Alstom just signed a contract to build a TGV line Tangier-Rabat-Casablanca. The contract is worth 2 billion euros and the first section Tangier-Kenitra should be ready in 2013. This will be the first high-speed line both in Africa and the Muslim world, I believe. The order includes 18 TGV Duplex trains.

Congratulations to Morocco. That 300 km line makes perfect sense. I guess it should make the whole trip from Tangiers to Casablanca in a bit more than an hour. That should boost the Moroccan economy.

Considering that Spain has a high speed rail line to Sevilla, we would just need to build to build a tunnel under Gibraltar and then we would could get trains getting from Madrid to Casablanca in 3 hours and a half !

Any thought of a link to Spain?

Yep. http://news.bbc.co.uk/1/hi/world/africa/3317149.stm

Spain and Morocco say they have agreed to build a 39-kilometre rail tunnel beneath the Mediterranean Sea, to link Europe and Africa.

The Spanish Development Ministry said two adjacent tunnels will run beneath the Straits of Gibraltar to Morocco.

They are planned to run between Punta Palomas, 40 km west of Gibraltar and Punta Malabata near Tangiers.

The ministry said the route had been chosen because the Mediterranean at that point is just 300 metres deep.

The ministry said that a joint Spanish and Moroccan committee of officials had already agreed a preliminary three-year plan of works to start as early as next year, with an estimated initial cost of $30m.

Although this article is from 2003, I'm not sure how far it's actually progressed.

Morocco wasn't a French Colony: it was a Spanish Colony and a French Protectorate. Morocco is still an Arab Colony.

Gautrain is a huge rail project but it will have a maximum speed of "just" 160 Km/h, while high speed is considered to start at 250 Km/h. Such speeds wouldn't be too practical for Gautrain anyway.

Morocco announces nine-billion-euro high-speed train

CASABLANCA, Morocco, Nov 27, 2007 (AFP) - Morocco's transport minister on Tuesday announced plans for a nine-billion-euro high-speed rail link between the Tangiers and Agadir for 2030, with French operators footing half the bill.

The line was part of a more ambitious plan for high-speed rail routes linking all the country's main cities -- and eventually a network that would spread across north Africa.

"The high-speed train project will require an investment of about 100 billion dirhams (9.1 billion euros, 13.5 billion dollars) of which 50 percent will be financed by French operators," said Transport Minister Karim Ghellab.

The European Union, the Arab Fund for Economic and Social Development, the World Bank and the African Development Bank would also contribute, he said, speaking from Casablanca.

In October, French President Nicolas Sarkozy signed a draft accord for the high-speed rail link between Tangiers and Casablanca, which lies on the route to Agadir, part of a broader package of deals.

About half the estimated construction cost of 2 billion euros would go to French group Alstom, makers of the high-speed TGV train, as well as French rail operator SNCF and network manager RFF.

On Tuesday, Morocco announced broader plans for a high-speed line between Casablanca on the Atlantic coast and Oujda to the west, on the other side of the country. That would cut the 12-hour journey down to five hours.

Other plans included a high-speed rail network across linking the countries of north Africa.

Last June, Morocco and Spain sought EU funding for a joint rail project linking Europe and Africa, passing under the Straits of Gibraltar.

Prime Minister Abbas El Fassi said Morocco, which has already invested 50 billion dirhams in major infrastructure projects between 2002 and 2007, was due to increase spending in this area.

In principle they agree to build a link, but in practice, I think Spain fears illegal immigration across the strait. Imagiine the Sangatte controversy, but 100 times worse. And that actually happened WITHIN the EU. Imagine the problem BETWEEN the EU and Africa.

It's amazing how smaller/more compact countries have done this while larger less dense countries have not.

You mean densely developed countries like Sweden and Norway and Russia and France? Ohio has the same population density as France. Texas is a nation unto itself. So is California. Take the U.S. east of the Mississippi River and you have travel distances between major cities similar to those in Europe.

Stop making excuses!! Apologists for the U.S. falling to keep up in the world's economy and the quality of infrastructure love to make these excuses that we don't have this or that to support high-speed rail. What we lack in the U.S. is vision, an awareness of what our competitors elsewhere in the world are doing and a willingness to admit and address our shortcomings.

If you really want to live like europeans, -> pay 50-60% of your income in taxes, pay 20-30% VAT on everything you buy, have prices like in Europe -> cars 2-3 times more expensive, petrol pay 8 dollars per gallon like in Europe, have 10% unemployment rate...

... then go for it, let government take money from your pocket and build HST :bash:

if it would be financially beneficial a private company would have done that and built HST already

I prefer to have my Lexus GS400, money in my pocket and fly Southwest than have 50 bhp diesel mini-car, no money (all gone for taxes) and ride TGV like they use to do in Europe

Just to put this comment in context, Australia recently rebuilt the track and upgraded services from Melbourne to Ballarat, Bendigo, Geelong & Traralgon to the same operating speed (160 km/hr ) as the Morroccan scheme, and I think NSW's XPT's & Queenslands Tilt trains run at a similar (maximum) speed.

All the same, well done Morrocco.

http://www.oncf.ma/Images/visuels/carte_gc.jpg

http://www.oncf.ma/Images/visuels/service_tgv.jpg

That argument is a fallacy. The US has a load of quite compact highly populated areas that can easily take it up to be compared to other conglomerates in the world that are connected by high speed lines. But thats without a doubt off topic anyway.

I find it great that Morroco seems to have serious plans about making a great improvement of its rail infrastructure. A tunnel connection to Spain would be great, but I don't know if that extreme undertaking could ever pay off.

Saoui, as a fellow Parisian - well, foreigner in Paris - I (also?) read the French specialised press. Like you I'm thrilled at the prospect of a first LGV on the African continent. My first thought was, though, isn't Morocco a tad too poor to develop such grand designs, but on second thought this turns out to be too negative. The acquisition of land and the price of labour (two of the costliest elements of railway construction) are much cheaper than in Europe and Japan. And, with the Moroccan population growing explosively demand is definitely there.

One question, though: you say Tanger to Casablanca. Is this true? Has the plan been altered? When I read about this project the first phase was limited to Tanger-Kenitra - partly because the existing railway line Kenitra-Casablanca has been upgraded and is now the most modern in the country.

High-speed rail project on track in Morocco

Morocco is planning a high-speed rail project costing 20 billion dirhams, but some argue that the money should be spent on higher-priority needs like education.

By Naoufel Cherkaoui for Magharebia in Rabat – 05/02/10

Morocco's plan to construct a high-speed rail network is drawing mixed reviews, with some legislators and ordinary citizens saying the money is needed to meet other goals.

The project will cut travel times between Tangier and Casablanca from more than five hours to just over two. By 2016, some 8 million passengers per year are expected to use the new line, which is the first step in a master plan aimed at building over 1,500km of new tracks by 2035.

The government is convinced of the need for the project. "Faced with the rapid growth of rail transport, we closely studied the most suitable technology for developing the sector," Transport Minister Karim Ghellab said on Monday (February 1st) in Tangier.

"The study concluded that there would be higher socio-economic productivity for the high-speed technology in comparison with classical railways," Ghellab said at a signing ceremony of the contract for the planned high-speed rail project. "In spite of the former's reasonable additional cost, it's characterised by economic features that greatly exceed the advantages of the latter."

"Work on the high-speed train will kick off next June, while the exploitation of the project will begin in December 2015," the minister added at the ceremony, which was presided over by King Mohammed VI.

The contract signed on Monday between the state and the National Railway Office is for a 20 billion-dirham, 2010-2015 project under a wider government programme for social and economic development. The project is to be funded by the state, the Hassan II Fund for Social and Economic Development, and foreign loans. A total of 33 billion dirhams will be invested in developing rail transport as a whole.

Despite the upsides offered by the transport minister, some Moroccans contacted by Magharebia this week said that the huge sums involved should have been allocated to other sectors.

"It's a good thing that Morocco is modernising," said Lahcen Daoudi, a leader of the Party of Justice and Development. "But I'd like to see the reaction of the poor, who need the most basic necessities for living, when we go to them and say we're going to build a high-speed train for them."

"Morocco has to advance in a comprehensive way, because these classes will feel marginalised if we develop certain things at the expense of others," he added. "Therefore, no region should be developed at the expense of others."

The editor-in-chief of the Tangier daily Fadaa al-Boughaz, Ismail Tahiri, called the high-speed rail project "part of the major projects that are important in and of themselves, given that it will reduce the distances, especially for businessmen, between the economic centre that will be created by Tangier on the Mediterranean Sea and Casablanca, which is the economic capital of Morocco. However, these projects strain the state's economy."

"The construction of this project is a form of luxury, given that it will cost 20 billion dirhams," he continued. "These sums should be spent on more vital projects for citizens, such as education, health and infrastructure, now that it's going to be completed using public funds."

"How can such a huge project be carried out in a country where the illiteracy rate is about 30%, and where 2 million students quit school every year; a country that was ranked in 106th out of 128 countries on UNESCO's index of educational development?" he asked.

For his part, Mohammed Hammouchi, vice-president of the Rif Association for Human Rights, said the project "will greatly contribute to citizens' movement. It will boost the movement of domestic and international tourism in the region, and also fill the gaps in regular trains and the rest of the means of transport."

"However, the only negative point is how much the cost of the train took into consideration the purchasing power of citizens, who are already complaining about the high prices of regular trains," he added.

Morocco on track for high-speed rail

By David Morgan
Friday, 19 February 2010 17:20

High-speed rail will soon be a familiar feature of the Moroccan landscape once a key transport infrastructure project is completed.

The project is set to radically cut travel times between Tangier and the country’s commercial capital Casablanca from more than five hours to just over two.

By 2016, some eight million passengers per year are expected to use the new high-speed line, Chief Executive of Moroccan National Railways, Mohammed Rabie Khlie told the Maghreb Press Agency, Morocco’s official news.

The new line is the first step in Morocco’s master plan which has ambitious aims at building over 1,500km of new tracks by 2035 as it moves to upgrade its national rail infrastructure network.

Morocco has maintained the most sophisticated rail apparatus in North Africa and is continuing to invest in rail transport to strengthen tourism and also to develop industry and trade links across the wider Mediterranean region. At present Morocco has some 2,000km of track.

The Kingdom hopes to be the first country in the Middle East to have a high-speed rail network on a par with Europe.

The Moroccan government is convinced of the need for the expansion of high-speed rail services. "Faced with the rapid growth of rail transport, we closely studied the most suitable technology for developing the sector," Transport Minister Karim Ghellab said in Tangier.

"The study concluded that there would be higher socio-economic productivity for the high-speed technology in comparison with classical railways," Ghellab said at a recent signing ceremony of the contract for the planned high-speed rail project.

"In spite of the former's reasonable additional cost, it is characterised by economic features that greatly exceed the advantages of the latter."

"Work on the high-speed train will kick off next June, while the exploitation of the project will begin in December 2015," the minister added at the ceremony, which was presided over by King Mohammed VI.

The contract signed on 1 February between the government and the National Railway Office is for a 20 billion-dirham, 2010-2015 project under a wider public programme for social and economic development. It amounts to a huge railway upgrade scheme stretching over six years.

The project is to be jointly funded by the national budget, the Hassan II Fund for Social and Economic Development, and foreign loans. A total of 33 billion dirhams will be invested in developing rail transport as a whole.

"The high-speed train project would cost 20 billion dirhams ($2.47 billion), of which half will go for the line infrastructure and 5.6 billion for railway equipment while the remaining 4.4 billion will be spent in the rolling stock," the transport ministry stated.

The ministry did not say from which foreign firms it would buy the trains and other equipment needed to build and service the planned line.

Industry sources in Rabat said they believed that French railway operator SNCF, heavy engineering group Alstom SA and Bombardier Inc were among the foreign companies vying for part or all of the work on the project.

MEED quoted France’s Alstom as stating that it expects to be awarded the contract to provide rolling stock for the $2.5bn railway line by the end of March.

Alstom Transport submitted its technical and commercial proposals for the high-speed trains in December 2009 and has been holding talks with Rabat officials since then.

“The negotiations should lead to the rolling stock contract signature during the first quarter,” according to a company source quoted by MEED.

Alstom is already building a high-speed rail link between Tangiers and Marrakech.

Moroccan government officials stressed that the railway project dovetailed efforts to bolster economic growth and fight the impact of the global economic slowdown.

The government plans to expand investment spending 20.4 percent this year to spur economic growth of 3.5 percent and offset the impact of the downturn in its main trade partners, mostly in Europe, officials added.

Official estimates show that the economy grew by more than 5 percent last year, almost the same rate as the previous year, as the country garnered its largest cereals crop in 50 years.

The farming sector accounts for up to 17 percent of Morocco's gross domestic product and is the main employer.

Early last month, the state forecasting body, the High Planning Commission, said that it expected the cereals harvest to fall to at least 7 million tonnes this year from 10.2 million tonnes in the previous crop.

Writing in the Railway Gazette, Mohammed Rabie Khlie outlined Morocco’s long-term plans for rail. “High speed is one of the top priorities for operators across the world, as rail seeks to harness the benefits of cutting-edge technology,” the railways executive stated.

“The introduction of high speed rail in Morocco has become all the more necessary as our country has chosen to build closer ties with Europe through trade and is active as a member of the World Trade Organisation.

“The removal of tariff and customs barriers and the dismantling of economic frontiers between countries are a powerful stimulus to rail modernisation, and the choice of a rail tunnel for the fixed link between Europe and Africa beneath the Strait of Gibraltar points to rail as the means for accelerating the integration of transport infrastructure on both continents,” he continued.

“This is the wider background to domestic planning policy where future railway infrastructure projects are firmly concentrated on building high speed lines to serve Morocco's major transport corridors. This will be the major challenge for the next two or three decades, as there can be no doubt that high speed is the future of rail in Morocco.

“Our high speed master plan sets out the programme for building 1 500 km of high speed lines by 2030. Forming the backbone of the nation's transport infrastructure, the high speed network will comprise two routes. The first will serve the Atlantic corridor from Tanger to Agadir via Rabat, Casablanca, Marrakech and Essaouira. The second will form part of a high speed corridor across North Africa, running from Rabat to Oujda via Fès, and then on to Alger, Tunis and Tripoli,” Rabie Khlie said.

MOROCCAN HIGH-SPEED TRAIN

Posted on 19 February 2010

Morocco’s new Tangier-Casablanca high-speed trains will carry 8 million passengers per year, says Office National des Chemins de fer (ONCF – the national railway of Morocco) CEO Mohammed Rabie Khlie. With a capacity of 500 passengers, each trainset will be accessible to the “average citizen” with a departure every hour and every half-hour during periods of heavy traffic. Infrastructural work on the project, scheduled to commence in June 2010. is expected to be complete by the end of 2014, with trains in operation by December 2015.

The Tangier-Casablanca section will form the first stage of the country’s high-speed rail master plan, which envisages more than 1,500km of new lines by 2035. The government plans to promote economic and social development through upgrading major infrastructure networks.

The project is being funded by the state (4.8 billion dirhams), the Hassan II Fund for Economic and Social Development (1 billion dirhams), French and European donations (1.9 billion dirhams) and loans with favourable terms and conditions (12.3 billion dirhams).

It is believed that Société Nationale des Chemins de fer Français (SNCF – the French national railway), Alstom SA and Bombardier Inc are among top contenders for involvement in the project.

ALSTOM HS TRAINS FOR MOROCCO

Posted on 06 April 2010

France’s Alstom is to supply trains for the first phase of Rabat’s $US2.5bn high-speed rail network. A contract to deliver rolling stock for the line linking Tangier and Kenitra is to be signed by the end of the second quarter of 2010, a company source said. This section is part of a project to link Casablanca with Tangier.

Alstom submitted technical and commercial proposals for the deal to Morocco’s national railway operator Office National des Chemins de Fer (ONCF) in December 2009.

The first phase of the network involves building a 200km high-speed line along the country’s Atlantic coast between the cities of Tangier and Kenitra. The link will be used by trains running at 320km an hour and should be in operation by December 2015. Tenders for the initial civil works, which involve reinforcing the ground where the track will be laid, are due to be issued in the second quarter of 2010, with construction expected to begin in June. Tenders for major construction will follow in early 2011.

A second phase will involve building a high-speed track from Kenitra to Casablanca, a further 130km along the coast. The ONCF plans to build a high-speed network connecting all Morocco’s major cities in the country by 2030.

Tanger-Kenitra works will begin in few weeks. Casa-Marrakesh was planned to be the first TGV line, but Tanger area is booming with Tanger med harbour. So it became an emergency to make this railway and to leave the old line for freight. We are pretty sure, that all new passengers line will be a TGV line in Morocco.

HM the King chairs signing ceremony of six agreements on Tangier-Casablanca HST project

Tangier - HM King Mohammed VI presided, on Friday in Tangier, over the signing ceremony of six agreements on the High Speed Train (HST) project linking Tangier to Casablanca and enquired about the progress of this project worth 20 billion dirhams ($2.3 bln).

http://img89.imageshack.us/img89/4038/roic.jpg (http://img89.imageshack.us/my.php?image=roic.jpg)

- The 20 billion dirham-project is part of the policy of large-scale projects undertaken by Morocco and making citizens a central issue of the development strategy.

- The Kingdom supports the development of a system favoring multiple modes of transportation and the protection of the environment.

- The Tangier-Casablanca high speed rail will be operational late 2015.

This project is part of the policy of large-scale projects undertaken by Morocco and seeking to make citizens a central issue of the sustainable development strategy.

During this ceremony Transport and Equipment Minister, Karim Ghellab, presented before the Sovereign the six agreements signed on this occasion.

Five out of the six agreements concern additional funding for the project, the official underscored, saying that these agreements enable securing new financial resources through concessional loans with advantageous interest rates ranging between 1.2 and 3.16%, and much longer grace period of up to twenty yearss.

They are, Ghellab went on to say, two agreements on the French Emerging Country Reserve (RPE) for an amount of 625 million euros, a memorandum of understanding on the loan of the Saudi Fund for Development worth 200 million dollars, a loan agreement with Abu Dhabi Fund for Development for 100 million dollars, as well as a related guarantee agreement.

The sixth agreement is on a purchase contract under which the Moroccan railway office (ONCF) will acquire 14 high speed trains from the French company Alstom, he added.

The Tangier-Casablanca high speed rail will be operational late 2015 on receipt of the trains and the completion of the testing phase, in conformity with world’s known security standards, the Minister noted.

Morocco is making a qualitative leap through the development of its transportation system based on mass transport, multiple modes of transportation and the protection of the environment, he stressed.

The ceremony was marked by the screening of a film on the Tangier-Casablanca High Speed Train project.

Over 6 million travelers are expected to board the train as of the first year when it will be put into service.

To carry out this leading project, financial resources were mobilized namely the State’s budget (4.8 billion dirhams) and that of Hassan II Fund for Economic and Social Development (1 billion dirhams), under the program contract related to the ONCF for 2010-2015 and the agreement with Hassan II Fund, both inked under HM the King’s presidency on February 1st.

Foreign financing is made up of France’s donation of 75 million euros and the 140 million dollars-loan granted by the Kuwait fund for Arab Economic Development.

Morocco has also been approved two loans by the French Development Agency (220 million euros) and the Arab Fund for Economic and Social Development (100 million dollars).

Morocco and Alstom Sign a Contract for the Supply of 14 Very-High Speed Trains to Morocco

http://img821.imageshack.us/img821/5156/12122010164540.jpg

Under the presidency of his Majesty the King of Morocco Mohammed VI, a contract worth nearly €400 million for the supply of 14 double-deck (Duplex) very high-speed trainsets has been signed in Tangiers on Friday, December 10, 2010 – on the Moroccan side by the Messrs. Karim Ghellab, Morocco's Minister for roads and transport, Mohamed Rabie Khlie, managing director of ONCF, Morocco's national railway company, and on the French side by the Messrs. Patrick Kron, Chairman & CEO of Alstom and Philippe Mellier, President of Alstom (Paris:ALO) Transport. The Duplex trains are scheduled to enter commercial service in December 2015 and will run on the Tangiers-Casablanca route in the northern part of the country

The Morocco Duplex trainsets will be double-deck trains designed for the ONCF and adapted for use in the operating conditions specified by the Moroccan operator along the Tangiers-Casablanca route. The trains will run at 320 km/h and at 25 kV between Tangiers and Kenitra - the first 200 km section of Morocco’s very high-speed network. Between Kenitra and Casablanca, the trainsets will run on the traditional network at speeds of 160 km/h or 220 km/h at 3 kV, depending on the running speeds set by the Moroccan operator in 2015. The very high-speed connection between Tangiers and Casablanca will reduce journey times from 4:45 hours today to 2:10 hours at the opening of the line and will carry up to 10 million passengers per year (currently 4 million).

With capacity for up to 533 passengers, each trainset will be made up of eight cars - two first-class cars, one buffet car and five second-class cars. The trains' interior and exterior design will convey the modern, comfortable and high-quality service that the ONCF provides its passengers, together with the peace of mind. Particular attention is given to accessibility and safety, which the operator offers.

Morocco is the first country in the African continent to acquire this type of highly sophisticated railway transport infrastructure, in compliance with international standards for very high-speed rail travel. The ONCF will thus be joining the list of operators throughout the world which offer very high-speed rail services on a daily basis.

Five out of the six agreements concern additional funding for the project, the official underscored, saying that these agreements enable securing new financial resources through concessional loans with advantageous interest rates ranging between 1.2 and 3.16%, and much longer grace period of up to twenty years.

ONCF and Alstom Sign a Contract for the Supply of 14 Very-High Speed Trains to Morocco

(10/12/10 15:35 CET)

Under the presidency of his Majesty the King of Morocco Mohammed VI, a contract worth nearly [B] €400 million for the supply of 14 double-deck (Duplex) very high-speed trainsets has been signed in Tangiers on Friday, December 10, 2010 – on the Moroccan side by the Messrs. The Duplex trains are scheduled to enter commercial service in December 2015 and will run on the Tangiers-Casablanca route in the northern part of the country[/B.

This agreement is the result of the cooperative relationship that Alstom Transport has established with Morocco's ONCF for more than 40 years. Alstom is consequently helping the ONCF meet its objectives of providing a solution for the increase in traffic which the opening of the new Tangiers Med port will generate, further developing a high-quality rail network, freeing up capacity on the existing line to facilitate traffic flow and helping to structurally and sustainably develop the regions through which the line passes.

The Duplex trainsets that will be used in Morocco result from the new generation of very high-speed double-deck trains which Alstom currently produces for the French operator, SNCF. As such, they integrate all the latest developments in terms of comfort and accessibility. More than 10% of the trains’ overall capacity will be reserved for people with reduced mobility. The cars will be fitted with a bilingual French-Arabic passenger information system, including video screens. The trainsets, which are being fitted with exhaustively tried and tested standard components, will draw on all the feedback that has been received since the first Duplex came into service in 1996, particularly with regard to their reliability and operational safety, as well as how easily they can be maintained and upgraded.

The 14 trainsets will mainly be developed and built in France at Alstom Transport’s La Rochelle workshops (pilot site) and its sites in Belfort (power cars), Le Creusot (bogies), Ornans (engines) and Tarbes (traction drive), as well as Villeurbanne (electronic control system), Charleroi in Belgium, Sesto in Italy and Montreal in Canada (on-board IT and passenger information). The trainsets’ power cars and passenger cars will be delivered separately to the ONCF’s Moghogha factory just north of Tangiers, where train-set assembly operations will be carried out. Technical tests will be carried out at the Moghogha site as well as on the ONCF network before the trains come into service.

Morocco is the first country in the African continent to acquire this type of highly sophisticated railway transport infrastructure, in compliance with international standards for very high-speed rail travel. The ONCF will thus be joining the list of operators throughout the world which offer very high-speed rail services on a daily basis.

About Alstom and Very High Speed

Alstom now has nearly 30 years’ experience in very high speed rail travel. 50% of the trains now running at over 300 km/h throughout the world were manufactured by Alstom. The company’s very high speed activity is growing continually as a result of its unrivalled experience and advanced technology. Since the launch of the 1st TGV* in 1981, 670 very high speed trains have been sold worldwide. Between them they have covered over 2.5 billion kilometres (6,500 times the distance from the Earth to the moon), carried 1.5 billion passengers (25% of the world’s population), increased commercial speeds from 260 kph to 320 km/h, and have three world rail speed records to their credit: 380 km/h (1981), 515.3 km/h (1990) and 574.8 km/h (2007). Alstom is currently the only railway manufacturer with three very high-speed train platforms: the TGV Duplex (a 2-level platform), which operates daily in France at speeds of up to 320 km/h, Speedelia and the AGV** ( single level platforms). AGV was selected by NTV, Italy’s main private operator.

Everything is made for 100% interoperability. Same specs than Europe.

ERTMS system, and french systems like interoperability between France and Spain accros Perpignan and Figueras. For Paris-Barcelone, those be the same TGV Duplex 2N2 :

Morocco has also bought the spanish Da Vinci system from Adif :

We need high capacity trains, so we had 2 choices TGV Duplex or AGV Duplex wich is not yet ready. France finance a part of project, so we only choose french technology. AGV is not higher capacity for us, and the TGV duplex will run at :

- 320 km/h between Tangier and Kenitra, intercity very fast operation,
- 220 km/h between Kenitra and Casablanca (upgraded line). On this line we have Ansaldo Breda Z2M double decker which are empty (180km/h), so we need a similar double decker because TGV will be accoupled for intercity fast operation (Kenitra - Rabat - Casablanca and other way to Fes).

6 millions passengers in 2015, 9 % of rentability, with a ticket price accessible to a large number.

The project is divided on 2 part :
- 200 km HSL between Tangier and Kenitra, 320km/h,
- Upgradage of the 130 km existing double line Kenitra-Casablanca to a max speed of 220 km/h and added of a 3rd track only for freight.

Between Tangier and Kenitra, the railway has only 1 rack. And we need 3 tracks on the line. The actual line 250km very old and a lot wich will be converted for freight transit between Tangier Med new harbour (biggest of Africa and Mediterranea, 8,5 millions ETU on 2015 (http://www.skyscrapercity.com/showthread.php?t=432528&page=4)).

So upgraded the existing line between Tangier and Kenitra on 260km + adding 2 tracks, is not competive than to built an HSL on 200km.

Between, Kenitra and Casablanca, this is un upggradage (500 millions euros for this other project also began). ^^

When we can upggraded we do it. When we can't we built HSL. An example, Casablanca-Marrakech was projected to be the 1st HSL before Tangier-Kenitra. This is also a sigle track line. The project was cancelled to a upgradage to 160km/h and a second track.

LE DG DE L’ONCF AU CLUB DE L’ECONOMISTE

LE TGV NE SERA PAS UN PRODUIT DE LUXE
CASABLANCA-TANGER EN 2 HEURES 10 MN
LES TRAVAUX DE GÉNIE CIVIL DÉMARRENT EN ÉTÉ
UN TARIF MODULABLE AUGMENTÉ DE 15 À 20 DH PAR RAPPORT AU PRIX ACTUEL

http://www.leconomiste.com/sites/default/files/8_18.jpg

THE HIGH SPEED TRAIN WILL NOT BE A LUXURY PRODUCT

ADJUSTABLE RATE INCREASE FROM 15 TO 20 HR IN RELATION TO THE CURRENT PRICE

Mohamed Rabie KHLIE, DG lONCF: "From Tangiers and Kenitra, the speed will be 300 km per hour and from the TGV Kenitra borrow the traditional network where it will travel at 160 km per hour

"The TGV is intended for our current customers. We're not about to invest for an elite clientele. Mohamed Rabie KHLIE, CEO ONCF responds to all those who see the future TGV, a product for the "rich".

The high speed train, including major civil works will start in summer 2011, should carry more than 6 million passengers, which can only come from existing clients of the Office, trying to show the boss ONCF . For once in service, resulting in roughly the same passengers who use the train now who will switch on the TGV. A migration that will not be possible without a ticket price to the "scope". The Board intends to establish a system of modular pricing or yield management already practiced in a standard network. "The train is a mass transport. We are obliged to have an optimal price to avoid a fracture compared to what is being done, "says KHLIE. Reflection on this issue is launched and the ticket will probably be the current rate increased from 15 to 20 dirhams, he promises.
For the first stretch of 200 km, linking Tangiers to Kenitra, the route adopted is close to the highway since the TGV requires a straight line. Between Kenitra and Tangier, the speed will be 300 km per hour and, from Kenitra, the TGV network will follow the classic where he will travel at 160 km per hour. The journey Tangier-Casablanca and will be insured in 2:10 minutes. A conventional service will however be maintained to deal with small stations that will not be served by the TGV. This will stop only at stations in Tangier, Kenitra, Rabat and Casablanca.
For management of ONCF, investments made so far in the line of Tangier (electrification and the shortcut between Tangier and Ksiri Mechraa Bel) will be capitalized. The line will then be dedicated to freight between Tangier and Casablanca.
Considered more interesting from a socio-economic, high-speed line will be carried out with French assistance. For over twenty one years SNCF experts are based in Rabat and working with their Moroccan counterparts.
For this first installment, a contract for the supply of fourteen oars at two levels has been signed with the French group Alstom. But not at any price, says the CEO of ONCF justifies the passage without a tender. "The commitment is to have a price as competitive as that practiced by Alstom and SNCF, which buys more than a hundred trains. And so if we were in a sense to tender it would never be able to get that advantage, "says KHLIE.
Enrolled in a strategic vision, the TGV project will also act as a lever of industrial development around the rail. This is the famous industrial compensation. So in addition to the provision and transfer of technology, the group Alstom to invest and create jobs. The development of an industrial fabric of SMEs for the purposes of the TGV and assembly workshops is planned for Europe.
It has thus increase its supplies from local vendors, both with respect to requirements of its projects in Morocco and its contracts throughout Europe. Industrial units will be established in Morocco like what is happening in aviation in the context of offshoring. Besides the industrial benefits, an institute dedicated to the railway will be mounted with the SNCF.
Side funding, the project is completed. In addition to a contribution of Arab funds (nearly 3.5 billion dirhams), a French loan (6.75 billion dirhams) guaranteed by Coface and a donation (825 million DH) are granted. The Moroccan government, too, had a hand in the pocket. The general budget of the State and the Hassan II Fund for economic and social investing 5.9 billion DH for funding this project with a total of 20 billion DH.

Expropriation

For purposes of the TGV, expropriations are considered especially on the side of Tangier. But they are unlikely to be numerous. Especially since the high-speed line crosses above the fields. "We'll touch some douars, but we will not limit ourselves to compensation. We want to improve the living conditions of people, "said Mohamed Rabie KHLIE, DG ONCF.

Last time I went it took me 8 hours by train from Fez to Marrakesh... and it was delayed too because the train hit some cyclist on the way and all passengers got off the train to see what happened...

I wonder if this could be possible in future - Take a normal service from Fez to Kenitra, changing to HSR towards Casablanca, and get back on another service to Marrakesh. Or would the timetable not fit...?

TGV : 40 soumissionnaires dont 10 marocains

http://www.maroceco.ma/web/images/resized/images/stories/tgv_200_200.gif

TGV: 40 bidders, including 10 Moroccans

After weeks of speculation, details market-moving route of the TGV are revealed in detail. According to sources familiar with the matter, the earth's axis Tangier Casablanca is divided into 9 lots on a length that exceeds 300 kilometers. The market is still in its pre-qualification phase according to our sources. Clearly, ONCF received bids. He is currently looking at their skill and technical references.

A total of 40 operators of Public Works presented their proposal to ONCF. A quarter of these bidders are of Moroccan firms. Almost all companies that have experience in similar markets, such as highways and construction of overpasses and above the size required are in the race. The remaining 30 are operators from around the world.

The shortlist will be chosen from the quarantine of bidders was scheduled for late March. But our sources that provide up to date, the owner (ONCF) has not yet given any feedback in relation to the records he examined. Which could further delay the project.

Moroccan bidders who are open to Maroceco.ma recognize the difficulty of the site. But they take hard as iron to participate. Because work is not limited to the earthworks. The selected operators can go far beyond. They will be able to ensure the laying of the rails once the ground prepared. Given the enormous size of the investment, these markets are important to capture a windfall for all operators of construction

Alstom delivers its first 3rd generation Duplex TGV train set to SNCF

30/05/2011

On May 30, 2011, Alstom’s CEO Patrick Kron symbolically delivered to SNCF’s President Guillaume Pepy the first 3rd generation Duplex TGV train set. It is the first double-deck interoperable very high speed train capable of traveling on all European rail networks. SNCF had ordered a total of 55 train sets from Alstom in June 2007. Two of the train sets are currently undergoing final development and approval. Commercial operation is planned for late 2011. Among other routes, they will operate on the new Rhin-Rhône high-speed line scheduled to open in December 2011. The entire fleet will be delivered by 2014.

This event marks the introduction of a new generation of double decker railway equipment designed to meet new requirements in terms of interoperability, comfort, operations and total cost of ownership. The new trainsets, derived from previous generations of Duplex TGVs, take advantage of 30 years of experience in very high-speed railway equipment, which has resulted in a proven, safe architecture. The many shared components will help to reduce development, manufacturing, operating and especially maintenance costs.

The trains will run at up to 320 km/h on the railroad networks in France, Germany, Switzerland and Luxembourg. They feature signaling equipment compatible with all the aforementioned European networks and traction equipment suited to all currents encountered in Europe. Some of the trainsets will have modifications to allow them to travel in Spain; the Duplex TGVs sold in Morocco use the same platform.

In terms of comfort, emphasis has been put on passenger information systems. New external displays have been added near each train entrance, making it easier to read the train number, car number and destination. Screens within the cars are used to display the stations served and the final destination, along with information about the trip such as the time, geographical location and current speed of the train - all in several languages. Seats are now equipped with digital reservation displays to indicate the trip segments for which they are occupied. SNCF agents can also manage audio announcements from their control consoles and keep passengers informed during the trip. These messages are also displayed on the screens for the hearing impaired passengers. Accessibility has been optimized for persons with reduced mobility (PRM): more than 10% of the total train capacity (509 seats) is set aside for PRMs, including 50 specially outfitted seats. The areas for wheelchair users are larger (including the toilets), and wider aisles make it easier to move around.

Ground-to-train connection systems also offer new prospects for communication. For example, it is now possible to disseminate information about connections at the train's arrival station, update the seat occupancy map after the train's departure or alert the ground teams to a failure and anticipate its resolution.
Passenger safety is another area in which the new trains have been improved. They have been designed to be equipped with video surveillance systems, and they also meet the strictest fire safety requirements. Fire doors are installed between and within cabins on trains that will be used in Spain, and fire detection systems have been added to new areas: toilets, nursery, baggage areas, electrical cabinets and machine compartments.

The 3rd generation Duplex TGV trainsets are designed and assembled on Alstom's sites: passenger cars in La Rochelle, locomotives in Belfort and extremity cars in Reichshoffen. Other Alstom sites help to manufacture the equipment: Ornans for the traction motors, Le Creusot for the trucks, Tarbes for the electrical blocks and traction equipment, Villeurbanne for the control electronics, Montréal for the passenger information systems Charleroi for the auxiliary inverters. Every day, a total of 1,500 people go to work on these sites to serve high-speed rail. The main French suppliers on the project are Faiveley Transport, Alstom GRID, Logitrade, COMECA, CEIT, TFCM and Association Bretagne Atelier. Together with the other small and medium sized industries in the French railway sector, they employ 6,000 people in France.

Architectural competition for the first 4 TGV stations

They will be located in Tangier, Kenitra, Rabat-Agdal and Casa Voyageurs. Applicants must have completed at least two TGV stations of more than 5 million passengers per year. Price 300 000 200 000 DH and DH for the winners.
Morocco TGV

The National Railways (ONCF) has launched the competition to select architectural firms that will be responsible for designing, monitoring and implementation of four new TGV stations planned at Casa Voyageurs, Rabat- Agdal, Kenitra and Tangiers. In this competition, the agency also included plans for a new station in Meknes, a city that already has two. In this case, the object of the contest is precisely to study and propose a model of the new concept of interchange hub (rail station and multi-pole).

According to the specifications, train stations should include, in addition to spaces dedicated to the business travelers (ticketing, hospitality, information ...), multi-service centers with shops, offices, recreational areas, all of which constitutes a new urban landmark of the city.

Applicants must have completed at least two TGV stations of more than 5 million passengers per year. But the Moroccan architecture firms will be free to associate with foreign firms that are certainly the most often French or Spanish, the two countries with the TGV network largest in Europe. Other requirements include technical documentation site analysis, presentation and defense of the architectural, presentations facades, sections and perspective views.

The jury shall consist of the CEO ONCF, directors of development poles, travelers and TGV (High Speed Line), the head of marketing and partnership as well as experts in architecture and design of stations and equipment. Two awards 300 000 200 000 DH will be presented to the best. The deadline for submission of applications is 1 June

14 TGV trains must be installed before summer 2015

The launch of the architectural competition of the 4 train stations comes about three months after the launch market for grading the track. This market, remember, was divided into nine sections and the bid opening took about six weeks late so far. 40 bidders, including 10 Moroccans and 30 foreigners are concerned.
After the market launch of the earthworks and architectural competition TGV station in Tangier, Kenitra, Rabat-Agdal and Casa Voyageurs, future contracts should cover the construction and development of assembly plant trains train large speed over a space of about 22 ha of which 30,000 m2 of covered warehouses available for the month of August 2014. This site is located in the area Moghogha halfway between the road to Tetouan and the main railway station in Tangier. 14 TGV trains must be installed before the summer of 2015 before beginning a period of technical testing of at least three months. ONCF also provides for the construction of this space, a large operational and administrative center.
The proposed high speed line in Morocco was officially released December 10, 2010 in Tangier in the presence of the Sovereign and the financial and technical partnerships of the project, mainly French, Kuwaiti, Saudi, Abu Dhabi and the European Investment Bank (EIB). The estimated investment is 20 billion DH, including 14% for studies, 36% for infrastructure, 28% for rolling stock and 22% for rolling stock. The acquisition of 14 trains from Alstom will cost 400 million euros, about 4.4 billion dirhams.
Once the TGV service, the transport time between Casablanca and Tangier to rise from 5 pm today at 2 and 10 minutes in 2015. From 2016, 6 million passengers would be transported on the line against 2 million people in 2010. 15 to 20 daily departures in both directions of traffic are provided with trains capable of carrying 500 passengers. This is to transfer all current traffic on the TGV and the increase given the time savings and convenience. Ultimately, the goal of ONCF is to serve the cities of Marrakech and Agadir in 2035.

The Tangier - Kenitra HSR are are on works : TANGIER - KÉNITRA | High-Speed Rail (LGV) | 200 km (CASABLANCA + 130 km Upgraded Classic Line) | 320 km/h | #U-C (2010 - 2015) (http://www.skyscrapercity.com/showthread.php?t=538272&page=73)

And Kenitra - Settat is on study ^^ : KÉNITRA - SETTAT (Rabat and Casablanca suburbs & bypass) | High-Speed Rail (LGV) | 170 km | 320 km/h | #Project (http://farm7.static.flickr.com/6136/5998470882_e9157a4391_z.jpg)

The Casa-Marrakech line will be doubled and uppragrade for a 200km/h up speed after 2015. Now there are works for a 120km/h average speed. There will not be new HSR between Casa and Marrakech .

And new stations are programmed. The major will be Rabat - Technopolis where the Atlantic HSR will cross the Maghreb HSR : RABAT-SALÉ | Gare TGV Salé-Technopolis | #Project (http://www.skyscrapercity.com/showthread.php?t=1388460)

http://img825.imageshack.us/img825/3469/34oncftgv3.jpg (http://img825.imageshack.us/i/34oncftgv3.jpg/)

Morocco: ONCF enhanced cooperation between the Spanish and Adif

21/09/2011

Met on September 14 in rail technology at the Center of Malaga, officials of the National Railway and of the Moroccan Adif (the Iberian RFF) gave two axes of cooperation relaunched last July in Rabat between Mohamed Rabie Khlie (ONCF) and Antonio Gonzalez Marin (ADIF). First, the Adif advise Morocco to the value of the stations (shops, intermodal, urban integration). Starting with those of Casablanca, Rabat-Agdal, Kenitra, Tangiers and Oujda. Then, will intensify the implementation of traffic control system Da Vinci, designed by the Spanish company Indra and Adif and used on routes Hispanic AVE. This project is a $ 3 million for the conventional network and the high speed section starts between Kenitra and Tangier.

Concours ouvert avril 2012 - 3ème prix
Lieu : Casablanca / Maroc

How are the constuction works going? Still on schedule for opening in 2015?

Geographically Morocco is quite well suited for HSR. A single long line (Oujda-Fes-Meknes-Rabat-Casablanca-Marrakech-Agadir) plus one shorter one (Tangier-Kenitra-Casablanca) would cover the 10 largest cities in the country and probably majority of the population (in the future if not now) in almost a straight line.
