Thank you William!

Go Tarlac!

Mt. Pinatubo Crater

From: Wikipedia

Mount Pinatubo is an active stratovolcano located on the island of Luzon in the Philippines, at the intersection of the borders of the provinces of Zambales, Tarlac, and Pampanga. Ancestral Pinatubo was a stratovolcano made of andesite and dacite. Before 1991, the mountain was inconspicuous and heavily eroded. It was covered in dense forest which supported a population of several thousand indigenous people, the Aeta, who had fled to the mountains from the lowlands when the Spanish conquered the Philippines in 1565.

The volcano's eruption in June 1991 produced the second largest terrestrial eruption of the 20th century. The 1991 eruption had a Volcanic Explosivity Index (VEI) of 6, and came some 450-500 years after the volcano's last known eruptive activity (estimated as VEI 5, the level of the 1980 eruption of Mount St. Helens), and some 500-1000 years after previous VEI 6 eruptive activity. Successful predictions of the onset of the climactic eruption led to the evacuation of tens of thousands of people from the surrounding areas, saving many lives, but as the surrounding areas were severely damaged by pyroclastic flows, ash deposits, and later, lahars caused by rainwater remobilizing earlier volcanic deposits, thousands of houses and other buildings were destroyed.

The effects of the eruption were felt worldwide. It ejected roughly 10 billion metric tons of magma, and 20 million tons of SO2, bringing vast quantities of minerals and metals to the surface environment. It injected large amounts of aerosols into the stratosphere—more than any eruption since that of Krakatoa in 1883. Over the following months, the aerosols formed a global layer of sulfuric acid haze. Global temperatures dropped by about 0.5 °C (0.9 °F), and ozone depletion increased substantially, but has since recovered.

Go Tarlac!

Pero that's only my opinion and observations...

TESDA yields 945 PnP graduates in Tarlac

BY: EDEN GUTIERREZ

LA PAZ, Tarlac – A total of 945 graduates of different courses received their certificates of completion from the Technical Education and Skills Development Authority ([TESDA) at the Municipal Covered Court here recently.

This is part of the Pagsasanay Na Pangkabuhayan (PnP) project of the provincial government of Tarlac (PGT) headed by Gov. Victor Areno Yap.

The graduates not only received certificates but also kits with tools to be used in their chosen fields. The program helps out-of-school individuals or even professionals aged 16 and above by providing them with free training from six to 10 days.

“Many dreams were realized because of this project. After everything that I went through after graduating in college, I realized that I should never stop learning,” said Grethel Ann Chico, who finished BS Education and passed the board exam.

“As long as you are hardworking, determined and you seek the help of God, nothing is impossible. I also thank Gov. Vic Yap for this opportunity,” Chico added.

“We are pleased with the continued success of this program in cooperation of course with TESDA, which we trust and contributes to the overall competitiveness of Tarlaqueños,” said Gov. Yap in a statement.

TESDA and PGT announced their technical partnership in 2007, agreeing to provide skills training courses for Tarlaqueños and enable them to find quality employment and livelihood.

Since then, the partnership was able to produce over 30,000 graduates all over the province.

Present during the graduation ceremonies were La Paz outgoing mayor Dionisio L. Manuel, Mayor-elect and ABC president Michael Manuel and members of the Sangguniang Bayan and different barangay officials of this town.

Pero that's only my opinion and observations...

He he.

Kasi noong umuwi ako nakasara kasi may ginagawa yata.

BTW, kumusta na kaya si Dustin? he he.

Tarlac village exec is Bible-bearer in Aquino’s inauguration

By Tonette Orejas
Central Luzon Desk

CITY OF SAN FERNANDO, Philippines – While initial plans of incoming President Benigno Aquino III to take his oath before a Tarlac barangay captain did not materialize, a village official from Aquino’s home province will just the same share the stage on inauguration day.

Eugenio Perez, barangay captain of Sinait in Tarlac City, has a new barong Tagalog and a pair of black leather shoes as he prepares to hold the Holy Bible on which Aquino will lay his hand when he takes his oath as the 15th President of the Republic on Wednesday.

Perez, 64, said he was honored that Aquino gave him an important role in the historic event.

“I’m very excited. My village mates are very, very happy. I’m a lowly official but he chose me to be the bearer of the Holy Bible for his inaugural,” he told the INQUIRER by phone on Monday.

Sa San Fernando City Launion Thread yun, page 12. he he.

SO off I went dun sa page na sinasabi.

Sabi ko, bakit biglang nagkadispute. And why the word 'DISPUTE'. In my count 3 lang yung post dun regarding dun sa subject na yun. And there was neither a rebuff or a counter. There was only an enlightenment.

I am not a business graduate or a tax practioner. I only said that based on my experience and from BIR seminars that I have attended. And also from reading tax related textbooks. Kasi aside from being employed I am also an entreprenuer. Aside from the fact na I am related to the owners of Bettys (which has several branches in Central Luzon).

I did not mean to say per se that SM and Robinsons do not really have a share of tax income in a local government. Of course they have to first comply with all the legal guidelines imposed by the LGU. These include building permit, zoning etc. And they are paying quite a sum for that.

But local taxes are different from the taxes due to the National Government (BIR, CUSTOMS etc).

What I am saying is, with all the branches we have, each one complies with LGU requirements of doing business. That is securing a permit to operate, sanitary, zoning, fire clearance, health etc.

" KUNG NASA PANIQUI YUNG ISA, SA PANIQUI NAMIN TINUTUBOS ANG LAHAT NA PAPELES NA NABANGGIT, AT YUNG ISA NAMAN AY SA CONCEPCION. YUNG SALES NG BAWAT BRANCH AY SYANG DETERMINING FACTOR KUNG MAGKANO ANG BABAYARAN NA MAYORS PERMIT."

But then again, SALES AND DISBURSEMENT ARE CONSOLIDATED. YUNG SALES MO DUN MO KINUKUHA YUNG VAT-PAYMENT OR PERCENTAGE TAX. (Whichever). That is where you also determined your IT. And all of these go to the national coffers. AT DITO KAMI NAGBABAYAD SA MAIN BRANCH SA TARLAC CITY.

I repeat, CORRECT ME IF AM WRONG. I am not going to expound too much on these things coz it isnt really my inclination.

BUT HERES AN ARTICLE TO SUPPORT MY OPINION... Again CORRECT ME IF A AM WRONG!

DAD URGES SM, PAY INCOME TAXES DIRECT TO CITY
by Isagani S. Liporada
http://karitoon.com/xoops/modules/news/article.php?storyid=775

BAGUIO CITY – In a move to increase revenues for the city, Councilor Nicasio Aliping in a proposed resolution last week requested Super Value Incorporated (SVI) to register SM Baguio as a “head office” in the City.

SVI owns and operates SM City Baguio as a “branch” of the SM chain of malls. Consequently, income taxes computed by government against SM Baguio are paid directly where SVI’s head office is located – Bacoor, Cavite.

On the other hand, SVI in part directly remits to the Bureau of Internal Review (BIR) Central Office as a perk allowed to big tax paying companies by the National Revenue Code. SM is among the top 10 taxpayers in the country.

However, Aliping in his proposal observed SM Rosales in Pangasinan registered as separate entities in the local government units (LGU).”

He said if SVI has been able to arrange with the BIR and the SM group for them to register their company in the said LGU’s as head offices and not as mere branches, there are no legal impediments for SM Baguio to be considered for the same arrangement.

“This way,” the alderman added, “They will pay their income taxes here and this will translate to more revenue for the city and more services for the people of Baguio expressed through greater shares from the Internal Revenue Allotment.”

As early as when SM Baguio opened its doors to the Baguio community in 2004, city officials already manifested they wanted the local branch to remit income taxes directly to BIR Baguio.

However, it is only after new SM malls were allowed to operate as head offices were they are located that the proposal may finally be considered.

Meanwhile, city treasurer Thelma Manaois demystified claims of milk and honey should the proposal be approved.

Admitting that local BIR would be benefited as it will be able to surpass its target collections, she however said direct payments would be felt no greater than a feather’s touch vis-à-vis the city’s coffers.

She said, “We do not really receive our share from BIR collections regularly.”

“Besides,” she added, “our so-called shares are mere excess in Value Added Taxes collected by BIR.”**ISL

Hi po. Tama po yung explanation nyo.

Regarding the word "Tax dispute", sorry, my mistake. Kasi it connotes a dispute with the BIR regarding payment of tax ( i.e. non-payment, evasion, computation). Pero I'm pertaining to a discussion on tax paid by companies with braches. Akala ko may dispute, as in may komokontra sa pagkakaexplain ni sir "Tarlaqueno-Ako". :)... Akala ko talaga may dispute. sorry;)

Hi! good afternoon Kabalens.:D

I thought kasi na this was referring to local tax.

Mas malaki ang kita. he he.
In return mas madami public services na maibibigay sa tao.:D

Nolcom head David is new military chief

abs-cbnNEWS.com

MANILA, Philippines - Incoming President Benigno Aquino III on Tuesday named Northern Luzon Command chief Lt. Gen. Ricardo David as the new chief of staff of the Armed Forces.

David, who served with the Presidential Security Group during the term of President Corazon Aquino, is tentatively set to assume the top military post on Friday, according to AFP spokesman Lt. Col. Arnulfo Marcelo Burgos.

He will replace acting AFP chief of staff Lt. Gen. Nestor Ochoa, who assumed the post after the early retirement of Gen. Delfin Bangit. Bangit resigned from military service earlier this month after learning that Aquino would replace him.

David, a member of the Philippine Military Academy class of 1977, was born in 1955 in San Fernando, Pampanga but spent most of his childhood days in Victoria, Tarlac. He assumed the post of Nolcom chief in June last year.

He has handled several other key positions in the military, among them commander of the 4th Infantry Division, commander of the Army Support Command, chief of the AFP Command Center, commander of the 402nd Brigade, among others.

David handled a total of seven positions at the PSG from 1987 to 1992. He was head of the PSG training branch and went on to serve with the presidential guards. His last position at the PSG was as personnel chief.

He finished a basic management program from the Asian Institute of Management and went on to complete master’s degrees on security studies and business administration from the Naval Post Graduate School in California and at the Xavier University.

Nolcom spokesman Maj. Rosendo Armas said David was “very proud and happy that he was chosen by the (incoming) commander-in-chief.”

“He (David) promised that he will do his best to perform to the best of his ability as chief of staff of the AFP. At the same time, he will support all the policies and projects of the national government,” Armas said of David.

For his part, Burgos said the military establishment welcomes the appointment of David who he described as having “professional competence.”

“He is a good choice for the Armed Forces. At the same time, we are confident that his able leadership will greatly contribute in the fulfilment of the mandate of the AFP to the people,” added Burgos.

:)... Akala ko talaga may dispute. sorry;)

Naku sir no need to apologize. No harm done sir.

Hi! good afternoon Kabalens.:D

I thought kasi na this was referring to local tax.

Mas malaki ang kita. he he.

Anyway sir, move on na tayo. Medyo off-topic na talaga. hehehehehe

Thousands gather for inauguration of new Philippine president Aquino

Posted : Wed, 30 Jun 2010

by:dpa

Manila - Hundreds of thousands of people Wednesday flocked to a park in the Philippine capital where Benigno Aquino III was to take his oath of office as the country's 15th president.

Security was tight at the Rizal Park in central Manila, where the spectators were entertained by local artists while they waited for Aquino's inauguration at noon (0400 GMT).

The spectators were mostly clad in yellow, Aquino's trademark colour, with some carrying yellow streamers, balloons or ribbons.

Manolo Quezon, a spokesman for the inauguration, said Aquino finalized his speech Tuesday evening after nine revisions.

"He really wanted to keep it short and straight to the point," he said as foreign dignitaries and other guests arrived at the grandstand in Rizal Park.

"He would call for the people's support because the work cannot be done by him alone," Quezon added.

Aquino, 50, is the son of late democracy icons president Corazon Aquino and senator Benigno Aquino Junior, who was assassinated.

Vowing radical change in government, he clinched a landslide victory in presidential elections in May.

On the eve of his oath-taking, Aquino presented members of his cabinet, a mix of old and new faces that he said would help him fulfill his promises to fight corruption and poverty.

A graduate of economics at the Jesuit-run Ateneo de Manila University, Aquino once worked for a company selling sports shoes and ran the family businesses while serving as an aide to his mother.

In 1987, just 18 months into his mother's presidency, he was badly injured in an ambush by rebellious soldiers during an attempted coup d'etat.

Aquino entered politics after his mother's term ended in 1992, scoring his first victory as a congressman in his home province of Tarlac in 1998. He served three terms before being elected senator in 2007.

Benigno Aquino sworn in as new Philippine president

By Kate McGeown
BBC News, Manila

The son of an assassinated opposition leader and a former president has been sworn in as the 15th president of the Philippines.

Benigno "Noynoy" Aquino won a convincing victory in elections in May with pledges to stamp out corruption.

He has also promised to end the long-running insurgencies, and to modernise the judicial system.

His predecessor, Gloria Arroyo, has said she does not fear his plans to investigate her alleged corruption.

Mr Aquino's father, an opposition senator during the Marcos era of martial law, was assassinated as he returned to the Philippines from exile in 1983.

His mother, Cory Aquino, became president after what came to be known as the people power uprising three years later.

Her death from cancer last year ignited a huge surge of popularity for her son.

Truth commission'

The swearing-in was an emotional and colourful event, held in the seaside Rizal Park.

It was attended by at least half a million people, many wearing the family's trademark yellow.

"I was here 24 years ago for his mother's political rally and I came here to see Noynoy take his oath because I want him to succeed," one member of the crowd, Sonia de la Cruz, told Reuters news agency.

"I will pray for him. I hope he stops people in government from stealing and delivers his promises to us," she said.

The BBC's Kate McGeown in Manila says Mr Aquino has been trying to dampen expectations of his rule, saying he was "not Superman".

He has pledged to set up a "truth commission" to tackle the allegations of corruption levelled against his predecessors in office.

Benigno Simeon "Noynoy" Aquino III is the 15th President of the Republic of the Philippines. Charice Pempengco was personally chosen to sing "Lupang Hinirang" (National anthem of the Philippines) before visiting dignitaries from many countries as well as millions of viewers in The Philippines and Worldwide.

Charice sang the traditional arrangement and was backed by the Ryan Cayabyab Orchestra. Charice wore a yellow gown with black accent made by Avel Bacudio. A pink gown she wore in her interviews was made by Paul Cabral, who is also one of the designers of president-elect Aquino

Salamat 296619.

(to be continued).

He he. Palagay ko may pag-asa ang mga first class municipalities namin na maging city in the next few years to come. Maybe sa ngayon, nasa process pa ng preparation and planning. Maganda naman kasi ang location ng Camiling, it is the gateway to Central and Western Pangasinan, with a land area of 140.53 sqkm. It is one of the fastest growing towns of Tarlac when it comes to income and economy, a commercial center of an area of about 8 towns. Saka malaki ang plaza sa Camiling, it includes recreational facilities such as Tennis court and basketball gym, children's park and Maria Clara auditorium.:):)

2013 VISION: CAMILING CITY

by Daniel Balaoing Valdez *

Camiling is touted as the next and second city of the province of Tarlac. It has a current population of some 95,000 and an annual income of around P100,000,000.00 (the minimum amount necessary for cityhood). +

At the Crossroads. The town is strategically situated. It is where roads from the following places intersect - (a) Bayambang in Southern Pangasinan; (b) Lingayen and Bolinao of Western Pangasinan; (c) Paniqui and Moncada of Eastern Tarlac; and (d) Tarlac City, Capas, etc. of Southern Tarlac (see sketch).

Only Tarlac City rivals Camiling's ideal location within the province.

As the town approaches city status , it has to prepare a convincing and solid application for one. Such is necessary as the League of Cities is now strict on the admission of new members into its fold - something understandable as more members therein means less share per member of the internal revenue allotment (IRA) from the national government ++.

Main Problem. Camiling's main problem is its clogged downtown traffic and a non-expansive and crowded poblacion (town proper). Passing-by vehicles like buses, deprived of convenient alternate routes, are unnecessarily delayed in their trips. One recalls that a local mayor once attempted to transfer the public market site to the town’s outskirts but failed.

Widened Bridge. Something then has to be done pronto to widen , among others, the existing Camiling Bridge which has become relatively constricted to serve the needs of a burgeoning town. One should also explore the following ideas : (a) an additional bridge connecting Burgos St. north of the town plaza to brgy. Cacamilingan Norte ; (b) a diversion road connecting brgys. Telbang and Malacampa directly to San Clemente town; and ( c) a re-enforced, flood-resistant road to accommodate buses and other heavy vehicles bound for Eastern Tarlac (but avoiding Paniqui’s poblacion).

Paniqui Road to SCTEX. The Paniqui road [see(c) above] , of which the big Rang-ay bridge is part, would eventually link the municipality to the SCTEX's (North Luzon Expressway) proposed extension from La Paz town to Saitan, La Union (just before the climb to Baguio's Kennon Road). This route would obviate the need for travellers from Western Pangasinan to pass through downtown Tarlac City on their way to Manila. Hopefully, it would encourage Manilenos to pay frequent visits to (and be counted as residents of) their hometowns in Western Tarlac and Pangasinan.

San Clemente- Malacampa/Telbang Road. It is true that the proposed direct road (see [b] above) to San Clemente would skip the Camiling town proper. However, we are confident that the same would trigger business activity in brgy. Malacampa and the hitherto untapped Anoling - Bobon area. The project could be undertaken with the help of Western Pangasinan - a tourism (Hundred Islands), export-oriented and seafood-producing region that would benefit from it. Incidentally, the upgrading of the Bilad-Sinilian-Marawi short-cut road (linking Bayambang to Paniqui) in the northeast serves the same purpose.

Integrated Plan for Western Tarlac. The plan should integrate collateral schemes (e.g. flood control , tourism, irrigation and livelihood projects) to harness the full potential of the whole of Western Tarlac encompassing the Ilocano towns of Mayantoc, San Clemente and Sta. Ignacia. It should further disprove Sen. Richard “Dick” Gordon's query "How is Tarlac now?" - an insinuation that the Aquino and Cojuangco families, while holding sway in the province for practically a century, have not done much for the area.**

Zambales has its SMBA and the Subic Bay Freeport Zone ; Pangasinan its new International Seaport in Sual ; and Pampanga its Clark Freeport Zone and the Macapagal International Airport. What similar facilities does Tarlac have?

Backround muna about Palarong Pambansa 2010 saka logo.

Thousands to join Palarong Pambansa in Tarlac

MANILA, Philippines – More than 6,000 student athletes from elementary and secondary schools nationwide are expected to troop to Tarlac province in April for the 53rd edition of the Palarong Pambansa.

The annual national scholastic sports competition will be conducted by the Department of Education in collaboration with the Tarlac Provincial Government from April 11 to 17.

The students, who are from private and public schools across the country, will compete in 17 sports disciplines: archery, arnis, athletics, badminton, baseball, basketball, boxing, chess, football, artistic gymnastics, rhythmic gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo and tennis.

Preliminary meets have been held as pre-requisites for athletes to advance from one level of competition to the next.

The process of selection started with the school intramurals early in the school year. Outstanding players and winners were selected to represent their schools in district meets. Such process is repeated at the provincial and regional levels.

The athletes will compete in various venues in the divisions of elementary boys, elementary girls, secondary boys and secondary girls. The principal Games venue is the Tarlac Recreational Park in San Jose.

Organizers hope that the Palarong Pambansa 2010 will draw more than 100,000 spectators and visitors from all over Central Luzon, Northern Luzon, South Luzon and the National Capital Region (NCR).

Eto yung related article:

Tarlac, host ng 2009 CLRAA
(Pilipino Star Ngayon) Updated March 10, 2009 12:00 AM

(Christian Ryan Sta. Ana)

as far as I know hindi. Kasi I have attended CLRAA meet sometime when I was in elementary.

My school in Tarlac was included sa Tarlac Highland Disrict. Meron din Tarlac West, Tarlac Central and Tarlac SOuth District respectively.

Mauuna kasi yung school meet.

Yung dating track and field oval na may grandstand.
