Salamat sa mga pictures mo kapatid. Iba talaga pag nakikita mo mga updated pictures lalu na isa rin akong ofw. Bilang adopted son ng Tarlac gusto ko rin nakikita mga lugar na dati kong dinadaanan at pinupuntahan.

Hindi ko pa masyadong nalilibot ang Tarlac City, pero may mga Santiagueno na tinuturing itong benchmark... Honestly, somebody told me na mapapantayan na namin ang Tarlac once pumasok ang SM at Rob sa amin. Super laki kasi ng malls na yan sa inyo at pag nagkataon, mauungusan namin ang Cabanatuan... Well, opinion yan nung taong yun... Kelan kaya papasok yung companies na yun sa amin? Hehehe... By that time, may mga bago nanaman sa inyo. Expressways palng e ngsusulputan na sa inyo... :)

We can rely naman on our competetive advantages... Agriculture and perhaps energy, and empowering more the people... :)

Hindi ko pa masyadong nalilibot ang Tarlac City, pero may mga Santiagueno na tinuturing itong benchmark... Honestly, somebody told me na mapapantayan na namin ang Tarlac once pumasok ang SM at Rob sa amin. Super laki kasi ng malls na yan sa inyo at pag nagkataon, mauungusan namin ang Cabanatuan... Well, opinion yan nung taong yun... Kelan kaya papasok yung companies na yun sa amin? Hehehe... By that time, may mga bago nanaman sa inyo. Expressways palng e ngsusulputan na sa inyo... :)

Oo sir malaki ang potential ng lugar nyo, pinakaunang city ng Cagayan Valley Region pag galing ka ng R3 at tinaguriang commercial center. Billions of pesos din ang mga paparating na investments sa agri, malaking edge yun para lalong magpursige ang malalaking malls na pumasok.:)

Yes, hopefully, mas madadagdagan ang confidence ng mga investors sa Tarlac City and other towns once na matapos ang TPLEX.:) We are also looking forward for the completion of Zambales-Tarlac road, para macomplete ang pagiging sentro ng Tarlac sa Central Luzon gaya ng Pampanga.

Hayaan mo sir, pag umuwi ako, try kong mag-stop over sa Bamban at Capas para makakuha ng pics. Sa Dau ako ulit bababa he he.:)

Nag-improved na ang junction sa Capas, may stop light na rin doon, Seven Eleven, Chowking na yung dating KFC, tapos I think malapit din doon yung bagong Ospital ng Capas.

Wow, ayos kung ganoon, Capas ang pinakaunang Town na magkaka- Puregold sa Tarlac province. Malaki kasi ang population ninyo, lalo na sa O'doneil.:)

Yung sa Sutherland, sure ako operational na. Di ako sure sa Sitel, pero nasa directory ng Call Centers.:)

He he. Di ako sure sa construction ng condo sa likod ng Marquee, baka si Francis alam niya.:):)

Wala pang cityhood bills para sa ibang towns, sa population or land area, may qualified pero sa locally generated income wala pa. IMHO, nasa aspirations ng ibang first class municipalities ang maging city, with infrastructures like SCTEX and future TPLEX, makakatulong eto towards this goal with initiatives from LGU's. "The best way to predict the future is to create it", ika nga.:)

Pero sa totoo lang malaki na inunlad ng province of Tarlac. Way back 2001 dun sa Luisita Industrial, San Miguel ako nag trabaho eh parang napakalungkot pa ng Tarlac. Ngayon sunod sunod na mga establishments na tinatayo.

I think wala pang hospital na may ganiyang designation sa Tarlac, in case of emergency, pinaka accessible sa McArthur highway yung Jecson Medical Center, kahelera ng Metrotown mall (about 300 meters away pa-norte).

Other hospitals are likewise less than a kilometer from the highway:

1. Tarlac Provincial Hospital, Central Luzon Doctors Hospital (take northwestern diversion road, Sogo Hotel, near SM)

2. Ramos General Hospital (take Hilario Street, beside La Maja Rica Hotel)

3. Talon General Hospital (Take Tanedo Street.)

4. Holy Trinity Hospital (near Robinson's Luisita, San Miguel Tarlac)

hindi po, yung chowking at KFC, magkaiba sila ng building. Yung KFC po ngayon ay naging information office ng villa de concepcion, isa ring residential estate sa capas :)

Yung dating KFC yung may 2nd floor na naholdap dati then nagsara (Pero ngayon may police visibility na lagi sa junction). Yung Chowking naman ay operational pa until now. Yung sa Halos katabi nung chowking yung Puregold naman

Wow, ok kung ganoon, halos magkakatabi na ang establishments sa may junction ng Capas. Yung Capas-Concepcion Road din from SCTEX exit, mahaba-haba din yun kung maging commercialized, may mga nakikita din akong restaurants doon, resorts at mini-hotels, from there sana magconstruct sila ng major road na short cut papunta sa town proper ng Capas, giving way for future expansion of the town in case na maging city, then it will link to the road going to western Barangays leading to Capas National Shrine and Mt. Pinatubo.:)

So far, pumapangalawa ang Capas sa Tarlac City sa dami ng residential na dinidevelop, at malalaki din ang investments na pumapasok dito like yung Pilmico at yung P2.36 billion aqua feed mill:

Regarding sa 2013:Vision-Camiling City, happy ako na may ganiyang vision ang town namin, let's just wait and see, basta may political will at kailangan din ng malaking pondo para sa infrastructures as the article suggests lalo na yung Camiling bridge. Agree ako doon sa construction ng bridge sa may Burgos street, tapos adjacent barangays with strategic location should be explored for possible commercial expansion and establishment of industrial park, flood control measures should also be in place.

TV5 plans to reach more provinces by year end

BROADCASTER TV5 plans to widen its reach to up to five more provinces this year to meet its target of airing in 95% of urban areas by end-December, an official said late on Thursday.
The National Telecommunications Commission has already approved the firm’s proposals to put up four to five new transmitters in several areas including Camarines Sur, Tarlac and Batangas, Ray C. Espinosa, TV5 president and chief executive officer, told reporters.“We just need four or five more transmitters then [we have already covered most of] national urban [areas],” Mr. Espinosa said.

He added that there are still pending applications before the regulator, but stressed that the approval for the new transmitters are “important” in attaining its target of covering almost all of national urban areas.

The broadcaster had earlier said it already launched its channel in Cebu City, Davao City, Pangasinan province, Cagayan de Oro province, Zamboanga City, General Santos City and in the Caraga region in northeast Mindanao.

The broadcaster is targeting to book “a little over P3 billion” of revenues this year, mostly from advertisements, Mr. Espinosa reiterated.

The target is more than triple the firm’s revenues in 2010, estimated below P1 billion, according to earlier reports.

Judging from the firm’s performance so far, Mr. Espinosa said that it is on track on reaching the 2011 revenue target.

DOT issues advisory on Mount Pinatubo

Now that the rainy season is upon us all, the Department of Tourism – Region III has issued a travel advisory warning all foreign and local tourists intending to venture into the medium heights of Mt. Pinatubo to exercise due vigilance and watchfulness in case of a heavy downpour.

This was the announcement made by Regional Director Ronaldo P. Tiotuico in a travel advisory issued recently.
Tiotuico expressed concern over the safety and security of tourists who pay homage to the Aeta-revered volcano in view of the announcement of Pagasa that a string of typhoons is bound to hit the country within the next few months. Tourists are advised to seek travel advisory on weather condition permeating in areas close to the mountain from the local government units or Pagasa.

The rule of thumb is that whenever there is a typhoon brewing, it is best to keep out of harm’s way by postponing one’s trip to a later date, preferably from October to May, or if not possible, wait for the sun to shine for a week or so when the current along O’ Donnell river in Capas, Tarlac becomes stable.

The same is true for other mountain trails en route to the crater such as the so-called Porac Peak in Pampanga and that in Sapangbato, Angeles City.

On the infrastructure development and introduction of recreational activities in the crater, Phivolcs, which is mandated to evaluate volcanic hazards and monitor activities which may have an impact on any tourism program in the area, said that any infrastructure development therein should have the approval of DPWH or the local government units in support of the area master plan.

In addition, people entering and utilizing the crater lake as a recreational site must observe safety precautions. This is due mainly to the frequent occurrences of rock falls and landslide on the crater wall. Such active occurrences are evidenced by the existence of significant fresh talus deposits along the crater lake shoreline.

Many other portions of the crater’s inner wall are in danger of collapsing, as indicated by huge cracks and steep slopes. Collapse may be triggered once heavy rain falls within the area.

In addition, fumarolic or thermal activities on the eastern crater lake shoreline are risky and may cause scalding or burns upon contact. Moderate to strong wind will also affect the mobility of water crafts (kayaks, boats) near the breached two-meter wide Maraunot outlet.

The construction of a new road in Zambales is ongoing. This will provide paths in different part of Central Luzon. The Iba-Tarlac road is Zambales' Gateway to Economic Development. It will reduce the time in traveling. The new road will connect the Olongapo-Bugallon road in Botolan going to Capas, Tarlac by the foot of Baracbac Bridge. The total length of the road is 89 kilometers, the 52 kilometers will pass through Zambales and the remaining 39 kilometers will be extended to the Tarlac region. When the project is completed, a link will be established from Zambales to Tarlac, Pampanga and Nueva Ecija. A way will also be constructed to connect it to Subic-Clark Industrial Zone. It will also serve as an alternate route to Gapan-San Fernando-Olongapo intersection. Hercules Manglicmot, Zambales District Engineer, said that the needed amount for the road project completion is P7 billion. The project will also lead to the construction of 20 bridges with a distance of 2.5 kilometers. The said project already spent 195 million for the leveling of the 6 kilometer gravel road and the finishing of an 8 kilometer concrete road. [via pia.gov.ph]

Yes, positive ako na itutuloy ni Pnoy ang Northrail Project. Sana sulit ang pagkakadelay nito at mabawasan significantly ang price. Nasa phase 4 tayo, dadaan eto mula Tarlac, Pangasinan, then San Fernando Launion.:)

Spurring development in North and Central Luzon

Diffusing growth and development through a new rail
system

"The Northrail hopes to spread the benefits of growth to Central and Northern Luzon by providing a fast, safe, efficient and reliable mass transport service for people and goods to and from Metro Manila. It will help achieve government’s goal of decongesting Metro Manila, create new centers of development, and develop Clark and Subic as a competitive international service and logistics hub in East Asia.

The project is divided into four Phases; Phase 1 covers Caloocan to Malolos (Section 1) and Malolos to Clark (Section 2); Phase 2 is the branch line to Subic; Phase 3 is extension to Fort Bonifacio; and Phase 4 is extension to San Fernando in La Union."

Costs and Benefits

On the financing side, 79 percent of Section 1 was funded by China while the rest were sourced from commercial borrowings. BCDA’s North Luzon Railway Corporation (NLRC) manages the project. The China National Machinery and Equipment Corporation Group (CNMEG),meanwhile, is the official conduit of Chinese funds. Loan interest is only at 3 percent, with a 20-year repayment inclusive of 5-year grace period. The Chinese offer does not require clearing of right-of-way before loan signing, thus giving government the opportunity to pursue the project while facilitating right-of-way clearance and resettlement of informal settlers. The Japanese funding required at least 50 percent of the ROW before loan signing which procedurally cannot be done since a loan agreement is required before the release of funds for ROW acquisition.

Some call the project overpriced, but they fail to note that Northrail is a double-line track system built over the existing Luzon rail system. This is the first time that such a track system will be built in the country. Hence, there is value for money. Also, compared with MRT-3, the costper-track kilometer is much cheaper. MRT-3 costs US$20.9 million while Northrail only costs US$6.54 million.

Government expects to earn about PhP2 billion from Phase 1 Section 1 after completion, based on an NLRC estimate of 164,745 passengers a day with an average fare of PhP33.70. Boarding fee is set at PhP10, with an additional PhP 1 per kilometer of travel.

Meanwhile, ChinaEXIM Bank has already allocated US$500 million for Section 2, with the loan agreement signed on January 15, 2007. The Development Bank of the Philippines has also committed a US$90 million loan for the local counterpart fund, as well as miscellaneous costs for Sections 1 and 2. The NLRC is still complying with preconditions to loan drawdown for Section 2. The NHA is also facilitating works related to the relocation of affected families."

5 flood-hit towns in Tarlac placed under state of calamity

TARLAC CITY, Tarlac, Philippines - Five towns in the province have been placed under the state of calamity due to massive flooding spawned by tropical storm "Falcon" (international codename: Meari).

The Tarlac Provincial Disaster Risk and Reduction Management Council (TPDRRMC) on Monday said the towns under calamity state were Concepcion, La Paz, Camiling, San Clemente and Paniqui, which have experienced flash floods of up to breast-deep level due to the heavy downpour caused by Falcon over the weekend.

The TPDRRMC also approved the full utilization of 30 percent of the local government's fund, known as stand-by or quick respond fund (QRF), to allocate for relief and recovery programs so that the lives of residents in the stricken communities will return to normal as quickly as possible as provided in Republic Act 10121.

The TPDRRMC also urged all local government units (LGUs) to initiate their respective Municipal Development Risk and Reduction Management Council for them to utilize their own calamity fund.

Two days ago, the western, northern and eastern portion of the province comprising Camiling, Paniqui, Gerona and La Paz towns were not passable to the motorists due to flooding.

As of Tuesday, only trucks and buses can pass La Paz town.

Motorists going to Nueva Ecija are advised to take the Victoria-La Paz road in Barangay Caramutan while western and northern routes are now passable to all kinds of vehicles.

Acting Governor Pearl Pacada said they distributed 150 packs of relief goods to local residents affected by Falcon and assessed the damage to infrastructures during an inspection tour of the province.

Meanwhile, a four-year-old boy identified as John Ian Dimalanta of Barangay Tinang, Concepcion town drowned when he accidentally slipped at the Sibol river over the weekend. His family tried to save him but without success. His lifeless body was found after several hours.

Revenue-sharing revisions pave way to SCTEX contract renewal

The Bases Conversion and Development Authority (BCDA) has renewed its contract with the Manila North Tollways Corp. (MNTC) to continue the operation and maintenance of the Subic-Clark-Tarlac Expressway (SCTEX), albeit with revisions on revenue sharing.

BCDA president and chief executive Arnel Casanova explained how the revenue sharing agreement was revised with the MNTC. He said under the new agreement, the Pangilinan-led firm will provide the BCDA with the needed cashflows to cover the state firm’s debt service obligation to the Japan International Cooperation Agency (JICA).

The construction of the SCTEX was made possible when JICA extended a P31-billion loan to fund its construction. The JICA loan will mature in the year 2041.

“They increased the advance facility from P1 billion to P2 billion with an option of providing more if there will be shortfalls due to lesser traffic than projected." He said. “It is a cashflow efficient agreement and advantageous to the government."

Under the new contract, the BCDA shall assign to the MNTC the management, operation and maintenance of the tollway as well as BCDA’s rights in the Toll Operations Agreement, including the collection of toll revenues for a period of 25 years, renewable for another 8 years.MNTC chairman Manuel V. Pangilinan said, “This agreement reflects the re-affirmation of our alliance with BCDA in running SCTEX, and reiterates our Group’s commitment to support the PPP [public-private partnership] program of the Government."

MNTC said that the deal allows the company to provide the best service to motorists using SCTEX with high standards on a par with the North Luzon Expressway (NLEX).Moreover, MNTC has plans to integrate SCTEX with NLEX to provide motorist with “a truly seamless travel experience."

As SCTEX co-concessionaire, MNTC will have overall management of the entire operation and supervision of the tollway linking together the Subic Freeport Zone in Zambales, the Clark Special Economic Zone in Pampanga, and the Central Techno Park in Tarlac.

MNTC will also provide all necessary ancillary facilities and equipment, plus resources needed to run SCTEX efficiently — including assuring security and safety for motorists on the tollway on a 24/7 basis. — MRT/VS, GMA News

Tarlac City exec cites accomplishments

TARLAC CITY, Tarlac, July 3 (PNA)--City mayor Gelacio Ace Manalang on Friday said that his first year of administration focused on extending basic social and welfare services like livelihood, health, and education to the residents of this soaring-high city, which has more than 100,000 population.

In his first State Of the City Address (SOCA) delivered at the third floor of the newly inaugurated state-of-the-art legislative building, Manalang said the City Social Development and Welfare Office was able to give direct assistance to at least 37,157 individuals plus hundred of couples and families that received different kinds of aid and support.

Members of Sangguniang Panglungsod, city government officials and employees, different sectors and other guests attended the SOCA.

He said that since the city has still 62 agricultural villages, the City Agriculture Office has intensified its program primarily on the technical support that assist the farmers on how to till their land properly to have enough yields during harvest time.

Manalang said that they were able to distribute at least 5,000 bags of subsidized seeds, 6,000 bags of subsidized fertilizers and other farm inputs plus free tilapia fingerlings to fisherfolks that benefited a total of 7,600 farmers.

This year, the city government acquired two tractors to help farmers in tilling their land. The city government plans to acquire two more tractors next year to accommodate more farmers comprising eastern and western part of the city.

On city government’s health program, Manalang said that the Advance Clinical Enhancement (ACE) card, one of his flagship projects, has reached its first 20,000 beneficiaries on list. The cards are expected to be distributed this August.

The card offers P20,000 worth of hospitalization and medicine benefits in government and private hospitals all over the city.

The mayor also said that the City Health Office, in coordination with Association of Barangay Chairman, headed by his son Councilor Allan Manalang, conducted series of medical, dental, optical and free circumcision services to all barangays here that served more or less 56,000 Tarlaquenos.

He said that education was among his top priorities that’s why he wanted to maintain quality education in the city.

Under the Enhanced Scholarship Program, he said the city government supports hundreds of poor but deserving students at Tarlac State University and other colleges.

Recently, the city government has signed a Memorandum of Agreement (MOA) with the different educational institutions, including two universities here, for accreditation on Technical Education and Skills Development Authority (TESDA) to support the indigents who want to acquire technical and vocational courses for free to be funded by the city government.

He also said that due to 90 percent crime solution efficiency of the Tarlac City police station, the city has gained 900 new investors in addition to more or less 4,000 businessmen in the city.

“Although there are incidents of crime, as fast progressing city, we cannot avoid that but what is important is the higher rate of crime solution efficiency compare in the past,” he said.

Of the SOCA’s account, one of the reports that gained round of applause was the make-over of the now state-of-the-art Ninoy Aquino City plaza that currently attracts local citizen and visitors.

On infrastructure projects, Manalang said that close to half-a-billion-peso project has already been implemented, including road maintenance, canals, waterways, drainage outfalls, government buildings renovations, lighting facilities, signage and thermoplastic markings of streets, repairs of public classrooms and many others.

The city executive also said that with the P1.56 billion budget next year, and with the P2-billion Built-and-Operate Transfer (BOT) scheme project to bid next month, the city would certainly attain the highly urbanized city status soon. (PNA)

Tarlac Farmers to Benefit from Balog Balog Irrigation Project

Thousands of Tarlac farmers tilling over 34,000 hectares are bound to benefit next year and beyond with the completion of the Balog-Balog Irrigation Multipurpose Project (BIMP) phase 1 by year-end.

Agriculture Secretary Proceso J. Alcala has instructed the National Irrigation Administration to fast-track the project which will irrigate a total of 34,410 hectares (21,935 hectares of new farmlands and 12,475 hectares of rehabilitated areas) in Tarlac City and eight towns (La Paz, Gerona, Pura, Ramos, Capas, Paniqui, Bamban and Concepcion).

The BIMP phase 1 will put to productive use farmlands that were previously covered by lahar from Mt. Pinatubo.

The DA chief made the commitment during last week’s two town hall meetings with Tarlac farmers and local executives: the first with 3rd District Rep. Jeci Lapus in Concepcion town; and later with Governor Victor Yap in Tarlac City.

Sec. Alcala said the NIA has allotted P349 million this year to repair and rehabilitate the BIMP, which sources water from the Bulsa River.

In addition to the BIMP, Sec. Alcala said the DA will conduct feasibility studies in partnership with the Department of Public Works and Highways to construct small water impounding projects (SWIPs) in the towns of La Paz and Gerona.

For these initiatives, Governor Yap, Rep. Lapus, municipal mayors and farmer-leaders thanked President Aquino and Secretary Alcala for their strong support to transform Tarlac into one of the country’s major rice and vegetable producing provinces.

Sec. Alcala said the BIMP will be further developed as source of hydroelectric power in Luzon, under the proposed BIMP Phase 2. It is one of the several ‘big-ticket’ agriculture infrastructure projects proposed by the DA to be funded under the Public-Private Partnership (PPP) scheme.

The BIMP phase 2 entails the construction of a 113.5-meter dam across the Bulsa River, and installation of turbines to generate 43.5 megawatts of electricity. Total project cost is estimated at P18.5 billion.

P29.2-billion expressway project to link Tarlac, Nueva Ecija endorsed


MALOLOS CITY, Philippines – The Central Luzon Regional Development Council (RDC) has endorsed the construction of the 63.9-kilometer Central Luzon Link Expressway (CLLEx) as one of the priority projects in the region for next year.
The new expressway project that will connect the cities of Tarlac and San Jose in Nueva Ecija is estimated to cost at least P29.2 Billion and is divided into two phases.
The first phase involves 28 kilometers and is estimated to cost P13 billion will link the Subic-Clark-Tarlac Expressway (SCTEX) terminus in Tarlac City and the Pan-Philippine Highway (PPH) or the Daang Maharlika Highway in Cabanatuan City, Nueva Ecija.
The 35.9-kilometer second phase will link the cities of Cabanatuan and San Jose, Nueva Ecija is also worth P13 billion.
Engineer Carmelito Dizon of the Department of Public Works and Highway (DPWH) Project Management Office (PMO) said the expressway project will benefit not only Central Luzon but northeastern Luzon provinces like Cagayan Valley and Isabela.
“It will generally improve access to the food basket of Aurora in Central Luzon and Cagayan Valley region as well as provinces in the eastern part of the Cordillera Administrative Region (CAR),” Dizon said.
He said travel time between Metro Manila and provinces in the eastern seaboard of Luzon will also be faster, safer and more predictable.
“The projects is basically envisioned to provide linkage between SCTEX and the PPH integrating eastern Central and North Luzon provinces with Metro Manila,” he said.
Documents showed that provinces on the eastern seaboard of Luzon is less progressive compared to provinces in Central and Western North Luzon province which were linked by the North Luzon Expressway (NLEX) and the SCTEX.
A feasibility study financed and conducted by the Japan International Cooperation Agency (JICA) said at least 16,000 vehicles are expected to use phase I of CLLEx between the cities of Tarlac and Cabanatuan upon completion in 2016. The new expressway is also seen to ease heavy traffic from Plaridel, Bulacan to Cagayan.
“It will also decongest traffic volume in Bulacan because vehicles going to eastern North Luzon will like use the NLEX then SCTEX and the CLLEx,” he said.

Tarlac Farmers to Benefit from Balog Balog Irrigation Project

Thousands of Tarlac farmers tilling over 34,000 hectares are bound to benefit next year and beyond with the completion of the Balog-Balog Irrigation Multipurpose Project (BIMP) phase 1 by year-end.

Agriculture Secretary Proceso J. Alcala has instructed the National Irrigation Administration to fast-track the project which will irrigate a total of 34,410 hectares (21,935 hectares of new farmlands and 12,475 hectares of rehabilitated areas) in Tarlac City and eight towns (La Paz, Gerona, Pura, Ramos, Capas, Paniqui, Bamban and Concepcion).

The BIMP phase 1 will put to productive use farmlands that were previously covered by lahar from Mt. Pinatubo.

The DA chief made the commitment during last week’s two town hall meetings with Tarlac farmers and local executives: the first with 3rd District Rep. Jeci Lapus in Concepcion town; and later with Governor Victor Yap in Tarlac City.

Sec. Alcala said the NIA has allotted P349 million this year to repair and rehabilitate the BIMP, which sources water from the Bulsa River.

In addition to the BIMP, Sec. Alcala said the DA will conduct feasibility studies in partnership with the Department of Public Works and Highways to construct small water impounding projects (SWIPs) in the towns of La Paz and Gerona.

For these initiatives, Governor Yap, Rep. Lapus, municipal mayors and farmer-leaders thanked President Aquino and Secretary Alcala for their strong support to transform Tarlac into one of the country’s major rice and vegetable producing provinces.

Sec. Alcala said the BIMP will be further developed as source of hydroelectric power in Luzon, under the proposed BIMP Phase 2. It is one of the several ‘big-ticket’ agriculture infrastructure projects proposed by the DA to be funded under the Public-Private Partnership (PPP) scheme.

The BIMP phase 2 entails the construction of a 113.5-meter dam across the Bulsa River, and installation of turbines to generate 43.5 megawatts of electricity. Total project cost is estimated at P18.5 billion.

Yap wants to lessen gap between rich and poor

TARLAC CITY, Tarlac – “I want to make opportunities for my people to lessen the gap between the rich and the poor.”

Thus said Gov. Victor “Vic” Yap in his parting words when he delivered his State of the Province Address (SOPA) on Wednesday at the session hall of the provincial board (PB).

“That’s my dream,” added Yap whose impromptu speech lasted for about one hour and 10 minutes. He called on local officials to help him reduce poverty through “human development.”

“There are four components of human development – education, health, work and food,” said Yap. He stressed that these four components have been prioritized by his administration since he first became governor in 2007.

The two-term governor stressed that the support of the national government will be crucial in further developing the presidential home province.

Yap, youngest son of the late governor and congressman Jose Yap, said that the improvement of the province’s public investments will boost their economy and attract more investors.

He cited the Balog-Balog Irrigation Multi-purpose Project which is expected to be completed at the end of the year, benefitting thousands of farmers tilling 34,000 hectares of land in this city and the towns of La Paz, Gerona, Pura, Ramos, Panique, Bamban and Concepcion.

The completion of the P349-million irrigation system is expected to boost the rice and vegetable productions of the province founded in 1873.

PRESIDENT’S PROVINCE

Yap said their province will definitely get a “fair share” of support from Aquino, who hails from Hacienda Luisita here, when asked about the advantage of Tarlac being a presidential home province.

He added that the reputation of Aquino as a “fair official” had prevented them from asking too much from the bachelor-president. “We want to avoid being told by President Aquino ‘don’t be spoiled,” said Yap, former vice mayor of Victoria town.

Yap said the combined budget of the provincial government for 20 years is not enough to fund the rehabilitation of public infrastructure projects such as the flood mitigation system.

He said they need the help of the national government in removing Tarlac from the list as one of the most frequently flooded provinces in the country. But Yap stressed that “if given a change to choose which projects to fund first,” he will ask Aquino to support the Tarlac General Hospital (TGP).

The governor said he was thankful to Aquino for sending Health Secretary Sec. Enrique Ona at the TGP last January to inspect the then on-going construction of the new building of the hospital.

He wanted to help the Department of Health (DOH) turned the TGP “as one of the premier hospitals in Region III.”
Yap disclosed that the TGP gets an average of P1,100 fee per patient, including those given major treatment and operation.

“I think no other hospital in the country offer such small fee for their patients,” added Yap, who studied at the Ateneo de Manila University, University of the Philippines and University of Asia and the Pacific.

LOCATION IS FACTOR

Yap underscored the “strategic” location of their province composed of 17 towns and this city. He said the super highways linking Tarlac to Subic and Clark Freeports and other provinces in Central Luzon and North Luzon “makes it ideal for investors.”

Tarlac is a landlocked province which shares its borders with Pampanga to the south, Nueva Ecija to the east, Pangasinan to the north and Zambales to the west.

Yap cited the planned Central Luzon Link Expressway (CLLEx) that will connect the cities of Tarlac and San Jose in Nueva Ejica. He also mentioned the proposed highway linking Tarlac to Aurora province.

Yap said the two planned highways will be linked to the Subic-Clark-Tarlac expressway (SCTEx), largely benefitting their province in terms of attracting more investors due to its location at the center of development.

Yap expressed his support to turning the Diosdado Macapagal International Airport at Clark as the country’s premiere airport.

WORK AND MORE WORK

Yap said with the help of the provincial board led by Vice Gov. Pearl Erguiza-Pacada, they were able to generate some 12,000 jobs. He added that 2,000 of which had been generated by the Tarlac IT Park.

Among those international firms that established outlets at the IT Park includes the Sutherland Global Services, which also has Business Process Outsourcing office at Clark. Capas Mayor Antonio “TJ” Rodriguez said with the help of Yap, he had generated jobs for some 5,000 residents for a new garment’s factory and other new businesses in the town.

MORE FOR EDUCATION

Paniqui Mayor Miguel Rivilla said he and other Tarlac mayors “are fully supportive” of Yap’s vision to make their province progressive through the availability of quality education.

He said they have three public high schools in Paniqui but their town needs one more to properly serve the needs of his people. Yap disclosed that the quality of education of their public elementary schools had been ranked by the national government as one of the top ten in the country.

But he pointed out that the quality of education in the high school here had been ranked as between 30 to 40 among all the provinces. “So there are a lot of works to do, especially in field of education,” said Yap, brother of Second District Rep. Susan Yap-Sulit.

Yap stressed that “I should not be credited alone for the accomplishments of Tarlac but all of us.” Tarlac City Mayor Gelacio Manalang said “their projects and that of the province compliment each other and vice versa.”

Vice Gov. Padaca, for her part, said the provincial board “is all-out” for the projects of Yap designed to help the poor. Yap praised the Philippine National Police in their province for putting Tarlac the second lowest number of all kinds of crime in Region III.

“Without peace, there will be no progress. Without real progress, there will be no peace,” said Yap, who scored a landslide victory in his re-election bid last year.

Pinalitan na kaya ang name ng Tarlac Provincial Hospital (TPH) to Tarlac General Hospital (TGH)? In favor ako sa support ng national government para sa upgrading ng TGH, marami na ring population ang province, nabisita ko noong May iyan, ang daming tao sa emergency room. Mabuti at nagkaroon ng expansion.:)

Ibig sabihin pala may 2,000 workers na sa IT park, tapos mga libo-libo ding workers sa Capas. No doubt, feasible na talagang magka Puregold sa Capas, sa Tarlac City kaya?

The GDP in the province will also improve due to increase in rice production that will be harvested from the 34,000 hectares to be irrigated by the Balog-balog Dam once finished.

Fossil Artifacts

The history of Bamban and its people is as old as the story of the Aetas who used to live in the lowlands, as against their present place in the uplands of Bamban. They occupy what is now the town center before the coming of the Spaniards. They witnessed the eruption of Mt. Pinatubo some five hundred years ago. Fossil artifacts found at the cliff of Mt. Lagare in Monikayo (a sitio of San Vicente) are in display showing leaves and tree branches as sealed in volcanic clay at the top of the hill, showing how destructive the previous eruption in 1300’s as compared to the 1991 eruption. Several Aetas connected with the BHS do the exploration of their domain in search of fossil artifacts and are donated at the museum, a worthy endeavor for the original tribes of Bamban in preserving their identity.


Timeline in History

Local history in the Philippines is as vague, incomplete, and very little materials available. It is no exception with Bamban. However, BHS through its chairman, Rhonie C. Dela Cruz, in the span of ten years, continue to conduct research here and abroad, gathering research materials, old photos, and climbing mountains n search of artifacts to picture a more vivid representation of local history and culture. With this, a Timeline in History of Bamban covering 1700 (pre-Spanish or Aeta kingdom) Spanish, the Revolution of 1896, and the Filipino-American War of 1899. Lack of detailed materials for the American Period, or the so-called Peace Time precludes the historian for the timeline of this epoch, until such historical information is sufficient.

The history of WWII in Bamban is as vivid as with the photos etched in the long tarpaulin covering the timeline; from the start of the war where the veterans of Bamban fought in the Defense of Luzon to the Japanese Occupation, the guerilla resistance movement of Squadron 101, Squadron 30 (Aetas), and the Bamban Battalion of Bruce Guerilla until the liberation in January of 1945 and the subsequent vicious Battle of Bamban Hills.


Joan Skiff Memorial Hall

Named after the wife of an American veteran of Bamban campaign during WWII, Joan made the first foreigner who visited the museum in October 2005, the date when it was officially opened to the public. It houses the Timeline in History, WWII exhibits, artifacts, rare photos dating back in 1902, and the collection of Marshall Skiff consisting rare photos and WWII items taken from the hills of Bamban. In the future, the Museum Library will be housed in this hall which is rare and hard-to-find research materials for Bamban.


Macario Dela Cruz Memorial Hall

Housed the main photo exhibit of the history of Bamban with special subject on WWII (including Japanese kamikaze and Kembu Group), the WWII veterans of Bamban, Battle of Bamban River Line (Filipino-American War) and the Pinatubo era. The hall is named after the grandfather of founding chair of Bamban Historical Society who used to be in the Company A, 1st Battalion (Bamban), Bruce Guerilla and was the oldest guerilla member at the age of 55 during the time.


Melencio Figueroa (26th Cavalry, Philippine Scouts)

A memorial bust is erected inside the premise of the museum for this veteran-hero of Bamban who fought from Lingayen to Bataan and Corregidor at the tender age of eighteen. Beside the bust lies the Bruce Guerilla Memorial Tower and the Philippine Scouts and Philippine Army (USAFFE) Memorial Tower dedicated to the former Commonwealth Army soldiers from Bamban who participated and sacrificed in the great battles of WWII as defenders of liberty and freedom.


WWII Memorials and Exhibits

The museum is actually more dedicated in the history of WWII in Bamban and the surrounding areas like Stotsenburg-Clark, Mabalacat, Tarlac, Angeles. And it covers a wider historical perspective on the side of the Filipinos, the Aetas, the Americans, the Japanese, and the Koreans. The following are memorials that are established at the museum;

The Defenders of Bataan and Corregidor, Inc. (DBC) Exhibit

BHS is affiliated with the DBC and a special section is allocated for the DBC Exhibit (DBC was founded by Col. Rafael Estrada in 1950) showing the history of the soldiers of those who fought in Bataan and Corregidor, the Death March, and the Camp O’Donnell POW camp. Several of the USAFFE veterans from Bamban are members of DBC. The exhibit also presents the organizational structure with all the photo images.


Museum Documentary Film Hall

A modest native nipa hut is located inside the museum serve as the Documentary Film Hall. The facility has TV and DVD equipment to play combat documentary films and other video collections pertaining to WWII. Some of the collections available are: Liberation of Bamban – January 23, 1945, Bamban and Clark Area Airfields of WWII, Japanese Kamikaze Operation in WWII (Bamban, Clark, Angeles, etc.), Japanese Propaganda Film showing actual footage of the Battle of Bataan, Corregidor, and the Death March.

The Next Frontier

One may view this undertaking to be an ambitious project. It may seem to be but it is realizable and doable. The attempt to develop some 10,000 hectares of vast but raw lands in the northern part of the former military reservations in Clark is now on the drawing board. Clark Development Corp. (cdc)—the government corporation with the mandate to oversee the conversion program for this particular baseland—has launched a development program.

It has started to draw a blueprint that will usher in a new landscape not only for investments, but also for the Aeta tribes and their communities.

The Next Frontier is both a development program and new name for the so-called Sub Zone of Clark. It is located immediately to the north of the main zone (straddling portions of Mabalacat, Pampanga and Bamban, Tarlac) or the Clark Air Base proper—the fenced-in 4,440 hectares which now host commercial, industrial, tourism and aviation firms, including the Diosdado Macapagal International Airport (DMIA).

The Next Frontier will develop at least 30 percent of the Sub Zone’s 29,000 hectares of raw land, characterized by hills and valleys. In response to the growing saturation of lands and buildings inside the Main Zone, this will open up new areas for business and investment projects for prospective foreign and local investors.

The cost of developing The Next Frontier will require some P11.18 billion for new roads, bridges and utilities to be built in the next 15 years. With the emergence of locators in the area, CDC estimates that business projects inside The Next Frontier will generate about 47,000 jobs.

The Next Frontier is being pursued in consonance with the Joint Management Agreement (JMA)—a contract signed on December 6, 2007, by CDC, the National Commission on Indigenous Peoples (NCIP) and leaders of Aeta tribes who have inherent rights over certain areas of the Sub Zone under the ancestral domain claims.

CDC president and CEO Benigno Ricafort said while the JMA and The Next Frontier enable CDC to create investment potentials in tourism, housing, commercial, institutional and light industry projects in the Sub Zone, the undertaking also “ensures the recognition and promotion of the overall welfare of the Aeta tribes in the area.”

This is enshrined, he said, “in the provisions of JMA that stipulate revenue sharing for the Aetas from the rentals of land and buildings by prospective investors within the ancestral domain. While this arrangement creates opportunities for unprecedented economic growth for Clark and local environs, it also ensures a more stable and decent livelihood source for Aeta tribes.”

For the Aetas

The Aetas have 12 existing sitios inside the 10,684 hectares. The blueprint will try to maximize land use for investment projects and build a new and modest community for indigenous people.

Under CDC’s plans, the sitio will be “clustered” into five “service centers” or something like new villages or barangays. Each service center will have modest housing facilities, schools from nursery to secondary levels, health/medical facilities, multipurpose center, farming area and postharvest facilities, minicommercial centers, churches, recreational parks and utilities including telephony and Internet provisions.

The Aetas will receive 20 percent of the total revenues generated from CDC’s hosting of business establishments inside The Next Frontier. This is one of the provisions of JMA. Already, CDC has granted the Aetas’ request and had distributed 13 utility vehicles for the tribes, to help market the products of Aetas, bring children to schools and their sick to the hospitals in nearby Mabalacat and Bamban towns or Angeles City.

The 700-linear-meter Sacobia Bridge connects The Next Frontier with Clark’s Main Zone.


For business purposes

CDC officials say The Next Frontier is “consistent with national agenda for indigenous peoples, as well as for investment and employment generation.”

Under this program, CDC hopes to achieve optimal use of ancestral lands inside the Sub Zone as covered by JMA. Of the total land area of 10,684 hectares covered by JMA, CDC has targeted a net area of 2,010 hectares, which it calls “buildable for business and investment projects.”

The current CDC management has identified six priority projects until December 2010 for The Next Frontier. These include finalizing lease contracts with Korean firm Donggwang for an ecotourism project; with the Philippine Tourism Authority for a wakeboarding resort, and the establishment of a Taiwan Ecozone.

Also in the pipeline are the construction of east and spine roads, paving of a west road (which will create more accessibility to remote parts of the hilly areas), completion of plans for settlement clusters, completion of ground surveys and detailed engineering, feasibility studies for utilities.

Gaining ground

With plans for The Next Frontier on the drawing board, CDC has been simultaneously working on
favorable endorsements from Clark’s major stakeholders: local officials, business sector, media, nongovernment organizations and the like. Its plans are supported through resolutions of the Pampanga Mayors League, the Provincial Development Council of Pampanga, Metro Clark Advisory Council (made up of 11 Pampanga and Tarlac towns and Angeles City), Pampanga Chamber of Commerce, Metro Angeles Chamber of Commerce and Industry, the Filipino-Chinese Chamber of Commerce in San Fernando and Angeles City, the Advocacy for the Development of Central Luzon and various media groups.

The Next Frontier will also be presented to the Regional Development Council, after which it will be taken to Malacañang before the end of this month.

Lawmakers have urged Congress to pass the proposed "Subic-Clark Development Act of 2011" seeking to expand the powers and capabilities of the Subic-Clark Alliance for Development Council (SCADC).

Rep. Enrique Cojuangco (1st District, Tarlac), one of the authors of House Bill 4716, said the measure will develop the contiguous area in the corridor created by the Subic-Clark-Tarlac Expressway (SCTex) and to supplement the two major ports of Central Luzon.

"The bill will rationalize resources and harmonize strategies that will ensure an integrated and coordinated approach to the development of the SCAD corridor as a world-class mega-logistics hub and a global gateway to the Asia Pacific Region," Cojuangco said.

Cojuangco said the powers and functions of the SCAD as well as the Office of the SCAD Chairman must be clearly defined to enable it to effectively deal with its member-agencies to fulfill the vision of a world-class economic corridor.

Rep. Susan Yap (2nd District, Tarlac), another author of the bill, said SCAD has played an important role in harmonizing the policies and plans for Subic and Clark in a manner that is in accordance with internationally accepted principles and practices especially in relation to business practices and the enhancement of the capacity of the Subic port and Clark airport.

The government created the Subic-Clark Alliance for Development Council (SCADC) in 2006 through Executive Order 504 but was renamed in 2010 as the Subic-Clark Alliance for Development (SCAD) by Executive Order 876,

"The SCAD has been successful in harmonizing and automating the Immigration, Customs and Quarantine systems in Subic and Clark. Even the tourism planning for Subic, Clark and all the local government units (LGUs) within the economic corridor (Corridor) that was created by the construction of the SCTex has been undertaken by the SCAD. In fact, a tourism roadmap plan has already been drafted for the Corridor," Yap said.

Yap said the bill will be beneficial, not only to the areas of jurisdiction of the SCAD, but also in the Province of Tarlac which is contiguous to Clark and linked to Subic by the SCTex.

Under the bill, the SCAD Council in coordination with the Bases Conversion Development Authority (BCDA), Subic Bay Metropolitan Authority (SBMA), Clark Development Corporation (CDC) and Clark International Airport Corporation (CIAC), the Authority of the Freeport Area of Bataan (AFAB), the 17 concerned LGUs including the Municipalities of Mabalacat, Porac and Floridablanca shall formulate the Comprehensive Subic-Clark-Tarlac Development Program which will take into account the Subic-Clark Corridor Framework Plan, Central Luzon Land Use Plan and the land use plans of the LGUs.

Sa sutherland pa din ako nagwork.. stable na kasi yung management ng suth tarlac kaya umalis na ako at yung iba kung kasama.. I'm currently here in Cam.Sur... will be back in Manila soon.. visit ako jan sainyo.. madami na din kasi akong naging kaibigan jan during my stay.. miss ko na ang Crosstreet (katabi nun yung bahay ni Maria Rivera tama ba?) miss ko na din ang metrotown, still operational? I've heard gagawin ng ospital yun, how about magic star madami pa din bang tao? miss ko na chicken sa Tessie's grill, Kart city (dun ako nag ddrink and drive hehe) Live disco madami pa din bang koreans? Latino's?.. anu nga ba yung cozy bar sa may fairlane? limot ko na.. :lol: yung Tokyotokyo sa may McArthur hi-way anjan pa ba? miss ko na din mag pa-massgae sa Rio Spa at mag kape sa Pancake Haus... Yung D&C mausok pa din ba? For sure babalik ako jan kasi may isang bagay akong hindi nagawa.. ang kumain sa Nay's House yung fine dining sa harap ng Diwa ng tarlac. More power sainyo!!! :cheers:

Thanks for that info Artzi09, papasulong na rin talaga ang Gerona Tarlac. Baka under construction pa rin ang Liwayway Marketing Corp. plant (Oishi). Naka-plano din ang exit ng Gerona mula sa ginagawang TPLEX na balita, mag-oopen na middle of next year.:)

Talagang memorize mo pa sir ah, he he. Yes, yung Crosstreet, malapit lang sa City Hall. Alam mo rin ba yung Antigua sa harap ng downtown public market? Maraming bar sa Fairlane, nakapasyal ka rin pala doon, may post si sir Sampukid dito. Yung Decada Ochenta at yung Cool Wind, mga bago sa may San Isidro, malapit sa Sutherland.:)

VP Binay Donates Relief Goods to Tarlac Disaster Victims

5 municipalities placed under state of calamity

TARLAC CITY---Four thousand packs of assorted goods were donated by the office of Vice President Jejomar Binay to the victims of the recent flooding brought about by Typhoon Falcon and the four-day monsoon rains last week.
The relief goods consisting of cracker biscuits and assorted canned goods were coursed through the Provincial Department of Social Welfare and Development Office [PSWDO] and the office of Governor Victor Yap with second district Board Member as the main coordinator.
“These relief goods are of a big help to our constituents who were gravelly affected by the recent calamities,” Asiaten pointed-out.
The relief goods were likewise donated through the coordination of Joy Gilbert Lamorena, the capitol’s Executive Assistant IV.
The Sangguniang Panlalawigan through the leadership of Vice Governor Pearl Angeli Pacada, acting on the recommendations of the newly created Tarlac Disaster Risk Reduction and Management Council declared the municipalities of La Paz, Concepcion, San Manuel, San Clemente and Paniqui under the state of disaster and calamity.
The five municipalities suffered millions of pesos in infrastructure and agriculture damages due to flooding. A lone casualty, identified as Jan Ian Dimalanta, was recorded in Tinang, Concepcion. The four-year old boy drowned during the height of the flooding.
“In behalf of the provincial government and Governor Vic Yap, I would like to thank our Vice President for these relief goods,” Asiaten said.
Asiaten and Lamorena are the fraternal brothers of Binay under Alpha Phi Omega. Binay and Asiaten are likewise colleagues at the Boy Scouts of the Philippines movement.

Tarlac City gov't offers relocation area, financial assistance to informal settlers

TARLAC CITY, July 12 (PNA) - The city government will provide relocation area as well as financial assistance to some 300 informal settlers in Barangay Roque here.

This was the assurance made by city councilors Ana Aguas and Emy Ladera during the meeting with informal settlers in Tarlac West Elementary School on Sunday.

The city government is exerting all efforts to assist the 300 families living in Blocks 2 and 7 in Barangay Roque here in case the demolition will push through anytime now, the councilors said.

Aguas, chairperson of the city council’s committee on urban poor, said the city government is planning to buy a 1.3-hectare relocation site, also located in the same barangay to accommodate the squatters in Block 7 where the demolition will start first.

It is not only the relocation site that is being offered to the informal settlers, but also financial assistance that they may use in their peaceful evacuation, Aguas said.

The city government will not allow anybody to live and scatter in the streets just because they were deprived of a home due to demolition, she said.

Ladera, chairperson of the city council’s committee on social justice, said that although the city government “is extending such generous offers, the settlers would not be forced to accept the offer as they are the ones who will decide for themselves.” (PNA)

Wow, another commercial building. Pinakabago eto sa mga nabanggit mo na under construction sa Tarlac City. Favorable sa location site ng mga establishments na iyan ang presence ng schools, nandiyan na ang St. Augustine, tapos if ever yung terminal na gagawin malapit sa tapat ng SM at bagong Carworld will add more vibrance in the area.:)

VP Binay Donates Relief Goods to Tarlac Disaster Victims

5 municipalities placed under state of calamity

TARLAC CITY---Four thousand packs of assorted goods were donated by the office of Vice President Jejomar Binay to the victims of the recent flooding brought about by Typhoon Falcon and the four-day monsoon rains last week.
The relief goods consisting of cracker biscuits and assorted canned goods were coursed through the Provincial Department of Social Welfare and Development Office [PSWDO] and the office of Governor Victor Yap with second district Board Member as the main coordinator.
“These relief goods are of a big help to our constituents who were gravelly affected by the recent calamities,” Asiaten pointed-out.
The relief goods were likewise donated through the coordination of Joy Gilbert Lamorena, the capitol’s Executive Assistant IV.
The Sangguniang Panlalawigan through the leadership of Vice Governor Pearl Angeli Pacada, acting on the recommendations of the newly created Tarlac Disaster Risk Reduction and Management Council declared the municipalities of La Paz, Concepcion, San Manuel, San Clemente and Paniqui under the state of disaster and calamity.
The five municipalities suffered millions of pesos in infrastructure and agriculture damages due to flooding. A lone casualty, identified as Jan Ian Dimalanta, was recorded in Tinang, Concepcion. The four-year old boy drowned during the height of the flooding.
“In behalf of the provincial government and Governor Vic Yap, I would like to thank our Vice President for these relief goods,” Asiaten said.
Asiaten and Lamorena are the fraternal brothers of Binay under Alpha Phi Omega. Binay and Asiaten are likewise colleagues at the Boy Scouts of the Philippines movement.

Pwede pa kung sa bandang balingcanaway hanggang sa mga dulong barangay ng Lapaz o kaya sa may bandang tibagan sa may western :)

Kaya nga, nagtataka din ako sa article, nabanggit kasi na sa San Roque din ang relocation at 1.3 hectares pa. he he. Ganoon ba? Yes, San Rafael kasi is sandwitched between developments near SM and Luisita. Pinaka-favorable yun sa mga prospective residents na gustong tumira sa city.

Ah, may relocation din pala sa Sapang Maragul? Palagay ko pag sa medyo rural areas, puede silang mag-engaged sa farm livelihood, like poultry, piggery, vegetable farming etc.

Don't know kung magdedevelop yun in the future. Tarlac bucks Mabalacat cityhood?

CAPITOL Hill, Tarlac City -- The Sangguniang Panlalawigan (SP) has passed a resolution opposing House Bill No. 2509/4736, converting the municipality of Mabalacat, Pampanga into a component city.

The resolution was passed during their regular session right after the State of the Province Address of Gov. Victor Yap last Wednesday.

The Tarlac lawmakers was alarmed when they found out that the bill has passed the third reading in the Lower House, prompting to approve SP Resolution No. 080-2011, which states that they are informing the Senate, the bicameral committee of the Congress as well as the committee on local government of the House of Representatives of a pending boundary dispute between the municipalities of Bamban and Mabalacat that might be prejudiced by the passage of the bill.

The SP motion added that should the bill go through further review, deliberation or amendments by the bicameral committee or by the Upper Chamber, the inclusion of a specific provision is earnestly requested, thus passing of the bill turning Mabalacat town into city should not affect the outcome or final resolution of the pending borderline argument.

The SP reiterated that the settlement of a territorial disagreement between the two municipalities is still subject of a Petition for Mandamus and now pending before the Supreme Court on a Petition for Review on Certiorari.

Reportedly, a portion coming from the area that subject of the boundary dispute has been included in the delineation of the boundary comprising the municipality of Mabalacat thereby increasing its land area which is unfair to Bamban town as pointed out by the SP.

“We are amazed that not one of our representatives in the province opposed the said bill especially the congressman of the third district,” Vice Gov. Pearl Pacada said, referring to Rep. Jeci Lapus, alleged co-author of the bill.

MANILA, Philippines - Rep. Jeci Lapus yesterday denied reports that accused him of “negligently abandoning” the third district of Tarlac by co-authoring House Bill 2509/4736 seeking the conversion of Mabalacat town in Pampanga into a component city.

Tarlac provincial board members made the accusation as they who opposed the bill’s passage since there is still a pending boundary dispute between the Tarlac town of Bamban and Mabalacat.

In a statement to The STAR, Lapus said he never co-authored the House bill and that even on the official website of Congress, one would see an official listing of all the measures he co-authored.

“HB 2509/4736 was never included. But the provincial board officials did not even bother to check the information before they made baseless allegations,” he said.

Lapus said that while the bill was pending, his office requested the Department of Environment and Natural Resources to have the disputed portion resurveyed.

“We found out that only 8,318 hectares was included as the land area certified by Land Management Bureau for the municipality of Mabalacat,” he said.

Lapus added: “The disputed 6,000 hectares was not clearly established. Hence, we requested that the political boundary map issued to Mabalacat be retracted.”

Lapus said he then ensured that his district will not be prejudiced by the cityhood, stating that a provision in Section 2 of the bill’s House version was included to protect his district on the pending territorial dispute.

As stated in the last paragraph of the section (line 22-28), the “foregoing provision shall be without prejudice to the resolution by the appropriate agency or forum of any boundary dispute or case involving questions of territorial jurisdiction between Mabalacat City and the adjoining local government units; Provided: That the territorial jurisdiction of the disputed area or areas shall remain with the local government unit which has existing administrative supervision over said area or areas until final resolution of the case.”

Lapus said a third reading copy of HB 4736 was given to Bamban officials.

LUNGSOD NG TARLAC, Hulyo 15 (PIA) -- Pumirma kamakailan ng kasunduan ang pamahalaang panlungsod ng Tarlac at Tarlac College of Agriculture (TCA) para sa paggawad ng scholarship sa mga mahihirap ngunit karapat dapat na anak ng mga magsasaka.
Sinabi ni city information officer Jerry Hernandez na ang educational aid ay bukas sa lahat ng residente ng lungsod ng Tarlac edad 25 taong gulang pababa na freshman sa TCA, may general high school average na 80 porsyento, may buwanang sweldo ang pamilya na hindi lalampas sa P12,000, at hindi iskolar ng kahit anong ahensya ng pamahalaan o pribadong organisasyon.
Dagdag pa ni Hernandez na ang mga hindi freshmen students sa TCA ay maari ding mag-apply para sa nasabing tulong basta’t sila ay naka enrol at may average na hindi bababa sa 2.5 at walang bagsak.
Ang mga interesado at kwalipikado ay inaabisuhang magsumite ng letter of application na nagsasaad kung bakit siya ay nararapat na tumanggap ng nabanggit ng scholarship sa Office of Student Services and Development ng kolehiyo.
Ang mga benepisyaryo na mapipili ay pagkakalooban ng full tuition fee grant sa kahit anong kurso ng TCA.
Bukod dito, ang bawat isang iskolar ay bibigyan din ng P500take home pay kada linggo at P3,000 book allowance kada semestre. (WLB/CLJD-PIA 3)

Wow. Hugo, thanks sa photos, mukhang bumaba ka sa Tarlac City. Maganda ang mga shots mo.

Thanks sa info Willie, maraming matutulongan na poor but deserving students sa scholarship program na iyan ng Tarlac City, sana maraming makaalam ng info at mag-apply.

@Francis, nakita ko na yung Intellect building, nakapuesto na ang Security bank, maganda. Hiring din ang bagong Hyundai branch sa halos katapat nito, mga sales and accounting personnel ang kailangan. Malaki ang Sogo Hotel, 5 storey siguro eto. Patapos na rin ang Carworld Inc., tama ka, ang haba nito, tapos nabili na rin yung vacant lot sa tabi na mahigit 1,000 square meters, nasecured na eto baka may plano ring patayuan.

Dito ako kumain kanina P135.00 lang, eat all you can, maraming pumapasok na customers, maganda ang ambience. Yung mga papuntang North na mahilig sa lutong bahay, subukan nyo po dito. Katapat ng ginagawang Sogo at Monterey, likuran ng Police Station, lapit lang sa SM.:):cheers:

yung malaking lote bago yung intellect building eh ginagawa na rin. Phase 1 and Phase 2 and kasalukuyang under construction. Creston Academy yata is soon to rise sa site then another commercial low rise , kasi base dun sa render 2 commercial complex ang itatayo :)

Napgahahalata ko nga rin sir, maraming restaurant business sa Tarlac dahil siguro sa kapitbahay lang namin ang Pampanga, ang tinaguriang culinary capital of the Philippines. Palagay ko some of them put branches in Tarlac or share their cooking skills with their relatives.:)

@Francis, di ko nakita yung D&C, yung nabanggit mong tapsilogan sa Tanedo, natulog kasi ako sa Tarlac noong Saturday night. Ok yung San Isidro Transient's home, less than 1 kilometer west of San Sebastian Cathedral, lampas ng tulay, very spacious sa loob, malinis, safe at tahimik. I would say, this place is a home away from home.:)

Camiling Town:

Ruins of old church and Catholic School, both burned in 1997. These structures are located beside the munipality's pubic plaza. Traders' temporary stalls were already cleared in this place and they are now transferred to the newly built public market. Another photo I think is a hundred years elementary school building and also acacia trees around, another one is the ground where we used to conduct CAT formation when I was in high school.:):):)

Medyo. he he. Digi-cam, sana sa susunod dalawa tayo, punta tayo ng Paniqui, Gerona, Capas then Concepcion. Di ko pa nakita ang bayan ng Paniqui at Concepcion.:)

Sad to say, wala akong shots ng SM, believe pa naman ako sa malaking picture ni tita Cory sa hall way, may naka-imprint na pictures ng mga tao, libo siguro yun, kasi from 2nd to 4th level ng SM yung picture.

DA allots P1.5-M worth of certified seeds to Tarlac farmers

LA PAZ, Tarlac, July 19 (PNA) --The Department of Agriculture (DA) region 3 will provide some P1.5-million worth of certified seeds as assistance to farmers affected by the recent typhoon.

Andrew Villacorta, DA regional director for Central Luzon, said that Secretary Proceso Alcala has already approved the proposal to give assistance to typhoon-affected farmers here, through its rehabilitation program.

A total of 60,000 hectares of farmland were damaged by the recent typhoon in Central Luzon.

In Tarlac, some 11,074 farmers were affected and more than 13,000 hectares of farmland were damaged totally and partially.

Villacorta said the government has already suspended the subsidy program to the farmers and opted to channel the billions of pesos being given to subsidize the farmers to irrigate farmlands.

"However, the DA this time will give 13,336 cavans of certified seeds for free to the totally affected farmers and to those partially damaged will only pay half of the price of the certified seeds," Villacorta said during the recent ceremonial launching of Rehab Certified Seeds for typhoon-affected farmers held here.

Governor Victor A. Yap proposed a "counter-parting scheme" as a way to help farmers in times of calamities.

Yap's proposal, however, still have to undergo a thorough study and evaluation among the farmer leaders and local executives in the province.

Ten mayors of the towns affected by recent typhoon were present to receive certificates from DA as a guarantee that they will receive their share of Certified Seeds to be distributed to their affected farmers.

Edwina Tabamo, Tarlac provincial agriculturist, said that 13,344 cavans of certified seeds would be given to the province that would benefit 11,074 farmers.

La Paz town, being the most affected by typhoon, will get the largest share of 2,636 cavans of certified seeds for the 1,979 farmers.

La Paz town Mayor Michael Manuel said his municipality is a catch basin as "the Chico River water from the northeast and the water from Pantabangan Dam from the southeast meet in La Paz."

Manuel said he will subsidize the 50 percent expenses his farmers will incur in the DA's Rehab Certified Seeds Program.

Other town-beneficiaries of the DA's Rehab Certified Seeds Program are San Clemente, Gerona, Mayantoc, Sta. Ignacia, Bamban,San Jose, Anao, Concepcion, Moncada, Camiling,Victoria, Pura, Ramos, Paniqui and San Manuel. (PNA)

"Some months ago, I went for a site inspection and government coordination with the sourcing and TA teams at Tarlac. While sadly, the plans for our office there didn’t push through, I did discover this delightful restaurant in Capas that’s perfect for any stopover.

I’ve eaten here twice, the first time with the Marketing team and then again with this second batch. I was the one who actually recommended that we eat there despite the hesitation of our “guest” from city hall.

Coconut Grill is a big sprawling events place and restaurant in one. There is a big open area where ducks and geese roam freely, as well as a big tent where I imagine events take place, and a pool. There’s also a pond facing the dining area, and individual huts for those who would like to dine outdoors.

The food are always cooked fresh, so expect a waiting time of about 15 minutes before the orders come out. That first time, we ordered the usual fare: sisig, sinigang na sugpo, lechon kawali, and upon the recommendation of the waiter, pancit buko. This “pansit” is their specialty, where the traditional egg noodles are replaced by buko strips.

The two times i’ve eaten here were very pleasant experiences. It wasn’t crowded, the waiters and waitresses were presentable and courteous. Plus of course, it helped that the food wasn’t expensive at all. The last time, we ordered the salu-salu combo (with a couple of side orders) which actually consisted of eight different stuff for only 1,200.00 (unlimited rice). There were seven of us, and there was a lot left to spare that we took home in doggie bags.

I like it when Filipino restaurants get it right. I hope people coming from Manila going up north check this place out, you won’t be disappointed."

SCTEx placed under new management

MANILA, Philippines — The Manila North Tollways Corp. (MNTC) Friday took over the operation and management of the Subic-Clark-Tarlac Expressway (SCTEx) to pave the way for the integration of the two longest expressways in Northern Luzon — SCTEx and North Luzon Expressway (NLEx).

This, after the Bases Conversion Development Authority (BCDA) signed Wednesday a “business and operating agreement” with the MNTC to finally forge the deal on SCTEx.

“Motorists will soon enjoy the benefits of integration in the form of seamless travel between the North Luzon Expressway (NLEx) and the SCTEx,” said BCDA and MNTC in a statement. MNTC also operates the NLEx.

Under the agreement, MNTC will operate and manage SCTEx for 33 years, while “relieving BCDA of the heavy financial burden of paying the latter’s P34-billion debt to the JICA.”

The MNTC said that the deal paves the way for the company to provide the best services to motorists using SCTEx at par with the high standards applied on the NLEx.

The agreement for the private management and operations of the STEx, funded from a P34-million loan from the Japan International Cooperation Agency (JICA), will take effect in the next 33 years.

Under the deal, the MNTC will assist the SCTEx in paying for the JICA loan that will mature in 2041. This will be done by providing the SCTEx with funds to repay its JICA loan through revenue sharing and agreed-on advances during shortfalls.

"The agreement is our contribution to the public-private partnership program. We see it as innovative because it frees the government of the heavy debt-servicing burden. In other words, by virtue of this agreement, we can say the SCTEx was built at no cost for the government," BCDA chairman Felicito Payumo said.

Payumo said the pact “also assures the MNTC of a reasonable return to cover commercial risks as SCTEx’s co-concessionaire. The agreement satisfies BCDA’s requirement to cover the state firm’s debt service obligation to JICA.”

The statement also quoted MNTC chairman Manuel V. Pangilinan as saying that “the contract is truly reflective of the intentions and spirit of the partnership from the beginning.”

“MNTC’s takeover of the SCTEx signals the advent of a new era in comfortable and safe travel offered by a seamless traffic along the NLEx as strategically linked to the SCTEx that both meet world-class standards,” Pangilinan said.

BCDA president and CEO Arnel Casanova said the agreement represents a fusion of the strengths of the two partners that would ensure maximum benefits to the public and the country. “The agreement is a major breakthrough towards establishing a good model for public-private partnership.”

He explained that as SCTEx’s co-concessionaire, the MNTC will manage the entire operations and supervision of the tollway, linking Subic Freeport Zone in Zambales, Clark Special Economic Zone in Pampanga, and the Central Techno Park in Tarlac.

Under the agreement, MNTC will provide ancillary facilities and equipment, plus resources needed to run SCTEx efficiently, including assuring security and safety for motorists on the tollway round the clock.

Maybe hired applicants will be assigned in Clark or Manila. The provincial government really exerting effort to help our fellow Tarlaquenios find jobs, as series of job fairs are being conducted regularly, I also frequently see some announcements in front of our municipal hall if there are trainings or recruitments that are to be held in the capitol. I would like to commend them for these efforts. I agree that in order for the youth to be ready with these oppurtunities, education is indespensable.

MANILA, Philippines — The Toll Regulatory Board (TRB) Thursday stopped the Cojuangco-owned Hacienda Luisita, Inc. (HLI) from collecting toll from vehicles using the access road within the property.

The TRB issued a cease-anddesist order (CDO) against HLI after ruling that it has no authority to collect toll for the public’s use of the access road leading to the Subic-Clark-Tarlac Expressway (SCTEx).

Geraldine Sealza moved closer to realizing her dream of winning the MILO National Finals anew after topping the 21-kilometer Tarlac female qualifying run on Sunday.

Sealza, who reigned supreme during the 26th MILO finals, checked in with a time of one hour, 22 minutes and 48 seconds to book a national finals spot together with second placer Joan Managat (1:38:07). Third placer Adjenie de los Santos (1:49:32) failed to breach the qualifying time of 1:45.

Sealza pocketed the P10,000 top prize and an all-expense-paid trip to the finals for beating the 1:35 cut-off time while Managat entered the finals by breaching the women’s qualifying time.

“Nais kong sundan ang mga yapak ni Jho-Ann Banayag, siya and inspirasyon ko," said the 27-year-old Seanza referring to to the 2005 and 2006 MILO champion and Southeast Asian Games titlist.

“Role model ko si Jho-Ann gusto ko siyang tularan," added Sealza, who won her first national finals with a time of 3:12:38.

In the men’s 21K eliminations, Jujet de Asis reached the finish line with a time of 1:14 minutes and 50 seconds to top the eliminations and also earn an all-expense trip to the finals plus the P10,000 top prize by beating the 1:15 cut-off time.

Although they failed to earn an all expense-paid finals spots, runner-up Isagani Tacutaco (1:15:39), third placer Greg Dansen Osorio (1:16:47), and fourth and fifth placers Rodolfo Katagino (1:19:18) and Ryan Mendoza (1:19:40) all qualified for the finals.

By finishing the race with a 1:47:20, which was way beyond the cut-off time of 2:20 for 65 year old runners, Sabeniano Laguda became the oldest qualifier so far in this yearly and biggest footrace in the country.

“Desidido talaga ako this year kaya talagang pursigido ang training ko," said De Asis, the 30-year-old Philippine Army runner.

Meantime, MILO was able to provide 500 pairs of shoes to students of Suizo Bliss Elementary School, Tarlac West Central Elementary School, Sapang Palay National High School, San Miguel Central Elementary School and Dalayap Elementary School.

Providing shoes to students is part of Nestle’s “Help Give Shoes" advocacy program. And this year, Nestle hopes to donate 10,000 shoes to student from 100 schools.

The next eliminations next Sunday will be held at SM Mall of Asia in Pasay next Sunday.
This will be followed by the Batangas leg on August 21 and the Puerto Princesa City leg on August 28.

Eliminations will also be held in Naga (Sept 4), San Pablo City (Sept 11) before moving to the Iloilo qualifying (Sept 18), Bacolod (Sept 25), Cebu City (Oct 2), Tagbilaran (Oct 9), Cagayan De Oro (Oct 16), Butuan (Oct 23), General Santos (Oct 30) and Davao City on Nov 6. CITY OF SAN FERNANDO – As Central Luzon farmers braced for Pres. Aquino’s first State-of-the-Nation yesterday, they reported “worsened landgrabbing” of farmlands in the region during the first year of the Aquino government.

The Alyansa ng mga Magbubukid sa Gitnang Luson (AMGL) and the Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (Ambala) said in a joint statement yesterday that the Aquino administration would fail in its agrarian reform objectives by pursuing Comprehensive Agrarian Reform Program Extension with Reforms (CARPer) along with its Public-Private Partnership Program (PPP) thrusts.

They said these two programs have led to “worsening and massive landgrabbing” of lands supposed to be owned by farmers.

“CARPer is displacing farmers in Central Luzon. It is paving the way for big landlords, real estate developers and foreign corporations to control productive agricultural land more rapidly than its precursor CARP.

t has strengthened the rights of the landlords and not of the farmers,” AMGL chairman Joseph Canlas said.

Republic Act No. 9700 or CARPer was signed into law by former Pres. Arroyo purportedly to fill in loopholes in the Comprehensive Agrarian Reform Program, but it was later criticized as favoring landlords by giving them the power to identify land reform beneficiaries and virtually dictating the price for their lands.

“Farmers from Nueva Ecija, Tarlac and other provinces are being victimized by widespread landgrabbing in the project areas,” Canlas said, as he reported “massive cancellation of Certificate of Land Ownership Awards (CLOA), Certificate of Land Transfer (CLT) and Emancipation Patents (EP) in many towns of Nueva Ecija, Bulacan, Tarlac and Pangasinan.”

Canlas cited the case of Nueva Ecija province, where the bulk of the farmer-beneficiaries of CARP is located, covering about 41 percent of the lands or 169,375 hectares which the Department of Agrarian Reform (DAR), in its 2010 report, claimed to have been distributed to farmers.

“But farmers in the province are facing massive displacement as landowners and real estate developers are intensifying their claim on lands in anticipation of infrastructure projects promoted by the Aquino government,” Canlas said.

AMGL lamented that Aquino “is adopting (from the Arroyo administration) the so-called W – corridor development program in inviting foreign and local investment in the region.” It is in these areas that landgrabbing have become widespread, Canlas said.

The corridor is composed of economic zones in Masinloc and Subic in Zambales, Morong, Hermosa and Mariveles in Bataan, Clark and Magalang in Pampanga, Hacienda Luisita in Tarlac, Philippine Jewelry Center in Meycauayan in Bulacan and Gapan, Cabanatuan City and Science City of Muñoz in Nueva Ecija, then towards Baler and Dingalan in Aurora.

“Aquino’ s regional development program is not even original as it was implemented by the hated Arroyo government. Now Aquino who claim he is for reform has simply carried on her agenda and this worsens displacement of farmers,” Canlas said.

He said “land grabbing and displacement (of farmers) worsened during the first year of Aquino administration.

Canlas said landgrabbing cases have been noted to the widespread in farmlands near the interchange of Subic- Clark- Tarlac Expressway (SCTEx) and Sta. Rosa-Tarlac national road in Tarlac City and La Paz town;

some 13,000 hectares covered by the Republic Act 10083 or Aurora Pacific Economic Zone and Freeport Act of 2010 (Apeco) in Casiguran and another 312 hectares designated for the government’s Food Basket program in Maria Aurora, Aurora province;

the 386.8 hectares in 12 barangays in Bayambang town, Pangasinan claimed by the Cojuangco- owned Central Azucarera de Tarlac (CAT) Realty Corporation; some areas in the 3,100-hectares in the Fort Magsaysay Military Reservation in Laur, Nueva Ecija.

AMGL also reported more landgrabbing cases areas covered by the 57,930-hectare watershed of the Lopez- controlled Energy Development Corp. (EDC ) and California Energy (CALEN) affecting indigenous folk in Pantabangan and Carranglan towns, Nueva Ecija;

various areas in Bataan, some 300 hectares in San Miguel, Bulacan allegedly being claimed by Camarines Sur Rep. Luis Villafuerte, and 84 hectares which used to be part of Hacienda Davis in Guimba, Nueva Ecija.

“Aquino is a traditional landlord president, no different from past administrations who neglected the Filipino farmers and hindered genuine land reform,” Canlas said.

Dati kasi yung sa river side sa may Aquino Blvd kaya lang di yata nagkasundo sa price :)

Oo malapit nga sa Robinson's Homes ang Puregold. Magiging selling point eto ng ginagawang subdivisions sa vicinity. Sana diyan magtayo ng branch na mini mall ang Magic Star or Metrotown para may cinema na rin diyan sa Capas. What do you think?:)
