Taking on the task of transforming one of the last rural pockets in the vicinity into an "integrated ity" is UOA Holdings Sdn Bhd (UOAH), which said the proposed mixed development will provide a vital link, unifying Kerinchi with Bangsar and KL. According UOAH general manager for marketing and sales Teh Heng Chong, the new face of Kerinchi will be called Bangsar South and take shape over 60 acres. Development, he said, is expected to begin early next year and take eight years to complete. Of the 60 acres, we are planning to dedicate 30 acres to commercial components and the other half to residential," Teh said. He also revealed that the commercial portion would offer the first 37 boutique offices that would be launched by the first quarter of next year. The offices, which will be named "Horizon", will be offered for sale en bloc and come in 10 or 11 storeys. Our boutique offices will be unique... there is no similar offering in the Klang Valley at the moment, with such units being offered en bloc. We expect them to generate great response, said Teh. The commercial position will also have an office tower and a retail component, but more details will be released in the future. The 30 acres planned for the residential component, Teh said, would be predominantly taken up by condominiums. Our aim is to rebrand Kerinchi into a vibrant, new commercial and residential hub, which will obviously benefit from its strategic location of being connected with not only KL and Bangsar, but also Petaling Jaya. To get a sneak peek at what Bangsar South will be like, UOAH has set up a sales gallery at The Village commercial centre, which is currently located at the site. On for the squatter stalls in Kerinchi that currently occupy land earmarked for development, Teh said the company is working hand-in-hand with the local authorities to come to an amiable solution for all parties concerned. The property developer is a subsidiary of Australia Stock Exchange-listed UOA Ltd, which is also the controlling shareholder of UOA Real Estate Investment Trust (UOA REIT). Its marketing and sales general manager Teh Heng Chong said the project is still in the planning stages but the developer hopes to emulate IGB Corp Bhd’s Mid Valley City located nearby. “Although somewhat smaller in size, Bangsar South, a 60-acre leasehold mixed development would also be an integrated city, comprising a residential, commercial and retail component, which would be developed over a period of seven to eight years,” he said. Teh said due to a strong demand in the market for commercial properties such as Grade A office buildings, the group may first launch 14 out of 37 blocks of 10- and 11-storey boutique office towers known as The Horizon, which it is targeting to sell enbloc. “Boutique offices give you naming rights when you purchase the whole building and offer exclusivity that is not available in conventional shop offices,” he said. He added that piling works have already started on the “show towers” of The Horizon, which is expected to be completed in 2009. “We believe in giving value to our buyers by showing them the actual units rather than just looking through a brochure,” he said. UOA is a strong advocate of the build-then-sell (BTS) concept, with three of its residential projects off Jalan Klang Lama — Happy Garden, Villa Yarl, and Halimahton, developed based on that concept. Future commercial launches in Bangsar South include The Vertical, where plans are for 10 blocks of 20-storey office towers and a retail mall called The Sphere. About 50% or 30 acres of the development is expected to be allocated for its residential component known as The Park, which is planned for 2,100 units of high-end condominiums in eight blocks. Another component called The Village will house the development’s property gallery, show units, as well as three stories of F&B outlets. Bangsar South is targeted for launch by the first quarter of next year and the developer is confident it would be well received based on the its track record and the strategic location. “UOA has good branding and a strong portfolio in terms of commercial properties, which includes office buildings in the KLCC, Bangsar and Damansara area,” Teh said. The group is in the midst of upgrading the roads and relocating the squatters in the Kerinchi area. “We are also negotiating with some big names to operate the F&B outlets in The Village,” Teh offered. The developer recently soft-launched its Menara UOA Bangsar, a Grade A office development located off Jalan Maarof. The project consists of a 23-storey tower and a 39-storey tower with a net lettable area of 634,000 sq ft. However, UOA is only opening up the latter tower for sale while keeping the other for future purposes, with a possibility of it being injected into UOA REIT. Up for sale are 411 units of single level and duplex business suites, with builtups ranging from 900 sq ft to more than 10,000 sq ft. Each unit has individual toilets and pantries. The average selling price is about RM792 psf for a gross development value (GDV) of RM502 million. A complete show unit of a duplex business suite will be available for viewing at the The Village show gallery in the future Bangsar South. Teh said there is a lack of office space in Bangsar, and the business suites offered in the development would cater to that increasing demand for such properties. “Menara UOA Bangsar is located adjoining the Bangsar LRT station, which offers good transportation options as KL Sentral is just minutes away,” he said. The developer has also dedicated the ninth floor as the facilities floor, which acts as the common area for the office occupants in both towers to relax in. “There is also a gymnasium available, he said, adding that the lowest three levels of the development would be leased out to potential F&B outlets. The Bangsar Malay hawkers and small business association chairman Abu Seman Lias said that the demolition took place on Jan 5. “The Kuala Lumpur City Council (DBKL) gave a month notice to move and after several discussion we were able to move this month. They helped us to move our belongings with their lorries. “DBKL has been very cooperative and responsive to our needs and we are very grateful to them. “The new place in Pantai Dalam is a bit small but we have asked for an extension behind. I believe that in the long term, the new place will have good business but we hope that DBKL will put up proper signage as well develop new roads leading to the centre.” He added that the old centre had been around since 1991 with 60 shops. Nizan Ismail, 39, who conducted business at the old centre for 20 years, was sad about moving out. “I sell mixed rice and 'nasi kerabu'. The Bangsar South development spans 60 acres lying between between Kuala Lumpur City, Bangsar and Pelating Jaya - the three main suburbs of the Malaysian capital - and comprises a village, park residence and three commercial projects. It will be completed over seven years and is expected to have a gross developmental value of $1.16 billion. Al Batha will use one tower to house its Malaysian headquarters and retain the remaining two for investment purposes, UOA said in a statement this morning. UOA’s wholly owned subsidiary, Paramount Properties Sdn Bhd sold the office towers to Bangga Istimewa Sdn Bhd and Bidang Lagenda Sdn Bhd, two companies set up by Al Batha Group for the acquisition. Teh Heng Chong, general manager of marketing and sales, told The Edge Financial Daily that the sales reflected the confidence towards UOA’s projects. He also said that the Bangsar South City has received strong interest from local and foreign buyers including from the Middle East, South Korea, Singapore, Canada and the US, even though it has not been officially launched. “Judging from this sale and that a few boutique office towers are under negotiation, it will be a matter of time before UOA will launch more phases, both commercial as well as residential components,” he said. Located just off the Federal Highway and New Pantai Expressway (NPE), Bangsar South City is a 24-hectare mixed development with a projected gross development value (GDV) of RM3.5 billion. UOA said in a statement the en-bloc sale to Bangga Istimewa Sdn Bhd and Bidang Lagenda Sdn Bhd, which are owned by the Middle East’s Al Batha Group, reflects the confidence of foreigners in its projects. Although BSC has yet to be officially launched, UOA pointed out that interest from prospective parties, locals included, has been strong. Besides commercial properties, BSC will also feature residential units that will contribute to its projected gross development value of RM3.5 billion. UOA even cancelled their original plan to market its residential projects overseas. It has been well covered by other forums and the verdict is from very good to good. Not many punters write this project off. Block one of Park Residences called Begonia (total 220units, sizes from 12XXsqft, 14XXsqft and 2065sqft) was launched in Mar08 and have been fully sold out within 2 weeks. price was from Rm270sqft. There were rumours that either developer priced this block wrongly or it was an extremely good marketing strategy to raise the profile of Bangsar South further. Due to popular demand, block two called Acacia was launched soon after (total 180units, sizes: 1910sq and 2095sq). price from Rm400/sqft (5% discount still applies at of now). Almost all KLCC view units have been sold, and 1/3 of non-klcc view have been taken. Next launch will be Service Apartments. No detail yet. Total acreage for park residences - 7 blocks in 30acres. Total units: approx. 2100 units. Rest of bangsar south of 30acres are devoted to:- The Village - UOA show village and F&B hub. 4 storey building. The Horizon - 37blocks of 10 storey building. Built on small parcels of land, its residential and commercial projects combine modern and contemporary elements with focus on good landscaping, natural lighting and spacious designs. Although UOA has often been mistaken as a unit of life and general insurer, United Oriental Assurance Bhd, the “perceived association” with the financial services group has come in handy during its initial early years when it was etching out a mark in the industry. Since its debut in the local property scene two decades ago, the company has completed a number of impressive and innovative residential and commercial projects in various parts of the city. It has to-date completed more than 3,000 residential and commercial properties worth a gross development value of close to RM2.5bil. In an interview with StarBizWeek, UOA general manager David Khor says the company’s projects have established UOA as a strategic and niche developer of quality projects in well sought after locations. “Although most of our projects are located on small parcels of an acre to 30 acres, they are in highly visible and strategic locations, and these factors have contributed to the projects’ success,” Khor says. Since starting out in Kuala Lumpur in 1989, UOA has not ventured out of prime real estate and well sought after locations – a hallmark of all its projects. Having such highly visible projects have also helped to establish UOA as a formidable name in Kuala Lumpur’s property scene. Most of its projects have quick turnaround time of between 1 1/2 to 2 1/2 years from land purchase to project launch and sales. “We do not want to overly extend ourselves by having too large a landbank that will incur very high holding cost. But we believe that it is good to have land in strategic locations such as around the Kuala Lumpur City Centre (KLCC) as prices have came off quite a bit due to the global financial crisis and should be on a recovery mode in the coming months,” Khor points out. Presently, it has a land bank of around 100 acres in various locations including Kepong, Taman Desa, Segambut and Bangsar. The company is keeping busy with its 60-acre Bangsar South integrated mixed development, located on the former Kerinchi squatter colony, off the Federal Highway. Khor says the company’s healthy financial position allows it to undertake projects under the build-then-sell (BTS) system with three residential projects – The Happy Garden, Villa Yarl and Halimahton projects, all located off Jalan Klang Lama – completed before they were launched for sale about two years ago. Its first boutique projects comprise Villa Mont’Kiara in Mont’Kiara and One Desa Residence in Taman Desa, off Jalan Klang Lama, that were completed five years ago, have further raised UOA’s profile in the local market. The company has also made a major foray in commercial properties, four of which have been injected into the UOA Real Estate Investment Trust (UOA REIT) that was listed on Bursa Malaysia in 2005. UOA Holdings and its subsidiary companies own 71% of UOA REIT. The REIT contributes approximately RM20mil to the UOA group’s bottomline annually. Khor says the performance of the REIT has been good. Since its listing three years ago, the trust’s assets have grown by over 50% to RM481mil through a combination of asset revaluation and acquisitions. Its asset portfolio comprise commercial parcels in UOA Centre (or UOA I) and UOA II, both located along Jalan Pinang and adjacent to the Kuala Lumpur City Centre (KLCC); UOA Damansara and UOA Pantai. Ong says the company’s commercial properties will be made available to UOA REIT for right of first refusal. The company’s other recently completed commercial projects include Menara UOA Bangsar and Wisma UOA Damansara II. A strong proponent of light structures and use of glass and stainless steel to create an elegant and spacious effect in its office buildings, Khor says UOA believes in adding value to its developments by giving more than the features specified in its project agreement with buyers. With its focused business plans and strategies, the company has enjoyed uninterrupted profit since 1991 and an annual average growth rate of 20%. “We are proud of all our development projects as they each have their own unique design themes and features that cater to their particular location and target buyers,” Khor notes. He says UOA is continuously seeking growth opportunities in its staple market of Kuala Lumpur and in other potential markets in other parts of the world. “In fact the group has been looking for overseas ventures over the past decade and we have concluded that Malaysia is still the most conducive and preferred market for our businesses at this juncture,” Khor adds. On whether UOA is seeking to list its property development outfit on Bursa Malaysia, he says: “The company has the intention to seek a listing on the local bourse pending the right timing. The 60-acre development, located off the Federal Highway, kicked off in 2007 and will take around 10 years to complete. UOA general manager David Khor says Bangsar South will comprise 34 office blocks, one retail block, and seven residential blocks. This will translate into a total gross lettable space of 5 million sq ft of office space, 600,000 sq ft of retail space and more than 2,000 residential units for a total gross development value of RM2.5bil. So far the company has sold RM253mil worth of boutique office towers of 10 to 11 storeys to corporate buyers who will have the naming rights for the property. The residential properties were opened for sale since 2007 and so far 60% of the 470 units have been sold. The retail space on the three storey The Sphere boutique mall is only available for lease. So far, the company has sold eight office blocks worth a GDV of RM253mil and another six blocks have been completed. Two of the completed blocks have been rented out and another four blocks are available for en-bloc sale or rental. The selling price for the office space is around RM700 psf while the asking rental rate is RM4.50 psf. Khor says UOA has improved the infrastructure access between the residential and commercial precincts by widening the main road leading into the area into three lanes and upgraded the Putra LRT’s Universiti station. Pedestrian pavements and sheltered pavilions have also been built. According to him, Bangsar South projects will continue to be the main growth driver for the company over the medium to long term. “Going forward, the development in Bangsar South should remain the company’s focus as it will contribute positively to the company’s bottomline over the next seven to 10 years,” he adds. The company also has other on-going niche development projects in Taman Desa, Segambut, Bangsar and Kepong just to name a few. Its investment properties in both commercial and residential properties will continue to contribute stable investment income on an annual basis. “We anticipate both the commercial and residential components to be well balance in the future. The takaful operator recently made its maiden property investment when it paid RM87 million for its new corporate office, IKHLAS Point, in the fast-developing commercial area of Bangsar South, Kuala Lumpur. Its president and chief executive officer, Datuk Syed Moheeb Syed Kamarulzaman, hopes the investment will be the beginning of its plans to broaden income through properties. The investment portfolios of takaful operators are similar to their conventional counterparts' and include equity, cash and bonds. "We are keen to buy rentable office premises that offer long-term sustainable revenue. However, we are cautious in our investment policy, which trends towards capital preservation," Syed Moheeb told reporters after a media tour of IKHLAS Point. The company bought the building, which include two office blocks, using funds from contributions paid by policyholders, which number about 1.3 million currently. "We are, in fact, renting the building from our policyholders. But, more importantly, the investment will ensure rental income for our policyholders," Syed Moheeb said. "This is a really good investment for us because the yield is higher. We bought this building at a very low price during the recession," he said, adding that the property had already appreciated by more than 26 per cent in just one year. The purchase was done through the company's Family Fund, which was given the approval by the operator's investment committee in July 2008. Takaful Ikhlas' total assets currently stand at more than RM1.2 billion, out of which 60 per cent comes under its Family Fund and the balance under its Shareholder Fund and General Risk Fund. Depending on the size of the investment, future property investments could be a mix of the funds available. The company is also looking to house its existing 10 branches in its own buildings in future. All the branches occupy rented premises at present. The briefing will be held at Dewan Sekolah Menengah Kebangsaan Sri Pantai, Jalan Kerinchi Kiri, Lembah Pantai, Kuala Lumpur at 8pm. Names of developers and their proposed plans will be revealed during the briefing. Since the redevelopment offer was opened, there have been four interested developers in handling the project. During the briefing, the ministry will lay out the plans by all developers before a vote is made. This is to ensure that the residents will have a chance in choosing their preferred developer and plans. The voting process will be carried out on the day, which will be followed by an open counting process and announcement of the developer. The developer, UOA Holdings Sdn Bhd, is planning to bring in a serviced residence operator to manage half of the units while the remaining units will be sold. http://www.theedgemalaysia.com/images/stories/Edge_Weekly_Malaysia/City_Country/829/cc_4_829.gif Called Camellia Service Suites, the 34-storey serviced apartment block is scheduled to be launched by the end of the year. Terms have been agreed to in principle with the serviced apartment operator that is being brought in as a strategy to attract expatriates working in Bangsar South. The block, on a 2.68-acre site, will offer 480 units. Buyers of the units to be sold will be given the option of leasing them back and possibly a rent guarantee scheme, says David Khor, general manager of UOA Holdings. “Eventually, this whole development [Bangsar South] will have MSC status and we will see a lot of foreign companies coming in that will need accommodation for their staff. Some don’t need large houses and a unit of about 1,000sq ft is ideal for them. The serviced residence operator will do the housekeeping for them. Besides, there are no serviced residences nearby,” he tells City & Country. A 210,000 sq ft clubhouse, with facilities like a swimming pool and gym, will be built next to Camellia Service Suites. There will also be jogging tracks. Last year, UOA Holdings launched two condominium blocks at The Park Residences. Called Begonia and Acacia, these comprise 470 units with built-ups of 1,200 to 2,100 sq ft. Sold at an average price of RM350 psf, they are now 80% taken up. Khor says the units, which have been completed, are now going for RM450 to RM550 psf at sub-sale level. The Park Residences — Bangsar South’s residential precinct — is separated from its commercial precinct by Jalan Kerinchi. The commercial precinct, which consists of boutique office The Horizon, lifestyle mall The Sphere and The Vertical office towers, will have 11,038 parking bays when it is completed. Kampung Kerinchi in Pantai Dalam was acquired by UOA Holdings some five years ago. Access to the site is via the Kerinchi exit off the Federal Highway. Since the middle of 2007, the developer has expanded the main road leading into the area into three lanes, built pedestrian walkways and carried out landscaping works. The bus stop near the Universiti LRT station has been upgraded while a food court has been built for the traders who used to operate by the roadside. A recent addition to the township is a police station. Bangsar South, which is the developer’s single largest project with a gross development value of about RM6 billion, will take another seven years to complete. Six-acre central park Phase 1 of The Horizon, consisting of 14 blocks of 10 and 11-storey boutique offices with an average gross floor area of 55,000 sq ft, was completed in June last year. The developer is keeping four blocks to be leased out, including the one that it is occupying. Of the remaining 10 blocks, nine were sold en bloc three years ago at RM650 psf. Khor says three blocks in Phase 1 have been awarded MSC status. Among the corporations that call Bangsar South home are Al-Batha Group, Takaful Ikhlas, F-Secure Corp of Finland, Malaysia Electronic Payment Systems and Dagang.NET Technologies. The 2-storey boutique mall The Sphere is located in front of Phase 1 of The Horizon. It boasts a net lettable area of 80,000 sq ft and will eventually be redeveloped into a shopping mall when the township’s population increases. UOA Holdings is determined to provide value-added public facilities for the neighbourhood in the commercial precinct. By giving up three office blocks, it has provided the township with a bigger green space. The developer had initially planned 10 blocks of 13 to 20-storey boutique offices with a total floor area of 1.5 million sq ft as well as a central park in Phase 2 of The Horizon. However, it then decided to scrap two of these office blocks, and another one in The Vertical towers nearby, to create a six-acre central park. Initially, only 2.5 acres were set aside for the park. “The government has been pushing the green agenda, so we decided to support the cause and took out the three blocks to create a bigger central park with a water feature that will be open to the public and the neighbourhood,” Khor says. Construction on four of the eight blocks in Phase 2 of The Horizon started in March and two blocks have since been sold. They are scheduled to be completed by January. Work on the other four began recently. Pedestrian bridge extension The developer, which is a subsidiary of Australian Securities Exchange-listed UOA Ltd, is also looking at improving accessibility to the township. Last year, it acquired almost three acres of freehold land located diagonally across Wisma Pantai on the Federal Highway. At the moment, there are some billboards and squatter homes on the land. UOA Holdings plans to develop this site in three to five years’ time, when work on the 60-acre Bangsar South is about 70% to 80% complete. Meanwhile, it is looking to capitalise on the parcel to create better accessibility to Bangsar South. The pedestrian bridge across the Federal Highway that now connects Wisma Pantai to the three-acre parcel will be extended to the Bangsar South development, says Khor. “The 178m extension will make the total length of the bridge 250m. It will allow people to walk from the Kerinchi LRT station to the commercial precinct in the north sector of Bangsar South. We are in the midst of getting the squatters to leave and will start construction by the end of the year,” he explains. The extension of the bridge will be completed in three months. When ready, it will end at the common basement level of the commercial precinct of Phase 2 of The Horizon and the other office buildings. There will also be a link between the commercial precinct and the clubhouse in the residential precinct. Khor says a new LRT station will be located on Jalan Kerinchi, making the township even more accessible in the future. More upcoming projects Meanwhile, UOA Holdings launched Binjai 8 — a 40-storey SoHo development located behind Nikko Hotel in Kuala Lumpur — in May. The one-acre freehold project offers 310 partly furnished units of 753 to 1,784 sq ft, priced from RM1,100 psf. Take-up of the units, which come in six designs with 1, 2 or 3 bedrooms, currently stands at about 60%. Binjai 8 comes with 500 parking bays categorised as common property to be leased out to the residents. The site was purchased, together with a development order for serviced apartments, at about RM2,000 psf, Khor says. The developer is also launching an apartment project — Setapak Green — in Setapak by the end of the year. UOA Holdings completed several projects in Setapak, including Plaza Prima apartments, Prima Setapak and Prima Setapak II condominiums. In Old Klang Road, Kuala Lumpur, its projects include Villa Yarl in Taman Yarl, Halimahton as well as some mixed developments of terraced and semi-detached homes and bungalows in Happy Garden. The developer has also begun construction on Villa Pines, a gated and guarded community in Segambut Dalam. The freehold project offers 20 units of 2½-storey linkhouses with built-ups of 3,937 to 5,040 sq ft that will be sold at a later date. Some 35 units of 2½-storey warehouses in Kepong Business Park, located within Segambut Business Park, are under construction as well. These freehold units have built-ups of 9,000 to 21,000 sq ft and are tagged from RM5 million to RM10 million. Half have been sold since June. Next year, UOA Holdings plans to launch a condominium project in Taman Desa, Kuala Lumpur, and a commercial project in Glenmarie. It still has about 100 acres of undeveloped landbank in areas like Setapak, Kepong and Taman Desa in the Klang Valley, with a development value of RM5 billion. Residents fear population density By BAVANI M bavanim@thestar.com.my RESIDENTS in Pantai Hillpark, Pantai Panorama Condominiums and Phase 1, 2, 3 and 5 Andalusia are against the proposed development of apartments and luxury villas in Bukit Kerinchi and have urged the Kuala Lumpur City Hall (DBKL) to follow the KL Structure Plan 2020 rules regarding density. The residents, including Lembah Pantai MP Nurul Izzah Anwar, gave their views at the objection hearing chaired by City Hall (DBKL) deputy director-general (development) Zulkifli Ibrahim on Wednesday. They said their neighbourhood was already reeling from the effects of overdevelopment. The project involves an increase in population density from 20 people per acre to 332. Pantai Panorama resident Teo Keng Huat said every morning at 7am and evening at 7pm, the area was choked with traffic. “There are not enough roads and UOA has not finished with their own projects there and yet the place is congested. “With this new development, things are going to get worse. The authorities are allowing new projects to come up but where are the new roads?’’ asked Teo. Teo’s sentiment was echoed by Andalusia Phase 3 resident Y. K. Leong who also brought up the issue of traffic and congestion at the hearing. “The authorities must not look at the new development in isolation but it must be looked at in the context of the surrounding areas,’’ Leong said. “The UOA project is on-going and the PKNS project is also coming up. The density is going to increase and so will the traffic. As it is, congestion is already a problem,’’ added Leong. Planning lawyer Derek Fernandez, who is representing Pantai Hillpark residents, presented four points during the objection. Fernandez said The KL Structure Plan 2020 zones the area as an established development and hence there cannot be any big development. Only minimal changes are allowed. “In this case, there is a 16-fold increase in population density — this is not minimal by anybody’s standard and furthermore any increase in density should follow with the same increase in infrastructure but there is none here,’’ he said. Secondly, there should be a buffer between the development and the gazetted green belt on the Selangor side. “Previous KL mayor Datuk Mohmad Shaid Mohd Taufek had promised to gazette the area as a green belt including maintaining a continuous green area on the KL side. “If this new development is allowed, there would a tear in the green belt in Bukit Gasing and this goes against the policy,’’ he said. Fernandez explained that the National Physical Plan stated that there should be a green belt between the boundaries of two cities. “Land should be set aside as a boundary between KL and PJ and here there is none,’’ he said. In August, about 900 residents signed a petition objecting to the proposed development.
