SANTIAGO CITY , Philippines – Despite apprehensions that it could displace thousands of villagers, a $120-million bioethanol plant project was formally launched in Isabela’s central San Mariano town earlier this week.
The project will be funded by a multinational consortium, Green Future Innovations (GFI), composed of Japan’s Itochu Corp. and JGC Corp., Philippine Bioethanol and Energy Investments Corp., and Taiwanese holding company GCO.
Isabela Gov. Faustino Dy III said the project, touted as the biggest sugarcane-based biofuel project in the country, is expected to be operational in 2012.
Anton, hi! 120m $ is certainly huge amount to be invested in bioethanol in Isabela. I am sure it would generate employment. It is natural source of energy, considered (GREEN SOURCE) with less or no carbon footprint at all. What concerns me though is the displacement of villagers in San Mariano. I wonder if Dy's government have come up with a workable solution to relocate the villagers, before it was even launched. Obviously, there wasn't any, hence there's oppositons coming from the villagers. I have some reservations, specially if the affected villagers are mostly indegenous people in the Province. I would think that it would be a slippery slope to navigate. However, knowing how government operates in the Philippines, I wouldn't be surprised at all if they have cooked up some solution already, that won't be altered otherwise,
Anyways, this scale of investment could be magnified by its economic spin-off not only in San Mariano, but the Province of Isabela, or may be even R2.:cheers:

lets pray for their souls mga kapatid... balita ko nga some of them from isabela pa... tuguegarao po kasi ang exam center ng nursing board sa region natin.. our govt especially the city govt should do something to prevent this kind of tragedy to happen again and im sure the city will do.. regular po ang board exam ng nursing sa tuguegarao kaya sana lahat ng govt official natin sa region II ang mag usap to make a plan for this para hind na maulit..

This is definitely sad news. I feel for the victim's family. Traumatic, indeed during this time of the year. What a sad way to celebrate the advent.
BTW, any building code violations, that caused this tragedy? Any proper sinage in place? If the owner of the hotel violated any building code, he/she should be penalized and liable to all the victims fiduciarily.

It is a tragic news indeed. I feel for the victim's family. I could not even pathom the grief the families are wrestlling right now during the advent.
Is there any building code violated? If there is, the owner of the hotel should be penalized and liable to the victim's families fiduciarily. Traumatic.

Let's just hope that the negative impact both socially and environmentally won't be that so great, that it might outweighs any positive benifits. I feel for the indegenous people though, if they will be neglected.
Here in Canada, development like this one in San Mariano, has to consider all the stakeholders' input. It's impact on the environment and human, has to be taken seriously at all times.
In Canada, once the development is approved, the government would strike an accord to compensate the people affected (Natives) this type of project. Companies have a fiduciary obligations to the people, either in lump sum or a profit sharing paid annually. Often time it falls under Royalty, and they become a shreholders. Wouldn't be nice if the government in the Philippines would do likewise to its native people.

TUGUEGARAO CITY- At least nine Nursing Graduates perished and 13 others hurt in a dawn fire that hit a five-storey lodging house in downtown area just a 20 meters across the City Police Station and the Fire Department Sunday.
Supt. Danilo Acosta, PNP Regional Information Officer initially disclosed the victims were among the 41 Nursing Graduates of the University of La Sallette in Santiago City who went to here to take the Nursing Licensure Examination on Dec 19 and 20.
The victims checked in at Bread and Breakfast Hotel at noon Saturday. The hotel is located at the corner of Luna and Mabini streets just across the Tuguegarao City People's Colliseium beside of which is the Tuguegarao Police Station and the City Fire Department.
Initial reports from the Tuguegarao Police cited Susan Santiago, La Sallete University Clinical Instructor, that nine students whom she accompanied here were still unaccounted for. They were Jerome Saet, Frances Caranbas, Nelmar Galapia, Marlon Viernes, Ryan James Malaki, Richard Alan Gonzales, Ronwaldo Respicio, Narl Gensan Lopez and Henderson Welle Lodevico.
Acosta however said they are looking at reports that the maid and her two children employed in the hotel were also among those who perished in the fire.
Personnel of the Ortiz Funeral Home in Barangay Balzain said most of the bodies brought to them were burned beyond recognition as relatives of the victims who rushed to this city some 140 kilometers north were briefed for an organized identification of the bodies since the funeral morgue has little space.
Nursing graduate Dondi Viernes who was among those rescued said he already notice that the lights of the hotel rooms and the hallway were already blinking at around 10:00 o clock in the evening. He said he was awakened by the commotion brought by the fire at around 1:00 o clock dawn.
Police initially ruled faulty electrical wiring as the cause of the fire.
Viernes was among those 11 hurt that were brought to the nearby Tuguegarao People's Hospital. Hurt were Joricar Agconor, Richard Rodriguez, Jerome Lactao, Alejandro Ralph Marcial, Hencee De Laza, Joel Tuliao, Julius Gadduang, Ian Gadduang, Joni Tamani, Sony Boy Corpuz and Wisdom Nurca.
Hotel owner Pete Fondevilla and his wife Arased were brought to the Cagayan Valley Regional Medical Center, a government tertiary hospital in Barangay Carig.
Fondevilla also own Sunshine Motor Parts Center which is a the ground floor of the Hotel.
Fondevilla's building was totally burned, firemen were able to contain the blaze past 6:00 am. Police blamed the building's inadequate fire alarm system and fire escape as windows of the hotel rooms were secured with iron grills.
Ironically, it took a tricycle driver to alarm the nearby fire department allegedly at around 3:00 am when the blaze that started at the hotel's top floor has already engulfed the whole building.

RAMON, Isabela, Dec. 17 –The National Irrigation Administration (NIA), Council of Irrigators Association (CIA)and SN-Aboitiz-Magat signed a Memorandum of Agreement (MOA)dubbed Oplan Daloy Magat on December 15 to ensure water efficiency and sustainability along Magat Dam in simple ceremonies at the Carlos Salazar View Deck of the Magat Dam Spillway Complex here in Barangay General Aguinaldo.
NIA administrator Antonio Nangel announced that they have implemented water conservation measures now in areas serviced by the Magat Dam and in other water reservoirs nationwide in anticipation of unforeseen droughts due to the usual effects of El Niño that has regularly scorched farms in Northern Luzon in the past years.
Nangal said the Oplan Daloy Magat is a holistic approach which gives priority of reservoir water for irrigation use to help farmers.
Proper canal clearing to remove obstruction from the dam head gates to the turnouts and strict monitoring of irrigation water distribution have been done, he said.
A massive information drive to educate farm stakeholders on water conservation and urging them to maintain constant support is ongoing, he said.
On the other hand, Mike Hosillos, SN-Aboitiz vice president for corporate services, said that the impact of the dry season next year must be mitigated in service areas.
The service areas include the provinces of Nueva Vizcaya, Quirino, Apayao and Isabela.

TUGUEGARAO CITY, Philippines – A fire rapidly swept through a lodging house here early yesterday, leaving at least 15 people dead and 14 others injured.
Officials said most of the victims were crammed in bathrooms where they fled in panic as the fire broke out. Many of the victims were about to take the nursing licensure examinations scheduled for yesterday and today.
City police director Pedro Martirez said nine nursing graduates were among those who perished in the fire that broke out at the five-story Bed and Breakfast Pension House at 1 a.m. yesterday.
The children and grandchildren of couple Pete and Arased Fondevilla, along with their maid, also died in the five-hour blaze, authorities said.
The Fondevilla couple, who owned the hotel, survived the fire along with 14 others who were treated for injuries and burns at the Cagayan Valley Medical Center and People’s General Hospital.
Officials identified the nine nursing graduates as Jerome Saet, Frances Caranbas, Nelmar Galapia, Marlon Viernes, Ryan James Malaki, Richard Alan Gonzales, Ronwaldo Respicio, Narl Gensan Lopez and Henderson Welle Lodevico, all from University of La Sallete, a Catholic-run institution in Santiago City, Isabela.
The Fondevilla couple’s children and grandchildren who perished in the fire were identified as Norman, Anibel, Mildred de Leon, Karil de Leon and John de Leon and their maid identified only as a certain Jen.
Regional police spokesman Superintendent Danilo Acosta said the nine nursing graduates were among the 41 students who were billeted at the hotel for the licensure examinations.
The students who survived the fire went on to take the exams yesterday, with one of them showing up in slippers and sleeping clothes.
Relatives grieved at a morgue where the remains of the victims, 14 of them burned beyond recognition, were brought. Some fainted as body bags were brought into a funeral parlor.
“Their families spent fortunes to send these children to school only to see them end that way,” fire investigator Daniel Abana said.
Some firefighters, moved by the sight of the badly burned bodies on the upper floors of the five-story hotel, were moved to tears and prayed before retrieving the remains, Abana said.
Aileen Gonzales, an aunt of one of the students believed to have perished in the fire, said what happened was a twin disaster because her nephew died just days before Christmas and her family was hoping he would pass the nursing exams and work abroad.
Police said the initial investigation had revealed the fire started on the ground floor, apparently fueled by car tires and other combustible materials stored in an auto supply and motorcycle shop at the corner of Luna and Mabini Streets here.
Abana said paint cans also might have been stored in the hotel, which was recently renovated.
Dozens of guests, roused by the commotion, were rescued by firefighters and police out of the still-smoldering building through the main gate and fire escapes.
Some managed to escape on their own but others may have panicked and got trapped by the flames, Cagayan provincial police director Superintendent Mao Aplasca added.
Many of the dead had crammed in bathrooms on the top two floors.
One victim had a foot stuck out of a window in a desperate attempt to survive, Abana said.
Police blamed the building’s inadequate fire alarm system, fire extinguishers and fire escape as windows of the hotel rooms were secured with iron grills.
Witnesses said the victims were screaming and crying for help from the hotel’s windows, which were secured with iron grills.
There were also reports that the fire exit doors were jammed, triggering panic among the hotel occupants.
Residents here claimed the first fire truck responded more than an hour after the fire started.
‘The victims were crying out for help, they could not get out because of the steel grills in the windows. The fire trucks also came too late,” one resident said.
One of the survivors, Dondi Viernes, said he noticed the lights of the hotel began blinking hours before the fire broke out.

THE Department of Labor and Employment (DOLE) is set to deliver Christmas joy to families in four Isabela towns who lost their livelihood because of Typhoon Juan after its regional office recently activated its emergency employment program to provide the affected workers jobs and income during the holidays.
In her report to Labor Secretary Rosalinda Dimapilis-Baldoz, Regional Director Grace Ursua said that DOLE-Region II has released P1.04 million in emergency employment assistance project (EEAP) funds for the wages of 210 displaced workers, who were hired for construction and rehabilitation projects in the towns of Tumauini, Ilagan, Cabagan and Burgos.
She handed the funds to chief executives and representatives of local governments in simple ceremonies in Tuguegarao City in Cagayan province on December 7 as part of the regional office’s celebration of the department’s 77th anniversary the following day.
“We have activated the emergency employment program in time for the holidays to alleviate the conditions of [the] affected workers and their families, at least during Christmas, through the provision of short-term employment . . . ” Ursua said.
Mayor Venus Grace Bautista of Tumauini said that the P365,460 EEAP check handed to her would be used as wages for the displaced laborers she plans to hire to repair seven day-care centers in her town.
“We are thankful to the DOLE-Region II for its assistance. This will benefit not only [the] displaced workers . . . but also their children,” she said.
Mayor Ruben Tegui of Burgos also expressed gratitude, saying that the P105,750 check he received would pay for the workers tapped to rehabilitate farm-to-market roads in his town.
The regional office also released a P233,290 check as remuneration to displaced workers hired to repair rural health units in Ilagan.
Another P336,140 check was also released for those who will be employed for the repair of school buildings in Cabagan.
Three other Isabela municipalities—Delfin Albano, Cauayan City and Alicia—will also be granted EEAP funds.
Ursua pointed out that “these municipalities will be given a total of P628,000 EEAP funds, which will also be used for labor cost in construction and rehabilitation projects in their areas.”
For her part, Baldoz said that “the release of EEAP funds for victims of Typhoon Juan in Region II is one of the activities that the Labor department and its family of agencies are implementing to mark the DOLE’s anniversary this year.”
According to the Labor secretary, the activation of the emergency employment program in Region II is one of the highlights in the 22-point labor and employment agenda of President Benigno Aquino 3rd.
“The DOLE activates this program during times of natural calamities to provide short-term jobs to affected workers so that they can have incomes to spend for their basic needs,” she said.

''We would like to extend our condolences to the families of victims of the big fire that happened in Tuguegarao, Valte said. The government's call came after a four-hour blaze engulfed the Bed and Breakfast Pension House before dawn Sunday in Tuguegarao City, killing 15 persons. Local police said the fire started at around 1 a.m. Sunday on the ground floor of the five-story hotel and raged for five hours before being put out by the firefighters. Search operations are still being conducted for the remains of the missing fatalities. Authorities also said that 12 injured people were taken to the hospital and all were in stable condition. They have yet to release the identities of the fatalities and the injured. The cause of the blaze has yet to be established. Local fire officials earlier said that the hotel guests included graduates of a nursing school in nearby Santiago City, Isabela, who had checked in ahead of their scheduled nursing licensure exams.^^

MANILA (Updated 12:22 p.m.) -- Some of the families of the 10 nursing students who died in a fire that gutted a hotel in Tuguegarao City are planning to file charges against the owner of the establishment.
A television report said Monday that the families cited the five-storey Bed and Breakfast Pension House on Luna corner Mabini streets lacked fire alarms and its fire exit doors were locked.
Reports also said that the owner of the hotel was only able to get a mayor's business permit but it has no fire safety inspection clearance for this year, prompting Local Government Secretary Jesse Robredo to relieve the city's fire marshal.
Robredo said while Fire Chief Inspector Neil Caranguinan has been relieved from his post, the owner of the hotel will also be facing charges in violation of the fire code.
"We will consult with the DOJ (Department of Justice) for other possible liabilities," said Robredo, adding that a task force has already been formed to conduct investigation on the incident.
A team from the Philippine National Police's Scene of the Crime Office was also sent to the area to conduct investigation.
Sixteen people died in the fire that broke out around 1 a.m. in the building owned by Pete and Annacid Fontanilla. The fire was put off around 5 a.m.
Ten of the fatalities were nursing graduates from Santiago City who were supposed to take a licensure examination Sunday (December 19) and Monday (December 20).
They were identified as Francis Caranas, Ryan James Malaki, Jerome Saet, Nelman Galapia, Marlon Justine Viernes, Roswaldo Respicio, Narl Gensan Lopez, Henderson Welle Lodevico and Richard Allan Gonzales.
The latest fatality was identified as Julius Gaduang, a nursing graduate of University of La Sallete in Santiago City, Isabela, who died of his injuries Sunday evening.
The other six fatalities were identified as Norman Fontanilla, Anibel Fontanilla, Mildred de Leon, Karyle de Leon, Dios de Leon and a certain Jen. They were reportedly members of the family that owned the hotel. Jen was the hotel's caretaker.
The owners also both sustained burns and are now treated at a hospital in the city.
Authorities are looking at faulty electrical wiring as cause of the fire. (Sunnex)

I hope they conduct full and thorough investigation and prosecute everybody who may be at fault including the mayor's office if needed. No one should be able to escape liability and evade prosecution if found cutting corners in issuing permits or giving approvals to building codes and standards even if they didn't meet the requirements necessary. People's lives and safety should always come first and on behalf of my provincemates I would like to express our deepest sympathy to all bereaved. May we all find peace and healing in our hearts soon.

CAUAYAN CITY, Isabela, Dec. 22 (PIA) -- The Philippine Drug Enforcement Agency (PDEA) has launched last week its new program to evade and eliminate drug courier activities particularly to Overseas Filipino Workers (OFWs) and Filipinos who are targets of drug syndicates that are using Filipino nationals as drug couriers.
The PDEA wants to avoid cases of drug courier among Filipinos who are victims of international drug syndicates and the agency has tapped government and private media in their information campaign.
The launching, which was held at Baguio City last week, was attended by government media personalities where the PDEA urged them to help the agency in their information and education program to avoid tragic moments among our nationals whenever they are caught participating in illegal drug courier activities of syndicates.
Acting Director Joseph Ladep of the International Cooperation Services Section of PDEA, who presented the drug courier cases in the country involving Filipinos, called on the participation of mediamen to help the agency in its drive to stop the vulnerable public from being involved with drug syndicates.
While there are cases of Filipinos involved on drug courier activities, the agency urged the public to avoid and not to be swayed by syndicates who are offering high money payments in exchange of drug courier activity.
Ladep said that most victims on their list are Filipino women who were caught in major entry points in other countries.
“To lessen and hopefully eradicate cases of drug courier among Filipinos, I am asking the help of media people and hopefully we will win this fight” Ladep said. #m. g. edale, jr (PIA Isabela)

Cauayan City, Dec. 22 (PIA) -- In its bid to collect the mounting irrigation service fees from delinquent irrigation users, the National Irrigation Administration (NIA) Regional Office recently ordered the intensification of court action against the delinquent irrigation users through the Small Claims Rule promulgated by the Supreme Court for the collection of indebtedness not more than P100,000.
Under the Rule of Procedure issued by the high court, indebtedness amounting to P100,000 and below exclusive of interest shall be tried under the new collection scheme sans the representation of a lawyer, except in cases where said lawyer himself is personally involved in the case either as the plaintiff or the defendant.
Regional Irrigation Manager Vicente Galvez said with the expiration of the Memorandum Circular No 79 issued by NIA Administrator Carlos S. Salazar last October 2008, they can now start filing Irrigation Service Fees Collection cases with the Barangay Justice System (BJS).
“We have implemented the memorandum circular for almost three decades giving big deductions on the payment of unpaid water obligations, but sadly, these incentive policies were ignored by the people we wanted to serve,” Galvez lamented.
In his memorandum to the different NIA field offices in the region, Galvez has ordered all the chiefs of the different NIA field offices in the region to start filing ISF cases with the end in view that these cases will be settled amicably through the help of the barangay officials and members of the Lupong Tagapamayapa.
Galvez explained that NIA, being a government agency is not covered by the BJS and as such not required to refer its collection cases to the barangay as a prerequisite to filing formal charges in proper courts.
“But we want to show to our clients that our prime concern is to settle their accounts amicably in order to maintain a good relationship with them,” Galvez further explained.

ILAGAN, Isabela -- The Sangguniang Panlalawigan of this province’s has approved on third and final reading last week its 2011 provincial expenditure program for its operations next year.
After conducting marathon sessions which the SPs convened as committee of the whole scrutinizing and deliberating each province’s office proposed budget for next year, the SP finally approved in plenary session the P1.7 billion expenditure program.
This development goes with the national government’s 2011 budget approval last week aimed of avoiding of a re-enacted budget which the previous administration usually practice that affects the nation’s operations in the first quarter of the year.
Under the SP’s able leadership of Honorable Rodolfo Albano III, the province’s legislative chamber has conducted marathon sessions and after several days of deliberations the body passed the budget for next year.
The province’s legislative and the executive offices wants an early approval of the budget in order that the needed programs and services for the constituents will be properly delivered on time when new year starts.

So far yung phase 1 clearing palang ang nagagawa... Yung area kung saan siya itatayo ay idedevelop din ng city govt as a NEW CENTRAL BUSINESS DISTRICT - A CITY WITHIN A CITY!:):):)... Nakalagay sa tarp sa labas na up to April 2011 yung phase 2 clearing ng buong area for the new CBD...:):):)

ILAGAN, Isabela, Dec. 26 — An estimated P5 million worth of property was lost when a commercial building full of construction supplies and hardware items and an appliance store were gutted by fire a day after Christmas in Barangay Calamagui 2nd here, police and fire officials said.
They said the fire broke out at about 2 a.m. Sunday and was finally put out at past 6 a.m.
Bureau of Fire Protection personnel initially suspected short circuit due to faulty electrical wiring as the cause of the fire that destroyed Uy’s Hardware and Construction Supply and Arora’s Merchandise.
Fire trucks from the Ilagan Filipino-Chinese Chamber of Commerce, Ilagan Fire department and other fire fighting teams from Cauayan City, Naguilian and Aurora helped in putting out the four-hour blaze.

Imaginin mo yung mall na walang roof or open air bro. Ganon lang yun pero ang centerpiece niya siguro e yung robinsons. Ganyan ang trend ngayon dito sa ibang bansa esp. US. Pero yung mga streets pedestrianized na meron lang parking lots around the perimeters of the area. Open air pero mall pa rin ang tawag. Masarap maglakad pag summer pero problema pag pangit ang weather. Maganda pati kung lahat ng units ay may magle-lease pero hindi magandang tingnan kung maraming vacant. :)

Ganyan ang trend ngayon dito sa ibang bansa esp. US. Pero yung mga streets pedestrianized na meron lang parking lots around the perimeters of the area. Open air pero mall pa rin ang tawag. Masarap maglakad pag summer pero problema pag pangit ang weather. Maganda pati kung lahat ng units ay may magle-lease pero hindi magandang tingnan kung maraming vacant. :)

ethanol plant in Isabela frozen

Eastern Renewable-Fuels Corp., an affiliate of independent oil marketing company Eastern Petroleum, has put on hold the construction of its ethanol plant in Isabela for fear of incurring losses.
Fernando Martinez, Eastern Renewable chairman, said the company is waiting for the right market timing before proceeding with the construction of the ethanol plant, which would utilize casava as feedstock.
Construction is supposed to have started this year.
He said his main concern is the price of feedstock.
"We are very careful because of the failure of other investors in the ethanol project. People are saying: ‘akala ko ba gagawa ka?’ Yes, gagawa ako, but I don’t want a repeat of San Carlos," he said
"When they were planning ethanol, sugar was P800 per ton, ngayon it’s P3,000. And feedstock is 60 percent of your total cost. Kung almost nag-triple ang feedstock, anong klaseng enterprise ang magsu-survive?" he added.
The owners of San Carlos Bioenergy Inc. (SCBI) early this year said its Negros Occidental would not resume operations until government the increases the tariff on imported ethanol.
The ethanol plant was shutdown for maintenance in July. It was supposed to go back on stream in time for the cane harvest season.
Eastern’s original plan was to put up three ethanol plants in Isabela, each with a capacity of 30 million liters a year.
The project called for the planting of 2,000 hectares to cassava.
Total investment was placed at $30 million.
The rush to build ethanol plants was prompted by the passage of the Biofuesels Act which mandated the blending of gasoline with ethanol and of diesel with bio-diesel.
From 5 percent, the ethanol content of gasoline is scheduled to be raised to 10 percent next year.
Ethanol producers said they could not, however, compete with ethanol from Brazil and Thailand, hence their call for imposing a 25 tariff on imported ethanol.

Isabela PNP seals firearms of police officers and members
CAUAYAN CITY, Isabela, Dec. 29 (PIA) -- The Isabela Police Provincial Office (ippo) has launched today the sealing of all issued firearms of its members and officers to avoid firing during the new year celebrations held at the PNP grounds in Ilagan town.
City and municipal police station commanders also have conducted the sealing of issued firearms to their subordinates in all police stations of Isabela.
No less than the PNP hierarchy in Camp Crame led the sealing of firearms of PNP officers and members to avoid cases of firing and stray bullet cases at the height of new year celebration.
Deputy Provincial Police for Administration Superintendent Salonga Abugao of the IPPO said the IPPO is very much willing to obey the order as this will help the government’s campaign of total cases of stray bullet victims during the new year celebrations.
Abugao also called on all licensed private gun owners not to fire their guns to avoid tragedies to victims who will be affected relating to stray bullet incidents.
The PNP is taking the lead roll of sealing their issued firearms in order that private gun owners would also follow.
Abugao appealed to the public to report persons
who are taking unauthorized gun fires to the police.
Abugao also warned the IPPO policemen not to detached the seal that were put up at each police’s gunpoint.
The Philippine National Police-Highway Patrol Group based in Ilagan, Isabela also sealed their issued firearms.
Police Senior Superintendent Ricardo Espiritu, Highway Patrol Group 2 Commander led the sealing of issued firearms to its members simultaneous with that of the IPPO.
In Santiago City, Police Senior Superintendent Severino Abad, Jr. also launched the sealing of firearms to his policemen.

LGUs designate firecracker zones
CAUAYAN CITY, Isabela, Dec. 29 (PIA) -- Local Government Units (LGUs) in this province were ordered by authorities to designate an area for the selling of firecrackers in their respective areas.
The designation of areas for selling of firecrackers are made to avoid firecracker incidents or accidents relating to unintentional firecracker blasts.
It is observed that during celebration of new year, firecracker business blooms in all areas in the country as these are used by majority of Filipinos in meeting and celebrating each new year.
LGUs in this province are advised to designate a firecracker zone away from major business establishments.
The Philippine National Police is closely monitoring the firecracker zone and always advised the public to use safely every firecracker they will use to avoid injuries.
Sellers of firecrackers are also advised to ensure
safety in handling the firecracker they sell.

Ilagan Mayor leads 114th death anniversary of Rizal
CAUAYAN CITY, Isabela, Dec. 30 (PIA) – The local chief executive of Isabela’s capital town led other officials and employees including non-government organization leaders in commemorating the 114th death anniversary of national hero Jose Rizal.
The celebration was held at Rizal’s monument in the capital town’s plaza.
Mayor Jose Marie L. Diaz led the offering of flowers assisted by other local officials of Ilagan.
In a simple program, a representative from the senior citizen sector recited Rizal’s masterpiece, “My Last Farewell,” in Spanish.
Each year, December 30 is declared a legal holiday in commemoration of the death anniversary of Rizal who was executed in Luneta Park in Metro Manila for defending the sovereignty of the country against foreign aggressors.

Families of 10 fire victims to get financial assistance from provincial government
CAUAYAN CITY, Isabela, Dec. 30 (PIA) – The provincial government here assured assistance to the families of ten nursing graduates who died in a hotel fire in Tuguegarao City.
Said victims, who are locals of Isabela and graduates of the University of La Salette in Santiago City, succumbed to the fire that razed the Bed and Breakfast Pension House early dawn of Sunday last week.
They were supposed to take the nursing licensure exam in Tuguegarao City last December 19 and 20.
Provincial Administrator Atty. Noel Manuel R. Lopez said Governor Faustino G. Dy III and the whole officialdom of Isabela have extended condolences to the families of the ten fire victims and offered financial assistance as a simple way of helping the families during their grieving.
Lopez said they have already tracked and coordinated with local government units where the families of victims reside and are now processing necessary documents for the financial assistance.
Most of the fire victims are residents of Santiago City. (m. g. edale, jr/PIA-Isabela)

TARLAC City, Jan. 1, 2011—After eight years of airing Church-based programs in Tarlac and Nueva Ecija provinces, Radio Maria-Philippines has expanded its coverage to Cagayan and Isabela provinces.
The radio station has constructed repeater stations in Tuguegarao City (101.5 FM) and 102.1 FM in Santiago City. These two frequencies are part of the four frequencies approved by the National Telecommunications Commission since 2007.
The 101.5 FM Tuguegarao City was inaugurated on June 19, 2010 while 102.1 FM Santiago City is up for operations today. It could have been inaugurated earlier had it not been for the recent typhoons.
With the support of the Archdiocese of Tuguegarao under Archbishop Diosadado Talamayan and the Diocese of Ilagan under Bishop Joseph Nacua, OFM Cap., Radio Maria-Philippines continues to broadcast Church-based programs in their respective areas.
The Radio Maria-Philippines is part of the World Family of Radio Maria, an international radio network. It is a non-profit, non-commercial radio station. Alicia mayor to put up “one-stop shop” for speedy tax collections
CAUAYAN CITY, Isabela, Jan. 3 (PIA) -- The local chief executive of Alicia town will be putting up within the municipal hall a “one-stop shop” for the speedy paying and processing of tax payments for the local government.
Mayor Maria Cecilia Claire Reyes said the one-stop shop to be put up within the municipal hall would ease the paying public in processing their respective taxes to be accrued to LGU Alicia.
During the month of January each year, residents, small and medium entrepreneurs, businessmen, and other concerned individuals making transactions to the municipal hall are used to pay taxes for them to operate businesses in the town and in paying taxes for fixed assets.
“A one-stop shop” will ease our people from securing pertinent documents from other government agencies in paying taxes as we will ask concerned government agency representative to be present in the municipal hall to render immediately the services they usually perform as requirement for paying of taxes”, Mayor Reyes said over a local radio station here.
Mayor Reyes is calling Alicia residents to pay promptly their tax obligation to the local government of Alicia as these taxes are necessary to fund local development projects for the benefit of Alicia residents.
Reyes said that taxes are very much helpful for each local government units as these are being used in addition to the national government’s Internal Revenue Allotment (IRA).
“Local taxes are useful for our development programs and projects in addition to the Internal Revenue Allotment (IRA) from the national government”, Reyes said.
Local tax sources include taxes on securing business permits, real property, and other business activities that an individual wanted to perform in the town.
Reyes is hopeful that taxpayers in the locality would be encouraged to pay promptly the taxes due for the locality and would increase the collection in implementing Reyes’ new tax collection program. MG Edale, Jr. (PIA Isabela)

Firecrackers injure 15 in Isabela, reports PNP
CAUAYAN CITY, Isabela, Jan. 3 (PNP) -- The Isabela Police Provincial Office (IPPO) has reported low cases of firecracker injuries during the christmas and new year holidays that the IPPO has recorded only fifteen injured victims.
Police Superintendent Roberto Bucad, police community relations chief, reported that during the duration of Christmas and New Year celebrations the IPPO has received minimal firecracker injury cases compared to that of last year.
Bucad said the lesser firecracker injuries might be the consequence of intensive anti-firecracker use campaign of the Department of Health (DOH).
Firecracker injured victims came from the municipalities of Naguilian, Ilagan, Cabatuan, Echague and Cauayan city.
There were recorded 4 firecracker injured victims in Cauayan City, one in Naguilian, seven in Ilagan, 2 in Cabatuan and one in Echague.
Bucad said most of the injured are minors.
Bucad also is elated over the result of firecracker injuries last year compared to this year that lesser injuries was registered.
Police officers and members whose firearms were sealed few days before new year also promptly obeyed the PNP hierarchy as no reported indiscriminate firing among the police were reported.

CAUAYAN CITY, Isabela – Malubhang nasugatan ang apat na magkakamag-anak na lulan ng isang tricycle na bumangga sa Dalin Liner Bus matapos salpukin ng nag-overtake na van sa Echague, Isabela.
Naganap ang aksidente kaninang umaga sa national highway sa Castillo, Echague, Isabela.
Ang Dalin bus ay patungong Tuguegarao City nang agawan ng linya ng van na sumalpok sa kasalubong na traysikel.
Tumilapon ang mga pasahero ng tricycle sa kabilang lane ng national highway at nabangga ng Dalin Liner.
Humiwalay ang motorsiklo sa sidecar at tumilapon ang mga sakay nito na isinugod sa ospital sa Santiago City.
Ang mga nasugatang pasahero ay kinilalang sina Jessie Velasco, driver ng tricycle, Lora Velasco, Jonalyn Velasco at Jovan, Velasco, pawang residente ng Balibago, Echague, Isabela.
Tumakas ang driver ng van habang ang driver ng Dalin Bus na si Esmundo Jacinto ng Quirino, Isabela ay dinala ng mga pulis sa kanilang istasyon sa Echague, Isabela para sa kaukulang imbestigasyon.

Last October 2010, Ms. Janet Francia, City Secretary together with Dr. Genaro Manalo, City Health Officer, presented Santiago City’s initiatives and best practices of making Santiago a healthy city at Gangham, Seoul, Korea.
In alignment with the City’s struggle to end poverty on 2015, Santiago City is now on the road to help alleviate the current economic status quo of the indigent families of the city.
Based on the report, in 2007, out of the 126, 244 residents of the City, 14, 531 are identified to be indigents. From this sector are families earning less than 2 US Dollars a day have malnourished children, they are nutritionally at risk families and with unlimited knowledge on healthy lifestyle.
With this condition, the City Local Government of Santiago, through the leadership of Mayor Amelita S. Navarro, the City Government is now determined to toughen its effort on uplifting the lives of the poor Santiagueños by educating them to achieve a healthy and productive life through the following program:
Providing Agricultural inputs subsidy (regularly given to farmers every planting season);
Livelihood trainings for Indigent Sector (with 589 Beneficiaries);
School Backyard Gardening Program (participated in by 5,916 individuals, with 175 Garden Vegetables established);
Establishment of Community and Health Centers with field health workers assigned in every Barangay;
State insurance to indigent families (legislated under Reso.No.6THCC-122) ;
Establishment of well paved roads from the city proper to the different villages for easier access;
Construction of schools in a friendly environment with health promoting facilities ;
Housing programs granted to the poorest of the poor through the City’s Gawad Kalinga project and Habitat for Humanity Foundation;
Food subsidy to indigent families;
Establishment of water facilities;
Improvement of the City’s Public Market Facilities;
FACES (Family based Actions for Children and their Environs in the Slum);
Livelihood assistance program for food production;
Application of new technology on agricultural farming;
Free Vitamin Supplementation to children ages 6 months to 71 months;
Used of iodized salt on promoting good nutrition as prescribed by the Department of Health (CHO);
Adopt a Malnourished Young Child (AMY’s Child);
Massive Clean-up drive programs to roads and riverbanks;
Bi-monthly seminars and meetings for mothers and children to promote good nutrition;
Regular medical, dental and surgical missions (in partnership with NGO’s);
Population Management through campaign on responsible parenthood/ family planning;
In addition, the City of Santiago is also a recipient of the National Government’s 4 P’s Program, where hundreds of indigent families are regularly receiving P 1,400.00 pesos a month for the education of their children.
The City’s fight against poverty would not stop with the present projects and advocacies of the present administration, for we shall all hold hands and together we will make a legacy to fight hunger and make Santiago City a healthy city.

The City once again prove to the nation its unending fight to alleviate the Nutrition problem of its people, after having won the title “First Year CROWN MAINTENANCE AWARDEE“ recently held at the Reception Hall, Philippine International Convention Center last November 4, 2010.
After its success as a 2008 CROWN Awardee (Consistent Regional Outstanding Winner in Nutrition) the City Local Government strives further to put into realization the City’s vision on nurturing/ advocating proper nutrition to the Santiagueños.
The City now firms up on strengthening the various programs the city had innovated and implemented to the various villages of the City with the help of the different agencies of the City Local Government the following “life-stages” program are being efficiently and effectively being implemented:

* Promotive Active Response and Delivery of Activities to Pregnant Women;
* Addresses the high incidence of maternal and infant death through pre- and –post- natal services.

The maintenance of the Street Light System is a part of the program of the streetlights and is being done yearly by the City Government.

Historical Attractions
Aguinaldo Shrine
in Palanan, Isabela is the historical place where Gen. Emilio Aguinaldo was captured by the American forces, thus ending the Philippine Revolution in 1901. It is accessible by aircraft, pumpboat and trekking thru Sta. Ana, Cagayan, San Mariano/Cauayan and Ilagan, Isabela respectively.
Cultural Attractions
Isabela Museum and Library
The repository and custodian of the rich historical and cultural heritage of the Isabelinos. Features a gallery exhibit & collection of antiques such as artifacts, fossils, ethnographic items, heirloom pieces, visual arts (photographs, paintings, sculpture, graphic arts); historical and cultural dioramas, miniature models of provincial landmarks, among others. It was inaugurated on May 11, 1999 and is housed at the old capitol building in Ilagan. Open from Mondays to Saturdays from 8:00 am to 5:00 pm.
Natural Attractions
Bonsai Forest (Sumanget, Dinapigue)
The 20,000 hectare area is accessible by land transport from Baler in Aurora Province and by air from Cauayan Airport.
Sta. Victoria Caves and Environmental School at Fuyo National Park Isabela Caves
It features naturally formed lattices and sparkling rock formations. Visitors are given lectures and allowed to plant their own seedlings, and those enrolled at the Environmental School are given certificates. Within the area is the Pinzal Falls conducive for swimming and other recreational facilities like carabao-drawn carts and horseback riding. The park is 15 kilometers from Ilagan town proper.
Northern Sierra Madre Natural Park (Palanan Rainforest)
The largest protected area in the country with more than 300,000 hectares of rainforest, and the lowest at 800 feet above sea level. Declared number one in biodiversity and also one of the top 10 biodiversity “hotspots” in the world. Research showed the existence of unknown and unnamed species of flora and fauna. A confirmed habitat of the Philippine Eagle and the Cloud Rat. Its coastal areas host whales and dolphins and other cetaceans. Ideal for scuba diving and other water sports, and a mountaineering/trekking challenge.
Accessible by light aircraft from Cauayan Airport (Cyclone Airways), pumpboat from Sta. Ana in Cagayan and Baler in Aurora Province, and trekking from San Mariano, Cauayan and Ilagan in Isabela. Also accessible by air transport from Tuguegarao City Domestic Airport through CHEMTRAD.

Isabela Church
Shrine of Our Lady of the Visitation (Guibang, Gamu)
Guibang Church, which houses the Miraculous Lady of the Visitacion, is located along the national highway of Gamu, Isabela and frequented by travelers passing along Maharlika Highway. It is now as famous as the Shrine of Piat Basilica Minore as it comes alive in July every year when religious pilgrims come to offer prayers of thanks and to ask for another year of good fortune. The image of the miraculous Lady was canonically crowned on May 26, 1973 and acknowledged as a National Shrine on January 24-26.
Parish Church of St. Mathias (Tumauini)
Built in 1753 under Dominican Supervision and completed in 1805, it is an ultra-baroque church unique for its extensive use of baked clay both for wall finishing and ornamentation. Clay bricks come to life in concentric circles on the façade, spiral curves on the finial serpentine reliefs, and many finely molded details – flowers, foliage, surfaces, cherubs, and saints. Its architecture bears Chinese ancestry. This church of stone features a unique cylindrical bell tower that is the only one of its kind in the Philippines. It was declared a National Historical Landmark on February 24, 1989.
Our Lady of Atocha Church (Alicia)
Passing by Angadanan town on February 12, 1805, Fr. Manuel Mora, OP wrote that “Angadanan has a convent of bricks, though not totally finished. Its church is timber, wood and bamboo. The number of inhabitants is 791.” The church and convent as seen today in the town of Alicia, beautiful and solid, was built by Fr. Tomas Calderon, OP and inaugurated in 1849, with Fr. Francisco Gainza, OP, then vicar of Carig (now Santiago City). Famous for their antique Spanish architectural designs, these churches are found along the national highway and are accessible by land transport.
San Pablo Church
Built in 1624, it is said to be the oldest in the province. Its lofty bell tower of six layers including the circular apex made of adobe is the tallest in the Cagayan Valley. San Pablo, the oldest town of Isabela, was founded by Padre de Sto. Tomas, 210 years before Isabela was made a province.
St. Rose de Lima Church (Gamu, Isabela)
Built in 1726, it is famous for its Spanish architectural design. The feast of the patronal saint of Gamu is celebrated every August 23.
Man-Made Attractions
World’s Biggest Butaka
It is 11 feet 4 inches high, 20 feet 8 inches long, and 9 feet 7 inches wide. It weighs 2,368 kilos and was constructed by 25 workers in 29 days.
Magat Dam Tourism Complex (Magat Hydro Electric Power Plant)
Asia’s biggest dam project at the time of its construction. It serves the primary function of power generation and irrigation. Its reservoir area of 4,450 hectares has a great potential for water-based recreation like fishing, boating and water skiing, among others. The plant is accessible by passenger jeepney and bus from Santiago City.

I think that should be Northeastern Luzon. I highly doubt if the person who wrote this one would deliberately omit Baguio since everyone knows that Northern Luzon is composed of three regions, Ilocos, CVL and CAR. The thing is, why don't anybody make a move to correct this error? Ganyan na ba ka-inept ang mga tao ngayon? Hindi na natin pakikialaman kung hindi naman tayo naaapektuhan? :bash:Or maybe this is the first time the error has been made public?

Cauayan City wants to remain Cagayan Valley’s top tax revenue collector
CAUAYAN CITY, Isabela, Jan. 5 (PIA) -- This city’s treasury office is aiming to maintain its 2010 honor as Cagayan Valley's top local government unit with highest collection of taxes.
The city treasury of Cauayan City has received award for having collected the highest taxes last year and has expressed intention to maintain as the highest collector of taxes compared to other local government units of Cagayan Valley region.
The award for Cauayan City treasury office is handed by Bureau of Local Government Finance (BLGF) region 2 after registering a collection efficiency of 121% last year among other treasury office in the region.
Cauayan City treasury office collected taxes from real properties, business tax fees and charges including collections from the City Enterprise and Economic Management Office (CEEMO).
City Treasurer Francisco Dalere said that during the first quarter of 2010 the tax collection has already registered a 108% tax collection from their revenue collection target.
The increase of tax collection for 2010 is owed to treasury and enterprise and economic management office employees who have shown dedication especially in conducting tax information campaigns that even in the remotest barangays are visited to ensure that the people will be encouraged to pay promptly their taxes.
Business establishments are also reminded regularly of their tax obligations to ensure that every start of the year would be renewing their business permits and if found violating the rules and regulations in conducting business in the city would be notified immediately to ensure that they are following the city’s tax code.
The initiative of the city treasury office in putting up a one-stop shop within the city premises has also greatly helped in the high collection of taxes.
It is recalled that last year, the city treasury office has put up a one-stop shop in the city hall where the paying public need not to go from one offices to another to secure needed documents to renew or pay taxes instead the treasury office has coordinated with other government offices where their services is needed in paying necessary taxes to send representatives in the city hall to ensure a smooth flow and fast track paying transactions.
This year the same strategy is being practiced in the city hall where the paying public expressed satisfaction with what the treasury office has started.
The city treasury office is confident that this year their collection performance would be maintained and the collection efficiency may even be surpassed with the innovations of the office. MG Edale, Jr. (PIA Isabela)

TUGUEGARAO CITY - Matapos ang 15 araw na ibinigay sa fact finding team na nag-iimbestiga sa pagkasunog ng Bed and Breakfast Pension House na ikinasawi ng 16 katao, humingi ngayon ng panibagong 15 araw na extension ang panel of prosecutors sa ginagawang imbestigasyon.
Ito ang kinumpirma ni Atty. Emeritu Quilang, fiscal officer ng lungsod ng Tuguegarao at miyembro ng binuong panel sa panayam ng Bombo Radyo Tuguegarao.
Ngayong araw sana ang itinakdang pagsusumite ng investigating body na binubuo ng Department of Justice (DOJ), Philippine National Police (PNP) at Bureau of Fire Protection (BFP), ng kanilang report sa pamunuan ng DoJ, ngunit hindi pa umano nila ito nakokompleto.
Ayon kay Quilang, hindi pa nila naisasalang sa pagtatanong ang limang nursing graduates mula sa University of La Salette sa Santiago City, Isabela na nakaligtas sa malaking sunog.
Aniya, hindi nakadalo ang mga ito sa imbitasyon ng fact finding team para isailalim sana sa pagtatanong nitong nakaraang Disyembre 29-30 sa lungsod ng Tuguegarao.
Sabi ni Quilang, sila na ang pupunta sa Santiago dahil maaaring nasa state of shock pa rin ang mga ito kung kaya't ayaw muna nilang bumalik sa Tuguegarao.
Maging ang may-ari ng hotel na si Pete Fondevilla ay hindi pa nila nakakausap dahil kasalukuyan pa itong nagpapagaling sa ospital matapos magtamo ng sugat dahil sa pagkasunog.
Una rito, sinabi ni Regional State Prosecutor Atty. Rommel Baligod na naantala ang imbestigasyon na nag-umpisa noong Disyembre 21, 2010 dahil sa mga nakalipas na holiday.
Binigyang diin ni Atty. Baligod na lahat ng mga posibleng anggulo ay ikinokonsidera ng panel kung kaya't lahat ng mga concerned agencies at indibidwal ay isinasalang sa imbestigasyon para matukoy kung sino talaga ang dapat managot sa nasabing kalunos-lunos na trahedya batay na rin sa kautusan ni Pangulong Benigno "Noynoy" Aquino III.

Naisalaysay sa akin ng pinsan kong nakaligtas na yung dalawang room-mates niya sa 5th floor ay namatay at siya ay mapalad na nakaligtas pagkatapos tumalon at mapalad na nakasabit sa fire exit. Isa daw sa mga namatay ay dahil kulang sa facility yung hospital na pinaglagyan. Wala daw inhaler? hmmm...:0.... Sobrang liit daw ng hagdanan ( para sa isang tao lang)at naka-lock ang fire exit ng hotel...
Matagal daw rumispuonde ang mga bombero at wala daw ibang maitulong kundi tubig pambasa sa sarili ng mga biktima... GBnasa ng pinsan ko ang damit niya at dun daw siya huminga.
Nagkasugat sugat lang naman ang pinsan ko dahil binasag niya ang salamin ng bintana. ( mabuti horizontal lines lahat ng grills sa kwarto kung san siya napadpad at nagkasiya siya dito.)
Nakuryente din ang pinsan ko pagkatapos sumabit sa christmas light. Marami din siyang nalang hap na usok.
Nagbigay tulong ang La Salette. Binayaran nito ang lahat ng gastos sa hopital at pagpapalibing sa mga namatay na estudyante. nagpaabot din ng tulong pinansiyal ang Santiago City govt sa mga residente dito na naging biktima. Nagbigay tulong din ang provincial govt ng Isabela.
Libre na daw sa lahat ng gastos ang mga hindi nakapagtake ng exam. Ang pamunuan na daw ng La Salette ang gagastos....

Nice info... Yep Urdaneta nga may mataas na locally generated income by around 30-40 M... Pero mabilis na humahabol ang iba pang nabangit na cities... Ang catch, kayang kayang habulin yan halimbawa ng Santiago City. In fact, Santiago's local income can easily reach 300-400M in just one move. In terms of IRA, Santiago is leading, it being an independent city with a fair population and wide land area.^^

Kung ibabase sa Population, mahihirpan talagang makuha ang title for HUC, hope after 2-4 years makuha na nila itong pagiging HUC sayang pa nman, ilan iyan sa mga sikat na city sa luzon.

Santiago don't deserve to be in the level of Dagupan, Baguio, Urdaneta, Cabanatuan, Tuguegarao, Tarlac, Laoag and Angeles. I mean our place is only known in Region 02. I went to Cebu last month and tell u the truth they do not know where Santiago is. What they only knew are the cities I mentioned. Iwas disappointed but I must accept the reality. About our populattion, it is still low. In terms of commercialism, we still lack. In terms of income, it is still low. I hope this reality will be accepted by my fellow Isabelino. But, I am very happy for we are improving and progressing. there are several commercials that really wanted to do business here. So we need more. I think we can level the mentioned cities after 20 years. This is my point of view.

classic example ang Tarlac. Tarlac is poised to become an HUC (2006). Pero yung provincial government at city government hindi magkasundo.
The Provincial govt., went out its way like holding people consultations at nangampanya pa sila para lang hindi matuloy. Eh ang governor namin dati eh malakas sa mga Tarlaqueno (as in never pang natalo in any political race)
so nanalo ang 'NO' with a resounding margin over the 'YES'.
Ang bottomline is, kapag magkasundo ang provincial at city admin.... magigigng HUC yan , provided na gusto rin ng mga tao. :)

These three cities ranked highest in the quality of life category among 25 cities that made it to the AIM's Philippine Cities Competitiveness Ranking Project 2007, a survey of cities' global competitiveness.
The cities were separately ranked according to size. Makati, Cabanatuan, and Tagbilaran were categorized as metro, mid-sized and small-sized, respectively.
Quality of life is one of six categories in AIM's survey. The other categories are cost of doing business, dynamism of local economy, human resources and training, infrastructure, and responsiveness of local government units (LGUs) to business needs.
Unlike its previous surveys, AIM decided not to rank the cities based on total performance.
This is the 5th round of the AIM survey on Philippine Cities Competitiveness Ranking.
Quality of life is considered one of the yardsticks in determining which cities have successfully developed and which have succumbed to the ills of urbanization.
Among the relevant aspects of quality of life are social welfare of the people, peace, and order, quality of living environment, and local amenities.
Cabanatuan and Tagbilaran ranked first in their respective city sizes, rating 7.17 and 7.97, respectively. The highest rating is 10 points. The average rating in their city sizes is 6.31 and 6.43, respectively.
Makati ranked second among metro cities, with a rating of 6.98. The average rating of metro cities in terms of quality of life is 6.06.
Cabanatuan was credited for its good access to commercial banks, low or non-existent informal fees, and total crime solution efficiency.
Tagbilaran was noted for its low or non-existent informal fees, good supply of water, and low water rates. Its local environmental planning and management program was also praised.
Makati was recognized for its good access to commercial banks, total crime solution efficiency, and supply of potable water among others. AIM also noted its programs such as the Makati Health Program, the "Yellow Card," the Makati Command Center, and its Satellite Real Property Tax collection.
A total of 90 cities were surveys—20 metro cities, 25 mid-sized cities, and 45 small-sized cities. The AIM survey was conducted in collaboration with the German Technical Cooperation, International Finance Corporation, International Labour Organization, SM Investments Inc., and Petron Corporation.

MANILA, Philippines--The cities of Cebu, Cagayan de Oro, and Dagupan have been named as the most competitive cities outside Metro Manila in the Philippine Cities Competitiveness Ranking Project 2009 (PCCRP) of the Asian Institute of Management Policy Center. The study, which was launched Monday in Pasay City, used six criteria in ranking the 29 cities: dynamism of local economy, responsiveness of the LGUs to business, infrastructure, quality of life, and cost of doing business and human resource and training.
It is based on official government data, perception survey among businessmen, and interviews with local chief executives and local business group’s representative The PCCRP also classified the cities into three groups: metropolitan growth centers, growth centers and emergent cities.
Cebu City bested Davao in the metro growth center category, which refers to cities with an average of P3.05 billion total income and average population of 1.08 million. Cagayan de Oro, meanwhile, topped in the growth centers category, which included the cities of General Santos, Baguio, Lapu-Lapu, Zamboanga, Olongapo, Batangas, Iloilo, Bacolod, and Mandaue. These cities have an average income of P1.2 billion and population 421,165.
Dagupan City is the most competitive among the emergent cities. It bested the cities of Angeles, Butuan, Cotabato, Lucena, Naga, Legaspi, Pagadian, Puerto Princesa, Ormoc, Iligan, Tagum, and San Fernando in La Union, Surigao, Tuguegarao, Tacloban and Santiago.
Ma. Lourdes Sereno Diokno, executive director of the AIM Policy Center, said that they decided to group the cities into three brackets because it would be unfair to compare the metropolitan and highly-urbanized cities like Cebu and Davao to new and emerging young cities.
“Cebu City and Davao City outpaced the rest in many indicators,” added Ana Maria Tabunda, chief research fellow at Pulse Asia and consultant for the PCCRP 2009. Roger Carlson, acting mission director of the USAID, one of the sponsors of the PCCRP, said that the findings of the study can guide the local officials in introducing policy changes in their localities.
“Newly-elected mayors can base their reform efforts on information that comes from business operators themselves,” Carlson said. The PCCRP 2009 also recognized the cities that topped in each of the criteria used in the study.

Dagupan City is the most competitive among the emergent cities. It bested the cities of Angeles, Butuan, Cotabato, Lucena, Naga, Legaspi, Pagadian, Puerto Princesa, Ormoc, Iligan, Tagum, and San Fernando in La Union, Surigao, Tuguegarao, Tacloban and Santiago.
Ma. Lourdes Sereno Diokno, executive director of the AIM Policy Center, said that they decided to group the cities into three brackets because it would be unfair to compare the metropolitan and highly-urbanized cities like Cebu and Davao to new and emerging young cities.
“Cebu City and Davao City outpaced the rest in many indicators,” added Ana Maria Tabunda, chief research fellow at Pulse Asia and consultant for the PCCRP 2009. Roger Carlson, acting mission director of the USAID, one of the sponsors of the PCCRP, said that the findings of the study can guide the local officials in introducing policy changes in their localities.
“Newly-elected mayors can base their reform efforts on information that comes from business operators themselves,” Carlson said. The PCCRP 2009 also recognized the cities that topped in each of the criteria used in the study.

I went to Cebu last month and tell u the truth they do not know where Santiago is. What they only knew are the cities I mentioned. Iwas disappointed but I must accept the reality. About our populattion, it is still low. In terms of commercialism, we still lack. In terms of income, it is still low. I hope this reality will be accepted by my fellow Isabelino. But, I am very happy for we are improving and progressing. there are several commercials that really wanted to do business here. So we need more. I think we can level the mentioned cities after 20 years. This is my point of view.

Tama ka... maraming hindi nakaka-alam sa Santiago City. Hindi kasi ito kasing tanda tulad ng Tuguegarao na declared regional center way back in the 70's, Laoag City na syudad na noong 40's pa ata, Dagupan syem-pre dahil 30's pa ata ito city tulad ng Cabanatuan...
Santiago became a city only in 1994 at hindi pa siya ganoon kaprogressive noon. But in terms of income and development, hindi pahuhuli ang Santiago bagkos pinakamayaman ito sa Norte even richer than Baguio ( i9n terms of net asset). Recently lang naman nakikilala po ang Santiago kaya maraming nashoshock na tao once makatungtung sila sa Isabela dahil kahit papaano ay may ganoong lugar pala sa Isabela as progressive or close to Dagupan, Laoag, Malolos, Cabanatua etc, and mind you, Santiago City is more more organized and more equipped than any city atleast in region 2.! Santiago City wants skills database registry system
CAUAYAN CITY, Isabela, Jan. 6 (PIA) -– The city government of Santiago wanted to maintain a skills registry system aimed at knowing the data in each barangay of a pool of skilled residents for future reference in helping them to seek employment.
Santiago City Human Resource and Management Officer Antonio Carreon said they are now planning to meet barangay officials to help them identify in their barangays those that possessed skills and be listed to be submitted to the HRMO.
The list would serve as reference of the city government when local or foreign recruitment agencies would seek assistance in filling up vacancies in their companies or offices.
Carreon will also be inviting the Department of Labor and Employment (DOLE) to help the city government to their employment program.
The skills registry system of the city government would be useful as reference material when companies are going to hire needed skilled workers.
“If this project of the city government will be realized, we don’t need to search anymore skilled people in our place, that by just merely searching to our skills registry system we can pinpoint where they reside” Carreon said over a local radio station here.

Cauayan mayor meets village chiefs
CAUAYAN CITY, Isabela, Jan. 6 (PIA) -- Few days after celebrating new year, the local chief executive of the capital town of Ilagan, Isabela met barangay chairmen of the ninety one barangays of Ilagan to discuss matters relative to their role as leaders in each barangays.
Ilagan Mayor Jose Marie L. Diaz recognized the great role of his barangay leaders in maintaining the peace and order and partner in implementing development programs and projects.
Diaz scheduled the meeting in two separate sessions since meeting the less than a hundred barangay leaders is so hard to handle.
He met first the barangay chairmen from the town’s western region barangays yesterday while today were the barangay chairmen in Ilagan’s western barangays.

Delinquent real property taxpayers to pay minimal penalties
CAUAYAN CITY, Isabela, Jan.6 (PIA) – The provincial government of Isabela wants delinquent real property taxpayers pay their taxes with minimal penalties.The move of the provincial government is to encourage real property owners to pay their tax dues to increase the income of the provincial government and to help each local government units increase their income from local sources.
Local government units has a list of delinquent real property taxpayers in their areas and it would both help the LGU increase their local resources and the taxpayers would be charged with lighter surcharges.
Real property taxes paid to the government are used for funding the many programs and projects for the residents; this is in addition to the regular Internal Revenue Allotment (IRA) from the national government.
Governor Dy aired his desire to help the taxpayer settle their tax obligations to the provincial government by adding only lesser surcharges to their computed tax obligations.

The provincial agriculture office said nearly 1,500 hectares of corn farms have already been ruined by armyworms in just a week, especially in the corn-producing towns of Ilagan and Tumauini.

THE Social Security System (SSS) released P9.3 billion in pensions and bonuses (13th month pay) for its 1.5 million pensioners for December 2010.
According to SSS North Luzon Sr. Executive Assistant Ochie Castañeto, SSS pensioners have already received twice the amount of their monthly pension as early as the first week of December. Aside from their pension, they were also given their 13th month pay.
Castañeto assured members of the financial viability of the SSS, which a recent financial study shows could run up to 2045. "SSS also had a net revenue for the first nine months of 2010, of P17.62 billion, which is a 51 percent year-on-year increase and surpassing our net revenue target P12.2 billion," he added.
Castañeto added that the SSS North Luzon Office covering the Cordillera, Cagayan Valley and the Ilocos Region, has over five million members. It also has the highest number of farmer and fisherfolk members.
In the same interview, SSS Information Officer Mariane Garcia called on employers to update their loan accounts so their employees would not encounter problems when availing of SSS benefits and programs.
As for their OFW members, Garcia advised them to continue paying their membership dues and to always check their records with SSS personally or through representatives so they will not encounter any problem if they avail of SSS programs and benefits.
Garcia also encouraged OFWs to avail of their flexi-fund program. "It is a savings program for OFWs wherein savings could earn more as the interest is comparable to that of treasury bills and can be withdrawn after a year," she said.
For those individual SSS members who are retrenched or laid off from work, Garcia urged them to continue their membership and salary loan payments so that they will be eligible for sickness, maternity, disability and death benefits, aside from the loan program and future pension benefits.
Garcia also called on all SSS members not to lower their membership bracket. She even encouraged them to increase to the next bracket for bigger benefits.
According to Garcia, SSS pensioners could receive up to P24,895 pension per month for the highest bracket. (Lito Dar)

Killer caught on camera arrested in Isabela
TUGUEGARAO CITY, Jan. 7 (PIA) -- The police officers of Isabela province, in coordination with Caloocan City Police, have arrested the gunman in the killing of Brgy. Councilman Reynaldo Dagsa of Caloocan City.
PCSupt. Francisco J. Villaroman, Regional Director of PNP-Region 2, said the suspect known as Arnel Buenaflor, 26 years old, was arrested at about 10pm of January 6, 2011 at Brgy. Kalabasa, Aurora, Isabela to where he went to hide together with her live-in partner Loraine Castro.
Buenaflor was arrested in a boarding house using his cap which he wore the time he shoots the victim. Police said the cap and his tattoo on his right arm are evidences that the real gunman of the Dagsa slain is Buenaflor.
The police official also reported that the operation was a result of 3-day Intel-driven operation obtained from the community based support system of Isabela Police office.
Brgy. Councilman Dagsa was taking a picture of his wife, daughter and mother-in-law in front of his house at Caloocan City just after the new year’s eve revelry when the suspect shot him to death.
Villaroman said the suspect and his live-in partner will be brought to Caloocan police for proper filing of a murder case.
Based on the investigation of Caloocan Police, Buenaflor is allegedly involved in a robbery and car theft in Central Luzon, together with the two other companions in the killings who were arrested ahead of time by Caloocan Police named Michal Rollon and Frederick Sales. (PIA 2)

Police Chief Inspector Vicente Blancad, Roxas Police Station chief, said that last year’s crime incident is 149 for car accident, four illegal possession of firearms, and low incident of petty crimes.
The Roxas Police Station has only a manpower complement of thirty nine police force.
Blancad said the low registered crimes in the municipality is attributed to the police station’s Integrated Patrol System (IPS), posting of policemen to strategic areas in the locality, formation of Public Assistance for Security and Orderly Community (PASOC) and thorough cooperation between municipal and barangay officials.
The COP’s initiative in forming the PASOC and the cooperation of LGU-Roxas to the local police are the reasons of lowered crime incident in the locality.

Sgt. Benjie Andaya of the Army’s Civil Relation Service (CRS) said that on January 3, Max Jay Cabinot, 30, an active armed cadre of the CPP-NPA's Aurora Party Committee, surrendered to Col. Loreto Magundayao, head of the 5th Infantry Division’s Civil Military Operations (CMO) based in Camp Melchor Dela Cruz in Gamu, Isabela.
Andaya claimed that Cabinot began sending surrender feelers after both the government and CPP-NPA declared an 18-day holiday truce that ran from December 16, 2010 to January 3, 2011.
Andaya said Cabinot’s parents had requested Magundayao to lead the Christmas-Eve negotiations for the safe surrender of their son.
Cabinot turned over to authorities one M-16 colt rifle, one rifle grenade, two long magazines and one short magazine with 14 live ammunition.

Malaki ang difference ng city sa town lang syempre... Expect for better services sa local govt kung city yung lugar dahil bigger ang budget. Expect also to pay additional taxes... Pero mas maraming improvement talaga pag city dahil masmabango ito sa mga investors...:cheers:Dapat lang na watchful ang mga pinamumunuan ng local govt officials...:)

LGU-Isabela distributes logs to repair damaged infra
CAUAYAN CITY, Isabela, Jan.7 (PIA) – The provincial government of Isabela has distributed a portion of confiscated logs and lumber to repair local and national government infrastructures and to restore core shelters under the Department of Social Welfare and Development destroyed by typhoon “Juan”.
There are now a total of 747, 244. 48 board feet of confiscated lumbers distributed to local government units, schools, offices, and core shelter projects.
Last year, typhoon “Juan” wrecked vital government infrastructures and facilities in the province which the provincial government decided to help restore by donating the confiscated logs.
The typhoon, touted by residents of Isabela as the worst typhoon to hit the province in past decades has also destroyed billions of pesos worth of agriculture products.
Governor Faustino G. Dy III has seen the necessity in restoring the vital government facilities to normalize the operations after the typhoon.
The greatly affected infrastructure projects are local government buildings, schoolbuildings, some national-based government agencies, core shelter projects, and others.(m. g. edale, jr. - PIA 2 Isabela)

About sa mga bahay sa loob.. yep.. squatters.. Ililipat sila ng city govt sa relocation site sa brgy. Rizal ( better sa kanila dahil may lupa na sila at may pera pa.. ( yung naunang punayag na umalis doon ay may bahay din) yung mga nagmatigas siguro naubusan)...
Yung nabiling lot ng Robinsons, cleared na yung area! Hindi lang sure kung kelan start ng construction... under construction pa ang Calasiao so antayin nating matapos yun.... ( Alam naman natin ang robinsons, matagal construction nila)
Lilinisin yung buong area na yun hanggang sa ilog sa likod at idedevelop din ng cityhall as "new CBD - A city within a city!"
Sa tingin ko, pinaghahandaan na ng mabuti ng cityhall ang pagpapatayo ng Robinsons at pagpasok ng iba pang malalaking investors, kaya gusto nilang i-computerized/list lahat ng mga taong pwedeng mabigyan ng trabaho (Santiago City wants skills database registry system)...
Hangang April 2011 ang deadline ng cityhall para tangalin yung around 222 squatters sa idedevelop na area based sa slogan nila na nakapaskil sa area...
Ayon sa pagkakarinig ko, may mga establishment daw sa area na nagfile ng case dahil sa pwersahang pagpapa-alis daw sa kanila.. wala namang issue about ownership sa lupa, more on sa compensation lang or damages...:):):)

The story revolves around Rosario Perrera, a paragon of beauty and grace, intelligent, sophisticated and a liberal thinker. Viewers will witness her story (from age 18 to 32) unfold on the screen.
The daughter of Don Enrique Perrera (Phillip Salvador) and Doña Adela Perrera (Eula Valdez), Rosario was a passionate woman who lives according to her heart's desires. She was a woman ahead of her time.
Rosario's story is narrated by her son Jesus Perrera Gonzales (played by Dolphy) who recalls the events that happened to his mother's life back in 1920 up to 1939. Jesus was then 11 years old.
At that time, Rosario was 32 years old and she and husband Alberto, settled in a rundown aksesorya (apartment) in Sta. Cruz, Manila. A next-door neighbor Carding (Sid Lucero) was instantly smitten to the mysterious Rosario and he slowly befriended her.
Rosario became the toast of the town after being crowned Isabela's Carnival Queen. But she fell madly in love with an older man Vicente (Yul Servo) who was the administrator of their tabacalera. Scandalized by her indecent behavior, Rosario's parents took her to the convent but she managed to escape. She and Vicente went to Manila and got married there.
They had three children but soon Vicente became sick of tuberculosis. Her cousin Carmen helped Rosario get a secretarial job but then she attracted the attention of Carmen's fiancé Alberto (Dennis Trillo) with whom she developed an illicit romance. Vicente filed an adultery case against them.
Also in the cast of the movie is Ricky Davao as Miguel, an aksesorya owner who tried to rape Rosario.
Watch out for "Rosario," a story about love betrayal, guilt and redemption, and about what it means to be ahead of one's time.

Syempre wala pang magandang irrigation system noong unang panahon sa Isabela, so yung mga taniman ay malapit sa Cagayan River dapat at iba pang rivers at Ilagan ang salpukan ng malalaking river sa Isabela... :) - Kaya rin ito naging kapitolyo ng Isabela malamang...:)
