Tapos may banga rin na nakadisplay, yung trademark symbolizing Tarlac as the melting pot city of Central Luzon.

Mas maigi pa, battle of the band na lang o kaya kantahan, masaya pa, tsibugan pagkatapos.:banana:

Pangalawa ang province sa region na may pinakamababang tax collection. Palagay ko tataas pa iyan, although, di maliit na halaga ang P338 million na revenue sa isang agricultural province. Pag kukunin mo yung tax base nito malaki laki rin sa loob lang ng 3 months. Some strategies siguro, promote taxpayers cooperation through more extensive orientation and seminars, promote other towns as investment sites other than the city.

Sana manatili or mag-improve pa yung momentum ngayon sa Clark and other parts of CL like Tarlac with regards to investments inflow.

The Kapampangans or Capampan͠gans (in Spanish: Pampangos or Pampangueños) are the sixth largest Filipino ethnolinguistic group, numbering about 2,890,000. The original Kapampangans may have descended from Austronesian-speaking immigrants to Luzon during the Iron Age.
The province of Pampanga is traditional homeland of the Kapampangans. Once occupying a vast stretch of land that extended from Tondo[1] to the rest of Central Luzon, huge chunks of territories were carved out of Pampanga so as to create the provinces of Bulacan, Bataan, Nueva Ecija, Aurora and Tarlac.[2] As a result, Kapampangans now populate a region that extends beyond the political boundaries of the small province of Pampanga. In the province of Tarlac, the indigenous population of Tarlac City and the municipalities of Bamban, Capas and Concepcion are Kapampangans, while the municipalities of Victoria, La Paz, [have a considerable Kapampangan population. In Bataan, Kapampangans populate the municipilaties of Dinalupihan and Hermosa, and the barangays of Mabatang in Abucay and Calaguiman in Samal. Kapampangans can be found scattered all across the southern barrios of Cabiao in the province of Nueva Ecija and in the western section of the province of Bulacan. Kapampangan enclaves still exist in Tondo and other parts of the National Capital Region. Kapampangans have also migrated to Mindoro, Palawan and Mindanao and have formed strong Kapampangan organizations called aguman in Davao City and General Santos City. Agumans based in the US and Canada are currently active in the revival of the Kapampangan language and culture.[citation needed]
The Kapampangans have produced many Rajahs, Datus, three Philippine presidents, three chief justices, a senate president, the first Filipino cardinal, one Huk Supremo, many Huk Commanders and NPA cadres and many personalities in public service, education, diplomacy, journalism, the arts and sciences, entertainment and business.

footbridge across the highway po ba? pero malabo siguro lagyan ni SM yan pero malay natin after ng widening and concreting ng highway..

kasi dun sa multi-level parking area. may mall access na dun sa 2nd level and 4th level.

napansin ko dun sa likod ng sm tarlac may construction ng sementadong kalsada.. parang additonal access road going back to ZAMORA ST or baka expansion lang nung subdivison dun.. :)

MANILA, Philippines—The newly installed commander of the Philippine Army’s 7th Infantry Division targets the end of insurgency in Central Luzon by the end of 2012.
“My vision for the 7th Infantry Division is very straightforward—clear Central Luzon (of insurgency) by 2012. We will win peace through the 4P Strategy,” said Major General Jose Mabanta Jr. during the recent turnover rites in Fort Magsaysay, Nueva Ecija. The four P’s refer to People, Process and Systems, Partnership and Policy.
The 4P Strategy, he said, was in line with the Internal Peace and Security Plan (IPSP) Bayanihan, the military’s campaign plan against security threats.
With the first P (People), Mabanta said he would make sure that the personnel will have “the right talent for the right job and that these talents are satisfied, fully engaged and motivated to finish the mission.”
The second P (Process), Mabanta continued, would “guide soldiers to prevent loss of lives and optimize use of resources to make the organization ahead of its adversaries.”
In Partnership, Mabanta’s men at 7th ID “will need to work with all stakeholders and continue to establish stronger network, the alliance that is needed to finish the mission,” while Policies will be reinforced in as embodied in IPSP.
“As a soldier, the challenge of being at the front is very fulfilling. I strongly feel that I am back to where I belong. Now I feel that all my past positions and missions brought and made me prepared for my mission in 7th ID. Looking back, I had a very fulfilling military life, accomplishing a myriad of tasks in the environment full of unknowns and risks,” Mabanta said.
Mabanta, who was previously the deputy chief of staff for operations, said he sees his goal of an insurgency-free region as something “doable,” as he estimated the number of communists in the region down to only 166.

footbridge across the highway po ba? pero malabo siguro lagyan ni SM yan pero malay natin after ng widening and concreting ng highway..

kasi dun sa multi-level parking area. may mall access na dun sa 2nd level and 4th level.

napansin ko dun sa likod ng sm tarlac may construction ng sementadong kalsada.. parang additonal access road going back to ZAMORA ST or baka expansion lang nung subdivison dun.. :)

Wow, ok iyan, access road from back of SM to Zamora, di ba property rin ng SM yung likod nito na vacant lot, baka inuumpisahan na ring idevelop.

CAMP Macabulos, Tarlac City -- A notorious drug pusher, who is fifth in the list of drug personalities in the province, finally fell into the hands of the authorities during a buy-bust operation conducted at the 4th floor parking lot of SM City Tarlac in Bgy. San Roque Monday night.

Tarlac police director Senior Supt. Alfred Corpus identified the suspect as Alvin Manalang Cupcupin, 36, of Bgy. Pob 2, Gerona, Tarlac, and said to be a member of “Punzal Group” operating in Tarlac and nearby provinces.

The arrest was made by the Provincial Intelligence Branch led by Supt. Bayani Razalan, the Criminal Investigation and Detection Team led by its provincial officer Chief Insp. Richard Caballero and the Provincial Public Safety Company led by Supt. Roldan Luna.

A pre-arranged drug transaction was hatched with PO1 Paul Andrew T. Pabustan acting as poseur buyer. He was able to buy a transparent plastic sachet of suspected shabu weighing 0.067 gram for P1,000 (AE124722 with marking “PTB”).

SPO4 Wilhelmino A. Alcantara, PO3 Arnel E. Cruz, PO1 Arnulfo B. Santiago and PO1 Ruy V. Fabros, who were strategically positioned, immediately arrested the suspect, who yielded the marked P1,000 bill, a Sonny Ericson cellphone, US$1, a $50, three pieces of $20, 31 pcs. of P100 bills, four pcs. P50 bills and a black wallet. Another transparent plastic sachet of shabu weighing 5.256 grams was also found in Cupcupin’s red Toyota Corolla (UNY-117.)

The inventory of seized items/evidence were conducted in the presence of Homer Teodoro of GMA 7, Bgy. Kagawads Allan M. Bautista, Jer Jhon V. Viray and Rolando S. Santiago, all of Bgy. San Roque, Tarlac City.

The confiscated pieces of evidence were brought to Tarlac Crime Laboratory Office for examination. Charges of violation of RA9165 will be filed against the suspects.

The accused was also arrested on March 10, 2011 by elements of PIB Tarlac for the same offense.

TARLAC CITY, Philippines – Officials of the Regional Development Council (RDC) in Region 3 announced Wednesday the recently approved budget for the construction of the P16.09-billion Balog-Balog Multipurpose (BBM) dam in San Jose town here.
The RDC disclosed that “the rock-fill dam, which is part of the second phase of the BBM project of the National Irrigation Administration (NIA), will be about 113.5 meters from the riverbed to the crest with water storage capacity of 625 million cubic meters.”
The facility is expected to render irrigation services to an additional 21,935 hectares of farmlands in the province, increasing the total irrigation service area of the BBM project to 34,410 hectares.
A reservoir of around 1,800 hectares within the edifice will be utilized for tilapia production.
Once constructed and fully operated by 2016, the BBM dam is projected to produce an incremental crop yield of 116.7 thousand metric tons of rice per year with an estimated value of $34.72 million and 93.55 thousand metric tons of tilapia per year with a net production of P506 million.
Apart from irrigation and fishery, the RDC 3 bared that “Balog-balog dam will also be complemented with a hydro-electric power plant with a total installed capacity of 43.5 megawatts that can supply the present power requirements of Tarlac City or four medium-sized towns with an aggregate population of about 250,000.”
The RDC 3 is the highest policy-making body in Central Luzon and serves as the counterpart of the NEDA Board at the subnational level.
It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.
Council members include all governors, city mayors, municipal mayors of capital towns, presidents of municipal mayors league, regional directors of national government agencies and representatives from the private sector.
Meanwhile, the newly restored state-of-the-art modern hospital in Magalang, Pampanga with at least P35 million worth of upgraded facilities is set to open this Monday, Jan. 9, as part of Gov. Lilia G. Pineda’s health and medical services modernization program in the province.
Pineda said P35 million was spent for the rehabilitation and construction of the new building at Don Andres Luciano Memorial Hospital (DALMH) in Barangay San Pablo, Magalang town in the first district of this province.
The budget was part of the P700 million released by Pineda in 2011 for her projects on health, education, livelihood infrastructure and other projects.
Pineda was met by George Samson, president and CEO of the Detroit, Michigan-based World Medical Relief Inc., First District Rep. Carmelo Lazatin and Magalang Mayor Romy Pecson at the Clark Freeport to finalize the plans for the hospital’s opening next week.

San Miguel Corp., in partnership with the Citra group of Indonesia, is wrapping up a deal to take over the 35.9-kilometer South Luzon Expressway, putting the tandem in charge of a vital artery in the metropolis.
Industry sources said SMC and Citra had reached an agreement in principle with the foreign owner of the SLEx concession to buy out the latter’s controlling stake in a deal worth over P20 billion.
SLEx, which runs from Alabang to Sto. Tomas, Batangas, also attracted the Metro Pacific group of Manuel V. Pangilinan and even the Ayala conglomerate.
But industry sources said the Malaysian group in control of the toll road opted to sell to the San Miguel-Citra group after the latter submitted a very attractive offer.
The prospective deal will give SMC-Citra control of the stretch of toll roads starting from the elevated 15-kilometer Skyway.
Earlier, SMC and Citra also reached an agreement to buy into the 42-kilometer Southern Tagalog Arterial Road (STAR) in Batangas.
Industry sources said the entry of SMC and Citra into SLEx was sounded off to employees Tuesday.
Under the agreement, SMC and Citra will buy into the offshore holding company that, in turn, owns the local company MTD Manila Expressway, which controls 80 percent of South Luzon Tollway Corp.
The remaining 20 percent is owned by the state-run Philippine National Construction Corp.
SLEx, whose concession is owned by Malaysian group MTD Berhad, has a daily passenger traffic of about 120,000 vehicles, while Skyway has a daily traffic of 180,000 cars.
STAR has a vehicular traffic of about 30,000 cars a day.
SMC-Citra group would likely use Atlantic Aurum Inc. to operate SLEx, industry sources said.
SMC earlier acquired an initial 46-percent interest in Atlantic, Citra’s corporate vehicle for Skyway. SMC has a continuing option to acquire up to 51 percent of the company.
It was earlier reported that SMC is keen on scaling up its interest in the toll road business, forming a three-way partnership with Citra and STAR to create an entity that will actively seek big-ticket infrastructure projects under the government’s public-private partnership (PPP) infrastructure-building framework. The end-goal is to pool their Philippine tollway interests to create a single vehicle with greater financial muscle.
SMC also leads the Tarlac-Pangasinan-La Union Toll Expressway (TPLEx) and the North Luzon East Expressway (NLEE).
TPLEX is an 88-kilometer expressway that will extend from La Paz, Tarlac (the end of the Subic-Clark-Tarlac Expressway) to Rosario, La Union. Once completed, the new road will cut by half the present travel time from Manila to Baguio. The 55.8-kilometer North Luzon East project, on the other hand, will be extended from Commonwealth Avenue in Quezon City to as far north as Tuguegarao City in Cagayan province.
SMC has interests in the power sector, mining and telecommunications, apart from its traditional business of food and beverage. It is likewise finalizing an agreement to invest in national flag carrier Philippine Airlines.

Tarlac City to hold week-long ‘1st Melting Pot Festival’

TARLAC City -- Dubbed “Sigla’t-Saya, Sama-Sama Kahit Magkakaiba,” the city government of Tarlac, through the City Tourism Office, will hold the first “Melting Pot Festival” starting on Sunday, Mayor Ace Manalang said.

This year, the city government decided to change the title of the festivities from “Malatarlak and Balik-Sigla” to “Melting Pot Festival” to emphasize that although the city is composed of people having different culture and origin, still it can work harmoniously and will turn the impossible into achievable.

The festival will commence with a “Misa ng Pagkakaisa” at San Sebastial Cathedral to be followed by showcasing numerous arrays of merry-making activities like trade fair and food festival at the Ninoy Aquino Plaza followed at night by a fireworks display to signal the start of the event.

An additional feature of the fiesta is the “1st Penakbet Cooking Contest” to be held at second floor of SM City.

Participants will show different ways of cooking penakbet, an Ilocano dish, composed of a mixture of vegetables and fish bagoong in a “palayok” (pot).

Among the activities lined up are Miss Tarlac City Beauty Pageant, 1st Melting Pot Festival Grand Parade of Miss Tarlac City 2012 to be joined by movie and television stars, float competition, Adessa Paligsawit 2012, Piesta Pancitan, amateur boxing competition, street-dancing contest for elementary and high school students, balikbayan night, grand ballroom dancing and grand aerial fireworks display on the final night.

Tarlac City became popularly known as Melting Pot of the Philippines started by two leaders from Bacolor, Pampanga which were eventually joined by other settlers from Zambales, Bataan, Pangasinan, Bulacan, Nueva Ecija and other parts of the country.

“This unique quality of the Tarlaqueños is what we need to preserve and practice because by virtue and solidarity, we can move farther towards reaching common goal,” Manalang stressed.

Carlos P. Romulo was the first Asian to win a Pulitzer Prize in Journalism in 1942. He was also aide-de-camp to General Douglas MacArthur in World War II; Philippine resident commissioner in the U.S. Congress from 1944-46; and the first Asian to become UN President in 1949.

impress din ako dun sa contractor ng project na yan. yng NORTHERN BUILDERS..mabilis gumawa tsaka strategic sila.. hindi natatambakan ng trabaho. almost 3-4 times ako nagpapabalik balik ng tarlac city from manila every month.. malaki na agad yng nabago from sogo hotel going to luisita. pansin ko din dun sa concrete road ang taas tsaka parang mas beef up..compare dito sa manila na ampaw yng pagkagawa.

President Aquino opens luxury bag factory
By Jo Martinez-Clemente

CONCEPCION, Tarlac—President Benigno Aquino III spent Monday, inaugurating a 10-month-old luxury bag factory and giving his perspective about the economy.

The President arrived here with his economic team composed of Labor Secretary Rosalinda Baldoz, Finance Secretary Cesar Purisima, Trade Secretary Gregory Domingo and Transportation and Communications Secretary Manuel Roxas II.

“Their presence here empowers them to open up opportunities for our people that had been lacking for such a long time,” Mr. Aquino said.
Shifting to Kapampangan, he told Tarlac residents: “I can open doors for you and when I do, it is all up to you if you will keep it open.”

D’Luxe Bag Philippines is one of three investments promised to Mr. Aquino by the Luen Thai Group during his official visit to the United States last year. Employing 1,200 workers, the Tarlac factory produces Coach, a luxury brand.
The first investment of the Luen Thai Group was an Adidas factory, which was inaugurated in Mactan, Cebu province, in August 2011. The third investment is being set up at the Clark Freeport.

William Tan, Luen Thai chief executive officer, said the Tarlac factory’s expansion plan would increase the workforce by 500 this March. By 2014, the factory is expected to employ 5,000 workers.
In its first nine months of operation, the Tarlac factory was able to produce 220,000 bags, which Martyn James, vice president of Coach International, described as unprecedented.

Imagine more than 1k ang nagenerate ng workers for this factory alone.

I hope maging extension ng Clark investors ang concepcion kasi it only takes less than 10 minutes via SCTEX from Dau to Concepcion Exit so pwedeng ring maging empleyado ang mga taga Pampanga dito sa Concepcion, just like Tarlac to Pampanga.

Kapag nagtuloy tuloy yan, Concepcion will become the next big thing for Tarlac :)

Agree, Perseus. Puede ring maging bedroom as in tirahan ng mga employees from Clark ang Concepcion, therefore, feasible also for residential development. For industrial expansion, I think malaki pa ang Luisita Industrial Park for big foreign investors.

Thanks for your assessment Engineer Hugo regarding sa duration ng road widening works. Yes marami pang puedeng pagtayuan along McArthur highway. Palagay ko, pataas din ng pataas ang value ng lupa diyan lalo na between Luisita and SM City. Additional factor din yung improvement ng highway.

impress din ako dun sa contractor ng project na yan. yng NORTHERN BUILDERS..mabilis gumawa tsaka strategic sila.. hindi natatambakan ng trabaho. almost 3-4 times ako nagpapabalik balik ng tarlac city from manila every month.. malaki na agad yng nabago from sogo hotel going to luisita. pansin ko din dun sa concrete road ang taas tsaka parang mas beef up..compare dito sa manila na ampaw yng pagkagawa.

Successful ang contractor pag natapos ang contruction works based on budgeted cost and target period kaya siguro mabilis ang gawa.

D’LUXE Bags Philippines Inc., which manufactures the Coach luxury bag collection, expects to produce four to five million bags for export worth an estimated $130 million by 2014.

Coach International Limited senior vice president Martyn James, during the inauguration of the D’Luxe Bags Philippines. Inc. factory in Concepcion, Tarlac, said their business has been planned and written out and the challenge now lies in its implementation.

He said the joint venture between Coach and Luen Thai Group-Tan Holding Corporation’s D’Luxe Bags Philippines in 2006 had grown 10-fold and he is hoping that it would continue to grow in three to four years’ time.

"If you look at the opportunities in the Philippines, it could become our second biggest supplier in world," he added. Coach’ biggest manufacturing branch is in China.

Willie Tan, chief executive officer of Luen Thai Enterprises and the Tan Holding Corporation, said as of December 2011, D’Luxe already employs 1,200 workers who produce 90,000 to 100,000 pieces of Coach bags a month, or some 1.2 million a year.

He said apart from the Coach production in Tarlac, D’Luxe Bags Philippines is hoping to expand operations this year in Cebu, where it manufactures Adidas products, and in Clark, where it produces Polo Ralph Lauren items.

He said plans are underway to put up a new apparel and textile mill for a new Japanese brand in Bataan.

He added that apart from the bags and apparels, Luen Thai Group-Tan Holding Corporation’s is also looking at opening a shoe factory in the country by next year and possibly even venture into real estate in the future.

Tan first met President Aquino during his five-day visit to China on Aug. 30 to Sept. 3, 2011 to discuss investment possibilities in the Philippines.

The President thanked Tan and his family for their "commitment" to the Filipino people through the investments that they have put up in the garments and bag business and even in the tourism sector.

He said Tan’s business has employed a total of 35,000 workers in Tarlac, Clark and Cebu.

Trade Secretary Gregory Domingo said the country is looking at a "double-digit export growth this year" which would be driven by both electronics and non-electronics industries.

He said exports in 2011 is likely to come in at minus four to minus five following the 25-percent drop in electronics exports which accounts for 50 percent of the country’s total exports.

Domingo also announced the expected $1-billion investment from a group of companies in Qatar this year.

He said details are still being fleshed out but "it could be in the form of direct investments or it could be in the form of portfolio investments."

CITY OF SAN FERNANDO -- Eight more local government units (LGUs) in Tarlac recently received the Seal of Good Housekeeping (SGH) from the Department of Interior and Local Government.

DILG Regional Director Florida Dijan and League of Cities of the Philippines President Oscar Rodriguez personally bestowed the recognition to the mayors of Concepcion, Gerona, La Paz, San Clemente, San Jose, Sta. Ignacia, Victoria and Tarlac City in a ceremony held in this city on Wednesday.

In an interview, Dijan said the SGH is conferred to LGUs that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

Also, LGU recipients of the said merit have obtained a “no adverse report” from the Commission on Audit. This means they have complied with all the requirements of the government’s auditing agency.

With this feat, all 17 towns and one city of Tarlac plus its Provincial Government are SGH recipients.

Dijan said SGH honorees automatically vie for the Performance Challenge Fund (PCF), wherein chosen LGUs receive P1 million each from the National Government. The money will be utilized for projects supportive to the attainment of the United Nations Millennium Development Goals such as eradicate extreme poverty and hunger, achieve universal primary education, reduce child mortality and promote gender equality.

Last year, the PCF grantees in Tarlac were the municipalities of Ramos, Pura, Anao and San Manuel.

Apart from being a requirement for the PCF, the SGH is also a criterion in the selection of regional and national Gawad Pamana ng Lahi (GPL) winners.

According to Dijan, GPL is given to LGUs for reason of exemplary performance in Administrative Governance, Social Governance, Economic Governance and Environmental Governance.

Dijan said the yearly award is also an instrument to scale-up the valuing of accountability, transparency and involvement to local administration and development.

Tarlac ended third in the provincial category of the inaugural regional GPL where Bulacan took home the top prize and Nueva Ecija landed second.

Philippines ‘to become’ Biggest Branded Bag Supplier :)
By Charlene Cayabyab
Saturday, January 21, 2012

As Coach International Ltd. sees the potential of working in the Philippines, it is no wonder that eventually, the Philippines will become one of the biggest supplier of the said brand worldwide.

This was said by senior vice president of Coach International Limited, Martyn James, during the grand opening of the D’Luxe Bags Philippines in Barangay Sta. Rosa in Concepcion, Tarlac which is part of the Luen Thai Group that manufactures and exports leather goods under the brand Coach.

“Philippine workers with their skills, dedication and drive have achieved remarkable growth and success for the factory here in Tarlac, where it has grown 20,000 units in nine to 10 months,” James said.

'Belen' tour in the President's hometown

OH, YES, IT'S JOHNNY! By Johnny Litton
(The Philippine Star) Updated January 22, 2012 12:00 AM

Spanish Ambassador Jorge Domecq and his lovely wife Rosa, together with Tarlac Heritage Foundation founders Isabel Cojuangco Suntay and daughter Dr. Isa Cojuangco Suntay, co-hosted the second “Belenismo sa Tarlac” tour for several prominent members of the diplomatic corps. The dignitaries checked out different nativity-scene representations or belens on display in select areas in the province, where they were presented with a lovely display of the generous hospitality that Tarlaqueños are known for. The visitors also took home locally grown vegetables as each home in Tarlac was encouraged by the town executives to have a backyard garden and manufacture native products such as sugar cane-based vinegar and cornick or dried corn kernels. A sumptuous dinner featuring the best of Tarlac’s native delicacies was prepared for the diplomatic corps with entertainment provided by the Tarlac State University’s chorale and dance troupe. Amazed at the sheer size of the Tarlac’s grand municipal belens compared with the ones back in his home country, Ambassador Domecq quipped, “Some are the size of office buildings yet they mirror the artistry of the Tarlaqueño soul!”

Ideal address in the North
Grand Tierra
January 19, 2012, 2:57am

MANILA, Philippines — The fast-developing region of the North is opening ideal communities to build a dream home. The excellent infrastructure brings the region closer to the metro cities, while still far enough to enjoy the countryside landscapes.

Property giant Robinsons Land Corporation, adds prestige and value to this booming region of Luzon with the development of its newest project under the Robinsons Homes brand – the Grand Tierra in Capas, Tarlac.

The 16-hectare development is expected to become the benchmark of both charming and modern residential enclaves.

Grand Tierra embodies the idyllic appeal of Tarlac with its Western-themed community and lifestyle facilities.

This exclusive subdivision is the ideal backdrop for growing families who wish to live the good life in a place they can call their own.

Over 600 residential lots, ranging from 75 to 250 sqm, are allotted for those who wish to set-up a haven away from the fast-paced city life.

Grand Tierra is complemented by pocket parks where homeowners can enjoy their own quiet time and play areas where children can build memories with parents and childhood friends.

Residents will also enjoy spending quality time with friends and family at the clubhouse and the multi-purpose activity court.

Apart from its serene setting, the project in Brgy. Sto. Domingo is strategically located near modern conveniences.

Fronting MacArthur Highway, the subdivision is easily accessible to major thoroughfares and establishments such as the Capas Municipal Hall, Ospital ng Capas, Dominican College of Tarlac, San Nicolas Parish and other commercial hubs.

THE National Economic and Development Authority (Neda) Investment Coordination Committee (ICC) has recently approved P13.27 billion worth of projects for irrigation, flood control and education that are geared towards promoting agricultural growth, disaster-risk reduction and climate-change adaptation.

The ICC Cabinet Committee (Cabcom) approved the P7.05 billion Casecnan Multi-Purpose Irrigation and Power Project-Irrigation Component Phase II (CMIPP-IC), the P4.66 billion Integrated Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Measures in Low-Lying Areas of Pampanga Bay Project, and the P1.56- billion Umayam River Irrigation Project (Urip).

The second phase of the Casecnan irrigation and power project is implemented by the National Irrigation Administration (NIA) and at least 75 percent of the cost is being proposed to be funded by the Government of China, which is one of the country’s biggest Official Development Assistance (ODA) sources.

“This project is consistent with the objective of the Philippine Development Plan 2011-2016 to improve food security and increasing household income in the countryside through agricultural modernization. It also addresses Central Luzon’s objective of making food affordable and sufficient in and out of the region,” Neda Director General Cayetano W. Paderanga Jr. said in a statement.

The project aims to continue providing full irrigation to 20,321 of the 37,200 hectares of new areas in the towns of Munoz, Guimba, Talugtog, Cuyapo in Nueva Ecija, and Anao, Ramos and Victoria in Tarlac. It also intends to stabilize the irrigation supply of the 40,000 hectares of existing areas of the Upper Pampanga River Integrated Irrigation System.

The climate change-related project in Pampanga, which is being jointly implemented by the Department of Public Works and Highways (DPWH) and the Department of Education (DepEd), is being proposed for funding through the Economic Development Cooperation Fund of the government of Korea.

The Neda said that around 83.77 percent of the cost will be secured through a loan from the Korean government while the remaining 16.23 percent will be funded by the national government. The project will help reduce the extent, level and duration of flooding in the municipalities of Sto. Tomas, Minalin, San Simon, Sasmuan, Apalit, Macabebe and Masantol in Pampanga.

“This project will directly alleviate the plight of school children in Pampanga in their water-soaked and severely deteriorated school surroundings. They can look forward to a better future as they can complete their education in an environment conducive for learning,” Paderanga said.

The project involves site heightening of 26 schools to eliminate school-site flooding and stagnant-water ponding; reconstruction of 232 school rooms in 47 flood-affected and naturally deteriorated elementary schools; construction of 11 deep well pumps in 11 schools without secured sources of potable water; and establishment of flood control measures in the area’s rivers.

The Neda said the Urip project is a medium-scale irrigation project that aims to provide water supply to agricultural lands of Adgaoan, La Paz and Umayam, Loreto in the province of Agusan del Sur. It involves the construction of an overflow diversion dam across the Umayam River, an irrigation canal network, protection dike, and improvement of waterways, among others.

Paderanga said that given the long-term productivity-enhancing nature of the project, it can address sectoral, regional and local development plans such as the Food Staples Self-Sufficiency Roadmap of the Department of Agriculture and the Mindanao Strategic Development Framework for 2010-2020, among other projects.

“The URIP enhances the standard of living of the people in the project area by increasing rice production through irrigation development and agricultural support services,” the Neda chief said.

The ICC-CabCom’s approval of the three projects will require the confirmation of the Neda board, which is chaired by President Aquino and vice-chaired by Paderanga. The Neda board is the country’s highest development planning and policy coordinating body. It comprises various Cabinet Secretaries, the president of the Union of Local Authorities of the Philippines, the Governor of the Autonomous Region in Muslim Mindanao and the Deputy Governor of the Bangko Sentral ng Pilipinas.

The ICC, which is one of the seven interagency committees of the Neda board, evaluates the fiscal, monetary and balance-of-payments implications of major national projects. The ICC’s powers and functions reside in its CabCom, which is headed by the Secretary of Finance. The ICC is supported by an interagency Technical Board, with Neda as ICC Secretariat.

“Dubbed as ‘Sigla’t Saya, Sama-Sama kahit Magkakaiba,’ this festival will remind our people of the significance of the unyielding collaboration carried by our forefathers, who despite their differences, still worked harmoniously and turned the impossible into achievable,” said Tarlac City Mayor Ace Manalang.

The province is known to have a mixture of Ilocano and Kapampangan settlers, making cultural differences.

The festival includes a trade fair, food festival, cooking contest, beauty pageant, Addessa Paligsawit 2012 (singing contest), piyesta pancitan, amateur boxing competition, street dancing competition for both elementary and high-school students, ‘Balikbayan’ night, grand ballroom dancing and grand aerial fireworks display.

For this year, this city carries the theme: “First Melting Pot of Central Luzon,” which is a metaphor of a clay pot, which was used to melt different elements to produce commonality.

According to historians, this community was first dwelled by the families of the two leaders from Bacolor, Pampanga which eventually joined by other settlers from Zambales, Bataan, Pangasinan, Bulacan, Nueva Ecija and other parts of the country.

Given the differences, these settlers were able to start a community and learned to value solidarity by setting aside each cultural diversity.

“This innate quality is what we need to preserve and practice because by virtue and solidarity, we can all move faster to reach our common goal,” Manalang concluded.

From WWII soldiers to the Aquinos–shrines to Tarlac’s heroes

By: Fran Katigbak
Philippine Daily Inquirer

Most travelers pass through Tarlac province without a second look, save for the requisite pit stop at a roadside combo of lavatory, gas station and restaurants.

The sight of endless sugar and rice fields from the highway won’t exactly appeal to the average tourist. Yet from these same flatlands and plains emerge a cuisine, culture and history that beg to be discovered.
Dubbed the “Melting Pot of Central Luzon,” Tarlac’s geography has allowed ancestral ties with and influences to pour in from bordering neighbors Pangasinan (north), Pampanga (south), Nueva Ecija (east) and Zambales (west).

It is therefore not uncommon for Tarlac residents to speak multiple dialects, or for their kitchens to whip up dishes using cooking techniques from their Pangasinense, Pampango and Ilocano counterparts.

If anything, the smorgasbord makes Tarlac an ideal tourist destination.

Samplers
Less than a three-hour drive or commute from Manila, it has become a single destination for samples of the region’s best, from food to eco- and faith tourism. For locals, the trip is a chance to be reintroduced to the culture and heritage of Central Luzon.

Historical sites have been developed into memorial parks, such as the 50-hectare Capas National Shrine (Barangay O’Donnell, Capas, Tarlac; tel. 045-9250154, 045-9250408, c/o Marissa Vidal). The shrine is dedicated to Filipinos, Americans and a handful of Czechs who were in the Death March, incarcerated or had died in the Capas Concentration Camp during World War II.

The green surroundings create the ambiance for leisurely strolls, exercise, or spending idle time in pocket gardens like Camp O’Donnell Memorial Monument. Created by American survivors who refer to their group as Battling Bastards of Bataan, the outdoor nook features a wall inscribed with the names of the fallen Americans and replica of the cross they had built as prisoners in the concentration camp.

An adjacent museum called Defender’s Hall consists of a modest collection of photos that document the Death March and life in prison camps.
Death by suffocation

Capas National Shrine has preserved one of the remnants of wartime atrocities—a boxcar that transported survivors of the Death March from San Fernando, Pampanga, to Capas.

Measuring six feet long, eight feet wide and six feet high, it had once been a freight car of the Manila Railroad Company before the war and could fit only 50-60 people. But Japanese soldiers forcibly squeezed in 150-160 using rifle butts and bayonets.

The captives, whose only source of ventilation was a slit on the door, suffocated in the virtual oven under the tropical heat. Many of them died in their upright positions, their bodies giving up on the constricted space which had been polluted with excrement, urine and vomit.

A 70-meter obelisk, built to offset the grim history of Capas, symbolizes peace among Filipinos, the Japanese and Americans. A checkerboard path dubbed Heroes Lane leads to the imposing structure, and on the perimeter stands a wall engraved with the names of Filipino heroes of WWII. The latter is not only a tribute but also a monument to promote the legacy and welfare of local war veterans.

Fine porcelain, crystal gifts

In San Miguel town, another shrine honors two of Tarlac’s well-known heroes—Sen. Benigno “Ninoy” Aquino and his wife, former President Corazon “Cory” Aquino. They may have passed on, but their work and legacy have been kept alive in The Aquino Center and Aquino Museum (Luisita Industrial Park, San Miguel, Tarlac City; tel. 045-9851770; open daily 8 a.m.-5 p.m.), both repositories of the couple’s memorabilia.

All the magazine covers which featured Cory have been given ample lighting and wall space. Her vibrant floral art—painted on canvas and wooden serving trays—have prominent space as well.

Gifts from heads of state, visiting envoys and diplomats are neatly displayed in glass shelves. There’s crystal cut-glass from Belgian royalty. The Kennedy family gave a bust of John F. Kennedy. Former US President George Bush sent a porcelain egg created by Boehm, a premier American porcelain manufacturer. When he was chair of the Palestine Liberation Organization,

Yasser Arafat had given a two-dimensional Nativity Scene of carved and pierced mother-of-pearl.

History seems to unfold in chronological order as you walk through the spaces devoted to the Edsa Revolution, the Marcos exile and Cory’s presidency. The museum tour culminates in the Ninoy “shrine,” an impressive arrangement of a circular wall with images of People Power; the glass-encased bloodied clothes and soiled boots the senator had worn on the day he was assassinated; and a replica of his detention cell in Fort Bonifacio.

Life in Concepcion

Most people are familiar with Senator Aquino’s politics and his untimely death, but very few have an idea what his life was like in Concepcion, Tarlac, where he was born. A visit to the Aquino house offers a glimpse into his youth, his ancestors, their surroundings and living quarters, including Ninoy’s well-stocked library.

Within walking distance is the Tarlac Provincial Capitol (Barangay San Vicente, Tarlac City, Tarlac), the façade of which, like the face of the hometown hero, is depicted on the P500 bill and thus deserves a quick snapshot.
Completed in 1909, it had witnessed the Japanese occupation and had become one of the casualties of war. Aid from the US had helped rebuild and improve the heavily damaged structure in 1946.

Another historical site is Tarlac National High School in San Roque town, the oldest public high school in the country. It opened Sept. 1, 1902, under American supervision and with equipment imported from the US.

For contemporary art and works of local artists, make a stopover at Museo ng Probinsya ng Tarlac (Barangay San Vicente, Tarlac City). Built in cooperation with Tarlac Heritage Foundation, the museum recently exhibited winners and finalists of a province-wide diorama competition. Contest entries interpreted the Nativity and local Christmas festivities using unique elements, such as toothpick figurines and banig sculptures.

Indonesian officials laud Tarlac’s health care program
By Joey Pavia

Feb 09, 2012

TARLAC CITY – Indonesian officials, including a mayor, visited the presidential home province of Tarlac on Wednesday to study what was described as a reliable health care program of Gov. Victor Yap anchored on the Philippine Health Insurance Corporation (PhilHealth).

Yap welcomed at his office the Indonesian delegation led by Mayor Dadang Naser of Bandung, West Java province and Dr. Fahmi Idris, member of the National Social Security Council (NSSC) and Indonesian Medical Association.

Region III-A Branch Manager Arsenia Torres, who accompanied the 10-man group, said the NSSC is the counterpart of the PhilHealth in Indonesia.

The delegation said they had wanted to study health program of Tarlac in partnership with PhilHealth.

“We want to apply it in Indonesia. It is effective here,” said Dr. TB Rachmat Sentika, senior adviser to The Minister of Coordinating Ministry for People’s Welfare.

For his part, Yap said that aside from the PhilHealth program, he had tapped Tarlac’s 18 mayors to help him “properly handle” the health care project of the province with some 1.3 million residents.

The two-term governor stressed that they spend more when helping non-PhilHealth members in paying their hospital bills and expenses.

I just want to share this article:

TARLAC, TARLAC: Capital of the Philippine Republic, 1899

by: Michael Charleston “Xiao” B. Chua

De La Salle University Manila

Vice President, Philippine Historical Association

"I grew up in a time when television news reporting in the Philippines was Manila-centric and I felt that our province was insignificant, despite a Tarlaqueño president, because it was rarely cited in TV Patrol and I even felt that when Ernie Baron gives the thypoon warnings, all Central Luzon provinces would be warned but not even Tarlac has a storm signal. Even history textbooks seldom mention significant events in Tarlac despite it being one of the first eight provinces who joined the Philippine Revolution in 1896.

Years later as a student of history, while doing research at the UP Main Library, I stumbled over a very old booklet by a Tarlac school teacher, Mrs. Aquilina de Santos entitled Tarlak’s Historic Heritage.[3] It outlines the legacy of the province in the national history, specifically when it became seat of the Philippine Republic under Gen. Emilio Aguinaldo from 21 June to 12 November, 1899. I also read the scholarly work of our foremost historian LinoDizon on the Tarlac Revolutionary Congress.[4] In their writings, and other historical documents I learned that if there was TV Patrol back then, Tarlac could have dominated the news because as capital of the republic, a few significant things happened here that our national textbooks seem to reduce in a sentence or a footnote.

After the fall of Aguinaldo’s capital, Malolos, Bulacan, to the Americans, the Philippine Revolutionary Congress reconvened on 14 July 1899. Seats for provinces not represented have to be filled in by Luzon people, a number of them Tarlaqueños, such as: Don Jose Espinosa (Tayabas), Servillano Aquino (Samar), Marciano Barrera and Luis Navarro (Leyte), Alfonso Ramos (Palaos Islands), Capt. LazaroTañedo (Zamboanga), GavinoCalma (Romblon), and Francisco Makabulos (Cebu).

Ten days after the convening of the Congress, an article appeared in the revolutionary paper La Independencia criticizing the Tarlac Revolutionary Congress. The article entitled “Algo Para Congreso” (Something for Congress), signed by PARALITICO, pointed out that the Congress was a failure. No less than ApolinarioMabini, Sublime Paralytic and Brains of the Revolution, wrote the article in Rosales, Pangasinan on 19 July 1899. He pointed out that the Congress, as convened in Tarlac, was not even a representative of the people; that the elections for Congress should not have been held because the Aguinaldo government was fighting a war; and that a declaration of principles is much more suitable in a revolution instead of using a constitution copied from French and South American Republics, which were made in times of peace.

Yet, despite Mabini’s criticism and the Philippine-American War at the background, the Congress enacted laws. By doing so, according to University of the Philippines constitutional historian SulpicioGuevarra, they “marvelously succeeded in producing order out of chaos.” The Tarlac Revolutionary Congress convened in San Sebastian Cathedral in Tarlac, Tarlac. This humble sanctuary became a witness to the First Philippine Republic realizing its fullest potential as a government, despite limiting circumstances."

Sa history pala, it was in Tarlac where the first Philippine Republic paper money was issued and printed with the establishment of Paper Money Bureau on June 30, 1899.

– Leandro Alborote

Dalawang expressway, 10 taong gagawin

Sana another major road will be built that will connect this proposed project to SCTEX/TPLEX.

City execs explain rise in taxes

Written by : George Hubierna

"TARLAC City -- Unmindful of the negative impact in his political career, Mayor Ace Manalang is determined to use all kinds of resources to be able to provide better services to his constituents.

Recently, some taxpayers complained against the alleged increase in their real property taxes of 100 to 400 percent this year.

“I have a heavy heart when executing such measure, ayo-ko sanang mabigatan ang ating mga kababayan kaya lang mas masakit naman kung hindi natin maibibigay ang karampatang serbisyo para sa kanila lalo na ang mga mahihirap na umaasa sa mga basikong serbisyo ng pamahalaang lungsod,” Manalang said.

According to city administrator Louie Juico, the increase is based on the implementation of an ordinance which was approved in 2004 during the past administration.

The then Sangguniang Panglunsod headed by Vice Mayor Teresita Cabal approved the schedule of a new fair market value which would be the bases of a new computation of real property tax.

Magkaiba ba ang CLLEX (CENTRAL LUZON LINK EXPRESSWAY) sa Tarlac-Nueva Ecija-Aurora Expressway??? Iba pa ang North Luzon East Expressway? Wow

The Tarlac-Nueva Ecija-Aurora Expressway is a planned 60-km[1], 4-lane limited-access expressway that will begin from Tarlac City in the province of Tarlac up to the town of Baler in the province of Aurora. It will pass through the province of Nueva Ecija.

The project was recently revealed by Senator Edgardo Angara during the opening ceremony of the Aurora satellite province in Clark Freeport Zone in Angeles City, Pampanga. The project, currently, is being readied by the government due to the increased tourist activities and economic potentials in the Aurora province.[2]

It is estimated that this project, when finished, will cut the travel time from Clark to Aurora from more than three hours to only 1 hour and 30 minutes.

This is the Phase 3 of the North Luzon West Expressway and also the extension of North Luzon Expressway and Subic-Clark-Tarlac Expressway from Tarlac to Aurora.

Manalang: Cleanliness drive no ‘ningas cogon’

Written by : George Hubierna

"TARLAC City -- After the success of “Alay Lakad for a Cause 2012” last Saturday with the theme “Tuloy Sigla sa Kalinisan, Lingap sa Kalikasan,” the city government started imposing cleanliness and orderliness, prioritizing the main streets.

Vendors now are not allowed at the sidewalks but they are given designated areas where they can sell their products without disturbing vehicular traffic and pedestrians.

Mayor Ace Manalang announced that vendors in front of the San Sebastian Cathedral and Ninoy Aquino Plaza will be transferred to the side of the Holy Spirit College just beside the cathedral and the said area will be closed to traffic so that food being sold would not be contaminated by dirt and smoke caused by passing vehicles.

“Dapat ay siguradahin natin na ang ating kinakain ay malinis kaya ’yong mga tinda ng ating mga vendor ay dapat hindi nauusukan at naalikabukan kaya dapat natin silang ilagay sa lugar na kung saan walang sasakyan na dumadaan,” Manalang said.

He also appealed to the citizenry to help in the cleanliness program by observing the anti-littering ordinance. By simply not throwing their cigarette butts, candy peelings or spitting on the streets."

Written by : George Hubierna

"CAMP Macabulos, Tarlac City -- Some 30 armed men burned five heavy equipment at around 11:30 p.m. Sunday at the construction site of the ongoing Tarlac-Pangasinan-La Union-Expressway in Bgy. San Manuel, this city.

Richard Caballero, together with the Provincial Intelligence Branch headed by Supt. Bayani Razalan, the Mechanized Infantry Battalion led by Lt. Col. Ernesto Torres and the Tarlac City police led by Supt. Arnel E. Ramos.

1. PGH CENTRAL LUZON
2. UP CENTRAL LUZON
3. NORTHRAIL
4. DMIA (PREMIERE AIRPORT REPLACING NAIA)

Then, matapos at maging operational yung Multi Purpose Balog Balog Dam.

Para sa akin either PGH Central Luzon or upgrade and expand our provincial hospitals sa region. Hindi ba may U.P Clark na?:)

Agree on that, transforming DMIA into a premier international airport will benefit Central and North Luzon.

Ha ha. Sana UP Central Luzon in Tarlac, magandang proposal iyan!

Last Sunday umuwi ako and I had the rare chance of attending mass sa San Sebastian Cathedral. Then I bought some bbq sa may tanedo , naglakad lakad ng kaunti. namiss ko ang tarlac :ohno:

matagal tagal na ring hindi ako nakakapunta sa may kabayanan lalo na sa gabi. Mukhang full blast na ang construction sa may Ninoy Aquino Boulevard... ang daming structures ang ginagawa. :)

So far ok naman. pero mas malinis talaga noon :)

What’s the weather? Ask a farmer
By Kristine L. Alave
Philippine Daily Inquirer
4:35 am | Tuesday, March 6th, 2012

Is it going to rain? Farmers will soon have the answer.
Farmers in Irosin, Sorsogon, who are in the path of typhoons, and two other towns would soon provide weather information such as rainfall and humidity to the weather bureau in Manila.

PAG-ASA and the mayors of Irosin; Gerona, Tarlac, and Tubigon, Bicol, signed a memorandum of agreement on Monday on the setting up of automatic weather stations (AWS) in their municipalities.

The Local Government Units and Pagasa also committed to share the scientific information they would gather. This would give Pagasa more accurate information on local weather systems.
On the other hand, the mayors said they were pioneering climate information and forecasting for agriculture to give them sufficient warning of extreme weather conditions to be able to build defenses against destruction to lives and properties.

Irosin Mayor Eduardo Ong said: “We really need this weather station. We are the rice granary of the province. Sometimes we don’t know how much rain is going to fall and when.”
“We need the information to help our farmers, so we can tell them when to harvest,” he added.

The information on rainfall is also important as it would help irrigators determine when to release water so as to avoid flooding.
Ong noted that the weather in recent years had become unpredictable. In the past, the rains came during the months of June and July like clockwork. But recently, heavy downpours lasted for days in January. “We couldn’t plant,” Ong said.

Agriculture officials said having accessible data on the weather would boost farmers’ resiliency and lessen their risks against climate change.
Farmers often complain that severe weather warnings are slow to reach them, leaving them with little time to harvest or save their crops before a storm swooped in. The DA said the most basic AWS for agriculture costs between P30,000 and P50,000.

The establishment of weather stations in key agriculture areas is part of the Rice Watch and Action Network (R1) project to integrate climate change into local agriculture management.
