william :D August 31st, 2010, 09:59 AM ^^wow.ang daming tricycles ahh.ahaha, kelan daw opening ng talavera? lalo pa lalala ang traffic jan sa ilagan kapag natapos yang talavera at yung iba pang projects in the near future. :D pero mukhang kumpleto naman sa mga traffic signs.konting improvement pa sa kalsada kayang kaya niyan ang mga sasakyan,mejo buhol buhol pa kasi ang mga sasakyan. ;)

2 to 3 years from now...
* I beleive operational na ang six-lane diversion road ( masasabi kong ala expressway ang dating )
* operational na rin ang La Salette Hospital na talagang pinopondohan ng husto ang equipments and facilities ( with multi billion peso budget... ang narinig ko nga, 100 bilyon, pero at the very least, sabihin na nating 10B since gagawing kumpleto talaga at modern) .....
* Magkakaroon na rin dito ng Super mall... ( talagang hinahuggle nila to)
* mageexpand ng husto ang CBD since dinedevelop nila ang bagong commercial district
* Camella Isabela phase two is coming soon together with its cluster of businesses or Villar's mall
Currently....
*talagang pinapaganda ang existing CBD ng Santiago with all those lightings...
*Number coding ay ipinatupad na daw within the city proper, kaya less traffic
* Sidewalk vendors ay nirelocate na kaya less eyesoar
* matatapos na ang Santiago Commercial Complex which means marerelocate na rin ang mga mag-gugulay along/ within bagong palengke... at marerelocate na ang mga maglulugaw within that area
* Roads are under repair and widening
* Some bridges are under construction, so expect guys, na magkakaroon ng panibagong daan going to the city proper without passing through the two existing Calao bridges...
* At higit sa lahat... issue na dito ang dangling wires/ or spaghetti wires!!!... so I am really expecting more from the city govt... I just hope they can do something to lessen or fix those wires!!!
( I beleive, The Navarro Government can set aside politics for the mean time at magfofocus lang siya/sila sa pagpapaayos at pagpapaganda ng syudad at mga brgy nito... With all those cases filed against her, she can triumph those by taking the right path... prove them wrong!)

kagagaling ko lang kasi from cauyan lastweek, ayun, wla pa din pla masyado pinagbago pero maraming soon to rise at mga gingagawa na.:banana:

-7 storeys ng ISU sa cabatuan road
-mga ilan ilang mga buildings proposed na itatayo sa cabatuan road for commercial pero hindi pa nilalagay mga bakod
-3 storey extension ng Garcia hospital along cabatuan road
-3 storeys sa vacant lot sa corner ng maharlika at cabatuan road in front of shell
-4 storeys sa likod ng ropali bldg along canciller ave. near simbahan
-renovation of cauayan grand hotel at canciller
mdami din nagsibilihan ng lupa sa centro, Mukhang nagkakarerahan mga negosyante sa pagusbong ng centro at sa hi-way side.. Atleast di nagpapaiwan ang centro sa pangkalakaran kahit na nagsilipatan na lahat ng banks sa hi-way

based on what im seeing malaki pinag bago ng ilagan pero for me magulo pa rin. Ilan beses na rin ako napadpad dyan at sa centro nyan(1995,98,2000,05,08,09) ganun pa din , grabe mejo magulo town planning dahil narin siguro sobrang laki ng terrain well mas maganda ilipat na nila tlga sa hiway lahat ng establishments bago ka kasi makarating sa centro parang hill side pa lahat eh.

The budget for the building alone is almost 700 million making it bigger than an ordinary SM Mall... and the budget for the facility is multi billion. La Salette would like to make it ultra modern and complete in facilities!

Well, that is absolutely not true.... Its true that Mayor Amy designated Vice Mayor Alvin Abaya in acting capacity for the last two weeks. To date she has now resumed office. So for the information of all, Mayor Navarro is still the mayor of Santiago, and the Vice Mayor is Alvin Abaya.

As she promised, she will devote everything before her term ends. She will make Santiago City the most beautiful city in the region. More projects and improvements are coming up, to name a few: Construction of the Bureau of Fire Protection Building at ITTC complex, Renovation and Imrovement of old PNB Building utilizing the 2nd floor as the new City Library, Construction/improvement of drainage system along perimeter of the Southern Isabela General Hospital, provision of streetlights at rural areas and repair and maintenance of existing streetlights at metro poblacion area, continuation of abauag street drainage system, rehabilitation and widening of patul road, purchase of towing truck and many others. The budget for these was already approved last month. And we expect for more in the last three years of her term.:)

I can categorically say that Santiago city is the most beautiful city in the region!...
However, I'm not sure if Santiago city has the highest HDI in the region!...

It is indeed the most beautiful city, I agree with you!!!
As to the diversion road and SM....status quo. But the government is pushing on it.

Agri chief vows support to Isabela, Quirino farmers
Ilagan, Isabela (September 1) -- The country's new agriculture department head vowed full support yesterday to farmers in the provinces of Isabela and Quirino considering the great role it play in feeding a great number of the country's population.
Department of Agriculture Secretary Proceso J. Alcala made this announcement when he made a round of visits to the rice and corn-producing provinces of Cagayan Valley since the other day visiting the provinces of Cagayan, Isabela and tomorrow in Nueva Vizcaya.
Secretary Alcala, once a two-term congressman in Quezon province, said the department will be implementing major programs that will induce agriculture production in the country.
Alcala, who authored R.A 10068 otherwise known as Organic Agriculture Act of 2010, said that the DA under his watch will be embarking on technical transfer or re-skilling of Agricultural Technologists (ATs) in implementing organic farming, providing access to agri-fund through Land Bank of the Philippines (PBP) and Development Bank of the Philippines (DBP), marketing of farm products, continuity of constructing farm to market roads, irrigation projects, post-harvest facilities and developing mariculture.
The agri chief said that he wants to bring down up to the barangay level and to the farmers the programs and projects of the department and wanted to see that the farmers would feel the effect of the agency's lined-up programs.
"Consultations with local government units and farmers will be done to know their plights and in that way we could implement accurate programs and projects" the DA chief said.
Secretary Alcala was here as guest speaker on a one-day Farmers Congress held at Isabela Capitol's Amphitheater attended by local and agriculture officials, agricultural technicians, farmer-leaders, cooperative leaders and other agriculture stakeholders of Isabela and Quirino provinces. BIR officials in this province are regularly using a tri-media approach to widened the agency's intensified tax information campaign encouraging the public especially business owners to pay the right taxes derived from their business income.
Isabela's Revenue Ditrict Office head Dr. Nerissa Agraam is urging the public to claim receipts whenever they are buying goods to business establishments or report business establishments that do not issue receipts to their office.
The new BIR provincial office is now located in Naguilian, Isabela along the national highway adjacent to the Naguilian Municipal Hall.
BIR officials are also scheduled conducting Tax Compliance Verification or Tax Mapping activity to all localities to ensure that all business establishments have complied with the basic requirements in doing business.
There will be announced Tax Compliance Verification to be conducted by BIR officials in the localities and there will also be surprise visits to business establishments and that would already be enforcing the agency's "Oplan Kandado".

Gov Dy reports two-month accomplishments on agriculture
Ilagan, Isabela (September 1) -- Governor Faustino G. Dy III reported to Department of Agriculture Secretary Proceso J. Alcala and to the local and agriculture officials and farmers of Isabela and Quirino his two months accomplishments in relation to agriculture.
Governor Dy said that he has allotted P20 million as National Food Authority (NFA) support price for rice and corn products intended for farmers who are selling their products to the NFA.
Dy said that they are also trying to educate the farmers to engage in modern agricultural technology particularly those farmers with below one hectare of farmlands and will also be considering that their sons and daughters be entered as scholars of the provincial government.
"There will also be set aside P30 million counterpart fund for Small Water Impounding Projects (SWIP) for six months and will further allot bigger budget in coming years" Dy said.
The chief executive also planned to provide farm tractors to cultivate the farmlands of farmers in the four districts and will be utilizing the present eighteen farm tractors and buy more to equally used by corn farmers.
Governor Dy vowed that under his administration he would focus on helping the farmers to induce agricultural productivity in the province and urged farmers to support his programs and projects to serve them better.

Ilagan, Isabela (September 1) -- Governor Faustino G. Dy III expressed willingness that in addition to the present sectoral representation in the Sangguniang Panlalawigan, he wanted that the farmer sector in the province be included in the Sangguniang Panlalawigan.
Governor Dy made the announcement during the Farmers Congres held here yesterday with the presence of Department of Agriculture Secretary Proceso J. Alcala.
Dy said that he has already forwarded a letter to the Sangguniang Panlalawigan requesting the inclusion of a farmer as one sectoral representative in the Sangguniang Panlalawigan and is just waiting for the SP's reply but he is confident that the SP through the able leadership of Vice-Governor Rodolfo Albano III would act swiftly to his request.
The move of the chief executive to include a farmer as sectoral representative is to give voice of farmers in the Sangguniang Panlalawigan in terms of raising the concerns of farmers particularly their welfare and rights that can address the plight of Isabela farmers.

RDC chair lauds efforts of Cagayan Valley farmers
Ilagan, Isabela (September 1) -- Regional Development Council chair and Quirino Governor Junie Evangelista Cua lauded the efforts made by Cagayan Valley farmers for continuously producing agriculture products that supplies part of the countries food requirement of the country.
In his message before Department of Agriculture Secretary Proceso J. Alcala, local and agriculture officials and farmers, Cua said that Cagayan Valley is a rice and corn producing region and that is contributed to the efforts of farmers for their diligence in producing the said important commodities.
Cua said fifteen million of the country's urban centersare being fed by Cagayan Valley's agricultural produce.
"Twenty three percent of corn production comes from Cagayan Valley, thirteen to fourteen per cent of rice production comes from Cagayan Valley and the production of Cagayan Valley alone is enough to feed Metro Manila" Cua said.
However, with the efforts made by farmers, Cua said that it is not recognized by the government as there are rampant poverty incidence among the farmers despite the fact that they play the important role in developing this nation. Kumusta naman ang statistics diyan sa area nyo sir? May mga nahuli bang hindi registered sa BIR?:) Malaki ang penalty sa mga violation sa BIR, dapat nakapaskel sa place of business mo ang certificate of registration, payment of registration for the year, tapos yung "Notice to the Public/Ask for Receipt" signage. Pag wala iyan, sa pagkakaalam ko, dati P1,000 for each violation ang penalty.:)

Local chief executive vows support for 4PS

Jones, Isabela (2 September) -- Mayor Florante Raspado of this municipality expressed his full support to the Pantawid Pamilyang Pilipino Program's (4Ps) implementation during the courtesy call of Miss Alona Melad, Municipal Link of Jones, Isabela.
Jones is one of the ten towns in the region covered by the government's Pantawid Pamilyang Pilipino Program which aim is to alleviate poverty and invest in human development in the country thru the Department of Social Welfare and Development.
"This would help my constituents especially those families who are incapable of giving education to their children", Mayor Raspado said.
The list of beneficiaries in Jones has not yet been released. However, the Local Chief Executive as early as now in behalf of the municipal council and barangay officials signifies willingness to help in the implementation of the program.
They commit that they will look on how the beneficiaries comply with the conditions set by the 4ps. They also acknowledge the task to guide the recipients to be more active and participative in community activities to maintain their benefits from the program.
To date, there are already 8,016 families in seven towns of the region under the 4ps. These families are those identified as poorest of the poor and those who deserve the most of government's assistance.
The benefits of 4ps include cash grant and health care benefits for pregnant mothers and children with age fall on 0-3 years old, while children with an age of 3 to 14 years old are also given educational assistance. Municipal Health Officer, Ms. Joanna Uy and Jones West District Supervisor Mrs. Lourdes Damug likewise convey their support to the program that will be soon implemented in the area. They appreciate much the initiative of this government program for it really augments the needs of the poor households of Jones. MANILA, Philippines - US-based Energtek Inc. is planning to invest in the Philippine natural gas industry by pushing the conversion of tricycles into gas-run vehicles.
Department of Energy (DOE) director for planning Jesus Tamang said Energtek has started demonstrating their technology using natural gas from the Isabela onshore gas field.
According to Tamang, Energtek is among those that have applied for accreditation with the DOE to engage in the business of natural gas on vehicles. Aside from Energtek, the other firm that had been accredited is Callandra LNG.
Tamang said the company is now in the process of introducing the gas-run tricycles in the Metro Manila and Batangas areas.
In August 2008, the firm said it had planned to convert half a million tricycle units in the near term. Most of these two-stroke and four-stroke three-wheelers have been running optimally and efficiently on natural gas.
Energtek’s CNG Lite complete energy supply solution for small vehicles is powered by Adsorbed Natural Gas (ANG) technology, which enables hi-tech and cost-effective storage of natural gas, by maximizing the quantities of gas stored in a tank.
ANG greatly reduces the infrastructure, fueling and energy costs of supply solutions to consumers where no pipeline or refueling infrastructure is present. It enables new markets of motor vehicle fleets and large commercial consumers, to benefit from environmentally friendly and affordable natural gas.
The vehicles have been operating since July 2008 on natural gas extracted from the San Antonio stranded gas well. Environmental analysis of the vehicle sample reveals that carbon monoxide (CO) emissions from the tricycles are virtually eliminated following conversion.
Energtek’s conversion of gasoline powered two-stroke tricycles reduces levels of CO from four percent to 0.6 percent, while conversion of gasoline powered four-stroke tricycles reduces CO levels of emissions from 2.5 percent to a virtually non-existent 0.05 percent.
The US firm develops and applies proprietary ANG technology to provide complete pipeless natural gas supply solutions to fleets of small vehicles and industrial consumers. Its natural gas solutions reduce pollution and alleviate consumer energy costs.
The company provides a profitable alternative motor fuel solution for the large market of low-income two- and three-wheel vehicle drivers in Asia . Energtek operates subsidiaries in North America, Europe, Asia and the Middle East.

just want to share about the mayor of tuguegarao.. hindi ko alam kung istrikto o ano dahil kahit sanitary permit o taxes ay tlagang pinapasara niya harap-harapan ang establishments. isang case ay yung jollibee sa may centro.. biruin mong pinasara niya at pinalagyan ng flywood barrier ang mga pinto ng jollibee dahil daw walang sanitary permit ang fast food.. imagine!! ilang customer ang nawala para sa branch na yun considering company owned jollibee yun at one of the highest grossing jollibee branch in the phils in terms of sales.. isa pang paraan niya ng pag papasara ay ang paglalagay ng gravel sa harap mismo ng establishment,especially sa mga gasoline stations.. ang daming gasoline stations sa tuguegarao, pinalagyan niya ng gravel ang paligid ng gasoline station dahil daw hindi nagbabayad ng tamang tax.. sana nga hindi gayahin ng iba.. medyo kaibang paraan yun, nakakatakot..

Mga missionaries pala sila ng Words of God at gusto lang daw nilang maranasan ang mga trabahong pinoy, na-try pa nga nilang mgalako ng taho. Nasa Marikina City na sila at napaka-fluent nilang magtagalog samantalang 2002 lang sila dito sa atin, nakakabelib.:D:D

Methinks the "due process of law" clause requires that the taxpayer's side should be heard before the drastic actions. Chris0720 September 5th, 2010, 03:30 PM just want to share about the mayor of tuguegarao.. hindi ko alam kung istrikto o ano dahil kahit sanitary permit o taxes ay tlagang pinapasara niya harap-harapan ang establishments. isang case ay yung jollibee sa may centro.. biruin mong pinasara niya at pinalagyan ng flywood barrier ang mga pinto ng jollibee dahil daw walang sanitary permit ang fast food.. imagine!! ilang customer ang nawala para sa branch na yun considering company owned jollibee yun at one of the highest grossing jollibee branch in the phils in terms of sales.. isa pang paraan niya ng pag papasara ay ang paglalagay ng gravel sa harap mismo ng establishment,especially sa mga gasoline stations.. ang daming gasoline stations sa tuguegarao, pinalagyan niya ng gravel ang paligid ng gasoline station dahil daw hindi nagbabayad ng tamang tax.. sana nga hindi gayahin ng iba.. medyo kaibang paraan yun, nakakatakot..
actually sir anton di isinara yun fast food chains..gaya ng jolibee...isnara lang yun loob ng mall dahil una wala silang sanitary permit at pangalawa 2008 to 2010 di sila nagbayad..pero ok na ngayon wala na problema...ipinapasara lang sa tugue ang di nakakabayad ng taxes..pero ok na daw ngayon..90 percent ng bayad lahat and di ikakandado negosyo mo kung magbayad ka ng tama..

Yung old house, renovated yan. as in old old house yan dati... meron pang isang magandang ganyan, renovated din sa may papuntang La Salette High school, sana may kumuha din nun! napakaganda, pati yung house ng mga Agabao kaganda din!
May ganyang ding house ang mga Navarro, at syempre mga Abaya, pero yung sa Abaya ay hindi parin nirerenovate!
Yung ganyang house ng kaibigan ko, binibili ng city govt. pero ayaw niya. ( katapat lang nung hause na nasa picture)...
Nauuso yung mga ganyang establishment sa Santiago, yung mga ancestral turned into a commercial establishment, sana may magcompile. Sigurado amazing yun! :)

So ginagamit ko na rin po to show to others kung ano meron sa Santiago. Hindi po kasi ganun kakilala ang city na to... hehe...
Ginagamit ko na rin to commend the city officials and to, somehow, magsuggest sa kanila kung ano yung mga pwede pa nila gawin. For sure kasi may mga city officials and employees na tumutingin dito....

Ilagan, Isabela (September 7) — The Department of Social Welfare and Development-Regional Field Unit 2 (DSWD-RFU2) has reported to the provincial government the status of 4Ps (Pantawid Pampamilyang Pilipino Program) implementation in the province of Isabela.
DSWD 2 Client Service Focal Person Ms. Karen Sheila Addun said that Isabela province for the last few years of implementing the 4Ps, the municipalities of San Mariano, Divilican, Palanan, Sta. Maria and Santiago City were included to benefit to the government’s 4Ps.
This year, the social welfare department is targeting the municipality of Jones and San Guillermo to be added where 500 families each would be benefited to the program.
Addun said in Divilican, Palanan and San Mariano towns, there are now a total of P52.64 million paid for 5,622 household beneficiaries while in Santa Maria and Santiago City has already disbursed and paid a total of P6.90 million for the 1,141 household beneficiaries through the cash card services of the LandBank of the Philippines.
The Regional Advisory Committee (RAC) is monitoring the functionality of Municipal Advisory Committee ensuring that at their level there are efficient, effective and responsible parent leaders, and there is the regular conduct of family development sessions.
DSWD officials also suggested the creation of a Provincial Advisory Council for 4Ps as this has not been formed in the past administration.
The PAC will serve as advisory body in the proper implementation and monitoring of the 4Ps program of the government. (PIA Isabela)

Gov Dy hopes no 4Ps in 5 years in Isabela
Ilagan, Isabela (September 7) -- This province's local chief executive is hoping that in five years time there will be no more 4Ps (Pantawid Pamilyang Pilipino Program) beneficiaries be included in the national list as the provincial government will be looking for an urgent solutions to address the problem of poverty in the province.
Governor made the statement after a meeting with the Department of Social Welfare and Development 2 officials at the capitol last Friday (September 3).
The national government's 4Ps program is a flagship program of the national government on poverty reduction and social development providing cash grants to extremely poor household to improve their health, nutrition and education, particularly children aged 0-14.
The program also is an investment on human capital to break the inter-generational cycle of poverty among poor households.
Based on the 4Ps target data of the Department of Social Welfare and Development (DSWD) 2, the municipalities of San Mariano, Divilacan, Palanan, Santa Maria and Santiago City including Jones and San Guillermo, there are about 7,894 beneficiaries for the program.
There will be 37 barangays in San Mariano, the highest target of region 2's social welfare department, 12 in Divilacan, 17 in Palanan, 5 in Santaigo City and soon to be added will be 17 barangays in Jones and 7 in San Guillermo for a total of 102 barangays in the province of Isabela.
4Ps beneficiaries are receiving conditional cash grants through the LandBank Cash Card P500 a month for health and nutrition and P300 a month per child for 10 months to a maximum of 3 children per household for education.
After a briefing made by DSWD 2 Regional Director Arnel B. Garcia, Governor Faustino G.Dy III reacted and said that he is hoping that there will no longer be 4Ps in the province after five years of implementing the program as the provincial government will be focusing to address the pressing needs of the poor Isabela residents.
He said that all identified 4Ps family beneficiaries would be given PhilHealth Cards and shoulder premium payments, accommodate the 4Ps children to the province's scholarship program, and give assistance on livelihood program to raise income through the Provincial Cooperatives Office.
Gov Dy also will be recommending that heads of families will be absorbed to work for some of the government projects and to private firms to increase their family income and deliver the needed health and nutrition needs including the education of their children.
He said that those immediate counterpart of the province to the 4Ps program would serve as standpoint in alleviating poverty incidence in the province. (PIA Isabela) [top]

GOVERNMENT-led Philippine National Oil Co.-Exploration Corp. (PNOC-EC) plans to begin construction at a coal mine and power plant in Isabela by 2012.
The company also said it is in talks with three investors.
In a press briefing, PNOC-EC officials said both mine production and construction of the 50-megawatt (MW) power plant would take place between 2012 and 2015.
“The plan is for a mine mouth power plant, meaning the coal for the power plant is right there,” said Robert Francisco, project manager of the Isabela coal project.
He said the company would be undertaking rehabilitation projects on the site right after it mines coal, and would be providing crop disturbance compensation to the community.
The Isabela coal mine and power plant project has been in the pipeline since 1997 but the management of PNOC-EC decided to shelve the project in 2006 amid opposition from the community. The project was revived in 2008.
The project falls under coal operating contract 122 from the government, and encompasses 9,000 hectares straddling portions of Cauayan, Naguilian and Benito Soliven.
Mr. Francisco said the mining area would cover only 2,000 hectares.
The project is estimated to cost around $100 million.
The power plant already has clients — Isabela Electric Cooperatives 1 and 2.
Rolly V. Oliquino, Jr., project officer at PNOC-EC’s business development department, said the company was in talks with three potential investors for a partnership.
“There are some parties interested to partner with us [for the power plant]. We’re currently talking to two local companies and one foreign company but I can’t disclose who they are. But for the mining side, our expertise is there, so we prefer to do it on our own,” said Mr. Oliquino.
PNOC-EC said the project is being pushed to meet the growing demand for electricity in Isabela, and the company may expand the project by another 50 MW.
“It’s really to provide steady supply to Isabela because demand has been increasing. In 2003 when we first began our information campaign, the demand was at 40 MW per month. In 2008, the demand rose to 80 MW per month,” said Mr. Oliquino.
In the first half of the year, PNOC-EC’s profits went down by 9.8% to P970.4 million from P1.075 billion in the same period last year due to a decline in gas offtake and condensate liftings from the Malampaya project, as well as an increase in coal costs.
Revenues meanwhile rose 39.1% to P4.51 billion from January to June.

One special summer weekend worth looking back to was my visit to 10-hectare Club Balay Isabel in Brgy. Banga in Talisay, Batangas. This spur-of-the-moment day trip, with events organizer Mr. Bernard Supetran, his son and his niece, again brought me fac e-to-face with Taal Volcano, the world’s smallest and deadliest volcano, and Club Balai Isabel, opened in 2007, was to be our jump-off point. We left Manila early in the morning, got tied up in South Luzon Expressway (SLEX) traffic. We took the Sta. Rosa Exit, drove along the Santa Rosa-Tagaytay Road, turned left along Aguinaldo Highway and drove down Ligaya Drive. We still managed to get to the resort in time for a Filipino breakfast at its full-service restaurant within the clubhouse, with its magnificent view of Taal Lake and Taal Volcano. It also has a business center and a novelty shop.

We were welcomed by resort owner and Talisay native Nelson Terrible and his wife Cecille. After breakfast, I still had time to explore the resort’s accommodations and facilities, which include residential houses and two boutique-style clusters: the Sampaguita Manor, with its six hotel-type rooms with minirefs, hot and cold shower and balcony, all nestled on a garden of different trees and ornamental plants; and the Ylang-Ylang Villa, which offers six two-story, kitchen-furnished studio units, all ideal for families. Since the long lake shoreline is not recommended for swimming (because of the murky and deep water), the resort has put up, aside from its free-form swimming pool, the Mobideep, an inflatable swimming pool with separate pools of different depths. Its deepest pool, measuring 21 ft., is even used for scuba-diving training. The challenging Balikatan Course, consisting of five different obstacles, is mostly used for company team-building. Apart from its swimming pools, the resort also has tennis, badminton and basketball courts, and guests can also rent a kayak to go around the lake.

Then, it was time to go. Aside from the other resort guests, we were with distinguished company, as joining our trek to the volcano were the three Filipino women who conquered Mt. Everest just a year ago. This was to be my third visit to the volcano and my second to the viewpoint (the other was a trek to the crater lake itself). To get to Volcano Island, we used a number of the resort’s 32 accredited motorized bancas. After a 30-minute trip that took us around the island, past the 311-meter high (the island’s highest point) Mt. Binintiang Malaki (seemingly featured on most Taal Volcano postcards like an island but actually connected to the real Volcano Island), we arrived at the Welcome Center. From there, it was all 45 minutes of hiking, first along the beach, then into a shady forest and, on our last leg, up a steep, dusty and treeless trail up to the viewpoint. The viewpoint was a cool welcome relief for its shade and its magnificent bird’s-eye view of the beautifully azure and seemingly peaceful crater lake with its small island. The trek back to the Welcome Center and our boats was faster but very slippery.

Once back at the resort, we all proceeded to Kasay-Kasay Hall, one of the resort’s two function rooms (the other is Kasili Hall) for a buffet lunch. After lunch, a press conference was held centering on the three Pinay Mt. Everest Team members—Janet Belarmino-Serdenia, Carina Dayondon and Noelle Wenceslao—who narrated their trials and tribulations before and during their conquest of Mount Everest. During the presscon, Mr. Terrible also expressed his concerns regarding the environment. To encourage environment protection and conservation from the community, the resort has started a Solid-Waste Management project wherein Talisay residents can avail themselves of support from the resort in the form of loans or financial backing for community projects on the condition that they turn in a certain amount of recyclable waste materials to the resort. According to Mr. Terrible, this concerted effort will make people realize that nature and Taal Lake should be protected to be able to retain their livelihood, especially fishing and tourism. The resort, on the other hand, also addresses the water shortage problem (one of the biggest environmental problems that the country has to face in the coming years) by using filtered lake water for the swimming pool as well as for Mobideep. They also make sure that they are using low energy-consumption equipment in the resort.
In the near future, Club Balai Isabel will be adding more facilities, including a recreation center equipped with videoke, a movie room, billiard tables, Wi-Fi and Playstation 3 rooms, an Internet shop, a tea lounge and a library. Wi-Fi will also be made available in the public areas. The resort will also be building facilities for skim and wake boarding. A wellness center, offering medical spa and traditional medical facility as well as noninvasive therapies and executive checkups for tourists and guests, will also be opened. Terrible is particularly excited about the opening of the Spa Suites, eight roomy huts which will have a queen-sized bed, private bathroom and a private jacuzzi in a lush garden setting. Club Balai Isabel will soon offer the Taal Lake Cruise using their 20-person Cancun that is equipped with washroom and minibar.
To also get to the resort from the Slex, you can also take the Greenfield/Asia Brewery exit and head toward Tagaytay City. Turn left at Calamba Road, then turn right at Ligaya Drive and head toward Talisay. Turn left at the junction of Talisay National Road and look for the entrance of Club Balai Isabel, which will be at the right side of the road.

Yes sir, about octoberfest, Matagal na pong may octoberfest sa Pinas. Mga 7 years ago siguro? and every year na rin po ang octoberfest sa Santiago hosted by different bars and syempre main sponsor is SMB!.... :):):cheers:

I never would have thought that SMB has been sponsoring "Oktoberrfest" for quite sometimes in major cities in the Philippines. I Know they have it in H K as well, which started in 1991.
BTW I am quite familiar how "Oktoberfest" is traditionally celebrated by Germans or by people around the world with German heritage specially here in North and South America .
I am just curious, how do "Pinoys" celebrate "Oktberfest" I thought it would interesting to know how.
I know traditional Germans usually have schweinbratten (roast pork) perhaps "lechon" in pinoy, lots of sausages ie, bratwurst, schublig, bratwurst, weiswurst and the apple strudel for dessert yum..yum..and oh the beer, beer and more beer flowing everywhere:lol:
I am quite sure "Pinoys" have the San Miguel Beer...quenching taste eh! missed it. :lol: Germans love to drink like Pinoy...Germans love dancing, Pinoy does it too with gusto. Oh and the music, Germans plays waltz like the Vienese and so with Pinoys....wow something in common.

antonbirakak September 19th, 2010, 03:21 AM good for ilagan guys... lumalaki ang CBD ng ilagan ha... just to give some insights regarding the influx of business establishments outside centro of ilagan.. in the near future,with the opening of business establishments outside centro, the flow of business there might not be seen as balance as we thought... mas nagkakaroon na ng focus ang mga tao sa parteng yan ng ilagan(i just dont know that particular place, CALAMAGUI B?). how about the CENTRO?? sympre pag tinawag na centro ay lahat ng business operation ang located sa area na yun.. unless the municipal govt will do something on that as an ordinance wherein that area will now be part of CENTRO.. just like tuguegarao city.. with the old barangays and with the approval of the new city ordinance.. mapapalawak ang sakop ng tuguegarao.. geographically ay mag eexpand ang CENTRO.. barangay caggay,tanza, carig, ugac, san gabriel,caritan and buntun will now be part of CENTRO as per listed in that new ordinance... sana ganun ang gawin ng ilagan... but i think there is a legal basis on that move kung sakali.. i just dont know what are the legal basis!! hehehe.. tuguegarao in its case kasi, the city will be aiming to be an highly urbanized city in 10 year period, sa population na lang kasi kulang ang city kaya sa mga barangays muna sila nag fofocus..

antonbirakak September 19th, 2010, 03:57 AM for the sake of sharing guys.. a good example of proper placing the energy of business.. confirmed na na may nabiling property ang SM sa tuguegarao... sa dami ng malalawak na lupa sa tuguegarao bakit sa loob pa ng CENTRO ang napili nilang ilagay.. they have to constantly negotiate those properties na tatamaan especially yung mga residential area na permanently dun na nakatirik.. nakita ko yung purpose kung bakit sa loob ng tuguegarao CBD napiling ilagay o bigyan ng opportunity ang SM na makabili ng property sa city.. gusto lang i retain ng city govt ang foucs sa CENTRO.. thought lumalaki na nag tuguegarao.. still ayaw tanggalin na ang focus of business pa rin ay sa mismong heart of the city.. obviously, maraming business establishments ang mamatay if in case sa labas ng CENTRO makakbili ang SM ng property.. before there were two properties na sinsabing pagtatayuan ng SM sa tuguegarao, those were outside CENTRO.. pero ngayon, dun lang pala sa malapit sa old city hall kung saan nakabili at under negotiation ang ibang property lalo na yung mga bahay na tatamaan..
in the case of ilagan, mas malawak ang ilagan kesa sa tuguegarao.. sometimes things should be weigh in... dahil sa unti unti nang nagbabago ang ilagan, dapat ayusin ng rin ng municipal govt ang road widening aling PNP provincial office para di magkakaroon ng traffic problem diyan in the near future..

b_two September 19th, 2010, 09:36 AM there is a rumor in ilagan that the old public market in centro is being eyed by a mall developer. i'm not really sure if there is even a tinge of truth to this rumor pero sabi nga nila, "kung may usok, may apoy." ito na ba yung nabanggit dati na discussion sa sanggunihang bayan ng ilagan tungkol sa isang malaking mall developer?:cheers:

city na sana ang ilagan noong 1999 pa kaya lang natalo sa botohan ang cityhood sa plebiscite noong march 14, 1999. majority ng mga taga-ilagan bumoto ng "no to cityhood."

b_two September 19th, 2010, 10:13 AM good for ilagan guys... lumalaki ang CBD ng ilagan ha... just to give some insights regarding the influx of business establishments outside centro of ilagan.. in the near future,with the opening of business establishments outside centro, the flow of business there might not be seen as balance as we thought... mas nagkakaroon na ng focus ang mga tao sa parteng yan ng ilagan(i just dont know that particular place, CALAMAGUI B?). how about the CENTRO?? sympre pag tinawag na centro ay lahat ng business operation ang located sa area na yun.. unless the municipal govt will do something on that as an ordinance wherein that area will now be part of CENTRO.. just like tuguegarao city.. with the old barangays and with the approval of the new city ordinance.. mapapalawak ang sakop ng tuguegarao.. geographically ay mag eexpand ang CENTRO.. barangay caggay,tanza, carig, ugac, san gabriel,caritan and buntun will now be part of CENTRO as per listed in that new ordinance... sana ganun ang gawin ng ilagan... but i think there is a legal basis on that move kung sakali.. i just dont know what are the legal basis!! hehehe.. tuguegarao in its case kasi, the city will be aiming to be an highly urbanized city in 10 year period, sa population na lang kasi kulang ang city kaya sa mga barangays muna sila nag fofocus..

sinadya talagang sa labas ng centro ifocus ang development ng ilagan. try mo tingnan sa google earth ang ilagan at mapapansin mo na parang dead-end yung sa centro kasi para syang delta dahil sa ilog sa magkabilang side. tapos yung terrain sa part na yan masyadong prone sa flooding kaya nalimitahan ang expansion sa halos gilid lang ng mga kalsada. malimit kasing maabot ng tubig mula sa ilog ang magkabilang bahagi dahil mababa masyado ang mga ito. nevertheless, marami din namang nangyayaring development sa centro dahil andon ang mga malalaking school tulad ng isabela national high school at st. ferdinand college. hindi nga lang sa scale ng mga development sa alibagu at baligatan.

a bridge won't be impossible but the cost to build one as long (or maybe longer) than the candaba viaduct would require a huge amount of money and that has been the main stumbling block ever since. the area north of centro, just across the river, is low lying and is prone to flooding.
yung mga taniman na nakikita nyo between the national hi-way sa north at ng ilog ay lumulubog sa tubig pag malakas ang ulan. kailangan ang tulay na ilalagay dyan ay mataas kasi baka masira lang pag tumaas na ang tubig sa ilog.

the economic vibrancy of centro (common term for ilagan poblacion; composed of several baranggays like san vicente, centro, sta. barbara, etc.) grinded to a halt when the total logging ban law was implemented in the early 90's. ilagan's economy heavily depended on logging and on other industries connected to logging. this plus other factors stagnated the town's growth, and mostly that of centro’s.
ilagan needed a push to restart its growth and the municipal government realized that in order for the town to regain its momentum the center for commercial activities should be shifted outside centro and along the national hi-way in baligatan and alibagu where people and vehicle traffic volumes are denser. opportunity presented itself when the provincial government decided to relocate the provincial capitol in alibagu, and the rest is history.
as to the moves effect to centro, business is not as vibrant as before. a good example would be the almost deserted and almost inactive public market located in centro which is a complete opposite of how it was 20+ years ago.

296619 September 20th, 2010, 05:26 PM Regarding Gaddi's Total... The owner are spouses. One of them, the Filipina I think was a veledictorian during her time in La Salette high School. There are three Total Gas Station in Santiago, I just do not know whether they all own it. Two of the three are just newly put up.
Villa Gaddi located along Patul Road is also one of their properties, and the only vacant lot along Maharlika - Santiago downtown is also thier property.... :)

The pilots and the five passengers were safe although a bit “traumatized," said Police Superintendent Roberto Bucad, spokesman of the Isabela Provincial Police.
Bucad said the Cessna light plane — owned by Cyclone Airways with Body no. 207 and tail no. RP-C671 — landed at a farmland between the far-flung villages of Cabiseria 25 and Cabiseria 22 in Ilagan town after developing engine failure at around 1 p.m.
The plane, which has been plying Cauayan City to Maconacon, Isabela and vice versa, was being piloted by Captain Honorio Camposagrado and Jun Somera.
On board were Divilacan Mayor Venturito Bulan, Maconacon Mayor Erlinda Domingo, Divilacan health officer Levi Caramat, a certain Mrs. Aggulin and Don Celso Michael Domingo.
The plane left Maconacon airport at about 1 p.m. and was expected to land at Cauayan City Airport within 35 minutes.
“It is God’s will that we landed safe. I shivered at the thought of a possible crash but we prayed hard and our prayers were answered," Bulan said.

SANTIAGO CITY, Isabela, Philippines – At least 22 people were hurt when a bus fell into a 20-meter deep ravine in Kiangan, Ifugao, on Sunday morning, police said.
Senior Superintendent Laurence Mombael, Ifugao police director, said the KMS bus, which came from Baguio City and was on its way to the Ifugao capital of Lagawe, was traveling along the national highway in Barangay Hucab, Kiangan, at 4:30 a.m. when the driver lost control of the vehicle, causing it to fall into the ravine.
Mombael said the injured passengers were taken to the Ifugao Provincial Hospital in Lagawe. At least 14 victims had been released from the hospital as of Sunday afternoon, reports said.
Mombael said investigators from the Kiangan police have yet to determine if the bus developed engine trouble before the crash.

Ephesus29 September 21st, 2010, 10:37 AM the economic vibrancy of centro (common term for ilagan poblacion; composed of several baranggays like san vicente, centro, sta. barbara, etc.) grinded to a halt when the total logging ban law was implemented in the early 90's. ilagan's economy heavily depended on logging and on other industries connected to logging. this plus other factors stagnated the town's growth, and mostly that of centro’s.
ilagan needed a push to restart its growth and the municipal government realized that in order for the town to regain its momentum the center for commercial activities should be shifted outside centro and along the national hi-way in baligatan and alibagu where people and vehicle traffic volumes are denser. opportunity presented itself when the provincial government decided to relocate the provincial capitol in alibagu, and the rest is history.
as to the moves effect to centro, business is not as vibrant as before. a good example would be the almost deserted and almost inactive public market located in centro which is a complete opposite of how it was 20+ years ago.
I thought that even if the present development in Alibagu and Baligatan would create a new "CBD" for Ilagan, the "Poblacion" won't affected much in terms of business fluries. Poblacion could be created into a Univercity/College belt and would still attract a lot of Businesses.
I am not sure if I still have the right orientation about the area. I knew that where DBP. LTC and NBI located has a beautiful terrain. Southside of the Hi-way to Tuguegarao, Am I right? Anyways...the area I am refering to I thought would be a great location to be included in the "CBD" given the development in the adjacent areas (Alibagu/Baligatan)

the large student population in centro (from isabela national hs, st. ferdinand college, ilagan east central school, ilagan west central school, ilagan north central school, chung hua institute, etc.) is what's keeping centro afloat after the idea of moving the center of economic activities outside centro started to be implemented.

It would actually compliment the present economic boom in the southernside of the municipality and infact it would even disperse some of the anticipated traffic problem that eventually arises once the new "CBD" is created. There would be a very specific traffic directions which is actually make Ilagan more liveable, aside from the the greenery and natural terrain that surrounds the town.:)

The secretary or undersecretary of the Department of Interior and Local Government (DILG), the chief of the Philippine National Police (PNP) and the head of the PNP-Criminal Investigation and Detection Group (CIDG) jointly receive 1 percent of jueteng collections, Sen. Miriam Defensor Santiago charged on Wednesday.
“They are the prime beneficiaries and ultimate protectors of jueteng,” she said in a privileged speech.
Her claim echoed that of retired Archbishop Oscar Cruz, who said that jueteng could exist only with the connivance of the local government and the police.
Santiago said that with P30-billion annual gross receipts from jueteng, the 1 percent for the DILG and the PNP chiefs would total P300 million, “to be divided according to agreement.”
She also charged that 2 percent of the gross collections from jueteng go to a syndicate at the Philippine Charity Sweepstakes Office (PCSO), and 1 percent to a syndicate composed of the Games and Amusement Board, an intelligence officer and the media.
Three percent, Santiago said, goes to the governor, vice governor and Sangguniang Panlunsod members; 1 percent to the PNP provincial director; 1 percent to the PNP regional director; 0.2 percent to the provincial director of the National Bureau of Investigation; 5 percent to the municipal mayor, vice mayor and Sangguniang Bayan members; 2 percent to the congressman and 1 percent to the local chief of police.
She identified the provinces of Laguna, Pampanga, Pangasinan, Batangas, Bulacan, Nueva Ecija and Quezon as having the biggest gross receipts from jueteng in Luzon.
Laguna leads
Santiago said that Laguna, the No. 1 on her list, has a daily collection of P14 million.
The senator commended Gov. Bellaflor Angara Castilla of Aurora because, apparently, there is no jueteng in the province.
Cruz also made the same observation in his testimony before the Senate on Tuesday.
Santiago also named Atong Ang as the jueteng operator in Nueva Vizcaya, Isabela, Cavite, Mindoro Oriental, Camarines Norte and Albay.
Ang was one of the two “good sources” of Cruz in preparing his list of alleged jueteng operators.
According to her, the other top jueteng operators in terms of provinces covered are Danny Soriano, Bong Pineda, Aging Lisan and Tony Santos.
Of the four, only Soriano was on the list of Cruz.
Santiago alleged that Bong Pineda gives a monthly payola of P12 million to the governor of Nueva Ecija, P6 million to the governor of Bulacan, P9 million to the governor of Pampanga, P1.5 million to the mayor of Angeles City (Pampnga), and P3 million to the governor of Bataan.
The governor of Pampanga, Lilia Pineda, is the wife of Bong Pineda.
Santiago’s list also names “Governor Singson” as the jueteng operator in Ilocos Norte and Ilocos Sur, one “congressman Singson” in La Union and “Bonito Singson” in Abra.
“Apparently, our government cannot enforce the law that bans jueteng. Various Philippine presidents have come and gone but illegal jueteng remains,” she said.
Santiago proposed the regulation of jueteng rather than abolishing it “on paper, without any realistic hope of success on the ground.”
“If all else fails, then as lawmakers we have to consider the proposal to legalize jueteng and declare an amnesty period for jueteng operators to legalize themselves by paying a legalization fee to the government and by paying subsequent taxes,” she said.
Santiago added that the Small Town Lottery (STL), established as an alternative to jueteng, is a failure because STL operators declare only 10 percent to 15 percent of their earnings to the PCSO.
The PCSO said that it was reviewing the STL to make it more competitive.
The agency had earned only P9.4 billion from the STL operations from 1986 to August 2010.
Senate President Juan Ponce Enrile asked the PCSO to submit a list of all STL operators to see who are also on the lists of jueteng operators prepared by Cruz and the police.
PNP probe
Meanwhile, the PNP will conduct its own investigation of personalities who were implicated in the list submitted by Cruz to the Senate blue ribbon committee.
The newly installed PNP chief, Director General Raul Bacalzo, also vowed on Wednesday that they would take appropriate actions based on results of the police probe.
Bacalzo was among those summoned by the Senate on Tuesday to shed light on the continued existence of jueteng, an illegal numbers game, in almost all of the provinces in Luzon.
He said that the PNP will fully cooperate with the blue ribbon panel and closely work with Cruz in his crusade against jueteng.
Earlier, Bacalzo himself was also accused as jueteng protector by former jueteng bagwoman-turned-whistleblower Sandra Cam and by a group claiming to be PNP junior officers.
He denied that he was a jueteng protector, saying that his assignments in the last nine years prior to his appointment as chief PNP chief were all at PNP headquarters in Camp Crame in Quezon City, and had nothing to do whatsoever with the government’s anti-jueteng campaign.
Puno ready to resign
DILG Undersecretary Rico Puno also on Wednesday expressed his readiness to step down from his post in the light of allegations that he is receiving P5 million to P8 million a month in protection money from jueteng operators.
Puno claimed that he had already told President Benigno Aquino 3rd a number of times that he was ready to resign anytime if he has become a liability to the administration.
“I have already said that several times I have told him that if I have become a liability to your administration, I am ready to go,” he told a press conference in Camp Crame.
Puno said that he would reiterate his intention to step down and probably submit his courtesy resignation early next month, after he and the President are both through with their official commitments abroad.
But Malacañang also on Wednesday was tight-lipped on the statement of Puno that he is willing to resign.
Deputy spokesman Abigail Valte said that she was not aware if President Aquino had a been informed of Puno’s willingness to submit his resignation.
“So, we will hold further comment until the President gives further instructions,” she also told a press briefing in Malacañang.

CAUAYAN CITY, Isabela – Walang operasyon ng jueteng sa Isabela kundi Small Town Lottery (STL) lamang.
Ito ang iginiit ni Gov. Faustino Dy III matapos pangalanan sa Senate hearing kahapon ang kanyang nakatatandang kapatid na si Rep. Napoleon "Pol" Dy ng 3rd district ng Isabela na nasa likod ng operasyon ng jueteng sa lalawigan.
Sa naging panayam ng Bombo Radyo Cauayan, binigyang-diin ni ng gobernador na maliban sa STL, hindi niya papayagang magkaroon ng operasyon ang jueteng sa kanyang lugar.
Sakali aniyang may makalusot ay papanagutin niya ang mga nasa likod nito maging kapatid niya, kamag-anak o kaibigan.
Ayon pa kay Gov. Dy, ipinauubaya niya sa kanyang kapatid na si Cong. Dy ang pagtatanggol sa kanyang sarili sa paratang na siya ay jueteng lord.
Sa panig naman ng mambabatas, hinamon niya si Archbishop Emeritus Oscar Cruz na magtungo sa Isabela upang malaman kung jueteng o STL ang umiiral na sugal sa lalawigan.
Mariin niyang itinanggi ang paratang na isa siya sa mga nasa likod ng operasyon ng jueteng sa Isabela.
Samantala, iginiit din ni S/Supt. Jimmy Rivera, provincial director ng Isabela Police Provincial Office (IPPO) na hindi jueteng ang nagaganap sa Isabela.
Ayon kay Rivera, tatlong kompaniya ang binigyan ng Philippine Charity Sweepstakes Office (PCSO) ng permit para magpatakbo ng STL sa iba't ibang distrito ng Isabela.

then bumalik kami sa house at around 6am, which nagpeprepare na kami para sa Pagsamba sa kapilya.., Iglesia ang mahal ko.., and at that time.., I'm planning to be a part of iglesia which is ikukwento sa latter part.., Ang pagsamba is at around 645am.., at 630 sakay kami tricycle.., wala pang 5 mins andun na kami.., ang ganda nga ng mahal ko nung time na yun.., feeling ko tuloy lalo akong naiinlab hehe.., I love you mahal:-)
At around 8am natapos ang mass, and at 815am nasa house na kami.., nung time na yun nagnagluto na ng breakfast namin ang mahal ko.., ang sarap nga ng dish.., paborito ko lahat.., fried tilapia at sinigang na tilapya.., yummy..., ayun ..., nasira tuloy ang diet ko.., hehehe.., seriously sarap magluto ng mahal ko..,feeling ko nga ako na ang pinakamaswerteng tao sa munod.., ikaw ba naman, ipagluto ng pinakamamahal mo.., hehe.,

Umalis ang mahal ko, kasama si Nanay.., at umalis din si Fred gawa ng may work sa jolibee, ang naiwan sa bahay is ako at si ading grace, ayun, naging tutor ako ni ading grace sa math subject niya, natutuwa nga ako sa ikinuwento ni ading grace regarding sa ate nya, sabi ni ading grace sobrang strikto raw ng mahal ko pag sya ang nagtuturo.., e sabi ko naman.., e talagang ganun ang mas magandang paraan ng pagtuturo..,e dapat lang syang mabilib sa mahal ko.., e sobrang talino kaya nun.., ikaw ba naman 2 times na mag salutatorian.., tama ba mahal ko.., hehe..:-)

May nakakatuwa nga dun, kasi nung nasa bahay kubo kami, may lumalapit na malaking aso.., as in "malaking aso" na itim, hehe.., buti na lang kamo mabait.., ayun, binibigyan namin ng tinapay, hanggang sa naging bantay na namin dun..,

screening for the Final 10 is on the 2nd wk of Oct. Awarding ceremony in Malacanang is on Oct 7.
i understand there has always been one finalist from your region since 2003.
