KOTA BARU, Jan 23 — Menteri Besar Kelantan, Datuk Nik Abdul Aziz Nik Mat (gambar) menafikan kerajaan negeri telah menjual Rumah Kelantan, di Kuala Lumpur bagi menampung kos pengurusan kerajaan negeri itu seperti didakwa oleh Ketua Umno Bahagian Kota Baru Datuk Mohd Fatmi Che Salleh.
Sebaliknya, kata beliau, bangunan yang terletak di Jalan Conlay itu hanya akan dimajukan oleh sebuah syarikat di ibu negara dan kerajaan negeri mempunyai kepentingan dalam projek membangunkan semula bangunan itu.
Rumah Kelantan itu sebenarnya tidak dijual, tetapi akan dimajukan semula oleh sebuah syarikat dan kerajaan mempunyai kepentingan dalam projek itu,” katanya kepada pemberita selepas meraikan rombongan Ahli Parlimen Kapar, Selangor di kediaman rasminya di JKR 10, di sini, hari ini.
Mohd Fatmi yang juga Setiausaha Politik kepada Perdana Menteri bercakap kepada pemberita semalam mendakwa bahawa Rumah Kelantan yang terletak atas sebidang tanah kurnia di Jalan Conlay, telah dijual kepada seorang pengusaha tempatan.
“Ini antara beberapa bidang tanah dan harta rakyat yang dijual oleh kerajaan PAS Kelantan sejak parti itu memerintah hampir 20 tahun lalu,” kata Mohd Fatmi.
Mengulas isu itu Nik Aziz berkata perkara itu telah diputuskan oleh mesyuarat Exco sebelum ini dan bukan dibuat oleh seorang anggota Exco seperti yang didakwa.
Ditanya mengenai cadangan Exco Kanan Negeri, Datuk Husam Musa supaya Menteri Besar itu menyiasat pihak yang membocorkan mesyuarat Exco berhubung keputusan kerajaan negeri membayar balik kepada Syarikat Sensa Timur bagi projek pembinaan kompleks Bazar Tok Guru, Nik Aziz berkata:
“Saya tidak bercadang untuk menyiasat perkara itu kerana saya menyerahkan kepercayaan kepada pegawai saya. Saya meletakkan sangkaan baik kepada orang-orang di bawah saya,” katanya.
Pembayaran balik itu dikatakan menyebabkan kerajaan menanggung rugi.
Menurut Nik Aziz, beliau tidak nampak kemelut yang berlaku dalam PAS seperti yang dilaporkan oleh media sejak kebelakangan ini.
“Apa yang ditimbulkan itu ialah oleh musuh yang ingin mengkhianati parti dan mahu melihat perpecahan berlaku dalam PAS,” katanya.
Dalam pada itu, Nik Aziz memberi kata dua kepada gabungan parti dalam Pakatan Rakyat bahawa mereka akan dipulau atau sebaliknya oleh rakyat jika mengamalkan gejala tidak sihat, seperti cah keting, kronisme dan rasuah serta tidak prihatin kepada rakyat.
Menteri Besar Kelantan itu berkata, sejarah telah membuktikan bahawa sesebuah parti tidak kekal dan diterima rakyat selamanya jika pemimpinnya tidak menunaikan tanggungjawab yang diamanahkan oleh rakyat.
“Saya memberi ingatan kepada pemimpin parti dalam Pakatan Rakyat supaya mereka menunaikan tanggungjawab sepenuhnya kepada rakyat dan tidak melakukan perkara buruk seperti cah keting, kronisme, rasuah dan sebagainya.
“Sebaliknya, mereka akan terus diterima rakyat dan menjadi sebuah kerajaan yang berwibawa,” katanya.
Hadir sama, Ahli Parlimen kawasan itu, S. Manikavasagam dan Ketua PKR cawangan Kapar, Mohd Bakir Abd Wahab.

Property developer IOI Properties Bhd expects sales to grow by 30 per cent for its current fiscal year ending June 30 2010, driven by the launch of two phases of its "16 Sierra" residential development.
"We expect to achieve sales of about RM850 million this year. However, that is only a conservative target," said its general manager of marketing and business development, Lee Yoke Har.
She said sales for the first seven months of the current fiscal year have already exceeded the company's previous year's sales of around RM650 million.
IOI Properties general manager Teh Chin Guan is optimistic of the general property outlook this year in line with the worldwide economic recovery.
The company has a slew of ongoing developments, namely in Bandar Puchong Jaya and Bandar Puteri Puchong, Selangor.
Both these township developments sprawl over 404ha, with Bandar Puchong Jaya already 80 per cent developed and Bandar Puteri Puchong on its last leg to completion.
Teh said IOI Properties has no plans to halt new launches.
On the drawing board are property developments next to IOI Resort, Putrajaya and plot of land within the Jalan Ampang embassy enclave in Kuala Lumpur.
The Putrajaya project is a mixed commercial development that includes office towers, shop houses and a shopping mall.
"We are doing some groundwork at the site now. We are relocating the existing golf course to make way for the development plan," Teh said.
The development which may be launched in 2 to 3 years spreads across 162ha and is expected to keep the company busy for about 15 years.
At the Jalan Ampang site, IOI Properties plan to build a "super condo" on a small plot of land.:banana:
"We are actually submitting the plans for the high-rise residential development. The launch time depends on the market conditions. There is no hurry to launch. I think we want to construct it first," added Lee.
Meanwhile, the 216ha 16 Sierra project with a gross development value (GDV) of RM2 billion is planned as a green township, offering 16 garden themes.
IOI Properties will launch Precinct 8, the first phase of 16 Sierra, today , which features 147 residential units starting from RM448,900 each.
It will also open bookings for the 104 units in the second phase of Precinct 8.
The total GDV of Precinct 8 is RM130 million

PROPERTY developer Magna Prima Bhd (7617)will launch five projects, worth a combined RM1.2 billion, in the Klang Valley in the second half of the year.
Its chief executive officer Yoong Nim Chee expressed optimism of a pick-up in the property market and said the projects would be launched starting June or July.
They include the much-anticipated Magna Prima City, a RM400 million integrated development in Jalan Kuching, Kuala Lumpur, which will feature serviced apartments, retail mall and shop-offices.
"I believe the market is going to be stable. There is underlying strength in the market. We have people with money to spend. For us, it is going to be a very eventful year," Yoong told Business Times after the company's extraordinary general meeting in Batu Caves, Selangor, yesterday.
Magna Prima has formulated a five-year business plan, which will be assessed yearly.
"One of the strategies is to focus on high-value, low-residue developments and buy pockets of land, instead of huge landbank, so that holding cost is reduced. We want to sell everything we build for quick turnover," Yoong said.
Another project, costing RM100 million, will be developed in Section 16 in Shah Alam, Selangor. It will comprise a gated and guarded residential community of 300 terraced houses on about 7ha.
"This is a low-density development which we will launch in phases. We are going for terraced houses to maximise the land value," Yoong said.
Magna Prima is planning a similar residential project in Selayang, Selangor, which is expected to generate some RM250 million gross development value. It is buying 11ha for RM57 million for the project.
It also plans to launch a gated development in Bukit Jalil, Kuala Lumpur, of terraced and semi-detached houses, worth RM80 million. However, the project is pending completion of a sale and purchase agreement with Ho Hup Construction Sdn Bhd.
In Section 5 in Petaling Jaya, Selangor, Magna Prima will launch a lifestyle commercial project, valued at around RM300 million. There will be four- to five-storey shoplots, a boulevard and a neighbourhood mall.
The development, which may begin late this year or early next year, will take up about 3ha freehold land along Jalan Gasing, which the company bought for RM48.5 million.
"With all the projects lined up and the completion of existing ones, we hope to surpass our 2008 net profit and revenue this year," Yoong said.
In the nine months to September 30 2009, Magna Prima posted a net profit of RM6.4 million on revenue of RM179.3 million. In 2008, it made RM26.9 million net profit on RM280.6 million revenue

Ampwalk, a retail-cum-office building in Jalan Ampang, Kuala Lumpur, has been put up for sale for an estimated RM85 million, sources say.
Ampwalk, located next to The Nomad Sucasa All Suites Hotel, is owned by Permata Alasan Sdn Bhd, a 50-50 joint venture between IGB Corp Bhd and Wearne Brothers (Pte).
"The board of directors recently agreed to put the property up for sale and are in talks with interested parties," a source told Business Times.
The retail component, which Permata wholly owns, measures 65,000 sq ft, while the office component measures 70,000 sq ft. Some office space have been sold to individual owners.
"The retail portion is valued at RM650 per sq ft, while the office component is going for RM550 per sq ft," another source said.
IGB officials could not be reached for comment.
Ampwalk has been in operation since 1997 and was developed by a joint venture between IGB and Wearne. The entire building is said to be worth some RM120 million.
Industry sources said that the decision by IGB to sell is to recoup its investment and use it for future developments.
IGB operates the MidValley Mega Mall through a 75 per cent stake in Krisassets Holdings Bhd. It also owns the more recent The Gardens mall and also owns and manages several office buildings in Kuala Lumpur.
In 2008, IGB sold its 30 per cent stake in Gleneagles Hospital (Kuala Lumpur) Sdn Bhd, as part of its plan to divest non-strategic investments. It has also made known that it is keen to dispose of half of its interest in the 910-room Renaissance Hotel Kuala Lumpur.

Mah Sing eyeing land in Bangsar

PETALING JAYA: Mah Sing Group Bhd is eyeing 20 acres of prime land in Bangsar that Lever Brothers’ soap and margarine manufacturing plant was formerly located.
The site had been a famous landmark when Lever Brothers started operations there in 1947 until it moved out in 2003.
Steeped in history, it was reputed to be the largest factory in the country, creating job opportunities for hundreds of Malaysians then.

The company, which changed its name to Unilever Holdings Sdn Bhd in 1994, now operates at Menara TM in Jalan Pantai Baru, Kuala Lumpur and has a food factory in Rawang producing dressings, spreads, seasonings and sauces.
The land’s location is very strategic and will be ideal for a good commercial development, according to Mah Sing group managing director cum group chief executive Tan Sri Leong Hoy Kum.
“We have expressed interest in the land and are negotiating for a fair value. Hopefully, the deal can be wrapped up by year-end,” he told StarBiz yesterday.
The proposed plan is to build some office towers, hotels and serviced residences on the plot.
If the deal goes through, Mah Sing will be able to further expand its presence in the commercial property sector.
A property valuer said the land could easily fetch between RM250 and RM300 per sq ft and should be worth between RM250mil and RM300mil.
Last year, Mah Sing acquired six pieces of land totaling 184 acres that brought its total landbank to 710 acres at end-2009.
The additional land has an estimated gross development value (GDV) of RM2.2bil. Its latest land deal was inked on Monday for 19 acres of industrial land in Shah Alam at a cost of RM45.5mil.
Mah Sing will also be exercising an option to purchase an additional 6.3 acres of commercial land next to its Garden Residence, Cyberjaya project for a total consideration of RM21.7mil, or at RM79 per sq ft.
It intends to develop a commercial development comprising lifestyle retail and serviced apartments on the land.
“With our healthy balance sheet, we can build up a war chest of about RM1bil to purchase good prime land that suits our fast project turnaround business model,” Leong said.
For the current financial year ending Dec 31, Mah Sing has targeted a 38% jump in the group’s property sales to RM1bil from RM727mil last year. It currently has 21 projects with remaining GDV and unbilled sales of RM5.8bil.

KUALA LUMPUR, Feb 11 (Bernama) -- The proposed development of a 2.52-hectare piece of land recently acquired by Mah Sing Group Bhd is expected to generate an estimated gross development value of between RM110 million and RM150 million, according to MIDF Research.
The RM21.7 million land in Cyberjaya, adjacent to its first Cyberjaya development, the Garden Residence, will be turned into a commercial development encompassing lifestyle retail outlets and a service apartment.
In a statement Thursday, MIDF Research said it viewed the purchase positively as the group continued to replenish its landbank.
"More so, Mah Sing is gearing to launch more projects outside the KLCC (Kuala Lumpur City Centre), which is gaining attention," the research house said.
"Cyberjaya remains an attractive option for suburban development given its potential population injection via the strong presence of MNCs (multinational companies), universities and completion of key infrastructure," it said.
Meanwhile, Kenanga Research said that Mah Sing was reported to be eyeing an eight-hectare prime land in Bangsar, Kuala Lumpur, which used to house Lever Brothers' soap and margarine manufacturing plant.
The report said that MSGB was currently in talks with Level Brothers and hoped to conclude the deal by year-end.
"Mah Sing has the capabilities to clinch the deal given its remarkable rapid landbanking track record while generating higher returns from its quick turnaround model," Kenanga said.

A NEW wave of development is set to take place at Mines Resort City, the country's first resort development, located at Seri Kembangan, Selangor.
Country Heights Holdings Bhd (CHHB)(5738), the project developer controlled by Tan Sri Lee Kim Yew wants to develop serviced residences and an area for entertainment, featuring bars, restaurants and cafes for over RM500 million.
According to Golden Horses Development Bhd executive director Dianna Lee, the 600ha Mines, which is 90 per cent developed, has pockets of land for new products.
"We are looking at entertainment-related businesses in particular. Since we are not in that field, we will call on operators whom we think would be keen to set up shop there. We want to generate new income for CHHB," she told Business Times in an interview recently.
Once the world's largest open- cast tin mine, the government had in March 1988 alienated the land to CHHB, in which Lee owns a 48.1 per cent stake, for RM50 million, for recreational and tourist-related developments.
The Mines is now home to Palace of the Golden Horses, Mines Wellness Hotel, which is the city's only beach resort, Mines Waterfront Business Park, Mines Exhibition and Convention Centre with a capacity for up to 15,000 people, Mines Wonderland, Mines Resort and Golf Club, and Mines Shopping Fair (now owned by CapitaLand).
Other properties include Mines2, which is an ongoing development by CHHB featuring office buildings and a shopping mall, and The Heritage, a project by Clearwater Group.
Clearwater is controlled by Dian Lee, the eldest daughter of the senior Lee. It is constructing five blocks of serviced residences, semi-detached homes and bungalows.
Meanwhile, Lee said the Mines Waterfront Business Park, which has four towers, is undergoing an expansion to add four new blocks for more than RM150 million.
"The four blocks are fully tenanted and we have enquiries from other companies who want to operate from here. So we are quite confident the take-up for the new buildings will be good," she added.
The existing four blocks are being leased at RM6.60 per sq ft.

KUALA LUMPUR, Feb 18 (Bernama) -- Gleneagles Hospital Kuala Lumpur is on track to creating a niche for itself by offering a host of related services to its private medical and healthcare services, all within the same area.
Work has already started on the RM130 million mixed-development on a 2.02-hectare piece of land next to its current medical centre in Jalan Ampang here, said its chief executive officer, Amir Firdaus Abdullah.
The new phase is expected to be ready by 2013, and it will not only house a 10-storey medical block and an integrated laboratory system, but also service apartments.
It will also have a hotel to provide accommodation for patients' relatives as well as seven local and international food and beverage outlets, Amir disclosed to Bernama in an interview recently.
"These new buildings will further widen the services provided by us," he said, adding that there will also be about 2,000 car parks.
He said Gleneagles has been continuously investing to enhance its services and equipment to move towards a fully digitized private healthcare provider.
"Last year, we invested about RM18 million and this year we will invest another RM20 million to RM25 million for equipment upgrading," said Amir.
Among the latest equipment to be intalled in the hospital is the Biplane Flat Detector Cardiac Angiography System in its renowned Cardiac Catheterisation Laboratory (CATH Lab).
The biplane system has a double C-arm flat detector that reduces the amount of contrast (dye) used compared to a conventional angiogram procedure without compromising the quality of the image. This provides a safer alternative particularly for patients with renal complications as well as for children.
The hospital has also brought in a digital mammography equipment with new image dimension and detection, a Dual Energy X-Ray Absorptiometry (DXA), which is a Bone Mineral Densitometer used for early detection of osteoporosis, a condition that often affects women after menopause, and an Endoscopic Ultrasound (EUS), an instrument combining endoscopy and ultrasound to obtain high quality ultrasound images of organs in the body.
The private healthcare provider is also among the 12 Malaysian private healthcare providers to benefit from Singapore's move to allow its citizens to use their compulsory medical savings or Medisave, to pay for private care aboard.
Gleneagles Hospital Kuala Lumpur commenced operations on Aug 1, 1996. It has a 330-bed tertiary care hospital and a separate Medical Office Building (MOB) which accommodates consultants of various specialties and sub-specialties.

KUALA LUMPUR: The Federal Territories and Urban Wellbeing Ministry prefers to focus its efforts to develop gardens than commercial centres, its minister Datuk Raja Nong Chik Raja Zainal Abidin said.
"We also prefer developers to come to us with plans to establish gardens or parks for the benefit of the people, rather than commercial development plans," he told reporters after opening the Datuk Keramat Lake Garden here on Feb 18.
He said the ministry was also planning to upgrade the Perdana Lake Garden into a botanical garden for educational purpose and to make the city a Sustainable Tropical Garden City in order to attract more tourists.
The 3.4ha Datuk Keramat Lake Garden with 0.7ha of man-made lake is the second lake garden upgraded by the Kuala Lumpur City Hall after the Ampang Hilir Lake Garden last year.
City Mayor Datuk Ahmad Fuad Ismail said the upgrading work on the Datuk Keramat Lake Garden cost about RM6.3 million and was done to cater to the needs of local residents.
"We did all these for the benefit of city dwellers. So, let's take a good care of our gardens so that we can reduce the maintenance cost and benefit from these facilities," he added. -- Bernama

GEORGE TOWN: Four major Kuala Lumpur-based developers plan to launch some RM1.16bil worth of luxurious residential properties in Penang this year, in view of a recovering domestic economy and continuing demand for high-end homes.
The properties are IJM Land Bhd’s RM422mil The Light Collection I & II, SP Setia Bhd’s RM60mil Brooks Residences, RM230mil Reflections condominium and semi-detached schemes for its Setia Pearl Island project, E&O Property Development Bhd’s RM380mil first phase of the Quayside project, and Mah Sing Holdings Bhd’s RM71mil first phase of the Legenda@Southbay.
The RM165mil Light Collection I, scheduled for launch in the second quarter on a 7-acre site next to the Penang Bridge, comprises 152 condominiums and 24 water villas, priced at RM650 per sq ft and RM800 per sq ft respectively.
The built-up areas for the condominiums range from 1,375 to 1,580 sq ft while the water villas have a built-up area of 3,169 sq ft.
The RM257mil Light Collection II, scheduled for launching on a 8.58-acre site in the second half of 2010, comprises 297 condominiums with built-up areas ranging from 516 to 3,528 sq ft, priced at about RM700 per sq ft onwards.
IJM Land managing director Datuk Soam Heng Choon said residential properties in the mid to high-end categories had proven to be good hedging instruments and would serve as the main growth driver for the property sector this year.
He said IJM Land also planned to launch in May its RM123mil Maritime Square, which comprises 244 serviced suites and 67 shop and office units.
SP Setia Property (North) general manager S. Rajoo said the RM150mil Reflections condominium scheme and the 54 semi-detached homes for the Setia Pearl Island project in Sungai Ara would be launched in the first and second quarter respectively.

“The Reflections comprises 317 condominiums with built-up areas of 1,077 to 1,512 sq ft and priced from RM378,800 onwards.
“The Brooks Residences project, located in the prime residential vicinity of Jesselton Road, is expected to be launched in the final quarter of 2010,” he said.
Rajoo said the group planned to introduce an innovative financing package for its new projects in Penang soon.
“The special financing package is for the new launch of semi-detached homes in the Setia Pearl Island scheme and a new project, Setia Ara, on a 28-acre site in Sungai Ara,” he said.
Mah Sing deputy chief operating officer Teh Heng Chong said the first phase of the RM284mil Legenda@Southbay project would offer 19 bungalows with an estimated gross sales value of RM71mil.
Comprising a total 76 bungalows, the Legenda@Southbay is a gated and guarded project that comes with a clubhouse and is equipped with features such as personal pool, smart-home features, solar hot water system and rain water-harvesting system.
“We also plan to launch the first phase of the RM911mil Southbay City commercial project in Batu Maung this year.
“The Southbay City is an integrated commercial hub comprising serviced residences, commercial lots, lifestyle mall, and four and five-star hotels,” Teh said.
Eastern & Oriental Bhd executive director Eric Chan Kok Leong said the company’s property arm E&O Property would launch the first phase of the RM1.8bil Quayside luxurious condominium scheme for its sea-fronting Seri Tanjung Pinang project in Tanjung Tokong early next month.
“The first phase is a 26-storey block, comprising 298 units,” he said.
Quayside, resembling sea-fronting home projects in Sentosa, and Sovereign Island in Gold Coast, comprises seven high and low-rise blocks surrounded by 4.5 acres of water park.
The Quayside is located within the first phase of the 908-acre Seri Tanjung Pinang housing project.

KUALA LUMPUR: United Malayan Land Bhd (UM Land) hopes to roll out two new projects with a total gross development value (GDV) exceeding RM600 million (in Kuala Lumpur and Iskandar Malaysia, Johor) this year.
In a statement on March 1, its group chief executive Pee Tong Lim said the developer would remain focused on its two-pronged growth strategy through its township division and niche development division.
UM Land intends to launch a 310-unit serviced residences project in Bukit Ceylon, Kuala Lumpur, in 2H2010. Another project to be launched during this period is a joint-venture boutique apartment development at Puteri Harbour, Nusajaya with UEM Land Holdings Bhd, Pee added.
For its financial year ended Dec 31, 2009 (FY2009), UM Land has gone into the black with RM54.8 million net profit, on the back of RM208.5 million revenue.
It declared a final gross dividend of 5 sen per share, subjected to shareholders’ approval. This final dividend, together with two interim dividend payments of 2.5 sen per share each, will bring the total gross dividend in FY2009 to 10 sen per share.
“The strong performance was attributed to increased profit contributions from its niche project, Suasana Bangsar, coupled with several strategic land sales in Bandar Seri Alam, Iskandar Malaysia. We registered encouraging sales of up to 90% of the condominium units at Suasana Bangsar,” Pee said.
UM Land disposed of land parcels to the Masterskill Education Group and Universiti Teknologi MARA (UiTM) last year, in line with its Bandar Seri Alam Township’s vision of establishing itself as the Education Hub in the Eastern Corridor of Iskandar Malaysia.
Suasana Bangsar is an exclusive and luxurious condominium project in Bangsar comprising 190 units of condominiums, which offers a choice of 2-, 3- and 4-bedroom suites with sizes ranging from 1,112 to 4,800 sq ft. The freehold property has an estimated GDV of RM198 million. The project is expected to be handed over to purchasers in 2H2010.

GOLDEN Horses Development Bhd (GHD), a private firm owned by Tan Sri Lee Kim Yew, aims to launch its RM600 million Palace Residence Suite this year and market its property to Asian investors.
Palace Residence is located at the Mines Resort City in Seri Kembangan, Selangor. It is being launched a year behind schedule due to the recession in 2009.
There are more foreigners now, setting their eyes on new properties here, said Golden Horse Palace Bhd (GHPB) executive director Dianna Lee.
"We have received a few enquiries on the property. There are people keen to buy. We are targeting foreign buyers and have appointed an international real estate agent," Lee said in an interview with Business Times recently.
GHD and GHPB are sister companies, which means that they are both owned by the same major shareholder.
GHD is targeting a June launch for the suites in Singapore, followed by Hong Kong, China and Malaysia towards the end of the year.
Palace Residence will offer 226 one-bedroom suites with a built-up area of 500 sq ft, and 156 two-bedroom suites, ranging from 1,100 sq ft to 1,400 sq ft, as well as four penthouses. The suites are selling for RM900,000 to RM1.4 million each.
The 19-storey Palace Residence, which is a combination of a hotel and condominium, will complement the 480-room Palace of the Golden Horses. Palace Residence will be built next to the five-star hotel and they will be connected by a bridge.
GHD will include free golf membership, worth some RM800,000, in the property sale. Buyer will automatically be a resident gold member at the 18-hole golf course at the Mines, Lee said.
Construction will start in the second half of 2010, and is due for completion within three years.

GEORGE TOWN: A five-star hotel, convention centre, hospital and high-end condominiums are among the projects planned by the CP Group at its Queensbay site.
CP Group executive director Datin Jane Yeo said these projects would be located on 35 acres out of the 75 acres yet to be developed at the site. She said this at a press conference after the official opening of the Eastin Hotel Penang.
"These projects will be the cream of our development in Queensbay.
"To date, the gross development value (GDV) is more than RM1 billion, including the Eastin Hotel and we will launch parcel 4 by the end of this year, which will be a condominium project with a GDV of RM500 million," she said.
Yeo said talks are underway with interested parties to set up the hospital while plans for the convention centre are being finalised.
She added that CP Group was also looking at expanding the Eastin Hotel brand in the country and abroad, either on its own or with other parties. With an investment of RM130 million, Eastin Hotel Penang is the first extension for CP Group’s flagship hotel in Petaling Jaya.
The 14-storey, four-star business class hotel with 328 rooms is located next to Queensbay Mall, which was part of the white knight package of the abandoned Bayan Bay project by CP Group in 2004.
The hotel has been enjoying an occupancy rate of 78% since it was opened to the public in November.
CP Group executive chairman Datuk Tan Chew Piau said despite facing uncertainties during the 2008 financial crisis, CP Group carried on and speeded up construction instead of slowing down like other industry players.
"We finished the hotel in a record time of 15 months," he said at the official opening of the hotel by governor of Penang Tun Abdul Rahman Abbas. Also attending the ceremony was Chief Minister Lim Guan Eng.
Meanwhile, Lim proposed that a hospitality school be set up in Penang to cater to the demands of new hotels coming up in the state.
"There has also been a significant increase of hotel guests in Penang from the domestic market from 2.1 million in 2004 to 3.4 million in 2008," he said.

Bolton Bhd is targetting a gross development value of RM1 billion from four new properties to be launched this year.

"The much-awaited "Sixceylon" development in Jalan Bukit Ceylon will be launched in June," Azman said during the unveiling of the project here today.
The Sixceylon will be built on where the current Bolton Court is located.
The existing 12-storey Bolton Court, completed in the late 1970s, will be redeveloped and transformed into a modern development comprising a 33-storey apartment building priced between RM600,000 and RM1.2 million per unit.
The Bolton Court, with its design and location was well received by the expatriate community and many leading multinational corporations and foreign dignitaries have known it to be their home when in Malaysia, Azman said.
"Although Bolton Court has contributed significant investment income for Bolton over the years, we believe the time is now right to redevelop the old and tired-looking building," he said.
He also said the recent increase in interest rate is not expected to have a significant impact on the sales of property.
"The increase of 25 basis point is still small," he said.

KUALA LUMPUR: The Federal Territories and Urban Wellbeing Ministry is working to twin Kuala Lumpur city with Tamil Nadu's capital, Chennai.
Its minister, Datuk Raja Nong Chik Raja Zainal Abidin, said representatives from the ministry would visit Chennai in May for the purpose.
Several discussions had been held and the Malaysian government was awaiting response from Chennai for the next course of action, he told reporters after
officiating a food and entertainment carnival at the Temple Of Fine Arts here March 13.
Raja Nong Chik said the Kuala Lumpur mand Chennai twin city programmes was aimed at further enhancing bilateral relations between Malaysia and India in art,
culture, tourism and economy.
He said Chennai and Kuala Lumpur had many similarities; most of the Indians in Malaysia were from Tamil Nadu.
"In line with efforts to realise the twin city programme, the ministry is also planning to develop Brickfields into 'Little India'," he added.
The carnival, which also had cultural activities, was organised by the Temple of Fine Arts to raise funds for the Derma Sivasanta Clinic in

KUALA LUMPUR 13 Mac – Dewan Perniagaan Melayu Malaysia Kuala Lumpur (DPMMKL) terus mengorak langkah apabila dijadual membina sebuah hotel milik pertubuhan itu bermula awal tahun depan.
Yang Dipertuanya, Prof. Datuk Syed Amin Aljeffri berkata, hotel yang akan dinamakan KLMCC International Inn itu akan dibina di atas sebidang tanah milik dewan tersebut dengan anggaran kos keseluruhan sekitar RM50 juta.
Katanya, pembinaan hotel bajet rendah di persimpangan Jalan Sultan dan Jalan Petaling di ibu kota itu dijangka berkembang dengan baik memandangkan kawasan tersebut merupakan tempat tumpuan pelancong.

MAGNA Prima Bhd’s planned purchase of two pieces of land in Kuala Lumpur for some RM58 million from Muafakat Baru Sdn Bhd is now extended by a further three months to June 19 2010.
Magna wants to build a shopping mall and two blocks of serviced apartments worth some RM730 million on the 4.1ha.
The land is located next to Jalan Kuching and the intersection between Jalan Kuching, Jalan Ipoh and Jalan Kepong.
The deal was first announced in November 2007.

DESPITE the generally soft sentiment in the commercial property market, there are a number of projects underway in Kuala Lumpur and the Klang Valley slated for completion over the next two years.
Most of these new retail projects are of smaller scale and located in the suburban areas. Subang Avenue in Subang Jaya has an estimated net lettable area of 250,000 sq ft, SSTwo Mall in SS2 Petaling Jaya (463,000 sq ft), 1 Shamelin in Cheras (420,000 sq ft), Citta Mall in Ara Damansara (424,000 sq ft), Solaris 2 in Dutamas (300,000 sq ft) and Viva Homes in Jalan Loke Yew (688,000 sq ft).
In Kelana Jaya, a new project Taragon Kelana Commercial Centre was launched last week for completion in the third quarter of 2011.
The project by Blackstone Seven Sdn Bhd, a unit of Allstones Group Asia, comprises five retail lots, eight blocks of shop offices and 60 office suites with a gross development value of RM80mil. Located on 1.1 acres, it is targeted for completion in the third quarter of 2011.
Allstones chairman K.H. Sim says the office suites range from 1,045 sq ft to 1,388 sq ft and priced at RM407 per sq ft. Every unit comes with a free carpark.
According to Sim, more than 60% of Taragon Kelana has been sold. “The trend for small businesses now is to own their offices in a secured environment instead of renting in upper floors of shop houses. This is a niche market we are targeting,” he says.
DTZ Research, in its latest Property Times report, says while prospects in the retail sector are positive, rentals are expected to remain soft especially in the suburban areas given the completion of more new shopping centres.
The lively food and beverage sub-sector continues to provide support to rental rates.
CB Richard Ellis Malaysia executive director Paul Khong says the office market is also seeing more new developments including the advent of a new generation of green buildings.
Generally these green office spaces can fetch rental premiums of at least RM1.50 per sq ft on top of the average rates of RM5 to RM6.50 per sq ft.
New office buildings to be completed this year include Menara Waqaf with 340,000 sq ft of net lettable area, Menara Worldwide (275,000 sq ft), HSBC’s new annexe building (129,000 sq ft), BRDB Tower (223,000 sq ft), Capital Square Office Tower 2 (600,000 sq ft), Menara Kencana (255,000 sq ft) and One Mont Kiara (380,000 sq ft).
Potentially adding to the future supply is a 100-storey skyscraper in Kuala Lumpur proposed by Permodalan Nasional Bhd.
IGB Corp Bhd is awaiting approval to build two high-rise office towers totaling 600,000 sq ft in the last phase of its Mid Valley City development. Construction may commence in early 2010 for completion in three years.
Khong adds that the local commercial real estate market is seeing growing interest from overseas institutions.
Comprising mainly Singapore, Australia, German and South Korean funds, he says they are keen in shopping malls and office buildings that are leased to good tenants.
“These are canny investors with wide experience in the region and when the right opportunity appears they are keen to buy. With further relaxation of the requirements for local equity, Malaysia will continue to attract foreign capital from a variety of sources including sovereign funds and some of the major names in the industry.”
Khong says office rentals are expected to remain competitive this year in view of the 2.4 million sq ft of new supply expected to be completed this year in Kuala Lumpur. As of fourth quarter 2009, the cumulative supply of Grade A office space in the city stood at around 29.9 million sq ft.

KUALA LUMPUR: Bolton Bhd is acquiring a 5.5-acre land along Jalan Peel in Kuala Lumpur.
Bolton LYL Sdn Bhd, its indirect unit, entered into a conditional sale and purchase agreement with Intrapuri Sdn Bhd on March 29 to buy the freehold tract for RM39 million or RM1,632.43 psf, the company said in a filing to Bursa Malaysia on the same day.
The acquisition will be funded through internally generated funds and bank borrowings.
Bolton plans to build medium/high-end serviced apartments with podium car parks and facilities within an estimated development period of five years. It is expected to have a gross development value of RM280 million.
The development costs will also be financed through internally generated funds and bank borrowings. The project, however, has yet to obtain development approvals from authorities.
The freehold land, which is trapezium in shape, would be used solely for commercial purposes. Presently, a considerable portion of the land is occupied by squatters, which consist of residential units and workshops.
With a generally flat terrain, the land is located within the commercial and residential area known as Taman Maluri, fronting the left side of Jalan Peel en-route from the Kuala Lumpur City to Taman Maluri.
As at Feb 5 this year, the land has six private caveats lodged and registered.

KUALA LUMPUR: The Malaysian government and the Employees Provident Fund (EPF) will be forming a joint-venture to promote the development of 3,000 acres of land in Sungei Buloh into a new hub for the Klang Valley.
Several parcels of land in Jalan Stonor, Jalan Ampang, Jalan Lidcol, all in Kuala Lumpur have also been identified to be tendered out for development by the private sector.
Prime Minister Datuk Seri Najib Tun Razak in announcing this in his keynote address at Invest Malaysia 2010 on Tuesday March 30 said the new hub in SUngai Buloh will lead to over RM5 billion of new investments.
“This will have an immediate effect on domestic growth, with an enormous potential for the private sector to participate in prominently,” he said.
On the land parcels in Jalan Stonor, Jalan Ampang and Jalan Lidcol, Najib said these assets if left undeveloped "will be wasteful and the Government will incur cost of maintaining it."
"This initiative will be a good kick-off for more outright sale and joint ventures between the public and private sectors in land development,” he added.

KUALA LUMPUR: The government has identified and will put out for tender several land parcels located strategically within or near the sought-after Kuala Lumpur City Centre (KLCC).
Prime Minister Datuk Seri Najib Tun Razak announced in his keynote address at Invest Malaysia 2010 on March 30 that the tracts are located at Jalan Stonor, Jalan Ampang and Jalan Lidcol.
An industry source told theedgeproperty.com that a total of four tracts – two on Jalan Ampang and one each on Jalan Stonor and Jalan Lidcol – have been identified for the tender exercise. All these are believed to be owned by the Rubber Research Institute of Malaysia (RRIM).
It is believed that both the Jalan Stonor and Jalan Lidcol tract are each sized about three to four acres. One of the tracts on Jalan Ampang is said to be that on which Bangunan Getah Asli now sits on. This property sits across the road from the iconic Petronas Twin Towers. The other land parcel is located near Wisma Perkeso.:banana:
While no indicative price has been named, it is noteworthy that land around the Twin Towers has been transacted at RM2,000 or more per sq ft in recent times.
In April 2008, YTL Corp paid about RM2,000 psf or RM85 million for a one-acre tract on Jalan Stonor. Last December, Ireka Corp Bhd paid RM87.12 million for a about one-acre tract on Jalan Kia Peng, which is near Jalan Stonor.
The government’s decision to monetise the land via tenders has gone down well with industry players. Ho Chin Soon, director of Ho Chin Soon Research Sdn Bhd, told theedgeproperty.com that this is the first time the government decided to tender out parcels for development. The move, he added, will ensure more transparency.
The prime minister has also announced that the Malaysian government and the Employees’ Provident Fund (EPF) will form a joint venture to promote the development of 3,000 acres of land in Sungai Buloh, Selangor, into a new hub for the Klang Valley. The new hub in Sungai Buloh will lead to over RM5 billion of new investments, he noted.
The 3,000-acre land is believed to be part of the prized 3,700 acres belonging to the RRIM in Sungai Buloh. It was reported in 2003 that about 1,000 acres of the tract have been slated to be developed into a Rubber City and low-cost housing area.
Rubber City was to have been a rubber technology park devoted to the commodity with a development cost of between RM4 billion and RM5 billion.
Subsequently, the government unveiled a plan, through Syarikat Perumahan Negara Bhd (SPNB), to develop it into what was then dubbed the Klang Valley Northern Development Corridor (KVNDC). SPNB is wholly owned by the Minister of Finance Incorporated. This also did not take off.
Meanwhile, Zerin Properties chief executive officer Previndran Singh said it was a “good way” to unlock the government’s assets. He also said that it allowed for government-linked companies (GLCs) to unlock the latent value of their assets.
“The locations of these sites are fantastic, especially the Sungai Buloh site with the infrastructure in place. It is also surrounded by highways and near the Subang airport, Port Klang and the industrial parks in Shah Alam and Bukit Jelutong. But, I think the thing behind everyone’s mind is the implementation. They must provide good products,” he added.

We met with KLCC Property Holdings’ (KLCCP) new Head of Finance & Accounts Division, Encik Azmi Yahaya, and Head of Legal & Corporate Services Division, Encik Abd Aziz Abd Kadir.
* Status quo for RCULS conversion. According to management, KLCC Holdings (KLCCH), the parent company and development arm of Petronas, has not indicated when RM714m (RM717m if interest included) RCULS will be converted. However, management has reassured us KLCCH will strive to minimize dilution impact from RCULS conversion. Although no timeline was provided, we believe KLCCH will wait for stronger contributions (Lot C, Petronas Twin Towers long term lease renewals).
* Lot C progress completion at level 13-14 out of total 60 levels. Expected completion for the retail p odium is in 3QFY11 while office portion in 4QFY12. Retail tenant mix has not been decided yet, whilst management is eyeing multinationals as tenants for office portion.
* Mandarin Oriental 9M10 occupancy rates was down to 53% (ARR: RM650) from FY09’s 66% as a result of the recent global economic downturn; since it targets business travellers, occupancy rates fell as the segment were downgrading to 4 star hotels. Nonetheless, the hotel remains profitable at 17.4% pretax margin at 31/12/09. Management has indicated improved occupancy rates in Jan-Feb 2010, although quantum was not made known. Refurbishments expected in FY11 with 3 -4 year duration.
* Lot D1 plans not concrete yet. Management stated plans are still fluid and is dependent on market demand. Meanwhile, tunnel link between Lot C and Lot D1 on the way with estimated March 2011 completion. There were no new information on potential asset injection and timeline.
* No changes to FY10-11E net profit of RM237m (+4% YoY) - RM252m (+6% YoY). (See below for more project updates).
* Maintain HOLD with unchanged fair value of RM3.44, based on SOP RNAV. KLCCP share price will remain capped in the short to medium term because of uncertainty in RCULS conversion timeline, causing dividend dilution. However, downside risk minimal as rental rates and quasi recurring income from MO and Suria KLCC should strengthen inline with economic recovery. Strong earnings re-rating likely post FY12 from Lot C contributions and long-term lease renewals from PTT and Maxis. At current share price, the stock is fairly valued at 1) 16.7x FY31Mar11E FD PER vs. 15.7x historical average 2) 0.9x FD PBV vs. with 0.8x historical average.

Nonetheless, suitors will be plenty given iconic status of Suria KLCC. KLCCP will strive to get 3 year leases, similar to Suria KLCC, to ensure stability in mall’s contribution.
* Likely to sign-up multinationals for offices on a long-term lease basis (likely similar lease duration to PTT). Identities of potential candidate(s) likely to be released closer to completion of the office portion. We also have no indication if it will be single or multiple tenants.
No new information on asset injection. Timeline and potential investment properties were not disclosed. Management mentioned any asset injection must not be yield dilutive to the KLCCP portfolio. But we still think assets like Alamanda Mall @ Putrajaya are likely candidates because 1) Suria
KLCC already manages the mall 2) high occupancy rates.
Lot D1 plans not concrete yet. Initially, the site was earmarked for service residences. However, KLCCP stated plans still fluid and is dependent on
market demand. We think firmer plans likely made known closer to completion of Lot C as more cash-flow will be available for Lot D1 developments.
Tunnel link between Lot C and Lot D1 on the way. The tenders have been recently awarded (main contractors are Daewoo) with estimated March 2011 completion. Contract size is >RM30m.
Portfolio updates
Dayabumi
* MISC, the anchor tenant , is up for lease renewals in June 2010. Likelihood is high for MISC to renew and KLCCP will be seeking for a new 3-year lease term. MISC makes-up c.80% of occupied space.
* Refurbishments are in the pipeline as Dayabumi is a 26 year old building, but in a gradual manner; CAPEX amount has yet to be decided. Upgrading the building will help rerate rental rates.
Mandarin Oriental (MO)

PETALING JAYA: Dijaya Corp Bhd will be launching a new commercial and lifestyle development named Tropicana Avenue (pictured) located within the Tropicana Golf and Country Resort in Petaling Jaya, Selangor in the middle of the year.
Tropicana Avenue has a gross development value (GDV) of RM210 million and is undertaken by Tropicana Golf & Country Resort Bhd, a wholly-owned subsidiary of Dijaya.
The three multi-storey commercial blocks consisting of office and retail outlets would cater to the needs of the neighbourhood and will attract small and medium enterprises (SMEs), said its deputy manager of sales and marketing Lillian Lung.
Tropicana Avenue comprises 359 lifestyle corporate suites and 38 loft offices sitting on top of 45 retail lots on two floors.
Sizes for the retail lots range from 1,150 sq ft to 3,077 sq ft and are ideal for cafés, restaurants, bistros, banks, bookstores, IT centres and luxury motor showrooms. The indicative price for the retail lots starts from RM900 psf, said Lung.
“We are also looking at courting restaurants that can provide a fine dining experience, as high-net-worth individuals live in the vicinity,” added Lung.
The rows of retail spaces are arranged along a pedestrian thoroughfare or common area, facing the food and beverage kiosks. The thoroughfare would feature a two-acre landscaped garden, a water fountain and a staging area.
The office units on the upper floors are arranged along internal corridors and are suited for professionals such as lawyers, accountants, specialised doctors and consultants to set up offices.
“The office units, which range from 1,000 sq ft to 1,700 sq ft, are well suited for SMEs such as IT companies and legal firms to set their offices here,” said Lung. Indicative prices for the office units start at RM400 psf.

STARWOOD Hotels & Resorts Worldwide, which owns and operates hotels under nine brands, including Sheraton, Westin and Le Meridien, is in talks to bring two more hotel brands into Malaysia, namely W and aloft.
"We are in two pretty advanced (stage of) discussions in Kuala Lumpur. We are looking at (introducing) a W and an aloft brand," its senior vice-president acquisition and development for Asia Pacific, Matthew Fry, told Business Times in a recent interview in Singapore.
He said one negotiation was for a W hotel and residences that will be built from scratch, and may be ready in four years should the deal be sealed.
"The Kuala Lumpur City Centre and the Bukit Bintang areas are the focus for our W brand," he added.
On its aloft brand, Fry said that there could be one in Malaysia within the next 18 months. The location could be in Kuala Lumpur, Johor or Sabah.
"aloft, basically, has the DNA of, and is the spin-off of W. The hotel measures about 28 sq m compared with a W hotel, which is about 42 sq m to 48 sq m or bigger," he said. "aloft does not have as much public space, and the food and beverage offerings are not as elaborate."
W is described as one which provides the "wow" factor and a holistic lifestyle experience integrated into the brand's sensibility through contemporary restaurant concepts, glamorous nightlife experience and signature spas.
Meanwhile, Fry said that Starwood sees a lot of activities around Johor, especially in the east coast of the state, and would consider this area to have Starwood's representation.
Currently, Starwood operates five hotel brands in Malaysia and has confirmed a sixth - The St Regis.
The hotels operating in Malaysia include Le Meridien Kota Kinabalu, Le Meridien Kuala Lumpur, The Westin Kuala Lumpur and The Westin Langkawi Resort & Spa.
In December 2009, it took over the management of The Andaman in Langkawi from General Hotel Management, and is now operating the property as a Luxury Collection.
The Starwood group also operates the Four Points by Sheraton Kuching and is scheduled to open the Four Points by Sheraton Sandakan in March 2011.
It has also confirmed the opening of The St Regis Hotels and Residences Kuala Lumpur in 2014.
Yet another brand which it operates in Malaysia is the Sheraton Langkawi Beach Resort. It also part owns and manages the Sheraton Imperial Kuala Lumpur.
On plans to divest its stake in Sheraton Imperial Kuala Lumpur, Fry said: "Our long-term strategy is to divest real estate holdings. At one point Starwood owned 190 hotels and we are now down to about high-50s.
"The long-term strategy is to divest our hotel ownership and become more of a management/franchise fee-based business. At one point 80 per cent of our income was from our own hotels and 20 per cent from fees. Our goal is to switch that.
"We are not actively looking (to sell). This particular estate (Sheraton Imperial Kuala Lumpur) has not been discussed," he said.
The hotel is jointly owned by Indonesia's Rajawali group and Starwood.

KUALA LUMPUR: Plans to redevelop the Kuala Lumpur airport, better known as the Sungai Besi airport, into a commercial business hub, complete with a heliport, have been revived, although it is unclear when the project will take off.
Defence industry sources told The Malay Mail that stakeholders operating at the 162ha historical airport, also known as Simpang Airport, had been informed of plans to redevelop the area by the government.
It is expected the government will tender the project out to the private sector but no deadline has been set.
Simpang is the country’s first international airport. It served as the main air link from 1952 till 1965, when the Subang airport was opened.
It was originally used as an airstrip in the 1930s but was turned into an airport after World War II.
Both Defence Minister Datuk Seri Ahmad Zahid Hamidi and Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal claimed they were not aware of any redevelopment plans for the airport.
The Paper That Cares was informed that the airport’s operator, the Royal Malaysian Air Force (RMAF) — which designated the area as the KL air base — had conducted a feasibility study to determine its need and options for a relocation exercise to make way for redevelopment.
The sources said initial results of the study showed the air force “has no operational reasons to object to the relocation”.
The Malay Mail was also informed that another unit based at the airport, the police air wing, is prepared to move out “as soon as our new facilities are completed”.
Apart from RMAF and the police air wing, the air unit of the Fire and Rescue Deparment (Bomba) also operates from the airport, as well as the Royal Selangor Flying Club with its fleet of three Cessna aircraft and a Robinson R44 Raven helicopter.
The biggest hindrance to the relocation exercise, according to the sources, will be the cost of constructing new facilities for users relocating from the airport after new sites are identified.
The sources said building new facilities would probably cost the government “hundred of millions, or even billions of ringgit”, which may prove to be the biggest obstacle to the redevelopment plans.
Sources said the huge cost of relocation was one reason why redevelopment plans in the past never took off.
Previously, plans by the authorities to turn the airport into a civil helicopter hub was turned down by the military due to fears of security breaches. Development plans around the airport had also been severely curtailed due to the height restriction imposed by aviation authorities.
A high-ranking serving officer told The Paper That Cares: “We have heard of the same plans before but they never took off. This time around, it sounds serious, but I don’t think it will occur within the next five years.”
The Malay Mail was informed that the RMAF relocation will be the most expensive as it has two operational command headquarters operating from the airbase — the No 1 Air Division and the Air Logistics headquarters.
The 10th Squadron, which keep Nuri and Blackhawk helicopters for utility and VVIP purposes, and the Aerospace Medical Institute are also located at the base, as well as the RMAF museum.
It is envisioned that both the command headquarters will be moved to the Subang airbase, together with a medical institute.
Sources said that it has not been decided where the 10th Squadron will be relocated to. The air force may be able to construct a new airbase at the Jugra air station, which now has designated landing zones for helicopters only.
Both the police air wing and the Bomba air unit are expected to be relocated to the Subang airport if the redevelopment proceeds as planned.
Details of this airport’s redevelopment remains sketchy but The Malay Mail was informed that the 1,119m long runway would be scrapped, leaving only the airport terminal building as the centrepiece of the new development.
The historical building will serve as the terminal for a heliport. The nine-hole golf course, which only caters to armed forces personnel and club members, is expected to be retained and may even be extended to make it a standard-size course.
A new station for the Express Rail Link and the KTMB Komuter lines, which run parallel to the airport, is also expected to be built.

KUALA LUMPUR, April 14 (Bernama) -- OSK Property Holdings Bhd plans to develop two condominium projects in Cyberjaya and Jalan Yap Kwan Seng here.
Executive Director and Chief Operating Officer Gerard Tan Boon Chuan said the projects are expected to be launched by year-end.
The low-rise Cyberjaya project, with an estimated gross development value of RM300 million, will be built over 4.88 hectares (12.2 acres), near Perdana Lake.
The Yap Kwan Seng high-rise condominium project is still awaiting approval.
"We are now going through various designs and should be able to launch the Cyberjaya condominium project in the later part of the year," Tan told reporters after the company's annual general meeting here Wednesday.
He also said OSK Property was optimistic about the local property market and had set its sights on launching a few projects this year.
"We look forward to launching in May, Sutera Damansara's semi-detached houses. We had a soft launch last November and to date, 40 per cent of the houses have been sold," he said.
The company also plans to launch its two-and-a-half storey semi-detached houses in Bangi by June as well as phase two of Mon't Jade, a low density upmarket bungalow development in Seremban.
"The local property market outlook for 2010 is looking very positive and promising, with sentiment being given a boost through attractive interest rates, as well as a friendly purchasing environment.
"Property prices in Malaysia are forecast to increase by five and 10 per cent this year in line with the economy," Chairman Datuk Nik Mohamed Din Nik Yusoff said in the company's 2009 Annual Report.
Agreeing with this, Tan said Malaysia's interest regime is still affordable although expected, to rise gradually.
"Interest rates may increase. But this is expected as the economy picks up," he explained.

KUALA LUMPUR, April 16 — Malaysia’s capital city was one of the 10 cities identified in a report by international property consultancy, Frank Knight, as a rising global city with growing economic power, but lacking in terms of knowledge and quality of life.
Kuala Lumpur had the eight biggest gain in aggregate scores in the 2010 survey of the world’s top cities, tied with Sydney, Shanghai and Mumbai but behind Singapore, Beijing, Tel Aviv and Berlin.
The Frank Knight annual survey ranks world cities according to their influence in economic activity, political power, knowledge, and quality of life.
While it experienced a jump in aggregate scores last year, Kuala Lumpur was still ranked only 34th overall, and trails far behind other key Asian cities such as Tokyo (4), Singapore (7), Beijing (9), Seoul (13), Hong Kong (14), Bangkok (18), Shanghai (19) and Taipei (23).
“Unsurprisingly, one of the key themes this year is the strengthening power of the emerging centres, with big gains experienced by the likes of Beijing, Singapore, Shanghai, Kuala Lumpur and Mumbai,” said the report.
It noted, however, that while emerging centres like Kuala Lumpur and Beijing are gaining ground in economic and political power, they still fall short on the softer issues such as quality of life and knowledge and intellectual influence, which were the strong points of cities in developed countries such as Berlin, Paris and Zurich.
“For the rising cities of Asia, economic growth and greater political clout on their own will not succeed in propelling them to the top of the table in terms of locations where the world’s most influential citizens want to have a first or even a second home,” said the report.
The report added “contenders” should take note of top cities such as New York, London, Paris and Tokyo.
“They needed a broad base of appeal — something clearly demonstrated by both Paris and Tokyo. World cities are connected, in terms of transport and communications, but, more importantly, in terms of ideas,” said the report.
“These are the locations where the world’s most influential people want to congregate because these are the locations where the ideas and values that define the global agenda and shape the world are settled.”
It noted that even Shanghai, which experienced phenomenal economic expansion, is struggling to move rapidly up the world cities table.
“To be successful, cites must attract the best and the brightest and influence the world. The ability to react to changing circumstances is also critical.”
The world’s top five most influential cities according to the survey are New York, London, Paris, Tokyo and Los Angeles — with New York overtaking London last year due to the troubles faced by the latter’s financial sector.
The survey of the world’s top cities was part of Frank Knight’s Wealth Report 2010, which was developed together with Citi Private Bank and published in March.
