The construction of the Bintacan Bridge and Approaches in Ilagan, Isabela is nearing completion.
Project Engineer Roberto Ilagan reported to DPWH-Region 2 Regional Director Eugenio R. Pipo, Jr. that the contractor has worked overtime and already has an accomplishment of 63.06 percent.
The project is a 2 span (50 linear per span) steel truss bridge with a total length of 104 linear meters. It also involves the construction of 6.10 meters wide by 246 meters long Portland Cement Concrete Pavement as its approaches, the installation of guardrails at selected sections and seven road signs and the provision of drainage and the slope protection.
Assisted by the Austrian government in the provision of the modular steel building materials, the project also costs the Philippine Government PhP24,964,091.35 under the contract of MARDEB Construction and Development.
Among the accomplishments reported by the Regional Office include the clearing and grubbing of site, procurement of construction materials, excavation for structure, drilling and removal of rocks encountered at pier, erection of girder and other routine works for bridge construction.
The bridge is a vital link to reach the coastal areas in Palanan, Isabela from Ilagan, Isabela.
The completion of this project will spur economic development and will facilitate better and faster transport of agricultural, mining and marine products abundant in the area.

Some part of Isabela are not that safe specially San Mariano, pero the rest of the Province sobrang safe na. Anyway Isabela has 2 cities (Cauayan City and Santiago City) and the capital is Ilagan. The development is kinda slow kasi hawak ng mga pulitiko ang mga malalaking business dito (specially sa Cauayan) ayaw nila ng competition.

yup...maxado mga politiko sa atin, lahat gusto sarilihin at dpat may ka-parte lgi... Mabagal development sa amin sa Cauayan, wlang mga terminal ng Bus , except kay "DALIN" (masyado na bulok at ayaw magpapasok ng ibang companies), wlng commercial flight papunta Manila, tpos nglagay ng terminal ng pang transport kaya lng napaka-tanga ng nagplano...dead end ang area at maxadong liblib malayo sa commercial area, kaya ang ngyari, lahat ng mga tao na namimili at namamalengke sa amin dti ay sa ibang bayan napadpad (Roxas, Santiago at Ilagan)..

Isabela is one of the largest provinces in the country.

OMG!!!! :eek: Tiumauini!!! One of the best churches that I've seen in the Philippines. I hope that this Dominican (ba?) church be inscribed at World Heritage Sites of UNESCO.

ILAGAN, Isabela - Governor Grace Padaca received from US Ambassador Kristey Kenney a one of a kind prestigious award which is rarely given to women leaders selected by US in the entire the world who courageously lead and succeed in their respective professions.
Her Excellency Kristey Kenney conferred the International Women of Courage Award to Gov. Padaca recently for her achievements and courageousness to enter politics and lead the province despite her physical condition as polio victim since childbirth.
The US Ambassador said that the achievements and accomplishments made by Gov. Padaca in Isabela are the basis for her nomination.
Kenney said that the award given to Gov. Padaca should serve as an inspiration to Isabelinos to muster excellence in public service.
In response, Gov. Padaca thanked the US Ambassador for visiting the province of Isabela.
The Sangguniang Panlalawigan has passed a resolution expressing gratitude to US Ambassador Kristey Kenney, the only US Ambassador who visited the province since its creation.

Mayor Amy Navarro led the inauguration of the most technologically advanced water treatment plant in the country operated by the Santiago City Water District.
Said plant was inaugurated last February 6, in honor of the birthday celebration of the hardworking lady chief executive of the city, after at least five years of construction and improvement of its entire line.
According to Dr. Jose ‘Peping’ Navarro, Chairman of the Board of the Directors of SANWAD, the technology used in the new treatment plant is comparable to the systems in most industrialized country in Asia.
“Nakakatuwa na madala natin ang isang world class na teknolohiya sa ating lungsod ng Santiago, at mapapakinabangan ng ating mamamayan,” said Navarro who is very optimistic of the outcome of the new facility.
The water treatment plant is able to fully remove even the smallest particles of inorganic matters causing the color brown to appear in the water as well as the odor. In case of Santiago where the source is 100 % from underground water, the main problem is the existence of the mineral manganese and iron. Both cause discoloration, rust and odor to water coming off the faucets.
The plant is now is on its test stage, and yet the concessionaires of SANWAD are enjoying the benefits of the crystal clear water getting out of the faucets.
Recently, SANWAD implemented a general upgrade and repair of its system through a loan granted in the amount of P500 million pesos. Its major lines were completely replaced with non-rust pipes and 4 major reservoirs were constructed to ensure enough supply of water for the city. Towering over Santiago are four reservoirs located at Batal, Calaocan, Rizal barangays.
The process starts from the pumping stations, going to the treatment plant where it goes to several stages before going to the reservoirs to supply the communities.
With the increase of pressure, water supplies and improvement of facilities, General Manager Winston Foz is looking for the increase in the number of concessionaires. Currently, SANWAD is supplying clean water to more than 5,000 households and businesses. The Management is looking to double it by the middle of next year and triple it by the start of 2008.

Cauayan City, Isabela -- The city mayor wants a continuous supply of fresh air and a well-managed waste disposal system to sustain the healthy environment that is presently enjoying by Cauayenos.
In his two-page accomplishment report, Mayor Caesar G. Dy emphasized to resolve issues relating to air pollution and other environmental issues which the city faces today.
Mayor Dy said that the city government is preparing to make inventory of two-stroke tricycles as one of contributors of air pollution within the city poblacion and will soon be prohibited to ply in city routes.
He said that under his leadership he wanted to meet the Clean Air Act Standards and one way of solidifying the provisions of the Clean Air Act is to prohibit two-stroke tricycles to operate within the city.
In a related development, the City Mayor together with the City Environmental and Sanitation Office supported by Sangguniang Panglungsod Ordinance No. 2007-005 which provides for an ecological solid waste management are preparing to establish a sanitary landfill this coming years that follows the standards set under Republic Act 9003 otherwise known as Solid Waste Management Act.
Mayor Dy called on Cauayenos to participate in environment-friendly programs, projects and policies of the city to attain the objective of having a fresh air quality and a well-managed solid waste disposal system. SAN MATEO, Isabela (February 14) -- This multi-awarded southwestern town is set to receive another honor from Malacañang for the product it has produced and processed which made this town known to other towns and other provinces in the country.
San Mateo town officials were scheduled to receive the Gawad Galing Pook Award from Malacañang for the achievements it has made in supporting the mass production and processing of mongo seeds (blackgold).
The very profitable mongo was termed blackgold by local residents here because the color of the mongo-harvest is black and is bringing enough profit for San Mateo residents.
Municipal Agriculturists Emiliano Camba said that the scheduled awarding of Gawad Galing Pook Award for San Mateo in Malacanang will be on 28 February 2008.
Camba said that San Mateo is so lucky being chosen as an awardee for this prestigious award from agriculture department.
The search for Gawad Galing Pook Award is spearheaded by the Departments of Interior and Local Government (DILG) and Agriculture (DA).

This was bared in an interview with Ms. Tina Macaso, Officer-In-Charge (OIC) Market Administrator after beating the rival markets of Cauayan and Tuguegarao in Cagayan Valley's cities. She adds that as early as January, the Santiago Public Market is preparing to seal their first grand slam in the contests conducted by the Department of Health and other concerned agencies.
The market office has begun enjoining the vendors in this large commercial center of this booming city in 2004, making them win second place in the regional level. But it was only a jumpstart as they were champs in 2005 and 2006.
Macaso regarded the cooperation of the market vendors as their main weapon for winning in their consecutive championships, but also thank Mayor Amy Navarro for motivating them to conduct programs and project to clean up the market.
The evaluation is set in October, giving the Market Administrator’s Office enough time to prepare and formulate programs to improve the cleanliness and orderliness of the market.
Mayor Amy Navarro has extended full support by spearheading herself the cleanup of the drainage systems the market place and improving the roofing system through her Skylight roofing projects.

ILAGAN, ISABELA—This province’s price subsidy program, which won a Gawad Galing Pook national award, is teaching self-reliance among farmers, officials said.
Rep. Edwin Uy, who teamed up with the provincial government for the price support scheme, said the program had helped 87,511 rice farmers and 85,086 corn farmers from October 2005 to May 2007.
Achievement
The program contributes P2-a-kilo of rice or palay sold by farmers to the National Food Authority warehouses in the province.
“It is an achievement because a real people empowerment project has given life through it,” Uy said.
He said private rice traders and middlemen had been increasing their buying prices of palay and corn grains to gain a share of the produce from farmers.
Loan payment
This has enabled farmers, who are now fetching higher prices for their products, to pay their loans from grains traders from whom they borrow their farm inputs like seeds, fertilizers, pesticides and even their daily subsistence while waiting for the harvest season, Uy said.
Grains traders from Bulacan, Batangas and Pangasinan have been buying Isabela’s rice and corn harvests and directly negotiating with farmers with higher pegged price than the local grains traders, he said.
Gov. Maria Gracia Cielo Padaca said the Galing Pook Award had proved that Isabelinos were “capable of bringing about positive change and making our people feel good about themselves.”
“This is because they are no longer just feeding on politics of patronage but they are starting to rely on themselves, with some institutional support from the provincial government,” she said.
She said it only took at least P5 million every harvest season to implement the program and the money went back to the provincial government.
Fund growth
“The fund even grows each time because of the earnings the Isabela government gets when it is time for us to sell the palay and corn we and the NFA jointly procure from the farmers,” she said.
Records showed that the provincial government had generated P740,881.14 from the operations from October 2005 to May 2007.

SANTIAGO CITY: City officials here questioned the intention of the neophyte congressman, Rep. Anthony Miranda of the Fourth District, in filing House Bill 3709 seeking to reverse some provisions of Republic Act 7720 which converted this commercial town into an independent component city in 1994.
Showing unity against Miranda’s move, the city council unanimously rejected the proposal to amend the law and castigated the congressman as a “traitor” to the people of Santiago City.
“The city council strongly denounces Congressman Miranda because we believe his proposed bill amending R.A. 7720 which made this business hub in the region an independent component city is another politically motivated ploy to sow confusion and economic sabotage against the city government and its people,” said Mayor Amelita Navarro.
Less than six years ago, the Supreme Court nullified a sand void the same House Bill approved by the Senate (R.A. 8528) due to the absence of a plebiscite. Then councilor Miranda was among local officials who strongly opposed the amendment.
Miranda’s bill returns the city under the supervision of the provincial government in a supposed bid to “enhance check and balance” because the province can review decisions and actions made by the municipal government and allow Santiago residents to vote for elective provincial positions.
Santiago City has the biggest chunk of votes in the 37 towns of the province and has an annual internal-revenue allotment of less than P450 million.
“Miranda wants to reverse the present status of this city for several reasons. He is facing two separate cases of corruption filed by the city government. Once the local government unit of Santiago is under the auspices of the provincial government he can easily cow his political allies there to absolve him from these cases,” Navarro said.
In last year’s election, Mi*randa and Rep. Edwin Uy of the Second District supported the candidacy of Gov. Maria Gracia Cielo Padaca who won over former governor Faustino Dy Jr.
Among other congressmen who signed the proposed HB 3709 were Representatives Juan Miguel Arroyo of Pampanga, Rodolfo Albano III of Isabela’s First District, Edwin Uy of the Second District, Roilo Golez, Simeon Datumanong and Salacnib Baterina.
Rep. Faustino Dy III of the Third District, a close political ally of Navarro, did not sign the final draft of the bill and did not attend the May 11 meeting scheduled by the House’s Committee on Local Government to deliberate on the bill.
The late congressman Rodolfo Abaya sponsored the law converting Santiago into a city on May 5, 1994.
Santiago town was the first to be converted into an independent component city in the Cagayan Valley region. The municipalities of Cauayan, Isabela and Tuguegarao, Cagayan were also converted into a component city in recent years.

BAGUIO CITY (Apr. 3) — Ifugao and Isabela provinces have finally agreed to divide equally the P114 million transfer tax from the sale of a hydroelectric dam complex built at a contested area between the two provinces.
Considering it as a “landmark” Ifugao governor Teodoro Baguilat Jr. said the agreement, inked March 31 in Punta Amelita in Isabela, would mean P57 million each for his province and Isabela. He said he would use said funds for improving roads and enhancing watershed areas for Magat Dam.
Baguilat, representing Ifugao and Gov. Grace Padaca of Isabela finally signed a memorandum of agreement equally sharing the transfer tax accrued from the sale of the Magat Hydro Electric Power Complex to the SN Aboitiz Power from the National Power Corporation (NPC).
Baguilat said the agreement has solved the row between the two adjacent provinces on the tax sharing after questions were raised several months ago, specifically on the Ifugao side that despite their province where the headwaters of the dam come from, Isabela gets the lion’s share.
The issue on boundary dispute is still in line for settlement as this is the basis on who will collect the real property and business tax of the operation of the said dam. A conference was set on May 23 for the discussion of the due business taxes of the Magat Dam operation.
The 540-megawatt Magat Dam is Asia’s biggest dam. It is located in San Mariano town, Isabela but the local officials of Alfonso Lista town in Ifugao are contesting the claim.
Considered the Philippines’ biggest dam facility, combining irrigation, flood control and power supply, with four generating units of 90 megawatts each, Magat Dam has the largest capacity among the operating hydroelectric power plants in the country. It was built through WB-financing worth $83.7 million and started commercial operations in 1983.
Aboitiz Equity Venture Inc. which joined SN Power of Norway to form SN Aboitiz Power Inc. won the privatization bid against 11 other bidders in 2006.
Gov. Baguilat Jr. earlier also “contested” the government locating the dam in Isabela as he claimed that the buildings of the dam are in Alfonso Lista.
The governor however insists that the agreement is not yet the “perfect one” because Ifugaos are claiming the whole of the Magat Dam citing historical and documentary evidence. It has not solved the boundary dispute, Baguilat insisted.
Ifugaos have agreed since Padaca negotiated in good faith pending the solution of the boundary dispute, Baguilat said.
The agreement is supported by the provincial board of Ifugao.

Miranda’s bill returns the city under the supervision of the provincial government in a supposed bid to “enhance check and balance” because the province can review decisions and actions made by the municipal government and allow Santiago residents to vote for elective provincial positions.
Santiago City has the biggest chunk of votes in the 37 towns of the province and has an annual internal-revenue allotment of less than P450 million.
“Miranda wants to reverse the present status of this city for several reasons. He is facing two separate cases of corruption filed by the city government. Once the local government unit of Santiago is under the auspices of the provincial government he can easily cow his political allies there to absolve him from these cases,” Navarro said.
In last year’s election, Mi*randa and Rep. Edwin Uy of the Second District supported the candidacy of Gov. Maria Gracia Cielo Padaca who won over former governor Faustino Dy Jr.
Among other congressmen who signed the proposed HB 3709 were Representatives Juan Miguel Arroyo of Pampanga, Rodolfo Albano III of Isabela’s First District, Edwin Uy of the Second District, Roilo Golez, Simeon Datumanong and Salacnib Baterina.
Rep. Faustino Dy III of the Third District, a close political ally of Navarro, did not sign the final draft of the bill and did not attend the May 11 meeting scheduled by the House’s Committee on Local Government to deliberate on the bill.
The late congressman Rodolfo Abaya sponsored the law converting Santiago into a city on May 5, 1994.
Santiago town was the first to be converted into an independent component city in the Cagayan Valley region. The municipalities of Cauayan, Isabela and Tuguegarao, Cagayan were also converted into a component city in recent years.

SANTIAGO CITY – The Santiago City government through its agriculture department launched last week the national government’s "quick-turn-around" (QTA) program on rice for the modified cropping season.
"This is how we can participate in arresting the world-wide food crisis that also affects the country and this city," said Santiago City Mayor Amelita Navarro.
Navarro said that because of the early wet season, the planting of rice could be done one month earlier than the usual season.
"Technically, because of the early cropping season, we can have three rice cropping periods for this year, that is if we can have the second cropping now, we could harvest by August and plant again in October," said Dr. Solomon Maylem, city agriculture officer.
The national government has doubled its hybrid rice seed subsidy from P700 to P1,500 per 20-kilo bag costing P3,500 each. The farmer pays only P2,000 per bag.
As a counterpart, the city government provides organic foliar fertilizers and other growth enhancers to hybrid-rice growers.
"For those who can not afford to buy the hybrid rice, the city government has allotted P2.5 million for the subsidy for inbred rice or certified seeds at P750 per 40-kilo bag. This means that the farmer has to pay only P450 per bag of certified seeds instead of P1,200," Navarro said.
Initially, some 500 farmers have availed themselves of subsidized seeds that can cover 300 hectares.
"On Santiago City’s climatic condition, a hectare planted to hybrid rice can yield an average of 188 bags to 200 bags of palay. while a hectare planted to inbred or certified seeds can yield an average of 110 bags," Maylem said.
The city government is eyeing 5,000 hectares to be covered by the QTA program.
The National Irrigation Administration irrigates 7,000 hectares of rice lands in the city. Only 1,000 hectares of rice fields here are rain-fed.
"While Metro Manila is panic-buying rice in long queues, we can assure that Santiago City will not suffer the same fate because we produce rice of the best quality,y but most of all, we have abundant rice stocks enough until the next cropping season," Navarro said.

MANILA, May 4 (PNA) -- The development of Isabela province gets a big boost with the substantial completion of Cansan-Bagutari Overflow Bridge connecting the municipalities of Cabagan and Sto. Tomas.
The overflow bridge was constructed between Barangay Cansan in Cabagan and Barangay Bagutari in Sto. Tomas crossing the Cagayan River to provide service to farmers in bringing their agricultural products to market centers. The project was fast tracked in accordance with the policy directive of the Department of Public Works and Highways (DPWH),
DPWH Secretary Hermogenes Ebdane, Jr. instructed Region 2 Director Eugenio Pipo Jr. to closely monitor the progress of work. The bridge also connects and passes the towns of Tumauini, Sta. Maria and Delfin Albano through the way of the provincial and national road.
Cansan-Bagutari Bridge, which is expected for full completion by the end of this month, was designed into overflow type concrete bridge consisting of 21 spans having 15 meter per span or a total length of 315 lineal meters with a roadway of 4 meters. The bridge was constructed using concrete bored piles as piers and foundations, concrete girders and concrete floor slab.
Implemented in six phases with the first two phases under the DPWH Region 2 and the last four phases by the DPWH Isabela 1st District Office, the bridge was conceived thru the initiative of then Congressman Rodolfo B. Albano and continued by his son Isabela 1st District representative Rodolfo T. Albano III.
DPWH Isabela 1st Assistant District Engineer Emil Ganaden said that an additional P5 million each is allocated for approach A and approach B of the bridge that is also now on going. Barangay Captain Wally Binag of Anao, Cabagan, Isabela said that the completion of bridge has brought tremendous impact or benefit as people, goods and services are now readily available, ending the long years of struggles and suffering of crossing the river through boat or barge.

MANILA, Philippines--State-run PNOC Exploration Corp. is preparing for the possibility of stopping the operations of the 3-megawatt (MW) San Antonio Gas Power Plant in Isabela by the second half of the year.
In its 2007 annual report submitted to the Philippine Stock Exchange, the state firm said the plant's project life was expected to last only till June due to decreasing well-head pressure at the gas field.
"While the project continues to operate, preparations for abandonment are also ongoing. Possible uses of residual gas other than for power generation are also being investigated," the report stated.
The plant last year produced 14,707.98 megawatt-hours of electricity. Gas production from the gas field, on the other hand, reached 324.8 million cubic feet.
It is the first facility in the country to run on natural gas.
It currently provides electricity to more than 10,000 households in Isabela through the Isabela Electric Cooperative 1, which sells power at a cheaper rate compared with that charged by the National Power Corp.
"The project showed that a small onshore gas field can be commercialized. It also helps promote the use of indigenous energy resource in the country aside from generating electricity using a very clean fuel. The project also created livelihood and employment to local residents around the project area," the annual report stated.
Earlier, PNOC-EC said that the San Antonio plant "is a model small-scale gas power generation facility that can be replicated in other parts of the country with marginal gas reserves."
The facility also holds the country's first compressed natural gas (CNG) refueling station for CNG-fed vehicles.
PNOC-EC registered a 32-percent drop in net income in 2007 to P834.7 million, due mainly to lower revenues from the Malampaya Deep Water Gas-to-Power Project and higher operating expenses.
Last year's profit represented only 27 percent of revenues, as compared with 42 percent in 2006.

The Board of Investments has approved two rice husk-fueled power plant projects in the province of Isabela with combined investments of P420 million.
The board is granting fiscal incentives to both projects under pioneer status in support of the government’s energy independence program and countryside development.
Family Choice Grains Processing Center Inc. and Golden Season Grains Center Inc. have each committed to invest P210 million in their respective projects.
Both companies are putting up their own 2-megawatt biomass cogeneration power plants using rice husks from their mill operations.
The two companies are investing in the fuel facility to bring down the cost of power, stabilize supply and ensure smooth operations of their respective rice mills.
The two are among the largest and most modern rice millers in Isabela.
Family Choice’s power plant will be located in Brgy. Dimantina, Cabatuan, while that of Golden Seasons will be in Dadap, Luna, both in the province of Isabela.
The two new power plant projects will generate a total of 116 new jobs. Commercial operations of the plants are set to begin in December 2008.
The two proposed fuel facilities will produce electricity and steam to dry the rice mill operations. They plan to offer excess electricity output to nearby rice mill operators.
Family Choice has a rice milling facility with a capacity of 20 tons per day, operating at a minimum of 14 hours daily.
It purchases all of its power requirements from the local electric cooperative, with several diesel generating sets as stand-by power.
The company said Isabela Cooperative 1, the local electric utility provider, could not provide a stable voltage, especially in the late afternoon up to the late evening.
The unreliable power supply has forced the rice miller to switch to diesel gensets, making operations more costly.

In the opening of the 3rd Pattaradday Festival last week, Mayor Navarro said that the city of Santiago's 2006 1st festival has used "Angat Santiago Ngayon" as the theme for the festival and in its city's development programs. From that 1st Pattaradday Festival, the city government gained from Association of Tourism Officers of the Philippines (ATOOP) the 'Most Outstanding Tourism Event of the Year'.
Last year, "Sulong Santiago" was her development guide and used as 2007 Pattaradday theme to move on for the city's progress and development and to continue higher achievement and greater service and glory.
Mayor Navarro has seen the development in her administration and is aiming to continue and move on what has she started. This year, 'Hataw Na' was the theme of Pattaradday Festival and her battlecry to give emphasis that all of her administration's achievements be totally felt by Santiaguenos even in the least barangays of the city.
"Hataw na Santiago City, Hataw na para sa Kaunlaran ng Lungsod" said Navarro.
She used the acronym TODO HATAW as her guide for her 2008 development programs to make the city a progressive and model city in the Cagayan Valley.

CAUAYAN CITY, Philippines -- After eight years, domestic flights of two airlines in the country are allowed to offer connecting flights from Manila to the Cauayan Domestic Airport here in Isabela.
Cauayan City Mayor Caesar Dy said Cebu Pacific Airlines and Philippine Airlines would resume flights to the city's airport this July and August, respectively, after getting approval papers from the Air Transportation Office and the city government.
Dy, who was informed with official letters from the ATO and the said airline companies, said the inaugural flight of Cebu Pacific with an 18-seater plane was supposed to start on June 12 but was sidelined by the erratic weather condition.
When the airline officials scheduled their flight a week later, Typhoon "Frank" (international codename: Fengshen) arrived forcing them to cancel the trip schedule, he added.
Dy said he was unsure on what type of planes will be used by the said airline entities, although he was told that a Boeing or Fokker type of planes may be used.
Domestic flights were finally approved, Dy said, after at least P58 million funds were poured in by the government, with Japan Bank for International Cooperation Assistance, for modernization program.
Installed at the airport were the state-of-the-art navigational equipment, power generation facility, and the six-storey tower, it was learned.
The Cauayan city airport's runway was expanded to a two-kilometer-long from a kilometer-long runway to make it capable of accommodating Boeing 737 and C130, both large air carriers.
The airport had its last domestic flight in 2000. Asian Spirit airline used to ply its route in 1999 until its permit was revoked in 2000 following a plane crash in Cabarroguis, Quirino that killed 18 people there.
Philippine Airlines, on the other hand, terminated its Manila-Cauayan missionary flights in 1999 due to "irreversible business losses."
Earlier, the Regional Development Council in the region has sought the help of the Department of Transportation and Communication for the reopening and promotion of connecting flights to and from Manila through the city's domestic airport to boost economic development in the region.
The RDC then resolved that domestic airport flights would spur "development of an inter-modal transportation system where the land, air and maritime transport complement will be achieved."
The airport has been used only by six-seater light planes from Cyclone Airways in commuting passengers and ferrying cargo from mainland Isabela to the coastal towns of Palanan, Maconacon, Divilacan and Dinapigue.
"With the city's strategic location as a business hub, we hope to strengthen investments in Isabela," Dy added.
Domestic traffic records from the National Economic and Development Authority in Cagayan Valley earlier said that of the 45 out of 100 foreign and local air travelers went to Isabela for business and pleasure.
The Cauayan City council earlier passed a resolution seeking to reactivate the domestic airport to prop up President Gloria Macapagal-Arroyo's declaration of Cauayan City as one of the super-region development sites.
Vice Mayor Bartolome Malillin said the resumption of flights will further enhance business opportunities in the city.

Ph Man July 7th, 2008, 02:14 PM i didn't know this thread exists! salamat guys for filling us in with these valuable info. i'm from Cauayan, few minutes away from the airport. and i'm excited about above news! naiiyak naman ako. :lol: high school pa ako nung natigil ang operation ng PAL due to the noncompliance of the signed MOA between ATO and the local government.
the problem came up because of the warehouses/buildings of Ropali Alingog and Manuel Tiu within the flight path went beyond the maximum height restriction for structures within the area. this happened the same time when PAL pilots complained against Sugarland Hotel (Bacolod). eventually, the hotel has its topfloor demolished to comply with ATO height restrictions.
so the "irreversible business losses" phrase above does not seem plausible to me.
we used to live in a place where the tower and part of the runway is visible. pero ngayon, medyo lumapit na kami sa airport kaya wala na ako makita. :lol: hopefully 5J will use Airbus jets. PAL will be using PAL Express, which hopefully will be changed soon into A319 or 320 when the market picks up.

That's good to know. I'm sure people from Ilagan are very proud of this development. Then again we in CVL need an expressway more than anything else. And I hope the DA employees are willing to relocate in Isabela and would not abuse their travelling allowances by going home every weekend. Ilagan is a nice location and I hope they'll learn to love the place, make it their home and raise their families there. BTW isn't Sec. Bello from Ilagan? Hmm, I wonder if....

SANTIAGO CITY, Isabela – Isabela Governor Grace Padaca on Friday warned village chiefs against tolerating illegal logging in their jurisdictions, even in the province's impoverished "forest region."
"Hindi sapat na rason ang kahirapan ng buhay para kunsintihin ang illegal logging (Poverty is not a valid reason to tolerate illegal logging)," she told reporters during a visit in nearby Echague town.
After defeating a dynasty that thrived on the logging industry since the height of martial law, Padaca is facing another battle, this time, against another giant called poverty.
Sporting her trademark crutches that symbolize her triumph over polio disease at an early age, Padaca warned village chiefs who kept their eyes close and their mouths shut as truckloads of lumber go out of their villages.
"Alam ni Kapitan yan, hindi pwedeng hindi (Village chiefs know it [illegal logging], it could not be that they don't)," she said.
Task Force Illegal Logging, a composite team from the provincial government and the DENR intercepted more that 2,000 board feet of softwood and another truckload of Narra lumber last week.
The rising cost of petroleum products and basic commodities, including rice, has drove people into seeking economic relief through easy but illegal means like timber poaching.
Experts explained that the rising price of rice failed to trickle down to poor Isabela farmers who produce the bulk of the country's supply.
Only P16 of the P36 price per kilogram of rice is returning to farmers, according to agriculturists. This means the bulk of the profit is taken by rice traders and millers.
Padaca recently launched a program to combat poverty called "Kaya Natin!" (We Can!) in Echague town.
The same program was adopted by the province of Pampanga and the City of Naga, known bailiwicks of the Liberal party.

Cabatuan, Isabela -- This rice-producing town of central Isabela is gearing up for development projects aimed at averting the accumulation of floodwaters in low lying areas.
Mayor Atanacio Dayrit revealed the on-going construction of a P10 million drainage project in the poblacion funded by the town's Internal Revenue Allotment (IRA) and a pump boat donated by the National Disaster Coordinating Council through its Executive Director Anthony Golez, and one of President Gloria Macapagal Arroyo's Deputy spokespersons.
Branding the P10 million peso drainage as top priority project for this year, the town executive said "it is one flood control measure installed by the local administration to ensure the security of the people living in flood prone areas."
Dayrit, a doctor by profession, also said the drainage system is a necessary structure in the current leadership's campaign for clean environment designed to free the town from standing water which is often the source of malarial mosquitoes.

Ilagan, Isabela -- Municipal Disaster Coordinating Councils of flood-prone towns in this province are now ready with their disaster contingency plans as tropical storm Helen continue to enhance rains over areas now under signal number 2.
Among the contingencies in place are the identification and provision for high and safe evacuation areas and visibility of rescue teams, claimed the MDCCs of flood prone San Mateo, Cabatuan, Ilagan, Alicia and Naguilian. The City Disaster Coordinating Councils of Santiago and Cauayan have similar disaster plans to address the needs of flood victims.
It was learned that Naguilian Mayor Edgar Capuchino had instructed the municipal engineering office to make available its equipment for any eventuality. However, some farmers welcomed the rains brought by the tropical depression for as long as it does not cause damage to the flowering corn in the fields.
Acting Mayor Manuel Alejandro of Alicia town said he had been consulting with the other town officials on disaster preparedness plans even before the onset of the rainy season as Alicia town is not spared of flashfloods.
In Santiago City, residents of low lying areas are forewarned to scamper to safer grounds if rivers swell. Patrol boats and rescue teams have been activated to help flood victims, Claro Comoda said over a local radio interview. For its part the city's social welfare and development office braces itself for relief goods and rescue operations as it prepares for any calamity that will strike the city.
Cauayan city's disaster council calls for vigilance and alertness of the populace in the forest region in times of calamities as they are often isolated during typhoons. The city government led by Mayor Caesar G.Dy and other national line agencies based in the city are being mobilized during disasters
Cabatuan Mayor Atanacio Dayrit, a doctor by profession, has personally requested the NDCC Executive Director and Deputy Presidential Spokesman Anthony Golez for a pump boat to be used for the town's rescue operations during floods and San Mateo Mayor Roberto Agcaoili constantly appealed to his constituents especially in the barangays to come up with their respective disaster preparedness plans in order to mitigate the impact of calamities on lives and properties. Flag carrier Philippine Airlines (PAL) will undergo a modest expansion of its domestic network on Aug. 15 when it commences regular jet service to Dumaguete and adds a third daily frequency to Zamboanga.
On the same day, the carrier’s low-fare brand PAL Express will start turbo-propeller service from Manila to three points in Northern Luzon — Tuguegarao (Cagayan), Cauayan (Isabela) and San Fernando (La Union) — as well as to Ormoc (Leyte) in Eastern Visayas.
Dumaguete, a pioneer PAL destination that the airline first served in February 1946, rejoins the network after a decade’s absence. PAL last flew to the Negros Oriental capital in June 1998, when operational difficulties forced a suspension of the service.
This time, PAL will field two flights daily, with convenient morning and afternoon departures. The first service, PR 291, departs Manila at 7 a.m. and arrives in Dumaguete at 8:20 a.m. The return flight, PR 292, leaves Dumaguete at 9 a.m. and lands in Manila at 10:20 a.m.
The afternoon service, PR 293, departs Manila at 3:20 p.m. and touches down in Dumaguete at 4:40 p.m. It returns as PR 294, leaving Dumaguete at 5:20 p.m. and arriving back in Manila at 6:40 p.m.
The Airbus A319 aircraft, which feature the only business-class service in the Manila-Dumaguete sector, will be deployed on the route. The state-of-the-art jet seats 126 passengers in Fiesta (Economy) Class and eight in Mabuhay (Business) Class.
Meanwhile, PAL said it will add a mid-morning flight to Zamboanga on Aug. 15, raising total frequency to three flights daily, in response to rising demand.
The new service, PR 127, departs Manila at 10 a.m. and arrives in Zamboanga at 11:45. The return flight, PR 128, leaves Zamboanga at 12:25 p.m. and lands in Manila at 2:10 p.m. Airbus A319 jets will operate the frequency.
On the other hand, PAL Express goes through its third major expansion in two months. The turbo-prop unit added five routes to its main Cebu hub last July 1, followed by four routes to its Manila hub on July 15 (plus an extra route to Manila on Aug. 1).
The launch of four more services on Aug. 15 boosts the PAL Express network to 22 routes nationwide — 11 apiece from Cebu and Manila. Overall, from Aug. 15, the PAL domestic network will count 18 jet and 22 turbo-prop routes. — Mary Ann Reyes

ILAGAN, Isabela – Catholic Church officials and parishioners here welcomed the appointment of a new bishop of the Ilagan diocese whose ecclesiastical jurisdiction covers the whole of Isabela, the country’s third largest province.
According to Fr. Riczeus Angoring, diocesan secretary, the Vatican has appointed Bishop Joseph Amangi Nacua, to take over as bishop of the Ilagan diocese effective Sept. 9.
Angoring said the Vatican announcement was officially communicated to the diocese by the Most Reverend Edward Joseph Adams, D.D., Apostolic Nuncio in the Philippines.
“He (Nacua) already accepted the new appointment, and he looks forward to his coming here,” Angoring said.
A Franciscan, Nacua, who at present is assigned at San Isidro Labrador parish in Zamboanga Sibugay province, is the fourth bishop of Ilagan since it was created as separate diocese from the Archdiocese of Tuguegarao.
Nacua’s appointment came more than a year after his predecessor Bishop Sergio Utleg was transferred to the diocese of Laoag in Ilocos Norte. – Charlie Lagasca

Over $100 million worth of new investments are expected to be poured into the country’s compressed natural gas (CNG) industry, a top executive from a global energy company said.
During the CNG-NGV (Natural Gas Vehicle) Philippines Forum 2008 attended by leading international CNG players, potential investors from the United States, Canada, Korea, China, India, Singapore, Thailand and Malaysia have signified interest in the development of CNG particularly in the transport sector, said Lev Zaidenberg, chief executive of US firm Energtek Inc.
The companies that attended the forum include Energtek Inc.; IMV Industries Ltd.; Shanghai Diesel Engine Co. Ltd.; OMB Saleri S.P.A.; Oasis Engineering; Asia Pacific Natural Gas Vehicles Association; Beijing Landi Renzo Autogas Systems Co. Ltd.,Youngdo Ind. Co. Ltd., PTT PLC; Petronas;PT Citra Nusantara Gemilang; CNG Services International Inc. and Smart Energy.
Zaidenberg told reporters at the forum that he sees investments for the conversion program of tricycles to CNG-run vehicles and the setting up of licensed garage CNG filling stations alone could reach over $100 million.
Energtek was able to convert the first batch of tricycles to run on CNG in July 2008 in Isabela, using natural gas sourced from the San Antonio field of the PNOC-Exploration Corp.
The company, he said, is now looking at the possibility of bringing in CNG Lite system, a technology that Energtek uses, to Cebu.
CNG Lite is a complete energy supply solution for small vehicles powered by the so-called adsorbed natural gas technology, which enables hi-tech and cost-effective storage of natural gas by maximizing the quantities of gas stored in a tank.
CNG greatly reduces the infrastructure, fueling, and energy costs of supply solutions to consumers where no pipeline or refueling infrastructure is present.
Zaidenberg said they are still in preliminary talks with Cebu local government officials for the project.
According to Zaidenberg, they would also be able to bring in their technology to Metro Manila and other provinces if they could get firm commitment on where to source their natural gas requirement.
He said they are still in the initial stages of discussions with the Malampaya consortium for the possible supply of gas to support Energtek’s expansion program.
He said Energtek is also negotiating with two microfinance banks to provide financing to tricycle drivers who will opt to avail of their technology.
The conversion, he said, would amount to $500 per kit. “This is the reason why we are arranging microfinancing for those who would want to convert their vehicles into CNG-run,” he said.
He said they would also be studying the feasibility of offering the same technology to marine transportation.

Manila (10 September) -- President Gloria Macapagal-Arroyo is scheduled to visit this province today (Wednesday) to inaugurate the P167.6-million Jones Bridge 2 in Barangay Poblacion in this agricultural municipality.
"We're ready to receive President Gloria Macapagal-Arroyo in her second visit to Jones," Rep. Georgidi B. Aggabao, (4th dist., Isabela), said during a meeting yesterday at the office of Jones Mayor Florante A. Raspado.
Aggabao said residents of the province are all excited about the President's visit. The President first visted Jones in 2006 to inaugurate the Jones Bridge 1 project.
Jones Bridge 2 is an all-weather span with a total length of 361.20 lineal meters, 7.32 lineal meters wide and has 0.76-lineal meter sidewalks. The structure spans across the Cagayan River and links the towns of Jones and San Agustin in Isabela, and Quirino province.
The bridge also connects 12 barangays to the municipalities of San Agustin and Echague and the northeastern parts of Luzon and the commercial centers of Isabela, Cagayan, Kalinga, Apayao and Nueva Vizcaya.
The span is one of 12 Austrian government-assisted modular steel bridges in Cagayan Valley Region alone. To date, a total of 113 bridges have been constructed with Austrian government assistance in the country.

Mining firm Geograce Resources Philippines has signed an agreement to develop and operate Platinum Group Metals Corp.’s mine site in Isabela.
The agreement gives Geograce the exclusive right to develop approximately 45 hectares of the mineral property in Dinapigue, Isabela, the company said in a disclosure to the Philippine Stock Exchange.
The property covers a total area of 2,391 hectares with a valid mineral production sharing agreement. It is currently operational and has existing infrastructure including a motor pool, causeway, haul road, assay, laboratory, nursery, pier yard and an administration office.
Geograce will be allowed to mine up to two million metric tons yearly from the property.
The company is allotting P40 million from proceeds of a stock rights issue last year as reimbursement to PGMC for the production cost of the ore currently in stockpile from the mine site. “This amount shall be taken from the budget for acquisition of mining tenements,” Geograce said.
An official of Geograce said both companies will share in the profits to be realized from the sale of nickel ore that will be developed from the property. “The terms of the distribution of profit sharing are confidential,” the official said.
Geograce is primarily engaged in the exploration and development of mineral resources in the Philippines with particular focus on gold and nickel mining activities located in Zambales, Palawan and Bukidnon.
Headed by former Environment and Natural Resources Secretary Mike Defensor, Geograce currently has over nearly 240,000 hectares of claims in nickel, gold, copper and chromite nationwide. – Zinnia Dela Peña

ILAGAN, Isabela — A multinational firm engaged in a number of mining projects in the country is set to conduct a joint mining project with another Filipino-owned mining consortium for the further extraction of nickel in this province’s southeastern coast.
Geograce Resources Philippines Inc. has entered into an agreement with Platinum Group Metals Corp. (PGMC) for an exclusive right to operate and develop a portion of the latter’s Isabela nickel project in the province’s coastal mineral-rich Dinapigue town.
The country, is one of the world’s top contributors of nickel, a type of mineral used for making alloys and also an important component in steel, magnets, coinage and green tint processing.
PGMC, which has been granted a mineral production sharing agreement (MPSA), has an existing nickel project covering at least 2,000 hectares in Dinapigue, which lies in the province’s southeastern border with Aurora.
Of the total mining area, 45 hectares of which would be exclusively operated by Geograce under a profit sharing agreement with PGMC. According to the deal, the partnership would be renewable every six months.
PGMC, a consortium of mostly Filipino businessmen, led by the Atayde family, has the right to extract two million metric tons of nickel every year in its designated project area as embodied in its MPSA with the National Government as well as in its environmental compliance certificate issued by the Department of Environment and Natural Resources. For its part, Geograce, which also recently entered into a multimillion-peso deal with a Brazilian mining giant for gold and copper explorations in the Bicol region, has exclusive rights to mine nickel, gold, copper and chromite in around 240,000 hectares of potential sites in the country.

ILAGAN, Philippines – Tilapia farmers in the northern province of Isabela province are expected to find their income go notches higher with the successful result of a demonstration project on polyculture technology.
Compared to monoculture (single-species) farming, polyculture offers additional income with the maximum utilization of a fishpond, by the simultaneous culture of two or more non-competing species.
During the Harvest Field Day at Raniag village in Isabela's aquaculture town of Ramon last week, demo cooperator Teresita Toquero said that she was able to successfully raise tilapia, common carp (burasi / russian / butchug) and African catfish (hito) in her 1,000-square-meter pond in a 4-month period.
She reported an additional income of around P10,000 more from the usual P17,000 estimated by the Bureau of Fisheries and Aquatic Resources (BFAR).
“The carp, being pond bottom feeders and dwellers, helps maintain water quality by eating excess feeds and other detritus, while hito prevents overcrowding and unnecessary feed and oxygen competition by feeding on offspring of the tilapia," explained Hermogenes Tambalque, BFAR Extension chief for the Cagayan Valley region.
Emphasizing the importance of proper stocking ratio and timing, Tambalque said the project was stocked with 5,000 pieces of fingerlings, 80 percent of which were tilapia being the primary stock, 15 percent carp and 5 percent hito.
The cigarette-sized hito fingerlings, likewise, were introduced one month after the carp and tilapia were stocked to prevent predation.
Tambalque further explained that the stocking of hito can further be delayed to 2 months or exactly halfway in the culture period to attain “marketable size." Overgrown hito, which could reach 1kilogram, is said to be difficult to sell given consumer preference.
“We have available tilapia fingerlings anywhere in the region, carp and hito are also produced by some hatcheries," Tambalque said, as he encouraged tilapia farmers to try polyculture technology.
Production cost of this project is P39,000, compared to P33,000 for pure tilapia culture.
Tilapia farming has been the foremost income earner for many fish farmers in Isabela.
The Magat Hydro Rlectric Power Plant in Ramon town, serves as a major fish hatchery in the region owing to the hundreds of fishponds scattered along the 117 square kilometer reservoir.

ILAGAN, Isabela – Citing the province’s potential of being a major contributor to the country’s food security program, Isabela Governor Grace Padaca said Wednesday that she will seek the help of an international body to further boost the rice and corn production capacity of the northern province.
Padaca, who arrived from Cebu after attending the 8th Asia Pacific Roundtable for Sustainable Consumption and Production (APRSCP), disclosed that Isabela as the country’s second leading rice producer next to Nueva Ecija, can still increase its production and eventually become the country’s foremost supplier of agricultural products.
She said, she is set to send a communication to Prince Willem Alexander of the Netherlands - current chair of the UN Secretary-General's Advisory Board on Water and Sanitation (ABWS), requesting for assistance for the construction of additional irrigation canals in the province particularly in the town of Tumauini.
“It was Mayor Arnold Bautista who kept prodding me to take a look at the problems of thousands of corn farmers in his town and I realized that the prospect of the area to produce more rice and corn remain untapped because of the lack of irrigation canals," she said.
Padaca, however, said that the provincial government cannot afford to award its counterpart of P15 million requested by the local government of Tumauini for the extensive irrigation project.
“I really believe in Mayor Bautista’s plans that’s why I decided to seek help from the ABWS through its chair, Prince Alexander. We will just try," she said.
Farmers in Tumauini claimed that that they can contribute more to the rice and corn output of the province if more irrigation systems in their farmlands are constructed and additional funds be spent on irrigation canals that need maintenance or improvement.
Isabela has an estimated 472,640 hectares of irrigable lands, but only 134,812 hectares are irrigated and maximized for crop production.

Alvarez said that the IP's cultures and traditions in the country should be maintained and preserved especially the arts and crafts of IPs which are significant to IP young generation.

San Pablo, Isabela -- Considering education as the most important asset for an individual should possess, First District Congressman Rodito Albano III thought of investing into education through the granting of scholarship to poor but deserving college students who will enroll to Isabela State University (ISU) school campuses this coming semester.
Albano said he has allotted P15 million from his Priority Development Assistance Fund (PDAF) for this scholarship program aimed at easing the burden of poor parents in paying the tuition fees of their children.
Albano said the amount may not be big but it will make parents of poor students to stop worrying where to get the tuition fees of their children.
The second termer solon pointed out that Isabela college students who want to avail of the scholarship program need not be an honor students but rather has the will to pursue college education in the state university in Isabela until they will finished their studies.
"I urged our poor but deserving students who has the will to pursue and finish college to avail of this scholarship grant," Albano said.
The Isabela State University campuses located at the different parts of the province are expecting the pouring of applications from students to avail to Congressman Albano's scholarship grant.

Santiago City -- This premier city's agriculture office is aiming to produce a Vitamin C-rich-product similar to that of Vizcaya-citrus rich province and expecting a big boom in citrus production in the city.
Santiago City, known as the trade hub of Cagayan Valley will soon produce a high-value organic fruits after it has successfully produced vegetables of high quality in the past years.
After a massive planting of malunggay last year, the city government through the city agriculture office is now eyeing another product that could supply the citrus products in Santiago City and to nearby municipalities through the commercial production of citrus, pomelo, rambutan, lanzones, cashew nuts and other Vitamin C-rich products.
City agriculturist Dr. Solomon Maylem said that Santiagueno farmers have already perfected the cycle of planting high value fruits from vines like honeydews and watermelons before and their office is now focused on producing citrus fruits.
"The office has made an experimental orchard of citrus trees at the Santiago City Agriculture and Research Center (SCARTC) and now produced a cultured citrus varieties like those that are grown in Nueva Vizcaya," Solomon said.
Mayor Amelita Navarro, who made a surprised visit recently at the SCARTC was impressed at how the citrus trees bore fruits at the experimental orchard and confident that those citrus grown in the city could match those that are cultivated in the upland Nueva Vizcaya.
"We can save a lot if we grow our own fruits rather than buying outside Santiago. Imagine the tons of fruits coming in our city, most of them imported and eating up a substantial amount in our food budget," Mayor Navarro said.

Santiago City – This first city in Cagayan Valley, known as the trade hub of the region, will now soon produce high-value organic fruits. Earlier, it successfully produced vegetables in big quantity. With the massive planting of malunggay all over the city, Santiago is now eyeing the commercial production of citrus, pomelo, rambutan, lanzones, cashew nuts, and other exotic fruits.
“Our farmers here have already perfected the culture of high-value fruits from vines like honeydew and watermelons, and we are now focusing on perennial fruits such as citrus and oranges because these are not only high-value, but also in demand,” said Dr. Solomon Maylem, Santiago City agriculture officer.
An experimental orchard at the Santiago City Agriculture and Research Training Center (SCARTC) in Barangay Balintocatoc has successfully cultured citrus varieties like those grown in Nueva Vizcaya.
“I am impressed by how the trees bear fruits because these are prolific,” said Santiago City Mayor Amelita S. Navarro who conducted a surprise visit to the experimental orchard. Navarro said she believes that citrus grown in the city could match those cultivated in the upland of Nueva Vizcaya.

Like the miraculous malunggay, Navarro said she wants at least a couple of citrus trees in every backyard. “Properly taken care of, citrus are easy to grow, and I am sure we can grow them in lesser input because is full of sunshine from sunrise to sundown,” Maylem said.
Studies show that the sweetness of citrus, oranges or other fruits turns sour to sweet when fully ripened depends much on the amount of sunshine. “Abundant sunshine can help a lot in the conversion of acid to sugar in such fruits. That’s precisely the reason brands of oranges carry the sun on their labels,” Maylem said.
Maylem also said that while other citrus growing towns, especially in the upland, produce a lot of citrus, the taste of the harvest cannot equalized those grown in sunny orchards.

TUGUEGARAO, Philippines – Police have intensified their efforts to curb sexual abuse following reports of the rising number of rape cases in Cagayan Valley region (Region 2).
In a report, Sr. Inspector Myrna Domingo of the Philippine National Police’s regional office disclosed that of the 98 recorded cases in the region between 2008 and the current month, with Isabela accounting for 35 followed by Cagayan with 33. Nueva Vizcaya posted 18 and Quirino had 10.
Batanes which is noted for its claim to zero crime rate did not report any rape incident.
Earlier, the Commission on Human Rights (CHR) in Region 2 blamed low regard for morality as a precursor to sexual abuse, particularly against minors.
“The PNP report is just a tip of the iceberg. We surmise that many more victims chose to remain silent out of fear and the stigma that goes with the experience," said one CHR personnel.
The clergy have also called on the authorities to put a stop on the proliferation of smut materials being sold openly on the streets. The availability of pornographic materials, according to the Church, is one of the culprits for the rising cases of sexual abuse.
Data show that more than 50 percent of molestations were committed by acquaintances like long time neighbors, classmates, and friends of the victims’ parents and some by in-laws or persons in authority including blood relatives or stepfathers. - Floro Taguinod, GMANews.T

Isabela solon wants to build school dormitories for poor students
Ilagan, Isabela (23 February) -- Congressman Rodito Albano III of the 1st District of Isabela proposed to build school dormitories in state colleges and universities in the country for free intended for poor students who cannot afford to pay boarding houses.
He said that he plans to build such structure in Isabela and will raise the idea to his colleagues in congress to accommodate poor students during their tenure of studies in state colleges or universities they are enrolled.
Aside from the scholarship grants that he is offering to poor students since he became congressman of the province for two consecutive terms, he has now in mind to build dormitories for college students not only in his district but also in the other three districts of Isabela where the state colleges and universities are located.
Albano is also planning to share his idea of building dormitories to state colleges and universities to his fellow congressmen in order to get their support to his proposal purposely to craft a bill for the purpose so that it can be implemented nationwide.

Gov. Padaca receives an international award
Ilagan, Isabela (23 February) -- Isabela Governor Ma. Gracia Cielo Magno Padaca was awarded by the Soroptomist International for making a difference for women and in recognition of her unique achievements on Philippine democracy and history.
Ms. Laling Ordones, Soroptomist International Makati-representative, conferred the "Making a Difference for Women Award" to Gov. Padaca to reckon her extraordinary achievements.
Ordones said great number of nominations reached their screening committee but only the Governor of Isabela was chosen for the award.
The SI considered Padaca's great contribution in Isabela's political history being the first lady governor and the circumstances by which she became a governor.
SI further hailed her great achievements on the protection of women and youth by establishing women's protection center and connecting with Philippine National Police and other institutions and agencies in upholding the protection of women.
The award aims to honor women who are making difference in advancing the status and improving the lives of women that had done considerable accomplishments and/or have directly cause the improvement of lives of women through an specific program.
Soroptomist International is the largest and the most pro-active women's organization comprising over 100,000 executive women in management and in profession doing voluntary community works and focused on improving and enhancing the status of women in local communities and throughout the world.
"We need more women with your caliber and courage to make this world a better place especially women who are often victims of injustice. The Philippines needs leaders with your passion and commitment to help rebuild our country, overhaul value system and animate our communities towards a productive and peaceful life," Ordones message to Padaca.

City Mayor Amelita Navarro said she has negotiated with officials of the SM Prime Holdings, and company owner Henry Sy is “very eager”to make the city as the newest SM Megamall.
Ïf fully realized this multimillion peso business venture will be a blessing for Santiago City folks in terms of business boom and employment opportunities,” she said.
The contractors are now cleaning the site before construction starts.
The new mall will have three levels of commercial space that would house a food court, entertainment zone, recreation area, and parking spaces.
The area used to be the government-foreclosed Pantranco terminal along Pantranco-Sagana Road in Malvar village.
It is in front of the P350-million integrated transport terminal and commercial center that is now in operation.
“They are raring to put up one in Cagayan Vallley, and this city was the area they have chosen because of its proximity to the provinces and for being the primary commercial area in the region,” Navarro said.

Gamu, Isabela (13 March) -- A women's organization here has received financial assistance from the Department of Labor and Employment (DTI) regional office intended to finance the production of decorative and scented candles as a livelihood activities of women here.
Guibang Candlemakers Association composed of women here received from DOLE Regional Director Grace Ursua the P280,000 financial assistance to widen the production of candles used by churchgoers.
The organization's main operation is located near the catholic church "Our Lady of Guibang' in Gamu Isabela.
The fund was received by Guibang Candlemakers Association assisted by Sangguniang Bayan Member Nestor Uy.
President Gloria Macapagal-Arroyo has ordered national government agencies to implement the Comprehensive Livelihood Emergency Employment Program (CLEEP) to weather the impact of global financial crisis especially to Overseas Filipino Workers who were displaced overseas due to mass lay-off of workers.
The DPWH officials here is also set to meet contractors this week in Cauayan City for the conduct of Jobs Fair to comply with President Arroyo's CLEEP to employ Isabelinos in construction works this summer.
It is expected that thousands of students will be employed by DPWH through the CLEEP program pushed by the Arroyo administration.

FORT DEL Pilar, Baguio City: Majority of this year’s top 10 graduating members of the Philippine Military Academy (PMA) Masiglahi Class 2009 were raised by middle-income parents but they have proven their worth in the premier military institution in Asia.
A check on the profile of the top 10 class members revealed that their fathers were plain farmer in their respective provinces while their mothers were plain housewives.
Another distinction they shared with one another was having graduated valedictorians or with honors in their secondary education.
Topping this year’s PMA graduation is 23-year-old Air Force cadet Karl Winston Cacanindin of Aurora province whose father is a draftsman while his mother is a high school teacher.
Cacanindin, who will graduate magna cum laude, will receive the Presidential Saber and PGMA Achievement Award for academic excellence from President Gloria Arroyo, who will be the guest of honor and speaker during the graduation rites at the Borromeo Fields on March 16.
The valedictorian will also receive the Philippine Air Force Saber, Athletic Saber, Mathematics and Natural Sciences plaques besides the Joint United States Military Assistance Group or Jusmag award.
This year’s salutatorian is Army Cadet Leemuel Manicdo, 22, from Moncada, Tarlac, whose father is a mechanic and mother, another simple housewife.
Manicdo, who graduated as high school salutatorian, will receive the Vice Presidential Saber, Philippine Army Saber, Academics Group award, Humanities, Management, Social Sciences and Army Professional courses plaques, Jusmag award, Association of Generals and Flag Officers award and for the Australian Defense best over all performance award.
Navy Cadet Roger Flores, 25, of Iloilo City, who was raised by an accountant father and housewife mother, ranked number three in the class. He will receive the Secretary of National Defense Saber, Philippine Navy Saber and Jusmag award.
Fourth is Navy Cadet Nelson Liwanag, 24, of Tanauan, Batangas, whose father is a farmer while his mother is a vendor. He will receive the Navy Professional Courses plaque, Australian Defense Best Over all performance in the Navy and Jusmag award.
Army Cadet Larry Longe Mayao, 25, of Mainit, Bontoc, Mountain Province is ranked fifth and the only Cordillerans to be in the elite rank of topnotch cadets this year.
Mayao, who graduated from Pines City National High School and Pinsao Elementary School, was 10 years old when his mother passed on. His father was once a laborer who had to raise him along with nine other siblings.
Assistant PMA Supt. Brig. Gen. Rommel Martin of Bontoc, Mountain Province and member of PMA Class 1978 congratulated Mayao for proving that a cadet from the minority group was in equal footing with the other cadets.
Another Army cadet, Erick Ryan Mabborang at age 23 is among the younger graduating cadets is the son of farmers from Enrile, Cagayan, ranked sixth over all.
Army Cadet Carlito Santiago, 24, of Isabela, whose parents are farmers and traders, ranked 7th and he will receive the PGMA Achievement Award for Excellence, Chief of Staff Saber and Tactics Group award.
Army Cadet Glenn de Ramos, 22, of Pasay City whose parents are farmer and housewife ranked 8th and one of the brigade commanders of the class.
Just as Filipino women are celebrating the Women’s Month, Air Force Cadet Cynthia Forteza, 22, of Urbiztondo, Pangasinan landed ninth place in the overall roll of merits.
Forteza is also the recipient of the Computing and Info Sciences plaque, Leadership plaque, Air Force Professional Courses plaque and Australian Defense Best Overall Performance award.
Completing the topnotch list is Air Force Cadet Christopher Ian Dupalco, 22, of Bohol, whose father had died and raised by his mother, a teacher.
PMA Supt. Vice Admiral Leo-nardo Calderon Jr. told reporters that the topnotch graduating cadets have good academic records during their elementary and high school days, even with parents from low and middle-income earners.

REINA MERCEDES, Isabela, April 4 (PNA) -- The Philippne Maize Federation, Inc. (PhilMaize) is establishing a Corn Post harvest Facility in this municipality at a cost of P250 million.
Engineer Roger Nacarro, president of PhilMaize, said the project is based on the critical task of improving the grain sector as national interest of the government in its food security program by achieving self sufficiency in corn.
The project aims to improve the agricultural efficiency of farming, increase income of the farmers, develop food security and promote social justice.
The project is mainly a mechanical drying and bulk handling system that can accommodate 12,000 hectares and process 120,000 metric tons of corn. when completed, it will benefit some 4,000 farmers, he said.
He added that the grain sector is still very inefficient because of the inadequacy of post harvest facilities in the region.
"We committed to face this challenge as this is a unique project business opportunity to meet both financial expectations and social obligations to alleviate the livelihood of the farmers and promote social justice", Navarro said.
The project also provides direct and indirect employment opportunities that answers problems of unemployment amid global financial crisis, and contributes additional tax revenues to the local government.
The 30-hectare Reina Mercedes Post-Harvest Facility, a multi-layer post harvest complex, is larger than the Mindanao Grains Post-Harvest Facility in Bukidnon. It can accommodate a big portion of corn yield in Cagayan Valley in terms of processing capability and storage, he said.
Meanwhile, Vice Governor Ramon Reyes said the on-going construction of the Reina Mercedes Post Harvest Facility which is strategically located at the heart of the province will be beneficial to corn farmers of the province and in the entire Region 2. "Their corn products can be sold to this facility and the raw corn will be processed into finished products", Reyes added.
Reyes thanked the Mindanao Grains Post Harvest Facility investors for choosing the province of Isabela for the facility since this is a big boost to the economy of the province especially corn farmers.
Reyes cited Isabela's production last year which has gone up to 1.5 million metric tons, more than 105,000 metric tons in 2007.
On the other hand, Regional Director Gumersindo Lasam of the Department of Agriculture (DA) expressed thanks to the higher management of the DA through Secretary Arthur Yap for the assistance he extended in the realization of putting up a modernized corn Post Harvest Facility in the region, particularly in the town of Reina Mercedes.
Lasam also called on all corn farmers in the region and in the nearby province of Ifugao, Kalinga and Apayao to continue planting corn and follow the modern technologies to obtain a maximum corn yield in the entire Cagayan Valley and maintain its being number one in corn production in the country. CAUAYAN CITY, Isabela, April 18 (PNA) – In an effort to protect and preserve the region’s marine mammals, the Bureau of Fisheries and Aquatic Resources (BFAR) office has formed an interim organization to protect and preserve the remaining marine mammals like whales and dolphins that are still present in the Philippine seas.
BFAR Regional Director Jovita Ayson in an interview said that the creation of Marine Mammal Stranding Network and through the help of local residents will guaranty the protection and preservation of the remaining marine mammals.
"The people who will be engaged in saving marine mammals will be trained locally and on the spot ocean adventured and will be equipped with actual experiences in rescue operations,“ she said.
Ayson admitted that Region 2 lacks a rehabilitation center for marine mammals which BFAR 2 needs whenever there are incidents of sick sea mammals found in the coastal areas of Cagayan Valley.
She said her office or local government units must be informed immediately if residents in the coastal areas and island municipalities if they found sick or injured sea mammals in their areas.
”BFAR, with the assistance of some non-government organizations has also created the Fisheries and Aquatic Resource Management Council in every locality as part of our mandate to preserve remaining marine resources of region 2,“ Ayson said.
She called on the public to be vigilant in the protection and preservation of marine resources and save the remaining endangered marine species. (PNA)

Kiat said the move would help the government in its job generation activity to weather the impact of global financial crisis.
He invited interested individuals from Isabela and nearby provinces to visit his office starting April 20, 2009 until April 27, 2009 and submit their applications for processing by Magnolia company staff. Applicants will also undergo a written examination on April 28 to 30, at the conference hall of this town.

i hope i can take photos of my city as well. but i seldom go home. when i do, i usually spend my time with my family and relatives. it's indeed heartwarming to see photos of your hometown.

Isabela solon wants to build school dormitories for poor students
Ilagan, Isabela (23 February) -- Congressman Rodito Albano III of the 1st District of Isabela proposed to build school dormitories in state colleges and universities in the country for free intended for poor students who cannot afford to pay boarding houses.
He said that he plans to build such structure in Isabela and will raise the idea to his colleagues in congress to accommodate poor students during their tenure of studies in state colleges or universities they are enrolled.
Aside from the scholarship grants that he is offering to poor students since he became congressman of the province for two consecutive terms, he has now in mind to build dormitories for college students not only in his district but also in the other three districts of Isabela where the state colleges and universities are located.
Albano is also planning to share his idea of building dormitories to state colleges and universities to his fellow congressmen in order to get their support to his proposal purposely to craft a bill for the purpose so that it can be implemented nationwide.

I recognize the nobility of the proposal but i don't feel its propriety at this time considering the needs of the government for funds for more basic necessities. Of course, politically, this is wise particularly that most of those who will be benefitted will be at the voting age. This is therefore a "pogi" points for our 'dear' congressmen. But more basic is the need of the DepEd for more classrooms for thousands of elementary schools nationwide. We have seen those reports on the sorry conditions of pupils on over populated classrooms making it very difficult for the learning process to take place in these classrooms. We have heard those complaints on lack of sufficient number ot teachers to handle great interest of our children to go to schools to learn. Teachers are lamenting over very low salaries when sometimes they have to shell out money from their already meager salaries just to provide for some more school supplies which are perennially short-supplied by the government just to hold their classes according to the needs of the children. Needless to say, these needs are more basic than that that the congressman would like the government to undertake.

CAUAYAN CITY, Isabela, July 16 (PNA) - A very vocal and visionary House of Representatives member in this province is adhering to the national government's energy program of exploring possible means to avert further crisis in the country.
Second District Rep. Edwin Uy, during the recently conducted regular radio program "Isabela Today" said that he has sought the help of foreign investors to look for an alternative energy source that will be suited and is environment-friendly in the whole country.
A South Korean investor, Eric Macmillan, has responded to Uy's plan of undertaking feasibility studies in the Philippines for the possible construction of solar and waste power plants in the country, one of which will be in Isabela, once his power firm and the government make final agreements.
"Our study team is scheduled to arrive this week in the Philippines to make assessments for the proposed project," the Korean investor said.
Macmillan, who is married to a Filipino woman from Isabela, said he wanted to help the government explore alternative sources of energy.
Congressman Uy, for his part said there is a need for the government to look for alternative energy source since it is expected that the fossil fuels that are being used today would soon be depleted.
"Looking for alternative energy source now is very essential to preempt the effect of fossil fuel depletion four to five years from now," Uy said. (PNA)

Santiago City, Isabela -- The Local Chief Executive of this southern premier city in Cagayan Valley is planning to construct a diversion road linking the northern part of the city's business center going southbound to Metro Manila.
The objective of the proposal according to Mayor Navarro is to ease the traffic jam caused by a number of vehicles plying its major thoroughfares particularly from the Mabini Circle to Dubinan which is the busiest road in the city that passes through the public market.
The proposed project was conceptualized upon recommendation of the city's Department of Public Order and Safety (DPOS) who is overseeing the daily traffic situation in the city.
"The proposed project needs multi-million peso budget and the city cannot solely provide the funds, but we are seeking financial assistance from our Senators," Mayor Navarro said.
The planned road construction will traverse from its city terminal passing through barangay Calaocan, Rosario and finally to Dubinan.
The road, if realized, will be the second diversion road in the city that will eventually ease the traffic jams in the poblacion, the area where all types of vehicles pass.
"The road will be used by private motorists and passenger vehicles bound for Manila and they will not be experiencing traffic unlike using the major streets within the area of the public market," Navarro said. (PIA Isabela)

It is half that of Metro Manila and almost three times larger than that of Tuguegarao. its terrain is almost flat, and the only rolling area is the stretch of Balintocatoc Hills. Santiago City is strategically located, directly linking the provinces of Quirino, Nueva Viscaya, Ifugao, and the rest of Isabela.

JONES, Isabela, Aug. 27 (PNA) -- The Department of Agriculture, through the National Agri-Business Corp., has formally opened the P30-million corn post-harvest processing and trading center in Barangay Payac here recently.
The corn processing and trading center has a warehouse, truck scale, cob dryer and storage, corn sheller and grain dryer, feed mill and corn grits mill.
The center can store up to 100 metric tons of corn in cobs or 55 metric tons of corn grits daily.
Jones Mayor Florante Raspado said the center buys wet ear corn P7 a kilo a private traders buying price from the farmers and pays them at half the prevailing price of dry grain.
"This is, in effect, removes the burden of drying and shelling from the farmers and can still gain profit for them,” Raspado added.
Agriculture Secretary Arthur Yap, who led the ribbon-cutting ceremonies, predicted that the corn processing center will raise farmers’ income, increase corn production by having marketing linkages and reduce post-production losses he said.
He promised to work for the construction of three more corn processing centers in Isabela. These will be put up in Tumauini, Roxas, and San Mariano towns in Isabela. (PNA)

TUGUEGARAO CITY, Aug. 27 (PNA) -- The Department of Health (DOH) here intensified its advocacy on responsible pet ownership among dog owners by strengthening a campaign on anti-rabies.
This developed after DoH-Region 2 reported that it is still facing problems on rabies situation.
Dr. Edgar Peleo of DOH-Region 2 reported that animal bite statistics is still in the limelight. He said Isabela Province posted major problem on rabies having the highest number of human animal bites.
Dog bites comprises 96 percent of the total animal bite victims in the region for this year, the same of last year. In 2008, Region 2 was one of the regions with the highest rabies case, he said.
Isabela has 8 cases for this year, Cagayan, 4; Quirino and Nueva Vizcaya, 2 each, while Batanes province maintained its zero rabies case.
On the other hand, Dr. Emma Ludan, Chief of the Livestock Division-Department of Agriculture, said the advocacy and campaign on responsible pet ownership and other factors to lessen the rabies cases in the region has also been heightened.
“Because Isabela has the highest number of cases, we planned to conduct the observation of the World Rabies Prevention Day in Santiago City in September to inform and educate the public on responsible pet ownership,” Ludan said.
Aside from the regular dog vaccination, the veterinarian in each municipality will also do its massive information campaign and education to dog owners to be responsible in tending their pet dogs.
Ludan said the task force will soon pass a resolution declaring Batanes as rabies free province of maintaining zero rates in the past years up to this year. (PNA)

Cauayan City, Isabela - The City government of Cauayan will soon be constructing a three-room high school building intended for students in barangay Rogus in this city which is very far from the city's government center, aimed at helping the parents especially in transportation expenses of their children from their barangay to the city high school.
The Parents, Teachers and Community Association (PTCA) from Rogus, Cauayan City has made a request to the City School Board through the City Division Office for the possible construction of an Integrated High School of the said barangay stating among others, the plight of easing up their burden on the daily transportation cost of their children.
The proposed school construction has already reached the office of the local chief executive here including the city's committee on education and the chairman of the Sangguniang Panglungsod through the intervention of the City Schools Division head.
Committee on Education chairman SP Jose Abad said the request has already reached the office of Mayor Caesar G. Dy and has given his approval on the proposal and that it will be given high priority by the city government.
The city government will also be asking the help of Filipino Chinese Camber of Commerce (FCCI) in this city who has a regular program of building classrooms.
Students from barangay Rogus will not only be benefiting from the said high school but also for nearby village students of Angadanan and Benito Soliven.
SP Abad said the proposed integrated high school is really very necessary because it will serve purposely students whose parents are experiencing economic difficulty due to limited income, in sending their children to school.

Santiago City—SM Prime Holdings, Inc., owner-operator of SM Megamall across the country, will construct a 5-hectare megamall and recreation center in Barangay Malvar in this city soon.
City Mayor Amelita Navarro said she has negotiated with officials of the SM Prime Holdings, and company owner Henry Sy is “very eager”to make the city as the newest SM Megamall.
Ïf fully realized this multimillion peso business venture will be a blessing for Santiago City folks in terms of business boom and employment opportunities,” she said.
The contractors are now cleaning the site before construction starts.
The new mall will have three levels of commercial space that would house a food court, entertainment zone, recreation area, and parking spaces.
The area used to be the government-foreclosed Pantranco terminal along Pantranco-Sagana Road in Malvar village.
It is in front of the P350-million integrated transport terminal and commercial center that is now in operation.
“They are raring to put up one in Cagayan Vallley, and this city was the area they have chosen because of its proximity to the provinces and for being the primary commercial area in the region,” Navarro said.

Maylem said a parade of pets, motorcade, parade of posters and fun run will open the activity, followed by registration and free vaccination of dogs to be held at the AMA Coliseum.
Prizes will be given to the pets who will emerge winners in the different contests prepared by the organizers.
The awarding of winners in the recently concluded rabies poster making contest will also be held.
The city veterinarian has urged all dog owners to bring their dogs for registration and vaccination as he assured that there will be sufficient supply of vaccine to ensure that all dogs that will be brought to the venue will be vaccinated.

LMB president enjoins bikers to support "Bike for a Cause" program

actually these are 2 different churches. the old one is located in centro, ilagan while the new one is located just along the municipal boundary of ilagan and gamu. in connection with the old st. ferdinand cathedral's renovation... i regret to inform you that most of the original structure has long been changed during a prior renovation in the 1980's (if my memory serves me right). the only remaining intact structure is the belfry.

THE Comelec Second Division yesterday ordered Gov. Grace Padaca to relinquish her post to former Gov. Benjamin Dy, who was declared the rightful winner in the Isabela gubernatorial race in 2007.
It was the second ruling of the Second Division where a perceived anti-Arroyo administration candidate was unseated.
Dy is the official candidate of Lakas-Kampi-CMD in the 2010 elections. Padaca is with the Liberal Party (LP).
Last week, the Comelec declared Roberto Pagdanganan of the Lakas-Kampi-CMD party as the winner in the 2007 Bulacan gubernatorial race and ordered Gov. Joselito Mendoza to vacate his office.
Mendoza, a former Lakas stalwart, has since transferred to LP.
Last year Dy accused Padaca of election fraud and protested the results in 13 of the 35 towns of Isabela, including its capital city of Ilagan.
Based on the resolution, the case showed that Dy obtained 199,435 votes while Padaca had 198,384 votes for a winning margin of 1,051 votes.
Based on the 2007 election results, Padaca had 237,128 votes as against Dy’s 220,121 votes for a margin of 17,007 votes.
The Second Division gave the camp of Padaca five days to file their motion for reconsideration.
Commissioner Nicodemo Ferrer, Second Division chair, said they are set to come out with the resolution regarding the protest of another Arroyo-ally, Lilia Pineda, against Pampanga Gov. Ed Panlilio next week.
A few months back, Pineda’s camp said Pineda was leading in the recount.

Santiago of course was able to reached the 20m income and the land requirement.
You might be questioning the (Santiago) cityhood in connection with the 16 municipalities. Nirevised kc yung income requirement in recent years ginawang 100 million kaya nadisqualify yung 16...
As of 2006 an income generated by Santiago govt was 83m (maby because of corruption). though as of 2007, Santiago has been earning atleast 100m excluding IRA.

It is being considered as the model city in the region. Tapos yung mga lugar na qualified maging city, parang gusto nang maging city. Sayang nga lang yung Ilagan, nanalo sa election ang NO. Ang pagkakaalam ko, Roxas Isabela is aiming to be one. Yun nga lang mas mahirap na ngayon maging city dahil tinaasan na ang income requirement.

ILAGAN, Isabela -- Due to the robust business climate and the improving economic condition in this town, a private real estate company finally gave the go-signal for the construction of a P400-million air-conditioned mall in Barangay Alibagu here.
Mayor Josemarie Diaz said the Northstar Mall, which has been primarily put up by the Sy family, has been scheduled for groundbreaking rites in October and immediate construction in November this year. It is expected to be finished in six months.
“Our capital town, being within the heart of the province and within the northern and eastern towns in Isabela such as Tumauini, Cabagan, Gamu, Benito Soliven, among other towns, this will possibly bring more development prospects in our town,” Diaz added.
Aside from the mall, a four-star hotel will be constructed and a bridge connecting the two edifices will also be built, manager Alexander Cruz of the XRC Resources, Inc., which has been bankrolling the project.
The project would also complement the proposed central bus terminal, also in Alibagu village, which will also be built soonest, Mayor Diaz said.
“This is a parallel development for the town. We will decongest traffic in Baligatan by bringing out the national and provincial buses and other vehicles to the central terminal,” the mayor added.

The city is not characterized by high-rise buildings. Though dito may pinaka maraming business sa region 2 kaya malaki din ang tax collection.

SM Prime to build Santiago megamall

Santiago City—SM Prime Holdings, Inc., owner-operator of SM Megamall across the country, will construct a 5-hectare megamall and recreation center in Barangay Malvar in this city soon.
City Mayor Amelita Navarro said she has negotiated with officials of the SM Prime Holdings, and company owner Henry Sy is “very eager”to make the city as the newest SM Megamall.
Ïf fully realized this multimillion peso business venture will be a blessing for Santiago City folks in terms of business boom and employment opportunities,” she said.
The contractors are now cleaning the site before construction starts.
The new mall will have three levels of commercial space that would house a food court, entertainment zone, recreation area, and parking spaces.
The area used to be the government-foreclosed Pantranco terminal along Pantranco-Sagana Road in Malvar village.
It is in front of the P350-million integrated transport terminal and commercial center that is now in operation.
“They are raring to put up one in Cagayan Vallley, and this city was the area they have chosen because of its proximity to the provinces and for being the primary commercial area in the region,” Navarro said.
This city is accessible from the provinces of Isabela, Nueva Vizcaya, Quirino and Cagayan.

Pag naging city ang Ilagan, mas lalaki ang Internal revenue Allotment for Ilagan. For sure magiimpose ng panibagong local taxes ang Ilagan. May mga bagay kasi ni hindi pa pwedeng isubject sa tax ang Ilagan dahil municipality palang ito. So you have to weigh. pag naging city ang Ilagan mas mapapansin ng mga businessman.
With regard to income classification, para maging first class city, atleast 300million ang ave. income for the last three years. para maging first class municipality, atleast 50M ang average income for the last three years. Hmm... Honestly, hindi ko alam;wala akong personal knowledge. Hearsay though, from a local official and real estate developer that the proposed location was disapproved ("wala daw future expansion"), kaya thier still looking for a much wider space. Three locations have been proposed; (1) Rizal near cityhall (National road going to Ramon); (2) Batal (National road going to Alicia/Echague); (3) Sinsayon (National Road - Santiago City Southern Entrance) . Abangan nalang ang susunod na kabanata. Next year pa naman ang scheduled construction. With regard Northstar Mall, wala pa rin akong nababasa. Actually dito ko lang siya nalaman. Good for Ilagan if fully realized - pero wala siya sa list ng future malls ng SM. wala din siya sa scheduled malls to be constructed or to be opened for next year or next few years. So I have a big doubt if it is an SM project. Pwede siguro kung pagmamayari siya ng iba but I doubt kung SM. try to look for the list of future SM malls.
May thinking ako na yang mga malls na yan na itatayo daw sa Isabela is only a part of campaign for next election. May nabasa din ako na sa Roxas may itatayo ding SM mall. Pero so far, yung SM mall sa Santiago palang ang nakalagay sa list of proposed SM malls
so malaking kahihiyan sa Navarro government if not realized.

Santiago' population is 134,000 (2010 estimate), Ramon has 50,000, Cordon has 45,000, Diffun Quirino has 45,000, Saguday Quirino has 15,000, San Isidro has 25,000, Echague has 70,000 = 384,000... assuming further 50% lang ang magpapatronize, atleast may 190,000 people ang market ng SM Santiago... excluded pa dyan yung mga galing ng San Mateo, Tabuk Kalinga, Ifugao and Nueva Viscaya, and other provinces in Quirino na everyday pumupunta sa Santiago... So I must say buhay ang (proposed) Sm Santiago
With regard to Sm Ilagan,
estimated Ilagan population is 136,000 (2010), Tumauini - 60,000, San Mariano - 45,000, naguilian - 30,000, Gamu - 7,000, delfin albano 5,000, Divilican - 5,000, Benito Soliven - 25,000, Quirino - 23,000, = 336,000... assuming only 50% can avail or will patronize SM Ilagan then atleast may 160,000 ang market ng Ilagan... So pwede rin... ( but take also into consideration ang travel time) Ilagan's area is too big, so most likely ang pupunta jan mga karatig pook...

Santiago is the first city in the region. Cauyan naman naging city noong 2001.

Youth leaders, politicians, and ordinary citizens supporting Grace Padaca will hold a noise barrage to protest the decision of the Commission on Elections' (Comelec) Second Division to unseat the Isabela governor from her post.
Kaya Natin! Movement will stage the protest action along Katipunan Avenue on Monday afternoon to express opposition to the poll body’s decision, which favored administration ally, Benjamin Dy, who was Padaca's opponent in the 2007 elections.
“We believe that the Comelec should respect the mandate of the people and the vote of the ordinary Isabelinos. The Comelec is clearly violating these things in its decision to oust Governor Padaca," said Harvey Keh, the group's convenor.
Keh said several other groups such as Pinoy Power, Pakisama, and student organizations from the Ateneo de Manila University would joint the protest action.
“The Comelec has been corrupted to promote the selfish objectives of certain individuals in the country. This is a very bad thing for the coming elections," he said.
The groups supporting Padaca are also raising funds to be able to publish statements of support for Padaca on major dailies.
“We are tapping ordinary people for our campaign because good governance begins with ordinary people. In a democracy, power is with the ordinary people," Keh said.
A silent protest outside the Comelec main office in Intramuros, Manila will also be staged on Thursday. The Comelec en banc is expected to issue a final ruling on Padaca's case on December 17.

Grabe, kahit may professor ako from COMELEC (though he's not part of the committee who decided the case) , hindi ako makapaniwala sa decision.. sorry sa mga Dy supporters. Grace Padaca, who is being ordered by the Commission on Elections’ (Comelec) Second Division to vacate her post and turn it over to former governor Benjamin Dy.
He may be the lawyer of President Gloria Macapagal Arroyo, but Macalintal expressed confidence that Padaca would retain her post, and that moves to unseat her would not gain ground before the Comelec en banc and even the Supreme Court.
“She (Padaca) will never be unseated. Hindi ako naniniwala na ang Comelec en banc o ang Supreme Court ay papayag na mangyari itong karumal-dumal na gusto ng Comelec Second Division," Macalintal said in a phone interview with GMANews.TV on Wednesday.
Last December 8, the Comelec’s Second Division ruled – in an unprecedented 12,000 page resolution – that Dy won in the 2007 gubernatorial elections. The division said the true tally of votes should be 199,435 for Dy and 198,384 for Padaca, or a winning margin of 1,051 in favor of the former.
Padaca filed her motion for reconsideration before the poll body’s Second Division last Monday.
Giving up election law practice
But Macalintal said his 25 year-experience as an election lawyer had taught him that the Supreme Court can strike down “anomalous" election protests and prevent the Comelec from unseating a government official.
In fact, he said he is even willing to give up his practice of election law should Padaca be unseated.
“Para saan pa yung 25 years ko, kung hindi ako sigurado na hindi papayag ang Comelec en banc at ang Supreme Court. I’ll stop practicing election law if she’s unseated," Macalintal said.
Asked why he was willing to put his career on the line, Macalintal said he was “doing it for a friend."
The lawyer recounted that a year ago, Padaca asked for his help when the Isabela governor’s poll lawyer, Leila de Lima, was appointed chair of the Commission on Human Rights.
“Sabi niya (Padaca), ‘Attorney Mac, puwede ba ako humingi ng tulong sa ’yo minsan?’ Ang sagot ko, ‘Sure, basta ikaw,’" Macalintal said.

an sm mall in isabela (kahit saan itayo... palanan, divilacan, tumauini, santiago, cauayan, etc) is a positive news for the whole region 2. this only means na narerecognize na ang potential ng region 2. sikat lang ang region 2 pag nababanggit ang bagyo. sana nga totoo yung sa northstar mall. i haven't seen it with my own eyes. last na uwi ko (may 2009) e ganun pa din ang itsura nung sinasabing site ng mall since 2005. umalis ako july 2009 so di ko nakita yung mismong grounbreaking kung meron man na supposed to have had happened nung october. walang sinasabi o nababanggit mga kakilala ko na nasa ilagan ngayon about a huge mall being built sa ilagan... :nuts:
By history, nagpapatayo ang SM kung saan andun yung converging point ng business at mga tao. So malamang hindi pwede ang kahit saan. Siempre hindi pwede sa San Mariano. Kasi hindi accessible. :) Pero maganda kung sa Palanan, para may ocean view. Maiba naman.
Component city siya - pero classified as fourth class palang... Though lots of improvement na rin. Pagdating ng next classification, alam ko third or second class na cya.
Nasa Cauayan ang airport ng Isabela;). Dito talaga ang home town ng mga "infamous" Dy.
May airport din sa Palanan.:)
Buti nga nagresume ulit ang flights to Cauayan. Mas madali na ang magbiyahe para sa mga businessmen at residents ng Isabela. Kaso sana dumami at maging frequent ang flights. Hindi ako nakapagbook ng maaga kaya ang mahal na ng ticket. So magbubus na lang ako pauwi sa 30. A grueling journey. :cry:
Kahit pa napakapangit ng politics sa Isabela, iba pa rin ang feelings pag nasa hometown/homeprovince ka. Medyo naeenstranged lang ako sa sarili kong probinsya kasi di ko man lang napapasyalan masyado kahit pa ang hometown kong Cauayan. Pag magtitingin ka naman sa net, wala halos photos. :(

Yeah, but the common denaminator is all of these places have high population density or at the very least, the surrounding areas have...
Like for example, Metro Manila has 12million residents and can reached up to 20million on day time. Cavite is one of the most popuplous province with 4million residents and very near to MM. Pangasinan has 3million residents.
Isabela, the second biggest province in term of land area has 1.6 million residents. Kaya kung magtatayo ako jan ng SM yung Matao lang. So mga key places lang pwede sa Isabela (Santiago, Cauayan, Ilagan) plus Cordon and San Isidro dahil malapit sa Cities...:) Though best choice for me is Santiago, not because I'm from Santiago but because it has the highest population density in Isabela. Next is Cauayan. Kung gusto ko naman magtipid ng tax, itatayo ko SM sa Cordon or San Isidro.:)

an sm rising in ilagan is also possible. the land area is big and property prices are much cheaper compared to other towns and cities in region 2, the population of ilagan is the highest in isabela plus populations of surrounding towns like tumauini, gamu, etc., tax is not as high as those imposed in santiago and cauayan (correct me if i'm wrong), most government offices and facilities are in ilagan, infrastructure is good, ilagan has a huge student population, and other factors.
be it in ilagan, santiago, cauayan, tumauini, or cordon... ok na ok kasi at least malapit lang. di na kailangan pumunta ng manila.
may sm savemore na pala sa solano, nueva vizcaya. any pictures?

SM ROSALES is not in the middle of nowhere. Its a gateway and interlock of the northern tarlac province and pangasinan. Its a few kilometers away from bustling Tarlac city, Urdaneta, Dagupan and all the way to Baguio. And it is located along the highway.

Re: SM City Rosales, though Rosales is not city or a big town, andaming tao. Naalala ko I stayed there for two years and still frequently visits this place. Akalain mo, biglang nagtayo ang SM jan! mismong sa Carmen pa kami ngstay ha sobrang lapit sa SM.... Marami kasing tao jan, kahit mga karatig bayan at mga lungsod. Sa Isabela kasi sobrang baba ng population density. Though sa Santiago maraming tao at puntahan talaga ng mga karatig probinsya kaya pwede rin siyang tayuan. Pero sana nga kahit sa Cauayan or Ilagan nila itayo ok parin at feasible din. Sabi nga nila, "if you build it, they will come!"...:nuts:

b_two December 29th, 2009, 05:55 PM according to my sister, busy ang mga developer ng northstar mall. naghahanda raw sila para sa full-force construction ng mall starting january 2010. so, i'll just wait until january para magkaroon ng linaw ang issue kung sm mall nga ang itatayo sa ilagan.

According to a friend who used to work with GMA network, GMA is planning to push through with establishing a regional broadcast center in Ilagan as part of its ambitious expansion program...tatatapatan nila ang ABS-CBN which is in the process of moving its regional operations from Tuguegarao to Santiago...

Pero relay lang ata ng Tuguegarao, not the originating one. According to my friend, GMA is planning to establish an originating station to be centered in Ilagan, similar to that of its reginal center for Ilocos in Dagupan.
Pero in Isabela, ABS-CBN still lords it over...un lang kasi ang may local newscast eh

re: Sc ruling on LCP case is not yet final as it is still subject to a motion for recon. The latest ruling granted and favored the motion for recon submitted by the 16 cities. So constitutional daw yung pagiging city nila, kasi matagal na daw nilang gustong maging city, naabutan lang nung pagpasa ng bagong batas increasing the requirement for cityhood. Pero a motion for recon is filed by the LCP.
re: ABSCBN office, - Alam ko main Office nila sa Santiago, at may office din sa Tuguegarao. Why would ABSCBN transfer its Regional Operation from Tugue to Santiago when it is originally and has been operating in Santiago since its establishment in the Region?:nuts:
