MRT service to start in 2017

KUALA LUMPUR: The much-awaited first Klang Valley Mass Rapid Transit (MRT) line from Sungai Buloh to Kajang will begin service in 2017, a month after it is expected to be completed.

However, the final alignment for the line has yet to be finalised as Syarikat Prasarana Negara Berhad is still holding public displays until May 14.

Its project manager Zulkifli Yusof said Prasarana is taking into account all suggestions and comments from the public.

“We are collecting the suggestions and will submit a report to the Land Public Transport Commission for the final decision on the track alignment and station locations,” he said at media briefing yesterday.

Zulkifli said they also hoped to be able to get the final railway scheme for the Sungai Buloh to Kajang line approved next month.

He said more than 6,000 comments had been received and the majority are positive and valuable suggestions, which would be useful and important. Zulkifli said they had briefed residents and business owners on the project over the past two months.

“Usually residents and business owners worry their land or building may be acquired for the project,” he said, adding that residents had a clearer picture of the project after attending dialogue sessions.

He said mitigation measures such as minimising the noise level had been submitted to the Department of Environment (DOE).

“DOE has approved all our mitigation measures and when work begins at the site, its officers will monitor and check if we are complying with the Environmental Management Plan,” he said.

Prasarana would hold a ground-breaking ceremony on July 8, if all goes according to plan.

Tenders for the works would only be called at the end of June and the contract awarded in November.

“That will be the first contract awarded for the MRT project, so you will see some work being carried out somewhere in November or December,” he said.

The first tender, he said, was for the elevated section which covers some 40km from Maluri to Plaza Phoenix.

Subsequently, tenders for different packages, such as civil works, system works, stations and underground works will be ongoing from June till the end of 2012.

“We have yet to determine the final project cost but it will be about five times more if we have to change elevated sections to underground,” he said on the possibility of having more stretches where the lines run underground.

Zulkifli added that Prasarana would definitely have sufficient time to reconfigure the alignment of the underground stations if needed as the tunnelling works would only start in December.

Mövenpick Hotels and Resorts is proud to announce that it has signed a management agreement to operate the Mövenpick Hotel and Convention Centre KLIA, a 333-room upscale property, convention centre and wellness facility in Kuala Lumpur, Malaysia.

Bus terminal ready next year

THE much awaited RM38mil Ipoh Integrated Bus Terminal and Complex in Bandar Meru Raya is expected to be fully operational by June next year.

The construction of the new bus terminal is in progress and is about 25% completed.

Perak Public Transport Committee chairman Datuk Dr Mah Hang Soon said work at the three-storey terminal and complex by The Combined Bus Services Sdn Bhd (CBSB) is making good progress.

“The terminal, when completed , will serve as an inter-city bus terminal to be connected with Ipoh Central bus station via shuttle bus service,” he said.

He said work on the ultra-modern building, which would consist of a business centre, food court, basement car park and petrol kiosk, was on schedule and not delayed as claimed by certain quarters.

Dr Mah said at present, CBSB had replaced 40 old buses with new air-conditioned ones.

”Another 60 old buses will be replaced in June and the remaining 150 old buses will be phased out by the end of the year,” he said.

He said the state government would hold discussions with the Land Public Transport Commission to review and coordinate bus routes services in the city.

Recently, CBSB had signed a memorandum of understanding with Bank Muamalat Malaysia Bhd to finance the construction of the terminal and purchase of buses worth RM2mil.

The project has created 1,000 jobs

SUNGAI Petani in Kedah will finally have a sheltered express bus station. The station will be located within a commercial centre called Dataran Usahawan which will be built at the present express bus station on Jalan Kuala Ketil.

Work on the RM10mil centre, a project by the Kedah State Development Corporation (KSDC), is scheduled to start in June and complete in 14 months.

Project architect Mohd Sobri Mustafa said the station would have nine bays for express buses and 32 ticketing booths.

He said there would also be parking bays for buses outside the building.

He said the centre, to have a built-up area of 5,632 square metres, would have 65 retail outlets.

The present express bus station together with its ticketing booths and hawker stalls would be temporarily shifted to the former Pasar Jumaat site across Jalan Kuala Ketil, Mohd Sobri told Sungai Petani MP Johari Abdul in a briefing about the project on Thursday.

Johari said the temporary bus station should be tarred and have proper shelter for passengers and sufficient lightings for the con-venience and safety of passengers.

He requested the KSDC to install electricity and telephone lines to the ticketing booths as well as provide basic amenities for hawkers to be relocated to the temporary site so that their income would not be affected.

MALACCA: Construction of the state’s recently revived Customs Immigration and Quarantine (CIQ) complex is expected to be fully completed by March next year.

Chief Minister Datuk Seri Mohd Ali Rustam said the government had strived hard to ensure the project was restored after the initial construction hit a snag due to technical hitches on the part of its previous contractor.

“We have commissioned a second contractor and up to now 38% of the project is completed and if all goes well, we could anticipate the RM73mil complex to be operational by mid-2012,” he said at a site tour recently.

Once completed, Mohd Ali added the complex could accommodate 15,000 visitors arriving from neighbouring countries on a monthly basis.

“This will certainly be a boost for Malacca in terms of the tourists arrivals,” he said.

The CIQ will complement the Batu Berendam International airport as a major gateway to the state and also to expedite the entry process for foreign tourists.

Mohd Ali said once the CIQ was completed, the state could also attract tourist boats from Singapore and Batam to enter the local waterway.

He added that frequency of the current ferry services from Bengkalis and Dumai in Indonesia could also be doubled with the new facility.

The increase, could turn the Malacca port as an optional hub for ferry services from neighbouring countries.

On another matter, Mohd Ali said the government hoped to introduce a tram car to ferry city folks to several selected destinations.

He said the tram service would help alleviate traffic congestions at the city-center while the monorail service was also expected to resume soon and would serve several populated areas here.

WASHINGTON: The opening of the world-renowned teaching and research medical institution Johns Hopkins University in Serdang, Malaysia this September would be a big lure, said Datuk Seri Najib Tun Razak.

The Prime Minister said it was expected to attract students, not only from other nations in the region, but also from Middle East and the Indian sub-continent.

"I am confident the Johns Hopkins medical programme will be a phenomenal lure," he said at an event to mark the establishment of the Johns Hopkins Dr Mohan Swami Institute for International Medical Education at the Johns Hopkins University in Baltimore, Maryland, about an hour's drive from here.

Najib arrived here Friday after a three-day working visit to New York.

Also present at the event Friday were Higher Education Minister Datuk Seri Khaled Nordin, Malaysian Ambassador to the United States Datuk Jamaluddin Jarjis, Tan Sri Mohan Swami and top leadership of the university, including Edward D. Miller, the Chief Executive Officer of Johns Hopkins University.

The Johns Hopkins medical programme will be offered in collaboration with Perdana University and offer the first private teaching hospital with world-class medical facilities to be established in Serdang under the Mohan's Chase Perdana group.

Najib said he was pleased to note that to staff all these facilities, there had been very good response not only from the local faculty in Baltimore but from others around the world, to teach, work and practice in the Malaysian campus.

According to the premier, his administration had embarked on a plan to actively seek out and encourage Malaysians abroad to return home and at the same time stepping up efforts for skills training at home.

"That is the one reason why I am personally so excited about this partnership and why I couldn't be more pleased with your decision to establish not only a graduate medical school, but also the first private teaching hospital and, more so, a centre for cutting edge clinical research," he added.

Najib said the establishment of the university would encourage more top graduates of Malaysia's universities to stay home, as they now had the chance to participate in the world's best medical school curriculum and advanced clinical research without leaving their country.

Dr Mohan said the first intake of students would be in September, with 100 students reporting at its temporary campus near the Mardi headquarters while a permanent campus was expected to be ready by 2013.

"We hope to take 75 students from Malaysia. About 50 JPA (Public Service Department) scholarship holders are expected to study in our university," said Dr Mohan who was the first Chancellor of HIHT University in India in 2008.

Dr Mohan, who is also the Executive Chairman of the Bursa Malaysia-listed Turiya Berhad, said the total development programme, including building a 600-bed teaching hospital, would be around RM2.4bil.

The Perdana university, which will offer post-graduate studies beginning next year, is to be built on a 52-hectare site in Serdang and is a totally private-funded initiative by Turiya Berhad and Chase Perdana working closely with the Public Private Partnership Unit (3PU).

KUALA TERENGGANU: The East Coast Expressway (Phase 2) (LPT 2) from Bukit Payung to Bukit Besi section is expected to open by year-end, as finishing work on the highway is almost 90 per cent complete.

State Infrastructure Development and Utility Committee chairman Datuk Za'aba Mohd Adib said the opening of the expressway from Bukit Payung to Bukit Besi includes a 64 kilometre stretch.

"However, there are other sections not yet complete, but we will open this to the public, especially for residents from Kuala Terengganu to Bukit Besi in Dungun," he said after officiating at the 38th Terengganu Malay Chamber of Commerce (DPMMT) meeting here Thursday.

The 184 kilometre-long LPT 2 project, which begins in Jabor, Kemaman, near here, to Kampung Gemuruh in northern Kuala Terengganu, is a continuation of the LPT Phase 1 from Karak to Kuantan, which spans 159 kilometres and was begun in March 2006 at an estimated initial cost of RM3.7 billion.

The project is divided into 16 portions, of which 15 were implemented by the Public Works Department and offered by conventional open tender, while another portion is being authorised through direct negotiation by the Malaysian Highway Authority.

The project, which should have been ready by the end of 2010, fell behind schedule when the appointed contractor failed to complete work on time following an increase in the cost of building materials. - BERNAMA

The government will allocate RM300 million under the 10th Malaysia Plan to facilitate the development of Tanjong Agas Oil & Gas and Logistics Industrial Park (TAOGLIP).

Prime Minister Datuk Seri Najib Tun Razak said the amount, an addition to the RM150 million incentive through the government's stimulus packages last year, would be utilised for infrastructure works related to the project.

The project, he said, supported the government's goal to promote and accommodate more Entry Point Projects under the Economic Transformation Programme.

"Projects like these will help to spur economic development and attract additional investments in Malaysia's maritime and oil and gas business sectors -- these strong economic pillars contribute to Malaysia's Gross National Income.

"Ensuring long term growth and investment in these sectors will contribute significantly toward our transformation of Malaysia into a high-income nation by 2020," he said at the ground breaking ceremony for the Integrated Common User Supply Base in Pekan today.

Sultan Ahmad Shah of Pahang graced the event.

The RM620 million Integrated Common User Supply Base operated by Tanjong Agas Oilfields Supply Centre Sdn Bhd, a company co-owned by Tanjong Agas Supply Base & Marine Services Sdn Bhd and Oilfields Centre Ltd (OSC) from Dubai, will be a unique one-stop centre to serve the region's enormous and rapidly growing upstream and downstream activities.

Najib said the supply base, expected to be ready by 2013, would be a key platform to provide services for offshore oil and gas exploration and production activities in the South China Sea.

"In addition to its role in attracting investment and business from the oil and gas industry, this project is expected to create more than 2,000 new jobs and establish an infrastructure that can foster entrepreneurial culture for Malaysians and foreigners," he said.

He also said four companies had agreed to take site possession of Tanjong Agas Group land plots and were ready to commence construction of their facilities.

The four companies are Kintera Sdn Bhd (liquefied petroleum gas loading and disloading and a refrigerated storage terminal and facilities); Komas Energy Sdn Bhd (bunker and fuel transit storage depot and for oil spill response equipment); MKRS Group (M) Sdn Bhd (integrated fabrication and a ship repair
yard for offshore platforms and vessels); and Tanjung Agas Technology-Pacnet (data center and a submarine cable landing station).

Tanjong Agas Supply Base & Marine Services Sdn Bhd managing director Mohd Faidzal Ahmad Mahidin told reporters later that the RM300 million allocated by the government would be fully utilised to develop external infrastructure such as dedicated dual carriageway and other facilities to support the
development of TAOGLIP.

PUTRAJAYA: Malaysia and Singapore sealed an agreement which among others will see the implementation of joint venture projects between their investment arms and the development of a rapid transit system (RTS) between Johor and Singapore.

Prime Minister Datuk Seri Najib Tun Razak and his Singapore counterpart Lee Hsien Loong described the agreement as a breakthrough under an enhanced Points of Agreement (POA).

The two leaders met in May last year in Singapore to break the deadlock over the POA on the status of KTM land in Singapore.

An agreement was signed in the federal administrative capital to allow for the implementation of the projects agreed by both countries.

The agreement was signed by Minister in the Prime Minister's Department Tan Sri Nor Mohamed Yakcop for Malaysia while Foreign Affairs and Law Minister K. Shanmugam represented Singapore. Transport Minister Datuk Seri Kong Cho Ha and Johor Mentri Besar Datuk Abdul Ghani Othman were also present.

A joint statement issued by the leaders said Singapore would facilitate the relocation of the KTM station from Tanjung Pagar to Woodlands and ensure bus and taxi service connectivity to the new station for passengers.

M+S Pte Ltd, a company of which 60% is held by Khazanah Nasional Berhad and 40% by Temasek, will develop four land parcels in Marina South and two land parcels in Ophir Rochor as an integrated development.

A 50-50 joint venture company established by Khazanah and Temasek (Iskandar JVCo) will undertake two development projects in Iskandar Malaysia.

KUALA LUMPUR: More regional and national investors are showing interest in Iskandar Investment Bhd’s (IIB) landbank in Nusajaya.

President and CEO Datuk Syed Mohamed Ibrahim said at a press briefing here that there might be some ground-breaking deals in the next two to six months to the tune of RM1bil.

Several Bursa-listed, Chinese, Indian and Hong Kong developers are in different stages of negotiation. A Chinese investor, with Chinese Development Bank financing, is negotiating to build a four to five-star hotel with a gross development value of RM400mil in Medini North, near Legoland.

A renowned Indian resort developer plans to build a low density premium resort in Medini South while a Hong Kong developer is negotiationg to enter a joint-venture development to build mixed residential and commercial developments. This Hong Kong project is still in the preliminary stage.

“We expect interest to pick up as we go along,” Syed Mohamed said, adding that local developers were also considering having projects in Nusajaya.

IIB has close to 4046.9ha in Nusajaya, with Medini taking about 902.5ha.

The thrust of the work done by IIB thus far includes Medini itself which is located between the two causeways leading to Singapore. Themepark Legoland is part of Medini while Educity comprises a further 123.4ha, and Marlborough College 36.4ha.

Medini infrastructures, Legoland the themepark and education-related projects are the three main catalytic projects executed by IIB, which is 60% owned by Khazanah Nasional Bhd, while the Employees Provident Fund and Kumpulan Prasarana Rakyat Johor each has a 20% stake. IIB is responsible for bringing investments into Johor’s Iskandar Malaysia.

Syed Mohamed said another parcel would be carved out for education, currently known as Educity II. The interest in education has also resulted in Raffles University setting up campus in Johor.

KPJ to build specialist centre in Iskandar

JOHOR BARU: A new specialist hospital on a 500,000 sq ft of land will be built in Bandar Dato' Onn in the Iskandar Malaysia development region in Johor Baru.

Specialist hospital operator KPJ Healthcare Bhd will collaborate with Johor Land Bhd to build the modern hospital.

The project will be undertaken in two phases, KPJ chairman Kamaruzzaman Abu Kassim said yesterday.

The hospital will have the capacity of 400 beds, encompassing 280,000 sq ft. The first phase of the construction with 150 beds, is expected to start by the end of 2012.

Its total invesment has yet to be determined, but an average of RM1,000 is budgeted for a bed.

"Approval for zoning has been obtained from the Health Ministry and the details are being finalised," Kamaruzzaman said.

Kamaruzzaman, who is also Johor Corp chief executive and president, said the new hospital will house a "Centres of Excellence" featuring a heart centre, a geriatric centre, cancer centre and a cosmetic and reconstructive centre, among others.

"It will serve as a one-stop centre for all medical services of the highest standards to cater to both local and foreign patients to promote health tourism," he told a press conference yesterday.

At the same time, the group is currently developing new specialist hospitals in Bandar Baru Klang, Muar, Pasir Gudang and Kuantan.

KPJ is investing between RM50 million and RM80 million for each hospital.

It recently completed a deal to buy Sibu Specialist Medical Centre and Sibu Geriatric Health and Nursing Centre in Sarawak at RM28 million on April 6.

Kamaruzzaman expected the new project in Bandar Dato' Onn to further sustain its consistent financial growth in the coming years.

For the year ended December 31 last year, KPJ posted a total revenue of RM1.65 billion, up 13 per cent, compared with RM1.46 billion previously.

Group pre-tax profit improved16 per cent from RM143.89 million to RM166.69 million.

On another note, KPJ is venturing into the retirement and aged care market following its agreement to buy 51 per cent interest in Australian operator Jeta Gardens Waterford Trust for RM19 million.

The deal is expected to be completed by September this year.

"There is a huge market for retirement and aged care. We are in the midst of studying the business and is planning to build several retirement villas around the country," Kamaruzzaman said.

PETALING JAYA: Collection of toll will begin for the 77km Senai-Pasir Gudang-Desaru Expressway tomorrow and the main feature of the road is the single-plane cable stay-bridge which at 500 m is one of the longest in the world.

The longest is the Tsurumi Tsubasa bridge in Yokohama in Japan with a mid-span of 510 m.

Senai-Desaru Expressway Bhd chief executive officer Mustaza Salim said it took a lot of careful designing and planning to construct the bridge which has become iconic in the southern part of Peninsular Malaysia.

“It is quite difficult to build the single plane bridge compared with a double-plane bridge as the single plane requires specialised technology but we wanted to do something different. That is why we settled for a single plane cable stay bridge,” he said.

A single plane bridge is suspended by cables in the centre of the bridge whilst a double has two rows of cables by the sides like the Penang Bridge.

The company won the 33-year concession from the Government to build, operate and transfer the expressway which includes the single plane bridge in 2005.

It took nearly six years to complete the project and the expressway was open to commuters on June 10.

The cost of the expressway was RM1.4bil which was funded via debt and equity and a loan facility from the Islamic Development Bank infrastructure fund.

The toll rate ranges from RM3.70 to RM22.30 depending on the distance travelled and for now the company will only be able to earn enough for its operations and to service its debt obligations. Dividends can only be expected after eight years.

The expressway connects Senai, Ulu Tiram, Cahaya Baru, Pasir Gudang and Penawar and it is the third longest toll highway in the country.

It also provides easy access to Desaru, a tourist spot which had seen a decline in tourists due to issues of accessibility over the years.

With this new expressway the state hopes the number of tourist visiting Desaru will increase.

Murtaza said there were about 30,000 vehicles using the expressway on weekends.

“During the construction of the bridge, Ranhill had to overcome numerous challenges including unpredictable weather conditions. Construction works were interrupted due to strong winds and heavy rain which made it dangerous for welding.

“Cost wise it is more economical to build a single plane bridge compared with double-plane but in terms of design the single plane is much more difficult,” he said.

The company collaborated with a Danish company for the technology and a Canadian firm for bridge trackers.

The bridge was planned and constructed with environmental considerations in mind.

It crosses Sungai Johor via Pulau Juling and Tanjong Penyabong with a length of 1.7km and the area is surrounded with mangrove forest reserves, fish farms and kelongs. Construction activities for the bridge were minimised within the river to protect the marine life in the river. In the design of the bridge, navigational considerations were taken into account. The central span is 500 m wide with an air draft of 24 m.
