Malaysia developer woos GCC investors
S P Setia Bhd, Malaysia’s most valuable real estate developer, showcased five major projects with a Gross Development Value (GDV) of $7.5 billion at last month’s Cityscape Dubai 2007.
S P Setia, voted the best property developer in Malaysia by Euromoney magazine for the last three years, sought business partnerships with companies in the GCC region. The company is eyeing agency agreements and identifying investment and joint-development opportunities in the Middle East and in Asia.
Tan Sri Dato’ Sri Liew Kee Sin, group managing director and chief executive officer of SP Setia, said: “S P Setia is the first Malaysian company to strategically tap the huge investment appetite for quality global real estate products in the GCC property market. It is our vision to introduce our exciting concepts to international markets, especially potential buyers and investors from the Middle East.”
S P Setia is spearheading two mega commercial ventures – Setia City and Setia EcoCity in the economic centres of Klang Valley and Iskandar Development Region (IDR) in central and southern Malaysia. Its ecologically-enhanced development, Setia Eco Park, which redefines urban living in a tropical luxury resort will also be showcased at Cityscape 2007.

The developer is shifting its strategy by increasing its commercial property portfolio from three per cent now to 20-30 per cent in two to three years
SP SETIA Bhd, Malaysia's most valuable property developer, plans to build its first retail mall for RM750 million as part of plans to have more commercial assets.
Almost all of the group's income now comes from residential property but it wants to change that strategy.
"We are planning to increase our commercial content from three per cent now to some 20 to 30 per cent in two to three years. We want to move into commercial as the properties will give us higher value," group managing director Tan Sri Liew Kee Sin told reporters at a briefing in Shah Alam yesterday.
The four-level mall will be built within Setia City, the commercial hub of its flagship township, Setia Alam, in Shah Alam, Selangor. It will have almost as much space as the popular Mid Valley Megamall, with a gross floor area of 1.23 million sq ft.
SP Setia's unit, Bandar Setia Alam Sdn Bhd (BSA), will build it with Lend Lease Asian Retail Investment Fund 2 Ltd (ARIF) via an equally owned joint venture firm, Greenhill Resources Sdn Bhd.
ARIF is a real estate fund advised by Lend Lease Investment Management Pte Ltd, which is part of Lend Lease Corp Ltd, an Australian property group.
The mall is the fund's first retail project in Malaysia.
The mall, which may include a hypermarket, is expected to be opened by the end of 2011 as construction starts in the next six months.
At the signing of the joint venture agreement in Kuala Lumpur yesterday, Liew said Greenhill will buy 12.2ha from BSA for RM119.57 million.
There is also a hospital and university campus project in the pipeline at the 63.2ha Setia City, he said.
"We expect profits from the retail mall to flow through after 2011," he added.
Liew did not rule out building more commercial properties with ARIF, adding that it would sell more land to the Australian fund if it wants.
Meanwhile, Liew said SP Setia is on track to meet its RM1.5 billion sales target this year as it has been achieving monthly sales of up to RM120 million from its mature townships.
It has 16 ongoing projects worth RM30 billion.
The firm made a net profit of RM260 million for the 12 months to October 31 last year. Its revenue was RM1.15 billion.
Liew said SP Setia will continue to launch new projects despite weak market sentiments globally. It is also on track to launch its RM2.5 billion EcoLakes project in Vietnam by October.

Pusat membeli berkeluasan 1.23 juta kaki persegi itu dipercayai antara yang terbesar di Malaysia apabila pembinaannya siap pada 2011.
Pengarah Urusan dan Ketua Pegawai Eksekutifnya, Tan Sri Liew Kee Sin berkata, SP Setia dan ARIF akan menubuhkan syarikat bersama, Greenhill Resources Sdn. Bhd. (Greenhill) yang akan membeli 12.16 hektar tanah untuk pembangunan kompleks membeli-belah itu daripada Bandar Setia Alam Sdn. Bhd. (BSA) pada harga RM119.57 juta.
''Projek ini amat sangat signifikan kepada SP Setia untuk melangkah menjadi peserta dalam industri pembinaan komersial selepas berjaya meletakkan kedudukan kukuh sebagai pemaju hartanah di negara ini.
''Tanah ini merupakan sebahagian daripada 63.2 hektar tanah di Precint 1 milik BSA di Setia Alam.,'' katanya.
Beliau menyatakan demikian pada sidang akhbar selepas majlis menandatangani perjanjian antara SP Setia dan ARIF di sini, hari ini.
BSA dan ARIF akan menguasai Greenhill dengan membabitkan nisbah pemilikan setara.
Menurut Kee Sin, ARIF adalah dana pembangunan hartanah borong oleh Lend Lease Investment Management Pte. Ltd. merupakan sebahagian Lend Lease Corp. Ltd. (Lend Lease), sebuah kumpulan pembangunan hartanah yang berpangkalan di Sydney, Australia.
Tambahnya, Greenhill telah melantik firma arkitek yang berpangkalan di Amerika Syarikat, The Jerde Partnership (Jerde) untuk mereka bentuk kompleks berkenaan supaya ia menjadi ikon seperti senibina lain di dunia.
Jelas beliau, projek yang akan dimulakan dalam tempoh enam bulan lagi bakal siap pada 2011 dan dijangka mampu memberi kemudahan membeli-belah dan rekreasi kepada 350,000 buah kediaman dalam lingkungan 30 kilometer dari kawasan berkenaan.
''Bagaimanapun dengan berkonsepkan 'kawasan untuk semua' kompleks ini dijangka turut mampu menarik penduduk Lembah Klang dan pelancong asing,'' ujar beliau.
Tambah beliau, syarikat itu juga menyediakan tanah rizab kepada kerajaan bagi pembinaan transit aliran ringan (LRT) pada masa depan.
Mengulas pembabitan syarikat itu dalam projek komersial, Kee Sin berkata, kumpulan tersebut berhasrat untuk mencapai 20 peratus bagi produk komersial dalam tempoh dua hingga tiga tahun lagi.
Setakat ini, projek komersial hanya menyumbang antara dua hingga tiga peratus kepada SP Setia.
Dalam pada itu, beliau yakin kumpulan itu mampu mencapai prestasi kewangan lebih baik pada suku keempat berikutan peningkatan jualan hartanahnya.
''Walaupun kenaikan harga minyak dan pasaran saham tidak menentu namun ia tidak menjejaskan jualan SP Setia,'' katanya.
Katanya, SP Setia mencatatkan jualan antara RM100 juta hingga RM120 juta setiap bulan.

PROPERTY developer SP Setia, via its subsidiary Bandar Setia Alam Sdn Bhd, today set up a company with an Australian-based wholesale real estate development fund to develop a RM750 million retail mall at its flagship township Setia Alam in Shah Alam.
The Lend Lease Asian Retail Investment Fund 2 Ltd is part of Lend Lease Corporation Ltd, a multinational property development group.
SP Setia’s group managing director Tan Sri Liew Kee Sin said the 50:50 joint venture project is expected to contribute to the group by the end of 2011 after its completion.
The joint venture company called Greenhill Resources Sdn Bhd will acquire from Bandar Setia Alam 30.5 acres of freehold land in Precinct 1 for RM119.57 million, which is inclusive of the development cost, for the mall project.
With a gross floor area of about 1.23 million square feet, Greenhill has appointed American-based design architect, The Jerde Partnership, to create an iconic landmark.
Liew said the mall is targeted to be completed by 2011 and planned as a destination regional mall that not only served the Setia Alam and Setia Eco Park townships, but also to attract the larger Klang Valley population.
There are about 350,000 households within the 30-minute driving perimeter of the proposed mall, which is expected to start construction within the next six months, he said.
According to Liew, the mall will help the group achieve its 20 per cent target of building commercial products in the next two to three years from two per cent now.
He said the group has also reserved land around the mall area vicinity should the government decide to extend the light rail transit (LRT) system to that part of Selangor.
On SP Setia’s performance, Liew said the group is confident of posting a better result for its fourth quarter this year following improved sales.
The group, he said, has been registering sales of between RM100 million and RM120 million monthly.
“We are confident of achieving total sales of RM1.5 billion this year from RM1.2 billion last year,” he added.
On the group’s project in Vietnam, Liew said it is still on with the expected launch in October this year despite the economic downturn there.
“What is happening in Vietnam is similar to what we experienced in the 1997/98 financial crisis. Their interest rate is about 20 per cent while ours now is about six per cent,” he said.
According to him, the project will benefit SP Setia in the long run, especially when Vietnam posts a turnaround, adding that the group also expects to buy more land there. — Bernama

KUALA LUMPUR: SP Setia Bhd is building a RM750mil retail mall in its Setia Alam township in Shah Alam under a joint venture.
SP Setia said Tuesday the retail mall would have a gross floor area of about 1.23m million sq. ft.
“The retail mall targeted to be completed by 2011 is planned as a ‘destination’ shopping mall that not only serves the households within the Setia Alam and Setia Eco Park townships, but also attracts the wider population of Klang, Shah Alam, Subang Jaya and Petaling Jaya,” it said.
Under the corporate exercise, its unit Bandar Setia Alam Sdn would dispose of 30.5 acres of freehold land in its Setia Alam township to Greenhill Resources Sdn Bhd for RM119.57mil.
Bandar Setia Alam would then team up with Lend Lease Asian Retail Investment Fund 2 Ltd, to develop the retail mall on the site.
The latter is a wholesale real estate development fund managed by Lend Lease Investment Management Pte Ltd and based in Bermuda with an investment mandate in the Asia Pacific region.

SP Setia group managing director Tan Sri Liew Kee Sin said the project was expected to contribute to the group after its completion at end-2001.
“We expect to start building the mall within six months. We are currently waiting for approval from the Selangor government,” he said after the agreement signing yesterday.
To a question, Liew said the higher building material prices had already been factored in the gross development value of the mall.
“The mall will help us achieve our 20% target of building commercial products in the next two to three years from 2% currently,” Liew said, adding that the mall was expected to attract customers from the larger Klang Valley population as well as Setia Alam and Setia Eco Park townships.
He said there were about 350,000 households within 30-minute driving radius of the mall.
“We have also reserved land around the mall area should the Federal Government decide to extend the light rail transit system to that part of Selangor,” he said.
On its financial performance, Liew said the group was confident of achieving total sales of RM1.5bil for the current financial year ending Oct 31. He expected the group to post better fourth-quarter results following improved sales.
“We have been recording sales of RM100mil to RM120mil monthly,” Liew said, adding that the group registered RM50mil revenue over the weekend.
Commenting on SP Setia’s project in Vietnam, he said the group would continue with its launch plan despite the slowdown in the country’s economy. He said the launch would be held in October when its showhouses were ready.

KUALA LUMPUR: SP Setia Bhd is forging ahead with its township project in Vietnam despite the country’s economic woes, said its group managing director and chief executive officer Tan Sri Liew Kee Sin.
Not only that, the property developer is actively seeking more opportunities in that country and is scouting around for more land in Ho Chi Minh City (HCMC).
Liew said the company expected to launch its township in the My Phuoc Industrial Park, HCMC some time in October. SP Setia is in the midst of undertaking the earthworks, show houses and show villages at the proposed township site.
The project will have a development cost of RM2.2 billion and is expected to be completed in 2015.
Despite the country’s high inflation rates and the depreciating currency, Liew was confident of the Vietnamese market and said that business would “continue as usual”.
“We’re planning to buy more land in Vietnam within the Ho Chi Minh province as we believe in the long term; it will do us very well due to the population,” Liew said, adding that the Vietnamese market was a cash economy unlike Malaysians who depended a lot more on credit cards.
He said SP Setia was confident of achieving its sales target of RM1.5 billion this year in Malaysia, up from RM1.2 billion last year.

He was speaking to reporters here yesterday after SP Setia signed a 50:50 joint venture agreement with Australia’s Lend Lease Asian Retail Investment Fund 2 Ltd (ARIF) to develop a first-of-its-kind retail mall in its flagship township in Setia Alam, Shah Alam.
ARIF is a wholesale real estate development fund advised by Lend Lease Investment Management Pte Ltd, which is part of Lend Lease Corporation Ltd, a listed property development group based in Sydney with operations in the Americas, Europe and the Asia-Pacific.
Liew said SP Setia planned to offer more commercial products, which may contribute 20% of total sales by 2012, versus 2%-3% now, with the newly formed JV being part of its overall plan.
The SP Setia-ARIF JV company, Greenhill Resources Sdn Bhd, will acquire from SP Setia subsidiary Bandar Setia Alam Sdn Bhd a 30.5 acre freehold land as the site of the retail mall in the larger 158-acre Precinct 1 in Setia Alam for RM119.57 million.
With a gross floor area of about 1.23 million sq ft, the retail mall will have an estimated total development cost including land and financing of some RM750 million. It is expected to be completed in 2011.

PROPERTY developer SP Setia Bhd (8664) reported weaker fourth quarter and full-year results for fiscal 2008 as higher costs of fuel and materials eroded profits.
It also missed its full-year sales target of RM1.5 billion, reporting a revenue of RM1.3 billion.
"We expect to maintain the group's performance next year by launching a product mix targeted at niche markets according to their need," group managing director and chief executive officer Tan Sri Liew Kee Sin said after announcing the results in Kuala Lumpur yesterday.
SP Setia's fourth quarter net profit fell 24 per cent to RM76 million due to disruption of work in progress led by fuel and energy price increases.
Revenue for the quarter was RM420.8 million, a 33 per cent jump from RM317.2 million previously.
The group's sales were mainly derived from its property development activities in Setia Alam and Setia Eco Park in Shah Alam; Bukit Indah, Setia Indah, Setia Tropika and Setia Eco Gardens in Johor Baru; and Setia Pearls Island in Penang.
SP Setia has 16 ongoing projects with a combined gross development value of RM30 billion.
Its total undeveloped landbank stands at 1,959ha, inclusive of 223ha in Vietnam.
For the full year to October 31 2008, SP Setia posted net profit of RM213.5 million, 18 per cent lower than what it made in 2007.
Revenue was up 15 per cent to RM1.33 billion.
It has proposed a total dividend payout of 17 sen per share.
Since SP Setia has already launched all its major townships complete with infrastructure, school, hypermarket and other amenities, it will now develop dedica-ted products driven by consumer demand.
"We are also beginning to see construction prices trending down, beginning with the decrease in steel bar prices. We will continue to develop products that suit house buyers' changing lifestyle and affordability," said Liew.
With a net gearing of 0.19 time and some RM593 million cash in hand, SP Setia will continue to look for suitable land in the three states it has already carved its Setia brand.
Commenting on its first overseas venture in Vietnam, Liew said the company hopes to launch the township by the second quarter of next year.
SP Setia has clinched a deal to jointly build a 32ha mixed development in Ho Chi Minh City catering for expatriates and senior staff working in the Saigon Hi-Tech Park.

Explaining the rationale for the decision to scale down Phase 1 of the project from 1.23 million sq ft of gross lettable area to one million sq ft, president and chief executive officer Tan Sri Liew Kee Sin said this was to accommodate a more efficient design and to best meet the needs of retailers.
“Phase 1 will have a net lettable area of about 700,000 sq ft. Based on the detailed studies undertaken by our joint-venture partner Lend Lease Asian Retail Investment Fund 2 Ltd’s retail experts in Singapore and Australia, we believe this is the optimal size for the phase,” Liew told StarBiz.
He said Setia City Mall was designed by a team from Lend Lease, comprising international experts in retail mall design, construction and management. Apart from a world-class design, it will also set the benchmark in sustainable retail development, being the first and only mall to be included in the Green Building Index’s pilot accreditation scheme.
The Phase 1, expected to be completed at end-2011, will comprise a department store, 250 local and international specialty stores, major anchor retailers and an entertainment precinct. Its gross development cost is RM450mil.
The mall design includes access to more than 2,000 parking lots and easy connectivity to nearby roads, towns and major highways. Liew said while it was still too preliminary to reveal plans for Phase 2, it would likely constitute a more upmarket component to complement Phase 1 and would appeal to a wide spectrum of the consumer market.
On analysts’ reports that the revised plans would now see the mall being developed in two phases, he said Setia City Mall had always been planned to be undertaken in two phases.
“Our initial announcement did not provide specifics on the phasing plan because at the time, we only had a conceptual master plan and it was too preliminary to disclose how things were going to be done.
“After an in-depth analysis of the primary, secondary and tertiary market catchments for the mall project, we are able to share more firm plans on how we intend to develop the mall.
“With Setia Alam’s demographics changing over the years as more people move in, building the mall in two stages will allow it to strongly establish itself in the market, and then to grow in sync with the needs of the customer base,” he said.
Liew said Setia City Mall would provide long-term, sustainable growth for retailers, the company, and the community at large.
“Our studies have indicated that Setia City Mall is a necessity to satisfy the local population’s desire for quality shopping and leisure facilities. SP Setia’s local knowledge and Lend Lease’s international retail design excellence will ensure that the mall is well above the curve in terms of design, functionality, offer and experience.
“The mall is responding to a market opportunity with the already large customer base set for rapid expansion. This ensures that demand for retail space will be high. We are currently in negotiations with key anchor retailers,” he said.

Meanwhile, Setia City (or Precinct 1 of Setia Alam) will have an international convention centre, 2 hotels, international mall and international boulevard surrounded by office and apartment towers.
Piling works is currently underway for the mall, while SP Setia's main focus now is the link houses in Precinct 6, 7 and 8. The whole Setia Alam is like another USJ Subang Jaya in the making.

PROPERTY developer SP Setia Bhd (8664)expects its maiden retail venture to register a 20 per cent return-on-equity per annum over a 15-year period.
The Setia City Mall, a retail mall in Setia Alam, Shah Alam, will be developed by Greenhill Resources Sdn Bhd, a 50:50 joint-venture company between SP Setia and Lend Lease Asian Retail Investment Fund 2.
The RM450 million mall, which will start construction in two months, is expected to be fully occupied even before it opens in 2012.
"We have secured three anchor tenants and are in talks with 50 retailers. We are confident that by the time the mall is completed, it (the 300 units of retail space) will be fully taken up," said SP Setia president and chief executive officer Tan Sri Liew Kee Sin.
He was speaking to the media after the signing of a RM315 million syndicated banking facility with CIMB Bank, Public Bank and Affin Bank in Shah Alam yesterday.
"This deal, and the commitment from three leading banks, demonstrates that there is no shortage of financial support for good projects," said CIMB's group chief executive Datuk Seri Nazir Razak at the event.
The mall will be developed in two phases. The first phase, which has a gross development cost of RM450 million, will begin construction in two months and to be completed sometime early 2012. It will offer about 700,000 sq ft of net lettable area.
The second phase, which is expected to have a net lettable are of 1 million sq ft, will be developed in five years.
"We will let the first phase stablise first before we start the second phase," Liew said.
Also at the signing ceremony, which was witnessed by Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim, were SP Setia chairman Tan Sri Abdul Rashid Abdul Manaf and Public Bank managing director Tan Sri Tay Ah Lek.
"We expect Setia City Mall to dramatically enhance Shah Alam's shopping and leisure offer and draw customers from a wider catchment area with a population of approximately one million people.
"The mall also reinforces SP Setia's Live Learn Work and Play vision for Setia Alam and Setia Eco Park. These developments which already have over 20,000 new residents are set to expand to over 50,000 by the time the mall opens," said Abdul Rashid.

“Unfortunately, we cannot reveal who they are for now. So far, we have also spoken to about 50 potential retailers for the mall and expect a full take-up by the time construction is completed by end-2011.
“Construction is expected to begin within the next two months,” Liew said after an agreement signing between Greenhill Resources Sdn Bhd and CIMB Bank Bhd, Public Bank Bhd and Affin Bank Bhd for a RM315mil syndicated loan facility.
Greenhill Resources is a 50:50 joint venture between SP Setia and Lend Lease Asian Retail Investment Fund 2 Ltd.
The event was witnessed by Selangor Mentri Besar Tan Sri Khalid Ibrahim.
Lend Lease, which has operations in Australia, Asia, Europe, the Middle East and the United States, is the mall’s designer while SP Setia is the developer.

SP Setia chairman Tan Sri Abdul Rashid Abdul Manaf said the mall was expected to “dramatically enhance” Shah Alam’s shopping experience and appeal to the growing population in the area.
“Setia Alam has over 20,000 new residents and is expected to grow to over 50,000 by the time the mall opens,” he said.
CIMB group chief executive Datuk Seri Nazir Razak said the shopping centre was the first mall in Malaysia to be financed since the global economic downturn.
“This project is timely, given the quiet market currently in light of the economic climate.
“This also shows that banks will still lend if the development is a good quality project,” he said.
Nazir said local developers should not shy away from projects due to the downturn. “A crisis always presents opportunities,” he said.

SHAH ALAM: Parkson Corp Sdn Bhd will be taking up 120,000 sq ft of space at Setia City Mall in Setia Alam, Shah Alam.
Parkson is the sole department store and one of the key anchor retailers of the 700,000 sq ft retail development by S P Setia Bhd and Lend Lease Asian Retail Investment Fund 2 (ARIF).
S P Setia president and chief executive officer Tan Sri Liew Kee Sin said Setia City Mall would be developed in two phases.
“The total cost for Phase 1 is RM450 million,” he told reporters after the signing ceremony between S P Setia, Parkson and Greenhill Resources Sdn Bhd.
The mall aims to enhance Shah Alam’s shopping and leisure product offerings and provide destinational appeal for shoppers across Malaysia, with a focus on the wider Klang Valley. The mall will be designed, marketed and managed by Greenhill Resources Sdn Bhd, a joint-venture entity between S P Setia and ARIF.
Construction of Phase 1 begins soon, with opening sometime during Christmas 2011. The construction of Phase 2 would start three years from now, Liew said.
Setia City Mall will have over 200 local and international specialty stores, a number of major anchor retailers, an entertainment precinct and a large park. It will also have efficient access to over 2,000 car parks.
Greenhill Resources development director, Robert Spinks said Setia City Mall will host seven to eight anchor retailers and Parkson would be the largest.
Designed by Lend Lease, the mall will support S P Setia’s vision for Setia Alam, which already has over 20,000 residents. This is expected to rise to over 50,000 by the time the mall opens. The mall will also set the benchmark in sustainable retail development, being the first and only mall to be included under the Green Building Index’s pilot accreditation scheme.
“Parkson is looking to add 15% more space each year and the venture into Setia City Mall as an anchor tenant fits perfectly into its strategy. We believe three to five years down the road, this store will become one of our Top 10 stores in terms of turnover,” said Parkson’s managing director, Alfred Cheng. Parkson has over 35 stores nationwide.
“The 15% every year translates to roughly two to three stores in Malaysia, about three to four stores in Vietnam and about five to six stores in China,” Cheng added.
To date, the Parkson Retail Group manages and operates a total of 86 stores in three countries -- Malaysia, China and Vietnam. Cheng said Parkson will open its first store in Phnom Penh, Cambodia, towards end-2010 or early 2011.

Property developer SP Setia Bhd (8664), may build towers and buildings at the multi-billion ringgit Setia City commercial hub, its flagship township in Shah Alam, Selangor, by as early as 2012.
The 63.2ha Setia City will be developed in two phases.
Phase 1 comprises the 1.23 million square ft Setia City Mall, worth RM750 million, and a central park, estimated to cost more than RM10 million.
Phase 2 will feature more than 20 low- and high-rise buildings, including office towers, corporate towers, serviced apartments, institutions and hospitals.
Bandar Setia Alam Sdn Bhd general manager Tan Hon Lim said the development of phase 2, which is still in planning stage, will commence pending market conditions and the completion of phase 1.
"We have started earthworks for phase 1. Actual construction will commence in first quarter of the year. Our target is to complete the mall and park by end-2011," Tan said in an interview with Business Times recently, at Setia Alam.
Bandar Setia Alam, a SP Setia unit, will build the mall with Lend Lease Asian Retail Investment Fund 2 Ltd in a 50:50 joint venture, on 12.2ha.
Lend Lease is part of Lend Lease Corp Ltd, an Australian property group.
Tan said Setia City Mall, which is SP Setia's first retail mall development will set the benchmark in sustainable retail development.
He said it will be the first and only mall to be included under the Green Building Index's pilot accreditation scheme.
Setia City Mall will house a department store, 250 local and international specialty stores, a number of major anchor retailers and an entertainment precinct.
Tan said SP Setia is in talks with several local and foreign hospital operators to take up shop at Setia City.

Setia City is by far the only commercial hub that will have more than 40 buildings. It will include residential blocks, four-star hotel, retail mall, convention centre, hospital and university.
Setia City, estimated to be worth RM5 billion, will set a new benchmark where green development is concerned, SP Setia president and chief executive officer Tan Sri Liew Kee Sin said.
According to Liew, Setia City will be the first integrated project in the country to have all its buildings certified under the Green Building Index.
"While green buildings may not be a new phenomenon in the country, they are usually standalone structures," he said at the launch of Setia City by Housing and Local Government Minister Datuk Chor Chee Heung yesterday.
Setia City, sprawled over 96ha in Setia Alam, is expected to attract local and multinational companies, Liew said.
SP Setia is also selling land at Setia City and companies which buy the land can build their own towers to their specifications.
To date, Top Glove Corp Bhd and Khind Holdings Bhd have bought land to set up Grade A office towers as their new corporate headquarters.
Top Glove will build an 18-storey tower, while Khind is mulling over its plans.
SP Setia will also set up its corporate headquarters in a nine-storey building.
Ongoing works at Setia City include the 1.23 million sq ft Setia City Mall by Land Lease Australia.
On the hotel, university and hospital, Liew said the company will talk to local operators to run the facilities.
Meanwhile, Chor said his ministry and Bank Negara Malaysia were monitoring property price movements to prevent a housing bubble.

SHAH ALAM: Setia City, the 240-acre (96 hectares) integrated commercial hub in S P Setia Bhd's Setia Alam township in Shah Alam aims to be the first green integrated commercial development in the country.
"We hope to set a new benchmark in green development as this will be the first integrated project that will have all its buildings certified by the Malaysian Green Building Index (GBI)," said S P Setia president and CEO Tan Sri Liew Kee Sin.
With a gross development value of RM5 billion, the freehold development comprises hotels, serviced apartments, corporate office towers and retail malls. Completion of Setia City will take 10 to 15 years.
The first three Grade A corporate headquarters to be built in Setia City are for S P Setia, Khind Holdings Bhd and Top Glove Corp Bhd. The developer is targeting a GBI Platinum rating for its headquarters, comprising a 9-storey block with a 4-storey annex building which will be connected to Setia City Mall via a link bridge. All buildings within Setia City will be connected via elevated walkways.

Other green features planned include energy efficient lights and fibre optics, solar photovoltaic panels, plug-in points for electric vehicles, rainwater harvesting system, raised floor system for cooling/cabling and large canopy roofs with a garden.
Liew said there would be 40 corporate towers in the development eventually and the developer is currently in talks with several other companies to relocate their offices here. He was speaking at the launch of the development officiated by Housing and Local Government Minister Datuk Wira Chor Chee Heung on Thursday, Oct 21.
The developer is also discussing with a local hotel group to manage a four-star hotel here. The hotel as well as the Setia City Convention Centre are expected to be ready end-2012. S P Setia also plans to launch two blocks of serviced apartments in Setia City by mid-2011.
"Setia City is set to be one of the largest master-planned city centres in the country. It is definitely set to transform the skyline of Shah Alam and complete the Setia Alam Township to one that fully embraces the Group's LiveLearnWorkPlay philosophy of creating meaningful environments for all. The next phase of our growth is here — Setia City," Liew said.
Meanwhile, Setia City Mall, is targeted for opening by December next year, said Robert Spinks, director of Greenhill Resources Sdn Bhd, a 50:50 joint-venture between S P Setia and Australian-based Lend Lease Asian Retail Investment Fund 2 to develop the mall in the commercial hub. "The mall will be ready first before other components within Setia City. It will help improve amenities and serve both the residents and people who work in the area. Leasing so far has been going very well. We are looking at mainly established brands," Spinks told The Edge Financial Daily.
Major tenants include Parkson, Golden Screen Cinemas (GSC) and a bowling centre operator. Spinks said they are also in the final stages of discussions with Harvey Norman.
The mall is currently under construction and lies adjacent to a park. Phase 1 of the mall is on 16.4 acres with a total net lettable area of 700,000 sq ft. Spinks said the second phase would depend on demand. In total, both phases will consist of 1.5 million sq ft of retail space.
S P Setia is ranked the No 1 property developer in The Edge Top Property Developers Awards 2010 and is currently involved in developments in Klang Valley, Johor Baru and Penang in the country, as well as Vietnam, China and Australia.

RETAILER Elitetrax Marketing Sdn Bhd, trading as Harvey Norman, will open its newest Malaysian store at Setia City Mall in the Setia Alam township in Shah Alam, joining household names Parkson and Golden Screen Cinemas.
The 30,000sq ft store will be located on level one and accommodate the retailer's full line which includes electrical appliances, computers and communications products, furniture and bedding products as well as photo printing services.
Setia City Mall in Selangor is a joint venture between SP Setia Bhd and the Asian Retail Investment Fund managed by the investment arm of international developer Lend Lease.

KUALA LUMPUR: S P Setia Bhd has finalised the design and costing for the proposed development of a new integrated health and research complex for the Ministry of Health (MoH) in Setia Alam, Selangor.
The company said on Monday, Jan 17 that its associate Sentosa Jitra Sdn Bhd (SJSB) had finalised its design and costing for the new complex based on the MoH's brief of requirements.
It added SJSB is now ready to commence negotiations with the Public Private Partnership Unit (Unit Kerjasama Awam Swasta @ UKAS) in the Prime Minister's Department and the MoH "based on the proposal submitted to the government".
S P Setia said a UKAS had issued a letter on Sept 24, 2010 informing it about the approval-in-principle granted by the government to SJSB to enter into negotiations with UKAS and the MoH over terms for the proposed complex to be located on approximately 55.33 acres of land at Setia Alam via a land swap for the government land measuring 40.22 acres along Jalan Bangsar, Kuala Lumpur ("Proposal").
It said the government's approval-in-principle to SJSB's proposal, subject to terms and conditions to be agreed. It added SJSB has finalided its design and costing for the new complex.
S P Setia said the proposal would enables the MoH to reap the value of matured government land to obtain a fully integrated and modern new 1NIH Complex capable of housing all the relevant national health and research institutes and support functions in a single location within the vibrant, fast-growing and highly accessible township of Setia Alam.
"The MoH/government will also have the opportunity to participate in the redevelopment of the MOH Land through its share of 20% of the net profits from the development," it said.
In terms of benefits, S P Setia said SJSB had started the master plan to redevelop the MoH Land.
"Its superb location provides a rare opportunity for S P Setia to further showcase its skills in developing luxury residential and integrated commercial products within the affluent Bangsar and Federal Hill areas," it said.

SHAH ALAM: S P Setia Bhd plans to launch at least another 300 units of medium cost apartments in its Setia Alam township in the near future to benefit from the government's "My First Home Scheme", according to group president and CEO Tan Sri Liew Kee Sin.
Liew added that although the group was recognised among buyers as a luxury and high-end property developer, it had always complied with the Ministry of Housing and Local Government's requirement to allocate 40% of its developments to include low-to medium cost properties for every housing project that it had embarked in.
"At S P Setia, we build across the board, from low-cost, low-medium-cost and medium-cost houses, which are mostly apartments to comply with the housing ministry's requirement," he said during the press conference after launching the company's new 'Setia Apps'.
The 'Setia Apps' is a lifestyle application for smart phones to provide information regarding housing policies, new guidelines, home buyer tips and many more.
Liew reiterated that the company always strived to build houses according to the government's guidelines in providing 10% of its property developments for low- cost houses, 10% for low-medium- cost houses and 20% for medium- cost houses.
"We only build 60% of our developments as high-end properties and the money that we make from these properties is used to cross-subsidise the low-cost ones," he said.
According to the housing and local government ministry guideline, a low-cost house is one that is priced from RM35,000 to RM42,000 per unit, low-medium-cost is priced from RM70,000 while a medium- cost unit is priced from RM100,000 to RM200,000.
Last week, Prime Minister Datuk Seri Najib Razak launched the "My First Home Scheme" where property buyers below 35 years of age and are earning less than RM3,000 monthly can acquire houses costing from RM100,000 to RM220,000 with 100% loans from 25 financial institutions for a repayment period of up to 30 years.
On the latest purchase of land by S P Setia in Cyberjaya recently, Liew said that the company could build high-end properties on the piece of land, as the previous owner of the land — Setia Haruman Sdn Bhd — had already built the low-cost and medium-cost houses there.
S P Setia recently bought 108.5ha of prime freehold land in Cyberjaya for RM420.4 million. The land would be used for a mixed development project comprising upmarket residential and commercial properties such as RM2 million semi-detached houses and RM3 million bungalows. The project that is expected to have a gross development value of about RM3 billion would be co-developed by S P Setia and Setia Haruman in a joint-venture.
Liew reaffirmed that all S P Setia's projects had allocations for low- cost and medium-cost properties, including the Setia Pearl Island development in Penang.
At the same event, Housing and Local Government Minister Datuk Wira Chor Chee Heung said his ministry was looking at tightening the Housing Development Act with more stringent measures.
"We are overhauling the Housing Development Act and we are putting more stringent measures and regulations to make developers accountable and more protection for the house buyers," said Chor.

SHAH ALAM: Setia City Mall, located in S P Setia Bhd's thriving 4,000 acre Setia Alam township that is set to open by mid-2012, has welcome its first few shoppers despite still being under construction after the shoppers' won a competition run exclusively on Facebook.
To enter the competition, friends of Setia City Mall on Facebook were invited to submit in 50 words or less why they are looking forward to the opening of the mall. The winners were chosen based on the individuality of the entry, as voted by the development team.
Setia City Mall is being developed by Greenhill Resources Sdn Bhd, a joint venture between S P Setia and the Asian Retail Investment Fund, a fund managed by the investment arm of international property developer Lend Lease.
In a press release, Greenhill Resources marketing director Daniel Steffe said that the company is developing the mall for the community, and ensuring that the needs of the community is met is a top priority.
"Connecting with local residents through competitions like this is a great way to interact with our future shoppers, and being able to give the winners an experience that people don't normal get was very rewarding," he said.
In addition to pointing out where certain shops are to be located, the winners were given an inside look at the various construction techniques being used on site, as well an overview of the various initiatives being used to keep workers safe. All winners were required to wear personal protective equipment; including gloves, goggles, safety boots, hard hats and high visibility vests.
A handful of local residents were invited to mingle with the construction team on site and explore the mall as it is being built.
One of the competition winners, Low Jer Ming, said that being one of the first customers to explore the new mall was "a lot of fun, and a very special experience", while another winner — Khoo Yeong Yih — looks forward to the opening of Setia City Mall.

KUALA LUMPUR: The Setia City Mall in S P Setia Bhd's Setia Alam township has signed on tenants for over 75% of its net lettable area (NLA) to date. The mall has over 740,000 sq ft NLA. About 160 tenants out of a possible 250 have already signed on a year before the mall's opening.
The mall at the 4,000-acre (1,618.7ha) Setia Alam township in Shah Alam is a 50:50 joint-venture between S P Setia with Asian Retail Investment Fund (Arif), managed by Lend Lease Investment Management. Together they formed Greenhill Resources, which manages and markets the mall.
"Setia City Mall and the central park it is connected to is a key step in achieving our vision for Setia Alam, and when the doors open next year, Setia City Mall will become a vibrant hub of activity for the residents of both Setia Alam and Setia Eco Park," said S P Setia executive vice-president Khor Chap Jen during a breakfast meeting with its tenants on Thursday.
The gross development cost to build the mall is about RM450 million.
Echoing Khor's comments, Tan Sri Liew Kee Sin, CEO and president of S P Setia, said: "We are a developer not a retailer. So we partnered Lend Lease in a win-win partnership that will make Setia Alam a very exciting place to be."
The four-storey mall's anchor tenants include Parkson, Golden Screen Cinemas, Urbanfresh supermarket, Harvey Norman, Fitness First, Courts and Wangsa Bowl.
"The rental rates will range from RM5 to RM30 per sq ft/month," said Robert Spinks, Setia City Mall's development director. "This will depend on the location, lot size and type of tenancy as some retailers can pay higher rates than others so it is hard to pick an average rental rate."
Setia City Mall sits on 18 acres and will provide diverse shopping options, an entertainment precinct, alfresco dining and outdoor facilities such as a park, lake and a children's playground.
"Setia City Mall will be more than just another place to shop," said Rod Leaver, Lend Lease Asia's CEO. "It will form the focal point of a thriving new community here."
The forecast sales growth for the new mall once it is officially open in 2012 is 6% to 7% annually which is the average rate for the region, Spinks said. The biggest tenant is Parkson that will take up 120,000 sq ft. Fitness First, which will be opening its 14th outlet in the country, takes up 17,000 sq ft and according to Richard Hutson, sales director for Fitness First Asia, this outlet will have a freestyle area, where exercises will be related to everyday type activities.
Padini Holdings Bhd will also feature in the new mall. According to its managing director Yong Pang Chaun, there will be two stores in the mall, namely Padini Concept Store, which will take up 15,000 sq ft and its Brands Outlet taking up 7,000 sq ft.
A RM60 million convention centre will also be built in Setia Alam, Khor said, to hold exhibitions and seminars, and will complement the mall's business. It is scheduled to be completed about the same time as Setia City Mall.

PETALING JAYA: S P Setia Bhd launched its Trefoil SoFo (small office flexible office) project in its Setia Alam township in Shah Alam last Saturday, July 23.
About 1,000 interested buyers were at the launch which saw over 60% of the 1,020 units that were open for sale, sold via balloting.
Trefoil SoFo comprises three towers housing a total of 1,500 office units. The developer launched Blocks A (35-storey) and B (36-storey) over the weekend and hopes to launch Block C (35-storey) tentatively by 4Q11.
The units have built-ups ranging from 485 to 790 sq ft and tagged from RM245,000 to RM450,000. The RM450 million development is located within Setia City, the commercial precinct of Setia Alam just five minutes' walk on ground or via a covered elevated walkway from Setia Mall.
Bandar Setia Alam Sdn Bhd divisional general manager Tan Hon Lim told The Edge Financial Daily that the SoFo units are without internal partitions and therefore allow the owners or occupants the flexibility to customise or to fit-out the units to their requirements.
"Owners can opt to buy two units side-by-side and erect an internal connection. One of the unique selling points is that it offers buyers greater flexibility to create a property of their choice — be it for residential or office use," he added.
Bandar Setia Alam is a subsdiary of S P Setia and developer of the 4,000-acre Setia Alam township.
Among facilities available are a 50m lap pool, pebble stream, jacuzzi, wading pool, fitness station, multipurpose hall, reflexology garden, yoga deck, sundeck, jogging track and grand lawn. The developer is also offering a 20:80 developer interest-bearing scheme.
Tan explained that Trefoil is the name given to the clover shape of the project as seen from the top. Tre is Italian for three.
"We chose this name as it reflects the aerial pattern that the project's three tower blocks make. It also has a contemporary feel to it in line with the concept of small office home office (SoHo)/SoFo."
Tan said most buyers over the launch weekend were investors. "Most of them are repeat buyers from Setia Alam and Setia Eco Park. There was also a large number of buyers who purchased units for their own use," he said.
Launched last October, the RM5 billion Setia City integrated green commercial hub will include 40 corporate towers and serviced apartments spanning 240 acres. The developer is constructing its own corporate building at Setia City comprising a nine-storey block with a four-storey annexed building, which is connected to the mall via a bridge.
Meanwhile, about 80% of its much-anticipated Setia Mall's net lettable area has been leased and the mall is slated to officially open next year.
The four-storey mall's anchor tenants include Parkson, Golden Screen Cinemas, Urbanfresh supermarket, Harvey Norman, Fitness First, Courts and Wangsa Bowl.
Tan said the next launch at Setia City will be in 2Q12.
"It will comprise serviced apartments with built-ups from 750 sq ft. There will be no other SoFo developments here in the immediate future," he added.

SHAH ALAM: Setia City Mall has secured over 50,000 sq ft of international fashion brands, bringing its take-up rate to over 95% of its net lettable area of 740,000 sq ft.
Some of the brands include Zara, MHG, Guess, Esprit, La Senza, G2000, Rip Curl, Aldo, Timberland, Cache Cache and Cotton On.
Setia City Mall, a joint venture between S P Setia Bhd and the Asian Retail Investment Fund (ARIF), is located in S P Setia's 4,000-acre Setia Alam township. ARIF is a fund managed by the international investment arm of international property developer, Lend Lease.
"As we edge closer to opening, we're very pleased at the confidence shown by the international fashion community. Offering these brands to our future customers will allow us to deliver on our promise to provide the Klang Valley with an exceptional shopping destination," said Robert Spinks, development director of Setia City Mall in a press release on Thursday, Oct 27.
With the new leases, the mall is on target to be 100% occupied for its opening in mid 2012. Other tenants include Nicchi, F.O.S and Padini, Parkson department store, a nine-screen Golden Screen Cinemas, Fitness First, Courts, Harvey Norman, Wangsa Bowl and the maiden Urbanfresh supermarket.
According to a spokesman, RSH Malaysia — the owner of the Zara franchise in Malaysia — the expansion into Setia City Mall will help progress its regional growth strategy. The new outlet will be the brand's seventh in Malaysia.
"Setia City Mall boasts an attractive design, excellent customer potential and a clear vision to deliver an exceptional retail asset. We are very pleased to be involved," said the spokesman.
The Zara store will be located on the upper ground floor and will house over 16,000 square feet of the latest men's and woman's fashion trends.
