Providing travelers with a breathtaking view of verdant fields and majestic mountain ranges, SCTEX has been considered as the most scenic of all expressways in the country and has become a tourist attraction in itself. The major toll road provides a seamless link between Subic and Clark, traversing the provinces of Zambales, Bataan, Pampanga and Tarlac, and thus serving as the new economic backbone rapidly rising in Central Luzon and its adjoining regions. Since the project was completed in July 2008, SCTEX continues to help drive tourism growth in Central Luzon, all the way to Baguio, Benguet and La Union, by making travel time easier, faster and more convenient. Through SCTEX, tourist destinations in these areas have become easily accessible. Subic’s theme parks, Clark’s hotels, resorts and duty-free shops, the pristine beaches of Zambales, Bataan and Olongapo, the now-famous Mt. Pinatubo trek via Capas, Tarlac, the Hundred Islands in Pangasinan, Baguio’s Camp John Hay and La Union’s Thunderbird Resorts Poro Point are fast becoming must-see attractions. A flagship project of the Bases Conversion and Development Authority (BCDA), SCTEX interconnects Central Luzon’s three major economic and industrial zones — Subic Bay, Clark and Central Techno Park in Tarlac. With a length spanning 94 kilometers, the four-lane highway features world-class and state-of-the-art facilities. There are 12 interchanges, eight overpasses, 54 underpasses, 351 drainage culverts, 14 toll plazas, traffic control systems, and assistance centers. There is a girder, informs project engineer Jake Bingcang, which is “earthquake proof.” Built under the Gumain Bridge in Floridablanca, Pampanga, the girder is imported from Japan and is an engineering marvel. From the ground, it is 55 meters high and 400 meters long. With the abundant supply of lahar deposits in the area after the Mt. Pinatubo eruption in 1991, SCTEX made massive use of lahar as embankment material. “We used 70 million cubic meters of lahar for the entire stretch of the highway,” says Bingcang. “Today, lahar no longer poses a threat to the people of Pampanga and Zambales.” Along Barangay Pio in Porac, Pampanga, the highway cuts through a mountain, which is likewise a spectacular wonder for travelers. Bingcang points out they had to secure a permit from the Department of Environment and Natural Resources to be able to work on the mountainous area. SCTEX also links major infrastructure such as the Subic Seaport and the Diosdado Macapagal International Airport in Clark. As a result, it is helping transform the Central Luzon region into a world-class logistics hub in the Asia-Pacific Rim. According to retired Gen. Robert Gervasio, project manager for operational support services of SCTEX, the BCDA sought the help of Japan Bank to finance the construction of the modern toll road. Budget for civil works alone amounted to P21 billion over a construction span of three years. However, the biggest challenge for the BCDA was coordinating with local government units for the right of way. “There was always resistance and security issues, but thankfully, everything was resolved, that’s why we were able to push through with the (road) project,” Gervasio says. SCTEX now plays a major role in the efficient, faster and more convenient delivery of goods and services to and from Central and Northern Luzon. As such, it reduces the cost of doing business and boosts opportunities in the region. An area along the highway, says Gervasio, is being eyed as a site for a Holly-wood soundstage and a theme park, which can also be tourist attractions in the future. Noticeably, there are no billboards along the entire span of SCTEX, so as not to obstruct the scenery. At present, Bingcang discloses that the BCDA is coordinating with the Department of Public Works and Highways for a new highway connecting Tarlac, Pangasinan and La Union. Also under feasibility study is a road going to Cabanatuan, Nueva Ecija. Heading the list of Central Luzon’s emerging tourist destinations are the Las Casas Filipinas de Acuzar in Bagac, Bataan and the New Well Being Spa of the Lohas Hotel in Clark, Pampanga — two destinations that can be visited in just one day via the SCTEX. Just an easy, two-and-a-half hour drive from Manila is Las Casas Filipinas de Acuzar, a heritage resort in the heart of Bataan which transports visitors to a more gracious period in Philippine history. Occupying a 400-hectare site overlooking the South China Sea, Las Casas Filipinas de Acuzar can best be described as the Philippine version of Virginia’s Colonial Williamsburg, giving guests a glimpse of the country’s historic past and actually experience it. Las Casas Filipinas de Acuzar is essentially a life-sized replica of a town settlement during Spanish times, with several restored, reconstructed and historically furnished houses. The place boasts of authentic 19th century mansions or original stone houses and cobblestone plazas and streets carefully taken down from different parts of the country and painstakingly rebuilt brick by brick and plank by plank in Bagac. The structures are at least a hundred years old and have been restored to their former grandeur. One house was even used as location for the GMA 7 series Zorro, which had Richard Gutierrez in the title role. For those seeking to be pampered, a day tour to the New Well Being Spa of the Lohas Hotel in Clark is an ideal weekend treat. The hotel is built on a three-hectare property around the former Red Villas Clubhouse. These stopovers were usually located in Tarlac Province, which really makes sense because the province is pretty much the halfway point between Metro Manila and Baguio. Back in the early 80s, when I wasn’t quite a teenager yet (I’m giving my age away, I know), my family always took a break at Vilmar’s restaurant in Tarlac City, the “in” stopover at the time for no reason other than it was the best restaurant you could find in that neck of the woods. The food was good but not great and basically consisted on your standard fare, but motorists were somehow drawn to the place like ants to a candy bar. Today Vilmar’s is still around with an expanded hotel to boot, but the ongoing construction of SM Tarlac a mere 500 meters away casts a huge shadow – literally and figuratively – on Vilmar’s, and its future is a little uncertain. Fast forward 20 years later, and another Tarlac restaurant is fast becoming the new “in” stopover along McArthur Highway. Isdaan The Halfway to The North Resto-Park (yup, that’s its full name) is located in Gerona, a town in between Tarlac City and Paniqui. It sits on a 1.5-hectare strip of land, if not right in then very close to the middle of nowhere, completely surrounded by rice fields. Farmland in Tarlac is probably the last place you’d look if you’re searching for a good meal. It’s also the last place you’d expect to find huge stone statues of monkeys, dinosaurs, carp and even human hands. But Isdaan has all these and more. After a while you begin to understand why it’s called a resto-park. Isdaan is owned and operated by the same group that runs Barrio Fiesta, Singing Cooks & Waiters, Atbp. and Bakahan at Manukan. So naturally, their menu is dominated by native dishes, and just like in their sister establishments, waiters entertain guests with songs. Semi-large signs advertise their specialties: there’s lechon tinupig, tender liempo and juicy spareribs. Customers dine in open-air bamboo huts surrounded by water. Fish abound in this miniature lake, and you can feed them with some fish food while waiting for your own meal. Isdaan has expanded since opening in 2004, and to date there are over 100 huts in the complex. A lagoon is being constructed at the back, which when completed will be something like a miniature Burnham Park lake with boats. We ordered kare-kare, isda (tuna) sisig, and pancit canton, plus a kiddie meal consisting of a piece of fried chicken and spaghetti for my little girl. The tuna sisig was very tasty, one of the best I’ve experienced. The kare-kare and pancit canton were pretty okay and typical for a restaurant like this; nothing spectacular but not too shabby either. My daughter, one of the pickiest eaters ever, took a few bites of the spaghetti and appeared to like it. The menu featured many Filipino favorites: fish, bulalo, shrimps, and chicken cooked in almost every way imaginable. You also had a wide choice of fresh fruit drinks and merienda meals, all of which were reasonably priced. Isdaan, though, is more than just good food and a unique ambience. There’s a long list of amusing and entertaining things to do once you’re done eating, stuff that explains the “park” in resto-park. With a sign worthy of inclusion in an amusement park, patrons are enticed with “one kilo of free fish” if they can “survive the spitting, urinating monkeys.” Now, before you start calling PETA to report some monkeys gone wild in Tarlac, these aren’t real animals but rather a bunch of huge statues posing in the see-no-evil-hear-no-evil-speak-no-evil stance. Water comes out of the statues’ mouths and pelvic areas as part of a rather complicated game. A waiter tried explaining the mechanics, but for the life of me I couldn’t understand it. Apparently the main objective was not to get hit by the water. The biggest attraction at Isdaan, though, is the famous Tacsiyapo Wall, where you for a fee you can get to vent your anger by smashing an assortment of objects against a wall. Ordinary dinner plates go for P16, bowls for P18, colorful dinner plates for P30, and vases for P350. The most expensive piece, a television set, can be hurled for P1,600. Strangely enough, for that amount, you can actually buy a second-hand TV. We dropped by Isdaan early on a Friday afternoon, and the place was around half-filled. A waiter told me that after sunset is the best time to visit, when the lake is illuminated and the air is cool. Not surprisingly, this is also their peak hour of business. All in all, it’s a fun place to bring the family and break the monotony of a long road trip. Since we were in a bit of a hurry, I wasn’t able to sample all of Isdaan’s offerings. Next time we go back, though, I’m going to take on those spitting monkeys and unleash my frustrations on the Tacsiyapo Wall. Travelling north has never been this fun. MANILA, Philippines - More than a dozen international and domestic flights were either delayed, cancelled or diverted as Tropical Storm "Basyang" (international codename Conson) intensified into a typhoon on Tuesday. The Civil Aviation Authority of the Philippines (CAAP) said that as of 1:30 p.m., 3 international flights and 12 domestic flights have been diverted to the Diosdado Macapagal International Airport in Clark, Pampanga. Three more international flights and 8 domestic flights were delayed and 11 domestic flights have been cancelled.
