MOOG has a plant in Baguio for many years now. Its composed of many large one storey buildings. Its near the aging Loakan airport thats why when coming off the plane you could readily see the plant. When I was still new in Baguio I thought they were duty free shops. :) Another MNC in Baguio is Texas instruments. Their plant looks impressive. Although you need a pass to get inside their facility. Its composed of many mid rise glass structures 5 to 9 storeys high. They are currently planning an expansion in Clark for the plain reason that there is no more space for expansion in the Baguio site.

ano ba ang soil compostion ng Baguio? is it safe to build tall towers in that city?

Correct me if I'm wrong. From what my untrained eye has seen, its mostly coral limestone and clay. Im not sure either if its safe to build those condo towers in Baguio.

Baguio ecozone expects P6.7-b investments in ’07

The Baguio City Economic Zone expects some P6.7 billion worth of committed investments to roll out in 2007.

In a report to Philippine Economic Zone Authority director-general Lilia de Lima, Baguio zone administrator Tereso Panga said existing locators and new companies committed the new investments, signifying continued investor interest in the Philippines.

Expansion investments by existing locator companies totaled P2.031 billion. These include the fifth expansion phase of Texas Instruments involving an additional $25 million in investments and 20,000 square meters of additional space.

Another US-based firm, aviation services provider MOOG, is investing $10.5 million for two buildings comprising the third phase of its expansion. American call center Clientlogic is putting in $5.5 million for the second phase of its expansion, which will add 1,000 seats.

Retail magnate Henry Sy has earmarked some P300 million for its four-story SM Baguio Cyberzone Building with a floor area of 12,000 sqm. The proposed new building will be adjacent to the existing SM Baguio mall.

Norwegian Woods is investing P6.5 million for its expansion. Japanese facilities provider Omed has committed approximately P12 million, while local call center NTUI is putting in P4.5 million for additional capacity of 108 seats.

ITI-Consulting of France is also putting up a 30-seat call center with an intention to register it with Peza as an information technology building. No amount of investment was disclosed for this project.

Fil-Estate bares P5-B John Hay expansion blueprint

MANILA, Philippines -- Property firm Fil-Estate Corp. announced plans Tuesday for a P5-billion expansion of the Camp John Hay tourism and leisure complex in the northern resort city of Baguio, involving five new projects in about 20 hectares of the 247-hectare former US military R&R facility.

Fil-Estate chairman Robert John Sobrepeña also said the company was taking a more aggressive stance in property development in view of a boom in the business process outsourcing (BPO) sector and demand for retirement and leisure homes.

“We believe this move will take advantage of economic conditions and improve shareholder value,” he said at the Fil-Estate annual stockholder’s meeting.

At Camp John Hay, the Fil-Estate group is building a second condominium-hotel with 366 units, Sobrepeña said.

It will also build forest cabins that will cost P8-P10 million each, and develop a “town center” that will have a commercial center, an information technology (IT) campus that will have capacity for 20,000-30,000 students, and business park residences to cater to BPO workers, he added.

A leisure homes project will include five condominium buildings that will cater to foreign and local retirees, also at Camp John Hay, the chairman said.

Also planned is a third hotel, beside the Camp John Hay Convention Center, he said. It could be converted into a casino-hotel in case Fil-Estate decides to get a gaming license, he added.

Camp John Hay is projected to provide net cash flow of P28.3 billion over the next 39 years from the proposed projects, he said.

Sobrepeña also said he was hopeful these plans would be supported by a bill passed by Congress that restores tax benefits for special economic zones such as Camp John Hay.

He said revival of the tax privileges would help Fil-Estate's Camp John Hay Development Corp. to finalize a restructuring agreement with the government's Bases Conversion Development Authority (BCDA) to settle more than P2.1 billion in arrears.

Camp John Hay Development suspended all of its payments in 2005 when the Supreme Court affirmed a 2003 decision nullifying the tax benefits of locators in BCDA-administered special economic zones except the Subic Bay Freeport Zone.

Sobrepeña said the proposal was to restructure P1.8 billion of the debt to make it payable over 15 years, with the balance to be paid upon signing of the agreement.

On Monday, Fil-Estate Corp. announced that it would buy 30 percent of Camp John Hay from Fil-Estate Management Inc., which holds 45 percent of the leisure estate, in exchange for P450 million worth of new Fil-Estate Corp. shares, which will increase Fil-Estate Management's stake in Fil-Estate Corp. to 83 percent from 76 percent.

The purchase agreement will take effect upon securing the necessary government approvals, Fil-Estate Corp. said.

Meantime, Sobrepeña said a Fil-Estate subsidiary, Monumento Rail Transit Corp., had proposed to the Department of Transportation and Communication an expansion of the overhead Metro Rail Transit (MRT) to accommodate 650,000 passengers daily from the present 480,000.

He said the MRT exceeded its capacity of 350,000 passengers a day, which he noted was bound to cause system breakdowns and jack up maintenance costs.

He said there was a need to buy 30 carriages, which would cost about $65 million. With INQUIRER.net

Nakapunta na ako dun before nung sinama ako ng Tito ko. Maganda yung project. Pag afternoon or sunset makikita mo Lingayen Gulf/ South China Sea from Tuba. Astig dahil ang taas ng elevation tapos tanaw mo yung dagat.

yep. The park avenue sales team told me construction commences feb 2008. Units are sold now at their cheapest before the construction begins. So by the time the tower is half built, all units are already sold out

The developer is Korean. Notice the roof? Its similar to those flats in Pyongyang. :) The construction of the two buildings is halfway through.:banana:

Saint Louis University has started making roads for its expansion in a site far from the Baguio CBD. I have seen a rendering of the buildings and most of them are 8 to 10 floors high. The chapel looks very nice too. I just hope somebody who is in Baguio now would update us on this massive project.

Fact: The first real skyscraper is the 10 storey Home Life Insurance building in Chicago built in 1887.

^^ There is no real definition of a skyscraper actually. Here in SSC, we base it in Emporis where 12 stories is a high rise and at least 100m or 30 floors is a skyscraper. Cebu is yet to be a skyscraper city. Hoping for the best..:okay:

Many are not positive about the rapid urbanization in Baguio. Baguio has lotsa problems too that usually accompany urban sprawl (crime, poor housing, deterioration). Space is becoming scarce and people would even build in cliffs,and along steep slopes. Mid rise residential buildings can be found in the city center. On its outskirts are sprawling subdivisions. Baguio still has a looong way to go before becoming a skyscraper city.

Accdg to the developer due to a backlog of other project's requests for approval, the final step which is the approval of the park avenue's social acceptability has been moved to a latter date, probably a panel that will give the go will be available late November. All HLURB requirements have been met (soil testing..etc.) A building permit will be given up until the aforementioned final step is done. Construction commences January 2008.

SM Development readies Baguio condo-hotel project


MANILA, Philippines -- SM Development Corp., a property unit of the mall magnate Henry Sy’s SM group, plans to start a condominium-hotel project in Baguio City this year, company president Roger Cabuñag said.

The project, on a two-hectare property near the SM Baguio mall, is a joint venture with the state pension fund Government Service Insurance System, Cabuñag said.

He refused to give other details but said work might start after the elections in May.

The Inquirer earlier reported that the project was estimated to cost P1 billion.

To raise funds, SM Development is considering offering additional shares to stock investors.

The company is also planning to develop housing projects near its malls in Fairview, Quezon City and in Sucat, Parañaque City.

It earlier said it was allocating P3 billion for three residential projects launched in the first quarter of the year, which are aimed at the middle-income market. These include Lindenwood Residences, a 22-hectare subdivision near Manila’s Alabang suburb, in partnership with the Madrigal family.

SM Development is also building a 30-story condominium dubbed Berkeley Residences along Katipunan Avenue in Quezon City, a university area.

Another condominium project is the three-tower, 38-floor Grass Residences, on a 3.6-hectare lot along the northern stretch of the EDSA highway in Quezon City.

Baguio is just fine. The quake was kinda short so it didnt disrupt the ongoing projects. Actually a day after that, I took photos of the ongoing projects. Sadly my stupid phone cant move the pics to my pc. Grr..

I have to do it again coz the pictures are too small when I first uploaded them.. well after going hrough lotsa fences, grass, and horse dung..and using lotsa gas, i was able to take this pictures

John Hay locator to pay BCDA dues

Camp John Hay Development Co. is banking on a prospective new locator within the former military camp in Baguio City to pay almost half of its P150-million yearly lease payments to Bases Conversion and Development Authority.

BCDA president and chief executive officer Narciso Abaya told reporters yesterday that the agency was set to sign before year end a new lease agreement that included the restructuring of the company’s outstanding payables of P2.2 billion over the remaining life, or 35 years, of the 50-year contract.

The agreement will also cover the recurring annual lease payments of P150 million over the next 35 years, Abaya said.

He said one of the clinchers for the new agreement was the entry of a new “reputable” locator, whose lease payments to the company would amount to nearly P75 million, and which would directly remit its lease payments to the agency.

“We have no choice but to agree to the restructuring since we also have to look at CJHDevCo’s capacity to pay. The clincher is the new locator, who would take care of almost half of the yearly payments,” said Abaya.

He said that the direct payment of the new locator to the agency was provided for in the agreement. This will ensure that nearly half of the company’s yearly payments starting next year are paid promptly.

Abaya said the agreement also added new features to ensure that the agency got the lease payments from CJHDevCo.

General counsel Arnel Casanova said a clause in the new lease agreement granted the company a grace period of 60 days for any breach in the payment schedule.

imo, baguio's growth should be controlled, and its natural beauty allowed to flourish. It is the only large place where people can savor fresh and cold mountain air and enjoy nature at its best. It is the summer capital for all Filipinos, not just for baguio or cordillera residents. It was meant to be that way. Right now, baguio is going in the direction of a typical Philippine city, haphazard development, no zoning, mushrooming of squatters, buildings without aesthetic values (of course, there are exceptional gems, sometimes). polluted air, no proper drainage and sewage. lacking in vital services like water, congested streets. and the list goes on and on.

I am constantly amazed of how "good" we Filipinos are of destroying something beautiful. Or am I just making much ado about nothing?

Yeah, Baguio is turning into a "city" with urban blight creeping into its greenery like fungus. Its just a price to pay for development. I could only hope the remaining forest cover of Baguio could be preserved in the face of all these "development".

They may have done some soil testing and other geographical considerations but I also have the same nagging thoughts about those kinds of projects like the one quoted by Waway which abound in even the steep slopes of Baguio.

the first building with the glass cladding is located along Abanao road
the second building still in the middle of its construction is located along General Luna road.
the third building is located along Naguillan road.

Before the 1990 earthquake, Baguio used to have mid rise buildings like the 10 storey Skyworld Building and the 9 storey Hyatt terraces. There were plenty of investments in line for Baguio before 1990 but backed out when the tremors came... 17 years later much has already been rebuilt, and we can only hope nothing like the disaster of 1990 would happen in the near future.

There are two mentalities here On one side they say the boom in Baguio is good, which when you come to thnk of it, those buildings are a sign of Baguio's rosy economy, which means more jobs and that keeps most Baguio residents out of unemployment and slums, considering that Baguio has a good supply of good human capital. On the other hand, for those buildings to rise, trees fall and the influx of people means more cars, more waste, more pollution, more houses and apartment buildings. to be honest, medyo dissapointed nga ako with the way things are going (na sobrang urban na) though part of me is amazed by the boom the city is experiencing

yung nga lang, im not in the position to say what direction baguio should be going since di naman ako tga baguio

Can't they keep baguio a the way it used to be? bring those structures/investments in nearby areas such us La Trinidad or Itogon. kelangan ba na ang adress is "Baguio City"

i really think baguio should have a metro area. and baguio city itself should be preserved and developed according to its master plan 100 years ago.

Baguio was suppoed to be a resort and vacation city. a city for 35,000 people only.

BAGUIO CITY—The worsening traffic problem here has moved the city government to consider building new flyovers and an underpass that could compromise its conservation projects for Baguio’s centennial celebration next year.

Mayor Reinaldo Bautista Jr. informed city officials this week about plans to build a new flyover, pedestrian overpasses and an underground vehicular tunnel near the City Hall.

Studies

Bautista said studies have been commissioned to help the city government design an appropriate underground tunnel in a road behind City Hall.

At least three other major traffic intersections are being considered to host flyovers, he said.

A controversial flyover project that proposes to ease traffic and which passes through Kennon Road and Marcos Highway is set to open this month, after being delayed for years by protests from Baguio residents.

Former Mayors Braulio Yaranon and Virginia de Guia objected to the Baguio flyover project because it relied on savings meant for the Marcos Highway modernization project.

City employees tasked with enforcing Baguio’s conservation efforts said the new infrastructure projects could disrupt their work.

No foresight

Like most urbanizing communities in the country, Baguio’s roads were not designed for heavy volumes of traffic.

The Baguio report to the International Council for Local Environmental Initiatives showed that over 23,000 vehicles travel through Baguio’s roads daily, which were designed in 1909 for a population of no more than 25,000 people.

The report also pointed out an oversupply of public utility jeeps servicing the city. The jeeps represent half of the volume of Baguio’s mass transport system.

Traffic management here is also hampered by broken traffic lights that have never been replaced.

All the nincompoops at Baguio City Hall are messing up with the Burnham Master Plan.

The mayor -- belonging to the family that owns the congested diploma mill, University of Baguio -- wants to further squeeze Baguio by building that P200-M multi-level parking park at Burnham Park.

The Texas instruments new plant. Texas Instruments Baguio, a producer of microchips consists of around 5 or 6 of this massive structures which are interconnected.Although it would require a pass to get inside teh facility. This new building is the most visible from the outside the perimeter.

Request lang. Can ayone give details about Ayala's future projects in CJH....and can anyone take pics of the new BGH flyover. I saw it in the newspaper, putting aside the controversies behind it, it doesnt look so bad when it was finished.

Nga pala, there was an earthquake while I was typing. super scary.

BAGUIO CITY: President Gloria Macapagal-Arroyo is set to inaugurate the P172-million second flyover project on January 17 with Highways Secretary Hermogenes Ebdane and city officials.

Early last year, the construction of the flyover became the center of con*troversy and quarrel among local poli*ticians as some deemed its cons*truction unnecessary considering that the traffic volume has lessened. However, there were those who thought otherwise and underscored the uncontrolled flow of traffic in the city.

The construction started in 2004 by a Manila-based cons-truction firm with an initial funding of P80 million that was sourced out from the savings of the rehabilitation and improve*ment of the Marcos Highway.

Baguio Rep. Mauricio Domogan said that an additional P64 million was added to the initial funding for the construction of the flyover besides the regular budget of the Department of Public Works and Highways in the region.

The Baguio lawmaker added that the P64 million came from the 2007 bud*get appropriated for Baguio City and another P12 million other infras*tructure project was taken from his initiative as a repre*sentative of the city.

Domogan said he would be inviting everyone to the inauguration on Thursday, January 17, including those who were opposed to the construction of the flyover. “They can see for themselves that the flyover will benefit to everyone in the city as well as other commuters and visitors.”

He noted that former City Mayor Braulio Yaranon and some militant groups were opposed to the construction and even filed complaints with the court to stop the construction of the flyover and even warned that the site of the project was an area that was sinking.

The 172-meter long two-way BGH flyover was designed to decongest traffic along Marcos Highway , Governor Pack Road, and Kennon Road.

“If you see the flyover it is now a natural attraction to the local and other visitors passing Marcos Highway and Kennon Road because of its design and features that were installed by the Goldrich Construction firm.

The project was implemented in six phases, first is the road widening and putting up of girders, construction of two approaches, the installation of fabricated steel box, painting and installation of globe-type bulbs and landscaping.

Baguio's new flyover near the BGH Rotunda has only 6 spans in length. Imagine how much each span costs.

Lest we forget, Goldrich construction is a favored contractor of the former Marcos loyalist Vernardo Vergara, who in turn was responsible for being the 'kingpin' of Domogan. When Vergara lost the mayoralty race in 2004, that's when this 'raket' or project was approved.

Domogan's other projects in Baguio are: the white elephant swimming pool which is now Baguio's biggest breeder of mosquitoes; the Baguio-Mountain Province Museum, which is almost empy and was said to have been constructed also in search of Yamashita treasures; the Skating Rink which has no deliberate marketing program, it is practically unused; among many others.

If progress should be pursued at all through infra, the construction projects should at least abide by the new trends in Green Architecture. Aesthetics should be a primary concern and not only lawyer-politicians should be involved in conceptualizing them.

After all, Baguio is a colony of artists, they should also be consulted.

I was in Baguio on the 16th. First time there! I was so impressed with the city's cleanliness, weather, and people. The parks, the pine trees, and the houses. To be fair though, we only visited the nice parts so I don't know how Baguio's dirty side looks.

Anyway, I took pictures of the very nice flyover! We were actually about the go on it, but we weren't sure where it was headed so we went under it. Good thing we didn't go straight, because there were still some equipment and road rollers blocking the end/exit of the flyover. :lol:

it would be nice if you walk around session road, you can still smell the freshness of the air, but with the pollution, it is no longer the same as it used to be years ago . . . however, I believe some parts of the city still bear its freshness, Asin area, bakakeng, loakan perhaps and upper part of Quezon hill and Sto. Tomas vicinities IMO.

Had the opportunity to visit Baguio recently. Unfortunately, I didn't like what Baguio had become. It used to be that the only time it's crowded is during Holy Week/summer. Now, people from the lowlands (incl Manila) go up there every weekend and congest/pollute the place. True there are still parts where you can kinda smell the pine trees and experience the coolness. There seem to be no urban planning - Just stick SM at the highest point. I still see the old timers like Sunshine Bakery and Star Cafe survived or flourished. Abanao area is crazy. Burnham Park is a campground. Baguio Market can never be like the old shoe stores before it burned. Most of John Hay isn't well maintained. Houses everywhere including Santo Tomas and Aurora Hill. Used to remember, it was safe to go out til almost midnite. FX and jeepneys choking downtown (you could almost see a yellow haze from the higher points). Ukay-Ukay and pickpocketers everywhere. Sidewalk jam packed w/ people. Graffiti even in the best /expensive residential areas. Korean establishments everywhere. I probably wouldn't mind visiting Baguio again for nostalgic reasons and to see long-time native residents/relatives. My observation/comments only.

Recoletos of Naguilian Road going to Asin, Maryhurst ( I forgot the name of the place) and San Pablo Seminary near crystal cave . . . there are also those of pink sisters, st. joseph and monasteries around Baguio....

Lopez Group donates P25M to PMA


The Lopez Group of Companies (LGC) has donated P25 million to the Philippine Military Academy (PMA) for the construction of a multi-purpose hall for the military school.

LGC, represented by Oscar Lopez, chairman of the Lopez Group Foundation Inc., signed the bid of donation and led the ground breaking ceremony for the construction of the new PMA hall. It would be called Lopez Hall of Leaders.

Lopez said the donation to the PMA was the biggest corporate responsibility project of the LGC which coincided with the company’s 80th founding anniversary.

Meanwhile Maj. Gen. Leopoldo Maligalig, PMA Superintendent, thanked the LGC for the donation, saying they have been long awaiting the construction of a building where they could conduct sports and other activities for the cadets.

Executive Secretary Eduardo Ermita also graced the event.

Once completed, the hall will also serve as venues for "ring-hops", conferences and other activities.

The 660-meter main hall can be used as a lecture-type seating event, accommodating 600 seats.

The Lopez Group of Companies, which includes ABS-CBN Broadcasting Corporation, will turn over the building to the PMA by November 2008.

Ive seen the rendering of the new hall. The facade is mostly glass...not bad. Groundbreaking kahapon. Too bad they have to procure funds by slashing off some floors from that building in Manila.

I've read the article so many times but nowhere in the article was it ever mentioned that the money donated was originally intended for the Lopez Centre.

The money is from the Lopez Group Foundation, Inc., which, from the name itself, is a charity company of the Lopezes. It is another corporation so that means they have their own money--not necessarily intended to be used for other projects done by the other Lopez companies.

200,000 visitors expected at Panagbenga feast

BAGUIO CITY – It may be better for tourists to take a bus to see this weekend’s street dancing and float parades of the 13th Panagbenga Flower Festival.

The city expects almost 200,000 visitors when the main downtown streets are partly, or completely, closed for nine days due to the parades and the annual “Session Road in Bloom” where street cafes and diners take over the usually busy thoroughfare, said Benedicto Alhambra, city tourism officer.

The city police have imposed a special routing scheme for motorists that will allow them to encircle the business district to cross the town.

So vehicles using Kennon Road may have to go to South Drive to circle around the downtown area while those coming from Marcos Highway could use Legarda Road to go to Burnham Park where most festival activities are scheduled.

The Panagbenga Festival has grown into a major tourist attraction because of the street dancing performances of school children and villagers.

Almost all hotels have been booked solid since the start of February, Alhambra said.

Former President Joseph Estrada is joining at least one of these weekend parades, according to Dangal Guevarra, chief of staff of this year’s Panagbenga organizing committee.

This is Estrada’s first trip to the city since his 2001 ouster and imprisonment. He visited the City of San Fernando in Pampanga and Urdaneta City in Pangasinan on Friday.

The city has taken pains to de-politicize the event, but the parades have drawn their share of political and entertainment celebrities.

Also expected to join the parades are Senate President Manuel Villar and Sen. Richard Gordon, a former tourism secretary.

Energy Secretary Angelo Reyes has been in the city for a week now, while large signs welcoming Public Works Secretary Hermogenes Ebdane and Sen. Ramon Revilla Jr. have been put up at the compound of the Department of Public Works and Highways here.

A 58-member orchestra from the city of Taebek in South Korea is also joining the parade.

Alhambra said many conferences here have been scheduled to coincide with the festival week, including the First Pambansang Sining Festival (Festival of the National Arts) next week. The arts festival will be the starting ceremony of the centennial celebrations of Teachers’ Camp in April.

BAGUIO CITY-- The country’s summer capital and only mountain resort city was once again transformed into a blooming atmosphere where over 1.5 million gathered here Saturday to watch the annual Panagbenga or Baguio Flower festival.

City Mayor Reynaldo Bautista jr said more are expected to watch the float parade Sunday where 34 floats are expected to roll down the city’s thoroughfares. Accordginly the lonbgest,

The street parade started at 8:00AM until 2:00 PM. A drizzle showered the dancing human flowers at noon but did not dampen the high spirits of young girls and boys filled the air with their musical drum and lyre compositions while high school and college student performers gyrate with painted bodies and flower adorned attires.

Dancers magnified native sunflower prevalent in Baguio slopes in life size artistry while colorful indigenous tapestry adorned with floral designs match bare skinned Igorot warriors skillfully swaying their armaments following indigenous tunes from gongs and combined with musical compositions.

Defending Champions dancers in the college category from University of the Cordillera retained their crown. The UC dancers wowed the crown with their improved Diwata ng Cordillera surrounded by yellow clad fairies crisscrossing and dancing while gymnastic dancers swayed and vibrate around the Diwata. The Saint Louis University Dancers were second and the Pines City College won third place.

In the high School Division, the Baguio City National High School Main Campus was proclaimed winner with second place won by the same school but from the Special performing Arts Class. The third was Pines City National High School Main.

In the Elementary Category, Magsaysay elementary school was first place followed by Baguio Central School- second, and Dona Nucasia Puyat Elementary School as Third.

The open category was actively participated by neighboring Ilocos, La Union and Pangasisnan. First place was won by the Manaoag National High School in Pangasinan, followed by the Saling Lahi Dance Troupe of Vigan, Ilocos Sur as second and Osias Educational Foundation of La Union.

Cash prize of P30,000 for first, P15,000 for second and P10,000 for third were awarded. However, former President Joseph Estrada added P10,000 each for the first prize making a P40,000 take home for the winners in each category.

Gerry Evangelista said this is the biggest crowd in the past 13 years. Visitors consider Pangbenga as the prime festival in the entire country. With every individual spending at least P200 minimum, that will translate to an active business environment.

Former President Joseph Estrada along with Makati Mayor Jejomar Binay and former Senator Ernesto Maceda witnessed the street dance. The former president said they are here for a meeting of the opposition.

International flavor of Pangbenga with US Ambassador Kristie Kenney, the Ambassador of Australia and New Zealand among others. Sister cities joined like the Choral group all the way from Taebek, South Korea and a delegation from the city of Japan.

It was learned that hundreds of Baguio bound passengers were stranded in bus Manila stations for nearly five hours. Rhyzl, a college freshman said she and others bought a ticket for 12:50 Am but have to sleep at the Victory liner station until they boarded their bus at 5:50. They missed the street parade. Baguio City Economic Zone (BCEZ), one of the four public ecozones under the Philippine Economic Zone Authority, expects to realize a minimum of P6.887-billion investments inflow this year doubling last year’s P3.667 billion following the developments of more ecozones and tourism retirement facilities within Baguio City, the summer capital of the country.

In a report to PEZA director-general Lilia B. de Lima, BCEZ zone administrator Tereso O. Panga said these new ecozone developments within the summer capital of the country include SM Cyberzone, Alpha PCM and PR Halili IT.

Panga also cited the development of three tourism ecozones – John Hay tourism; Hankyung Retirement Ecozone and Baguio Country Club Retirement Ecozone.

In addition, PEZA’s annexation of a property by the Bases Conversion Development Authority will pave the way for Moog Control Corporation’s $ 105-million phase 4 expansion program.

According to Tesoro, these projects form part of the 12 committed investments for the ecozone this year.

Projects with pending PEZA Board approval include the Baguio Country Club Retirement Ecozone, a new project with an investment cost of P100 million.

Korean-owned Hankyung Retirement Ecozone has also a pending registration with PEZA. It has an estimated cost of $ 10 million.

Other new projects with pending applications include JFS Precision Technology Corp., a precision tooling venture with P30 million investments; Mobilution, a Korean own mobile phone folder assembly and CDMA manufacturer for $ 1.5 million investments; Apha-PCM IT building and PR Halili IT Center with P5 million each investments.

The expansion projects for this year are estimated to add P4.472 billion in new investments including Moog’s phase 4 expansion project with $ 105 million. Moog, an American-owned firm, is a supplier to Texas Instruments, which is BECZ’s single biggest exporter and one of PEZA’s top exporters.

Other expansion projects include NTUI Phase 2, a Filipino-owned call center with P4.5 million project cost; Sitel (formerly Clientlogic) Phase 3 with investments of $ 5.5 million; LTX Asia International Phase 2 with $ 1.3 million; Contaq Masters, a Filipino-owned facilities provider with P5 million; and a Norwegian facilities provider.

In 2007, BCEZ reported a slight 5 percent decline in total exports of $ 3.373 billion from $ 3.538 billion in 2006.

Panga explained in his report to De Lima that the slight drop in overall annual exports in 2007 over 2006 was a result of Texas Instruments’ slightly lower sales volume.

BCEZ’s output accounts for 98 percent of the region’s manufactured goods. Its electronics exports accounted for 39 percent of the Cordillera Autonomous Region’s total gross output and its 2 percent gross income tax remittances to the local government unit averages P100 million.

In terms of employment, Panga reported that BCEZ posted a 28 percent increase in average monthly employment with total direct jobs generation of 7,230.

Sound proofing devices now mandatory in Baguio


INSTALLATION of sound proofing devices is now mandatory in all entertainment establishments.

This, as the Baguio City Council passed on final reading the ordinance that penalizes bars, videokes, discos and music lounges that fail to install sound proofing devices in their respective establishments.

Complementing this is an administrative order (AO) issued March 6, by Baguio City Mayor Reinaldo Bautista Jr.

A composite inspection team has been created to validate the soundproofing measures of various bars in the city.

The move was in response to complaints that despite policy that mandates regulations have to be complied prior to the issuance of government permits; many of the establishments still do not have sound proofing devices, to the detriment of people situated nearby.

"Excessive noise produced by electrical devices and machines for the purpose of merriment, publicity and any other activity for personal gain often disturb the peace, quiet or comfort of the public," a portion of AO 32-2008 reads.

The Public Order and Safety Division (POSD) will lead the inspection team, which will be joined by the permits and licensing division and the City Buildings and Architecture Office (Cbao).

Under the AO, the POSD is empowered to immediately issue a notice of cease operations and a report of violation to the establishment.

Also, the POSD was ordered to directly submit a report every after inspection to the mayor for the processing of closure orders by the permits and licensing division.

The Cbao, on the other hand, should designate a representative capable of determining the soundproofing requirements of concerned establishments.

Listed holding firm Fil-Estate Corp. is looking at investing in new businesses such as power, water, and transportation, including a cable car project in Baguio City.

In an interview, Fil-Estate Chairman Robert John L. Sobrepeña said the firm’s new ventures are in line with its plan to reorganize.

"[F]rom the [Metro Rail Transit] franchise plus all the other related businesses, it’s blooming into other businesses already, from power, water and transportation. Probably within the year, we’ll be able to put in more businesses and augment [our] capital," he said.

Fil-Estate Corp. was one of the 15 capital-deficient firms earlier identified by the Philippine Stock Exchange, and has been asked to submit business or rehabilitation plans.

"So what we’ve done in Fil-Estate is we’re repackaging it to go into other things," Mr. Sobrepeña told BusinessWorld.

"We’re just focused on putting in maybe two or three different business lines and go back to our advisers on how to raise the funds. Perhaps it will be increasing the capitalization, [which is usually] the first step. That [will happen] maybe towards the end of the year and the actual capital raising will be next year," added Mr. Sobrepeña.

Mr. Sobrepeña said Fil-Estate would like to build a cable car along Session Road in Baguio City, a project estimated to cost between $10 million and $12 million.

"We’d like to pursue a cable car project, down the Session Road up to the marketplace. We’re talking to the local officials about that as well as [the Transportation department]," he said.

For power and water investments, the Fil-Estate chairman said initiatives would begin with-in the company’s tourism and leisure projects in Baguio and Boracay.

"If we reach power and water sufficiency on our own, the next thing to do is to look at the entire surroundings and that way tourism can grow not only for us but for everyone," Mr. Sobrepeña said.

Infrastructure is important to sustain tourism growth, he said. "That is the reason why we lag behind our competition [in] other countries like Thailand, their infrastructure is well developed and there’s no problem with power and water," Mr. Sobrepeña said.

Among Fil-Estate’s projects in Boracay are Balaihara Newcoast Villatel, Mulligan’s Golf Hotel, and Boracay Villas.

Fil-Estate is also redeveloping the Camp John Hay tourism and leisure complex in Baguio City with residential, hotel, and commercial components.

THE abundant pine trees at the vacant lot between the Baguio Convention Center and the Court of Appeals (CA) compound might go if the construction of another building by the Shoe Mart Investments Corporation (SMIC) pushes through.

This, as Baguio Councilor Richard Cariño said some personnel begun surveying the site last Holy Week, raising suspicion that the lot may have already been sold, right under the noses of concerned City Government departments.

Measuring about one hectare, the area is classified as an "institutional" zone under the city's zoning law.

Cariño stressed, it was never the intent of the City Government to transform the area into a commercial one, hence, clearing operations through the cutting of trees to facilitate construction of a building should be opposed.

The City Building Official likewise should not issue a building permit, Cariño said, adding that allowing a construction there will bring about irreparable damage.

He said if tree cutting permits were issued by the central office of the Department of the Environment and Natural Resources (DENR), the agency have violated Sections 26 and 27 of the Local Government Code (LGC).

Section 26 and 27 states that it is the duty of National Government agencies that prior to the implementation of projects which might heavily affect ecological balance, prior information and consultation with the host local government has to be done.

In this case, Cariño said no consultation with the City Government ever happened.

Identified as one of the few forested areas in Baguio, the site was previously identified by a group of Baguio-based artists as an artist's haven. They proposed to preserve the area and at the same time it will be a venue for the showcase of their works of art.

The plan never materialized, however.

In 2003, some officials of the City Government and non-government organizations (NGOs) opposed the construction of SM Baguio building at Luneta Hill for the same reason that the area is one of the few remaining areas where pine trees could still be found in Baguio.

The construction proceeded and the SM building is now one of the most frequently visited places by both local residents and tourists, as well as the biggest contributor of jobs and local taxes in Baguio.

Also last year, SMIC figured in another controversy when a city councilor accused both the company and the DENR of conniving for the sale of SM property covering the Luneta Hill and the cyberzone properties despite having been identified as a public property and therefore should be disposed should be miscellaneous or townsite sales applications.

The DENR refuted the allegation claiming the area is not public property but a titled property of government, which could be auctioned off.

Councilor Rocky Thomas Balisong, who made the expose in his speech, said the SM building and other improvements done at the site should be sequestered in favor of the City Government.

In response, the City Council formed an ad hoc committee to investigate the matter.

Headed by Councilor Isabelo Cosalan Jr. the committee was tasked to conclude its investigation last January.

But after only one meeting, the committee has yet to submit its report.

The building, which was then in its early stages of construction now is the site of a fully-operational call center.

Unlike in other cities, a good bulk of people in Baguio heavily oppose large projects such as these... Whether there are other motives behind these, we'll just see.

^^good day baguio forumers. i will be in baguio by next week as listed in our itinerary for our educational tour. this would be my first time to step in the land of the summer capital. can't wait for that anymore:banana:

we will be staying in pine breeze inn(am i right?, inn or hotel?). the agency said that pine breeze is made up of cottages instead of a building structure. we chose this for us to experience a real baguio living though it would only be for 2 days.:cheers:

The Carinos naman are one of the earliest settlers in Baguio, and perhaps one of the most powerful in the city. Architect pala siya ng BGHMC. Si Architect Soheii Kitaka naman architect ng BeGH.

I have lived here for quite a time in the late 80s when my Dad was still a supervisor for a pharmaceuticals firm and he was assigned in Central and Northern Luzon..

The last time I was here though was in 2000 pa... huhuhuhu

7:50 minimum fare ng jeepney. And may cheap souvenirs sa Maharlika Complex basement, at Mines View Park.

Last february 16, 2008, the 9 storey UB building and the nearby seven storey UBHS was ablaze for still undetermined reasons.

On april 2, 2008, another fire hits Baguio. This time, the 7 storey tiiong san harrison, a commercial building

Caught a glimpse of the news with lots of statics while on board a bus back to Baguio April 2 yesterday. Didn't get from TV that it was Tiongsan that caught the blaze. It was still heavily on smoke at 12 pm when I passed by the area, the fire trucks were still on guard.

The last time this business empire caught a disaster -- another fire at its Gen Luna branch -- was around 1998.There are 5 branches of Tiongsan Bazaars now in Baguio-Benguet.

Ayala Land to build BPO village in Baguio

BAGUIO CITY, Philippines—Real estate giant Ayala Land Inc. will spend P1.3 billion to build a business process outsourcing (BPO) village in the Camp John Hay, the city mayor said.

The project is part of a joint-venture arrangement between Ayala and Fil-Estate Corp. that is meant to revitalize Camp John Hay, a leisure estate and special economic zone, Mayor Reinaldo Bautista Jr. said.

Ayala has infused fresh capital in Fil-Estate-led Camp John Hay Development Corp., which owes the government up to P1 billion in rent accumulated since 1997.

Details of the tie-up between Ayala and Fil-Estate remain sketchy, despite confirmation by an official of the Bases Conversion and Development Authority at the start of the year, Bautista said.

But he said Ayala officials informed him about the project, citing the rich pool of college graduates in this resort city that is also the education hub of the northern Philippines.

Camp John Hay Development officials have not responded to queries of the Philippine Daily Inquirer about Bautista’s announcement, which he made during the flag ceremony at City Hall on Monday.

Bautista said BPOs in the Philippines get about one-fourth of their workers from Baguio City.

Jamea Garcia, executive director of the Business Processing Association of the Philippines (BPAP), said the BPO industry expected $13 billion in annual revenue by 2010.

Garcia, who spoke a national convention of Philippine Institute of Certified Public Accountants held here last week, said BPO revenues were estimated at $5 billion last year.

She said the 2010 target translated to 235,000 to 900,000 new jobs.

BPO firms in Metro Manila take about 82 percent of accounts but the industry has been trying to encourage development of “next-wave cities”— new BPO locations outside Metro Manila, where new accounts could be farmed out, Garcia said. Vincent Cabreza and Janela Paguio

by the way..does anyone have a rendering of SMDC's proposed condo complex in Baguio? I read in the local paper it consists of 4 buildings with 13 floors each. (I dont know why it has to be 13 :))

I saw SM's proposed condotel in Baguio,consisting of 4 buildings with 14 floors each. To be honest, Im not against the development. IMO lang It would bring a lot of good for the city.
