Tarlaqueno-ako January 8th, 2011, 09:29 AM PNoy pushes P16-b Tarlac dam plan
PNS -- The Aquino administration has firmed up plans to set in motion starting in 2013 three giant dams with a combined cost of P38 billion, according to the National Irrigation Administration.
One of the projects, the Balog-Balog project costing P16 billion, will serve farmers in President Aquino’s home province of Tarlac and neighboring Zambales, Antonio Nangel, NIA administrator, said.
Work on the Balog-Balog dam will begin in the third quarter of 2011, Nangel said. It is programmed to generate irrigation to 20,000 hectares of farmlands and serve 20,000 hectares of farms in Nueva Ecija and Pampanga.
Together with the Balintingon multi-purpose irrigation project in Nueva Ecija-Bulacan area and the Mal-Mar irrigation project in Mindanao, the dams will boost rice production in a combined area of 250,000 hectares and help curb or do away with rice imports, Nangel said.
The P16-billion Balintingon project covering the eastern portion of Nueva Ecija and Bulacan will start construction in two years’ time. It will irrigate some 18,800 hectares Nangel said.
The P6.9-billion Mal-Mar Project, as approved last December 20 by the National Economic Development Authority, is programmed to irrigate 9,700 hectares in Maguindanao and Cotabato. Project construction will start in 2012, he said.
Financing for the three dams will come from foreign loans and grants, Nangel said.
He said that the government is on track to meet its 2013 target, particularly with the completion of the San Roque Dam which will potentially irrigate 20,000 hectares which he said, is considered the agency’s single biggest accomplishment in 2010.
NIA also has on-going projects in Visayas and Mindanao which President Aquino and Agriculture Secretary Proceso Alcala have declared as priority.

MALATARLAK FESTIVAL: ITS ORIGIN
Mr.[Michael B. Pabalan] thought of the idea of Malatarlak Festival when he was still attending his college when he was thinking of a festival that will boost the tourism industry of his beloved city - Tarlac. He studied the history of the province and the city to come up with an idea of an appropriate name for the festival. Through the studies of Dr. Rodrigo Sicat he found out that Tarlac's old name was "Malatarlak", it was named after a sharp specie of Talahib of the same name. The portion of the word "Mala" was cut to form the town name. The letter "K" was also changed into "C", because the Capampangan Alibata does not possess the letter "K" hence the name Tarlac. Jose Villa Panganiban ( a Filipino critic) and the Diksyunaryong Pilipino by the Komisyon ng Wikang Filipino stated that the word Tarlak means "a species of sugarcane"
THE GRASS: TARLAC'S MAIN CROP
Grass is important as a major forage crop for Fauna. Grasses are narrow-leaved plants from the family Poaceae, also known as the family Granineae. They are among the most important and simplest specie of plants. The grass family contains plants of vast economic, ecological and historical importance including wheat, rice, rye, corn, barley, oats, sugarcane, bamboo and an array of rangeland and grasslands species. Relatively, the above mentioned kinds of grasses are exactly the main crops of the city and of the province of Tarlac.
The idea of Mr. Pabalan was to have a festival that will showcase the products of Tarlac made from their crops - the grass. Thus, this festival is actually "GRASS FESTIVAL" which adopted the city's old name "Malatarlak" and came up with their very own MALATARLAK "Grass" FESTIVAL.
Today, Malatarlak Festival is held annualy in Tarlac City, Philippines on every second or third week of January.
The festival was made possible by Mayor Genaro 'Aro' Mendoza. The celebration consists of different competitions such as , parades, concerts, beauty pageant, and street dancing.

Pinatubo Crater Lake
by Christian Valle Bederico
The climactic 1991 eruption of Mount Pinatubo destroyed the volcano's original summit. In its place is a 2 km diameter caldera, the center of which is offset 1 kilometer northward from the pre-eruption summit. It probably was created from the collapse of the volcano's summit on June 15, during the period of abundant large earthquakes in response to withdrawal of a large volume of magma from the reservoir beneath the volcano. By early September 1991, a shallow lake formed. High precipitation rate of the area led to a rapid transition from a small and hot acid lake to a large lake with near-ambient temperature and pH.

saintm January 10th, 2011, 07:40 PM Tarlac City bags City Green Banner Award of NNC 3
TARLAC CITY, Jan. 10 (PIA) -- For the first time ever, the city of Tarlac bagged the City Green Banner Award of the National Nutrition Council Region 3.
City Mayor Gelacio Manalang received the award from NNC 3 chief Maria Vicenta Magpantay yesterday (January 10).
Green Banner awards are conferred to provinces, cities and municipalities judged to have exemplary performances in managing their nutrition action plans within their respective regions.
Magpantay hopes that the city will be able to maintain the title for three consecutive years so that it will qualify for the Consistent Regional Outstanding Winner for Nutrition award or CROWN.
And should the city become a CROWN Awardee, Magpantay said that it should aspire for the highest citation in the field of nutrition program implementation- the Nutrition Honor Award.
To date, only three towns and one city in the region have received the award.
These are the towns of Plaridel, Sta. Maria and Pulilan in Bulacan and the city of Gapan.

Tarlaqueno-ako January 11th, 2011, 03:44 PM TPLEX construction opens Pandora’s Box
by George Hubierna
Sunday, 09 January 2011 15:34
TARLAC City – The Tarlac-Pangasinan-La Union Expressway, an ongoing 88.6-kilometer flagship infrastructure project linking three provinces, opened a Pandora’s Box, according to a consultant of a former top executive of the province who requested anonymity.
The P19-billion road project will connect the famous sea hub at Poro Point, La Union, to the industrial estates in Clark, Pampanga and the Subic seaport via SCTEX, and to Metro Manila via the North Luzon Expressway.
The dream of linking North and South Luzon through a traffic-less expressway is about to be realized. The flow of commerce and industries from the four major regions of Luzon are expected to thrive, including the fast-paced development of the economies of the towns and provinces where the TPLEX is located.
The six-hour travel time from Baguio to Manila is expected to be cut down to only three hours, from Tarlac to La Union in less than 1˝ hours.
The province of Tarlac stands to benefit most being the converging point of the TPLEX and the SCTEX. However, before the public enjoys the benefits of the new superhighway, politicians and government officials are now enjoying (amassing is a more appropriate term) the “remuneration” in its construction.
A certain mayor in the second district is allegedly receiving P50 per trip from all the trucks hauling sand from the town’s riverbed. It is observed that, for the past four weeks, over 100 dump trucks haul sand and earth eight times a day for the TPLEX’s first interchange in Barangay Singat. Eight hundred truckloads times P50 is a whooping P40,000 per day for this mayor or P1 million a month.
How does the mayor do it? Simple, he is said to be a co-owner of three quarry plants where the trucks get sand. This was the reason why the chief of police in his town was forced to resign recently because the mayor prevented him from implementing RA 8794 or the Anti-Overloading law.
It is also said that hauling-subcontractors committed “out of goodwill” to this mayor P10 for every cubic meter of filling materials delivered by them. That’s only the tip of the iceberg, the former consultant said.

MANILA, Philippines - Two river sensors of the Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA) used to monitor potential flooding in Pangasinan and Tarlac City were stolen recently, a government official said Monday.
Office of Civil Defense administrator Benito Ramos said the river sensors, which are made of copper, are used to measure the depth, current and volume of water in the two areas where they were installed. He said the sensors were donated by the Japan International Cooperation Agency and is worth millions of pesos.
The OCD official said they discovered the theft after checking the sensors in Agno river in Bugallon, Pangasinan and a river in Tarlac City recently.
"There was no reaction, no feedback from the sensors. We went their to check if something is wrong. It turned out that they are already gone, they were stolen,” he said.
Ramos said he has asked the Philippine National Police to investigate the theft. He also appealed to the people who took the sensors to return the equipment.
“We appeal to the sense of understanding and compassion of people. These are for all of us. Don’t steal the sensors because many people will be affected, the efficiency of our reporting system will be affected,” added Ramos.

Tarlaqueno-ako January 13th, 2011, 12:26 PM Stronger security for PAGASA weather instruments sought
By GABRIEL S. MABUTAS
January 13, 2011, 5:39pm
MANILA, Philippines — Science and Technology Secretary Mario Montejo called on Thursday for stronger measures to secure field weather instruments of the Philippine Atmospheric, Geophysical, Astronomical Services Administration (PAGASA) in the light of reports that monitoring equipment in Pangasinan and Tarlac had been stolen.
However, Montejo said the materials reported stolen were not flood sensors but “lightning arresters.”
He said that the missing copper grounding rods and cables were under the care of the Japan Radio Company Ltd. (JRCL), a project contractor of the Japan International Cooperation Agency.
The four missing grounding equipment had been attached to bridges in the towns of Bugallon, Sta. Maria, and Bayambang in Pangasinan province, and another in neighboring Tarlac City
According to Hilario Esperanza, head of PAGASA’s Agno River Flood Forecasting Section, JICA was supposed to turn over the equipment to the weather agency and inaugurate it in March.
While under JRCL’s responsibility, PAGASA’s role over the lost equipment merely covered supervision of installation and monitoring of field data, Esperanza said.
DoST spokesperson Raymund Liboro said flood monitoring devices have yet to be installed in the areas where materials were reported stolen because major river systems are the priority for flood sensors.
“But we are already working to install our flood monitoring devices nationwide,” he said.
Montejo said while authorities should provide stronger measures to secure PAGASA’s field instruments, the private sector should do their share by becoming vigilant in protecting them against unscrupulous individuals.
“After all, when weather monitoring instruments are stolen, people especially those living in areas vulnerable to floods and landslides are robbed of a chance to prepare against climate induced disaster,” he said.
The safety of individuals and communities is a responsibility that must be shared by the government, local authorities, and private sectors, he said.
“That responsibility includes storming the communities with awareness drive down to the village level on the life saving function and importance of weather monitoring instruments in predicting typhoon, rain and flood risks, landslides, and related climate hazards,” he said.
“When it involves people’s safety, we can’t leave anything to chance,” Montejo said. “Nature’s wrath affects us all. But to take away anything, any basic device that helps save even a single life diminishes us as people,” Montejo said.

Tarlaqueno-ako January 14th, 2011, 05:28 AM First holdup of tourists noted on slopes of Mount Pinatubo
By Ding Cervantes
Jan 12, 2011
CLARK FREEPORT - If the mountains of North America have Bigfoot, Mt. Pinatubo in Central Luzon has emerged with its Barefoot who is now being hunted by both soldiers and policemen on the slopes of the volcano.
Guy Hilbero, tourism officer of Mabalacat, Pampanga, christened as “Barefoot” the suspect in what he described as a “historic holdup” of three young British nationals on the slopes of Mt. Pinatubo at about 8:30 a.m. last Sunday.
“In the 15-year history of trekking to the crater-lake of Mt. Pinatubo, it was the first holdup of tourists to happen on the slopes. In that sense, the holdup was historic and it was an embarrassment for our tourism industry, ” Hilbero lamented.
He identified the victims as British nationals Peter Turner and his sister Selma Turner and their friend David Padfield, all in their early 20’s. The turners are Eurasians vacationing with relatives of the Filipino mother in San Felipe, Zambales.
“It was the first such incident since I initiated trekking to the summit of Mt. Pinatubo 15 years ago as a tourist attraction,” Hilbero said. The two-kilometer wide lake on the crater was formed when the summit of the volcano collapsed during its eruption in 1991. Treks to the volcanic summit have become a major tourist attraction in Central Luzon since then.
The three victims set for the trek to the crater at about 5 a.m. last Sunday. About 100 foreign and domestic tourists were bound for the trek that day, although they went in separate groups, each with a local guide.
Hilbero said the trek, which he also joined with a separate group, started at the tourism center in Barangay Sta. Juliana in Capas, Tarlac where the trekkers hired a four-wheel powered jeep which travelled one and a half hours to the slopes. In an area no longer accessible to vehicles, the tourists started their trek on foot that was supposed to last two hours up to the summit.
“We were already climbing on foot for about half an hour when we saw the British youths, who were ahead of us by about half a kilometer, rushing back to us shouting they were held up,” he recalled.
The victims, who had a guide named Jun Salazar, said the lone holdupper, wielding what seemed to be an improvised pistol, suddenly jumped from a rock in front of them and announced the holdup. They were immediately told to throw their bags away and lie on their stomachs.
They said that when the suspect had collected their bags, the suspect told them to run away as fast as they could, as he fired one shot into the air.
The victims lost two Canon cameras worth some P75,000 each, one digital camera, P10,000 cash, three iPad tablets, signature sunglasses, and a Timex watch.
Hilbero said investigators who later responded to the incident referred to the suspect as Barefoot. “Ground prints at the site of the holdup indicated that the suspect was barefoot. The victims said he also wore fatigue uniform with matching hat,”
Hilbero said that the victim’s Filipino guide could not say whether the suspect was an Aeta, although he described him as “short and dark complexioned.”
Responding Philippine Air Force soldiers and barangay officials from Sta. Juliana, led by its chairman Salvador de los Reyes, failed to track down Barefoot, although they theorized that the suspect could have had company as indicated by camping leftovers near the holdup site.
Despite the incident, the tourists decided to go on with their climb to Mt. Pinatubo’s lake where Hilbero treated them to a free boat ride. After the trek, the victims were also treated to free meals and a reimbursement of the P1,500 fee each paid for the hiring of the jeep, tourist guide fee, and the meal. Hilbero also lent them P3,000 of his personal funds to enable them to go back to Zambales where they have been staying since they arrived a week ago.
Hilbero asked yesterday Brig Gen. Fred Payawan, commander of the 600th airbase wing here, to help track down Barefoot.
“I know the terrain, and I am sure Barefoot is still there somewhere and would not be able to leave except through the western side of the slopes. We will catch him,” he assured the victims.

Tarlaqueno-ako January 14th, 2011, 12:05 PM DOT asks police, military to protect Pinatubo crater tourists
BY: Bernard Galang
MABALACAT, Pampanga – The regional office of the Dept. of Tourism (DOT) has asked the police and the Philippine Air Force to help protecting foreign and local tourists hiking the crater of Pinatubo volcano.
This developed after three British nationals, along with their Filipino tour guide, were held up last January 9 by an Aeta while on their way to the Pinatubo volcano’s crater, a popular tourist destination among backpackers.
A police report states that Selina Turner, 25; Peter Turner, 27; and David Padfield, 26; were hiking with their tour guide, June Salazar, 46, towards the volcano’s crater in Sta. Juliana village, Capas, Tarlac when an Aeta armed with an homemade handgun emerged from the bushes and declared a hold-up.
The still unidentified Aeta took the foreigner’s three backpacks containing three digital cameras, three wristwatches, two I-phones, some P10,000 in cash, and clothes.
“We are also now closely coordinating with the local chief executive of Capas, Tarlac, Mayor TJ Rodriguez, regarding the security and safety status of the route to Mt. Pinatubo via Barangay Sta. Juliana,” DOT Central Luzon Director Ronaldo Tiotuico said on Thursday.
“The local PNP and the Philippine Air Force are now in hot pursuit of the suspects who held up three Britons while on their way to the crater,” he added.
Tiotuico, who described the hold-up incident as “an isolated one,” said the three Britons, who came from Zambales province, were provided with clothes and overnight accommodation by Capas municipal tourism officer Marissa Vidal.
“Ms. Vidal took care of the victims by providing them clothes, overnight accommodation and even a complementary body splash at the Korean spa town. She assisted them in going back home to their province in Zambales the day after the incident,” he said.
Tiotuico said the DOT, with the assistance of the police, the Air Force and the local government of Capas, will implement “strict safety and security measure” for foreign and local tourists wanting to scale the heights of Mt. Pinatubo.”
PO2 Fidel Zipagan, who conducted the investigation on the robbery of the British nationals, said the hold-up took place around 8:00 a.m., several minutes after the victims arrived at the Quadra 4X4 Station in Sta. Juliana village.
He said the armed Aeta ordered the three foreigners and their Filipino guide to take their backpacks off and lay down on the ground.
The victims said the Aeta pointed his gun at Salazar and pulled the trigger but the gun did not go off. This gave the victims the opportunity to flee. When they were about 100 meters away from the still unidentified suspect, they saw him fired his gun, prompting them to continue running until they met another group of tourists.
Local policemen, accompanied by Air Force personnel and village officials, tried to pursue the suspect but failed to locate and arrest him.

Maybe someone here could clarify and give an accurate opinion. Ang gusto ko sanang makita yung breakdown ng income, on how much each municipality earn without the IRA kasi yun ang basis sa requirements ng cityhood.:)
Well congratz sa Camiling Administration for that achievement.:):banana:

Tarlaqueno-ako January 14th, 2011, 04:21 PM Yes, ar-arusip, galing siguro sa Pangasinan yung arusip natin sa Tarlac. Manyaman din (he he, tama ba?).
Hopefully, magkaroon ulit ng mga bagong fastfoods outlets doon like KFC and McDonalds.:):)

Ganoon ba?

Kasi wala namang record yung walang resibo. Sir malabo yung point nayun because VAT is not part of local income...

Agree on that, gaya ng accessibility from other towns, magaganda at maluluwang na daan tapos mga amenities.
