2008, recently jumped to nearly $437 million and is expected to escalate further. The development was originally approved by the City Council in 2004 at a cost of $300 million. The audit will specifically look at whether subcontractors on the project, including architecture firm DMJM and construction management company Vanir, are complying with contracts. It will also focus on the city's Bureau of Engineering, to make sure the department is adequately overseeing the project. The investigation will be handled by KPMG, which provides audit, tax and advisory services. It is expected to be complete early next year. Also in Downtown, Chick is conducting an audit of the city Recreation and Parks Department's Quimby program, which charges developer fees to fund neighborhood park projects. Recreation and Parks has collected $120 million through the program over the past five years, and recently faced criticism from Downtown stakeholders and city officials for producing few results. That audit, also to be completed in early 2008, will focus specifically on Downtown.

Hey guys,

I've been an avid fan of this site for a long long time. My usual interests on this board are the San Francisco (hometown!) Developments and the Los Angeles (my 2nd home!) Developments along with anything to do with those cities.

I love looking at pictures that people post. I'm always taking pictures of both cities and anything city life related. I thought it was about time I actually contributed.

So I will definitely be posting a lot more often as I have tons of pictures I have taken of both cities and especially of SF. I love hearing comments back too!

^ Though it features some 1980's era design elements, it has a modernist flair to it with its sleekness and clean lines. On top of that, the amount of open space gives it a more civic-minded identity.

You could get a good look at the downtown skyline from, say, the BonaVista Lounge while listening to Norah Jones and sipping an Amstel Light.

But if you want something more raw, hang 10 stories in the air, leaning over the side of the new LAPD building's skeleton with saws roaring behind you like nuclear-powered dental tools, sparks from welders raining down behind you and nothing except two thick wires between you and a long fall.



The antithesis of a bar or an office, it's like hang-gliding over downtown and hitting "pause" when the view's just right. No desk phones here, no burnt coffee, nobody's TV lunch popping out of the microwave; on a windy day, the wide-open top floors don't smell like anything at all.

The view's a strange mix. Things you're supposed to see but never do suddenly become clear -- who knew there was a clock on the south face of the Los Angeles Times building? And things you're not supposed to see suddenly jump out at you. Note to whoever lives in the refashioned loft with the yellow couch in the Higgins Building: Get some curtains.

Some people can't stand the height. One engineer's knees knock together every time he goes up top. Not Dave Bowers; he loves it.

Dave Bowers is the concrete superintendent at the Los Angeles Police Department headquarters, rising on the square block bounded by 1st and 2nd streets, and Spring and Main. He spends most of his time on the ground.

Which is generally fine, but with the top floor open and the sky clear, when Bowers needs to scratch the itch to go as high as he can -- like a boy who wants to climb the highest tree just because it's there -- he just does it.

When those moments hit, Bowers hops on a steel-cage elevator to the 10th floor. He justifies the trip because he gets a bird's-eye view of the site and can peer down at his workers, checking their progress and looking for problems.

But the real reason is "it's bitchin' up here," says Bowers, who works for Tutor-Saliba, the project's general contractor.

It is bitchin'. Maybe that's why people crane their necks as they walk by, trying to see to the very top, where Bowers is standing, because they want to know what it's like. Maybe they glance skyward because this building is crisp and brand new, a full-fledged operation that gets bigger every day, not a static nip-and-tuck renovation.

Bowers wanders across the floor, dodging men pushing what look like plane propellers over concrete to smooth it out, and grabs his cellphone to snap a killer picture of Walt Disney Concert Hall like he's a tourist. He shot a photo the last time he was up on the 10th floor, but "this one is better," he says.

He lingers a bit longer, but soon his duties call. He has to get back to the ground floor, where the work site is muddy from recent rains. It smells like wet concrete and diesel down there, and you can't see Disney Hall.

Bowers calls for the elevator. He won't admit it, but he's a little disappointed. He's headed back to Earth.

I actually like that building but I can see where youre comming from. The building would look MUCH better if it was surrounded by high rises. (super talls)

From this morning. Glass on the south side makes its slow but steady march upward and outward. And cladding along the Spring St. side moves north along the first floor. I actually like the reflectivity of the glass. This building's starting to grow on me.

Yes, it's looking good. to me this building is a recompostion of shapes, with retro 1960's cladding, (as we all know, the 60's was the decade of the box, and mostly government buildings would put random, or staggerd window panels such as these to reduce the "plain" look of the standard glass system) but it's a nice "government" type of building, and certainly pays homage to most of what is already in Civic center, but what a striking contrast to the CalTrans building.

You'll all have to excuse my opinion though, i'm one of those old school guy's who believes that government centers, (federal, state, city) should all be of one master plan, with a department specifically for that purpose, and all buildings sticking to one type of architectural style, in the case of Los Angeles, City Hall and the annex addition.

In my opinion, if this idea was the standard, citys would have a better sense of stability and solidity, giving it's citizens the image of city government as one strong entity that knows it's civic purpose is to serve them, and their future, as well as a large visible marker that shows the city can also plan for it's own future, ensuring it's citizens the crediability of it lasting far into the future.

I think Parker should hit the road, literally...and even though I would consider this building too small by about a third and futuristic looking in an almost 60's kind of way- you're gonna see that view with City Hall in the background alot from now on...awesome :)

^^ I think it is small building but its adds more density to the area that wasnt there before. I like how the building frames City Hall in that 5th picture. And those trees, imagine those trees of golds, browns and reds in the fall playing off the Spring street facade. magical. Hopefully they plant more big trees between 2nd and 5th street on both sides of that stretch, also adding more benches.

Construction on the LAPD Motorpool (foreground) and Medallian project (background), both along Main street. After last month's Higgins Takedown, construction on the LAPD Motorpool site has moved quickly. Materials from the demolished gallery building and surrounding parking lots have been cleared, and site excavation continues.

In the next block work on the Medallion project is now moving up instead of down. Foundations have been laid and are rising toward ground-level. Only a portion of the eventual project footprint has been excavated, suggesting that the project will come online in stages. blogdowntown

good observation!

by the way,i was in that area the other day and that block looks great and futuristic especially with Disney hall in the background, and then you have the historic buildings as a back drop. perfect. When Grand Ave gets going and transforms the park and the parking lots, its going to be great. If only we can get rid of those damn county buildings!!

Perini Corp.'s deal this week to acquire affiliated construction outfit Tutor-Saliba Corp. for $862 million in stock is winning kudos on Wall Street even as controversy continues to swirl around a high-profile Tutor project: the new Los Angeles police headquarters.

Shares of Perini have climbed almost 5% since the construction company said Wednesday that it would acquire Sylmar-based Tutor. The stock rose 20 cents Friday to close at $40.06.

Tutor-Saliba is a private company that is majority owned by its chief executive, Ronald Tutor, who also is Perini's chairman and chief executive. The companies said the deal was recommended by a special committee of independent directors of Perini, which is based in Framingham, Mass.

Tutor, who abstained from voting, will serve as chairman and CEO of the combined publicly held company.

Tutor-Saliba, founded 60 years ago, has a long and, at times, controversial history of involvement in Los Angeles public works projects. It was the only bidder in 2006 to build the new home for the Los Angeles Police Department, and its initial bid was $43 million over the city's projected budget of $200 million.

This week, the city estimated that the cost of the new downtown headquarters had soared to more than $453 million and blamed the city's engineering agency for failing to provide proper oversight of the project.

In 2006, Tutor-Saliba, Perini and another company agreed to pay $19 million to the city and county of San Francisco to settle a lawsuit alleging that the firms overbilled for work done on an expansion project at San Francisco International Airport and manipulated minority contracting laws.

Tutor-Saliba also has been involved in controversies surrounding transportation-related projects in Los Angeles.

Under the deal announced this week, shareholders of Tutor-Saliba will receive shares equal to about 45% of the common stock of Perini. The deal is expected to close in the third quarter, pending approval by Perini shareholders.

Research firm Morgan Joseph said the deal would enhance Perini's profit margins and expand its reach into new geographic markets. Both companies have been active in Las Vegas, where Perini is the general contractor on the $3-billion Cosmopolitan Resort and Casino.

Audit aims to curb soaring LAPD HQ construction costs

Earlier this week, LA City Controller Laura Chick released an audit faulting the City’s Bureau of Engineering (BOE) for soaring construction costs related to the Los Angeles Police Department’s new headquarters underway on the corner of 1st and Spring.

This publicly-funded project has become one of the most expensive and visible projects the City has undertaken in recent years. When first budgeted in June 2004, the 500,000 square foot, ten-story building was priced out at $303 million, with a projected completion date of March 2009.

Project costs have now soared to $437 million, while the finish date for the main structure has been bumped back to May 2009. The audit also points out there is a 2008 budget request for an additional $16 million in General Fund dollars— not included in the $437 million budget— to purchase furniture, appliances and other equipment for the center.

A preview of the other style of glass, which will cover the rest of the unclad surface of the building, according to the renders. It looks very green and very transparent in person. Though it's hard to tell it's reflectivity because this area doesn't really get sky reflection.

At first blush, the thought of selling off the naming rights for the Los Angeles Police Department's new, $437 million headquarters seems gaudy, even unseemly.

After all, it's not as though city government needs to do any more to convince the public that it sells out to the highest bidder. Slapping the name of some deep-pocketed special interest across the very building that's supposed to represent law and order in L.A. would only add to that suspicion.

Plus, depending on who buys the rights, the resulting names could be disastrous. Glock Center? The Krispy Kreme Police Headquarters? Oscar Mayer Place?

But as problematic as selling off the naming rights could be, the alternatives may be even worse. Consider one of the current, leading contenders - the wonkish Police Administration Building, or PAB.

Sounds like pub. Or pablum. Or PB&J.

On second thought, maybe a corporate name wouldn't be so bad after all.DailyNews

They're really moving on that glass in the southwest corner. The different color and transparency creates an interesting contrast with the other glass. If the renderings are correct, this greener glass will form a band around the bluer glass on the top floor and where the construction elevator now sits.

At first blush, the thought of selling off the naming rights for the Los Angeles Police Department's new, $437 million headquarters seems gaudy, even unseemly.

After all, it's not as though city government needs to do any more to convince the public that it sells out to the highest bidder. Slapping the name of some deep-pocketed special interest across the very building that's supposed to represent law and order in L.A. would only add to that suspicion.

Plus, depending on who buys the rights, the resulting names could be disastrous. Glock Center? The Krispy Kreme Police Headquarters? Oscar Mayer Place?

But as problematic as selling off the naming rights could be, the alternatives may be even worse. Consider one of the current, leading contenders - the wonkish Police Administration Building, or PAB.

Sounds like pub. Or pablum. Or PB&J.

On second thought, maybe a corporate name wouldn't be so bad after all.DailyNews


I think the general public is smart enough to understand that selling "advertising" rights to a company doesn't mean selling out to that company. I DO love the idea of having a Krispy Kream Police Administration Building though. :)

Why not keep the name "Parker Center", or are they trying to shy away from "the ghosts of LAPD past".

Im so glad this building didnt turn out like the render as far as the glass goes. I was a little skeptic but now that the structure is almost done, I find it quite nice. :)

If you look closely in the upper right you can see they're installing glass on the 10th floor finally. It's the same greenish color as the glass on the left. It looks unfinished, though, as you can see a gap that exposes some of the structural steel.

Yeah, it is a harsh looking building, it will need plenty of green. I like the fact that they have a new headquarters, but I was never really convinced about this design. Massive block of granite.

Ahh! The LAPD building looks more encouraging by the day, as it moves closer to completion.

I like how the tiny pockets of greenery surrounding the building will help balance out the sterility and imposing nature of the 'Death Star' across the street. At the very least, it should make the area more inviting on the pedestrian-level with its wide sidewalks and green shrubbery. And if they go forward with that street cafe/bakery as planned next to that auditorium building, I can foresee it being heavily frequented by many office workers (from both Cal Trans and City Hall) and Little Tokyo residents.

The palm tree cluster on 2nd and Spring. What I really like about these trees is that they really compliment the colors in the building. The deep brown brings out the beige of the stone, and the palm fronds bring out the green in the glass.

Soil has been put down for the green space, which should be ample. It has a high mixture of manure, which combined with the rain has really created quite an aroma over this block for the last few days.

The new Los Angeles Police Department headquarters in downtown Los Angeles. (Hans Gutknecht/Staff Photographer)For now, the new Los Angeles Police Department headquarters has that new-house feel - the smell of fresh paint, static electricity off the carpets, walls absent of any hand prints.

Yet, in about two months, it will be teeming with life from police officers, politicians and the public taking advantage of its new park, a planned restaurant and the first public meeting space in more than three decades.

"We fought a lot of pressure and were able to prevent this from looking like a fortress," Councilwoman Jan Perry said Thursday during a tour of the 10-story, 500,000-square-foot complex.

Along with two nearby parking structures, $437 million went into the facility to replace the 40-year-old Parker Center.

"This was a time when all the shouting from the community paid dividends," Perry said. "We listened to their concerns and I think we have a better building for it."

Formal opening ceremonies are planned for late October, but LAPD staff will begin moving in within the next two weeks. The new building will have space for about 2,300 workers, allowing the LAPD to consolidate many downtown activities that are now spread around other buildings.

It will be wired for computers - including WiFi access for officers - with several large conference rooms to be outfitted with big screen televisions and systems to upload digital presentations.

One of the key public features is a more-than 400-seat civic auditorium, named after former Chief Legislative Analyst Ron Deaton, that will be used as overflow space for the Police Commission and a public gathering place for meetings.

To the south is a wide expanse of green space - requested by the community - adjacent to a new Police Foundation memorial and a restaurant to be called L.A. Reflections.

Within the structure there are security measures. Rows of giant palm trees at one end with large planters at another serve as effective barricades.

But it has an open air patio that allows views across the downtown area. The only thing above the chief's office is a helipad.

Mayor Antonio Villaraigosa said through an aide that the new building "represents the modern, progressive, state-of-the-art department the LAPD has become."

Nick Patsaouras, who headed the oversight committee on the project for several years, said the goal was to construct an attractive building while staying on budget.

"I see this imposing edifice as a reward to Chief Bratton and his troops for repairing the image of the department," Patsaouras said.

Patsaouras said the oversight committee also wanted to ensure the building would be welcoming to the public.

"That's the reason for having a plaza in front of it, so it can serve as a gathering place of open space for different occasions," Patsaouras said.

City Engineer Gary Lee Moore said he was proud the building was opening on schedule and under budget. Also, he said, the city was able to save about $70 million from the Proposition Q bond measure to enable remodeling of the former Rampart Station, as well as a new headquarters for SWAT and additional work on other police stations.

DOWNTOWN LOS ANGELES — Across the street from City Hall, crews are hard at work on the final touches that must be completed before the new Police Administration Building is handed over to LAPD next week. The 10-story headquarters is the centerpiece of a $437 million project that also includes the nearby Motor Transport Division complex on Main street and a parking garage on 1st street.

This afternoon, Councilwoman Jan Perry and City Engineer Gary Moore led a small media tour through the nearly-complete facility, which will be formally dedicated this month.

The headquarters building is roughly 500,000 square feet, and will consolidate LAPD offices currently spread out in several different facilities. 2300 LAPD officers and civilian employees will work inside the building.

A 400-seat auditorium will offer space for department meetings, but also for the community. "I expect there will be a lot of community meetings here," said Perry.

Police commission meetings will take place in a different hearing room inside the building, but the auditorium is wired up in such a way that it can act as substitute site for meetings with larger audiences.

While those who currently work inside Parker Center are likely thrilled at the prospect of the modern facilities inside the building, residents Downtown will spend much more time interacting with the abundant landscaping around it. Colorful, drought-resistant plants can be found on all sides of the complex, and a large lawn on 2nd street is surrounded by plenty of seating. A restaurant in the building opens out onto the park area, and is slated to be called L.A. Reflections.

On the roof of the restaurant is a memorial to fallen LAPD officers, accessed via a terraced lawn.


The building was designed by DMJM. Landscaping was designed by Meléndrez.

Nice pics 'Archies'.

I've gotta admit I'm very impressed with this building and think it does a fine job of complementing the "Death Star" right across the street. Despite being one of my favorite buildings, the Cal Trans building (Death Star), always comes off as aloof and has a way of alienating you with its seemingly impenetrable, fortress-like facade...whereas the LAPD building appears inviting, warm and gives you that sense of serenity.

The landscaping and sculptures does a fantastic job of humanizing that building of course...:)

I really like the generous amount of public space. And, yeah, the landscaping and artwork really soften an austere edifice and its environs.

Great pics and a beautiful, place-appropriate building that helps the whole neighborhood.

I also like how St. Vib's reminds you that you are really building on the bones of a Spanish village.

Now you need some people, some color and some curved lines. Besides City Hall and St. Vib's what tells me that I am in the cultural capital of the 21st century?

Hi guys! Thanks for the compliments on the pics. Here are some more I didn't put up last time, including some of someone enjoying the shady little palm "oasis" on the corner of Spring and 2nd. Although there isn't too much color in the architecture, I really like how all the colorful succulents stand out in the landscaping.

Wow! The before and after pictures are pretty depressing. Sorry I forgot to mention the last set of pictures was from a couple of months ago. The set before that is more recent, taken about two weeks ago. I was trying to think of why I didn't have any pictures of the park from my last visit, and now I remember why, haha. Even the palm trees look dead! I hope the give the park some attention soon.

Actually, after looking at a picture with a pretty good aerial view of the park from the more recent first set that I posted, it didn't look that bad. The grass must have died fairly recently within the last two weeks. I wonder if they stopped watering it?

No, the grass died because of the Gala last month. Blogdowntown is reporting that they are replacing the grass shortly and it will cost 13,000. It happened and now they are taking care of it.

I know grass. I've rolled it out and fertilized it and watered it- but when you cover it for the better part of just one day with a tarp or one of those bouncy things (my experience) no amount of water will bring it back. Lesson learned.

Thats weird, when I remodeled my house last year I covered 400 sq feet of grass with a tarp and piled a shitload of debri from the demolition for almost 4 weeks. After the clean up I thought I would have to replace my lawn but after about a week of watering the grass came back beautifully and still looks great today.

DOWNTOWN LOS ANGELES — It may have a few brown spots from the recent heat wave, but the lawn outside the LAPD's new headquarters is open and green for the first time in nearly ten months.

Sod was installed in mid-July, but the space remained closed off until this week while the new grass was given time to take root.

The 2nd Street space had been open to the public for just two months when a tent was installed atop it for the Police Foundation's "True Blue" gala. While the foundation was quick to accept blame for the lawn damage, an insurance dispute dragged out the process of replacement.
