Sinong may picture ng 1st engineered sanitary landfill daw sa region 2? Na pinondohan ng millions?...

Last year may additional 15 million na ginastos para dyan sa landfill aside sa naunang budget nung nagdaang taon... Baka may makapag share...:D

Isabela receives Seal of Good Housekeeping from DILG
ILAGAN CITY, Isabela, Sept.5 (PIA) -- The Department of the Interior and Local Government (DILG)-2 handed a plaque of Seal of Good Housekeeping )SGH) to the provincial government during the 2012 State of the Province Address (SOPA) of the local chief executive here on August 30.

DILG Region 2 Director Rolando Rafael handed the Seal to Governor Faustino G. Dy III at the Sangguniang Panlalawigan session hall where Dy delivered his SOPA.

Dy was joined by Sangguniang Panlalawigan members and heads of offices in receiving the SGH from DILG.

Governor Dy expressed his thanks for the guidance and support of employees in implementing good governance of the province.

Local governments that receive the SGH are entitled to financial aid through the Local Government Support Fund. The money will go to projects that are in line with the Millennium Development Goals and the Philippine Disaster Risk Reduction Management Act of 2010.

To qualify for the SGH, a local government must score high in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

In the planning category, the LGU must see to it that its Comprehensive Development Plan and Annual Investment Plan are updated and duly approved. Sound fiscal management is reflected in how the LGU prepares its annual budget and in the growth of local revenues over three years.

It must practice transparency in the procurement process and full disclosure in its finances, and comply with the Anti-Red Tape Law. Full disclosure promotes the honest orderly management of public funds and helps minimize corruption and fund misuse.

Governance is not a one-way process. It entails interaction between the local government and its constituents in identifying problems and applying solutions. Governance works best when there is synergy between the constituents and public officials.

The Seal of Good Housekeeping is an effective way of ensuring that a local government performs at its best for the people it serves.

DAGUPAN CITY, Sept 4 (PIA) -- The seven-day North Luzon Trade Fair organized by the Philippine Chamber of Commerce and Industries (PCCI) opened Saturday, September 1, at the CSI Mall Atrium in Dagupan City with at least 63 trade exhibitors from Regions 1, 2,3, and CAR showcasing their products.

The event, hosted by the Metro-Dagupan Chamber of Commerce and Industry (MDCCI), is part of the 21st North Luzon Area Business Conference which revolves on the theme, "North Luzon: Investing in Countryside Development."

Vicky Gaetos, PCCI area vice president for North Luzon said the activity aims to attract investors to north Luzon to spruce up business in the region and make the industry palatable to investors.

Dagupan City Vice Mayor Belen Fernandez, the event’s guest of honor and speaker, thanked the exhibitors for taking part in the fair and for boosting the economy of the regions.

Fernandez, herself an entrepreneur being the chief executive officer of the CSI Group of Companies which have branches all over Region 1, promised to support the business sector by providing and promoting good governance in the area.

“Good governance of officials in a place will definitely attract investors,” Fernandez said adding that more investments will increase the economic growth of an area.

Lelia Sy, president of the Metro-Dagupan CCI, said the first day of the business conference set on September 6 and 7 will be a chamber management orientation for prospective members and officers of PCCI who will undergo trainings. The second day will be the main event where Vice President Jejomar Binay is the invited guest.

Cooperating chambers in the trade fair that will run until September 7 include the chapters of Baguio-Benguet, Benguet, La Union, Metro-Dagupan, Eastern Pangasinan, Western Pangasinan, Ilocos Norte, Vigan City, Cagayan, Isabela, Southern Isabela, Bataan, Bulacan, Nueva Ecija, Metro-Angeles, Metro Olongapo, Pampanga, Tarlac, San Jose City, Nueva Ecija and Subay Bay Freeport CCI. With 3 cities now in the Province of Isabela, I wonder which city come out to be the "Most Livable City" in Isabela to start with.:cheers:

I am a bit ecstatic to watch how Ilagan would live up to its "Capital" city designation. It could be an edge to fuel up its economic engine. I am hoping that the opening of the Waterfront link to the interior would become a catalyst for Tourism industry in the Province.:cheers

Recognizing what Isabela's economic potential, is one thing, getting there is another...but how to get there is something that needs to be consider. Otherwise plans and schemes would be just another elusive dreams.
The fiduciary benefits of a robust economy should not in anyway create any negative foot prints, that could compromise a sustainable development.:cheers:

Thanks Jaguar Paw....I haven't disappeared just yet:) I am just lurking around.:)

@antonbirakak...It is a welcome news indeed IMO to have the DPWH have their eyes on the future link of Isabela's interior to the East Coast of the Province. The possibility is highly likely, specially that Ilagan is now a city. Living up to its capital designation, and its access to its own waterfront is something that can't be ignored for long. It is absolutely understandable that there will be risks involve, not only the integrity of the range that could be compromised, but the possibility of sludge run-off in catastrophic proportion if it is not going to be addressed properly.

In this day and age of virtual connectivity and other social media, it is the duty of every citizens, not only from Isabela and R2, but all Pinoys, to get their hands and thoughts to work for the preservation of the Sierra Madre.:)

Identifying the negative impact of the development is actually a good start. But it shouldn't be an absolute obstacle to block the future development of the coastal town of Isabela. I am not that aware about the present status and condition of the range after all those illegal logging, but I am sure that since Sierra Madre has been designated as a UNESCO heritage, there are avenues and other mechanism to avert or minimized the impact of any development.

Let us all be more pro active, and look at the positive benefits that could accrue to the people of the coast, and the whole Province. All stake holders should lay all their cards on the table, and create a consultative atmosphere for all concerned to get a workable solution.:cheers:

I just want to add, that if the proposed coastal-interior road is built for the purpose of economic development and tourism industry of the coastal town of Isabela, the project perhaps would not have a significant impact on the integrity of the Sierra Madre Range. Proponents of the project I believe would have to consider any risks that would otherwise have a tragic impact on the environment and human lives. :cheers:

MANILA - A Marcos-era fertilizer maker and distributor is planning a comeback with the establishment of a factory in Luzon and the expansion of a marketing campaign that provides farmers a grace period in paying for their requirements.

Lawyer Paolo Roberto Calleja, president of state-owned Planters Products Inc., said the company aims to regain its 85 percent share of the local fertilizer market that was lost to multinational firms.

He said PPI aims to produce between 150,000 and 200,000 metric tons of fertilizers in the next three years, recovering 10 percent of a 1.5-1.7 million metric ton market.

“We are thinking of establishing a fertilizer plant either in Bulacan or Isabela,” he said.

The company operated a urea manufacturing plant in Limay, Bataan using byproducts from Petron Corp.'s refinery. In 2010, PPI began importing organic fertilizer from Thailand's Ionique Co. Ltd.

PPI operates a pesticide factory at the Carmelray industrial park in Laguna, producing a million kilos a year.

Established as ESSO Standard Fertilizer and Agrichemical Co. Inc. in 1962, the company was taken over by the Sugar Producers Cooperative and Marketing Association in 1970.

In 1974, then President Ferdinand Marcos ordered that the company's shares be transferred to the Planters Foundation Inc. and distributed among 830,000 farmers.

Attached to the Department of Agriculture, the company used to dominate the local market, supplying the requirements of farmers taking part in the Marcos government's Masagana 99 rice production program. Begun in 1973, the program was aimed at increasing palay output from 30 metric tons a hectare to 99 metric tons.

Besides venturing into organic fertilizers and pesticides, PPI also plans to expand its "Plant Now, Pay Later" scheme, providing small farmers farm inputs on loan with no interest for a 150-day period.

Jose Robel Cantimbuhan, PPI director for crop nutrition, said the company developed a partnership with irrigator associations to identify the farmers who qualify for the program.

A total of P2.8 million has been lent out to farmers involved in the program, he said.

PPI has distributed farm inputs in Pangasinan, covering 2,000 hectares.

Cantimbuhan said the company is seeking support from Agriculture Secretary Proceso Alcala to expand coverage of the scheme to 16,000 hectares.

Ian Francis Loria, PPI assistant vice president for administration and operations, said the company also established the “Seed to Shelf” program that assists rice growers every step of the way.

“We want to persuade farmers to support the company by providing them farm inputs including seeds, fertilizers and agrochemical products and educating them with the latest technology and securing profit by buying their produce,” Loria said.

“PPI’s giving away hybrid corn and palay seeds, pesticides and fertilizers and even working with the Philippine Crop Insurance Corp. on insurance for the benefit of farmers,” he said.

PPI also tied up with the Philippine Health Insurance Corp. and the Social Security System to help farmers secure medical and financial assistance.

@antonbirakak...It is a welcome news indeed IMO to have the DPWH have their eyes on the future link of Isabela's interior to the East Coast of the Province. The possibility is highly likely, specially that Ilagan is now a city. Living up to its capital designation, and its access to its own waterfront is something that can't be ignored for long. It is absolutely understandable that there will be risks involve, not only the integrity of the range that could be compromised, but the possibility of sludge run-off in catastrophic proportion if it is not going to be addressed properly.

In this day and age of virtual connectivity and other social media, it is the duty of every citizens, not only from Isabela and R2, but all Pinoys, to get their hands and thoughts to work for the preservation of the Sierra Madre.:)

Identifying the negative impact of the development is actually a good start. But it shouldn't be an absolute obstacle to block the future development of the coastal town of Isabela. I am not that aware about the present status and condition of the range after all those illegal logging, but I am sure that since Sierra Madre has been designated as a UNESCO heritage, there are avenues and other mechanism to avert or minimized the impact of any development.

Let us all be more pro active, and look at the positive benefits that could accrue to the people of the coast, and the whole Province. All stake holders should lay all their cards on the table, and create a consultative atmosphere for all concerned to get a workable solution.:cheers:

I understand where you're coming from. (here we go again) But think outside the box for the meantime. The tragedy in Ormoc city or in any past disaster caused by sludge run-off, are all legitimate concern. And it could have been prevented. You and I and the rest of the populations are all aware of the risks and would be disasters cause by mismanagement of the range if all goes through. On the other side of the equation, the people of the coast by not giving them better access to the interior where the economic engine is fueling up, would be tantamount of socially depriving them. As I have mentioned in my prior post, acknowledging the negative impact should not impede to pursue the plan. It should be considered every step of the way, while dealing ahead with the future of the project. The economic spin-off for the coast and the province should not be ignored either.

We are all aware how the government operates in the country. And the lure of quick financial gain could also tramp any laws in place to prevent illegal logging. While the current social media and other forms of modern communications, could come in pretty handy to disseminate any information, you and I and the rest of the populations could help preserve the range by making waves and noises.

I believe that the financial benefits out-weighs any risk, if only the government, business community, and the people would create certain mechanism to prevent any future disaster brought in by mismanagement of the range. :cheers:

Not only the government, we also as residents of the Region also should be vigilant. We must do our job to protect Sierra Madre. We all know how important that area is, as well as the effects it may bring once illegal logging or other activities would continue. So, protecting the whole mountain range mean not only protecting ourselves rather protecting our children in the future as well. We may not fully experience the effect of these activities now, but how about the future? Hence, we must also do our job and not just relying on the action/s of the government.

BTW, during the time of Gov. Grace Padaca, I've heard the news the new that Sierra Madre has been made as a UNESCO World heritage site but i'm not familiar of the provisions of this. Can someone please discuss more about this?

W O W! a bold statement I'd say. Absolutely disconcerting, or outright scary for that matter.

There is an international organization I believe that exist solely for the preservation of UNESCO heritage. Internationally funded and are extremely opposed to any exploitation of pristine areas declared heritage. Perhaps they could be influential in drumming up awareness if there is any inappropriate or illegal activity that could compromise the safety and integrity of the heritage site.

Your concern is perfectly reasonable, and need to be addressed while the proposed project is still in the drawing board.

But I still believe that a "Highway" must be built to connect the interior to the Eastern seaboard of Isabela. In fact there should be more than just one link.

The much needed link is crucial to the economic development of the coastal town. The future of their tourism industry lies on their access to market as well.

It is not surprising to see influx of East Indians not only in Santiago but also other places in the country. Their presence like Chinese I believe is for economic reason. In India alone there are over 350 million people living below poverty line. And in China though considered the second largest economy in the World, they too like India has not fully met the middle income of an emerging economy. Both countries has a significant number of their population still at or below poverty. In China alone there are almost 800 million Chinese that the robust economy hasn't accrue to them just yet. (Ref: The Economist mag.) Most Chinese coming to the Philippines though are business people. :)

Both East Indians and Chinese are all shrewd business people. Good for the economy in many ways.:cheers:

Lahat naman ng tao ay naturally good. Lahat ng tao regardless of race ay may magagandang katangian. Yun nabangit ko dati about Chinese e yun yung character na hindi madistinguish kung tama o mali. Sayang mas ok naman ang mga indians sa chinese,

I believe, it depends what group they came from. There are those who belong to extremist "Sikh" who has the intention in promoting their religion, and carry on with their fight in their host country against their detractors from their own country . But take note that not all Indians seeking better life abroad are from that group. "Sikh" generally are great people and humanitarian, but there are those who are in the other side of the fence just like other race, say "Pinoys"

Chinese (investors) are shrewd business people as I have mentioned and they are in a way crucial to an economy that needs some push. Accepting cultural diversity would be the key to living in harmony. The trend if continues would foster a better economy not only in Santiago but other parts in the country.

Nakakatuwa naman ang mga Indians... Actually, may mas mabigat na message ang kanilang festival... Part sila ng family kaya deserve nila ang protection...

Lahat naman ng tao ay naturally good. Lahat ng tao regardless of race ay may magagandang katangian. Yun nabangit ko dati about Chinese e yun yung character na hindi madistinguish kung tama o mali. May bagong update sa BDO.

Wala pa lang 3rd branch kundi Regional Office lang talaga. Yung sa BDO Maharlika (sa may ABS-CBN) ililipat sa kagagawang building nito sa tabi rin. Then ang BDO Centro ililipat sa ground floor ng Regional Office building. Yung building ng regional office sa second floor ang cash department at 3rd floor ang loan department. May ikaapat pa lang palapag, parang function hall.

Personally mas gusto ko ang 2-3 floors mall lang. Medyo pag 4 kasi nakakapagod na. pwede sa 4th floor ilagay ang BPO, sa 3rd ang cinemas at 2nd and 1st na ang dept stores, supermarkets, fastfoods, boutiques etc.

Region 2’s 4 Nat'l Gawad Kalasag entries shortlisted

TUGUEGARAO CITY, Cagayan, Sept 10 (PIA) -- All four entries of Cagayan Valley region in the Gawad Kalasag Search 2012 are now in the top 3 shortlist for different categories of the national selection committee .

It is a rare opportunity for a region that all of its entries are included in the shortlist per category in the prestigious annual search, according to Office of Civil Defense Regional Director Norma Talosig, chairperson of the Regional Disaster Risk Reduction and Management Council (RDRRMC-2).

The entries are Santiago City for the independent city category, Tumauini, Isabela for the municipal DRRMC, Rescue 922-Cauayan City for government emergency response team and Barangay Tallang, Baggao for barangay-rural category.

“We are indeed lucky that all of our entries have been shortlisted but we need not to be lax when there are calamities. We still need to work hard to continue creating awareness and building disaster resilient communities in our region,” Talosig said.

Talosig is confident that entries deserve to be recognized in their exemplary performance in bracing disaster eventualities within their area of responsibility as they have shown their resiliencies every time there is a disaster, recording zero or minimal casualty.

The national validators, Talosig said, have already scheduled their field evaluation in the said areas this September. Tumauini and Baggao were already evaluated while Cauayan City and Santiago are set to be validated this week and next week respectively.

“I am very much confident that they can snatch a place in the national level as they are now shortlisted. Whatever award we can receive in the national level, we will accept it gratefully as it is the fruit of our hardwork and dedication in disaster risk reduction and management,” she said. Ngayun, unti unti nang nagiging focus ay ang pagkakaroon ng kamalayan sa pangkasalukuyang kalagayan ng lipunan at hindi na nakakulong sa apat na sulok ng paaralan ang mga ideyang nailalathala...

Pwede mong sundin yung line of thinking ko sir or pwedeng gawa ka rin ng sayo pero focused on the evolution (at pagbabagong pangksyon) ng campus journalism... :D

Mga tipong "paggamit ng campus journalism para maipakalat ang kahalagahan ng kalikasan" ang bagay na topic sa kanila... :)

o kaya "paggamit ng campus journalism bilang kasangkapan upang pangalagaan ang mga kapatid nating katutubo"... :)

A elementary.. Pwede rin yung kahalagahan ng ballpen at papel bilang sandata... Content ng speech ay... Panimula... Gawa ka ng kwento na kung saan si ballpen at si papel ang bida,kahit anong kwento, pwedeng fiction, pwedeng yung kwento ni Rizal... Then body... "ngayon, tuturuan ko kayo kung papaano gawing sandata ang ballpen at papel"... Key points.. Then pangwakas.. Ngayong alam niyo na gamitin ng tama ang ballpen at papel, hinihimuk ko kayong sugpuin ang corruption sa ating lungsod...

Yan pwede siguri yan sir...:)

In consonance to the mandate of Republic Act 8525 or the Adopt-A-School Act of 1998, Cauayan City National High School (CCNHS) kicked-off Brigada Eskwela 2012 in May 21-25, 2012.
To promote Brigada Eskwela and to attract supporters to attain its objectives, the school tapped last summer the broadcast media-Bombo Radyo and Hot FM radio stations, to advertise the conduct of BE ’12. The provincial government of Isabela, under the leadership of Gov. Faustino “Bojie” G. Dy III poured out most of the unprecedented supports in the form of donations.
He himself did the ribbon-cutting in the opening ceremony of the Home Economics building he donated amounting to P1.4M to the school headed by Mr. John R. Mina together with the head teachers and the faculty. He also provided the school another four-classroom building amounting to P1.9M.
More stakeholders from the community responded to the call of BE ’12 who manifested the spirit of “bayanihan”.
Foremost were the parents who prepared each classroom for the immediate conduct of classes on June 4 as they cleaned and repainted classrooms and furniture, weeded and trimmed plants, organized their Brigada officers as ad hoc to look for and address the needs of their children’s classrooms.
