Reminding people from Region 02. NO Robinsons Mall nor SM mall be built in Region 02. SM only acquired lots in Tuguegarao and Santiago but no intention yet of building a Mall. Also, NO Robinson Corporation had acquired lots in any cities in Region 02. The lot acquired in Cauayan is just a heresay. Please let us not take illusions. Only SM Savemore is apparently in region 02. This December, SM SAVEMORE TUGUEGARAO will be opened together with ACE and Watson. Also for the iformation, KFC will have its first branch in Region 2 in Tuguegarao beside FCICitimol. It is not in Cauayan nor Santiago nor Ilagan. Lets not take this against any other cities in the Region 02. It is not nice to give expectations barely on things without proofs. Thanks.

LTO 2 distributes pantawid pasada cards in Isabela

CAUAYAN CITY, Isabela, July 15 (PIA) -- The Land Transportation Office (LTO) 2 has started distributing Pantawid Pasada Cards to jeeney drivers and operators in the province, said Assistant Regional Director Timmy Mondiguing.
Mondiguing said there are about 2, 858 jeepney operator and driver recipients of the PPC in the region and Isabela has the highest number of recipients with 1,330 while Quirino has the least with only 40 recipients.
He said that the selection of beneficiaries is based on the records of Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO).
Mondigung advised the beneficiaries to present the updated records on franchises and registrations of their jeepneys when claiming their cards..
The Pantawid Pasada Card for jeepney operators is a fuel subsidy provided by the government amounting to P1,050 that is exclusively be used for fuel.
Mondiguing is calling all jeepney operators in Isabela to visit the LTO offices to get their Pantawid Pasada Cards. #TCB/MGE/PIA- Isabela

DOST encourages dairy production investments in Cagayan Valley

ECHAGUE, Isabela, July 15 (PIA) -- Department of Science and Technology (DOST) Undersecretary Fortunato dela Peña in his visit to the Isabela State University, Echague campus recently has encouraged mass production of dairy products in Cagayan Valley region.
Dela Peña said the region has rich potential for dairy industry as he can see wide pasture lands in the region which are needed to raise more cattle and carabao, the source of milk for dairy production.
The undersecretary added the DOST region 2 has been assisting different organizations and institutions in processing dairy products which is now one of the One Town One Products (OTOP) of some towns in the region.
However, he stated that the department should continue its quest for more developed and mass production of the dairy products for wider scope of market.
“There are dairy souls or processing plants and production areas in the country but region 2 can replicate the production which will bring more livelihood and job opportunities to the unemployed, especially farmers,” Dela Peña said.
The DOST’s delivery of technical assistance to the institutions, organizations or individuals who want to invest in dairy production is one of the efforts of the government to increase dairy production and lessen milk importation in the country. Dairy product is the country's second largest agricultural import, next to wheat.
Dela Peña also mentioned that the DOST is partnering with the Department of Agriculture (DA) to continue to prioritize the development of the Philippine dairy industry, recognizing the growing demand for fresh milk by the specialty coffee shops, hotels and restaurants as well as by the local government units for their milk feeding programs.(TCB/OTB/PIA-2)

naman, KFC lang yun. mas masarap parin ang chicken ng Mcdo IMO :) So i think wala rin dapat ika-inngit ang ibang R2 cities

kung may planong magtayo ng kfc anywhere sa region 2 ay magandang development yan. Pinapatunayan lang nyan na hinog na ang economy ng cagayan valley at kaya ng suportahan ng kinikita ng mga tao dito ang mga establishment na dati ay sa mga malalaking lungsod lang matatagpuan. Yung sm savemore sa ilagan baka panukat yan ng sm para makita ang viablity ng isang malaking mall sa isabela. Sana in the near future magkaroon ng sm or anumang mall na malaki sa isabela pero kung wala ok lang din... As for ilagan anjan naman na ang northstar, talavera, public market at iba pang maliliit na tindahan... Ang importante ay may trabaho at ng may ipambili dahil kahit kapitbahay mo ang sm kung wala ka namang pera sa bulsa e di wala ding kwenta.:cheers:

It's alright. :)if it won't happen right now or in a year or two. Although it is highly unlikely for now anyways, there is always another year or two/three even in ten years. It's just nice to talk about something positive, even just a fleeting moment. Just hope R2 would have it sooner or later. Cauayan city? I would be cautiously optomistic. But could happen, sometimes in a least expected places. Pure speculation though. Don't hold your breath. But, who knows eh!:cheers:

Ako sobrang proud ako sa mga magsasaka ng region two at pati na rin sa buong bansa dahil sila ang literal na bumubuhay sa atin. I owe them so much na pakiramdam ko may pananagutan ako sa kanila. Honestly, gustong gusto ko magka mall (sm or rob) dahil gusto kong makita ng mga magsasaka na hindi nakakapasyal kung ano nangyayari sa mga produkto nila. Gusto kong maaccess ng mga magsasaka yung mga maaliwalas na bilihan at yung mga bagay na makapagbawas sa pagod, dahil alam naman natin e nakakapagod ang trabaho ng magsasaka. We have to raise their standard of living and give them equal access to everything we have.

I just dropped by santiago last saturday morning, and i want to correct the post hear saying that the on-going renovation adjacent to penshoppe is a kfc franchise. Thats not true 'coz theres already a banner which states " Chowking Soon to Open".

Santiago City police finalist for country’s Best City Police Station

Edale, Jr.SANTIAGO CITY, Isabela, July 17 (PIA) -– Some officials of the Philippine National Police from the national level were in this city recently to assess the accomplishments of the Santiago City Police Office (SCPO) which was chosen as one of the top three finalists for the search for the country’s Best City Police Office.
The two other city police stations that are also vying for best police station are the Davao City Police Station and the General Santos City Police Station.
The winners will be awarded at Camp Crame, Quezon City during the PNP Anniversary on August 8, 2011.
SCPO chief Senior Superintendent Severino Abad, Jr said that the police station’s administrative efficiency and its operational effectivity were evaluated.
Abad said the operational and administrative capability plus the cooperation of the city government served as the key of the city police in obtaining the top three police station nationwide.
The city police chief added that it is not the first time that the SCPO becomes a finalist in a national search for best PNP police station because it was also nominated as the best police station in the country in the past.
He is optimistic that this year the SCPO will get the best city police station award having met all the necessary documents and other requirements that the validation team has asked them. (TCB/MGE/PIA Isabela)

Isabela farmers’ children to avail of UP open university program

Edale, Jr.CAUAYAN CITY, Isabela, July 17 (PIA) -– “In our common vision of providing scholarship grants to underprivileged but deserving students especially the sons and daughters of our farmer constituents, we have authorized the local chief executive of this province to enter into a Memorandum of Agreement (MOA) with the University of the Philippines (UP),” said Board member Ric Justice Angobong, chairman of Committee on Education and cultural affairs.
During the regular session of the Sangguniang Panlalawigan, Committee on Education and cultural affairs, Angobong said through the MOA between Gov. Bojie Dy and UP, deserving students from Isabela can pursue their chosen course without attending formal education.

In the SP resolution, it was stated that through distance education, the citizenry especially the poor ones will be able to gain education with the least expenses thereunder without going to normal procedure of obtaining formal education.
Under the UP open university education, students will be trained on different fields of studies like science, mathematics, social studies, language, teaching, public management, development communication, environmental studies, computer science and other programs.

The distance education will be a venue for children of farmers to finish education without spending much to finish their course.
The provincial leadership is trying to extend all necessary assistance to help Isabela students to pursue their studies, added Angobong. #TCB/MGE/PIA- Isabela^^

Ako sobrang proud ako sa mga magsasaka ng region two at pati na rin sa buong bansa dahil sila ang literal na bumubuhay sa atin. I owe them so much na pakiramdam ko may pananagutan ako sa kanila. Honestly, gustong gusto ko magka mall (sm or rob) dahil gusto kong makita ng mga magsasaka na hindi nakakapasyal kung ano nangyayari sa mga produkto nila. Gusto kong maaccess ng mga magsasaka yung mga maaliwalas na bilihan at yung mga bagay na makapagbawas sa pagod, dahil alam naman natin e nakakapagod ang trabaho ng magsasaka. We have to raise their standard of living and give them equal access to everything we have.

ILAGAN, Isabela- Illegal logging goes with impunity in this province even as President Benigno Aquino III declared a total total logging ban.
The latest seizure of illegally cut forest products was reported in Barangay Antagan in Tumauini town over the weekend. The latest seizure made by the Isabela Government Environment and Natural Resources Office under Geronimo Cabaccan which bagged some 1,500 board feet of assorted hardwood flitches.
Cabaccan said they found the hot forest items abandoned in an open lot. Late June; Cabaccan’s team also seized some 1,300 board feet of illegalY cut forest products concealed in an irrigation canal also in the same barangay.^^

Yup that's true. No SM malls will be built in region 02. It's only SM Savemore. SM SAvemore together with Ace and Watson will be opened in Tuguegarao this December. Likewise, KFC on the commercial space beside citimol. There was a bidding done last June between KFC and Maret one, But KFC won. Also, GOLDILOCKS restaurant is looking for a space in Tuguegarao, they have already process their papers at the city hol. Kudos Region 02.

Peñablanca, Santiago City ‘Gawad Kalasag’ regional search champs

BaccayTUGUEGARAO City, July 19 (PIA) -- The municipality of Peñablanca and the city of Santiago have made it into the national level after bagging the championship award in the 2011 Gawad Kalasag regional level search based on the results unveiled by the regional search commitee after the conduct of rigid field validation and desk evaluation.
The regional selection committee is composed of regional disaster action officers from the Department of the Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Department of Health (DOH), Department of Social Welfare and Development (DSWD) and the Office of the Civil Defense (OCD).
Selection committee Chair Enrico Tambis of DILG said each entry has its own strength in terms of disaster preparedness and response. However, their weak points are on mitigation and rehabilitation efforts which are part of the four pillars of disaster risk reduction.
Tambis stated that Peñablanca, the winner in the municipality category, is very strong in disaster preparedness and response considering its equipments, capacity buildings, trainings and advocacies conducted to its officials and the community.
Penablanca’s edges over Baggao, that landed second place, are the efforts in the mitigation aspect such as tree planting activities and creation of an efficient monitoring system during calamities.
On the other hand, OCD Regional Director Norma Talosig said Santiago City have displayed their serious implementation of the new disaster management law in institutionalizing their city disaster risk reduction management council and office through and ordinance, the first in the entire region.
Meantime, seeing the strength of Cauayan City in disaster response and their available facilities, equipments, gadgets and the 24/7 operation of its rescue team, the selection committee has adjudged it as the best organized emergency responder.
The search, Talosig said, will not only recognize the best practices and efforts of the disaster management councils but to also serve as eye opener and model to other Local Government Units (LGUs) to establish their own disaster risk reduction management council to mitigate, prepare, response and rehabilitate any disaster incidents in the region.
Penablanca will be the entry of region 2 for the municipality category, Santiago City for the city category and Cauayan City for the organized emergency responder category. (TCB/OTB/PIA-2)

Santiago City cops undergo training on criminal investigation

Edale, Jr.CAUAYAN CITY, Isabela, July 19 (PIA) -- Four selected personnel from the Santiago City Police Office (SCPO) were sent in Camp Adduru, Tuguegarao City to undergo advance training on criminal investigation to better equip them with necessary knowledge and skills on criminal investigation especially on high profile cases.
The four police investigators from Santiago City Police Office are Senior Police Officer 2 Elmer Caliboso, Police Officer I Mariano Ogilar, Police Officer I Hector Taccad and Police Officer I Randy Felix.
Police Superintendent Ismael Adluna, SCPO investigation section chief, said the training is a regular activity of the police management to enhance the criminal investigation capabilities of the police in crime solution and in the process of submitting documents in the courts to substantiate the cases filed.
Adluna said the training will enable the police especially the investigators with enough knowledge to avoid technicalities when filing cases in court as well as handling proper procedures when it is already brought up in courts. (TCB/MGE/PIA Isabela)

Walkout hits meager education budget

MANILA, Philippines — The Philippine Association of State Universities and Colleges (PASUC) and national youth groups will lead Tuesday a “white ribbon” protest and a nationwide walkout to press their call on the Aquino government to earmark a substantial budget for public higher education.
Kabataan Party-list Rep. Raymond Palatino said the walkout symbolizes their “call for justice” for state universities and colleges who have suffered continuous budget cuts through the years.
“The partnership will definitely reinforce our concerted efforts in the education fight. Our united resolve to push for a sufficient budget increase for our SUCs will impact SONA (State of the Nation Address) and the budget talks. If we need to mobilize ourselves for another massive strike to make President Aquino listen, then so be it,” Palatino said.
He said an alternative SUC budget, which is now being drafted, is due to be submitted to the Department of Budget and Management (DBM) and President Benigno S. Aquino III before his SONA on Monday.
“It is crucial that we revitalize our unity and collective action to call for a sufficient increase in the budget of public higher education,” the 112-member PASUC said in a unity statement.
The group said the P24-billion budget allotted by the national government in its 2011 budget is “grossly insufficient” to finance the operation of SUCs, adding that the budget cuts have invariably limited the people’s access to education.^^

Santiago City to give financial aid to flood-stricken Cotabato City

SANTIAGO CITY, Isabela, July 22 (PIA) -– The City government of Santiago is set to give P250,000 financial aid to Cotabato City which was submerged in floodwaters brought by a previous typhoon.

City Mayor Amelita S. Navarro said the city government has received a letter from the city government of Cotabato asking help from all cities in the country after its residents were heavily affected by floods.

Navarro immediately asked the Santiago City council headed by Vice Mayor and presiding officer Alvin N. Abaya to allocate P250 thousand to be given as financial aid to Cotabato City.

A resolution was then passed authorizing the Mayor to give financial aid in the amount of P250 thousand pesos to the city of Cotabato intended for the victims of floods.

Liga ng mga Barangay President Morris Navarro said the amount is very small but it can greatly help the affected residents.

He said the city government has been extending financial assistance to other places in the country and even outside the country like Japan which was recently stricken by earthquake and tsunami.

He said just like an old adage which states that it is better to give than to receive, the city is always ready to extend assistance to the needy. “We are very lucky having not experienced natural calamities in the previous months,” Navarro said.(TCB/MGE/PIA- Isabela)

mas maganda sana bawal magbenta ng sigarilyo sa mga kalye. kawawa ang mga second hand smokers na hindi naman naninigarilyo, mas prone sila sa diseases coming from smoking kesa sa mga smokers na may filter ang hinihithit na sigarilyo.

Isabela’s 9 towns, city hit by tropical storm Juaning

Edale, Jr.CAUAYAN CITY, Isabela, July 29 (PIA) -- Based on partial reports of the local disaster councils, nine towns and one city of Isabela were hit by the typhoon “Juaning” such as Jones, San Agustin, Ramon, San Mateo, Cordon, Echague, San Isidro, San Guillermo, Angadanan and the city of Santiago.
Corn plants along the river banks of the Cagayan River and tributaries in the towns of Ilagan, Tumauini, Cabagan, San Pablo, Santa Maria, Santo Tomas and Delfin Albano were submerged.
The provincial agriculture office is still assessing and validating the total amount of damages of corn plants in the whole province based on the reports that will be submitted by the different municipal agriculturists.

Agriculture products that were affected were corn plants which are about to be harvested and banana plantations.
Trees and electric posts were also affected due to the strong winds leaving southern Isabela towns and the city of Santiago city for one night.
In Cordon and Santiago City, residents along low-lying areas and creeks had a preemptive evacuation which prevented casualties. #TCB/MGE/PIA- Isabela^^

“Our major damage was to corn crops wherein a total of 19,000 hectares of corn plantations have been affected by the typhoon,” pahayag ni Cua.

Bukod sa binanggit na pinsala ng bagyo ay aabot din sa 4,000 ektaryang pananim ang tuluyang hindi na mapakinabangan kung saan karamihan sa mga pananim ay nasa flowering stage pa lamang.

Sa lakas ng bagyo na tumama sa lalawigan ay naputol din ang linya ng kuryente matapos bumag*sak ang ilang poste sa kasagsagan ng bagyo noong Miyerkules.

Wala naman iniulat na nasaktan o nasawi subalit karamihan sa mga magsasaka ay nangangamba at naghahanap sa pambayad sa mga utang matapos ang malaking pagkalugi dahil sa walang aanihin.

BJMP ensures drug-free jails in Region 2

by Oliver T. BaccayTUGUEGARAO CITY, July 30 (PIA) -- The Bureau of Jail Management and Penology (BJMP) region 2 has intensified its Oplan greyhound program to ensure a drug-free jail in the different districts in the region.
Jail Senior Inspector Juliet M. Miranda said because of the possibility that jails can be a lair for illegal drugs, BJMP 2 has intensified its fight against the presence of abused drugs inside jails in Cagayan Valley.
In partnership with the agents from the Philippine Drug Enforcement Agency (PDEA) region 2, surprise greyhound operations in the big district jails of the region, specifically in Santiago and Tuguegarao cities, were conducted with the supervision of BJMP Regional Director Atty. Michael Vidamo, Sr.
During the operation conducted in Santiago City which lasted for almost half day, they found out that there were no illegal drugs or any paraphernalia in the inmates’ cells. In Tuguegarao City, the team also found no illegal drugs inside but it was able to confiscate several cellular phones, sim cards, aluminum foils, cords, bottles, cans, lighters, blades, aerosols, metal spoons and assorted bars.
A cash amounting to 100,440 pesos was also confiscated during the operations which was turned over to the jail’s property custodian with proper receipts.
“The campaign against illegal drugs, especially in jails, will redound to the heightened implementation of the bureau’s oplan greyhound program towards drug free jails,” Miranda said.
She believes that the operation will prevent contrabands in jails that contribute towards effecting safe and secured jail facilities, not only for the inmates but also for the personnel and the public. (TCB/JMM/OTB/PIA-2)^^

PNP 2 collars 8 on illegal drug campaign

by Ben Moses EbreoBAYOMBONG, Nueva Vizcaya, July 30 (PIA) -- The Philippine National Police (PNP) in Cagayan Valley has arrested eight persons after a recent anti-drug buy bust operations in Santiago City and Nueva Vizcaya.

Police Senior Inspector Jhonalyn Tecbobolan, assistant chief of the PNP regional public information office, in a report said the police regional office and PDEA personnel arrested Reynaldo dela Cruz alias “Kalabaw” and listed as number 10 in the order of battle illegal drug watchlist in Santiago City.

Other suspects arrested were Michael Jandoc alias “Lugaw”; Mirasol dela Cruz alias “Sol”; Rodolfo Lopez alias “Boboy”; Madja Ann Suerte, 30 years old and live-in partner of Jandoc; Eva Hipolito, 26 years old, housemaid, and a resident of Purok 3, Mabini, Santiago City; Janice Ebersole, 31 years old, of Purok 3, Mabini, Santiago City and Edmund Gonzales, 25 years old, welder of Cabatuan, Isabela.

The suspects were arrested in July 25 at noon in sitio Kirat, Rufino Roque Village, Purok 3, Rizal St., Santiago City.

The operatives who were armed with search warrants issued by Judge Anastacio Anghad of Santiago City Regional Trail Court(RTC) recovered nine plastic sachets of shabu, aluminum foils, disposable lighters, ammunitions for Caliber pistol 9 mm and Caliber .22 mm and Caliber .38 pistols, a brick of dried marijuana leaves and other paraphernalia.

In a separate buy bust in July 26, Nelson Caramat, 34 of Don Mariano Perez in Bayombong town was also arrested and yielded dried marijuana leaves weighing 28.1 grams, placed in two separate boxes of Fortune cigarette.

Ang ganda ng lugar, famous tourist spot siguro iyan sa Quirino. Maybe my uncle knows that place. It's good that more developments are coming for Diffun, Quirino. Maganda sa lugar yung blending ng nature at modern structures, basta alaga pa rin ang kalinisan at environment.:):cheers:

Dog vaccination program gets positive response from residents

Edale, Jr.SANTIAGO CITY, Isabela, August 2 (PIA) -- An official the city’s animal bite center said he is satisfied with the way dog owners are responding to their call of massive anti-rabies vaccination in the city stressing that they are now aware of taking care of their dog pets as they let it injected with anti-rabies vaccine.


Lorelyn Andaya, officer-in-charge of the city’s animal bite center said there are more than nine hundred pet dogs that were injected with anti-rabies vaccine not only in the city but also in other nearby municipalities such as Cordon, Ramon and others.
Almost half of the dog pets came from other localities as they are already well-informed on the importance of letting their pets undergo anti-rabies injection.
During the first quarter of this year, the animal bite center has vaccinated a total of 212 of pet dogs; 383 in the second quarter; and the rest were from the municipalities in the fourth district of Isabela.
“We are happy that dog owners now are becoming a responsible pet owners and we expect that all dog owners will follow through”, Andaya said.
The anti-rabies injection is provided by the city government of Santiago free of charge.
Dog rabies is one of the major causes of death among individuals particularly the young population as they are used to play with dog pets.
Andaya called on dog owners to bring their dogs at the animal bite center and have them vaccinated. #TCB/PIA- Isabela

MANILA, Philippines - Not only was a farmer's cooperative in Isabela saved before a heist could be staged last weekend but a plot to rob a pawnshop was also preempted after nine members of a robbery gang were arrested in a checkpoint in the province, police said.

In a report, Criminal Investigation and Detection Group (CIDG) chief Police Director Samuel D Pagdilao Jr. said members of the Isabela CIDT and police in Cagayan Valley region arrested the leader of the gang, Jesus Coplatin, 34, of Silawit, Cauayan City, Isabela and eight members of his group identified as Dennis Belmonte, 24, of Dubinat West, Santiago City; Dennis Tipo, 20, of Bulanao, Tabuk, Kalinga; Anthony Latawan, 23, of Malapat, Cordon, Isabela; Bryan Dela Cruz, 26, of Casiguyan, Tabuk, Kalinga; Thomas Mo-oy, 38, of Sukbut, Punukpuk, Kalinga; Mark Payo, 27, of Apas, Tabuk, Kalinga; and John-john Dela Cruz, 31, of La Trinidad, Benguet.

The suspects were charged with brigandage and robbery at the prosecutor’s office in Roxas, Isabela.

Prior to the arrest of the suspects, the CIDG had been tracking Coplatin's group that was planning to stage a robbery on a farmer's cooperative in San Manuel, Isabela on July 29, Pagdilao said.

When the suspects sensed that policemen were trailing them, they immediately left the vicinity of the cooperative on board a white Mitsubishi L-300 van.

A province-wide dragnet was set up, resulting in the arrest of the suspects in Barangay Sili, Aurora, Isabela and the confiscation of two caliber .45 pistols, one hand grenade and various ammunition.

Chief Superintendent Francisco J. Villaroman, chief of the Cagayan Valley Regional Police Office, said his men had been watching Coplatin's group for their involvement in two robbery incidents last April at Agri Bank in San Guillermo, Isabela and at All-K Commercial center in Santiago City. The group was also involved in vault-cutting activities as well as the robbery of an Indian national.

Follow-up operations also resulted in the recovery of stolen items, including a laptop and iron drills, from the house of a certain Florentino Watan, alias Sukoy in Sitio Matartarang, Barangay Busilelao, Echague, Isabela. The laptop was later identified by Alex Lacsina, manager of All-K Commercial, as one of the items taken from the establishment last July 29.

Police also found tools such as hydraulic jack, iron crowbar, and iron pipes in a drainage canal under the Kings Supermart, which was adjacent to a branch of Cebuana Lhuillier in Centro, Echague.

Cauayan City—Officials of the Korean International Cooperating Agency and the Korean Rural Community Corp. met with regional manager Vicente Galvez of the National Irrigation Administration on the proposed Pasa Small River Irrigation Project in Ilagan, Isabela.

In a pre-inspection conference, Engr. Ramon Fabros, irrigation management officer, updated the group on the specifications of the Pasa water impounding area.

The site 7.5 kilometers from the national highway, through the all-weather road in Morado village leading to the deep and narrow Pasa creek.

The Pasa segment is one of three proposed Korean-assisted projects in the province under the Department of Agriculture’s food security strategy.

As designed, the facility is a 63-meter high and 170-meter long reservoir capable of storing 5.3 million cubic meters of water to cover at least 800 hectares of rice land.

According to Galvez, improved irrigation would increase harvest per hectare boosting by high-yield for 600 farmer-beneficiaries in five localities of Isabela town.

According to Fabros, the targeted sections are 150 hectares in Pasa; 400 hectares in Sta. Victoria; 50 hectares in Fugo; 50 hectares in Minabang; and 150 hectares in Morado.

The Korean-backed system would also boost production in adjacent rain-fed fice fields.

The Agta & Dumagat of Isabela



I just returned from a two week trip to Isabela province in northern Luzon to document the Agta and Dumagat Indigenous people in the area. Oma and I traveled for three days to reach our destination; starting in Manila we traveled by bus for two days and then took a 15 hour boat ride on a small outrigger to reach the towns of Divilacan and Maconacon. These two towns are separated from “main land” Luzon by the Sierra Madre mountains. There are no roads going here and the towns are only accessible by boat or a small plane. The remoteness of the area is what initially attracted me because I was hoping to find something more authentic, something different from other places I have been to in the Philippines. The east coast of Isabela did offer the authenticity I was looking for, but I also found there a way of life that I started to fall in love with. The beautiful indigenous people, the unspoiled beaches, rivers and forests, and the simple way of life that could touch any travelers heart. ^^






The tropical forest of the Sierra Madre mountain range after a rain storm. This is home for the Agta people and provides them with the food they eat and the materials they need to survive.

Just like the unofficial motto of the United States of America, this seems to be the message being imparted by City of Santiago in Isabela as it showcased character and unity in diversity in the Pattaradday Festival, a unique confluence of cultures and influences, in this crossroad in the Cagayan Valley.
“Pattaradday unifies the city’s 14 ethno-linguistic groups and focuses on the unity despite the artistic and cultural diversity of the people,” says Santiago City Mayor Amelita Navarro who inaugurated the first festival in 2000.

Navarro said the city emphasizes prayerfulness, obedience, humility, perseverance, punctuality, honesty, responsibility, generosity, contentment, and forgiveness in its programs.
The event also showcased Santiago’s trademark “La Gran Batalla” dance based on a Moro-Moro dance tradition depicting St. James The Apostles’ conquest of the Moors. The dance became the subject of research and performance of the famed Ramon Obusan Folkloric Group and won acclaim in an international in Moscow in the 1980s.

Navarro said that the success of the Pattaradday indicates that peaceful coexistence and unity in diversity is possible if it is the common aspiration of the people and the government promotes it.
Because of its rich historical heritage, the festival was named three-time Best Tourism Event from 2006 to 2008 Awardee by the Association of Tourism Officers of the Philippines (ATOP) and was elevated to its Hall of Fame.
She pointed out that because of the spirit of amity, the city has bagged major awards in governance and environmental protection, and chosen venue for national cultural events.
Visitors can take a peek at the soul of the city at Balay na Santiago, the city’s museum, and tourism office and cultural center which houses ethnographic displays, an art gallery and antique furniture and home accessories from prominent families.

Isabela begins P712-M bridge construction

TUGUEGARAO CITY, Philippines — The construction of a P712-million bridge project linking the progressive municipality of Ilagan with western towns of the province officially started late this week, the Department of Public Works and Highways (DPWH) said Saturday.

Ilagan town is a center for economic activity and hosts the noted education and medical institutions catering to the eastern and western parts of Isabela.

Engineer Renato Ubina, head of the DPWH’s 1st Engineering District in Isabela province, said the project replaces the existing overflow bridge, crossing the Cagayan River to an all-weather bridge to the western towns of Isabela.

To be called the Lulutan Bridge, the project will be constructed between barangays Calamagui 1st and Lulutan, both in Ilagan, with an approximate distance of 2 kilometers from the town proper.

“The Lulutan Bridge project, which will be finished or constructed within three years as programmed by the DPWH, will no longer be an overflow bridge but a regular or all-weather bridge linking Ilagan town with the western towns of the Isabela province,” said Ubina.

He said the Lulutan Bridge was destroyed by strong typhoons that battered the province in the last few years.

In order to travel to Ilagan, residents from the western towns of Isabela have to use motorized bancas traversing the Cagayan River.

“With the construction of the 500.5 linear-meter length Lulutan Bridge, this will connect the western Ilagan barangays and western Isabela towns making it easier for the residents to transport their agricultural products,” Ubina said

Bakit kaya e ang laki ng potential ng Ilagan. Ano na nga po pala ang lagay nung golf course diyan? Mine-maintain po ba? Lagi bang may naglalaro? Ang mga big time investors yan ang hinahanap din nila while they are in a certain place attending business meetings or simply looking for potential investment sites. Kulang na kulang sa R2 ng mga leisure facilities at mga first class hotels and accomodations kaya talo tayo sa ibang regions.

Thank goodness Benham Rise is found at the coastal region of Isabela and Aurora provinces in the East and not somewhere in the West where China’s nine-dash line lay claim to almost all of the West Philippine Sea (South China Sea).
What am I talking about?
Well, Benham Rise is an undersea region that was between 40 and 2000 meters below the waterline when it was discovered in 1933 by an American geologist surnamed Benham.
The Philippines is now claiming the area after having proven that it is indeed part and, in fact, an extension of the country’s eastern continental shelf.
The UN Convention of the Law of the Sea (UNCLOS) defines the continental shelf as “the seabed and subsoil of the submarine areas that extend beyond its territorial sea” up to 370 km (200 nautical miles) from the archipelagic baseline. An extended continental shelf goes farther than 370 km.
“We have submitted a claim under (UNCLOS) sometime in late 2008. We got a reply from the UN lately (asking us) to answer some questions. They intend to pass a resolution sometime in mid-2012 to approve our claim (that it is) part of the Philippine continental shelf,” Environment Secretary Ramon Jesus Paje said, in a statement, after the Department of Environment and Natural Resources (DENR) formally submitted its proposed P16.99-billion (US$40 million) budget for 2012 to the Senate finance committee.
According to Paje the area being claimed could translate to a gain of 13 million hectares in additional territory, an area slightly smaller than Luzon, should the United Nations decide favorably on it
What is very encouraging and promising is that studies conducted by the DENR for the past five years indicate large deposits of methane in solid form. This observation was confirmed by the National Mapping Resource Information Agency, which also reported the existence of solid methane.
Paje said gas deposits in the area would enable the country to achieve energy sufficiency.
This development prompted Sen. Franklin Drilon to say that once the UNCLOS establishes that Benham Rise is part of the Philippines, “we would have legal basis to enter into exploration agreements with private companies to explore…(the area’s) resources.”
Drilon added that a favorable UNCLOS declaration would mean “increasing our territory from present 30 million hectares to possibly 43 million” with the inclusion of Benham Rise.^^

THE Goldilocks chain of bakeshops, among the first local companies to open outlets in the North America, is aggressively expanding domestically even as it has no plans of selling out to fast food conglomerates, a company official said yesterday.

"That’s a dead issue," Lin E. Deres, Goldilocks franchise relations manager, said when asked if new suitors have approached the owners of the company.

Deres said Goldilocks hopes to open 30 more stores to expand coverage in Northern Luzon and Mindanao.

She said the Northern Luzon expansion is made possible by the company’s investment in a new commissary in Rosales, Pangasinan.

Goldilocks has over a hundred stores nationwide, half of which are company-owned and the balance operated as a franchise.

The company is also planning to expand facilities in Mindanao so it can set up more stores on the island.

Goldilocks maintains a cake plant, a food plant and a bread plant in separate locations in Mandaluyong to service Metro Manila outlets.

Deres said Goldilocks has plants in Cabuyao in Laguna, as well as in Cebu, Iloilo and Davao.

"We see a lot of opportunities in Northern Luzon, Visayas and in Mindanao. We already have a lot of branches in Metro Manila and in Luzon," Deres said.

Deres said when Goldillocks joined the recent Philippine Franchise Association-Department of Trade and Industry caravan, it attracted a lot of interest in Tuguegarao in the North and Butuan in the South.

Of the 100 or so local stores, half are in the Visayas and Mindanao.

Deres said Goldilock’s expansion will rely primarily on franchising, with more bakeshops than full stores expected.

Goldilocks has 23 outlets in the United States, two in Canada and five in Bangkok. All the branches abroad are co-owned.

Deres said Goldilocks is also eyeing the Middle East and Europe where there are pockets of Filipino communities.

"But we do not talk with just the Filipinos in these areas. It’s important to be mainstream," said Deres.

Investment in a bakeshop is between P6 million and P8 million, which covers the franchise fee and cost of construction, equipment, point of sales system and a delivery truck. A bakeshop ranges from 60 square meters to 80 sq.m. in size. For a full store, investment is P10 million to P13 million. Full stores have an area of from 150 sq.m. to 200 sq.m.

As Goldilocks, which was set up in 1966 by sisters Milagros Leelin Yee and Clarita Leelin Go, remains privately owned, its financials are not readily available.

It was reported that Pancake House of the Lorenzo family offered to buy Goldilocks for P1.5 billion in 2006 after the latter’s No.1 competitor, Red Ribbon, was acquired by Jollibee Foods Corp.

Goldilocks started as a hobby of the Leelin sisters. Despite the name based on the Western fairy tale character, the company and its products have always been pitched as distinctly Filipino, one of factors credited by Goldilocks owners for its success locally and in communities abroad with significant Filipino presence.

Sir Junar kung yan ang gusto mong gawin hindi namin kayang pigilan pero then pakiusap lang huwag month ring gagamitin ang Tugue and Cagayan sa mga post mo. Kung sino man mapadaan sa area ng maharlika hi-way sa cauayan tpat ng AVON/landbank at PS bank pwde bang paki picturan at pkipost na ang development para mataob na kung mataob ang mga di naniniwala. not to disrespect the plus side of region II but i think cabanatuan city is the most viable place for next SM in the north luzon since sm baguio... nakita ko na yung place na sinsabing nabili na ng sm prime sa cabanatuan.. malapit din lang sa robinson's mall nila..after cabanatuan is laoag..

Hi. Actually possible talaga na sa Cauayan ilagay yung SM. Siguro dahil kelangan nyang tapatan ang Rob sa Santiago. Parang sa Pangasinan lng din, ang SM nsa Rosales at ang Rob nsa Calasiao at Dagupan.

Sana nga matuloy na ang Sm na yan, baka sakaling apurahin din ang Robinsons.... Buti naman at tinatayo na ang ARCADE 2 which is mas malaki at airconditioned compare sa Arcade 1. Pag natuloy n ang SM at Rob, mas dadami ang daloy ng tao between Santiago and Cauayan

malaki kita nila dyaan eh. kahit hndi namn kumita mga tenants nila kita parin sila sm..haha. I know their style.Kwawa mga tenants sobra. Take it or leave it kumbaga, dudumugin pa din ng mga tao ksi.

just like the SM taguig.. matagal na yang SM taguig na yan, since 2007 pa ata nakabili ang sm dun sa mismong harap ng market market pero hanggang ngayon wala pa... matagal na rin yung sinsabing SM sa old racing track sa sta ana manila pero hindi naman natuloy...once a report has been released na nakabili na sila ng lupa sa isang city then it will surely state na magkakaroon tlga.. cabanatuan for instance, dati na silang may lupa sa city na yan pero hanggang ngayon wala pang concrete year of construction. i think cabanatuan has the best place for SM kaso lang malapit lang ang SM tarlac sa kanila kaya yun siguro ang blocking side ng construction.. tulad nga ng sabi ng ibang kasamahan natin sa thread nato at sa ibang forum. .hanggat walang Blue SM fence, concrete press release sa website at sa mga newspapers walang pang mall na itatayo.nabasasa naman natin sa mga news na ncr,visayas,mindanao at china ang laging bukag bibig ng SM prime na yan... sayang nga ang santiago city eh, yung ang totoong press released at konting plantsa na lang matutuloy na ang 1st SM mall sa region II.. nasa news na naudlod pa!! may conflict kasi lupang balak bilhin eh!!!

Yung acquisition ng Sm sa lot dyan sa Cauayan is one big step. Hintayin nlng natin yung construction. Pwedeng asap, pwede ring after 2yrs pa. Ang importante ngayon e ihanda natin mga kababayan natin sa ganyang pangyayari, yung tipong makagawa sila ng hakbang para hindi bumagsak negosyo nila na makokompetensyang mall.

I haven't been back to the Philippines for quite sometimes, so I don't have any idea how Cauayan city would fare with Cabanatuan. I understand where you're coming from, that Cabanatuan is more viable site for SM in Northern Luzon. What we should cosider is for R2, for now, and for this reasosn I think Cauayan is quite viable not only in geographical location, but pop. of the city and the towns and other minicipalities arround the city. I am not privy about the disposable and disretionary income of both cities (Cauayan & Cabanatuan) but I have a feeling that Cauayan city might fare quite easily.

Right now, all structures around the site are being demolished, including those along the Maharlika Hi-way. The site is highly ideal for such development, considering the area covered. If my pea size brain serves me right, I would guess that it is 5 by 3.5 city blocks.

The Dy family has always been a visionaries in terms of developing the city of Cauayan. I wouldn't be surprise if they managed to pull some string. In a way it is positively encouraging. "Build and they will Come" saying might perfectly true. Anyways, whatever the outcome, I thought it would benefit not only the city of Cauayan , but the rest of R2. Hopefully for the best. :cheers:

just like the SM taguig.. matagal na yang SM taguig na yan, since 2007 pa ata nakabili ang sm dun sa mismong harap ng market market pero hanggang ngayon wala pa... matagal na rin yung sinsabing SM sa old racing track sa sta ana manila pero hindi naman natuloy...once a report has been released na nakabili na sila ng lupa sa isang city then it will surely state na magkakaroon tlga.. cabanatuan for instance, dati na silang may lupa sa city na yan pero hanggang ngayon wala pang concrete year of construction. i think cabanatuan has the best place for SM kaso lang malapit lang ang SM tarlac sa kanila kaya yun siguro ang blocking side ng construction.. tulad nga ng sabi ng ibang kasamahan natin sa thread nato at sa ibang forum. .hanggat walang Blue SM fence, concrete press release sa website at sa mga newspapers walang pang mall na itatayo.nabasasa naman natin sa mga news na ncr,visayas,mindanao at china ang laging bukag bibig ng SM prime na yan... sayang nga ang santiago city eh, yung ang totoong press released at konting plantsa na lang matutuloy na ang 1st SM mall sa region II.. nasa news na naudlod pa!! may conflict kasi lupang balak bilhin eh!!!

I absolutely agree with you. However, with or with out the Blue Fences if it meant to be, it will. I understand that there had been cases that makes you doubt, and I am with you. But the cases you brought up has some issues that came up in almost every step of the way. I am not saying that Cauayan city would be be exeptionally spared for this matter, but lets us all put things into perspective. Not all planned development could be painted with the same brush. Hopefully Cauayan would get through. :cheers:

If given the chance to allocate Santiago's 1billion income, I will allot 350m for operational expenses. Sobra sobra na yan. 250million for social projects. Mas malaki ito ng di hamak compared to that of other cities. The remaining 400million will be used for physical infra. In five years starting 2011, sobrang ganda na ng physical looks ng Santiago. Habang tumatagal lumalaki pa ang budget.

Convention Center;
Big businesses zone sa may parteng Mabini papuntang Malvar, idedevelop yung area para dun ilagay ang mga negosyong malalaki.

Airport. In five years, meron 2billion+ project para magawa buong ito. Kaya kaya ng budget? Isama pa yung mga perang hindi pa nagamit.

Sana nga lang wag mag sara tulad ng ibang businesses na restos na nagopen dati sa cauayan. Mahirap mag open ng business sa city namen kasi u need to focus and have a study the flow of the people. Tsaka ung daily life nila (kumbaga parang sa palengke area) matao lang pag umaga pag 6pm onwards wla na. sa centro naman mahirap din, minsan matao sa morning,minsan matao lang pag linggo pag may simba, minsan namn madami tao kapag gabi.

Kailangan diyan hawak mo sa leeg ang council para approved lahat ang projects mo :lol:. Pag nanalo ka nga pala for the first time doon mo mare-realize na napakadaling magplano pero napakahirap mag-implement. Marami kang kailangang ligawan or otherwise babanggain. Hindi naman sila pwedeng magsama kasi hehe. Either one or the other lang. Yung liligawan mo hindi mo pa pwedeng bigyan lang ng bulaklak baka ihampas lang niya sa yo pabalik :nuts: at yung babanggain mo kailangan siguruhin mong bagsak siya dahil ikaw naman ang delikado pag nakabangon :ohno:. Hindi nman ako tatakbo actually, pinopost ko lng to para marealize ng kung sino mang makabasa na tremendous ang kayang marating ng Santiago in the next four years. From 2011-2015.

At kung tatakbo akp, vice mayor ako para ako ang head ng counsil na kung saan dun gumagawa ng ordinance, samantalang ang mayor ay taga execute lng. Sa kanya lang ang bagsak ng pera pampagawa ng mga proyekt. Kaya nga mas mabilis yumaman ang mayor e. Pero may question hour at inquiry in aid of legislation din ba ang local legislators? At any rate, I can tap the COA or private person to look at any project na naipanukala. Hehe...
