Ang ganda pala ng clubhouse sa loob ng Las Haciendas subd. pang high end ang subd. na eto, ang lalaki ng cut ng lots, nasa loob ba nito ang Golf Course? Maganda rin ang location, kasi ilang km lang ang SCTEX exit, Robinson's Luisita at SM Tarlac.:)

haha.ang laki nga talaga ng luisita ano.akala ko kasi dati yung hacienda na yan prang hacienda lang,maraming tubuhan at puno.haha,yun pala may industrial area siya sa loob,may mall din,may subdivision pa. :)
Transparency ang kailangan para maiwasan ang pangungurakot, periodic reporting, budgeting (comparison of actual costs vs. budget amounts) internal control measures should be in place, must have full accounting of money invested, financial transactions must be supported by verifiable/legitimate documentary evidence. Ilan lang iyan sa aking opinion.:)

Oo, may industrial sa loob at malaking subdivision.:)

Oo naman, lalo na pag may mga liders tayo na God fearing, nasa puso nito ang tapat na paglilingkod sa bayan.:)

Naku, mukhang nagdedevelop na ng husto, malapit sa SM sa may McArthur Highway/junction kung may ipapatayo diyan sa katabi ng SM parking, at sa katapat niyan ay may malaking vacant lot na gagawin daw na bus terminal ng Victory Liner. Iba pa yung Sogo na under construction at yung photo sa taas na commercial building na gagawin.:cheers::banana::banana::banana:

Naku, wait natin reply ni Francis mas kabisado nila he he.:D Try mo rin doon sa Victor's sir, masarap daw ang chicken barbecue nila doon at sisig, yung tinanong mo dati.:) Pasyal ka rin sa Tanedo Street, ask mo kung saan yung Antigua Express, pinakamatandang restaurant daw iyan sa Tarlac. Isdaan Restaurant is just 15 minutes away from SM Tarlac. Sa tapat ng SM, kilala rin ang Tessie's Grill. Yung malapit sa TSU, Nay's Restaurant, halos katapat ng Tarlac Capitol, along Romulo Boulevard.

if you're into fine dining , sa nay's house, maraming choices, dulang, ikabud, Tessie's Grill also.

matutina resto , razons are just across sm tarlac.

sa robinson luisita may pancake haus, starbucks, dencios etc.

yung victors puntahan mo na rin for its mouth-watering sisig, crispy pata at lechon manok.

if you have enough time, ISdaan floating resto sa Gerona.

kung mahilig ka sa mga ramen, noodles at dimsum, punta ka ng antigua sa tanedo tabi ng cindys complex.

kung hindi ka maselan, punta ka sa public market at maraming nag-aambula roon na carenderia (rice top with ulam of your choice).

may gotohan sa tabi ng plaza at maraming nagtitinda ng tokneneng, pusit, fishballs, 1day old, balut, kikiam, squid balls na kagaya ng mga nakikita sa u-belt sa may recto. :)

Mukhang highly recommended ang Victor's, maging sa mga discussions about foods, laging nababanggit iyan. May crispy pata rin pala sila, baka ala Dencio's din eto sa sarap.:D

Lusita ako exit? Sige inonote ko iyan... sa dulo kasi exit ko e deretso papuntang Pangasinan...:)

Ang advantage daw ng Luisita exit, mas maigsi ang distance nito papuntang McArthur Highway, 5 km, compared sa dulo (Tarlac City exit) na may 11 km distance. Ang iniiwasan lang nila dito ay yung traffic sa city center. Pero palagay ko di naman masyado, nagwidening na sila sa highway, at sa tapat ng SM, traffic lang ng kaunti.:)

WHAT IS THE KAPAMPANGAN REGION?

“Always sullen if not openly rebellious under Spanish authority, the people of Pampanga sprang quickly to arms when the final revolt against Spain broke out in 1896,” so wrote one 20th century writer, perhaps unwillingly explaining the Spanish colonial authorities real sentiment about the Kapampangan people, as suggested by the political fragmentation of their province—the rice bowl and labor pool of Spanish Manila, and the first Luzon province inaugurated by the Spanish (in 1571, the same year as the inauguration of Manila).

Prior to arrival of the Spanish, the kapampangan people were already occupying a vast area of the island of Luzon. In the will of Pansonum (christened Fernando Malang Balagtas; died 21 Mar 1589) who was descended from the pre-colonial Bornean rulers of Central Luzon, the land of the kapampangan people was described as including the territories of Pampanga (including Bataan, Nueva Ecija, Tarlac and a portion of Bulucan), Pangasinan, and Zambales. Barrios Carmen, Rosales, San Quintin, Umingan and Balungao of Pangasinan belonged to Nueva Ecija, which was formerly a part of Pampanga.

In 1594 the northern boundaries of Pampanga were described by Governor-General Gomez Perez Dasmariňas as follows: as one goes from Pampanga to the pronvince of Tuy (now Nueva Viscaya) from the end of the Zambales ranges beginning of the Tui (Magat) River of Cagayan; thence the following its course to the villages of Datan, Lamot, and Duli to the end of the province of Tuy, and the commencement of that of Cagayan; and cutting this line, by a cross-line from the end of the province of Pangasinan to the sea, on the coast opposite Manila. By, then Pampanga already had many encomiendas, and Bulacan (from tha Kapampangan word burakan, meaning “source of dark fertile mud”) had been organized as a dependent, but semi autonomous, district of Pampanga.

Caranglan, Pantabangan, and Puncan of Nueva Ecija near where the Rio Grande de la Pampanga originates in the Caraballo mountains, until the lands and mountains Baler (noe belonging to Aurora), Tayabas (now Quezon) province; from northwest to southeast with Bataan province or Rinconada, comprising its towns, Dinalupihan, Ilana Hermosa, Orani, Samal, Abucay, Balanga, Pilar, and Udiong (now Orion).

In 1754, however, the province of Bataan (old Kapampangan for “mercenary”) was inaugurated to include the Kapampangan towns of Dinalupihan, Ilana Hermosa, Orani, Samal, Abucay, Balanga, Pilar, and Udiong. By 1841 the towns of Pampanga were reckoned to be 29, namely: Angeles, Apalit, Arayat, Bacolor, Betis (noe a barrio of Guagua), Candaba, Guagua, Lubao, Mabalacat, Macabebe, Magalang, Mexico, Minalin, Porac, San Fernando, San Luis, San Simon, Santa Ana, Santa Rita, Santo Tomas, Sexmoan, Bamban, Capas, La Paz, Tarlac, Cabiao, Gapang, San Isidro and San Miguel de Mayumo (Kapampangan for “sweet” or “sugar”).

In 1848, the new province of Nueva Ecija absorbed Cabiao, Gapan, San Isidro, San Antonio and Aliaga, and Bulacan absorbed San Miguel de Mayumo; and in 1873, the new province of Tarlac absorbed Bamban, Capas, Concepcion, La Paz, and Victoria.

The above attests to the conclusion of Pampanga’s foremost historian, the late Mariano A. Henzon, that Pampanga was the mother of the provinces of Bataan, Nueva Ecija, and Tarlac, and has nursed some towns of the provinces of Pangasinan and bulacan for more than 400 years since the days of the pre-colonial Bornean rulers of Central Luzon.

While Kapampangan is no longer spoken in many of the places formerly belonging to Pampanga, it is still spoken by a substantial segment of the population outside the mother province, so that the linguistic boundaries do not coincide with the political boundaries (in sharp contrast to the boundaries of the Tagalog Region, Ilocos Region, Bicol Region, etc.). Today, southern Tarlac (including the capital), with an area as large as Pampanga, has a Kapampangan majority. Until census of 1948, there were Kapampangan majorities in Bataan towns of Dinalupihan and Hermosa. Even Batiawan, Subic, Zambales is virtually an outpost of Floridablanca, Pampanga (also Kapampangan are geographically separated areas like Mabatang, Abucay, Bataan, Calaguiman, Samal, Bataan, Abogado, Paniqui, Tarlac, etc.).


These areas constitute a linguistic, cultural and historical unit that cuts across temporary political borders. Their sheer importance (an area about as large as Pampanga, and with a population about a quarter as large),
Strategic location and Kapampangan identity are reasons enough to expand the concept of the Kapampangan territory from the shrunken political borders of the present province of Pampanga to the larger unit that is the Kapampangan Region.

Agree, maganda ang economy ng Pangasinan bukod sa marine food prducts supplier sa buong Luzon, isa sa top producers din eto ng rice, napakalaki din ng land area at population at napakanda ng location, kilala rin eto bilang gateway of Northern Luzon.

OLONGAPO CITY, Philippines—A road linking Zambales and Tarlac may be the key to opening up these provinces to further economic development, local officials said.

Zambales Gov. Hermogenes Ebdane Jr. said he and Tarlac Gov. Victor Yap on Wednesday agreed to ask President Benigno Aquino to prioritize the highway project to usher in development in the two neighboring provinces, as well as in Central Luzon.

In a statement, Ebdane, a former public works secretary, said the project had been considered as early as 1901, during the time of the American colonial government.

He said Mr. Aquino’s father, the slain Sen. Benigno “Ninoy” Aquino Jr. who served as Tarlac governor, wanted a similar project in 1963.

But the project failed to take off and was sidelined due to the eruption of Mt. Pinatubo in 1991.

Ebdane said the government recently allocated P50 million to complete the road that would cut through the Zambales mountain range, after the Department of Public Works and Highways spent some P15 million last year to clear portions of the jungle for the highway.

“The project would push through finally [once the funds are released],” he said.

Ebdane said he and Yap had ironed out concerns on the road alignment after an aerial inspection of the project area on Wednesday.

“We agreed that both the Tarlac and Zambales segments would meet at the Camp O’Donell area and then connect to the Subic-Clark-Tarlac Expressway (SCTEx),” Ebdane later told officials of Palauig town.

Remembering Senator Benigno S. 'Ninoy' Aquino Jr. on his 78th Birth Anniversary on November 27, 2010

MANILA, Philippines – Today (Saturday), we celebrate the 78th Birth Anniversary of the late Senator Benigno S. “Ninoy” Aquino Jr., a renowned opposition figure. Ninoy Aquino was born in Concepcion, Tarlac, to Benigno Sr., and Doña Aurora. His vibrancy and ambition to become a successful person stood out early when he was sent to Korea to cover the Korean War, where Philippine troops fought from 1950 until 1953. At that time, Ninoy was only 17 years old. He became the youngest Mayor of his hometown at the age of 22. After six years of serving as Mayor, he run for Governor of Tarlac and won, making him the youngest Governor of the province ever.

Ninoy Aquino became famous not only because of his eloquence and excellent public relations skills but because of his sincerity and his determination to fight human rights abusers in the country,. After the declaration of Martial Law in September 21, 1972, he was imprisoned for siding with the leftist movement. He stayed in various prison cells, at times in solitary confinement, for seven years and seven months. His wife Corazon Cojuangco Aquino and their children suffered quietly with him and never ceased in praying for his safety and good health.

On August 21, 1983, after three years of exile in the United States of America, he decided to go back to his homeland. He was shot before he could set foot on the ground. His death, however, awakened the Filipinos and the rest is history.

As we remember today this great Filipino, let us be reminded that each one of us is called to be a hero. Like Ninoy, we can give our share in building our country. We may not be called to die for our country but all of us are called to live for others especially our fellowmen.

May late Senator Benigno S. “Ninoy” Aquino Jr.’s life inspire us to be heroes of this generation.

I am back!! :)

Marami rin akong napuntahan sa Tarlac. From Hacienda Luisita to SM City Tarlac. Maganda ang Hacienda Luisita at I have my breakfast sa Starbucks. Nagkita kami ng friend ko and we proceed malapit sa TSU. After ilang hours, we went to SM Tarlac and I was surprised na medyo maliit lang ang mall. Akala mo malaki sa labas pero ang liit lang sa loob. Kumain kami sa Aling Lucing Sisig sa may Foodcourt dahil doon kami inabutan ng gutom.:lol:

Bumili rin ako ng pasalubong sa Betty's at bumalik kami uli sa TSU at after ng ilang oras sumakay na ako ng bus sa Siesta papunta sa amin. Hindi ako nakakuha ng pictures kasi medyo busy pero I really love the city at sana yung mga nanditi sa forum, magkita-kita naman tayo minsan. :)

FYI, itong account na ito ay dalawa ang gumagamit, yung sister ko, ginagamit nya pero nagiging idle sya dahil nasa Singapore na ito. Ako naman, yung brother nya ay nandito sa Pilipinas at madalas gumagamit nito for updates, etc. :)

Yung SM City Tarlac is not really small kasi nga 4-floors sya then may 5-level carpark sya aside dun sa main mall. Hindi nga lang sya sprawling on a single level kasi nga it is leveled into 4.

Malaking portion din kasi yung floor area ng parking, kasama sa total gross floor area nila na 103,000 sqm. Magkakaroon kaya ng Annex?:)

Siguro nadadaanan mo lang dati pag pumupunta ka ng North. Matraffic ba kanina sa McArthur Highway between Luisita and SM?:)

Yes sa pagkakaalam ko more than 6,000 hectares kaya mas malawak pa rin ang farm.:)

Capas Death March Monument

This monument is a historical marker of the infamous concentration camp where nearly 30,000 Filipino and American soldiers that participated in the Death March perished in 1942. It depicts the endurance and heroism of valient soldier - defenders of the freedom and democracy. Located 3 kilometers from the town proper along the highway, the historical marker is easily spotted with its sky-high emblem.

Camp O'Donnel (Capas)

This former concentration camp, was the site of the ultimate destination of the Infamous Death March and was subsequently the burial grounds for thousands of Filipino and American Prisoners of War, during World War II. The camp is 7 km. west of Capas, Tarlac, and it can be reached by car in 3 1/2 hours from Manila driving northward. From Baguio City, one reaches the place in 4 hours on a southward direction. Sto. Domingo Death March Marker The site where about 60,000 Filipino soldiers cramped like sardines in closed boxcars were unloaded to start the second phase of the tragic Death March is about 1.5 km. north from Capas town proper. Even from this "Disembarkation" point, already more than 30,000 of these defenders of democracy and freedom perished from the inhuman treatment they were subjected to during the trip from Abucay and Mariveles, Bataan to San Fernando, Pampanga. The survivors started their tortuous
journey from here to Camp O'Donnell.

PCCI launches 'One Time On Time All the Time' in Tarlac

TARLAC CITY, Tarlac, Nov. 30 (PNA) -- The Philippine Chamber of Commerce, Inc. (PCCI)- Tarlac Chapter launched over the weekend the "One Time On Time All the Time", a battle cry for punctuality.

It was initiated by the business sector here to synchronize all the time pieces in the province into one "reference time” which in this regard is the clock of the provincial capitol.

The countdown ceremony last Saturday was started with a parade as participated in by hundreds of people coming from all walks of life, especially from the different government agencies as well as students from different colleges and universities in the province.

Governor Victor A. Yap lauded this endeavor of the business community as it encourages everyone to be punctual and get away with the so-called "Filipino time."

"If we have only one reference time, there is no any reason at all to be late,” Yap said as he disclosed that he will push the Sangguniang Panglalawigan to legislate a provincial law in support to the program of the PCCI-Tarlac Chapter.

Yap led the countdown to synchronize all time pieces 10 minutes before clock stroke at exactly 6 p.m.

When 6 p.m. came, the Northern Luzon Command fired a canon that signaled the “One Time On Time All the Time” which is now being observed in the whole province of Tarlac.

This was followed by a grand display of fireworks that lasted for about 15 minutes.

Earlier in the 600th Air Wing Base of the Philippine Air Force in Clarkfield, Pampanga, 56 women-members held a silent drill that wowed the people with their synchronized marches, rifle shuffling and dances to the beat of Latin and modern music. The 600th AWB Band provided the music.

Jun Baron, a member-officer of PCCI-Tarlac, has encouraged other people outside of Tarlac to have the same program of punctuality.

He said it is good for the business as it will make their employees more responsible and efficient in their works. (PNA)

TARLAC CITY, Philippines – Thousands of poverty-stricken residents of this city are the main target of the local government’s “Balik Sigla” Program which will introduce by February next year an “Ace Card” that will cover their hospitalization and improve their healthcare benefits.

Mayor Gelacio “Ace” Manalang said Monday meetings with hospital representatives are underway to finalize the healthcare package that will be included in the Ace Cards.

With the new initiative, public and private hospitals within the city will provide better healthcare coverage to the underprivileged and allow covered patients to utilize the maximum amount of P20, 000 every time they need to undergo hospitalization.

Compared to the Philhealth Card and the Yellow Card of Makati City, the Ace Card will be have a higher coverage ceiling that would enable bearers wider access to medical facilities.

In a recent meeting with various hospital representatives and medical practitioners, Manalang stressed the need to ensure the health and safety of every Tarlaqueño.

He said that parents who belong to the “poorest of the poor” sector are typically hampered by the fear of costly hospitalization which usually forces them to ignore their illnesses and refuses the thought of aggravation.

“We must stop this once and for all, as workers of the government, we have the responsibility to empower our marginalized constituents, we have to equip them with better healthcare access in order for them to live and become more productive citizens of our society,” Manalang said.

To start off, the city government will tie up to the Philippine Charity Sweepstakes Office, public and private medical institutions, Bahay Bata sa Angeles City headed by Executive Director Dr. Gregorio Tengco, medical practitioners and among others.

The city government has already put up a P50 million healthcare fund and Manalang seeks an equal amount as a counterpart fund from the PCSO to cover other expenses that will be used to load up benefits in the Ace Card.

Ano kaya ang pinakamatandang town sa Tarlac province? Ang hometown namin na Camiling ay itinatag noong 1838, samantalang ang Capas ay 1710 pala.

Nice shots Francis, mukhang tuloy-tuloy na ang pag-urbanize ng Capas, lalong lalo na sa McArthur poblacion portion up to junction. Pag natapos ang Zambales-Tarlac road/highway ay dito tatagos, ang mga taga Northern Zambales ay sa SCTEX dadaan papuntang Manila at ang mga turista naman at iba pang travellers ay dito din dadaan. Ayon sa mga nabasa ko ay malaki ang potential ng northern Zambales para sa tourism industry at maging ng iba pang investments na itatayo.

Regarding doon sa CBD na nasa tabi ng ilog, iba pa yun sa McArthur highway, part yun ng downtown center ng Tarlac City, andoon yung public market nila, saka yung dating UNIWIDE at central terminal, it is along a major thoroughfare, Ninoy Aquino Boulevard. Tapos pag pumasok ka, andoon naman yung Tanedo Street. Dikit dikit doon ang mga establishments.

Di ko pa natry pumunta ng MT. Pinatubo. From Tarlac City to Capas town proper, I think it's 30 minutes more or less then I don't know from Capas naman to Mt. Pinatubo kung ilang oras ang travel time.:)

CAMILING: A HISTORICAL SKETCH

(Reprint from the Camiling Town Fiesta Souvenir Program, May 6-8, 1990)



Camiling, so the story goes, is named after the camiring, a tree whose leaf resembles that of the mango. An obnoxious quality of it, though, is that touching it or brushing it to the body can cause skin rashes. Usually the remedy of the old folk is to snap a branch of it and hang it over the blazing stove, and in time, the itchy, red rashes will gradually vanish.

Originally, this town was part of Pangasinan. But Pangasinan in the early days referred to that strip of coastal area along Lingayen Gulf where salt was made out of brackish water. The hinterland to the southwest was a thickly wooded forest, then known as Caboloan, meaning where a species of bamboo called bolo abounded, and where perhaps the camiring trees thrived and interwove with other trees.

Toward the end of the 17th century, Camiling must have been one of those isolated nuclear pockets of Christian communities founded by the Dominican missionaries at the foot of the Zambales Mountain. In 1686, a religious house was established in the in the settlement; it was accepted under the jurisdiction of the vicariate of Telbang with St. Joseph as its patron saint.

The presence of a religious house could only imply that some kind of political organization had already existed with the cooperation of cabeza de barangay. But no mention was made that Camiling was transformed into a town. In 1751 it was not cited in the population report submitted by the Prior Provincial to the Governor General. Neither was it intimated in the Actas Capitulares of 1769. Actually during the first half of the 18th century, the spiritual administration of Camiling was alternately assigned to the vicar of Telbang of Malunguey (now Bayambang) or of Paniqui, except for a brief while in 1722 when a minister of its own was assigned to it.

The condition in the frontier areas during the 18th century was such that it did not conduce to the elevation of Camiling into the status of a pueblo. The few settlers were often on the run. The surrounding wilderness was inhabited by hostile black savages who rendered residence in such isolated village, nay even travel to it, very hazardous. Moreover, the successive revolts in Pangasinan in 1660-1661 and again in 1762-1765 with centers of hostilities in Binalatongan (now San Carlos) and Bayambang were too near to give the peaceful residents of Camiling a sense of security. So Camiling remained a visita (subordinate mission), with hardly enough tributary families to warrant the support of a resident parish priest.

Camiling thus lapsed into virtual limbo until finally it emerged as a pueblo in the third decade of the 19th century, this time under a new name, San Miguel, in honor of its new patron saint. But the claim that, at the at that point in time, Camiling was part of Paniqui is false. Ample records exist to prove otherwise. As early as 1834, Fr. Juan Alvarez del Manzano del Sagrado Orden de Predicadores, acting then as parish priest, attested in the baptismal certificates on file at the church convent, that the pueblo of San Miguel was a visita of Bayambang. This fact gains more credence in the population report compiled by French historian Jean Mallet, traveling in the Philippines circa 1838 to 1842. In it she shows that Bayambang had 8,900 inhabitants, Camiling had 4,730, and Paniqui 3,555. Where the basis of pueblo status was population, it is easier to believe that Bayambang, having more inhabitants than Paniqui, is the matrix town from which Camiling was drawn.

In the 1830’s at the time Camiling was about to be founded, dramatic events were coming to a head. There was economic transformation in the making, not only in Central Luzon, but throughout Southeast Asia. The port of Manila was opened to world trade. Commercial houses became active in the export business. The village-oriented subsistence economy was giving way to a more vigorous export-oriented economic system. Accordingly, there was increased demand for the production of each crops like sugar and rice. This led to a hunger for land to be cultivated and a massive clearing of forests along major river valleys and eventually, there ensued the spontaneous migration of people into the sparsely occupied deltas.

The enterprising Ilocanos up north with their surplus population came spilling over to Central Luzon, occupying the fertile lands of Pangasinan and then went to Nueva Ecija. Three successive waves of migration followed, the first in 1815-1850, the second in 1850-1900, and the last in 1900-1930. The migrants followed existing roads and trails. In the case of Pangasinanses, they took the river route, rowed upstream through the Agno River and then on to the Camiling River which is its tributary. They settled by enclaves. Sometimes whole clans or even groups would come from certain towns in the Ilocos. They came along with their leaders who usually were their patriarchs, and settled in sitios which they intended to develop for their families.
Taking note of the inexorable influx of settlers, Fr. Benito Fontcuberta decided in 1835 to reside in the Camiling settlement, the better for him to attend to the spiritual needs of his parishioners. The center of activity was on the east side of the river, the old townsite which is now called Cacamilingan. Fr. Angel Gomez joined him in 1837, and the two of them made such an earnest pair of missionary workers, so that by 1838, upon petition of Fr. Fontcuberta, Camiling was granted license as a pueblo, with Don Vicente Galsim as the first gobernadorcillo.

Clearing the wilderness continued unabated in all directions – Libueg to the north, Sinulatan farther north, Surgui to the south, and Bangcay to the east – all of them almost simultaneously were established as barrios in the early period between 1840 and 1845. But Fr. Gomez saw no prospect of expansion in the old townsite. A large portion of it was swamplands. So he made plans for a new site. By 1849 having spotted a good location for a plaza, he laid out the streets and affected the transfer of the poblacion west of the river.

Meanwhile, the preoccupation for the next three decades was the development of infrastructures. Irrigation canals were dug and culverts set. Roads were built linking Camiling to its neighboring towns-Bayambang, Paniqui, and Mangatarem. But the major project of Fr. Gomez was the construction of the Catholic Church and convent. Twenty years of muscle work went into the erection. Able-bodied men in the towns and outlying barrios were called upon to render polo service on rotational basis. Huge logs of the hardwood species were used as pillars and the finest bricks from the famed quarries of Nagserialan were made as walls. Fr. Gomez started work on them in 1847 and lived to see them finished in 1863.

It would seem from this that the early pioneers were untiring and made of stuff as hard as steel. But they were also men of flesh an das such were vulnerable to diseases and other natural disasters.

There were successive outbreaks of cholera in 1881 and 1907. So virulent was the disease that many afflicted victims died. People who heard the old fold tell of the epidemic say that pallbearers who attended the funerals of the dead were the next to be interred upon their return. The latter half of the 19th century was indeed an age of tribulations. At one time there was a long drought, at another swarms of locusts infested the fields and ate almost all visible vegetation. Rinderpest also struck and killed the draft animals of farmers. Then there were occasional fires. But worst of all was the earthquake of 1880 which destroyed the Catholic Church.

Despite the series of abominations, the people of this town named San Miguel survived. The patron saint whom they invoked in their prayers during moments of crisis was too mighty and fearsome to simply allow his own people to perish. His name was constantly venerated. In 1845, for purposes of specificity, the name of the town was changed to San Miguel de Camiling. But in no way did this imply a loss of faith or heresy. Even when the shortened name Camiling was finally adopted in 1855, the patron saint with the brandished sword, nemesis of the devil, did not cease the numerous adoring adherents.

In western Pampanga toward 1860, many settlements had already sprung up. Roads had also grown in mileage and travel was stimulated. Yet there was always the risk along the way that a traveler might get ambushed. Or maybe a settlement on the fringes of the wilderness would be raided, for the fierce Zambals and Aetas had not yet been completely subdued. In response to this growing concern, a constabulary zone was created. This was the Tarlac commandancia, which was headed by a military governor.

The success of this politico-military setup led to the creation of Tarlac province. In 1873 three towns of Pangasinan, among them Camiling, were joined to some other towns of Pampanga to form the new province of Tarlac. In the beginning, Camiling had a sprawling area. It adjoined Tarlac town, without any buffer between them, and at one time or the other, Sta. Ignacia, Mayantoc, and San Clemente were merely its satellite barrios.

Palpably, the Spanish colonial administration was trying hard to address its policies and resources to the needs of a modernizing society. It was looking for ways to transport the products of the rich agricultural region of Central Luzon to the ready markets of Manila. One single investment, perhaps the largest which the country had then ventured into, was the construction of a railway. Capitalized at 1.7 M pesos, the Manila Railway Company Ltd started in 1888 the construction of a line from Manila to its northern terminal in Dagupan and finished the project five years later.

The event was not without significance. Not only did it link tow far-off geographic points. It also bound three lovers in a triangle whose outcome was nothing less than tragic. Jose Rizal was fascinated by the demure beauty of Leonor Rivera while boarding at his uncle’s house in Manila. Leonor noticed the hints of a burgeoning love in her cousin and her sensitive heart responded to it passionately. Her parents, Don Antonio Rivera and Dona Silvestra Bauzon, were aware of the affair, but interposed no objection to it. In fact, when Rizal went to Spain, it was even his uncle who accompanied him aboard the ship.

For a while, there was regular exchange of letters between the lovers. Then Leonor bewailed this complete stoppage of the mail. Meanwhile, a trunk line of the railway was being constructed between Paniqui and Camiling, and that was how Henry Kipping, the English engineer, came under the spell of the disconsolate Leonor. Competing protestations of love are weighed on their comparative advantages. To the lucid mind of a parent, Dona Silvestra acting from pure solicitude of a mother for her child, saw a better future of Leonor with Henry Kipping. But the heart of a young lover had reasons of its own and could not simply be dissuaded once her word was plighted.

She learned later that Jose had been writing her, but the sweet missives were intercepted by her mother. Though Leonor had ample reasons to condemn the duplicity, like a dutiful child, she had to comply with her mother’s wishes. The wedding was solemnized in Dagupan on June 17, 1890 with apparent indifference on the part of the bride. In two years, Leonor had borne two children, Carlos and still born baby girl, whose delivery had caused illness that brought her early death. Leonor died on August 28, 1893 at the youthful age of twenty-six. As for Henry Kipping, he returned to England, perhaps with a broken heart, for he died two years after. In his absence, the railway to Camiling which he had built, had fallen into disrepair and eventually closed down in 1910.

Despite its brief operation, the railway had served other purposes. Merchants, students, and local officials could now commute to Manila much easier. People in the province became better informed because of the regular circulation of Diario de Manila. To a fierce nationalist like Liberato Aveyro who studied in Manila where schools were the hotbeds of young subversives, the chance of being invited by friends to be a member of the Katipunan was not remote. The occult procedure of affiliation to the secret society fascinated him, the secret meetings, the cryptic code, the furtive signs--all were tricks used to baffle the enemy. Patriotic fervor was shown in signatures written in blood. Years later when hostilities began in Manila, following the discovery of the Katipunan, Liberato Aveyro and his men in Camiling were ready to join the battle. His military organization became part of the Makabulos Army which liberated Tarlac province.

Aveyro and his men took control of the town by wrestling power from Don Buenaventura Torres and replaced him with Don Tranquilino Pagarigan who was more sympathetic to the rebel cause. The ejected gobernadorcillo, seeing the growing strength of insurgent forces, was only too willing yield his post. Other local Spanish officials and friar were deposed and arrested. Even civilians with Iberian blood were rounded up and put under custody. There were also incidents of violence from people out to wreak vengeance from their erstwhile oppressors. The remnant Spaniards, fearing for their lives had to beg for mercy. They even offered themselves to serve as laborers to prominent Filipino families, if only to eke out something for their keep.

With the first phase of the Revolution over, the local Katipuneros turned to their farms. They took up arms again when the Filipino-American War broke out. But since they were outgunned and the Americans were in hot pursuit against the retreating Aguinaldo, the local rebel force either lay low or fled to some mountain hideout to regroup. One such roving band of stragglers was that of the self-styled Gen. Pedro Pedroche.

Some say that Pedroche was an officer of the civil guards. Others claim that he was an officer in the rebel army. At any rate, he had a notorious track record and a streak of megalomania. These were the reasons why Gen. Makabulos refused to promote him. The rebuff riled Pedroche. He was not wont to being spurned. He formed a splinter army, composed of disgruntled soldiers, thieves, and cutthroats, which he proclaimed Partido de Agraviados. With that rabble horde, he menaced the entire area of northwestern Tarlac. Animals were taken to feed his army, women were raped, and villages burned. He was, indeed, becoming a threat to the revolutionary command.

But there was Liberato Aveyro to contend with. He was a major in Makabulos’ army. The officers under him were known patriots, reputed for their valor and discipline--men like Captain Pantaleon Esteban of poblacion, Captain Agapito Guerrero also of poblacion, Captain Ricardo Reyes of Pao, Captain Sixto Felix of Bobon, dubbed Capitan Bassit because of his short stature, Captain Maciano Mangrobang of Libueg, Captain Dionisio Mangrobang of Sinilian, etc. They kept track of Pedroche’s movements. In the early months of 1900, Pedroche left his hideout in the hills of San Bartolome and descended upon Mayantoc and Anoling, terrorizing the people there and burning their homes. In April, he proceeded to Sta. Ignacia, and with the same villainy, put it to the torch. On May 8, 1900 he was ready to overrun Camiling.

Aveyro, the cunning tactician, waited for him. He saw a flaw in Pedroche’s swashbuckling character. With Makabulos’ approval, he made plans with his men. They sent out word to Pedroche, boosting his ego, saying that with his recent exploits, there was nothing more Camiling could do but surrender. There should be no bloodshed, innocent lives must be spared. He could now enter town and establish his headquarters there.

Pedroche was on a triumphal march at the head of his dreaded horde. He was nearing the bridge when the band, which had met him suddenly, played the strains of a funeral dirge. Unwittingly, another Caesar was marching into Rome, never even saying as he was crossing his Rubicon that the die was cast. It was not, of course on the ides of March, but on the May Day feast of San Miguel, the patron saint with the avenging sword.

The conquerors were honored with a mass, officiated by Rev. Fr. Santiago Serafica, a Katipunan-installed native priest. Pedroche had every reason for rejoicing. For him, he had attained ultimate victory without firing a single shot. For Aveyro, he was glad that at last there would be peace. They were later ushered into the convent, their arms deposited in a corner with a guard posted to watch them. They mounted the stairs to the rectory on the second floor. They came to a banquet hall with tables laden with sumptuous food of varying recipes. Aveyro displayed the amenities of a cordial host, deploying his gallant men to attend to their guests, numbering about two hundred men--each one to each of Pedroche’s men.

There was an incessant flow of food coming from downstairs. Basi was in copious supply. From the looks of it, it was convivial party, laughter throughout the hall, the guests were dined and wined to their fill. Liberato Aveyro, Ricardo Reyes, Dionisio Mangrobang--all three Katipunan stalwarts, were standing behind Pedroche, pretending to humor him. Then came the resounding claps of Aveyro signaling the attack. They unsheathed their daggers, and with one fell stroke, plunged them upon their victims. Pedroche and his men slumped on the floor, bathed in their own blood. Commenting on the gory event, some say that it was an act of treachery. But this is the ethics of war. There is no substitute for victory. The victor is always lionized, and the loser vilified.

The Americans came to restore peace and order. There was a general call for rebel soldiers to surrender and turn in their firearms. Major Liberato Aveyro did not surrender, any more than turn in his firearms. Instead he went in hiding at a secluded area in Bobon 2nd. Later he went to live incognito in Lingayen, keeping himself thus in low profile for a long time, until he died in the early 1920s.

The death of Pedroche had eased tension in Camiling. When the Americans came, they found the town peaceful. Most of the criminal elements had died in that bloodbath at the convent. With them gone, the Yankees had easier time in their pacification drive. All they had to do was flush out the remaining forces under Gen. Makabulos who had fortified himself in his mountain lair at Tangadan, Mayantoc.

The focus of such mopping up operation obviously was not in the town proper or nearby environs which were already peaceful, but in the remote barrios with thick forest cover where the rebels had taken refuge. During that troubled time, a violent incident happened in Bobon 2nd. The Americans were on scout patrol to track down Gen. Makabulos who was reported to have been there. In an isolated place of the barrio, a diehard Katipunero named Pedro Bunao shot an American who had lagged behind his comrades. Bunao was later executed by the punitive force which came back to find him.

Reaction of the civilian populace to the Americans bordered on a mixed feeling of fear and curiosity. In 1899 the people of Sinilian were scared when twenty cavalry men of the U.S. Army went to reconnoiter the place. When they saw the big Americans, mounted on big horses, armed with awesome krags, they ran to hide in the nearby forest. They suspected the strangers would harm them. In Birbira the people displayed the same skeptical attitude. They regarded the Americans with studied caution. Only when the soldiers started giving them bread did they become more cordial.

The rise of anti-American sentiment was somehow suppressed when the new colonizers announced their policy to Filipinize the bureaucracy. They came for no other purpose than to train the Filipinos in the art of self-government. Hence, on the national level, political interest centered on the preparation for Independence, and political activity revolved around the competing ambitions for leadership by Quezon and Osmena. The drafting of a constitution was called for.

On the local scene, politicians were preoccupied with redefining boundaries between political units aspiring for autonomy. In 1914, Sta. Ignacia and San Clemente succeeded in having their petitions approved to regain their township status. In 1917, Mayantoc also became an independent town.

The development concern which drew much attention was the construction of schools, bridges, roads, and a municipal hall. The erection of Gabaldon buildings in Matubog, Bilad, Malacampa, Sinillan 2nd, Anoling, Sta. Maria, and Camiling Central was undertaken from 1906 to 1913. The municipal hall was finished in 1915 at a cost of P228,566.59, and the Gardiner steel bridge, which was replaced by the present concrete one, was opened to traffic on May 8, 1918. At its inaugural, then Senate President Manuel L. Quezon officiated, who was also guest speaker that very day at the town fiesta.

The centerpiece program of the American Regime was the promotion of education. The Americans wanted to teach English as fast as possible and the Filipinos were eager to learn it. The normal schools in Bayambang and Manila had helped to ease the shortage of qualified teachers. On the other hand, private high schools were established to accommodate excess students unable to enroll in public provincial high schools. Accordingly, the Camiling Secondary Institute was founded by Mr. Casimiro Brillantes in 1932. By then Camiling Academy was declining in enrollment so that by 1936, it folded up. In its place Northwestern High School was opened by the Galang family.

A generation of teachers had molded the minds of the youth of the town. A few of them were former Supt. Saturnino Respicio and the Perez brothers, Melanio and Eusebio, as well as the durable Mr. Pio Dizon who at age eighty still teaches in the Camiling Colleges. The division between social classes in the town is sharply drawn between the rich and the poor. But the educated man can raise his head high before the rich, no matter how lowly his origin.

The men stood out in the public limelight from 1900 to 1939 are: Gov. Gregorio Romulo, Rep. Gregorio Banaga, Gov. Alfonso Pablo, Gen. Paulino Santos and Prof. Gregorio Domingo. Romulo was municipal president (1906-1907), Tarlac governor (1909-1914). Banaga was a lawyer and Representative, 1st District of Tarlac in 1922, and finally delegate to the Constitutional Convention in 1934. Pablo rose from the political ranks, first as Municipal Councilor, then Vice President. Later, he became Representative of the 1st District of Tarlac (1931-1934), Tarlac Governor (1937-1940) and Acting Governor of Cotabato in 1941. In the 1930s, Paulino Santos held the following positions: Chief of Staff, PA, Director of Prisons, Head of Koronadal Settlement, and finally, Head of the Bureau of Constabulary under the Puppet Republic. Widely known in the musical world abroad was the late Gregorio Domingo, a virtuoso, expert on the piano as well as wind and string instruments. He had played before international audiences in the big cities of Asia, in the United States and in Germany.

The country had not done much to prepare for the war. When it broke out on December 8, 1941, everybody was shocked. Planes zoomed over the sky and dropped bombs, leaving ruins and deaths. Refugees scrambled toward provincial destinations even as soldiers proceeded to the warfronts. Stores were looted and only few government officials remained in office. Never was Mayor Angelo Cabrera (1941-1942) more alone, and never had problems come to him as sudden, as many, and as serious. Just a few months after the war broke out, unable to stand the complexities of the crisis he died.

Atty. Simon Santos (1942) took over his post by designation. He was never popular. He war suspected to be pro-Japanese. He could not stop looting or bring prices down. The Japanese kept harassing suspected guerillas. He was of no help to his beleaguered townspeople. Before the year was over, unknown men killed him.

Don Protasio Santos (1942-1944), the grand old man in politics, serving his fourth term, responded to the challenge of the mayor’s office where his younger peers had failed. Though his intercession, prisoners were released from Camp O’Donnell. But prices kept going up, and the schools were now teaching Nipponggo, and books with Filipino flags printed on them were being burned.

One day Rep. Gregorio Banaga went to Mayantoc on a personal mission. He did not come back alive. Now from where Mayor Santos stood in the town hall, he could see the Japanese garrison across the fence. It looked like a mini-Fort Santiago, for men were being tortured there. In that building at the garrison, a certain Lt. Osias Salvador, a Camiling resident, whose guerrilla operation was in Mangatarem, was tortured before her was killed and buried somewhere in that school compound. Councilor Pacifico Mangrobang also attended a dance there one night. He was a close friend of Ito Abad, a known Japanese collaborator. Then somebody shot Mangrobang--by whom nobody knew. The grand old man in politics had enough of it. He quitted.

This time (1944-1945), it was Publio Dumaual’s turn as mayor. He was formerly a teacher and captain in the army. In the province, rice was already selling at P 6000 per cavan, Mickey Mouse money; P 12000 per cavan in Manila. Of course, there were still killings. Chief of Police Baldomero Roxas was just recently shot to death. The spate of killings, while senseless, could only be said to be regrettable. There was an underlying motivation behind each death. Often a person had a grievous score to settle with another. And the war was the opportune time for it. The demise of Rep. Gregorio Banaga was an instance of this tragedy. Even public officials with the best of intentions could be misconstrued. Performing their duties in a accordance with order which they often could not avoid, might be thought as collaboration with the Japanese. And this explains the death of Mayor Simon Santos and Police Chief Baldomero Roxas. But the most fearsome is the collaborator. At his own insinuations he can have a suspect arrested and killed as in the case of Lt. Osias Salvador. Thus, sympathizers of either side of the war game were always in constant peril.

The Liberation Forces came amidst great rejoicing with ships and planes and tanks and soldiers. Gen. Paulino Santos was killed by Yamashita’s men on their retreat in the mountain vastness of Kiangan in 1945. More men would have still been killed had not the atomic bomb been dropped in Hiroshima and Nagasaki. The erstwhile conquerors immediately sued for peace.

Nobody is a victor in a war. Regardless of its outcome, it inflicts wounds upon the body and the spirit. So for man’s own survival there must be peace and brotherhood among men. This message came strong from Gen. Carlos P. Romulo, a son of Camiling, when he helped found the United Nations and became president of its General Assembly.

Romulo was a writer of many books. He was the only Asian to win the Pulitzer Prize in Journalism and the only one who had served all Philippines Presidents from 1935 to 1986. He said he was the last man from Bataan and had seen the Philippines fall. But he had not seen it rise from the shambles of war.

Damage claims were served to war victims, but not enough to put them back on their feet. Schools were thought to solve their plight. So in 1945, the Camiling Vocational Agricultural High School now (TCA) was created, and the search for a new school site was the job of Mayor Godofredo Dancel in 1953. Camiling Colleges was also created by Pres. Gilberto P. Romulo in 1946 and its branch high schools in 1947. The Camiling Catholic School was established much later.

Yet life had not become any better. There was the curse of the Malthusian equation between land and population. While people increase geometrically, the land does not stretch any bit. Thus, when Elpidio Quirino became President, the Huks went into bloody rampage, and Executive Secretary Marciano Roque, a native of this town, had his hands full helping out his boss. Of course, this was a replay of violence witnessed by this town in the 1930s, when Capt. Sulpicio Bachini came home dead at the height of the Colorum uprising in Tayug, Pangasinan.

But politics has not been merrier anywhere than in this town. Despite high prices and low-income levels, despite devaluation of the peso, the game remains as engrossing as basketball. Politics in Tarlac on the provincial and national levels is merely a contest between rival Cojuangco clans and the fortunes of local politicians are determined by whoever is the stronger and richer patron.

From 1956 to 1971, Mayor Manuel Cabrera had lorded the political scene, with a record of four consecutive terms, unmatched by no one except by Don Protasio Santos several decades back. But this veteran politician was clobbered in the 1971 election by Mayor Benecio F. de los Reyes, a defeat he could not easily live down. After delos Reyes had served his term and even extending it to 1977, his service was cut short by graft charges filed against him by his erstwhile rival. De Los Reyes was suspended, but before his case was dismissed, Minister of Local Government Jose Rono designated Cabrera officer-in-charge of the town. This was followed by his appointment as acting Mayor by President Marcos. Although the appointment was held legal by operation of law, the Criminal Circuit Court which passed judgment on the anti-graft case thought otherwise, and directed Cabrera instead to deliver the key of the mayor’s office to De los Reyes, otherwise would be held in contempt of court.

Cabrera refused to comply, and there arose the situation of two claimants to the mayorship. Amidst the prevailing confusion, the Sangguniang Bayan queried Minister Jose Rono for a way out of the impasse. This, in essence, was his reply. The dismissal of the anti-graft case against De los Reyes was no longer of moment. The questions of his right to office had become moot and academic by virtue of the appointment of Cabrera.

In March 1979, President Marcos designated Gerardo G. Fabros as officer-in-charge of the town, following it up with his appointment at the end of the month. This was to spite the two quarrelling town officials and to put up one who was more tolerable. De los Reyes forthwith filed a petition for quo warranto at the Supreme Court in September, 1979.

The intensity of political feuding was becoming nettlesome, prodding the Supreme Court to hand down its final decision. It opined that all officials of the existing government shall continue in office until otherwise provided by law or decreed by the President of the Philippines. The Supreme Court thus resolved to dismiss the petition of De los Reyes, considering that the designation of Fabros had substantially the force and effect of the law, and was therefore binding on all opposing claimants.

People power came with EDSA Revolution just before the end of Mayor Fabros’ term. Since her refused to continue holding the town’s premier position, Atty. Adolfo Manuel was installed officer-in-chard. But before the election came in 1988, he relinquished the position to Madame Corazon Latorre.

The election that followed was hotly contested. The multi-party administration of President Aquino could not make a choice between Atty. Adolfo Manuel and ex-Mayor Benecio de los Reyes as its official candidate. Between the two of them, there was mudslinging in their campaign speeches. So in the final scramble for votes, the dark horse, Martin Agustin, who was not given much of a chance to win, romped off to victory, with the vice-mayorship going to Madame Lydia T. Milla. All of these men, however, had left tangible monuments of their respective administrations.

We have reason to be proud even during the 20-year period of Marcos administration that men from Camiling had served the country with honor. There was Supreme Court Justice Cesar Bengzon, who, after retirement, still went on to serve the country as Justice of the International Court in the United Nations. Gen. Wilfredo Estrada became Director of the Civil Intelligence and Coordination Agency (CICA) after acting as Provincial Commander of Pampanga, Pangasinan, and Cotabato. Then there is O.D. Corpuz, who served as Minister of Education, Culture, and Sports and UP President, aside from being president of the FAPE and DAP.

Today, the number of people serving in the higher reaches of the bureaucracy is depleted. Only Senator Alberto G. Romulo, former Budget Commissioner of the Aquino Administration, is still there in the Senate to represent this town. But the finest expression of the Imagination is found in the fiction of Gregorio Brillantes. He has put Camiling in the literary landscape in his memorable books, Distance to Andromeda and Apollo Centennial.

The town pauses to reflect the distance which our forebears have traveled since the time of its foundation in 1838. The journey has been long, but there is need to trace the roots of our beginning, as O.D, Corpuz has done for the country in his recent book, Roots of the Filipino Nation.

Ace plans to give cars, insurance to bgy chiefs

TARLAC City — Mayor Ace Manalang will give a car each to all barangay captains as soon as he fixes the city budget.

He made this promise during the oathtaking of 76 newly-elected city barangay officials at Aquino Center in Barangay San Miguel.

“Bibigyan ko po kayo ng sari-sarili n’yong kotse para ’yong service vehicle po ng barangay ay maga-mit naman ng inyong mga kababayan lalo na kung meron silang mga emergency cases,” Manalang said.

He said he would also give barangay chairmen free accident insurance coverage worth P200,000, with a life and sickness package.

Manalang denied that he will defer the P500,000 budget of each barangay but said he will triple the budget of poor barangays and double others who have other resources.
“Ang gusto ko lang pong mangyari, kung magkano ang nakalaang budget ay gastusin lahat sa proyektong pinaglalaanan, hindi ’yong magbabadyet ng isang milyong piso tapos P300,000 lang ang gagastusin, mabibitin po ang proyekto at ang maaapektuhan ay ang taong barangay,” he pointed out.

Manalang reminded all barangay officials to stop politicking.

President Aquino to fete typhoon volunteers

President Benigno S. Aquino III will award and speak Friday before the volunteers of 13 electric cooperatives (ECs) who helped restore power in the provinces ravaged by storm “Juan” last October.

The volunteers were organized by the National Electrification Administration (NEA) to restore power in the provinces of Cagayan, Isabela, Kalinga and Apayao which were hardest hit by Juan last October.

Because of their rehabilitation efforts, most of these provinces were immediately reconnected to the national grid transmission lines.

The awarding will take place at the Tarlac Electric Cooperative (Tarelco) auditorium in Gerona, with the general managers and presidents of the 13 electric cooperatives to be awarded by the President and Energy Secretary Jose Rene Almendras.

The President will be received at the Tarelco auditorium by Secretary Almendras, NEA Administrator Edita Bueno; Deputy Administrators Edgardo Piamonte, Mariano Cuenco, Edilberti Bassig and John Joseph Magtuloy; NEA board members Jose Victor Lobrigo and Joseph Khonghun; Northern Luzon Commander Lt. Gen. Gaudencio Pangilinan and PNP Region 3 Regional Director Chief Superientendent Allan Purisima.

The theme of the recognition ceremony is “Ilaw Bayanihan: Taos-Pusong Pagtutulungan Alay sa Bayan.” The event is expected to be attended by over 200 employees and officials of DoE, NEA, TARELCO and TFKs.

The NEA organized Task Force Kapatid (TFK)-Typhoon Juan composed of the 13 ECs from southern and Central Luzon.

The ECs volunteered their foremen and linemen equipped with the necessary tools and equipment for the immediate rehabilitation of the damaged distribution lines and restoration of power in the affected provinces of Cagayan, Isabela, Kalinga and Apayao.

Expenses for the salaries of volunteers, including their sustenance during said deployment were shouldered by the 13 ECs.

After a week of rehabilitation of damaged lines, electric power was restored, except for some isolated areas, as soon as the National Grid Corporation of the Philippines energized its transmission lines.

The 13 participating ECs are: First Laguna Electric Cooperative Inc. (FLECO); Pampanga I Electric Cooperative Inc. (PELCO I); Pampanga II EC Inc. (PELCO II); Peninsula Eelctric Coop Inc. (PENELCO); Nueva Ecija I Electric Coop Inc. (NEELCO I); Nueva Ecija II EC Inc.-Area I (NEELCO II A- I); Nueva Ecija II EC Inc -Area II (NEELCO II-A2); Tarlac I EC Inc (TAREELCO II); Tarlac II EC Inc (TAREELCO II); Zambales II EC Inc. (ZAMEECO II); Benguet EC Inc. (BENECO); Quirino EC Inc. (QUIRELCO) and Nueva Vizcaya EC Inc. (NUVELCO).

Bikers rob P.3-M hospital payroll money

TARLAC CITY—The payroll money intended for the salaries of Ramos General Hospital (RGH) employees was held-up by three riding-in-tandem suspects along MH del Pilar corner Hilario St., Bgy. Ligtasan here Tuesday afternoon.

Newly designated Tarlac PPO Deputy director for Operation Supt. Eden Ugale said that the incident occurred around 1:30 in the afternoon of November 30, when victims Randy Ambrocio, 30, of Bgy Matatalaib this city, utility driver of the said hospital, together with Angie Tolentino and Jehnny Abad, supervisor and accounting clerk, respectively, of RGH had just withdrawn the P300,000 from Metro Bank on board a Toyota Innova with plate number RFG 192.

From Metrobank, they were about to proceed to Signa Bank at Hilario St., right beside the City Hall, to exchange some amount of money into coins when the suspects on board a Honda TMX motorcycle blocked them.

The man at the tail end of motorcycle poked an Uzi sub-machine gun to Ambrocio and shouted, “Walang makikialam!”

At this juncture, Ambrocio managed to jump from the car and ran towards the direction of Signa Bank. The car’s door was left open, allowing the suspects to grab the money from Abad who was then sitting at the back seat.

After the incident, the suspects fled towards MH Del Pilar St., going to Mac Arthur Highway.

The suspects were able to escape despite the hot pursuit operation and flash alarm sent to all police stations and units here.

CL farmers get crop insurance assistance

CITY OF SAN FERNANDO -- The Philippine Crop Insurance Corporation (PCIC) recently provided some P9 million worth of crop insurance assistance to thousands of farmers in Central Luzon whose crops were destroyed during the time of typhoon Juan last October.

A total of 1,103 farmers, representing farmers groups, cooperatives, lending institutions and non-government from the provinces of Pampanga, Bulacan and Tarlac, received the financial assistance at the PCIC regional office here, according to PCIC Regional Manager Romeo Gonzales.

The PCIC regional manager also mentioned that farmers from Bulacan received P3.83 million, while those in Pampanga received P1.18 million while farmers from Tarlac received P4.54 million.

Gonzales disclosed that this is the benefit derived from having their crops insured. Our farmers should now realize the importance of insurance. Without insurance, farmers have lesser hope in recovering their losses when natural calamities strike.

PCIC president Jovy Benabe thanked the farmers for availing the agency's services and vowed to continue extending the best services to them.

Farmers in Pampanga lauded PCIC for their program. The attached agency of the Department of Agriculture has the principal mandate to provide insurance protection to farmers against losses arising from natural calamities, plant diseases and pest infestations of their palay and corn crops as well as other crops. The PCIC also provides protection against damage to loss of non-crop agricultural assets including but not limited to machineries, equipment, transport facilities and other related infrastructures due to perils insured against.

Sa tingin ko ay nito lang late 90's at year 2000 onwards nagkaroon ng major developments sa McArthur Highway, meaning more business establishments (like Luisita Center, SM, Metrotown Mall to name a few) as compared to our capital city center particularly Tanedo Street, tanda nito ang mga lumang buildings. Ayon sa wiki, naapproved ang city charter nito noong June 11, 1969, pero di nanalo sa isang plebiscite noong Nov. 11, 1969. Mas maunlad pa kaya eto ngayon kung natuloy ang cityhood status nito noong araw?:)

May nakapagtanong kasi sa akin kanina, pero sabi ko nasa ibat ibang buildings sa Tarlac ang mga Belen. Gusto sana daw nilang pasyalan kasi malapit lang naman ang Tarlac sa Manila.:)

GERONA, Tarlac, Philippines (PNA) - President Benigno S. Aquino III hailed the volunteerism spirit of the electric cooperatives that worked to restore electricity in typhoon Juan-ravaged provinces of Northern Luzon last October, saying volunteerism will help government complete its goal of energizing the remote areas of the country.

In an extemporaneous speech during the recognition of Task Force Kapatid-Typhoon Juan at the Tarlac Electric Cooperative Inc. auditorium, the President paid tribute to the volunteers who were able to restore electrical connection within one week and I salute you for this.”

The President said the Department of Energy has allotted P1.4 billion under the General Appropriations Act of 2011 to energize the remaining parts of the country, especially the remote areas that private sector distributors cannot reach.

He said while he was in the Senate, he could not understand how the previous administration could claim having energized 99 percent of the country but continued to ask for budgets for the national electrification program.

“I told myself that if they were able to energize 99 percent then that leaves me with one percent to finish. But I found out that in one barangay, even if only two or three homes or sitios were given electricity, they claim complete energization. That is why it could claim 99 percent accomplishment,” the President said.

Without electricity, how would the fishermen prolong the shelf life of their products with cold storage?. How can the housewives watch the teleserye they love to view while resting for the day? And how can the students study their lessons, the President asked.

He said Energy Secretary Jose Rene Almendras informed him that actual energization of the country has reached 61 percent and it needs more investments to be able to complete electrifying the country by the time his term is completed.

The President said it would take until 2020 to fully energize the country, especially the remote areas that can’t be covered by existing national grids.

He said the previous administration left him with a deficit of P325 million but because of the belt tightening measures he put in place, the government now has a surplus.

The Chief Executive enumerated the numerous investments generated from his foreign travels in the United States (US$ 2.4 billion with 43,000 jobs to be generated), the US$ 2.8 billion firm commitments from Japan plus another US$ 2.6 billion, which require a few more documentation to be able to enter the country.

In addition, he said, Procter & Gamble is expanding its Cabuyao plant by P2.4 billion. Nestle he added is also pouring in P4.5 billion for expansion of its Cabuyao plant aside from requiring more coffee beans from local farmers.

The President said the Japanese government recently granted the Philippines loans of P21 billion to fund its road upgrading and maintenance programs. The President lamented that the main artery, EDSA “saw better days when it was still Highway 54 than now.”

The President decried that many of his critics, “those clinging to their old ways, would do everything to thwart our road to progress. In which case, I think I need to expand the New Bilibid Prison to charge and house all of these wrongdoers,” he said.

He thanked the awardees, who came from the electric cooperatives organized by the National Electrification Administration, for “taking their pledge of commitment to support his administration for change.” The awardees took their oaths after a video presentation that showed the extent of work they volunteered for and for which the private electric coops shouldered the cost of rehabilitation destroyed lines, poles and generators.

The volunteers, mostly linemen, accompanied their respective coop presidents and general managers in accepting the plaques of recognition from the President, Almendras and NEA Administrator Edita S. Bueno.

SCTEX intensifies campaign vs speeding

The Subic-Clark-Tarlac Expressway (SCTEX) is not for motorists driving over the speed limit of 100 kilometers per hour (kph) as they will surely be apprehended. This is the unmistakable message of a continuing campaign being waged by SCTEX authorities, particularly mobile patrol crews of the Tollways Management Corp. (TMC), service provider of the 94-kilometer tollway. Since the SCTEX began full commercial operations in mid-2008, a total of 12,605 drivers have been apprehended, most of whom were issued citation tickets for violating set speed limits - a minimum of 60 kph and a maximum of 100 kph. The state-owned Bases Conversion and Development Authority (BCDA), owner and builder of the SCTEX, continues to intensify its anti-speeding drive in keeping with its commitment to provide safe, hassle-free and comfortable travel along the tollway that connects Subic Freeport Zone to the Central Techno Park in Tarlac City via the Clark Freeport Zone in Mabalacat, Pampanga. SCTEX records showed that from a low of 2,872 apprehensions in 2008, the figure went up to 4,231 in 2009, representing a hefty 47-percent increase. For the current year, 5,502 erring drivers were interdicted by the SCTEX patrols for a 30-percent apprehension performance improvement. "Open highways have always been a magnet for speedsters who have little or no regard for their own safety," said SCTEX spokesman and program manager Robert Gervacio. "But they won't go far inside the SCTEX because our traffic enforcers are on the job 24/7," Gervacio stressed. Gervacio noted that the quality of construction of the SCTEX, praised by many for its well-paved and smooth roads, bridges and trumpet-style interchanges, is at par with world-class expressways found in other countries. He added that the smooth pavement of the SCTEX has somehow led motorists to think that they are driving slow despite going beyond the 100 kph speed limit. Gervacio advised motorists to always check their speedometer to ensure driving within the speed limit. "By driving within the speed limit, you are not only ensuring the safety of your passengers but also the passengers of the other vehicles as well," he noted.

Ibig mong sabihin siguro, kung naging City noong 1969 ang Tarlac, malamang ay Highly Urbanized City (independent from the province) na eto by this time. Naapproved na dati ang bill para sa pagiging HUC nito kaya lang natalo sa isang plebiscite.

Dahil siguro sa favorable location nito, being only 125 Km from Manila, malapit lang din sa Macapagal International Airport at investment hub sa Clark, pinaigting pa eto ng bagong SCTEX. Moreover, with the upcoming big projects, sana lalo pa etong umasenso gaya ng iba pang siyudad sa bansa. At kasama na rin diyan ang confidence ng mga investors na may magandang market segment sa Tarlac gaya ng size ng population nito.:)

Malamang nga qualified na ang Tarlac noon pa man na maging city kasi naaproved ang bill yun nga lang di nakalusot sa plebiscite. At least P100,000.00 locally generated income ang requirement ngayon para maqualify na maging city, iba pa yung land area OR population requirement.

In addition, the creation of cities before the enactment of the Local Government Code was solely at the discretion of Congress; no requirements had to be met in order to incorporate cities before the LGC became law. Yep... mas bumibilis ang asenso ng isang lugar pag nagiging city ito.. For one ginagamit itong strategy ng national goverment specially noon para sa pag unlad ng isang lugar; para doon magconcentrate ng kalakaran at usually, ito ang malalapit sa ilog o dagat dahil sa mode of transpo noon...

Before the enactment of Local Government Code providing for the qualification of a city, - noong panahon ng espanyol, by virtue of spanish decree, nagiging city ang isang lugar... pero up to now kinikilala ito ng ating batas... after ng espanyol, discretion lang ng legislature ang pagcreate ng city - ginagamit na strategy para lalong umunlad ang isang lugar...:)

May nagbigay na sa akin dati ng longanisa ng Vigan pero malalaki, brown ang kulay, masarap din. May tinubong din sila, gaya namin dito sa Tarlac or sa Camiling, gumagawa din kami ng tupig tinubong pag holy week or Undas.:)

Oo, Metrotown, Magic, Robinsons at iba pang maliliit na malls sa Tanedo ang kalaban ng SM. Pabonus sa mga mall goers ang mga firecrackers display at iba- ibang events para laging dayuhin ng mga bayan-bayan ng Tarlac. Malaking bagay din ang mga balikbayan ngayong pasko, sana sa Tarlac na lang sila mamili at magmalling para di na sila magbayad ng malaki sa baggage nila at the same time makakatulong sila sa economy ng countryside.:)

Oo malls ang wala sa amin, maski Magic Star man lang sana, with Supermarket, 2 Cinemas at ilang commercial stalls. Di pa bukas ang mga stalls sa modern Public Market na kapapatayo pa lang, di ko alam ang reasons.:)

Pasado na kayong maging city kung ang land area ay mahigit sa 100 sqkm at ang total income ay at least P100 million sa dalawang magkasunod na taon ngunit di kasama ang IRA.

para syang Cabanas, clustered ang design. Kaya lang mas malaki at mas maraming establishments kasi nga Robinsons. :) Tapos may mga establishment pa na may kanya kanyang building gaya nung Pancake, Dencios, RCBC, Jollibee, Starbucks, Maxx etc... :)

Getting 'holidazed' at Belenismo in Tarlac

The beauty of the Christmas season is it rekindles the child in each one of us. We allow ourselves to be awed by the holiday spirit around us. We somehow become “holidazed” because we are filled with delight and gratitude for all the blessings we have received. As one grows older, it is best to be reminded of what W.T Ellis once said: “It is Christmas in our hearts that puts Christmas in the air.”

It is the heart of a child that beats in me as I marvel at the Busch Gardens in Williamsburg, Virginia. The air is crisp and frosty as the European-inspired Christmas villages in this wonderful holiday wonderland are illuminated by two million colorful lights bulbs, sleigh rides, simulated flights, toy workshops of Santa Claus at the North Pole, Yuletide song and dance shows. Countries like France, Italy, Ireland, Germany and England proudly showcase their Christmas traditions and delicacies such as peppermint fudge brownies, s’mores (combination of chocolate and marshmallow melted between graham crackers), cinnamon crisps, and even buffet banquets prepared by Mrs. Claus in their fireside feast.
Aldrin Capiendo’s Panagbenga: a kankanaey term for “a season of blooming,” this is an invitation to those who look upon the manger to gravitate towards the good Lord, is the First Place Winner in the Diorama Category.

In the middle of the illumination of the iconic 50-foot “O Tannenbaum” Christmas Tree whose twinkling lights and sounds were synchronized to everyone’s sheer delight, I wandered on my own and noticed a Nativity scene where an ivory carved belen took center stage. I remembered our very own version of this tradition of the belenismo in the historic and beautiful province of Tarlac. With the belenismo, one gets “holidazed” by the Tarlakenos’ sheer ingenuity and artistry that they employed in their intricate belen creations.

The time of the year when I am proudest to be a Filipino is during the annual judging of the Belenismo sa Tarlac. The Belenismo, now in its fourth year, is a campaign that seeks to transform the province of Tarlac into the belen capital of the Philippines. I am ecstatic to say this is definitely a smashing success. Spearheaded by the indefatigable mother-daughter tandem of Tita Isabel and Dra. Isa Suntay of the Tarlac Heritage Foundation, Belenismo is a community-based contest wherein the people of Tarlac lovingly showcase their ingenuity, artistry and love of Jesus through the creation of the most beautiful, intricate, exquisite and soulful nativity scenes or crèches the world will ever see. It is here that one will witness that no plague, natural calamity or environmental obstacle can hinder the creation of our magnificent belens. In fact, they rise above such situations with flying colors, proving that sustainable tourism can be successfully implemented through collective effort, unity, harmony and compassion.

Tarlac is now a haven of nativity and cheer as belens of every size and theme dominate the mise en scène. The creativity is infectious as recyclable materials are utilized and transformed into awesome obra maestras. Love for the environment is equivalent to love for one another as the spirit of modern-day bayanihan is prevalent.

As we disembarked in the various town plazas and localities where the belens had been set up, the mayors introduced us to the talented youth who created the belens. The innovative lights magically transported us to Christmas heaven with the entire community singing and dancing in the Yuletide spirit as heartwarming native delicacies like suman, tinupig, hot chocolate were served to our hearts’ content. It is no wonder that no matter how Christmas is celebrated the world over, there really is no comparison to the way we celebrate the occasion in our homeland — only in Tarlac, only in the Philippines.

I learned from UST Prof. Eric Zerrudo, who teaches Cultural and Heritage Tourism, that it was his student Fr. Alex Bautista who brought to the fore through his thesis: a community-based project showcasing the heartfelt tradition of the Filipinos known as Belenismo. Fr. Alex, together with Tita Isabel and Dr. Isa, initiated workshops to train the Tarlaqueños how to craft various materials, even recycled ones.

This year, Tarlac Heritage Foundation together with the Tarlac Police Provincial Office as represented By Supt. Florante L. Torres and the members of TPPO’s Belen Team, officially launched “Belenismo sa Tarlac’s Tourist Police,” a belen tour guide service that is available for all who wish to discover the belen trail from Nov. 5 to Jan. 6, 2011. Two Belenismo Tourist policemen are dispatched in a buddy system wherein they accompany groups in a bus, coaster or several vehicle caravans.

Can you imagine how some of these belens were created? The infectious spirit of Belenismo has become a profound lifestyle in which the youth create belens from whatever materials are available on hand — whether it’s discarded CDs, dextrose bottles, old Comelec ballots, egg trays, corn husks, dried grass, recyclable tetra packs or more. Truly impressive. Proudly Pinoy.

Judging with me in the Belenisimo were my sisters Michelle Soliven and Yvonne Romualdez and Cito Beltran, Ces Drilon and Johnny Co. Also with us was Belenismo organizer Ding Mercado, whose PNP belen is simply fabulous, what with its glass wings that resemble a giant flower with the belen right in the middle all aglow in purple and green lights.

No judging of the Belenisimo is complete without us having dinner at our favorite restaurant in Tarlac — Nay’s House. The delicacies here include sugpo sa aligue, pancit luglog, bringe, turon with langka, burong isda with mustasa and tibok-tibok dessert (sweet carabao milk custard flan). Tarlac Gov. Victor Yap joined us for this sumptuous dinner.

We patrolled the province as we became more and more delightfully confused as to which town created the best, brightest belen. Tita Isabel lovingly advised us beforehand that we could judge several entries as top prize winners because she knew how difficult it was to decide. For us judges, each and every belen is a winner in its own right. One is spoiled for choice as to which should emerge victorious in each category. The categories are: Diorama, Monumental, Church, Grand Non-Municipal and Grand Municipal. Do visit the belens this season and be your own judge.

The Belenismo sa Tarlac Awards Night was held yesterday at the Plazuela of the Municipality of Moncada in Tarlac.

The winners of this year’s Belenismo are:

Grand Municipal Category: 1st place: Municipalities of San Clemente and Victoria; 2nd place: Municipalities of Anao and Gerona; 3rd place: Municipalities of San Manuel, Moncada, Mayantoc, and La Paz.

Grand Non-Municipal Category: 1st place: The 3rd Congressional District Office Belen; 2nd place: NOLCOM; 3rd place: Azaya Garden Resort.

Church Category: 1st place: Our Lady of Remedies Parish, Sta. Maria, San Manuel; 2nd place: Immaculate Concepcion Parish, Mababanaba, San Jose; 3rd place: St. Isidore Parish, Estipona, Pura.

Diorama Category: 1st place: Aldrin Capiendo; 2nd place: Paolo Beltran; 3rd place: Ramon Espinosa; Special Award: Rizelle Ann Lanoria.

Monumental Category: 1st place: Nay’s House; 2nd place: La Maja Rica Hotel; 3rd place: Gem’s Cutflowers; Special Award: The Social Security System.

Where in the world can one find this kind of cultural heritage/community tourism? It is this brand of sustainable tourism that uplifts the entire community as each member is involved tremendously in this dynamic collective process. Cultural heritage promotes community advancement and tourism, through enhancement and implementation of sustainable practices and opportunities for the future.

Each year when the Yuletide season kicks in, I look forward to judging the Belenismo because I am not simply appreciating belens per se. More than that, I am being integrated into the infectious love of a community whose devotion to Jesus Christ has heralded this magnanimity in their homes, hearts and souls. Truly, a jewel of a find, Christmas in Tarlac is not just a time or season but a wonderful state of mind.

Creative ang mga gumawa, he he. Nakabelieve din. Siyanga pala congratz at confirmed na talaga ang Robinsons sa city ninyo.:) Aabangan namin yung perspective, ang ganda siguro.
