Malapit lang sir. Di ko lang alam kung tuwing rush hour eh, inaabot ng traffic sa SM. May traffic light na rin diyan.:)

TARLAC---The Sangguniang Panlalawigan [SP] through Provincial Ordinance No. 001-2010 has renamed the historic Tarlac Recreational Park [TRP] into the Jose V. Yap Sports and Recreational Complex in honor of the late Tarlac Governor and Representative Jose “Aping” Villa Agustin Yap.
Authored by then Board Members Amado de Leon and Carlito David, the ordinance which was enacted March 25 of last year, stated that “the establishment of a modern and fully-equipped sports center in the province of Tarlac was conceived as early as 2004 by the late Congressman Jose Yap who was then the governor.”
The purchase and acquisition of the lot for the sports center was established and negotiated during the late Yap’s term.
“Whereas, having put in place the establishment of the sports center during his term as governor of the province, the late Congressman Jose V. Yap continued to work towards the realization of the sports complex by making it as one of his major priority projects as Congressman of the second district of Tarlac,” the ordinance declared.
The ordinance further read, “that the TRP, is undeniably the brainchild of the late Yap, which he, in partnership with the Provincial Government of Tarlac through Governor Victor Yap, has put to completion [and was] the venue of the Palarong Pambansa 2010.”
The present and past members of provincial board led by Vice Governor Pearl Angeli Pacada, Board Members Rommel David, Noel dela Cruz, Tito Razalan, Harmes Sembrano, Antonio Cervantes Jr., Enrico de Leon, Danilo Asiaten, Henry Cruz, Danilo David, George Feliciano, Jude Joseph David and John Patrick Agustin and former Board Members Carlito David, Amado de Leon, Frank Dayao, Pablito Rosete, Tyrone Aganon and Danilo Malonzo presented the ordinance to the family of Yap and was received by his widow, Zenaida and children Daniel, San Jose Mayor Jose Jr., Congresswoman Susan, and Governor Victor.
In Jose Jr.’s response, he thanked the former and present SP for the honor and said that his family is proud that the sports center be named after his late father.
Gov. Victor for his part said that he is honored that [the TRP] was renamed in honor of his father and thanked the provincial board.
“Isang pasasamat ng pamilya. The ordinance was signed on March 2010 so that was a few weeks after my dad died. We’re grateful for the people who made this possible,” he said.
The governor likewise lamented the reasons why it took him that long to accept the ordinance.
“Marahil nagtataka ang ibang tao kung bakit di ko agad tinanggap [ordinance]. Ang tatay ko ay di naman hangad na ipangalan sa kanya ang mga ginagawa niya. I think what is important is the things he went through in life, his service to our people,” he pointed-out adding that a simple marker for his father should have been enough as recognition for his efforts.
“Muli, maraming salamat to the honor you have bestowed to my father,” he said.
The newly renamed sport complex has an Olympic standard track-and-field oval and swimming pool, two football, baseball and soft baseball fields, two basketball, volleyball, sepak takraw and sipa courts, a VIP lounge and a media center. TARLAC CITY---Almost 500 residents of Brgy. Buhilit received medical attention during a medical mission organized by the Tarlac Press and Radio Club, Inc. [TPRC], the office of second district Rep. Susan Yap and the Northern Luzon Command [NOLCOM] last February 26 here.
The half-day medical and dental missions was also supported by the Tarlac Provincial Hospital, City Health Office, Board Member Danilo Asiaten, SM City-Tarlac and San Miguel Brewery.
Among the cases noted during the medical mission were hypertension, muscle pains, upper respiratory tract infections and other minor illness. Around 200 had dental extractions. The mission also included the distribution of free medicines.
Brgy. Councilor Bernadine Pascual welcomed the medical mission team together with brgy. Councilors Ryan Layug, Ramon Tolentino and Francing Guevarra along with the health workers, school teachers and barangay’s Bantay Bayan members.
She said, “This is the first medical mission under our term and I thank the TPRC and Cong. Yap for choosing our barangay to have this medical mission because this is what our people need”.
The activity was in line with TPRC’s outreach program to provide assistance to the community. This welfare activity simplifies generosity and care as to give importance to the needy families who can’t afford the high cost of medical care and medicines.
In a text message by Yap to Ruben Pascual Jr., the president of the TPRC, she said that she was happy to have the opportunity to extend his helping hand to all the needy.
“It was a worthy project and I am very glad that many benefited from it,” the text message of Yap read.
The TPRC is the biggest and oldest media organization in the province of Tarlac.@

TARLAQUENOS commemorated the first death anniversary of former Governor and second district Rep. Jose “Aping” Yap on March 2 by holding mass and tribute.
A memorial mass officiated by Rev. Father Archie Cortes and the Servants of the Risen Christ [SRC] was held at Eco Tourism park in Lubigan, San Jose where Yap was laid to rest a year ago.
The late Tarlac political icon’s family, led by his wife Zenaida and children Daniel, Mayor Jose Jr., Congresswoman Susan and Governor Victor were joined by relatives, friends and members of civic and religious organizations at the Tarlac Recreational Park after the mass.
A video presentation of the personal and political life of Yap was shown.
Memorial Mass
The contributions of the Philippines’ youngest elected mayor in history were remembered by the SRC.
In Cortes’ homily, he cited the great contribution and inspirations of Yap to the establishment of a Monastic Community in Lubigan.
“Our Tatang Aping was the inspiration and the main reason for the establishment of a Monastery here. Without him, the True Relic of the Holy Cross will not be brought here,” Cortes said.
In 2007, the Reliquary of the Cross of Jesus Christ was brought to the Monastery by Cortes from Germany. The Relic is the only one in Asia.
Christian Yap, one of the grandsons of late Yap said in his response, “My Lolo has a great vision. He saw this baron place as potential for tourism…now, you can see how beautiful this place is not only for nature lovers but for religious devotees as well,” he said.
On March 9, Yap was laid to rest at the Lubigan Eco-Tourism Park, a project he started in 1999.
Splendid Political Career
Jose Villa Agustin Yap was born in Victoria, Tarlac on January 16, 1929. He was the third of five children. He finished his law degree at the Manuel Luis Quezon University and passed the bar examinations in 1951.
Yap’s political career took off in 1952 when he was elected as the youngest mayor in the country. In 1963, he was appointed as the undersecretary of the General Services and in 1964, he was designated as the deputy governor of the Land Authority. In 1965, he was elected as Congressman of the second district of Tarlac and was re-elected in 1969 before Martial Law was declared in 1972.
After the 1986 Edsa People Power Revolt that catapulted Corazon Aquino to the presidency, Yap was appointed as the administrator of the Metropolitan Waterworks and Sewerage System. In 1987, he again run and won as Representative of the second district and held the position until 1998. After his nine-year term in Congress, he captured the governorship of Tarlac and served for three consecutive terms.
In 2007, he captured his sixth term as congressional representative, a record he shares with former Pangasinan Congressman and Speaker of the House Jose de Venecia.
Yap, until the time of his death was a senior consultant of the GRP-NDF peace panel.
Three of his children followed his political footsteps. Jose Jr., better known as Penggoy is the Mayor of San Jose town, Susan, is the Representative of the second district of Tarlac and Victor, his youngest, is the governor of Tarlac.
Landmark Bills
During his six-term stint with Congress, Yap was able to author and sponsor several landmark bills foremost of which were the conversion of the Tarlac College of Technology into a premiere university in the region---the Tarlac State University, the conversion of then municipality of Tarlac to a component city of Tarlac and the passage of the salary standardization for soldiers and teachers, among others.
Long Battle With Cancer
Yap has long been battling prostate cancer but that did not stop him from working hard for the betterment of his constituents.
He already has the dreaded decease during the early years of his governorship but he continued on with his duties as the people’s servant. Yap never surrendered to his illness.
On March 2, 2010, after 11 years of battling his disease, the 81-year old Yap died at the Chinese General Hospital.---PIO Media Affairs/Arvin Cabalu

More than 2,600 families in Region III benefited from the Self-Employment Assistance – Kaunlaran (SEA-K) program of the Department of Social Welfare and Development (DSWD). The family-beneficiaries were provided with interest-free capital assistance worth P11.28 million for the year 2010.
Secretary Corazon Juliano-Soliman said that the amount funded the 110 SEA-K Level 1 livelihood projects of the 2,602 members worth P10.9 million and some 63 projects with capital assistance worth P330,000 under the family enterprise.
“The various projects undertaken by the beneficiaries were anchored on the government’s poverty alleviation initiatives,” Secretary Soliman added.
From 1993 to December 2010, the SEA-K level I benefited 3,737 SEA-K Associations (SKAs) with 85,000 members in the seven provinces and 13 cities of Central Luzon amounting to more than P757.9 million.
In Pampanga, the 21,608 beneficiaries undertook 1,055 SEA-K projects amounting to P100.3 million. In Nueva Ecija, there were 681 SEA-K projects amounting to P68.1 million, while in Bulacan, the DSWD funded 600 projects worth P61.8 million of capital assistance.
The DSWD Field Office III records also showed that P53.3 million was released to 477 SEA-K projects in Tarlac Province; P41.4 million to the 408 projects in Zambales; P30.6 million for 262 projects in Aurora; and P29 million for the 254 projects in Bulacan.
The SEA-K program, which provides economic opportunities for the poor, is a capability building program that enhances the socio-economic skills of poor families through the organization of community-based associations for entrepreneurial development.
The SEA-K Level I offers capability-building activities, as well as interest-free capital assistance for micro-enterprises for the marginalized sector.
The SEA-K projects undertaken by the beneficiaries include food processing (tocino, longganisa), manufacturing (loom weaving, bag making), and trade and commerce (buy and sell, sari-sari store). ### (DSWD – Social Marketing Service) March 23, 2011

Manila, Philippines- While joining the worldwide gift of water celebrations Tuesday, President Benigno Aquino III found himself urgently needing water to help ease a series of coughing fits as he spoke at the joint program on the 2011 World Water Day and the Joint Program on Millenium Development Goal (MDG) Achievement at the Mall of Asia in Pasay City.
In his speech, the President talked of his government’s commitment to provide 16 million Filipinos who still do not have access to safe and sustainable supply of water, which he said was a threat to national development.
“Despite fund allocations for water, the number of waterless municipalities outside Metro Manila has increased … and that’s why I need water,” Mr. Aquino suddenly said, as he was seized by a fit of coughing. He then took a sip of water from a glass handed to him.
As he proceeded to resume his speech, Mr. Aquino started to cough again. He stopped, saying he needed “more water” and immediately took a couple of sips from the glass.
At one point in the speech, he apologized for yet another coughing fit. “I’m really sorry,” he told his audience of mostly of students.
At the end of the speech, Mr. Aquino drank the rest of the water.
In his speech, President Aquino said the government was “inching closer” to fulfilling the MDG goals which include making sure it is able to deliver water to 36 waterless municipalities in 12 provinces.
He said that aside from investing in building airports and highways, the administration’s Private-Public Partnership Program (PPP) also has a number of projects designed to improve water mechanisms.
“We have the Balog-Balog multipurpose project phase II in Tarlac and the Jalaur River multipurpose project stage II in Panay, among others,” he said. More water-related projects are to be put up for bidding, he added.
Mr. Aquino said the National Economic and Development Authority and the National Water Resources Board are developing an adjusted tariff-setting methodology for small water service providers “to ensure adequate tariffs that will lead to cost recovery and improved services.”
He said that critical to the success of the government’s water program is a cost recovery system that will ensure the recovery of the costs for providing the service but also one that generates profits.
“This can take time to develop. It requires a careful mix of tariffs, taxes, and budget transfers together with some form of social tariff to assist the poorest communities,” he said. Christine Avendaño

MANILA, Philippines -- On April 4, Pioneer Hi-Bred will inaugurate its P1-billion Tarlac Production Plant at the Luisita Industrial Park. The facility will be able to process more than 12,000 metric tons of corn and rice seeds at full capacity for drying, conditioning, packaging and warehousing.
The modern facility will require more than 7,000 hectares for field seed production so that it will be providing more income opportunities for farmers in Tarlac, Pampanga, Pangasinan and La Union who will be engaged as partners in seed production.

TARLAC, Philippines -- Rainfed rice farmers in Tarlac are achieving higher yields as they now have a more dependable source of irrigation water.
Farmers in La Paz town who participated in the Farmers Field School (FFS) have harvested 4.8 tons per hectare, equivalent to 230 percent yield increase. This was reported to the Food and Agriculture Organization (FAO) during a visit to its food facility project in La Paz, Tarlac, recently. Rainfed areas have low productivity due to variability of rainfall.
The increase in rice yields can be attributed to the European Union-funded project jointly implemented by FAO and the Department of Agriculture (DA) which provided farmers small-scale irrigation systems (SSIS) and trainings on crop production through the Farmers’ Field School (FFS).
The project is called “Increasing Rice Yields and Productivity through the Promotion of Small-scale Irrigation (SSIS) and Integrated Crop Management Systems in Rainfed Areas” launched by the European Union in the Philippines in May 2010.
SSIS provide small farmers the opportunity to secure irrigation water when they need it the most. Different types of SSIS include shallow tube wells, dug wells, pump irrigation system for open source or small farm reservoirs to secure irrigation water, especially during the dry reason.
As part of the Euro 1 Billion food facility program launched by EU in 2008 to help developing countries move towards long term food secu¬rity, it has allocated Euro 31 million in total assistance to the Philippines. Of this amount, Euro 4.2 million was granted to FAO to support this project through DA.
Farmer beneficieries
The project benefits about 4,000 farmers from poor farming households in rainfed areas in Bulacan, Nueva Ecija, Tarlac and Pangasinan. FAO representative in the Philippines Kazuyuki Tsurumi said that these provinces were prioritized because of the damage to agriculture by typhoons Ondoy and Pepeng in Septem¬ber and October 2009, respectively.
The farmers are required to complete two seasons of farmers’ field school (FFS), whose curriculum incorporates both SSIS and integrated crop management practices. Here, technologies promoted by PhilRice such as PalayCheck and Palaya¬manan are adopted.

CAMP AQUINO, Tarlac City, March 24 (PNA) - The bayanihan patrols have continuously delivered basic services to poor residents in targeted barangays here.
Lieutenant Colonel Rosendo Armas, spokesman of the Northern Luzon Command (Nolcom), medical personnel from Nolcom, Tarlac Provincial Civil Affairs Unit (PCAU) together with reservists from the AFP Reserve Command, 3rd Mechanized Infantry Battalion, Tactical Operations Group-3 did another “bayanihan” Wednesday in the form of free medical and dental check-up/treatment, haircut services, supplementary feeding program and hygiene kit distribution to residents of Barangay Balanti here.
Rep. Susan Yap, Governor Vic Yap and Nolcom commander Lieutenant General Gaudencio Pangilinan were present during the activity that benefited hundreds of local residents.
The first bayanihan patrol spearheaded by Tarlac PCAU was held in Barangay Sta. Maria, Tarlac City last March 19, benefiting some 500 poor residents. (PNA)

Sa Tarlac, tilapia yata ang mga alaga sa fish ponds diyan. I hope gumanda ang production diyan ng tilapia para may other source of income ang mga Tarlaquenios na may mga fish ponds bukod sa mga modernong pamamaraan sa rice and vegetable farming, I think may may educational seminar din na ibinibigay ang government tungkol sa commercial fishing.

Experts expect Kapampangan and the Pangasinan language—out of the 10 major Philippine languages—to be extinct 20 years from now.
How can this happen? It’s easy to visualize how our Negrito (or Agta or Aeta or Ata) fellow Filipinos can disappear completely from the scene. (See “Negrito (Agta) languages’ descent to extinction” below by Prof. Fred S. Cabuang.) They die and their languages go with them forever.
Experts give different figures about the number of our languages. Most say there are 120 living languages and 175 in all including our extinct languages.
The eight major languages, according to number of speakers, and their percentage of the total Philippine population are: Tagalog 29 percent, Cebuano Bisayan 21.17 percent, Ilocano 9.31 percent, Hiligaynon Bisayan 9.11 percent, Bicolano 5.69 percent, Waray Bisayan 3.81 percent, Kapampangan 2.9 percent and Pangasinan 1.01 percent.
Language experts are agreed that languages spoken by less than 300,000 persons are endangered. They can become extinct soon enough. They see that within 20 years both Kapam-pangan and Pangasinan will no longer be spoken by a native speaker.
That the other non-Tagalog languages could also someday be in peril is indicated by the steady decline of their native speakers as a part of the population. In the past 20 years, Cebuano speakers have been reduced to just about one-fifth of the Filipino people. They were one-fourth less than 10 years ago. Ilocanos were 12 percent of the population in 1948. They now make up only 9 percent of the population. The Ilonggos show the same decline.
In the articles “Kapam-pangan can still be saved” on page A2 and “IT. Globalization killing Pangasinan language (to come out on Tuesday), how these languages have taken the path to disappearance is told.
In brief, it has happened because less and less parents use the language at home with their children. They use Tagalog in Pampanga and in Pangasinan, and also English and Ilocano, because Tagalog and English give them an advantage at school where Tagalog is used as a medium of instruction. It is rewarded as a symbol of distinction.
Speaking Tagalog and English also gets a child ready for the bigger world of overseas Filipino workers. This phenomenon happens also to the Agtas, who in Casiguran, Aurora, as Thomas Headland writes, now speak Tagalog and the dominant languages of traders and employers. Their fellow-Agta returned from a stint in Saudi Arabia speak a different tongue.
The mass media also help reinforce the dominance of Tagalog and the decline of the other languages—and the children’s love to speak Tagalog instead of their native tongue. In the Kapampangan Aka-demya’s letter to congressmen (see “Kapampangan can still be saved”) we learn what we have also seen in other non-Tagalog language communities that those who don’t speak Tagalog are looked down upon if not ostracized by classmates and teachers.
Experts and language-preservation advocates agree on some steps that can be taken to preserve the Filipino languages. Coming out next week is the story (by Prof. Fred S. Cabuang) about how the Butuanon language is being rescued from doom.
The most important recommendation is to do what the Constitution says: use the other languages also in schools and government activities and find ways to erase the second-class image of the other languages to Tagalog-based Filipino (which is the national language). See “Why our languages must be preserved.”
The Save our Languages Foundation Inc., or Solfed—to which Dr. Jose P. Dacudao (founder and president) and Prof. Fred S. Cabuang, spokesperson and congressional-relations vice-president, belong—recommends that Taga-log dominance be pulled down to allow the other languages to breathe a sense of new life.
Although millions of Filipinos with Kapampangan or Pangasinense blood flowing in their veins will never disappear, they will no longer be Kapam-pangan and Pangasinense once they have lost their languages.
The state must help preserve these languages. It can be done. They did it for Irish Gaelic, Icelandic and other languages.
But it is easier to preserve languages that have been used by their speakers and writers to create literature.
It is almost impossible for those languages, such as our aboriginal compatriots, that have no written records of their perilous voyage through the forests of their lives.
State help can still save Kapampangan
ON January 14, 2006, the Akademya Kapampangan wrote to the then-congressman representing the First District of Pampanga province, Rep. Francis L. Nepomuceno.
The Akademya’s letter is still valid today. It should be acted on by the Pampanga congressmen, one of whom is Rep. Juan Miguel “Mikey” Arroyo, the President’s son. Perhaps the Akademya can also seek President Arroyo’s help. She is a Macapagal of Pampanga after all.
“We wish to bring to your attention an extremely grave matter of concern to every Kapampangan. There is no longer any doubt now that the Kapam-pangan language is dying. If nothing is done, it will soon be dead, and so will the Kapampangans as a people.
“In his essay ‘The Vanishing Pampango Nation’ published in 1985, Renato Tayag predicted that the language would disappear within a century as Kapampangans become Tagalog. He may have been too generous with his timetable. Kapampangan may be beyond saving within a generation.
“The census shows how non-Tagalogs have been declining vis-à-vis Tagalogs for decades. Between 1948 and 1995, the proportion of Tagalogs rose from 19 percent to 29 percent, while that of Cebuanos dropped from 25 percent to 21 percent, and those of Ilocano and Ilonggo from 12 percent to 9 percent.
“The decline is especially critical in some areas. For example, the proportion of Kapampangans in Hermosa, Bataan, plunged from 55.6 percent in 1948 to 19.9 percent in 1995; in the same period, that of Dinalupihan, Bataan, fell from 47.8 percent to 19.35 percent. In Candaba, it was down to 63.6 percent by 1995.
“Census figures do not tell the whole story. The survival of a language depends on its transmission to the next generation. It is ominous that even in Pampanga, for more and more families, the language is simply not being passed on, as the younger generation is brought up speaking only Tagalog. “Tagalogs” born to Kapampangan parents are a rapidly growing sector lost to Kapampangan, and might as well have been born in Bulacan, Batangas or Rizal.
“Most disturbing of all, children who still speak Kapampangan are being ostracized and forced to switch to Tagalog to conform. Thus, in many families in which the older children still speak Kapampangan, younger ones are brought up Tagalog. The language may not even outlive this generation.
“So what if Kapampangan dies? It means that an important people, one of the eight major groups, represented by two rays in the flag, which produced many great men and women, including heads of all three branches of government, will disappear from history. It will unravel a main strand of the Philippine tapestry, without which the country’s history and identity would be incomplete. The death of our people will tear away pages from the book of humanity. A culture and identity centuries in the making, unique, beautiful and extraordinarily productive, will cease to exist.
“In practical terms, it will remove the check-and-balance which has promoted freedom at various times in history. As Nick Joaquin noted in The Aquinos of Tarlac, Tagalogs and Kapam-pangans, who occupy the Luzon heartland, have, together, kept stability in the islands. The disappearance of Kapampangans will put the most strategic parts of Luzon entirely in the hands of one group, leaving the field more susceptible to dictators. History has shown that Kapampangans have, at key points in history, stood for liberty, from Macabebe to King Soliman who fought the Spaniards at Bankusay in 1571, to revolutionaries who secured two rays (for Pampanga and Tarlac) out of eight in the flag.
“Our people have voted solidly in practically every election, often against the prevailing trend, ensuring check-and-balance. Pampanga and Southern Tarlac went for Macapagal in 1965 and Osmeña in 1969, de Venecia in 1998, and Arroyo in 2004, defying Central Luzon/Tagalog landslides for Marcos, Estrada and Poe. Consider the consequences should Kapampangans turn Tagalog and disappear as a voting bloc, removing an important political counterweight.
“Moreover, the Kapampangan language is a powerful focus for regional solidarity and identity, as well as a criterion for distinguishing natives or long-time residents, and testing the commitment of immigrants. Take it away, and Pampanga/Kapampangan will be just another political unit, instead of an entire people at par with the Tagalogs, Ilocanos, Cebuanos and other larger groups.
“It is said that the language shift is due to mass media and education. Education may be the more important factor not only because it is compulsory, but also since it ensures a ready market for mass media in Tagalog while discouraging one in the vernaculars. No program to revive Kapampangan will succeed outside the educational system. While the use of regional languages is prescribed in the Constitution, little is being done to implement those provisions.
“The effectiveness of using the first language as the medium of early education is affirmed by numerous experiments, from the Iloilo Second Language Experiment in the 1950s to the recent one using the regional lingua franca. Its role in building children’s self-esteem is undeniable:
‘The child should learn in the language he thinks in. The child needs approving emphasis on his own culture to feel good about himself.’ This emphasizes the discriminatory nature of the existing policy, which gives Tagalog children an unfair edge over non-Tagalogs, unless the latter commit cultural suicide by abandoning their languages in the home.
“The shift to Tagalog, with which our descendants will have no ethnic affinity, robs them of their past and identity, without removing discrimination or negative stereotypes of Kapampangans. Note how much prestige is commanded by ‘pure’ or ‘real’ Tagalogs. Our descendants, while exclusively Tagalog-speaking, will be anything but ‘pure,’ being of Kapampangan ancestry. Even as they have lost their language and identity, they will merely be second class Tagalogs.
“Given the gravity and urgency of the situation, we respectfully urge you to take, as soon as possible, emergency measures to save our language:
1. To use the local language as the main medium of instruction at least in the first two grades, and as a subject at higher levels.
2. To encourage the use of the regional languages in government and the mass media.
3. To constitute Kapampangans into their own state, with power over education and language policy, in case of a shift to the federal system.
“So critical is the situation that our language will reach a point of no return in a few years. When that time comes, no amount of government intervention will make a difference. When our era is judged by history, let it not be said that we did nothing to save our languages when we still could. On the other hand, the gratitude of future generations will be boundless if we succeed.”
The letter is signed by the president of Akademyang Kapampangan, Josefina D. Henson, and the moderator of DILA Philippines Foundation, Edwin N. Camaya.
What should be done to keep diversity alive
THE effort to preserve our languages in the end serves the objective of preserving our nation’s cultural diversity.
Without the ability to speak, read and write in their languages, the next generation of Filipinos in whose being Pampango and Pangasinense blood flows, can no longer be truly Kapampangans and Pangasinenses.
In his presentation to the Thirteenth Congress to dispute the claims and advocacy of those who want to strengthen the Tagalog-based national language without giving a thought to the minority languages, SOLFED’s Dr. Jose Dacudao gave these policy recommendations to save our languages while at the same making the use of language effective as teaching tools.
“We should implement a program to save our natural and ancient pre-Spanish languages and the ethnolinguistic people that they define:
“1. Teach our languages in schools in their traditional areas, especially for history and literature, and many of the arts and humanities, while retaining English for the Sciences. This is the only sure way to save a language.
Empirical evidences from Iceland (Icelandic), Ireland (Irish), Hawaii (the Hawaiian languages), mainland America (native American languages), Switzerland (Romance), and so on have repeatedly shown that minority languages can be consistently saved in this way.
“2. Create a dictionary, syllabus, and eventually literature for all the languages. This is necessary if we are to teach our languages in schools. For the larger Philippine ethnolinguistic people and some of the smaller ones, this is no problem because foreign religious missionaries from various Christian denominations and foreign linguists have often taken the time and effort to create such dictionaries and syllabuses, and to save these languages it is a matter of mass producing them and introducing them into school curricula. (It is such irony that non-Filipino foreigners have done more for our languages than so called nationalistic Filipinos, and incredibly the national government has not funded the creation of even a single non-Tagalog dictionary or syllabus.)
“3. Promote economic prosperity for all our ethnolinguistic people so that they take pride in preserving their language and identity.
“4. Promote political freedom for our ethnolinguistic people so that they are free to move to save their language and identity.
“5. Teach one or two Philippine language electives in the Tagalog regions so that Tagalogs in general will learn to tolerate and respect their fellow Filipinos as brethren and peers, and not as inferior races and provincianos.”
Before reaching the recommendation portion of his presentation at the House of Representatives, Dr. Dacudao offered compelling reasons why the Republic should care to preserve all our languages.
One of these reasons is to preserve the species.
“The basic argument for preserving a people is the same as that for preserving a species, that is, a conscious decision to stand for the diversity of Creation, he explained.
He explained: “A renowned paleontologist once said: I can see and study the fossil bones of now extinct birds, but never will I see the colors of their feathers nor hear the sweetness of their songs.
Costumes and artifacts are dead things we keep in museums and show to tourists, but the living soul of a people is its living identity carried by its language.
“A government that makes a minority people wear native costumes and dance in front of TV cameras for the sake of attracting tourists, but does not teach its language in schools, is utterly hypocritical and exploitative.
“If we are sincere in helping our ethnolinguistic people to survive, we must teach their language in schools in their traditional areas. Once a people is dead, we will never ever see the bonds that they formed, nor ever hear the melody of their tongue.”
The irony is that the government—and private sector groups—are pouring more funds and devoting more effort to save the environment and preserve plant and animal species than to save the languages of our minority peoples.
Why all our languages must be preserved

In 2004 Dr. Jose P. Dacudao, founder and president of the Save Our Languages Through Federalism (Solfed), Inc. Foundation, made a presentation to oppose the language bill filed in the House of Representatives to make Filipino (otherwise also called Pilipino at various times) the medium of instruction in all schools.
One of his points was that enactment of the bill would mean the death of the other Filipino languages.
Solfed again presented to Congress its opposition when in the Thirteenth Congress the bill was again revived.
The opposition arguments are available for all to see in the Solfed website under the title “Main Argument For Preserving Our Languages” by Jed Pensar a.k.a. Dr. J Dacudao.
Dacudao begins by extolling the value of language:
Language defines a people. A Visayan who cannot speak a Visayan language, even if he or she was born and grew up in the Visayas-Mindanao area, where there have been Visayans for more than a thousand years, is not Visayan. He has been cut off from an ancient cultural identity that remains one of the oldest in the world. Or how can a person be an Ilocano if he cannot speak it? You can’t speak Kapampangan? Then you are not Kapampangan. Ditto for Bicolanos, Warays, and all the rest.
Without our language, we have no culture, we have no identity; we are nothing.
“No one can artificially create an ethnolinguistic people. Only the Creator can. Each ethnolin-guistic people is unique, irreplaceable, and priceless. To kill off an ethnolinguistic people because of nationalist ideology or economic expediency is abominable. The survival of our ethnolin-guistic people in a Creation of diverse beauty is not even a matter of right or wrong but a matter of existence or oblivion. A hundred years from now, any debate as to whether the existence of an ethno-linguistic people is right or wrong when it has ceased to exist is completely inutile, because what is being discussed is already dead.
“Likewise, any discussion on the so-called ancestral lands issue loses its essence when the ethnolinguistic people involved has ceased to exist because of the death of its language. For example, a Manobo is by definition as a person whose native language is Manobo. So how can you talk of the ancestral lands of Manobos when the Manobos have been obliterated with the death of their language? How can you talk about a people’s ancestral lands if the people do not exist? A person who keeps on talking about defending an ancestral land of the Manobos but opposes the teaching of the Manobo language is plastic. He may in fact only be interested in land grabbing or making political capital out of the issue, but is not really genuinely interested in the survival of the Manobo people.”
Ideological uniformity
Dacudao then questions the policy to “homogenize” all the Philippine languages. He says “there is something wrong with that ideology, even if it has been taught to us since elementary school by a system that does not respect its own people.”

Wow, hats-off ako sa iyo Francis. Maaga ka sigurong natuto sa kusina. Actually yung tungkol sa papaitan, itanong ko pa sa brother ko he he. Di kasi ako nagluluto, taga bili lang ako sa palengke pag umuuwi ako. Pero ang mga alam kong lutuin, adobo (any kind), tinola, sinigang (kahit ano), dinengdeng, bulanglang, pakbet at iba pa. Gaya ng sabi ko, I often bumped into koreans and other caucasians wether sa SM or Robinsons :)
Then we have 2 homegrown malls (MagicStar & MyMetroTown) na malayo sa BIG 2 (SM & Robinsons), so wether nasa city proper
ka or not, may malls ka na mapupuntahan to buy some necessities :)

Oo, nakakatuwa na may mga kababayan na in their own way, naipropromote nila ang ating province.:)
Baka hindi na niya na-edit, saka napansin ko 75% ng places presented in the video are located in the city.:) Ganun pala ang hitsura ng Tarlac noong araw, baka yung road na yun sa black and white photo ay yung Romulo Boulevard sa ngayon. Very plain pa siya at wala pang ganoong gusali. Parang nakita natin yung loob mismo ng Capitol at Aquino Museum.:)

Maganda sana kung malapit lang ang distance ng Sta Ignacia to Tarlac City, puedeng matawag na part ng Metro Tarlac ang Sta Ignacia in the future, kaso more than 20 km ang distance nito. Malaki rin ang advantages nito kasi adjacent town ng siyudad. Nasa kabisera kasi ang mga malls, State University, mga hospitals at iba pang amenities.

Tarlaqueno-ako March 30th, 2011, 01:17 PM Man-made forest built in Tarlac
TARLAC -- Decades-old towering trees of various species now abound at the AWECA-built man-made forest in the once-barren and volcanic ash-covered area in Capas, Tarlac are a sight to behold.
Among those affected by the Mt. Pinatubo eruption in June 1991 were hundreds of indigenous peoples residing in the uplands of Barangay Sta. Juliana in Capas here.
They were forced to relocate to safer areas after the once-rich vegetation was covered with thick ash spewed out by the volcano, rendering their farms and work animals, their main sources of livelihood, virtually dead and useless.
Only a few days before the volcano's eruption, the Crow Valley Range in the nearby Clark Air Base from which they gathered scrap materials for additional source of income was also deserted by the Americans.
"The IPs thought it was the end of the world for them, as all their homes, meager belongings and source of livelihood were all gone," narrated Kennedy Molina of the Tribal Affairs Office in Capas town.
They were relocated in resettlement centers put up by the government, and for a couple of months subsisted mainly from relief goods provided by the Department of Social Welfare and Development (DSWD) and local government units as well as concerned non-government organizations and other civic-spirited individuals and associations.
Unused to being confined in unfamiliar dwellings, the IPs eventually went back to their place of origin and thrived on banana plants, which fortunately sprouted in their lands.
"They would also earn some money by selling the "puso ng saging" which they gathered and patiently took to the lowlands," recalled Barangay Captain Salvador delos Reyes.
But life for the IPs took a bright turn when the AWECA Agro-Forest accepted the government's invitation to embark on the Industrial Forest Management Agreement of the Department of Environment and Natural Resources (DENR).
Delos Reyes said that with the implementation of the said forestry management agreement, the IPs were provided with a regular source of income as they were paid minimum wage for planting various species of forest trees.
According to DENR, some 5,000 hectares of land in Capas and San Jose were covered by the IFMA with AWECA, and to date, 2,810 hectares have already been planted with gemelina, mangoes, rattan, acacia and other tree species.
"Maganda ang proyektong ipinatupad ng AWECA dahil bukod sa nagkaroon ng regular na kita ang mga katutubo, naging luntian pa ang dating nakakalbong kabundukan at nakatulong sa pagpepreserba ng kalikasan," said Molina.
He added that the AWECA also strictly adhered to the conditions of the IFMA and to his knowledge has not incurred any violations or illegal transactions.
AWECA Agro-Forest also ensured the provision of a 20-kilometer access road to speed up the transportation of produce from the upland to the lowland.
"Dati-rati, isinasakay ng mga katutubo sa karetang hila ng kalabaw ang kanilang mga ani para madala sa bayan, ngayon puwede nang iakyat ang mga sasakyan sa bundok para diretsong makuha ang mga produkto ng mga mamimili," the two-termer barangay chief said.
Molina added that aside from livelihood and employment, the AWECA Agro Forest also rendered various community services and development projects such as provision of medicines and conduct of medical missions, scholarship grants to deserving students and even funds for infrastructure projects in the said barangay, deep wells for drinking water and the ongoing construction of a multi-purpose stage at the Sta. Juliana Elementary School.
As head of the tribal affairs office in the municipality, Molina regularly holds dialogues and meetings with the IPs to personally gather feedbacks on pertinent issues and concerns.
"Malaking benepisyo sa kanila ang proyekto dahil nagkaroon sila ng pag-asang mamuhay ng may kaginhawaan," Molina said as he added that some of the tribal families who are beneficiaries of the project are now proud owners of motorcycle units, sari-sari stores and even battery-operated television units.
He said that the forestry project which has been enforced for nearly 20 years now has benefited 16 sitios in Sta. Juliana, four in Bueno, two in O'Donell, five in Maruglong and one in Kalangitan, all in Capas town.
However, employment was temporarily stopped for the past two months due to the issuance of Executive Order 23 which prohibits the cutting of trees, the AWECA managed-area included.
Thus, the project was temporarily stopped rendering the IPs unemployed.
"Labis na naapektuhan ang mga IPs dahil nawalan sila ng hanapbuhay at lubos silang nagtataka kung bakit naisama ang AWECA bagamat wala naman silang nilalabag na kautusan sa pagpuputol ng kahoy," de los Reyes said.
He said that the AWECA Agro-Forest had been practicing selective logging and even sought permission from the DENR whenever they would cut trees; did continuous re-planting and maintained plant nurseries in the area.
The two local officials are in total agreement with their constituents that the project should soon be allowed to resume so as not to further disrupt their livelihood and employment.

During its heyday, its a popular venue for seminars, big ticket functions and concerts :) It is Tarlac's very own CCP. :)
Yung mga chandellier nya sa convention hall ay katulad nung mga nasa PICC.
Big name artists like Martin, Gary, Sharon, Pops, Regine, Jose Marie Chan held thier respective concerts at the Diwa ng Tarlac :)
Pero ngayon, wala na yung former glory nya. Yung baba yata ginawang office ng PIA at may labor offices din sa taas, at may office din yata yung call center company na Sutherland at DAR.
I dont know what is wrong with our local government. Bakit di nila masustain at mamaintain ang mga ganyang edifice that costs millions to built with the tax payers money. :ohno: :ohno: :ohno:

Dinig ko, nagagamit din eto during graduation ceremonies ng mga schools.:) Ang ganda siguro kung mailagay ulit yung mga flags ng different towns at landscaping sa labas.

Ang STI di ba yung nasa likod ng TSU Engineering building facing Tarlac River? Baka part ng building na inuupahan nila o baka property ng TSU yung Pavillion. Ang haba ng Ninoy Aquino Boulevard extension doon, siguro 2 KM papuntang west, kaya lang may harang kaya di puedeng magtayo along the road ng mga commercial buildings, kaya parang expressway mula McDo hanggang Romulo highway. Mababa siguro yung lugar unlike sa may Uniwide and public market area :)
Mga commercial buildings ba yung under construction sa may Fairlane na madadaanan ng San Sebastian-San Vicente bypass road? Nagtaas siguro ng husto ang value ng lupa sa Fairlane lalo na noong nagka SM. Commercialized na rin yung lugar na yun sa may San Vicente, maganda kasi ang location, combination of residential, 2 hospitals and different schools. Nagulat nga ako noong makita ko yung Cindy's Square doon. Ang problem nga lang, masikip yung labasan ng mga sasakyan papuntang Romulo Highway.

Ibig sabihin, allowed sa loob ng subdivision ang mga business establishments or doon lang sa main avenue na daanan ng bypass road? Para sa akin ok lang iyan, pero mas maganda siguro kung may street lang na i-assign para sa mga businesses, mas magandang tingnan saka for security purposes na rin ng mga residents. May kuento kasi ang officemate ko, yung hipag niya, sa bahay mismo nag-ooffice, tapos nahold up sila.

Ang ganda pa ng facade ng SM, favorite color ko yung blue. Wala nga lang masyadong greeneries sa harap ng SM natin unlike yung ipinakita mong harapan ng SM Clark. Siguro kulang sa space.:)

Ibig sabihin, allowed sa loob ng subdivision ang mga business establishments or doon lang sa main avenue na daanan ng bypass road? Para sa akin ok lang iyan, pero mas maganda siguro kung may street lang na i-assign para sa mga businesses, mas magandang tingnan saka for security purposes na rin ng mga residents. May kuento kasi ang officemate ko, yung hipag niya, sa bahay mismo nag-ooffice, tapos nahold up sila.

THREE METHANE-fueled power plants linked to hog farms in Luzon have been allowed to operate after complying with generation requirements set by the Energy Regulatory Commission (ERC), the state agency said in a statement yesterday.
The ERC said it approved the issuance of certificates of compliance to Hacienda Bio-Energy Corp.’s three plants in Tarlac and Bulacan with an aggregate capacity of 500 kilowatts.
The generated power will be used by the farms.
The three plants “fully complied with the documentary requirements set by the ERC for generation companies and was found to have satisfied all the environmental, technical and financial requirements,” the state agency said.
All three generating facilities were subjected to ERC’s inspection in January.
The three methane generating sets are located in the Boston Ridge Farm in Tarlac, Panda Farm in Bulacan and the Buenavista Farm in Bulacan.
These come on top of 60 other renewable energy generation facilities the power firm operates in the country.
“ERC lauds Hacienda for its efforts in setting up, maintaining and operating over 60 renewable energy Generating Facilities in the Philippines,” ERC Chairman Zenaida G. Cruz-Ducut said.
“Hacienda’s pioneering example in turning animal waste into other productive use such as for power generation is a big step towards achieving the envisioned energy independence in the Philippines,” Ms. Cruz-Ducut said.
The ERC said about 18 of its facilities have been issued certificates of compliance to date.
Hacienda Bio-Energy mainly deals with renewable energy and provides technical services for sources of biogas including small to large-scale hog farms. -- Emilia Narni J. David

Sa Bamban, dahil sa malapit lang sa Mabalacat (lalo na pag naging city) at Clark, possible na mag-spill over dito ang mga developments na mangyayari doon. Palagay ko matagal pa bago magkaroon ng susunod na city. Siguro yung mga 2nd class towns sa ngayon, malapit na ring mag first class. Malaking bagay yung mga exits na gagawin sa mga towns na madadaanan ng TPLUEX, magiging daan eto para i-position ang mga towns na alternative investment site for trade and commerce ganoon din ng industrial.:)

MANILA, Philippines - Pioneer Hi-Bred Philippines Inc. (PHBP) launched Monday the first two phases of a nearly P1 billion worth corn processing plant in Tarlac City that may be positioned as a seed export hub in South East Asia.
With a current capacity of 4,000 metric tons (MT) per year, PHBP is set to jack up capacity to 12,000 MT within the next five years in a plan to use the plant from which to export hybrid corn seeds perhaps initially to Vietnam and Pakistan.
The plant though is definitely prioritizing to fill the local supply as farmers are foreseen to continue to seize opportunities in corn planting in light of more stable corn price at higher levels.
"By providing quality seeds at the right time along with our technology recommendations, farmers are able to maximize their productivity and income while helping address food security," according to PHBP Country Manager Jet Parma in a press briefing.
Arun Baral, Pioneer Hi Bred International Asia Pacific business director, said the company is optimistic about the Asia Pacific market.
"Our export will be in the general Asia Pacific market, wherever the demand will be. The world population is increasing. The demand for food is going up. In Asia after the crisis, I still feel a lot more momentum in terms of rising income, meat-based protein diet, and the willingness of farmers to adopt new technology."
The Tarlac plant, located in a 7.4-hectare area within the Luisita Industrial Park, will directly employ 400 people. The plant will also process hybrid rice as PHBP is set to beef up its marketing of hybrid rice seed PHB71.
The plant is expected to generate jobs for 4,000 corn and rice farmers who will plant the seeds. This will require around 7,000 hectares of seed area. This will in turn generate more jobs for farmers to produce commercial rice and corn over around 700,000 hectares yearly. "Pioneer will provide more income opportunities to farming communities in Tarlac, Pampanga, Pangasinan, and La Union as it works with local farmers to increase seed production," said Parma.
The Tarlac plant is PHBP's second seed production facility. Its first one is located in Polomolok, South Cotabato which has a capacity of 6,000 MT. The seed plant has mechanical dryers, processing buildings, bulk storage warehouses, utilities, and service buildings.
PHBP claims a 40 percent market share in the hybrid corn market which makes it Philippines' biggest hybrid corn producer. A subsidiary of Iowa-based Du Pont, PHBP believes there is so much opportunity in corn in the PHilippines specially in the next five years when corn price may continue rising in of the rising price of crude oil that's prompting a shift on the use of corn for ethanol.
Besides the country imports corn and corn substitutes, including wheat, soybean, and cassava, for feed ingredient.
"The country still imports 300,000 tons of corn under MAV (minimum access volume)," Parma said.

Lalong magiging busy ang mga daan papuntang Luisita. Tamang tama pag natapos ang TPLEX, di lang tourism ang makikinabang dito kundi mga farm produced from the North.:):banana:

IMHO, maganda na may kinalaman sa agri ang isang planta sa Luisita, masasalo nito ang ibang mga products ng northern provinces gaya ng corn and rice.
Land hub ang Luisita because of Central Techno Park ng tinatawag nilang Subic-Clark Corridor, on the other hand, Air Hub ang Clark dahil sa DMIA, sa Subic naman ang Sea Hub, which are interconnected my SCTEX making it very suitable for investments.:)
Yung industrial park, di pa yata lahat developed. Di gagawing eco zone lahat iyan sir kasi kailangan ng malaking bahagi nito para taniman ng mga tubo para sa sugar production, baka later, magdiversify na rin sila gaya ng corn and rice. Kailangang kailangan natin iyan for food security.:)

Puede rin he he, para ma-feature yung mga places/buildings na venue ng graduation, tapos it is graduation season kaya relevant.
Yung mga graduates natin ngayon, equipped with college education, aptitude in their filed of endeavour, future trainings and well developed skills, no doubt, they will become valuable assets for our country's further development.:)

Eco-glow Machine- A Tarlaqueno's Invention to help the Environment

Tarlac City - Mounted on an expandable tri-bike, this eco-friendly mobile machine can shred biodegradable materials right where the garbage is picked up. The shredded materials can either be for composting into organic fertilizer or for making charcoal briquettes later. The machine can also pulverize plastics for conversion into other re-usable items such as plastic boards and chairs etc.
Frustrated over the slow implementation of RA 9003 or the Ecological Solid Management Act of 2000 specially the less than successful garbage segregation and the maintenance of the Material Recovery Facilities (MRF), Sanitary Engineer Roland Cordoba tried to devise a simple but more effective way of doing the job and after four years of experimenting, he finally completed what he called the Eco-Glow machine.

Idea from scavenging
Cordoba's idea came upon him he said as he watched scavengers dig into the garbage dumped at the public market day in and day out. The scavengers look for items they can sell at the junk shops like plastics, bottles and metals. He says 80% of the garbage heap is left for the garbage truck to haul and these are the spoiled vegetables, coconut husks and shells and plastic bags. Even if a city or town operates an MRF, Cordoba says there is much more to wish for because the garbage is not segregated at source.
So what happens to the 80% that scavengers leave? If left at an open dumpsite which is no longer allowed, this, he said is the garbage that stinks the environment . For the towns and City of Tarlac, who opt to dump their garbage at the Kalangitan Landfill in Capas Town, the tipping fee is enormous.
With all these in mind, Cordoba thought that the hauling of mixed garbage by the dump trucks can be minimized and fore less expensive in terms of tipping fees at the landfill, if the residual 80% from the garbage is segregated at source and transported in another form. He also said he took note of the scavengers who can earn much more if they are given a carrier that can do a little more than their pushcarts.
From 2002 to 2006, Cordoba said he designed a machine, experimented on what it can do and through trial and error, he was able to finally come up with a design that suits his agenda for the time being. This he called the Eco-glow. Eco is for ecology and glow is for the idea that it hopes to achieve as much as for his wife's name Gloria, who he said had been his lucky charm.
Shredding at source
As the materials used for the machine is light, Cordoba says it can easily be carried on a pedalled bike. The machine itself is powered by a 13hp gas fed engine. It can shred at least 3 tons of mixed biodegradable materials in five to six hours or 2 tons of coconuts in the same time span. On a separate receptacle, it can pulverize plastics. In sum, Cordoba says that if this machine is deployed in dumping areas particular at public markets, what will be left is only 10% residual garbage. Cordoba says scavengers can be trained and later employed to use this machine. This will not only give them added income but more importantly a more decent job.
Award winning
For the shredded materials and pulverized plastics, Cordoba also designed simple machines that makes charcoal briquettes out of the shredded coconut shells and husks as well as plastic boards from out of the pulverized plastics. These plastic boards can be made into chairs and tables and dividers.
All told, Cordoba says he can fabricate one unit of eco-glow machine in a week's time. Each machine is guaranteed to work for five years. He recommends his invention to Local Government Units and private corporations.
In 2009, Cordoba submitted his project to the Business in Development (BID) Challenge, an annual business plan competition mounted by the Philippine Business for Social Progress (PBSP) and won as one of three Most Outstanding Business Plans. It also earned a distinction in the triple bottom-line category it being community oriented, eco-friendly and economically viable.@

Pioneer launches P1-B corn seed plant

MANILA, Philippines - Pioneer Hi-Bred Philippines Inc. (PHBP) launched Monday the first two phases of a nearly P1 billion worth corn processing plant in Tarlac City that may be positioned as a seed export hub in South East Asia.
With a current capacity of 4,000 metric tons (MT) per year, PHBP is set to jack up capacity to 12,000 MT within the next five years in a plan to use the plant from which to export hybrid corn seeds perhaps initially to Vietnam and Pakistan.
The plant though is definitely prioritizing to fill the local supply as farmers are foreseen to continue to seize opportunities in corn planting in light of more stable corn price at higher levels.
"By providing quality seeds at the right time along with our technology recommendations, farmers are able to maximize their productivity and income while helping address food security," according to PHBP Country Manager Jet Parma in a press briefing.
Arun Baral, Pioneer Hi Bred International Asia Pacific business director, said the company is optimistic about the Asia Pacific market.
"Our export will be in the general Asia Pacific market, wherever the demand will be. The world population is increasing. The demand for food is going up. In Asia after the crisis, I still feel a lot more momentum in terms of rising income, meat-based protein diet, and the willingness of farmers to adopt new technology."
The Tarlac plant, located in a 7.4-hectare area within the Luisita Industrial Park, will directly employ 400 people. The plant will also process hybrid rice as PHBP is set to beef up its marketing of hybrid rice seed PHB71.
The plant is expected to generate jobs for 4,000 corn and rice farmers who will plant the seeds. This will require around 7,000 hectares of seed area. This will in turn generate more jobs for farmers to produce commercial rice and corn over around 700,000 hectares yearly. "Pioneer will provide more income opportunities to farming communities in Tarlac, Pampanga, Pangasinan, and La Union as it works with local farmers to increase seed production," said Parma.
The Tarlac plant is PHBP's second seed production facility. Its first one is located in Polomolok, South Cotabato which has a capacity of 6,000 MT. The seed plant has mechanical dryers, processing buildings, bulk storage warehouses, utilities, and service buildings.
PHBP claims a 40 percent market share in the hybrid corn market which makes it Philippines' biggest hybrid corn producer. A subsidiary of Iowa-based Du Pont, PHBP believes there is so much opportunity in corn in the PHilippines specially in the next five years when corn price may continue rising in of the rising price of crude oil that's prompting a shift on the use of corn for ethanol.
Besides the country imports corn and corn substitutes, including wheat, soybean, and cassava, for feed ingredient.
"The country still imports 300,000 tons of corn under MAV (minimum access volume)," Parma said.

Ang maganda sa Korea, gaya ng nabanggit mo dati sir sa Busan, malapit lang ang urban/city center nila sa mga bundok na ginagawa nilang park. Kaya tanaw na tanaw mo yung view ng city nila, ang ganda siguro lalo na pagka gabi. Ang similarity siguro nito sa Pinas, Antipolo City, Baguio, Tagaytay?:)
Ang Eco Tourism Park sa Tarlac medyo may kalayuan sa city, balita ko 36 km. pero maganda daw ang daan at sulit naman ang biyahe.:)

Di ko lang alam kung natatanaw ang Tarlac City pag nasa taas ka ng Monasterio de Tarlac, particularly yung Cathedral, Capitol, SM at Iglesia ni Cristo church.:)
Sana makadiscover sila diyan sa Mt. Tangisan ng puedeng lagyan ng zipline para madagdagan ang tourist attraction sa eco-park. he he.

CONCEPCION, Tarlac, April 15 (PNA) –- Agriculture Secretary Proceso Alcala has disclosed the various significant projects being lined-up in the province, including the multi-billion-peso Balog-balog Dam that would give benefits to the Tarlaquenos, especially to the farmers.
Alcala made the disclosure during the awarding and turnover ceremony of liquid quick freezer to New Caluguran Bangon Concepcion Multi-Purpose Cooperative Wednesday, which coincided with the birthday celebration of 3rd district Rep. Jesi Lapus, held at the Congressional District Office, Barangay San Nicolas here.
Alcala said he ordered to expedite the irrigation project in Bamban town which would help boost the farmers’ production output.
He also disclosed about the DA’s carabao dispersal program in Bamban town.
During the turnover ceremony, the DA chief lauded the different activities of the cooperative, especially their Gulayan sa Eskwelahan project, which, according to chairperson Myrna Masiclat, will be used for their food feeding program to enhance good health of the pupils in the locality.
He said the DA is willing to give production and marketing support to the cooperative.
Aside from a liquid quick freezer, Alcala also turned over P1.5 million fund for the cooperative’s greenhouse that would help increase their production.
He pledged another liquid quick freezer and P500,000 additional capital.
He also advised the local officials to encourage farmers to plant not only root crops but also coffee and cacao that could be reaped within 18-24 months. (PNA)

Tollways managers are gearing up for a sharp increase in the volume of vehicles passing through the North Luzon Expressway and Subic-Clark-Tarlac Expressway during the Holy Week.
Manila North Tollways Corp. president and chief executive officer Rodrigo Franco announced the tie-up among Metro Pacific Tollways Corp., Tollways Management Corp.,Petron Corp., Pilipinas Shell Petroleum Corp. , First Mega Holdings and other private groups to ensure that motorists using the expressways will have a “safe, comfortable and convenient” travel during the Holy Week.
Franco said the tie-up is meant to avoid any bottlenecks that the heavy influx of motorists could bring about.
The toll managers said daily vehicle traffic volume of 160,000 at NLEx and 24,500 at SCTEx are expected to increase by 15 percent to 20 percent from April 20 to April 25, except on April 22, Good Friday.
The two private toll concessionaires said traffic will most likely be heavy by Wednesday afternoon both on NLEx and SLEx, when “almost everybody takes a half-day leave from work, take with them their family members, and hit the road.”
“We advise the public to avoid the rush hour traffic from 1 p.m. to 4 p.m. April 20,” Franco said.
Nick Manalo, TMC vice president for traffic operations, advised motorists to check the roadworthiness of their vehicles and have a good night sleep before they travel to avoid road mishaps.
To avoid long queues at toll booths, he said ambulant tellers would be fielded along northbound lanes in Balintawak, Mindanao Avenue, and Dau exits on April 20 and April 21, and southbound Bocaue in Bulacan.
Ambulant tellers in Mabalacant, Pampanga from April 20 to April 25, exceptApril 22; San Miguel, Bulacan eastbound on April 20 and April 21; Lapaz, Tarlac on April 20 and April 21, and Tipo going to Subic westbound from April 20 to April 25, except April 22, would accept toll fees for SCTEx motorists.
According to Franco, they would provide first-aid medical stations, basic mechanical troubleshooting bays, car diagnostic services, Wi-Fi at selected NLEx toll facility, portalets, cell phone charging stations, free bottled water and Coke Zero in can, food stations and tow trucks.
He said additional lanes would also be opened along the 88-kilometer NLEx and 94-km SCTEx.

Maganda daw ang daan, sabi ng kakilala ko na galing Lingayen. Matagal na rin akong di nakabiyahe papuntang west Pangasinan.
Maganda yung portion na may mga Acacia trees sa magkabilang gilid ng highway sa may Sta Ignacia papuntang Tarlac. May nabasa ako, may ganiyan din daw na maitututring na landmark sa Tarlac, nasa may McArthur, Moncada, makikita pag pupunta ka ng Baguio.:)

Pero ngayon mas maunlad na ang Bayambang, may mini malls na kayo. he he. Baka mas kakaunti na ang mga taga Bayambang na pumupunta ng Camiling kasi mas completo na kayo. Pero ngayon sir, may nakikita akong parking ng jeep sa plaza biyaheng Bayambang.:)

Eighteen-year-old actor and model AJ Perez was killed in a highway accident in Tarlac early Sunday morning, according to a report by radio dzMM.
Police said Perez was with his father and 4 others aboard an ABS-CBN van that collided with a Partas provincial passenger bus along McArthur Highway in Barangay San Julian, Tarlac.
Police Officer 2 Michael Millante of the Moncada Police told dzMM that Perez was declared dead on arrival by a hospital in Paniqui shortly after the accident took place at 12:10 a.m.
Perez’s 5 other companions were reportedly also injured during the crash and were taken to the hospital for treatment. They are Gerardo Perez (father), driver Christopher Bautista, Christina Ferrer, Edwin Patelos and Danny Linunga.
The group had just come from a show in Dagupan and were reportedly on their way back to Manila.
Millante said the van carrying the victims tried to overtake a trailer truck when it collided with the incoming Partas bus.
“Nung makarating sa may Barangay San Julian, allegedly itong van ng ABS-CBN, um-overtake ng isang trailer. ‘Yung pagka-overtake n’ya po, in the process, nag-alangan po siya. Tinamaan po niya itong Partas na nagresulta sa pagkapinsala nung laman ng van,” he said.
Earlier, showbiz reporter and columnist Ogie Diaz reported the incident through his Twitter account.
“Galing ng Dagupan, pauwi na. Tulog lahat sa van. Sa Tarlac, biglang bumangga sa trak. Bago pa nadala si AJ Perez sa ospital, wala nang buhay,” Diaz tweeted.
Diaz said he has talked to the father of the Star Magic actor.
“Nasa isang clinic sa Paniqui, Tarlac ang mga labi ni AJ Perez. Kausap ko si Daddy kanina, iyak nang iyak. Ndi ako makakatulog nito,” added Diaz.
Shortly before the accident, Perez was still able to post a Twitter message thanking his fans who attended his show in Dagupan.
“On the way home already from Dagupan.Long drive ahead.. Thanks to everybody who watched, thanks to zui for the gifts.And hi again to jarred!” said Perez.
