AJ Perez killed in Tarlac highway accident

Eighteen-year-old actor and model AJ Perez was killed in a highway accident in Tarlac early Sunday morning, according to a report by radio dzMM.

Police said Perez was with his father and 4 others aboard an ABS-CBN van that collided with a Partas provincial passenger bus along McArthur Highway in Barangay San Julian, Tarlac.

Police Officer 2 Michael Millante of the Moncada Police told dzMM that Perez was declared dead on arrival by a hospital in Paniqui shortly after the accident took place at 12:10 a.m.

Perez’s 5 other companions were reportedly also injured during the crash and were taken to the hospital for treatment. They are Gerardo Perez (father), driver Christopher Bautista, Christina Ferrer, Edwin Patelos and Danny Linunga.

The group had just come from a show in Dagupan and were reportedly on their way back to Manila.

Millante said the van carrying the victims tried to overtake a trailer truck when it collided with the incoming Partas bus.

“Nung makarating sa may Barangay San Julian, allegedly itong van ng ABS-CBN, um-overtake ng isang trailer. ‘Yung pagka-overtake n’ya po, in the process, nag-alangan po siya. Tinamaan po niya itong Partas na nagresulta sa pagkapinsala nung laman ng van,” he said.

Earlier, showbiz reporter and columnist Ogie Diaz reported the incident through his Twitter account.

“Galing ng Dagupan, pauwi na. Tulog lahat sa van. Sa Tarlac, biglang bumangga sa trak. Bago pa nadala si AJ Perez sa ospital, wala nang buhay,” Diaz tweeted.

Diaz said he has talked to the father of the Star Magic actor.

“Nasa isang clinic sa Paniqui, Tarlac ang mga labi ni AJ Perez. Kausap ko si Daddy kanina, iyak nang iyak. Ndi ako makakatulog nito,” added Diaz.

Shortly before the accident, Perez was still able to post a Twitter message thanking his fans who attended his show in Dagupan.

“On the way home already from Dagupan.Long drive ahead.. Thanks to everybody who watched, thanks to zui for the gifts.And hi again to jarred!” said Perez.

sir..anong bago po sa camiling ngayun?:)

Walang masyadong bago sir he he. Pero masaya ako na halos 100 percent, occupied na yung ground floor ng new Public Market. Sa 2nd floor, di pa operational, baka marami pang vacant slots sa mga commercial stalls. Mga gift shops, computer shops, personal care shops, cellphone and accessories and other items ang puede doon.

May Razon's branch pala sa Tarlac City kaya lang di siya sa loob ng SM, sa tapat na building siya katabi ng Camella Tarlac office at Tessie's Grill:)

Sa Tessie's, may eat all you can breakfast doon, offered between 6:30 am to 10:30 pm. Tapat po eto ng SM City Tarlac, with ample parkng space po sila.:)

Mas nauna sigurong nag develop ang North noong araw, kaya yung mga ninuno namin sa Camiling ay mga galing din ng Ilocos. Tingnan mo etong portion ng history ng Camiling:

"In the 1830’s at the time Camiling was about to be founded, dramatic events were coming to a head. There was economic transformation in the making, not only in Central Luzon, but throughout Southeast Asia. The port of Manila was opened to world trade. Commercial houses became active in the export business. The village-oriented subsistence economy was giving way to a more vigorous export-oriented economic system. Accordingly, there was increased demand for the production of each crops like sugar and rice. This led to a hunger for land to be cultivated and a massive clearing of forests along major river valleys and eventually, there ensued the spontaneous migration of people into the sparsely occupied deltas.

The enterprising Ilocanos up north with their surplus population came spilling over to Central Luzon, occupying the fertile lands of Pangasinan and then went to Nueva Ecija. Three successive waves of migration followed, the first in 1815-1850, the second in 1850-1900, and the last in 1900-1930. The migrants followed existing roads and trails. In the case of Pangasinanses, they took the river route, rowed upstream through the Agno River and then on to the Camiling River which is its tributary. They settled by enclaves. Sometimes whole clans or even groups would come from certain towns in the Ilocos. They came along with their leaders who usually were their patriarchs, and settled in sitios which they intended to develop for their families."

Pero ngayon mas maunlad na ang Bayambang, may mini malls na kayo. he he. Baka mas kakaunti na ang mga taga Bayambang na pumupunta ng Camiling kasi mas completo na kayo. Pero ngayon sir, may nakikita akong parking ng jeep sa plaza biyaheng Bayambang.:)

good evening kabayan ....long time no post po ...camiling -bayambang route ..ayos yan para hindi lang tricycle,van or bus ang byahe :cheers::cheers:...anytime pwedi nang pumunta ang mga camiling sa bayamabang gayundin ang bayambang going camiling....sad to say po na akoy hindi muna makakpag SSC ,bc po me kasi ngayun at talagang kailangan ko na rin bawas bawasan ang libangan ito...sana sa bakasyon ko kita po tayo sa camiling o kahit sa manila po//bye:):)

Ang galing ng shots mo sa Plazuela rides. Nakita ko iyan noong umuwi ako. Pinasyalan ko yung Tarlac Provincial Hospital (TPH). Tapos na yung hospital extension, maganda, combination ng white and blue ang kulay, 4 storey, di ako masyadong lumapit kasi walang katao-tao doon baka masita ako he he. Sana makuhanan mo ng pics.:):) :banana:

Kung ganoon, dalawa pala ang Razon's branches diyan. Yap, sulit ang eat all you can breakfast nila for only P98.00.:)

Namasyal din ako sa bagsakan, daming fruits doon, kaing-kaing na manga, water melon and melon. Malapit lang sa McArthur eto, yung mga galing ng Baguio, puede silang mag-stop over doon, right turn lang sila upon reaching Ninoy Aquino Bvd.(south bound) in McArthur highway, tabi siya ng Uniwide.:)

Hi guys, we had our nice trip last week in Baguio, Clark, Subic, Tarlac and had our lunch in the world famous Isdaan with their singing waiters and waitresses. Kudos to their talents and skills. The food were superb and the place too. Especially with their Buddhas and monkeys...hehehe...the talents were unquestionable. But when we were there, its quite annoying especially when we were entertained while we waited for our food. The declaimers(balagtasan) were awesome but very discriminatory!!!!!!!!.......one part of the declaim by a gay declaimer (sorry for the description) stated and in verbatim:..."ikaw na mukhang tsimay na mukhang bisaya..." what a line!!!!!!!...I thought its a welcoming place for local and foreign tourists to experience warm hospitality but we were discriminated since we were all from Cebu and proud to be BISAYA!!!!......I think the management should have looked upon the scripts and strictly ask the declaimers to avoid offensive and discriminatory words that will affect the tourists and their market as well...though we were entertained but they've hurt the Cebuanos who are BISAYA and the people who come from the 4TH BEST CITY IN ASIA...it is a fact!!! (for 3 consecutive years) we do not boast about this nor discriminate other provinces just for this because what Cebu achieves the Philippines, including FRIENDLY TARLAC also gain from this accolade. Lesson learned: We are one as a country, take out REGIONALISM!!! So to the management of ISDAAN, thank you for the hospitality but be careful so as not to offend your important market-YOUR CLIENT! Hope to hear from you guys...It happened last April 15, 2011-lunch time...

(He is the culprit-please make an apology to the progressive Visayan Region)-not a joke take this seriously or you will lose a very potential market.!!!

sir, i understand your point and from my point of the view, the management should have cut out that line from the script, because they cater to a large demographics and an unintentional blurt may be repulsive to others.

They should have been more cautious.

If I may ask, have you called their attention or the management and raised your concern at that very moment?

my family and friends frequent that place. The place is really superb and the food is really great. We simply love the place.

re: thanks for the reply sir...there is nothing wrong with your historic Tarlac...yong culprit lang...hehehe...we did not bring up the concern to the management sir during that time because we don't want to spoil the tour and the fun...but we verbally reacted right away and actually there were 30+ people from Negros Occidental during that day also...but we opted not too react...because the place is cool and the food are sumptuous...yong culprit lang talaga...hehehehe....culprit again...hahahaha...but again...VIVA TARLAC...VIVA FILIPINAS....VIVA VISAYAS...:banana::banana::banana:

Oo Francis, Friday night ako nagbiyahe after ng work, nakarating ako sa amin 11:30PM na. Mabigat kasi kaya melon lang ang binili ko, mura daw doon sabi ng vendor, kasi doon kumukuha yung mga ibang retailers. Highly recommended eto sa mga may sasakyan na galing north.:)

Thanks for visiting our province sir. Yes, their entertainers must be cautious in their dialogues so as not to offend their valued clients. This incident must be given attention by the management. I agree, we are all filipinos, so we must avoid regionalism, instead unite in promoting places in our country as one of the best in Asia like the city of Cebu.:)

I have many Cebuano/Visayan friends who are my co-workers and they are very kind and friendly.:)

Nasan na po ang TPLex ngayon? Nagstart na po ba ang pagsemento?

Sana nga sir, para mapagaan ang trabaho sa farming, ma-eencourage ang mga youth na magpursue ng career sa farming pag nakitang rewarding at magaan ang trabaho sa agri. Sana lang cost effective or economical ang paggamit ng mga hi-tech equipment na eto para di lalong magmahal ang palay at malaki pa rin ang profit margin ng mga farmers.

Yung sa TPLEX, I think nasa phase 1 pa lang, (Tarlac portion)nagtatambak palang sila as I see in these pictures. Thanks to the uploader.:) Please see also TPLEX Thread.:)

MANILA, Philippines - The illustrious province of Tarlac is the destination for Inscribe Tours’ traditional visita iglesia this Lent.

On April 21, Maundy Thursday, the tour of seven churches starts in Concepcion, where Ninoy Aquino began his political career in 1955, with a visit to the splendid Santuario de la Imaculada Concepcion.

Next are Santo Nino Church in Bamban, one of the first settlements to revolt against Spanish rule in 1896, and San Nicolas de Tolentino Church in Capas, terminus of the infamous Bataan Death March in 1942.

Tarlac City is the next stop – the Aquino Center for buffet lunch, then the iconic San Sebastian Cathedral.

The tour’s highlight is a visit to the famous pilgrimage site, Monasterio de Tarlac in San Jose, which keeps what is believed to be a fragment from the cross of Jesus at Calvary.

Camiling’s imposing Church of St. Michael the Archangel will also be visited. Last stop is Our Lady of Lourdes Chapel inside Hacienda Luisita.

SM Prime Q1 earnings up 12%

MANILA, April 21 (PNA) -- SM Prime Holdings, Inc. (SM Prime), the Philippines’ dominant shopping mall developer and operator, reported another strong quarter with a 12 percent increase in its consolidated net income to P2.12 billion for January to March 2011.

In a disclosure to Philippine Stock Exchange, SM Prime Holdings, Inc. executive vice president Jeffrey C. Lim the company's earnings was pegged at P1.89 billion during the same period in 2010. Revenues grew 13 percent to P6.07 billion, while earnings before interest, taxes, depreciation, and amortization (EBITDA) rose 11 percent to P4.19 billion, for an EBITDA margin of 69 percent.

SM Prime President Mr. Hans T. Sy said, “SM Prime’s performance for the first three months of the year is an encouraging start for us. While we keenly monitor the current economic developments such as inflation and fuel price hikes, as well as the political situation in the Middle East, we remain optimistic that the company’s growth trend seen in the first quarter will be sustained.”

During the period, rental fees still accounted for the largest share of SM Prime’s consolidated revenues, reaching P5.26 billion, for a robust growth of 14 percent. This came from a combination of the 6 percent growth in same store rentals and the increased revenues from the four new malls in 2010.

The new malls that opened last year were SM City Tarlac, SM City San Pablo, SM City Calamba, and SM City Novaliches. Combined, these four new malls added 289,200 square meters (sqm) to the company’s total gross floor area (GFA) and presently register an average occupancy rate of 94 percent.

From January to March 2011, cinema ticket sales amounted to P0.57 billion, compared to P0.59 billion during the same period last year due to fewer blockbuster movies available.

Meanwhile, income from operations during the period registered a 12 percent growth from P2.91 billion in 2010 to P3.27 billion in 2011. Operating expenses, on the other hand, increased 13 percent, to P2.80 billion, from P2.47 billion in 2010, largely because of the new malls.

For 2011, SM Prime plans to open three new malls in the Philippines and one in China.

Scheduled to open are SM City Masinag in Antipolo City, SM City San Fernando in Pampanga, SM City Olongapo in Zambales, and SM City Suzhou in China.

The company is also set to expand two of its existing malls in the Philippines this year, namely SM City Davao in Southern Mindanao and SM City Dasmariñas in Cavite. By the end of this year, SM Prime will have 43 malls in the Philippines and four in China with an estimated combined GFA of 5.9 million sqm. (PNA)

Ang liwanag ng Sutherland Global at ang kahabaan ng Ninoy Aquino Avenue. Nakita ko noong umuwi ako last week, mga 11 PM na yun. Ok yung inilagay nilang street lights doon, para sa security na rin ng mga nightshifts employees. May mga bagong gimikan doon, bukod sa dating Live Bistro, napansin ko rin ang Decada Ochenta Bar at Cool Sand. Bukas din ang Starbucks sa may SM sa ganoong oras maski sarado na ang mall.:)

Na-observe ko lang, sana maisalba yung mga halaman sa garden ng center island sa may junction ng McArthur at Zamora Street. Sa tindi ng init, malapit na silang mamatay. Sana mapanatili ang ganda nito, kasi entrance eto ng city proper.:)

Vista Land sets P12-B low-cost housing

MANILA, Philippines - Top home developer Vista Land and Lifescapes is aggressively expanding Lessandra, the low-cost housing unit of Camella, with plans to launch projects worth P12 billion nationwide this year.

Waaah! Good morning sir Wlillie and Tarlac thread fans, he he.

Oo, ganda siguro. Marami ding mga small business na engaged sa ganiyan sa Tarlac, lalo na sa Capas, McArthur highway. Parang sa Bulacan din, pero iba pa rin yung sa Guiguinto.:) Yung iba naman, mga seedlings ng fruit and non-fruit bearing trees like Mangoes or Mahogany ang ibenebenta. Dream ko makapagtanim ng maraming trees na puede kong anihin 5 to 15 years from now.:)

LGUs’ best practices recognized

CITY OF SAN FERNANDO, Pampanga, April 30 (PNA) -– Fifty local government units (LGUs) in Central Luzon that have implemented best practices in the issuance of mayor's permits were honored on Wednesday by the Central Luzon Growth Corridor Foundation Inc. (CLGCFI).

The CLGCFI provides policy decisions and facilitate the planning, coordination and monitoring of investment-related projects for the region.

Olongapo City emerged as the sole recipient in the highly-urbanized city category while the City of San Fernando bagged the first place in the component city category.

Trade and Industry regional director and CLGCFI member Blesilda Lantayona said the annual recognition seeks to acknowledge the efforts of local chief executives and their Business Permits and Licensing Office (BPLO) staff to eliminate red tape and reduce the cost of doing business in their respective municipalities and cities.

Lantayona added that turn-around time, client feedback, internal monitoring system and organizational development served as the criteria in the selection of awardees.

The towns of San Luis, Aurora; Dinalupihan, Bataan; Guiguinto, Bulacan; Talavera, Nueva Ecija; Mabalacat, Pampanga; Gerona, Tarlac and Masinloc, Zambales took home the top awards in the 1st and 2nd class municipality category.

First place awards were likewise given to the following third, fourth and fifth class municipalities: Baler, Aurora; Samal, Bataan; Llanera, Nueva Ecija; Bacolor, Pampanga; Anao, Tarlac and San Felipe, Zambales.

Special citations were also given to Tarlac City for being the Best Business One Stop Shop (BOSS); the cities of San Fernando, Olongapo and Balanga for being the pioneer LGUs in the region to comply and implement reforms imposed by the Nationwide Streamlining of the Business Permits & Licensing Systems in the Philippines program; Bacolor (Pampanga) and Olongapo City as Hall of Famers after being named as best practitioners of the streamlining project in their respective categories for three consecutive years.

The towns of Hermosa (Bataan), Sta. Maria (Bulacan), Capas (Tarlac), Iba (Zambales) and Angeles City as Hall of Fame Achievement winners for satisfactorily sustaining their feat as outstanding implementer of streamlined procedures even after attaining the Hall of Fame award; and the City of San Fernando, Baler (Aurora) and Talavera (Nueva Ecija) as Golden Eagle Award honorees for their exemplary implementation of streamlined procedures on the issuance of mayor's permit in the last six years.
With the support of DTI and the Department of Interior and Local Government (DILG) in Central Luzon, the foundation was able to convince all 130 municipal and city governments in the region to streamline their procedures that would elevate the level of competitiveness of Central Luzon as an investment destination. Hong Kong investors flock to PH

MANILA, Philippines—Major investors from Hong Kong are keen on infusing millions of dollars into the country via the construction of a toll road, ferry service, bags and textile facilities and power plants in various parts of the country.

Following a two-day investment mission to Hong Kong, Trade Undersecretary and Board of Investments managing head Cristino Panlilio said Hopewell Holdings Ltd., the flagship group of Chinese tycoon Gordon Wu, expressed interest in constructing a 200-kilometer, 10-lane toll road, as well as a ferry service for cargo trucks and buses.

These would facilitate the connection of Luzon, via San Juan in Batangas, to Iloilo, Bacolod and Cebu.

Panlilio related that global conglomerate Luen Thai International Group was also considering expanding its existing Tarlac facility, in line with its objective of ramping up the production of Coach bags. The Tarlac facility would be linked to Luen Thai’s manufacturing plant in Dongguan, China.

Also in the garments sector, the Youngor Group of Eddie Chung and Mark Pressly planned to set up a $20-million textile knitting facility and possibly even a $100-million weaving facility in the country, in addition to its existing Smart Shirt factory in Clark that has 4,000 employees.

Energy World Corp. also expressed interest in putting up a liquefied natural gas terminal and storage facility that would house a 500-megawatt plant.

The plant will provide the power requirements of the yet-to-be-constructed $5.9-billion Tampakan mining project in Mindanao.

Aside from investments, the Department of Trade and Industry is also seeking to beef up the country’s exports.

To cushion the impact of unexpected events, particularly what happened in Japan and the Middle East, the DTI said the country should focus on agro, design-driven and resource-based exports.

Agro products include fresh and processed food, while design-driven products include house products and wearables. Resource-based exports include construction materials, minerals and other bulk commodities.

“We are looking into other areas in our export development program where Philippine exports can compete in terms of local value-added and market size,” Trade Undersecretary Adrian Cristobal Jr. said.

ANGELES CITY, Philippines - The Kapampangan dialect has emerged as the seventh most-used in online social networking after the Kapampangan Indigenous Tweets Page, just two weeks old, has zoomed past other languages on the Indigenous Tweets Page, which is dedicated to non-dominant indigenous languages around the world. Kapampangan is the native language (Amanung Sisuan in the native tongue) of Pampanga and some towns in Tarlac.

It is now the seventh largest indigenous dialect in Twitter, with 355 tweeting in the Amanung Sisuan. Kapampangans was notable for being the first Philippine language on the site, which includes 82 languages from around the world. (Mark Anthony Manuel)

Sokors eye 100,000 has. of idle land

The South Koreans are looking for as much as 100,000 in idle agricultural land that can be planted to crops for domestic consumption and for export.

Development of idle land under the "multi-industrial cluster program" was a brainchild of former South Korean Ambassador Choi Joong-Jyung.

The Korean International Cooperation Agency (KOICA) has since adopted the program and is willing to bankroll projects that will eventually involve South Korean investors willing to tie up with Filipino partners.

An inter-agency task force is now working on the identification of both private and government land that may be tapped for the program and projects appropriate to the sites, according to Trade Undersecretary Cristino Panlilio.

The task force includes representatives of the Department of Agriculture, Department of Environment and Natural Resources, the Department of Trade and Industry and the Board of Investments in coordination with Senators Edgardo Angara and Juan Miguel Zubiri.

"The idea is to review all these idle agricultural lands, government lands and how they can be turned productive with the help and support of South Korea. The aim is to increase productivity and provide jobs, especially in remote areas," Panlilio said.

Initial targets are abandoned farms and neglected land reform communities.

Whenever projects involve private land, proponents will lease the property from the owners.

Crops, fish and livestock will be raised in these lands to address food security and reduce poverty. The main crops will include rice, corn and sugar.

Panlilio said eventually products for export will be introduced.

He said the task force is looking initially at 3,000 hectares in Isabela, Quirino, Aurora and Misamis Oriental.

According to Panlilio, the entry of South Korean investors in the ventures will facilitate official development assistance.

"We have to develop a baseline and come up with a success story," he said.

For an economic-size sugar plantation, for example, Panlilio estimates that P270 million is needed to jumpstart the project.

"We are completing studies so we can start inviting and start a promotional campaign," he said.

Wide-scale Korean involvement in developing idle land is a take-off from Panlilio’s proposal to rehabilitate sugar farms in lahar-damaged parts of Central Luzon.

At least 10,000 hectares in Pampanga, Tarlac, Bataan and Zambales have been identified as capable of supporting a sugar mill in Central Luzon.

Panlilio has invited Malaysian, Korean and Chinese investors to participate in the sugar projects.

Ang San Vicente siguro ang barangay sa Tarlac City na may pinakamaraming provincial offices and establishments. Sakop ba ng San Vicente yung first Public High School ng Pilipinas? Non-availability of funds siguro ang magiging problem sa revival ng UP Tarlac, pero magandang idea iyan, ang ibang provinces ay may UP din like Ilo-ilo, Baguio City-Benguet, Los Banos-Laguna. Sentro ang Tarlac at very accessible from other parts of Central Luzon and northern provinces.:):cheers:

Boy with leukemia needs a bone marrow transplant ASAP

MANILA, Philippines—John Andrew Jacinto, a 12-year-old Filipino who lives in Riyadh, Saudi Arabia, has one wish: That the Saudi Arabia government and other kind-hearted people around the world would help him get a bone marrow transplant.

Last year, John Andrew was diagnosed with leukemia. He has been undergoing chemotherapy since then.

“I am in complete remission and this is the best time to do a bone marrow transplant but my family cannot afford the cost and our insurance does not cover this type of treatment,” he said in his letter to the Inquirer.

Since his treatment started, his parents, who are from Tarlac, have spent more than half a million riyals. Roderick works for a health water bottling company while Elenita is a nurse.

“I have three sisters and a brother that my parents also have to care for. Please help me beat this disease and give me a chance to live a healthy life,” John Andrew said.

Tarlac to host organic farming conference

TARLAC CITY — The province of Tarlac is set to host late this year the annual gathering of organic farming practitioners, advocates and enthusiasts in the country.

According to the Provincial Media Affairs Office, the 8th National Organic Agriculture Conference on November will be held in the province.

The conference will feature plenary sessions focusing on the theme “Organic Farming: Towards a Healthy Environment and National Food Self-Sufficiency.”

Topics to be discussed during the three-day assembly include: the Agri-Pinoy framework; implementing rules and regulations of Republic Act 10068 otherwise known as the Organic Agriculture Act of 2010; updates and trends on organic farming in the Philippines.

Discussion points also include national research and development priorities on organic farming and the Vegetable Organic Farming in Thailand and the state of organic farming in Southeast Asian countries.

In a statement, Governor Victor Yap said Tarlac’s hosting of the NOAC will boost organic farming in the province.

“This will definitely improve our organic way of farming in the province. The technology we can gather from other farmers in and outside of the country is to our advantage,” Yap said.

Tarlac ex-solon continues scholarship program

A former lawmaker is continuing his scholarship project to support the college education of his poor but deserving fellow Tarlaquenos.

“I still believe that education is a means of an individual to be a better person and an avenue for success in whatever they want to do in life in the near future,” Ex-Board Member Amado Go said in an interview.

Go said that during his time in politics, education program became his priority.

Since 1980 to 1986 during his term as a municipal councilor, Go was able to give full scholarship to 11 students, producing a full-pledged colonel who graduated from the Philippine Military Academy Class ’85, a doctor of education, teachers, certified public accountants, licensed engineers and other professional degrees.

When he won as a board member of the province, he has extended his scholarship programs in the nearby towns included in the second district like Gerona where he has 50 scholars, with one graduating as cum laude; Victoria, 36 with four cum laude; San Jose, 21; Tarlac City has 339 with 14 cum laude and 20 from other municipalities.

At present, at least 114 college students are benefiting from the scholarship project of the former lawmaker, who was conferred with the degree of Doctor of Humanities-Honoris Causa on November 29, 2009 at the Tarlac State University.

Ngayon ko nga lang din nalaman na may UP Tarlac pala dati. Kung may lot na, buildings na lang ang kulang. Sana magkaroon sila ng feasibility study para sa revival nito at suportahan ng LGU's. Bukod sa advantages na maibibigay nitong quality education, it would likewise give a favorable impact on the local economy. Dadami ang population sa city at lalong uunlad ang kalakalan.Mas lalong magiging attractive ang province and city sa mga investors pag may malaki at prestigious University like UP since magkakaroon ng mas malawak na source ng professionals.

Philippine Scouts at Capas Shrine Tarlac

The Philippine Scouts were part of the United States' regular Army and consisted of Filipino enlisted men commanded by American officers, however, a handful of Filipinos received commissions from the United States Military Academy. The men enjoyed a well-earned reputation as professional, dedicated soldiers. The Philippine Scouts lived up to their reputation in combat, and were the backbone of Gen. MacArthur's (USAFFE). For over 3 months in 1942 the Japanese Army marched through Southeast Asia, and by March 1942 the Japanese had completely overrun every country and island in the western Pacific—except the Philippines. The allied Troops held out on Bataan Peninsula and Corregidor Island for more than four months, spearheaded by the Philippine Scouts.

Thousands of Tarlaquenos benefit from job fair


TARLAC CITY, May 7 (PNA) - Thousands of local and overseas Tarlaqueno jobs seekers have benefited in the provincial government-sponsored jobs fair held recently at the St. Michael Park in Camp Aquino here.

The jobs fair which was conducted under the provincial capitol’s Public Service Employment Office (PESO) in cooperation with and the Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA) as well as the Technical Education Skills Development Authority (TESDA), Northern Luzon Command (Nolcom) and the 3rd Mechanized Infantry Battalion.

Aside from the job fair, the event also showcased the livelihood programs of DOLE and other government agencies.

Tarlac second district Rep. Susan Yap has awarded financial assistance amounting to P15,000 to each of the six repatriated overseas Filipino workers (OFWs) and another P90,000 to a cooperative in San Jose town, Tarlac.

A free medical consultation, dental mission, operation "tule" (circumcision), and giving of free medicines and slippers also highlighted the event.

PESO head Nida Duco said local employers and overseas recruitment and manning agencies have assured to provide the needed jobs to qualified new graduates and job seekers and help facilitate the employment of workers.
Among the local job offerings are business process outsourcing (BPO) or call center representatives and corporate, accounting and human resource personnel. Overseas jobs available include engineering, industrial electricians, welders, cooks, caretakers, factory workers and those in information technology and construction workers. (PNA)

THE PETIT FAIRS OF CAMILING 1930-1933

Camiling, a premiere town of Tarlac lying next to Pangasinan, was once a part of Paniqui. It was declared an independent town in 1838, with Don Vicente Galsim serving as the first gobernadorcillo. The town, with a name derived from the ‘kamiring’ tree that once grew abundantly there, is rich in history and tradition. Camiling is the birthplace of prominent Filipino personages such as U.N. Diplomat and General Carlos P. Romulo, U.P. President Onofre Corpuz and of course, Dr. Jose Rizal’s young love, Leonor Rivera.

In the 1930s, amidst a time of peace and plenty, Camiling held its own ‘petit carnivals’ in conjunction with the town fiesta that was held annually from May 6, 7, and 8. The first recorded provincial fair of Tarlac was held in 1927, same year as the town fair of Concepcion. Camiling followed suit in 1930, with a mini-fair that adapted certain successful elements of the grand national carnival in Manila.

In 1933, the chosen Queen was a pedigreed beauty named Remedios Romulo Kipping. If her name sounds familiar, it is because the lovely Camiling Queen is a direct descendant of Leonor Rivera-Kipping. Leonor was a second cousin of Dr. Jose Rizal; they had met while he was but in her early teens. Unfortunately, their love did not prosper owing to Rizal’s departure for abroad to escape arrest and Leonor’s mother’s objection over her controversial suitor. Leonor was the inspiration of the character “Maria Clara” in Rizal’s “Noli” and “Fili” novels.

Leonor, instead, married the British engineer Charles Henry Kipping, whom she had met while staying in Dagupan. A lone child of their union, Carlos Jr., married Lourdes Romulo, sister of Carlos P. Romulo. They had four children namely, Carlos III, Linda, Araceli and Remedios, the future Queen of the Camiling Fair. Remedios was a student of Sta. Catalina de Manila, a school run by Dominican sisters, when she was elected to reign as the monarch of the fiesta. At her coronation, she was dressed as a Russian Empress.

The Camiling petit carnival that year had a grandiose mixed European-theme as these pictures show, reflecting the rise of this premiere commercial town, which, in prominence and affluence, ranked second only after the Tarlac capital.

Remedios later married Cesar Jimenez, with whom she had 6 children: Miguel, Meddie, Anna, Rita, Jimmy and Josefina.

Tarlac to host 8th NOAC in November
Date: April 26, 2011

TARLAC CITY—After last year’s hosting of the biggest sports spectacle in the country, the Palarong Pambansa, the province of Tarlac will again host a major national event before the year ends.
The 8th National Organic Agriculture Conference [NOAC] which will be held at the Aquino Center in November is the biggest gathering of organic farmers throughout the country and will be attended by President Benigno Aquino III and the top officials of the Department of Agriculture [DA].
With a theme “Organic Farming: Towards a Healthy Environment and National Food Self-Sufficiency,” the conference is aimed at strengthening the organic farming sector in the country.
The three-day conference will have six plenary sessions that will tackle the Agri-Pinoy framework, Republic Act 10068 and its implementing rules and regulations, updates and trends on organic farming in the Philippines, national R&D priorities on organic farming, vegetable organic farming: the Thai experience and the state of organic farming in ASEAN countries.
Last year, the NOAC was held at Lucena City.
In a statement, Governor Victor Yap said that Tarlac’s hosting is important as it will boost the organic farming in the province.
“This will definitely improve our organic way of farming in the province. The technology we can gather from other farmers in and outside of the country is to our advantage,” the governor explained.
Yap, upon his assumption to office in 2007, has introduced to local farmers the Natural Tarlac, an organic way of farming.
At present, the Natural Tarlac project is not only engaged in organic farming but likewise in organically grown livestock.
“Our initial target is to have around 5,000 hectares of organically grown produce in the entire province,” he said adding that the construction of the Balog-Balog Multi-Purpose Dam is important to the agriculture sector in Tarlac.
“In Central Luzon, we have the least percentage of irrigated farm lands. Balog-Balog dam is a necessity not only for our agriculture industry but in flood-control as well,” Yap pointed-out.
The Provincial Government of Tarlac [PGT], DA, the Tarlac College of Agriculture and the National Irrigation Administration are the lead agencies in this year’s NOAC hosting.
In related development, DA Secretary Prospero Alcala visited the SM Foundation, HARBEST and PGT’s project at Barangay Capehan, here titled “Kabalikat sa Kabuhayan Farmer’s Training Program,” a program that benefited 200 farmers into embracing organic farming.@

Revenue office closes Tarlac hardware store

CITY OF SAN FERNANDO -- The Bureau of Internal Revenue (BIR) on Thursday closed one of the biggest hardware stores in Tarlac province as part of its renewed Oplan Kandado Program.

BIR regional director Romulo Aguila Jr. told Sun.Star Pampanga that they have implemented the closure order against Cedasco Lumber and Hardware Construction Supply owned by one Rodolfo Enalbes Chu.

Aguila said the establishment was found to have not been paying the right amount of taxes in violation of the provisions of the National Internal Revenue Code of 1997.

He said that the Oplan Kandado program has been very successful in running after tax delinquents since it started its first operation in the province two years ago.

The BIR’s Oplan Kandado program is an intensive campaign, which seeks to padlock businesses with unpaid tax dues, as well as those who are engaged in illegal practices such as failure to register, understatement of taxable sales by more than 30 percent and the refusal to issue receipts.

It is also designed to instill the "fear factor" on non-compliant and recalcitrant taxpayers. Based on experience, according to BIR, under-declaration can go as high as 82-90 percent.

Aguila said the tax delinquent establishments in Pampanga are now undergoing review. After the review, the board sends a 48-hour notice to inform the taxpayers of the findings. If the taxpayer doesn't agree that the under declaration is more than 30 percent, then he should submit documentary evidence to prove such.

If the taxpayer refuses, neglects or fails to submit a response within two days (48 hours), submits an insufficient reply, refuses, neglects or fails to comply with the terms of the five-day voluntary compliance notice, then the Board prepares a memorandum recommending for closure for the approval and signature of the commissioner.

A taxpayer is given five days to voluntarily comply with the requirements and payments before the closure order is served. Aguila said the recently closed establishments would have to pay the necessary taxes to avoid further legal ramifications.

The Oplan Kandado program has closed close to three dozen establishments in Pampanga, Tarlac, Bataan and Nueva Ecija, according to BIR records.

Galing ako sa Tarlac last weekend. Nagandahan ako sa McArthur highway ng Bamban, iniimprove nila eto, saka may stop light na rin doon. Worth noticing din yung influx of new establishments doon, like mini hospital, schools, new commercial buildings, the municipal hall is just nearby. May tourism police information office din sila along the highway. Booming din ang subdivision development dito, at napakalapit na ng Clark.

Sa Capas, under renovation ang McDonalds, baka pinagaganda nila eto at pinalalaki. Maganda yung location ng malaking subdivision ng Robinsons Homes, lapit lang sa junction, public Market at mga fastfoods like Chowking, McDonalds, Seven Eleven, Jollibee, schools, supermarket etc. On going ang extensive marketing campaign nila. May malaki silang poster sa Luisita.:)

May under construction din na commercial building, malapit sa municipal hall.:)

Sa Tarlac City, full blast na ang construction ng Sogo Hotel, kasabay nito ang bagong branch ng Mitsubishi sa tabi ng SM, ganoon din ng Intellect building. Nahuhulaan ko na magiging malakas ang Sogo branch doon, kasi yung Melting Pot Inn na walking distance lang from SM ay puno noong nag-inquire ako he he. Ilang storey kaya yung building nila, malaki ang frontage nito, baka gagawing commercial stalls yung mga nasa baba.:)

IT IS DANGEROUS, if not fatal, to believe that winning an election or even especially - losing one - also bestows a monopoly on virtue and good intentions.

I used to be more widely known as the bayaw of Ninoy. Then as the husband of Tingting. Then as the brother of President Cory. Then as the Dad of Mikee. And now course, as the uncle of President Aquino.


I also know that my name is one of those inevitably mentioned whenever critics of our family bring up their well-worn smear word as their all-purpose demolition device - Kamaganak, Inc.



The notion of a Kamaganak Inc. is as revolting and repulsive to me as it is to everyone, and even more so to all of our family members who have had to bear this unfair and unfounded burden that has come with the territory of having a President in the family. And now, two Presidents.

The fact is that we Filipinos overwhelmingly elected Cory's only son because we want her courage and honesty to continue guiding our leaders in governing the country, regardless of the qualifications, experience, or abilities of her senator child. Voting him in was a resounding rejection of the corruption of Gloria and her allies, and a very clear declaration that we have had enough of the dishonesty, deception, and duplicity through Gloria's remaining appointees or her anointed successors.

The Filipinos also decisively proclaimed their distate for naked partisan politics, emphatically rejecting unacceptable candidates of the Liberal Party, including Mar Roxas for Vice President - something that the Liberals prematurely crowed over as a "done deal" when for a brief period, he enjoyed better projected poll numbers than Noynoy Aquino.

So again, I have been singled out as the convenient scapegoat for the embarrassing losses of the Liberal Party. If their candidate for Vice President cannot hang on to the coattails of the overwhelming landslide victory of his running mate, why of course, this can only be the work of none other but that wily and crafty Peping. Undoubtedly, he orchestrated and deployed all his political resources and allies to ensure his nephew's win, and the spectacular and stunning triumph of the well-known Cory loyalist, Jojo Binay, over the hapless, shocked, and overmatched Mister Palengke and Mister Tricycle.

When the expected crush for political appointments materialized immediately after the election, I did not sponsor anyone for any high-ranking position in the new administration. But instead of being hailed for not meddling in the frenzy of new appointments, I was characterized as being "outside the loop", toxic, and persona non grata. Ironically, it has been the losing Liberal Party candidates who have feverishly inserted themselves at the feasting trough, cleverly guilting the winning President into balatos and consuelo de bobos, unmindful and spiteful of their wholesale rejection by the electorate.
Not wishing to distract from the new President's efforts and programs, I have tried to avoid any public back and forth about the continuous and well manipulated defamation designed to keep me distant from and unwholesome for his image. I have accepted this as the expected strategy of those wanting to preserve and entrench their influence within the new administration.

But my silence has only emboldened the desperate and the greedy, as the end of the one year ban on the appointment of losing candidates approaches.

Recently, columns, articles, and programs have renewed the concoctions and fabrications at my expense. One has me leading a "United Opposition as the advisor and convenor of political forces disgruntled by PNoy's performance". Another claims outright that I have refurbished my LABAN movement for no foreseeable purpose than to fight the current administration.

The innuendoes have become shrill enough to openly announce that I resent being ignored by the core groups of President Aquino. That I am being coldly treated by the Presidential sisters. That the President and his sisters distance themselves from me in political matters, especially in appointments to the government.

One miserably misleading report even floated the unthinkable "prospect" of my meeting with Gloria for a proposed coalition as an actual event that is being passed around as fact instead of fantasy.

Never mind that one such as I, supposedly powerful enough to stage the defeat of a sure winner in the Vice Presidential poll is, on the other hand, being derided as not only completely undesirable but a disgraceful political liability to the election's biggest winner and his sisters?

That my entire direct family worked nonstop for the President's election is undeniable and on record. In particular, my daughter Mikee, along with her husband Dodot, toiled with my wife Tingting and all my other children throughout the campaign. Tirelessly. Indefatigably. And as it has turned out, thanklessly as well.

There is no rift between the President and myself, in spite of the accurate statements in the press that none of our followers who worked endlessly for his election have been rewarded with choice government positions. All of the volunteers in my various reform movements labored freely without remuneration, and unmotivated by gaining any government position or reward, unlike so many in the President's own Liberal Party who had to be reimbursed extravagantly before they would even begin to "support" President Aquino.

In fact, the Cojuangco families are very thankful that the Abads (we have an Abad as the secretary of the DBM, an Abad as Secretary to the PMS, an Abad as Vice Chairman of the House Committee on Appropriations, and an Abad as chief of staff of the Secretary of Finance). The Abad nepotism has so metastasized through the body of this administration that they have even managed to be included in the plunder charges recently filed against Gloria and her known galamays - these Abads have, faster than one can scream "magkakamaganak bang lahat ito?" now quickly snatched the label of "Kamaganak Inc. for their own families's use - shamelessly, insensitively, and defiantly - regardless of the lack of delicadeza and basic decency.

Apparently, the dictates against the appearances of nepotism only apply to my family members, which sadly have not been fortunate enough to be named Puno, Ochoa, Abad, or Roxas. Obviously, we can also dismiss any smirks over the stigma of charges about Kabarkadas were we lucky enough to be named Alvarez.

I, and my children, are so honored and humbled to be able to say that my wife preferred to step down from her career post at the PPSC, rather than cause even the slightest appearance of public bickering within the President's family (though she was appointed by GMA not by BCA, and is also technically not a direct relative), taking the high road over petty and distasteful public rows. She has set a sterling example of honor in public behavior that does me and all our children proud, not to mention continuing with the high standards of behavior and principles inspired by my sister Cory and Ninoy.
In closing, let me be clear that I have never been involved in any way with any opposition force against my nephew.

But I will always be in fierce and unyielding opposition to any and all self-serving partisan efforts and characters who put their interests before and above those of our people.

15-M public market to rise in Pura

TARLAC CITY -- A P15-million public market is expected to rise in Pura town this August.

The construction of a one-storey steel structure public market with rentable stalls for dry goods and shops is ongoing.

The construction began last April and is expected to be completed this August.

District Engineer Benjamin Lopez said the residents eagerly await the completion of the public market since the project will open business opportunities and spur economic growth in Pura town.

Lopez also said the project is part of the carry-over for 2010 and the delay in the construction was mainly due to the late release of funds.

Tour of Hope to Promote Cervical Cancer Prevention

he Bravehearts cycling event Tour of Hope, which will start at TriNoma Mall on May 28, aims to help save 500 women from cervical cancer.

Under the theme “Tour of Hope 2011-00: Going the Xtra Mile Against Cervical Cancer,” participating cyclists will travel from Manila to Laoag City to raise funds for cervical cancer prevention vaccination drives and seminars.

Tour of Hope, in partnership with Team David Salon and GlaxoSmithKline, will be heading towards Tarlac City, San Fernando in La Union, Vigan City in Ilocos Sur, Laoag City (Ilocos Norte), and then to Paoay.

Bravehearts president Abbygale Arenas-de Leon said that for the first time they will provide vaccinations to 500 women, making this year's Tour of Hope different from the previous ones.

De Leon added that more than spreading awareness on how to prevent the disease, she wanted to make this tour an inspiration to women to take action against cervical cancer.

The tour organizers, along with partner local government units (LGUs), will provide lectures to local communities during stopovers along the route. They will target areas with marginalized groups “who display poor health-seeking behavior.”

Led by the Cervical Cancer Prevention Network (CECAP) for the Cancer Institute Foundation (CIF), Bravehearts is a non-profit organization that aims to raise awareness on cervical cancer prevention. Its organizers have formed partnerships with LGUs including those of Tarlac, Dagupan, Pampanga, La Union, and Baguio to make the activities possible.

The group has already raised approximately P2 million through sponsorships and pledges since it started in 2008. The funds are used to sponsor cervical cancer screening programs and lectures with CECAP.

“On behalf of Bravehearts, I'd like to encourage everyone to join the fight against cervical cancer,” de Leon said.

“For all the women, do it for your families and loved ones. And for all the men, I encourage you to support the cervical cancer prevention advocacy for your mothers, sisters, and daughters. With your help, thousands of lives can be saved,” she added.

Prominent personalities known to support the organization are de Leon, Senator Loren Legarda, Pia Magalona, Ellen Tordesillas, Tessa Prieto-Valdes, Jeena Lopez, Maimai Davao, Joyette Jobson, and Suzi Entrata.

The Way of This Cross: A Relic of the True Cross Finds Home in the Philippines

"The backcountry road going west of Tarlac City leads to the mountainous edge of the central plain of Luzon. Twenty kilometers from the capital, one reaches the town of San Jose, 574 square kilometers of hilly and rolling land at the northwestern part of the province of Tarlac, where the village of Lubigan presents an arid landscape of cogon and bush broken by fields of rice and corn and dotted by huts, and stretches to the foot of a series of mountains that divide Tarlac and Zambales.

On one of the mountains, where apparitions are likely happen, a statue of Jesus Christ, all white under the blazing sun, stretches its arms. Behind the statue is a large cross. A gray-and-white castle incongruously appears among the green and brown. A resort maybe, or a small theme park? But the paved road snaking up the mountain leads to the newly-established Monasterio de Tarlac, where a piece of wood, said to be taken from the very cross on which Jesus Christ was crucified, is now enshrined.
The relic, now the only one in Asia, received limited public attention in the beginning and is now slowly being publicized.
“We would like to share this gift with the Filipino people,” says Father Ronald Thomas Cortez, the prior of the nascent monastic community called Servants of the Risen Christ and the main custodian of the relic. “I want us Filipinos to venerate the relic of the True Cross in our own country. The relic is believed to bring blessings to the faithful.”
The significance of the relic is not lost on the tourism office of the region, which put the monastery in its list of attractions and places of interest in the Central Luzon region, and predicted that “the place will soon become one of the most-visited pilgrimage sites in the country.”
It is very likely to happen. The Philippines is fervently Catholic, and many Filipinos are drawn to sacred sites, miraculous images, apparitions and talismans. This early, there have been pilgrims and seekers of answers coming to the monastery. And there will be more."

Pilgrimage

"We embarked on a pre-Holy Week pilgrimage to Monasterio de Tarlac, an almost three-hour drive from Manila. The road up the mountain, now christened the Mount of Resurrection by Father Ronald Thomas, was devoid of greenery save for a few hardy shrubs and gangly trees. In the future, it will be lined with stalls selling souvenirs and refreshments, we predicted. The paved road ended at the 278-hectare Tarlac Ecotourism Park, a tourism project of the provincial government, where the monastery occupies 43 hectares. A makeshift police station marked the entrance of the monastery, and policemen were on guard.
On the slope were gazebos, the shape of Medieval castles, for socializing and viewing the plains and far-off mountains. The surrounding gardens were littered with whitewashed statues of saints. The most prominent of them is a 30-foot statue of the Risen Christ, which bears some resemblance to the famous Statue of Christ the Redeemer overlooking Rio de Janeiro in Brazil.
Further down, off-limits to visitors, hermitages perched on the ledges among the shrubs, five spartan cottages with an amazing view: the plains of San Jose, a patchwork of green and brown veined with dirt roads and a river, and hemmed in by a chain of bluish mountains.

Near the viewing decks was a sizable restroom, well-kept and ready for an onslaught of pilgrims and visitors. At the other side was the administration building and dormitory with maroon tiled roofs and cream-painted walls, reminiscent of suburb houses of the nouveau riche and mid-level resorts, glinting in its newness in the sun.

At the heart of the compound, the plaza sprawled in front of the chapel that looked like a cardboard cutout against the clear sky. In the glare of noon, a short line of monks, in habits of white and sky-blue, marched across the plaza into the chapel, carrying incense and a cross. The fragrance of burning incense wafted in the air, its spiciness accented by the heat. The prior had insisted on saying mass and conducting a short recollection for the visitors.

The chapel can seat about 50. Its two wings can accommodate more. Inside, the retablo was painted white, richly embellished with gilded curlicues, whorls and leaves. A cross occupied the main niche. Above it were the words Ave, crux, spes unica, “Hail, the Holy Cross, our only hope.”

Through an oval window of the altar, we saw the silver arqueta, the ark which contains the relic. The altar area is closed off with a tall fence of wrought iron, the sense of standoffishness ameliorated by beautiful iron flowers. The gates are opened when the priest enters, when sacraments are performed and when churchgoers are allowed to touch the reliquary.

Father Ronald Thomas, popular called by his nickname Archie, dispensed his sermon, a perennial indictment of the mundane and the upholding of the more important and the spiritual, behind bars. After the mass, we lined up to touch the arqueta. The gate was opened as well as the grill doors of the altar. Each was allowed to touch the ark and have a moment of prayer and beseeching.

Bathed in golden light, the silver arqueta is engraved with decorations of curling vines and cherubim, and Christian symbols that remind one of the Crucifixion: a pair of dice, a hammer and a wrench, spears, the crown of thorns, a snake coiled around a goblet, a piece of cloth bearing the impression of Jesus Christ’s face, three crosses jutting out on the hill of Golgotha, and a ladder."

CITY OF SAN FERNANDO, Philippines—Motorists using the Hacienda Luisita interchange of the Subic-Clark-Tarlac Expressway (SCTEx) bewailed on Tuesday the collection of a P20 fee when they take the Barangay San Miguel access road in the sugar estate in Tarlac.

Hacienda Luisita Inc. (HLI), which is owned by relatives of President Benigno Aquino III, issues receipts through a makeshift toll station near the Luisita Industrial Park, a motorist told the Inquirer.

“We’re made to pay whether we get in or out of the San Miguel access road to and from the SCTEx in Luisita,” another motorist said in a text message.

Lawyer Arnel Casanova, president of the state-owned Bases Conversion and Development Authority (BCDA), owner of the SCTEx project, said the road is supposed to be open to everyone since the HLI committed to build an access road toward the interchange.

For public use

The road begins from the MacArthur Highway in Tarlac City. Its total length is 7.6 km, BCDA data showed. Toll from SCTEx in Mabalacat, Pampanga, to the Luisita exit is P80.

“The public should have free access. It’s for public use. It’s supposed to be an open road,” Casanova said by telephone on Tuesday. “The idea is to enhance economic activities in the area.”

Casanova could not say if the HLI has obtained an authority to collect toll from the Toll Regulatory Board.

He said the BCDA has written the HLI to clarify the issue.

The BCDA, he said, did not authorize the HLI to collect fees for the use of the access road.

Casanova said the BCDA has dealt with HLI on a “professional basis.” He said he is aware that Mr. Aquino is a minority owner of HLI.

The estate is owned by the family of Jose Cojuangco Sr. whose daughter, former President Corazon Aquino, is President Aquino’s mother.

Private road

Jose “Peping” Cojuangco Jr., an uncle of the President, confirmed that HLI began collecting toll on the San Miguel access road.

“They can use other exits, like in La Paz and Concepcion [towns in Tarlac,” Cojuangco said by telephone.

The P20 fee, he said, is for the road’s maintenance. “It’s a private road. It’s not covered by the right-of-way (ROW),” he said.

The cost of ROW in the SCTEx project was the subject of a Senate investigation before the May 2010 elections. No overpricing was found.

Cojuangco said the road needs to be maintained because some 4,000 vehicles pass through it every day. Some sections of the road need of repairs so accidents could be avoided, he said.

Tarlac to celebrate 138th Araw ng Lalawigan

TARLAC CITY -- Tarlaqueños are set to celebrate the province's 138th "Araw ng Lalawigan" on May 28 with a lot of fanfare.

The week-long celebration dubbed "Ganda at Galing...Natural Tarlak" will kick-off on May 23 with a thanksgiving mass and the opening of a trade fair at the provincial capitol grounds.

The event will be highlighted with a dog fun show, zip line and wall climbing adventures, food plaza and the local band concert dubbed "Galing Tarlaqueño."

Other activities include free legal consultation, football exhibition with the Azkals, jobs fair, medical and dental mission, Go Negosyo franchise fair, song and dance competition, exposition, fun run, grand parade, variety show, fireworks display, mobile passporting, airsoft and practical shooting competitions, and the Mutya ng Lalawigang Tarlac.

This year's anniversary marks the 12th time that the province of Tarlac celebrated its foundation.

Governor Victor Yap, in a statement, said this year's celebration is more extensive as it will highlight the historical places, tourist spots, and the products of Tarlac province.

"We will make this year's commemoration memorable," the governor said.

In 1998, upon the assumption to office of the late Governor and Congressman Jose "Aping" Yap, he immediately commissioned a team to research on the date of the establishment of Tarlac into a province.

The team, composed of Tarlac historians, discovered that on May 28, 1872, Tarlac was formally declared as a province.

The following year, through Presidential Proclamation Number 109 signed by then President Joseph Ejercito Estrada, May 28 was declared a special non-working holiday in the entire province of Tarlac in commemoration of its founding anniversary.

Tarlac has produced some of the most prominent personalities in the country that include former senator Benigno "Ninoy" Aquino Jr., former President Corazon "Cory" Aquino, former Ambassador Eduardo "Danding" Cojuangco Jr., General Francisco Macabulos, the first United Nations Secretary General Carlos P. Romulo, Leonor "Maria Clara" Rivera, and President Benigno "Noynoy" Aquino III.

"Tarlac is a historic province and the only fitting tribute we can offer is through the commemoration of its founding anniversary," Yap said.

CITY OF SAN FERNANDO, Philippines—Motorists using the Hacienda Luisita interchange of the Subic-Clark-Tarlac Expressway (SCTEx) bewailed on Tuesday the collection of a P20 fee when they take the Barangay San Miguel access road in the sugar estate in Tarlac.

Hacienda Luisita Inc. (HLI), which is owned by relatives of President Benigno Aquino III, issues receipts through a makeshift toll station near the Luisita Industrial Park, a motorist told the Inquirer.

“We’re made to pay whether we get in or out of the San Miguel access road to and from the SCTEx in Luisita,” another motorist said in a text message.

Lawyer Arnel Casanova, president of the state-owned Bases Conversion and Development Authority (BCDA), owner of the SCTEx project, said the road is supposed to be open to everyone since the HLI committed to build an access road toward the interchange.

For public use

The road begins from the MacArthur Highway in Tarlac City. Its total length is 7.6 km, BCDA data showed. Toll from SCTEx in Mabalacat, Pampanga, to the Luisita exit is P80.

“The public should have free access. It’s for public use. It’s supposed to be an open road,” Casanova said by telephone on Tuesday. “The idea is to enhance economic activities in the area.”

Casanova could not say if the HLI has obtained an authority to collect toll from the Toll Regulatory Board.

He said the BCDA has written the HLI to clarify the issue.

The BCDA, he said, did not authorize the HLI to collect fees for the use of the access road.

Casanova said the BCDA has dealt with HLI on a “professional basis.” He said he is aware that Mr. Aquino is a minority owner of HLI.

The estate is owned by the family of Jose Cojuangco Sr. whose daughter, former President Corazon Aquino, is President Aquino’s mother.

Private road

Jose “Peping” Cojuangco Jr., an uncle of the President, confirmed that HLI began collecting toll on the San Miguel access road.

“They can use other exits, like in La Paz and Concepcion [towns in Tarlac,” Cojuangco said by telephone.

The P20 fee, he said, is for the road’s maintenance. “It’s a private road. It’s not covered by the right-of-way (ROW),” he said.

The cost of ROW in the SCTEx project was the subject of a Senate investigation before the May 2010 elections. No overpricing was found.

Cojuangco said the road needs to be maintained because some 4,000 vehicles pass through it every day. Some sections of the road need of repairs so accidents could be avoided, he said.

Di ko ma-confirm, iyan. Maybe yung mga motorists, puede nila i-confirm kung tuloy pa rin ang paniningil ng toll sa ngayon.

Agree, saka balance yung pagkakasulat ng article, nasa baba yung justification ng mga Cojuangco. Although, nakikita ko na may effect sa mga commercial establishments sa Robinsons Luisita kung iiwasan ng mga travellers ang Luisita exit ng SCTEX.

Kung puede lang sana :) para government na ang magmanage at magmaintain. Kailangan ng Tarlac City ang dalawang link (Tarlac City & Luisita exits)na eto sa SCTEX to spur economic activities in the area both for industrial and commercial purposes and to continously attract more investments.

Internal rules set for boundary dispute

CITY OF SAN FERNANDO - The Provincial Boards (PB) of Pampanga and Tarlac on Wednesday started the groundwork for the creation of the internal rules of the Boundary Dispute Committee that will hear the boundary dispute between the municipalities of Bamban and Mabalacat.

Provincial Board (PB) Member Raul Macalino told Sun.Star Pampanga that the two board members met in Olongapo City to discuss the internal rules to serve as guiding principles in taking up the boundary dispute claims.

It could be remembered that the two PBs resolved in a recent meeting inside Clark Freeport to create a boundary dispute committee to resolve the long-standing issue between the two municipalities.

The two PBs have agreed to set up the "Mabalacat-Bamban Boundary Dispute Committee" that will hear the complaints of the contending parties and will submit its findings and recommendations to the Pampanga and Tarlac PBs.

In 2008, it could be remembered that tension rose between the two municipalities a few months ago when Bamban started to exert its alleged right over the areas being occupied by Barangay Calumpang along Sacobia River.

It was learned that portions of Sacobia belong to Mabalacat and Bamban. Earlier, barangay officials of Calumpang complained that a Bamban-based quarry operator has been hauling sand from the territorial jurisdiction of the village.

Macalino told Sun.Star Pampanga that the proposed internal rules will be presented in a formal session with the two PBs acting as a quasi-judicial body.

Macalino said a very pertinent provision of the internal rules is that the PBs, though in joint session, will vote separately on any recommendation of the dispute committee.

The proposed Mabalacat-Bamban Boundary Dispute Committee is tasked to present its formal decision and recommendation on the boundary dispute case.

Earlier, Mabalacat Mayor Marino Morales said the Calumpang area along the disputed boundary has long been under the jurisdiction of Mabalacat. He said most of the residents in the area subject themselves under the political and territorial jurisdiction of Mabalacat.

"This area disputed by Bamban was recognized to be a part of Mabalacat under Executive Order 344 of then President Fidel V. Ramos," Morales said.

kaya lang sir inuulan ang Foundation Day. Pero tuloy tuloy pa rin. Hindi ako gaanong maka pagbigay ng update sir. I just got back last wednesday. Kahapon nasa Tarlac ako. It rained so hard from Pampanga to Tarlac.

Agree Hugo, malawak pa ang puedeng e-expand ng Tarlac business district, palagay ko, basta madagdagan pa ng magagandang road networks strategically connected to places in the city with high commercial value. Example diyan yung nasa taas na pic, how I wish na mas malawak yung daan. Connected siya sa McArthur highway (SM location), then sa east, papunta naman siya ng SCTEX.:)

MANILA, Philippines—Conglomerate San Miguel Corp. (SMC) expects to complete two of its big-ticket infrastructure projects—the MRT 7 train line and a new highway to La Union—by 2014 and 2015, respectively.

In a disclosure earlier this week, the company said it would start work on the Metro Rail Transit (MRT) line 7 project—involving the construction of a 22-kilometer train line and the six-lane road beneath it—before the end of the year.

The project is estimated to cost $1.5 billion, with 25 percent to be funded by equity and the rest through loans.

SMC expects to shell out over $190 million for the project.

“It is expected to take three and a half years from the fourth quarter of 2011 to complete MRT 7,” SMC said.

The MRT 7 project will have 14 train stations from San Jose del Monte in Bulacan to the corner of North Avenue and Epifanio de los Santos Avenue (Edsa) in Quezon City.

It will be linked with the MRT-3 train line and the Light Rail Transit (LRT) line 1 via a common station in North Avenue.

On Nov. 8, 2010, SMC acquired a 51-percent equity interest in Universal LRT, which holds the concession for MRT-7, a planned expansion of the metro rail system in Manila, home to more than 10 million people.

MRT 7 is one of the several rail extension projects for the existing metro rail system, which services Metro Manila.

SMC will have 25 years to operate the train line.

In the meantime, the conglomerate said the first phase of the Tarlac-Pangasinan-La Union Expressway (TPLEx) project, the stretch from Tarlac to Carmen, Pangasinan, was scheduled for completion by August 2012.

Revenue collection through toll will start immediately after the first phase is opened, “while the remainder of the expressway is projected to be completed by August 2014,” SMC said.

SMC currently holds a 25-percent stake in TPLEx concessionaire Private Infrastructure Development Corp. (PIDC), which is a joint venture between DM Consunji Inc. and DM Wenceslao & Associates Inc.

SMC has the right to increase its stake in the company through a P3.32-billion equity investment, which will help fund the project. This will increase SMC’s interest in the company to a controlling 51 percent.

The project cost for the development of TPLEx was estimated at P821.6 billion, which will be funded by a combination of debt (45.8 percent), equity (40.8 percent) and Philippine government subsidy (13.4 percent.)

The government subsidy will be available at the start of construction of Stage 3 of TPLEx, the section from Urdaneta to Rosario, Pangasinan.
