Guangzhou could decide to limit the number of skyscrapers to avoid cloudy weather and noise pollution, the Information Times says.

There are about 7,000 buildings with more than 18 floors and 360 buildings that stand 100-metres-tall in the city's centre business district.

The skyscrapers cause environmental pollution and rises in temperatures, critics say. :?

i would actually not oppose this move. much of GZ's charm comes from is low-rise (3-5 floor) street atmosphere. walking the old streets of that city is as interesting as any chinese city i have been to. although the CBD does have some interesting buildings, with that one CITIC plaza dominating them all. however, i do believe skyscraper technology will increase to the point where these environmental concerns will disappear. thats the day im looking forward to.

it's a good idea to limit the number of skyscapers in guangzhou, so the city won't become a huge high rise mass like what's happening to hong kong and sao paulo.

also, maybe, through this method, the city government can finally convince developers to finish up the skyscrapers that are on hold like heyin plaza, zhongcheng twin towers, and new china plaza.

　　近日，一座高约160米、号称珠江新城第一高楼的“广州XX中心大厦”正式启用。记者从大厦设计单位广州设计院获悉，建设单位共耗资2000多万元在大厦4面外墙上安装了1026块可在电脑控制下随日照角度进行180度旋转的遮阳板，该大厦成为世界上首座安装可控全自动环保型遮阳板的大型高层建筑。

　　１０２６块遮阳板裹住高楼

　　据介绍，安装在大厦外墙面上的遮阳板系统采用了德国技术，施工中也采用了多项新技术、新工艺。除底层大堂和内凹部分外，大楼外立面四周均安装了6.9米长、0.9米宽的竖向铝遮阳百叶，共计1026块，覆盖总面积6300多平方米。

　　站在室内观景不受影响

　　1026个遮阳百叶每3个为一组，每组可在电脑控制下，根据太阳照射角度、风力、天气等因素自动调节角度，达到最佳的遮阳和景观效果，同时也保证了在强台风等恶劣天气条件下的结构安全性。

　　另外，每块遮阳铝板上都布满了直径约5毫米的圆孔。因此遮阳板即使处于关闭状态，大厦内的人也可透过遮阳板上的圆孔清楚地看到窗外景色，这与“隔竹帘观景”有异曲同工之效。据悉，将该技术应用在在超高层建筑上，在欧洲乃至世界范围内都尚属首例。

　　遮阳板隔热降低空调费

　　针对2000多万元的建设成本问题，大楼业主单位向记者表示，在规划设计时就开始对是否安装遮阳板组织了多次专家论证，从投资、安全、美观等多方面进行考虑。根据专家组的意见，大型办公楼的中央空调每年的电费支出约占到大厦日常用电支出的60%以上，每月仅空调费支出一项就达2.5万～8万元，而安装遮阳板的大厦将大大减少这方面的支出，因此从长远看投资这一设计是值得的。由于该设计不仅考虑了节约能源、采光等方面，同时还综合考虑了安全和美观，因此遮阳板设计方案最终获得了专家组的同意。

I would really love to see some new photos of some projects in Guangzhou, since they are really hard to come by. Is there anyone out there that have some/is able to take some/can find some online? The projects that interest me the most are:

while there's a lot of new building,particularly in the TianHo area,all the residential high rise built in the area has fresh coat of paint.but more than half of the building in the city(except the skyscrapers in the CBD) were between the late 60's and the 80's.kindly like HK in the early 70's or taiphe

last year while attending GZ spring fair,I stay at BaiYun hotel,across the hotel,there is half finish skyscraper,may be to financial reason,the construction never continue.

3 HK developer ,new world,and two which I forgot,to bid who going to build the 430meter tall skyscraper in Guangzhou.
The newspaper do not show any artist sketch what the building might look like .

My guess is that they were bidding for the western of the new twin towers in Zhujiang Xin Cheng, but failed since it was awarded to a local (guangzhou) company. Havent heard of any other projects of that size in GZ...

SOM Wins Design Competition for Sustainable Skyscraper in China

CHICAGO, March 28 /PRNewswire/ -- Skidmore, Owings & Merrill LLP has won an international competition in China to design one of the most environmentally-sustainable buildings in the world, the Chicago-based architecture and engineering firm announced today.

SOM -- in cooperation with the Guangzhou Pearl River Engineering Construction Supervision Corp., and Guangzhou Design Institute -- will design Pearl River Tower, a 69-story corporate headquarters, for the CNTC Guangdong Company. The tower will be located in Guangzhou China, a subtropical port city of 6.6 million located 182 kilometers from Hong Kong.

"This project represents our commitment to sustainable design," SOM Managing Partner Thomas Kerwin said. "It also represents our commitment and spirit of mutual collaboration with China's design professionals, government and industry in pushing sustainable design best-practices."

Sleek and cutting-edge, Pearl River Tower will be an instant icon. SOM's design and engineering teams sought to create a visually-appealing building that produces as much energy as it consumes.

"The tower will absorb its environment and use it to its advantage," said project design architect, Gordon Gill of SOM. "It is a high performance instrument shaped by the sun and the wind."

The tower boasts an array of design and mechanical features. Winds directed into openings on the mechanical floor would power turbines that operate the tower's heating, cooling and ventilation systems. Solar collectors convert the sun's energy into electricity. Energy consumption is diminished by maximizing natural day-lighting, reducing solar gain in air conditioned spaces, retaining rainwater for consumption by HVAC systems and using the sun to heat the hot water supply. Stack venting, heat sinks and slab cooling cool the building.

SOM Consulting Design Partner for the tower Adrian D. Smith said the design "embodies the strategies of energy conservation and energy production we have endeavored to integrate into supertall projects for over a decade."

SOM was selected over seven design firms from four countries. CNTC Guangdong Company President Xiang Jin Cheng said the design "is the prototype for the intelligent building of the future -- highly efficient, sustainable and self sufficient."

Groundbreaking is scheduled for July 2006 with occupancy in fall 2009.

I think that is the chosen Guangzhou TV tower. It'll be the world's tallest surpassing CN tower Toronto Canada.

correcty. it will be the worlds tallest at 610 m (454 m for the tower it self and PLUS 156 m for the antenna) while the CN tower is just around 533 m

I know that R&F has three tall buildings in guangzhous "pearl river new city"-area i know that one of them is R&F centre, but i am not sure whitch one... The amount of construction going on in China never cease to amaze me.

^^ yes, everyday I read newspaper there's constructions news like subways/bridges/tunnels are approved/started, I don't know when the mass construction will come to an end. I thought it was 2010 but now I believe it's not until 2015~2020.

Mighty impressive! but in my last visit in 2005, I notice the city still got alot old commie block and dilapidate low and high rise.
alot of high rise,particularly those constructed in the late and early 90's is simple aweful.
The city really needed a massive facelift.

电视塔主体结构年内建成 　

据《信息时报》报道，新电视塔工程由新广州电视中心建设指挥部进行建设，2007年计划投资5亿元，截至去年12月底，累计完成投资3.85亿元，占年度计划的77%。

全年完成征地拆迁或签订协议450户，合计近3万平方米，占总拆迁户数的64.3%。主体结构方面，核心筒已建设至25环，高度达到地面以上308米，钢结构工程达到地面以上241米。

该项目计划在2008年3月份完成广播电视塔发射台在国家、省、市的三级行政审批，2008年12月完成454米塔主体结构施工，2009年1月开始电视塔156米桅杆的顶升安装工作，2010年6月完成调试和试运行工作，并在第十六届亚运会前投入使用。

Some of them are, like the Nansha port project and part of expressway project; the others are proposed ones like airport phase II and subways.

'Knowledge City' in Guangzhou

FIRST, Suzhou Industrial Park. Then Tianjin Eco-park. Now, the Knowledge City. The last is the latest effort at cementing collaboration between China and Singapore as both sides inked a pact to start feasibility studies on a 'Knowledge City' right in the heart of industrial powerhouse Guangdong province.
Singapore's Keppel Corporation on Tuesday signed the Memorandum of Understanding wiith the Guangzhou government to conduct a feasibility study on jointly developing the project in southern China's Guangzhou city.

The Knowledge City - proposed by Keppel - is envisaged to be a vibrant and ecologically friendly city with conducive conditions for attracting and developing talent, skilled manpower and knowledge-based industries.

It will be a greenfield development of about 50 sq km. The Guangdong provincial government and Keppel have decided to site the Knowledge City at the Guangzhou development District North Zone, in the eastern part of Guangzhou Municipality. This site is about 35 km from the Guangzhou city centre and 24 km from the Guangzhou Baiyun International Airport, and it is well served by expressways.

The joint feasibility study is expected to take four months to complete.

While the Knowledge City project is commercially driven, it enjoys the strong support from the Singapore and Guangdong governments.

Singapore Senior Minister Goh Chok Tong, in a keynote speech at the Singapore-Guangdong Development Forum in Guangdong's provincial capital Guangzhou on Tuesday, said that Singapore has to constantly reinvent itself , always trying to move into new economic areas.

'I am glad to know that Guangdong is also doing the same,' he said, noting that it is never easy to venture out of one's comfort zone and explore new possibilities. Guangdong, in restructuring its economy, is embracing new industries and pursuing new growth strategies.

'Singapore is happy to participate in Guangdong's effort to restructure its economy. We could be a source for capital, technology, advanced services and ideas. We can be a bridge between East and West and between Guangdong and Asean,' added Mr Goh, who is on a five-day visit in Guangdong.

At Tuesday's Forum, Mr Goh also witnessed the signing of the MOU by Singapore and Guangdong to set up the Singapore-Guangdong Collaboration Council (SGCC) - the seventh bilateral economic council1 between Singapore and China.

The SGCC will focus on promoting collaboration in areas such as urban solutions, port operations and logistics, education, environmental services, infrastructure services, infocomm technology, tourism and other modern services. In addition, the Council will facilitate the internationalisation efforts of Guangdong enterprises by helping them to establish a presence or raise funds in Singapore.

$32b plan to form new CBDs, aid industry
The city Guangzhou is to pump 220 billion yuan ($32.2 billion) into boosting its modern service industry.

The local authority has earmarked two areas of the Guangdong provincial capital to be developed into conceptual central business districts (CBDs), it stated in a new development guideline issued on Wednesday.

Zhujiang New Town, Yuancun and Pazhou will make up one district, while Tianhebei Road, Huanshidong Road and Dongfeng Road will be the other. Both will be formed by 2020.

The CBDs will ensure Guangzhou's future as a business hub by boosting development in finance, trade, information technology, exhibition, premium retail and law, the local government said.

With the CBDs as a platform, the southern metropolis will then establish four core services in outskirt districts, it said, with science research and production in Luogang, logistics in Nansha, air cargo transport in Huadu and Baiyun, and the creative industry in Liwan's downtown Xiguan area.

The guideline also set a new goal for the tertiary industry, to increase to 65 percent of the city's gross domestic product by 2015, and 70 percent by 2020.

Ding Li, a researcher with the Guangdong Provincial Academy of Social Sciences, said Guangzhou should strengthen cooperation with Hong Kong to further develop its service industry.

"Hong Kong has developed a sound service industrial system and could help improve Guangzhou's capability to host more international service industries," he said.

Meanwhile, the local government has also attached great importance to attracting more multinational and domestic firms to set up headquarters in the city.

A report by its development and reform commission said Guangzhou ranked third behind Beijing and Shanghai among China's 35 major cities in their capability and potential to spur "headquarters economy" growth.

As the country's third largest metropolis for development capacity, Guangzhou boasts a system covering various major industries and intends to develop its "headquarters economy" by drawing strength from its automobile, iron and steel, petrochemicals and other heavy and high-tech industries.

project from initiation through the early phases of
detailed design. The company remains involved as
design director of the project in coordination with
the Guangzhou Design Institute. The design team
includes MKA (structural engineering); SSR (MEP,
fire protection and ice systems); WJHW (AV and
technology); Cini-Little (food and beverage); and
WP Moore (traffic and parking engineering).
It is planned that the arena will host a variety
of international sport and entertainment events.
The 74,000m2 arena will have a capacity of 18,000
for basketball, and also include a practice court,
large retail store and a public restaurant. “House
reduction systems, retractable seating systems,
segregated and secured vertical circulation systems,
and multi-use back-of-house programme areas
will ensure the building can host any number of
international sport and entertainment events,”
says David Manica of MANICA Architecture.
“Flexibility remains one of the driving principals
in the design of these facilities. It’s becoming
increasingly important to consider the way the
house reduction and building systems can be
optimised for smaller crowds to broaden the event
programming opportunities.”
Upon arrival at the subway stop at the southwest
corner of the site, guests are greeted by a grand
entry plaza including lush natural landscapes and
sculptural canopies that provide shade. The plaza
also includes basketball courts for community play.
The flowing curves of the site are translated into the
building’s exterior, which is inspired by a local folk
tale that tells of five colourful clouds that delivered
immortals on rams to save the city from famine.
Inside the arena guests are greeted by a spacious
grand concourse, high ceilings and direct access to
their seats in the lower seating area. Each seat has
been designed to maximise comfort and views for
all guests, and the concourses incorporate a wide
variety of food and beverage concessions, with a
large number of restroom facilities.
A private and secure parking area is directly
linked to the arena’s VIP level, allowing VIP
guests to enter the building from a separate and
secure entrance directly from their cars. At no
point will VIP guests be required to leave the
privacy of their membership seating areas and
lounges. There will be 2,800 VIP club seats, and
VIP Club patrons will also have exclusive access
to private bar and club areas directly behind their
seats. The two VIP lounges are finished with bars,
furniture, concessions, and restroom facilities. At
an even higher level of exclusivity, the suite level is
completely separated from the rest of the seating
areas and includes 60 luxurious boxes. Each suite
box has a seating area, a small kitchen where guests
can order from various menu items served by a
personal in-box attendant, and a private bathroom.
Back-of-house and service areas have also been
given exceptional attention. There are multiple
truck docks to ease loading and serviceability,
spacious dressing room and team locker facilities,
large cooking kitchens, and a vast network of private
service hallways and elevators.
Immediately to the west of the arena there are
plans for a 250,000m2 integrated entertainment
district including dining, bars, clubs, a hotel,
banquet and meeting facility, shopping mall and
cineplex. The concept design of this development
was also led by MANICA Architecture. “We are
now seeing the coupling of these multifunctional
facilities with neighbouring commercial
entertainment developments. The synergy of the
two together helps ensure each other’s broader
success,” says Manica. n

Guangzhou to get 41 new shopping centers this year
Guangzhou, Guangdong Province, which will host the 16th Asian Games in November, will see 41 new shopping centers open this year, sources reported.

Reportedly, Hong Kong’s Taikoo Hui, Japan’s Aeon, Guangdong’s Highsun Group, Guangzhou Friendship Group Co Ltd and Guangzhou Grandbuy Co Ltd are in competition to invest in shopping new centers in the city.

In addition, several large projects are competing for opportunities ahead of the arrival of the Asian Games. These include Wanda Plaza, Taikoo Hui and Walk Link Plaza, which are funded by commercial giants like Hong Kong-based Swire Properties, a real estate subsidiary of Swire Pacific Ltd, Hutchison Whampoa Ltd and Dalian Wanda.

Since most investors think business has been slow in Guangzhou, said some insiders, the Asian Games constitutes a major opportunity for large shopping centers.

一、白鹅潭地区城市设计竞赛背景和意义介绍

（一）实施中心城区“中调”战略

　　落实市党代会提出的“中调”战略，充分利用中心城区的独特优势和有利条件，着力发展总部经济和信息、金融、物流、会展等现代服务业，积极促进中心城区现代服务业集聚集群的发展，突破现代服务业发展的空间不足的制约。根据地区发展条件，从2007年12月开始，市规划局集中精力启动了琶洲—员村地区、白鹅潭周边地区、白云新城地区、新中轴线南段地区等四个重点地区的规划研究和城市设计竞赛，通过梳理功能、盘活土地、优化结构、升级产业、提升品质，率先发展四大重点地区，以作为带动中心城区乃至全市现代服务业发展的增长极，为下一步发展提供空间上的支持。

（二）地区初步定位

　　白鹅潭地区初步功能定位为“广佛都市圈”中心区，广州“西联”的辐射带动区，城市西部新的标志性地区以及新的商务中心区，重点发展总部经济、物流和创意产业等现代服务业，以及商贸和历史文化风貌旅游业，并考虑一定的居住功能。白鹅潭地区的地位将会得到进一步的提升，两江三岸（为珠江前、西航道形成的）地区将形成富于广州特色的滨江风貌区。

（三）白鹅潭地区城市设计竞赛开展情况

　　本次竞赛于2008年3月展开，通过二轮资格审查选出6家设计单位正式参赛，竞赛设计时间为2008年4月12日—6月27日，竞赛要求设计单位在新的城市社会经济发展背景下，在深入研究白鹅潭地区未来的功能定位和作用的基础上，凸现“山水城市”、“历史文化名城”格局，编制该地区城市设计方案。



二、竞赛内容

　　包含以下两部分：（一）整体城市设计。北至大坦沙尾，南至环翠路与环城高速公路，东到工业大道中、南，西至芳村大道北、花地河，总面积 35.14平方公里。（二）核心区城市设计。范围：北至珠江大桥西桥（大坦沙），南至丫髻沙大桥、环城高速公路一线，西至花地河、芳村大道北一线，东至黄沙大道、工业大道一线，面积约为24.7平方公里。该地段为珠江前、西航道形成的两江三岸地区，也是广州的门户地区之一。



三、城市设计要点

　　（一）保持原有河涌绿化“水秀花香”的特点，强调宜居城市的理念，按照现代化的城市商贸、商务区的标准进行规划；（二）发挥两江三岸的地理环境优势，结合过江桥梁和隧道的建设，使整个地区成为横跨珠江的整体区域，并形成新的标志性地区；对于核心地区、重要景观区段及标志性节点等需要进行详细设计，对太古仓和渣甸粮仓等近现代工业遗产所处的滨江空间进行详细设计；（三）城市设计应具有高起点、提出新思路，遵循成片规划、整体设计的理念，以保证整个地区景观的整体性效果，实现整体控制的目标；（四）临江一线和滨水地区原则上不得建高层建筑，高层建筑应适当向二、三线地区退让，以保证沿江地区有较为连贯的开敞空间；重点研究沿江高层建筑规划布局，对高层建筑布局、规模、体量、视线通廊和空间关系等提出控制性要求。



四、前期研究要求

　　除结合“中调”、“西联”研究该地区现有产业状况和广佛城际发展，提出未来发展方向外，要对广州钢铁厂、造船厂、造纸厂等产业用地的未来利用进行详细研究。



五、整体城市设计要点

　　（一）达到确定空间形态、功能组织、交通方式、开敞公共空间、绿化、夜间景观等城市设计方案、提出环境设计导则；（二）结合河涌水系、滨水区及绿地生态系统状况，提出修复生态环境、营造良好人居环境的意向性方案；（三）道路交通系统设计要提出未来发展对策，设计功能完善、结构清晰的交通网络，对步行系统、轨道交通与周边交通的联系、三岸间水运交通的衔接等提出设计指引；（四）结合历史风貌对历史文化遗产保护与利用进行详细设计；（五）滨水风光的整体意象设计。



六、核心区城市设计要点

　　（一）充分论证的基础上制定核心区功能定位、土地利用、空间发展形态、绿化景观、交通组织，城市景观等方面的设计方案；（二）研究重要地段的空间形态和规划布局，提出城市设计方案；（三）提出交通组织与公共交通的转换、人性化步行路线的方案；（四）沿江地区城市设计。对沙面、洲头嘴、长堤、广铁南站等重要景观节点进行详细设计，对太古仓等工厂旧址的滨水公共空间进行详细设计，提出沿江和滨水区域建筑物规模、体量、空间视线关系的控制要求；（五）提出珠江沿线旅游组织方案、水路旅游线路的衔接。



附：白鹅潭地区概况

　　白鹅潭地区的原芳村地区，位于广州市西南端，三面环水，北、东面临珠江（西航道），与荔湾区、海珠区隔江相望；南靠珠江（佛山水道），与番禺区大石镇、南海平洲镇相邻：西与佛山的南海盐步镇、黄岐镇接壤。现海珠区工业大道以西的洲头嘴地区，已陆续开发建设了一定数量的居住区，仅南部尚存有广州造纸厂等工业厂区。在白鹅潭地区的北岸，黄沙大道以南有沙面近代租界区，广铁南站及新丰港。在东岸的洲头嘴一带有近代港口码头与仓库保护区；在西南岸有近代外国仓库区、聚龙村、真光书院旧址等。上述历史文化遗产记载了广州的近代城市历史和工商业历史。目前，该地区的认同度较低，公共服务设施建设相对滞后，对城市居民尤其是广州市旧城区居民的吸引力不足。

　　由于历史原因，白鹅潭地区的现状功能较为混杂。北部区域居住、商业与城中村相混合，南侧以大型仓储码头用地为主，且经济状况不佳，市政府计划通过“退二进三”等项措施的实施，推动工业厂区的改造和搬迁计划，并探讨白鹅潭地区原工业用地和未开发土地进一步改造和利用的可能性。该地区也需要对土地利用、产业转型和滨江区域景观等方面进行必要的现状梳理与规划整合。

　　广州市正在同步开展对白鹅潭地区的发展战略与前期策划研究，探讨作为“西联”的一个起始点的白鹅潭地区的可能潜力、发展模式、规划目标、动力源以及相关的建设项目，以及支撑城际发展的轨道交通（地区的和城际的）结构体系等问题。结合区位条件与环境因素，以及广佛城际地区的发展关联性，对该地区的发展优势和未来功能进行分析，通过综合研究，确定功能定位及合理的地区发展目标。六个城市设计方案于7月12日——18日开始在白云大道新体育馆大众馆公开展示7天，市民可免费参观；同时在规划在线（www.upo.gov.cn）网站公示7天，市民可上网了解各方案详情并参加投票。



六方案特点介绍

方案一：

一、地区发展定位：　白鹅潭地区的定位是广佛之心-首善之区的策略节点，分为三个层次：　基本定位是水秀花香的“宜居半岛”，应打造一体化的过江交通，消除珠江在交通和心理上造成的阻隔，有效疏解旧城区的人口和产业。　扩展定位是构筑广州城市“中环”，将本地区打造为广州的城市副中心之一；建立一体化的广佛道路系统，打造广佛制造业的服务基地——“广佛之心”。　创新定位是广州“首善之区”的一个策略性节点，打造面向泛珠三角的区域性交通枢纽，支持广东作为南中国经济中心的“大西联”战略，强化广州的国际性城市功能。

　本次城市设计以扩展定位为设计目标，按创新定位配置地区功能和土地使用。在某些创新职能不具备实施条件时，建议储备相应土地，以确保土地资源的战略价值。

　广佛之心的打造，必将成为首善之区的重要策略节点，并成为白鹅潭地区发展的重中之重。



二、综合交通的整合与优化

建议设置综合交通枢纽，实现快速铁路或珠三角城际铁路与广州和佛山的城市轨道的换乘。

广佛区域交通：打造一体化的广佛交通。在现有城际高快速路的基础上，尽可能联通两城市的主次干道，形成无缝对接的生活性道路系统。2、广州城市交通结构：构筑广州城市“中环”。连通如意坊大桥、芳村大道、花地大道、环翠北路和丫髻沙过江隧道，构筑城区西部快速路系统。“环路＋放射线”的快速路系统协调了本地区各方向的区域可达性和通过性，同时减少了穿越式交通对本地区交通的干扰。3、珠江过江交通：实现两岸交通一体化。本次规划建议在珠江隧道与如意坊大桥之间增设生活性隧道，连通现状东漖北路；在洲头咀隧道和鹤洞大桥之间增设生活性隧道，连通浣花路和宝业路、江南西，使两岸之间基本实现主干道跨江，桥隧间距约1公里。

公交系统规划：根据白鹅潭地区的地理位置，发展与其相适应的线网。线路运能配备最大限度满足高峰小时最高断面客运量需要，逐步提高服务水准，根据运量增加提高运能供给。三条以上公交线路共用的首末站或与其它交通方式换乘的首末站设置西朗公交枢纽站，规划用地3000～6000平方米；综合车场规划用地面积建议为200平方米/标准车，每处用地面积30000平方米。公交客运站场结合公交走廊在各功能区中心区域进行布点，设1处；首末站设置在大型居住商务组团附近或作为居住区配套设施进行建设。

步行系统规划：本次规划滨水节点的环境优化和功能提升将极大地拓展现有的珠江水路观光旅游线路。和花地河的滨水地区控制休闲步行路径。此外沿几大滨水节点和景观水系设置渗透至腹地的步行路径，力求形成连贯完整的地区步行系统。在主要的交通干道应考虑设置人行天桥或过街隧道，并做适当的景观化处理，减少车行交通对步行的阻隔。



三、工业用地置换策略：对于广船、广纸、广钢等大型工业企业，具有较大的土地存量与策略开发的潜力，规划中将其进行策略改造，功能升级为总部社区、游艇码头等具有地区影响力的大型公共项目。

容积率的设定一方面遵循整体功能结构和空间形态的安排，同时兼顾经济效益和社会公平。在交通区位和景观条件优越的地区，适当提高开发强度，充分发挥土地价值。在控制公共开敞空间，保证地区环境的同时，提高周边土地的开发强度，保证方案的实操性。

　对滨水一线建筑高度进行控制，在符合整体空间形态控制的原则下慎重安排高层建筑的分布。控制高层地标建筑的区位，作为各大滨水节点的空间标识，形成变化有致的天际轮廓线。



空间结构布局与空间组织

　城市设计通过道路系统和开敞空间整理形成了三个圈层。

　外圈层以居住功能为主，主要承担旧城区人口的疏解。内圈层容纳了“广佛之心”的核心服务功能，涵盖滨江的四处节点功能区和腹地的总部社区，功能包括商务、商业、文化休闲、旅游观光等。中圈层作为内外两圈层的过渡区，包含专业市场、居住和配套服务功能。



历史文化遗产的保护与利用

滨水地区开发与建设策略　以滨水节点的公共设施体现滨水空间的文化性、景观性、公共性；在滨水重要策略区注重滨水空间的开放性；布置文化、休闲、娱乐、商业等功能，整体提升本区的滨水标志性。本规划的原则同时尊重公共性与开发效率的平衡。在非公共节点区，布置优质的居住项目，实现宜居城市的整体定位。

一、发展战略：1 发展目标：从“西联”和“中调”战略出发，广州要建立现代化产业体系，成为宜居城市的“首善之区”，要求白鹅潭地区瞄准现代化、国际性、创新型的广佛都市圈核心区的目标，发挥广佛联动发展的核心功能及枢纽商务港的作用。2、功能定位：（1）价值重估，打造增长极。（2）推动多中心中央商务区（MCBD）的发展。（3）增长极功能配置：白鹅潭地区要与广州另外三大重点地区错位发展，就需要立足广佛，合理配置功能：建立总部办公、突出文化创意、塑造宜居住区、培养生态休闲。3 产业定位：大力发展总部经济及高端服务业、文化创意产业和休闲旅游业。



二、整体城市设计

1、十大设计策略：策略一：双核联动发展，辐射周边；策略二：服务功能复合，培养创新；策略三：重塑功能要素，产业升级；策略四：打造现代标志，树立形象；策略五：水陆枢纽汇集，凝聚人气；策略六：提供开放空间，丰富活动；策略七：缝合两岸空间，注重生态；策略八：充分利用空间，集约开发；策略九：延续历史文脉，凸现文化；策略十：完善社区配套，塑造宜居

2、设计方案：功能结构：形成“一带、一轴、二核、十片”的结构：土地使用和建设规模规划居住人口35万人，就业人口55万人，地区总体开发强度1.12。

3、交通策略：规划针对现状问题提出交通策略，系统的解决交通问题。

策略一：加强区域通达性，新增一条城市轨道交通线路，形成一环三线轨道交通网。策略二：“分离过境、分离客货、分离快慢”，形成多层次分离的有序交通体系，设置多层交通保护环。策略三：规划芳村核心集散枢纽和滘口、西塱两翼换乘枢纽。并通过次干路，预留联系武广客运专线规划车站的道路通道，实现地区枢纽与高速铁路的短驳衔接。策略四：实现轨道、道路、水上交通多式“缝合”。策略五：解决为 “集散结合、总量控制、梯度供给”，适应商务中心区停车需求。

此外，规划在空间集约利用上，对商务中心区地下空间和交通枢纽上盖空间进行了一体化建设规划。在历史文化保护与利用上，体现了对文物及历史建筑的保留保护，并积极提出吸取德国鲁尔工业区改造经验，适时置换改造广船、广钢、广纸地块。



三、核心区城市设计

核心区分为中心片区和滨江片区。

在中心片区，规划提出双“T”形空间形态“缝合”两岸的空间架构，让两岸呼应、滨水公共（Talk ＆ Touch）；通过绿心打造，塑造一片流光溢彩的广佛新天地景观来集聚总部办公；通过花地河绿环建设形成水秀花香的氛围。其中，在商务中心区，规划总结了上海陆家嘴存在的问题和国外实践经验，提出形成“一轴、一带、四组团”的功能结构，商务中心区由两翼的总部办公区、滨江的文化休闲区和围合的中央公园构成。交通方面通过芳村大道过境快速路设于地下，以及建立核心保护环路，来解决机动车流线组织问题，疏解老城交通。

在滨江片区的沙面岛节点，规划提出借鉴上海外滩和新天地，分类保护、功能置换和合理改造、维护尺度的策略。在太古仓节点，规划按照创库互动区、港口历史展示区、体验式商业街区和特色宾馆区四个功能区设计方案。在洲头嘴节点和铁路南站节点，规划提出了综合酒店、商办和休闲娱乐功能，利用历史遗产的的现代城市滨水区改造方案。

在中央公园及周边地块和交通枢纽区重点城市设计上，规划进一步描绘白鹅潭灿烂的前景。方案从分层平面设计、交通流线组织、剖面设计、步行系统、建筑生态，以及重点项目设置如标志性建筑天歌大厦、星光大道、珠江之星摩天轮以及焰火表演等方面，全面论证了建设一片精彩广佛新天地——中央公园的可能性。

在交通枢纽区设计上，规划认为这是一处具有空间集约利用价值的土地，而且应该先期开发，带动人气。规划也做了深入研究。

水逸白鹅潭，花地创意居！

在新背景下，白鹅潭地区具有六大发展优势：一、广州“西联”轴线起点，城市“中调”战略承载地的区位优势；二、存有大量可供盘整的土地资源优势；三、正在逐步完善的区域交通优势；四、一江三岸，花地河蜿蜒，得天独厚的地理景观优势五、底蕴深厚的文化优势六、房地产、花卉、茶叶等特色产业优势。

功能定位：白鹅潭地区的定位应从广州建设国际化大都市的目标、区域大城市的竞合关系、广佛都市圈的要求以及广州市中调战略要求四个层面来确定，概括为：国际性都市休闲区，岭南文化家园的创新基地，广州西部城市副中心，生态和谐的安居宜业新区！

根据这一定位，确定白鹅潭地区产业发展策略为：以商贸休闲、高端服务、创新创意产业和房地产为核心产业，适当发展现代物流产业和会展业,逐步退出重工业。



一、整体城市设计层面，规划提出“联城。。。依水。。。、融绿。。。、宜居。。。”的设计构思。空间结构可概括为“一江、一环、三廊”，功能结构为“三带、双核、八片区”。

一江，以珠江为景观核心，一环，以都市绿环为生态背景，三廊，通过沿现状河涌（读chong，冲）的三条绿廊将珠江与绿环相连，形成规划区的结构框架。三带，即一江三岸都市休闲带。双核，即为北部游憩商贸区，南部创意产业园区两个核心区。八片区，即七个商住混合区和一个物流园区。



二、功能结构：白鹅潭地区规划人口约35万，总建筑量逾 3000万平方米。落实到空间布局上，分为10大功能区，其中：游憩商贸区（RBD），规划面积220公顷，建筑量480万平方米。规划采取高强度、紧凑型开发模式，积极关注滨水休闲空间的设计。其他功能区采取不同的开发模式。

整合规划沿珠江三岸都市休闲带，自北向南，设置广铁南站休闲街区、长堤内港风情区、太谷仓文化休闲区、南泰涌（读chong，冲）内港休闲区、广船滨江码头休闲区等十六个节点，提供丰富的游憩体验。利用白鹅潭珠江三岸地区的文化优势、土地资源优势，将沿江地区整体打造为创意产业走廊和创意产业园，形成面向珠三角乃至东南亚地区的创意产业富集带。

规划花地宜居社区、芳村都市社区、海珠商住区三大居住功能区，分别针对城中村改造、社区活力塑造、海珠区空间疏解等问题展开设计。另外，在坦尾沙规划商住综合功能区，在南部规划物流园区。



三、实施层面，规划倡导公交优先的绿色交通。同时，合理确定规划区开发强度，对公共资源实施严格控制。在项目选择上采取“触媒”思路，优先选取带动力强的项目，滚动发展。在开发时序上，滨江地区控制开发节奏，其他地区择机启动，商贸区与居住社区同步推进。

方案四：

原点复兴， 城市再生

本方案所提出的“原点复兴”空间计划，是一项依托历史，创新未来的 “历史性的计划”。使广州的区域性中心地位除了在功能上强大外，更能具备历史的深度的视野。白鹅潭地区的再开发将推进广佛融合，促进双城互动，充分发挥广州辐射华南、带动全省的核心城市作用。传统中轴线以西超过100 平方公里的区域还未形成相应的次级中心。把白鹅潭地区建设成广州西部的次中心，能填补有效的优化城市结构。



一、本地区的发展定位是：广州西部的重要城市节点，广州西联的的桥头堡，以总部经济、创意产业、休闲娱乐、商贸物流和居住为主导功能的滨水城区。

策略1——完善设施，重整交通：要复兴白鹅潭地区的，需要大力加强与老城区、广州新兴功能区的联系，理顺白鹅潭地区与佛山的联系。策略2——整备资源引导新功能注入。选择核心地段，引导总部经济等新功能的注入。使本区承担起西联桥头堡的作用。策略3——拓展公共空间，反转形象。通过以下策略逆转本区的低端形象。（1）改造原有工业厂房、设施，打造广州滨水娱乐新焦点。（2）结合轨道交通的发展，利用TOD模式，改造站点附近的城中村。（3）选取和布局恰当的“触媒”项目，吸引城市的关注，改变本区的边缘区形象。策略4——引入“触媒”，启动复兴：以“城市舞台”作为白鹅潭地区复兴的触媒：构建由临水舞台和滨水电影院组成的滨水公共活动中心，吸引公共活动在此展开，打造白鹅潭地区注入时尚、新潮的形象。



二、总体城市设计思路从三方面展开：开发策略点，水平分区生态梯度以及垂直系统要素规划。

首先以开发策略点——“新原点” “ 滨水琴键区”，广船广纸娱乐区，交错地景带，中心生活区带动本区发展，形成城市再生的启动机制。垂直系统要素规划主要包括生态公共体系和交通体系。

滨水琴键区将被划分为小规模发展区，由北向南，分为5大主题，同时沿垂直岸线方向划分为三个区域，由不同的城市设计导则控制。沿珠江区域将加入四大地标，共同构成错落有致的滨水天际线。

琴键滨水区的焦点位于三江交汇处的新原点，包括沙面，新原点以及洲头咀。

新原点位于原点地区的西南部，是重塑白鹅潭地区的形象的城市发展开发策略点，包括浮动电影城，创意产业区，总部经济发展区

洲头咀与新原点隔江相对，以旧城更新为发展策略，塑造广州的“新天地”。

原点区以南的滨水西岸琴键区以电影创意产业区为重点，

整个滨水琴键区以广船广纸的工业更新改造作为高潮收尾。

交错地景带既是整个区域重要的生态基础设施，也是白鹅潭外围与中央生活区之间的生态缓冲带。主要由：水系再生,生境再造,滨河绿脉动态城市景观四个系统共同组成。

中心生活发展区以iTOD为改造策略结合城中村的梯度改造，分三阶段,随地铁线路的建设而展开。

城市设计的实施策略是渐进式而非跃进式，整个发展分为三个阶段。第一阶以原点和滨水区启动整个区域的发展。第二阶段通过建设生态基础设施，推动区域发展。第三阶段完成工业搬迁，产业置换和城中村改造。

一、总体功能定位：规划整合白鹅潭地区的禀赋要素，融入创新要素，通过对城市发展的整体研判，提出本项目的功能定位：具有国际影响力的广佛都市圈中央智力区。该功能定位具体包括以下三点：1、广佛联动参与国际竞合的区域性中心；2、辐射珠三角的开放性生产力服务中心；3、富有岭南特色的生态型滨水宜居新城。

生态 . 中央智城具体为以下四项子目标：1.智慧创新之城——财智要素汇集，自主发展创新的动力之源；2.产业集聚之城——现代服务集群，功能多元复合的活力之都；3.文化交流之城——岭南文化提萃，多元文化交融的开放之城；4.生态宜居之城——水绿交融共生，人文多元和谐的宜居之地.



二、总体布局结构：规划在发展战略构想的基础上，立足于基地特征，采取地缘设计手法，引入“有机聚合”的规划理念，形成白鹅潭地区如下总体布局结构：一江贯连，四心拥江发展；多脉通达，广佛联动协同；有机渗透，生态网络建构；片区聚合，公交引动集聚。

1、一江贯连，四心拥江发展；规划确立珠江为白鹅潭地区的空间发展带，沿江地区发展创新型现代服务业形成四个功能核心，强化核心集聚效应，引动两岸协同发展。2、多脉通达，广佛联动协同；规划通过轨道交通和主干交通线建构多条广佛区域间的交通联系走廊，强化白鹅潭地区广佛之间的中心地位和交通联系纽带作用。3、有机渗透，生态网络建构；通过生态环境的营造，展现白鹅潭地区水秀花香的地域景观特征，提升地区形象与环境品质，吸引高素质人才导入。4、片区聚合，公交引动集聚：在生态网络的基础上，以高密度组团的集中模式实现用地集约性与环境生态性之间的平衡，在此基础上形成六大功能片区，分别为中央商务与公共活动片、总部经济与创意研发片、生物医药与信息媒体片、滨水宜居与文化休闲片、物流商贸与科技研发片、生态休闲与教育培训片。



三、城市设计策略：1. 水韵花都——曲水连城，蓝绿交织，凸显地域景观特征；以水为脉，建构生态网络，发挥生态绿地的景观和游憩功能，强化珠江、花地河、大冲口冲等景观河道的绿化设计，并与沿线建筑群落交融共生。2、盈彩江岸——塑造多样水岸风貌，创造生动滨水场所：临江建筑在竖向形态设计上采用梯度处理，形成层次丰富，错落有致的建筑景观界面；3、四心拥江——强化滨江城市意向，塑造标志性核心空间：强化总体用地布局确定的四个核心功能区的城市设计，充分发挥江、岸、面、嘴、岛、湾、港等滨水岸线特征，通过地标、界面等城市设计要素的处理，形成东西两岸辉映，多元特色鲜明的四个景观核心区域，即CBD——左岸智岛，CAD—— 活力蓝湾，CMD——未来之港，CLD——文化水岸。4、八景洞天——提萃滨江景观特色，打造珠江新八景：依托珠江景观，由北至南形成八处标志景观，分别为“坦尾文化岛”、“车站遗址园”、“三水汇流区”、“花地仓文化区”、“太古仓码头区”、“创智文化湾”、“未来科技港”、“丫髻沙生态岛”。



四：核心区城市设计：1、CBD中央商务区——左岸智岛

这一片区由花地大道、浣花路和珠江所围合，同时轨道交通1号线、10号线和20号线三条轨道交通在此交汇，为高强度复合开发提供了先决条件。通过对基地原有水系加以整理和连接，形成以水为主题的大型开放空间——花湾公园，和广州新的标志性商务岛——左岸智岛。2、CLD中央生活区——文化栖岸：中央生活区包括石围塘生活休闲区、南站生活休闲区和坦尾生活文化区三大片区。3、CAD中央活力区——活力蓝湾：利用广钢广船等搬迁后的发展空间，以开放的空间姿态，汇集财智要素，吸引高素质人才，建设广佛都市圈的开放性生产力中心，形成自主创新的活力智慧之源。4、CMD医药信息港——未来之港：在基地南部的珠江沿岸打造以生物医药产业和信息媒体产业为核心的医药信息港。

白鹅潭地区功能定位是：广佛·商旅创意文化滨水区。以实现“商旺文兴跨越「老」广州，水秀花香宜居「新」都市”的整体发展目标。



白鹅潭地区整体城市设计，吸收国内外滨水地区发展的先进经验，结合地区空间资源与人文环境要素，空间结构可概括为“两心十字轴，双廊多节点”：（建议在土地利用图上展示）

「双心」商务旅游中心，创意文化中心；「十字轴」芳村绿色公共轴，地铁TOD发展轴

「两廊」滨江公共服务廊 花地居住休闲廊

「多节点」居住文娱岛节点 创意文化港节点 媒体创意城节点

在功能布局中形成了八大功能区：“智慧/资讯廊、文化休闲港、商旅风情湾、文娱生活岛、芳村生活区、花地居住片、花卉湿地园、创意产业城”。

在规划区内，通过梳理现状河涌水系和开敞空间的结构，形成“双廊多园网络式”的绿化景观体系。多园指规划的公园体系。自北向南分别为：南站文化公园、坦尾滨江公园、榄江公园、商务休闲公园、花地公园、聚龙公园、太古公园、湿地公园、华南重工业史迹博览公园、海珠湾公园等。



在交通方面：

1、构建“双环之间，五横、四纵一链”的城市干道骨架。

2、长途车站与西塱地铁站和广佛线换乘站相结合，构建广佛的综合客运交通枢纽。

3、鼓励公共交通，保留现有铁路线，将其改造成慢速有轨电车，结合沿江的观光轻轨线，营造城市环状滨水慢行交通。



核心区城市设计，本着回归自然人文、重构生态格局、紧凑复合发展、高品质滨水环境的设计理念，打造核心区宜居环境。

在总体布局中，提出“生态景观膜”的概念。“生态景观膜”由河道和公园绿地组成，每个单元控制在500米半径范围内，居民可以便捷到达这些“膜”式的休闲空间。整体岸线的建筑群布局，纵向进行退台设置，避免“高层墙”的败笔，横向高低起伏，形成节奏和韵律。对工业遗产、特色村落、宗教场所等元素，结合开敞空间和步行系统，使之成为公共活动的场所。沿珠江两岸，在白鹅潭、太古仓、广船地区，利用现状的码头开辟渡江巴士，通过公园、商业文化中心、创意中心等功能，打造公共功能的缝合节点，

通过对三江口的河道空间和岸线视线分析，设立标志性建筑，形成以白天鹅宾馆为基础的三楼鼎立格局。

核心区的布局利用绿带成楔形进入组团，滨水边的“一叶绿舟”，为这片开放空间注入活力。总体城市意象从历史印记中产生，回望水运时代的中心地位，建筑群整体造型以“百舸争流”为立意，喻示广州人扬帆破浪的风发豪情。

广州9月底前“大变” 新城市名片亮丽登场

编者按：从古老的千年商都到崭新的国家中心城市，广州近年来的沧桑变化令人惊叹。然而在上世纪末，广州那有着2200多年历史积淀的岭南城市风貌，在强烈的现代化冲动中“一度蒙尘”，城市建设在高歌猛进中变得欠缺品位，滋生出道路到处塞车、房屋杂乱无序、环境污染严重等一系列“城市病”；而作为广东省首府，其领头羊地位随着其他地区的崛起和城市竞赛规则的改变不断遭遇挑战。
　　
　　
　　在发展危机感的自醒中，开全国先河的“城市大变工程”应运而生。1998年7月，时任中共中央政治局委员、广东省委书记，现任中共中央政治局常委李长春在广州考察城市建设管理工作时，明确要求广州努力实现“一年一小变、三年一中变、2010年一大变”。2004年，广州成功申办2010年第16届亚运会，从此广州“大变”工程与亚运会筹备工作密切联系起来。2009年6月，中共中央政治局委员、省委书记汪洋考察广州“大变”工程推进情况时，进一步提出了“天更蓝、水更清、路更通、房更靓、城更美” 的奋斗目标。

　　时光回溯到12年前的1998年7月，省委、省政府在广州召开的城市建设现场办公会，开启了广州这座千年古城的新一轮发展大幕。随后广州申亚成功，2010年更成了考验广州的一个重要年限———随着亚运开幕日期的日益临近，一个有别于12年前的全新广州形象，正在人们的无比期待中显山露水。
　　
　　
　　昨日（21日），由中央、省、市媒体组成的采访团共60多人，开始在广州进行为期三天的“巡城之旅”。记者获悉，目前，广州人居环境综合整治已经进入冲刺阶段，完成工作量120多亿元，整个进度完成约66%,全部工程将于9月底前完成。届时，一个整洁、靓丽的广州城将展现在世人面前。

　　事实上，广州“大变”，是历届省委、省政府结合广州实际、立足城市长远发展，站在战略的高度来谋划部署的，并由历届广州市委、市政府在实践中不断发展、不断完善、不断细化，进而形成全面、科学、系统的城市建设理念的基础上实现的。
　　
　　
　　据了解，具体到广州人居环境综合整治，主要包括建筑立面整饰、园林绿化美化、道路升级改造、夜景光亮工程等，共835项，主要是对老城区81条主干道的路面及道路上的设施进行升级和绿化，对道路的栏杆、指示牌、城市家具进行优化，清拆主干道沿线的危破房，种上大树、花卉，对道路两旁的建筑物进行粉饰。对 74个亚运场馆内部的环境进行全方位的修缮、完善，对场馆外部的交通设施、交通指引、绿化建设、三线下地等进行综合整治。对老城区全面实施社区综合整治，使城市面貌得到根本的变化。
　　
　　
　　这无疑是一个复杂的系统工程。在广州市委、市政府的正确领导下，在全市广大市民群众的大力支持下，经过市、区两级政府有关部门和单位的共同努力，目前各项整治工程进展顺利，已经进入冲刺阶段。尽管今年入春以来降雨特多，加之新增整治工程较多，但工程仍将于9月底前全部完成。

　　在推进人居环境整治中，广州还十分注重挖掘和整理历史文化资源，如沙面岛和滨江西欧陆风情，如大元帅府、一劳大旧址、黄埔古港等等，都很好地体现了景观效益与历史文化的有机结合。将人居环境综合整治与打造历史文化名城结合起来，在塑造城市景观的同时突出地域历史文化特色，做到了既重景观，又重文化。
　　
　　
　　省、市政府一把手再三在多种场合强调，广州推进“大变”工程，既要重“面子”，又要重“里子”。广州将人居环境综合整治与老城区改造结合起来，在注重景观效应的同时实现城市基础设施的改造升级。比如，主干道和社区同时整治，建筑外观整饰与内部整饰相融合，在美化市容市貌的同时，也考虑市民的实际需要，改善和提升群众生活环境，使整饰工程惠及广大市民。例如东山湖南广场，既美化了环境，又为市民增添了休闲场地。

I presume these are of the same thing. But what are they? An underground parking garage? Underground roads and metro station?

I have tried to track down a picture, examined dozens of pics of Guangzhou's skyline, and search for any evidence that this building was ever finished. I have found none. The last mention I found was that back in 2004 it sat half-finished. Was it ever topped off? Is there even a single picture of this supposedly finished building?

Does anyone know what is happening with the park outside of Citic Plaza? The one which they usually decorate with threes? It seems that they have put some paving in. Can someone confirm it? have they had enough with the art and want to make it people friendly now?

Any actual pictures of the projects? Are they still running or have some of them been cancelled because of the rising risk of a property prices bubble?

Which projects? Zhujiang New City is basically done except for Chow Tai Fook Tower (530m, U/C). And they just announced a massive new financial district with multiple supertalls. In China there is no slowdown in real estate.
