Tarlaqueno-ako December 27th, 2010, 07:45 AM Inquirer Read-Along features Christmas story
By Jo Martinez-Clemente
Central Luzon Desk
TARLAC CITY―Although it’s been told many times, many ways, it has never ceased to amaze people, particularly children in this season of joy.
On Wednesday, “The Wonderful Story of Christmas” was read to 60 children at a garden patch inside the Tarlac penal colony for the second Inquirer Read–Along session here.
Fr. Jayson David, SDB, principal of Tarlac’s Don Bosco Technical Institute, did the honors for youngsters visiting parents or relatives serving prison terms.
The book was written in French by Matthieu de Loubier, translated to English by Anne Louise Mahoney, illustrated by Carme Sole Vendrell and published by Adarna House Inc. and Bayard Assumption Media Foundation.
For the Inquirer session, David translated the book to Filipino to suit his audience.
Asked why Filipinos celebrate Christmas, the children replied in unison: “Because it’s Jesus’ birthday.”
Most of the participants were Grades 1 and 2 pupils from Tarlac’s public elementary schools, but some came as far as Cavite.
A few of the children practically live in the compound because both their parents are in jail awaiting judgment.
World of ‘Patsotsays’
The children were also introduced to the world of the “Patsotsays” created by playwright Rene Villanueva. It tells the story of Korokotok, the only one-winged patsotsay among two-winged creatures seeking to reach the “planet with three rings and full of color.”
The children took a liking to the main character, “Korokotok” that they spent the whole day blurting out his odd name.
Parents said they also wanted to volunteer as readers in the next sessions, and promised to start practicing.
Bernardino Flores, the penal colony warden, said the Inquirer Read-Along session was “unique but meaningful.”
Flores said the penal colony had more than 350 inmates, and security had allowed families and children to join them in the spirit of the holidays.
“You made many people happy here,” he said.
Inquirer Read-Along’s partnership with the Don Bosco community is an offshoot of the Dec. 4 simultaneous Read-Along sessions nationwide held for the paper’s 25th anniversary celebration.
Volunteers
Inquirer friends who volunteered to help urged the newspaper to host a similar session for the Grade 1-Salomange class of Don Bosco for their Christmas project.
The group helped organize the event and provided food for the participants. The session was also supported by members of the Salesian community, who treated it as part of their annual apostolate for inmates.
The giveaways to the children, consisting of books and toys from Vibal Publishing and Shell, respectively, were beefed up by more toys and candies gathered by the Salesian community.
VinceMart Travel and Tours, also took interest in the Inquirer Read-Along session. Its owner, Julie Mamawal, traveled from Cabanatuan City to participate and distribute candies

Tarlaqueno-ako December 27th, 2010, 07:48 AM SM Foundation’s Paskong Pinoy for Scholars
IT WAS a fun occasion when SM Foundation Inc. prepared a Christmas party for its scholars at SMX Convention Center with the theme “Pamaskong Pinoy.”
Scholars from National Capital Region, Bulacan, Cavite, Tarlac, Pangasinan, Pampanga, Lucena Quezon, and Batangas showed up for a day of fun activities and prizes.
Almost 630 scholars traveled from their provinces to SM Mall of Asia to watch an IMAX movie titled “Santa vs. Snowman.”
The rest of the day was spent playing all-Pinoy games like sipa, luksong baka, pahabaan, and kadang-kadang. Sumptuous Pinoy food was served to the scholars, complete with sorbetes and bibingka.
Joining them in the event were SM Foundation Inc. executive director Debbie Sy, SMFI executive director for Education Linda Atayde, SMFI project officer Eleanor Lansang as well as the SMFI staff who prepared fun games, raffles and prizes.
Also gracing the event were Public Relations Officers Marc Laurente of SM City Marilao, Rain Cervantes of SM City Pampanga, and Venus Manalang of SM City Clark.
Since 1983, SM Foundation has been assisting underprivileged but deserving students in its College Scholarship Program. Since that time, it has produced a total of 1,200 alumni, many of whom graduated with honors and found work with the SM Group of Companies as well as top companies in the Philippines and abroad. (PR)

Nahirapan akong mgabitbit he he. Dalawa kasi ang binili ko.
By the way, yung under construction sa tabi ng SM, Carworld Inc. pala.:):cheers::cheers::cheers:

Tarlac is a landlocked province of the Philippines located in the Luzon Island. Its capital is Tarlac City. Tarlac borders Pampanga to the south, Nueva Ecija to the east, Pangasinan to the north, and Zambales to the west. It is a part of Central Luzon, which is composed of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales.
Demographics
As of the 2000 census, Tarlac has a population of 1,068,783. Its population density is 350/km².
In the southern half of the province Capampangan is the spoken language whereas Ilocano and Pangasinan dominate the northern half. Tagalog, being the country's national language, is widely understood throughout the province.
Economy
The economy of Tarlac is dominantly agricultural. Principal crops are rice and sugarcane. Other major crops are corn and coconut; vegetables such as eggplant, garlic, and onion; and fruit trees like mango, banana, and calamansi. It is among the biggest producers of Rice and Sugarcane notably grown in Hacienda Luisita in Barangay San Miguel, Tarlac City which is owned by the Cojuangco Family.
Because the province is landlocked, its fish production is limited to fishponds but it has vast river systems and irrigation which is more than enough to compensate for the need of water. On the boundary with Zambales in the west, forest lands provide timber for the logging industry. Mineral reserves such as manganese and iron can also be found along the western section.
Tarlac has its own rice and corn mills as well as sawmills and logging outfits. It has three sugar centrals. Other firms service agricultural needs such as fertilizer. Among its cottage industries, ceramics making has become important because of the abundant supply of clay. Some of the major industries here are the making of the delicious and famous Chicharon and Iniruban in the municipality of Camiling, Ylang Ylang /Ilang-Ilang products of Anao and the Muscovado sugar products of Victoria. Besides those products, the province also boosts its sugar products in the Philippines. It is next to Negros Occidental which is the nation's sugar capital. Tilapia is also improving in Tarlac and it will soon be the Tilapia capital of the Philippines.
Geography
Eastern Tarlac is a plain, while Western Tarlac is hilly to mountainous. Because of this, the province owns a large portion of mountains like Mt. Telakawa (Straw hat Mountain), which is the highest mountain in the province located at Capas, Tarlac. Mt. Bueno, Mt. Mor-Asia and Mt. Canouman is located also in Capas as well as Mount Dalin. The other mountains are Mt. Dueg and Mt. Maasin, found in the municipality of San Clemente. Also noted are Mt. Papaac, Bacsay, Cayasan and Birbira of Camiling. The whole of Mayantoc and San Jose are mountainous so it is suitable for the highest natural resources and forest products in the province such as coal, iron, copper, vegetables, fruits, log fires, sand, rocks and forest animals such as wild boar, deer etc. The main water sources for agriculture include the Tarlac River at Tarlac City, The Lungcob and Parua rivers in Concepcion, Tarlac, Sacobia Bamban River in Bamban and the Rio Chico in La Paz.
Political
Tarlac is subdivided into 17 municipalities and 1 city. These divisions are further subdivided into 511 barangays. The province comprises three congressional districts.

Physical
The province is situated at the center of the central plains of Luzon, landlocked by four provinces: Pampanga on the south, Nueva Ecija on the east, Pangasinan on the north, and Zambales on the west. Approximately 75% of the province is plain while the rest is hilly to mountainous.
Like the rest of Central Luzon, the province has two distinct seasons: dry from November to April and wet for the rest of the year.
History
Tarlac's name is a Hispanized derivation from a talahib weed called in Ilokano word "Malatarlak". Tarlac was originally a part of the provinces of Pampanga and Pangasinan. It was the last Central Luzon province to be organized under the Spanish administration in 1874.
During the Philippine Revolution of 1896, Tarlac was one of the first eight provinces to rise in arms against Spain. It became the new seat of the first Philippine Republic in March 1899 when Emilio Aguinaldo abandoned the former capital, Malolos, Bulacan. This lasted only for a month, as the seat was moved to Nueva Ecija in Aguinaldo's attempt to elude the pursuing Americans.
On October 23, 1899, Gregorio Aglipay, military vicar general of the revolutionary forces, called the Filipino clergy to a conference in Paniqui. There, they drafted the constitution of the Philippine Independent Church. They called for the Filipinization of the clergy, which eventually led to a schism in the Roman Catholic Church in the Philippines.
Tarlac was captured by American forces in November 1899. A civil government was established in the province in 1901.
During the World War II, Camp O'Donnell in Capas became the terminal point of the infamous "Bataan Death March", involving Filipino and American soldiers who surrendered in Bataan on April 9, 1942. The camp was so overcrowded that many allied prisoners who survived the grueling march died here of hunger and disease.
In the beginning of 1945, combined American & Filipino military forces with the recognized guerillas liberated Camp O'Donnell. The Raid at Capas resulted in the rescue of American, Filipino and other allied Prisoners of War.
Belenismo sa Tarlac
“Belenismo sa Tarlac” (project to transform it to “Belen capital” of the Philippines) was launched by Isabel Cojuangco-Suntay, sister of former Ambassador Eduardo Cojuangco Jr., president of the Tarlac Heritage Foundation. 2007 Belen Festival began in September, with the first Belen-making workshop to Dec. 16. Sen. Loren Legarda led the awarding of 16 winners in 5 categories—personal, grand, monumental, municipal and diorama. The Tarlac police office Belen, built by at least 24 policemen, won the first prize; Asiaten Hotel was second and restaurant Coconut Grill was third.

Tarlaqueno-ako December 29th, 2010, 03:13 PM Tarlac cops foil 2 rob tries; 3 held
by George Hubierna
CAMP Macabulos, Tarlac City — Two attempted robberies were foiled by policemen in Camiling and Gerona towns in Tarlac.
Camiling chief of police Chief Insp. Diosdado Lagasca identified the victim Rosanna Dizon, 22, a stay-in saleslady of Ignacio Store on Bonifacio Street, Poblacion 7.
Dizon was awakened by the noise from the store and when she checked, she saw a man destroying the padlock with a metal pipe.
She called up the police who immediately responded and arrested the suspect, Reynald Pulanco, 18, single, a construction worker from Barangay Pao 2nd, Camiling.
Recovered from Dizon were a 12-inch knife and a three-foot metal pipe. He is now detained at the Camiling Police Station. He will be charged with robbery.
In Gerona, two robbers were arrested for attempting to hold up a passenger bus in Barangay Parsolingan Sunday.
Supt. Calixto Q. Bamba, Gerona chief of police, said a north-bound Genesis bus was flagged down by the suspects riding in a black Mitsubishi Adventure van and a red car.
Suspicious, the bus driver, Eufanio Villanueva, 49, and his conductor, Anacito Campaner, 37, ignored the suspects’ signal to stop. They reported the incident to policemen at a checkpoint.
The police flagged down the two vehicles which sped away, prompting the officers to send an alarm to all stations in nearby towns.
Upon reaching Paniqui town, the Mitsubishi Adventure was forced to stop on Burgos Street, Poblacion Norte. Fedelito Manaois and Manny de la Cruz, both of Paniqui town, were arrested but the other vehicle escaped.

Tarlaqueno-ako December 29th, 2010, 03:18 PM TRB okays new SCTEX toll rates, to take effect on January 1, 2011
December 28, 2010, 11:05pm
MANILA, Philippines – The Toll Regulatory Board (TRB) has given the provisional approval for a 7.22 percent toll increase for the Subic-Clark-Tarlac Expressway (SCTEX), raising the basic rates for the country’s longest tollway from the authorized toll rate of P2.49 to 2.67 per kilometer for Class 1 vehicles.
The new toll rate would be implemented starting January 1, 2011.
The TRB made the decision on Friday (December 17), after last Thursday’s (December 16) public hearing of the toll hike petition filed by the Bases Conversion and Development Authority (BCDA).
The BCDA originally petitioned for a P2.87/km toll rate but was only granted a P2.67/km rate.
SCTEX spokesman and program manager for support services Robert Gervacio said although there was a cut in the approved rates, they would fully abide by the TRB ruling.
Gervacio said that while an authorized toll rate for the SCTEX is Php2.49 per kilometer for Class 1 vehicles, BCDA has implemented an effective toll rate of only Php2.00 per kilometer since it opened in 2008. He said this will be the first time that toll rates in the SCTEX will be adjusted.
“As a result, the SCTEX users have been enjoying 49-centavo savings for nearly three years since the SCTEX opened for vehicle traffic on April 28, 2008,” Gervacio said.
“The adjustment is a fair amount, and it will certainly enable us to fulfill our obligations to both our creditors and the motorists,” Gervacio stressed, adding that it will be worth every centavo for the public in general.
Under the approved toll matrix, Class 1 vehicles bound for Baguio entering the SCTEX Mabalacat/Clark Logistics Toll Plaza (the toll plaza connecting NLEX to SCTEX) and exiting the SCTEX Tarlac City Toll Plaza will now pay P93 from the existing P69. Likewise, Class 1 vehicles bound for Subic entering the SCTEX Mabalacat/Clark Logistics Toll Plaza and exiting the SCTEX Tipo Toll Plaza will now pay P150 from the existing P112. Class 1 vehicles include cars, jeepneys and other vehicles with two axles and not more than seven feet in height.
In the same manner, the toll for Class 2 vehicles (trucks with two axles and over seven feet high) bound for Baguio entering the SCTEX Mabalacat/Clark Logistics Toll Plaza and exiting the SCTEX Tarlac City Toll Plaza will now pay P186 from the existing P139. Class 2 vehicles bound for Subic entering the SCTEX Mabalacat/Clark Logistics Toll Plaza and exiting the SCTEX Tipo Toll Plaza will now pay P299 from the existing P224.
On the other hand, Class 3 vehicles (trucks with three or more axles and above seven feet high) will be charged P279 from the existing P208 from the stretch of the SCTEX Mabalacat/Clark Logistics Toll Plaza to the SCTEX Tarlac City Toll Plaza, while Subic-bound Class 3 vehicles entering the SCTEX Mabalacat/Clark Logistics Toll Plaza and exiting the Tipo Toll Plaza will pay P449 from the existing P336.
SCTEX’s toll operation agreement (TOA) provides for a toll adjustment that takes into consideration such key elements as debt service, foreign exchange fluctuations, annual traffic volume, authorized toll matrix, and government guarantee fee.
Since the SCTEX opened to vehicle traffic, motorists have been enjoying safe and fast travel in Central Luzon especially in the provinces of Pampanga, Bataan, Zambales and Tarlac as well as towards Northern Luzon. Travel time from Clark to Subic has been reduced to a mere 40 minutes. From Clark to Tarlac, travel time is now only 25 minutes.
The toll road now serves as the new economic backbone for Central Luzon and the adjoining regions that has started to create wider opportunities for investment, trade and employment.
The all-weather SCTEX also proved to be instrumental in delivering the much-needed relief and rehabilitation services to hard-hit calamity areas when the normal routes via national roads were impassable due to floods or landslides.

Tarlaqueno-ako January 1st, 2011, 05:08 AM Tarlac PNP burns confiscated illegal firecrackers
TARLAC CITY, Jan 1 (PNA) - Thousands of illegal and banned firecrackers were confiscated in the province following the simultaneous inspections conducted by the local police authorities here.
In a three-day campaign against illegal firecrackers, the Tarlac Provincial Police Office (TPPO), headed by Police Senior Superintendent Alfredo S. Corpus directed the 18 chief of police in the province to confiscate all specified illegal firecrackers submitted by the Department of Health to the Department of Interior and Local Government, notably piccolo, watusi and other powerful firecrackers that might cause damage to lives and properties.
The confiscated firecrackers were destroyed Friday morning as witnessed by some officials of local government agencies as well as the media here.
The Armed Forces of the Philippines Explosives and Ordnance Division (EOD) and the Philippine National Police (PNP) Bomb Disposal Unit made a temporary foxhole wherein the firecrackers were exploded safely.
Corpus said they readily disposed of the confiscated items so they would not fall into wrong hands.
The media present will attest to the fact that the hot items were destroyed properly to ward-off any speculation by the public that the police will use these confiscated items for their personal use in welcoming the New Year, he said.
He said it is a common practice of the vendors to sell these illegal items a few hours before the New Year's Day.
Based on the statistics presented by Luz Lopez, head of the Department of Health in Tarlac during the disposal of the illegal firecrackers at Camp Macabulos here, there were already 10 victims of firecracker-related incidents that took place from December 24 up to December 30.
Lopez said the victims were mostly youngsters 6-12 years of age, with the use of piccolo as the main cause.
She expressed hope that there would be lesser firecracker victims this year.
Last year, there were 34 victims of firecracker-related incidents in Tarlac. (PNA)

HAPPY NEW YEAR! :okay::cheers::banana:
Sir Sampukid happy new year din!:):banana::banana::banana:
Quezon Avenue-main business district
Arellano Street (Public Market side and in front of Church)
Burgos Street
Luna Street (back of Public Market)
Rizal Street (near Plaza and Municipal compund)
Romulo Street

Tarlaqueno-ako January 1st, 2011, 05:37 AM Year-ender: 'Django', 6 others put PHL in world pool map
REY JOBLE, GMANews.TV
12/30/2010 | 08:39 PM
He won the elusive world pool title when Father Time was catching up on him. But
for Francisco "Django" Bustamante, it's better late than never.
The pride of Tarlac captured his first-ever world title at the age of 47 in July of this year, making his successful World 9-Ball campaign as one of the biggest stories of 2010.
Several times, Bustamante came close to winning the world pool championship.
In 1999, he finished third, but lost to compatriot and bosom buddy Efren "Bata" Reyes in the semis. Reyes, who still remains as one of the most popular figures in the international billiard circuit, eventually won the title.
Django Bustamante leads Pinoy invasion in world pool ranking. GMANews.TV
Three years later, Bustamante was at it again. He barged his way to the race-to-17 finals against American Earl "The" Pearl Strickland in Cardiff, Wales.
Grieving from the death of his daughter, who had died prior to his finals match, Bustamante fought tooth-and-nail against his American rival, but lost steam in the end.
In 2007 in Manila, Bustamante was in strong contention for the crown, but a costly scratch in his quarterfinals match booted him out of the race.
But Bustamante made sure he wouldn't be denied in 2010.
Up against the up-and-coming Taiwanese cue artist Kuo-Po Cheng, Bustamante used his experience to the hilt in dumping his younger foe, 13-7, in the finals.
"Hindi ko akalain na mananalo pa ako ng world championship sa edad ko na ito," said Bustamante. "Medyo maganda yung taong 2010 sa akin."
Pinoy Magnificent 7
Bustamante didn't only end up bagging his much-awaited championship. The man who used to play in the shadow of his more illustrious compatriot Efren"Bata" Reyes wound up as the No.1 player in the latest world rankings released by the World Pool-Billiard Association (WPA).
Bustamante made his way to the top of the rankings for only the second time in eight years. He was also the world’s No.1 player in 2002, but struggled in succeeding years. But he rediscovered his form this year to lead the Pinoy invasion in the WPA chart.
Six other local bets made it to the top of the WPA rankings — Antonio Lining (No.3), Jeff de Luna (No.5), Ronnie Alcano (No.7), Venancio Tanio (No.8), Marlon Manalo (No.9), and former World Ten Ball runner-up Lee Van Corteza (No.10).
Lining burst his way back to the top when he made it to the semifinal round of the World Ten Ball Championship.
But the player who spent the past few years working as a translator and professional pool player in Japan continued his solid showing this year. He was part of the Pinoy squad that finished runner-up in the World Team Championship in Hanover, Germany early this year against Great Britain.
In the World 9-Ball Championship, Lining was the losing semifinalist against Bustamante while also ending up runner-up in the China Open and the Star Billiards Championship in Manila.
The power-breaking De Luna placed third in the Japan Open, third in the Star Billiards 10-Ball Championship, and fifth in the World 8-Ball Championship in Fujairah, United Arab Emirates.
Alcano, a double world champion like Reyes, won the Star Billiards Championship and the Pattaya 9-Ball Invitational in Thailand. He was also a member of the PHL team that finished second in the World Team Championship.
Tanio, one of the country's rising stars, was a fifth placer in the World 8-Ball event.
Corteza, runner-up in the WTBC, won three international tournaments — the US Open 10-Ball Championship, the Predator International 10-Ball event, and the Hard Times-Mezz Cues 10-Ball Open. - KY, JVP, GMANews.TV

Tarlaqueno-ako January 1st, 2011, 05:42 AM NIA official bares irrigation target for 2011
CABANATUAN CITY, Nueva Ecija, Jan 1 (PNA) - The National Irrigation Administration (NIA) aims to open at least 250,000 hectares of new and restored areas for the next three years in a bold step towards the government's rice self-sufficiency program, a ranking official said on Friday.
NIA Administrator Antonio Nangel said the efforts will be highlighted with the opening and rehabilitation of various systems such the Balog Balog in Tarlac Province, San Roque Dam in Pangasinan, Balintingon Dam in Nueva Ecija and several "other activities in Visayas and Mindanao."
This program, Nangel said, jump-started in 2010 through the restoration of some 5,000 hectares irrigable places within the service area of the Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS) in Central Luzon that formed part of the 12,000 hectares generated for the year.
A huge part of this restoration was made in Pangasinan and other parts of Region 2, he said.
For 2011, the NIA administrator said the government has programmed actions to restore and create new "harvested areas" of 46,000 hectares to cost some P12.7 billion.
The initial target in restoration and creation of new of irrigation areas was based on statistical reports that the country has to increase its current rice production of over 17 million metric tons by at least 3.8 million metric tons by 2014 to be fully self-sufficient, he said.
"To produce that 3.8 million metric tons, we need to generate an additional harvested area of about 350,000 to 400,000 hectares," he said.
The official expressed optimism the country can attain rice self sufficiency considering the path heading into by the administration of President Benigno Simeon Aquino III. (PNA)

Yung F. sa Tanedo stands for Francisco.::):)
Tarlac is represented prominently in the eight rays of the Philippine flag because it was among the first provinces to join the revolution in 1896. The K.K.K. of Andres Bonifacio found early adherents among Tarlaqueños, headed by Don Francisco Tañedo, after whom the town’s principal thoroughfare is named. Don Francisco Tañedo was killed in an encounter with the Spanish guardia civil at the outset of the revolution. His early death inflamed the citizenry and his relatives and followers were bent on capturing the town by any means, but were dissuaded by Don Eusebio Tañedo Iro, who volunteered to see his friend, General Monet, former politico-military, governor of Tarlac and at the time the highest military official in Pampanga. Denying that Tarlaqueños were involved in the revolution, Don Eusebio was able to obtain orders from General Monet to stop military operations in Tarlac. However, peace did not reign long in Tarlac because Generals Francisco Macabulos and Jose Alejandrino already started their offensive against the Spanish forces. On June 25 1898, Spanish soldiers surrendered in Tarlac.

ahaha. okay lang naman yung sir. :)
Speaking of Camella Tarlac City, may malaking billboard sila ngayon sa may NLEX Dau exit.:):)

Mt. Pinatubo Crater Lake by Alvan Young
The climactic 1991 eruption of Mount Pinatubo destroyed the volcano's original summit. In its place is a 2 km diameter caldera, the center of which is offset 1 kilometer northward from the pre-eruption summit. It probably was created from the collapse of the volcano's summit on June 15, during the period of abundant large earthquakes in response to withdrawal of a large volume of magma from the reservoir beneath the volcano. By early September 1991, a shallow lake formed. High precipitation rate of the area led to a rapid transition from a small and hot acid lake to a large lake with near-ambient temperature and pH.

saintm January 5th, 2011, 06:17 PM P16-b Tarlac dam is in the pipeline
by Ferdie G.Domingo
The Aquino administration has firmed up plans to set in motion starting in 2013 three giant dams with a combined cost of P38 billion, according to the National Irrigation Administration.
One of the projects, the Balog-Balog project costing P16 billion, will serve farmers in President Aquino’s home province of Tarlac and neighboring Zambales, Antonio Nangel, NIA administrator, said.
Work on the Balog-Balog dam will begin in the third quarter of 2011, Nangel told the *Standard Today. It is programmed to generate irrigation to 20,000 hectares of farmlands and serve 20,000 hectares of farms in Nueva Ecija and Pampanga.
Together with the Balintingon multi-purpose irrigation project in Nueva Ecija-Bulacan area and the Mal-Mar irrigation project in Mindanao, the dams will boost rice production in a combined area of 250,000 hectares and help curb or do away with rice imports, Nangel said.
The P16-billion Balintingon project covering the eastern portion of Nueva Ecija and Bulacan will start construction in two years’ time. It will irrigate some 18,800 hectares Nangel said.
The P6.9-billion Mal-Mar Project, as approved last December 20 by the National Economic Development Authority, is programmed to irrigate 9,700 hectares in Maguindanao and Cotabato. Project construction will start in 2012, he said.
Financing for the three dams will come from foreign loans and grants, Nangel said.
He said that the government is on track to meet its 2013 target, particularly with the completion of the San Roque Dam which will potentially irrigate 20,000 hectares which he said, is considered the agency’s single biggest accomplishment in 2010.
NIA also has on-going projects in Visayas and Mindanao which President Aquino and Agriculture Secretary Proceso Alcala have declared as priority.
Perseus II January 6th, 2011, 02:53 AM @Francis may fireworks display pala mamaya sa SM January 1, 2011 8PM. Meet tayo doon he he.
maluwang talaga. Tapos yung sidewalk is layered in cobble bricks :)

Tarlaqueno-ako January 6th, 2011, 02:48 PM MALATARLAK FESTIVAL: ITS ORIGIN
Mr.[Michael B. Pabalan] thought of the idea of Malatarlak Festival when he was still attending his college when he was thinking of a festival that will boost the tourism industry of his beloved city - Tarlac. He studied the history of the province and the city to come up with an idea of an appropriate name for the festival. Through the studies of Dr. Rodrigo Sicat he found out that Tarlac's old name was "Malatarlak", it was named after a sharp specie of Talahib of the same name. The portion of the word "Mala" was cut to form the town name. The letter "K" was also changed into "C", because the Capampangan Alibata does not possess the letter "K" hence the name Tarlac. Jose Villa Panganiban ( a Filipino critic) and the Diksyunaryong Pilipino by the Komisyon ng Wikang Filipino stated that the word Tarlak means "a species of sugarcane"
THE GRASS: TARLAC'S MAIN CROP
Grass is important as a major forage crop for Fauna. Grasses are narrow-leaved plants from the family Poaceae, also known as the family Granineae. They are among the most important and simplest specie of plants. The grass family contains plants of vast economic, ecological and historical importance including wheat, rice, rye, corn, barley, oats, sugarcane, bamboo and an array of rangeland and grasslands species. Relatively, the above mentioned kinds of grasses are exactly the main crops of the city and of the province of Tarlac.
The idea of Mr. Pabalan was to have a festival that will showcase the products of Tarlac made from their crops - the grass. Thus, this festival is actually "GRASS FESTIVAL" which adopted the city's old name "Malatarlak" and came up with their very own MALATARLAK "Grass" FESTIVAL.
Today, Malatarlak Festival is held annualy in Tarlac City, Philippines on every second or third week of January.
The festival was made possible by Mayor Genaro 'Aro' Mendoza. The celebration consists of different competitions such as , parades, concerts, beauty pageant, and street dancing.

Tarlaqueno-ako January 6th, 2011, 03:26 PM Welcome to TARLAC CITY!
Located strategically at the heart of the rich Central Luzon farming plains. It became a Component City last April 19, 1990, but it has rich history going back over two hundred years to its foundation in 1788 by Don Carlos Miguel and Don Narciso Castaneda. In that relatively brief period, Tarlac has transformed from a riverbank and forest into a progressive, dynamic and growing city.
Along the way, Tarlaquenos have been prominent in the struggle for Independence, including being early supporters of Andres Bonifacio's KKK. Local hero, Don Francisco Tanedo, led his fellow townsmen in the struggle and today the main street of the city is named in his honor. More recently, Benigno "Ninoy" Aquino and his wife, first female President of the Philippines, Corazon "Cory" C. Aquino, have come from this Central Luzon city.
Tarlac City is situated halfway between Manila (125km) and Baguio (127km). It remains a favorite resting spot for travelers between these two destinations. The city and the province continues to grow and is emerging as Central Luzon's manufacturing powerhouse.

Perseus II January 6th, 2011, 03:33 PM Welcome to TARLAC CITY!
Along the way, Tarlaquenos have been prominent in the struggle for Independence, including being early supporters of Andres Bonifacio's KKK. saintm January 6th, 2011, 07:55 PM Tarlac College of Agriculture to have a school-based PESO
TARLAC, Jan. 6 (PIA)-- State-owned Tarlac College of Agriculture is set to become the very first educational institution in the province to have a school-based Public Employment Service Office (PESO).
Labor and Employment Region 3 officials headed by director Ernesto Bihis recently signed a Memorandum of Agreement with TCA administrators led by President Max Guillermo for the establishment of the office.
DOLE regional information officer Jerry Borja said that school-based PESOs aim to help students land stable jobs after finishing their studies thru career information, pre-employment orientation and labor education seminars.
They also organize job fairs and teach students on how to access the government’s official job portal - www.phil-job.net .
Aside from Tarlac, other provinces in Central Luzon that have school-based PESO are Bulacan, Zambales and Pampanga.(PIA 3/Carlo Lorenzo Datu)
