A $1.6 BILLION (BD605 million) Health Island off the coast of Muharraq is expected to create hundreds of job opportunities for Bahrainis and make a significant contribution to the economy.

Officials believe the development would revolutionise the country's healthcare system and help turn it into a regional hub for health tourism.

Work will get underway shortly with reclamation of the seabed and construction on the project is expected to take three to five years.

Health Island will feature the latest facilities and services within in a landscaped resort built on reclaimed land.

People will be able to live there full time in apartments, villas and condominiums.

It will include a diagnostic centre, alternative medicine centres, a nutrition and diabetes centre, an aesthetic surgery centre, a sports medicine centre and a women and children's centre, as well as deluxe spas, three five-star boutique hotels and luxury residences.

The island will be divided into clusters, each focusing on different aspects of healthcare.

Among the main features will be a 358-bed "wellness hospital" catering to medical aesthetics, nutrition, diagnostics, alternative medicines and sports medicines.

In addition, a 216-bed children's and women's hospital will cater to a range of maternal and paediatric care.

There will be three five-star hotels with French, Thai and Chinese themes, each comprising 60 to 70 villas and suites, along with a Middle Eastern and Turkish inspired four-star hotel comprising 110 rooms with a commercial podium.

Residences include 38 large lagoon-view villas, 36 spacious garden-view villas and 44 sea-view villas plus 202 waterway condominium-style residences enclosed in six to eight storey buildings, 424 pier-side residences spread over five to seven storey buildings and 154 luxury condominiums set in nine storey buildings.

There will also be 312 quayside residential units housing three to four storey buildings; 270 units of low-rise canal-view condominiums, all with commercial podiums and a total of 160 guestrooms catering to serviced apartments.

Amenities include two-storey to four-storey buildings for supermarkets, commercial and retail outlets, cinemas, arcade and waterfront restaurants.

Around 50 per cent of the development, including the island's beaches and businesses, will be open to the public, while the rest will be within gates and private areas.

The Ithmaar Development Company (IDC), a subsidiary of Bahrain-based Ithmaar Bank, is spearheading the project.

Set up to execute major development projects, it has a $2.9 billion (BD1.0962bn) initial project portfolio and more than half of the funds will go towards the Health Island initiative.

Singaporean company DP Architects have designed the master plan, which will cover 1.25m square metres.

IDC chief executive officer Mohammed Khalil Alsayed, who is also president of the Bahrain Society of Engineers, said the diagnostic centre would be the first to be built.

He said it was anticipated that up to 15 per cent of patients diagnosed at the Health Island's centres would need hospital care, adding that IDC has held preliminary discussions with a number of hospitals in the Far East and Europe to facilitate this.

"Health Island will be a low-rise development as compared to other developments elsewhere that are perceived to be commercially intensive and high-density," he said.

"We are making sure that there will be a lot of green space and this will add to the development's value.

"While reclamation is likely to take around 14 to 18 months, the island will be ready for infrastructure development in phases even before the full reclamation, canal works and rock protection is complete in all respects."

The project, known as Dilmunia, is being spearheaded by Ithmaar Development Company.

Located on the north-east coast, it is described as the largest healthcare, leisure and real estate project of its kind in the Middle East.

In addition to specialist clinics, hospitals, spas and other wellness facilities, it will include hotels, residential areas, leisure and shopping centres.

A $69m (BD26m) reclamation contract has now been awarded to Boskalis Westminster Middle East (Boskalis), which will be responsible for dredging and reclamation of the seabed, rock protection and canal works.

Ithmaar Development Company (IDC), the wholly owned development arm of Bahrain-based Ithmaar Bank, is part of the Ithmaar banking group.

A successful private placement by Ithmaar Bank has raised $185m (BD70m) for Dilmunia Development Fund I LP and funds raised are being used to purchase land and invest in the initial infrastructure work for the island - paving the way for the project to enter its next phase, when some of the plots will be sold to investors for development.

Site mobilisation for the reclamation work on the island is set to start on March 1 and is expected to be completed in approximately 15 months, said Ithmaar Development Company chief executive officer, board member and Health Island Company chairman Mohammed Khalil Alsayed. He said reclamation and construction work would be carried out according to strict international standards to ensure that the environmental impact was as minimal as possible - adding that the first phase of an Environmental Impact Assessment had already been carried out "with positive initial results".

The master planners for the health island are DP Architects, an international architectural firm based in Singapore.

Dilmunia is the first project in IDC's $3.3bn (BD1.24bn) initial portfolio to reach the implementation stage.

Other projects in the pipeline include the $1.5bn (BD567m) revamp of Al Jazayer Beach, which promises to turn one of Bahrain's oldest beaches into a modern and world-class leisure and family tourism facility, and a chain of family-oriented hotels beginning with a $175m (BD66m) property to be located off Seef District.

"Future plans are to expand to the greater Middle East and North Africa (MENA) region, as well as to other emerging markets that offer strong potential for growth and investment," said a statement by the bank.

Can someone tell me the location of the Health Island? I saw big lang reclamations in the North, next of Amwaj. Is that the island?

Yes, from what i've heard it is going to be close to Amwaj... I go to amwaj a lot, but i havent noticed any reclamation nearby... Maybe its cuz i usually go in the evening time..

but even though u go in evenings...there should be sign of work going on...equipment and stuff..

but hey this would be a great thing to happen....

There's huge land reclamation near amwaj for Diyar Al Muharraq, go to Tala and look north you will see it.

My guess is next under Amwaj, from right top to right down you see: Diyar project, Amwaj /and the big blue square is hospital and school. By the way, the first dredging boats arrived near Amwaj. Looks like Dilmunia land winning phase has started. I don't have pictures yet. I suggest, who has a jetski or boat? You can have a look, this weekend I saw 5 ships and some works going on.

I moved here a month ago, and let me tell you...couple weeks after I settled in..out of nowhere came a big party of construction boats and they started reclaiming land day and night. Every morning I would wake up and the island grew bigger and bigger in size to my amazement. Its now a long strip and theres constant work on it...and unfortunately at night they dont quit working...theres always this one bright white construction lighting on 24/7. I wish they would face it away from amwaj. If your driving into amwaj, the project can best be viewed facing the east side of meena 7 and marsa floating city. I'll take some pics and upload in future to show you the progress. Im glad to hear that the island will be a low level development, as it would take away from the lovely view I currently have.

Could Bahrain become the Florida of the Middle-East.... It's a market that hasn't been penetrated by anyone in the region.

Bahrain could very well be a new destination for those who seek a retirement home.

Perhaps.. I was chatting with a nice English lady at the bank the other day... Got a bit nosey.. Found out her parents have sold their house in the UK and bought a house in Durrat Al Bahrain.. And a Yacht too.. One of those houses where u can park ur Yacht right behind =)

So they're basically retiring in Bahrain... A nice house on the sea in a little modern beachfront community.. :)

$150m luxury Dusit International hotel on way

LUXURY Thai hotel chain Dusit International looks set to open its first property in Bahrain at a new island being created specifically for health tourists. The announcement was made yesterday, just a day after Bahraini MPs voted in favour of a ban on alcohol in hotel outlets and all restaurants.

However, a spokesman for the developer refused to confirm whether plans included the sale of alcohol - saying it was too early to know.

The Dusit Dilmunia, estimated to cost up to $150 million (BD56.7m), is envisioned as a boutique hotel with a distinct Thai flavour.

It will have up to 250 guest rooms, in addition to two restaurants, banqueting facilities and meeting space.

Designs for the beachfront hotel include a number of surrounding villas, a full range of Thai health and spa services and "complete" food and beverage services.

It will be located on Dilmunia @ Bahrain Health Island, a 125-hectare manmade island featuring health and wellness services, hospitality and hotels, along with residential, commercial and retail spaces.

That project is being spearheaded by the Ithmaar Development Company (IDC), which has signed a memorandum of understanding (MoU) for the hotel with Dusit International.

The MoU covers the management and operation of the new five-star hotel on the island, located off the northeast coast of Muharraq.

It is said to mark the start of negotiations between both parties and is expected to be followed by the signing of a technical services agreement and hotel management agreement.

The hotel is expected to be ready for occupation in line with other parts of the development and although a specific timeline has not been laid out, construction is expected to begin in 2011.

It is estimated that "a significant part" of Dilmunia @ Bahrain will be functional by 2012, with the full island complete by 2014.

IDC chief executive officer and board member Mohammed Khalil Alsayed said he expected the project's completion to coincide with an upturn in the global economy.

"Our implementation timelines are geared towards positioning ourselves to deliver hospitality, wellness and other services to a range of tastes and markets," he said.

"We are confident that the global economy will be in an upswing by the time our offerings are ready, providing an ideal timing for the entire Dilmunia @ Bahrain Health Island community."

Meanwhile, Dusit International Middle East vice-president Sam-Erik Ruttmann said the company was looking forward to entering the Bahrain market.

"We are very pleased to have signed an MOU with Ithmaar Development Company and are confident of bringing the famed Thai hospitality to the shores of Bahrain," he said.

MANAMA: Reclamation work on Dilmunia at Bahrain, a 125-hectare purpose-built island being developed by Ithmaar Development Company (IDC), has been completed and infrastructure work is well underway.

The announcement was made yesterday by IDC chief executive officer Mohammed Khalil Alsayed ahead of IDC's participation at the Cityscape Dubai exhibition, one of the region's largest property and real estate events.

"Work on Dilmunia at Bahrain has been continuing at full swing and we remain as resolutely committed as ever to meeting both the deadlines and the anticipated returns we had announced when we first launched the project," he said.

"In the past year, for example, we have completed reclaiming the island and are well underway on rock-protection and the waterway canal works.

"With Dilmunia at Bahrain quickly taking shape, we have concluded deals for the sale of additional plots on the Island, signed agreements with a prestigious international hotel chain and are finalising negotiations with Dilmunia Health District partner," said Alsayed.

IDC has started selling parcels of land to third-party sub developers while simultaneously preparing to develop other parcels themselves. The $1.6 billion island, with a total built up area of around two million square metres is being developed by IDC, the development arm of the Ithmaar banking group.

Mott MacDonald helps design infrastructure for first bespoke health island, Bahrain

Mott MacDonald has been appointed by Ithmaar Development Company to provide infrastructure design and supervision services for Dilmunia Health Island. The first of its kind, this new health island, anticipated to be worth around $1.6 billion, is set to be an international health and wellness facility in a resort-style environment based on a 125 hectares manmade island off the north-east coast of Bahrain.

Designs for the health island were developed last year and Mott MacDonald's commission will help move the project on to the next stage. The health island is expected to house a state-of-the-art diagnostic centre along with centres for nutrition and diabetes, cosmetic surgery, aesthetic medicine, women and children’s health, alternative medicine as well as a sports medicine centre. Deluxe spas, boutique hotels, residential clusters, commercial facilities and recreational amenities are also included in the concept design.

Mott MacDonald’s team in Bahrain is assigned to design and supervise the construction of all infrastructure services from roads, bridges, power network , water, sewerage and treatment services to a district cooling plant with associated distribution services and a canal which is all due for completion by the mid 2013.

MANAMA: Ithmaar Development Company (IDC) yesterday announced the completion of the preliminary development phase of its flagship Dilmunia at Bahrain Project.

It encompasses reclamation, master-planning and infrastructure design.

Conceived and developed by IDC, the $1.6 billion Dilmunia project is created to take advantage of the burgeoning health and lifestyle industry. Dilmunia offers investors an opportunity to develop projects designed to tap into this fast growing industry.

IDC recently exhibited Dilmunia at regional property event Cityscape Jeddah.

As per a report from the Deloitte Centre for Health Solutions, global tourism for health and well-being alone is estimated to grow to $100bn by 2012.

"We are proud to announce the completion of the preliminary phase of the project and are now preparing to tender for infrastructure construction," IDC chief executive officer Mohammed Khalil Alsayed said.

"We will hit another milestone in the fourth quarter of 2011 when we commence infrastructure development, strongly reaffirming our belief in the feasibility of well planned projects in Bahrain."

Understanding the trend towards a more sustainable and balanced development, Dilmunia has been conceived to cater to a substantial and growing market niche.

Exactly 2 years ago, I made a picture of the "Birth of Delmunia". Now, 24 months later the island is still deserted. Let's see when the works start :)

Dilmunia and Diyaar al Muharraq are gonna take a long time... Like Amwaj, which is still a work in progress after soo many years, they're going to take even longer... So i wouldn't hold my breath on it..

There'll be some infrastructure in place in the coming months, before the end of the year.. However, as for proper developments, be it hotels, homes, etc, it'll be a while..

Most plots are being sold to private investors i think.. Unlike Durrat.. Although a small part will have homes built and sold.. I expect that will be among the first projects to materialize...

Actually Dilmunia and Diyar are quite different in their business models and developmental strategies. Diyar is a masterplanner with a huge financial backing owned by an investment house little affected by any crisis. Diyar also has a (relatively) sustainable developmental approach from a social and environmental sense, infact it is the most progressive reclamation masterminded megaproject in the entire gulf imho. Dilmunia on the other hand is a flash developer with little of a solid longterm plan similar to many others in the region, private and publicly owned.
My prediction is that stuff will pop up with Diyar much before Dilmunia even though it started much later.

Hmm.. So what in your opinion is so progressive and revolutionary about the Diyar reclamation?

Dilmunia's infrastructure works contract awarded

MANAMA: Ithmaar Development Company (IDC) has awarded the infrastructure works for the first phase of Dilmunia at Bahrain.

The $1.6 billion Dilmunia Island marked a major milestone yesterday with the awarding of an infrastructure package relating to the ambitious 125 hectare island's highways and roads, a distributor bridge crossing on top of Dilmunia's Grand Canal, landscaping and its power, water, sewerage and drainage, and telecommunications networks.

The first phase of Dilmunia's infrastructure is valued at $22.5 million and will take 24 months to be completed but will enable the completion of various sub-developments within the same timeframe, meaning that end-users can be handed the keys to their units by mid-2015.

"We are proud to partner with Cebarco Bahrain, one of the largest and most reputable construction companies in the kingdom," said IDC chief executive Mohammed Khalil Alsayed.

Cebarco Bahrain, part of KAR Group, is known for their work on the Formula One circuits in both Bahrain and Abu Dhabi, Bahrain City Centre and a number of infrastructure projects. The contractor will be working closely with infrastructure designers Mott MacDonald Limited and cost consultants DG Jones & Partners to deliver the services for the landmark project.

"The award of infrastructure work for Dilmunia signals a solid vote of confidence by developers and investors alike, on Bahrain's immediate prospects as also for the longer term," said Mr Alsayed.

Dilmunia at Bahrain is a mixed-use project built on man-made island that has already come up off the coast of Muharraq. With a unique health and wellness anchor, Dilmunia will include residences, hotels, leisure and shopping districts, and provide residents and visitors with hospital facilities, spas and state-of-the-art wellness services in a resort-type environment.

"Dilmunia, and the uniqueness of its concept, continues to generate interest from potential end-users, sub-developers and operators alike. We look forward to a busy 2013 in which we will initiate further development on the island," said Mr Alsayed.

أعلنت شركة الإثمار للتطوير، تعيينها الشركة التي ستقوم بتطوير البنية التحتية للمرحلة الأولى لمشروع جزيرة دلمونيا في مملكة البحرين، البالغة كلفته الإجمالية 1.6 مليار دولار، إذ ستشمل هذه المرحلة تنفيذ الشوارع والطرق السريعة التابعة إلى الجزيرة التي يبلغ حجمها نحو 125 هكتاراً، إلى جانب جسر العبور فوق القناة المائية الكبرى، والكهرباء والماء وشبكات الصرف الصحي وشبكات الاتصالات بالإضافة إلى تهيئة المواقع الخضراء وغيرها.

وتبلغ قيمة المرحلة الأولى من تطوير البنية التحتية لمشروع دلمونيا 22.5 مليون دولار، على أن تستغرق عملية إنهائها ما يقارب 24 شهراً، إذ من المقرر أن يتم في الوقت ذاته تنفيذ مجموعة من مشاريع التطوير الفرعية، وبذلك يمكن تسليم مفاتيح الوحدات السكنية إلى ملاكها في منتصف 2015.

وبهذه المناسبة؛ صرح الرئيس التنفيذي وعضو مجلس إدارة شركة «الإثمار للتطوير» محمد خليل السيد قائلاً: «نفخر بتعاوننا مع شركة سيباركو البحرين، واحدة من كبرى شركات البناء في المملكة».

و»سيباركو» منتمية إلى مجموعة KAR التي عملت على تطوير حلبات الفورمولا 1 في كل من مملكة البحرين وإمارة أبوظبي، إلى جانب مجمع «البحرين سيتي سنتر» ومجموعة من مشاريع تطوير البنى التحتية. هذا وسيعمل المقاول بشكل وثيق مع مصممي البنية التحتية شركة (موت ماكدونالد ليميتد) واستشاريي التكلفة (دي جي جونز وشركاؤه) لتقديم الخدمات اللازمة لتنفيذ المشروع.

وأضاف السيد: «يمثل تعيين شركة للقيام بأعمال البنية التحتية لمشروع دلمونيا مؤشراً قويّاً لثقة المطورين والمستثمرين على حد سواء بتطلعات البحرين الحالية وعلى المدى البعيد».

يشار إلى أن جزيرة دلمونيا في البحرين تمزج الطابع الصحي بطابع الرفاهية، ومن المقرر أن تشمل هذه الجزيرة الاصطناعية الواقعة على مقربة من جزيرة المحرق على مناطق سكنية وفنادق ومناطق للتسوق وخدمات ترفيهية إلى جانب خدمات الرعاية الصحية واللياقة وسط بيئة منتجعية.

يأتي مشروع دلمونيا مع النمو السريع الذي يشهده قطاع الصحة حيث فاق حجم هذا القطاع 100 مليار دولار عالميّاً بنهاية العام 2012، وذلك بحسب تقرير أصدره مركز ديلويت للحلول الصحية. بالإضافة إلى ذلك، يقع المشروع بالقرب من مطار البحرين الدولي بالإضافة إلى سهولة الوصول إليه قدوماً من المملكة العربية السعودية عبر جسر الملك فهد الأمر الذي يشكل جذباً للمستثمرين.

وختم السيد تصريحه قائلاً: «يتواصل إهتمام الزبائن الحاليين والمستقبليين بمشروع دلمونيا نتيجة لتميزه الفريد في مفهومه، ونتطلع إلى عام مليء بالإنجازات في 2013 من تطوير أجزاء عديدة في الجزيرة».

وذكرت الشركة أن مشروع دلمونيا إلى تحويل مملكة البحرين إلى وجهة عالمية في مجال السياحة الصحية، الرامية إلى جذب العديد من الاستثمارات المقدرة بملايين الدولارات مع خلق الآلاف من فرص العمل في مجالات التخصص ذات العلاقة، وهذه المرحلة تشير إلى بدء خطوة نشطة لتطوير دلمونيا.

قال نائب رئيس مجلس الوزراء، الشيخ خالد بن عبدالله آل خليفة إن الحكومة ستطلق قريباً صناديق لدعم المشاريع العقارية المتعثرة.
وأوضح سموه أن دعم تلك المشاريع لن يكون بطريقة واحدة، بل بطرق متعددة، لكون كل مشروع متعثر له ظروفه الخاصة من ناحية حجم الخسائر والمساهمين.
وذكر سمو الشيخ خالد على هامش تدشين «جزيرة دلمونيا» بالمحرق أمس، أمس أن الحكومة تدرس حالياً الحالات المتعثرة مع ملاك العقارات بشكل مباشر، وقريباً سنخلص إلى نتائج تسر الجميع.
الحكومة ماضية بمساعدة المطورين
وحول نوعية الدعم الذي ستقدمه الحكومة، بين سموه أن الدعم سيختلف من حالة لأخرى، من بنيها تقديم التسهيلات، مشيراً في الوقت نفسه إلى أن هناك أموراً على المطورين الاتفاق عليها لتقوم الحكومة بالمساعدة.
وقدر عقاريون قيمة المشروعات العقارية المتعثرة بنحو 120-150 مليون دينار متوزعة ما بين 20-30 مشروعاً في مختلف مناطق المملكة يتراوح حجمها بين صغيرة ومتوسطة وكبيرة، داعين الحكومة إلى تسريع وتيرة العمل في هذا الجانب، الأمر الذي يترتب عليه إنعاش القطاع.
وتوقع عقاريون أن تكون طريقة تعويض المشروعات المتعثرة عبر دعم المطورين العقاريين من خلال تقديم القروض الميسرة، أو من خلال دخول الحكومة كشريك عبر شراء حصة في المشروعات المتعثرة، خصوصاً وأن عدداً كبيراً من هذه المشروعات يتعلق بالإسكان، أي ممكن أن تستفيد منها الحكومة كمشروعات إسكانية.
وأكد نائب رئيس الوزراء، أن مشروع دلمونيا إضافة جديدة للبحرين، كما سنشهد في العهد الذي تعيشه المملكة مضاعفة عدد الجزر، موضحا أن المشروع يحتوي على 3 جزر، بالإضافة إلى عمليات التطوير في الجزر شمال وجنوب المحرق..هذه المشاريع تدعم البنية التحتية للمحرق التي سنراها في السنوات القادمة.
وأفاد سموه بأن انطلاقة «جزيرة دلمونيا» يعني أن البحرين مقبلة على نهضة عمرانية كبرى، كما سينهي وقت الركود في قطاع العقارات في القريب.
وخلال حفل الافتتاح، أزاح سمو الشيخ خالد الستار عن نصب تذكاري يرمز للبداية الرسمية للمرحلة الأولى من أعمال البنية التحتية وأعمال التطوير للمشروع.
7 ملايين دينار التداولات العقارية يومياً
من جهته قال مدير عام السجل العقاري، الشيخ عبدالرحمن بن علي آل خليفة إن حجم التداول العقاري في المملكة يتراوح بين 3 إلى 7 ملايين دينار يومياً.
وفي وقت سابق من الشهر الماضي، أعلنت شركة الإثمار للتطوير عن قيامها بإرساء مشروع البنية التحتية بمبلغ 22.5 مليون دولار على شركة «سيباركو البحرين» بعد الانتهاء من عملية المناقصة الشاملة.
وستشمل هذه المرحلة تنفيذ الشوارع والطرق السريعة التابعة للجزيرة التي تبلغ مساحتها نحو 125 هكتاراً، إلى جانب جسر العبور فوق القناة المائية الكبرى، وشبكة الكهرباء والماء وشبكات الصرف الصحي وشبكات الاتصالات بالإضافة إلى تهيئة المواقع الخضراء وغيرها.
وستستغرق مدة التنفيذ ما يقارب 24 شهراً، حيث من المقرر أن يتم في الوقت ذاته تنفيذ مجموعة من مشاريع التطوير الفرعية، وبذلك يمكن تسليم مفاتيح الوحدات السكنية لملاكها في منتصف 2015.
«دلمونيا» يخلق آلاف الوظائف
إلى ذلك، أكد الرئيس التنفيذي وعضو مجلس إدارة «الإثمار» للتطوير محمد خليل السيد أن مشروع جزيرة دلمونيا تبلغ قيمته 1.6 مليار دولار.
وأبان أن المشروع سيساهم في المساعدة على خلق آلاف الوظائف الجديدة بطريقة مباشرة وغير مباشرة وسيعزز الصناعات الإنشائية والعقارية والسياحية الأساسية في المملكة.
وأفاد السيد بأن المرحة الأولى من المشروع ستنجز خلال 24 شهرا، وأن تمويلها بالكامل عبر مجموعة إثمار، فيما سيعتمد تمويل المراحل المقبلة على المزج بين مطوين وممولين خارجيين ومن البحرين وكذلك تمويل ذاتي من قبل القائمين على المشروع.
ولفت إلى أن «كل مرحلة ستستغرق 3 أعوام..إذا كانت هناك حاجة لتسريع المشروع فمن الممكن أن تتداخل بعض المراحل لاختصار الوقت».
وأكد أن تأخر المشروع لمدة عام جاء نتيجة الأحداث التي شهدتها المملكة في 2011، متوقعاً أن ينشط القطاع العقاري في الفترة المقبلة بناءً على الأرقام والمعطيات في السوق.
وأضاف السيد: «هذا الاحتفال هو خطوة هامة تجاه تطوير البحرين لتصبح وجهة للسياحة العلاجية، ما سيساعد على جذب ملايين الدولارات للاستثمار والمساهمة في تقديم المزيد من الدعم للاقتصاد الوطني».
وتابع: «المشروع هو مشروع رئيسي لنا في شركة الإثمار للتطوير وللمملكة بشكل عام..ومع مواصلة دعم الحكومة، فإن المشروع يأخذ الآن خطوة هامة ويتحول بشكل سريع من رؤية جريئة وطموحة إلى واقع ملموس».
إنجاز سريع للمشروع
وقال: «هناك العديد من الكيانات التي عملت بشكل جدي في المشروع للوصول إلى هذا الإنجاز الرئيس..المشروع الآن يتم بناؤه بوتيرة أسرع وكلي ثقة مع التطورات الأخيرة في نشاط السوق».

وحضر فعاليات تدشين المشروع، والذي استضافته شركة الإثمار للتطوير المنفذة للمشروع، وزراء وكبار المسؤولين في القطاع الحكومي، والمديرون لشركة الإثمار للتطوير والمديرون التنفيذيون لبنك الإثمار وكبار الشركاء في المشروع، بالإضافة إلى كبار الشخصيات الاقتصادية والمستثمرين الحاليين والمرتقبين في المشروع.

قال الرئيس التنفيذي لشركة إثمار للتطوير، التي تقوم ببناء مشروع «دلمونيا» السكني والترفيهي الضخم، محمد السيد، إن مجموعة إثمار قامت بتمويل المرحلة الأولى للمشروع بكلفة بلغت 22,5 مليون دولار، وتنفذها شركة سباركو التي قامت ببناء حلبة البحرين ومشاريع بنية تحتية في المملكة.

وشرح السيد خلال لقاء مع الصحافيين على هامش إطلاق المشروع في شرق الحدّ أن عقد البنية التحتية طرح في «مناقصة وتمّت دعوة شركات بحرينية وأيضاً إقليمية، وفي النهاية فازت سباركو بالمناقصة. المرحلة الأولى للبينة تحتية ستنتهي خلال 24 شهراً ابتداء من أول أبريل/نيسان العام 2013.

وذكر السيد، رداً على استفسار عن كيفية تمويل البنية التحتية، أن المشروع سيبنى على عدّة مراحل «ونحن الآن في المرحلة الأولى، وسيكون التمويل مزيجاً بين تمويل ذاتي من قبلنا كمستثمرين ومطورين، وشركاءنا في المشروع، وأيضاً من قبل ممولين خارجيين ومستثمرين».

وأردف يقول «حالياً عندنا عدة أفكار، والفكرة الأساسية هي أن المشروع «ليس مشروعاً عقارياً عادياً، وإنما مشروع محوره الأساسي في الجزيرة هو الصحة واللياقة. الفكرة جاهزة ونحن حالياً نبحث عن مستثمرين يستثمرون في المشروع، ولكن في الوقت الحالي كان تمويل البنية التحتية كاملاً من قبلنا، عبر مجموعة إثمار».

وشرح بأن المشروع يتكون من 4 مراحل، وكل مرحلة ستستغرق نحو 3 سنوات «وإذا كان هناك إقبال جيد على مكونات المشروع والوحدات والأراضي التي تعرض فسنعجّل بالمراحل، ولكن نرى أن تنفيذ المشروع على مراحل يناسب الوضع الاستثماري الحالي في البحرين».

وأضاف «نتوقع على الأقل أن نصف الاستثمار يكون من مستثمرين آخرين ... ربما من البحرين والمنطقة وأيضاً من الخارج. لدينا اتصالات مع مستثمرين وعندنا أفكار كثيرة في الجزيرة تبحث عن مستثمرين».

وقال مسئولون إن جزيرة دلمونيا في البحرين تمتاز بتعدد خدماتها؛ إذ تمزج الطابع الصحي بطابع الرفاهية. ومن المقرر أن تضم هذه الجزيرة الاصطناعية الواقعة على مقربة من جزيرة المحرق مناطق سكنية وفنادق ومناطق للتسوق وخدمات ترفيهية إلى جانب خدمات الرعاية الصحية واللياقة وسط بيئة منتجعية.

وتطرق إلى السوق العقارية في البحرين فبيّن «لدينا إحساس بعودة العافية إلى السوق العقارية في البحرين، وأعتقد أن السوق بدأت تلحظ في الأشهر القليلة الماضية نمواً في حجم التبادل. أعتقد أن المناخ السياسي في البحرين يتحول إلى الأفضل في ظل الحوار».

كما أوضح السيد أن تأخر المشروع لمدة تبلغ نحو عام كان بسبب «الأحداث التي جرت في البحرين بشكل أساسي». ولم يذكر مزيداً من التفاصيل، ولكنه كان يشير إلى الاحتجاجات المناهضة للحكومة التي بدأت في البحرين في فبراير العام 2011.
