Johan October 29th, 2005, 10:47 AM My guess is that they were bidding for the western of the new twin towers in Zhujiang Xin Cheng, but failed since it was awarded to a local (guangzhou) company. Havent heard of any other projects of that size in GZ... The last is the latest effort at cementing collaboration between China and Singapore as both sides inked a pact to start feasibility studies on a 'Knowledge City' right in the heart of industrial powerhouse Guangdong province. Singapore's Keppel Corporation on Tuesday signed the Memorandum of Understanding wiith the Guangzhou government to conduct a feasibility study on jointly developing the project in southern China's Guangzhou city. The Knowledge City - proposed by Keppel - is envisaged to be a vibrant and ecologically friendly city with conducive conditions for attracting and developing talent, skilled manpower and knowledge-based industries. It will be a greenfield development of about 50 sq km. The Guangdong provincial government and Keppel have decided to site the Knowledge City at the Guangzhou development District North Zone, in the eastern part of Guangzhou Municipality. This site is about 35 km from the Guangzhou city centre and 24 km from the Guangzhou Baiyun International Airport, and it is well served by expressways. The joint feasibility study is expected to take four months to complete. While the Knowledge City project is commercially driven, it enjoys the strong support from the Singapore and Guangdong governments. Singapore Senior Minister Goh Chok Tong, in a keynote speech at the Singapore-Guangdong Development Forum in Guangdong's provincial capital Guangzhou on Tuesday, said that Singapore has to constantly reinvent itself , always trying to move into new economic areas. 'I am glad to know that Guangdong is also doing the same,' he said, noting that it is never easy to venture out of one's comfort zone and explore new possibilities. The local authority has earmarked two areas of the Guangdong provincial capital to be developed into conceptual central business districts (CBDs), it stated in a new development guideline issued on Wednesday. Zhujiang New Town, Yuancun and Pazhou will make up one district, while Tianhebei Road, Huanshidong Road and Dongfeng Road will be the other. Both will be formed by 2020. The CBDs will ensure Guangzhou's future as a business hub by boosting development in finance, trade, information technology, exhibition, premium retail and law, the local government said. With the CBDs as a platform, the southern metropolis will then establish four core services in outskirt districts, it said, with science research and production in Luogang, logistics in Nansha, air cargo transport in Huadu and Baiyun, and the creative industry in Liwan's downtown Xiguan area. The guideline also set a new goal for the tertiary industry, to increase to 65 percent of the city's gross domestic product by 2015, and 70 percent by 2020. Ding Li, a researcher with the Guangdong Provincial Academy of Social Sciences, said Guangzhou should strengthen cooperation with Hong Kong to further develop its service industry. "Hong Kong has developed a sound service industrial system and could help improve Guangzhou's capability to host more international service industries," he said. Meanwhile, the local government has also attached great importance to attracting more multinational and domestic firms to set up headquarters in the city. MANICA Architecture led the design of the project from initiation through the early phases of detailed design. The company remains involved as design director of the project in coordination with the Guangzhou Design Institute. The design team includes MKA (structural engineering); SSR (MEP, fire protection and ice systems); WJHW (AV and technology); Cini-Little (food and beverage); and WP Moore (traffic and parking engineering). It is planned that the arena will host a variety of international sport and entertainment events. The 74,000m2 arena will have a capacity of 18,000 for basketball, and also include a practice court, large retail store and a public restaurant. “House reduction systems, retractable seating systems, segregated and secured vertical circulation systems, and multi-use back-of-house programme areas will ensure the building can host any number of international sport and entertainment events,” says David Manica of MANICA Architecture. “Flexibility remains one of the driving principals in the design of these facilities. It’s becoming increasingly important to consider the way the house reduction and building systems can be optimised for smaller crowds to broaden the event programming opportunities.” Upon arrival at the subway stop at the southwest corner of the site, guests are greeted by a grand entry plaza including lush natural landscapes and sculptural canopies that provide shade. The plaza also includes basketball courts for community play. The flowing curves of the site are translated into the building’s exterior, which is inspired by a local folk tale that tells of five colourful clouds that delivered immortals on rams to save the city from famine. Inside the arena guests are greeted by a spacious grand concourse, high ceilings and direct access to their seats in the lower seating area. Each seat has been designed to maximise comfort and views for all guests, and the concourses incorporate a wide variety of food and beverage concessions, with a large number of restroom facilities. A private and secure parking area is directly linked to the arena’s VIP level, allowing VIP guests to enter the building from a separate and secure entrance directly from their cars. At no point will VIP guests be required to leave the privacy of their membership seating areas and lounges. There will be 2,800 VIP club seats, and VIP Club patrons will also have exclusive access to private bar and club areas directly behind their seats. The two VIP lounges are finished with bars, furniture, concessions, and restroom facilities. At an even higher level of exclusivity, the suite level is completely separated from the rest of the seating areas and includes 60 luxurious boxes. Each suite box has a seating area, a small kitchen where guests can order from various menu items served by a personal in-box attendant, and a private bathroom. Back-of-house and service areas have also been given exceptional attention. There are multiple truck docks to ease loading and serviceability, spacious dressing room and team locker facilities, large cooking kitchens, and a vast network of private service hallways and elevators. Immediately to the west of the arena there are plans for a 250,000m2 integrated entertainment district including dining, bars, clubs, a hotel, banquet and meeting facility, shopping mall and cineplex. 落实市党代会提出的“中调”战略,充分利用中心城区的独特优势和有利条件,着力发展总部经济和信息、金融、物流、会展等现代服务业,积极促进中心城区现代服务业集聚集群的发展,突破现代服务业发展的空间不足的制约。根据地区发展条件,从2007年12月开始,市规划局集中精力启动了琶洲—员村地区、白鹅潭周边地区、白云新城地区、新中轴线南段地区等四个重点地区的规划研究和城市设计竞赛,通过梳理功能、盘活土地、优化结构、升级产业、提升品质,率先发展四大重点地区,以作为带动中心城区乃至全市现代服务业发展的增长极,为下一步发展提供空间上的支持。 (二)地区初步定位 白鹅潭地区初步功能定位为“广佛都市圈”中心区,广州“西联”的辐射带动区,城市西部新的标志性地区以及新的商务中心区,重点发展总部经济、物流和创意产业等现代服务业,以及商贸和历史文化风貌旅游业,并考虑一定的居住功能。白鹅潭地区的地位将会得到进一步的提升,两江三岸(为珠江前、西航道形成的)地区将形成富于广州特色的滨江风貌区。 (三)白鹅潭地区城市设计竞赛开展情况 本次竞赛于2008年3月展开,通过二轮资格审查选出6家设计单位正式参赛,竞赛设计时间为2008年4月12日—6月27日,竞赛要求设计单位在新的城市社会经济发展背景下,在深入研究白鹅潭地区未来的功能定位和作用的基础上,凸现“山水城市”、“历史文化名城”格局,编制该地区城市设计方案。 二、竞赛内容 包含以下两部分:(一)整体城市设计。北至大坦沙尾,南至环翠路与环城高速公路,东到工业大道中、南,西至芳村大道北、花地河,总面积 35.14平方公里。(二)核心区城市设计。范围:北至珠江大桥西桥(大坦沙),南至丫髻沙大桥、环城高速公路一线,西至花地河、芳村大道北一线,东至黄沙大道、工业大道一线,面积约为24.7平方公里。该地段为珠江前、西航道形成的两江三岸地区,也是广州的门户地区之一。 三、城市设计要点 (一)保持原有河涌绿化“水秀花香”的特点,强调宜居城市的理念,按照现代化的城市商贸、商务区的标准进行规划;(二)发挥两江三岸的地理环境优势,结合过江桥梁和隧道的建设,使整个地区成为横跨珠江的整体区域,并形成新的标志性地区;对于核心地区、重要景观区段及标志性节点等需要进行详细设计,对太古仓和渣甸粮仓等近现代工业遗产所处的滨江空间进行详细设计;(三)城市设计应具有高起点、提出新思路,遵循成片规划、整体设计的理念,以保证整个地区景观的整体性效果,实现整体控制的目标;(四)临江一线和滨水地区原则上不得建高层建筑,高层建筑应适当向二、三线地区退让,以保证沿江地区有较为连贯的开敞空间;重点研究沿江高层建筑规划布局,对高层建筑布局、规模、体量、视线通廊和空间关系等提出控制性要求。 四、前期研究要求 除结合“中调”、“西联”研究该地区现有产业状况和广佛城际发展,提出未来发展方向外,要对广州钢铁厂、造船厂、造纸厂等产业用地的未来利用进行详细研究。 五、整体城市设计要点 (一)达到确定空间形态、功能组织、交通方式、开敞公共空间、绿化、夜间景观等城市设计方案、提出环境设计导则;(二)结合河涌水系、滨水区及绿地生态系统状况,提出修复生态环境、营造良好人居环境的意向性方案;(三)道路交通系统设计要提出未来发展对策,设计功能完善、结构清晰的交通网络,对步行系统、轨道交通与周边交通的联系、三岸间水运交通的衔接等提出设计指引;(四)结合历史风貌对历史文化遗产保护与利用进行详细设计;(五)滨水风光的整体意象设计。 六、核心区城市设计要点 (一)充分论证的基础上制定核心区功能定位、土地利用、空间发展形态、绿化景观、交通组织,城市景观等方面的设计方案;(二)研究重要地段的空间形态和规划布局,提出城市设计方案;(三)提出交通组织与公共交通的转换、人性化步行路线的方案;(四)沿江地区城市设计。对沙面、洲头嘴、长堤、广铁南站等重要景观节点进行详细设计,对太古仓等工厂旧址的滨水公共空间进行详细设计,提出沿江和滨水区域建筑物规模、体量、空间视线关系的控制要求;(五)提出珠江沿线旅游组织方案、水路旅游线路的衔接。 附:白鹅潭地区概况 白鹅潭地区的原芳村地区,位于广州市西南端,三面环水,北、东面临珠江(西航道),与荔湾区、海珠区隔江相望;南靠珠江(佛山水道),与番禺区大石镇、南海平洲镇相邻:西与佛山的南海盐步镇、黄岐镇接壤。现海珠区工业大道以西的洲头嘴地区,已陆续开发建设了一定数量的居住区,仅南部尚存有广州造纸厂等工业厂区。在白鹅潭地区的北岸,黄沙大道以南有沙面近代租界区,广铁南站及新丰港。在东岸的洲头嘴一带有近代港口码头与仓库保护区;在西南岸有近代外国仓库区、聚龙村、真光书院旧址等。上述历史文化遗产记载了广州的近代城市历史和工商业历史。目前,该地区的认同度较低,公共服务设施建设相对滞后,对城市居民尤其是广州市旧城区居民的吸引力不足。 由于历史原因,白鹅潭地区的现状功能较为混杂。北部区域居住、商业与城中村相混合,南侧以大型仓储码头用地为主,且经济状况不佳,市政府计划通过“退二进三”等项措施的实施,推动工业厂区的改造和搬迁计划,并探讨白鹅潭地区原工业用地和未开发土地进一步改造和利用的可能性。该地区也需要对土地利用、产业转型和滨江区域景观等方面进行必要的现状梳理与规划整合。 广州市正在同步开展对白鹅潭地区的发展战略与前期策划研究,探讨作为“西联”的一个起始点的白鹅潭地区的可能潜力、发展模式、规划目标、动力源以及相关的建设项目,以及支撑城际发展的轨道交通(地区的和城际的)结构体系等问题。结合区位条件与环境因素,以及广佛城际地区的发展关联性,对该地区的发展优势和未来功能进行分析,通过综合研究,确定功能定位及合理的地区发展目标。六个城市设计方案于7月12日——18日开始在白云大道新体育馆大众馆公开展示7天,市民可免费参观;同时在规划在线(www.upo.gov.cn)网站公示7天,市民可上网了解各方案详情并参加投票。 六方案特点介绍 方案一: 一、地区发展定位: 白鹅潭地区的定位是广佛之心-首善之区的策略节点,分为三个层次: 基本定位是水秀花香的“宜居半岛”,应打造一体化的过江交通,消除珠江在交通和心理上造成的阻隔,有效疏解旧城区的人口和产业。 扩展定位是构筑广州城市“中环”,将本地区打造为广州的城市副中心之一;建立一体化的广佛道路系统,打造广佛制造业的服务基地——“广佛之心”。 创新定位是广州“首善之区”的一个策略性节点,打造面向泛珠三角的区域性交通枢纽,支持广东作为南中国经济中心的“大西联”战略,强化广州的国际性城市功能。 本次城市设计以扩展定位为设计目标,按创新定位配置地区功能和土地使用。在某些创新职能不具备实施条件时,建议储备相应土地,以确保土地资源的战略价值。 广佛之心的打造,必将成为首善之区的重要策略节点,并成为白鹅潭地区发展的重中之重。 二、综合交通的整合与优化 建议设置综合交通枢纽,实现快速铁路或珠三角城际铁路与广州和佛山的城市轨道的换乘。 广佛区域交通:打造一体化的广佛交通。在现有城际高快速路的基础上,尽可能联通两城市的主次干道,形成无缝对接的生活性道路系统。2、广州城市交通结构:构筑广州城市“中环”。连通如意坊大桥、芳村大道、花地大道、环翠北路和丫髻沙过江隧道,构筑城区西部快速路系统。“环路+放射线”的快速路系统协调了本地区各方向的区域可达性和通过性,同时减少了穿越式交通对本地区交通的干扰。3、珠江过江交通:实现两岸交通一体化。本次规划建议在珠江隧道与如意坊大桥之间增设生活性隧道,连通现状东漖北路;在洲头咀隧道和鹤洞大桥之间增设生活性隧道,连通浣花路和宝业路、江南西,使两岸之间基本实现主干道跨江,桥隧间距约1公里。 公交系统规划:根据白鹅潭地区的地理位置,发展与其相适应的线网。线路运能配备最大限度满足高峰小时最高断面客运量需要,逐步提高服务水准,根据运量增加提高运能供给。三条以上公交线路共用的首末站或与其它交通方式换乘的首末站设置西朗公交枢纽站,规划用地3000~6000平方米;综合车场规划用地面积建议为200平方米/标准车,每处用地面积30000平方米。公交客运站场结合公交走廊在各功能区中心区域进行布点,设1处;首末站设置在大型居住商务组团附近或作为居住区配套设施进行建设。 步行系统规划:本次规划滨水节点的环境优化和功能提升将极大地拓展现有的珠江水路观光旅游线路。和花地河的滨水地区控制休闲步行路径。此外沿几大滨水节点和景观水系设置渗透至腹地的步行路径,力求形成连贯完整的地区步行系统。在主要的交通干道应考虑设置人行天桥或过街隧道,并做适当的景观化处理,减少车行交通对步行的阻隔。 一、本地区的发展定位是:广州西部的重要城市节点,广州西联的的桥头堡,以总部经济、创意产业、休闲娱乐、商贸物流和居住为主导功能的滨水城区。 And they just announced a massive new financial district with multiple supertalls. In China there is no slowdown in real estate. |
