My vote goes to Britney.

She got married twice (divorced them both), had two kids, shaved her head, attacked a paparazzi with an umbrella, went in and out of rehab several times, doesn't wear underwear, charged with misdemeanor hit-and-run and driving without a license, is going through a custody battle, and could face up to a year in prison.
