One of the first projects announced in a series of redevelopments of former textile mill lands in South Mumbai, the tower will be Mumbai's first purely commercial skyscraper to break ground -- all other skyscrapers being purely residential or mixed residential/hotel. Not only does it herald the next phase of high-quality but infrastructure-intensive commercial skyscraper development in Mumbai, but it is also an indication of what the redevelopment of the massive mill lands and slums in the next 5 years will mean for Mumbai and her booming skyline.

Initially reported to only be 40 stories tall, the height has since been increased to 60 stories. Designed by Chicago based firm Adrian Smith + Gordon Gill Architecture, is the latest in environmentally friendly signature towers planned for Mumbai.

According to the architect's website:
The 60-story Elphinstone Mills complex in downtown Mumbai includes Class A office space and a pedestrian friendly retail podium. The building is designed to a LEED Platinum standard and will create a new icon in the skyline of Mumbai.

Every floor of the office tower features outdoor terraces and multi-story garden atria, fully integrating the interior workspace with natural elements of the exterior environment. These garden spaces provide tenants with a shaded area for relaxation and socialization; natural light is abundant, while the overhangs simultaneously shade the units below. The building is also oriented to minimize solar gain, decreasing the heating effect of direct sunlight and increasing comfort levels for building tenants.

Each atrium space is connected to a central atrium within the building’s core. Air flows from the exterior environment into this central space, accelerating as it travels down the atrium toward a series of wind turbines, which generate power for the building.
One of the major hurdles facing the construction of major commercial towers in Mumbai, that of uninterrupted power, has been solved with on-site generation and a design that minimizes power consumption and loss. Going totally green may be the way for major skyscraper projects to go in Mumbai, which is yet another boon for the city. The second major hurdle, that of infrastructure, is to be remedied by having the developer offset the cost of infrastructure development adjacent to the site, a requirement of mill land redevelopment. The development of the Mumbai metro and other mass transit projects that will service the mill land region will also contribute to sustainability.

According to Indiabulls, construction of the tower has already started from March 2007, with a completion date of Sept, 2008, but SSC India members cannot independently verify if it has, due to the inaccessible nature of the site. However, it's worth noting that construction Indiabulls's commercial development at its related project at nearby Jupiter Mills is well underway:

Note in the above image all the towers coming up at other mill lands. And these are just the very beginning of the huge mill land redevelopments in store for India's financial capital :)

Props to spyguy for originally finding and posting the renderings at SSC India

It looks pretty good! I'm not familiar with Mumbai skyscrapers or it's skyline, but I'm sure this one will stick out.

This article in DNA Mumbai (http://tinyurl.com/3agl74), confirms that this project is now under construction.

Here is the Elphinstone Mills worksite:
http://img295.imageshack.us/img295/4974/c61gj0.jpg

And relevant quotes from the article:
Residents of the Elphinstone Road-Lower Parel area say they are paying for the re-development of mill lands in their area with their health. The hectic construction activity at Elphinstone and Jupiter mills, where huge commercial complexes are coming up, and the NTC mill land, which will turn into an entertainment centre, is generating a lot of dust leading to people complaining of cough, asthma-related problems and burning eyes.

Since construction began a year ago, doctors have reported a sharp increase in lung ailments.

...

Munaf Thakur, member of Elphinstone Road Rahiwasi Seva Sangh, an association of local residents, says, “Over 500 trucks bring construction material and a similar number take away debris from here. Spillage from the trucks remain on the road and dust is blown into homes by the movement of passing vehicles.”

Madhukar Tawade, another member of the Sangh, says, “Much of the dust is generated by the stone crushers and concrete mixers. The sites are not properly enclosed.”

...

“There is construction activity going on and it (dust problem) is not a usual situation. There will be some inconvenience. We have put up 30-feet high metal barricades around the site. We plan to raise the height by another 10 feet. However, we are ready to talk to residents if there is still a problem."

Some more confirmation that both Elphinstone (http://www.skyscrapercity.com/showthread.php?p=24739126) and Jupiter Mills (http://www.skyscrapercity.com/showthread.php?t=586377) towers are in the pipeline. From this press release (pdf) (http://www.richardscarlberg.com/pdf/indiabulls.pdf):

MARKETING OF ONE OF INDIA’S TALLEST BUILDING AWARDED
TO HOUSTON-BASED RICHARDS/CARLBERG

Agency to Promote Three Projects in Mumbai’s New Central Business District
HOUSTON (August 30, 2007) — Central Mumbai in India is emerging as the
new financial business centre of the fifth most populous metropolitan area in
the world and will soon be home to one of the tallest building in the country – a
luxury condominium. The builder and one of India’s leading real estate
companies, Indiabulls Real Estate Limited (IBREL), has selected Houston-based
Richards/Carlberg as its agency of record to promote the structure along with
two other construction projects in the area. The agency’s responsibilities include
the worldwide advertising and marketing of the complex.

[...]

Richards/Carlberg’s first assignment included the naming of the initial
project – One Indiabulls Centre, which will offer more than 2 million square feet
of office and retail space. The agency currently is developing one of the first
marketing materials which is 20-page fold out color brochure that outlines the
key features of the Centre including its LEED (Leadership in Energy
Environmental Design) gold rating certification; its ease of accessibility by bus,
Indiabulls and Richards/Carlberg
Page 2
taxi, rail and proximity to the airport; its state-of-the-art security with smart card
readers, a monitoring room, alarm systems, fire detection and more; and a host
of amenities like a fitness centre, concierge service and several eateries. Similar
marketing materials will be created for the 60-story commercial office building
and the 75-story condominium, both of which will be certified Platinum Green
Buildings. Creative development for advertising to follow.

Which two buildings are they talking about? Yup:

X-posting some info from Mumbai thread

i took these photographs 10 days back and since then i have been hesitating to post these photographs until i can firgure out what exactly is going on the Elphinstone mills. for the last couple of months the structure is not gaining any height hence i went to the other side of the building to find out what is happening.

this was the earlier image i had taken on Feb 6th 2009.

elphinstone mill tower u/c, as on 06.02.2009

http://img16.imageshack.us/my.php?image=sdc10062lf0.jpg

http://img16.imageshack.us/img16/5646/sdc10062lf0.jpg

and this image was taken around 20th May 2009.

http://img150.imageshack.us/img150/1508/sdc10324.jpg

We can see there is hardly any gain in height since february.

This was the scene which i got to see on the other side.

http://img83.imageshack.us/img83/4697/sdc10507.jpg

We can clearly see that the glass cladding of the structure is already on and i dont see a point why would they start the glass cladding of a proposed 60 storeyed structure when they are only done with constructing 15-20 odd storeys.

now i remember seeing one image in this forum, which showed 3 mid level rises of 6-20 storeys each, which was supposed to come up in the elphinstone mill land. (somebody help me find that image, pls). taking a look at the next picture, i think that is the actual project which is being implemented as we can cee basement is being laid for similar smaller towers.

http://img195.imageshack.us/img195/1864/sdc10509s.jpg

I dont think there is any point expecting a 60 storey tower coming up in elphinstone mill land.
for all practical purposes, the building has already topped up.

I will be happy to be proved wrong.

Damn. You seem to be right about the multiple towers fact. HDFC securities' Jan 2009 update (http://0101.netclime.net/1_5/25f/327/37f/Indiabulls%20Real%20Estate-Update.pdf) on IndiaBulls Real Estate also mentions 3 towers:

http://img205.imageshack.us/img205/9369/23178278.jpg

but here's something interesting:

Increase in FSI
IPIT’s statement:
The company said, the Urban Development Department, Government of Maharashtra had increased the Floor Space Index (“FSI”) from 2.66 to 4.00. This additional FSI can be availed of by surrendering the parking space that is over the statutory minimum needed. The Trust expects the leasable area to increase to more than 5.0 million square feet for offices and retail
development, compared to an earlier projection of 3.4 million square feet. The projects are being re-designed to accommodate the increased office space and include the excess parking space.”.....
...
IPIT stated, the construction of Tower 1 at One Indiabulls Centre was completed on schedule and is awaiting the Occupation Certificate and other regulatory approvals to allow client fit-outs. The regulatory approvals will be received shortly after the change in the regulations. Tower 2 construction has proceeded as per schedule except for the completion of the top 4 floors which had to be modified to take in the anticipated hike in the FSI. The construction of the mall in One Indiabulls Centre has been delayed due to the re-design incorporating the new office tower and surplus parking space.

The re-design involves the construction of additional floors to the three towers at Elphinstone Mills as well as adding a fourth new tower.

This 4th tower is our 60 fl eye candy.

Here's another snippet:

Responses to SGX Queries-Raises more questions

The response to Current construction status of each building as compared to the total space stated at IPO is ambiguous. Appended below are the construction targets for the projects as stated in IPIT prospectus.
The response to SGX’s query on the current construction states that the towers at Indiabulls One Centre have been completed a scheduled. However, the IPIT prospectus stated December 2008 as the completion period for Elphinstone Mills. Tower 2 of Indiabulls One Centre is complete up to the 17 floors while the remaining 4 floors will be re-designed to accommodate the increase in FSI. The timelines for Elphinstone Mills will undergo further revision to accommodate the increase in FSI. We expect further delay in these projects as in addition to the re-designing process and time required for obtaining approvals for the new designs, there is an additional funding requirement to the tune of Rs 5 bn to meet the construction expenses and meet the current liabilities.

i now i remember seeing one image in this forum, which showed 3 mid level rises of 6-20 storeys each, which was supposed to come up in the elphinstone mill land.

I posted this in the Mumbai update thread. Three midrise-lowrise towers.
