앞서 시는 지난해 12월16일 이 지역을 '도시개발구역 지정 및 개발계획'을 고시했다. 당시 지역에서는 "대우자판이 아파트만 짓고 지역에 아무런 기여도 하지 않으려 한다"며 거세게 반발하자, 대우자판에서 "아파트와 테마파크 개발을 동시에 추진하겠다"며 반발 여론을 잠재웠다.

대우자판에게는 지난해부터 전세계를 강타한 금융위기가 '호재'로 작용했다. 테마파크 개발에 뛰어들 금융권은 커녕 기업체의 움직임 역시 전혀 없었기 때문이다.

결국 대우자판은 "금융위기로 테마파크와 아파트를 동시에 개발하는 것은 무리가 있다"며 경제위기가 잠잠해지면 금융권에 손을 뻗어 테마파크를 진행하겠다는 입장이다.

대우자판은 이에 연수구 옥련동과 동춘동 53만8천952㎡에 3823세대(1만193명) 규모의 33~37층 이하 아파트와, 43~75층 이하 주상복합을 건설한다.

이 부지는 아파트와 주상복합 등 주거용지가 전체의 45.1%에 달하는 24만3천5㎡이며, 9.2%는 상업용지, 나머지 45.7%에는 초교·중교 각 1개, 공원 2개 등으로 꾸며진다.

대우자판은 테마파크 건설을 포기한 것이 아니라 '연기'된 것이라며 펄쩍 뛰고 있다.

도시개발사업은 정상적으로 진행된 것이고, 테마파크 건설은 금융권이 회복되면 내년이라도 진행하겠다는 입장이다.

특히 파라마운트와 계약 문제가 있는 만큼 '사업 포기'는 있을 수 없다는 설명이다.
