I like its topography and the quality of universities in this town. I like the old feel of its poblacion, and how the peripheries are developing. I've attended some actiivities in INHS back in HS when I was studying in Cauayan. Students from INHS are ones of the best in the region back then. Nakakamiss din yung mga socialization with students from other schools during presscon or science fair, usually held in Ilagan. For Cauayan, the trapos are dragging down the momentum of this town to progress. I can't think of significant infra so far the politicians can consider a legacy. But the people keep on voting them. There was a point when people were sarcastically called tanga-Cauayan. :ohno: Go figure why. Even the very simple task of implementing a signed MOA with ATO was not executed by then mayor Bogie Dy. Hence, the airport was not opened until just recently. PAL had daily flights using a jet aircraft when I was a little kid. I'm sorry to say that "good governance" is not taken too seriously in many parts of the country. Just to clarify my statement why the decision is not yet final and executory is because up to now, the parties can still file a motion for recon. Kasi kung totoong final and executory na yung decision, wala na dapat motion for recon. Below is the more complete facts and present situation of the case. The LCP now questions the granting of the motion for recon filed by the 16 municipalities assailing that the act of the SC goes counter with the meaning and essense of the phrase "Final and executory ruling". The LCP also contends that there is a violation of due process as its lawyer(s) was/were not informed or was/were not notified of the grant of the second motion for recon filed by the 16 municipalities. ^^^^ Cities league files new motion vs cityhood laws Sunday, January 10, 2010 Print Email Comment Subscribe MANILA -- The League of Cities of the Philippines (LCP) has filed another motion, this time, asking the Supreme Court (SC) to annul its decision that reversed an earlier ruling declaring as unconstitutional 16 cityhood laws. The group, through Mandaluyong Mayor Benhur Abalos, filed last January 5 the motion for reconsideration of the High Court’s December 21, 2009 ruling, which said that the power of Congress to create local government units has limitations under Section 10, Article 10 of the Constitution. For updates from around the country, follow Sun.Star on Twitter The assailed decision reversed its own November 18, 2008 ruling, which had declared unconstitutional the cityhood laws converting 16 municipalities into cities. The LCP, in its new motion, argued that the SC can no longer amend, modify or reverse its own full court decision that had long become final and executory, and had been implemented by government agencies involved in the case. Mad rush The group is assailing what it called the “mad rush” in the conversion last year of the 16 -- originally 18 -- municipalities into cities without meeting the requirement for the minimum locally generated income of at least P100 million a year. LCP pointed out that the first motion to reconsider the November 18, 2008 decision filed by several municipal mayors was denied with finality by the SC on March 31, 2009 with an order that “no further pleadings shall be entertained.” Thereafter, it said the SC ordered an entry of judgment, which was recorded on May 21, 2009 after the second motion for reconsideration was denied on April 28, 2009. But to its surprise, the LCP said the SC reversed its own final and executory decision with a December 21, 2009 ruling that declared constitutional the various laws intended to convert 16 municipalities into cities. “This (the reversal of a final decision) will set a bad precedent and will disturb the well-established legal principles on finality of judgment…The decision of December 21, 2009 was issued in brazen disregard of petitioners’ rights to due process because petitioners were not fully apprised of the proceedings in this case,” the petitioners said. Final and executory The petition pointed out that the final and executory November 18, 2008 decision “was confirmed and implemented by no less than the Commission on Elections (Comelec) and the Department of Budget and Management (DBM), which issued a circular on June 30, 2009 for the final internal revenue allocation (IRA) for 2009 as a result of the reversion of the 16 newly-created cities to municipalities pursuant to entry of judgment of the SC.” The group further argued that there was no longer any case or controversy after the November 18, 2008 decision attained finality on May 21, 2009 to warrant such reversal, and that the SC had lost all jurisdiction over the case. At the same time, the LCP challenged the participation of Justices Diosdado M. Peralta, Lucas P. Bersamin, Mariano C. Del Castillo, Roberto A. Abad, and Martin S. Villarama Jr. in the December 21, 2009 decision since they did not participate in the deliberation on the issues in the case and voted thereon as the Constitution requires, simply because they were not yet members of the SC on November 18, 2008 when the decision on this case was promulgated. In its December 21 decision penned by Associate Justice Presbiterio Velasco Jr., the High Court voted 6-4 in favor of declaring constitutionally valid the cityhood laws passed by the 11th Congress and directed the Comelec to hold plebiscites in 16 municipalities to determine whether their constituents favor their conversion into a city. The allegations came on the heels of a shipment of high-powered firearms to the city government a day before the Comelec-enforced election gun ban took effect on January 10. A government vehicle loaded with 15 brand new China-made Norinco CQ-M4 assault rifles worth P1.3 million was held by the police in Muñoz, Nueva Ecija, around midnight of January 9 just before the gun ban took effect. Nueva Ecija police director Senior Superintendent Ricardo Marquez said that, acting on an anonymous tip, his men flagged down a red Toyota Revo bearing plate number SBS 504 and discovered that it was indeed carrying the said firearms. The vehicle is owned by the Santiago City government. The vehicle was allowed to pass through the police verified that the accompanying documents of the said firearms shipment were in order and covered with a Permit to Transport. Mayor's rival questions shipment But Navarro’s political rival, former city vice-mayor Armando Tan, alleged that the recent firearms purchase was questionable. "Why did the (firearms) purchase fail to go through the usual funding process, in this case, it should have been approved first by the City Council?" Tan asked. Citing Navarro’s remark that the guns were a surprise donation to the city police force, Tan argued that people’s money should be spent more prudently. “Why would she donate it? It’s not her money. A request should have been made by the police first before she can act on it, then the city council approves it," Tan continued, adding that if the money which was used to buy the guns came from intelligence funds, which is not auditable, then it cannot be part of the city’s capital outlay anymore. In a text message sent to GMANews.TV, Councilor Romy Dela Cruz confirmed that there is a need for a council resolution authorizing the mayor to make the donation. “I am not aware of the source of the fund. It was not even mentioned when we discussed the budget for the intelligence fund," Dela Cruz said. It's been years since I passed by Ilagan cause we now prefer to go through Roxas when coming to Cagayan from Manila and vice versa or on some occassions just take the plane to Tuguegarao and have somebody pick us up for the two hour ride to Aparri. Maybe next time I come home I could pass by Ilagan again and enjoy the new scenes. The construction of the Delfin Albano bridge was started in November 2006 with a project cost of P650 million. It was completed last December 21, six months advance of its target completion date of June 5, 2010. The bridge is located along the Tumauini- Delfin Albano road, more than one kilometer from the Maharlika road in Tumauini, Isabela and spans the Cagayan River connecting to Santo Tomas, Mallig, including Kalinga and Apayao to and from the various commercial centers of the Northern Luzon Quadrangle. According to Inquirer sources, the publicly listed conglomerate has acquired a majority stake in Ausphil Tollways Corp.—a Filipino-Australian consortium and the main project proponent for the North Luzon East Expressway (NLEE). Once completed, the NLEE will extend from Commonwealth Ave. in Quezon City to as far north as Tuguegarao City in Cagayan province, on Luzon’s eastern seaboard. More importantly, however, the NLEE is expected to have adverse implications for vehicle traffic that uses the North Luzon Expressway (NLEx), which is owned and operated by Metro Pacific Investments Corp.—SMC’s rival for dominance in the toll road business. At present, the bulk of vehicular traffic between Manila and northern Luzon goes through NLEx. The completion of NLEE will allow vehicles traveling between Manila and central and northeastern Luzon—potentially as much as half of NLEx’s existing volume—to bypass the MPIC-run highway altogether. The NLEE project is an unsolicited built-transfer-operate project for the development, financing, operation and maintenance of the toll concession corridor. NLEE has been designated as an official toll road project by the Toll Regulatory Board (TRB), the government agency in charge of supervising toll highways nationwide. The cost of San Miguel’s acquisition of Ausphil remains a closely guarded secret, although an industry source familiar with the project said that phase one of the NLEE project would cost as much as P9.3 billion. According to the source, phase one of NLEE involves the construction of an 18.9-kilometer, four-lane toll road from Commonwealth Ave. in La Mesa, Quezon City, to Norzagaray, Bulacan. The SMC-led consortium will secure the land for the expressway with the help of the right-of-way privileges of the Metropolitan Waterworks and Sewerage System (MWSS), which supervises the land around its watersheds. The source added that phase one of NLEE would take about 16 months to construct, within which the consortium will also secure its concession agreement from the TRB. Phase two of the NLEE project calls for the construction of a 36.9-kilometer, four-lane toll road from Norzagaray, Bulacan, to Cabanatuan City (in Nueva Ecija) via Angat, San Ildefonso and San Miguel, Bulacan, along the periphery of the Angat watershed. This phase will take about 24 months to construct and is expected to be put through the Swiss challenge process for unsolicited bids over the next few weeks. Aside from that, a widespread fishkill caused by very low water level brought about by drought also affected the quality of water, fishery officials here said. Assistant regional director Severina Bueno the PNA that ‘a very low water quality’ at the Magat river was proven based on the results of their analysis on the reservoir’s water samples after the fishkill that hit Isabela last week. Bueno said the dissolved oxygen content at the Magat river was recorded with at least 0.6 mg to 2.4 mg range, down from the ideal five milligram range. She added that the ammonia level was also reduced to mere 0.02 to 0.05mg range, down from the ideal 0.60mg range. The brownish color of the water, owing to the polluted river due to dead fishes, has also contributed to the very low water quality, she added. Bueno said the fishkill records have accumulated to P3.2 million losses to fishermen, affecting 15 towns in Isabela and 10 towns in Nueva Vizcaya. In Isabela alone, at least 48 tons of fish, 517,000 pieces fingerlings, 30,190 kilo juvenile, and 17,600 kilo harvestable sizes have died. The loss is worth P2.52 million, affecting 331 fishermen, according to provincial agriculturist Danilo Tumamao. Ilagan municipal environment and natural resources officer Danilo Domingo said the mountain water, which flows from the northern Sierra Madre mountains, has been rapidly receding, which forced them to close the large swimming pool intended for adults at the sanctuary. “There is no regular source of water for the pool so we decided to maintain only the smaller pool, which is allotted for children,” he said. He said that the water sourced from the natural pond has been enough only to support the needs of the aviary and wild animal kingdom in the area. The domesticated Philippine eagle, wild boar or "alingo", civet cat or "mutit", crocodiles, deers, sheep, ostriches and other wild animals have been found at the sanctuary, a protected site earlier known as Fuyot Springs National Park which was established on October 8, 1938 through Presidential Proclamation No. 327. These are dependent of water subsistence from the springs, he added. Domingo also said that they been waiting for more rains as the water at the 20-meter-high Pinsal Falls, which is contributing water for the natural boat pond and swimming pools, has been rapidly receding due to the drought. He said that the bodies of water such as the creeks of Kabiran, Pallay, Pasa, Nabulluan and Marabatbat, all within the sanctuary, have been rapidly diminishing due to the two-month absence of rains. To minimize the loss of water, the town’s environment officer said they have been planting tree seedlings at the sanctuary aside from waiting for rains. Santiago as Queen City of the North - Yes, Santiago is only a 15 year old city. It was a very primitive settlement around 25 years ago. It became a town in 1910 under the name "Carig", and became an independent component city in 1994... However, I must say that it has able to curve itself as the Prime Commercial Center of Region two in that short span of time. With all due respect, Santiago city is the richest of the three cities in region two which is the northern most region of the Philippines. (By the way, Isabela is the Queen Province of the North). Santiago's asset is as big as that of Baguio city, and the third (I'm not sure if its third or fourth) largest income earner among cities in the north. (First is Baguio, then Olongapo, then tarlac and Santiago) ;)... If im not mistaken, its asset as of 2009 is around 3.8 billion... its income for the same year was 780 million+... It has been using the tags Queen City of the North and Investment Hub of the North to attract more investors. Despite its not so big population (126,000 as of 2007), the people of Santiago has been working hard most of them in cultivating lands. It has a total land area of 275 sqkm. However, there is no monopoly of economic progress, it being a product of wisdom (there is no monopoly of knowledge). Santiago is uncomparable to a more more progressive Cebu city - Queen City of the South. But we believe that not in the far future we can be one of them. Laging may picture ang Santiago City featuring the good happenings and the best things and places we have. Regarding turista naman, its subjective kung ano ang maganda and unusual. Specially sa Living Asia Channel, napanood ko three times nang nafeafeature ang Santiago doon. Pati chinese news, nakikilala nila ang Santiago city... Pero tama ka, ganyan din ang pakiramdam ko tuwing umuuwi ako, parang walang nabago, pero pag naglilibot ako, binibilang ko kung ilan ang mga bagong establishments. EAT, TRADE, PRAY: The Path to Coexistence in Santiago City by Stephanie Dychiu With more than 17 ethnolinguistic tribes in a population of less than 150,000, Santiago City can teach the world a thing or two about getting along. In this junction of the Cagayan Valley, commerce, cuisine, and creed are the keys to living in harmony. In a small municipality eight hours north of Metro Manila, a simple canvas sign with the word “COEXIST” stands like the Statue of Liberty at the entrance of the town hall. A closer look reveals the symbolism behind the spelling of the word. The “C” is the Islamic crescent moon, the “O” is the pagan pentacle, the “E” is Einstein’s formula E = MC squared, the “X” is the Jewish Star of David, the dot on the “I” is the Buddhist dharma wheel, the “S” is the yin yang symbol of Taoism, and the “T” is the cross of Christianity. This is the Municipality of Santiago, for whom the presence of at least seventeen ethno-linguistic groups gives the word “coexist” a special significance. Though part of the Cagayan Valley region—an area rich with some of the most fascinating caves, waterfalls, and islands in the country—Santiago takes singular pride in being an independent component city, one of only four in the Philippines. This means Santiago is not subject to the supervision of a provincial governor, and townsfolk enjoy the thrill of scribbling “Santiago City, Philippines”, no province needed, whenever they write down their addresses. In recent years, the government of Santiago has organized an annual festival to celebrate the city’s remarkable ethnic diversity. Baptized “Pattaradday”, the Ibanag word for “unity”, the festival takes place every first week of May, when the city commemorates the time in 1743 when the Municipality of Santiago was first created by royal Spanish decree. Hundreds of the best street dancers in the Philippines, from the Ibon-Ebun performers of Pampanga to the Pintaflores dancers of San Carlos City, Negros Occidental, gather in Santiago during Pattaradday to represent the various ethnic groups that have made the city home. Santiago’s determination to carve out a unified identity from the many bloodlines that run through its veins is influenced by the role it plays in the entire Cagayan Valley Region. Between the rambling peaks of the Sierra Madre, Cordillera, and Caraballo mountains flows the longest and largest river in the Philippines—the Cagayan River. Long before Spanish conquistador Don Juan de Salcedo landed in the area in 1572, the waters of the river already sustained many tribal settlements, one of which was the Ibanag, who named themselves after “Banag”, the native word for “river”. Today, the Cagayan River is the geographic link that binds the provinces of Cagayan, Isabela, Nueva Vizcaya, and Quirino into one political unit, the Cagayan Valley Region. Of the four main cities of the region, Santiago is the closest by land to Metro Manila. It is also the meeting point of the main roads of the four provinces of the Cagayan Valley . With travel and trade in the region dependent on land transport, Santiago’s location has turned out to be its biggest advantage, enabling it to become the gateway to the farming, caving, hiking, and gamefishing treasures of the Cagayan Valley. Santiago’s economic future is practically assured, but it needs to protect the many distinct cultures that have thrived in the city, which can be diluted by the intoxicating march of progress. By celebrating the Pattaradday Festival every year, Santiago’s people are able to remember their multicultural roots and keep their traditions alive. * * * Commerce has a way of putting people of different backgrounds on common ground. Even at the public market, the unifying magic of Pattaradday can be seen. An inspection of the goods for sale shows bounty from the sea caught in Pangasinan, gleaming white rice grown in Cagayan province, and, of course, Santiago’s very own panutsa, or stiff cakes of hardened sugarcane syrup. The odd mix of food popular in the city also shows the multifacted origins of Santiago’s people. The Ilonggo import chicken inasal, or roast chicken, is a staple. Indeed, this area far away from the original home of chicken inasal in Western Visayas has developed its own brand of the roast chicken, called “Mang Pandoy’s Chicken Inasal”, with outlets not just in Santiago but also in other parts of Northern Luzon, such as Cauayan and Tuguegarao. Challenging the domination of chicken inasal, roasted chicken, in the palates of Santiaguenos is goat meat or kambing. Many kambingan, or restaurants specializing in goat meat, have come and gone in Santiago, but none have been able to rival the success of the very first kambingan on #48 City Road. Lest anyone forgets, the sign out front bears a reminder that it is “The Original Place”. This kambingan is said to be the best kambingan between Santiago and Bicol, the acknowledged mecca of chevon connoisseurs. There are only three dishes on the menu, all made from goat meat, of course. Kaldereta is a golden yellow stew of tomato sauce, cheese, garlic, onions, pepper, and peas. Kilawin has strips of meat cooked, not over fire, but in a mixture of vinegar, chili, onions, and ginger. And Papaitan is a bowl of entrails floating in a murky green soup of bile. * * * . . . the church with the largest congregation is the parish of St. James. In this church, the broad-minded tenets of Pattaradday are carried on even to matters of faith. Mass is delivered in three different languages—Tagalog, Ilokano, and English. As the language used by the priest to deliver the homily changes, so the language used by the choir to sing also shifts. The St. James Parish also distributes the Holy Bible written in Ibanag. True to their native word Pattaradday, which means “unity”, the Ibanag are said to be the most adaptable and most open to assimilation among all indigenous Filipino tribes. They were instrumental to the spread of Christianity in the Cagayan Valley region, because it was their language that the early Spanish missionaries were able to learn and propagate even to other tribes. The innate adaptability of their Ibanag ancestors may explain why the mostly Catholic Santiaguenos are able to maintain an uncommon openness toward people of other cultures and religious beliefs. For a small city that is not even on the route map of local airlines, the number of well-established non-Christian religious communities in Santiago is significant. Kung makakaboto lang ang mga taga Santiago ng provincial seat, siguradong lalamang ng milya si Padaca. She really worked hard to put Isabela in the International arena, and just to be cut off because of some Isabelenos "shall I say, short memories". If concern about the looming illegal logging because the dynasty is back in the capitol, you are not alone. There is one thing you and the rest of Isabela, R2, and the whole country can do, to put a lid on this type of activities. Sierra Madre is declared a "UNESCO" heritage, it has a lot of weight if you think about it.Your concern could be directed to the international tribunal that deals with this issues. Mind you the environmental impact of denuding the Range is catastrophic if we can't at least minimise it or totally put a stop to it. If however, the plan to build a road to link the coastal town to the interior is for economic and tourism development of the provincial waterfront, then I haveno objection at all. I thought its a brilliant idea. Plus the economic spin-off not only to the Province of Isabela but also the whole R2. If however, the intent of such project (Palanan-Ilagan Rd.) is to open the forest for more logging, I am not at all infavor, and I hope Isabelenos and the whole country would agree.
