Hybrid rice leads P3-B approvals
By BERNIE CAHILES-MAGKILAT
July 25, 2011, 2:21am

MANILA, Philippines — The expansion program of hybrid rice and corn seeds producer American-owned Pioneer Hi-Bred Philippines Inc. to provide hybrid seeds requirements to Luzon farmers led the seven new projects worth over P3 billion approved by the Board of Investments (BoI) last week.

Board of Investments executive director Lucita P. Reyes told reporters that Pioneer Hi-Bred has proposed to expand in Tarlac with P960 million in new investments.

Pioneer Hi-Bred has an existing operation in Polomolok, South Cotabato since 1989 and been supplying hybrid rice and corn seeds for the Visayas and Mindanao farmers. Commercial operation is set to start in March 2012. This is the first project of the company that was registered with the BoI.

Part of the expansion is a seed processing in Hacienda Luisita Industrial Park in San Miguel, Tarlac, which will employ 435 people.

The company has already entered into contract growing agreement with a total of 6,912 contract growers in Tarlac including landowners and farmers for the seed production. The company requires a total of 4,147 hectares of land for the production of grand parent rice and corn seeds that would be supplied to local farmers.

The American firm plans to produce 2,563 metric tons of rice seeds and 4,147 MT of corn and 849 MT of by-products for a total of 7,559 MT total production. All revenues generated from the sale of by-products like discarded/non-viable rice seeds and corn seeds, may be eligible for income tax holiday. Under non-pioneer status, an enterprise may be eligible for four year ITH.

Based on its assumptions, a contract grower can earn at least P20,000 per cropping cycle. There are two cropping cycles in a year for rice production.

The company said that its hybrid rice seeds would yield between 11 to 14 MT per hectare as against the ordinary rice seeds of 5 MT per hectare.

Yields of its hybrid white and yellow corn seeds are also projected at between 8 and 11 MT per hectare versus 2 MT per hectare for ordinary corn.

“This is a big boost to farmers,” Reyes said.

The BoI also said that the National Food Authority (NFA) has endorsed the expansion project, which was approved on a pioneer status with non-pioneer incentives.

Likewise, NFA did not oppose to the Pioneer project, notwithstanding that it is a primarily foreign-owned corporation. As such, the enterprise was required to submit proof of investments to maintain its pioneer status and registration to the BoI on or before the last day of one-year period from registration, otherwise it should be automatically cancelled.

Executive Order 858 or the Eight Regular Foreign Investment Negative List provides that full foreign participation in the culture, production, milling, processing – of rice and corn – is allowed provided that within the 30-year period from start of operation, the foreign investor shall divest a minimum of 60 percent of their equity to Filipino investors.

Pioneer Hi-Bred is the second hybrid rice seeds producer registered with the BoI, the first being the wholly-owned Filipino SL Agrictech Corporation, which has a 40-hectare farm in Sta. Cruz, Laguna producing several hybrid rice parental lines.

Starting modestly with land provided by the provincial government of Laguna in October 1999, SLAC initiated the development of several hybrid rice parental lines which were later transferred to a 40-hectare farm in Sta. Cruz, Laguna that now houses the research and breeding complex of the company.

So far, the company has six hybrid rice varieties under its SL8 Series. Its Jasponica (brown rice) and Miponica (premium grade) are gaining popularity.

The SL8 variety has the potential of producing 14 tons a hectare of premium grade rice as against 3-4 tons of traditional rice.

Now, SLAC has an R & D facility in Sta. Cruz, Laguna. It has also a hybrid rice seed production base in a 187-hectare farm in Banay-Banay Davao Oriental, which has been expanded to 1,500 hectares.

The company has invested at least P500 million for this hybrid rice production, Lim said.

From 5 metric tons per hectare to 11 to 14 metric tons. Puede kang umani ng around 239 cavans of palay as compared to ordinary rice of around only 109 cavans per hectare.:):)

Butterfly sanctuary to rise in Tarlac

TCA mini butterfly sanctuary

http://www.tca.edu.ph/images/stories/pic2011but.jpg

The TCA miniature model is a component of the Php 5.08M Tarlac Butterfly Sanctuary Project which will form part of the Tarlac Eco-tourism Project to be established in Brgy. Padlana, San Jose, Tarlac.

To be funded by the Provincial Government of Tarlac under its Economic Development Fund (EDF), the project has been proposed by Dr. Manuelo V. Agsaoay (Entomologist) and Dr. Max P. Guillermo (Environmentalist & College President of TCA).

The TCA mini butterfly dome will serve as a breeding ground of cultured butterfly species which will later on be transferred to the bigger sanctuary to rise in San Jose. Agsaoay has devised an efficient method and a well-defined protocol in raising and sustaining the species to be supplied in the Eco-Tourism Park.

Tarlac Butterfly Sanctuary

The project aims to provide a leisure place for eco-tourists and local populace where they can experience invigorating nature while promoting conservation of indigenous butterflies and their host plants.

The sanctuary will be landscaped with plants and other ornamentals that would beautify the area and would serve as a source of honey dew and honey as food of butterflies.

The project would promote sustainable nature and ecology aside from the benefits of job creation, revenue generation and employment opportunities.

San Jose has been chosen as a project site due to ecological conduciveness and accessibility of transport facilities. The site is also ideal for vegetation.

As one of the components of the Tarlac Eco-tourist Park Development, this initiative is envisioned to support the nature and ecological balance program of the province and to maintain a sustainable ecosystem and promotional infrastructure which include nature farm, souvenir shop, and biofuel-based garden supported by an alternative energy system.

Research Component

On its first year of operation, a research will be conducted focusing on the evaluation of ecological conditions in the area and their effects on butterflies. Other factors such as temperature, relative humidity, wind patterns, solar radiation, and the risks in the survival and longevity of the butterflies will also be considered.

The contribution of the projects related to biodiversity and conservation as it affects the general ecology of the area, its social and economic impact to the general public will also be assessed.

Collaborators

The Tarlac Butterfly Sanctuary is a collaborative project of the Tarlac College of Agriculture (TCA), the Provincial Government of Tarlac (PGT) and the Save the Earth Movement (STEM) of Tarlac.

Aquino Museum
BY REGINA BENGCO

TARLAC CITY — A year from now, those who want to know the story of the 1986 Edsa People Power Revolution will be able to feel again what it was like living through years of turmoil, despair and hope.

They will also be able to empathize with the Aquino family, which suffered through it all.

http://www.malaya.com.ph/aug12/images/liv1.jpg

The Aquino Museum, which holds the memorabilia of former senator Benigno Aquino Jr. and former president Corazon Aquino, will be redesigned to make it more interactive, modern, and "experiential" so that even those born after EDSA 1 will have a chance to relive the restoration of democracy in the country.

The Aquino Center, which included the Museum, was built in 2001.

http://www.malaya.com.ph/aug12/images/liv2.jpg

On Monday, the Ninoy and Cory Aquino Foundation and Lafarge Cement Services (Philippines) Inc. announced that Nazareno + Guerrero Design Consultancy was handpicked by a board of judges among 15 competitors to redesign the Aquino Museum in order to reflect the lives of two of the Philippine icons of democracy.

The theme of the redesign competition was "Re-Awakening Democracy." Renato Sunico, Lafarge Philippines president, said the contest was intended to spark an open discussion on how to preserve the memories and ideas of the Aquino couple and the ideals of democracy.

http://www.malaya.com.ph/aug12/images/liv3.jpg

Ma. Elena "Ballsy" Aquino-Cruz, eldest daughter of the Aquino couple and sister of current President Benigno Aquino III, said depicting the lives of their parents is a big challenge.

Aquino-Cruz said as a child she could not understand her father’s principle that the country must come first before the family. "Now, I do (understand), and hanga talaga ako sa kanya," she said.

http://www.malaya.com.ph/aug12/images/liv4.jpg

Architect Antonio Nazareno, principal partner of Nazareno + Guerrero Design Consultancy, said his company wanted a design where people would be able to experience the emotions and spirit of the events that led to People Power, including the Martial Law years, so the exhibit will use simulation through multi-media and other special effects.

"Sixty percent of the Philippine population was born after EDSA 1 so they had no idea what it was like and what it felt like," Nazareno said.

"We want to make sure that the people feel the emotions of fear during Martial Law, the anger, despair, and desolation of Ninoy Aquino when he was in jail, the hope brought by Cory Aquino, and the elation of People Power 1," he said.

Nazareno said the new design will enable the viewer to feel what Ninoy Aquino felt like when he was under solitary confinement in a dark cell, which only had peep holes and a small dumbwaiter door where his guards would shove in his food.

The small cell contained Aquino’s books, a typewriter, a small bed, family photos, dishes, exercise equipment, and a thermos which his family would use to smuggle letters.

The design would also transport the viewer to the time when Ninoy Aquino was on his way home to Philippines, his assassination at the tarmac of the Manila International Airport, and his burial. The focal point of this section would be Aquino’s bloodied shirt, bullet-proof vest, and other belongings.

Viewers will be able to experience the emotional and spiritual moments of EDSA 1 and follow Corazon Aquino through her presidency and after her term of office. Mrs. Aquino’s presidential memorabilia, and her paintings when she was already "Citizen Cory" are part of the display.

The Museum will also exhibit Ninoy Aquino’s memorabilia when he was a correspondent for the Manila Times and when he became Tarlac governor and later senator.

Architect Dan Lichauco, chairperson of the panel of judges, said it would take 10-12 months before the new design is fully realized and the new interactive museum is experienced by everyone.

Rafael Lopa, president and executive director of the Ninoy and Cory Aquino Foundation, said the Museum, which usually opens on Tuesdays to Sundays, will be closed during the redesigning and some of its items – except for the delicate displays like Ninoy’s bullet-proof vest and suit -- will be exhibited in the Ayala Museum in Makati City.

Lichauco said the cost of the redesigning is not yet known because the details have to be hammered first. He said the new museum would have to be cost-effective because the Foundation will take charge of maintaining it and paying the bills.

He said at present, the museum is self-sustaining because income from the use of the convention room of the Aquino Center and the entrance fees finance its operation.

As for the other Aquino who is currently making his own history – incumbent President Benigno Simeon Aquino III – Lopa said there will be other plans for his memorabilia.

Salamat.

This can pave the way for more developments in the area such as entrants of more agro-industrial businesses.:)

Mayantoc chosen as agro-enterprise convergence site

By Charlene Cayabyab

TARLAC -- Three government agencies have selected a 60-hectare agricultural forestry area in Mayantoc town as their pioneer local convergence agro enterprise cluster site here.

The Department of Agriculture (DA), Department of Agrarian Reform (DAR) and Department of Environment and Natural Resources (DENR) selected Barangay Nambalan in Mayantoc as their convergence site.

DENR provincial convergence focal person Forester Brenda Clemente said 86 families are expected to benefit from the project, which seeks to stimulate economic activity in the countryside and support the Aquino administration's National Greening Program.

Clemente said the DENR will distribute seedlings of atis, guyabano, mango, cacao, rambutan, coffee arabica and macadamia to the beneficiaries while DA will conduct capability building trainings on organic farming and hand out vegetable seeds.

DAR, on the other hand, will hold lectures on a number of topics ranging from land acquisition and improvement to land transfer.

The local convergence agro-enterprise cluster site project was conceived through the enhanced National Convergence Initiative (NCI) issued by Secretaries Proceso Alcala of DA, Virgilio Delos Reyes of DAR and Ramon Paje of DENR last year.

Clemente said the enhanced NCI promotes a framework of sustainable agriculture and rural development that integrates the people, their economy and their environment; optimizes resources and creates substantial effect in the short-term and makes possible model-building across ecosystems.

The NCI also promotes sustainable frameworks for production systems and rural poverty sectors and small producers in the long-term; defines clear mechanisms for harmonization and complementation among the three rural development agencies to avoid conflicting and overlapping policies that slows the implementation of programs and projects on the ground, and give local government units a more pro-active role in identifying and implementing convergence initiatives at the local level.

The three agencies are set to identify more convergence areas in the province in the coming months.

Aquino Museum redesign tells saga of democracy
By Jo Martinez-Clemente
Inquirer Central Luzon

TARLAC CITY—“Remember Ninoy!” was the battle cry 28 years ago when the assassination of former Senator Benigno Aquino Jr. triggered a tidal wave of outrage.

And for those who lived through the martial law years, there was no forgetting. Ninoy’s bloodied shirt, the blown-up photograph of him sprawled on the tarmac of the then Manila International Airport, and the replica of his prison cell—the centerpieces of the Aquino Museum in Tarlac City—are more than sufficient reminders of that dark era.

There was no forgetting either for those who witnessed how his widow, Corazon “Cory” Aquino, survived the ordeal to become the Philippines’ first woman president. The outpouring of affection from a grateful nation when she was laid to rest in 2009 speaks volumes of her place in history.

But how does one tell the story of Ninoy and Cory to a new generation of Filipinos? How does one make them feel his loneliness in solitary confinement, the grief of millions over a fallen hero, and the pain and suffering of a people fighting for freedom from a dictatorship?

Reawakening democracy

“With the new design, they will,” says architect Anthony Nazareno, lead architect of Nazareno + Guerrero Design Consultancy, the top winner in the Aquino Museum redesign competition launched by the Ninoy and Cory Aquino Foundation and LaFarge Cement Services.

(The second winner is Mana Architecture + Interior Design led by principal architect Jose Carlos Mateo, and the third, Palafox Associates led by chief architect Felino Palafox Jr.)

The new design will feature a multimedia platform and will cut across generations, according to Nazareno.

LaFarge director Renato Sunico says the competition was conceived in light of the public sorrow and respect displayed during Cory’s wake and funeral in August 2009.

Built in 2001, the Aquino Museum focused more on Ninoy, Sunico notes. But this time, he says, it will also showcase not only Cory’s achievements as president but “the breadth and scope” of her life as “a global icon of democracy, a hero and moral compass to the Filipino people” as well.

Ninoy and Cory’s eldest daughter, Maria Elena “Ballsy” Aquino-Cruz, found the competition enriching because it elicited new ideas and concepts.

“There is something unique and different in each of the proposals,” she says.

Anchored on the theme “Reawakening Democracy,” the competition drew 15 contenders who proposed design solutions that “best capture and translate the full impact of Ninoy and Cory Aquino on Philippine history.”

The best three were selected and their proponents given stipends for research and development of their concepts.

Political timelines

As it is now, the museum exhibit runs in chronology marked by four political timelines interwoven by episodes in Ninoy and Cory’s personal lives.

These are: 1950-1971, Benigno S. Aquino Jr., Pre-Martial Law Years; 1972-1982, Martial Law Years; 1983-1986, People Power; and 1986-1992, Corazon C. Aquino, President of the Republic of the Philippines.

The design and concept were a product of the collaborative work of Dan Lichauco and Joel Enriquez.

The museum’s centerpieces are still Ninoy’s shirt stained with blood (tangible proof of his martyrdom), and the replica of his prison cell (a physical manifestation of his travails).

Those 20 years old and younger would view Ninoy as the closest to a hero. What would perhaps move them is the emotion evoked by the audiovisual presentation shown to visitors as part of the museum run.

Ninoy’s stuff during his detention are seen inside the replica of his prison cell—a white coffee mug adorned with blades of wheat and grains, his green Torpedo typewriter, rubber slippers dented by his weight, books, stainless steel pans and plastic pails.

Outside the cell, hanging on the walls, are verses excerpted from Ninoy’s poem, “Solitary Confinement,” and framed in wood.

The poem written on April 22, 1973, breathes life into the replica and transports the viewer almost 40 years back into Ninoy’s “living tomb,” his own description of the cell where “even saints are forced to cry because angels grow horns.”

The nationalist fervor stops at the People Power episode of the exhibit, marked by the famous photograph of Candidate Cory with arms outstretched amid the multitudes that listened to her call for civil disobedience.

The exhibit is capped by a desert that seems incongruent to what it originally wanted to evoke. The emotional high is lost as one exits.

What follows is a showroom of Cory’s memorabilia as president, dominated by expensive gifts from other heads of state, embassies and members of royalty.

One of a kind

Expected to be completed in 10 months to a year, the redesigned Aquino Museum will be one of a kind, Nazareno says.

There will be more focus on the individual achievements of Ninoy and Cory, and the time zones will be divided into 10 salas (or halls) set in a continuum.

The museum will be presented in narrative form. There will only be one entrance and one exit, so that a visitor has to complete each sala before moving on to the next.

Multimedia will be used, evoking the atmosphere of each period without the visitor having to watch a documentary at the audiovisual room.

For example, Sala 5 is labeled “Hindi Ka Nag-iisa” (You Are Not Alone). It represents Ninoy’s assassination, which was the catalyst of the 1986 People Power Revolution, and is highlighted by a simple memorial with his bloodstained shirt.

Sala 7 is the “People Power Hall.” Says Nazareno: “Rather than a space representing a mere sense of celebration, we wanted to create a sala where people could reflect on the journey of the people’s struggle for regaining democracy, culminating in People Power.”

Sala 9 is called “Citizen Cory,” representing her importance and influence in modern Philippine politics and culture beyond her presidency.

The hall labeled “The Meaning of Democracy” is the final sala. Here, Nazareno says, questions are posed to visitors: Who is Ninoy to you? Who is Cory to you? What is democracy to you?

“It hopes to make museum-goers internalize the many sacrifices endured and to reawaken their zeal in the seemingly simple concept called democracy,” he says.

Nazareno says that if comparisons are to be made, the closest that the new design can be compared to is that of the museum dedicated to assassinated US President John F. Kennedy.

‘Rejuvenating experience’

How he and his team put the new design together was a “rejuvenating experience,” Nazareno says.

He was barely 5 years old when Ferdinand Marcos declared martial law in September 1972. His family led a rather comfortable life; they migrated to California but came back more than a year later.

“I had a chance to watch ‘The Last Journey of Ninoy’ when I first visited the Aquino Center in Tarlac,” Nazareno recalls.

“My family supported the Marcoses in the snap election of 1986, and I barely knew who Ninoy was then. That movie changed my perspective on many things. I had not realized, until then, the extent of the sacrifices Ninoy, Cory and their family had to endure,” he says.

“The short but powerful experience” of reliving Ninoy’s life and times through the movie made Nazareno realize that the best way to convey the message to museum-goers was an “experiential approach.”

“With our design, our team hopes to evoke as much of the emotions that [Ninoy and Cory’s] lives elicited in the course of the unfolding of Philippine history in the past 40 years,” he says.

New Tarlac Road partly operational in late 2012

by Jenniffer B. Austria

A consortium led by San Miguel Corp. and the Consunji group plans to open half of the 88.5-kilometer Tarlac-Pangasinan-La Union Expressway to the public by November next year.

DMCI Holdings president Isidro Consunji said the first phase of the project covering a 44-kilometer stretch from Tarlac to Carmen in Pangasinan would be partly operational. The Tarlac-Gerona stretch would be operational by April while the Gerona-Carmen phase would open in November 2012.

The second phase covering 44.5 kilometers from Carmen to Rosario in La Union will be completed by 2014.

The consortium has obtained a term credit facility worth P11.5 billion from a syndicate of banks led by Banco de Oro Unibank to build the project. Other participating banks are the state-owned Development Bank of the Philippines and the Land Bank of the Philippines.

The proponent of Tarlac-La Union is Private Infra Dev Corp., an all-Filipino group composed of San Miguel through unit Rapid Thoroughfares Inc., DMCI Group and D.M. Wenceslao & Associates Inc.

The project is expected to cut travel time from Manila to Baguio to three hours from the present six hours at an average speed of 80 kilometers per hour.

Pag naging city ang Mabalacat posibleng mag spill over ang progress papunta sa Bamban and even Capas.

Lapus denies co-authoring Mabalacat cityhood bill
The Philippine Star Updated July 13, 2011 12:00 AM 0 comment to this post

MANILA, Philippines - Rep. Jeci Lapus yesterday denied reports that accused him of “negligently abandoning” the third district of Tarlac by co-authoring House Bill 2509/4736 seeking the conversion of Mabalacat town in Pampanga into a component city.

Tarlac provincial board members made the accusation as they who opposed the bill’s passage since there is still a pending boundary dispute between the Tarlac town of Bamban and Mabalacat.

In a statement to The STAR, Lapus said he never co-authored the House bill and that even on the official website of Congress, one would see an official listing of all the measures he co-authored.

“HB 2509/4736 was never included. But the provincial board officials did not even bother to check the information before they made baseless allegations,” he said.

Lapus said that while the bill was pending, his office requested the Department of Environment and Natural Resources to have the disputed portion resurveyed.

“We found out that only 8,318 hectares was included as the land area certified by Land Management Bureau for the municipality of Mabalacat,” he said.

Lapus added: “The disputed 6,000 hectares was not clearly established. Hence, we requested that the political boundary map issued to Mabalacat be retracted.”

Lapus said he then ensured that his district will not be prejudiced by the cityhood, stating that a provision in Section 2 of the bill’s House version was included to protect his district on the pending territorial dispute.

As stated in the last paragraph of the section (line 22-28), the “foregoing provision shall be without prejudice to the resolution by the appropriate agency or forum of any boundary dispute or case involving questions of territorial jurisdiction between Mabalacat City and the adjoining local government units; Provided: That the territorial jurisdiction of the disputed area or areas shall remain with the local government unit which has existing administrative supervision over said area or areas until final resolution of the case.”

Lapus said a third reading copy of HB 4736 was given to Bamban officials.

CITY OF SAN FERNANDO The Tarlac Provincial Board recently passed a resolution informing the Congress bicameral committee of the formers opposition to a Pampanga towns cityhood bid.

Tarlac Governor Victor Yap approved the resolution that also highlights the current boundary dispute between the Municipality of Bamban, Tarlac and the the Municipality of Mabalacat, Pampanga, which is subject of a petition for Mandamus and is pending before the Supreme Court on a petition for review.
"This Sanggunian hereby manifests its opposition to the approval of House Bill No. 2509 and to any document or survey plan showing the inclusion of the area, subject to the boundary dispute between Bamban and Mabalacat, the Tarlac Provincial Board said in resolution.

The Tarlac Provincial Board also asked the bicameral committee to further review and deliberate or amend the house bill with the boundary dispute in proper perspective.

In 2008, tension rose between the two municipalities when Bamban started to exert its alleged right over the areas being occupied by Barangay Calumpang, Mabalacat along Sacobia River.

It was learned that portions of Sacobia belong to Mabalacat and Bamban.

Earlier, barangay officials of Calumpang complained that a Bamban-based quarry operator has been hauling sand from within the territorial jurisdiction of the village.

Last year, Mabalacat Mayor Marino Morales said the Calumpang area along the disputed boundary has long been under the jurisdiction of Mabalacat
eanwhile, the Tarlac board is asking the Senate to include a specific provision in the cityhood bill that its approval should not prejudice the outcome or final resolution of the pending boundary dispute. (Ian Ocampo Flora)

"Mt. Damas may arguably have the distinction of being the most scenic mountain in Tarlac. One of the more exciting highlights, aside from the captivating sunrise amid the morning clouds is the 2 and a half hour descent to Ubod falls. Again, the trail is not well established and the slope gets steeper as you descend towards the river from this point 15 minutes of river trekking will take you to Si-eL falls, (named after the school were all of the first explorers were studying). Another 30 minutes of river trekking will lead you to the 120 foot Ubod falls. From there, one can have lunch and explore the area."

MANILA, Philippines - The Philippine Stock Exchange has approved the initial public offerings (IPO) of supermarket chain Puregold Price Club Inc. and water utility Calapan Ventures Inc.

Puregold, which operates 72 stores across the country, will raise up to P12.4 billion from the sale of 600 million common shares for as much as P18 apiece, with another 90 million shares allotted for a greenshoe option.

The maximum offer price is 14% higher than originally planned, while the offer size was reduced from 700 million shares.

Based on the approved timetable, Puregold will set the final price of the shares on Sept. 21 and start offering them on Sept. 23 until 29. It plans to list the shares on Oct. 5.

Puregold will use the proceeds to settle debts and finance store expansion.

Puregold said it was spending P6.26 billion in capital expenditures from 2011 to 2013 to put up new stores in Davao, Rizal, Cavite, Bataan, Pangasinan, Baguio City, Ilocos Norte, Caloocan, Bulacan, Camarines Sur, Laguna, Quezon City, Legaspi City, Iloilo City, Leyte, Cebu City, Tarlac City, La Union and Albay.

Mayor: Boundary dispute won’t affect Mabalacat cityhood

By Reynaldo G. Navales
Sunday, August 28, 2011

MABALACAT - The ongoing boundary dispute between Mabalacat, Pampanga and Bamban, Tarlac will have no bearing on this town’s bid for cityhood, Mayor Marino Morales said.

Morales said House Bill 4736 provides a colatilla that if Mabalacat becomes a city, its conversion shall be without prejudice to the outcome of any border dispute or question of territorial jurisdiction.

Morales clarified that Barangay Calumpang, which is the subject of the territorial dispute, is not included in the political boundary map of the proposed Mabalacat City.

Like this one:

"But on 1898, while on exile at Hong Kong, Emilio Aguinaldo made another banner flag. This time the flag have a freemasonry triangle symbol with three stars on the corners and a sun with a face or a mythical sun on the center, Which according to him, the eight rays of the sun represents the eight provinces that revolted against the Spanish ruling, namely Manila Philippines, Pampanga Philippines, Cavite Philippines, Bulacan Philippines, Nueva Ecija Philippines, Bataan Philippines, Laguna Philippines, and Batangas Philippines. While the three stars represents: Luzon, Visayas, and Mindanao."

The 8 rays represent the 8 provinces that took part in the revolution against the Spain; Manila, Cavite, Bulacan, Pampanga/Tarlac, Nueva Ecija, Bataan, Laguna and Batangas. Ambrosio Rianzares Bautista, who wrote the Philippine Declaration of Independence, who read and explained it on the occasion of its proclamation on June 12, 1898 added that these eight provinces were declared in a state of war almost from the start of the revolution. It says that the white triangle of Masonry signifies the emblem of the Katipunan, the secret society that opposed Spanish rule."

"The slash on "Pampanga/Tarlac" is mine, the NHC wanted to take "Bataan" out of the original eight provinces that took part in the initial revolution against the Spain and replaced by "Tarlac." Pampanga borders Tarlac and its confusing how Aquinaldo or Jocson who claimed they designed the flag missed this problem. How can they forget the great and honest Gen. Francisco Makabulos and Gen. Servillano Aquino the grand father of Ninoy Aquino who are both from Tarlac? Aguinaldo made his last stand in Tarlac before he fled to the mountainous North where he was eventually captured by the Americans. It was in Tarlac where the Republic fell as the Philippine-American War deteriorated into scattered guerrilla operations. "

2. 2 storey commercial building in Barangay San Rafael
3. Grand Square and Residences (former Cityview Hotel)

Tarlac landfill eyed for Baguio trash
abs-cbnNEWS.com

MANILA, Philippines - A huge pile of garbage at a dumpsite in Irisan, Baguio City will be brought to a landfill in Capas, Tarlac, government officials said Tuesday.

Environment Secretary Ramon Paje told ANC that the retaining wall of the dumpsite collapsed because it failed to withstand the volume of water unleashed by Typhoon "Mina."

Paje said the dumpsite should have been closed as early as 2006 since the plan for the facility was to convert it into a waste segregation plant.

After the dumpsite's retaining wall gave way, 8 houses were buried in garbage and at least 5 people were killed.

I've heard that the Mayantoc bridge collapsed last July 4, 2010 was already replaced with a new one. The bridge is a vital one since it connects the town proper to ten barangays in the West. This was rebuilt through Pnoy's presidential bridge program administered by DPWH. Thanks Pnoy and congratz Mayantoc people.:)

2. Completion of Balog-Balog Dam

3. More companies (local investors, BPO's, export oriented to be located in IT and industrial parks), thus taking advantage of the new infrastructures in the province such as SCTEX and TPLEX.

4. Construction of eastern boulevard, with center island/lamp posts, connecting the city center to the expressways in the east allowing expansion of the capital city.

Tapos if possible, revival ng UP-Tarlac.:)

Tarlac eye center opens state-of-the-art facility

By PNA and U.S. News Agency / Asian

The new Tarlac Eye Center, which would provide state-of-the-art eye care medical services to local residents, was recently opened here.

Governor Victor Yap, together with Department of Heath (DOH) Assistant Secretary Eric Tayag, Second District Representative Susan Yap and DOH Region III Director Rio Magpantay led the opening of the eye center which is located at the new extension building of the Tarlac Provincial Hospital (TPH).

The first in the province, it has been the dream project of Governor Yap to have an eye center put up right in the province, said Arvin Cabalu of the Public Information Office.

“This program of Gov. Yap is aimed at providing better quality eye care to indigent patients that needs expert eye-care,” Cabalu said.

The Tarlac Eye Center will be manned by a team of respected eye specialists in the province with Dr. Shelly Anne Mangahas as the officer-in-charge.

Cabalu said the eye center offers the latest diagnostic and therapeutic services.

Pilmico expands pig farms in Tarlac

Pilmico Foods Corp., the food unit of holding company Aboitiz Equity Ventures Inc., is increasing the number of pig farms it owns in Capaz, Tarlac.

"The business is good. Margins in our company-owned farms are better than in rented farms," said Sabin M. Aboitiz, Pilmico Foods president, said.

Two farms with an average size of five hectares, not including the two hectares that will hold the biodigester for the wastes, will complement the five existing company-owned farms. Each will house 7,200 head, the same as the capacity of other company-owned farms.

Aboitiz said construction of the new farms started this year and should be completed next year.

"We’ve already bought the land now we’re constructing on it," he said.

Pilmico Foods supplies pork to the market and piglets for other piggeries.

Aboitiz said with the addition of the two new farms, the company needs to increase the number of sows from the current 6,700 to 8,000.

"Each sow produces 22 piglets down the line every year," said Aboitiz.

The construction of the farms goes hand in hand with the upgrade of Pilmico’s port facilities in Iligan City, Lanao del Norte, where the company’s flour and feed businesses are located.

Aboitiz said new machinery is being installed to speed up cargo handling.

The DILG revealed the top 10 provinces and 20 cities that scored high in the Local Governance Performance Management System (LGPMS) report for 2010 last Sunday.

The LGPMS, which is administered by the DILG, is a Web-based, self-assessment tool that measures the performance of local government units in key governance areas.

It evaluates the performance of cities and provinces in administrative, social, economic and environmental governance.

It also assesses local government units in terms of transparency, participation and financial accountability.

The provinces and cities are scored in a scale of 1 to 5, 1 being the lowest and 5 the highest.

Tiningnan ko yung performance ng Camiling in different areas of good governance sa LGPMS, perfect ang score nito sa Social Governance which includes support to education services, health, peace, security and disaster management, and support to housing and basic utilities.|Pero mababa ang score nito sa revenue generation (3.33)at resource allocation and utilization (3.96).

Perfect score (5) din ang nakuha nito sa support to agriculture at 4.94, high enough but needs more improvement in entrepreneurship, business and industry promotion(under economic governance).

May minimal fee sa eye center pero the place is air-conditioned, katabi sya ng TPH at yung bakod extending sa first gate ng Fairlane eh winasak to give way for the new structure.

Its a good thing we have this type of facility sa province natin madami pa namang umaasa sa service ng government hospital.

PNoy appoints 'kababayan' as new PNP chief
by Jojo Malig, abs-cbnNEWS.com

MANILA, Philippines - Tarlac province is a connecting link between incoming Philippine National Police (PNP) Director General Nicanor Bartolome and President Benigno Aquino.

Bartolome, who will replace Director General Raul Bacalzo on September 9, hails from Pinasling, Gerona town.

The President, meanwhile, traces his roots to Tarlac, where the Aquino and Cojuangco clans are based.

Bartolome became Tarlac police chief while Aquino was congressman of the province's second district in the 1990s.

The police official was deployed to the province following the unrest at the Cojuangco-owned Hacienda Luisita sugar estate in 2004.

Bartolome was a seen as a fast-rising police official until he was reportedly placed "on the freezer" in 2002 after being identified with Sen. Panfilo Lacson.

Before being appointed PNP chief by Aquino, Bartolome also became PNP spokesman, headed the PNP Directorate for Intelligence, and led the National Capital Region Police Office (NCRPO).

Bartolome, who belongs to Philippine Military Academy class of 1980, has a bemedalled career and is a veteran field combat officer in Maguindanao and Cotabato.

He is a recipient of 2 Distinguished Service Medals, 4 Special Service Medals, 2 Heroism Medals, 19 Efficiency Medals, and several dozen other medals and commendations.

He also has a doctorate in Philosophy in Criminology from the Philippine College of Criminology.

He is set to retire in 2013.

26 new Botika ng Barangays benefitted
Date: September 02, 2011

CAPITOL HILL, Tarlac City—Twenty six new Botika ng Barangay opened in the province and issued the corresponding licenses to operate by the Department of Health [DOH].
Since health is one of the flagship programs of provincial government of Tarlac, the program was supported by the office of second district representative Susan Yap who requested the DOH to help open more BnB in the province.
Luz Lopez DOH provincial head said that DOH granted them P25,000.00 each worth of medicines to start the so called "poor man's drug store".
Operators were trained before they can operate the BnBs. Basic accounting, bookkeeping, reporting including business ethics were taught to the barrio folks operating the botikas, Lopez said.
With the opening of 26 new BnB, Tarlac now has 359 Botika ng Barangays spread-out in the different municipalities of the province. BnB is a subsidized social program of government that sells generic and low priced medicines to poor families.

Cong. Yap said that local officials in the different municipalities see the need to establish more outlets in their localities. "In times like this when prices of goods, including medicines are souring high, poor people cannot afford buying medicines in the pharmacies thus the need for BnBs.”
[B]Out of the 26 BNBs, 11 were established in Barangays Banaba, Sta. Maria, San Carlos, Laoang, Trinidad, Culipat, Buhilit, San Sebastian, Batang-Batang, Dolores and Armenia in Tarlac City. Three in the municipality of Camiling---Manaquim, Surgui 2nd and Bobon 2nd three in San Jose---Labney, San Juan de Valdez and Burgos, three in San Clemente---Daldalayap, Pitao’ and Poblacion Norte, and two in municipality of Sta. Ignacia---Sta. Ines West and San Francisco.
Gerona [Quezon], Moncada [Sta. Lucia East], Pura [Singat] and Anao [Baguiondoc] have one barangay-beneficiary each.---Jojo S. Pascual/Media Affairs.

20 SPES students get checks from PGT, DoLE
Date: September 05, 2011

CAPITOL HILL, Tarlac City---The summer jobs offered under the Special Program for the Employment of Students [SPES] of the Department of Labor and Employment [DoLE] and the Provincial Government of Tarlac [PGT] has benefitted some 20 students.
Nida Duco, who heads the capitol’s Public Employment and Service Office [PESO], said that the students were employed in various companies in the province.
“Those who availed themselves of the SPES program were given daily wage, depending on the company to which they are assigned,” added Duco.
Under the program, 60 percent of their daily wage was paid by the employer in cash while the remaining 40 percent will be paid by the DoLE in the form of education vouchers. Students employed on a 20 to 30-day contract
The 20 students recently received the counterpart checks from the PGT at the Bulwagan ng mga Gobernador here.
The SPES is summer job appreciation program undertaken by the provincial government in cooperation with the DoLE. The program was able to hire the services of students who are in need of income to sustain their desire to have a decent education.---Jojo S. Pascual/PIO-Media Affairs.

One of the urban barangays kasi kayo ng kabisera, madaming population and establishments. Para mapalago ang pondo ng barangay puede silang magcreate ng other source of funds, like renting barangay facilities at a minimal cost.

One of the urban barangays kasi kayo ng kabisera, madaming population and establishments. Para mapalago ang pondo ng barangay puede silang magcreate ng other source of funds, like renting barangay facilities at a minimal cost.

A, oo nga.

Aquino unveils historical marker at ancestral home in Tarlac
By Norman Bordadora
Philippine Daily Inquirer

MANILA, Philippines—President Benigno Aquino led the unveiling Saturday of a marker at the Aquino family’s ancestral home in Concepcion, Tarlac.
The National Historical Commission declared the Aquino house as a historical site in 1987 because of its significance as the home of patriots from the Aquino family.
Three generations of Aquinos lived in the house since it was built in 1939, according to Malacañang.
General Servillano Aquino, Aquino’s great grandfather, was a Katipunero who joined the revolution against the Spaniards. He also fought the Americans during the Filipino-American war.
Mr. Aquino’s grandfather, Benigno Aquino Sr., also lived in the house and was a speaker of the National Assembly, a representative of Tarlac, a senator and a secretary of agriculture and commerce.
The most prominent Aquino and the father of the President, the martyred former senator Benigno Aquino Jr., lived in the house when he was the mayor of Concepcion town.
He later became governor of Tarlac and eventually senator. It was in the Senate that Ninoy Aquino began exposing the alleged excesses of the Marcos administration.
Ninoy Aquino went against Marcos’ martial law regime and was assassinated in 1983.
With the help of wood carvers from Pampanga, the surviving Aquino family members decided to renovate the house this year for the public to appreciate its historical value.
The President was also in Concepcion Saturday to join other Aquino family members in celebrating the 80th birthday of his aunt, Maria Aurora Aquino Lichauco. She is the eldest of all the seven Aquino siblings.

Calumpang is our land -- Tarlac Aetas

Written by : George Hubierna

BAMBAN, Tarlac -- With the raging of the boundary dispute between Tarlac and Pampanga, the aborigines of this province finally broke their silence and declared that the disputed land is their “birthright and is registered to them.”

“Ang lupa ng Calumpang ay pag-aari ng mga katutubong Aeta ng Tarlac. Sakop ito ng mahigit 10,000 ektaryang lupa na nakatala sa Certificate of Ancestral Domain Title (CADT) No. 025,” declared Lady Gutierrez-Sibal, a tribal leader who is the former president of the Bamban Aeta Tribal Association (BATA).

Sibal’s statement came in the wake of the heightening of the boundary dispute between Pampanga and Tarlac now referred to as “silent war” between the two provinces.

The more than 3,000-hectare Calumpang village is located within the “historical jurisdiction of Bamban” being a sitio of this town’s Bgy. San Vicente.

However, the same village is being claimed by Mabalacat, Pampanga, and even has its own Barangay Council headed by a certain Jaime Jimenez.

Calumpang made the news when House Bill 4736 “creating the Mabalacat City” was recently approved by Congress with Calumpang as one of the municipality’s 27 barangays.

Sibal’s late father, Marcelo Ramos Gutierrez, a pure blooded but a degree-holder Aeta, is a retired Bamban town employee who worked as municipal secretary and municipal planning and development officer and, reportedly, among those who “strongly resisted” Mabalacat’s “unlawful claiming” of Calumpang village in the 1990s.

History says that thousands of years before the Spaniards came, the Aetas are the original settlers of Tarlac and Pampanga who inhabited the then lushly-forested plains of the provinces. Apparently, the names of much of the towns were derived from the Aeta’s language naming the dominant plants in the area including the towns Mabalacat and Bamban.

Sought for comment on Mabalacat Mayor Marino Morales published statement “Calumpang is ours,” Sibal said, “Ayaw kong mag-comment sa comment ng mga politiko dahil iba ang interest at batayan nila.”

“Sana ang CADT 025 ang pagbatayan nila sa boundary dispute at sana respetuhin nila ang karapatan naming mga katutubo sa ilalim ng IPRA (Indigenous Peoples Rights Act),” said Sibal.

I'm impressed :) Bakit alam mo yung tungkol sa Crisca Park? Yeah tama ka, Crisca Park was supposed to be converted into a full-scale Robinsons Mall. That was even planned way before SM eyed its location sa Tarlac.

I dont know or heard anything about sa Camiling mall, but im hoping its true. :)
