Experiencing the SCTEX

MANILA, Philippines - “Over green fields, trees and mountains...”

This line from Elton John’s memorable hit, Skyline Pigeon, best describes the picturesque stretch of the Subic-Clark Tarlac Expressway, now popularly called as SCTEX.

Providing travelers with a breathtaking view of verdant fields and majestic mountain ranges, SCTEX has been considered as the most scenic of all expressways in the country and has become a tourist attraction in itself.

The major toll road provides a seamless link between Subic and Clark, traversing the provinces of Zambales, Bataan, Pampanga and Tarlac, and thus serving as the new economic backbone rapidly rising in Central Luzon and its adjoining regions.

Since the project was completed in July 2008, SCTEX continues to help drive tourism growth in Central Luzon, all the way to Baguio, Benguet and La Union, by making travel time easier, faster and more convenient.

Through SCTEX, tourist destinations in these areas have become easily accessible. Subic’s theme parks, Clark’s hotels, resorts and duty-free shops, the pristine beaches of Zambales, Bataan and Olongapo, the now-famous Mt. Pinatubo trek via Capas, Tarlac, the Hundred Islands in Pangasinan, Baguio’s Camp John Hay and La Union’s Thunderbird Resorts Poro Point are fast becoming must-see attractions.

A flagship project of the Bases Conversion and Development Authority (BCDA), SCTEX interconnects Central Luzon’s three major economic and industrial zones — Subic Bay, Clark and Central Techno Park in Tarlac.

With a length spanning 94 kilometers, the four-lane highway features world-class and state-of-the-art facilities. There are 12 interchanges, eight overpasses, 54 underpasses, 351 drainage culverts, 14 toll plazas, traffic control systems, and assistance centers.

There is a girder, informs project engineer Jake Bingcang, which is “earthquake proof.” Built under the Gumain Bridge in Floridablanca, Pampanga, the girder is imported from Japan and is an engineering marvel. From the ground, it is 55 meters high and 400 meters long.

With the abundant supply of lahar deposits in the area after the Mt. Pinatubo eruption in 1991, SCTEX made massive use of lahar as embankment material. “We used 70 million cubic meters of lahar for the entire stretch of the highway,” says Bingcang. “Today, lahar no longer poses a threat to the people of Pampanga and Zambales.”

Along Barangay Pio in Porac, Pampanga, the highway cuts through a mountain, which is likewise a spectacular wonder for travelers. Bingcang points out they had to secure a permit from the Department of Environment and Natural Resources to be able to work on the mountainous area.

SCTEX also links major infrastructure such as the Subic Seaport and the Diosdado Macapagal International Airport in Clark. As a result, it is helping transform the Central Luzon region into a world-class logistics hub in the Asia-Pacific Rim.

According to retired Gen. Robert Gervasio, project manager for operational support services of SCTEX, the BCDA sought the help of Japan Bank to finance the construction of the modern toll road. Budget for civil works alone amounted to P21 billion over a construction span of three years.

However, the biggest challenge for the BCDA was coordinating with local government units for the right of way. “There was always resistance and security issues, but thankfully, everything was resolved, that’s why we were able to push through with the (road) project,” Gervasio says.

SCTEX now plays a major role in the efficient, faster and more convenient delivery of goods and services to and from Central and Northern Luzon. As such, it reduces the cost of doing business and boosts opportunities in the region.

An area along the highway, says Gervasio, is being eyed as a site for a Holly-wood soundstage and a theme park, which can also be tourist attractions in the future.

Noticeably, there are no billboards along the entire span of SCTEX, so as not to obstruct the scenery.

At present, Bingcang discloses that the BCDA is coordinating with the Department of Public Works and Highways for a new highway connecting Tarlac, Pangasinan and La Union. Also under feasibility study is a road going to Cabanatuan, Nueva Ecija.

Heading the list of Central Luzon’s emerging tourist destinations are the Las Casas Filipinas de Acuzar in Bagac, Bataan and the New Well Being Spa of the Lohas Hotel in Clark, Pampanga — two destinations that can be visited in just one day via the SCTEX.

Just an easy, two-and-a-half hour drive from Manila is Las Casas Filipinas de Acuzar, a heritage resort in the heart of Bataan which transports visitors to a more gracious period in Philippine history.

Occupying a 400-hectare site overlooking the South China Sea, Las Casas Filipinas de Acuzar can best be described as the Philippine version of Virginia’s Colonial Williamsburg, giving guests a glimpse of the country’s historic past and actually experience it.

Las Casas Filipinas de Acuzar is essentially a life-sized replica of a town settlement during Spanish times, with several restored, reconstructed and historically furnished houses. The place boasts of authentic 19th century mansions or original stone houses and cobblestone plazas and streets carefully taken down from different parts of the country and painstakingly rebuilt brick by brick and plank by plank in Bagac.

The structures are at least a hundred years old and have been restored to their former grandeur. One house was even used as location for the GMA 7 series Zorro, which had Richard Gutierrez in the title role.

For those seeking to be pampered, a day tour to the New Well Being Spa of the Lohas Hotel in Clark is an ideal weekend treat. The hotel is built on a three-hectare property around the former Red Villas Clubhouse.

The spa, said to be the largest in the region, offers Swedish, shiatsu, aromatherapy and foot massage, but is best known for Jjimjilbang, a three-step, Korean-style sauna that is invigorating.

With the SCTEX, road travel is no longer just a mere drive, but also a wonderful experience.

Isdaan: Tarlac's Stopover

Through the years, motorists travelling to and from the north via McArthur Highway have always converged at popular stopovers to grab a quick bite to eat and stretch their weary limbs. These stopovers were usually located in Tarlac Province, which really makes sense because the province is pretty much the halfway point between Metro Manila and Baguio.

Back in the early 80s, when I wasn’t quite a teenager yet (I’m giving my age away, I know), my family always took a break at Vilmar’s restaurant in Tarlac City, the “in” stopover at the time for no reason other than it was the best restaurant you could find in that neck of the woods. The food was good but not great and basically consisted on your standard fare, but motorists were somehow drawn to the place like ants to a candy bar.

Today Vilmar’s is still around with an expanded hotel to boot, but the ongoing construction of SM Tarlac a mere 500 meters away casts a huge shadow – literally and figuratively – on Vilmar’s, and its future is a little uncertain.

Fast forward 20 years later, and another Tarlac restaurant is fast becoming the new “in” stopover along McArthur Highway. Isdaan The Halfway to The North Resto-Park (yup, that’s its full name) is located in Gerona, a town in between Tarlac City and Paniqui. It sits on a 1.5-hectare strip of land, if not right in then very close to the middle of nowhere, completely surrounded by rice fields.

Farmland in Tarlac is probably the last place you’d look if you’re searching for a good meal. It’s also the last place you’d expect to find huge stone statues of monkeys, dinosaurs, carp and even human hands. But Isdaan has all these and more. After a while you begin to understand why it’s called a resto-park.

Isdaan is owned and operated by the same group that runs Barrio Fiesta, Singing Cooks & Waiters, Atbp. and Bakahan at Manukan. So naturally, their menu is dominated by native dishes, and just like in their sister establishments, waiters entertain guests with songs. Semi-large signs advertise their specialties: there’s lechon tinupig, tender liempo and juicy spareribs.

Customers dine in open-air bamboo huts surrounded by water. Fish abound in this miniature lake, and you can feed them with some fish food while waiting for your own meal. Isdaan has expanded since opening in 2004, and to date there are over 100 huts in the complex. A lagoon is being constructed at the back, which when completed will be something like a miniature Burnham Park lake with boats.

We ordered kare-kare, isda (tuna) sisig, and pancit canton, plus a kiddie meal consisting of a piece of fried chicken and spaghetti for my little girl. The tuna sisig was very tasty, one of the best I’ve experienced. The kare-kare and pancit canton were pretty okay and typical for a restaurant like this; nothing spectacular but not too shabby either. My daughter, one of the pickiest eaters ever, took a few bites of the spaghetti and appeared to like it.

The menu featured many Filipino favorites: fish, bulalo, shrimps, and chicken cooked in almost every way imaginable. You also had a wide choice of fresh fruit drinks and merienda meals, all of which were reasonably priced.

Isdaan, though, is more than just good food and a unique ambience. There’s a long list of amusing and entertaining things to do once you’re done eating, stuff that explains the “park” in resto-park.

With a sign worthy of inclusion in an amusement park, patrons are enticed with “one kilo of free fish” if they can “survive the spitting, urinating monkeys.” Now, before you start calling PETA to report some monkeys gone wild in Tarlac, these aren’t real animals but rather a bunch of huge statues posing in the see-no-evil-hear-no-evil-speak-no-evil stance. Water comes out of the statues’ mouths and pelvic areas as part of a rather complicated game. A waiter tried explaining the mechanics, but for the life of me I couldn’t understand it. Apparently the main objective was not to get hit by the water.

The biggest attraction at Isdaan, though, is the famous Tacsiyapo Wall, where you for a fee you can get to vent your anger by smashing an assortment of objects against a wall.

Ordinary dinner plates go for P16, bowls for P18, colorful dinner plates for P30, and vases for P350. The most expensive piece, a television set, can be hurled for P1,600. Strangely enough, for that amount, you can actually buy a second-hand TV.

We dropped by Isdaan early on a Friday afternoon, and the place was around half-filled. A waiter told me that after sunset is the best time to visit, when the lake is illuminated and the air is cool. Not surprisingly, this is also their peak hour of business.

All in all, it’s a fun place to bring the family and break the monotony of a long road trip. Since we were in a bit of a hurry, I wasn’t able to sample all of Isdaan’s offerings. Next time we go back, though, I’m going to take on those spitting monkeys and unleash my frustrations on the Tacsiyapo Wall. Travelling north has never been this fun.

Ha ha! Walang hotels sa tabi ng Pinatubo. Meron sa Capas town proper tapos sa Tarlac City, La Maja Rica, Central Park, Asiaten Hotel, Microtel Inn etc.. Mga 30 minutes drive lang from Capas Town proper. Tapos mag SM City Tarlac ka na rin pagkagising sa umaga.:lol:

Typhoon BASYANG update!
MANILA, Philippines - More than a dozen international and domestic flights were either delayed, cancelled or diverted as Tropical Storm "Basyang" (international codename Conson) intensified into a typhoon on Tuesday.

The Civil Aviation Authority of the Philippines (CAAP) said that as of 1:30 p.m., 3 international flights and 12 domestic flights have been diverted to the Diosdado Macapagal International Airport in Clark, Pampanga.

Three more international flights and 8 domestic flights were delayed and 11 domestic flights have been cancelled.

In an 11 a.m. weather update on Tuesday, weather bureau PAGASA said "Basyang" intensified into a typhoon as it moved nearer Virac, Catanduanes.

The typhoon was moving west at 22 kilometers per hour with maximum sustained winds of 120 kph and gusts of up to 150 kph.

oo but you have to be a good swimmer kasi the steep is more than a hundred feet deep and some areas are cordoned kasi nga the water is medyo unstable sa ilang parts. Malalim talaga kasi. Meron ding korean spa. Para syang wellness center. You can set up tents that is allowed.

Ewan ko lang ngayon kung may nagbago na. Or allowed na yung mga huts.

Philippines raises typhoon alert in rice areas


MANILA (Reuters) - The Philippines raised alerts along coastal and low-lying areas of its main island of Luzon on Tuesday as Conson, the first sizeable typhoon of the season, moved closer to rice-producing areas.

Conson, a category 1 typhoon with winds of 120 kph (75 mph), was about 40 km north northeast of central Camarines Norte and moving at 22 kph westward towards Luzon's central lowlands, chief weather forecaster Prisco Nilo told a media conference.

"We expect strong winds and heavy rains, especially in areas Basyang will pass through," Nilo said, using the local name for the typhoon, saying it was expected to make landfall near Aurora and Quezon provinces late Tuesday or early Wednesday.

Nilo said five areas in Conson's path had been put on storm alert 3, out of a scale of 5. Another 30 provinces, including the capital Manila, were placed on lower alert levels due to expected heavy rains and strong winds.

Some major rice-producing areas -- Nueva Ecija, Bulacan, Tarlac, Pampanga and Isabela -- and wide areas of Luzon were put on either alert level 1 and 2, while the coconut-producing provinces of Catanduanes, Camarines Norte, northern Quezon, Polilio island and Aurora were on Alert 3.

At least 19 men in four boats were believed lost at sea due to rough waters caused by typhoon Conson, army spokesman Major Harold Cabunoc told reporters, adding troops were on standby to evacuate people in coastal areas.

Cabunoc said three fishing boats with nine men aboard capsized due to huge waves. One man was rescued and the rest were still missing. And 11 fishermen were feared drowned when their boat failed to return home to Bagamanok town on Catanduanes island.

Voltaire Gazmin, head of the defence and disaster agencies, said troops were on stand-by to evacuate families along coastal and low-lying areas in case of flooding, and in the event of landslides in mountain areas in Aurora and Quezon provinces.

Gazmin also ordered civilian agencies to stockpile food, water, medicine, fuel and other relief supplies.

The coastguard suspended operations of smaller ferries and fishing boats, stranding hundreds of people in the central Bicol region.

Last year, Typhoon Ketsana, known locally Ondoy, dumped record rain that submerged 80 percent of the capital region and nearby areas, killing 277 people, making tens of thousands homeless and causing more than $100 million of damage to crops, infrastructure and property.

Yes sir ganyan pa rin as in malinis at malinaw. Kasi sir nasa bandang western part ng Tarlac Province ang mga yan which is medyo far from the kabisera. Mabundok kasi sa mga westerns towns sir kaya medyo tranquil pa yung mga ilog at talon. medyo isolated pa. :)

The reason why I am so certain sir is last week kasi inihatid namin yung kasambahay namin pauwi sa kanila. Eh yung bahay nila sir nasa boundary ng Brgy. Tibagan at Brgy. Balanti which is separated by a wide river. She has to take a boat ride pa para makarating sa kanila.

Naku sir, ang ganda ng ilog. Ang daming 'tulya' (i dont know kung familiar ka sir). Yung parang tahong na maliit. More like kabibe yata. makikita mo sa ilalim ng tubig kasi super linaw. :banana:

An hour after starting the auditions, more than 300 overweight Pinoys have lined up for the chance to join ABS-CBN’s newest reality show - “The Biggest Loser Pinoy Edition.”

Auditions for the newest reality show are being held at the Pinoy Big Brother Activity Area, 18 Eugenio Lopez Drive, Barangay South Triangle, Quezon City from 10am to 4pm this Friday, July 9.

Provincial auditions are scheduled on July 16 at Metro Town Mall, Tarlac, July 30 at Park Mall Cebu, August 6 on Embarcadero de Legaspi, Legaspi City, and August 13 at SM City Iloilo.

Females weighing 200 pounds and up and males weighing 250 pounds and up, 18 to 40 years of age (by September 2010), Filipino and of good health, are eligible to join. Those who audition need only bring a valid ID and close-up and whole body photos.

It features plus-size contestants who undergo rigorous training and strict diet, testing their physical limits and willpower to achieve the ultimate goal—to lose weight. AFAIK, Talentadong Pinoy of TV5 is holding similar auditions at SM City Tarlac. I think both auditions fall on the same date.

Siyanga pala di ako naka reply sa mga previous post kagabi. Kaya wala ako noong Wednesday night kasi brown out dito sa amin, 10 O'clock na nagkailaw. Nakabuti naman yun kasi maaga ako nakapasok kinabukasan he he.:)

An hour after starting the auditions, more than 300 overweight Pinoys have lined up for the chance to join ABS-CBN’s newest reality show - “The Biggest Loser Pinoy Edition.”

Auditions for the newest reality show are being held at the Pinoy Big Brother Activity Area, 18 Eugenio Lopez Drive, Barangay South Triangle, Quezon City from 10am to 4pm this Friday, July 9.

Provincial auditions are scheduled on July 16 at Metro Town Mall, Tarlac, July 30 at Park Mall Cebu, August 6 on Embarcadero de Legaspi, Legaspi City, and August 13 at SM City Iloilo.

Females weighing 200 pounds and up and males weighing 250 pounds and up, 18 to 40 years of age (by September 2010), Filipino and of good health, are eligible to join. Those who audition need only bring a valid ID and close-up and whole body photos.

“The Biggest Loser” has versions in the United States, Australia, United Kingdom, and Asia. It features plus-size contestants who undergo rigorous training and strict diet, testing their physical limits and willpower to achieve the ultimate goal—to lose weight. The contestant who loses the highest percentage of weight by the end of the show takes home the cash and prize package.

Old Camiling Church

This Spanish colonial era church has been razed by fire and is currently undertaking a painfully slow process of rebuilding. During the Philippine-Spanish War, Gen. Francisco Makabulos presided over the execution of Gen. Pedro Pedroche and some of his men within the church compound. They have been charged with rebellion by Gen. Antonio Luna who also ordered the execution. Later, General Luna himself will be assassinated by Gen. Emilio Aguinaldo’s Kawit Company within the vicinity of the Cabanatuan church in Nueva Ecija. No sir hugo, hindi sya maliit. Kasi sakop ng Robinsons Luisita ang buong Luisita Business Park. As in yung buong commercial area along Mc. Arthur H-way. Yung Starbucks, Pancake House, Dencio's, Maxx's, Jollibee, banks etc... though detached sa main building are part ng Robinsons Luisita. Pati yung mga al fresco resto sa tapat ng bagong complex pati yung mga bangko.

Sabi ko nga, Robinsons Luisita is like Rockwell minus the skyscraper.

Hindi naman ang provincial government ang dahilan kaya hindi naging HUC ang tarlac.

Its was decided by a plebiscite and the no vote emerged victorious.

As far as I know sir, the no vote won in the plebicite. Its true that the provincial government went on its way to block the conversion. Kung nanalo sana sir, independent na ang tarlac. We have our lone district sana just like angeles, baguio, davao etc.

PhilRice-based European Commission project benefits farmers

THE European Commission has recently funded the farmers’ field school (FFS) in La Paz and Victoria, Tarlac adding to the number of field schools that have been benefiting 4,000 farmers in 32 municipalities in Luzon.
“Some of us have been planting for a lifetime but our knowledge in rice planting is not that updated. But when we joined FFS, we learned more about varieties and crop and water management,” Melba Gapang, project participant, said in Filipino.

Jointly implemented by the Food and Agriculture Organization and the Department of Agriculture with its attached agencies such as PhilRice, Bureau of Soils and Water Management, Agricultural Training Institute and the local government units, FFS were established in Bulacan, Nueva Ecija, Pangasinan, Pampanga and Tarlac, where the rice yields are below 2.9 tons a hectare.

A component of the “Increasing Rice Yield and Productivity through the Promotion of Small Scale Irrigation and Integrated Crop Management Systems in Rainfed Areas” project, FFS totals 150 centers, covering weekly discussions on integrated crop management and water-saving technologies. PhilRice’s rice sufficiency officers, considered as frontliners in attaining rice self-sufficiency by 2013, deliver the lectures.

The project, which is based at PhilRice, also provides Small-Scale Integrated System surface water pumps and shallow tube wells or small farm reservoirs to improve irrigation and help increase yield in project sites by 1 ton a hectare. The beneficiaries will also be trained on the operation and management of the pump sets.

According to Dr. Eulito Bautista, national team leader of the development project, the European Commission also subsidized 50 percent of the purchase cost of water pumps, while the remaining cost will be paid by the farmers in installment basis.

The funding scheme, Bautista said, is relevant to the farmers in the project sites as surveys showed that most farmers in the areas plant rice only in the wet season.

Inside Camp O'Donnell, the men were crowded beyond belief; each water faucet was shared by 1,500 men and a single rat was a meal for 20. The only way to survive was to get food. And that meant stealing it from the Japanese…or each other.
The sick and weak were not cared for; they were left to die. The only medics were those who had been captured, but they had no medicine to give. The "hospital" was where people were sent to die. Instead of increasing rations in the hospital, they were cut in half. Men worked with 106° fevers so that they wouldn’t be admitted. You could smell the stench of the dead whenever you were anywhere near the hospital. It seemed that dying was the only way out. Over 50 Americans and 500 Filipinos died each day.
For some, escape was the answer, but the prisoners guarded each other closely. For each escapee, ten prisoners were killed. Those thought to have important information were tortured in and put in dark, underground prisons. Victims lay in their cells, unable to escape the screams of other prisoners, and hoped that they would be forgotten about.

"If you stopped living minute by minute, hour by hour, day by day, thinking only about survival, you had no chance. These valiant career soldiers have set an example of survival that will be forever memorialized. Bataan was truly a hell on earth.

He was assigned in Bataan. When the war broke out, my grandparents, never heard from him again. Last time they knew, Bataan was fiercely defended and lost. Through this paved highway -- which once was a rough, dusty road -- is where the death march snaked through. This place is Capas, part of Tarlac Province. Where camp O'Donnell was located -- the concentration camp where the Death March survivors lived and died until the closing months of the war."

Last Friday nasa SM Tarlac ako, Open na ang Shakeys (actually it opened that same day), bukas na rin yung OUT-LAUD.

NBS as of kahapon hindi pa. may bagong bukas sa 3rd level katabi ng cinema but I forgot the name. Yung Ystilo Salon bukas na rin sa lower ground.

Surplus at Guess hindi pa rin. marami new shops na bukas. Yung malaking vacant opposite ng Pizza Hut sa malapit sa main entrance... ANO KAYA YON. malaki din yung space na yun ah.

MANILA, Philippines – (UPDATE 2) An Air Force training craft crashed in Tarlac Monday morning, but its pilot and co-pilot were unhurt, the Philippine Air Force said.

In a text message sent to reporters, Philippine Air Force (PAF) spokesman Lieutenant Colonel Miguel Okol said the AS-211 training aircraft with tail number 024 crashed at the vicinity of the Intensive Military Training Area 1, in Santiago, Conception, Tarlac at 11:08 a.m. Monday.

“The aircraft impacted a sugar cane field and did not pose any danger to lives or property,” Okol said.

He said the aircraft has been in the inventory of Air Defense Wing (ADW) since 1990, Okol said.

ADW is based in Basa Air Base in Floridablanca, Pampanga, west of this Pampanga capital.

The pilot and co-pilot, Major Wilfredo Donato and First Lieutenant Jose Wilbert Leonides Martinez respectively, were unhurt as they were able to eject themselves from the aircraft prior to the crash and landed safely.

The two pilots were airlifted to Clark Airbase at around 11:45 a.m., and are undergoing routine medical check-up at the Air Force City hospital, the military spokesman added.

Okol described Donato as “seasoned instructor.”

He has no immediate information if this was the first AS-211 that crashed in the last 15 years.

Over the same period, less than 10 aircraft on local training missions or war games with the United States military encountered accidents, killing at least two PAF pilots.

General Oscar Rabena, Air Force Commander Lieutenant, has ordered the creation of an investigation team to determine the cause of the accident, Okol said.
