how many kilometers is it from the city proper to alegria hills?

how many minutes does it take to get there? to and from alegria hills?

around 5 kms from the edge of the city proper...more like 15 minutes in light traffic.

2nd District Rep. Rufus Rodriguez is sourcing out funds for the construction for the reclamation of Cagayan de Oro’s 10 kilometer premier coastline from barangay Macabalan to barangay Bugo for a four lane coastal road. “It’s a four lane coastal highway that would showcase Cagayan de Oro City as a growing metropolis.” The coastal road is hoped to ease traffic congestion especially on cargo trucks plying the Butuan, Bukidnon and the Iligan-Cagayan de Oro City. Rodriguez allayed fears of massive dislocation as he assured no such thing will occur. “We do not intend to dislocate residents and if ever, they will be fairly compensated.” Rodriguez is hopeful that the 10 kilometer road will jumpstart fresh investments that would kick the local economy.

If ever this happens CDO can also develop the coastline into a Bay-City like the one in Manila or Cebu SRP. I'm glad that there are innovative plans for the city to be a world-class metropolis.

Cagayan de Oro city mayor Constantino Jaraula over a local radio station here confirmed the biggest investment of Ayala Land Holdings Incorporated through the construction of Ayala Mall and Business Center in Baragay Indahag.

Jaraula said this is the biggest investment of the company in Mindanao having an initial budget of P4.5 Billion Pesos. The project is much bigger than Ayala Davao’s P3 billion which is also set to be completed in 2012 at a nine hectare property in JP Laurel Avenue owned by the Floirendo family in Davao.

Ayala said once the Ayala operates the biggest Ayala Mall Cagayan de Oro, the biggest mall in Mindanao, it would make the city the major destinations of foreign and local investors and many residents of the city and its neighboring cities and provinces would also enjoy many job opportunities, this biggest investment of Ayala Holdings can offer.

Earlier managers and engineers from the Ayala Group of Companies visited Cagayan de Oro City and talked to then mayor Vicente Emano about their plans to establish one of Ayala’s ambitious projects in Southern Philippines.

They said they also came to the city to prepare for the ground works of the sprawling P4.5 billion business complex in Cagayan de Oro.

The city government has already given the company a go signal to start the construction phase of the project even as their papers are yet to be completed just like the favor the city also gave to other major investors such as SM Mall and Makro.

nope...the sports complex is owned by the Provincial Government and named after Phil. Vice President Emmanuel Pelaez while Paseo del Rio's Dra. Rafaelita Pelaez is the VP's daughter....

Negotiation is now underway between the City Government of Cagayan de Oro and the Cagayan de Oro City Water District (COWD) for the construction of the proposed water reservoir project in upland barangay Indahag, this city.

This developed after City Mayor Constantino G. Jaraula met yesterday with the COWD top officials at his office to discuss the water reservoir project under a joint venture scheme. Mayor Jaraula said the proposed construction of the 1,000-cubic meter water reservoir, with a diameter of 20 meters and 4 meters in height, hopes to address the increasing water supply needs in the eastern part of Cagayan de Oro City. The City Mayor strongly pushed for the implementation of the water reservoir project in barangay Indahag in anticipation of the huge demand for sufficient water supply due to the rapid development in the area. Mayor Jaraula foresees that the water reservoir will also serve as a main water source that can adequately supply the needs in the city’s fast-developing eastern side, especially now that the Ayala Land has already launched its high-end Alegria Hills Subdivision within the area. It may be recalled that the Ayala Land, one of the country’s giant in real estate development, planned to develop its 250-hectare prime property covering portions of Upper Camaman-an, barangay Indahag and Upper Macasandig into a premier business complex. Several middle-class and low-cost housing subdivisions are also sprouting in the area. Initially, both parties have agreed in principle that the City Government will implement the digging for the pipeline, while the piping installation will be handled by the COWD management. Barring no hitches, the water reservoir to be located at the city-owned, one-hectare site in barangay Indahag will be fully completed within a three-month construction period.

1. continuing concreting of Velez Street from Yacapin to Gomez
2. work on renovation/construction of Chowking Licoan has began
3. there's ongoing construction with heavy equipment, deep excavation beside the old Estrella Hotel in Licoan (I don't know what it is but nakasara pirme ang gate with many workers inside). this property connects to parking area of Gaisano City just at the back of Sacred Heart of Jesus Montessori School
4. hawan na ang property at the back of Gaisano Mall parking lot wala nay mga structures and looks like being prepared for development. word is that it's an expansion of Gaisano daw
5. guba na part of canopy sa east entrance sa LKK Mall with huge construction development of that bridge (still unclear what the structure will look like) which connects to the vacant lot across the mall

Tirso Neri Street. yup. kasama siya sa concreting but different contractor. whole stretch of Velez will be concreted up to Fernandez St. (formerly Dolores St.)

A portion of Apolinar Velez Street is now closed for vehicular traffic due to the on-going concreting project on the area.

In his Executive Order No. 2008 CGJ 66, City Mayor Constantino G. Jaraula temporary closed a portion of Velez Street, particularly from the corner of JR Borja Street (VIP Hotel area) and towards the corner of T. Neri Street in Divisoria Park area, upon recommendation of Roads and Traffic Administration (RTA) administrative officer-designate Engr. Nonito Oclarit.

With the temporary closure, Mayor Jaraula also ordered the implementation of traffic rerouting in the area in order to facilitate the completion of the road concreting project.

A temporary two-way traffic is implemented along Pabayo Street , bounded by JR Borja and Yacapin Streets, and one-side parking is only allowed along Pabayo Street from Yacapin to JR Borja Streets. Route of private vehicles may take and follow any passable streets along the affected area. Routes for the temporary rerouting of public utility jeepneys (PUJs) are as follow:

1. All outflow route of PUJs heading to Northern part of A. Velez Street and Recto Avenue shall proceed passing JR Borja Street, then turn right to Pabayo Street, then turn left to Yacapin Street then turn right to A. Velez Street and proceed to their respective destinations.

2. All outflow route of PUJs heading to Divisoria Park area and Carmen shall proceed passing JR Borja Street, then turn right to Cruz Taal Street then turn left either Rizal Street or Capistrano Street and proceed to their respective destinations. However, the RTA may adjust the traffic scheme, if necessary.

Here’s one for history buffs in the city. If plans don’t miscarry, street signs in Cagayan de Oro will sport at least one line statement describing the person the street is named after.

In an interview, Councilor Alden Bacal said he will be proposing the idea before his colleagues at the City Council before the year ends.

Under bacal’s plan, each of the 20 corners of Apolinar Velez St., for instance will erect a marker describing who Velez is in one sentence. The same goes for other streets such as Corrales, JR Borja, Tiano and all the dozen other thoroughfares in urban Cagayan de Oro.

“This is not just for education of our children so that they’ll know who our local heroes are. This is also for the visitors of Cagayan de oro and not just for them but for the many adults who have lived here for more than five years yet never knew the rich hjsitory of our city.” Bacal, the chair of City Council committee on Tourism, said.

“For instance, who can directly tell me the first name of Mr. Corrales and why is he vetted as a hero? I bet only a few people know.” He said.

If his plans push through, Bacal said Cagayan de Oro will be the very first citry in the country to have such unique street signs. He added that the new street signs must first be reflectorized and state of the art.

CAGAYAN DE ORO CITY--The farming communities in the five provinces and two cities in Region 10 or Northern Mindanao stand to greatly benefit from the P815-M Cagayan de Oro 3rd Bridge and Access Road project, a priority infrastructure project of President Gloria Macapagal-Arroyo.

Northern Mindanao whose economy is mainly agricultural-based is composed of the provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, and the cities of Cagayan de Oro and Iligan.

The President, who arrived here this morning, inspected the Puntod-Kauswagan section of the said P815-million road project.

She was given a briefing on the progress done on the project by Department of Public Works and Highways Region 10 Director Jerome de la Rosa and Cagayan de Oro City Mayor Constantino Jaraula.

The road project, when completed will be the alternate route entry in the west and east. It is also expected to reduce vehicular traffic especially along the major highway leading to the Port of Cagayan de Oro, thereby enhancing socio-economic activities in the area.

Thus, agricultural produce from Northern Mindanao, and nearby provinces, can now be transported much faster and more efficient to the Visayas and even Luzon.

The Department of Public Works and Highways has so far accomplished 89.46 percent of the programmed works for the bridge project that links the city port road in barangay Puntod to the national highway in Opol, Misamis Oriental.

The project involves the construction of a 352-linear-meter long, four-lane pre-stressed concrete bridge with 11 spans; and the concreting of 8.46 kilometers of a four-lane road pavement along the coastal route.

ANOTHER Build Operate and Transfer (BOT) contract has been entered into by the Cagayan de Oro City Government as it signed Tuesday a P250 million deal with businessman Erwin Bryan See to reconstruct the Agora market and bus terminal.

The BOT deal, which is still subject for approval by the administration-dominated City Council, comes barely a month after City Hall bought two BOT projects back using part of the P500 million it borrowed from the Veterans Bank.


Tuesday’s signing of a Memorandum of Agreement (MOA) between City Hall and See of Megafarm Corporation signaled the start of the project, Mayor Constantino Jaraula said. Groundbreaking is set for Wednesday.

This paper requested for but was not given copies of the MOA. City Administrator Grescilda Joson explained the contract can not be made available yet to the public as it is still subject for approval by the City Council.

"The scheme is very simple. It (Agora market) will be redeveloped by Megafarm Corp. at its own expense according to the plans and specifications drawn up by the city with the conformity of the project proponent," Jaraula said before the signing ceremony graced by Vice Mayor Vicente Emano as the primary witness, members of the City Council and department heads.

Jaraula said the sprawling 2.5-hectare Agora market is envisioned to become a multi-use complex consisting of an Eastbound bus, van and public utility terminal; public wet market and vegetable landing area or locally known as 'bagsakan".

The construction for the Agora Public Market and Terminal, which will be renamed into "New Agora Complex", would be within 18 to 24 months, he said.

He added: "Day 1 starts with the Notice to Commence and turnover of the entire premises. From then on, construction period begins and the 25-year concession period likewise begins.”

Under the BOT contract, the mayor said “the entire management” of the market and bus terminal complex will be handled by Megafarm Corp. “The city will be freed from operational costs. We (city government) will be receiving net (income) from rentals every month.”

Members of the Opposition at the City Council had earlier said the Agora BOT project smacks of “stubbornness” and “lack of judgment” on the part of the administration.

BOT is the same arrangement that financed the reconstruction of public market buildings in Carmen and Cogon. The scheme, however, proved to be too costly for the city because City Hall entered into an 80-20 sharing agreement in exchange for retaining control of the wet section of the markets.

The BOT project for Agora was conceived under the administration of then-Mayor Vicente Emano, who has been urging for the immediate reconstruction of the “dilapidated” Agora market and terminal facilities.

Opposition Councilor Teodulfo Lao laughed off the reasons given in pursuing the Agora BOT project.

“The Carmen and Cogon markets had BOT concessions ranging from 20 to 25 years but they found the rentals were so high for market vendors to afford and costly for taxpayers to maintain. So they decided to buy these back after only four to five years in operation,” Councilor Lao told Sun.Star Cagayan de Oro.

He added: “Does that mean that the public would now start counting months before the administration decides to buy back Agora market again at a naturally higher price?”

If the administration is serious in fixing Agora, the councilor said this can be done by scouring for locally-sourced funds.

He pointed out, however, that this may be impossible given the fresh P500-million loan City Hall has obtained from the Veterans Bank.

Part of that amount — over P377 million — was used for the buyout of Carmen and Cogon markets.

Councilor Roger Abaday, another member of the Opposition block, said it was “impossible” for administration officials not to “recognize that almost all BOT projects ended with the city losing millions in subsidies.”

The councilor was referring to the hundreds of millions that City Hall paid contractor UKC Builders Inc. in reimbursements when the markets failed to generate the projected income to comply with the 80-20 sharing agreement.

This arrangement has been repeatedly questioned by the Commission on Audit (COA), which advised City Hall on many occasions to amend the contract so that it would only pay based on the actual income and not the markets’ projected income.

The COA advice, however, was ignored by City Hall.

Republic Act 7718, otherwise known as the BOT Law, defines BOT as “A contractual arrangement whereby the project proponent undertakes the construction, including financing, of a given infrastructure facility, and the operation and maintenance thereof.”

During the concession, the project proponent is allowed to charge the users of the facility appropriate tolls, fees, rentals, and charges agreed upon in the contract -- enough for it to earn and recover its investment and operational expenses on the project. (With press release)

CAGAYAN de Oro City 2nd district Rep. Rufus Rodriguez revealed that President Arroyo has recently approved an initial P100 million of the P300 million comprehensive drainage project designed to put up a four-square-foot culverts in the city’s national highways.

Highway officials estimated that the actual estimated cost of the drainage project may actually run as much as P300 million since the drainage will be constructed both sides of the national highways, Rodriguez said.

“I hope the city government through City Mayor Constantino Jaraula will extend a counterpart amount of P200 million for the completion of the project which will start anytime this year since President Arroyo has already ordered the initial release of P20 million to start the engineering works of the drainage project,” Rodriguez said.

As agreed during the recent closed-door meeting with the President, the P20 million will be used for putting up of 48-inch culverts from Lapasan national highway at Ororama Megacenter to the Limketkai area to the new Mindanao University of Science and Technology and toward Cagayan de Oro River.

“This was prioritized in our plans because it is in this area where there is perennial flooding,” he said.

He added that the President has promised to release the additional amounts needed to complete the whole P100 million comprehensive drainage project.

He said these culverts will run underneath the national highways starting from barangay Bugo to barangay Consolacion and end up at the Cagayan de Oro River.

“These huge four-square-foot culverts, which a person can easily go inside, will act as the main arteries of our city’s drainage,” he told Mindanao Gold Star Daily yesterday.

Rodriguez said it will now be up to Jaraula to construct the secondary arteries and connect it to these main arteries to have a complete drainage system.

He said the city government can even use 36” or the 24” diameter culverts to connect to the 48-inches culverts that will be put in place by the Department of Public Works and Higways (DPWH-10).

He added that this will still be a major task on the part of the Jaraula administration considering how the city has a huge land area.

Jaraula for his part has already called on planning and engineering experts as early as July 2007 to draw up a realistic and comprehensive drainage development plan to address the flooding problems in low-lying areas of Cagayan de Oro.

He himself cited the importance of a careful and thorough study on the city’s waterways after noting that the existing drainage facilities, especially in flood-prone areas like portions of barangays Macasandig, Camaman-an, Lapasan and Carmen, overflow when heavy downpour occurs.

Jaraula said that the construction of additional main drainage system in the urban center and outlying barangays remains as one of the top priorities for funding from the city government’s 20% Development Fund this year.

The city chief executive sees the need for improvement of the city’s drainage network system in order to relieve and redirect the flow of water coming from the different creeks surrounding the poblacion area which hugely contributed to the overflowing of drainage and open canals.

Also, Jaraula hopes that the construction of an additional major drainage system will solve the perennial flooding on the city’s urban streets, particularly from Pabayo going to Corrales, barangay Camaman-an to Limketkai area and Villarin Street in barangay Carmen.

A HOUSE bill that seeks to appropriate P1 billion from the national treasury for the reconstruction of flood-hit areas of Cagayan de Oro has been filed in Congress.

Dubbed as the Cagayan de Oro Rehabilitation and Development Fund (House Bill 5889), the one billion peso fund is intended for the construction, repair, or reconstruction of roads and bridges, communication and power lines, hospitals, school buildings, and water and irrigation systems.

The fund shall also cover the purchase of relocation sites and construction of housing units for over 5,000 families whose houses were either damaged or destroyed by the January 3-14 flashfloods.

Second District Representative Rufus Rodriguez, author of House Bill 5589, said there is a pressing need to allocate a specific fund for the immediate and effective implementation of relief and rehabilitation efforts, considering the limited resources of the City Government.

To manage the P1 billion fund, the bill also seeks to create a Cagayan de Oro Rehabilitation and Development Commission which shall be organized within 30 days after the approval of the bill and which shall exist for a term of two years.

The proposed commission shall have as co-chairmen the two district representatives of the city. The Regional Development Council 10 chairman, city mayor, and regional directors of different line agencies shall serve as members of the commission.

City Disaster Coordinating Council (CDCC) executive officer Emilio Rana welcomed the filing of the reconstruction bill saying this will be of tremendous help especially to flood-affected families.

Rana said the City Government has at least 83 hectares of land in Calaanan, Barangay Canitoan intended as relocation site for more than 5,000 flood-affected families.

Rana said the City Government is also determined to relocate families living along coastal and flood-prone areas.

At least 27 families from Sitio Kala-Kala in Barangay Macasandig and another 20 families from Tabacco Barangay Puntod had already expressed interest in the bill.

Rodriguez said an initial amount of P10 million will be allocated to buy lands for the relocation of families whose homes were destroyed by last month’s floods. Most of the families have yet to rebuild their houses.

Possible relocation areas include Macasandig, Barangay 35, and Camaman-an, Rodriguez said, adding he was able to talk initially with landowners.

Rodriguez said flood-affected families, meanwhile, can avail of financial assistance from the Department of Social Welfare and Development (DSWD) 10.

Farmers are thankful with the rehabilitation of the Indahag to Aluba, Macasandig farm-to-market road (FMR) as it is seen to usher more agriculture development in the area, especially the transport of their produce to the market.

The farmers in barangay Indahag have been longing for a public utility jeep route in their area to transport their goods in bulk to the market as their present means of transportation is only ‘habal-habal’ (motorcycle).

“Niining pag-ayo sa among dalan, malaumon kami nga aduna nay pampasahero nga jeep mobyahe dinhi aron sayon ra pagdala sa among produkto ngadto sa merkado kay sa pagka-karon habal-habal ra ang among masakyan dinhi” (With the rehabilitation of our road, we are hoping that there will be public utility jeep route in Indahag for easier to transport of our produce to the market as we only have motorcycles as our means of transportation here), said Jacinto Taala, Jr., the president of the San Isidro-Calapan, Indahag Farmers.

Taala said, their cooperative has 70 members and 21 are Carp beneficiaries occupying 2.5 has each. He said they are producing various crops like cassava, corn, banana, peanut, upland rice, and other crops; and livestock like swine, goat, and cattle.

This 0.785-km FMR rehabilitation project in Indahag was launched on February 25 highlighted with a ceremonial groundbreaking led by Cagayan de Oro City Mayor Constantino ‘Tinnex’ G. Jaraula, DA-RFU 10 regional executive director Lealyn A. Ramos, and other officials of the city and DA-RFU 10.

Mayor Jaraula said “this FMR in barangay Indahag going to Macasandig and all the way to the Poblacion assures our farmers of a good road so that their products some of which are sensitive to any bumps can be brought to the market without having to suffer any damage all the way.”

With this, Jaraula stressed the need to pave this junction FMR considering its topographic location of high and low elevation with steep slope on one side prone to accident, especially on rainy days.

For her part, Director Ramos noted the significance of rehabilitating this FMR in Indahag as it will not only benefit Cagayan de Oro farmers, but also those in Bukidnon because Indahag in the boundary of Bukidnon.

Ramos lauded the city government of Cagayan de Oro headed by Mayor Jaraula for their initiative in realizing this FMR project which is part of the priority program of Pres. Gloria Macapagal-Arroyo and Agriculture Secretary Arthur Yap under the DA Development Program.

In fact, Ramos added that this FMR launching activity in Region 10 is simultaneous with all regions nation-wide. (PR)

The construction of the P250 million 10-kilometer river dike along riverbanks of the Cagayan de Oro River formally kicked-off this week with the launching of the dredging project in the river’s entrance at the Macabalan Port area here Monday.

The project, part of the Cagayan de Oro River Basin Project pushed by Rep. Rufus Rodriguez, of Cagayan de Oro City’s 2nd District, was approved by President Gloria Macapagal Arroyo during her visit at the height of severe flooding in the city’s downtown district here.

Arroyo then ordered the Department of Public Works and Highways to release an initial amount of P150 million to start the dredging at the rivers entrance at Macabalan Port area.

In a talk with Mindanao Gold Star Daily, highway regional director Jerome de la Rosa, said that the dredging official started Monday after Arroyo ordered them to start the project immediately.

“In fact, we have to rent a privately owned dredging barge since the govern-ment’s dredging barge has been assigned to Cotabato,” de la Rosa said.

In the meantime, we have to start the project since we intend to dredge some 250,000 cubic meters of earth under waters which we will later utilized as ‘earth dikes,’ de la Rosa said.

The dredging is 4.5-meter deep across 100-meter width of the river’s entrance, he added.

He said the privately owned dredging barge will later on be augmented by the government-owned dredging barge once the dredging in Cotabato is completed.

According to de la Rosa, construction of concrete dikes will first start in some selected areas along Cagayan de Oro City’s river banks identified as flood gateways during rainy days.

De la Rosa did not say on how long it will take to complete the project since ‘it will depend on the availability of funds.’ ‘At the moment, the highway is releasing an initial P100 million,’ he said.

To recall, Rodriguez submitted the proposed Cagayan de Oro River Basin Development Project, comprehensive flood control plan, when Arroyo visited Cagayan de Oro City last month when she signed a law authored by Rodriguez himself on the conversion of the Mindanao Polytechnic State College into a university.

Under the proposed flood control project, a 10-kilometer concrete dike will be constructed starting from upper Macasandig toward Macabalan Port area.

Rodriguez is now also pushing for the passage of House Bill No. 5908 on the creation of the Cagayan de Oro Basin Development Authority which shall oversee the protection and development of waterways and tributaries flowing toward Cagayan de Oro City River.

Like other Kagay-anons, I wish our local officials get their acts together in addressing issues concerning the recent floods which devastated the city.

Take the matter of dredging the Cagayan River, for instance.

Just days after the team from the University of the Philippines National Institute of Geological Sciences (Nigs) told a multi-sectoral group of stakeholders hosted by the Rotary Club of Cagayan de Oro (Mother Club) that dredging the river was unnecessary, comes the news that Public Works Secretary Hermogenes Ebdane has approved the release of P250 million to dredge the river on instructions of the president.

Already, our newly installed DPWH regional director has reportedly rented a barge and a dredging machine which has extracted 300 metric tons of sediments in two days from the Macabalan-Bonbon river delta area.

Nigs team leader Prof. Ando Siringan said in his presentation that dredging the Cagayan River is not necessary, costly, very short term and a recurring cost. It has very little effect in low areas and deepening an estuary only brings sea water inland, poisoning ground water and soils. So, it's not only unnecessary but a threat to our freshwater aquifers as well! (Italics mine)

Prof. Ando is no stranger to the Cagayan River. He's been studying it since the 1990's upon the request of Mayor Tinnex Jaraula when he was still city councilor and head of the Cagayan de Oro River Development Authority (Corda). What Prof. Ando and his team essentially did during their week-long stay was to conduct an aerial survey and rapid assessment of Cagayan de Oro City and the damages wrought by the recent floods.

Before the Dept. of Budget and Management (DBM) releases the P250 million fund for dredging, I think it's well for all stakeholders, the honorable mayor and congressman included, to consider what Prof. Ando told me later about dredging the mouth of the Cagayan River:

"Even if the entire sediment deposit now in the delta was excavated by the dredger, a single flood, not a series but one single flood from the mountains, mind you, could fill all that space up in a matter of hours."

Surely, P250 million could go a longer way towards what the U.P. team said is basically causing the floods in Cagayan de Oro: the denudation of its forest cover. We understand Rep. Rufus has already filed a house bill appropriating P37.5 million for the reforestation of the Cagayan de Oro Watershed.

If the amount budgeted for dredging was instead used for reforestation and securing the watershed, I believe it would be safe to say the people responsible would have a lock on the hearts of the grateful Kagay-anons who would surely have memories lasting beyond the next couple of years.

Otherwise, like most good intentions, it would inevitably smell in the light of these facts about dredging the Cagayan River and lead straight to you know where.

CAGAYAN de Oro City 2nd district Rep. Rufus Rodriguez revealed that President Arroyo has recently approved an initial P100 million of the P300 million comprehensive drainage project designed to put up a four-square-foot culverts in the city’s national highways.

Highway officials estimated that the actual estimated cost of the drainage project may actually run as much as P300 million since the drainage will be constructed both sides of the national highways, Rodriguez said.

“I hope the city government through City Mayor Constantino Jaraula will extend a counterpart amount of P200 million for the completion of the project which will start anytime this year since President Arroyo has already ordered the initial release of P20 million to start the engineering works of the drainage project,” Rodriguez said.

As agreed during the recent closed-door meeting with the President, the P20 million will be used for putting up of 48-inch culverts from Lapasan national highway at Ororama Megacenter to the Limketkai area to the new Mindanao University of Science and Technology and toward Cagayan de Oro River.

“This was prioritized in our plans because it is in this area where there is perennial flooding,” he said.

He added that the President has promised to release the additional amounts needed to complete the whole P100 million comprehensive drainage project.

He said these culverts will run underneath the national highways starting from barangay Bugo to barangay Consolacion and end up at the Cagayan de Oro River.


“These huge four-square-foot culverts, which a person can easily go inside, will act as the main arteries of our city’s drainage,” he told Mindanao Gold Star Daily yesterday.

The congressman said the initial breakdown of the P72.6 million funds will be as follows: P53 million for Highway Development and Management-4 (HDM-4) Butuan City-Cagayan de Oro-Iligan City; P16 million for concreting and additional two lanes of Sayre Highway in Barangay Puerto; P3 million for cementing national road-south Divisoria along R.N. Abejuela street; P600,000 for construction of the multi-purpose buildings in Barangays Gusa, Bugo and Tablon.

The funds, Rodriguez said, will be sourced from his congressional budget last year and from the national fund.

Rodriguez said there will be an additional P30 million from the national fund for the completion of the paving of the roads surrounding Divisoria. The DPWH is presently working on the portion of A. Velez Street in the Divisoria area.

Cagayan de Oro Acting District Engineer Tita Rayo said that by April, they will start implementing Rodriguez' projects following the ground breaking ceremony on Thursday.

MISAMIS Oriental Governor Oscar Moreno is proposing the commissioning of a nine-meter high sculpture to be erected in front of the Cagayan de Oro Press Club (COPC) building.

Calling it “a first of its kind in the world," Moreno said the proposed edifice will be dubbed “Mga Bayani ng Media” and serve to honor local media.

"We will submit the proposal to the Sangguniang Panlalawigan on Monday (yesterday) for their approval," Moreno said.

Moreno said they will commission National Artist Eduardo Castrillo to build the project, estimated to cost around P27 million.

"Si Castrillo naa nay mga works of arts nabuhat sa Luzon ug Visayas. Wala pa dini sa Mindanao," Moreno said, adding that this would make the project even more inspiring for the artist to do.

Moreno said half of the cost of the project would be funded by the Provincial Government while the other half would have to be sourced out.

Eduardo Castrillo is a multi-awarded national artist whose work includes the People Power Shrine along Epifanio delos Santos Avenue (Edsa) in Manila.

His other works include Spirit of Pinaglabanan (1974), Bantayog ng mga Bayani (1992), the Cry of Tondo (1978), and Andres Bonifacio (1986).

Castrillo was awarded "Thirteenth Artist Award of the Cultural Center of the Philippines" in 1970. He also garnered the Republic Cultural Heritage Award, Araw ng Maynila Centennial Award, and Ten Outstanding Young Men Award, all in 1971.

He entered the University of Santo Tomas's Fine Arts School as a Don Bosco scholar under the financial support of Don Antonio Delgado. He became a working student but did not take school seriously.

He joined a band called the "Erratics" as drummer and he befriended all the gangs around Manila and gallivants.

Before becoming a national artist, Castrillo worked a variety of part time jobs including rewinding motors at an electrical shop, repairing typewriters at Smith Bell and Company, as an elevator boy in an Escolta office, and as an illustrator of comics on the side. MOMENTARILY shelved because of its considerable budgetary requirement, the long-planned, ambitious monuments commemorating press freedom and Misamis Oriental’s cultural heritage are finally coming to reality.

Capitol officials led Monday the groundbreaking ceremony for the twin project, both to rise within the verdant Capitol ground and are set for completion on or before December this year.

Internationally renowned Filipino artist Eduardo Castrillo handles the sculpting of the P27 million monuments, which measure twice the human size.

Governor Oscar Moreno said the monuments seek to bring “a message of identity and gratitude; a message of hope, intelligence and destiny.”

Aside from their tourism value, Moreno underscored the cultural significance of the monuments to the province’s heritage and history.

"What we are doing today is a product of inspiration, and it is that inspiration that makes us committed," Moreno told the hundreds of guests, which include town mayors and heads of national line agencies.

Castrillo, giving further emphasis to the monuments’ cultural and historical worth, said sculptures are meant to commemorate significant moments in history.

Misamis Oriental, he said, “is a repository of important historical events in the country, and a haven of rich cultural diversity and harmony.”

“Works of arts commemorate important turning points in history. It’s a long time coming that we recognize Misamis Oriental’s place in history,” said the 67-year-old artist, whose works in Cagayan de Oro City will be his first in Mindanao.

Works of arts shouldn’t be kept in museums or in homes, he said. “They must be shared to the masses. What better way to showcase these historical and cultural trophies than to capture all these in sculptures, which the public can see and appreciate anytime.”

The monuments share the same features, such as land area (14x14), height (6.30 meters), width (4.30 meters) and length (4.30 meters).

Both sculptural works will be hand-crafted, using constructivism -- a method in sculpture that is characterized by the use of industrial materials such as glass, sheet metal, and plastic to create nonrepresentational, often geometric objects.

Materials to be used in both artworks include brass sheets, bronze, steel beams (as main post) and iron bars for connections.

The sculpture dedicated to press freedom, called Bayani ng Media, is touted to be the first of its kind in the world.

The press freedom monument will depict a radioman and a newspaperman both at work -- the radioman cuddling a fallen companion, dramatizing the killing of journalists in the country.

At the back of the monument will be engraved the names of the killed journalists and the place and date where they were slain.

Meanwhile, the “Heritage of Misamis Oriental” monument will depict the Katipunan during the Spanish Revolt and the Philippine-American War, personified by no less than the local war heroes, Apolinar Velez and Nicolas Capistrano.

It will also feature the province’s famous natural landmarks, the Cagayan de Oro River, lush rain forest mountains and terrains, the historic Saint Augustine Church, a Kagay-anon mother with a child that captures the life of ethnic people, the leaders who spearhead the dynamic growth of the province, and the outline of the province's boundaries.

The left side will portray the farming life of the province -- indicating its agricultural life, a Muslim Maiden playing an indigenous instrument, and the early professional settlers from all over the country that contributed to the well-being and progress of the province.

The right side of the monument will show the noted leaders and statesmen that fostered the growth and gained the pride for Misamis Oriental, all of them having held the highest office in the National Government. The lower right side stands the Xavier University.

The sculpture’s base will display the official seal of Misamis Oriental and the bronze dedicational plaque and marker.

Moreno said half the total cost will be shouldered by the province. The rest will be raised elsewhere, he added.

Castrillo said he may have both monuments finished by September this year.

Mayor Jaraula sees an urgent need for the improvement and rehabilitation of the city's drainage network system in order to relieve the flow of water especially from clogged drainage surrounding Divisoria area and redirect the same towards Cagayan de Oro River.

It has been observed in the past that the inadequate drainage system has greatly contributed to the overflowing of drainage and open canals along Divisoria area and other low-lying areas of the city.

Presently, three major drainage projects costing P4,903,812.75 million are now being implemented into three phases along Divisoria area, with current appropriation from the 20% Development Fund.

These are the construction of drainage along T. Neri Street from Burgos Street to Capistrano Street (Phase 1) amounting P2,208,396.13 million; construction of drainage along T. Neri Street from Capistrano Street to Apolinar Velez Street (Phase 2) costing P1,408,068.14 million and construction of drainage along T. Neri Street from Apolinar Velez Street to Corrales Street (Phase 3) totaling P1,287,348.48 million.

To further ease recurring street floodings in the poblacion proper, two major drainage system projects worth P9,258,746.30 million are also up for implementation.

These include the construction of drainage system along Hayes Street from Corrales Street to City Hall with a project cost P4,578,257.29 million and the construction of drainage system along Yacapin Street from Corrales Street towards Cagayan de Oro River amounting to P4,680,489.01 million.

In a related development, the implementation of the initial phase of the city government's "Boulevard Along The Riverbank" has already took off as the project contractor is now starting pile driving as part of the river bank protection project costing P10,713,669.99 million.

Investment promotion plan in the works
Eleven state agencies tasked to attract and process direct investments into the country agreed on Friday to prepare a plan that will coordinate their promotion efforts.

These agencies, which include the Board of Investments and the Philippine Economic Zone Authority, signed a memorandum of agreement to develop the 2010-2014 Philippine Investments Promotion Plan (PIPP).

To this end, a PIPP Steering Committee was formed, to be chaired by Benigno N. Ricafort, head of Clark Development Corp. which is Clark Freeport’s managing agency.

The effort aims to "spur investments in the country" and "synchronize policy directions and coordinate investment promotion programs", the agreement stated.

The Japanese International Cooperation Agency, for its part, will be funding consultancy services needed for the planning. Information on the financing amount was not immediately available.

"It will create a common standard so they (investors) will not pit us (state agencies) against each other," Mr. Ricafort told BusinessWorld at the sidelines of the signing.

The other agencies that signed on to the agreement were: CDC, Bases Conversion Development Authority, Subic Bay Metropolitan Authority, Philippine Retirement Authority, Phividec Industrial Authority, Aurora Special Economic Zone Authority, Cagayan Special Economic Zone Authority, Zamboanga City Special Economic Zone Authority and Freeport, and the Regional Board of Investments of the Autonomous Region of Muslim Mindanao. — JADH

The implementation of the initial phase of the city government’s “Boulevard Along The Riverbank” is part of the river bank protection project costing the city P10,713,669.99 million.

The concept of the river boulevard development was announced by Mayor Constantino Jaraula a few months ago which consists of a “promenade” from City Hall to the 5th Bridge, about 600 meters long and another from Toribio Chaves Street to J.R. Borja Street, about one kilometer long, to be known as the “Golden Mile.”

Included in this development plan is the construction of the Legislative Building which will also house some of the city government’s offices.

Also expected to start soon is the construction of the new Amphitheater and the development of the multi story building at the back of it.

In another development, as the onset of the rainy season nears, the City Government is fast tracking the construction of five major drainage system projects.

City Mayor Constantino G. Jaraula recently ordered key department heads at City Hall to ensure to put the implementation of the drainage projects into full swing in anticipation of the perennial floodings in the poblacion area during the rainy season.

Mayor Jaraula sees an urgent need for the improvement and rehabilitation of the city’s drainage network system in order to relieve the flow of water especially from clogged drainage surrounding the Divisoria area and redirect the same towards Cagayan de Oro River.

It has been observed in the past that the inadequate drainage system has greatly contributed to the overflowing of drainage and open canals along Divisoria area and other low-lying areas of the city.

Presently, three major drainage projects costing P4,903,812.75 million are now being implemented into three phases along Divisoria area, with current appropriation from the 20% Development Fund.

These are the construction of drainage along T. Neri Street from Burgos Street to Capistrano Street (Phase 1) amounting P2,208,396.13 million; construction of drainage along T. Neri Street from Capistrano Street to Apolinar Velez Street (Phase 2) costing P1,408,068.14 million and construction of drainage along T. For more than 40 years, sculptor Eduardo Castrillo has been creating his historical and cultural legacy series of monuments all over the country. Some of these commemorate historical events, while others uphold Filipino values that reflect the valor of the race. Castrillo often donates his artist’s fee and makes the various provinces pay only for cost of materials and labor.

A recent addition to this list of monuments is the first Castrillo monument in Mindanao. Soon to rise at the De Lara Provincial Capitol Park in Cagayan de Oro, Misamis Oriental, is Castrillo’s statement to press freedom. Entitled Suppressing the Voice of the People, A Tribute to the Slain Members of Mass Media, the monument is more than five meters in height. Castrillo touches on both an international and national concern — where tribute is paid to the practitioners of the freedom of speech — the press, and their dedication to truth amidst persecution.

As a project of Gov. Oscar Moreno and the provincial board of Misamis Oriental, the Mindanao people are happy to be the provincial donor of Castrillo for this monument as it was inspired by a local incident where an investigative journalist was killed. Gov. Moreno felt the need to have a lasting reminder, not only for the journalist slain, but to make the monument symbolize all journalists who have stood for truth and died in its pursuit. He believes that the erection of this monument shall herald to the world the profound concern of the citizens of Misamis Oriental — and the Filipinos in general — of the quest to uphold this basic human right for freedom of speech and to give due recognition to the heroic acts of the members of the press.

Castrillo concludes, “One of the fundamental foundations of democracy is the freedom of speech. The members of the press are front liners in a society’s quest for democracy, freedom, peace and equality. When any of its members is suppressed or slain, it is not only they who are deprived of their life and freedom, but it is the people’s voice and liberty that suffers the most. For years, internationally and locally, press people are killed. To silence them also means that the truth for public information is silenced.”

Castrillo’s brass, copper and stainless steel monument, which will be unveiled in September, shows three figures: a male photographer-journalist, a male broadcast journalist and a slain woman investigative journalist.

The giant fountain at the Gaston Park will have a facelift within this year.

This was bared today by Cagayan de Oro City Mayor Constantino G. Jaraula after Archbishop Antonio S. Ledesma expressed his support to the city government’s plan to redesign the giant fountain at the city’s Gaston Park, which is located near the Cathedral Church and Archbishop Palace.


Speaking before City Hall officials and employees during Monday’s flag raising ceremony, Mayor Jaraula said that the city government is now working out with the project’s design and concept that is somehow similar to the latest technology used by experts in designing the world-famous ‘dancing fountains” in Las Vegas, USA.

Mayor Jaraula hopes that redesigning the giant fountain at the Gaston Park will boost Cagayan de Oro City’s image as an ideal investment and tourism destination in this part of the country. According to Mayor Jaraula, the state-of-the-art ‘dancing fountain’ will feature a spectacular and excellent display of water and lights that will surely provide great amazement and breathtaking view to the residents, visitors and tourists.

Construction of the Golden Mile has now reached the back portion of the St. Augustine Cathedral Compound. The contractor, UKC Builders Inc., is fast-tracking the initial phase of construction which is the river protection. Concrete piles for river protection are now in place from Toribio Chaves Street up to riverside near Golden Friendship Tennis Court and St. Augustine Cathedral.

Based on the plan below, the accomplishment is now marked with color Yellow.

The depth of the piles driven can be seen in the photo below. The numbers indicated on the piles are in meters so this one below is nearly 6 meters deep. Pile driving is also on-going just beside it.

Before the development of the Golden Mile, this area below the Carmen Bridge has long been the haven for rugby boys and prostitutes giving quick pleasures to prospective customers. With the project, this will be eliminated but of course, security guards and night patrols of tanods will also have to help.

In less than a month, the Golden Mile has reached such accomplishments worthy to be noted. It is a flagship project of Mayor Jaraula and designed to attract more investors and tourists. The Golden Mile will also connect to the Paseo del Rio Mixed Use Development Project which is another big investment and also slated to start late this year.

Cagayan de Oro City (22 July) -- Positive things are now shaping up for Cagayan de Oro City's unprecedented growth and development.

This, after City Mayor Constantino G. Jaraula recently announced that the construction of the new multi-level City Hall Legislative and Administrative Building Project will jumpstart next month.

The City Hall Legislative and Administrative Building Project is considered as one of Mayor Jaraula's top priority projects which aims to give the members of the City Council and the general public a more spacious and convenient workplace.

Other notable positive developments, Mayor Jaraula said is the fast tracking of the implementation of the P10.7-million river bank protection project which is part of the initial phase of the "Boulevard Along The Riverbank Project".

The City Mayor hopes that the river bank protection project- an integral part of the 600-meter "walkway" from City Hall to Kagay-an Bridge and the kilometer-long "Golden Mile" from Toribio Chaves Street to J.R. Borja Street, would be finished before the city fiesta celebration on August 28.

Part of the conceptualization of the "Golden Mile" is the construction of a walk bridge with a viewing deck and coffee-cum-souvenir shop that will span across Cagayan de Oro River, from the present Amphitheater area connecting towards barangay Carmen on the opposite riverside.

Jaraula said another project that recently started is the redevelopment of the Gaston Park into a theme park depicting the rich, unique arts and culture of the Chinese, Korean, Japanese and Filipino people through creative landscaping.

Mayor Jaraula is also planning to install a state-of-the-art dancing fountain on the Gaston Park, featuring a spectacular display of water screen and lights that will surely provide an amazing and breathtaking spectacle for residents, visitors and tourists.

To give tourists and sightseers more convenient and hassle-free time while strolling around Gaston Park, the City Mayor bared plan to convert the present tennis court near Cathedral into a multi-level pay parking building through a build-operate-transfer (BOT) scheme, thus, make the park's surrounding a no-parking area for motor vehicles.

These developmental efforts, according to Mayor Jaraula is geared towards the realization of what he called as "interior decoration projects", noting that the major infrastructure facilities have been undertaken by the previous administration. (City Information Office) [top]

The Press Freedom Monument located at the southwest corner of Vicente de Lara Park is almost finished. Renowned Filipino Sculptor Eduardo Castrillo has completed the bronze figures for the monument dedicated to the members of the media who died while performing their work. The monument is scheduled to be unveiled on August 21, 2009, to coincide with the Assassination of Sen. Benigno “Ninoy” Aquino.

THE Philippine Ports Authority (PPA) is looking at constructing a slaughterhouse near its Cagayan de Oro port to push hog growers to ship processed meat instead of live hogs or cattle.

PPA said shipping processed meat is cheaper and leads to less delays than shipping live animals, which are oftentimes seen as pollutants. PPA general manager Atty. Oscar Sevilla said he has asked the port cargo handler, Oro Port, to look into the establishment of the slaughterhouse, which he said is the only missing facility in the Cagayan de Oro port.

“Oro Port is now trying to arrange a meeting with possible slaughterhouse operators as well as port users to come up with an agreement to properly implement the project,” Sevilla said.

“Once implemented, we could prevent pollution in our ports which is a problem in shipping live animals… at the same time prolong storage resulting in higher margins,” he added.

Cagayan de Oro is one of the biggest suppliers of hogs and cattle nationwide. Most shipments — especially those bound for Manila — are reportedly rejected for pollution, causing delays even for shipping lines.

Last year, Solid Shipping Lines — one of the country’s largest carriers of hogs and cattle from Cagayan de Oro to Manila — stopped offering live hog shipping services after North Harbor port authorities prevented the company from discharging such cargo as a precaution against further polluting Manila Bay.

Earlier 2GO, the logistics arm of the Aboitiz Transport System Corp, urged shippers to use cold chains to prevent health and sanitation issues, and help rein in costs.

2GO, which has its own string of cold chain facilities located in different ports nationwide, said not all ports have proper sewerage facilities to process cattle waste.

The long delayed redevelopment of the City Amphitheater at the western tip of Divisoria along Burgos Street has finally began. Accordingly, the awarding for the winning bidder of the project was completed just last week. Prior to that, layouting has already been undertaken by engineers involved.

A single excavator is seen for the much needed ground works. Quite a number of deep excavations inside the park were noted so far. Underground electrical wirings for the globe lights were also removed.

According to the plan, the existing amphitheater will be demolished and a new design will be built on an elevated platform above Burgos Street connecting to the 30-storey tower as repeatedly announced by Mayor Constantino Jaraula in many gatherings in the city. The space below the park will be utilized for parking.

Drainage lines along Tirso Neri Street just beside the park are being rehabilitated as of this post.

The Press Freedom Monument was unveiled last Friday, August 21st, at the Misamis oriental Capitol grounds as the country celebrated the 26th anniversary of the killing of Ninoy Aquino who was a journalist himself before joining politics. It was also the anniversary of the suspension of habeas corpus by the former dictator Ferdinand Marcos.

In his message at the ceremonies, Governor Oscar Moreno answered all the criticisms hurled at him and at the project and said that this was his administration’s tribute to the members of media and to the freedom of the press.

Guest of Honor was Hon. Etta Rosales , Co-chairperson of the Philippine Coalition for International Criminal Court. She is a former party List Congressman and a human rights fighter herself.

The monument was designed by Internationally renowned artist-sculptor Eduardo Castrillo who is known nationally for his People Power Monument at EDSA, The Execution of Rizal at the Luneta and the various pieces in Singapore, Washington DC, Geneva Switzerland, Jeddah Saudi Arabia, Paris France, San Diego and Los Angeles California, Seville Spain Poland, New York, Guam, HongKong, not to mention the various exhibits he has staged in other parts of the world.

In 1971 he received the prestigious Republic Cultural Heritage Award, the forerunner of today’s controversial National Artist award. He was also a recipient of the Ten Outsatnding Youngmen of the Philippine Jaycees.

The Press Freedom Monument is his frits project in Mindanao and is significant to him since his eldest son Mier studied here at Xavier University and now resides in Cagayan de Oro.

In his Message, Castrillo explained that his philosophy is to inculcate in the Filipino a sense of cultural grandeur and to educate specially the youngabout essentials things in our lives: the importance of heritage and heroism and the struggle for freedom.

The monument has three figures, a fallen woman, who, according to Castrillo, represents the woman journalist Marlene Esperat of The Midland Review of Tacurong City, who was slain in front of her children on March 24, 2005. She is carried by a broadcast media man with a microphone while standing behinmd them is a print journalist with a camera around his neck.

Behind the main figures is a wall with the names of the slain members o media, slain since 1986, after the restoration of freedom. To date there have been 104 members of media slain, the latest of which is Godofredo Linao, Jr. of Radyo Natin in Barobop, Surigao del Sur, who was slain last July 26, 2009.The Press Freedom Monument is the first in the world. It is prayed that with this the media Killings will stop and no more names will be added to the list.

STUNG by criticisms on Capitol's P27 million Heritage Park project, Misamis Oriental Governor Oscar Moreno said the project is set for completion in time for the province's 80th founding anniversary next year.

"Heritage is priceless," Moreno said during the unveiling of the controversial Press Freedom Monument at Vicente de Lara Park in front of the Provincial Capitol.

"It is an inspiration you can't buy, an inspiration that goes beyond generations to bring back honor, pride, and dignity to Misamis Oriental," Moreno said.

Moreno has been criticized for building the multi-million monument in honor of fallen journalists, one of two monuments envisioned for the heritage park project.

In an earlier report, Capitol officials said the cost of the heritage park project, aside from the Press Freedom Monument, includes a yet to be built heritage monument, a sculptured stage dubbed Paskuhan sa Kapitolyo, and the renovation of the main pond between the obelisk and the waiting shed. Cost originally stood at P50 million but was brought down to P27 million after negotiations with artist Eduardo Castrillo, the monuments' creator.

Various quarters in media hit Moreno for building the monument, saying Capitol must provide a full accounting of the funds used for the project which, according to Moreno, costs about P9 million to build.

"We're not doing this in partnership with anyone. We are doing this for people in the media," Moreno said referring to the Press Freedom Monument.

"I have been criticized for putting up this project but I should be thankful because without criticism, leadership is nothing," Moreno said.

Internationally renowned artist-sculptor Eduardo Castrillo designed the Press Freedom Monument, and it's his first project in Mindanao.

Castrillo, whose son is married to a daughter of Mindanao Current publisher Ed Montalvan, said the monuments will be his contribution to Mindanao.

The Press Freedom Monument has three figures--a fallen journalist woman held by a broadcast media man with a microphone and standing behind them is a print journalist with camera around his neck.

Behind the three figures is a wall with the names of slain journalists engraved in bronze plates.

CAGAYAN DE ORO CITY – A Press Freedom Monument, newly constructed by the provincial government of Misamis Oriental in honor of Filipino journalists slain for the past three decades, was unveiled during appropriate rites held here recently.

The monument, located at the Vicente de Lara Park near the Cagayan de Oro City Press Club building and a radio station, was commissioned by the Misamis Oriental Gov. Oscar Moreno and produced by prominent Filipino sculptor Eduardo Castrillo.

Moreno told mediamen that the monument is his “administration’s modest contribution to press freedom and democracy” adding that the monument is a part of some P25-million heritage project that would convert the De Lara Park, which is in front of the provincial capitol, into a heritage park and is scheduled to be completed by early 2010.

The Press Freedom Monument is in the form of a tableau made up of three bronze-cast figures which pays tribute to the members of the Fourth Estate, most of them based in the provinces, who mostly lost their lives in line of duty.

According to Moreno, the figures depict various aspects of a journalist’s job including radio broadcasting, reporting and photojournalism.

Placed at the left side of the figures is a wall that holds some 100 bronze plates each containing the names of slain media practitioners, their news clubs and date of their death.

THREE Misamis Oriental towns will benefit from P40 million worth of infrastructure projects from the Australian government following the signing of an agreement at Capitol Wednesday.

Australian Ambassador Rod Smith signed the document for the Australian government opposite Misamis Oriental Governor Oscar Moreno in front of Local Government Undersecretary Austere Panadero and local government officials.

Identified for the projects were Opol, Claveria, and Balingasag with Opol chosen as the pilot area covering four barangays such as Patag, Bagocboc, Tingalan, and Nangkaon.

The projects, funded by the Australian government through the Australian Agency for International Development (AusAID), are part of 10 undertaken under the Southern Philippines Provincial Road Management Program.

The program is to be implemented under Provincial Road Management Facility (PRMF) covering Visayas and Mindanao.

PRMF extends financial assistance to recipient provinces for the maintenance of core provincial road sections.

Misamis Oriental is among the beneficiary provinces of this program together with Bukidnon, Misamis Occidental, Surigao del Norte, and Agusan del Sur in Mindanao.

The program is aimed at addressing the existing poor provincial road conditions by providing funding for the rehabilitation of existing provincial roads and bridges and their subsequent maintenance. It also aims to strengthen institutional capacity within the provincial government to improve road sector planning and management.

In July 21, President Gloria Arroyo led the groundbreaking of the national government’s provincial road maintenance facility project in Impasug-ong Bukidnon. It was also funded by the Australian government through AusAID.

Moreno thanked the Australian government for choosing Misamis Oriental as one of the beneficiary provinces for the program.

Ambassador Smith said these roads can also improve the population’s access to essential services such as health and education, and this in turn will improve their social capital and enhance household welfare and well-being.

A replica of a Chinese Pagoda can now be seen at the Gaston Park. In earlier press reports, the park will have Chinese, Japanese and Korean Cultures. Still, the park is closed to the public but the park facelift project has been done carefully.
I believe the pagoda will sit at the side of a small pond as seen below.

4 barangay infra projects worth PhP1.6M approved
Cagayan de Oro City (10 September) -- City Mayor Constantino "Tinnex" Jaraula recently approved the implementation of four barangay infrastructure projects costing some PhP1,625,385 million under the 2009 20% Development Fund.

These include the P754,300 proposed relocation of a mini-market at barangay Cugman; construction of P200,000 drainage system at Zone 2, barangay Cugman; construction of P254,100 covered drainage at Barangay 17 and the installation of P416,985 two units of fire hydrants at Abellanosa and Burgos Streets in Barangay 17 this city.

In a related development, Mayor Jaraula gave a go-signal for the construction of a drainage system at Zone 6 in barangay Carmen as he directed City Engineer Jorie Bingona to immediately prepare the program of works so as to address perennial flooding in the area. (PIA) [top]

Renowned sculptor Ed Castrillo has started the groundworks for the Heritage Monument at the Vicente de Lara Park fronting the Provincial Capitol of Misamis Oriental. His staff are laying the steel bars which will act as the main supports for the sculptured figures. The main obelisk area have been isolated by temporary aluminum sheets.

In earlier press releases, Castrillo said the monument will “herald the rich history and aspirations of the citizens of Misamis Oriental” and will “illustrate Misamis Oriental’s history, culture, natural wonders, values, socio-economic aspirations and dynamic transformation”.

The monument will have all sides of the obelisk covered by several figures from the Spanish Period up to the modwern era of the growing metropolis.

According to the workers onsite, the figures are now being made by Castrillo in Manila and will be shipped to Cagayan de Oro once finished.

The final piece of the city road network at the proposed Paseo del Rio site is nearing completion. Except for the portion near the Bell Church property, the 4-lane road is now connected to the Rodelsa Circle, aptly named for the rotunda in honor of Rodolfo and Elsa Pelaez who donated the property to the city government.

UKC Builders, the road contractor has completed almost half of the road length. They’re currently working on the drainage lines along the side of the road.

me too, di ko rin alam na may taoist temple sa cdo....ibig sabihin CGYanon di natin talaga masasabing kikila natin ng lubos ang CDO maraming bagay na dapat mo i explore pag uwi mo at you need to give time, REALLY.....ako i told darky na di biro mag ikot2x hirap....kaya we have to give a big credit to dark and the rest of the guys who really tried their best to show us updates every now and then to all cdo & mis or.constructions and activities.

I had my apartment near to that temple few years ago. There are lots of Chinese residing in that area.

PROJECT WATCH: City Amphitheater Redevelopment updates as of October 9

The iconic shell of the City Amphitheater is now being demolished. Workers are seen drilling holes onto the concrete floor of the stage. At the same time, two (2) back hoes continue excavating the soon to be parking area beneath the elevated park.

Wide steel bars are also seen at the site believed to be used as horizontal beams for the elevated structure. Concrete columns or pillars have been erected so far that will serve as the park’s main supports.

CAGAYAN DE ORO CITY, Oct. 16 (PNA) -– The city government of Cagayan de Oro is fast tracking the construction of five major drainage system projects worth P14,162,559.05 million.

City Mayor Constantino G. Jaraula ordered the city’s engineering division and other concerned department heads to fast-track the construction in order to address the inadequate drainage system which greatly contributed to the overflowing of drainage and open canals along the main thoroughfare of the city, particularly at Divisoria area and other low-lying areas of this frontier city of Northern Mindanao region.

These on-going constructions are the construction of drainage along T. Neri Street from Burgos Street to Capistrano Street (Phase 1) amounting over P2.20 million; drainage along T. Neri Street from Capistrano Street to Apolinar Velez Street (Phase 2) at P1,408,068.14; drainage along T. Neri Street from Apolinar Velez Street to Corrales Street (Phase 3) totaling P1,287,348.48 million; drainage system along Hayes Street from Corrales Street to City Hall with a project cost of more than P4.57 million and the drainage system along Yacapin Street from Corrales Street towards Cagayan de Oro River amounting to more than P4.68 million.

“We must redouble our effort to complete this major drainage system,” Mayor Jaraula said.

The city government is also allocating P5 million for massive tree planting program around the city as part of intensified reforestation and greening project.

Mayor Jaraula ordered the City Budget Office and the City Treasurer's Office to set aside the P5 million allocation for the project. (PNA)

CAGAYAN DE ORO CITY – Mainly due to the continuous calamities hitting various parts of the country, the city government here is fast tracking the construction of five major drainage system projects worth P14,162,559.05.

City Mayor Constantino G. Jaraula ordered the city’s engineering division and other concerned department heads to fast-track the construction in order to address the inadequate drainage system which greatly contributed to the overflowing of drainage and open canals along the main thoroughfare of the city, particularly at the Divisoria area and other low-lying areas of this city.

These on-going constructions are the implementation of drainage system along T. Neri Street from Burgos to Capistrano Streets (Phase 1) amounting P2,208,396.13 million; drainage along T. Neri Street from Capistrano to Apolinar Velez Streets (Phase 2) costing P1,408,068.14 million; drainage along T. Neri Street from Apolinar Velez to Corrales Streets (Phase 3) totaling P1,287,348.48 million; drainage system along Hayes Street from Corrales Street to City Hall area with a project cost of P4,578,257.29 million; and the drainage system along Yacapin Street from Corrales Street towards the Cagayan de Oro River amounting to P4,680,489.01 million.

“We must redouble our efforts to complete this major drainage system,” added Jaraula.

Meanwhile, the city government is setting aside an allocation of P5 million for massive tree planting program around the city.

The city government has intensified the implementation of massive tree planting and reforestation project.

Jaraula ordered the City Budget Office and the City Treasurer’s Office to set aside the allocation intended for the greening project.

While he expressed the city government’s deep sympathy to the typhoon victims’ predicament, Jaraula underscored the importance of massive tree planting and reforestation in upland areas in order to mitigate the adverse effects of flooding.

“Greening our vacant lands is a big factor and I urge everyone to plant more trees in their respective lands,” said the city’s chief executive.

Though admitted that it is hard to go against the wrath of nature, Jaraula pointed out that the best thing to lessen the impact of damage brought about by flooding is through preventive intervention.

Jaraula recounted the devastating flood that hit this city last January where he cited the need to divert the flow of the main drainage system in the city directly to the Cagayan de Oro River.

The long-delayed 3rd bridge access road or the new western highway can now be seen by the public as significant progress of construction has been noted lately. The above photo is at the Igpit Section near the proposed intersection of the National Highway.

Progress was very positive as the new highway, although still in the initial earthfilling stage, can now be observed. The Igpit-Barra section shown below can accommodate six lanes.

Influx of tourist arrivals noted in Northeastern Mindanao

BUTUAN CITY, Nov. 4 (PNA) -– The tourism industry in the Caraga region is vigorously picking up as influx of tourists both domestic and foreign is noted at various tourist spots in the region, tourism officials in their assessment on Tuesday stated.

However, officials of the government’s tourism department said local government units (LGUs) have vital roles to play in “strengthening the tourism industry” in their respective tourism destination.

“Many potential tourism areas are already existing and these tourism spots must be developed,” said Northeastern Mindanao Tourism Regional Director Letty Tan.

She said records of tourist arrivals before the observance of All Saints and All Souls' Days is very high compared to previous year.

Caraga region has 499 breathtaking tourism sites. Among these are the 102 hectares beaches, 72 waterfalls, 45 caves, and 32 lakes spread at various cities and provinces in the region,

Some of these are the Magkawas Falls in Lanuza town, Surigao del Sur, the Malinawa Cool Spring in Cantilan town, also of that same province, and the Pansukian in General Luna, Siargao Island, in Surigao del Norte.

However, exciting places where tourists are continuously mushrooming are the famous surfing and fishing capital in Siargao Island in Surigao del Norte and the more than 40,000 hectares Agusan Marsh in Agusan del Sur.

The tourism agency, under the leadership of Tourism Secretary and Caraga's Cabinet Officer for Regional Development (CORD) Ace Durano, is encouraging the local officials to continue helping develop these “very potential tourism areas,” stressed director Tan.

Tourism authorities assured Butuanons and Caraganons that tourism development is a priority in the country.

Tan appealed to the governors and mayors in the region to continue developing their identified tourism areas, “because tourism is one of your major industries in Caraga region.”

It was noted that Butuan City, Agusan and Surigao provinces and Caraga are among the latest additions to the beautiful regions of the country that are being given top priority under DOT's tourism development program.

The tourism officials in the region challenged the LGUs to “work hand-in-hand in achieving the goal to make this region one of the tourism destinations in the country today”.

“Everybody should work together so that services will surely be delivered for the development of the region," added Tan.

She said tourism industry in the region also increased more income and employment generation, in line with the government’s Comprehensive Livelihood and Emergency Employment Program (CLEEP) projects.

Also added to the industry is Republic Act 9593, otherwise known as the "National Tourism Policy Act of 2009" which takes effect this month, that also enhance in promoting the tourism industry of the country.

The National Tourism Policy Act of 2009 was signed into law by President Gloria Macapagal-Arroyo on May 12, 2009 during the culmination of the two-day One Visayas Summit on Climate Change inside the Imperial Palace Waterpark Resort Hotel and Spa in Cebu.

The law declares a national policy for tourism as an engine of investment, employment, growth and national development.

It also gives a boost to the country's tourism industry, strengthening DOT and its attached agencies to effectively and efficiently implement tourism policies. (PNA)

House approves MinDA Bill on 2nd reading -- MEDCo

ZAMBOANGA CITY, Nov. 14 (PNA) -- The House of Representatives has approved on second reading House Bill No. 6958 that seeks to create the Mindanao Development Authority (MinDA).

Once the measure becomes a law, MinDA will become a permanent agency that will integrate the socio-economic development of Mindanao.

“After a series of committee deliberations at the House, the chamber in plenary session passed House Bill 6958. The bill’s approval on third and final reading is expected next week,” the Mindanao Economic Development Council (MEDCo) said in a statement.

MEDCo said the passage of the bill at the House on Tuesday heralds a longed-for development after efforts in pushing for the creation of a permanent Mindanao development agency has been delayed for more than five decades.

Previous advocacies for the creation of the first Mindanao Development Authority (MDA) dates back to 1960.

H.B. 6958 seeks to strengthen the existing MEDCo into a more permanent institution, which would ensure the continuity and consistency of inter-regional and Mindanao-wide programs as well as ensure a permanent mechanism that provides a coordinated and rationalized platform for program implementation and monitoring, investment promotion, as well as policy advocacy for Mindanao.

Established in 1992 through Executive Order 512, MEDCo operates as the only existing Mindanao-wide government mechanism that provides a coordinated and rationalized platform for program implementation and monitoring, investment promotion and policy advocacy for Mindanao.

Deputy House Speaker Simeon Datumanong, principal author of the bill, underscored the urgent need for an institutionalized agency that looks beyond regional concerns in Mindanao.

The MinDA, when created, shall also “act as implementing agency for Mindanao-specific interregional and Mindanao-wide programs and projects.”

The authority shall cover all provinces and cities in Regions 9, 10, 11, 12, Caraga and the Autonomous Region in Muslim Mindanao (ARMM).

“While it has been a national government’s pronouncement to put special attention to Mindanao, there is a need for an agency that can actively articulate the Mindanao agenda and push it to become part of the national government priorities,” Sultan Kudarat Rep. Datu Pax Mangudadatu said.

When enacted into a law, the MInDA shall also act as the Philippine Coordinating Office for the Brunei Darussalam-Indonesia-Malaysia-the Philippines East ASEAN Growth Area (BIMP-EAGA), the lead government agency in coordinating the formulation and implementation of all Philippines-EAGA activities, programs and projects.

It shall also be the prime agency that will advocate for the adoption and approval of policies as well as promotion of initiatives for Mindanao and Palawan’s active participation in the BIMP-EAGA cooperation.

SOCSKSARGEN Federation of Fishing Association and Allied Industries Inc, (SFFAII) president Marfenio Tan said that a permanent mechanism for a holistic Mindanao development will be put in place once H.B. 6958 will be enacted into a law.

The Senate is set to deliberate on second reading next week the Mindanao Economic Development Authority (MEDA) bill, the Senate’s counterpart bill of MinDA.

“Mindanao should not only be seen as a promise and the fulfillment is in Manila. MEDA can be the champion as an institution,” said Fr. Albert Alejo, project director of Konsult Mindanaw, who was one of the hearing’s resource speakers. (PNA)

Second District Congressman Rufus B. Rodriguez led the groundbreaking of the construction of the coastal road that will connect to the third bridge in the city.

The event took place at San Juan II at Lapasan last week in the presence of the DPWH Regional Director Jerome dela Rosa and Barangay officials.

The first phase of the project will be the reclamation of the land from the sea which will then be followed by the construction of the road that will connect from J.R.Borja, Gusa to Macabalan. The entire project will cost around 1.5 Million pesos.

In an interview with members of media, DPWH regional director de la Rosa said that the funds for the road project is already available and were already released earlier. P400 Million was already released in 2007 and before, P400 Million in 2008, P235 Million in 2009 and P460 Million which has been included in the 2009 budget recently passed by the House.

“We therefore expect to finish this project within 2010,” de la Rosa said.

As explained by DPW engineers, the coastal boulevard will be a four lane road with an island in the center which will act as a sea wall. It will automatically improve the existing coastal road in the barangay to the delight of the residents.

“This road is expected to decongest traffic in the main highway (C.M. Recto) because vehicles from and to Bukidnon will no longer need to enter the city but may now use the coastal road to go to the pier area or even proceed to the western part of the city,” the engineers said.

The propose road will connect to the 3rd bridge which is now being finalized with the filling and paving of its approaches at both ends. Presently they are now filling the proposed road at Igpit, Iponan which will completely open the 3rd bridge.

After the completion of this project the next phase will be to extend the road up to Puerto which will then connect to Sayre Highway.

The construction of the road will start right away and will continue until it is finished, even during the election period because it will no longer be affected by the election ban.

In his speech, Congressman Rodriguez explained that upon completion, this coastal boulevard will be like the Roxas Boulevard in Metro Manila where people can also roam and enjoy the breeze from the sea.

“It will make our city more beautiful, with a coastal boulevard that not all cities can have,” Rodriguez said.

Trouble at the Water District

The city will proceed with the construction of a water reservoir in Indahag to service the needs of the residents in the eastern part of the city.

This was announced by Mayor Constantino G. Jaraula in a special press conference he called for the purpose.

The mayor said that an agreement had already been arrived at among the city government, the Cagayan de Oro Water District (COWD) and the Rio Verde Water Resources (RVWR) which was supposed to be in a Memorandum of Agreement prepared by the COWD. The agreement has not been signed and forwarded to his office “due to unresolved matters pertaining thereto within the COWD.”

According to the mayor the COWD did not sign the MOA because of the objections raised by FLOW, the labor union at COWD, which they had voiced to media.

Jaraula stressed that in the exercise of general welfare the city has to proceed with the project and the COWD has the option to adopt it or not.

If the COWD will not adopt the project the mayor said that they will be forced to deal directly with RVWR and the consumers as well.

“If this will come to this point then we will be forced to organize cooperatives in the areas that will handle the distribution of the water from the city’s reservoir,” Jaraula said.

The mayor explained that the reservoir will not just supply the water needs of Indahag but will include Aluba and Mandumol in Macasandig, Kamacawan, Camaman-an, Lapasan, Gusa and all the way to Bugo.

The reservoir will have 3 main lines, the main line that will proceed to Camaman-an, the 2nd line which will cover Camacawan, Mountain Meadows, Capistrano Complex and all the way to Bugo and the 3rd line that will pass Allegria Hills and to the Aluba reservoir that supplies the areas east of the river.

Jaraula explained that the existing problem at the COWD between the Board and the employees have caused the delay of the MOA.

A word war had erupted between the Board Chairman Joel Baldelovar and the COWD employees because of his having expressed his dissatisfaction on Engr. Bienvenido Batar, the assistant general manager who acted as general manager upon the retirement of its former general manager. Batar also criticized the proposed MOA because it originally provided for 10 thousand cubic meters of water whether consumed or not. The COWD employees wanted it limited to what is consumed.

The statement of the mayor was contained in a letter he addressed to Mr. Joel Baldelovar, Chairman of the Board of COWD and Engr. Bienvenido Batar, who was then the acting general manager.

MANILA, Nov. 16 (PNA) -- Considering the importance of infrastructure facilities to support the fast growing economic potentials in Mindanao, the Department of Public Works and Highways (DPWH) completed two road rehabilitation projects in Cagayan De Oro City.

DPWH Acting Secretary Victor Domingo said that the P16.9- million road rehabilitation project in Sayre Highway and the P25-million road rehabilitation projects along Cagayan De Oro-Bukidnon Road were completed on schedule.

"These two road rehabilitation projects are part of President Gloria Macapagal Arroyo's infrastructure investment program in Mindanao Area not only to speed up travelling time going in and out of the metropolis of Cagayan De Oro City but also to open up more investments and employment opportunities in Northern Mindanao," Domingo said.

The road rehabilitation works along the Sayre Highway involves the concreting of 950 lineal meters of concrete road and 357 lineal meters of lined canal in Puerto section.

Meanwhile, the rehabilitation works in Cagayan De Oro-Bukidnon Road includes the concreting of 1,970 lineal meters of road shoulders leading to the city airport road.(PNA) LOR/LBV

Cagayan de Oro City Mayor Constantino ‘Tinnex’ Jaraula together with local tourism officials recently inspected Monigue Cave – an underground cave that stretches from barangays Mambuaya, Bayanga and Dansolihon which contains beautiful sparkling formations of stalactites and stalagmites.

Mayor Jaraula stressed the importance of the development of Monigue Cave as a major tourist destination in the city. Interestingly, the cave is also near the proposed bioethanol plant of Alsons.

Located at Barangay Mambuaya, the cave entrance is flowing water from an underground stream. The cave has a small opening that seems too narrow to be passable, it has a six (6) inches airspace between ceiling and water that you have to submerge yourselves one by one, equipped with a helmet and a waterproof cap lamp. The cave contains a beautiful sparkling formations which are called calcites. These stalactites and stalagmites, white and brown, are sign of oxidized materials that take 50-60 years to form an inch. There are formations of flowstones, gurpool-resembling rice terraces, transparent crystals and picturesque speleothems, such as cathedral drapes and icons.

Monigue Cave is one of three (3) historical sites recommended last year by the Historical Site Development Committee (HSDC) for future development. Others are Macahambus Cave which is currently being renovated and Calavera Cave at Upper Macasandig.

Last year, Jose Gonzaga, chair of the HSDC disclosed that the committee planned to coordinate with Ayala Lands Inc., developer of Alegria Hills in the highlands of Indahag and Macasandig to include as part of their area development, the establishment of a view deck on a hill across the Calavera Cave.

The view deck at the Calavera Park will give a vantage view of the city’s urban landscape, Macajalar Bay, Laguindingan Airport, Camiguin Island and Balingasag. I don’t know the status of this proposal though.

The planned Cagayan de Oro City coastal superhighway from Macabalan to Gusa will soon start after the ground breaking recently by Cong. Rufus Rodriguez at Lapasan. Rodriguez said the four-lane coastal highway is a 12-kilometer shoreline concrete road that would finally settle in Puerto and Bugo, the last barangay of Cagayan de Oro City’s eastern district.

Accordingly, the first phase, would cost some P600 million and will begin at at the shoreline of Macabalan to Gusa. An initial P120 million has been alloted by the Department of Public Highways (DPWH) to be used to reclaim the shorelines along Lapasan toward Gusa. DPWH is also scheduled to release another P360 million in 2010.

The remaining balance of the P1.4 billion project cost will be undertaken by the next administration since funding for the project is already approved.

A DPWH official said that the coastal superhighway is scheduled for comletion in 2011. Once completed, the coastal highway will serve as a major alternate road that would definitely decongest traffic in Cagayan de Oro City.

After the laying of the time capsule, Rodriguez joined DPWH officials led by Director Jerome de la Rosa on an ocular survey of the expanse of the proposed Cagayan de Oro coastal superhighway and the proposed reclamation of the shoreline along Macabalan Bay’s northeastern shores aboard coastguard patrol boat BRP Romblon (SARV-3503).

Rep. Rufus Rodriguez, (2nd District, Cagayan de Oro City), on Friday led the ground breaking rites to signal the start of the ambitious P1.4 billion ‘Cagayan de Oro Coastal Super Highways” on the shorelines of Macabalan Bay area in Cagayan de Oro City.

The super highway would start from the foot of the P300 million “third bridge” in Barangay Puntod as its “access road” toward the coastal barangay of Gusa, east of Cagayan de Oro City.

Rodriguez said the four-lane coastal highway is a 12-kilometer shoreline concrete road that would finally settle in Puerto and Bugo, the last barangay of Cagayan de Oro City’s eastern district.

He said the first phase, now gaining headway costing some P600 million, starts from barangay Puntod to the shoreline of Macabalan, then to Lapasan and finally to Gusa.

At the moment, the Department of Public Highways (DPWH) has an initial P120 million that would be used to reclaim the shorelines along Lapasan toward Gusa, Rodriguez added.

The public works and highways which is undertaking is also scheduled to release another P360 million in 2010.

The remaining balance of the P1.4bn project cost will be undertaken by the next administration since funding for the project is already approved, he said.

He said there would be “minimal displacement” of residents along the shorelines since the highway will be constructed on the reclaimed portion of the coastline.

“After reclaiming the area, residents could then process titling of their lots since the area will be declared alienable disposable, too,” Rodriguez added.

A highway official said that the coastal superhighway is scheduled for comletion in 2011.

Once completed, the coastal highway will serve as a major alternate road that would definitely decongest traffic in Cagayan de Oro City’s downtown district, Rodriguez said.

“By that time, the city council should pass an ordinance prohibiting cargo trucks and haulers to pass through the city’s busy streets particularly along Claro M. Recto St. to not only decongest traffic but also avoid vehicular accidents,” he added.

Rodriguez, accompanied by wife Nenen, was assisted by highway and barangay officials in Lapasan where the laying of the “time capsule” was held witnessed by barangay residents and dozen of local media.

After the laying of the time capsule, Rodriguez and highway officials led by Director Jerome de la Rosa boarded a rubber boat where they were ferried to a coastguard patrol boat “BRP Romblon (SARV-3503),” docked some two-kilometer away from the shorelines.

Commodore Ed Gongongan, Commander of the Philippine Coastguard 2nd District and his men welcomed Rodriguez and his party to a boat ride where they had an ocular survey of the expanse of the proposed Cagayan de Oro coastal superhighway and the proposed reclamation of the shoreline along Macabalan Bay’s northeastern shores.

CAGAYAN DE ORO CITY, Nov. 18 (PNA) –- To propel further economic boom, a P1.4-billion road network and bridge project is on its way in Northern Mindanao region.

The four lanes road network will be from Barangay Igpit, Opol town in Misamis Oriental to Barangay Puerto (traversing Barangay Iponan), Cagayan de Oro City.

The project is under the flagship program of President Gloria Macapagal Arroyo and Department of Public Works and Highways (DPWH) Secretary Victor Domingo.

Early this week, Cagayan de Oro City’s Second District Rep. Rufus Rodriguez and top regional, provincial and city officials of DPWH led by Regional Director Jerome de la Rosa led the capsule laying and ground breaking of the project at Lapasan of that same city.

“This project will definitely solve our traffic problem in the national highway in going to Iligan City, Bukidnon and Butuan City,” Director De la Rosa said.

After completion, economic boom will continue in Cagayan de Oro City, one of the fastest growing cities in the country today, Rodriguez said.

The project will be completed next year, De la Rosa said.

Meanwhile, the DPWH Region 10 also reported that the P1.5 billion Bukidnon-Talaingod (Davao del Norte) Road Section is in the final stage for completion before the end of this year or early next year.

On the other hand, Northeastern Mindanao (Caraga region) DPWH Regional Director Dr. Evelyn T. Barroso also reported that the P1.7 billion remaining packages of the Surigao-Davao Coastal Road Section is in full swing and also set to hit the time line in 2010.

Five packages of the Surigao-Davao Coastal Road were already completed, ahead of schedule, added Director Barroso. (PNA)

The steel frames for the new City Legislative and Administration Building are now in place and one can see the exact location of the structure. The building is targeted for completion in May next year and will certainly decongest the city hall.

The building also extends to the south part of the city hall complex along the Golden Mile project of Mayor Tinnex Jaraula. UKC Builders, Inc., trhe project’s contractor is using the same building technique in their Mallberry Suites expansion project, which is also nearing completion.

Cagayan de Oro City Mayor Constantino Jaraula is planning to construct a state-of-the-art city hospital somewhere along JR Borja Extension in Gusa. This will materialize if he pushes thru with the multi-billion loan being offered reportedly by some Korean investors.

Based on radio interviews and discussions in the City Council shown on TV, the new hospital will complement the existing JR Borja Hospital at Carmen which has been a subject of criticisms from the political opposition.

The new hospital will cater to mostly residents coming from the eastern part of the city. Access to the city hospital has been hampered by traffic at the city proper and seems to be a little distant for east-based would be patients. Most residents also prefer Northern Mindanao Medical Center, another government hospital but more modern and better equipped than most government hospitals.

Accordingly, part of the loan being offered is also for the Golden Mile Project which is planned to be extended up to Macabalan.

The City Council has enacted an ordinance converting and designating the old tennis court located near the St. Augustine Cathedral as a pay parking area and authorizing its lease to any interested investor.

This will definitely provide more parking areas for church goers, clients of City Hall and the public. The old tennis court will be converted into a multi-level pay parking area. The perspective shows a three-level structure but this may still change depending on the investor’s proposal.

THE scheduled unveiling of a heritage monument next week at the Provincial Capitol grounds will be moved to February pending its final completion.

Maricel Casiño-Rivera, head of the Misamis Oriental provincial press office, said construction of the monument is still ongoing and is yet to be finished by Monday next week.

Earlier, the Provincial Government set the unveiling of the 23-foot heritage monument on January 11 in time for the opening of the annual “Tabo sa Umahan,” which highlights the province’s 80th founding anniversary celebration.

The heritage monument, situated at the center of De Lara Park, is one of the two monuments commissioned by the Provincial Government for P27 million with internationally-renowned Filipino artist Eduardo Castrillo.

The other one is the “Bayani ng Media” which was unveiled on August 21, 2009.

The monument, which will be made of brass, hopes to bring “a message of identity and gratitude, a message of hope, intelligence and destiny,” according to Governor Oscar S. Moreno when the projects were inaugurated early last year.

Once finished, the monument would depict two important historical events with which Misamis played significant roles-the Katipunan revolution and the Philippine-American War-with local war heroes Apolinar Velez and Nicolas Capistrano.

The monument would also feature the province’s natural landmarks, the Cagayan de Oro River, lush rainforest mountains and terrains, the historic Saint Augustine Church, a Kagay-anon mother with a child that would seek to capture the life of ethnic people, and the leaders who spearheaded the dynamic growth of the province in its early days.

At the left side of the monument would be seen the farming life of the province and a Muslim Maiden playing an indigenous instrument as she pays homage to the early settlers who contributed to the well-being and progress of the province.

The right side of the monument will show the noted leaders and statesmen who fostered the growth and gained the pride for Misamis Oriental, all of them having held the highest office in the National Government while at the lower side would stand Xavier University.

The official seal of Misamis Oriental and the bronze dedicational plaque and marker will serve as the monument’s base.

Aside from its tourism value, Moreno underscored the cultural significance of the monument to the province’s heritage and history. (Terry D.C. Betonio)

THE power crisis in Mindanao would not hamper the ongoing construction of the Laguin-dingan airport, the project’s engineer assured.


Engr. Delia Capicenio, project manager of the Laguin-dingan Airport Project Development (LAPD), said the construction would be completed on schedule despite the power shortage in Mindanao.

The Misamis Oriental 1 Rural Electric Service Cooperative (Moresco 1) earlier said it would not be able to meet the power demands of the airport because the National Grid rejected its request for additional power.

But “there is sufficient power for the construction of the Laguindingan airport,” Capicenio told The Gold Star Daily during the Department of Telecommunications and Transportation’s (DOTC) ‘‘Ulat ng Bayan’’ here on Monday.

Capicenio said the capacity of Moresco 1, contrary to its own pronouncements, is adequate.

The DOTC and Moresco 1 have yet to sign an agreement that once the airport becomes operational in 2012, the facility would increase its power capacity to 10 mva. Capicenio said 4 mva would be provided by Moresco 1 to LAPD.

For its operation, LAPD needs some 1.4 megawatts per month, Capicenio said.

Capicenio said even with the rotation brownouts brought about by the El Niño, LAPD can still operate due to its three diesel-fed standby generators.

In the event of a power outage, Capicenio said there would only be a two-minute delay before they could switch to their standby generators.

Meanwhile, Capicenio reported that as of Feb. 14, the Laguindingan airport is now 57.89 percent complete, and ahead of schedule by .47 percent. The breakdown:

• construction of cargo terminal, 5.55 percent complete;

• construction of crush fire and rescue building, 12.5 percent complete;

• construction of administration building, 4.5 percent complete;

• construction of powerhouse building, 12.74 percent complete; and

• runway is now 71.92 percent complete.

Capicenio said it is still possible for President Arroyo’s plane to land at the airport before she steps down this year.

Capicenio said the P229.133 million 4.4-kilometer access road from the highway to the airport has recently been completed.

Hanjin Heavy Industries Inc. is the airport project contractor. The access road was built by Vicente T. Lao Construction.

The airport’s funding comes from the Economic Development Cooperation Fund (EDCF)-Republic of Korea, US$30.50 million; Export-Import Bank of Korea, US$62.75 million. The government’s counterpart is US$60.36 million.

Capicenio said the funding for air navigation facilities, costing US$13.38 million, is still being finalized.

Gisugdan na... Pero, based sa rendering, murag lahi ila plano... Murag o basin arrival at the south side and departure sa north side, or the other way around... I heard VYE say a few years ago na both the arrival and departure bays will have one row each and can each accomodate 20 buses... With the present configuration, maglisud pag-accomodate ug more than 15 kay mubo ra baya ang western side na presently gigamit... Pero, huwat lang ta, Bai... Di man pud ko sure... :-)

initial phase would probably be 3km traversing 2 barangays, Lapasan and Gusa. This will also be connected to the coastal highway being built in the western part of CDO which is about 8-10 kms.

Northern Mindanao stands to benefit from PGMA's P815-M road project in Cagayan de Oro


CAGAYAN DE ORO CITY--The farming communities in the five provinces and two cities in Region 10 or Northern Mindanao stand to greatly benefit from the P815-M Cagayan de Oro 3rd Bridge and Access Road project, a priority infrastructure project of President Gloria Macapagal-Arroyo.

Northern Mindanao whose economy is mainly agricultural-based is composed of the provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, and the cities of Cagayan de Oro and Iligan.

The President, who arrived here this morning, inspected the Puntod-Kauswagan section of the said P815-million road project.

She was given a briefing on the progress done on the project by Department of Public Works and Highways Region 10 Director Jerome de la Rosa and Cagayan de Oro City Mayor Constantino Jaraula.

The road project, when completed will be the alternate route entry in the west and east. It is also expected to reduce vehicular traffic especially along the major highway leading to the Port of Cagayan de Oro, thereby enhancing socio-economic activities in the area.

Thus, agricultural produce from Northern Mindanao, and nearby provinces, can now be transported much faster and more efficient to the Visayas and even Luzon.

The Department of Public Works and Highways has so far accomplished 89.46 percent of the programmed works for the bridge project that links the city port road in barangay Puntod to the national highway in Opol, Misamis Oriental.

The project involves the construction of a 352-linear-meter long, four-lane pre-stressed concrete bridge with 11 spans; and the concreting of 8.46 kilometers of a four-lane road pavement along the coastal route.

Second District Congressman Rufus B. Rodriguez led the groundbreaking of the construction of the coastal road that will connect to the third bridge in the city.

The event took place at San Juan II at Lapasan last week in the presence of the DPWH Regional Director Jerome dela Rosa and Barangay officials.

The first phase of the project will be the reclamation of the land from the sea which will then be followed by the construction of the road that will connect from J.R.Borja, Gusa to Macabalan. The entire project will cost around 1.5 Million pesos.

In an interview with members of media, DPWH regional director de la Rosa said that the funds for the road project is already available and were already released earlier. P400 Million was already released in 2007 and before, P400 Million in 2008, P235 Million in 2009 and P460 Million which has been included in the 2009 budget recently passed by the House.

“We therefore expect to finish this project within 2010,” de la Rosa said.

As explained by DPW engineers, the coastal boulevard will be a four lane road with an island in the center which will act as a sea wall. It will automatically improve the existing coastal road in the barangay to the delight of the residents.

“This road is expected to decongest traffic in the main highway (C.M. Recto) because vehicles from and to Bukidnon will no longer need to enter the city but may now use the coastal road to go to the pier area or even proceed to the western part of the city,” the engineers said.

The propose road will connect to the 3rd bridge which is now being finalized with the filling and paving of its approaches at both ends. Presently they are now filling the proposed road at Igpit, Iponan which will completely open the 3rd bridge.

After the completion of this project the next phase will be to extend the road up to Puerto which will then connect to Sayre Highway.

The construction of the road will start right away and will continue until it is finished, even during the election period because it will no longer be affected by the election ban.

In his speech, Congressman Rodriguez explained that upon completion, this coastal boulevard will be like the Roxas Boulevard in Metro Manila where people can also roam and enjoy the breeze from the sea.

“It will make our city more beautiful, with a coastal boulevard that not all cities can have,” Rodriguez said.

SMC acquires majority stake in MRT-7 project

MANILA, Philippines – Diversifying conglomerate San Miguel Corp. (SMC) has signed a memorandum of understanding (MOU) with the controlling owner of Metro Rail Transit Phase 7 (MRT-7) for the acquisition by SMC of a majority stake in the railway project.

SMC president Ramon Ang told The STAR that they have entered into an agreement with businessman Salvador “Buddy” Zamora III, who owns 63 percent of Universal LRT Corp. (ULC), which in turn wholly owns the MRT-7 project. The agreement provides that Zamora will sell his majority interest in ULC to SMC.

Zamora acquired majority control of the ULC consortium in 2008 from its original proponent, Israeli businessman Eli Levin.

Ang said they are also exploring the possibility of investing in a light rail transit project in Cebu, as well as other projects in Cagayan de Oro, Davao, and Iloilo.

The STAR earlier reported that SMC is interested in building a bullet train that will run the Laoag-Manila-Bicol route. Ang said they have commissioned a group that includes international companies with experience in bullet trains to conduct a study on this.

Asked how much the 63 percent stake in ULC costs and when the actual sale will be made, Ang said SMC is still undertaking due diligence work.

MRT 7 is a build-“gradual transfer”-operate, maintain and manage project for the development, financing, operation and maintenance of a 22-kilometer light rail transit route that extends from the MRT Line 3’s North Edsa terminal to San Jose del Monte in Bulacan.

ULC said it has tapped Morgan Stanley as its financial advisor to raise equity and debt needed to finance the construction of the $1.3-billion project.

ULC vice-chairman Roberto de Ocampo said that while it is true that Morgan Stanley has approached SMC to be part of the project, there are other interested parties that are also in talks with the financial advisor.

In response, a source from SMC said Zamora may just have failed to inform de Ocampo that an agreement has already been reached between SMC and Zamora.

Earlier, SMC said it has been offered to a majority interest in MRT-7 and that the company is negotiating with the members of the consortium of the project. There were reports that SMC was already in the “advanced stages of negotiation” to take control of ULC, the consortium tasked to build the MRT 7 project.

Aside from Zamora, one other stakeholder in ULC is the SM Group of Companies, which plans to put up a mall in San Jose del Monte, Bulacan that will have an access to the MRT-7 line.

SMC has been expanding from its core food and beverage business and into heavy industries such as power, infrastructure and telecommunications to fuel faster future growth.

The MRT-7 project involves the construction of a 22-km light rail transit system carrying at least half a million passengers a day.

The project also includes an intermodal transport terminal—a transportation hub for buses and other forms of public conveyances—in San Jose del Monte, as well as a 22-km, six-lane feeder highway from the northern end of the line to Bocaue, Bulacan. This highway will link the intermodal terminal to the North Luzon Expressway.

As envisioned by the proponents, the rail component of MRT 7 project will initially operate 108 rail cars in a three-car train configuration. Initial capacity is projected at 448,000 passengers a day, but will eventually be expanded to accommodate as many as 850,000 passengers daily.

The rail line will have 14 stations, namely: North Edsa, Quezon Memorial Circle, University Ave., Tandang Sora, Don Antonio, Batasan, Manggahan, Doña Carmen, Regalado, Mindanao Ave., Quirino, Sacred Heart, Tala and Araneta San Jose Del Monte.

The intermodal terminal, on the other hand, will be able to accommodate 60 buses and will also feature passenger facilities and amenities.

The good Secretary first inspected the ongoing works of Cagayan de Oro Convention and Civil Center specifically located at Taguanao, Cagayan de Oro City. With the total cost of P758,035,998.12, the project has a total release of P349,810,944.20. Presently, it still needs additional P420,054,409.52 to complete the entire project. As of press time, the project has a 100% accomplishment based on the total funding released.

This contract focuses on the completion of construction of Iponan Bridge III, widening of Kauswagan-Bonbon-Bayabas Intersections and Access Road (Bayabas Section – West Bound Terminal – Iponan Bridge III) which includes the construction of reinforced concrete box culvert.

This part of the project has an appropriation of P400,000,000.00 under contract with Equi-Parco Construction Co. It has a contract amount of P269,873,251.23 with a contract time of 360 calendar days. The work started last January 16, 2009 and will be finished on June 30, 2010. Presently, it has 98.74% accomplishment.

2) Completion/Continuation of Cagayan de Oro Third Bridge and Access Road (Phase VIII)

The work on this Phase focuses on the completion of access road (Iponan Bridge III-Junction Igpit, Opol-National Highway) and the proposed coastal road from Puntod-Lapasan-Gusa-JR Borja to Butuan-Cagayan-Iligan Road (BCIR) intersection that includes embankment, base preparation, road concreting, construction of Reinforced Concrete Box Culvert (RCBC) and reclamation.

This part of the entire project has an appropriation of P235,000,000.00 under contract with Equi-Parco Construction Co. It has a revised contract amount of P226,774,994.40 with a contract time of 220 calendar days. This phase was started last March 27, 2009 and expected to be finished on June 30, 2010. Meantime, it has an actual accomplishment of 94.82%.

3) Completion/Continuation of Cagayan de Oro Third Bridge and Access Road (Phase IX)

The work for this phase is confined on the concreting of access road (Bayabas-Kauswagan Section-West Bound Terminal-Iponan Bridge III-Igpit, Opol-National Highways), graveling of coastal road (barangay Lapasan to barangay Gusa), construction of fence along Right-of-Way (ROW) limits of Bayabas Section and construction of protection works (revetment) at Iponan Bridge III, abutment B and retaining wall of abutments A & B.

This project’s phase has an appropriation of P360,000,000.00 under contract with Equi-Parco Construction Co. with contract amount of P334,115,810.57, it has 360 calendar days to finish. It is expected to be finished on March 25, 2011. As of press time, this phase has an actual accomplishment of 8.72%.

The funding of the entire project is sourced out from the DPWH Regular Infra 2010 (locally funded).

Domingo then visited the Regional Office and had a brief meeting with all the key officials of the office headed by RD Jerome M. dela Rosa. He had also the chance to see the ongoing works of the project: Repair/Rehab of DPWH Quarters located inside the Regional Office compound.

In spite of the hectic schedule of the Secretary, he was also able to visit the ongoing works of the project: Construction of 5th Urban Bridge Project (Protection Works Structure) specifically located at Nazareth, Cagayan de Oro City.

The project that started last March 30, 2010 is under the implementation of the Regional Office under contract with Equi-Parco Construction Co. The work focuses on the construction of 135 LM revetment with reinforced concrete and grouted Riprap facing and steel sheet piles revetment toe protection for settlement and erosion.

The project has an appropriation of P50 Million with contract amount of P48,123,769.71 on 180 calendar days to finish. As of press time, it has an actual accomplishment of 17.37%

BUTUAN CITY – In a concerted effort to speed up the economic development in Northern and Northeastern Mindanao, various local government units (LGUs) in the region are pushing for the implementation of the Mindanao Railways System (MRS) project.

It was gathered that the LGUs submitted anew their support for the implementation of the proposed Butuan-Cagayan-Iligan Corridor Line of the Mindanao Railways Project to the Department of Transportation and Communication (DoTC), Department of Public Works and Highways (DPWH), and Mindanao Development Authority (MinDA).

“If materialized, this railways project will spur the economic development in the two regions and other areas in Mindanao,” said Butuan City Mayor Democrito Plaza II.

Local officials said “business transactions will step up while travel time will be shorter, thus full economic development will spur in the two progressive regions in Mindanao if this railways system will be push through”.

The proposed Butuan-Cagayan-Iligan Corridor Line of the MRS project will have terminals in Butuan, and Linamon and Jasaan in Misamis Oriental.

According to the proposal, express stations will be set up at the Iligan Port in Iligan City, Laguindingan Airport in Laguindingan town in Misamis Oriental, and Agora Terminal in Cagayan de Oro City.

The proposal will also establish intermediate stations and will be constructed in each municipality along the corridor.

In previous gatherings, Cagayan de Oro City Mayor Constantino Jaraula said the proposed project will construct elevated railways in both Iligan and Cagayan de Oro because of space limitations.

In Cagayan de Oro City for instance, from Opol, it will pass beside the westbound (Bulua) terminal across the Ayala property then proceed towards and along the 5th bridge then another elevated railway up to Agora Terminal – similar to the MRT and LRT system in Metro Manila.

The proposal also stated that the trains to be used will be the Diesel-Electric Multiple Units with maximum speed of 160 kilometers per hour, six-car trains, and with seating capacity of 400 passengers.

It can be recalled that the LGUs already submitted their final feasibility study to the DoTC on August 10, 2009, and it was followed up anew on Friday.

BUTUAN CITY, June 14 (PNA) -– A P172-million new public market, bus terminal and park are set to rise in this city as construction went into high gear.

City ground engineers, contractors and workers are in round-the-clock ground works to hit their target timeline of completion before the end of the year or early part of next year.

The engineers and contractors are speeding up the ground works of the South Market and Bus Terminal Villa Kananga, Butuan Historical Park and Multi-purpose Flea Market Center, all of this city.

The new Butuan Historical Park, located along the giant Agusan river, is intended for recreational activities and tourist promotion.

City Mayor-elect Dr. Ferdinand Amante and Vice-Mayor-elect Lawrence Fortun are looking forward for the completion of the projects that will add to the economic activities in this region’s capital city.

Butuan City District Engineering Office (DEO) district engineer Nicolas Alameda also said the ground works of the new P178-million four-storey Sangguniang Panglungsod (SP) in the city also went into high gear.

The construction of the four-storey legislative building is already in full speed and tentatively set to hit the timeline completion by next year.

Meanwhile, the city government of Cagayan de Oro is set to place a 52-inch flat screen television at the Cogon Public Market which the public can view from 6 a.m. to 7 p.m.

City Mayor Constantino Jaraula said when installed, the Cogon Public Market will be transformed into a beautiful recreation and waiting area.

The city’s biggest public market now also boasts of floor tiles, four giant blowers and ventilators, transparent roofing and a wishing fountain decorated with a pineapple replica.

On Thursday, the atrium was inaugurated and blessed by Fr. Roy Barros. Guests who witnessed the inauguration said they felt they are in a hotel.

Mayor Jaraula said the public market’s third floor, which was supposed to be allocated for stall owners, will be converted into a sports zone for taekwondo, karate, boxing and bowling.

By next month, he said escalators going to the third floor would be in full function for the convenience of the public.

Last month, the city’s chief executive requested the City Engineering Office to beautify the Cogon Public Market with P100,000 budget. (PNA)

The Provincial Government of Misamis Oriental and the Overseas Worker Welfare Administration (OWWA) in Region 10 recently signed a Memorandum of Agreement (MOA) for the construction of the P100 million Provincial Hospital Project in Alubijid town in Misamis Oriental.

Based on the MOA, P55 million comes from the provincial government of Misamis Oriental, P45 million from OWWA-10 and P5 million counterpart of the LGU of Alubijid. An initial fund worth P9 million for the construction of the hospital in Alubijid is turned-over thru Mayor Alvin Giovanni A. Labis and the Sanngunian Bayan members of Alubijid.

Land clearing and other civil works are currently ongoing at the proposed hospital site.

CAGAYAN DE ORO CITY – The Overseas Workers Welfare Administration (OWWA), the welfare agency of the Department of Labor and Employment (DoLE) for overseas Filipino workers (OFWs), is expanding its medical benefits to its members and their families.

OWWA Administrator Carmelita S. Dimzon said the expanded medical benefits project of the agency was authorized by the OWWA Board of Trustees.

Dimzon said the board had also authorized OWWA to enter into agreements with more provincial governments to open hospital wings for OWWA members, their families and distressed OFWs.

Under the OWWA Health Program for OFWs (HealthPro), OWWA subsidizes medical services for active OWWA members.

OWWA pays for hospital expenses after the beneficiary’s Philhealth allowable deductions and other HMO or similar company medical benefits have been deducted from the original bill.

Earlier, the provincial government of Misamis Oriental and OWWA Administrator Carmelita S. Dimzon signed an agreement where a hospital wing of the OWWA–Misamis Oriental Provincial Hospital–Alubijid will be for use of OWWA members, their families and distressed OFWs who need medical treatment for illnesses contracted while working abroad.

The OWWA–Misamis Oriental Provincial Hospital–Alubijid will be completed early next year and, under a level-2 license by the Department of Health (DoH), will render to qualified OFW-patients medical services ranging from general medicine, pediatrics, obstetrics and gynecology, surgery and anesthesia, radiology and pharmacy, to nursing care.

“Subsidized medical assistance through hospital wings dedicated for OFWs is an expanded medical benefit in response to the need of OFWs particularly those residing in the regions,” Dimzon said.

“OWWA wants to help OFW patients whose PhilHealth and HMO and company medical benefits have been exhausted.

Construction of the OWWA–Misamis Oriental Provincial Hospital–Alubijid Hospital in Barangay Lanao, Alubijid is expected to be completed by early 2011.

This, after the P13.5 million 2010 budget for the project has yet to be released by the National Government.

Ibra G. Macapandon, chief of the administration and finance department of the Project Management Office (PMO), said if the budget would not be released soon, they would be forced to vacate their office in Barangay Bulua this month since they could no longer pay the rent.

"We are appealing to President Benigno Aquino III to release the funding for this year for us not to shut down our operation," Macapandon said.

He admitted that the change of administration has caused a little "hindrance" to the railway project after this year's budget has not yet approved by the present administration.

The P13.5 million 2010 budget, according to Macapandon, is intended for the personal services of the PMO's 12 engineers and for the travel expenses of those who would be doing field works.

"I am hopeful that the good president would hear our plea to release the budget for the project to be realized. But while waiting for the budget's approval, our service will now be in a voluntary basis," he said.

Feasibility studies for the Mindanao Railway Project started in 2003 and if negotiations would push through this year, Macapandon said civil works would start next year.

The project is expected to cut off travel time within different cities in Mindanao by at least 50 percent.

Macapandon said investors are expected to pour in P66.5 billion for the project.
