hindi niyo pa nararanasan talaga ang dalang magandang ekonomiya ng sctex.mga ilang taon pa siguro magsusulputan na mga establishments,bahay, subdivisions, factories, etc jan sa gilid ng sctex at sa mga hangganan ng sctex.. ;)

Regarding sa topic na eto, may Subic, Clark Alliance for Development Council (SCADC) pala na siyang in-charge sa development management ng SCAD corridor namely Tarlac, Pampanga, Bataan, Zambales, Clark at Subic.

The strategies are:

* Set up the SCAD Corridor as the Integral Part of the SCAD Corridor
* Develop the SCAD Corridor that shall be the site of the Mega-Logistics Hub
* Connect the SCAD Corridor to the Luzon Urban Beltway (LUB) Super Region

Pamintuan and Engr. Teresito T. Tiotuyco, Director for Infrastructure and Utilities of SCADC.

It runs the entire length of the SCTEX and is comprised of productive/non-productive agricultural lands, minor forests and built-up areas. All in all, it covers an approximately 100,000 hectares, located in four provinces, ten municipalities and three cities being traversed by the SCTEX.

Part of the process in the completion of this CLUP is a series of consultations with Local Government Units in all the provinces, including various stakeholders from the business sector, academe, civil and civic society organizations, indigenous people, government and non-governmental organizations and other citizens’ groups. The final report incorporated most of the wish lists of the LGUs which are based on their own CLUP and Provincial Planning Framework.

Included in the wish list are the improvements on existing road networks like the Jose Abad Santos Avenue and the Roman Highway in Pampanga and Bataan; local roads access to the SCTEX, constructions of new road networks like the San Marcelino-Floridablanca Road; non-tollways road linking Tarlac with Zambales; new circumferential roads linking Pampanga with Tarlac, and Zambalaes/Bataan with Pampanga; 3 new radial roads (Tarlac-Iba, Tarlac-Nueva Ecija-Aurora, Capas-Botolan; a viaduct coastal highway linking Bataan, Pampanga and Bulacan to Metro Manila. Specifically, Tarlac would have their existing road networks to be improved specially those which have access to the SCTEX, road linkages to the western and western provinces, improvement of agricultural productivity, emphasis on irrigation and flooding mitigation and the development of upland tourism and projects that would improve agricultural and industrial productivity.
Some of the features of the SCCoLUP are policies that should be adopted which include among others the in-filling of built-up areas before resorting to agricultural land conversion; limitation of new developments- particularly of residential subdivisions and housing sites- to the marginally productive sloped areas; careful planning and monitoring of developments along major roads; clear definition of area of jurisdictions and early resolutions of boundary disputes; interim land uses for unproductive agricultural lands; and possible penalties for idle corridor lands.

With the completion and approval of this Subic-Clark Corridor Conceptual Land-Use Plan, it will be presented to the governors, city and municipal mayors of the LGUs where the SCoLUP is applicable. They will then enter into a Memorandum of Understanding that would make them adopt the Subic-Clark Conceptual Land-Use Plan into their respective Development Plans.

The initial steps towards the completion of a Master Development Plan for the Subic-Clark Economic Corridor are now in place. Subsequently, this will start and institutionalize the development of the Corridor into the Subic-Clark Logistics Hub which is one of the legacy projects of President Gloria Macapagal-Arroyo.

He he. Welcome sa Tarlac Thread Ordunapaulo!:) Oo ganiyan nga. Mas mura nga lang diyan kasi Tarlac, at malayo sa Metro Manila.:)Mas maganda pa nga iyan sa tingin ko kaysa yung mga low cost sa Imus.:)

Oo, tama ka. Dahil iyan talaga ang major purpose ng SCTEX, ang pag-unlad ng economy sa Central and Northern Luzon. Dati noong nakikita ko pa yung land use development plan ng Tarlac City government ay nakapuesto sa eastern part ang industrial area, tamang tama sa SCTEX. Samantalang yung kahabaan naman ng McArthur Highway at City proper ang commercial and trading centers. May expansion din ng residential sa western and some other parts ng City to complement the increasing number of population.:):cheers:

^Hindi pa iyon siguro mangyayari ngayon, by next 2 years baka mangyari ito dahil Ginagawa palang yung TPLEx na karugtong ng SCTEx sa dulo ng Tarlac malapit sa Lapaz.

Sa ngayon masyado pang jungle ang buong row pero kapag na-i connect na ito, magsisimula na itong humatak ng mga investors.:cheers:

under construction palang ang sm nova di ba?hehe, may kakambal pa pala ang sm tarlac...pero maganda nga ang pagkakadesign sa sm tarlac,modern, hehe. ;)

Oo, under construction na, isa yata sa mag-oopen ngayong 2010 ang SM Novaliches. Malapit lang kaya iyan sa Nova Bayan?:D

Yung area na yun ngayon ay idideveloped para gawing commercial zone. Mahaba kasi yung strip na yun paglabas mo highway na papuntang Baguio.

Globe Telecom cell sites in Tarlac, Pampanga torched

CAPAS, Tarlac — More or less 10 unidentified armed men reportedly burned and have strafed with bullets a Globe Telecom cell site in Barangay Estrada here Sunday evening, police said yesterday.

In his report to Tarlac Police Provincial Office director Sr. Supt. Amador V. Corpus, this town’s police chief Supt. Felix Verbo said Globe’s security officer, identified as Mario Lopez Feliciano, 51, married of 760 Yakal St., Barangay Sto Domingo 2nd here, has reported to authorities that armed men wearing camouflage suits put on fire the said cell site.

Verbo added that another security guard, identified as Robert Torres, 35, married and a resident of Barangay Sto Rosario, Zaragosa, Nueva Ecija, said the suspects forcibly entered the cellular site by cutting the cyclone perimeter fence, and at gunpoint ordered him to open the main gate.

Torres was also disarmed by the suspects, who burned the main door of the cabin where the computerized communications equipment, electrical panel board and the air-conditioning system were located.

Verbo disclosed that the suspects fled on foot towards the south after the incident.

A Scene of the Crime Operation (SOCO) team from the Tarlac Provincial Crime Laboratory headed by Supt. Ricardo Hidalgo arrived in the area to investigate. They recovered fired cartridge cases for a 5.56 mm which were seen scattered inside and outside the site.

Joint elements of the Tarlac police and the 3rd Mechanized Infantry Battalion are now conducting a thorough investigation to identify the culprits.

Meanwhile Northern Luzon Command (NOLCOM) information officer Major Rosendo Armas said a Globe cellular site in Barangay San Antonio Lote, Mexico town was also burned by three male persons armed with handguns at about 8:30 pm also last Sunday.

Armas added that it was the duty guard identified as Antonio Gacusana who called up the Mexico police and informed them about the incident.

NOLCOM held a command conference yesterday to address the two burning incidents.

Lingap Center - A transitional home for street children aged 7 to17 years who are abandoned or whose parents cannot at the time provide for their needs adequately.

Locations:

* Region III - San Juan de Mata, Tarlac city * Region IX - San Roque, Zamboanga City

Services Provided:

* Social Services:
o Rehabilitation services using interdisciplinary approach
o Total development of the child's mental, physical, social, emotional, spiritual and educational well- being while at the center
o Preparation for the return of the child to his biological parents or provision of alternative family care
o Coordination with the different services of the center and integrate them with the goal of total development and rehabilitation of the child
o Coordination with either government organizations (GOs) or non-government organizations (NGOs) for resources and services needed for the children and the center

o Personal care and other needs
o Food
o Work assignments
o Opportunity for economic activities
* Educational Services:
o Provision of opportunities for the continuing education of the children through formal or non- formal education in cooperation with the Department of Education and NGOs.

* Health Services:
o Provision and maintenance of the physical, mental and nutritional well-being of the children through the application of preventive, curative and rehabilitative principles.
* Psychological/Psychiatric Services:
o Provision of psychological evaluation for each child which shall be part of case management. It includes in-depth assessment and evaluation of the child's personality and behavior using psychological evaluation and testing. Psychiatric service is provided to a child with deep- seated emotional problems involving character disorder, neurosis and psychosis.
* Recreational and other Cultural Activities:
o Indoor and outdoor activities
* Spiritual Enhancement:
o Bible reading
o Attendance to Sunday mass
* Community Participation:
o Participation in selected community activities and using available community resources and services like schools, health centers, hospitals, markets, churches and facilities or offices for employment.

Ramos Tarlac Philippines

Brief History of Ramos Tarlac

During the middle part of the nineteenth century, waves of Ilocano immigrants came from Santa Narvacan, Batac attracted by the fertile plains in this part of the province, settled in this locality. The region was not far from the hilly where grasses were plentiful and along the creeks, a tree called "Bani" with medicinal properties grew in abundance.

The settlement prospered and came to be identified with this medicinal tree and through constants usage, eventually became formally known as "Bani" forming one of the barrios of the town of Paniqui.

Bani residents had long wanted to have their barrio became a town. Paniqui, seven kilometers away, which ran their administration seemed too remote to look after the barrio’s welfare. To travel long distance to transact business in the town hall was too trouble for the villagers who though their barrio could sufficiently run its own affairs.

When the Philippine revolution flared-up many Bani residents responded to the call of arms, including Don Bernabe Oteysa, chief local campaigner for the Katipunan Movement. The volunteers banded themselves, under the command of Commandandte Alejandro Tolongan of Pura, maintaining their headquarters at Sitio Bangkag under District No. 5 from where they were sent as reinforcement to Balintawak and Calumpit, then at Tarlac and finally in Dagupan. When the American adminstration was finally established with the appoinment of Don Alfonso Ramos as Tarlac first Provincial Governor, barrio leaders led by Carlos Filieu, Vicente Mauricio and Magdalino Linsao submitted a petition signed by the Bani villagers to the Provincial Board of Tarlac requesting the creation of their barrio into town. The request was not a dismal failure on the ground that the petition lacks the necessary items to meet all the board’s requirements. Repeated petition by the residents thereafter followed in succession but to no avail.

It was not until the second gubernatorial term of Don Manuel de Leon, that Bani became formally a town in 1919 renamed Bani to RAMOS in taken of memory of their benefactor Don Alfonso Ramos, who first initiated the move. Don Carlos Filien who spearheaded the move, then became the town’s first President Municiapl (1921) along with Pio Cabańero as Vice-President Municiapl, Nicasio Reginaldo, Francisco Ilingan and Luis Aquino as Municipal Councilors.

Tight security for vital installations – cops

CAMP OLIVAS -- Central Luzon Police authorities ordered all units in the region to implement airtight security measures in different vital installations in their respective areas, in the wake of twin harassment incidents launched by unidentified heavily armed men against a giant telecommunications firm.
Chief Supt. Alan LM Purisima, director of the Police Regional Office 3 (PRO3), issued the directive following conflagration cases of power generator sets for Globe antennae towers situated in Capas, Tarlac and in Mexico town last Sunday.
Purisima reminded his men to "institute security measures" and double the presence of policemen in crowded areas such as malls, public markets, churches and other places where people gather, especially during weekends.
On Sunday, unidentified heavily armed men torched the power generator sets of Globe in Barangay Estrada, Capas, Tarlac.
A similar incident was recorded by the police in Barangay San Antonio-Lote, Mexico town when a group of unidentified armed men set on fire the power sets of Globe antennae towers shortly after disarming the security guards posted in the said place.
Policemen and military troops in both towns have launched pursuit operations against the suspects, according to reports.
The directive also include the tightening of security with all vital installations in Central Luzon including freeport zones, airports, seaports, infrastructures and other big commercial establishments to prevent any similar attacked by rebels.
"All police units should be mobilized and intensify their intelligence operations using the mass-base network and other force multipliers," stated in the directive released by the Public Information Office (PIO).
The directive was also reiterated by top officials here during last Monday's flag raising ceremony, the PIO further stated.
Globe Telecommunications has yet to inform the police of the total damages brought about by the incidents.
Police are eyeing an extortion angle as motives behind the twin conflagration.

Di lang Tarlac products ang for sale. May suka din SUKANG BULACAN, tapos yung mga nuts na galing ibang lugar, may mga t-shirt din na may 'TARLAC -Melting Pot of Central Luzon", itlog na pula, mga shell at beads works at marami pa. Yung iba siniset-up pa lang kahapon. nag unveil sila yesterday.

Kung mahilig ka sa itlog na maalat, bumili ka sir tarlaqueno. tig 7 lang ang isa at masarap. Bumili ako kahapon ng isang tray. :banana: Bumili rin ako nung Sukang Bulacan :banana:

Ganun ba? Yung minis-stop na isa, sa town center? Dati, may vacant lots sa Panganiban st., corner yata ng MH del Pilar, bank foreclosed. Baka nabili na at doon nagpatayo ng commercial building. Ilang floors?Maski sa loob ng city center, ang dami pa ring vacant lots, meron din sa may Tanedo, until now, wala pang nakatayo. Ang mahal na rin kasi ng lote doon. Tapos kailangan, pag nagpatayo ka ng building, dapat almost 100% ang occupancy mo para mabawi mo ang investment.

CAPITOL HILL, Tarlac City---The death of eight Hong Kong nationals during the hostage-taking drama at the Quirino Grandstand in Manila last August 23 triggered a nationwide call for mourning and prayers and a review of the Philippine National Police’ [PNP] crisis committee protocol and for a better trained and equipped police force.

Led by Governor Victor Yap and Second District Congresswoman Susan Yap, the provincial government of Tarlac has offered a prayer vigil and lighting of candles in front of the capitol building. Joining them were Vice Governor Pearl Pacada and Board Members Danilo Asiaten, Harmes Sembrano and Enrico de Leon, department heads and employees.

In Gov. Yap’s message, he said that he is one with Tarlaquenos and the Filipino people in extending his condolences to the families of those who died.
“With the rest of Tarlaquenos and the Filipino people, I and the entire officialdom of the provincial government of Tarlac, wish to convey our deepest condolences and sympathies to the bereaved families of the eight Hong Kong national victims whose lives were lost in the hostage situation at the Quirino Grandstand last August 23,” he said in a statement read by his Congresswoman sister.

Oo, di ko alam kung ilang araw ang fiesta sa kanila at kung ano ang pinaka highlight. Sa Camiling kasi may mga paliga ng basketball, Mr. at Miss Camiling pageants tapos may mga pa contest din ng folk dance ng ibat-ibang barangay.:D Iyan ay noong nasa province pa ako. he he.

Btw, yung sa Malolos, alas 7 pa pala yung coronation night ng Lakan at Lakambini ng Bulacan noong nagpunta ako. Saka maganda siguro panoorin yung street dance ng Singkaban kagaya nung nasa video.:D:D

Maganda rin yung development ng The Cabanas Mall, sana magkaroon din ng ganoong commercial strip sa Tarlac City aside from Luisita, mukhang ginastusang maigi, at ang luwang ng daan sa gitna at sa magkabilang gilid tapos naka landscape ang sorroundings.:D:D

Ang haba rin McArthur highway na puede pang pagtayuan ng mga malalaking gusali at establishments. he he. Yaman din ng Tarlac City ang mahabang McArthur highway para pagtayuan ng future commercial developments.

Ang lamig doon sa park na nasa harapan ng capitol ninyo, kaya dami ring students doon na nagpapalipas ng oras. Gusto ko sana mamasyal sa loob ng BSU, kaso baka di ako papasukin ng guard. Gaya din sa aming Tarlac Capitol, pasyalan din ang park sa harapan.

Parang yung Municipal hall din Mayantoc Tarlac, elevated din, kasi burol daw talaga. Kaya tinawag na little Baguio ng Tarlac ang Mayantoc kasi may portion na bulubondokin.:D

Ah, oo nga ano? Napansin mo pala yung katawagan na Capitol hill. Natural yata yun. Mataas sigurong bahagi yun ng kabisera at doon itinayo ang Capitol building. Article: Malatarlak Festival: Dance with the Aetas!

TARLAC CITY, Tarlac At around three in the afternoon, sun beamed down on the procession of young performers, dressed and blackened like Aetas, dancing to the beat of the drums down the streets of Tarlac City. Where the parade went, people followed excitedly as they watched the Mardi Gras type street dancing by native Tarlaquenos last Jan. 17. Its Malatarlak Festival once more!

Marching bands blew their tarnished brass winds. Majorettes moved in rhythm with booming bass drums and tittering whisks of the lyres. Every passerby and visitor craned their necks as they watched Tarlac unfold in living colors in this loud and lively street dancing parade.

BELAT!Behind the tribal dance beat and colorful costumes is the rich history and heritage of Tarlac, the "Melting Pot Province" which is home to different cultures and ethnolinguistic groups such as Kapampangans, Ilocanos, Pangasinenses, Tagalogs, Filipino-Chinese, as well as Visayans and Filipino Muslims who have migrated from the south.

Now on its second year, Malatarlak Festival is the new name given to "Tarlac City Fiesta," wherein the highlight of the celebration is the Procession of Saint Sebastian, the Patron Saint of the Diocese of Tarlac. But to give emphasis on the history and identity of the province rooted from our original ancestors identified as Negritos or Aetas, organizers picked the name Malatarlak Festival to distinguish the fiesta from the Feast of San Sebastian.

Mayor Genaro Mendoza said that although the name of the City Fiesta was changed into Malatarlak Festival in order to encourage non-Catholics to get involved in the January affair, still the nucleus of the merry-making is deeply embedded on the religiosity of the Catholics who are predominant in the city.

Malatarlak Festival is based from an old legend. Tarlac got its name from the word "malatarlak", an Aeta term for the cogon-like weeds that used to grow in what was once a forested flatland of the province.

At one time during the Spanish era, the legend goes, a group of Spaniards passed by and upon meeting some short, dark-skinned, curly-haired people called Aetas, they inquired the name of the place. Unable to communicate with the natives, the Spaniards instead made motions with their hands pointing on the ground. Thinking that they were asking for the name of the weeds, the Aetas answered, "Malatarlak."

Since then, the place was called Malatarlak. But in time, "mala" was dropped from it because of two alleged reasons. The first is said to be because the Spaniards could hardly pronounce the word. The second is that "mala" in Spanish means "bad," which is related to the Tagalog word "malas," meaning "bad luck."

This is the reason why the Spaniards, and of course, the first inhabitants of Tarlac, dropped "mala" from Malatarlak and instead chose to call the place Tarlak. The name Tarlak later evolved into Tarlac when the Americans arrived in the Philippines.

With this in mind, Mayor Mendoza organized a meeting where representatives from the provincial tourism industry, artists sector, and the city council convened to conceptualize ideas on how to celebrate the history of Tarlaquenos. They also sought help from the Department of Tourism to intensify the promotion of the festival.

Last year, the city government of Tarlac successfully launched Malatarlak Festival with the goal not only to promote the festival, but also to present Tarlac City as a place of untapped tourism potential.

"We want the people to know what Tarlac is all about. Thats why we introduced this festival to them which will now be a part of the Tarlaquenos tradition every year," Mendoza said.

Lydia Co, chairperson of Tarlac Tourism Council and the citys committee on tourism, said this years festival is bigger than last years celebration. The tourism council organized a street dancing competition and other events that showcased the roots and heritage of Tarlaquenos life with a larger number of participants.

For the street dancing competition, nine contestants from the citys elementary schools vied for the prestige to be called the champion when it comes to dance, costume, and artistic interpretative dance depicting the way of life of Aetas.

Meanwhile, three contestants from the high school level competed for the interpretative dance, song, and costume portraying the different cultures and ethno-linguistic groups in Tarlac.

The parade stretched along F. Tanedo Street and culminated at the Plaza Hall, where contingents showcased their dancing prowess to a panel of judges and to the excited crowd.

As the highlight of the event, the street dancing competition drew a huge number of people who wanted to witness the dazzling display of color in costumes, ethnic-inspired dances and music with the use of drums, cymbals, bamboo, and rondalla. They were very amused seeing the ingenuous production design and props, creative choreography and movements, and the enthusiastic energy of the young performers. The adrenaline rush could be vividly felt during the intense competition.

Through interpretative dance, each group depicted the Aetas practice of hunting and gathering of food such as hogs, chickens, goats and their old time favorites like camote (sweet potato) and other root crops. The students also presented how Aetas perform their rituals in intermarriages among the families of the tribe, during illness and death, and after their bountiful harvest. Through their dance movements, the children portrayed the Aetas belief in good and bad spirits living in mountains, animals, plants, and bamboos, as well as their faith in a supreme anito or god.
