May Mc.DO, Jollibee, Chowking, Goldilocks.

How about Concepcion and Paniqui?

Meet Two Trailblazers in Organic Banana Production From Tarlac

Ex-NPA chief Bernabe Buscayno of Talaga, Capas, Tarlac and Capas Mayor Reynaldo Catacutan are both producers of organic bananas. The methods of these close friends, however, are very different. Catacutan is into the scientific, while “Kumander Dante ” practices what he calls primitive banana production that he learned from the natives when he was in the boondocks.

Buscayno started venturing in banana production in 2004. But before this, he was producing rice. He had even established a rice farmers’ cooperative after then President Corazon Aquino granted him a reprieve. The co-op unfortunately fell apart because the 2,000 members were affected by the Mt. Pinatuba eruption in 1991.

Buscayno was encouraged by his friend who was working at the Lorenzo Farms in Davao to plant banana instead of rice as the return of investment with banana is more substantial. He was convinced of its potential and so he ordered 4,000 tissue-cultured seedlings from the Lorenzo Farms. He bought cavendish, lakatan, and latundan varieties at P30 each.

He initially planted more than 2 hectares of his 32-hectare farm at a plant density of 1,500-2,000 banana seedlings per hectare at a planting distance of 2 m x 2 m for lakatan and latundan. For the cavendish bananas, he adjusted the planting distance according to the height of the plant as these were quite tall so more spaces were needed.

However, the first impression of visitors on his banana farm is that he must be a very a lazy farmer as weeds and insect pests proliferate. There’s practically no post-planting care:

What they do not know is that Buscayno did it on purpose. When he was a rebel he learned from the natives that “the natural balance between cultured crops and surrounding vegetation that includes weeds should be maintained to produce truly organic crops.” He explained further that weeds eventually die due to lack of exposure to sunlight as the banana trees shade them. And when the weeds die, these will decompose and become natural fertilizers for the banana trees.

“Weeds have the capacity to accumulate nitrogen from the air and absorb other natural elements from the soil and its decomposition under cultured bananas assures production of truly organic crops,” Buscayno added.

Catacutan, on the other hand, prefers the scientific approach to organic farming. He bought seedlings of the same varieties from tissue culture laboratories of Tarlac College of Agriculture and Central Luzon State University. He had his land prepared using tractors.

He uses chicken dung as basal fertilizer, and he initially applies a bag of dung for every two to three seedling holes. Second application is done four months after planting, and this is when he puts additional chicken dung about three feet from the base of the plant. Post-planting care is done regularly to prevent the growth of weeds.

Like Buscayno, Catacutan does not spray insecticides. He instead smudges the plants when he observes presence of insect pests. Both of them however shun the common practice of encasing banana bunches in plastic bags as they observed that fruits tend to burn under local conditions. Hence, they opted to cover the bunches with banana leaves.

Catacutan spends about P80,000 to 100,000 per hectare, while Buscayno shells out P50,000 to P70,000 per hectare. But both of them can sell organic bananas at P25 per kilo and earn a gross income of P250,000 to P350,000 per hectare.

“A farmer can earn a maximum net income of P20,000 with rice and at least P40,000 with yellow corn. But with organic bananas, a farmer can realize an income of at least P100,000 to P150,000 per hectare,” says Catacutan.

PRODUCING BANANA SEEDLINGS
The biggest initial capital investment in banana production is the purchase of tissue-cultured banana seedlings. Why?

First of all the common practice in banana culture is to propagate suckers from mother plants. But this practice is discouraged because the original characteristics of the tissue-cultured mother plant degenerates; the original characteristics are best retained only in the first two suckers. So in order to have quality plants, farmers need to buy tissue-cultured seedlings, which are quite costly.

Buscayno and Catacutan thought of raising banana seedlings at a lower cost to encourage other farmers to venture in banana production. And by researching, they found out that the original characteristics of a tissue-cultured banana plant can be retained by selecting healthy mother plants as source of seedlings.

Here’s how they do it. Just before flowering, the original meriplants are cut and uprooted. The corm of the mother plants contain four to five buds-farmers call these eyes and these are separated and planted individually in black polyethylene seedling bags. In two weeks, banana seedlings would be ready for transplanting.

With this practice, they can produce and sell seedlings at half the price of the tissue-cultured seedlings and hence, initial investment cost is reduced.

PAPAYA PRODUCTION
The maturity period of banana is 10 months, which is quite long to realize return of investment in a shorter time. Buscayno and Catacutan planted papaya plants in between banana plants as papaya starts to yield in just six months. Harvesting is done on a weekly basis. but up to a year and a half only.

As of now, Buscayno is ahead of Catacutan in papaya production as his crop is already fruiting. He harvests 1.5 tons to 1.7 tons per week, and he sells these at P 14 per kilo.

Sheep Raising Has Potential

Sheep raisers in the Philippines are much less than goat raisers. That’s probably because most Filipinos have been used to eating goat rather than sheep. But there is an increasing awareness of the potentials of sheep production as a possible money-maker for local farmers.

That’s the belief of Jonie and Jeff Valencia, the father and son tandem who run the Ebenezar Goat Farm in Brgy. Arangureng, Capas, Tarlac. The Valencias have been importing small ruminants from Australia since 2005 which they sell to local farmers as well as to the government’s small livestock production program.

During their first three years of operating their goat farm, they were importing only goats for breeding.

They have imported 1,300 goats for Congressman Abdullah Dimaporo, for instance. Another recent big shipment of goats numbering 766 was for the government. Of course, they also sell a lot of goats for breeding to individual farmers.

What they have observed is that there is also a increasing interest in sheep, especially the Dorper breed. It all started when Jonie and Jeff were toured through the help of the Australian Trade Commision to the major goat breeders in that country in 2008. Because there was no more goat rancher that was near their last destination, their guide brought them to a 75-year-old woman, Judy Murphy, who was raising more than 500 Dorper sheep in the state of Victoria.

The old woman told the Valencias that it is so easy to take care of sheep. In fact, she said, her animals are let loose on the range and she only visits them once a month. She sells the marketable animals for meat.

That set the father and son thinking. They eventually learned that sheep is much less aggressive than goats. The goats will damage the trees if they are ranged in a fruit tree plantation, but the sheep will not. The sheep will just browse the grasses and will keep them down. In fact, that’s the reason why they are called live mowers for orchards.

The Valencias then started to import some breeders of sheep. And to their surprise, an increasing number of local farmers are buying their own sheep for breeding. Among the well known personalities who have bought Dorper breeders are basketball star and former representative Dodot Jaworski, former congressman Toti Carino, Congressman Abdullah Dimaporo, and several others.

The Valencias are particularly interested in the Dorper sheep. It has short hair and is adapted to the hot tropical climate of the Philippines. It grows fast and is much bigger than the native sheep usually grown by farmers here. A mature male Dorper says Jeff weighs about 150 kilos while a female weighs around 90 kilos. One three-month-old kid of a pregnant Dorper imported from Australia, born last April in Tarlac, was already 40 kilos during our visit.

The money-making potential is good. Those who produce breeders using purebred stocks can make a lot of money. Island-born sheep that are 8 months old sell for about P20,000.

malayo kasi yung crater, pero may spa malapit. Then yung terrain at rock at sand formation para kang nasa grand canyon (so to speak lang po kasi grand canyon is marvelous).

Pero nonetheless the trek itself to the crater is already an adventure. Kung baga pagdating mo sa crater yun ang ultimate price mo kasi the crater of the volcano is breathtaking! :)

May mga 4x4 na pwedeng maghatid sa iyo (price ranging from 3500 up) but then others walk their way up most of the time.

Km., most populous and so far, it hosts several huge investments such as Robinson residential development, The New Asia Golf Resort. Its proximity to the SCTEX, International airport and eco- zones in Clark has a great advantage. It is only approximately 2 hours travel from Metro Manila via SCTEX and NLEX:cheers:

Re: Capas Investment:

Thailand’s CP group invests P2.36 B in feed production facility in Tarlac
By BERNIE CAHILES-MAGKILAT

Thai-owned Charoen Pokphand Foods Public Company Limited (CPF), Asia’s leading food conglomerate, is investing P2.36 billion for the establishment of aqua feed production and feed mills in a ten-hectare lot in Capas, Tarlac both for the domestic and export markets.

Because of its sheer size, the Board of Investments has approved the project on a pioneer status entitling it to a maximum of six years of income tax holiday incentives and preferential duty on the importation of capital equipment.

The project, which is expected to start commercial operation in January 2011 with 209 workers, would be carried out by CPF’s wholly-owned local subsidiary Charoen Pokphand Foods Philippines Corp.

Based on its application with the BoI, the Thai project would have an annual production capacity of 114,000 metric tons per year of aqua feeds for fish and shrimp.

In approving the project, the BoI said it will give a big boost to the country’s aquatic production and the revival of the shrimp production because CPF is known for its cost-efficient technology.

In particular, the BoI noted that white shrimp variety is being groomed as the next sunrise industry in aquaculture. White shrimp production now accounts for 80 percent of total global shrimp production Asian countries contribute nearly 75 percent to that.

CPF will produce fish and shrimp feeds in various forms, pelletized, crumbled and extruded using the latest machinery and equipment from China and Europe. These include control centers equipped with modern computers and programmable logic control programs, extruders, pelletizers, pulverizers, hammermills and crumbling machines.

The project location in Capas, Tarlac will also have its own raw material and finished feeds warehouses and waste disposal system.

The Thai conglomerate is primarily engaged in animal feed production, animal farming, meat processing and the manufacturing of food products.

Its operation covers the entire cycle of the agro-industrial sector, ranging from sourcing raw materials for animal feed production, manufacturing animal feeds, breeding animals, farming animals for commercial purposes, processing meat and manufacturing processed food products, to distributing products to domestic and overseas.

It has two basic production lines: livestock comprising chicken, duck, eggs and swine; and aquaculture whose main components are shrimp and fish.

Its Bangkok-based headquarters employ over 23,000 people. The company reported sales of $4.8 billion in 2008 with net profit of $180 million.

As Thailand’s leading agro-industrial and food group company and one of Asia’s biggest food conglomerate, CPF envisions to be the “Kitchen of the World” by providing quality and nutritious food.

The company is also committed to environment protection and practices good corporate governance.

Tarlac, with a population of 859,222, is the most multicultural of the Central Luzon provinces. Four district ethnic groups – the Pampango, Ilocano, Pangasinense, and Tagalog – share a life of peace and harmony in the province best known for its vast sugar and rice plantations. The last province to be organized under the Spanish Regime in 1874 and known for its fine, local cuisine, Tarlac is home to excellent ethnic and artisanal cooking. Truly the “melting pot of Central Luzon,” its heritage of good food had been culled from its early settlers’ varied places of ancestry: the provinces of Bulacan, Nueva Ecija, Zambales, Pangasinan, and the Ilocos region. Today, local restaurants abound, with historical sites, vast plantations, and a beautifully landscaped golf course adding to its long list of attractions that make Tarlac one of the best places to stay in Central Luzon.

Although agriculture remains the province’s primary economic activity, Tarlac is rapidly building its industrial sector due to the presence of special economic zones in the area and its proximity to growth centers – invigorating new businesses and emerging industries to settle there and take root. It also sits practically next door to the international airport at the Clark Special Economic Zone with access roads to other commercial centers such as Dagupan and Baguio, further enhancing Tarlac’s accessibility.
Along with its thriving industrial estates, increasing trade investments and a flourishing string of micro-economic activities, such as food processing, handicrafts, furniture, gifts and toys manufacturing, continue to energize the whole province making it an attractive residential hub for young, working Filipinos and their families. Located only 89 kilometers north of the National Capital Region, Tarlac is linked by a fine network of roads to the main artery, the North Luzon Expressway. With Manila only one and a half hours away and Subic Bay airport and seaport only two hours away, the province has also become a practical “residence of choice” for balikbayans, returning OFWs, local and foreign retirees, as well as, expats and investors who have realized Tarlac’s immense potential. The influx of these new “settlers” have indeed refreshed Central Luzon’s “melting pot.” New communities have emerged propped up by the buoyed up local economy, revitalizing businesses that, in turn, help sustain employment and support more businesses – the “spice” of victory, these are just some of the ingredients that signify a true, hometown success.

It didn’t take long for Camella, the country’s leader in real estate development, to recognize the growth potential of Tarlac. And today marks the launch of Camella Tarlac, a 61-hectare community development located close to MacArthur Highway and the techno parks. A Spanish-inspired, master-planned enclave of nicely-appointed yet, affordable homes that feature world-class facilities and amenities. Harnessing its legendary real estate experience of over 30 years, Camella Tarlac is one more precious link in Camella’s chain of communities that is spanning the country – in 19 provinces, 44 cities and municipalities, in Metro Manila and the regions – with plans to expand in other growth areas, in emerging cities and thriving municipalities across the countryside.

Here in Tarlac, one is never far away from all things important–Camella Tarlac’s future residents and homeowners can look forward to a stable work and leisure environment, allowing for an engaged, active “hometown” lifestyle that is still quaint and time-honored, yet refreshing and contemporary. In culinary parlance, it would equate to... something quite delicious... with just the right hint of spice.

Tourism rebuilds Tarlac village from Pinatubo blasts
http://business.inquirer.net/money/features/view/20080316-125101/Tourism-rebuilds-Tarlac-village-from-Pinatubo-blasts

CAPAS, Tarlac -- Sta. Juliana knows how to bounce back from the world’s worst disaster. Abandoned at the height of the June 1991 eruptions of Mt. Pinatubo, the village has emerged, in every sense, as a perfect tourism getaway, especially for nature lovers.

Its post-eruption terrain—canyons, a crater-turned-3-kilometer lake, rocky and sandy landscape and hot springs—has been drawing foreign and local tourists since 1994 when only dozens came. The number has been growing to over 5,000 yearly, according to the Barangay Tourism Council (BTC).

With the influx of visitors, more residents are making a living out of tourism. To date, 300 people, half of them male members of the indigenous Aeta, are accredited guides of the Department of Tourism, charging P450 for a day’s work.

Drivers of all-terrain jeepneys count 134. A round-trip rent costs P2,500.

Mt. Pinatubo Spa Town, which is owned by a Korean company, employs 70 masseuses, five cooks, 15 servers and maintenance workers. Sand spa and massage cost P1,200 for Koreans and P1,000 for locals.

The hot springs, leased also by the Korean firm, is maintained by five Aeta people.

Another Korean-owned firm, PDC Development Corp. (PDCDC), carved a 7-km trail in Sitio Magkupya in 2006, renting out 50 horses for an hour’s ride to the crater-lake, where it also rents out 10 boats. Rates go from P200 to P300 an hour.

PDCDC plans to build a 60-room hotel near the crater, Mayor Reynaldo Catacutan of Capas, Tarlac, said. The project is under negotiation with the Department of National Defense, which has jurisdiction over the area.

Sta. Juliana is part of a 17,000-hectare former American military reservation that spans eastern Zambales. The Aeta claim the area as ancestral domain.

The BTC earns its keep from all the tourism ventures—P50 from the tour guiding fee and a P30 conservation fee for tree planting and garbage collection at the crater and on the trail.

It operates a three-room house donated by the Department of Environment and Natural Resources at the back of the BTC Center, charging P250 for an overnight stay.

Home stay—or residents renting out their place for tourists—is not so popular. Students sightseeing on shoestring budget prefer local homes. Bed and breakfast costs P150. Most tourists like pitching tents at the crater-lake’s viewing area.

Aeta women sell bead necklaces, bamboo flutes and fruits.

With some 700 of the 3,200 residents eking out a living from tourism, Sta. Juliana has “grown from a ghost town to a prime tourism destination,” Catacutan says.

Everything began with the Aeta who, upon returning to their villages in 1993 after a mass exodus to the lowlands in 1991, accompanied foreign tourists attracted by an eruption-scarred setting.

Used to the presence of Americans and able to converse in good basic English, Jerry Cosme and the 20 other “pioneers” charged cheap rates then.

In 1994, Ronaldo Tiotuico, director of the Department of Tourism in Central Luzon, introduced a more orderly system that ensured the safety of tourists, conserved the environs and culture of the Aeta, and helped them earn well.

The DOT gave tour-guiding seminars to the Aeta and upland farmers. It used the BTC’s income to build roads leading to the village.

Guided by the DOT, Sta. Juliana has reaped various awards, such as the Pacific Asia Travel gold award for best ecotourism project in 2001, DOT Kalakbay Award for best ecotourism product in 2001, and Asean Tourism Association award in 2002.

Now largely managed by the local government of Capas, the Sta. Juliana tourism industry splits its income among the village (50 percent), local government (30 percent) and Philippine Air Force (20 percent), says Catacutan.

For Cosme, income from tourism brings in double benefits. What he earns from tour guiding is spent to revive his mountain farm where he grows banana, sweet potato and yam.

Sino ba sa tingin nyo ang nag push at bigla pag asenso ngayon unlike for the past 5 years. may bago ba pulitiko diyan or it's because may mga bagong infra projecs na naglink sa Tarlac ngayon tulad ng SCTEX?

in order for us to have an incline to really what have transformed Tarlac (factors, demographics etc), im posting some not so old articles for us to ponder :)

Tarlac City Booms with New Investments (article posted sometime in 2002)

THE latest additions to relatively big business structures in Tarlac City are Starbucks Café, La Maja Rica Hotel and Globe Telecom Center.

To complement the influx of more businesses into the city, the City Hall has started the construction of the P82-million, 1.85 kilometers by-pass road that extends the existing Ninoy Aquino Boulevard through Barangays Cut-Cut 1st, San Vicente and Carangian to the Agana Bridge in Barangay Tibag. The by-pass road is expected to ease traffic along city’s main business districts.

STARBUCKS CAFE

One of Manila’s famous coffee shops, the posh Starbucks Café found a new home at the Cojuangco-owned Plaza Luisita Mall and Commercial Center.

Adding a local touch to Starbucks’ popular setting is an old train at the back of the main coffee shop. Starbucks Café has started to entice coffee lovers and enthusiasts with its soft opening last May and full opening last June.

LA MAJARICA HOTEL

The new La Majarica Hotel, located in Barangay Ligtasan along the MacArthur Highway, features a 10-meter x 21-meter function room, a function room, 40 regular rooms, 20 drive-in rooms and a swimming pool.

It also has eight commercial spaces below the main hotel and three big office spaces on the second floor.

The hotel posted a P13-million project cost at the Tarlac City Engineer’s Office, while the commercial spaces amounted to P3 million.

The hotel opened last July.

GLOBE NORTH LUZON CENTER

The edifice of Globe Telecom’s North Luzon Mobile Switching Center has just been completed and inaugurated.

With a registered project cost of P82.5 million, this facility will serve the entire North Luzon area of Globe’s mobile phone services. — reports from PCCLGC

INFLUX OF GIANT BUSINESS INDUSTRIES IN TARLAC NOTED (article posted sometime in 2008)
BY: Mar T Supnad
Central Luzon Daily
http://centralluzondaily.com/index.php?action=article&n_id=1192

The rise in demand for job opportunities has been seen, following the economic managerial program of the city government as evidenced by the copious awards it received from the Asian Institute of Management and the Philippine Business Conference.

Their judgment, according to Mayor Genaro Mendoza, was clearly translated with the arrival of giant industries like Wilcon Depot, Robinsons Mall, and the imminent Shoe Mart (SM).“Majority of their hired personnel are Tarlaqueños who are now making a living for their own families,” he explained.

Mendoza also said that while Tarlaqueños live mainly on agricultural businesses, opportunities brought by the completion of the Subic-Clark-Tarlac Expressway and the New Tarlac City Public Market had made them more comfortable.

“Their products are now gaining access not only to our own public market but also to other markets nationwide by using our airports and seaport in the region via the SCTEX,” he said.

“Market value of our lands has also increased proving that soaring of developments are coming in without impediment aside of course from early politicking made by other individuals,” he said.

However, due to the looming effect of the global economic crisis, local companies hit by global recession are also suffering big loss of productivity.
Employees from the International Wiring System who mainly feed from the automotive industries in the United States has also tighten up their belts due to the cuts of their work days.

“There are things that we could not prevent but in this time of ordeals we need to think positively. Yes, there are imminent threats of global recession but we could make things better if we could think alternative ways to survive,” he pointed out. Among those things he said are the benefits of technical trainings brought by the city government which for years have become the stronghold of Tarlaqueños.

Robinsons Luisita opens mall-based BPO spaces (article posted sometime in sept. 2009)
http://www.philstar.com/Article.aspx?articleid=507436

Robinsons Land Corp. (RLC) continues to expand the geographical reach of its business process outsourcing segment in Central Luzon with the opening of its mall-based office spaces in Robinsons Luisita, Tarlac.

The only commercial center with BPO space in Tarlac is now ready for leasing. The BPO space has a total floor area of 5,310 square meters and is located at Levels 1 and 2 of Robinsons Luisita, along McArthur Highway, San Miguel, Tarlac.

Since Robinsons Luisita is PEZA accredited and ready to support a facility operating 24/7, the space is ideal for a call center or BPO locator, whether it is in the voice or non-voice segment. RLC Luisita can also provide 100 percent back-up power to ensure uninterrupted operations.

Robinsons Luisita’s which is located within a famous landmark in Tarlac City, can be reached from the South and North via the Subic-Clark-Tarlac Expressway (SCTEx) and the McArthur Highway.

Tarlac is known as the melting pot of Central Luzon and Robinsons Luisita is one of its main attractions as it offers many restaurants, fastfoods and coffee shops amids large shade trees. The mall also offers conveniences such as a supermarket, pharmacy, ATMs, banks, courier services and 234 parking slots.

It is about two hours from Baguio in the north, 2.5 hours from Manila in the south.

RLC officials note that it is more cost efficient to put up a BPO in Tarlac compared to most Metro Manila locations due to lower overhead costs. Infrastructure in and around Tarlac continues to expand and the city is among the most ideal investment sites in Central Luzon.

This is why Hacienda Luisita is also home to Luisita Industrial Park which hosts manufacturing plants of Universal Robina Corp., San Miguel Corp., Purefoods Feedmill Corp., International Wiring Systems, and Sanyo Semiconductor Mfg Philippines.

Aside from Robinsons Luisita, RLC also leases out commercial center-based BPO spaces in Robinsons Starmills and Robinsons Angeles, both of which are in Pampanga.

Tourism rebuilds Tarlac village from Pinatubo blasts

Malaking ginhawa rin yun 82 million 1.8 km bypass road extension of Ninoy Aquino Boulevard. Tapos yung Robinson Luisita, La Maja Rica, Wilcon Depot and Starbucks Coffee are truly big investments. Thanks sir Bryan Rey.:)

Your query regarding on how many towns are first class municipalities in Tarlac, there are six as per NSO data as of 2007, may I add Gerona and Moncada.

Sta Ignacia, Lapaz, Victoria and Bamban are 2nd class towns. Baka later, first class na rin sila kasi doon sa link ni Juan Carlo sa COA.gov.ph, above 50M na ang income nila, kaya lang di ba inaaverage ang income nila for 3 years to come up with the income classification?

Rich municipalities are allowed only up to 45 percent for salaries of their annual budget whereas poor municipalities have 55 percent cap on their budget.

Based dun sa photo, hindi sya tinola. Pero ganyan kung iluto namin ang tulya. gigisa mo ng sibuyas, bawang, luya at konting kamatis (add din bagoong alamang or patis to taste). then lagyan mo ng sabaw at pakuluan. then lagay mo yung tulya, kapag bumuka na sila ayos na luto na. nilalagyan namin ng petsay yan o kaya spinach depende kung anong meron. pwede ring dahon ng malunggay.

pero huwag kalimutan yung fried bangus or tilapia or kahit anong isda. pwede ring inihaw. at pwede ring fried porkchop or liempo.

pero huwag kalimutan yung fried bangus or tilapia or kahit anong isda. pwede ring inihaw. at pwede ring fried porkchop or liempo.

Built on orders by Major Gen. Tsukada, this "protective installations" probably the most elaborate and extensive system of cave and tunnel defence of the Japanese, was built in the hope of preventing the Americans from utilizing the Clark Field Air Center, by delaying actions into the hills to the west by means of artillery fire and infilteration attacks.

Proposed city hospital to be named after Cory

BY: Eden Gutierrez

TARLAC CITY — Incoming city mayor Gelacio “Ace” Manalang said he is proposing for a city hospital to be named after former president Corazon Cojuangco Aquino, the late mother of newly proclaimed president Benigno "Noynoy" Aquino.

Manalang said city folks have waited for so long to have their own hospital, “and this is the right time to have one.”

“Syudad pa naman tayo pero wala tayong sariling ospital. Nakakaawa naman yong mga mahihirap nating kababayan na wala talagang pambayad sa ospital kapag sila’y nagkakasakit,” the comebacking mayor stated.

He said he is eyeing the present city hall to be converted as a hospital because its present location congested and no longer conducive for city officials and employees.

The mayor added that he will support the new president because he is a Tarlaqueño and the son of the first lady president who has gained a lot of respect.

Manalang also said that although they belong to different parties, what is important now is unity not only among Tarlaqueños but all Filipinos to achieve the vision of “pagbabago.”

When asked what will be the first thing he would like to request from President Noynoy, Manalang said this would be the funding and the transfer of the city hall from its present location to the Ninoy Aquino Boulevard beside the Uniwide Warehouse Plaza, to make the city hall conversion to a hospital be possible.

Manalang revealed that right after his inauguration, his first half day of office would be devoted to cleaning the Bagsakan market and arranging its sections, for the benefit of wholesalers, retailers and consumers.

He also relayed that his Executive Order No. 1 will be the retention of Tañedo Street to a two-way street, to address traffic problems and avoid trouble both among transport groups and the commuting public.

Cruz. Palagay nyo mag-eextend yung Ninoy Aquino Boulevard pa-norte paralleled to McArthur Highway?

Koreans donate medical equipment to Tarlac hospital

CAPAS, Tarlac, March 17 — The Good People International (GPI) from South Korea has recently donated three brand new medical equipment to a public hospital in this town.

Mayor Reynaldo “Reycat” Catacutan said the medical equipment donated to Ospital Ning Capas are for dialysis, anesthesia and ultrasound.

These pieces of equipment would be a great help to the hospital. Although the hospital is small, it can now serve the patients better with these additional equipment, he said.

The Ospital Ning Capas is the first and only public hospital in this town built through the initiative of Catacutan.

"Sinikap ko na magkaroon ng sariling ospital ang Capas para sa aking mga kababayan (I strived hard to have Capas their own hospital for the benefits of my constituents),” he said.

It can be recalled that late last year, the said municipal hospital was inaugurated by former Department of Health secretary Dr. Francisco Duque, witnessed by Gov. Victor Yap, the Koreans and other local government officials.

The Ospital Ning Capas was funded by the GPI and in part by the provincial government, the Clark Development Corporation and this municipality.

He added that the hospital is not only intended for the people of Capas but also for those in nearby towns, especially those within the third district of the province.

Catacutan is now running as congressman for the 3rd District of Tarlac under the Liberal Party. (PNA)

2 things about this photo:

1. this is DBP Building, one of the most beautiful DBP branch in the country.

2. gaya ng observation ni sir 26619, tricycles in Tarlac are color coded and have their respective body number. Their color depends on where the owner of the tricycle unit resides.

PAULINO T. SANTOS
(1890-1945)

Military Leader and Land Resettlement Pioneer

Epitome of Filipino courage and perseverance, General Paulino Santos was born in
Camiling, Tarlac on June 22, 1890 to Rosa Torres and Remigio Santos.
He was educated in Spanish-run schools from 1897 to 1900, and in American-run schools
from 1901 to 1907. He became a municipal teacher in 1907, serving as such until 1908. That year,
he tried to join the United States Navy in Cavite. Unable to, because of a moratorium on the
enlistment of natives at the time, he proceeded to Manila. He got employed at a Tondo factory of
aerated water, working everyday for seven pesos a month.
A year later, he enlisted in the Philippine Constabulary. He was assigned to its First
General Service Company. In 1912, he was promoted from private to supply sergeant, serving as
such for two years. Simultaneously, he strove to upgrade his skills and knowledge by pursuing his
studies. His perseverance paid off, for he soon finished high school.
In 1913, he passed the entrance examinations to the Philippine Military Academy in
Baguio, then known as the Constabulary Officers School. In 1914, he graduated, not surprisingly,
as class valedictorian, and was commissioned third lieutenant in the regular force in February of
the same year. Thereafter, his rise through the ranks was swift: second lieutenant in 1917, captain
in 1918, major in 1923. He was adjutant of the Headquarters, of the Philippine Constabulary before
retiring as lieutenant colonel in 1930.
As soldier, Santos served in the Lanao campaign in 1916, where he sustained wounds from
a Moro spear, and in the Bayang Cota campaign in 1917, where he was wounded anew, but this
time by bullets. It was in the latter campaign that he demonstrated extraordinary courage and
leadership.
As government cannons were bombarding the Muslim bulwark of Lumamba, then 2nd
Lieutenant Santos led his platoon in penetrating the formerly secure redoubt, through an opening
made in the barricade, and immediately erected a ladder to scale the first kota. Immediately, he
and his men engaged its defenders in a bloody hand-to-hand combat, killing 30 of them, and thus
preserving the lives of government soldiers. For this exceptional military feat, Governor General
Frank Murphy bestowed on him, the medal of valor, the highest military award, for “gallantry in
action”, just before the inauguration of the Commonwealth government in 1935. He was named
President Quezon’s aide for the inaugural ceremony.
He served as ex-officio Justice of the Peace at large for the Provinces of Lanao and Sulu,
and then Deputy Provincial Treasurer of Lanao, before finally becoming Provincial Governor of
Lanao.
He was appointed Director of the Bureau of Prisons in 1930, serving thus until 1936,
founding the Davao Penal Colony in 1932 and transferring the Bilibid Prisons from its old site to a
new one in Muntinlupa, Rizal.
In 1936, he was recalled to military service through his appointment as Brigadier General
and Assistant chief of staff of the Philippine Army by President Quezon. Before the year’s end,
however, he was named Chief of Staff of the Philippine Army with the rank of Major General.
In 1937, President Quezon gave him the difficult and dangerous task of minimizing, if not
eliminating the problem of Moro piracy in the south through the destruction of the pirates’ kotas,
particularly Kota Dilausan, in Lanao.
His term as Army chief of staff ended in December 1938. In January 1939, he was named
general manager of the National Land Settlement Administration. He served in this capacity until
1941, when World War II broke out.
In 1939, as NLSA chief, Santos led the first group of 200 migrants from Luzon and the
Visayas who transformed the primeval Lagao area in Koronadal Valley into a productive and
progressive colony of six communities. Being the man of action that he was Santos usually stayed
with the men in the field, constantly exhorting them to give their best to the arduous task with
discipline and high purpose.
During the Japanese Occupation, he was picked by the Japanese-backed civilian
government to serve as manager of the Koronadal and Allah Valley projects. In 1943, he became
commissioner for Mindanao and Sulu. A year later, against his better judgment and convictions,
he accepted the post of commanding general of the Philippine Constabulary.
Before the Japanese surrender in 1945, he was taken prisoner and commandeered to the
North, first to Nueva Vizcaya, and then to the Ifugao mountains in the Mountain Province, where
the Japanese forces had retreated.
According to official Army files, he died of pneumonia in 1945. However, what truly
caused his demise remains unknown. It is said that during the last three months of his life, he was
made to eat only rice and kangkong, thereby weakening him until he contracted the fatal illness. It
was his aide, Juan Ablan, who buried him without a casket in a crude, shallow pit in the sitio of
Tammangan, barrio Wangwang, Hunduon town.
General Santos was married to Elisa Angeles of Bulacan, with whom he had seven
children.
For his pioneering efforts in the Koronadal and Allah Valleys, the town of Dadiangas was
renamed after him when it was made a city on September 5, 1968.
In his honor, a historical marker was unveiled on September 5, 1981 in General Santos
City, Cotabato.

May gumagawa sa amin nito sa barrio noong araw. he he. Yung end product, yun na yung green na rice cake pag niluto.:)he he.:)

A, ok, nakita mo pala querry ko doon. Thank you. :)

Mga tao huag tapon ng tapon kung saan saan, tapos, dapat alam din naman ng LGU management on what part of the city is needing much and immediate attention so as not to cause inconvenience to the people, whether residential or commercial areas.:)

i have to agree on that sir but only on a certain extent. Kasi sir, a government needs to mobilize its people to become bilateral.

May gumagawa sa amin nito sa barrio noong araw. he he. Yung end product, yun na yung green na rice cake pag niluto.:)he he.:)

CLGCFI elects new set of officers

BY: JOEL P. MAPILES

CLARK FREEPORT --- The provincial governor-members of Central Luzon Growth Corridor Foundation, Incorporated (CLGCFI) has elected from among its member-governors a new set of officers last Friday.

The new set of elected officers are: president, Aurora Gov. Bellaflor Angara Castillo; vice president, Bulacan Gov. Willie Alvarado; secretary, Tarlac Gov. Vic Yap; treasurer, Pampanga Gov. Lilia ‘Nanay Baby’ Pineda. Members are Bataan Gov. Enrique ‘Tet’ Garcia, Zambales Governor Hermogenes Ebdane, Nueva Ecija Gov. Aurelio Umali, DTI Region III director Blesila Lantayona and one DTI undersecretary.

Gov. Pineda said as elected officer of CLGCFI, she wants to be comprehensively informed and updated on the road map of the foundation and the areas of cooperation they could share for the continuing performance of the group of governors.

As president, Angara-Castillo had asked the full cooperation of all members and officers of the CLGCFI for the fulfillment of its programs and activities.

The Aurora governor said their mandate is to provide policy decisions and facilitate planning, coordination and monitoring of investment projects; investment promotion and facilitation; data bank and knowledge management and institutional development.

Pineda said the CLGCFI has intensified its commitment in sustaining a business and investment-enabling environment in the region.

It was learned that Central Luzon is a pilot region with the commitment of eight cities to implement reforms for mayor’s permit renewals.

The CLGCFI has promoted Central Luzon as an ideal investment destination through the Organization of Outbound Investment Missions and as an ideal investment destination through the Facilitation of Inbound Missions plus the strengthening of ties with Sister Cities by Signing Memorandum of Cooperation.

‘AstroMayabang’ shooting begins

BY: Jason Paul Laxamana

THE SHOOTING of the Kapampangan comedy film “AstroMayabang” has already begun, with locations set mostly in Angeles City, Mabalacat, and Clark Freeport Zone. The lead actor of the film, Arron Villaflor, a native of Tarlac City, will portray the colorful character of Astro Dela Cruz, a boy obsessed with Filipino pride clothes and accessories.

Two roles are still vacant—Raffy, the owner of the Pinoy pride shop where Astro buys his wardrobe and Dawn, the Filipino-American lady who decides to base in the Philippines and tries to learn as much as she could about local history and culture.
For Raffy, Pinoy Big Brother’s Hermes Bautista, who is also from Angeles City, is being targeted for the role, while for Dawn, after GMA Artist Center disapproves its Belo model Gwen Agnesse to appear in the film, Megan Young is now being considered.

Kapampangans are excited for the showing of the film this November during the Cinema One Originals Film Festival proper. A video teaser featuring the “yabang” audition clips of Kapampangan actors was released recently in the director’s Facebook account, causing a stir in the online community.

Heats School of Welding Technology

Brief History

Heats School of Welding Technology was conceived initially as PWTC. PWTC stands for PGJ Welding
and Training Center and it was conceived by Pedro G. Jose Jr., a Certified Sr. Welding Inspector (CSWIP-UK) and a Mechanical Engineer by profession. The name PWTC was changed into HMMJ Engineering and Training Services (H.E.A.T.S.). In the third quarter of 2008, H.E.A.T.S. was changed into Heats School of Welding Technology, Inc. In the midst of growing demand of welders in the Philippines and overseas, Mr. Jose decided to open up this institution to cater the needs of the construction industry both locally and overseas.

B ENIGNO A QUINO

Born: November 27, 1932
Tarlac Province, Luzon, Philippines
Died: August 21, 1983
Manila, Philippines
Filipino politician

Benigno Aquino of the Philippines was a leading opponent of the rule of President Ferdinand Marcos (1917–1989), who governed the Philippines from 1966 to 1986. Aquino's opposition ended in August 1983 when, after living in the United States for three years, he returned to the Philippine capital of Manila and was assassinated (killed) at the airport. Aquino's death touched off massive demonstrations against President Marcos.

Youthful accomplishments

Benigno "Ninoy" Aquino was born on November 27, 1932, in Tarlac Province, on the island of Luzon, to a prominent family. He was the grandson of a general and the son of a Philippine senator who was also a wealthy landowner. His ambition and energy stood out early when, at age seventeen, he was sent by the Manila Times newspaper to report on the Korean War (1950–53). The war was between the Democratic People's Republic of Korea (North Korea) and the Republic of Korea (South Korea), and was a war in which the United States and China eventually joined.

At age twenty-two Aquino became the Philippines' youngest mayor in his home-town of Concepcion. Just six years later he became governor of Tarlac province (a position similar to governing a state). In 1967 Aquino once again made history when he became the youngest senator ever elected in the Philippines. Meanwhile he married Corazon Cojoangco, with whom he eventually raised five children.

A fallen leader

Aquino became famous for his gifts as a public speaker and for his brilliant mind, as well as his great ambition. He became the leading candidate for the presidency in 1973, when President Marcos was scheduled to leave office after completing the maximum two terms as president. Aquino's ambition to be president was never realized, however, because President Marcos declared martial law (a state of emergency in which military authorities are given temporary rule). At the same time Marcos dissolved the constitution, claiming supreme power and jailing his political opponents, including Aquino. Aquino was charged with murder, subversion (intention to undermine legal authority), and illegal possession of firearms. Although he denied the charges, Aquino was found guilty and was convicted by a military tribunal, or military court, and spent over seven years in prison. In 1980 he was allowed to go to the United States for a heart bypass operation. He remained in the United States as a refugee until returning to the Philippines in 1983. Upon arriving at the Manila airport he was shot and killed.

Following the assassination President Marcos was pressured to appoint a five-person, politically neutral investigative board, led by Judge Corazon Agrava. Marcos and the military stated that a lone gunman who had been hired by the Communist Party had carried out the assassination. The alleged gunman, who had been shot at the airport immediately following the shooting of Aquino, could not be cross-examined. The military carried out its own investigation, and reported that no military personnel were involved in the death.

The official commission's majority report found that Aquino was not slain by the alleged gunman, as Marcos and the military claimed, but was the victim of a "criminal conspiracy" by the military led by General Fabian C. Ver, who was the armed forces chief of staff. He was also a close friend and cousin of President Marcos. The commission's findings were astonishing, although from the beginning most Filipinos doubted the official version of the assassination. No proof was ever presented that directly showed Marcos was involved, but almost no one in the Philippines believed that military generals would order the execution of Aquino on their own. Those who suspected Marcos's involvement noted that Aquino posed a threat as someone who might unite the opposition and who had been the president's main rival for decades.

Aquino's legacy

As it turned out the democratic opposition to Marcos was strongest after its leader's death. As Marcos lost the trust of his people, the Philippine economy also fell apart. By 1985 the nation was in political and economic chaos, with Marcos under attack by the press and by the strengthened political opposition, which did well in elections.

In December 1985 the court proclaimed that General Ver and the others charged with Aquino's murder were not guilty. Marcos promptly returned Ver to his former position. Popular unrest with Marcos's rule grew steadily, however. Within weeks a political movement formed around Aquino's widow, Corazon. She was elected president of the Philippines in 1986, unseating Marcos.
