Ha ha. Wala akong alam na patakaran na ganyan pagdating sa national taxation. Pero sa local tax, sa aking pagkakaalam, yung mga machineries na naka-affix sa building nang hindi basta basta natatanggal ay inaassess ng local government, gaya ng elevator, di ko lang alam ang mga airconditioning system.:)

may nabasa kasi ako.iba ang tax na kinokolekta sa air conditioned facility kapag 1st class urban municipality sa iba pang class of municiplaties. basta ganon. kumbaga iba ang tax ng airconditioned sa hindi airconditioned.ahaha, :D

Dried water lily stalks woven into fine handicrafts became the livelihood of women, housewives, out-of-school youths, and senior citizens of Paniqui, Tarlac, Philippines.
A wide range of products like shoes, sandals, slippers, bags, baskets, wallets, pouches, belts, trays, placemats, boxes, tissue holders and many others can be crafted by Paniqui folks using stalks of dried water hyacinths.
The ample visibility and fast growth of this plant caused a problem of obstructing the flow of water as the region is traversed with many rivers, swamps, and creeks, causing flooding during heavy rains. The local government started this project with 25 weavers which increased to 50 within 12 months as demand from local and foreign tourists poured out.
The Business
Over a wide variety of handicrafts can be made from dried water hyacinths. It’s light yet strong fiber property can be woven to different products according to the clients’ preferences. Because it is organic, it can be used for packaging of goods which will substitute plastics that are non-biodegradable.
The abundant yield of high quality dried water lily straws with the hard-working weaving skills mean that the plant harvesters and weavers of Paniqui have very good potential to enter the market of producing high quality hand-made water lily handicrafts in different designs and products.
Furthermore, the same raw materials and weaving techniques can be applied to develop a range of good quality and attractive water lily fashion ware like slippers and handbags.
The production of the water lily baskets and boxes would be undertaken by the Paniqui Women Association and the PAGASA Youth Association both recognized and supported by the local government. High quality fabric materials for fastenings, linings, gloss, water-proofing, and highlights were sourced from the locality.
Production of water lily mats, trays and other handicrafts would enhance the quality and value of products produced by the local groups and should give in a major income increase for their own households.
The target market for water lily handicrafts would be predominately the local market of wealthier Filipinos, overseas Filipino workers, expats and foreigners. The local government unit of Paniqui plans to engage on supplying water lily handicrafts for wholesale to a number of domestic distributors and retail networks.
The aim of water lily boxes, baskets, and handbags will primarily be environment conscious consumers who do not use plastic bags or plastic containers. These consumers and other unaware consumers will be targeted through direct marketing and direct and indirect advertising campaigns backed up by the local government unit of Paniqui, the Provincial Government of Tarlac, and the Department of Trade and Industry.
There are three main market targets for the water lily handicrafts. The target for the water lily fashion items (mostly handbags, slippers, wallet, etc.) will be established domestic handicraft wholesalers and retailers in Luzon, Visayas and Mindanao, as well as exporters for the United States, Japan, and European markets. It is anticipated that domestic sales to cater to the large tourism market all over the Philippine islands will make up the majority of water lily fashion item sales.
The target market for water lily handicrafts (mostly lampshade, decorative household products, placemats, etc.) will initially be the Filipino community living abroad. This embodies a significant market, as there are many Filipinos working around the world-over 860,000 not mentioning Filipino immigrants, so the overall potential market size is large.
The main potential competitors would be other communities all over the country who also started this water lily weaving project, as this is promoted by the Department of Trade and Industry to local government units with trouble with the pesky water plant. Another is handicrafts made of other indigenous materials. Water lily products could compete well on the basis of price with other indigenous materials as the raw materials are freely harvested.
The distinctive promotion about the water lily products is that they are well crafted by hand utilizing indigenous materials and the designs are decorative emphasizing the Filipino heritage. Also, the use of the product is very helpful to the environment as it substitutes the use of plastic materials and at the same time ceases the clogging of flow of water on rivers and creeks. However, the selling price of the handicrafts is very reasonable. The handicrafts could also be made to order.
The Entrepreneur & Management
The water lily project started as a livelihood program for the Paniqui women, out-of-school youths, and senior citizens organized by the Local Government Unit of Paniqui. Management is directed by the Municipal Mayor with the help of the Municipal Social Welfare and Development Office.
The Program is in coordination with the Provincial Government of Tarlac which also gives the needed promotional and advertising campaign with the national agency, the Department of Trade and Industry who assist the weavers for needed training and development.
Development
It started from 12 housewives to 25 women and youths and then to 50 within a year. Handcrafting eventually became a constructive activity for people who were once dawdling outside their homes playing cards and getting drunk the every day.
Some weavers take their work at home with the whole family joining the making of the water lily handicrafts. While others chooses to work at the Paniqui Livelihood Center were materials are readily available.
A household would earn roughly around three hundred pesos (Php 300) weekly during slack season and about six hundred pesos (Php 600) weekly during peak season.
Before it became a livelihood program last August 2008, the conceptions for these water lilies are pests to the community as it hampers the flow of water in rivers and creeks during heavy rains causing flooding in the area.
It is projected that by the fourth year of operation the total income for the workers from handcrafting activities could increase roughly 3 times by the year 2012.

Saka mas completo yung mga libro at office supplies na ibenebenta. Ok din yung mga discounts and promos.:)Ok din kung airconditioned, pero talo ka kung masyadong mababa ang sales mo. Di mo mababawi.:) Kaya siguro may mga Mang Inasal na hindi airconditioned, malaki ang tipid nila sa electricity bills. Pero maganda naman ang interior at exteriors nila, masarap ang pagkain at affordable.

For nearly 50 years now, residents of Barangay Caturay in this town have survived on manufacturing Christmas lanterns, which they themselves display for sale in 20-square-meter stalls along a short stretch of the McArthur Highway here.
The lanterns, lit by small bulbs and usually sold to motorists passing through Tarlac province on their way to either Northern Luzon or Metro Manila, have evolved over the years in both design and makeup.
The old star-shaped bamboo lanterns, for example, are now gone. Multicolored plastic lanterns shaped like fruits, insects and flowers have replaced them.
Capiz lanterns, to cite another example, have remained in vogue, but capiz shells are slowly giving way to other materials like fiberglass and plastic as buyers opt for durability and affordability in making their choices.
Nieves Duldulao, 62, president of the Caturay Lantern Makers Cooperative, relates that at the time she and her husband Mamerto went into the lantern-making business in the 1970s, Barangay Caturay had already been well known as a producer of lanterns.
But these lanterns, she explains, were of the “traditional kind,” made of bamboo sticks tied together to form star-shaped shells, which were then covered with grasses, leaves or papel de japon (Japanese paper) and decorated with dried fruits and flowers.
The making of bamboo lanterns, she says, had been the traditional livelihood of Caturay families for decades.
It also has a curious history.
According to Caturay residents, a blind man settled in the nearby village of Magaspac during the latter part of the 1900s. A skilled bamboo craftsman, he taught the villagers the art of making bamboo lanterns. Unfortunately, very few were interested.
Unfazed, he moved to Caturay. Here, to the blind man’s pleasant surprise, his eagerness to teach was matched by the residents’ enthusiasm to learn. And thus was born the bamboo lantern industry in the barangay.
When the Duldulaos ventured into the lantern business, they mixed their traditional lantern products with those bought from San Fernando, Pampanga.
Very much unlike the original Caturay lanterns, the San Fernando lanterns are framed by corrugated iron wires instead of bamboo sticks and covered with plastics of different colors.
Capiz lanterns with religious paintings in the middle are a variation of the San Fernando lanterns.
Duldulao says that in the beginning they bought finished products from San Fernando. But later on, as part of their effort to learn the craft, they began to buy partially finished ones from Cavite and Novaliches. The electrical installation for the bulbs they did themselves.
Then they procured only the shells, which they covered, decorated and fitted with bulbs. Ultimately, they learned to make the frames themselves—and to conceptualize new designs.
She believes that lantern makers in Caturay now have more than mastered the skills necessary for the industry to grow.
In fact, she says, entrepreneurs from San Fernando have started getting their supplies of plastic lanterns from her village.
“There is now a reversal of roles,” she beams.

Yung Tarlac College of Agriculture Logo ay sa entrance ng school nakalagay, ang TCA ang isang state college sa Tarlac at isa sa may pinakamalaking campus.
Yung Lungsod ng Tarlac Logo ay di ako pamilyar kung saan naka-install iyan.:)

Oo, ang ganda, ang linaw.he he. Siguro dahil holiday ngayong monday, kaya maraming umuwi na Tarlaquenios. Kung di lang ako busy umuwi din ako. Yun din ang advantage ng holidays, minsan, kasi, at least yung mga workers makakapagpahinga, tapos they will be having the oppurtunity to spend holidays in provinces which is good for the economy. :cheers:

CAPITOL HILL, Tarlac City -- The provincial government of Tarlac led by Gov. Victor Areno Yap and sister 2nd District Rep. Susan Yap conducted a vigil following the death of eight Hong Kong nationals during the hostage-taking drama at the Quirino Grandstand in Manila last August 23.
Joining them were Vice Gov. Pearl Pacada and Board Members Danilo Asiaten, Harmes Sembrano and Enrico de Leon, department heads and employees of the capitol.
In his message, Yap said he is one with Tarlaqueños and the Filipino people in extending his condolences to the families of those who died.
“With the rest of Tarlaqueños and the Filipino people, I and the entire officialdom of the provincial government of Tarlac, wish to convey our deepest condolences and sympathies to the bereaved families of the eight Hong Kong nationals whose lives were lost in the hostage situation at the Quirino Grandstand last August 23,” he said in a statement read by his sister.
The eight Hong Kong nationals were part of the 25 people aboard a tourist bus that was commandeered by former police Chief Insp. Rolando Mendoza, who was also killed during the siege after a 12-hour long hostage drama.
Three Filipinos, two Canadian nationals and 20 Hong Kong and Chinese nationals were among those on board.
Mendoza’s demands included his reinstatement to the PNP and that his case before the Office of the Ombudsman be reviewed.
“Our deepest feelings of sorrow and apologies likewise go to the People’s Republic of China and the people of Hong Kong for the unfortunate incident,” Yap said.
Gov. Yap hopes the incident will not affect the country’s good relationship with the People’s Republic of China and the people of Hong Kong.
“In our end, we have directed our police force to assess and submit to the provincial government, the soonest possible time, their evaluation so that we could assist and fund whatever trainings and equipment they need which was evidently lacking during the hostage-taking drama,” he said.

CAPITOL HILL, Tarlac City -- Free cataract operations were conducted at the Tarlac Provincial Hospital (TPH) here recently in cooperation with the University of the East Ramon Magsaysay Memorial Medical Center (UERMMMC), Tarlac ophthalmologists and the Sukob Foundation.
Iluminada Oanes, nurse coordinator of the TPH, said 94 indigent patients were screened but only 60 were given a go signal to undergo operations.
She also added that a project like this is a big help especially to the elderly.
"The right to quality and accessible health services is a right of every individual, according to Dr. Ricardo Ramos, TPH administrator. “Our service is in recognition of right, commits to make our health services such as eye surgery and eye treatment available to our people free of charge," Ramos said.
So far PGT has given free operations and medical assistance to indigent patients at the TPH and in rural areas of the province, working with non-government and private organizations for different health services for Tarlaqueños.
Gov. Victor Yap said this aims to provide cataract victims in Tarlac with free operations, which are expensive in private clinics and hospitals.
“This is what government is all about -- and we are pursuing this with the help of doctors and organizations who are willing to extend their services for free,” Yap added.
This program has been running for years now and started since the time of former governor and congressman Jose “Aping” Yap and is supported by the UERMMMC, the Tarlac Ophthalmologists and SUKOB foundation to poor but deserving patients and all charges are waived if they qualify for the program.
The mission coincides in celebration of Sight Saving Month of the national government. This project is being undertaken here every March and August of the year.

More Tarlac indigents get universal PhilHealth cards

A total of 90,049 indigent Tarlaqueños have been benefited with the universal PhilHealth cards.
Tarlac Governor Victor A. Yap said the distribution of PhilHealth cards to identified poor individuals is part of their continuing commitment to provide health services to the people in the province.
“The provincial government is proud of this project because it benefited a lot of indigent Tarlaqueños. This program, with the support of different municipalities in the province, brings much needed basic health services to the public and geared towards the full implementation of the National health insurance Act,” Yap said.
Ric Ramos, Tarlac Provincial Hospital administrator, for his part, said the contribution of PhilHealth to the various municipalities in the province is very significant in serving the health needs of the people here.
Under the program, PhilHealth and local government unit (LGU) signed a memorandum of agreement wherein a discounted premium rate is given to the LGU concerned and PhilHealth subsidizes the rest of the premium.
Apart from giving free health insurance to indigents, Yap said the province has also pursued in its health agenda the implementation of nutrition services to children and easy access to inexpensive yet reliable health care.
He also assured a continuous supply of medicines to various health centers, particularly to urban poor areas.
To enhance the delivery of health services, the governor initiated the construction of additional hospital building. An additional 150 bed hospital is now being constructed.
The provincial government is also providing a state-of-the-art medical facilities and apparatus and free check-ups to less fortunate residents . (PNA)

TARLAC CITY — Agriculture Secretary Arthur C. Yap and Tarlac Gov. Victor A. Yap have asked Socio-Economic Planning Secretary and National Economic and Development Authority (NEDA) Director-General Ralph G. Recto to evaluate and endorse the R14.3-billion Balog Balog multi-purpose (BBMP) project to the NEDA Investment Coordinating Council (ICC).
"This project is proposed to be implemented through the Build-Operate-Transfer (BOT) scheme and calls for the construction of a 113.5-meter-high rock-fill dam across the Bursa River," the agriculture secretary stated in his letter to Recto.
"It will have a reservoir capacity of 625 cubic meters and a power plant that can generate 32 megawatts of hydroelectric power," Secretary Yap also said.
Meanwhile, Governor Yap received last Friday top officials of Henan, China, Tarlac’s sister province, who attended a briefing on the BBMP project at the National Irrigation Administration (NIA) office here.
"The Henan officials expressed great interest in the BBMP because this time around, they asked clarificatory technical questions and secured project documents," said Dr. Vicente Vicmudo, BBMP project manager.
In his letter to Recto, Secretary Yap stated that "at full operation, the project can provide a year-round supply of irrigation water to some 39,150 hectares and generate additional employment opportunities for the local residents and increase the income of our farmer-beneficiaries."
"The project is included in the Department of Agriculture’s Medium-Term Public Investment Plan and NIA’s budget strategy. Its goal and objectives are in line with DA’s priority," Secretary Yap said.
Vicmudo said Tarlac, as an agricultural province, "has only but the Balog Balog dam as its hope for irrigation and its only chance to attain sustainable development."
Governor Yap said Tarlac has over 70,000 farmers working in 105,000 hectares of agricultural land, of which only 32,000 hectares are irrigated.
The Tarlac governor said that economic activities can be generated by the project which jibes with President Arroyo’s strategy to generate employment opportunities in the country "to help Filipinos make it through the economic crisis."
Aside from irrigation and power generation, the completion of the Tarlac dam project would protect Tarlac and neighboring provinces like Pampanga and Pangasinan from imminent flood devastation, Vicmudo said.
The BBMP was approved by the NEDA board on Feb. 24, 2000 or nine years ago with a project cost of
RR12.028 billion through the efforts of then governor and now Tarlac second district Congressman Jose "Aping" Yap.
With its 2,004-hectare reservoir, it can hold 625 cubic meters of rain water and, thus, prevent massive flooding, allow year-round irrigation in nine towns and directly benefit over 23,000 farmers’ households, numbering at least 120,000 persons, or roughly 12 percent of the province’s population.
Of the 72,000 hectares of irrigable lands in Tarlac, only 28,000 hectares are sufficiently provided with irrigation water.

TARLAC CITY — Agriculture Secretary Arthur C. Yap and Tarlac Gov. Victor A. Yap have asked Socio-Economic Planning Secretary and National Economic and Development Authority (NEDA) Director-General Ralph G. Recto to evaluate and endorse the R14.3-billion Balog Balog multi-purpose (BBMP) project to the NEDA Investment Coordinating Council (ICC).
"This project is proposed to be implemented through the Build-Operate-Transfer (BOT) scheme and calls for the construction of a 113.5-meter-high rock-fill dam across the Bursa River," the agriculture secretary stated in his letter to Recto.
"It will have a reservoir capacity of 625 cubic meters and a power plant that can generate 32 megawatts of hydroelectric power," Secretary Yap also said.
Meanwhile, Governor Yap received last Friday top officials of Henan, China, Tarlac’s sister province, who attended a briefing on the BBMP project at the National Irrigation Administration (NIA) office here.
"The Henan officials expressed great interest in the BBMP because this time around, they asked clarificatory technical questions and secured project documents," said Dr. Vicente Vicmudo, BBMP project manager.
In his letter to Recto, Secretary Yap stated that "at full operation, the project can provide a year-round supply of irrigation water to some 39,150 hectares and generate additional employment opportunities for the local residents and increase the income of our farmer-beneficiaries."
"The project is included in the Department of Agriculture’s Medium-Term Public Investment Plan and NIA’s budget strategy. Its goal and objectives are in line with DA’s priority," Secretary Yap said.
Vicmudo said Tarlac, as an agricultural province, "has only but the Balog Balog dam as its hope for irrigation and its only chance to attain sustainable development."
Governor Yap said Tarlac has over 70,000 farmers working in 105,000 hectares of agricultural land, of which only 32,000 hectares are irrigated.
The Tarlac governor said that economic activities can be generated by the project which jibes with President Arroyo’s strategy to generate employment opportunities in the country "to help Filipinos make it through the economic crisis."
Aside from irrigation and power generation, the completion of the Tarlac dam project would protect Tarlac and neighboring provinces like Pampanga and Pangasinan from imminent flood devastation, Vicmudo said.
The BBMP was approved by the NEDA board on Feb. 24, 2000 or nine years ago with a project cost of
RR12.028 billion through the efforts of then governor and now Tarlac second district Congressman Jose "Aping" Yap.
With its 2,004-hectare reservoir, it can hold 625 cubic meters of rain water and, thus, prevent massive flooding, allow year-round irrigation in nine towns and directly benefit over 23,000 farmers’ households, numbering at least 120,000 persons, or roughly 12 percent of the province’s population.
Of the 72,000 hectares of irrigable lands in Tarlac, only 28,000 hectares are sufficiently provided with irrigation water.

Yap, malaking tulong, 39,150 hectares ang projected na puedeng magbenefit sa project, yung mga unirrigated lands for farming na dating umaaasa lang sa ulan, sa palagay ko ay puede nang magtanim ng palay up to 3 croppings sa isang taon pag naisakatuparan iyan.
Btw, na-experience nyo na bang nabaha sa Balagtas dahil sa pagrelease ng tubig sa Angat Dam? O medyo mataas sa inyo?:D

At the SM City Clark, two notable schools in Pampanga participated on the choir showdown at The Event Center are Holy Angel University (HAU) and Angeles University Foundation (AUF) which bagged the award.

City Government , NIA Join Hands to Rebuild Balog-Balog Dam
In augmenting the farmers production of their crops, the city government and National Irrigation Administration joined hands in looking for ways to rebuild the Balog-Balog Dam.
On July 23, an orientation was held at the NIA Conference Room regarding construction of the said dam. Present in the activity were city agriculturist Susan Concepcion, Councilor Vladimir Rodriguez and NIA General Manager Dr. Vicente Vicmundo.
Farmers in the province particularly in the city will benefit from the said project and will surely increase their harvesting production.
Tarlac City has around 5,000 farmers and will surely double their cropping production with the proposed project.
The dam is proposed to be constructed in San Jose town.
Vicmundo said, aside from watering the farmland in the province, the said dam will be able to generate hydro power, control flash floods, promote eco-tourism and provide the upland communities with opportunities to engage in commercial inland fish production.
Councilor Rodriguez said that the dam will ensure us of efficient and sustain water supply in our lands.
Rodriguez is the chairman of the Committee in Agriculture of the Sangguniang Panlungsod.

Yung multi-level na NBS sa Cubao ko pa lang nakita. Bale 2nd itong SM Tarlac. I dont know lang sa ibang branch ng NBS. Yun naman sa Clark malaki din kaya lang sa ground level lang sya.
Kung pagsasamahin mo yung 1st at 2nd level ng NBS Tarlac, malaki sya at hindi maliit. Sa tingin ko nga mas malaki pa sya sa NBS sa may Marquee. Tantya ko lang ah.

Pero ang daming kotseng nakapark puno ang all levels ng carpark building at nagsettle na lang kami dun sa carpark sa ibaba. Kahit sa harapan puno.
Meron ding parking yung mga tricycle sa SM nakita ko sya. Believe ako sa SM biruin mo nag allot sya ng parking space for trikes (alam ko 15 pesos lang sa trike). Kasi syempre yung ilang pumupunta sa SM ang service na gamit ay mga trike di ba? eh ang dami ng mga trike owners sa Tarlac :banana:
lahat yata ng SM hit na hit pero may alam akong isa na balita ko medyo hindi raw kumikita ... nabalitaan ko lang naman.

Maganda rin ang SM nila kagaya sa Tarlac, mukhang ok din ang location. Yung puno-puno sa harapan ang wala sa atin sa SM Tarlac. May pagkakahawig din, at saka pareho silang may katabing creek at malapit sa gasoline station. Malapit na rin pala silang mag-open.:D:D

Sapat na yung isang SM, para naman at least, yung mga mas maliit na negosyo ay makaagapay.:) Sa Camiling, ok na sa akin ang mini mall, yung may supermarket, department store, tapos may kasamang 2 fastfood chain at dalawang sinehan sa taas. Tapos mga tiangge tiange.:D

I think Camiling is the best site for a 2nd SM Mall in Tarlac Province. Kasi kung sa bandang northern towns like Paniqui or Moncada, super malapit na doon ang SM Rosales.
Kasi kung sa Camiling, may market sya from major western towns like Mayantoc, San Clemente, Sta. Ignacia, San Jose at some parts of Pangasinan like Bayambang.
Pero pwede rin ang SM sa may bandang La Paz, Tarlac. :lol:

Ang daan papuntang Zambales ay sa San Fernando City, Pampanga, from Balintawak, take NLEX, then pag nasa may SM Pampanga ka na, akyat ka sa Gapan-Olongapo highway.
May ginagawang Capas, Tarlac-Iba Zambales road. Dito magcoconnect ang Tarlac at Zambales provinces(Di ko rin alam ang update tungkol dito.)

Dati noong nakikita ko pa yung land use development plan ng Tarlac City government ay nakapuesto sa eastern part ang industrial area, tamang tama sa SCTEX. Samantalang yung kahabaan naman ng McArthur Highway at City proper ang commercial and trading centers. May expansion din ng residential sa western and some other parts ng City to complement the increasing number of population.:):cheers:
