DA 2 advises public to plant veggies suited for cold, hot weather

CAUAYAN CITY, Isabela, February 1 (PIA) – The Cagayan Valley’s agriculture office advises the public to plant vegetables that are suited for cold and hot weather conditions and easy to grow crops which are salable in a short period of time.
DA 2 program coordinator Robert Colinares said vegetables that are suited for cold weather are pechay, mustard, string beans, baguio beans, okra and radish while vegetables suited during hot or summer weather are ampalaya, eggplant, tomato and squash. # PIA- Isabela

Isabela strengthens war against illegal logging
By Merlito G. Edale, Jr.CAUAYAN CITY, Isabela, February 7 (PIA) – In an effort to strictly enforce the protection of the remaining forest resources in the province, the Isabela Environment Protection Task Force (IEPTF) strengthened its war against illegal transporters of logs and lumbers.
With the strengthening of checkpoints, the task force apprehended more than a thousand board feet of softwood at Pinakanawan river in Ilagan town which is used as mode of transporting illegally cut logs and lumbers in the upstream.
The apprehension was made after Monday’s marching order of Governor Faustino G. Dy III and Rodito
Albano III to the task force to monitor and trace all possible areas where the illegally cut logs and lumbers originated.
The move is in support to President Aquino’s declaration of total log ban have been found to cause flash floods.
The two officials have ordered the task force in coordination with the Armed Forces of the Philippines’ Air Force to conduct inspection flights to areas where possible illegal logging operations and have been identified.
Governor Dy also ordered the AFP and the PNP that the confiscated logs and lumbers be stored in the
provincial gymnasium and be donated to Department of Education for school children’s desks. #PIA-

Commendable din ang Quirino provincial govt sa tingin ko dahil, kahit maraming daan sa kanila e napapanatili nila ang kapal ng punong kahoy sa kanilang kabundukan...:)

BAYOMBONG, Nueva Vizcaya—A bill filed by Isabela Representative Rodolfo Albano is trying to exclude portions of the Northern Sierra Madre Natural Park (NSMNP) as protected areas and open these to mining operations.
House Bill No. 2891 seeks to set aside 11,273 hectares of the Sierra Madre forests in Ilagan and Divilacan towns in Isabela to be reclassified as “mineral land open for exploration, development and utilization of mineral deposits.”
It aims to amend Republic Act Nos. 9125 and 7586—which established the NSMNP and the National Integrated Protected Area Systems (Nipas), respectively—that declared the forests of the Sierra Madre protected areas.
“In accordance with a declared policy that it is the responsibility of the state to promote the national exploration, development, utilization and conservation of mineral resources… it is inevitable that a parcel of land be excluded from the coverage of [the Nipas Act and the NSMNP Act] and reclassified as mineral land,” the bill said.
Signed into law in 2001, RA 9125 created the NSMNP, which declared 287,861 ha of land and 71,625 ha of marine areas in the Sierra Madre mountain range as protected areas.
The NSMNP has been included in the tentative list of the United Nations’ World Heritage Convention (UN-WHC) for possible declaration as a world heritage site for being “the largest protected area in the country and the richest in terms of genetic, species and habitat diversity.”
The park is home to endangered species such as the Philippine eagle (Pithecophaga jefferyi), golden-crowned flying fox (Acerodon jubatus), Philippine eagle-owl (Bubo philippensis), Isabela oriole (Oriolus isabellae), loggerhead turtle (Caretta caretta), Philippine crocodile (Crocodylus mindorensis) and dugong (Dugong dugon), the UN–WHC said.
But the law that Albano is proposing invokes Congress’ power to modify its boundaries and reclassify protected areas as public forests, after a study by and on recommendation of the Department of Environment and Natural Resources.
According to the website of the House of Representatives, the bill was filed on September 6, 2010. The committee on environment is set to hold a public hearing on Wednesday, days after President Aquino ordered a countrywide moratorium on logging and a suspension of all mining applications.
Albano’s bill drew strong objection from Tanggol Kalikasan (TK), a nongovernment organization that has been waging a campaign against illegal logging and carrying out reforestation programs in the northern Sierra Madre.
Glenn Forbes, TK program director, called the proposed measure a “blatant disregard [of the peoples’] ecological rights.”
“To allow mining in these areas is to allow them to… cut [trees] as a mining permit carries with it timber rights. This is in effect giving our timber and the lives of our communities free, on a silver platter, to the miners. This should be stopped,” Forbes said in a statement.
Using the land coordinates described in Albano’s bill, a map created by the Mabuwaya Foundation, which is working for the preservation of crocodiles within the NSMNP, showed that the areas proposed to be excluded were plotted in three blocks.
The largest block, covering an area of 6,358 ha, extends to the coastline of Divilacan facing the Pacific Ocean.
The TK said large portions of the areas to be excluded are classified as “ultra-basic” and “dipterocarp” forests, which are the few remaining forests of such type in the country and which support plant and marine species found only in the Philippines.
Forbes expressed fear over the consequences of opening the NSMNP to mining operations, citing the strong winds and flash floods that crushed and submerged northern Isabela last year. The floods were partly blamed on the massive deforestation within the Sierra Madre.
“[Residents of Ilagan and Divilacan] lay helpless because the upland and coastal forests which should be their shield are now dwindling. To allow mining in these… forests is a kiss of death from catastrophes to come,” he said.^^

I would imagine the red "X" means full stop. Amber would be slowdown, meaning in just few seconds it will turn red ("X") which means full stop. The green light is "GO" or proceed.
So this is the first computerized traffic control in the Region. Way to Go! Cauayan city. There should be one in every junction. And Please educate all drivers to be more corteous. :) and fallow traffic regulations at all time.:)

BAYOMBONG, Nueva Vizcaya—A bill filed by Isabela Representative Rodolfo Albano is trying to exclude portions of the Northern Sierra Madre Natural Park (NSMNP) as protected areas and open these to mining operations.
House Bill No. 2891 seeks to set aside 11,273 hectares of the Sierra Madre forests in Ilagan and Divilacan towns in Isabela to be reclassified as “mineral land open for exploration, development and utilization of mineral deposits.”
It aims to amend Republic Act Nos. 9125 and 7586—which established the NSMNP and the National Integrated Protected Area Systems (Nipas), respectively—that declared the forests of the Sierra Madre protected areas.
“In accordance with a declared policy that it is the responsibility of the state to promote the national exploration, development, utilization and conservation of mineral resources… it is inevitable that a parcel of land be excluded from the coverage of [the Nipas Act and the NSMNP Act] and reclassified as mineral land,” the bill said.
Signed into law in 2001, RA 9125 created the NSMNP, which declared 287,861 ha of land and 71,625 ha of marine areas in the Sierra Madre mountain range as protected areas.
The NSMNP has been included in the tentative list of the United Nations’ World Heritage Convention (UN-WHC) for possible declaration as a world heritage site for being “the largest protected area in the country and the richest in terms of genetic, species and habitat diversity.”
The park is home to endangered species such as the Philippine eagle (Pithecophaga jefferyi), golden-crowned flying fox (Acerodon jubatus), Philippine eagle-owl (Bubo philippensis), Isabela oriole (Oriolus isabellae), loggerhead turtle (Caretta caretta), Philippine crocodile (Crocodylus mindorensis) and dugong (Dugong dugon), the UN–WHC said.
But the law that Albano is proposing invokes Congress’ power to modify its boundaries and reclassify protected areas as public forests, after a study by and on recommendation of the Department of Environment and Natural Resources.
According to the website of the House of Representatives, the bill was filed on September 6, 2010. The committee on environment is set to hold a public hearing on Wednesday, days after President Aquino ordered a countrywide moratorium on logging and a suspension of all mining applications.
Albano’s bill drew strong objection from Tanggol Kalikasan (TK), a nongovernment organization that has been waging a campaign against illegal logging and carrying out reforestation programs in the northern Sierra Madre.
Glenn Forbes, TK program director, called the proposed measure a “blatant disregard [of the peoples’] ecological rights.”
“To allow mining in these areas is to allow them to… cut [trees] as a mining permit carries with it timber rights. This is in effect giving our timber and the lives of our communities free, on a silver platter, to the miners. This should be stopped,” Forbes said in a statement.
Using the land coordinates described in Albano’s bill, a map created by the Mabuwaya Foundation, which is working for the preservation of crocodiles within the NSMNP, showed that the areas proposed to be excluded were plotted in three blocks.
The largest block, covering an area of 6,358 ha, extends to the coastline of Divilacan facing the Pacific Ocean.

Mahirap talaga rin na ganyan na lang ang buhay diyan. I remember when I was in elementary school yung tatay ng kaklase ko from Aparri na doctor nagpupunta sa Maconacon 2X a month. Meron silang logging company doon dati at sabi nila walang resident doctor doon during those days at siya pa ang nagpupunta. I'm sure may mga paraan para matulungan ng gobyerno ang mga tao diyan sa Isabela's coast line but pero ang mahirap kasi yung transportation of goods. What if they create a semi-autonomous district or subprovince for those towns so they could chart their own development plan and perhaps lobby for more fundings for transportation and the construction of a highway connecting the towns to the rest of the province or even Aurora or Quirino, or wherever it is possible.

Looking at the pix above^^with its captions, make me cringes. Now I am more determine to support for the construction of road that will link the coastal town of Isabela to the interior. I couldn't agree more about their claims that without access to the coast, majority of Isabelonos, would have limited knowledge about all the illigitimate activities of rapacious people that are so rampant in the Sierra Madre. That include some elected officials I would imagine, and influential interest groups that has connections. :bash:
I say "YES" to a link to the Pacific coast of Isabela, but definitely "NO" to logging and mining. With an access to the eastside of the Sierra Madre, there will be increase of people travelling and moving around, and those same "EYES" would magnify even the most unotice activities and could bring light any suspected anomalies,. All Isabelenos and people in the Region could become monitors of any illicit activities in the Sierra Madre Range. It is about time that Isabelenos should speak up and come up with a comprehensive solution and cohesive voice to oppose any activities that would compromise the integrity of the Sierra Madre Range. :banana:

I remember when I was in elementary school yung tatay ng kaklase ko from Aparri na doctor nagpupunta sa Maconacon 2X a month. Meron silang logging company doon dati at sabi nila walang resident doctor doon during those days at siya pa ang nagpupunta. I'm sure may mga paraan para matulungan ng gobyerno ang mga tao diyan sa Isabela's coast line but pero ang mahirap kasi yung transportation of goods. What if they create a semi-autonomous district or subprovince for those towns so they could chart their own development plan and perhaps lobby for more fundings for transportation and the construction of a highway connecting the towns to the rest of the province or even Aurora or Quirino, or wherever it is possible.
I agree with you on the highlighted statement. It would give the locals a better bargaining points with the Provincial/National government to get the leaders listen to all their voice assidously . They migh get the "LINK" needed for better access to the rest of the Isabela . Hopefully elected officials would listen.

CENRO imposes stricter implementation of R.A 90037
By Merlito G. Edale, Jr.CAUAYAN CITY, Isabela, February 11 (PIA) – The city environment and natural resources office (CENRO) of this city will impose a stricter implementation of Republic Act 9003 otherwise known as Solid Waste Management Act of 2003.
Engineer Alejo Lamsen, Community Environment and Natural Resources Officer, said the office will strengthen the imposition of penalties to violators of city ordinance 2007-005 in order to maintain the cleanliness of the city.
CENRO will be conducting a massive information campaign to the city’s 65 barangays and plans to meet all the barangay captains to inform them of the latest directives of the city mayor Benjamin G. Dy.
Lamsen said the CENRO will be giving flyers and pamphlets on the proper disposition and segregation of wastes and in maintaining the cleanliness of the city everyday to all barangays and in the different offices based in the city both in public and private including business establishments.
The city ordinance was promulgated on 2007 during the term of former Mayor Caesar G. Dy, the brother of incumbent Mayor Benjamin G. Dy.
During the implementation of the ordinance, 24 individuals were caught violating R. A. 9003 where they were punish and ordered to do a community service and some paid monetary penalties.
CENRO Lamsen called on all Cauayenos to cooperate and follow the proper waste disposal to avoid penalties and to make the city a clean and green city to live in. # PIA- Isabela

SP member proposes Cauayan Lingap Center

Edale, Jr. CAUAYAN CITY, Isabela, February 4 (PIA) – Sangguniang Panglungsod member Edwin Lucas, chairman of the SP committee on social services is seeking a possible construction of a Lingap Center to house street children and battered women not only in the city but all localities of Isabela’s district three.
Lucas said he will propose to the SP and ask the support of Governor Faustino G. Dy III and third district congressman Napoleon S. Dy for a possible construction of a Lingap Center building.
“Gusto nating magkaroon din ng Lingap Center dito sa Cauayan City para matugunan natin ang problema sa pagala-galang mga bata sa kalsada at sa mga kababaihang binubugbog hindi lamang sa Cauayan kundi sa lahat ng nasasakuppang mga bayan ng distrito tres,” Lucas said. #PIA- Isabela
Is this really for real? Homes for street kids/teens/tweens? Since when this is going on? WOW!!!!!makes me cringe. How did Cauayan and Santiago got to this point, where there are now kids/teens/tweens and even marginalized and abuse women roaming around the streets of the city came from? Can I get more details about it please!
Although it is an excellent project, I am still dumd founded about this guys.

SAN MARIANO, Isabela, February 14 (PIA) – Department of Social Welfare and Development Secretary Dinky Soliman assured today that beneficiaries of the Pantawid Pamilyang Pilipino Program (4P) would soon have easy access to their benefits from the department.
Soliman made the assurance after knowing from the 4Ps and the region’s social welfare director that the beneficiaries are withdrawing their benefits from the Land Bank of the Philippines (LBP) branch in Cauayan City.
Soliman said DSWD will work out a possiblity of establishing an Automated Teller Machine (ATM) or a rural bank within the town to withdraw the quaterly allowance of 4Ps.
She said that within the second quarter this year an ATM in San Mariano or a rural bank within the area twill be available to beneficiaries of 4Ps.

MANILA, Philippines - The Development Bank of the Philippines (DBP) plans to open 10 new branches this year in critical urban centers throughout the archipelago.
“We will apply for five branch licenses with the Bangko Sentral ng Pilipinas (BSP) immediately after the opening of the Gen. Luna, Brgy Tuktukan in Taguig City,” Edgardo F. Garcia, DBP chief operating officer, said.
BSP regulations require that a bank can apply for five new licenses only after it opens its previous license applications.
The Taguig City branch is part of an application made last year, which includes branches opened in Vigan City, Angeles City, Marikina City and Valenzuela City.
All branches opened last year and those that will be opened this year will be leased and not owned locations. DBP currently has 82 branches nationwide.
“It is too expensive for a government financial institution (GFI) to own large number of properties,” Garcia said, adding that it will likely be 10- to 15-year contracts with options for renewals and rental adjustments.
The targets will be all the key cities or first-class municipalities nationwide to be able to feed the needs of wholesale borrowers. It will likewise bring the state development bank closer to the huge development loans in infrastructure.
The key areas include Catanduanes City, Batangas City, San Jose del Monte City, Cabarroguis in Quirino, Toledo City, Santiago in Isabela, Sta. Cruz in Laguna, Valencia in Bukidnon, Iriga City, and Carcar in Cebu.
DBP extended development loans worth P91.6 billion in 2009. Infrastructure and logistics-related infrastructure projects worth P17.5 billion were channeled to the Cordillera Autonomous Region, Southern Mindanao, Southern Mindanao, Central Luzon, Central Visayas, Ilocos and Southern Tagalog.
Programs focused on environmental initiatives involving new and renewable energy, solid waste management, cleaner technology, and pollution control and abatement accounted for P6.1 billion of its development loans.
Some P11.8 billion in funds were released for micro, small and medium enterprises projects located in Ilocos, Southern Tagalog, Central Visayas and Central Luzon. Another P9.5 billion were allocated for social services projects such as hospitals and schools in Bicol, Southern and Northern Mindanao, Central Visayas, Central Luzon, Ilocos and Southern Tagalog.
Meanwhile, Garcia also denied rumors that DBP planned to acquire the Philippine Postal Savings Bank (Postal Bank), a subsidiary of the Philippine Postal Corp.
Instead, the state financial institution is eyeing the country’s postal network for its remittance business. The postal network is not only spread out nationwide but has international linkages, thus facilitating international and domestic money transfers.
Both government entities have been developing separate international money transfer or remittance network, with the principal focused towards overseas Filipinos.
“There is more value in developing the postal network for domestic and international money transfers,” Garcia added.

Cagayan Valley geo-hazard map now on net

TUGUEGARAO CITY, Feb. 12 (PIA) -- The landslide and flood susceptibility map for Cagayan valley region is already accessible in the Mines and Geosciences Bureau website after long years of completing it.
Regional director Mario Ancheta said the geo-hazard map is almost 98 percent done and stakeholders can already utilize it for any purpose it may serve.
The provinces of Isabela, Quirino and Batanes are hundred percent finished, for the province of Cagayan only the island municipality of Calayan is yet to be visited by the geologist this summer, while the province of Nueva Vizcaya has one municipality which is also hard to reach during rainy seasons.
The mapping is focused on landslide and flood hazards, wherein the map shows that most of the areas of the region are prone to landslide, especially the covers of Sierra Madre and the Caraballo mountains. The lowland of the provinces of Cagayan and Isabela are flood prone.
Ancheta said the local chief executives of each municipality must use the map to study their areas of responsibility to determine what mitigation measures or preparedness they can do to avoid damage to life and properties in the event that natural calamities occur.
He further stated that the local officials should also utilize the hazard map as reference for any land developments such as the establishments of subdivisions, core shelters, commercial buildings and others to ensure safety.
Cagayan valley is one among the regions that is vulnerable to landslide, flood, typhoons and even tsunami. (PIA-2)

ILAGAN, Isabela, Feb. 15 (PNA) -– A lady member of the municipal council is planning to promote Abuan river as tourist spot of this town, considering its pristine natural waters coming from the Sierra Madre mountains.
Sangguniang Bayan member Josie Borromeo, committee chairman on tourism, said developing the Abuan river into a tourism destination will enable the local government to create jobs for Ilaguenos.
She said manpower will be needed to guide and facilitate needs of the tourists. (PNA)

Masarap diyan gawing peking duck hehe. Kung sa pagkain basta nasa swampy area sila na madamo hindi problema tapos bibigyan mo lang paminsan-minsan ng ng darak or feeds. Ang problema dyan yung pagbabantay sa gabi hehe lalo na kung maraming lasenggo sa barangay nyo.:lol:

DENR, stakeholders to undertake greening program By racquel m. caldez
ILAGAN, Isabela - The Department of Environment and Natural Resources in Region 2 with partner stakeholders shall undertake the tree planting of 1.5 million seedlings in a total targeted area of 3,170 hectares starting this July to... mitigate climate change, ensure water supply security, conserve biodiversity, establish agroforestry and alleviate poverty as part of the Greening Program of the Department dubbed as ‘Forests for People, Food Security, Poverty Alleviation and Climate Change Mitigation and Adaptation.”
PENRO Isabela Forestry Specialist Arnold D. Frogoso explained during the Monday Convocation held at the DENR Office here, that forging of a Memorandum of Agreement (MOA) will be done continuously within the lifetime of the program specifically during the implementation phase of the social mobilization and project launching with volunteers/walk-in and interested adoptors.
“Planting activities will be undertaken regionwide within the identified areas for planting. The PENRO/CENROs with the stakeholders/adoptors shall conduct survey mapping of the specific sites identified during the pre-plating activities”, Frogoso further said.
Environment Head in Isabela William Savella likewise discussed the implementation scheme of the Greening Program.
He said that social mobilization strategies shall be adopted from the Regional, Provincial, Municipal and Community levels to ensure committed support participation of partners or adoptors in the different phases of the program.
The Region will coordinate with the 90 municipal mayors and 3 city mayors and other stakeholders in the implementation of the program.
In Isabela, PENRO and CENROs Cauayan, Palanan, Roxas, San Isidro, Cabagan and Naguilian will establish 990 hectares fruit orchard with a total seedling of 396,000 in watersheds, protected areas, urban and other open within access areas.

Hmmm...parang hindi maganda ito sa mga estudiyante ah. Sana may mag-protesta diyan na huwag namang gamitin ang ganitong panukso sa mga mag-aaral. It's true na nasa tao na yan kung pupunta sila pero hindi dapat gamitin ang salitang schoolmates o ano pa man na may kaugnayan sa kabataan para sa mga pang adult entertainments. I dont think makupad sila or mabagal. If your experience is the same as mine with regards to cd-r king Clark and Tarlac, well I guess hindi sila mabagal, it has something to do with their volume (super-marami) of customers thats why it takes a long long while before they could get to you :)
maybe , additional sales staff will lessen the long wait :)

PRESIDENT Noynoy Aquino signed Executive Order (EO) 23 this week, declaring a moratorium on the cutting and harvesting of timber in the country’s natural and residual forests and creating an anti-illegal logging task force to enforce this. The EO boldly asserts the state’s role as the primary protector of the country’s natural wealth and heritage found in our forests.
After all, Article XII, Section 2 of the Constitution provides that “the exploration, development, and utilization of natural resources shall be under the full control and supervision of the State.”
The EO exercises not only the state’s functions to enforce the laws that prohibit the wanton abuse of the resources of the forests, but also the constitutional mandate to pursue as a matter of state policy the conservation of the country’s ecosystems and their biodiversity to maintain a “healthful ecology,” as framed in the Philippine Constitution.
The EO clearly states that the State has the obligation “to protect the remaining forest cover of the country not only to prevent flash floods and hazardous flooding but also to preserve biodiversity, protect threatened habitats and sanctuaries of endangered and rare species and allow regeneration of residual forests and development of plantation forests.”
In the larger context of climate change adaptation and longer-term mitigation measures, returning the forests to the center of ecological and conservationist policy thrusts is not only timely but also imperative. If we cannot stop the unabated destruction of our already degraded forests, which provide us with incalculable ecological services—soil quality, clean water, watersheds, carbon sinks and clean air—we run the risk of rising food insecurity and economic dislocation, greater floods and increasing vulnerabilities to climate-related disasters, and, all told, unsustainable human communities.
That is the spirit with which to view the logging moratorium—not in isolation, but in terms of the larger and longer-term challenge of national adaptation to the mounting impacts of climate change on a high-risk archipelago like ours. As the Worldwide Fund for Nature avers, “the EO creates the crucial, though temporary, space needed for the public and private sectors to build consensus on new land use priorities, re-defining how we sustainably manage our fast-dwindling natural resources in preparation for a climate defined future.”
A logging moratorium, as such, does not address completely the need to abate severe deforestation and preserve biodiversity, nor guarantee the aggressive reforestation of critical watersheds and logged over areas around the country. For sure, a moratorium is only as good as its effective and sustained enforcement. Such bans in the past failed to have the optimal impact of curbing deforestation simply because the mechanisms to make it work were inadequate or unsound. Worse, a ban could even give rise to the unintended or opposite effect—that of even more illicit logging activities—if loopholes remain unplugged and gray areas of implementation are used to circumvent the law, and definitions of what are allowed or prohibited are not made clear and categorical.
The forests are, after all, more than just the physical composition of trees and wildlife habitat; the forests refer as well to the interaction of natural resources with human communities within forestlands. That is why the Community Based Forest Management (CBFM) program initiated in 1995 became the national strategy for the sustainable development of forestland resources, involving upland communities and organizations, local governments, indigenous tribes and local enterprises.
Some of the CBFM areas have succeeded in this respect, while others have been abused or have suffered from government neglect or collusion with illegal logging interests.
In this case, the EO will have to further define the needs of the communities who rely on the forests and their resources for sustenance and, as with indigenous peoples, for the anchors of culture and ancestral land. Plantation forests and the domestic local wood industries, on which thousands primarily rely for livelihood and employment, will also have to have clearly defined parameters and rules governing permits and contracts. And necessarily, government will have to ensure that forest monitoring and compliance systems are in place and sustained.
That is why forestry as such is far more complex than it appears. While important to parallel this moratorium on logging activities with massive regreening—reforestation, or “rainforestation” with indigenous tree species—there is, apparently, more to forest management than curbing illegal logging and instituting tree-planting programs.
What the EO jumpstarts is the process of making development truly sustainable and consonant with a national climate change adaptation-mitigation strategy. An EO like this should give even more reason to at last clearly delineate our forest lines—and put in place a sound national land use plan. And in the larger framework of the United National Framework Convention on Climate Change, this sets the tone for moving the country towards the nascent global REDD-plus plans.
The REDD—reduction of emissions from deforestation and forest degradation—is a proposed incentive system for reducing greenhouse gas emissions wherein industrialized countries would provide financial incentives for forested, developing countries to manage and protect forests and increase their so-called carbon stocks. While still underdeveloped as a mechanism, the REDD-plus system offers a country like ours unique opportunities to engage local communities and the private sector to rebuild our degraded forests as integral to our responsibility to be a part of the global stewardship of the earth—and its life-giving though fragile bounties.

P17.8 million additional housing units awarded

STA. MARIA, Isabela, February 15 (PIA)—Director Arnel B. Garcia of the Department of Social Welfare and Development Region 2 (DSWD 2) led the awarding of the additional 100 units of core shelter assistance project (CSAP) to the local government of Sta. Maria, Isabela recently. The CSAP is the provision of typhoon-resistant shelter for disaster victims whose houses were destroyed by man-made or natural disasters.
Earlier, the municipality of Sta Maria also received 55 core shelter assistance grant of P75,000 each and another 100 units added last July 2, 2009. To date, a total of 255 core shelters amounting to P 17,850,000.00 have been turned-over to the local government unit of Sta. Maria.
Sta. Maria Mayor Omar Masigan has expressed gratitude to the DSWD for its assistance to the typhoon-affected residents. Sta. Maria was among the municipalities that were submerged in flood waters during the previous typhoons.
As a counterpart, the local government of Sta Maria will be providing the lot for the CSAP, additional food for work assistance, gravel and sand, engineering supervision and gravelling of roads to the CSAP.
Meanwhile, the DSWD has also awarded 30 units of core shelter projects amounting to P2.1 million to the residents of Lagum, Penablanca who were left homeless also by the previous typhoons.
The provincial government has committed to provide additional food for work assistance, technical and engineering supervision while Penablanca municipality will provide the lot for the CSAP, gravel and sand, food for work, technical and engineering supervision and gravelling of roads to the CSAP sites. ILAGAN, Isabela, Philippines – No matter how noble is the government’s program to alleviate the plight of the poor if the assistance does not reach the hands of the supposed beneficiaries, the intention does not serve its purpose.
This was the essence of Department of Social Welfare and Development Secretary Dinky Soliman’s message in assessing the areas tagged as “impoverished” in this province.
Among those targeted by the DSWD are former logging areas where families depended on the logging industry as their main source of livelihood.
The secretary spent Valentine’s Day and flew via helicopter to the remote villages of the municipalities of San Mariano and Reina Mercedes in this province for the implementation of the department’s nationwide fund grant: Pantawid Pamilyang Pilipino Program (4Ps). Soliman noted the remoteness of identified villages tagged by the DSWD Isabela, most of which are logged over areas affected by the government’s total logging ban due to forest denudation.
The main component of the 4Ps program is the grant of financial assistance to identified poor families in remote barangays of this province.
Soliman said unless a system to reliably extend the financial grant directly to the beneficiaries is established, the amount extended to the latter by the government does not serve its purpose.
She said the beneficiaries complained that the financial grant can only be obtained from the Land Bank of the Philippines branches in urban areas. In the beneficiaries’ case however, the latter has to shell huge amount for transportation in order to obtain the regularly scheduled fund transfer.
She suggested that Automatic Teller Machines (ATMs) be available in the hinterlands of San Mariano and Reina Mercedes in order to make cash transfer readily available to beneficiaries, however, banking officials in the province expressed disagreement since Soliman’s idea was too risky.

I understand why there is a lot of opposition when it comes to mining and logging in the Sierra Madre Range. However, all the potential tourist attractions in the Sierra Madre is not accessible conveniently by local and interantional sightseers without a paved road. There should be. I don't think that it will have a huge impact on the integrity of the Sierra Madre Range if there is a paved road that will cut though it.:)

CAUAYAN CITY- Brownouts, anticipation of La Nina and the sad note of the impending execution of an Isabelina OFW in China has put to grim the supposed pleasantries of the upcoming State Colleges and Universities Athletic Association (SCUAA) meet slated Feb. 21 at the Isabela Sports Complex in the capital of Ilagan.
Delegates who began to arrive in the provincial capital were met by the “patay-sindi” (on-off) manner of electric current provided by the Isabela Electric Cooperative II (Iselco II) for its sudden interruptions up to four times at 15-30 minutes interval.
An athlete delegate from Central Visayas who are among the first to arrive jestingly commented that the province still bear the “yuletide hangover” because of the “Christmas light” mood of power current. Iselco has previously assured to provide steady current supply during the inter-agency meeting called by the Provincial Government in preparation for the nationwide athletic event.
Iselco II officials could not be reached and its information staff is yet to disclose an explanation.
The provincial government also disclosed efforts to “improve” the Isabela Sports Complex. Provincial Administrator Noel Lopez told in a radio interview that the administration of Gov. Faustino “Bojie” Dy III has spent P6 million for the beautification of the sports complex, particularly painting works though nothing has been done to rehabilitate the worn-out rubberized tracks of the oval.
He said emergency and disaster preparations are in place. The newly procured rubber boats for use in floodings in anticipation of El Nina has been displayed for weeks now placed side up at the facade of the building of the General Services Office in full public view along the national highway.
Though the provincial government fears of La Nina torrential rains were allayed by blue sunny skies; the grim prospect for the execution of Sally Ordinario- Villanueva for drug trafficking in China has painted the skies gray with grief.
Ordinario-Villanueva, a mother of two, is set to lethal injection on Monday- the same date for the opening of the athletic meet supposedly to be graced by Vice President Jejomar Binay who claims to be a native of Isabela.
Binay ironically is set to fly to China and is expected to wage last-minute effort to hinder the execution of Villanueva and two other fellow OFWs for the same offense committed on separate dates and cases.
Villanueva was reportedly caught with four kilos of heroin in Xiamen during an errand in 2008 for her handler- Tita Cacayan.
Juancho Dingrat a barber said if the Chinese are really fair; the latter should carry out the same verdict to fellow Ilocano- Cong. Ronald Singson who failed to convince the Chinese jury that the amount of drugs caught in his possession were for his “personal consumption.”^^

DSWD-2 to build P133M worth of core shelters

TUGUEGARAO CITY, Feb 17. (PIA) –- About 1,929 core shelter units are set to be constructed in different municipalities of region 2 by the Department of Social Welfare and Development (DSWD) office as part of the rehabilitation program for the victims of calamities.
Regional Director Arnel B. Garcia said Cagayan Valley was allotted an amount of 133.1 million pesos to build core shelters for families of victims of typhoons “Pepeng” (2009) , “Juan” (2010) and flashfloods last year, which is part of their long term rehabilitation effortS.
Garcia stated that the government had allocated funds for 891 units last 2009 and 1,038 for last year. Most of the recipients are from the province of Isabela with 414 units in 9 municipalities, followed by Cagayan with 392 units in 15 municipalities and Quirino with 85 units in 3 municipalities.
“These are the victims of super typhoons and flashfloods which happened in past two years. We are helping them rebuild their houses in safer grounds,” Garcia said.
The director also stated that the recipients were relocated in higher and safer grounds as part of their agreement with the local officials and the recipients as indicated in their rehabilitation plan.
The recipients, he said, were residing in the low lying areas that are often devastated by flashfloods and even landslides during rainy seasons.
Garcia also thanked the local government units and other non-government institutions which helped them in providing homes to disaster victims.
He is also optimistic that the housing projects for the victims will be fully constructed soon. (PIA)^^

Labis ngayon ang hinanakit ng mga kamag-anak ni Villanueva kay Cacayan dahil siya ang sinisisi kung bakit kinasuhan at hinatulan ang OFW ng parusang kamatayan sa China dahil sa drug trafficking.^^

It is definitely a great idea. I am all for it. It doesn't matter where it cut through, as long as there is a paved road that would link all the coastal town of Isabela to the rest of the interior, would be welcome.:cheers:
I guess it would come down to where it is more viable to construct the road. Plus a shorter stretch and has a terrain a lot easier to navigate.
BTW. Would there be a bridge that would come up eventually to traverse the Cagayan River that disect Angadana-San Guillermo?:)

February 18 (PIA)—Former colleague of Ex-Governor Ma. Gracia Cielo Magno Padaca in the broadcast industry has expressed favor and support to her possible appointment as chief of the Commission on Audit (COA).
Mariel Gomez, aka Bombo Mariel, a hard-hitting commentator and als...o the Officer-In-Charge of DZNC Bombo Radyo based in Cauayan City, Isabela said that Padaca can very well carry the mandate of COA chief considering her outstanding accomplishments in the broadcast industry, as governor of Isabela and as a former COA auditor.
Gomez said that upon hearing the news that Malacanang is considering Padaca, along with Heidi Mendoza, to the post, she immediately contacted Padaca for comments but she was informed that the ex-governor is out of the country.
Another hard-hitting commentator, Rogelio Sending aka Bombo Rogie, Assistant Manager of DZGR Bombo Radyo Tuguegarao has also expressed favor to Padaca’s possible appointment as COA Chief.
In his daily radio program “Bombo Hanay Bigtime,” Sending said that Padaca can do the job. He also told his listeners to express their views whether they favor or not by sending text messages to DZGR text lines.
It is recalled that Padaca left Bombo Radyo Cauayan at the climax of her broadcast career having made Bombo Radyo a ‘monarch in sky’ during her times as hard-hitting commentator against illegal activities not only in Isabela but in the entire country.

The Treasury Board of Canada confirmed that the department had suffered "an unauthorized attemtp to access its networks" after CBC report said a cyber attack originating from China had compromised the email of top-rangking government officials.:ohno:
CBC termed the attack "unprecedented" in that hackers hijack the "online identities" of top bureaucrats and then sent them documents infected with virus to employess throughout the department.:ohno:
CTVnews also confirmed that the unsuccessfull hacking originated from the Chinese Embassy in Ottawa, with a direct link to Beijing. :bash:
Canada is not taking it lightly. Jim Flaherty, Minister of Finance is on her way to Paris for the G20 summit and there will be interesting conversation with his Chinese counterpart when he meet with him.
Thought you guyz in Isabela would know and aware how Chinese Government operates in this day and age of cyber. Hopefully, Philippine government is not complascent about the security of its networks. Security is muchly needed when it comes to networks.

MANILA, Philippines — The Southern Isabela College of Arts and Trades (SICAT) is one of 125 training institutions offering post-secondary and college programs throughout the country under TESDA supervision. Formerly known as the Santiago Vocational and Industrial School, SICAT opened in 1967 and became a college in June, 1995.
Today, SICAT offers 36 programs under the TESDA Unified TVET Program Registration and Accreditation System (UTPRAS). It has an average annual enrollment of 2,000 students.
Center of excellence
The Santiago City-based college was one of the original 25 Center of Excellence (CenTEx) schools for automotive servicing. Complete with testing facilities and qualified assessment officers, SICAT also serves as an assessment center in Region II.
In September, 2009, the college gained recognition for its quality programs and services when it got a bronze level accreditation award from the Asia Pacific Accreditation and Certification Commission (APACC). The award is an achievement indicator of quality standards in governance and management, teaching and learning, faculty, research and development, extension, consultancy and linkages, resources, and support to students of a technical vocational education and training (TVET) institution. SICAT is also a recipient of a Commitment Award from the Philippine Quality Award System for its continuous quest for quality and excellence.
Despite the achievements, SICAT and its programs and services are not very well known. SMAC focal Julianito Llarenas reports that there is lack of public awareness of the school’s programs.
Advocacy campaign
To disseminate to the communities its programs and services, SICAT came up with a career guidance and advocacy campaign. It tried to reach prospective enrollees such as high school graduates, out-of-school youth, Kabataang Barangay members, senior citizens, schools, non-government organizations, and industry partners.
Letters were sent to secondary school principals, administrators, and punong barangays informing them of the career guidance and advocacy campaign.
Tie-ups were forged with NGOs and industry for training, assessment and certification, and job placement services. TESDA-SICAT programs and services were presented using multi-media formats and presentations. Program flyers, career guidance books, and copies of TECHVOC, and SICAT school paper were widely distributed to the target audience.
Initially, the campaign covered 35 high schools and an NGO all in the fourth district of Isabella and parts of the provinces of Quirino and Ifugao.
As a result, enrolment increased and more places for on-the-job training and industry immersion were made available by industry partners.
With an improved public image and a reputation for quality programs, SICAT aims to become a self-sustaining TVET institution, capable of developing a competitive workforce with relevant skills and knowledge and imbued with positive work values and attitudes.:cheers:

I don't like to comment more on that. I wish the three convicted Filipinos in China who will be subject for execution on Monday be released or their punishment be lowered, particularly Sally Villanueva of Isabela. I highly doubt her knowledge in the alleged crime. She is just a victim of these drug syndicates.^^^^

Sabi ng isang COA auditor sa akin, mahirap daw kalabanin ang katiwalian sa loob dahil sa sobrang laki nito, ikaw daw ang masisira....
Though it would be easier now for the appointee to fight corruption inside because the top level is, I believe, a God-fearing leader. Kasi nga daw, kaya naman talamak ang corruption dyan dahil "nanggagaling sa taas ang command"...^^

I am just speculating that someone must have slipped it into her suitcase. And it is likely that someone she knows well. Common sense dictates that her recuiter did it. Sally could have not done it, pure and simple.

Military operations against rebels suspended

Military operations against the rebels in the jurisdiction of the 5th Infantry Division, Philippine Army based in Gamu, Isabela are temporarily suspended following the conduct of peace talks in Oslo, Norway between the Government of the Philippines (GRP) and the National Democratic Front (NDF). The order is contained in a SOMO (suspension of military operations) by higher military hierarchy.
Colonel Loreto Magundayao, Jr, 5the Infantry Division Civil Military Operations chief, said that the military operations in his jurisdiction are temporarily suspended to abide by the order but the soldiers are on alert in case of any attack from the enemies. #PIA- Isabela^^

CAUAYAN CITY, Isabela, Feb. 18 (PIA) -- Hilarion Villanueva said his wife’s recruiter just lent her luggage to be used in going to China as a tourist and promised that five days after her tourist visa expires, she will find a job in China.
The husband of Sally Villanueva, one of three Filipinos meted the death penalty for drug smuggling, believes his wife is innocent of the charges .
Hilarion Villanueva said he never thought of nor saw his wife use drugs
He also believes that his wife was a victim of drug syndicates who use innocent people for their drug operations.
He said he pities his wife for being used as drug courier without her knowledge and now she is about to be executed by the government of China.
“Naniniwala ako na inosente po ang aking asawa kaugnay sa kaso niya ng pagdadala ng droga sa China,” Hilarion said. (I believe that my wife is innocent of smuggling drugs to China.)
The couple never thought that there were drugs inside the luggage. Upon inspection, Chinese airport authorities discovered the drugs concealed in the compartment of the luggage.
Hilarion and Sally have two children, a 12-year old daughter and a 9-year old boy.
Earlier today, Vice President Jejomar Binay left for Beijing to appeal for clemency for the three Filipinos on death row in China. (PIA- Isabela)

Siguro naman ramdam mo rin ang unusual weight ng supposedly "empty" luggage kung may laman na 3 to 4 ks of drugs. Bakit hindi niya iyan tinanong noon pang tanggapin niya yung luggage. I'm sure there are more questions here that needs to be answered. What is China's agenda here on the other hand? Would they stand to gain a lot with these seemingly arrogant tactic they are doing? Or isn't the Philippines too small of a country for them to antagonize while winning the support of many small coutries like us on their side would be a big plus for them if they want to control the world economy in the end? This notwithstanding, I still support Sally's release to the Philippine authorities or conduct a retrial now that the primary culprit has already been arrested. :)

Madali kasing magtiwala ang mga tao sa atin, at dahil sa kahirapan ng buhay, wala nang ibang inisip kundi ang kung papaano bubuhayin ang sarili at pamilya... pre-occupied na ang utak kung baga... I certainly hope so that she has the courage and strenght to get to the bottom of it, and restore acountability in the Commision on Audit, or is it commission or audit:lol::lol:
Anyways, how she's going to tackle the seemingly entrench corruption within the COA, remains to be seen. However, knowing what kind of leadership she showed to her charge during her Administration as Governor of Isabela, is beyond reproach. I am all for her appointment as the "Comissioner" :cheers:

You're simply amazing sir :). Iniiwasan na po yang subject na yan especially in relation to the exam results. It's already a given that the examinees' mindset may not be stable at the time but they were given an option by the PRC representatives to skip the exams and will be allowed to take the same at another time without any additional cost to them but they insisted on taking it anyway. They assumed the risk and all the responsibilities that were antecedent to it so much so that they could not use the tragedy as an excuse now. As to life in general, it is not good to use any outside influence as an excuse for personal failure. The fact is, this is not even considered as failure for La Sallette but only a setback given the school's high standards and stature in the region. As a matter of respect to everybody affected, please allow us move on and forget what has transpired once and for all. Thanks at mabuhay po kayo. :cheers:

tama ka diyan kapatid... the board exam is not an individual effort to take.. dont blame the tragedy if you didnt make the cut.. its you who makes your future, i think and i supposed the tragedy should instead served as an enlightenment and morale booster for the examinees... and besides even without that tragedy, the passing rate is the mirror the reflects the quality and the present status of the institution on how they prepare their respective student to board exam combats...

296619 February 20th, 2011, 04:22 PM The tragedy surely had an impact to La Salette's performce, hindi nman maikakaila yun, but this tragedy surely had gave us so much learnings which should be treasured forever. Passing the board is 90% personal effort and the remaining 10 may be attributable to the school but our performances may be affected by sudden events. At any rate, school performace is very much affected by the rules and regulations imposed by the school, i.e. Cut- off or qpi imposition. This defines St. Paul's impressive performance in Nursing board exam...:)

No need to feel sorry "hugo". What you have said reflects how you feel, and made an opinion, which I strongly believed you're entitled to. Unfortunately there are times when opinions we make, are not iterpreted they way we would have perceived otherwise. I do undrestand that you have good intentions though, which you always have been. Hopefully it won't stop you from voicing your honest opinion. Afterall this is what I believe this forum should be.
Quite frankly...I also believed that the tragedy had a psychological and emotional impact to the student's performance to a certain degree. Not that they should have been on the top, but at least there would have been a better result.

regarding sa sm mall vs sm savemore.. that doesnt mean wala matutuloy na sm mall sa region natin.. savemore is just a community supermarket... nagiging malaki lang naman siya kung malaki ang building niya eh..pero its market mainly for the community or something we call it the direct consumers... hindi siya wholesale kumbaga, wherein hindi ka makakabili sa kanila ng isang karton ng peewee, in short... robinson's also have their own supermarket but unlike sm na marami like savemore, supermarket, hypermarket at makro.. as far as region II is concerned, savemore is enough.. let our local individual gamers do the wholesaling. hehehe... iba kasi pag may SM savemore sa lugar natin, it gives the city a goodwill di b..

296619 February 21st, 2011, 04:14 PM @ xtian.... I reviewed my previous posting and was able to recall that I previously dreamed of having an economic zone in Santiago City. I included the eco-zone as one of my suggestions sa city. Thereafter, I was able to read a written copy of Navarro's SOCA stating therein among others that one of the proposed projects (that time) was the creation of eco-tourism zone... Hindi ko na mahanap yung link nun at mukhang down din ang website ng city govt. Kay hindi ko ma-provide yung article....
Since wala namang nagyari sa eco zone na yun, i guess ok naman yung " A City within a City" na kapalit nung project na yun since ang idedevelop naman na area e yung navisualized ko dating area....

On the same edition of the Philippine Daily Inquirer, it was reported that 29,711 out of 84,287 examinees had passed the Nurse Licensure Examination given last December, and on the sideline, a report said that 514 Filipinos have been granted with a professional license as agriculturists.
About three weeks ago, it was reported that 954 graduates (out of 1,700) had passed the Marine Engineer Officers Licensure Examination given by the Professional Regulation Commission (PRC).
If we review all the data of examinations given in the country, it is obvious that nursing dominates the statistics. There are tens of thousands of students who want to become nurses and work abroad but few are going to agriculture, engineering, and other science-related courses.
The trend is rather alarming. According to data from the Department of Agriculture, the number of farmers in the Philippines is getting smaller, and the young generation is not keen on pursuing agriculture/farming as a career. The big question is: when today’s farmers would have gone, who will replace them as the food backbone of our economy? If no one likes to become a farmer in the Philippines, then who else will toil the land in the future?
I believe that every profession in our society is important. No one should say that his profession is more important than the others’. Each one of us has a function to maintain society in its best form.
But what will happen when one profession has too many takers while the more important one, say, farming or agriculture, is being ignored by students in colleges and universities? This is exactly the trend in the Philippines: farmers are becoming fewer but nurses are overflowing.
Do we need more farmers in our country? Definitely, yes, the same in any another country blessed with a fertile soil. Certainly, we also need nurses but we have to be careful how we keep things in balance.
Food production is more important than ever. We all eat. We all love to eat good food. But where shall we get our food if in the future no one is interested in becoming a farmer?
If we don’t spring into action, the problem can become a national crisis. Importing food abroad is not a wise move. We have too many vacant lands across the country that need farmers’ presence.
There should be more farmers and agriculturists today as the rapid increase of our population will soon demand more resources from us. And nurses may not be able to supply this demand. Think about it.^^^^^^

regarding sa sm mall vs sm savemore.. that doesnt mean wala matutuloy na sm mall sa region natin.. savemore is just a community supermarket... nagiging malaki lang naman siya kung malaki ang building niya eh..pero its market mainly for the community or something we call it the direct consumers... hindi siya wholesale kumbaga, wherein hindi ka makakabili sa kanila ng isang karton ng peewee, in short... robinson's also have their own supermarket but unlike sm na marami like savemore, supermarket, hypermarket at makro.. as far as region II is concerned, savemore is enough.. let our local individual gamers do the wholesaling. hehehe... iba kasi pag may SM savemore sa lugar natin, it gives the city a goodwill di b..

SC upholds 16 new HUC's (Should be 16 New Cities not HUC's)

MANILA, Philippines – The Supreme Court (SC), in a 7-6 vote with two abstentions, has reversed itself anew as it declared constitutional the laws that converted 16 municipalities into hardly urbanized cities(should be cities not hardly urbanized cities).
With the ruling, the SC granted the motion for reconsideration filed by the 16 municipalities whose laws had earlier been declared unconstitutional.
Declared as valid and constitutional are Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu).
The decision that was handed down by the SC during its full court session last Tuesday was the fourth ruling issued since 2008 when the issue on the legality of the 16 cityhood laws was challenged by the League of Cities of the Philippines (LCP). A copy of the new ruling was not immediately available.

@296619...sir yun yung hindi ko natanong...pero nakausap ko yung isa sa mga engineers ng robinsons came from manila..and i told him bout the robinsons mall-santiago..and according to him,,,usap-usapan na din iyan sa office nila,,,in regards with talavera tuguegarao naman,,,again, it will showcase a robinsons supermarket,,pero yung department store mukhang wala pa...but according to the manager of talavera,,,this time robinsons department store naman ang liniligawan nilang maging dept store ng talavera tuguegarao

@296619...sir nakausap ko naman yung one of the employees ng office of the secretariat ng santiago city...yung sinasabi mong welcome marker,,,actually,aside from welcome marker,isang park din ang itatayo sa may boundary ng cordon at santiago...pero in connection with the updates of it...nagkaroon po pala ng problema sa lupa na paglalagyan of the said project..pero may ginagawa na pong move ang city goverment para ma close na deal na yung lupa...

@carl28...isa sa mga upcoming development sa city natin ay ang pagpapatayo ng mga cobra style street light starting from mabini to divisoria,,,itutuloy lang ng city goverment ang nasimulan na nitong pailaw fever....ayos eto para makaiwas sa mga disgrasya and at the same time...it will attract more investors...

about sa tabuk as HUC?? sorry to disrespect the city ha.. alanganin nga daw talga... di pa ko nakakpunta sa tabuk pero sa na observed ko lang.. parang hindi pa established.. i just cant explain it in a most deep sense pero yun ang palagay ko.. kasi sa napapansin ko pagdating sa business and political dependability niya parang nakasentro sila sa pinakamalapit na city sa kanila which is tuguegarao and the town of roxas.. correct me na lang if im wrong mga kapatid...

Well, gusto rin natin na dumami cities sa general area natin which includes Tabuk pero dapat pasado lahat sa requirements. Congrats na lang sa Tabuk at sana maging maunlad din sila in the near future.

About Rob, mga 90% sure na R talaga yun kahit wala pang press release, kc hindi naman sasabihin ng city hall employees and councilors na R talaga yun. Hindi rin isusulat sa local newspaper na R talaga yun. Hindi rin sasabhin ng mga guards dun na pinadala sila ng gokongwei sa area. Hindi rin icoconfirm ng mga Roque na binili sa kanila ng R yung lot, at hindi rin sasabihin ng isang.... Na sa May na start bg const at may contrata na para sa pagpapatayo nung mall... Ano yun? Nagkataon lng? Hehe... :)... Ang reason siguro kaya ayaw iconfrm ng city hall e dahil baka mangyari ulit yung nangyari sa SM, which is tama naman...
